001the blue cards it's out in the entry and you can turn that into mrs hahn over here and we will address you when we get to the call to the public pm on wednesday september 15 2021 and we will call this meeting to order uh for the public hearing uh lisa would you please call the role ben owens president anna marie noor jim jordan roy anderson president robert downey present all right thank you uh this is a public hearing on the second read of the insta instructional time model for the 2122 school year in accordance with house bill 2862 pursuant to ars 38-431.02 notice is hereby given to the members of the governing board and to the general public that the governing board will conduct a public hearing on wednesday august 25th 2021 at 6

00230 pm ms redner good evening president owens dr lopman board members and guests i'm here to present the instructional time model again that we are asking the board to take action on later this evening first of all this plan relates to strategic goal number one which states that every student graduates prepared to create innovate and lead and succeed specifically strategy b excuse me in which we engage all students in a full continuum of services to elevate academic achievement and close achievement gaps among subgroups of learners as a review house bill 2862 asked several bullet points that i want to go over the first one is that this allows school districts to adopt an instructional time model that provides flexibility and how those instructional hours our requirements are being met it also allows school districts to

003meet those hours through different modes of instruction and it also requires us to receive approval from the governing board following at least two public hearings the first public hearing if you'll remember was august 25th and tonight is our second hearing so i want to talk about our learning models we've developed several different instructional opportunities for our students two guiding principles behind our work in this area has been first to keep our students and staff healthy and second to preserve in-person learning as much as possible tonight i will be sharing with all of you the opportunities we're proposing to meet those goals when a student is home home due to quarantine or still participating and learning at home they would not be marked absent and we have discussed what that what that actual coding would look

004like if a student is in person coming to school that is teacher-directed instruction small group instruction they receive intervention support and they we are using our maricopa unified school district adopted curriculum and supplemental resources they are assessed and checking for understanding through daily exit tickets weekly quizzes end of unit assessments we're going through our benchmark process with those students and again they'll take end-of-year testing through the district and the state we want to offer that that learning continuity of learning for students who are home and those classrooms are providing uh that work through google classrooms and i'll go into that in a little bit of detail in a moment um in the cases where families have or will ask for paper packets they will be available upon request again we're using approved curriculum and we're

005checking for understanding and process monitoring through those daily quizzes and assessments as well as through benchmark testing and end-of-year state testing we have makeup opportunities for our students if they're home for an extended period of time where we're offering project-based learning that they're working with directly with the teachers with school staff as well as academic services and again those students are going to be using project-based learning options and that we're still checking for understanding in the same way the last opportunity is our maricopa virtual academy mva and those classes are being taught by our mva teachers we use the curriculum through florida virtual for our elementary students and through ingenuity in our secondary um we have this online platform where our students are being monitored by our teach by our teachers daily and weekly they

006are taking our benchmark assessments and they will take end of course assessments as well and state testing at the end of the year so i want to talk a little bit about our academic mitigation plan and what steps students will need to take if they are home once this is approved by you we will ask that this is posted on our website as well as site websites what site websites at this time individual teachers have been directing students to google classrooms to ensure that they keep current in their schoolwork so when we look at this information there are several tabs at the bottom i just want to talk about for a moment we have one for ess our special education students we want those students to keep current and receive the services that they can

007per for this method also we have a teacher and parent resources when we click on those parent resources you can see that there's additional support for families who may need to just be reminded how to get on that google classroom and those are videos that are available for our family and third i want to go through and just direct us to when they click on um the actual doc document when they click on an actual document that takes us to the symbaloo page which has our approved curriculum resources there and so i spoke last time i'm part of a google classroom with a teacher over at saddleback who's been wonderful and i've i've been able to see those updates so this is how she's communicating she updates the families are able to see that those

008resources are in place so it's a pretty comprehensive system and we've received feedback that families are keeping up as much as they can when they're home with that i'd like to ask if there are any questions or feedbacks feedback or comments from the board at this time okay thank you all right thank you miss redner and it does not look like we have any uh public comments on the uh public hearing on to item two adjourn public hearing so moved second we have a motion in a second lisa um robert downey hi tori anderson hi jim jordan hi ben owens hi it is 6 37 p.m and we are adjourned from the public hearing it is 6 37 p.m wednesday september 15 2021 and we'll call our regular board meeting to session lisa would you

010f you said correct correct all right just taking it out of consent and moving it to action okay you got it so if there's no other changes i'd like to make a motion we approve the agenda taking 9f out of consent and moving it to action items a second we have a motion in a second lisa robert downey aye toy anderson aye jim jordan aye ben owens hi thank you mrs anderson all right we're on to item four super attendance report dr lopman thank you mr owens uh i have a a baker's dozen of good news to share i'm gonna bring back the phrase baker's dozen all right i don't know if anybody's heard that before nobody eats bread anymore so maybe not but anyway maricopa elementary school hosted a school curriculum night for parents

018mr downey welcome back thank you president nolan um as he's indicating i spent two good weeks in europe visiting my family see my mom for the first time in two years and seeing my five brothers and their families a couple of days after i came back i went to the asba law conference in north phoenix first day i went to the pre-day the wednesday which was on poverty um a lot of great ideas i encouraged members of the board um dr lukman our staff to look at the um presentations and particularly for that day i mean the presentation obviously doesn't capture all of the what was said but there were pretty good a lot of information on the presentations and i view these things as not necessarily we can do everything we can't be everything

019to everybody um even some of the things may not be appropriate for our district or maybe we're doing things better than those other districts but there's certainly ideas there and sometimes you don't know what you don't know and maybe something will jump out one thing that caught me as a theme through the the first of the pre-conference day on poverty was that um there's three districts um santa cruz washington and nogales high title one districts and they have plus graduation i took that as a challenge to us i mean what are they doing right that we're not and as i say it's not that we should become a clone of them but maybe they're doing some things that we can learn from and improve ours one one theme i'll just highlight because it's um sort

020of important theme to me is catching the kids as soon as possible actually catching the kids and the parents and one thing that they have all three districts have it's what they all consistently call a family resource center for zero to four year olds um so they get the kids and the parents in very early and i would have to say it's probably pretty obvious they're probably working as much on the parents to get them involved in the school and the child's education has as much the child although i'm sure they're helping the child as well and they do have free pre-k so that that caught my thing the next two days i have to say we're not as exciting it was the actual meet of the law conference no big surprise the law conference

021a lot of it focused on the arizona revised statute um i think it's technically 15717-02 there's the one that did all the covet stuff the critical race theory now there's a lot of talk about that in various presentations again i would encourage people to go off and look at those presentations i believe the keynote speakers speeches there's four of them were videoed and will be made available um there's a couple of really good two in particular keynote speakers that were there cliff everybody knows my name cliff from from tears uh everybody knows that cliff did a presentation it was very funny very informative and truthfully very challenging his theme was create around the children don't let them specialize too soon and teach them skills i mean teach some skills the woodworking the metal the the

022skills not just the mass and the um the science and that type of stuff but actually keep treat them as rounded people um i had four days i suffered a lot so the fourth day was the delegate conference where i voted i believe i can say that i think i reflected the board in all the voting that i did there were some odd stuff that came up during the meeting itself but of course i couldn't get a board input but i think whenever i voted i voted the way i think the majority of the board would have voted so it was a lot of fun it was good education obviously i had to learn a lot it was like drinking from a fire hose but it actually was surprisingly a lot of fun and it

023was very informative that's me president olin thank you very good thank you mr downey and thank you for representing uh musd at the law conference mrs anderson greetings so i also attended the law conference um i did not do the pre-conference but all day thursday and the one presentation that really stuck out that i was really interested in was the new um recreational marijuana law and how that affects school districts and how it affects our students and our families so you know hearing from two different attorneys that specialize in this it was um it was just very enlightening it was very interesting i mean i think we've got some challenges ahead of us and i'm grateful that the city of maricopa is working with us so we can make sure that our students are safe

024not only off campus but on campus as well so that was very eye-opening to me and then i do want to say that mr downey you did an outstanding job at the delegate assembly as this is what my 12th year i think it's always interesting to hear from different board members around the state because there are our native american school districts are rural school districts very urban you know that are quite large in the maricopa county area so to hear everybody's perspective on covid and the marijuana law and keeping kids in school and behavior issues and i find that i learn more from the conversations in the hallway talking to other board members you know how do well how does your district do this well how did your teachers you know handle that rule and

025how did how did you you know how did you get your board to have a consensus on that so it was very um encouraging to me that we are thinking forward i do think that we're doing so many things right when i look at us in comparison to other districts across the state across the state so i i am impressed by our staff the fact that we have very few openings compared to other districts they were quite jealous of what we're doing in the city of maricopa and at musd so thank you to our staff and to everybody and thank you to mr downey for carrying the torch through the through some of the painful debates at the delegate assembly but it's it's always a learning opportunity for sure and if you would like to

026see any of the handouts or information from the law conference you can go to azs and then i know once i stop in the middle i can't remember you have to say it all at one time but you can uh go onto the website and go to the law conference and then you can look at all of the different handouts and information the attorneys have given quite a few bullet points on how some of these new regulations are going to affect school districts so it was quite interesting i know dr lopman attended it with us also so it was nice to be able to have some conversations and how are we going to handle different rules going forward so it was quite interesting i also want to say that this month is hispanic heritage month

027so make sure that you do your part and kind of learn of our rich hispanic heritage in the city of maricopa and i know and i've said it before but the book called reflections of a desert town is available through the um historical society it's 25 and that does give a really great historical um content into how do we start as a as a town uh and evolve into a city and and you know kind of talks about all the journeys along the way so it's very interesting if you would like to get that and kind of check out uh where we've been and kind of gives you an idea of where we're going so it's pretty exciting information so that is what i've got so thank you very good thank you mrs anderson mr

028jordan yes thank you i have been able to visit from all the classrooms auto tech uh classroom and uh i discovered that they're feeding goats there and uh i think that's awesome that that they get to share with another class of uh agriculture related and uh that was that was kind of fun to see that they were cleaning up weeds so very good uh other exciting things i've been able to do is i visited i went to the freshman football game last wednesday and uh it was exciting and our freshman showed a lot better than they did the week before but they were playing more equals this time and uh they fought to a 20 20 uh tie and uh that's if you if you want to do some ex exciting sports go watch the

029freshmen they're they're going to be good and then friday i got to go to watch the varsity ball game and if if you were there you understand that our boys did not quit when they were behind almost all of the game because they scored a touchdown very late in the game and uh used their defensive skills to manage to win that game so if you haven't been to one of the football games i urge you to do that i mean that should support those guys because that's one of our goals is not only to do academics be number one in academics but also to really be number one in sports and i think we're we're we're on our way so i speak for those guys and that's let's see i visited football practice yesterday so

030i'm kind of into that and proud of what what we're doing so go out and watch those guys they they are putting their hearts on the line this hard work in this heat the practice they do reminds me of when i was a freshman so that's about all i've got but i'm excited about it so all right very good thank you mr jordan uh ironically uh in your um report dr lope and you said that friday casa grande cougars are going to be here for our homecoming i'm sorry yeah homecoming this friday i do believe so ram fest tomorrow night at copper sky uh and to top that off casa grande is coming to our pool tomorrow night as well at casa or at copper sky along with hilah ridge so that'll uh hopefully uh

031we get to beat casa grande twice in a week be a good thing we're being rivals so all right that's uh that's all that i have uh we're on to item uh six spotlight school i'm gonna get this right this time butterfield elementary miss hildick hello good evening dr lopman governing board members president owens and audience members i am principal janelle hildick from butterfield elementary school here to present butterfield elementary's social emotional learning program you know what i just realized i forgot the sorry you need to go grab that okay so butterfield social emotional program implementation is aligned to musd strategic plan goal number one every student graduates prepared to create innovate lead and succeed and more specifically the strategy i implement programs to serve the social emotional needs false the caring school community program

032is a research-based program that includes materials for both teachers and the building principle the purpose of the program is to support academic and social emotional learning examples of some of the topics teachers and students may discuss are preparing for tests alike and different perseverance bullying resolving conflicts teasing and preparing for a substitute implementation at butterfield has been very successful since many of the structures recommended are very familiar with our returning staff and students our school practices also support implementation since we have several chairs of support in place for students there are four main structures required for successful implementation the morning circle the closing circle the leadership team and cross-age buddies all four of those structures aligned with those butterfield already had in place in the past we reserved the times for student check-in at the

033beginning of the day and student checkouts at the end of the day which matches perfectly to the protected time needed for morning circles and closing circles in the past butterfield classes partnered up with reading buddies from other grades with cross-age buddies which is required of the program we add in the caring school community activities to promote self-esteem and encouragement since we already had a grade level leadership team we turned that into a grade level social emotional team which not only supports students but also supports our entire staff at butterfield we kept several of our practices from last year that were successful we now have just two points of entry so that way we can have an adult greet each student when they enter our two doors in the morning this is a great opportunity to

034check in with students to say good morning make sure they're ready to start the day learning students pick up their breakfast in the cafeteria they head to their classrooms where their teachers are waiting at their classroom doors to greet them for the day during this time they eat breakfast with one another in their class they get to know one another and develop bonds as classmates start the day calmly another practice from last year is the entire school meets via google meet for video announcements during this time i'm able to show and announce staff and class shout outs in the form of our school's paws tickets after announcements morning circle time begins throughout the day students are recognized for following school expectations by receiving points added to their positive behavior intervention supports pbis rewards account at

035the end of each month students may redeem their points for various prizes chosen as rewards by the students in the classroom and school stores the last part of the day is set aside for checkouts with students and then closing circles which helps provide closure for students and teachers here are some examples of our morning routines which are critical to starting our days off the best way possible so the first few pictures are morning circle kindergarten a first grade class a fifth grade class and then the second and last pictures of us greeting a child at the door when she gets dropped off and i actually followed her and didn't realize it but saw her teacher greeting her at the door when she arrived all right there we go okay so instead of what does the

036fox say we can ask what does the bobcat say about our social emotional learning practices and program here at butterfield here's what some bobcat staff and students say about our practice first grade student says it is fun to do the morning circle we start our day off right it is nice to share our feelings a third grade student says our morning meetings are fun and they teach us things i like to learn about my classmates they also help us connect with friends i like learning about my emotions because it makes me feel comfortable first grade teacher says our students often discover that they have more in common with each other than they realize second grade teacher having a morning circle helps my students feel safe respected and valued and a fifth grade teacher this morning

037circle and the activities that come with it has really made my students bond and have respect for each other in the end it's all about making our students successful in life and leaders of their own learning we can measure the current success of our curriculum and practices by the amount of students receiving discipline referrals within the first six weeks of school compared to the previous in-person school years for those first six weeks you can see each green bar represents one student who was referred to the office for discipline and then as the height of the bars how many incident referrals that child so we've significantly reduced those this school year and um thank you for inviting me to present butterfield's implementation of the caring school community program and i'm ready to answer that i don't

038have any questions it's just it's nice to see um how quickly it's affecting this your behavior which is such a positive way to start the day so in the school year so thank you for sharing i like seeing that that data on there um you know you can tell it's making a difference um i'm assuming that your teachers aren't just letting stuff slide you know from you know two years ago um and i think that so much of that is just based on the relationships that the kids are building with each other and the teachers are building with them and staff right right and the teachers part of the morning circle so i think that's a crucial thing because they're hearing and they can see where they're at you know so rather than getting angry

039or upset they know the child's mindset so it really does it looks like to me that you've created something that kids students look forward to at the start of school and that really sets the tone for wanting to get there and wanting to get the day on and really nice they love talking about so i i got involved with the governing board um really by accident almost nine months ago ten months ago and um i felt it was an opportunity to pay back in some way what teachers and schools did for me whenever i was young i'm the eldest of six boys my mom had five boys by the time she was 22. she was pregnant with my six to six boy at 26 when my father died we were title one plus plus plus

040going to school was what see of me it was the teachers it was community so to hear we've got a program like this in polias in the school elementary school in particular but i suggest it's also needed in the middle of things that i needed until high school but getting the kids early and helping the kids through that um i heard more than i know you mentioned self self-esteem and encouragement but i heard community occurring interest i heard family i know that a lot of teachers what they said to me was you can be whatever you want to be and it's so important for kids and particularly kids that come from challenging environments they hear that they can do better and that they're curved for and the support of that is that they're curved for

041and we're there for them so i praise you and appear as the district for having a programming listen please thank you all right thank you miss hold hildick all right we're on to item uh 7a superintendent high school boundary committee and we have ms pastor good evening president owens dr lopman board members and guests i'm tracy pastor director of administrative services and i'm here with rick bremmer from applied economics and we will be presenting this evening on the superintendent high school boundary the high school boundary committee will touch upon almost all of the district goals but aligns most closely with goal 4 community pride through excellent customer service and our strategy is we want to prioritize and leverage district resources to support the musc vision mission plan our current enrollment and projected trends really help

042to inform our work in this area and at this time i'd like to hand things over to mr bremer who will share us with us some of the recent enrollment thank you very much president owens members of the board dr lopman distinguished guests it's a pleasure for me to be here tonight to just give you a little bit of background as why we're talking about boundaries we haven't completed our our full update for this year but we did get you know this year's enrollment data in there so we kind of know if we're on track and those kind of things we also got preliminary results from the 2020 census that you know confirm what our population is there's a little bit i can share with you and of course i think everyone every one of

043you pretty much knows the story in front of you in this picture but i'll just remind everyone that of course the district has grown amazingly uh since the year 2000 over a thousand students uh skyrocketing um to um by about 50 about 5300 students by 2009 um so when enrollment had about 6 300 students and then of course during the recession uh it was a loss of about 900 students or so 14 a fairly substantial hit although not the biggest hit that i saw state wide by any stretch of the amount and then what's happened really since then is the district has grown by another almost 2 600 student that's 47 growth in that period of time and this year's projection uh this year's number which isn't the 40th day yet so it might go

044up a little bit we're about 8009 that's the head count a12 that doesn't include preschool and things like that uh and i had projected we had projected about eight thousand and one so we're we're really really on right on right spot on with with what we were thinking we were going to get in terms of the projections and with about six or so percent growth this year things are gonna get tight really fast you know what and then you guys have seen how we break the enrollment down into these great groupings so k two three 5 6 8 9 12 the average enrollment were great in each one of those groups and so as we've talked during the big housing boom in the in the 2000s the k2 group really really you know expanded and

045that's what we see you know when you have that high growth it's a lot of young families and a lot of younger students during the recession of course what happened was that a lot of the families that were came in during that period were actually more retirees actually that trend is has continued to get it's interesting to me that the same kind of houses that appeal to young people with families are the are the ones that appeal to empty nesters and retirees also about the same square footage about the same price and so guess what you're good for both of them so you guys have lots of growth going on what i'm looking at right now though is that top line that 912 curve is really really out of control we've got some smaller classes

046coming behind it that's going to buffer some of that growth in a few years out but right now of course it's just pretty much straight up most exciting thing about this year to me was that bounce back in day two that we were expecting flat last year because of it you really did get the bounce back that we were um in terms of the actual demographics of the district i mentioned that we have uh 2020 census data it's just limited release this is for the political redistricting stuff so all it really is is total population population by race population under 18 and housing but now we know we have a population or it did in 2020 of about 61 400 that's just slightly less than we had had estimated based on 10 years with accumulated

047demographic data and i wonder a little bit of i'm seeing a lot of them come in less slightly less i know that there's concerned about under in the census particularly in areas with higher hispanics and so it is what it is i can't change it six thousand it's gonna be sixty one thousand four hundred and forty four um but i i kind of feel like maybe there's a few more bodies out there our housing unit numbers we're almost exactly on what we're seeing that's that's really changing though is you look at that population under 14 you know the preschool and then the elementary school group as a percentage of the total population you know it went up during that big boom period when the district grew so much but now it's waned a bit we're

048down to you know about 23 which is still fairly high among you know arizona school district but the trend is definitely you know a little bit away from that and that last column where you see that compound annual growth rate where population grew at 2.7 percent no cohort under 18 grew by that rate they all grew slower than and that especially those preschool and elementary school age that's being driven by these two groups of householders 25 to 34 and the 35 to 44. you can see them also basically proportionally shrinking in terms of their relative side they're all growing at this point just that in terms of their relative size it's shrinking and we can see that 45 to 54 and 16 55 to 64 groups uh really kind of taking off so it's something

049to watch is something to put into our in into our thinking gap when we're doing our protection but still lots of kids out there um um we haven't again haven't finished our full update but things that have changed in terms of development since we've been here all tell me that the rate is going to increase rather than you know from our projections last time or it may stay the same but the fact of the matter is that the projects are coming in on time and even stronger than we expected um just since we talked to you all i think it was in june or so we've got the england farms sale of that land over to what's called four star development that is the lot development arm of dr horton home so two or three

050years from now they'll do some environmental cleanup and we're actually going to get houses out of that that was just something we were just seeing you know earlier this year the whole anderson farms area where we were thinking it might start in a couple of years with one smaller section that little um orange piece that you see in there but in fact now lennar homes have stepped into that one and are going to build about to put about 2 000 lots on the ground they're going to start this fall they're like claiming they're going to have model homes by spring of 22. this hodgenus farms area there's no plan for it yet but we know the land is is in the process of being sold there is a development plan in the works what i'm

051seeing with the success of you know that angling deal i'm thinking that one's going to come too and it seems like this fill up the north areas is has really got some momentum going and the last thing that's really interesting is where your high school is you know immediately outside do i have a right about there um we're hearing that that's really taken the interest of the people at the cortona and red valley ranch developments seeing that infrastructure going in knowing that there's going to be that school that asset that community fabulous community has it's really jump started those i those plans and those subdivisions it doesn't mean anything's going to happen today or tomorrow but the interest is all up i don't see anything you know slowing you down at this point so we're

052going to need more space now how much more space are we going to need it'll it could vary and you know projections we do them based on the same number of housing units the different scenarios we use are how many of the students the reason i'm bringing that up to you right is that we've been sitting on what we call stable um capture of the ratio between how many kids live in this in the district versus how many you third has been stable fairly low amongst theirs about but it's been very stable and actually in the last four years has been keeping up you're the only district i work for where that's happened so you are doing something right you are keeping more kids in the community had a big loss early on because of

053the we've talked about that the connection back to irene and that in the whole chandler area so we're seeing that growth here over the next this would be nine years to take us to anywhere between um you know about 11 and almost 14 000 with the most like being at 12 000 i think right now we're on fact slightly ahead of that we'll see when we finish and the last little piece of information just breaks that um down into the groups like for the the enrollment i'd say at the high school level increasing from about 20 today to well over 4 000 at least even with that little slowdown so lots of reasons the superintendent's high school boundary committee will consist of [Music] our current planning principal and planning assistant principal our current high school

054principal and other key staff such as our transportation director a small group of parents community members and a couple of students it's important that we have representation from all of the different stakeholders this committee work will begin as soon as next week over september and october working around our fall break of course and one of the first tasks of this committee is to develop our guiding principles this will help inform the work that we're doing as well as future work in the area of determining boundaries and reviewing demographic data excellent data that mr bremer shared with us will be reviewed with the committee as well moving forward with my timeline i'd like to provide an opportunity for community input in both november and december and this brings me to after collecting public feedback and working

055collaboratively with the boundary committee a final recommendation for high school boundaries will be presented to the board for approval at the our board meeting on january 12 2022. so at this point um if there are any questions um or feedback for mr bremer nothing for me just thank you it's good to see you mr bremer um it's nice to see the uh the updates and how fast even since seeing you during you know earlier it of course it's fun to come here we're the awesome you know this is like the best best city in this oh yeah i've been i'm sure you've seen some doozies but thank you for the update information i i think it's encouraging um i think it's exciting our city has a lot of growth ahead of us and i'm glad

056that we are trying to plan ahead versus trying to catch up so thank you just to comment uh i remember our city manager discussing the population his educated estimate currently was about a month ago he said that we were upwards of 65 000 already now so yeah it's it's they're filling those houses very good thank you all right we are on to item uh 7b discussion of covet 19 related protocols ms pasteur don't run too far i know if you just want to move your seat up right next to mrs hanna up here that'd be okay too good evening tonight i will present present um briefly some information as it relates to covid19 we continue to update our covet dashboard with active cases on the musd website um this table is not something that's regularly

057available on the website but something i thought would be of interest this evening this table simply shows our active and resolved cases uh so the total number of results resolved cases since the first day of school is 326. last week we shared a survey with our parents to gauge interest in a possible voluntary pooled testing of students in musd as an additional mitigation strategy the survey closed yesterday at 5 00 pm and 637 parents took the survey as you can see here results were mixed with 46 indicating that they would not be interested in full testing and 47 percent indicating that they would give consent and they would have their child participate and then lastly we're continuously keeping an eye on any future developments in this area last week president biden announced a six six-pronged

058national strategy to address covet 19 part of this announcement included plans for an osha rule that would require vaccines for osha regulated states specifically for companies with over 100 employees this is what we know what we do not know what we will continue to monitor is the following we anticipate legal challenges and with this we await further state and local guidance and musd implications and with that i open it up to any questions feedback or comment we do know that our state attorney general has filed a lawsuit against the federal government on this mandate and i would guess that'll probably may wind up in the supreme court so there's there's pushback on that too so it is interesting to watch this play out but i still air in favor of freedom for teachers and parents

059to make their choices any other no i'm just going to say thank you for the information i know we'll be watching closely the the president's announcement as long as all the other school districts in the state um it was a heated topic i think it will continue to be a very passionate topic going forward and you know as long as we can maintain our professionalism i think we'll be okay so uh you know it affects a couple of other nonprofits that i that i work with that are 100 employees so um it's everybody's watching it so thank you for the update all right thank you miss pastor thank you all right um we're on to item eight call to the public procedures to follow if you address the board members of the board may not

060discuss items that are not specifically identified on the agenda therefore pursuant to ars 38-431-0 h action taken as a result of public comment will be limited to directing staff to study the matter responding to any criticism or scheduling the matter for a future agenda the board requests that all comments be limited to three minutes or less and that the public refrain from the use of speech or language that is offensive or inappropriate pursuant to board policy kfa and we have uh two calls to the public and uh first one is i want to welcome council member henry wade you would please state your name and your address for the record as well okay good evening um president owens dr open board members real simple adequate i t resources sufficient teachers to ensure smaller class sizes

061ram academy that's simple oh by the way this is grandpa henry wait all right thank you mr wade uh next we have uh ed michael president owen mr jordan sanders johnny and the superintendent mr sloveman i've been asked by the uh to represent them and come before you uh to speak about uh proposition four seven billion ballot for the override the override is a continuing override not a new tax so how will the students benefit from the continued continuation of the override smaller class sizes for all grades quality teachers stay in musd every student is equipped with a laptop as the city of maricopa grows so does musd the young man back here he put out some figures tonight the figures we have is in 2016 student population was 61.84 2021 the student population is

06217 76 39 that's a better than 20 percent increase over the five years how does musd's budget compare to nearby district musd is consistently operated within all the approved budget limits the auditor for the state of arizona has reported that musd has one of the lowest administrative costs of any district in the area following districts have voter approved overrides paren 15 channeler unified 15 tempe elementary 15 tempe union 15 house of grand elementary 10 house of grand union high school camp what are the consequences if the override is not continued mr waite touched on it increased class sizes elimination of ram academy reduced technology how does proposition 208 affect musd's budget due to the current legal situation no school districts have received any money from the passage of proposition 208 the state supreme court heard

063the case in april 2021 and is expected to rule later this year if upheld school districts across the state will receive funding the big question on each of our minds is this how much will the continuation cost cost per household for 2021 is approximately 38 cents a day on a home with an assessed value of 100 000 remember this is not a new tax it's a continuation already canon i can't say that enough the override musd must ask the voters to approve the continuation of the over thanks very much all right thank you mr michael on to item nine consent agenda with the removal of f so i motioned to approve the consent agenda taking out item f now you can suck it we have a motion in a second lisa robert downey hi tori

064anderson hi jim jordan hi ben owens hi consent agendas past on two action items uh nine f will be our first one move from consent agenda uh approve the change order for phoenix communications solutions mr harmon mrs anderson i thank you for letting me pull this off i just thought it was um it's positive news and i just whenever there's something positive that you know jacob has found that we can take advantage of i like to kind of um toot the horn a little bit so so i like thank you thank you anderson president owens so every time we have a contract exceed a hundred thousand dollar threshold it requires board approval for this particular contract to phoenix communications solutions we went out for bid for our e-rate funding last spring and we always go

065out in the spring for the next following the following year that was for fiber run to the two buildings that were part of the initial scope of the second high school the gym and cafeteria building and the classroom building we needed fiber run the nearest fiber line is where desert wind is so we had an award for that uh formal solicitation it was under a hundred thousand dollars with uh with this additional funding that we received part of the original classroom building on the first floor we're going to have an administrative wing kind of a quasi-administrative space not not as large as on in full build but what we could have afforded with the original sfb scope with this additional funding and the great team that we have our architect and our construction team we

066put our heads together together to see what could we do with this with this initial fight with this new funding source to build an actual administrative space and can we fast-track that to have it done in time for gold open so that we don't have to build an administrative space in this classroom building that we're going to tear out later so this is going to save us about 300 thousand dollars to not build an administrative space that we're going to tear out then we're going to fast-track that building but this uh administrative space that's part of this student commons building we're going to build just the administrative space on a fast track going to need fiber so we had we had to go out and extend fiber for phoenix communications for this third building and

067that that scope increases the uh us over that hundred thousand dollar threshold which triggers this statutory requirement that's kind of the good news we are actually going to go out for an e-rate award in spring to see if we can get this in the e-rate fund because that'll help supplement um the overall budget for the scope of this project we get about six hundred thousand dollars for e-rate over about a four to five-year cycle anytime we can use some of these e-rate funds for items that are e-ratable we'll do that does that answer your question that does thank you it i think it's great news we're able to get the office the administrative offices up and running and not have to rip stuff out to do that it's going to be awesome it won't be

068cramped it'll be exactly what we want yeah this is really good news yeah it's good news for our students too i mean i just think it's it's good all around so i just want to share the good news and you know with that if there's no other questions i make a motion we approve um i guess it would be action item a a which was originally item 9f from consent wait a second we have a motion in a second lisa we're down downey tori anderson aye jim jordan hi ben owens hi right very good we are on to item 10a discussion and possible approval of the personnel schedule mr beckett thank you president owens members of the governing board dr loebin you have the personal schedule from front of you tonight we've discussed this meeting

069so but if you have any questions mr beckett i know we talked about this earlier but just so that the public understands item 11 the four esl teachers why are we doing that thank you member anderson each year districts are required to provide targeted for our english language learners uh we actually go went through and determined the number of students we needed to serve uh we we figured out we needed four new teachers in order to make that happen it is a mandate from the state uh and it's also the best thing for our kids who are struggling with with the language so uh we're asking for your approval tonight of these four positions a little late in the hiring season i know time for hr to try to find four new teachers but again

070we're optimistic able to find some people to fill those roles that's great thank you i just wanted to clarify that so if there's no other questions i move to approve the hr schedule as presented second we have a motion in a second lisa robert downey aye rory anderson aye jim jordan aye ben owens aye personal schedule is approved thank you mr beckett all right attend the discussion and possible approval of the instructional time model that ms redner presented at just earlier today and then uh at our meeting three weeks ago as redner good evening again we are asking for approval of the instructional time model as we've presented both um both incidents as uh required high motion we approve the instructional time model as presented we have a motion in a second lisa robert downey

071aye rory anderson hi jim jordan hi ben owens hi very good approved thank you all right item 10c discussion and possible approval of the proposed superintendent high school boundary committee that ms pastor presented on earlier ms pastor thank you yes at this point we're asking for approval of the formation of the superintendent committee to begin the committee work uh in the area of high school bound i'm waiting for you if there's no questions or comments i'll make the motion to uh to approve second we have a motion in a second lisa robert downey hi tori anderson hi jim jordan hi ben owens aye approved very good thank you 10 d discussion and possible approval of first reading of updated policy gcc professional support staff personnel emergency religious leave mr beckett thank you president owens members

072of the board dr loebman um anytime we approve policies uh sometimes the trick is going back and seeing what other policies are impacted by that change so we've been looking through some of these policies related to leave last year we passed a general leave policy that has met with good approval and i think support from our staff this policy needed to be updated so we've added some things and deleted some things in order to make that compliant and uh cohesive with that other general development looking for your support if there's no discussion motion to approve first reading of policy gccb second we have a motion and a second reason robert downey aye tori anderson hi jim jordan hi ben owens hi policies approved thank you all right uh 10e discussion and possible approval of first

073reading of updated policy bedh public participation at meetings ms pastor thank you so this is a first read for policy bedh it is per an asthma recommendation that we add a language that specifically um prohibits any commercial announcement during a call i believe that we approve this second we have a motion in a second lisa robert downey aye tori anderson hi jim jordan hi ben owens hi proof thank you we are on to item 10 f discussion and possible approval a first reading of updated policy d-i-e we're getting the whole gang in on this one i know this evening mr harmon all right thank you president owens so uh we had a series of house bills that's why we're seeing so many policy readings this year and went gangbusters in the in our house bills

074um so this particular die is for it's related to the annual audit that we have our annual compliance questionnaire from the auditor general instead of just the board getting a notification of the of the audit it's now requiring a an approval by a roll call vote so you'll see that come up whenever we get our audit back sometime in the spring march or april we'll bring it to the board for a for an approval by roll call mr harman can i just is this just so that the public understands what we're specifically approving it just brings it more to the light to transparency to be honest i'm not sure the intent of the bill that's what that's what it seems to be yeah it's uh while the board's always aware the public might not know

075if there were any particular findings and or corrective actions that the district does we have findings every year so it's not secret they're they're learning opportunities right we love to have perfect audits but we're not perfect people thank you if there's no discussion on eye motion we approve the first reading of policy d-i-e i'll second lisa would you please robert downey hi rory anderson hi jim jordan hi ben owens hi approve 4-0 thank you mr harman 10g discussion and possible approval of first reading of updated policy gdp support staff contracts and compensation i'm gonna go ahead and take this one from mr beckett all right so this one uh policy gdb and the next policy dcb are gonna have the same explanation just one's for um professional staff and one's for certified classified staff so

076it's very related to the information that's on every pay stub requires an annual summary that has the payment information or benefit information retirement information uh paid leave there's a few categories that they're going to require on an annual summary so this is just another house bill edition and we're excited in our team to put together a good summary that's going to be beneficial for employees and also client regulations cool and they'll get this summary at the end of the year right okay at the end of the year cool first one they'll see is june or july okay super um i motioned to approve the first rate of policy gdb second we have a motion in a second lisa robert downey aye roy anderson hi jim jordan hi ben owens hi approve for zero on to

077item 10h discussion and possible approval a first reading of updated policy gcb professional staff contracts and compensation goes goes right along with what we just approved if there's no discussion i make a motion we approve policy the first one unit of policy gcb second we have a motion in a second lisa robert downey aye tori anderson aye jim jordan hi ben owens uh item 10 i discussion and possible approval of the first reading of updated policy ih amd instruction and training and suicide prevention ms redner good evening again this is an update to the asbo policy and it's really aligning our practice to this policy where we ask students on the back of their id badges they currently have a sticker on the back that um in high school around it it talks about teen

078lifeline and gives them an opportunity to have that information right but we're just aligning that practice with our colleagues we're already doing this aren't we we already do that yeah we've done it for several years because both of my boys had it on their ids so and so it's um so it's a good thing so motion to approve policy i-h-a-m-d second we have a motion in a second lisa robert downey hi tori anderson hi jim jordan hi ben owens aye approve four zero uh item 10 j discussion and possible approval of first reading of updated policy i j instructional resources and materials ms redner this is also an update to statute and it's adding the language to include digital content when we're looking at textbooks because of course we saw how important that is and

079our vendors are offering digital content as well as textbooks so the first ij is instructional resources and materials and then ijj is textbook supplemental materials and adoption motion to approve policy ij second we have a motion in a second lisa robert downey aye tori anderson hi jim jordan ben owens aye approve four zero uh 10k discussion and possible approval of first reading of updated policy ijj motion to approve policy ijj second we have a motion in a second lisa robert downey hi tori anderson hi jim jordan hi ben owens hi approve 4-0 and item 11 and journey i'll make motion to adjourn i will second that we have a motion in a second lisa robert downey aye tori anderson hi jim jordan hi ben owens hi it is 7 48 and we are adjourned thank

080you
