001members are present may I have a motion I'll make a motion for a public hearing for the fiscal year 2020 2021 expenditure budget revision number two can we have one to adopt the agenda first please oh I'll make a motion to adopt the agenda I second all those in favor of adopting the agenda please say I I I any Nays hearing no Nays the motion passes unanimously motion I'll make a motion to call for public hearing for the fiscal year 2020 to 2021 expenditure budget revision number two I have a second I second all those in favor for a public hearing for fiscal year 2021 please um say I I I I any Nays motion passes unanimously this public hearing is strictly for the 2020 2021 expenditure budget revision number two Mrs mock president O'Brien

002members of the board and guests this is the time of year that we bring you our final budget revision for the current year just to provide a little history or uh some timing relating regarding the budget revision um Arizona public schools are funded on current year enrollment so as a reminder uh we will not know our final enrollment for this school probably until July so this budget revision is our best guess at where our enrollment will land for the end of the school year our funding is calculated on the aggregate average daily membership or ADM from the 1st through the 100th day of school our ADM for the current school year as we stated will be finalized in July we mentioned that um throughout the school year and at every budget revision so we thought

003we would actually finally memorialize it itself a review of the budget timelines the budget that we are going to be revising this evening was formally adopted it was pres presented in draft form to the governing board in June formally adopted in July of 2020 if you remember we had a budget Revision in December Deer Valley typically doesn't do a budget Revision in December but due to the decrease in students this year we were statutorily required to have a budget Revision in December so this is unusual this is our second budget revision for the school year and you can see that's where we are now our final budget revision has to be completed by May 15th despite not knowing what our actual budget will be until July this is a recap of the budget revision we

004completed in December we had a student ADM group a and Group B weight decrease that was specifically related to the decrease in students of about uh 11.5 or almost 11 .6 million because of that decrease in students we had a decrease in our district additional assistance and our M override but we were able to offset a lot of those decreases by a $9.9 million increase from our fy20 carry forward and that was due to uh a lot of expenditures not being made from May 13th through the end of the school year so when we had that revision it was a net negative -2.1 decrease in December here we showed you uh on the left that is our adopted budget from July of 20 and then our fy21 December revision shows that with some additional funds

005basically here our carry forward we're basically able to hold our budget very similar to what we adopted and not have to make a lot of midyear Cuts or really any midyear cuts for this budget revision we do still have continued reductions and we've got some explanation ations for those as well we have our distance learning budget reduction of about 8.4 million our uh that should say aoi ADM uh capture budget reduction so I apologize for that typo aoi is our Arizona online instruction which is our um online only School recently renamed uh Aspire I think at our last board meeting ADM uh audit budget reduction we presented this uh earlier in the school year the governing board had to approve the uh agreement with the state we had um an ADM audit that covered three

006school years and we were able to negotiate a uh budget reduction of just under $500,000 for um some of the um findings that we had from that audit so those three items together in our current budget reports have us um at about at 12.9 million decrease for this school year in addition to what we've already decreased uh we learned recently that uh our M override we knew we were going a little bit back as the state begins to reconcile our ADM as we finalize the year some of what we reduced in December we were able to recoup and we found out just yesterday that we were able to recoup about $188,000 more than what we thought we were going to be able to recoup as of Friday that's how quickly all of the budget information

007changed sometimes that's uh at the end of the year and even though our budget carry forward balance was finalized um there are still uh the ability to recapture some budget from our M carry forward from fy20 even from what our reports at the state level were showing back in December so the overall total potential budget adjustment at this time is 12.4 or just under 12.5 million so some caveats to those budget reductions is uh we are not going to realize that $8.4 million reduction from our distance learning uh by Monday May 7th we are required to submit uh our updated distance learning plan to the state when we submitted our distance learning plan to them back in November our students had spent about 97% I believe it was of the first 40 days in distance

008learning with all of our students uh distance learning for the entire month of August and students not beginning to phase back in until September 24th the majority of our first 40 days were in that case distance learning for that time spent in distance learning the state imposed a 5% reduction funding those students as if they were Arizona online instruction Learners House Bill 2730 and set up Bill 1433 are both proposing to to eliminate that reduction so we will see two separate adjustments to our distance learning uh budget reduction the first will come uh in our June budget reports from the state once we submit our updated distance percent time in distance learning uh our report is a little more complex than some districts I know a lot of districts already have their report in but

009some districts were distance learning for the entire school year all the way up until March when it was required that students return we had phasins we had some students where certain Pro programs uh were not available for our Arizona uh our on aoi or Aspire and so those students were enrolled in brick and mortar but their teachers continued to teach both to the in-person students and to the online students so we have quite a bit more data to go through and make sure that we are reporting correctly to the state our distance time spent in distance learning we expect we're going to go from about 97% time in distance learning to more like anywhere between 30 and 35% so we ex uh once we have that report submitted to the state and we receive our

010updated June budget report we think that distance learning cut will be about $2.5 million and then once um the house or Senate bills are passed and finalized and made into law then we will receive that $2.5 million in budget capacity back next year as well uh we are seeing a budget reduction because of our Arizona online instruction average day membership as well that ADM is a little bit different than our brick and mortar brick and mortar as we said is the aggregate from the first day to the 100th day Arizona online instruction programs don't have a calendar students can submit minutes to create their full FTE for the entirety of the school year or for the entirety of the enrollment in that course and if the students are not contining submitting the minutes to us

011to submit to the state we're not necessarily recouping all of that ADM at once what we find is that typically in June or July as students have finalized uh their minutes in order to complete the classes at the end of the school year we will see that amount increase but right now we have um significant amount of ADM that we're still waiting to recapture for those aoi students as well so what that looks like um is we still see that the fy21 adopted Budget on the left the middle chart is that fy21 December revision again and what we've added on the rightand um graph as well is enrollment stabilization Grant and sr1 if you remember the enrollment stabilization grant were um or the ESG was a grant that was provided for expenses all the way

012up to December 30th of 2020 and that was a little over $12 million and we used those funds uh on some emergency expenses but also on general education teachers because that was probably the easiest thing for us to do to move out of our M so we've been able to make up some of the loss that we just saw in our M capacity with that ESG Grant and the sr1 or the elementary and secondary schools mergency relief Grant we have three of those we expect to spend sr1 in this fiscal year was about 38 million and that's going to help us offset those amounts as well one of the differences that you will see between um this budget and what you haven't seen in the past is a distinct difference between uh the m&o budget

013report that you will see in the board meeting uh the regular board meeting once we begin um that report is that you will see all of those budget reductions captured in what we consider our operating budget we're we are budgeting as if we are not going to have those funds we are counting for some of those funds in the future instead of using them now before we're able to recapture that budget but we um when we submit the worksheets that go to the state we are submitting those as if we have all of those funds so it's budgeting very tight but um making sure at the state level that we can capture as much budget capacity as possible when it comes to school district or government budgeting you can never increase the state can always

014decrease your budget you can always spend less than what you've budgeted if we don't realize those amounts the state will adjust our budget next school year uh as we stated previously based on our ADM as well but if we we don't include it even if we hit that student amount even if we get that far we wouldn't be able to count it as carry forward so this is probably the first time that you may see a difference between those worksheets that are um an attachment to this item and the actual working budget that we will show later in our m&o budget Report with that this is a public hearing so we do need to have a call to the public statutorily and um we'll take any comments from the questions from the governing board specifically

015related to the fy21 budget revision um so we will hold the governing board member questions until the action item during the regular governing board meeting um right now this is a call to public for comments regarding the fiscal year 2020 2021 expenditure budget revision seeing no comments for on the budget and I would call for a motion to adjourn the um here public hearing I'll make a motion that we adjourn the public hearing at 7:14 I second all those in favor please say I I I any Nays hearing none we are adjourned at [Music] 7:14 okay we'll call the regular governing board meeting to order at 7:14 p.m. please let the record show that all governing board members are in attendance we will stand and do the Pledge of Allegiance and then we will have

017seat so that we can continue on with hearing from the other um speakers as well during the meeting while we are conducting business and we are hearing from our speakers please um do not comment clap cheer yell so that we can be sure that we are able to hear what everybody is saying during the meeting we do want to hear from you um and we just ask that we all be respectful of each other during the meeting thank you Mrs Ordway all right I would uh ask that the governing board adopt the agenda with exception of moving action item six I directly following the adoption of the agenda as well as pulling consent agenda item 5m for separate consideration I second I have a motion on a second all those in favor please say I

018I I any um Nays hearing none that passes unanimously all right I would make a motion that the governing board accept the administration's recommendation for the principal of Park Meadows Kim lenise do I have a second thank you Mrs Fisher um Mrs Moffett good evening um I'd like to welcome Kim lenise as administration's recommendation for the principal of Park Meadows Kim lenise has worked in the Deer Valley Unified School District variety of capacities currently she's the assistant principal at Deer Valley Middle School she has worked as a teacher as a uh district coordinator assistant principal and now she's our recommendation for Park Meadows thank you Mrs Moffett are there any um governing board member questions or comments I have a comment yes Mrs for us if we vote yes thank you for being with us

019um this is lenise this evening and hearing no comments or did you have one Mrs fiser or okayed to I was just making sure um hearing none I will uh call for the vote all those in favor of um the boards or the district's recommendation of Mrs lenise for Park Meadow principal please say I any nay hearing none the motion passes unanimously congratulations make [Applause] noise Miss Len Mrs lenise could you just step to the mic and say I'm not sure the one right there right there for you we even made it almost your height y okay I just want to thank you all for giving me the chance I'm grateful for the opportunity and especially um all the Park Meadows teachers that came to welcome me I cannot wait to work with you all

020and join the Park Meadows family I know it's an awesome place and I just I can't wait to work with you thank you thank [Applause] you congratulations Mrs lenise and Park Meadows thank you all for joining us all right so our next order of business will be the um national board certification report and for that we will to um Dr Tunis thank you thank you good evening um president O'Brien Dr Finch U members of the board we are excited to be here tonight to present um an update on our national board certification program in the Deer Valley Unified School District um if you as you can see above um um our goal we started really focusing on increasing the numbers in this program in 2018 and 19 and we set a goal to double the

021number of nationally board certified teachers um by the 2021 2022 school year so we are going to give you an update on our progress um to start us off we'd like to show you a wonderful video that was created by the students from Mountain Rich high school with contributions from our current national board candidates and coaches what is the national board certification it is the most respected professional certification available in education and provides numerous benefits to teachers students and schools it was designed to develop retain and recognize accomplished teachers and to generate ongoing Improvement in schools Nationwide I'm pursuing the national board process because I want to be the best possible teacher that I can be for my students and I know that the certification will help me reflect on my practice and be a

022more effective teacher I started the national board process because after almost 15 years of teaching I felt really comfortable with my strengths and I realized that I was kind of skimming over some of the things that I wasn't the strongest at and I thought instead of pushing them under the rug I might as well dig in and just be the best teacher that I can be and I have enjoyed the cohort because it has been a great support to check in with everyone monthly hear the latest updates from the national board and the K12 Center and specifically I've made some friends I did not want to change grade level I did not want to change schools but I wanted a way to grow myself in this profession and I am pursuing national board so I

023can expand my teaching skills to apply in the classroom addition it has allowed U my students to see that I am also learning and trying to uh become a better educator and that instills um them to want to give their best in whatever they do whether it's in high school and Beyond I felt the need to renovate myself my teaching practices to organize all the tools I learned over the years to intentionally reflect about what I did in the classroom to help my students learn and grow and because the process is full of awesome reflective practices that will help me be more effective at reaching more Learners to be lifelong Learners I started this journey towards national board certification and I absolutely love it it's such a great opportunity to reflect on my teaching um

024to learn learn more about myself my students and to stretch and grow even just going through the process um has made me a better teacher has made me more conscientious about um how my students are understanding my teaching I national board has had a tremendous impact on my teaching practice and directly strengthened me as a teacher my one of my favorite things about national board is that it meets you where you are whether you're a third-year teacher or a 25 year teacher now board helps you grow and become better and what I love about national board is that it makes me more reflective in my practices there's not a moment that goes by that I don't think how is this going to impact students and that's been powerful and life-changing in my teaching experience national

025board hat has impacted me as well in providing all high quality instruction for all students um and it impacts students the most um national board certification is a glor Journey that's really all about iron sharpening iron I started national board because I wanted to make sure that I am becoming the best teacher that I can possibly be and if this process has shown me anything has helped me become um much more reflective on what I'm doing and making sure that there's actually a purpose in all of my lessons and all of my assignments and everything that I say and it's helped me improve so much these last couple of years and I'm looking forward to finishing up um it is a great process totally worth it there's so much help and support in the district

026and all over Arizona um I totally encourage you to do it you will be so happy you did this process truly grows you as a professional it humbles you it challenges you but it's so worth it because it really affirms that you're in the correct position and um sets new goals for you and your students go for it it's a great experience and I can't than uh deer Valley's national board support cohort enough are you on board for national [Music] board [Music] all right so um obviously there's a lot of enthusiasm for the program and um the the rest of the report that we share I think if you could kind of Envision the passion that these candidates and certified teachers had um you'll understand the research behind the numbers um what is national board

027certification well they just told you it's it's a it's a it's an intense reflective trans formative um practice but there there are components to it um the candidates submit four rigorous components on five core propositions and and they do have to achieve in each of these areas to um to gain the national board certification um it is completely align to the Deer Valley Mission and values we provided some research for you here um there's a lot of research out there on national board I'll just point out some of the ones that stand out to me um students of board certified teachers make learning gains equivalent to an extra month in school um here's some more research on this one um one that I I really like is that board certification was found to retain the

028most highly accomplished teachers in the classroom um which we are always looking to do and um many of the candidates and the certified teachers in the video mentioned the support that the District offers so we do have five dvusd candidate support providers so five um teachers who have been certified in national boards who support all of our candidates who are trying to accomplish that same certification so I'm going to turn it over to Stephanie Eubank to my left here um who is one of our candidate support providers so as Dr Tunis just uh introduced I get to be one of those coaches that provides the support to our various candidates this year we had 27 candidates going through the process um and they're in various stages of that process we also were able to host

02916 additional teachers in our pre-candidacy class two of them you might remember from just a few months ago when we got to celebrate Shauna Collins and stevenh Wilding um because they achieved last year they got their score report back in December and so we got to add two more nationally board certified teachers to our ranks one of the most exciting things is here in this data table so beginning 2018 2019 is when when the uh Deer Valley national board certified teacher Network really began to to evolve and really set forth what we wanted to be able to accomplish and um although in that time we've only added two uh certified teachers we've D we've almost doubled the number well we have doubled more than doubled the number of candidates we have but also we've doubled

030the number of of teachers that are taking those pre-candidacy courses so our goal if you remember from the very beginning was to double our candidates in the district and we're we're almost there so that's super exciting um of course we can't talk about 2021 without talking about covid-19 and like any other program in the district co9 definitely affected the network and our ability to kind of um connect with candidates a lot of teachers that that started the process in the spring of 2020 felt like with all of this unknown they wanted to kind of put this process on hold for a second um we also had fewer candidates uh join us for the pre-candidacy this spring than we did last spring however covid-19 also taught us as a district as a profession that if we

031can teach in covid times we can do anything and so we're really looking forward to going forward and being able to remind teachers you know you're accomplished because you you've already survived a pandemic like you can definitely survive reflecting on your practice right um so here's some more celebrations you can see how kind of where throughout the district our uh nationally board certified teachers are and where candidates are coming from including from district office which is a super great celebration um and how teachers are going through the pre-candidacy class and kind of where they're coming from thank you Stephanie um this is a slide that we present every year just to kind of show you show we're at so Stephanie mentioned that we were we had 16 certified teachers last year and this year we

032are at 18 um with the number of teachers we have going um that are candidates and that recently went through the pre-candidacy program we're hoping in the next couple of years that that number on the right will just keep going up um one of the things that we look at is the way that Deer Valley um provides incentives and supports for our for our candidates in comparison to our local District peers um we are proud that our stipend um recently um was raised from $1,200 to an $1,800 annual stipend um and another thing that we do and you you heard it a lot in the video and you heard Stephanie mention it as well as we provide a lot of support and so we do have two specific agenda positions um Stephanie is one of

033them um who are are coaches and their the main purpose of their um agenda is to build capacity within our district and they built the pre-candidacy program um candidates could take these courses just through the K12 Center but we offer them through Deer Valley in person so that the candidates can get to know one one another and they also offer monthly meetings with the candidates help them move through the process um we also have two organizations or four actually um who help us financially um which we're really happy about the Arizona K12 Center um through the office of the governor um at this time you can actually submit all four components at no cost um it's almost a $2,000 savings um it's a really great deal it's a great time to get on board if

034you are thinking about it um and they also offer money towards um professional development and then we have Miss Brennan in the room from our Deer Valley Educational Foundation and we were able to get um through dvf a grant from Discover card and with both of those organizations we can also pay for candidates to retake components um and then we can also provide our monthly um our monthly meeting time with them with our sponsors um and when we can go back in person um we also sponsor candidates to attend the national board Workshop so probably one of the biggest celebrations that we have is that as our Network begins to grow we have teachers that can really tap colleagues on the shoulder and say hey I'm doing this and I know that you're ready for

035this also and um research has told us that most candidates start because someone has told them you you've got this you're ready for this this whole process is all about you so it's really exciting that we have this opportunity to really spark more nationally board certified teachers in the district thank you thank you so much for um the presentation I I think I I will let the other board members speak but I I do am thankful for you to bring this to us um I look forward to the number growing and I just want to reiterate that um we make sure we tap those folks on the shoulder and and sometimes often with with women especially sometimes that tap needs to be as many as five six seven times before they will follow through so

036I look forward to our district continuing to let folks know when they should step up and do that and supporting them and um huge shout out to De R Education Foundation and Marie Brennan for continuing to bring resources to help our Educators become even greater Educators and impact our students and our families are there any other um board comments or questions Mrs Reed I just want to say thank you for the hard work that um that you guys are doing and um just with all the different hurdles that Co has has given you just the fact that you're trying to create that community and be there to support your teachers um it's amazing and it's really great to look through that list of schools and to see that nbct is represented on each and every

037one of our campuses so congratulations for that too and please um just pass along how proud We Are of all of the teachers that are in the pre candidacy course are going through that it's a huge accomplishment um and it's a huge Pride point so thank [Music] you Mrs Ordway I just wanted to say it's important to note um even getting to the end of it but it's the process that you start fine-tuning learning new new things and then sharing with your community so I do know that uh Sharon Reed knocks on everybody's um elbow so I don't know if they get a little bit of a bone b as if they can get someone to sign up but we might want to think about that so it's awesome because eventually it all goes to

038the kids and when the kids see it in many different ways whether it's the teaching styles that have changed or it's actually uh like the one teacher said that they're watching the teacher learn even more and and and going higher than the expectations it's it's just awesome thank you so much wonderful thank you for being with us tonight ladies all right next on our agenda is our Finance report and I believe we will go to Mrs mock for that or Finance reports president O'Brien members of the board and guests I always love to bring the riveting Finance reports but I think tonight it's going to be very difficult to follow Stephanie's enthusiasm um so I want to thank them for presenting and make it a little bit harder to talk about now uh something that

039we uh previewed just a little bit in the public hearing and we're going to start with our enrollment report for the month of April and ending the month of April we did continue to see a decrease in our student enrollment from the same time um last year at about [Music] um 5.1% from the same time last year we continue to hold pretty steady on our enrollment we have seen some increases from week to week um very small increas is anywhere from only 7 to 14 students but at least that's headed in the right direction and we hope to continue that as we move into the next school year but I will take any questions that anyone has on the enrollment report are there any questions on the enrollment report seeing none we will move right

040over to that riveting Finance report all right We foreshadowed the finance report the M budget report just a little bit in the public hearing as well if you take a look at this report you will see the [Music] um about $12.7 million that we are projecting in budget reductions at this time that is based on our current reports at the state level we know that some of those uh budget capacities will be coming back to us um but with that and with some slight increases to uh what we have remaining in our budget line for certified Staffing classified Staffing um obviously most of what we're recapping for uh projected carry forward is going to be on that Staffing line um we are about $841,000 better than we were last month when we presented this report

041and we're getting really close to zero it's feeling pretty good we are only projecting about uh just under a $400,000 negative carry forward at this time we've been making up anywhere between1 million to $800,000 in salaries from report to report so hopefully next month when we present this report to you for the last time for the school year we will uh finally see a positive number but I'd be happy to answer any questions on the uh April budget report any questions board members all right thank you so much Mrs mock appreciate that so that means we are into our remain in school report and we will start with Dr zerbach I bet thank you uh president O'Brien wait here we go okay good evening president O'Brien members of the board Dr Finch again it is

042our pleasure to present to you the remain in school report let's start this evening by uh showing a few of our pictures from our spring athletes and our Fine Arts performers uh as you know through the board updates our spring Athletics it's been a true Banner season we have many of our teams and our individuals that are in the playoffs in fact today is a chalk full of teams that are in playoffs across uh the valley for us we had a Family Feud game as Dr Finch likes to call it uh with Mountain Ridge and OK Conor they were tied in the seventh inning today going into the final four um and I believe OK Conor came out by one at the end but these pictures show some of the other things that are happening

043we have beach volleyball of course that continues we have a team tonight that is in already the final four competition so we wish them well they're competing right now and then in the upper Court you can see some of our volleyball teams men's there that's Boulder Creek and oconor uh that were battling it out in the playoffs and then below you can see the Mountain Ridge High School band as they performed uh for many of their parents there and it was a very nice event okay and with that I will pass the Baton to Mr migrino who will uh provide an overview of where we are at with our community level of transmission metrics uh Mr miglino uh president O'Brien members of the board Dr Finch uh as we uh present each time these are

044the uh metrics from Maricopa County Health uh these uh metrics are provided to us each Thursday morning um the graph pretty much tells the picture uh there um relatively flat uh slight decline um in both case count and positivity rate o over the previous week um the uh uh case count at 66.3 three is in the substantial range uh the positivity rate um is down to 6.22% in the moderate range uh on the chart that's that's there um I would say that uh just one of the takeaways from from this is the case count looks relatively flat as you can tell from the graph we are seeing a slight uptick in the in just the trend over time if Dr Smith was here I'm sure I'll give him a shout out here he would like

045to tell us that that Trend uh is uh has a slight incline to it on the positivity rate uh the next slide is the actual uh 7-Day epic curve we use this as a predictive model um uh to be able to kind of anticipate what those metrics are going to look like for any upcoming report um it's the scale is a little bit difficult to uh look at because it includes the the spike um from uh the end of November through uh January um so we've kind of blown up uh the last couple weeks uh in the little call out box in the upper right corner you can see little bit of an uptick as well in the 7D epicur pretty much following the trend that we're seeing on um the positivity rate so uh

046I don't think any of those numbers are alarming at this point uh to us but uh we monitor these numbers not only in the aggregate that we show here but also by ZIP code detail um and the zip code detail basically follow suit with what we're showing you in the aggregate for for the district thank you Mr mcino and again as requested by the board we do have a dashboard that the community can view on Monday afternoons with a new update around 3:30 to 4:00 this District dashboard contains the number of uh current Active cases that we have at all of our canvas locations along with several of our district uh facility locations as well and that is for both staff and students similar to the 7-Day epic curve uh Trend that Mr mcino showed

047you our dvusd dashboard is as well on a slow but steady increase here um again not um at a rate that is alarming to us but one that uh is still on the increase and it is one of the reasons that factored into not only de Valley but all of our surrounding districts as well keeping our face mask uh policies in place until the end of this school year okay as far as an update on the covid-19 vaccine again the current age eligibility is 16 and above uh for at least one of the vaccines that is available to the community we did get word as we communicated in our community update to both staff and the parent population this past Monday that the Food and Drug Administration authorized the covid-19 vaccine again one of the

048uh providers for the age range of 12 to 15 uh the State of Arizona is meeting on that this week uh to continue that authorization and so we expect that the vaccine will be available uh in the very very near future uh for children 12 and up it was also announced that for children younger than 12 the specific 2 to 11 age group that they anticipate having authorization sometime in September uh for that as far as our opportunities in terms of of how we will support the uh covid-19 vaccine with our our student population we are working with Mara County so similar to how we had our staff School pod uh vaccine opportunities they are asking for our support for student uh School po opportunities and we also have had some of our uh local

049hospitals reach out um as they would like to uh help us and provide opportunities as well um for those parents that choose um to do it okay um as far as our dvusd safety plan again last Friday we sent out an update to the community uh with our internal and external Community about face Mass expectations and in that communication we detailed how there will be no changes now through June 6 um but we do have a change on June 7th and on June 7th the face Mas will be recommended but not mandatory and that is consistent with the emergency measure 20212 from the adhs which is the Arizona Department of Health Services and then as well for our graduation ceremonies at State Farm um that their infection team has informed us that all participants must

050wear face masks and that they are not granting exceptions to that for um exceptions to this face mask um change that we are looking at on June 7th there is one that we are using the word notable um exception to that and that is for transportation and that is due to the TSA so the Transportation Security Administration they have a current order that has oversight over mass transit and busing for schools is included in Mass Transit and so that is not something that we have a a choice over and so at least through September 13th uh we would expect that our uh staff and our students that are on the uh buses will need to wear a face mask and then there are uh possible other unique circumstances where this would be um enforced as

051well and so we gave an example here that if there are uh multiple folks in an area such as driver's education where it's an enclosed enclosed area that that two may be a situation where uh face masks would need to be worn HR and ALS we are uh working on that now and identifying if there are other situations as far as our communication um as I noted before that was sent out in writing to the community on Friday May the 7th we followed that up yesterday in our parent and staff Communications on May the 10th and then we will uh continue to inform our staff at our communication Council fireside chat on May the 13th we also will monitor our data um as you know we have taken a close look at our data throughout

052the entirety of the school year we look at that on a daily basis um to see if any adjustments uh would be necessary and also as far as the seal component that refers to the notion that we'll be working with schools uh for next year uh to make sure that depending on the choice that a parent makes for their child or that the child would make that we have an accepting environment for that so whether a student chooses or does not choose um to wear a masks that all the students uh would work together along with the staff uh for a welcoming environment and environment conducive to learning for that as far as other Provisions from our dvusd safety plan uh we will continue with uh some of our other prevention measures I gave examples

053here frequent handwashing sanitizing enhanced cleaning and uh it's possible that potting would have to be done we are still looking at that and receiving guidance from maroba County and then of course we would also uh follow any of the statuto requirements for quarantine and isolation protocols uh that we would have to do the summer 2021 dvusd safety plan we we are almost done with that uh we are just putting the final touches on it and so we would anticipate putting that up uh for the public to see in the very new future and then for the fall 2000 safety plan um as far as the other measures again such as what I put examples of here uh that too uh would be in the uh near future not quite as soon as the summer um

054but uh not too far after that okay uh so at estate travel 2021 22 this was a question from a few members of the governing board um how is the district proceeding with this and so uh first of all I want to thank uh Mr migrino and Mr long or excuse me Mr Anderson and isnt as they supported us with the eprocess overview to make a couple of adjustments to uh the way that uh folks go through and seek approval for adate travel and so in that process now a uh particular staff member would indicate if the conference is virtual or in person if it is a conference that is offered virtually uh then the person would indicate their reasoning as to why they feel the in-person experience would be more beneficial than the virtual

055experience and so we provided an example there a Hands-On uh type of experience perhaps uh would be a reason um that it would be more beneficial and that actually comes up later uh today um as far as a particular out ofate travel request that is coming in we also look at criteria such as can we bring the actual training here instead of the person going to um out of state to the particular conference we also factor in if the staff member is presenting at the actual conference or perhaps the uh person is receiving some special recognition at that conference fund sources also uh can uh factor in as well as the grant or program requirements as you know some times there are requirements through our programs such as Avid uh International balarat or tial one

056programs where the attendance at those uh particular conferences are mandatory in order to keep uh the grant going CTE is another one at times where that's necessary and then the final piece that we put up there as far as additional criteria is the transfer of learning and so if there is the opportunity for a train the trainer model where someone needs to go to the conference in order to bring it back and then trans for what has been learned to others that is something that we would factor in as well as far as staff requirements for PPE including um mask wear that would be subject to the requirements of the destination um that is noted there as far as students we do not have um the amount of out of state travel that our students

057that our excuse me our staff have and so that would um mirror some of what is up there for the staff but again it just it's not in the number uh or near the number that we have for our staff and so we look at that at Case by case and again criteria subject to change because this is for the upcoming school year and it may evolve as we continue into the year that follows okay as far as communication we did put out in our communication both on Friday and on Monday we have our remain in school at dvusd.org email account for our community to send in inquiries or comments if they have them prior to this we had the return to school and our covid-19 concerns email addresses those addresses will still work so

058if a parent uh chooses to use one of those perhaps they've used that in the past and they are used to using that one it will go to that email but from here on out we will be communicating the remaining school email account for the community to send th again those inquiries and comments to we will continue with our Monday staff and parent updates the staff update comes from Dr Finch and the parent update comes from a variety of Department departments that we have we also have additional memos uh some of those have related to the covid-19 vaccine as well as other measures of the dvusd safety plan usually the memos come from uh Jenna or myself when they go to the staff so we'll continue with those as needed and then additional updates if

059they are needed as well our communication Council fireside chat our next one is this Thursday May 13th at 4 p.m. as you know that has been a great method for us to speak directly to our staff we do that in a live webinar format participants can send those questions to us ahead of time that helps inform what we choose to uh present to um our staff members and then during the actual communication Council as well folks can send questions to us uh perhaps if they didn't have time uh prior so or prior to the actual Meeting those meetings are also recorded and they are put on the portal so that folks can view those at their own convenience if they're unable to view those on the Thursdays at 4 p.m. we also continue to do

060check-ins with our employee Association groups that is done primarily through Mrs Moffet in HR Dr Finch does do some of that as well um with our groups and then of course such as we are doing tonight are remain in school governing board reports which we have done uh since last March of 2020 and will continue to do and with that I will pass it to Dr gallagan and return to learning thank you Dr Z as you know we've had a return to learning Team all year and we even had it last year from about March on and that team is made up of some amazing Educators just to remind you we have 14 K12 teachers 21 campus administrators and 22 Department staff that span six different departments who have been part of that team as

061long as last March we met once again this current spring during April uh each of the four Mondays to plan for the 2021-22 school year one of the first topics we tackled is what you see here on the screen and that is learning opportunities in Deer Valley for next school year we are clear in the ways in which students can learn across our district parents can choose amazing in-person options at any one of our brick and mortar schools and then they can also choose an online um full-time online experience or for our high school students part-time High School um through Aspire our our K12 online school so parents can choose both inperson or online options through those um ways we also have Pathways which is our afternoon and evening school for our 9th through 12th

062grades students we know that there are certain situations for students with individualized education plans or IEPs or students uh with 504 accommodations that we must follow follow federal guidelines for instructional minutes these will be unique situations vetted by the campus admin and teams at each of the campuses or at Aspire so what you see here on this slide is students have that opportunity to attend either the brick and mortar in person or may enroll in Aspire our online K12 Academy the rationale we believe is that we have experienced this past school year that students who remain in a consistent academic environment promote Student Success academically and socially we believe that a consistent learning environment drives learning and instruction so this is what the team um worked through for for the 2122 school year we also

063addressed absences as we know absences have been a part of our Lives prior to the co year but but even more so now the team determined the best way to meet the needs of students who are absent due to covid-19 illness or quarantine and as you can see here um we've identified that when we have said a student needs to be at home because of that illness we need to make sure that we have given them all the opportunity to have access to the curriculum and the daily content through their canvas courses to receive that instruction um you can read the the rationale there we are we just feel very strongly that because we have had the unique situation with covid and we have built canvas courses for all grade levels and all content areas

064we have something in place that we've never had before specifically to case six students will have the opportunity to have curricular support using their canvas courses as well as options for for connecting with their teacher those teachers will communicate with their absent students a minimum of two check-ins per week during school hours and that's fairly similar to what we had said would would take place in k6 this spring um the team felt that they wanted to continue that into next school year for 712 students will have the opportunity to have curricular support through their canvas courses and or scheduling an appointment with the teacher or teachers that they feel they need to connect with if they are out either on quarantine or for covid illness we also addressed absences that are other than covid-19 so

065we we again believe that when students are absent it can negatively impact the education that they receive um in Deer Valley so we believe strongly that we want to continue to have students receive um access to their curriculum and their daily content through their canvas courses so for K12 students will have the opportunity to have curricular support using their canvas courses to stay on track with learning assignments and other classroom related tasks while absent you will notice that in this particular instance we have not we have not indicated that there is required teacher um connection or appointments it would be typical to what we did prior to the co year any absences that occurred parents would work with the teachers to make sure that they understood what the requirements were for assignments the cool thing

066now is instead of receiving a boatload of paper packets we can go right on to the canvas course and the children can receive the exact same learning that their their um fellow students are so these are the two slides that just address how we want to um take on our students who are absent we also talked um through um the canvas expectations and I will say that this has been a a question that um principales and teachers have asked and it's kind of a little bit about both ways will we have to and are we going to be able to so what you can see here is that all teachers should deliver instruction in alignment with deer Valley's curriculum scope and sequence for each of their courses whether they're kindergarten sixth grade middle school high

067school de Val curriculum is based uh and built on the Ariz academic standards utilizing the district adopted resources um we believe that the course build content will continue to be available for Teacher use uh K12 in the next school year to provide guidance to our teachers one uh K12 set of expectations for canvas use has been developed using input from The Returned learning team what we did is we brought them a long list of both essential and best practi practices and then the k6 group and the 712 group gave us feedback on what made sense and how it should fit the expectations include those essential components for use of canvas along with identification of best practices that we encourage but do not require so what you will see on this slide um that purple dvusd

068K12 canvas expectations is a link so at your leisure you can click on that and it will show you what those essential components and best practice practices are you can see that the rationale for these expectations is that we have invested resources both fiscal um staff time and platform um and guidance through our own strategic plan for consistent implementation of this learning management system this learning platform across all of our grade levels the use of canvas courses in De Valley really does support aligned instruction for all students including that continued learning by students who are abs and even more um importantly when we weren't able to do this in the past those students who needed additional time for review intervention or remediation so the K12 usage you can see here is that the canvas learning

069management system is used in Deer Valley to support Equitable access to a guaranteed and viable curriculum for all K12 Learners canvas will be a vehicle for weekly lesson plans so when we think about what teachers typically do is they they write or they type out lesson plans well they can build that in just like they have this year in their canvas courses and that becomes their lesson plans and the other thing is that our administrators have access to those courses as well and can review those courses with teachers at will canvas lessons with materials will be maintained um and this is across all it is for those students who will be absent we know as well as the students who do need that additional intervention or time with content teachers will use canvas in the

070classroom as a resource and can make changes to the content but are not required to have canvas content Drive inperson instruction so let me explain what that means as we built content in K8 this year um and we knew children would be going back and forth between inperson and remote and we knew that we would have children who are out ill or out on quarantine we ensured that all children wherever they laid their their pencils and their pens for instruction um were in the same place to the very best of our ability we're not going to require that next year um we believe that many of our teachers will use um the Conta that's been built and adjust it and personalize it but we will also have teachers who put in their own content still

071following the curriculum guides and the scope and sequence so these are the the canvas expectations for next year we also talked about instruction and and I want to thank Dr zerbach and the return uh to school group um the return to learning team said what are we going to do about small group instruction in our classroom setup and this really came from our our elementary mostly but our high schools also had equal equal questions um and after working with Dr Z um we will be able to resume small group instruction practices similar to preco um in our pre pre pre classrooms all the way up through 12th grade our classroom setups will also be very similar to preco requirements um Dr Z and and that particular team have indicated that when we are working towards

072those mitigation strategies and and how we are going to use um look at um structures for um keeping children safe we're going to look specifically at those areas that large groups of children gather recess and playgrounds playgrounds um lunchrooms and gatherings in um multi-purpose rooms and all of those areas so that will be where the focus is for next year we also wanted to talk about intervention because we know we want to intervene for children whether they are struggling children or children who need that enrichment and so as as you know we've had um two different groups of student achievement Student Success intervention teams I've already talked with you about the 712 team earlier this spring um right after this I'll be talking to you about the the prek 6 um we have made changes

073in our instructional minutes for k6 next year and that's in alignment with what we want to move forward with mtss multi-tier systems of support and if you remember we have tier one um first instruction that's core instruction first best instruction tier two instruction is for those students who need intervention not a whole lot they just need a little bit more to get two where where they need for proficiency and then we have tier three which is for remediation and that's for children who have larger gaps in figuring out how we can how we can ensure that all children who need tier 2 as well as those who require tier three intervention we are able to build that into the instructional day we have shifted those minutes and we'll talk more about that at a later

074board meeting our principles right now are working with their Master schedules we're working with eel and special education so we can ensure that our children um in El and special ed can still remain in tier one and tier 2 intervention and and then as much as we are able to give them that tier three intervention as well and then of course we've talked about summer programming and information more information is coming out about that we do have it posted on our website now and then there are two others that that the team talked about how do we motivate students at home due to co 19 and really this is this is for any child out ill or out in quarantine um what we have noticed this year is when our children are out on quarantine

075many do get on their canvas courses and do participate but many do not and so um that is a link there for you and we just generated a list of ideas we'll be sharing that with the the campuses at the level meeting later this week the other one is strengthening online learning expectations so we know whether we have students who are going to be in Aspire full-time um or we have students who are out ill or quarantine that um we want them to engage in their learning while they are out and that is online learning through our canvas courses so you'll see a list of um talking points that the team worked on in those two areas and they identified those two as as really targets for next school year and then very important to

076us is um social and emotional learning and we talked about this and you may think that embedding social emotional learning is uh fairly easy but it really is an intentional um look at how can we embed um support for children um who have anxiety support for children who don't feel they're good at math support for children who have difficulty reading that's all in that realm of of social and emotional learning and our recommendation is to embed social and emotional learning in academic content using castles and and that's what we've been using um for the past few years a guide to schoolwide seal specific to aligning umal and academic objectives you can see the rationale there is that we want to increase self-awareness academic achievement and positive behaviors both in and outside of the classroom and

077that competencies can be taught modeled and practice and can lead to positive student outcomes both in school and out of school where we find our challenges is the higher up we go into the grade that time that instructional time is is it's precious at all grade levels but it seems that the higher we get up into High School how can we give up content in the short amount of periods that we have to embed this but we can we can so what I wanted to share with you here is at case six um we would say a minimum of one time per week we recommend about 10 minutes when it's not embedded in tier one acemic content um at either at the start of the day or during one of our tier 2 blocks U

078Monday through Friday whatever whatever would work 78 really felt strongly that what they've done this year has worked for them and so it would be site based again a minimum of one time per week they fit it into their schedule already and it's either in their tier 2 time or it's in what they call their DSS time 912 is where we really struggled um the goal and and I will say that one of our amazing principles said the goal really is to determine how we can provide one safe place within six periods of the school day for each student to connect and that's to connect with an adult or to connect with another um peer um who has positive uh role models for them what they ended up with is creating a peer mentoring program

079for connectivity and if you remember we mentioned this during the 712 sassy um work team so that was part of the menu of options and then also to create student focus groups or advisory for input from students on how to best address those issues within the social emotional student lifestyle both of those came from the student achievement Student Success intervention team our principles have identified that those would be two ways um the principles on the return to learning team identified that those would be two ways that they want to move forward next year they truly believe that it is uh their goal is to work on the culture of their campuses so that it is a safe welcoming um place for all children in all areas of the campus we are taking this um to

080the high school level meeting this um Thursday just for further ways that we can embed it and and work through it um next school year now I'm going to jump from the return to learning team to the um prekas 6 Student Success student achievement work team this is a a different group of Educators um and they C they came together um to really think through what can we do to support children in our elementary similar to the 712 they did create the agreed upon processes or those Collective commitments and those three are striving for consistency across our campuses and you can read those bullets underneath it really is about empowerment and ensuring intentional collaboration um the second large topic is ensuring interventions promote Student Success so the bullets under there really talk about effective communication

081um that whole idea of Social and emotional connections within those interventions um and really ensuring that our invention intervention time is included in our master schedule hence the and we've made some significant changes in our instructional minutes at at elementary and then the last one is ensuring academic integrity and that is something that this board asked of us at the beginning of this semester is to ensure that whatever we put in place for intervention and intervening for children that we maintain a robust academic Integrity for all children across all of our courses and you can see what what we have there ensuring opportunities consider support for all of our subpopulations that we use evidence-based based interventions aligned with learning progressions for essential standards and that right there is our PLC work with and our teacher

082collaboration and that we um have policies and documents in place that support this idea of ensuring academic Integrity that particular team worked on four areas addressing learning loss uh ad addressing retention supporting incoming first grade students and supporting dvoa students the thing that I'd like to share with you here is um that again is a link for you if you are interested um outside of our board meeting to look at that framework we will go over the framework with the uh Le at the level meeting on Thursday but for example when we say an addressing learning loss um each of those four categories have action steps um that particular one includes determining the best way to identify students with gaps and this will include creating a common crit criteria to use consistently across our district

083um when addressing retention this year and next year one of the action steps uh directs us to emphasize and follow our mtss processes throughout through teacher collaboration prior to Any teacher um decisions for retention or parent requests for retention in supporting our incoming first grade students one immediate action step is to conduct our pre-sc screeners by August 13 that's the end of the week of the school year second week of that um beginning um back to school we've differentiated by students for these assessments as well so for example for our existing students who are coming back to us we'll use the end of year Dibbles for kindergarten for new students to our district we would use a different assessment but still within Dibbles and we'll use a diagnostic assessments such as the passi and the

084PSI and then we will also use the um August math inventory as ways that we can identify where students um may have some needs and we can attack those immediately and then for our incoming dvoa students a couple of the action steps are using incoming data on those St students transferring back to a brick and mortar campus and determining what level our students are at we believe that our students who participated fully in Deer Valley Online Academy and DBP and what I mean fully they were engaged in the canvas courses they partic participated in the synchronous opportunities they had parents that supported them at home we believe they are going to be fine integrating back into a bricken mortar it's our it's our children who were disengaged off and on throughout the year in our

085online content and parents who did not have the time to completely and adequately support their children in an online environment those are the children that we want to make sure that we capture immediately at the beginning of the year and ensure that um they have the tools they need but that we also let our parents know that this is these are where your student should be going into this next grade level and this is where they actually are so there are no surprises when we get to the first set of parent teacher conferences um with that um that's all I have for our report good evening president O'Brien governing board members and Dr Finn today I'm going to share with you some updates for Staffing and salary recommendations as well as some information um pertaining

086to orientation for new teachers and then some reminders regarding covid reporting so first off certified Staffing we are currently 95% filled little bit of information there for you for certified staff a little over half of our vacancies are in the area of special education most of those vacancies um reside at our k6 level Al though we do have um vacancies at rk8 middle school and high school as well these are postings remember not full FTE sometimes postings reflect a 02 a05 or a08 need at a specific location in the area oh and yes on the certified St general education also does not necessarily reflect classroom on the general education side that could reflect a nursing need a social worker need or counseling need or an rtib need for example classified side were 94% filled and

087those areas represent uh classified positions all across the district including custodial clerical paraprofessional behavioral Tech and so on last week both classified appointments and updated employee contracts went out we were thrilled uh that we were able to put that together nicely send the memo out and everything went um quite well those are available for all of our class classified staff members to acknowledge and any contract um that was issued was merely an updated contract to reflect the board's approval of the salary increase and then this evening you'll see on um for your approval and the action items that are salary schedule that is in alignment with that um approval from the last governing board meeting is up for your consideration one of our governing board members requested some information on the types of training that

088we provide to all of our new teachers at DVD so we have a few slides here to share with you that um we do pair our mentors do pair or work with the C's in developing training specifically for onboarding for our new hires and our new to the profession teachers and then beyond that our mentors continue to work with all of our new certified teachers and making sure that they're supported appropriately in whatever they need including technology so here you'll see that curriculum instruction and assessment on the 21st of July is going to be providing an overview um of how to navigate canvas Google Drive um DV technology and and the curriculum associated with um technology can go to the next slide here's the schedule for our new hire onboarding you'll see is the days

089progress on July 19th is when staff will be first joining us there is a technology embedded in that day of training IEP Pro and other programs that they're supposed to be familiar with and then as you move down through the week you'll see that we have curriculum and Technology overview as I shared with you in the previous slide on the 21st and then on the 23rd the Frontline in technology resources that really is specific to their employment and the um programs that they need to be familiar with as well as any instructional um programs that they should be familiar with before moving moving into um their first teaching day go ahead and move to the next slide thank you and then as the move year the Year moves on um our mentors provide these types

090of options to all of our new teachers and to our new teachers so there's a two-hour class with three optional times for canvas training for all new hires one hour class with six optional times for Google Drive the mentors also individually support with the two hour block with three optional times for um individual and differentiated support for those staff members and also there's a 1H hour Smartboard training with a couple of options for our teachers to sign up covid related employe updates most of these were covered by Dr zerbach but just as a um for employees as well on June 7th masks become optional um masks as we have uh discussed are required on the bus and will continue to be required um with employees for those employees who do need to travel in the

091same car during their workday such as facilities workers um grounds Crews and and so forth employees who may need to discuss changes regarding these policies one of the benefits of some of this time is that our employees who may have for example Ada plans currently With The Changes um that we are making may need to make some adjustments to those plans we also could have employees who do not currently have plans but because of the changes we are making may need to disclose um a disability and engage in the interactive process um and then lastly covid reporting it does um will remain required both now and after um we shift into optional mask wearing and then um Co reporting requirements again all of our employees are asked to go to covid report. dvusd.org when those

092um four items um present themselves that we ask that they report we will work with them in making sure that uh they take the appropriate steps okay and lastly I want to give a major shout out again major with 10 exclamation points to our school nurses uh tomorrow is national school school nurse day National nurse day was last week but tomorrow is national school nurse day and so our School nurses they have been warriors uh the entire year and so I know that everyone at this table is especially uh thankful for the work that they've done this year and so just want to let them know uh in the governing board uh Forum that we are very thankful and we hope they have a most wonderful uh Wednesday May the 12th and with that president

093O'Brien that will conclude the remaining school report and we would be happy to entertain questions thank you Dr zerbach and cabinet members we have a questions Mrs paperman thank you for the presentation I um so masks are going to be optioned starting uh June 7 I just would like to know how it was recommended uh uh were teachers being survey or community survey like how was it recommended for it to be optioned on June 7 uh president O'Brien Miss paperman uh those pieces we put in the communication to the staff and uh to the parents and so we noted a uh few of those reasons were one um once this school year is over our summer operations are uh the vast majority are not required those are by choice uh from our uh parent population

094two we chose June the 7th because of the congregate setting on Memorial day that we know with our congregate settings we have had spikes with covid-19 and so we chose to do one week past uh that particular holiday um because of our prior data that we have been monitoring and then there have been um other reasons for that as well knowing that where we are moving with the vaccine um and it's being available to more of our student population that we felt that it was the appropriate time uh to do so well I would like to see uh more of survey data to make sure that uh everyone has decision making that this is not just the governing board being accountable or the district being accountable this is everyone being accountable uh Teachers Community uh

095so uh I would like to see a servy data in the decision making thank [Music] you other questions or comments Mrs Fischer um okay can you hear me through all this um I I'll take that one question off my first one is vaccinations um I do understand that they are um they exist people choose them however I want to ensure that we are not forcing them or coercion as as well because um there are a lot of people who don't want them I just read a a article about a 17-year-old boy who um after the shot ended up with blood clots in his brain um so every parent has to have that authority to make that choice so I want to know what we're doing to ensure that they are not being coerced by in

096in the classroom um there was a video that was put out where they were being shamed by a teacher and it's not in this District but I just want to know what we're doing to ensure that's not going to occur here um and then the other thing I want to know is what we're doing to ensure that our kids remain in the classroom one of the biggest thing I'm hearing a lot is about children being um quarantined because of exposure in one case the kid the the the kid's parent was upset because the child hadn't even been in school so how was it that they were exposed when they weren't even at school um and I know we all received an email from a a gentleman who who was concerned as well which unfortunately it's

097his I had didn't get a chance to respond his emails lost in my email system but you know what he shared with us was very insightful so what are we doing to make sure our kids are staying in a classroom when I look at illness um you know and the statistics will come out a year later but our children are more likely to get the flu menitis lice um and menitis by the way will kill them in 24 hours and so we're we're talking about all this are they getting covid but statistically covid is not going to kill them is not going to hurt them whereas menitis is and and so I I I'm just afraid that we're we're bringing data and we're stabbing it stuff but then we're going to take off mask we're

098going to put them back on because we we're in fear um I'm not seeing a lot of databased decisions I'm seeing a lot of fear-based decisions and so I I just want to know that we are looking at the full the full picture um because so we're going to take the masks off on the 7th I don't know why it's not sooner most districts it is when not taking them off we're making it a choice I want to rephrase that because I want to be clear that it is a choice for someone who is fearful of of of covid or the flu there are people who wear them for just the flu that's their choice but I want to know that we're not going to immediately get fearful again and and redo this our parents

099have to have the choice for their children and not just our parents our staff you know I I have not returned to work because I can't breathe I can't breathe I can work from home but I cannot breathe and our teachers the ones who can wear the masks that's one thing but what about our teachers who can't breathe what about the ones who have the the headaches what about our students who are getting the bacterial pneumonia what are we going to do about a teacher that have bacterial pneumonia do these questions they are what I'm looking for is what is what are we doing to ensure that we're not going to go backwards so are we we're keeping our kids in class and we're keeping our teachers safe and and healthy without going backwards sure

100um president O'Brien uh Miss Fischer I can respond to those so with respect to the first question about the vaccine um we have communicated in our Communications the vaccine is voluntary that it is not required and so we will continue to do so with our Communications in the future as far as the uh next question about um the quarantine protocols those uh Protocols are dictated by state statute for us and so we we do not choose uh whether we want to quarantine folks or put them in isolation so the state statut excuse me which one so I can I believe it's 36788 uh B part two and so in that uh statute it talks about the public health authority to require quarantine and so we operate from that and then as far as the third

101what was the third question again what are we doing to ensure that we're not going to just go back to a mandated mask or a mandated control mechanism that um I I I I quit smoking 30 years ago or 20 years ago because I know smoking is bad it was my choice I was stupid as a kid to even ever started and I said you know I don't want cancer I'm going to quit it was a choice I you know if you truly believe that the mask stops Co you're fearful of Co you put on a mask if you don't believe that your mask is going to prevent Co you know so what are we doing to ensure that our that the choice the respect for our parents and our staff is going to be

102maintained because I keep hearing that there's this is what we're doing now but there's a future potential and and I I just want to know that there's some sense of security for our you're asking me to predict the future and I cannot do that um what we're going to do is what we have done all along is we work with the Maricopa County Public Health Department they uh help guide us on the decisions that we make so as of today we believe we'll have a normal school year next year all indications um show that so if everything continues on this path we continue to have success uh with our mitigation strategies we believe we'll have a normal school year next year and if it's going to be any different it would come either from the

103governor or amopa County Public Health Department it doesn't completely answer it but I I'll accept the the answer Mrs re thank you um I have a couple of questions uh Dr gallagan um you mentioned the 912 peer mentoring program as that's developed if you wouldn't mind um bringing that to a governing board meeting so we can learn a little bit more about what that is because I think that'll be pretty um neat and groundbreaking for our high schoolers um and then for 78 Dr vinch and I have had a couple of conversations about this um for seal for our middle schoolers um I really want to make sure that the um material the lessons that we're providing for our 78 students are applicable and um especially for our K8 students that they aren't seemed um

104as babyish for them that we continue to have buyin from our middle schoolers um so if you can maybe provide us with with some information on that and get some feedback to see if there's any additional resources they feel like they need from the district that would be great um moving I had one question come in from a parent that they hadn't heard yet um and so I don't know if this is going to be out on communication I know that um High School principal sent out information about iPads kids keeping iPads over the summer will it be the same for our um K8 students president O'Brien misre no okay so there is one high school it is collecting their devices that's very goldw the other four are are the kids are keeping their devices

105but for K8 um in working with u Mr Anderson we have to collect all devices um at the end of this school year so that they can determine um how how those devices did over the year which ones need to be replaced and then upgrade them to um how they're going to be rolled out next year for our children that need them this Summer we we just met um Kathy white Mr Anderson and myself to discuss for the children who are going to need them like our kids that are in middle school summer school um it's a hybrid program they will need a device so um in working with uh Juliet the director of um Aspire um with will have that opportunity for other kids and we'll work that out so that there's a plan

106in place but for K8 we will be collecting all devices at the end of this year okay perfect thank you and then um I did receive um an email from a parent and I believe that you know there were some correspondents going back and forth from uh the district um about just the timing of how everything rolled out on Friday um and I want to make sure that we're being respectful of the time and the requests of our parents um who may be in a situation um that's different than what they had originally anticipated for next year and for summer so um dvoa registration closed on Friday evening um but we sent out the email about U mask optional Friday afternoon which um I don't know that necessarily gave all of our parents enough time

107to uh pivot quickly and to figure out what they were going to do for the school year um so is there a way to um extend that registration for them or um to allow them I know that they now have to be um open enrolled I I was told so I I just want to make sure that the the parents who need their kids to be on dvoa because they want to wait for their kids to beated um for before they return to inperson school with mask option will have the opportunity to do that President Brian Miss Reed are you referring to students who want to enroll in Aspire for next school year correct I'm sorry yes I think there may have been a misunderstanding because Aspire is accepting enrollments through the summer okay we

108tried to clarify that in this past Monday's uh parent update okay so that it was clear that we are open and accepting enrollments we are right now hovering at about 200 children full-time children in K12 12 for Aspire and we just know that that's going to continue to go up as um parents make further decisions about their children okay perfect thank you president O'Brien Miss re I could add as well we did add a uh FAQ section this past Monday um on our uh remain in school return to school website and that particular question is on there as far as if parents can continue to enroll and they can okay perfect and then um the other ask that I have is that I know um through discussions with our our previous board um we had

109asked that um for kids who were on open enrollment for the 19 and 1920 school year if they chose to go online um through DVA Aspire that their open enrollment would be honored um for the 2122 school year when they returned to Brick and Mortar um now that we have um changed the mask optional changeed to mask optional for parents who want their kids to be vaccinated before they come back um to um brick and morar class after the first couple of weeks or the the first two months um is it possible for us to extend their open enrollment so they can return to their open enrollment School rather than having to go to their home school um so president O'Brien Miss Reed are let me just see if I I captured that so a

110parent may keep their child online to start the school year and then want to go back to their open enrollment School correct um okay so there's a there's a couple of points to to note there any child who um went online this year their open enrollment continues for them into the 2122 school year so that that's true for any child we made that commitment last fall Aspire is a school and it is a full-time online school our goal there is that the the parents who choose Aspire just like they would choose Sierra birie or Boulder Creek High School or Deer Valley Middle School they they're choosing that school so um can we can we tell parents that um if after two months uh you've decided you want to go back to Brick and Mortar um

111you cannot no we can't say that but here's the thing that um I I would really like to to note is that when our parents are thinking about next school Year's learning opportunities um that they do their very best to pick the the one that they want to hold on to for the full school year we feel very strongly that the the um detriment to children in moving back and forth has been very um difficult for not only the children but the parents and the teachers in the schools so to to answer your question um we would encourage our parents who select aspire to be there full-time all year um we know that parents will make decisions and change but we cannot have what we had this year which was parents going back and forth

112we are no longer a program we are an online school with all of the requirements of an online school so that would be the only thing that I would ask that our parents think through um but open enrollment yes they get to go back to the school where they were open enrolled thank you I have a point of clarification on that only because I think Dr Gallen Galligan didn't actually quite understand what you were asking Mrs Reed I thought you were asking about for the the 20 for the 2122 school year right if if my child is on open enrollment at Stetson Hills for example I get to go back to that if I was in dboa this last year however with the The Mask optional policy for the upcoming 2122 school year parents who

113just chose to go back to their open enrollment spot like at Stetson Hills potentially they may now say I want to go to to Aspire because is I'm not ready to have my student back in a classroom where masks are optional and correct me if I'm wrong Mrs Reed but I think what Mrs Reed was asking is can we extend holding their open enrollment spot for the 2122 year is that what your question was or did I misunderstand no that's what my question was and Dr I feel like Dr gagan answered it okay she said that she really you know that essentially we can't hold that open enrollment spot and she would ask that parents um make the best choice that they could for the long term of where they want to be for the

1142122 school year that doesn't mean that parents won't choose to do something different and um I'm sure that if ston Hills had um availability because we have open enrollment all year long that they would and they had availability in that class they would be happy to take the student um okay I that was a good clarification for me so thank you both for doing that thank you Mrs Z yeah uh Miss Moffett and Miss Reed thank you for asking the academic questions that was awesome Miss Moffett um going back to I don't know I guess oh it doesn't matter which which slide it was um what is the rationale that you are keeping the reporting of the covid uh um reporting for the if you would just go over that and then your rationale for

115it president O'Brien Miss Ordway we are required to continue just as we are with students um to have staff members report those um issues so that we can identify whether or not a quarantine or a self-isolation period is necessary the other reason is um if isolation or quarantine is necessary we can make sure that we're following the appropriate coverage processes and um wrapping the principle into the process for for which option is available for them and um how the employee can access um their leave or not access leave because they have the option of perhaps working from home thank you and Dr zerck I think this is your question so whereas the employees are um required to report um how do we how have we um communicated that to the parents that if you're student

116has covid or covid like um ill illness that you uh would State have them stay home uh president O'Brien Miss order we have communicated that in a number of ways uh we started out um many many months ago Dr gallagan and I with our parent webinar explaining to parents the procedures that they would need to follow uh we have also since put that in countless uh written Communications to our families we also have a website that contains all of our procedures as far as what families should do when they are to report and then our schools as well have followed up uh many times with their own Communications uh regarding what families should do and other than that being a requirement by the state um what does that do for our our students and our

117staff that are on the campus sure uh in terms of uh the actual quarantine pieces of course the intent is to maintain a safe environment for our students and our staff and that when we can do that and help prevent the spread of covid then it increases our chances of having the in-person teaching and learning experience uh we know that uh as it got somewhat tough in November December and January when there are lots of folks out especially sta com hard uh to provide that in-person experience and so those measures help uh Max maximize the chances that we can continue in person school thank you that's it um once again thank you all for the information I do want to do a big shout out to um and thanks to all the staff members and

118community members who've participated um on our various uh committees since last spring to um ensure we are involving the community hearing from our stakeholders as well as working on all those issues related to providing services to our students and making sure that we are helping them to achieve all that they can achieve so um with that we will move on to our call to the public we have nine um speakers this evening um Mrs Ordway will read the um comment at the end of your 3 minutes um we please ask that you stop speaking and sit down so the next speaker May begin okay the board invites comment on the district's business in general and on any agenda item in specific all speakers must observe the rules of decorum speakers must fill out a card

119listing name address and topic and hand it to the board secretary prior to the president calling the meeting to order speakers must make their comments in MO no more than three minutes if necessary to accommodate all speakers within the 30 minute overall limit the board president May shorten the speaker's time constructive criticism is in order rudess vulgarity disruptive conduct or remarks disrespecting personal dignity are not in order and will not be allowed under Arizona open meeting law the governing board cannot discuss or act on any items not listed on the agenda board members May respond to criticism made by a speaker ask staff to review a matter or ask that a matter be put on a future agenda so I am going to call the first three speakers um Linda Nar Kelly irin and Tara

120Watts please state your name for the record and then your time will begin when you're start speaking [Music] myemail on May Dr Finch stated DD USC will continue to monitor multiple data points over the summer any additional adjustments to the plan are necessary we as parents are asking for what data has to look like in order for the board to determine if the change is needed we asking the board and to be transparent with parents before decisions are made ASA Public Schools made masks optional since M asesa public schools has over 64,000 students that's which is half as many students as we this week they had a total of 11 cases of that's without masks 11 cases of Co please explain how the board can still continue to mandate masks why are we even still

121considering masks for next year why are masks still part of the dress code right now when will they be removed parents want answers please state your name for the record respons the out have laws guide you responsibility decision thew not the responsibility of the CBC or to protect that is your resp the people who were elected to serve this board is a government body you need to understand understand the mistakes going forward you consider curricul possibly critical race you're considering reinstating as dress or shot as you must respect the law your do not have the right to tell my child not Mas also do not have the right to force my child do not have the right tell my child how to identify also don't have the right to tell my child to identify as

123reason why we are all here today it is our kids I hope that is the reason that you are all in the position that you're in I hope it's because you love our kids it's the single reason I'm here today I love my kids I would do anything for my kids kids our kids should be the most important factor in every decision that you make you should weigh every decision very heavy as our kids should be your number one priority not the teachers union not the principles not your own agendas or staying in your elected seats it's about our kids I have two important things i' would like to talk to you about first I would like to ask you a question who do you think knows better what's better for our kids you the

124board members Dr Finch or us as parents of these kids we know everything about our kids we know their fears we know their strengths we know their allergies we know their immune system we know most motivates them we know their hopes we know their dreams God chose us to be their protectors their advocators their voice he chose us to be their parents to the board members that have kids would you ever let any other person make a medical decision about your child you wouldn't with that being said with that being said it's not the school board that should be making the decisions on whether or not our kids wear masks or whether or not they should be cohered or talked to or anything about a vaccine that is experimental second we've been hearing a lot

125in the in the news media about this critical race Theory I've heard from several parents that even though Deer Valley has not adopted this as a curriculum some teachers are taking it upon themselves to slip it into classroom discussions this is not acceptable I have I have raised my kids to love and accept everyone I do not believe our children should be taught that somehow they are more than or less than because of the color of their skin I do not believe that we should be teaching our children not to love of a child who loves his country ra that child you need to complete your remarks and have a seat thank you in conclusion want to you we put you in the positions that you're in you continue to make decisions that do not

126represent us our decision will be that will be Ved out or will be Rec your time is up ma'am you'll need to sit down have a seat thank [Music] [Applause] you right good evening my name is Katie May Smith this school year has been filled with division the last board meeting I attended I needed to ask an officer to walk me to my car after I watched a board meeting where grown adults were heckling our District employees and board and not complying with the rule to remain masked I was so proud of those conducting that meeting for your composure and your grace it's very easy to get carried away with your passion concerning your children and forget that sometimes what we perceive as our opposition are simply other members of our community these board members

127members are unpaid elected officials and these District members are dedicated public or dedicated to public education our teachers and staff have made countless sacrifices this year we should all be on the same team even when we disagree I haven't agreed with every choice the board has made um but I have been able to see that they have been Guided by the safety for our kids and the compassion to have our kids in person learning I just wanted to say thank you to our dvusd employees and uh the school board members who are continuing to bring our community together thank you thank you please state your name for the record and then your time will begin my name is Pam Vian NOA can you hear me okay thank you um all right I'm just here um

128as a parent I live in Deer Valley School District my children do not attend Deer Valley Schools my son has special needs he started out as a freshman last this last school year and because of the accommodation that couldn't be metant for him we had to put him in a private school and because there were no other accommodations offered at the time my CH my other child uh attends a charter school so I'm just here because I'm here representing the kids in general I feel so bad for them because they don't have a voice I'm calling out our parents who I hope to God will be watching this and listening right now to call them off the bench and to get here to represent their kids and to hold the board members accountable for these

129choices that have been going on with this Mass crap it's unreal I have trusted our governing board members to do the job they were elected to do I've woken up this last year and I'm glad Co came because of that it woke me up and I believe that when you elect a board member they have your children's best interests in mind and I have yet to see that happen how about last July when we filled at these parent surveys I keep mentioning about and I filled them all out and the bait and switch happened and uh kids couldn't go back to school they had to they were forced to be online by who by what the science in quotes got some more time I have a question too about this covid dashboard I just don't

130understand it it's updated weekly we have 33,2 total students staff and staff on campus District Office Buildings the whole gam we have 34 current Active covid cases and yet we're still masking I don't understand that 10% okay that I don't understand so maybe you can explain why we need to mask our kids over that and lastly please don't plate us we're smart people we know our kids okay so don't plate us be transparent with us we we are your job security we have every right to pull our kids at any time and we'll do that we'll keep doing it we'll keep advocating for it because this is unacceptable thank [Applause] you if you'll wait just one minute we're going to call a couple names to come up behind you please okay we've got Craig Beckham

131Tammy Weaver and Jessica tro all right please state your name for the record and then your time will begin hi my name is Rose Spalding and and I am a grandmother my kids did go to Deer Valley my grandson does go to a Deer Valley school now the reason why I'm here today is because I'm tired of seeing him wear a mask I'm tired of him having to wear a mask it is hurting our children they are having symptoms of sore throats lung problems and it will cause cancer do you know that the children are supposed to anybody wearing a mask is supposed to change it out every 2 hours you are not going to force so far that our children get this shot do you even know what's in it have you researched it

132do you know the dangers that you're putting our children in or the people in general kids do not deserve this they're not asking for you to tell them that they need to have a shot and that they need to wear a mask while they're in school they have a hard enough time on their own with trying to make friends and get through school you should not be forcing your opinions and your choices on our children the critical race theory is disgusting we are are Americans we love people we do not have agendas and you cannot force this on our kids they are there to interact and learn to be together and create friendships and yet you're trying to tell them that the color of their skin makes them a racist are you out of your

133mind kids don't even think about those things they don't think about what color somebody is or where they came from they care about if somebody actually wants to be their friend and yet you're turning it into something wrong it's not wrong it's not wrong to be white it's not wrong to be black it's not wrong to be brown or any other color do not force our kids to have to go through this you're doing Injustice to our children I am here also to let you know that I'm a Precinct Committee Member and I will be in a meeting next week and I will be talking to the legislative board of the State of Arizona and I will let them know if you're going to step out of line and what needs to be done in

134order to counteract your choices and I also say thank you your time is up you'll need to have a seat [Applause] please please state your name for the record and then your time will begin uh Craig Beckman um distinguished members of the board Administration officials parents and guardians of Dear Valley School District thanks for having me um I'm here tonight out of gratitude and to show my support to the staff the administration the board that makes up our phenomenal School District the last year and a half have been among the most challenging times our community country and Society have faced In Our Lifetime we've struggled with a Health crisis changing political Landscapes and continually evolving School structures and policies we've had a constant need to determine fact versus misinformation and make decisions based on often

135limited information but through these trials and tribulations this board and administration have worked tirelessly to ensure that our community's children remain healthy while returning to in-person learning and continue to receive a worldclass education and by all definitions Thrive while coping with the difficulties of a global pandemic because of your selfless nonpartisan and Superior decision-making skills our children have had the opportunity to experience a much more normal school year than a large number of kids Across the Nation while I cannot claim to speak for all parents obviously I want you to know that there's a significant number of us who recognize appreciate and we're grateful for the transparency and Leadership you've demonstrated in our district the fight for progress in our educational system is not over but I trust that this team will continue to make

136nonpartisan decisions that benefit our community and schools thank you thank you just a reminder that everybody needs to wear their mask here in the building or they need to leave if your mask is not on please put it on thank you you may step to the you're I'm not sure which one of you is next okay wonderful please state your name for the record and then your time will begin hi my name is Tammy Weaver I came here tonight to show my support for the Board District employees teachers and staff I watched the last meeting and was embarrass Ed by the majority of parent behavior that I witnessed we can do better it is important to remember that there is often no right answer on many of the topics the district has to address during

137this unprecedented year however in order for everyone to be heard we must continue to be civil in our discussions we can do better Among Us in the room watching and those online our friends neighbors co-workers fellow academics Arts Sports parents Etc students be kind to one another as we were all in this together we can do better there are parents that have said they won't report if their child is sick we heard earlier that menitis lice Etc are all concerns we are a community and one person's health situation can impact others our kids are watching we can do better let's remember the board is not paid for their time this is a volunteer position they do not deserve to be yelled at as they are trying to make the best decisions possible for our students

138our teachers staff please remember our children are watching while the school year may have started with unprecedented challenges and unknowns it has been a great year my children loved online learning but we're very excited to return to campus to see Play and Learn with their friends and teachers I am very amazed at how our children learn to do what they learn to do on a computer and iPad I am grateful to be part of a district that had so many resources available to our students and teachers our students teachers and staff Etc prove their ability to adapt strength and positive attitudes thank you thank you please state your name for the record and then your time will begin a little high Jessica tro so there's a lot of parents here tonight because we need transparency

139there's trust issues in our community with the board and the district an example just as I watched other parents speaking how many of you had your heads down weren't looking at them had their backs to and and giving absolutely zero respect to the parents that are up here trying to communicate with you last year you went against 87% of the parents when you chose online school we didn't want that and you did not listen to us you gave your authority to the superintendent and still haven't taken it back we gave you that Authority when we elected you not the superintendent you're telling us masks will be optional well we need proof your words don't mean anything anymore because you continually show us that our children and our opinions don't matter we want to know what

140the metrics are going to be for you to tell us we're putting masks back on it's a constant moving Target and we need some consistency and we need transparency there shouldn't be any more quarantines until you provide us with the data that shows us how many kids that you've quarantined actually come down with covid actually test positive because we haven't seen it and we've all asked for it masks that policy option should not be in our dress code it doesn't belong there that's not what that policy is this is an emergency a medical issue an emergency in the state it does not belong in our regular dress code policy because we all know that if it gets left there you'll just turn that on and off as you feel like it and that's what most

141of the parents here are afraid of we are the parents we get to make the health decisions about our children not the school district remember when you sit in that chair you can be replaced and there are a ton of parents in this room and out there that would gladly step in anytime thank you great thank you very much for your [Applause] comments we will be moving on to consent agenda all right I'll make a motion that we approve consent agenda hold on I'm going a through nus M correct a through n minus M yes a through n not M we pling M for separate consideration do I have a second I have a second um all those in favor of approving consent agenda items a through L and n as in Nancy please say

142I I hi all any Nays please say nay um motion carries unanimously yes I'm hold on one second sorry I think I have to record my vote I apologize I get back to that screen ready yes go ahead and so I'll make a motion that the governing board accept the administration's recommendation to approve the intergovernmental agreement between Dear Valley Unified School District in the city of Phoenix for school resource officers at Deer Valley Middle School and Barry Goldwater high school as part of the school safety program is there a second a second um Miss fer I just had a few questions um okay you need to hold please it's probably Mr midino um what is this I notic it's a unfortunately Mrs we can't hear you they're going to have to be and there we

143go okay okay we can hear you now so what what funding is is are we using to pay for this just I believe the question was what funds are we using to pay for this correct I'll try and just keep it as quick and perfect Mr M Lino is that you I can uhri I I believe um we have a grant for U for this partic we have so many um well I don't want to say so many that that makes it sound like we we don't know there there's multiple jurisdictions that provide um resource officers or officers uh for our uh schools I I'm going for memory but I believe that there's a grant that is funding this particular the city's portion and then or or is the grant what we pay for our

144portion I can answer that Mr muda so this uh particular portion uh Miss fiser for the two SRO is through the school safety program so this is through the state um we have other uh as Mr migrino mentioned sro's through Glendale which is through a different fund Source but the this particular one here is through the state uh SRO school safety program it's also one where we fund our counselors uh some of our counselors I should say that are at our schools okay the only reason I was asking is because the cost is is extremely high and and we have so many retiring officers that you know if it was coming out of our M budget we need to trim a little I would rather us hire some retired police officers um depending on your

145department you may be forced to retire at 20 years um if the City of Phoenix retirees come and work for us they can establish a secondary retirement I mean it could be a win-win situation that's the only reason I was asking so I wanted to know but with it on consent agenda you just can't ask any questions about anything um and I really just would prefer we know put stuff like this in consent so that we can ask those simple questions that was it and at any time a board member wants to to pull a consent agenda item just put it forth um for that so you got your question answered absolutely all right I'll any others all those in favor please say I I I any opposed say nay hearing none the motion passes

146unanimously we can move on to action items we're at action item 6A um I would ask that the governing board approve all employees out of state travel per governing board policy gcce I second are there any questions seeing no questions no discussion all those in favor please say I I I I any Nays hearing none the motion passes unanimously item yep ad policy I I second any governing board questions comments or discussion hearing none all those in favor please say I I I I any Nays hearing none the motion passes unanimously oh there the Wizards here all right moving on to 6C I would ask that the governing board accept the administration's recommendation to pre-approve the agenda as presented I second are there any questions comments or discussions from board members hearing none I'll call

147for the vote all those in favor please say I I I any Nays hearing none the motion passes unanimously all right moving on to 6D uh would ask that the governing board accept the administration's recommendation to adopt revision two to the fiscal year 20 20221 expenditure budget is there a second a second do we have a questions comments or discussion okay hearing none all those in favor please say I I I I any Nays hearing none the motion passes unanimously item e all right six E I would ask that the governing board approve or accept the administration's recommendation to approve the fiscal year 2021 2022 employees salary schedule a second are there any questions comments or discussion by board members all right seeing none all those in favor please say I hi hi any Nays

148hearing none the motion passes unanimously All Right Moving on 26f but ask that the governing board accept the administration's recommendation to approve the attached rates of pay schedule for 2021 20 22 I second any governing board member questions comments or discussion Mrs fiser I think this is the one I did have um I just wanted to ask Miss marck or Mr melino um when you're doing your PDM your certified your administrator are you doing a I mean what is that is that an average of their salaries for daily rate or how are we calculating that and what what are we doing what how are we using that differently from the um like when we pay them for like an agenda does that make sense Miss fiser president O'Brien members of the board I will take

149the first stab at this and anyone with historical uh knowledge about these specific rates can jump in as well uh these rates are specifically for work outside of your contract time the certified rate um is specifically in the CL the certified manual and it is the uh teacher base pay divided by the number of student days for the upcoming school year so that rate changes then Year bye based on the uh starting uh teacher pay the administrative rates I have less information on I believe those rates have been for the principal and the assistant principal and Dean roles specifically again for the know uh anything that they are doing during the summer off contract time and those rates actually have been the same for quite some time and I don't know if Mrs Moffett or

150Mr Murino have any information on how we established those rates but um really the difference between this specific uh rates of pay document and the um salary schedule that was just approved is this is work outside of the contract time and outside of the school day no I understood what it was for that part but like during the summer sometimes we have an agenda so do they have an agenda and then they do something else get prum or and Miss fiser president O'Brien members of the board it it depends on the assignment so there are times when um if the assignment is daily and you're not necessarily the individual might not necessarily be able to be pres present every day so even with some of our our summer teachers or our summer programs individuals might

151have summer vacations so we might have to piece together who's working what part of the program and so instead of paying an addendum or splitting an addendum it is easier to go through the summer rates uh I'm sure Mrs Moffet could clarify other reasons that we would choose the summer rates as well okay I just no I just I hadn't seen it presented this way and it just got me thinking thank you I appreciate it no I appreciate the questions miss fiser this is a a new list we've used it before in the past but you know we're a little remiss and not having brought it for approval so it's the first time you're seeing it so thank you for the questions any other questions or discussion hearing none all those in favor please say

152I I I any oppos please say nay hearing none the motion passes unanimously radio so we will move to six G yes um I would ask that the governing board accept the administration's recommendation to approve the fiscal year 22 classroom site fund plan sorry I [Music] second um do I have a PowerPoint for this item Mrs mock you guys didn't want to throw that across the room president O'Brien members of the board we do have a brief presentation for this just to illustrate information that was in the memo we submitted for approval uh historically the classroom site fund or CSF is funded through a portion of state sales tax I think most of it most of us know it as prop 301 that was passed in 2000 the fund previously was available only to certified

153classroom teachers I think those who have been uh in and paying attention to school district business for quite a while we'll know that um there was a portion of time previously the district paid for what we call the other professional staff out of the fund and due to a court ruling several years ago we had to remove them from classroom site fund payments so the way the classroom site fund currently uh is through the end of the 21 school year is there are three funds 20% of the overall classroom site fund goes to fund 11 which is by Statute required to go directly to teacher base salary fund 12 is for certified performance pay and that equates to 40% of the overall classroom site fund and fund 13 or the other fund as it is

154defined uh is the other 40% of classroom site fund and dvusd currently uses that 100% in teacher-based salary legislation this year Senate Bill 1139 was already signed into law and uh the three required funds that we just looked at have now been eliminated but districts are still permitted to use the funds for those same purposes Senate Bill 1139 also identified student Support Services certified staff those folks that we call or other professional staff such as occupational therapists physical therapists speech therapists Etc as again being able to qualify for classroom site fund payments so what we are recommending for our classroom site fund plan the governing board has already indirectly approved when they approved the salary recommendation at the April 27th board meeting the amounts that we showed you at that board meeting were based on

155this specific split and uh what we are recommending is collapsing that fund 11 and the fund 13 the 40 and the 20% for just one portion of the overall classroom site fund allocation of 60% that goes directly into certified based base salary we propose keeping uh fund 12 for certified performance pay at 40% and also improved approved at the April 27th meeting was the inclusion or re-inclusion of our other professional staff and student Support Services as being eligible and uh receiving payments including the base pay and the performance pay payments from the classroom site fund we did want to clarify the amounts that were approved in the salary recommendation at the last board meeting we had the examples were correct but we realized that uh we had inadvertently included an incorrect amount in the narrative

156so to be clear uh in fy22 you can see an example of how we had the two funds fund 11 and fund 13 going into certified base pay how those will be collapsed into fund 11 going to fy22 even with the inclusion of the other professional staff the fund is still going to increase overall in uh teacher base pay from 4240 to 4480 this includes $199 of ongoing increase for those staff members what you don't see here is what you approved uh including the one-time payment of $1,810 for each of those certified individuals and something a little different that you're going to see this year for the certified performance pay is uh you're going to get the opportunity to approve performance pay on several occasions uh here we're going to approve that 40% of classroom

157site fund is going to go into performance pay Dr Smith of course later in the year for 2122 we'll bring that certified performance pay plan to you for approval but uh different than what we've done in the past um we found that uh our our practice was a little bit different than what we were asked you to approve the way we actually award certified performance pay is we took take a look at all of the funds available uh every dollar that's available in fund 12 for that school year and in order to maximize the amount that our teachers and certified professionals receive for performance pay we take that total fund and divide it by uh all of the eligible certified professionals who are being awarded performance pay for that year and so it takes into

158consideration any carry forward that we might have from the prior year because it was not um expended or if you have you know instead of 10 individuals receiving performance pay you have nine that total amount available is divided by the nine individuals who qualify so what we will do is at a future board meeting um bring to you the exact dollar amount that certified individuals are going to receive for performance pay at the next board meeting you will see that amount for this current school year uh all of the time lines for uh evaluations and to submit those who qualify for performance pay have just been submitted uh I believe at the end of last week and so we will be calculating that amount that those books will be awarded we will bring that at

159the next uh board meeting prior to the payment of performance pay on June 10th I believe and with that I will take any questions board members have questions Mrs orway are you good okay I did my homework um all those in favor of approving the school year 22 classroom site fund plan please say I I I any Nays Please Speak now or forever hold your peace passes unanimously all right so then I suppose we should move to action item 6h that the governing board will discuss and instruct the district's official delegate Julie Reid as to the board's direction to be considered by the asba Legislative committee Mrs obrian Sarah second I second thank you so the um Mrs Taylor has included the responses that the governing board members provided to her in relation to the

160Arizona School Board Association legislative agenda items that we um can subit MIT uh there's a a rather long list um which I think is great because it reflects our diverse opinions but what I will note is that there is one item that had three responses actually there's two items that have three responses to fully restore n9th grade CTE and CTE eligibility and funding to allow students to explore career fields and or certification completion as well as allow um ceds to serve students through age 21 regardless of graduation status that those had three responses each um so I'm going to list those oops my mouse went crazy on me we had a couple of other items that had two responses adequately fund programs under ex exceptional student services establish financial and academic transparency for all institutions

161and individuals that accept public funds and provide flexibility and seat time and attendance requirements for school districts in the 2021 school year um and if I counted correctly that would mean that we had um two with three respon three board members requesting it and then three with at least two board members um we can submit five uh with two Alternatives or we can just submit five so I'm open to discussion um by board members we could start with those five if board members would like I I would uh I'll start with the um fully restore the 9th grade CTE and CT or C eligibility um and also allow the students uh through age 21 I don't know what that how many entities that goes through for that to go to to go into effect with

162the um through the 21 um however it seems important and it's to me not more likely or unlikely that that would be listened to than anything else that we have um listed so however you go after that I'm I'm very much wanting that to happen so you support those first two um any other board members have a comment on the first two nope I agree I think those are important okay I'm good with both of those great Mrs paperman any comment I agree too okay so we have two that looks awesome I agree with those as well so if we could move on to the um next one is adequately fund programs under exceptional student services this would include um special education as well as gifted so all of our exceptional student services I I

163think that we are I'm in agreement with that but what is the definition of adequate funding um well I don't know yet that would be a great great question to I do know that you know there's been um some there's been an ask right to do a study related to what special education actually costs however um to the best of my knowledge the legislature has never been willing to approve that and I'm going to leave the editorializing for when I'm not on the record well I just know that in the past whenever or or mostly when you use the word adequate or appropriate or words like that that have different meanings to different people especially when they're in the legislative uh body um it's not normally the same definition that we have so I don't

164know if we're going to as a Association be able to have a better definition of appropriate or not if so I mean I'm for it because I want things to be um funded correctly um um so just saying I would I mean words matter we know that um I would say fully fund um programs under exception of student services unfortunately we don't know what fully means but that would be my my vote I mean we don't really even fund gifted Services it's just a stien here and there whenever it's thrown into the budget so um we certainly that wording was um from the previous asba or this current Year's asba legislative a uh agenda so certainly um we could as a governing board um submit a change to that wording and ask for fully fund

165programs under exceptional student services if the board were to concur Mrs paperman well I agree with anel Bri um and oral weit I with adequately because as a teacher for my understanding is well how much money are we going to get support for special education students so I agree with uh you know trying to understand what what what what does it mean um you no you know honestly until a stud's done I don't care what school district you're with or what you you work with they all say that there's not adequate funding but then you turn around in in some areas there's excessive funding um so until a school district or a study could be done that says adequate says what is adequate funding what will it take and I don't know that we're ever

166going to get that because you take a medically fragile child that could cost $70,000 in a year or you take a a a kid with ADHD that you know takes your patients but it doesn't really take a lot of money so I don't know and then within those those two kids that have ADHD some tax your patients and some do spend your money so no some do that's what I'm saying I tried to go the lowest in because some of them just are squirrly but it's and I would also I think it's an exercise in futility to to keep banging that drum until we have so maybe we should submit that we want them to advocate for getting that study done I just I can throw in here too that this is news I guess

167it would fit your discussion it appears that uh Kathy Hopman is going to do that that's something that um EFG has proposed and she hasn't said no and she said she's going to entertain it so I think the likelihood is good with her s funds right I did recall reading something about superintendent Hoffman and the ad doing a study to determine that so we can either I did too but huh I did too but that's not the first time I've seen someone so say they're doing it so do we want to ask for fully funding or do we want to instead ask for how about a study could we ask for the study and when we get the definition from the study that then we fully fund what the study says we should fund fully

168I'm good with that you like that one yeah yeah we'll just go with that one so what I wrote is a study of exceptional service costs and then fully fund programs under exceptional students that well fully fund what the what the study comes up with right fully fund the programs that under the exceptional student services based on study outcomes yes got it all right so that looks like a unanimous I'm going with it how more do you um I need two more and I'm going to get you there establish financial and academic transparency for all institutions and individuals that accept public funds also received two responses any comments or tickers I'm in agreement with that one um but like Mrs Fischer said on the other one I think it's a pie in the sky type

169type request I don't think they'll ever the legislature will ever require that but um I always think it's good to ask because I I think it's important I almost wonder if we don't need to Define that too because here's the problem everybody thinks that they 's not transparency or there's not accountability but anyone who's ever worked for a school district or a charter knows that you spend more time with Auditors than with anybody and so there's a cons continuous audit so wouldn't it make more sense to have a consistent standard of transparency um I sorry does that make sense understand what you're saying I think that the key in this language because I think most of us would agree especially at this around our triangle or it's not really a triangle um it's been a

170long time since I've studied shapes yeah is that the rest that that the it's for all institutions and individuals that accept public funds so I I think that there are some believe that there are public funds going out to some institutions and individuals that don't have the same kind of Financial academic transparency financial and academic transparency that public school districts have right but that's my concern is because they do what that's my concern is because they do I know like for my son's Esa I have to report every single penny to the Department of Education and I can't use it I can't buy him I can't even buy him a computer with it I have to report every bit of his curriculum every every bit of his and I've seen the same thing with Charters

171so that's why I'm saying that accountability so I think what it what's more important is to say that it's the same accountability okay you have a single audit you have a double audit you have audit multiple audits so maybe we need to establish we need to establish we want to establish the same financial and academic transparency right maybe just add the that way it's it's because okay everyone who's not in the seat with the auditor wants to say they're not being audited but when you're when you're in that hot seat you know you are I guess is my point okay no I you make it the same across the board so I added the same to that statement establish the same financial and academic transparency for all institutions and individuals that accept public funds don't

172we want the same process or Jim is there another the word that I'm looking for climb inside my head if we want everyone to reort and be accountable in the same way that we can see how the money is being spent what's a really good money way to put that you're actually that adding those words solves through your riddle because Charters do not have the same as we do and vice versa right and be nice if we're all the same I would like that so I could compare that's uh we can't compare our books with Books Okay we can't compare a lot of things if we're all the same then we'd be at the same plan by adding the same that's a that's a hit sometimes simple is better so I'm seeing Mrs Fischer's head

173nod good all right I'm taking that one as another win and then I'm going to go to our last two response statement which is to provide flexibility in seat time and attendance requirements for school districts for the 2021 school year um and this was under manage the impact of covid-19 on public schools and I'm looking at Mrs mock because I believe you said there was some changes coming or occurring or had occurred around this so could you yet verbally help me out with that one president O'Brien members of the board yes we do expect specific legislation regarding the funding for distance learning I think in 21 we Ely saw that we as school districts had more options and opportunities to uh educate students and um but as far as any funding specific to some of

174those unique situations we had for 21 I do believe those uh will already be taken care of by the 21 legislative session which you know should end within the next couple weeks excellent um I I did I I submitted this one but I I think that I left off the 2021 school year because I was looking at not so much from a covid-19 perspective and how it impacted our budgets but I think that what we um well we've known all along and and I would hope that with the pandemic and Co n moving forward um I would like to to as a as a state and and public education be able to um determine academic success maybe in some other ways than just required seat time um and attendance because and that would really offer

175some I mean I know it would create some havoc in our everyday life but it's a dream that I have that you know kids can achieve at the pace they need to achieve and school districts won't necessarily get docked for it and kids won't sit in classes that maybe they didn't need to sit in for 9 months I I said I know that's really a whole new big thing but that was my thought when I put this on here I'm happy to entertain other options Mrs O'Brien so are you saying that there might be a different path for a child to achieve success yes is that what you're saying and that we shouldn't and that we shouldn't uh be uh again the words out of my head we should not danged for having more than

176one um option for a child to be successful is that what you're saying I think that sums it up if that's what you're saying I agree I I go for it U president Ryan if I could um House Bill 2862 uh which is passed um already provides that that flexibility but it just was passed this session so we are going to be required to hold two public hearings uh to be able to talk about all the options that we will be able to um extend to students to be able to meet the seat time equivalency uh so uh I think this has already been addressed in this legislative I'm excited I wanted something to happen and it happened while I was busy doing other stuff all right I'm opening to another suggestion then for item

177five or we can go with the four we have um I'd like to bring up uh fully funding kindergarten um um because I I think that when we're talking about Co um and we're talking about the learning gaps and a lot of the the kids who maybe didn't enter kindergarten um their parents held them back I think that the state is seeing the impact that early childhood education um has and it would be great if they funded it correctly um and reinstated that um from when we had the um my brain turned turned off at 9:30 sorry when we had the um the budget crisis back in during the crash so that would be my [Music] vote and and I also like fully funding kindergarten I'm also going to put out there because we could

178have an alternate or two um it is to ensure our local control and flexibility and managing funds and programs when possible um because sometimes they decide they know how to do things better and that they don't understand some unintended consequences so I would also look at local control for fund management anybody else I would be in favor of both of them okay Mrs paperman or Mrs Fischer I'm G to remain silent on the last two okay we'll just go with Mrs paperman any thoughts I'm good with both uh with uh established financial and academic transparency uh and also funding uh kindergarten uh it will be great and uh if we have fully funded kindergarten within the the de Deer Valley School District I know like Title One schools we already have those in place so

179I agree okay so then I'm going to recommend that our top five oh did I get six got six okay so our top five would be the CTE and CED funding for 9th grade as well as allowing CED to 21 a study of exceptional service costs and then fully fund programs under exceptional student um based on oh exceptional student services based on the study outcomes establish the same Financial academic transparency for all institutions and individuals that accept public funds and then um for our fifth one fully fund kindergarten we and then make our alternate one insuring local control around fund management sounds awesome okay any more discussion hearing none all in favor of those five and one alternate please say I I I any Nays please say nay oh gosh Mrs Taylor did that pass

180unanimously okay [Music] want just I'm sorry did it pass unanimously okay and I do have a correction on item okay so so that item was unanimous as well okay great sorry I wanted to make sure that we had correctly announced our vote our voting properly um all right it looks like we're on to governing board reports Mrs [Music] fiser okay um it's been a busy couple of weeks um I hope all the moms had a wonderful Mother's Day I know mine was blessed I got to see my mom and my son and my grandkids and so it was awesome my other son that yall don't know about but anyway um the first thing that that families had me researching was the grading system and and I do appreciate the book um that that Dr Galligan

181provided us and I've made it most of the way through it um and I do kind of share their concerns as well um when as I'm reading through it I'm looking at if seems to be there does seem to be a removal of accountability when we're when you're that student who is busting your tail and you are turning your assignments in and you're you know um part of that natural consequence of not turning your work in is that you get a lower grade and so I do I do see where this seems to be a lot of the [Music] um everyone gets a trophy typ grading um and so I am concerned I I am going to finish the book but I would like if there was any way that we could have maybe a

182discussion a little bit more once we've all had time you know in the future not now but because I'm assuming I mean we're already going with it so we're going to be monitoring it so I'd really like for us to have a discussion about it at some point um to see where we're at to see how it's working with the things moving into the discipline instead of the grading having it be become between the one and the four you know like in the first couple of pages I'm thinking you know the example the teacher gives is one student has a 98 the other one has you know 100 because one of them left off a negative symbol well in my mind you know I'm thinking no that one with a negative symbol leaving it off

183needs to really check that because as an accountant when you put a negative in front when you're when you have a minus Million Bucks versus a million bucks it's a major difference so I mean my mind is still in that other set so I I would like for us at some point as we've rolled into this to have maybe a study session where we can talk about it see where we're at and see if this really is a benefit because as long as I have worked in and around education there's always somebody throwing something new at it you know move on when reading and and No Child Left Behind and with each one more children are left behind and I just want to make sure that we're doing what we're doing is truly beneficial for

184all kids I don't want them getting discouraged um you know kind of like why should I bother if I'm going to get the same grade anyways because I know I'm smart why should I bother to really prioritize I just don't want us to teach that lesson to our children so that was my number one they had me study um I did receive um emails and calls I'm assuming everybody received the same emails but I don't know that to be true but about questionable content being taught in different locations or grades um I know we all got the anonymous about a sexual type um cartoon shown um and I received a lot of inquiries about the critical race Theory now on some level I do think that is um because of the asba equity conference there

185was some very questionable materials and I think it's going to impact all districts but I do want you know the community to know that I did take the time to get the sex education books and I did um I did review them I went through them I looked at I asked questions about you know what grade levels were teaching and it's not adopted in Dear Valley um and critical race theory is also not adopted in Deer Valley though we have had reports of it being um as I believe the parents had snuck into the teachings and each time that this is brought forward or we discuss it we're you know we get the response that well when it occurs we we address it with principle or disciplinary addressing um I I would really ask that

186we perhaps look towards a training or or adding it in our training somewhere that curriculum or items that are not within adopted materials are not to be taught because if it's being addressed as a disciplinary uh I mean everybody talks about you know so and so got in trouble um obviously it's not impactful if it keeps occurring at different schools different grade levels obviously whatever was done to mitigate the situation was not impactful for it not to continue to reoccur her so I would just ask that we consider looking at our training and see if there's something we can add in there um at our first meeting I noted I'm going go just read this one because it's a weird at our first meeting I noted the group of parents that were bullying other parents

187and um I'm happy that they've mostly moved on to me with their little Instagram page um I appreciate this screenshots that the community sends me I'm not on Instagram um about what they're posting and who's following it you know whether it's employees and employees employees or the union leadership um or people who are directly related you know in with the board um so I appreciate the screenshots about it um but I'm want to take a line from the speaker that spoke tonight when she said uh children are watching they are watching they're watching parents teach them the nuances of cyber bullying um they're teaching they're watching um those who support the bullying um and I know it's uncomfortable for our Administration to bring in parents that disagree with them I know it is when someone

188you want to gravitate to whoever it is that agrees with you who's like you who shares your values who shares your faith who shares your your even though this is a nonpartisan position you gravitate towards people who believe like you but we have had a room full of parents both L meetings um that may not agree with Administration part of I think I think part of the reason they're they have the passion they do and sometimes maybe get a little bit mean is because they're fighting for their kids the most precious thing they have I would ask that our Administration considers reaching out to some of these parents and including them in those committees it's it's it's nice to take the committee members who agree with you and who um have a connection with you

189but we do have to serve all kids and all parents um so I'm just asking that our Administration finds a way to reach a CR to maybe the parents who are not as in lined with your preference or our or the preference of of the Committees and include them I think being heard is really important to them um a lot of times I don't agree with with some of the parents that talk to me but I hear them and I tell them when I don't agree with them I just think if we could include them it would start uniting our district and the same with our employees because I have had a lot of employees tell me that they will not speak up they don't speak up they won't allow their spouse to speak up

190because they're afraid and I haven't heard that since 2014 that's like new in 2014 when I first ran for the board I heard a lot of commun of of of employees talk about how they were fearful of speaking up because they did not want the retaliation and I think I think the the district and the board and everybody worked a lot to change that but I'm starting to hear it again and so I'm just I want us to find a way to unite um that's it Mrs paperman first I would like to thank um uh everyone for their presentation I also happy appreciation to all the Educators we're almost there we have two more weeks to end the Year stay strong um I also have a note of a parent no no actually from the

191district I think someone from that works for the district uh miss m MC Andrew uh yes there was a termination uh because uh students not wearing a mask uh during pageant and uh so I was reading through the emails and uh I find it concerning because uh if you look at the students that you know that in athletics you know they don't wear a mask so if these students uh were out you know I don't know were they outside that they were wearing a mask uh so like why was this person terminated and and it seems that this person was loved uh by uh parents and students so I'm hoping that this will be looked into because uh uh it seems that this person has been into the student government advisory for 10 years and

192that's uh a lot of years of commitment to to the to the school and to the district and terminating a staff over students chosing not to wear a mask uh U I don't think it's just thank you Mrs um paperman I don't think she was terminated I think the stugo position as a facilitator was taken away so I'm not saying that it's right wrong and different but we did read from students so I'm sure there's another side of a story Mrs Reed um I will keep it very quick this evening um last night I was honored to attend the very Goldwater High School awards ceremony for um their seniors and their um students that were being recognized for their academic letter and it was so nice to be back on campus and uh to be

193there with um with students and their teachers who were so proud of them and their parents who have worked really hard alongside them and supported them um for the last 18 years to get them here so that was really cool um to see and some of those kids that were honored I've known since they were in kindergarten so it was um extra special for me to be able to be there um uh and to support them um it's our last week for our seniors so um we're excited about um all of the opportunities that they have coming up for them um in the future I know that's a busy time for for our families with wrapping everything up and a busy time for our teachers and our administrators with um helping our our seniors get

194everything in that they need to get in and wrapping up grades um so I just want to say thank you I know it's been the world's longest school year um and we're almost there and I know that we're all looking forward to um refreshing and renewing over summer break um so I just want to say thank you and again thank you to our nurses um you have done um an insurmountable job the last 15 months and we're so appreciative of you um I hope that all of our teachers felt loved and appreciated and staff members felt loved and appreciated last week during teacher week so um happy end of the school year since we won't U be meeting until after that and happy graduation to our uh class of [Music] 2021 this is or do

195promise to make it short uh we we had such a good time at Berry Goldwater last night Miss paperman was there and Miss Reed was there we did not talk to each other we were smiling so brightly and you could see it in the eyes just watching those kids they were awarded Navy appointments they were a um uh what were some of the uh uh seeds or or west Mech there was fire science there were oh my goodness culinary arts I mean you just and watched these kids and they bounced they bounced up there they would sit like this cuz some of them are a little bit you know shy but as soon as their name was said and they walked up that red carpet and that's that's I think why we kind of do

196what we do and why you guys do what you do so that that was just awesome the sports are still going on I got to watch beach volleyball we've got softball and I think a little bit of baseball left but graduation coming up and I I just um um I don't think that we can really prove that we prevented cases because we're wearing masks but there's few precious days left for our seniors to stay out of Harm's Way and be able to walk across a stage I I just really appreciate the fact that um that we're respecting that that's something that needs that needs to happen so if we could just keep it together for another week and a half that would be awesome anyway thank all of you guys for the countless hours um

197that you guys have put in and all of the information that you have given us and however we process it it's information that we've had the opportunity to synthesize and then put into decision making so that's it goodbye thank you everyone and um as Dr zerach mentioned earlier we have a national nurses in schools coming up tomorrow so thank you to all of our School nurses um they have done a lot of work especially this year along with everybody else so we couldn't get through the school year without you um and thank you to all of our Educators uh last week because it was teacher appreciation week I I hope as Mrs rej everybody had a great week and felt appreciated and loved and it's never too late or too soon to thank somebody that

198is part of your education life um and that can just be a quick note or thank you so um if you didn't do it last week please feel free to do it now or next week or anytime uh it's never too early or late to say thank you I um would like to touch on the importance of our our parents and our student students reporting concerns through the proper chain of command so um that is outlined in our our students um rights and responsibility manual and I understand that especially given today and how divided folks are and and nervous they are um about different things that sometimes they don't want their name attached to it so that um you know there are ways to report it um there we have a hotline for related for

199safety um and so I just encourage folks to speak up um we do not have critical race theory in Deer Valley's curriculum um we do not teach sex education outside of what's limited to our health class and your freshman health class and that is follow State Standards um but it is important to remember it's always easier to EST establish those good relationships first so that when things do come up um it's a little bit easier to have a conversation so meet your teacher send them an nice email thank them um I know it's been a pandemic year but hopefully we're going back to more normal things go to parent teacher conferences um establish those good relationships so that when there is a concern um it's a little bit easier and more comfortable to go to

200SP speak to those folks and and if it's not then then please report it to a principal a Cabinet member the superintendent um if you need to report it to your governing board that is acceptable just know that we send it back through the system so that it can go through the proper chain of command and can be looked at as um those concerns that came to us last week I'm pretty sure Dr Finch got several forwards of the same email from all of us um this governing board does approve appreciate the stakeholder input um and we do I I know I speak personally for myself we we consider all the information um that we have on on each and every individual matter and I do believe in my heart of hearts that every governing

201board member that sits here um is making decisions in the best interest of all of our students and our staff and community members they are very difficult decisions and they've never been more difficult than they have this last year so thank you to the stakeholders who wore masks tonight were respectful and polite and um participated in our meeting and with that I'm going to turn it over to Dr Finch for his superintendence report all righty thank you I um I want to highlight one thing and do a thank you um one Journey that we started really four years ago three and a half years ago was was uh professional learning communities and along this journey as we started to um become uh more educated about it started integrating in our system designed our system around

202it and became really the engine for how we address our academic gaps uh acceleration etc etc you were a key piece of that puzzle when we asked you for a 90-minute early release um we said that's what we need to go to the next level to fully integrated and systematic in our uh the whole deer rally system that took place and we're now seeing the rewards of that and if you haven't heard or saw on social media we received uh the um model District PLC award which is there are only 24 in the world and there's only 11 like us of our size in the world that received it there's two in Arizona so it's it's a huge deal you're going to hear hear a ton about it from um Dr chunis but um I

203wanted to um thank you for that that that early release because that was a key piece of the puzzle because time is the secret when you're trying to get teachers to collaborate and because of the structures of this team um and some guidance from the administration and the teacher Buy in all those all those things are all pointed in the right direction we're seeing the rewards from that so um thank you again for the early release and last but not least kind of long this line um I just want to thank my team it's been a rough year for sure um but they've wi been resilient I've stuck together they've leaned on each other um it's been a great team to work with and uh throughout the system we've had work together from um each

204group it's been amazing to be a part of the D Valley family and it's been a year of challenge but through it we've become become a better school district uh we've been a leader through hav in around the state um I was talking to Dr Z today uh on those Zoom calls that we have with other state agencies and local agencies they always ask well what did you do to your Valley and that's becoming the last line to every conversation um because we were plowing the trail early on and we have the Battle Scars to prove it um that's the that's the bummer of being out front but um the plus is you learn fast and you adapt fast and uh because of the team working together I think it was a the very successful

205year so thanks and thanks for your support awesome and congratulations and with that I will ask for a motion to end the meeting at 10 10 hi second all those in favor say I I I and don't run away y'all come back now kids meting passes you
