say in um oh sorry okay i want to say on behalf of the parents across the nation that are fighting for our children to have good literature curriculum in our school districts so i speak on their behalf there are many parents outraged after discovering that thousands of books were placed in the classroom across the school district this year as part of a new diverse classroom library initiative and my rhetorical question would be which i'd like an answer at some time is maricopa unified school district 20 part of diverse classroom library initiative while most of these books focus on introducing kids to different cultures and ethnicities which i'm very happy to know about greece italy all of europe parents began to discover that an alarming number of books focused on sexual diversity contains sexually explicit language

including frequent descriptions of undertaking underage drinking bundling masturbation organisms oral sex sexual intercourse sex abuse statutory rape incest and rape and i think this priest deposed predisposes our children to pedophiles we have over 1700 pedophiles in pinal county alone that meant that number may have increased according to chief hughes of the maricopa police department he has said to me that we have over a hundred pedophiles in maricopa so my hope is that i can get together with the curriculum person here at the district and view some of our social studies and see what's going on there oh 58 seconds okay okay so i'm going to go on and i just want to read a few pages of a book that i got that i got at our library a is for ally a friend who

and that if you guys are going to be teaching any of that stuff it's going to have to be sent home with a permission slip if not you'll be violating our rights on learning and we have last say on what our kids will be learning so that will be in the next thing that i present to you guys this right now is the notices all right thank you we're on to item three superintendents report dr lopman thank you mr owens maricopa unified school district offered a variety of summer school options for elementary middle and high school students the program operated june 1st through the 17th and provided instruction in math language arts science social studies and even electives like spanish art and pe approximately 670 students district-wide participated in classes to support their individual academic

goals we have our leadership retreat coming up in just three weeks on july 8th and 9th musd leaders will gather to learn from an expert in professional learning communities principals have expressed a need for more professional development in this area and we look forward to building on the foundation of plc's that are already established in our schools ladies if you wish to talk i'm going to ask you to go out to the entry please so that we can carry on our meeting here please thank you and finally it is with great sadness that i share the passing of a dear friend and champion of musd courtney lonergan ushered us through the strategic planning process and we continue to benefit from her heartfelt commitment to human kindness creativity and wisdom she truly knew how to unite

people i'll miss her personally and we will be hard-pressed to fill the need professionally i wanted to take this opportunity to um shine a light on her because that's what she did for all of us so thank you for letting me do that and that concludes my report very good thank you dr lopin i know that um she was uh instrumental you were the driving force but she was instrumental in pulling together a strategic plan that drives and guides us in every decision that we make and she'll she'll certainly be missed i know she was involved in in other things as well so um governing board member reports ms noor thank you president owens um it's summertime so i don't know that i have a whole lot to report i have been able to take

in some of the uh summer football 7v7 games and um i'm really impressed with our high school and the coaching staff there and all the volunteers it really is an amazing program and i'm excited to be a part of it as a parent and that's all i have thanks i'm very good thank you ms noir mr jordan well thank you i have been able to be able to speak to some of our staff and one of our football coaches and just uh looking forward to good things in the future as they guys plan and uh put things into action that will make not only our sports better but but our whole school system so um that's about it for for this week been busy here i'm done very good thank you mr jordan mrs anderson

thank you president owens um real quick i you know the i live out there where the new high school is going in and so i've been able to see the progress and i want to say i am a little jealous that from the second floor on the new high school they've got the most beautiful mountain view that i mean i see it from my kitchen window but knowing that all of these students and teachers are going to have such an amazing view and campus for me it's very calming but when you see the the trees now that's clear this kind of opening is just like a clear path to the mountain so uh it's it's exciting it's i'm like wow that's a beautiful view now now the trees are not blocking it so um so

that that's i was just excited i just wanted to share that i think it's uh you know i love the view and i'm happy that i get to share it with everybody else now i guess i'll share um i also want to say that i am extremely excited to meet all the new teachers on uh july 15th i'll be doing the new teacher bus tour of our city of our school boundaries which is different from our city boundaries and so i'm excited to do that looking forward to brushing up on some of my good stories and i just want to wish everybody a safe and happy fourth of july so thank you very good thank you mrs anderson mr downey thank you president um suppose i feel a bit like something in the freshman year

um this is also new to me and i'm excited to get into the new school year and actually go through that process i'm also excited to see all the what we can put in place obviously the board the district office the administration staff and teachers and students went through a tough year last year um i was fortunate that i was not a lot in in for most of that joining in january so i'm looking forward to a new year and of course i'm looking forward to significant improvements in what the district delivers to the students and we've got the excitement of course of seeing the new high school being built and developed and delivered for next next year 2022-23 thank you very good thank you mr downey um hey you know it hit me on

the way driving here tonight that a month from yesterday our kids are back in school that's crazy it really is um yeah yeah exactly exactly so um yeah it just as a parent it just kind of struck me that wow this is uh this is coming quick it's exciting it's gonna be it's gonna be a fantastic year yeah i agree i agree all right uh we're on to item number five information items work study uh first item is progress on plans for high school number two dr lopman thank you mr owens we have mr mark rafferty here from fmg he is our project manager and he's here to do our monthly update president owens members of the board dr loban thank you it's good to be here without any apparatus so this is really this

is our first construction phase update it's going to be kind of a mock update because we really just got started remember anderson mentioned the first thing that happened was this tremendous transformation of about 50 acres of that property or 45 acres of that property by by taking those pecan trees out and um so i'm going to kind of go through what we'll be doing each month to start chase has already made plans to put stationary cameras in at least two locations maybe three locations uh for daily time lapse photographs through the entire uh construction process will probably end up about 250 or 200 or 300 frames of time lapse for each one so there'll be a time lapse on the classroom building and the time lapse on the cafeteria gym also uh we'll be doing

multiple drone flyovers so we're going to figure out do this and fly over happen with flyovers that'll be a lot of fun right now we had a flyover and i have the photos but it's you know we're uh in the process right now of over excavating the earth for the buildings parking sit and you can kind of see that from uh standing height but when you get up about 50 or 60 feet you really can't see it looks like a bunch of dirt i'll do each month uh in addition to photographs and the and the uh drone flyovers is i'm gonna do a four-week look behind or look back to uh sort of account for everything that we've accomplished then i'm going to tell you uh what we plan to do for the next four

weeks we'll do a four week look ahead and hopefully all the look aheads will match all the look we'll match the look of heads i'm sure they will i've got a lot of confidence in your your builder uh also in a few months i'll start reporting on percentage of completion right now it's a meaningful kind of of a number but we get about three months into this you'll start seeing each month you know we're flipping off 10 12 or 14 percent more complete that's kind of an exciting you know slope toward completing the project this is a little small can you you can see this bigger screens though right so this this is a four week look behind and the things that really happened here is you can see the week of that's when the

bulk of the clearing site the following week of seventh was the uh the over excavation of building c yes g rather and the following week was the over excavation building c that would be that over excavation is very typical we have to take down about three feet of soil and place it back and that's that's typical for parking lots drive lanes building excuse me so maybe you can sort of you can sort of see the rectangular shape of the over excavation so the photographs aren't real formative at this stage but we thought we'd have a few just um scroll up again this is the view i'm not sure what this is this is the view south east so i'm we'll we'll get we'll get better at this when we have more to show so here

you can see where the excavator has been removed three or so feet of soil and that'll be replaced test for a strength and that that shot looking so west southwest see the tree line south the wapa alliance and unfortunately we don't really have any looking east with the southeast of the mountain so it's all just looks like a bunch of dirt surrounded by forest right now uh you can roll through the next slide and we'll go to the look ahead which is the last slide so the things that are really happening here that are exciting is in the week of 6 28 next week we're going to start excavating footings a milestone sort of with each building multi-story is the location of the elevator pit because then the elevator pit kind of becomes the you

know that becomes a work point for us kind of a big deal so we'll be putting in the elevator pit foundations and the uh stem walls we'll have all that all this demos completed by the end of the week of seven so we'll see i'll come back here next month on probably the 21st we'll make sure that all those demos are up anybody have any questions thank you thank you thank you exciting exciting exciting yeah yeah i don't have any questions i just want to say that i drive past that several times a week and there's always something happening and it's good to see that um you know it's progressing and you know it seems like we're on our timeline and anyone who's ever built anything or been involved in any type of construction knows

that um that isn't always the case and so i'm just really pleased with fmg and chase and all of the folks that the district's working with and how professional you've been in making sure that we adhere to our timelines and get things done so thank you that's it i just looked at you know at the schedule real quick at the look ahead and three weeks you're putting in cmu block right i mean we're going from they're still excavating and there's going to be block actually being set on the footing we only have we only have twelve all right thank you mr rafferty all right we are on to uh item five proposed budget for fy22 mr harmon good evening president owens dr loban and governing board trying to play with this old school mic anyway

so the purpose of this presentation is to cover the highlights of the fiscal year 22 proposed budget this is my third proposed budget with the district by the way right this presentation aligns with goal 2 every student has access to and equity in excellent educational services resources and programs and goal 4 community pride through excellent customer service some business practices open and effective communication and safe and attractive facilities i wanted to highlight some of the key items of this budget the base level amount per weighted student is increasing by 86 dollars that works out to almost a million bucks the m o budget is based on current year funding we're proposing a growth and adm of 488 based on our updated demographic study our teacher experience index which accounts for an average teacher experience above

the state average increased from 1.0015 to 1.0045 this is an increase to our budget of 145 we receive a total of 218 thousand dollars for having experienced teachers another good thing to celebrate shows that we're retaining teachers and we're having teachers that are here longer than the average district another two two the capital budget side the state uh reduction for the district additional assistance is eliminated um we've had a reduction in place since like 2009. last year we lost 500 000 to this reduction and when it was at its worst we lost three million dollars the the classroom site fund is increasing to 733 dollars per student up from 425 and remember that 211 of that is one-time money due to a one-time payback from the state some items to celebrate in the budget so

we have no increase to employee benefit costs to staff while maintaining the same benefits through medical insurance this budget provides a five percent salary increase for all staff it also provides a one to two percent additional salary increase for longevity for classified and certified staff and provides a 1 million dollars one million dollar budget to principals district-wide for site-based vision budgets the proposed general budget limit for our m o fund is 61 million 452.80 and sorry 61 million 452 1821 up from the 52 million budget last year that's an increase of 8.8 million dollars from one from one year to the next when we strip out the carry forward which is one-time money we're left with 7.5 million dollars in new budget capacity to apply to district needs and we have an estimated carry forward

which we hold this contingency of 2 million dollar we've budgeted around 5.5 million dollars in total expenditures so far for fiscal year 22. we talked about this in detail over the last few months as we've been going through this planning process process since january some of these items are the salary increases that we've approved the longevity all the new positions and the vision budgets we're leaving quite a bit on the table to address additional positions and needs if the district experiences the growth that may occur with that growth will require additional positions for the capital budget the top table shows the components of our unrestricted capital outlay fund it starts with our district conditional assistance base which is the new capital dollars that come from the state based on prior year adm we add the

revenue control limit transfer from the m o formula to cover the override commitment to technology we had the large carry forward that consists of five million dollars we set aside for high school number two and 1.7 million dollars for the curriculum adoption we've been building up over the last couple of years we also add a little earned interest and have a budget limit in the unrestricted capital outlay fund of 10.5 million dollars the bottom table shows the summary expenditure plan so we have that high school expense the recurring capital expenses that we have year to year new school buses the new curriculum new computers for staff and students we have a seventy thousand dollar budget for safety items a million dollars to facilities for life cycle needs and we have about four hundred fifteen thousand

dollars remaining to be budgeted that we may hold for carry forward the classroom site fund formula starts with the prior year carry forward and we add some interest and this large allocation for fiscal year 22 and we'll have a classroom site fund budget of seven million dollars you can also see from the table below from this year's allocation the one-time money and the recurring money that 1.9 million dollars is one time and we'll handle that differently the summary the summary slide reviews the budget limits of the funds that we've already discussed the only new information here is the adjacent ways fund total budget and the adjacent ways levy amount the budget amount consists of the proposed levy amount for fiscal year 22 and the remaining funds from last year's levy the adjacent ways fund is

the mechanism by which school districts construct maintain and otherwise improve any public way adjacent to any parcel of land owned by the school district it is used to construct sidewalks sewers utility lines roadways and other related improvements in and along such streets and intersections and to pay for such improvements by the levy of a special assessment on the taxable property of the school district this assessment is set during the budget adoption process and is heavily detailed by statute once the board approves the proposed budget and authorizes the advertisement of the budget we will post a truth and taxation notice in the paper and to our website about the levy of the special assessment the notice will be for a public hearing taking place on july 14th at 6 30 pm for the budget adoption and

the truth and taxation this slide is a snip of the cover page of the budget to highlight the change in the tax rate from last year to this year the table at the bottom shows the components of the primary tax rate for each year and shows the differences that have taken place we've had some some categories that increased and some that decreased the qtr which is the qualifying tax rate is the same for every district in the state and is set by the legislature each year and it is down 14 cents as the economy does well we see a decrease in the qtr the economy that grows poorly we see the qtr increase desegregation is the same budget amount each year we get the same 1 million 291 000 every year but since our assessed

valuation all the property value in the district increased by eight percent we're having an almost three three cent decrease in the tax rate for desegregation this next piece is rather confusing so i will do my best to explain in the school finance world it's known as the trickle tissue difference that's the difference between our transportation revenue control limit and the transportation support level these are the two portions of our of our transportation funding the tsl or the transportation support level formula uses daily approved route miles and eligible students to transport students transported to determine the tsl so last year our tsl was 2.6 million dollars districts are funded at the trcl or the transportation revenue control limit which has a different formula and can never decrease our trcl for last year was just under three

million dollars so last year our trickle tissue difference was 342 000 and was added to the district primary tax levy because statute holds that outside the state equalization formula this table shows a is an increase to the trickle tissue difference up to 1.9 million dollars this is due to one of the ramifications of covid created a massive decrease in our eligible students transported in our daily approved route miles so while our trcl stayed at the almost 3 million dollars so our funding does not decrease the tsl was reduced by 1.6 million dollars requiring an increase in our primary levy of 42 cents at one time early on this budget process the legislators were considering to have a transportation fix to hold us harmless and let us use the prior year numbers we wouldn't see this

increase we're not the only district in the state uh 90 of the districts in the state are going to be in a similar situation as us and some in a much worse situation um this last week or so we had a turn and the budget that the senate submitted today does not have this transportation fix so the the the budget's not over they haven't signed a died so i'm including it in the proposed budget and if something changes between now and the 30th we can always take this out so let's keep our fingers crossed the last piece is the increase to the adjacent ways levy last year as you recall we levied 3.6 million and this year we are levying 5.6 million and all this adjacent waste funds is to complete the off sites for

this this high school that we're completing a year from this time the roads the utilities the sidewalks etc and on a good note the secondary tax rate is decreasing by 10 cents that's where we have our voter authorized bonds and overrides and that concludes concludes my presentation i'll be happy to answer any questions you may have mr harman yes so on the tax levy for the adjacent ways and means at 5.6 million i think is what it is about that approximately taxpayers will see that on their primary tax bill but then they will see at the bottom the credit that the state gives on their tax bill so they really won't see an increase in taxes that's correct so this uh what uh member anderson's talking about is this one percent constitutional limit that's in

the arizona constitution for any primary resident you're capped at how much taxes you can pay in the primary but based on the limited property value which is on your tax bill one percent of that is the most you can pay in primary taxes we're already over the one percent we're over the one percent even if you take out all of the districts taxes the city is over the one percent limit so when we levy for adjacent ways um or any other levy that's on the primary it's it's subject to that one percent constitutional limit on the 14th when i have my presentation for the for the truth and taxation i'll have a tax bill and i'll highlight how that works great because it is a confusing topic and where would that meeting be at do

we know here on the 14th at 6 30. so we'll have that public hearing at the start of our meeting and then we'll adjourn that and start our regular scheduled meeting that's all i had very good good stuff all right thank you very much thank you mr harman sorry my apologies helps turn the mic on we're on to item six consent agenda motion to approve as written we have a motion in a second lisa robert downey aye tori anderson aye jim jordan hi anne-marie noor aye ben owens aye consent agenda is approved by your vote of five zero item seven uh personnel schedule discussion and possible approval of personal schedule and dr lopin is standing in place of mr becca and i would be able to answer any questions you might have if you have

any questions about the personnel schedule i don't have any questions but i just it's really reassuring that we have just about all of our positions filled um and i know that in prior years it's been really difficult but i think it speaks volumes to the quality of the product that we put out that our staff stays so i want to thank our staff and our parents and our community members for supporting that because it truly does trickle down to our student achievement when we can retain our staff from year to year so and even new hires you know we haven't really had the difficult um problems that other districts have had finding great people that want to be a part of our musd family and so i'm just i'm excited to see those positions filled

you know normally we have special education teachers places that are vacant and i think terry said we've got just one or two positions left to fill so for you know for our exceptional student services area that's a huge accomplishment so um kudos to you for knocking down the doors and getting people to apply so i'm excited i'm excited for our students so that's all i want to say thank you mrs anderson it's a credit to our principals for the hard work that they're doing a lot a lot of uh behind the scenes work from our hr department um so credit to those folks for sure cool thank you for bringing that up all right do we have a motion board i make a motion to we approve the hr schedule as written second we have

a motion in a second lisa robert downey aye rory anderson aye jim jordan aye aye-marie aye ben owens aye and personal schedule is approved dr lopin and with your approval of the personnel schedule we do have one of those great people who seeks to be in a wonderful district like maricopa unified school district in our audience tonight as a new assistant principal at maricopa high school i'd like to introduce mr paul becker please stand so we can welcome you very nice thank you [Applause] he looks very bright-eyed and bushy-tailed right now and after you know a gazillion hours in parking lot duty etc um i bet he'll look just as excited yeah so um welcome mr becker thank you mr owens thank you and welcome all right we're on to item 7b discussion and possible

approval of the fy 22 proposed budget that we just heard from mr harman on board yeah i i'm happy to um motion to approve um the proposed fy 22 budget and thank you mr harmon for that explanation uh i just want to say that i am extremely proud of our district and our and dr lopman and the administration for continuing to invest in the classroom and making sure that the dollars flow into the classroom so that the students get the education that they deserve and the resources they deserve and um and we've seen that consistently over the last several budgets especially since dr lopman has taken over with jacob and finding ways to make it work and i think the the newest example of that is the vision budgets for the principals allowing them to

bring in programming to their schools um you know specialized programming that's going to bring families that's going to keep families so that they have you know whether it's stem or whatever they choose to offer as a you know an extra um for our kids to be able to you know continue to learn and to keep them in musd and i just think that's um great progress especially in light of the year we had that you know we're not settling for we're just gonna you know try again this year we're we're you're leading with vision and bigger and better every year and and i'm i'm just so pleased with this budget and um and the progress so did you make a motion i said i will make a motion um with that i um motioned to

approve the fy 22 proposed budget we have a motion in a second lisa robert downey aye rory anderson aye jim jordan aye aye aye ben owens hi by your vote of five the fy 22 budget proposed budget is approved and we're on to item eight adjourn so moved second we have a motion in a second lisa robert downey aye tori anderson hi jim jordan hi anna hi ben owens hi it is 7 12 p.m and this meeting is adjourned you
