003Solutions tree solution trees regional vice president and Michelle cook solution tre's new director of educational Partnerships for Arizona at this time Dr Nixon is going to say a few words about this accomplishment thank you so uh as Paula mentioned I'm Dr Craig Nixon uh my honor this evening is to recognize Mountain Shadow Elementary School a as a model PLC school in order to become a model professional Learning Community School a three years of data have to back up that a school has worked collaboratively toward the increasing of their uh students uh advancement and so as part of that regularly scheduled meetings for these collabor ative teams focus on answering four main questions and that is what do we want our students to learn how will we know if they've learned it what will we do
004for those students who haven't learned it and what will we do for those students who already have learned it and so in focusing on answering these four questions Mountain Shadows Elementary School uh has helped their students gain a greater understanding and increase their understanding of those topics that they're supposed to learn and so it is my honor uh on behalf of solution tree to recognize them as a model PLC [Applause] school thank you so much Dr Nixon congratulations to Dr Janet Gilbert and her Mountain Shadow staff [Applause] y okay now we move uh to a donation and the continuing support from the Anthony Bates Foundation or ABF and its founder Sharon Bates dvusd recently received a donation of 24 CPR mannequins and 12 AED trainers from the foundation Sharon started the Anthony bats Foundation after
005its namesake and Sharon's only child who died from undiagnosed hypertrophic cardiomyopathy or HCM Anthony was an honor student an eagle scout and a division one college football player at Kansas State University he started playing football when he was nine years old and played other sports throughout his youth including baseball soccer wrestling but football was his true love each year he was required to have a pre-participation sports physical hard exam examinations are not part of this annual process Anthony's HCM might have been detected when he had an EKG in conjunction with surgery on his finger but there was no detection of his heart problem then either though EKGs are required in surgery 10% of people with HCM have normal EKGs apparently Anthony must have been in that 10% Sharon began working with the hypertrophic cardiomyopathy Association
006to educate parents and to make sure no other parent had to experience what she did Sharon started holding cardiac screenings programs throughout Deer Valley and Nationwide as well as fundraising for CPR training equipment for schools to teach the importance of CPR her recent donation was accepted by Sandra de Conor High School sports medicine teacher Melissa portella with coordination from District Fine Arts specialist Anna Backstrom the purchase of the CPR training tools is made possible through the donations received during ABS heart screenings ABF has provided more than 15,000 heart screenings and has hosted eight heart screening events at dvusd schools where they have screened 1,72 people they've found heart issues with 101 people and 16 of them were found to have possible life-threatening issues thank you Sharon Bates and the Anthony Bates foundation for your continued
007support of our Deer Valley family and our [Applause] community are we on the back there you go [Applause] our final recognition tonight is for our reluctant Communications and Community engagement Department as the team that oversees and coordinates board meeting Awards it always feels a little funny to be then on the receiving end of recognition but when they recently received two national awards of Excellence there was no doubt they qualified to be honored here tonight their first Award of Excellence presented by the national school public relations Association is for distinguished achievement in marketing kindergarten enrollment for last year's campaign the road to success starts in Deer Valley as they began last year's kindergarten registration campaign the team knew they would need to think outside the box to deal with all of the challenges the pandemic offered
008drive-through events seem to be a great way to not only get information to the families with kindergarten aged children but to also allow those children to actually meet teachers and staff from their soon-to be school plus future students received books pencils and a treat from food and nutrition combining the drive-through event format with a campaign titled the road to success starts in Deer Valley seemed to be a perfect fit the team used the campaign in print ads online ads direct mail email blast and it paid off bringing in nearly 200 more kindergarten students this year than last year the second Award of Excellence was for the financial publication dvusd special report to the community showing a return on your investment 2020 2021 the special report to the community is an annual publication mailed to all
009homes within the district boundaries and shares information explaining how DB USD allocates not only Bond and M funds but also gives information on how taxpayer funds are spent throughout the district the current format shares financial information with colorful graphics and photos it also provides multiple links to find additional information if the reader desires a more in-depth look congratulations on national school public relations Association awards of Excellence to Monica aled and her extraordinary Communications team for Gary wanted to congratulate the department of the Year Monica wrote it in she writes the script just [Applause] kidding thank you and this concludes our Awards and recognitions for tonight the regular governing board meeting begins at 7 pm br for okay good evening everyone I'd like to call the regular governing board meeting of the DB USD to order
010at 7M please uh let the roll call show that all members are present Mrs paperman is participating um via telephone and if you'd please uh join me in the Pledge of Allegiance and then a moment of silence to include honoring our veterans FL United States thank you you may be seated do I have a motion to adopt the agenda so moved I second all those in favor please say I I I any oppose oh we have to unmute Jenny so we can hear her Mrs paperman Mrs paperman did she vote um we'd haven't yeah I haven't had the vote come up on our screen any opposed say nay there it is please um register mine is not PL up it is did yours come up okay and Mrs it has not popped up can you
011please register Mrs I Mrs ordway's iote thank you thank you okay we will um move into District uh reports and go to our Finance reports um Mrs mock good evening president O'Brien members of the board and guests this evening we will begin as usual with our enrollment report for uh the end of uh the month ending of October uh our last enrollment report through October took us through the 59th day of school and we continue to show a 2.2% increase in enrollment over the same time last year you will notice something new on the report that was requested at the prior board meeting we are now also comparing not just to the prior year but we are comparing to 2018 2019 which was our last uh quote unquote normal year prior to any restrictions or
012enrollment swings due to the pandemic if you remember last year's enrollment reports we typically um sat around a 5% decline from the 1819 school year and or the 1920 school year between 1819 1920 and so you'll see that we've made up the 2.2% from last year but we are still down 3% uh on average from 2018 2019 and with that I'll answer any questions regarding the enrollment report are there any questions members nope can is Mrs paperman able to to answer that question or she's open okay thank thank you all right you may continue thank you president O'Brien the next report we bring you this evening is the m budget report ending October 20 2021 as well at this time we are not projecting any budget balance carry forward it's simply far too early in
013the school year to project that um we are tracking along with spending the way we typically would for this time of year we are not seeing any swings one way or the other the next report we bring you this evening is and um we do have a new footnote on the bottom of the report though um this month as well um hopefully that will come off prior to March 1st but this footnote is in regard to the K12 um K12 aggregate expenditure limit for public education um currently the state as a whole not Deer Valley Unified School District specifically is approximately 1.2 billion yes that's billion with the B over the uh 2021 22 aggregate expenditure limit um and that is a um legislated formula and uh we were able to find out on November
0141st the district's portion of that uh potential budget cut and we previously projected that that might be about four $42 million in the current year um but our actual amount is$ million and it's a lot but um there a couple components that we want to talk about specifically one is that the legislature does have the ability to um permit the state to exceed the K12 aggregate expenditure limit and all signs point to that occurring they do have until March 1st to do that um we really do hope that it we do not have to wait till March 1st to learn whether or not we're going to have to reduce our current year budget by $36 million um and the reasoning for that there's a couple different reasons for the public K12 aggregate expenditure limit um
015being greater than um what is allowed by formula and it's kind of an anomaly that starts with the re um reauthorization of classroom site fund also known as prop 301 originally a voter initiative re authorized by the state legislature last school year and last fiscal year excuse me and with that reauthorization um it was not specifically listed as to be excluded from the aggregate expenditure limit previously when prop 301 was approved by the voters that specific fund was excluded from the limit so that is now included in a fund that otherwise wouldn't have in the calculation also compounding the issue is that the aggregate expenditure limit is based on last year years uh enrollment data which as we see already we had the enrollment report first last year not just for Deer Valley but the
016state as a whole had a significant decline in enrollment for public uh K12 education and so with the classroom site funds now being included in the aggregate expenditure limit and uh lower enrollment being part of the calculation the state has this year then exceeded the C the uh limit um an additional side note charter schools are publicly funded but they are funded on a different calculation and so they are not included in This 1.2 billion cut to public education only public um school districts if you do look at uh the bottom line on the right hand side we have about 33.7 mil million doll in committed budget Bud we'll see if I can talk budget balances that are not yet spent or encumbered so even in the extreme situation that perhaps the legislature did not
017approve the override to the aggregate expenditure limit um between what we already have kind of um the ability to hold on to and with our um federal funds that we still have available to us as well we do believe we would be able to manage um without making any budget changes for this school year and with that I will take any [Music] questions members okay thank you so much Mrs mock appreciate that we will move on to our um safe and healthy schools report brought To Us by Dr zerbach thank you uh president O'Brien members of the board Dr Pinch I'll give us just one second for the presentation to jump up on the screen thank you okay it is my pleasure to present the safe and healthy schools report here for our November board
018meeting our agenda similar to what we have covered in previous board meetings the only change for this evening is that there will not be an update from Dr gallagan and curriculum and instruction in this particular report because because as you know there is a report by Dr immediately following uh the safe and healthy schools report okay starting off with our community level of transmission metrics uh as most folks know who are paying attention in the news the covid cases are on the ride State and in our County and so you can see that we had roughly uh a semi- sizable increase here from our last data points uh and so we currently are at 221 .8 so round up to 222 cases and that puts us in the high threshold and we have been in
019the high threshold uh for uh quite a long time now for percent positivity you can see uh just as I have described this in previous meetings there's really not much change here this percent usually hovers somewhere between mid 12 to the mid1 14s and so again we find ourselves right in the middle at 13.6 okay on our epic count or epic curve data this comes from the county uh again you can see whereas in the community level of transmission metrics which were two slides for the ZIP codes in De Valley this curve shows all cases in marob county and so you can see that there is an upward Trend when you look at the most recent data points and the rate of increase is starting to accelerate a bit um for us as for our
020epic curve data in our age specific case counts again you can see whereas we started coming down on a downward Trend there for a while uh it then stabled became stable and now is starting an uptick again and again that is for the county uh overall with our Dash board just a reminder uh as I always do for anyone who is joining us for the first time we do publish our current and Active covid cases at all of our sites including a couple of district office locations that's at a very friendly URL which is listed at the top of this slide and so you can go there on almost every Monday around 3: to 4:00 p.m. and you can see our updated uh counts this slide here gives you a snap shot or I call
021it a running snapshot of the most recent six weeks again um as I have multiple times uh commented to you and to the community our internal numbers correlate quite strongly with the overall county numbers so when we see county numbers that are going up we tend to go up and vice versa so here you can see if you transpose this with the Epic curve that I showed on a couple slides uh prior to this one you can see that our count was going down just like the overall County one was and then now with our increase in the slope um for the overall County increase we too are seeing that reflected in our schools the impact on operation slide this uh slide shows our statistics that we have uh for the prior uh weeks before
022our last uh board meeting so you can see here how many cases um that have been likely transmitted at schools uh you can also see the number of quarantines um that we have had in the last 3 weeks and then as far as some of the operational adjustments and the magic that our administrators and our front office staff pull off to make sure that our uh schools can continue with in-person operations we can see that this number has increased as well as far as some of the adjustments they've had to make and of course that does make uh sense when you know that some of the cases are on the increase because when the student numbers increase we also know as I'm looking at my partner um over here that our staff numbers uh tend
023to increase as well and we are seeing that um currently and so when that happens then we know that adjustments have to be made okay for our covid-19 testing opportunities this slide is a very important slide for our families so if you were not aware the district office does have a community partner and so we offered testing on Mondays Tuesdays and Wednesdays from 11: to 2 in the start when we first uh began doing these testings this was at the start of the year when uh there was quite a bit of Co in the community the lines were quite long uh our lines right now are not long and so I encourage those community members who are listening in or who know of folks who may be asking about uh opportunities to receive Co testing
024to let them know that the district office doesn't Leed offer that it's very convenient it's quick and you can see it's multiple days per week we will uh continue to do that even in the week of Thanksgiving but you can see that we will not do that on uh the Friday of that Thanksgiving week we also have our home test uh kit Supply I have commented on this as well in previous safe and healthy schools uh board updates and in our board reports we use the B next now from the county we also with the help of Miss mock have some of our own procured B next now along with our quick view tests and we continue to receive those supplies those supplies also uh will come in handy for the human resources department as
025we know um that it is likely in the upcoming weeks that our uh number of symptomatic individuals could increase given the number of congregate settings that will occur and so we are making sure that we have an ample supply of our uh quick test kits so that our staff members have access to that and we know uh which ones are going to need to isolate and our quarantine and then which ones would be able to continue um with our schools okay previewing November and December uh again cases are up this is likely to continue um our community can help by doing these uh two very important things not sending children to school when they are awaiting covid-19 test results uh we are seeing a slight uptick of situations when parents are sending their kids to
026school even though the students are awaiting test results when that happens and a positive test comes in uh it does result in quite a bit of work that the administrative team at the school needs to do when if we could wait for those results to come back uh that would help us quite a bit before sending the child to school also we have had some situations uh with parents who are covid positive coming into the office if they're trying to pick up work and so we ask that those um parents if you are covid positive to not come into the side not come inside the school offices that parents if you could call uh the front office and make arrangements in order to pick up work that would greatly help us with our operations and
027we thank you for that uh cooperation with us and then as I stated at the last board meeting in October I do want to reiterate because I know how important this is uh to the community commun but to our uh staff as well that we are actively seeking alternatives to keep more of our children in school for more of the time and so uh I work with Mar Copa County I work with the state uh along with other members of the cabinet team and the dvusd administration uh working with officials to see how we can uh keep more kids in school and so I look forward to hopefully providing more information in future uh board meetings on this okay the vaccine update is a big one for those of you who are reading the news
028you know that the vaccine for children ages 5 to 11 was approved both by the FDA and the CDC and we are offering three um opportunities for our community to receive that vaccine if they so choose uh we are calling those mini pods and those pods will be located at Constitution Sunset Ridge and teramar and they will occur tomorrow on Wednesday and they will occur after school we have seen quite a demand as all of our slots were full with basically within the first 24 hours of us sending out communication uh to our families and so um although there are no slots remaining we sent a communication to our parents with a link to the state vaccine finder so that those who need help finding other opportunities for the vaccine could do so and our
029events will be focusing on the Pediatric uh vaccine and so we look forward um to those events and just as we stated in our parent letter I do want to be clear that vaccines are not in D Valley Unified it is a Parents Choice if they would like their child to be vaccinated and at the same time we do want to uh make sure that some of our schools have a uh convenient um place for that if the parent uh would like to do so and I would like to thank I wrote down in my notes here a couple of folks for this I want to thank Valerie Bolis I want to thank Jackie Duarte I'd like to thank the principes of these three schools and also all of the staff who are working this
030is this certainly is additional hours on their day um that are required okay dvusd communication again you will recall from our last uh board uh report that I informed you of the number of both parent and staff Communications that we've had and there have been numerous um we did have since our last board meeting another opportunity to inform influential members of our parent community and those are our PTA presidents and so on November the 3 I did give the presidents an update about the dvusd safety plan and the update thir uh at the beginning of quarter 2 as there were some uh important adjustments to the plan plan allowing some more access for some of the events that they would like to do and so I believe that uh the parents appreciated that update and
031we will continue to do that for any future adjustments to our safety plan for quarter three okay and with that I will pass the Baton over to Mrs Moffett Jenna take it away all right good evening president O'Brien governing board members so this is another item that has been in the um news quite often over the last week so I wanted to make sure that we provided everyone an up on where we are with the um recent OSHA uh emergency standard um that was published last week so specifically this emergency standard um is almost a 500 page document so it is going to take time um to interpret but as we we shared with you a few weeks back when we um first learned of Biden's order that it was going to reach out to
032employers of employ that had employees of 100 or more that does include us because we are governed by OSHA here in the state of Arizona so when this standard came out um a couple of things that it specifically States it includes expectations for school districts to ensure that all staff are fully vaccinated against covid-19 by January 4th or that they test negative for covid-19 at least once a week Additionally the standard requires the employer to provide paid time off for employees to become vaccinated and paid time off if the employee experiences symptoms because of the vaccine soon after I believe it was the same day the Arizona industrial commission quickly responded it it's their responsibility um over the last 40 some years when OSHA does put out an emergency standard it's their responsibility to read
033through that document interpret the document and provide direction to the employers so we knew at least we would be waiting for um the industrial commission to provide us some specific guidance they also have a 30-day waight period to do that but soon after over the weekend I'm sure you saw um in the news that Arizona including many other states have filed suit because of this order and there's currently a stay order so right now we are waiting to find out whether or not we will be obligated to do this um but that doesn't mean that we're not getting ourselves organized so we are preparing in Human Resources we are working of course with Gary um we'll be working with Nurse Jackie to look um specifically really at the testing requirement finding out which employees are
034vaccinated and not vaccinated is not a difficult task but um making sure that all employees who are not vaccinated can be met managed and um attend weekly testing and that we have the ability to record that Weekly testing um is a is a bigger job so we're beginning to work on that now so we will keep you updated and we will continue to keep our employees updated as we learn more and then my last slide um as always I put in here a reminder to our employees regarding reporting I would also like to point out we've had um quite a few questions recently both from administrators and employees regarding the guidance that um we are required to follow so this is just a reminder that our employees fall under essential worker guidance and what that
035means in in short is that we evaluate um someone's level of exposure to covid so if they're symptomatic of course um and they test positive they are put into self-isolation quarantine on the other hand we have uh more flexibility and we are a able to evaluate level of exposure and a high level of exposure would cause us to put someone in quarantine uh and then we follow the vaccination guidance and non-vaccination guidance for that quarantine so in other words a a um vaccinated employee we would test 3 to six days from exposure where a nonvaccinated employee would be testing six days after exposure but if the exposure is minimal then we have the flexibility to put the employee back on the field so I would invite any of our employees that have further questions regarding
036that to to call us and we'll walk them through the process thank you Jenna and with that President O'Brien our safe and healthy schools report has concluded we can uh certainly field questions thank you Dr zerbach questions Mrs Fischer um just since it's mostly about covid um I will go in just the one of the concerns parents continue to have is the quarantining and they continue to be told by the county department of health that it is not them requiring it um can you um provide anything to the contrary for our community either on our side or give them a better number to call um because parents are being told that and it to them it is very upsetting um because they feel that we're lying to them um or at least that's what they've
037expressed to me um so that's regarding that one um we changed the name of the report to the health and safety report um and since we renamed it um um I've had a couple of parents Express that they would like it to be actually about health and safety um they express they would like to see information about other things like drugs or violence in schools or things that they may need to know regarding health and safety for our students um one of the parents did say that they would reach out to you directly and I believe they have um so that is an Ask of several parents um the other concern was if we're tracking Co why aren't we tracking other things like flu menitis um things of that nature um because there's other illnesses
038that are much more deadly and the fear is that we're just um perpetuating the um the covid line that and and we at some point we have to live our lives and we have to move on and our children have to learn to live life not in fear there is hundreds of diseases for them to fear and so parents want to know it's either really important that we're tracking everything or they want us to stop um making it fearful apparently other districts such as dice art have not made it fearful I don't watch diart so I don't know that to be true or not um but that was the concern um if you want to respond to any of it now they're they're watching I'm sure and can hear it or if you want to
039put it on the page that would be helpful I'm sure uh president O'Brien Miss Fischer uh with respect again to the concern about quarantine that question you posed at the last board meeting and um I answered that one um in addition um I guess I would add that the the letter comes from marbet County so we we don't generate the letter so if it um was something that's not required um I'm not sure why they would send us the letter which tells us that um the students have to be excluded so um again that letter doesn't come from us May public county sends us that letter it's a form letter though it's just a form letter that we send and it it doesn't change it's just a form letter it's a letter from May Cub
040County I understand which states uh that the students have to be excluded is what it is so they send us a because this is a great clarity for our public they send us an individual letter for each child or individual who is to be quarantined and then we send that out specifically to that child or individual yes so the county informs us of the the names of the students right and then they have a letter that is um attached to that and then is for your your next two pieces the second one about the safe and healthy schools report uh thank you for sharing it uh about what some community members have told you and as for the third piece in terms of tracking the other um diseases uh that one is as far as
041right now because with what's happening in the community with co uh I imagine that that's why uh folks are asking about that particular data right now we lost M paperman we're going to call her back okay thank you very much um Mrs Reed Mrs Ordway uh so uh we had 1762 students quarantined and had we perhaps um required indoor masking do you think that that number would have been drastically reduced uh president O'Brien Miss Ordway that number would be lower due to the public health exemption um which states that if the covid positive individual is consistently and correctly wearing a mask and if the identified close contacts the individual are also wearing um a mask correctly and consistently the county does allow uh for that person to not be quarantined and excluded okay and then
042so some of the questions that um I've been getting some of them were to add uh certain other items such as um our social emotional health and I think that we have included that maybe in a meeting or two one of the questions was um or statements was we have the opportunity as a governing board to call um a meeting and say that we don't want to follow um the requirements from Maricopa County Health um I don't know Gary or Dr Finch wants to answer this what would the repercussions be if we did such a thing uh president O'Brien missort way so you're asking if we varied from the requirements right now yes well so that question has been asked before and and so I would respond in a similar way um because that's a
043hypothetical and so it could range anywhere from nothing to they could put bolts on the doors um and lock the doors and so anything from one end to the other is what the county has Authority um to do and is there any oh go ahead Dr I'll just add that um our insurance provider Valley Schools um would also uh frown on that because obviously when I um go around the county recomend recommendations um introducing liability to the district and and myself in particular okay one more question when you are talking to County Health and I know that maybe part of this might be Logistics um afterwards but um has there been a suggestion that um we would have the rapid test kits available for students so if indeed we had someone that was in a
044classroom again Logistics is probably going to make this uh not possible but if we have someone in a classroom we go to the nurse's office and we take the test in 15 minutes tells us what it tells us and is there any talk of that being something that would be satisfying to that you know to the county health because we would still be watching our students to make sure we're not passing this on but it would also keep them in the classroom uh sure uh president O'Brien Miss Ordo so what you are referring to is called test to stay and that particular program has um been on the rise in England and we have certain jurisdictions jurisdictions in the United States that have been using that particularly in Georgia and Massachusetts and um that is
045something that uh I know uh County and State Health have been looking into because they talk about that on the Thursday webinar as far as something that they are um exploring and so uh I know though here to for county has not um stated that that's something that they would um formally allow and they have also stated that they will continue to update us on Alternatives like test to stay uh as we move forward in the future okay and I just have one more question um with the uh mini pods for the students um 5 to 11 um that are all full now do are you're anticipating I'm sure you're planning but uh other opportunities for those that may not have been able to fit in yes uh president O'Brien Miss Ordway um that depends
046it is likely we will uh other folks have asked that too especially since they filled up so quickly um our spot and so there are um two things that um will happen so the first is as um as you know but the community may not know Constitution school has been a site for not only any covid vaccines but just general immunizations um for our community since last year we've had that so they will continue to provide that opportunity on a uh periodic basis throughout the year um as far as additional clinics in the immediate future and we'll Define a media as in the next uh 3 to four weeks um it will likely depend on the number that actually show up to our clinics um tomorrow what we know sometimes happens is uh parents May
047uh select a time as a backup if you will in case they can't get into perhaps their own pediatrician before that um if we do indeed though see that um our folks are showing up then it is likely that we will offer um additional uh mini clinics for our community the yes because the reason I think that's important is it could be done before the winter break and that might have a huge effect on what happens when we come back so and we agree with you on that absolutely thank you were we able to get Mrs um paperman to rejoin us excellent thank you do you have anything Mrs paper or Mrs Reed sorry Mrs Fischer is liability um if a student is to have a severe reaction or even a delayed reaction such as
048hardening of the heart or something of that nature from these immunizations as we've seen what is the liability to the district being that we have held them here on our campuses and have encouraged them yeah that'll be um if we follow all the guidelines will be protected it's when we wing it it's when we get in trouble is that in writing somewhere I can get it if you'd like do I guess as a um to the point Mrs Fischer's question is that if I recall in um the slides if you could go back to that slide where we have our folks coming the second to last bullet point says parents must be with their children to receive the vaccine so I would presume that they would have to sign the permission slip so we're only
049offering an opportunity correct and we're certainly as a district not mandating it requiring it in any way we're certainly just offering an option if parents want to bring their children Y correct and we also have um if I if I may president briyan um we have nurses that are available um at our three sites um Constitution Sunset Ridge and teramar and our uh Partners also bring um Mrs fiser uh folks with them as well uh to help support right know and I understand we're just offering it we've offered lunch and had get injured and have to and been sued we've offered other things football and other things and and it doesn't prevent the district from having liability oh yeah even though there are you know an abundance of waivers um and this is a very
050significant um we're not just providing it there everything that we do encourages it the questions of well if they mask and backx do they have to quarantine no they don't if they do this those types of things are um to some parents are very um coercive and my concern is that is is the district as a whole right and certainly anybody can can sue anybody for anything under the circumstances but I do want to clarify dear valy is not the provider of the vaccine correct uh correct president O'Brien so again a couple items to reiterate there um one we are not the provider of the vaccine uh we are partnering with um Safeway Albertson who works with Maya County Department of Public Health and the county overall uh to Prov provide these opportunities to the
051community and just again the parents do have to be there with um the the child or the children to receive the vaccine a student cannot get that um without a parent present okay did you have a further question or clarification and okay and I um just would like to say um thank you for your continued efforts in trying to um in working with Maricopa County uh Public Health Department in trying to find um an alternative uh solution I I know that is frustrating to our families and community members the quarantine policy I think that you know everybody in the district is interested in having our kids in the classroom learning where we know that um the best learning happens if that's where their parents you know have chosen for them to learn in our class
052classroom so I know that our staff is working diligently led by um you know Dr fch and Dr zeruk so thank you so much for that um we hope they will have some other considerations sooner or rather than later for us and um really just I know that our staff is working um many many hours all across the district and thank you to to everybody who is um trying to make sure that all of our students are doing um their best to learn and Achieve and all well keeping everybody health healthy and safe as well so thank you again Dr zerbach and Mrs Moffett my one uh last question is maybe if if I'm a parent and I need to report uh a covid case I can call the nurse or is that the best
053way to do it to call the nurse call my school um uh for that President O'Brien the um easiest thing to do is to they could do that they could do just that if they know the nurse they could call they could email the nurse we also have a URL which is simply dvusd.org reporting and if you go there as a parent you can see a clear uh set of directions on how you can report both at the school and the district level wonderful and maybe we could put that just as a reminder um presentation so folks we sure will that would be great thank you so much Miss paperman has a question oh yep Mrs paperman go ahead see if we can get her things to work here I think Dean's doing in the
054[Music] back Mrs paperman Jim you want to knock on his door there because he's SC on the mute and the unmute from his section she has a question or she could she just text it and we could ask it no she disconnected she disconnected it's uh 7:42 for disconnect Mrs paperman and can you hear me now yes we can hear you now please ask your question okay good okay so my questions I'm sure it was answer I had some tech technical issues here so yeah so I'm seeing that 1,7 762 students were quarantined in the last three weeks so my question is to the district are we going to look uh for other options to lower those numbers uh president O'Brien Miss paperman yes um again uh on the slide that we have on the
055impact slide where is it here on the preview of November and December the third major bullet point uh States how we are actively uh working uh and with Mir Copa County Department of Public Health uh to seek alternatives to keep kids more kids in school for more of the time okay and are we going to keep the community updated of the steps that we're taking uh so everyone has a better understanding that uh you know we're looking into this there's options and so so is there going to be communication with the community um yes okay thank you thank you Mrs paperman okay thank you Dr zerbach and M and now oh I almost skipped you Dr Galligan our next report is the uh student grades and intervention by Dr Gigan good evening president O'Brien members
056of the board Dr defention guests this evening we have a report on student grades and interventions offered in our schools this fall we will take time to look at end of first quarter grades for our middle schools and mid semester grades at our high schools we will also review tier 2 interventions and tier three remediations offered for students at each level and so this is our agenda first we'll take a look at our student uh grades we have split our first quarter Middle School D andf data to K8 Middle grades 78 and the true Middle School 78 included in the true Middle School data are Highland Lakes and Aspire Online Academy Middle grades the data show the total number of D's and Fs for each School configuration the number of students with at least one
057D or F and then the overall percentage of students with a D or F in the K8 Middle grades and in the true middle schools so you can see the uh where we stand um this was taken uh at the end of October um so you can just look at those numbers we Al also wanted to provide a data set on the distribution of grades across the past three years at the end of the first quarter for our Middle grades what you see here is the last year's pandemic school year that's in blue um showed an increase in D's and Fs across both School configurations however this year that distribution of dnfs is extremely similar to where we were in the 201920 non-pandemic school year again you can see that the data does include for
058our true middle schools the Aspire Online Academy and Highland Lakes in addition for our schools that are a phase one school with grading and Reporting um the the D's and Fs for this current year also include a zero as an f and a one um also as a a failing grade here are the mid semester grades for high school the data includes the Aspire 912 grades students however I want to emphasize that mid-semester grades cannot be considered accurate for a final semester grade students will have many opportunities including projects and assignments that will be turned in by the end of the SE semester that will change the final grade with that said here are the grades at the end of October broken again into the total number of DS's and Fs the number of students
059with at least one D or F and the percent of high school students um with a D or an F here is similar data set on the distribution of grades across last year and this year this fall in mid semester this is not easy data to actually pull together um because we do for our high schools really just look at end of semester what you he see here is some improvement from last fall at Mid semester to this fall we also differentiated between our traditional grade high schools which you would see in the percent D and the percent F and the phase one schools um with the percent one or the percent zero as mentioned in the previous slide remember mid-semester grades cannot be considered accurate or an accurate reflection for a final fall semester
060grade these percentages will change change significantly between now and the end of the fall semester now we'll move into intervention opportunities we know that there are foundational principles that are absolutely critical for our schools and teacher teams to have success with students who are um struggling or who have learning loss some of those principles include working in collaborative teacher team we have that in place implementing effective tier one teacher practices and that's just an ongoing every year work for our administrators and our teachers shifting from a focus on teaching to a focus on learning that's ongoing work for us establishing a guaranteed and viable curriculum we have been working toward that over the last five or six years and with our teacher collaborative teams are getting much closer to that providing targeted common formative assessments
061and that is one of the things that our collaborative teams work on weekly in our Friday early releases obviously identifying obstacles to learning is part of what those teacher teams do when they meet together in their collaborative teams and then providing that flexible time in the daily schedule and we'll talk a little bit more about that in just a moment for a bit of clarification um at the elementary middle and secondary level tier 2 interventions are supports for students so they don't fall behind the pace of their peers most students if not all at some time during their learning will require extra time and support to meet Proficiency in an essential standard or standards tier 2 interventions provide time and support during the school day to assist these students in meeting those schoolwide tier one
062expectations tier three remediation focuses on decreasing the level in which a student is behind while two tier 2 intervention is designed to keep students from falling behind their peers tier three remediation is designed to help students catch up to their peers tier two intervention focuses on targeted students who need a little extra time and support to grasp a concept whereas tier three remediation focuses on individuals targeted students who require intense support to catch up to the grade level what you see here for our Elementary grades we adjusted the daily schedule instructional minutes to include specific time for tier 2 and tier three intervention this year instead of a single teacher being responsible for ensuring all of his or her students learn the teacher collaborative teams in the school assume that shared responsibility and this has
063been a journey we've been on for the last three years the goal over those years has been a shift from these students are solely mind thinking to who we as a staff or a team are going to use our Collective strengths to ensure that all students in our school learn at high levels our schools and our teacher collaborative teams have worked to gain Clarity on what is preventing students from learning especially with the pandemic impacting learning um over the past year we have definitely moved from uh a mine to an ours mentality and mindset and we focus on the right work what you'll see here though are in tier 2 all students in elementary are provided intervention and extension based on the collaborative team data our groups are fluid as cycles of instruction inform groupings
064and intervention planning and that is done weekly with our learning teams tier two provides a layer of support for students under quarantine or self-isolation as they return to school because time to provide extra support with essential learning targets is built into to our master schedule tier three remediation um multiple data points are analyzed to determine students who will benefit from tier three Remediation in addition to tier one first best instruction and tier 2 intervention we used evidence-based intervention resources and practices with our teachers who work with our tier three students and a campus intervention coordinator at each campus monitors the effectiveness of the intervention efforts with the help of the site intervention team what you see here is that change in the instructional calendar so um weekly uh this year our k6 students have built
065into their schedule time for tier 2 support which is both academic and enrichment depending on the need for each student and then tier three support is built in each day prior to this year we had students who might not receive tier two and only receive tier one and tier three or we might have students that would receive tier one and tier two but need tier three our schedule did not allow us to offer all students who needed it all three tiers of instruction we have that in place now at our k6 uh schools and levels what you'll see here for our middle schools um they've also been able to build in Daily tier 2 intervention time for students intervention is driven Again by our collaborative teams who work to understand what the causes are for
066students not learning so they can develop effective interventions and supports for our students as you can see here our middle schools offer um intervention Monday through Friday generally for about 30 minutes and except for our PLC Fridays with a shortened day uh as mentioned before our collaborative teams drive that work our tier 2 supports are flexible so kids move in and out as support is needed and again that layer of support is available for all students um whether they've been quarantined self-isolation or are just behind and and need support with that learning tier three Remains the Same we have targeted students who who are um part of tier three remediation that intervention is evidence-based and our campus intervention coordinators at each of the campuses monitor the effectiveness of those interventions our high schools are making
067a valiant effort to provide tier 2 intervention within the learning week as you can see tier 2 intervention occurs throughout the week on identified days across the five high schools and can be academic for the most part all of our five high schools all have academic intervention built in but there are a few uh of our high schools that also offer enrichment opportunities during that time as you can see um our teachers are able to provide OPP options for kids who need intervention across multiple content areas however the emphasis does remain on those core academic areas of ela math and science uh new to us this year for our secondary schools is flex time manager and for the the larger schools um all five high schools and our three true middle schools that has been
068a gift to help them manage students in in receiving appropriate tier 2 intervention and knowwhere to go as always all of our high schools do provide that layer of support within their tier 2 opportunities for students who have been quarantined or um self-isolated as soon as they return our teachers our counselors and our building administrators uh stay on top of students whether they are out for quarantine self-isolation or because they have lost learning or they just struggle tier three intervention is the same at our high school we have tier three built in for targeted students who need that remediation just to get caught up to their grade level um those interventions are evidence-based and our high schools also have campus intervention coordinators who monitor the effectiveness of the intervention team intervention courses with students as
069I mentioned Flex time manager is a a new resource for our secondary schools it is a tool to handle the logistics of moving students to intervention and enrichment activities during their tier 2 time this resource has been a time saer as well as a management tool for each of those schools I can't tell you how um often I have heard from our administrators especially at our level meetings that this has made a a significant difference it's been a game Cher in offering tier 2 intervention and enrichment for students the use of flex time manager allows our teachers to require intervention during their tier two times as well as allows um for required priority and choice courses during tier 2 this also allows enrichment opportunities um for students who do not need that focused help I
070think what we have heard most is that we're still learning this resource don't don't get me wrong it's new however uh it truly has been a game Cher in allowing our schools to truly Target that tier 2 time that they offer for students who need it and and that includes our students who have been out on quarantine or self-isolation I did want to mention Aspire our Online Academy Aspire also has built-in opportunities for students who are struggling with grades to receive support from their h online teachers and this is not new um our DVP um also provided those supports so students can meet with their online teachers individually during virtual conferences they can also meet oneon-one with the teachers we offer open labs for students three times a week at Barry Goldwater High School and
071on Tuesday and Thursday at Boulder Creek um and that is inperson support for children who need it and then we also have uh a Student Success plan for all students in grades 9912 when they are struggling um with one subject or multiple subjects students are assigned to a student teacher Advocate and they meet bi-weekly as check-in so our Aspire online kids also receive supports I did want to share that as of November 5th Deer Valley had a total of 6,758 students with either a quarantine or an isolation the average number of days out per occurrence is about 4.86 days all students have had the opportunity for tier 2 intervention and students whose learning has been negatively impacted receive tier 2 intervention or are identified for tier three remediation when they return to campus and that
072is true for elementary middle and high school New to us this year and this is very exciting um is engag Arizona through um the state this is a Statewide program funded by the Department of Education and offered to Arizona's local school districts to assist schools and families with school engagement they provide intensive Outreach engagement and enhanced support for eligible students in grades K through 12 participating districts refer eligible students to the engage Arizona team last May Deer Valley opted in to participate with engage Arizona to support students who are academically at risk disengaged or chronically absent the way it works is the gaug Outreach counselors reach out to our students and their families using multiple methods and this includes phone email text messages social media um snail mail when they connect with a family their
073Outreach team assesses the needs of the child and offers them the support of an academic success coach for the duration of the program there is no cost to to the family and there is no cost to the district for this support each family can select one of three levels of participation engage Arizona has created a dashboard to report back to us about their progress and interactions with our students the dashboard is updated daily for us Statewide graduation Alliance which is in Gage Arizona is working with 43 districts in Arizona and over 20,000 students here is our um dashboard the Deer Valley dashboard there have been 1,873 students identified as at risk and and on this slide you can see that we identified freshman students um with two or more FS coming in juniors with two
074or more FS our Middle School summer school students our middle school students last year who had less than three points and and that's how we determine promotion our K1 dvoa students and most recently um are Aspire students uh this fiscal year with no or little activity so what you will see here is uh 1,873 Deer Valley students have been identified as at risk with 1,98 contacted for support from the engaged counselors of the number contacted 79 are current seniors with either level two or level three support 128 eight of those are also current 9th through through 11th grade students the academic success coach provides support with encouragement and motivation organization study tips technical assistance or assistance connecting with the teacher educational resources and exercises to strengthen reading and math skills and then also referrals to
075local agencies and organizations that can provide social and emotional support this is an intervention that is new and um we are very much appreciative of their support and that is that concludes um our report today questions I have a question Mrs hear me yes yes I do yes so uh I know uh teachers you know besides uh doing lesson planning on regular you know classroom Ela and math uh there also progress modeling students for intervention uh lessons are including with I and professional development uh as a board member I do have a teachers uh reached out that uh they need more plan planning time uh uh they get a lot of training PD so I'm just uh wondering if the district have looked into that on teachers uh mental health and uh giv them more
076time time uh to plan uh because I am a school teacher myself and I am in the same boat so I'm just wondering if the districts are looking into it or if the association is doing uh a survey to see where the teachers stand uh because you know we need to have healthy teachers and I know we are in November right now so I'm just saying this because I mean I have teachers reaching out and not only in their Valley or my district it even in other districts um president O'Brien U Miss paperman um part of the the time on our early release Fridays with teacher collaboration is time for the team to plan together in preparation for the the next week's learning our teachers do um receive a a prep although I I know
077that there are instances during uh their prep time that they may be pulled um to complete other tasks uh I I know that our administrators do their very best to identify ways that our teachers have time together whether that is uh common prep time um for that planning or opportunities um within the week for planning it is not a it is not a a perfect system especially um with the limitations that uh we find ourselves in um to provide a planning like we used to do prior to the covid year maybe providing a grade level with a half day or to plan or um a number of situations like that we are we are um short on Subs as far as professional development um goes we have uh our our PLC coaches our HR mentors
078and our curriculum Specialists that do work with teachers and whether the teachers identify that need an administrator identifies that need and and provide uh job embedded coaching or job embedded support um many times though that that has to come from the teacher or the administrator um and and we do that most of any of the training that we have uh done this school year when we have offered something is after school uh and I know that is not uh necessarily the best nor is it convenient but we do our our best to offer short um tight professional development opportunities so that teachers can get um a skill that they might be struggling with or information on a new resource or um ongoing support um so while we continue to work um we've built uh webinars
079uh videos uh Zoom trainings we have thought definitely outside of the box in ways that we can support our teachers and our administrators uh in their their need to continue to learn themselves and grow professionally yeah I just want to make sure that as a district we're checking on our teachers because yes it's not perfect and I know we're constantly looking at data and adding more on the teachers place so I just want to make sure that we're considering uh teachers mental health uh so like I said a survey will be fantastic if we can do that to see where everyone stand uh and I also appreciate thank you uh for everything that you said that the district is trying their very best you know to give that to support to teachers but let's do
080a checkin you know we're November and I'm getting it even from other districts so I think this would be like you know mental awareness or something yes thank you Mrs paperman Mrs Fisher so if I'm understanding correctly based on the data you showed earlier in this in your earlier slide of these students they must they must have more than one drf correct what you see here um president O'Brien and Miss fiser is the the student numbers that are here and here are students who have at least one so you could take a look at the K8 schools the number of students is 414 there are 633 total D's so there would be a handful of students that would have more than one yes okay and so Blame Game never helps anybody so I don't blame
081teachers I don't blame anyone um I I'd like to know is the excessive quarantining being is that being monitored I mean are we actually seeing how many of these students are behind because of they were quarantined do we have do we know specifically that was a factor president O'Brien Miss fiser uh I believe what we do know is is that the the vast number of children who have been quarantined or self-isolated uh have been um either a five days or uh upward to 10 days that's the vast number there's about 6300 children so um if you look at this uh distribution across the years um our current dnf data is very similar to the 201920 fiscal year which means that our teachers uh who are warriors uh are doing their very best to ensure that
082all students um quarantined students with self-isolation students who are um below grade level or struggling are receiving um appropriate intervention uh I know that doesn't answer your question but I would imagine anytime a student is absent from school we know that that could have an impact on learning and that's true in any year for any child who is out for any reason okay has there been any consideration for students who are either at age or credits to graduate actually but are actually very behind um in performance due to seat time credit um are we providing supports for these students um or are we just graduating them out and if we're just graduating them out are we providing any remedial education opportunities or supports for them um president obrien miss fer we don't just graduate out
083kids uh we have a graduation requirement set by the state for 22 credits so when we have children who are unsuccessful in gaining Credit in a course or courses of course we have our credit recovery opportunities which is the traditional credit recovery however uh starting uh this past January uh two of our high schools have um used accelerate education which is an open entry open exit um resource for children who have um lost credit to gain credit with the support of of this resource and their particular School Barry Goldwater and Deer Valley High School are the two schools that have used that this fall we are piloting uh Apex it it with our online um Academy Spire Online Academy and we are working with students from all five high schools so when students have lost
084credit they have the opportunity once again open entry open exit to gain credit um I'm more referring to the students who during the either during the pandemic or during um the last this this year were granted you know they weren't necessarily proficient but they were granted credit so they they now have 22 credits could they pass a test in all those courses not necessarily because that's the concern I know one parent um ex emailed the board a lot but I've heard it from several other parents that their children are behind significantly um and and they're given credit for for basically seat time um but their fear is either a they're getting graduated because they have the credit and so they will not be proficient for uh to go into college or um some of the
085younger students the concerns the parents had brought forward was that they are going to be entering the next grade level already um behind and as they get further behind they're going to not be able to catch up so I mean I guess I don't know whether the answer do we have any opportunity to um retain these students if we are identifying because I know when I when I retained my son at a very young age um I had to literally fight to retain him um and I know some are told that they don't even have the opportunity because of credits received um so that's more of what I'm referring to president Brian Miss fiser uh let me start with our Elementary grades we do have children who are retained in elementary school and in Middle
086School a very unique situation that has occurred due to the pandemic year is um for children who were uh to go into first grade this year um we did work with parents who had concerns about their child either not being in Kinder Garden last year or who were online or who had intermittent uh attendance in a typical year we would have started them in first grade just because we start kids in their grade appropriate grade level this year when we had Parents request that um those requests went to the principal and then the principal would come to me and for the most part we were able to uh acquest s to that request so that the child remained in kindergarten when their um appropriate age level was first grade we have had situations um I
087would say through the first quarter where some schools as uh children worked uh at that particular grade level and the parents uh and the teacher um came together and the parent requested that the child be um moved back to the pre grade level again uh that's the parent would request it the teacher would work with the administrator the administrator would come to me in many not all but in many of those cases across the first quarter from the first week all the way to almost um the end of the quarter uh we would evaluate U the situation with that child and in some cases we were able to move that child back a grade that is very atypical for our system but we are in an atypical situation because of last year's pandemic so at
088least for our midle our elementary school I feel confident that uh we have worked with parents who have expressed worries and concerns about their child um their academic progress and and have for the most part taken care of that for middle schools Middle School is based on the number of app points of a um passing grade and in the past that's been a d and higher um so for those students I I feel fairly confident um that we did our best last year to manage a rough situation um for students uh in Middle School um to either promote or retain I will say that in those two grade levels um we really we really had to struggle with what was what was fair for children in that situation for high school I think we do
089a disservice if we if we say um blanket that our teachers and our high school campuses will um just give a student a passing grade so that they will promote I think the Integrity of our teachers and the Integrity of our administrators is to support all children so that when they graduate from Deer Valley that certificate has meaning and that they have graduated and met the minimum proficiency standards that the state sets forward for us across each of the courses that are required for graduation could there be situations there might but I think when we look at the overall scope of r five high schools and the the quality of our teachers and the administrators who care so deeply about the children that graduate from their school with a certificate that I feel confident that
090we are we are graduating children in most years I would agree we do have very caring you know they they do their best I this is in no way trying to diminish what our teachers or our administrators do but during that year it was the state that gave the pass I'm not blaming our our teachers or our staff or our administrators everybody scrambled and did the best they could um but it's the governmental level the state level the the federal level that I think gave the past that may have have lost some of these kids and I and my concern is that are we doing the the service to get them back the ones that are on the edge the ones I'm glad to hear that you you did address the kindergarten ones because that's
091the opposite Edge the high school Edge the senior Edge Edge that's you know a little more problematic um the final question that did come from a parent um and I I didn't I I do have a lot of homeschool materials at home but I did not want to um offer those unless I had no choice do we have um maybe a library of materials or a support of materials um something that you know maybe videos that go with some of our material something that a parent could use to subsidize you know doing their own uh education in addition to say during the summer or during the break do we have any kind of a library or anything of that nature that our parents can access um and parents many parents are are are quite capable
092of of helping their children to learn and to teach their children um to help them get caught up do we have anything of that nature IND de your Valley president O'Brien miss fiser a couple of things come to mind if we're talking K8 uh our canvas courses provide remediation opportunities for children who don't get it the first time so if I'm in a brick-and mortar classroom and I am struggling with a Content area whether let's say it's math or Ela social studies um parents have access to the canvas courses and then they they can UTI those for high school um I would I would say that our teachers also use canvas um not necessarily in the same level that our K8 teachers do however that does still provide a level of support that a parent
093can lean on as I've mentioned before we have campus intervention coordinators and and I don't want to just throw their their names out there but those those are the individuals who are monitoring our tier three remediation and they can reach out um and provide here is where you might find information for this course or this uh subject or this um area so should concerned parents reach out to whom to the principal to the principal of of their current School of their current School absolutely and and Miss fiser they can reach out to me as well no I know but I really don't want to send everyone to to you on rare occasion do I send someone to you and I generally ask permission first but I I mean sending them to their principal is um
094it's a path okay is that on Mrs Fisher uh that's all I have on my list okay Mrs Reed hi [Music] um so I'll jump in um the information you gave about engage Arizona was really intriguing to me um I'm going to make a request that um maybe you bring back this information quarterly um to us just to see um how many if other students have um opted in they've been able to get a hold of more students um if some of the students have graduated out um and then also um maybe see if you can get in touch with some of those families to see what kind conventions um they took pardon and be able to share some of those stories with us um I think that would be very helpful um in regards
095to the intervention time um and um to Mrs paperman's point with planning and with plc's um I know that sometimes at our board meetings we get the you know 60,000 foot level um and I think in these situations it might be really helpful to hear straight from some of the teachers that are boots on the ground um and how they're using their time to um work with their students some of the struggles they're having some of the successes they're seeing um that would be um helpful to me as a board member um so if I don't know if if dve can help facilitate some of that information to us um and I know that I don't want to ask a teacher to go um to do more than than necessary and I know sometimes it's
096really intimidating to present at a board meeting but um if if we can't have some teachers present maybe just give information to us somehow um um sorry I've got like four pages here um in regards to um standard based grading um that information too was um was nice to see that um what we thought was going to happen with our zeros and ones um did happen or it looks like they they are transitioning um at the the mid semester Point um so I think that we're on the right track in that regards to standard-based grading um Dr Finch and I had a a conversation today about standard-based grading and some of the parent concerns that that we've heard from um I know that we heard from quite a few High School parents um I'm starting
097to hear from some of the um Elementary School parents um so maybe um at some point in the near future we could have um a an update and a discussion regarding standard-based grading and um where our A's and B's threes and fours are um because I think that it's great that we are um catching those kids that are at the D's and Fs um but for some of the parents who have students who are normally getting A's and they're seeing their their students now getting C's I think they they have some of the same concerns as our are parents with students with D's and Fs um one of those what was it 688 D's in elementary school I think that was the number um belonged to uh one of the Reed household kids this past
098um grading period and um what I found was interesting when I spoke to my students teacher was that um the level that the students came in at was significantly lower than what they would have normally come in at um given a a normal Academic Year which we all kind of knew was going to happen and so um this teacher needed to um was evaluating during PLC time different ways to teach and so she was reworking um her strategies to um to teach her students because she was seeing it across the board in her classroom um and uh my student really likes to talk also and that was really detrimental to this student's learning um because I my child missed out on a lot of um instructional time because because uh they wanted to be helpful
099to other people um so there there are different reasons why some of our our students have those those lower grades um and none of my students um were were out for quarantine um so it it just you know I think we need to look at all of the the different reasons for that um and I think that I think that was it so thank you thank you thank you Mrs um orway sure uh thank you for compiling all that information and those that helped you compile it um I'm interested in what our strategy is dealing with the uh classrooms that have long long-term subs or various Subs that are not necessarily um uh you know that's not their their cup of tea so to speak their expertise they're there um and how that affects the
100students being able to be taught effectively um president O'Brien Miss Ordway not all but many of our longterm Subs receive support from our our PLC mentors our cis's especially this year um we are we are out um providing that support support and our our HR mentors as well um when we have various Subs across a classroom again we're doing our best to wrap around those particular schools that may have um challenges finding uh consistent Subs uh we are able to provide the school um from canvas um for any of those subjects uh print out um the weekly here's what here's what the learning is for the week and then here is what the learning is daily and then here are the specific tasks so that our guest teachers our long-term Subs can use that instead
101of keeping kids on the computer they can use that in person so we are able to provide those type of lesson plans um quickly uh for our K8 uh guest teachers often as far as um um our our our classrooms that do have long-term Subs I I know um a couple of the trainings that we've had uh the cis's have uh come and asked me could a long-term sub um or a contract teacher or um and the list goes on who are interested in participating in this particular training um participate and we have opened that up for any of those guest teachers who are interested to participate in any of the trainings that would positively impact their time in that classroom and uh Dr Galligan if I could jump in perhaps you could um add
102in as well the benefit of canvas um and the shells that some of our teachers who um as Miss orway said may be a long-term sub but they have access to the shells who have been created by some of our Master Teachers so maybe you could share a little bit about that as well because that certainly has been a benefit I know at some of the canvases that I've been at absolutely um for those classrooms that do have long-term substitutes or or guest teachers uh the canvas uh courses themselves across every single course at K8 whether it's a special area content area uh an intervention course has canvas um um curriculum built uh for uh use and so uh that is that is truly a game Cher for our classrooms where sometimes we have a
103hit or miss for um sub plans or for our long-term Subs being able to have the curriculum right there in front of them that they can utilize um as effectively as a a teacher next door uh has truly um upped the ability for guest teachers to effectively meet student learning needs is it still the best thing no but you know what we've done is we've given uh another layer of support to our guest teachers that was not there prior to the pandemic and uh Mrs Ordway too I would just add that our administrators um at the cuses they too uh Dr gallagan has spoken about some of the district level supports there are site level supports as well that the administrators uh utilize as much as they can in these situations um and so whether
104if on our title canvases it might be through a title one instructional coach or perhaps interventionist that is able to provide some help uh for that but um they they do deploy uh all the tools at their disposal uh to help the students and the staff members that are in that situation and I think lastly I wanted to uh thank the board for uh that Friday time so this discussion that was had several years ago uh for the PLC time and the collaborative team time it has certainly uh been one of the most uh critical and beneficial uh Parts uh especially in situations like the ones you're describing so that the teachers have time to collaborate um with others uh to help build that efficacy for all and Dr Galligan uh Miss Mett also I
105guess I asked that question not only for the students uh and the parents of the students so they know that we're giving them quality education but also for any potential Subs out there to know that they're not just going to be you know thrown into a situation like maybe prior they would that there is a lot of um support and the next thing is not a question it's more of a comment again students that are getting their um tier one tier two and maybe even tier three um it's it's just so difficult to be working on the past while you're still in the present so I appreciate the fact that you guys are cognizant of that and uh perhaps are helping the students understand that it is a difficult task but here's your resources and
106we're going to get through it so thank you very much thank you so much Dr Galligan um I really appreciate seeing this information and and maybe uh some of the information that Mrs Reed asked if we get that in an update first and then we can determine how we go forward with that um I am curious if we're at the high school level Focus we'd have some particular focus on our our Juniors and seniors who have a much shorter time prior to their um what would be anticipated graduation date president O'Brien I mentioned um for students who have lost credit that we do have uh the open entry open exit through accelerate and through Apex and that is typically specific to our seniors our graduating seniors so we can ensure that they have uh learned
107shown that learning and can recover those credits after that the schools work with our Juniors excellent and then in addition I I think I don't want it to be lost on folks that you did mention related to our our high school um kind of mid semester grades that all high schools I want to verify do have all high school students do have the opportunity to turn assignments up in up until a certain date very near the end of the semester correct each each School works with their procedures for that but uh yes there is opport opportunity for children to improve their learning and turn in assignments excellent well I'm I so appreciate um you providing us all this information and look forward to receiving continued reports it looks like Dr zerbach maybe did you have
108something to add uh just to add that uh the high schools your statement was up until that certain point in the semester in that we do um also have even the extended semester uh at times for our students and so that is another opportunity uh for those that absolutely need it um as well thank you for Mak that making that clarification I do and we also president O'Brien if I may I will say we also have Pathways as well uh for our students and so Pathways uh with principal Collins and the counselors uh they do meet and they identify the courses uh that are most in need as Dr gallan said especially in the second semester they do look to see in the senior class uh which are the courses or which courses are most
109in need uh to help those students graduate on time um and so that the students earn that grade um in order to graduate and I had presented some of those numbers to you in a board update before about how many students have been able to stay with their uh cohort and graduate uh due to that offering and again I thank the board for that excellent another great reminder drors Z back and thank you again Dr gallagan to you and all those who help contributed to this uh great report all right with that um I we have called to the public what I want to verify is is everybody speaking at called to public is anybody speaking on an agenda item I have only that it's called Public public comment so nobody requested to speak at
110a specific agenda item okay then we will um have you please read the um admonishment the board invites thank you yes the board invites public comment on the district's business in general and on any agenda item in specific all speakers must observe the rules of decorum speakers must fill out a card listing name address and topic and hand it to the board secretary prior to the Pres president calling the meeting to order speakers must make their comments in no more than 3 minutes if necessary to accommodate all speakers within the 30 minute overall time limit the board president May shorten each speaker time we have seven speakers so everyone has three minutes um constructive CR criticism is in order rudess vulgarity disruptive conduct or remarks disrespecting personal dignity are not in order and will not
111be allowed under Arizona open meeting law the governing board cannot discuss or act on any items not listed on the agenda board members May respond to criticism made by a speaker ask staff to review a matter or ask that a matter be put on a future agenda and I will call the first three people Jennifer Marshall James Schneider and Melissa Schneider you please step up to um the microphone and you will um we'll have our first Speaker State their name for the record and then your time will um start and you'll see the timer hopefully on the screen back above my head yep step right up and state your name for the record Jennifer Marshall go ahead as parents and members of this District we understand a new school is being built certain boundaries must
112change and some neighborhoods will be impacted what we don't understand is why the proposed boundaries are being considered when they go against the district's own attendance boundary guide guiding principles the first guiding principle is proximity under the proposed boundaries allor Vita is being moved the allor Vita neighborhood is being moved to Los Brees and Hillcrest which are both four miles away while three other schools teramar westwing and the new e32 school are much closer in proximity the second guiding principle is sustainable plan over time Los breus is at risk of no longer being viable because over half of their population is being moved to the new e32 school why was the new school built near Los brus which is under capacity and not next to terar or westwing which are both over capacity the third
113and fourth principles are to keep neighborhoods together and contiguous boundaries aorita is located in the center of the teramar boundary and is being singled out to move to Los breus while the adjacent neighborhoods to the east west north and south of aorita will remain a terar also with these changes teramar and Las gree's boundaries respectively will no longer be contiguous the fifth principle is transportation implications aorita families who have the option to bus drive five minutes bike or walk to teramar will be solely dependent on bus transportation or a commute that is twice as far additionally this will require more bus routes since aorita now must go to two separate schools during a time we have a bus driver shortage and poses a significant safety risk since those students would have to cross two to
114three major arterial streets to reach their new schools the final principle is least amount of impact for many lurita residents their children recently switched schools to go to teramar when they move to that area by switching them from a k to8 school to a k through six in a middle school older and younger siblings will be divided and students in the Upper Elementary grades will have to switch schools four to five times within a span of five years additionally younger grades will grow up going to a school with kids in the Los prus neighborhood over four miles away and will not be within a safe distance to visit or play with them outside school hours when I first learned of these changes two weeks ago I've been desperately trying to understand the rationale behind this
115decision almost all the allita residents I spoke with were not aware they were impacted nor did they receive the flyer that was mailed which explains the low attendance at the community input meetings I then created a petition to delay the School boundary vote until better options are provided and in just a few days we had over 200 signatures and caught the attention of the Daily Independent who wrote an article for all these reasons please delay the vote until better options are provided this is not a matter of parents and children being resistant to change this is a matter of holding the district accountable to following their own guidelines so we can do what's best for our children families and communities in our district thank you thank you for your comments our next speaker please state
116your name for the record and then your um time will begin uh my name is James Schneider I'm a parent of a student I am in the community of Alita my child attends teramar my children attend teramar elementary school uh I had reached out recently to I think the secretary Sheila and Dr C Finch and uh you did respond to my email so thank you very much for that and um I had reached out originally to confirm that you the board had received the emails that we had sent um with the petition of over 200 Signature Signs and the interview that was done with the Daily Independent with Jennifer Marshall and um I I do believe you know one person got back to me confirming that that email was received we're just wanting to make
117sure that you guys did hear us we're just expressing concern uh for our children in our community and looking for some help uh from the board and from the district uh this this is in regards to the school boundary uh proposal changes that are coming up and uh our intent is is just to request a delay of the vote until better options can be provided for the students that are going to be affected by this um we do know that they're expecting growth uh but there's also an impact on the students who have just adjusted to that area um in the emails uh that I've sent I had announced that we live in alvita community and our children attend terar uh elementary school and that our kids do take the bus and ride bikes and
118them having to move move from teramar to Las of recess next year if this proposal goes through would be quite disruptive for our children who have just um adjusted to the community and adjusted to their new school they're on their second year in the school and have been attending activities before last year getting used to the staff the teachers making friends and so they've kind of built a little Foundation after they've already had to make such a big move across town to this new community and this uh proposal would kind kind of disrupt that whole Foundation that was built for them and our concern is you know not only for our children but as they go into the new school if a if a kid's um put into a new situation they're not focused they're
119not prepared it's it's a little disruptive to them that can also cause disruption to the other children that are already in that classroom with them and make it more difficult for the teachers and staff the kids have to start over kind of rebuilding that Foundation which could take a year two and that's you know quite a bit amount of time if they're in fourth fifth sixth grade they're going in and then hopping out and then go to a new um middle school so that disruptive pattern that could continue for them for years really impacting their scores and grades going into high school so we're we're just asking for a delay of the vote um so that you know we can review better options for this community that's just kind of developed in we just got
120adjusted so that's pretty much that's all I have to say thank you so much for your comments um before you speak I'm just going to call the last four speakers so they can get in line Justin Thorp Athena Thorp Angela Cox and I think this ISS Callen Tanner from poo Hills all right you can step forward to the microphone state your name for the record and your time will begin um Melissa Schneider um my kids go to Tar um and I just wanted to present the scenario that my children are in with this boundary change um we moved into teramar or into that area a year ago uh my daughter she was in online school for the first half of last year so that's one school setting then she was in terar for last the
121second half of last year then she'll be in teramar this year if this boundary change goes through she will be in Los brius for sixth grade she will then go to Hill crest for seventh and eth grade and then on to Mountain Ridge not to mention the school from where we came from before so that's six different schools in a matter of six years or so six or seven and and that just seems a little bit excessive to me um the other reason that I have an issue with is is just it's the new school proposal is so far my children have really gotten to know our our surrounding communities uh their the friends in the neighborhoods around us and this would literally take us completely away from all of the surrounding neighborhoods teramar would
122stay at teramar uh I believe Rock Springs would stay at teramar um to our North sonor Mountain Ranch so literally 360 Degrees around us would still go to teramar except for our neighborhood of Alita um and then the last point I just wanted to ask I don't I don't know but when we look at all the numbers for who's moving where and what it's going to do it just I don't see how that is a long-term solution being that we keep talking about it's growing it's growing in the area so why would taking a small neighborhood in the middle of something and moving it four miles away how is that going to work out in the long run is this just going to be changed again in a couple years um and I don't know
123the answer to that but just kind of throwing that out there something to think about um yeah and my son loves to ride his bike to school some days and that would not be possible anymore so I just hope that we can maybe look and see if there's any other options uh before we make a final vote um and again I think like Jennifer said I don't I never received any mailer about this I just found out about it a week or so ago so you know we're doing the best we can with in the time time frame we can but this is very important to us as a neighborhood um and I hope you can see that with over 200 signatures in like a week so thank you so much for your comments our
124next speaker please step to the microphone state your name and then your time will begin H my name is Justin Thorp you could also stand to the taller one if you want they both work okay hi my name is Justin Thorp I'm a junior at Boulder Creek High School and I wanted to talk about um how quarantine is effective he so I was quarantined three times this year one um two of them were back toback and it was in um the beginning of August I think the first one was in August 10th and the second one was August 19th and all three times I was tested negative but I still had to wait seven days and for someone who has ADD I don't like to do work at home like ask my parents ask my
125friends I don't do work at home I do work at school and me being away from school for almost 21 days affected my grades roughly and none of my teachers would help some of them I would email them and they would give me exemptions but that's all that I got I didn't get any help on clarifications no reading no nothing and I was an honorable student for 12 years of my high school or 12 years of my schooling or not 12 10 sorry 10 years of my schooling and now I have two fs and I think the rest are D's and it's and I want to make something of myself I want to be a nurse practitioner and me having two FS is really affecting me it's making my stress go higher and my anxiety
126like I can't focus at school because I know that I have FS I know I should be doing work but I can't because it's too much stress on me so I just wanted to say that all this quarantine is affecting me a lot and I hope that you can do something about it maybe making me instead of me being able to test on day three like teachers can or vaccinated students can um maybe then I can go back to school other districts like my friends in other districts they're allowed to test I think day three and then come back the same day or the day next and I was wondering why we're not allowed to do that that's something that I just wondering so thank you thank you so much Justin for your comments next
127hi my name's atha you could you step closer to the microphone there you go hi my name's Athena Thorp and I am Justin thorp's mom and one other thing Justin didn't add is he was quarantined last week and he missed state finals for a swim that he qualified for because he was home on quarantine as a junior who's going to college and wanting to swim in college and he missed out on that opportunity and for people to see what he has so I'll start out with that and I'm here to follow up on what Justin talked about I also have a sophomore at Boulder Creek and a niece who was in the second grade and was pulled from the Deer Valley District due to your masks and quarantine policies I have firsthand witnessed what these
128quarantines have done to our kids I can't tell you how many honorable students we personally know who are now failing because of all of this all the school they have missed being quarantined my son is an honorable student who now has FS all three quarantines he has tested negative we know several kids who have been quarantined this year and last year and don't know of a single one that has tested positive from quarantine at school your quarantine procedures are ruining our our kids I don't want to hear that you follow CDC or Arizona guidelines because they're guidelines I know several students in several other schools in Maricopa County who their school policies are they get a letter your school has been con your student has been exposed to someone with covid please monitor your student
129if they show signs keep them home other than that their kids stay in school and their kids are flourishing I'm sorry I I lost my place it's it's up to you the board to make these decisions it's utterly ridiculous that a vaccinated kid does not have to quarantine but my unvaccinated kid does they can both get covid they can both pass covid to others so this makes zero sense everyone says that the vaccination is only supposed to make symptoms less for people so that should have no bearing on who is quarantined from school please do for better for our kids they're suffering like I said my kid right here he's he's planning on going to school and now I'm at the end of the semester got two FS we are struggling we're not getting a
130lot of help from teachers we have gotten from some being quarantined twice in August he had no Foundation to even start with his teachers he he' met his teachers for two or three days now he's missing I don't know how many assignments he's trying to go to tutoring he gets caught up and he goes back down then he gets caught up and he goes back down so I am all ears if anyone has any suggestions on how to get kids back current to where they're supposed to be thank you for for coming and um sharing your comments with us uh Dr gallagan and Dr zerbach if you could please make contact with um Justin and his mom uh we would greatly appreciate that thank you so much um our next speaker if you could state
131your name for the record and then your time will begin Angela Cox good evening board members Dr fch and guests thank you for allowing me this opportunity to speak tonight first I'm a native of Arizona and I've been a part of the dvusd community for over 20 years as a a parent educator and Resident tonight you'll be discussing and voting on agenda item 7 C the resignation of Mr Glendon Templeton as a family that has been affected by this person I'm disappointed with how the district has handled everything regarding this situation Mr Templeton shouldn't be allowed to just resign like nothing happened and the district and board shouldn't be allowing him to either shame on you for not firing him our children deserve better than what they are getting Mr Templeton broke the trust of
132not only our students and their parents but he crossed a line and should pay the price with being fired if you vote to allow him to resign then what are you saying to the children involved what are you telling their families and the children in the future if this happens to them our children are listening and watching and taking their lead from you is this the example you want to set the board's job is to represent students parents and Dear Valley while also protecting students why are you taking the stance of only protecting the district and the employee where do our children fit into this and when do you decide to finally take a stance for the children what is the protocol and process moving forward so that the debacle of this situation doesn't happen
133again will the district be setting new policies moving forward that will better protect our children will the district step in to help families affected and not leave it solely to the parents I've asked a lot of questions and I hope to get soon but in the meantime please do the right thing and vote to terminate Mr Glendon Templeton thank you thank you for your comments next speaker state your name and your time will begin yes ma'am uh my name is gayen Tanner I want to first of all apologize my comments will not be as lighthearted as uh everybody else who spoke this evening um I rise tonight with a warning and a request for the board to immediately sever all ties and cooperation with pan education the revelations of the last several weeks and our
134from our leadership in DC have necessitated me to share some fake rage and trumped up culture War a letter sent from the National School Board Association has prompted our attorney general Mar Garland father-in-law to a founder of Panorama education and compliant tool of the American Marxist left to engage in an egregious abuse of power uh using our FBI to seek Silence from our parents providing feedback and criticism to our local school boards ladies and gentlemen this is unfortunately going to become normal uh if for our nation if we do not continue to push back I wish to illuminate us all just a little as to how this works the institutions of Western Law and ethics are based on the judeo-christian belief of the god-given intrinsic value of human life the Marxist postmodernists believe that there's
135no such intrinsic value in human life and thus we are nothing but animals the focus of the judeo-christian ethic is is the sanctity of the individual as an essential building block of Any Given Nation the Marxist postmodernists Elevate the state over the individual and thus their axium becomes all animals are equal but some animals are more equal than others this facilitates their excuse to destroy human life when it becomes bothersome to them this leads to abortions of convenience rampant murder General lawlessness political exterminations the likes of which we uh witnessed in the 20th century in places like the Soviet Union China Tibet Cambodia Etc social emotional learning though Noble in intent can be used as a trojan horse in an attempt to drive a wedge between our children and their friends in order to further
136divide our society allowing the marxists among us to consolidate power and bring down our system of moral philosophy and law for their own anti-human ends it is divide and conquer pure and simple and we must not give them an inch the founders of Panorama education are openly advocating a philosophy that lends to the Marxist postmodernist ideology their surveys seem innocuous on their surface but are designed to give Panorama education more information and power while suggesting a power struggle between our kids other students and their teachers Panorama education need not be involved in any way shape or form with our kids it has always been a danger of government supplied education that this type of ideology might sneak in it is our responsibility as parents the ultimate Arbiters of our children's education well-being and values that
137we remain Vigilant and call out these incursions I urge this board to immediately sever all ties in cooperation with panoram education and any other vendor of like philosophy thank you thank you so much for your comments okay yes can we can we get an at least an information of what we have from Panorama if any could we please have that in a future Friday update that work for you thanks okay yes ma'am thank you so much um with that we will move to our first item of old business um I would recommend that the governing board approve language as is recommended by Administration regarding excuse me revised policy IM IM teaching about controversial SL sensitive issues a second we have a motion and a second um who Dr gallagan thank you could you explain the
138um the the revisiting of this policy policy IMB was approved by this board on September 28th we are bringing it back to you due to a ruling by the Maricopa County superior court judge Katherine Cooper that parts of House Bill 2898 are unconstitutional and void all language that was added to policy IMB from ARS 15- 717 is now removed as House Bill 2898 has been ruled unconstitutional uh just last week uh on November 2nd the Arizona Supreme Court also had a decision to uphold the ruling by marup County Superior Court Judge Katherine Cooper that the laws prohibiting um the teaching of controversial topics were found to violate the title and subject matter requirements of the Arizona Constitution and are therefore void and unenforcable uh Administration recommends that we accept asb's language removal per policy advisory
139714 and that is to resend the language that this board approved um per a previous asba recommendation at that time so if I could summarize the the recommendation we had previously approved was based on legislation that was approved this last um earlier this session and now based on a a supreme court Arizona Supreme Court decision we are reverting back to the language we had prior to the law that went to place and is no longer in place yes president o'briant that is correct okay Mrs viser um asba has our recommendations generally based on what they have to put um but not necessarily on what's right um looking at this language regardless whether it's in law it's the right thing to do we should not be teaching kids about um sexuality and we should not be
140teaching some kids that they have a a greater value based on their race and we should not be teaching everything that is in there is a good thing so even though the law does not force us to do the right thing it would be awesome if we just did it because it's the right thing to do um so and and we probably all of us know that the legislature is going to bring it back next session and it most likely will pass again um but even if it doesn't it's still the right thing to do so it I would prefer we just leave it in there um because these are supposed to be our policies um and I believe our community wants their children protected in policy um and that's our duty to do not
141aspas just my opinion Mrs Reed um do we have curriculum that we've currently adopted that teaches any of the things that are noted in a through G president O'Brien Miss Reed no okay so I just want to clarify that if the board decides to strike the language and it back to the policy that it was before um this was passed and went into law so last year um we were not teaching CRT we didn't have curriculum that was adopted and approved by the board and the district to CRT granted I understand that there were a few instances of some um information that was um questionable and the district handled it very quickly correct um when that was brought to um administration's attention um but those were supplemental things that were chosen by an individual teacher
142and not approved curriculum and um I believe that our board and our District administration has made it very clear that um there are certain things that are not to be brought into the classroom um and anything supplemental would need to be approved um correct president O'Brien Miss re that is correct okay thank you Mrs paperman does I don't know is she still I'm still here can you hear me uh and yes yes I can yes uh I mean as long this policy uh is there going to be a line uh uh to make sure that uh that we're not going to be teaching a contri controversial topics because I know the board we didn't AB both you know sex education critical race Theory but is is there going to be something that's going to be
143put in place so this policy will will that be aligned with that President O'Brien miss paperman the the policy as it was written prior to legislative changes earlier this year uh did Cover controversial topics so I believe that the policy um as it was written prior ensures that our our staff our teachers our administrators our curriculum Department um are very um aware that what we teach is board approved and that we have a process when a decision is made to bring in a supplemental material that our administrators are aware of that and then it is brought to our attention um for final review okay thank you oops so sorry about that um so um Mrs Fisher I certainly understand your your point and I would say that the language previously would not be specific to
144us so if you would like to um move to to have a further discussion to um table this because this the previous language is specific to covering all districts and all Cher schools so the language as it is written and stricken would not I think be appropriate to continue in our policy uh however if you um are so inclined to move to table it so that the language could be adjusted and discussed by the board I would entertain that I move that we postpone voting on this item uh until we until such time when we look at appropriate oh um District adjustment I guess or let me ask you this question if we um vote to refer it back to the way it would be so it falls in within State Statute and then you
145wanted to bring back a language uh that would be appropriate for our district we could also do that which might be might be better to have us within state statute rather than continue the policy because the way it's written it doesn't it's still it still Falls within State Statute correct we're not violating State Statute if we left it exactly how it was or if we that's actually not true yeah we would I actually sorry I didn't think about that prior to saying that so it's we might need to vote and then have bring it back with language if you'd like to bring back different language I'd like i' like to know what statute we're violating if we are saying we do not teach against a certain race or against a certain sex or against all
146Schoolboard policy needs to point to a state statute if you are uh going to um tie the work of the legislature to the school district the reason why it it runs through asba is because they have attorneys that tell us uh this policy would follow under um if written this way would be uh correct or defensible so policy should set our standard as well if you are we only let him let him finish please and then that he need maybe can answer with what he's saying let me answer the first one first are are in other words our we our policies should only reflect the legislature no what I'm saying is um what I'm really getting to is that if we decide to change the language we need to run it through our attorneys not
147Suggestions by the board um they uh control the uh wording uh so that we are are not liable right we would suggestions I would suggest that we run it through our attorneys to make sure we're yes I would agree that's why I said it was my original I apologize my original suggestion about tabling wasn't um didn't didn't fall under the US getting some legal advice so that's why I think right maybe what we do is have this vote and then this wasn't reviewed by legal already when was reviewed by legal through asba as it comes out so I would then um I think if we ask have you withdraw your motion or it fails based on not having a second right well I I did interrupt that process that's okay it was like I said
148it hasn't been seconded um then I would call for a vote and then say that if you'd like to bring back language we could um have that discussion then so I will call for the vote on um reverting back to or approving it as amended in front of us all those in faor please say I I I I all opposed please say nay nay I will not remove good language okay the motion carries four to one were you able to register your votes no Mrs did you get it now yeah okay want to consent oh no not um 5B please all right I would um ask that the board approve the new Elementary boundaries to include Elementry 32 sorry I second okay we have a motion in a second Mr mcino uh president O'Brien members
149of the board Dr Finch um we have the pretty much the same information that we've shared with you for the last U several weeks um um so I'll go through it quickly just in the interest of time uh I think the last slide or two has uh updated information about input that we received uh through the deadline um this is just basically uh information related to uh the uh objective uh for the uh boundary changes uh this is the process that we followed um what's not included in here is there was a notice that was sent out uh through our communication effort um with the school on the 10th of September um providing information about that first meeting on the 16th the initial meeting um that was sent out through the our Blackboard communication uh
150Tool uh likewise that was uh repeated um for the second meeting and then at the request of um Miss Reed it was a third notice was also sent out U via the same way in addition U mailing was sent out uh to all of the households in the affected zip codes uh for the official meeting which was on the 30th of September um I think this is important so I don't want to gloss over this this happens to be a change to the statute but this change was actually brought about with the budget Bill uh so since that is being challenged um currently this is still uh standing that that any student that remained at a school that has a boundary change uh will be allowed to remain at that school uh if capacity is
151still available uh what what this really means is that we're not obligated to provide transportation for those students that wish to uh continue to stay at what would no longer be their home school um and so they could continue to stay along long as there's capacity we would have them U go through the Open Enrollment process um which is what we've communicated to uh to the communities as well again this particular change that you see highlighted here is new effective uh the effective date of the of the bills but it was included in the budget Bill uh and once again that is being challenged because of uh the Constitutional nature of how that uh bill was crafted this is just your governing board policy regarding attendance areas um these are the guiding principles um this
152has been spoken to uh this evening so I won't go into detail but these are the guiding principles that we've used in the development of boundaries um uh during my tenure uh here in the district uh We've mentioned that there's new developments student population changes and and a host of things that are um challenges for this particular boundary change uh not the least of which is uh trying to predict how many students uh will return uh after what we've experienced with the pandemic and and losing about 5% of our student population on an aggregated level not in this particular region uh but we also uh mentioned that we were part of our objective was maximizing the use of space at all the available schools uh this was the data that we used uh and was
153shared with this board when we brought the idea of building the new school uh to uh this board uh to make an award uh and because of the overcrowding that existed uh at these schools uh we needed to provide relief in this general area um that has since changed uh due again to the pandemic uh but this information was what was uh available to us at the time that that decision was made um these are the actual boundaries the current elementary boundaries here uh that uh circle is the region that we mentioned would be um uh likely affected by the uh boundary changes because it was in close proximity to the school uh this is the proposed uh boundary option it is labeled as option 3D because we had four other iterations of of boundaries
154that we looked at uh going through the process uh the major change here is the Alita Community uh essentially bordered by uh joax on the south uh 75th Avenue on the west and 67th Avenue on the east East it's that um one square mile and they were assigned uh to teramar and purple here and here the color changes to to Pink uh which is the L press designation meaning that they would attend Las prus as their k6 school and then would flow into Hillcrest Middle School as their uh seventh and eighth grade as shown in this option uh we also provided the high school uh boundary Maps they remain unchanged uh with this particular U projection or with this proposed boundary uh here are some of the numbers associated with uh the the boundary change
155and how it helps us to balance the the enrollment um again uh trying to make as I've have communicated to the folks that have have reached out to us uh trying to make not only Las prus a viable campus in terms of its size because the majority of the students that attend there were coming from the Stetson Valley area the the site that we had for building the school because we've owned that site um for quite some time prior to I think it was in about 2003 um or 2004 that we acquired that School site uh but also it helps to alleviate overcrowding uh that is projected to happen at the teramar campus um this was an additional um piece of communication just to identify that the uh the subdivisions or the community's neighborhoods if
156you will that would be changing so we highlighted those just so that people could you know maybe quickly look for their subdivision and see if uh their assigned boundary would be changing because sometimes the maps are a little bit uh tricky to read um and then a reminder about Open Enrollment and a link to that was included in the presentation that we made to the community uh this is just the process we are at the formal board decision regarding the boundaries um at tonight's meeting uh so that's what we're asking as the board to consider formally consider the boundaries that are before you and then from an input standpoint we did receive about 50 emails um and I spoke to a number of people at the community meetings that we hosted um about 21 of
157those 50 emails were related to the Alita neighborhood not wanting to be reassigned to the Los prus uh and Hillcrest Middle School uh designation uh so it was a significant number and we have provided a copy of all those emails uh to the board as well uh as well as a summary so you'd have some idea uh of what that looks like um and so that's the information that we have to share this evening I'd be happy to answer any questions the board might have questions yes Mrs fer so of all the meetings that you held and you spoke to the public did any changes result out of any of those meetings or were they just more informative uh president O'Brien um Miss Fischer the first meeting we held we did not share any uh
158proposed mounder Maps we asked for uh specific input on developing options around the the the boundaries and uh we did make uh changes based on that input or developed options I should say um from the first meeting and then we made a minor uh adjustment um from input that we received during the time period between the first meeting and the second meeting but since the second meeting we have not made any changes okay and based on that map it looks like there's going to be a lot of busing from that neighborhood right that one this is the proposed map um the students in so the only I I would consider uh the so the Stetson Valley Community or I think what's represented here in yellow remember I'm I have challenges with colors but um that's
159all the ston valley uh area we will probably have uh less busing there because they're currently being bused to Las Brees um and some of those um uh folks are going to be close enough to walk to the new school as it's built um this the community of alvita is already being bust to teramar uh they're far enough away that we do run a bus that to teramar so the difference is the bus will have a farther distance but it still will be necessary for us to have uh bus stops in Al neighborhood and the other community to the side of teramar are they bust as well yeah so that area just to the east of Alita um yes they that's a longer standing Community it's been there for um probably more than a decade
160and they have been assigned to teramar the whole time um and they are busted to teramar yes so they're now going to be bus to Li plus Rees no I'm just east of the purple section no okay south of that one if I'm oh that they're currently assigned to Las brus now so okay so it's really just one pocket community that isn't doesn't seem to it seems to have been missed in the considerations I I just I'm trying to make a logic out of why we would just cut that little pocket out that's what I'm trying to make is just some kind of a logical I mean even the the the purple nipple could go to Los prus and have that one go down I mean I'm just trying to I'm trying to put a
161logic to what is up there yeah so uh as we considered options what we were looking for is um uh an area that would be uh close CL in the contiguous nature of L prus that would help us create a viable option but also to provide relief for terar um all of the other areas that serve teramar now are long established neighborhoods that have been going to that school for extended periods of time the Aller neighborhood is new and not is not completely built out or at least not fully occupied at this point so um since it's a new neighborhood it had the least amount of impact on on folks that uh are already homeowners and and live in established areas by setting up that way though aren't we creating a cliff to fall off
162of because what I'm seeing is okay we have this boundary change we we've had parents that have commented having their kids go to six schools in seven years or or what have you and that that is very damaging to a child um so that's generation one we do it now and then there something else happens we're going to have another set of generation that we're going to have to move around because it's not going to follow a logic to continue to even if we move another were to say build another school you know up in that area I'm just concerned that that little pocket is just it's to me it just looks like a cliff to fall off of because it will you know we're we're continuously talking about all this Grand growth that's happening
163it's guaranteed so we know it's going to happen it it to me would make more sense to even if they're a long standing Community put them to a a either a school that's closer or not not have to jump one of the biggest complaints we've had since I got on the board in 2015 was parents who said well we have to pass this school to go to that school because we're assigned to it that's what we're that's what we're creating is that's what it looks like to me and I could be wrong that's why I'm asking you if there's something I'm not seeing uh president O'Brien Miss fiser no I think what you're seeing is is is what is being represented yes it is a an area that is currently contiguous with teramar that we
164are carving out to go to Las br um some of the other iterations that we looked at uh would have us um segmenting the Stetson Valley neighborhood and that's the neighborhood that actually the new school is being built in um because that's the School site that we had to build the school um as to a long-term impact uh we do have a school a future Elementary School site up in Sonora Mountain Ranch um those students currently go to coer Creek so they bust even a further distance uh than Alita to Las Brees uh but eventually we would think that that um particular School site uh could need to be developed if additional uh development happens uh in the state land area uh north of the capap um so yes could there be other boundary changes
165in this area I would say the answer to that is yes but I think that is in the long term uh probably greater than 5 years uh from now uh to be be able to build the infrastructure to to have that that demand what would the impact be if we delayed to take a better a a better look or a different look at it what would the impact be if we just delayed it to to January I don't know uh president Brian uh Miss Fischer um it just it would just disrupt the timing uh for all of the other decisions that need to be made um it certainly could be a detriment to our parents because the Open Enrollment priority that we provide to parents is if they submit their open enrollment by December so
166one of the reasons we're on this timeline to be able to make this decision tonight is to be able to give parents an awareness of what the boundaries are so that they can make an informed decision about the choice that they want moving forward um and so by delaying it uh it would um it would affect the the Staffing that we need to be able to have the appropriate Staffing at at the at all of the schools in this particular region what sorry could I just ask to the Mrs Fisher's Point what is that date Mrs Muffet that open enrollment date or Mr mcino uh I believe it's the second week of December it might be on this slide the first week of December is the last bullet there is that um yeah just trying
167to can I just make a comment sorry is Mrs Fischer are you done with your questions or do you have more are you sure okay this is sorry this is in regards to the Staffing and when we did boundaries before um when we were creating um Union Park we ran into the same issue of the priority enrollment but we didn't do boundaries until January um was when we had our vote because that was my first meeting um after the election that was a very memorable meeting um so we're sorry Mrs Reed have some PTSD I think that's coming back with this boundary discussion um but I know that when we were changing the boundaries we made a um uh I um we extended that um priority if I remember correctly that um priority open enrollment
168um for those families specifically that happened um you know they they had another week or something like that to be able to get those in so we have done it before I know that it wasn't ideal and it it it put us in a little bit of a crunch but but we did do that so that all I wanted to say Mrs Fisher you can continue to ask your questions if that's fine did you have more I didn't apologize for interrupting I think I think Mr mcino answered them all I just you know I I really think that we need to take a better I I just think we need to take a moment we need to take a breath to to look at some of the impact specifically to this neighborhood and what is
169the possibility um I just know that that having kids change schools repeatedly is is very very negatively impacting on on a child's education um and especially when you're talking you know Elementary and Junior High we're we're messing with their Foundation um and so I'm just very concerned um it may it may well be this is the best option um but I would just like for us to just take a moment and take a look and see if there is another option that's a better option um maybe to be less impacting for these students and I I don't have a suggestion or no because I don't I don't know if there's a potential to I don't know suddenly make a different School a K8 instead of a k6 I I don't know but I just I
170just know that the instability of not knowing what's going to happen with your your child as well as a child potentially having to change schools that much is just to me is very damaging Dr Finch uh first of all I want to thank Mr mcino for um always checking on the boundary challenges um he's going to forget more than I ever know about all this um he's a machine when it comes to understanding all of the variables and balancing all the variables and I I respect that um is a longevity here and wisdom always comes into handy when we're dealing with tough topics like this the ne the negative from my perspective on punting this tonight and into the future two things U one is um and Jim kind of mentioned it but I'll reiterate
171it it impacts um everything in the system and as you know we are slightly uh the system is slightly stressed at the moment with all other kinds of things that are going on um and to introduce more stress into the system is um is a CH will be another challenge it impacts um as Miss Moffett was saying um Staffing is a major issue already in our system and so if we put that off later that backs up everything in our system um so um that's the unintended consequence of that and the second point is again the the parents can uh and do open enrollment and um if they don't want to move their student and um I think that's a variable as well currently they ride the bus obviously to terar and so they are
172getting on a bus so it'll be the same concept but if they'd like to bicycle or run the car over to terar they can through open enrollment so I'm as your superintendent I'm recommended that we continue forward be um Mr Mig has done a nice job getting feedback uh weighing all the variables and I think an established neighborhood is an important piece of the equation to chop up established neighborhoods and uh chop up the ston valley makes no sense as well um he shared with me all the different options and as he was working on them and we just um couldn't find a a better one that answers the question of uh keeping um l prus in play as you know um that is an important part of deer Valley's uh system is that we
173use our space wisely so if we cut out this portion um I think it will negatively impact loss prus in the long term and cause a cascading effect um on our staffing and our system okay um sorry Mrs zway go first go ahead Mrs zway okay Mrs re um do you know what the current buildout is on allora Vita how many homes there are uh president O'Brien um Miss Reed I don't have the exact um house count uh but I think we have about 100 students um we are projecting about uh 250 total students to come from that Community um I think there are still some plats that are uh being considered uh on the far north uh portion of the development but uh but I think that's so if you use that ratio um
174it's about you know uh just under 50 % built out right now okay I was just trying to figure out how much bigger that's going to be I know there permits that they pulled they could go up to 4,000 so I didn't know if that if you knew I just I talked to somebody from this city of Poria um um not to interrupt you but I believe that's a little bit overstated okay um I I think and what's a little confusing is they also the community that's um to the southwest of this particular parcel is also called Alita okay uh it is not in our uh attendance boundary I went the wrong way the uh um so it's the gray section um on the map or tan I I'm sorry I told you my color
175thing not the section that West Wing Parkway goes through is that correct yes is new gr yeah and um so essentially north of Happy Valley between 75th and 83rd Avenue or westwing Parkway um that is not in in south of Joe Max that is not in our attendance boundary our district attendance boundaries that's in the Poria school district and but it's also called Alita and it's also in the city of Poria so sometimes in talking with the city of Poria um you you have to clarify which uh which phase of alrv you're talking about I don't believe there are 4,000 homes in the section that's in our district boundaries uh due to the Topography of that uh so the northern section of it uh is a top of a mountain okay so I I'm just
176trying to get because it looking at that section because it's not an established full built up Community it's hard to understand where the boundaries are and I couldn't find them the boundar sorry the boundaries of the community and I wasn't able to find a map on the internet of what that Community boundary is so I'm trying to piece together to to see potentially what the impact um that Community would have on our district um where is the um School site for soran Mountain r what are the crossroads do you know I don't have them memorized just it's just as you enter into Sora Mountain Ranch um so it would be on that map um in that I'm going to call it a blue triangle I don't know um maybe it's something else uh it's about
177where the uh oh it's at the where Copper Creek is the where it's yeah the in Copper Creek is about the location of the school okay site the future School site okay um I think what what would be helpful for me and maybe a future board that might have to um look at doing boundaries next time is um when you pull these um if you could also contain a map of communities so when we're talking about keeping those communities and those um subdivisions or master plan communities together I think that would be helpful um because when we we're getting emails and they're talking about um they're saying they're subdivision um I don't always know where you know where they're talking about um and and how that's all grouped together so just a a side note
178on that yeah and to that point um Miss Reed uh this is what this was intended um so this has subdivision names and kind of uh the general area um of that it's not a map obviously um but uh to be able to provide some sense of of location by subdivision also subdivision name um is not uh uniform uh so um there are some subdivisions that are on this list uh like pyramid Heights for example about Midway on the list uh it's actually known by me many as Eagle Cove but if you look in the official subdivision Maps it's actually pyramid Heights um but the monument out front um what everybody calls it um they had a community yard sale last weekend uh it was called The Eagle Cove community yard sale so um nobody
179knows nobody calls it by its true subdivision name so there's there's no cons there there's oftentimes not consistency with subdivision names so um but this was intended to be able to provide you some point of reference and to the community as well because we've shared this information not only with the board but with in the public meetings know and I appreciate that it's just if you don't live and this is what we one of the issues that we came up with as a board when we did boundaries last time is that because I lived in one of the communities um that we were rezoning and that there were a lot of community concerns it was easier for me to explain it and speak to it to the other my fellow board members but if you
180don't live in that Community sometimes it's hard to understand the different um subdivisions and boundaries and how the communities work together and and all of and all of that so that's just my my commentary for maybe the next time that we have to do this Mrs word way well all right so um in our community Maps if there's a way um if we decide to uh relook at this at the December meeting which may not be too late um to Overlay the names of the communities by their real names and their also known as names that might be beneficial for people to understand what they're looking at and the communities that you that are there for 10 years have we looked excuse me to see if are those aging out communities or they smack dab
181in the middle of their for kids and the LA the youngest ones in first grade now I'm trying to figure out the demographics on that uh president O'Brien miss or was that a question I mean you it's sort of kind of was yeah um well I can answer that I'm I'm kind of tired right now so it's 9:40 so I apologize yeah so uh we actually do uh School Planning by um by a much smaller grid than you see here um so we have a grid ID uh for uh each uh area of the district I think there's um more than a hundred uh in in the grids um that that we look at so yes we we know specifically what kids are coming from what area um and that was taken into consideration with
182the four options that we developed ultimately this being the fourth option that we're proposing this evening okay and then with the Open Enrollment um if we could go over uh I think that we gave those or we give people I don't know if it's priority and then their grandfathered or how does that work work and also what is the chance that they would be accepted um into terar that's over crowed president O'Brien Miss Ordway are um as Jim pointed out the date is December 6th for the first priority if a parent um had a concern now regardless we would encourage them if if they did want to attend teramar would be to file an open enrollment application now because they could always withdraw that application at a later date we already do continue to review
183open enrollment applications the reason we use the December 6th date is it assists Heather and her team when they first um develop the draft of budget sheets and Staffing allocations those those can change as the months go by the risk though that we run is what Dr Finch was pointing out uh the first run of Staffing sheets will start the first run of Staffing too and as the months go by if we see the Open Enrollment applications continue to come in we can allocate additional Staffing but it does put that specific position behind um a little bit so that's just something to be to be aware of but um it is a flexible process so if we were to extend the priority deadline it that would really would be no problem but it still will
184cause no matter what the same thing um that it does currently and that's that as they come in um we we add that Staffing but if it's late then that means that that Staffing process is running behind all the other positions that are open um in the district okay thank you um in speaking with Dr VCH today he mentioned that there was a meeting that was happening um with Los press and kind of what the plan was um to see if there was going to be some sort of magnet program um when is that meeting the next one happening I think Dr galligan's in charge of it later this month yeah working through a committee with folks um looking at the different options we have and now um they're going to be bringing a proposal
185to the cabinet um this month later this month okay so if I could get some clarity on what that process looks like and how far in that process you are and when you think you'll have a determination of what possibly last bres might have next year and if it's next year or the year after after president O'Brien Miss Reed um principal the principal of Las breus uh has been working with me and others on specific ideas uh for her campus so that will come to Cabinet uh the last Monday in November and we'll have a conversation about that I would think that we would be able to um bring ideas to the board in early January are you done um Dr Galligan when you say you'll be bringing board ideas to the board in early
186January would that be for an implementation date of August of 2022 president sorry wait yeah August 22 I apolog olizee yes it could I I believe we are working on a backwards plan for the next three years for that campus would include 2223 part of the problem I'll I'm kind of miss or Dr galligan's not uh giving you all the stress related to this the problem in our system um is it's a Statewide problem and that's Staffing shortage so whenever we start expanding programming we have to be careful so we have to find a nice balance between um Staffing in our system and uh being able to staff the whole system so and the that's why the um cabinet will have to go ahead and review all the options and again similar to boundaries away
187the uh the risk and the the positives Mrs Reed um I I understand the the problems um from my viewpoint when we did this before we had a really clear picture and understanding of what we were doing with um belir and so we did kind of pull the trigger all at one time what what I would hate to do is go through all of this and you know do bound and rezone kids and then have everybody move around and then we have this really great program at Los prus and the parents are saying well we wanted our kid to go there instead and then to Mrs Fischer's point and to some of the other the parents point that then we're moving schools a lot again um I don't know if anybody else has those concerns
188but um and I and and I understand all the time parameters and and the thought process and the staff issue it would just be in a perfect world it would be really nice to have a a plan presented before we make the final vote on what our boundaries are going to be we could get the we could move up the time for the plan for L press um but in theory it doesn't really impact this uh boundary all it does is um make Los prus more viable so it increase an open enrollment to it Etc and so that would be that is something we could do the process is moving along um we could accelerate it for the December board meeting if that is what the board wishes yes Mrs Fischer it it sounds to
189me like if we jump and make a decision today the impact could very be very much be negative on children if we wait and make it at December or January it would be a struggle for our staff a difficulty and I and I understand that that is not a good thing but um we have had we have face this shortage struggle and I am confident in our staff that um they could do it um and I know that they'll work hard too and I don't think anybody would want that negative impact to kids um I think we need to find a balance whether it's um maybe just December so that we can still get something get a better idea maybe Miss Reed is correct maybe the parents will say you know even the promise or
190the thought that these could potentially be at this school it may change things um I just feel like tonight it's a jump um without full data okay so I um I also think that it would be important for us to have more information about L PR es especially based on what we did and and not knowing what those plans are looking like or possible plans because of what we did with Bair potentially um so if we could December 6 is a date I heard from Mrs Moffett that is our current open date priority open enrollment date our next governing board meeting is not until December 24th I'm sorry 14th I meant the 14th sorry I was looking at the 14th I will not be here on um Christmas Eve nor should anyone else December 14th
191I stand very corrected by everybody in the room uh which is 8 Days pressed our priority enrollment date so Dr Finch and um how do can we make December 14th um work to have fellow dis discussions I I understand that Mr mcino does look at all of the data and that an established neighborhood that is you know aging out doesn't have as many kids as a brand new neighborhood generally speaking that is still building out and um I also having had lived through um my own children going through their their school I should say going through a reboundary i i parents frustrations related to that and and the uncertainties so does does a 8-day delay um completely overstress the system no the Open Enrollment uh delay does not stress the system per se the not
192making decisions tonight on the boundary does stress the system though as I mentioned earlier um it backs up Heather backs up um her Department backs up Miss moffett's Department Department as well um I guess so it doesn't do it from a a priority enrollment standpoint does it because of the the boundaries because that may may depending on how those change yeah not not much impact unopen enrollment we can move that date that's but less of an impact sorry let me go back less of an impact than us saying let's do it in January like for sure for sure so we could find out more about potentially what's going on with Las pesus and table our boundary vote until December 14th not the 24th that is possible it's not what I recommend but it is possible
193I understand well I would I would be open to you know having a a special meeting if we needed to do that sooner like on the the 30th um or the 7th if we needed to do that I just I would like to have a plan for for last recess um before um before making that I'm I'm open to to moving that to moving that date but um we could have a one item or two item meeting related to Laris and the boundaries Dr Finch if you have a comment or reaction to Mrs Reed's suggestion about either of the other two dates how's that for reaction well no um we C the machine can always adjust but the unintended consequences are going to be greater than we think but that is fine that's why we
194have a board of education uh that's the whole purpose one of the main purposes of your job so the machine can adjust is it but would you prefer we held a special meeting on the 30th or the 7th as opposed to waiting until the 14th is what we're asking I realize you would prefer an answer tonight sooner is better yes okay given board member given the holidays that we have do you think that you're able to get that information to us so we can discuss it on the 30th we will find a way Mrs orway can I get some clarification or so we I I know that we're going or we're thinking about getting more information to make sure that we are clearly making the best decision we can with allora vita correct yes sh
195heads okay um I I think I understand that we want to know what Los breus magnet program might be because somehow that might have an effect on on aora Vita because all those people will go oh we want to go here now because of this program or we just want to know what's going to be available because I'm not quite seeing I I do in a broad way see the connection um but specifically I don't see the connection and so so I don't see the connection or or why we would push um this plan for L Brees to be almost in place so we can make a decision on boundaries anyway I just I I don't see the total connection there the direct connection I see is to make sure that we all feel that
196um we understand what the committee did and what Mr Migo's talking about with um those different neighborhoods that were considering plans 1 two 3 or four if we went with numbers and also to make sure that if if we're holding out this open enrollment um that there would actually be room for people to open enroll as opposed to just saying it because we can um knowing that the rule is going to be taken away because the rule was part of something that was unconstitutional to begin with anyway blah blah blah but I I think my my concerns are the only thing I can see that will come from meeting for me is that we know that there's should could be room for open enrollment for people to open enroll and stay and also just to
197see a little bit more clearly in detail uh perhaps uh what you did Jim at these meetings how you arrived at it because I I think that's probably what's going to help me but this uh rush to see what Los prus magnet program could would be Timmy doesn't have um a direct line to this vote so that's my what I'm thinking Mrs fiser it's not I it's not just the data I would also like to see what and and perhaps it was in a Friday update and I didn't see it I'm closing my own year out so it's perhaps I missed it but I I would like to have a better look at um the data along with the various options that that you had and that you were discussing and see what that all
198looks like together um because I I like I said I I want to I want to make a decision that's best for the children um and hopefully the future children um because these decisions don't just happen for this one little group they happen for the next group and the next group um and so I would like to actually see the data along with potential programs because I do think that if you have more students that are open enrolling from some of the other schools there may be more room um not necessarily just from that neighborhood but from the more established neighborhood or and and it will open up if we have 50 students do we have 50 slots you know that type of information um so I would like to look at the whole fure
199Mrs zway if we do this November 30th date is that enough time to get um this information um in a complete form that we can understand it and then um also schedule it for a voting evening um I believe Dr Finch said he could he and his team would make that happen for November 30th that's your preference I mean I realize not your first preference maybe your second preference correct correct I was actually trying to reiterate what Miss Ordway so eloquently stated I don't see these two dots connected but um I see the boundar separate from the L press plan but they're um we can move both of them uh together if you'd like so we can get it done by the 30th if you would like that to add and I would like to
200vote that day that would be the intent would to have the November 30th help assist a vote so Mrs fiser Mrs paperman Mrs Reid are you available that evening I have one a yes from Mrs Reed Mrs fiser will be available this is paperman are you still with us uh yes yes I'm available and you are available on the 30th yes okay sounds like we're 5 for five on availability okay I've got one more clarification yes ma'am because it will be important are we're planning on voting on the boundaries not on what the next program is or at Los pces correct that would be my understanding that the the would be informational for last spris and a vote for the boundary and I do understand and knowledge that youall don't see a direct connection I
201I think for for some of us it will be helpful some of us want to see more information related to where we are and we have some folks who don't feel like they were heard during the process so that will also be helpful with that do I have a motion to table this until November 30th I move that we table um I don't even know which item we're on because we've been talking for so long item 5B um to um November 30th second okay I'll those in favor please say I I I and um will there not there will not be an automated vote because we've uh she's recording it so our she's recording it paperwise for all votes so Mrs paperman are you voting i h yes I okay so the motion passes unanimously
202to discuss this item on November 30th thank you all for your [Music] patience all right well then uh will we move on to then agenda yes ma'am all right so I would ask that the governing board approve consent agenda items 6 a through 6n I second we have a motion second to approve items 6A through 6n all those in favor please say I I I I any opposed please say nay Tina will record Mrs ordway's vote did everybody else get an automated vote Mrs paperman could you please register your vote thank you motion passes Vio we are on item 7A yes I would ask that the governing board approve all employee out of state travel for governing board policy gcce I second any questions or discussion all those in favor please say I I I
203any opposed please say nay hearing none the motion passes unanimously is that did you register on the votes okay 7 B yes ma'am I would ask that the governing board accept the administration's recommendation for preapproval oh excuse me to pre-approve the agenda as presented I second any questions discussion hearing none all those in favor please say I I I I I any opposed please say nay hearing none the motion passes unanimously okay moving on to 7c I would ask that the governing board approve the employer requests for separation of employment from the Deer Valley and fight School District I second okay discussions or questions thank you um I am concerned um I I want to know really where we stand on on this type of an issue um I appreciate the information the board has
204been provided including the information from our attorney and it is it was all true Everything was in what the attorney sent us was true however um had we moved forward on a termination the moment this became um an issue when he was initially put out on administrative leave we would now be approving his termination about the same time frame maybe a little bit longer but about the same time frame but we chose not to and and my concern is by accepting his resignation we are relying on the courts to guarantee a conviction because even though the evidence is there that is adequate to terminate um regardless of whether or not the courts find him guilty of whatever actions um we're choosing to let him resign the only reason to let him resign would be to
205protect his future employment that is the only reason um valid reason let me finish my statement um and the reason I say that and there is there is a reason in the event that he doesn't get convicted by the courts the courts fail to do their job um he can apply to get his certificate back and he can say no look the Court's found me innocent I want my certificate back and and odds are he will get it back then when he applies for a position in another District um there are two questions at the end of well they're somewhere may be in the kind of the middle to the end and they are are you under contract at another district and they are have you ever been terminated or denied renewal and he'll be
206able to answer nope because he was never terminated and he was not denied a renewal we allowed him to Res design and when I'm asked by parents all the time how do these we know all teachers are not like this but how do these teachers seem to move from District to District to District well this is how they do it a district protects the employment or future employment of this type of an individual or an individual with this um propensity VI allowing them to resign um and and I I get that we are here for Dear Valley as elected to Deer Valley but I believe that it is more important that we are protecting children all children and that to me is priceless I asked a question of various you know community members I said
207said you know what's the price tag what's the price tag on a child's innocence give me a dollar amount if you can and not a single individual could give me a dollar amount every single one said it's Priceless you cannot quantitate the Innocence or or or purity of a child and so I ask what is our price tag because I believe it's Priceless and and I do not believe we should allow this individual to resign um I didn't the day we the day that we were informed there was even an accusation I immediately emailed and said this needs to be a termination not a resignation and it was never brought forward never mentioned until we received the resignation and um I just for me I cannot allow the resignation because I know and I know
208firsthand the impact and this is specific to school districts it it is um a resignation basically protects this individuals potential future employment with children and I just can't I just can't see doing that Mrs Reed um I think it would be helpful in this situation um if Dr Finch or um the district was able to share the information that we were provided um from the attorney as as far as what the pros and cons and everything um for clarity for our parents and our Comm community members that are watching it's not um it's not always a necessarily a black and white issue there's a lot of gray that's in there um so if they could have some of the information that that we've had I think that would be um that would be good at
209this point this Mrs mofet president O'Brien Miss Reed so um similar to I I believe a statement that Miss O'Brien has read in the past is that provided a summary to this type of of situation so some of it will be redundant but that is exactly what you're asking for a a a resignation by an employee in lie of termination proceedings does not prevent them from um from revocation of certificate from revocation of fingerprints from the district um sharing all of that information with the future employer that we wouldn't uh honor ly answer any questions that we are asked um and included in that typical um reference check is uh whether or not an employee has resigned in lie of termination or has or or was terminated or um is on good standing or is
210rehirable we would be answering all of that honestly um anything that is public record and is in the file or public knowledge be shared a resignation from an employee that is in the middle of um a an investigation by ad or an investigation by a police department um the resignation does not stop any of that that also continues and information that becomes public that is part of that would also be um information that could be shared with a with a future employer I believe that that um is all included in in the attorney's recommendation couple of other things that um any attorney group that I have worked with over the years also mentions to consider that the board should consider the HR should consider the superintendent should also consider is how involved the hearings will
211be and not because of the time the duration of the time the costs or anything like that but when the hearings could include students as well you have to also consider um the social and emotional stat um state or what that could cause when you are asking students to be involved in all of those things all over again when they just participated in in in um things like that with either Police Department or with the school district and uh that often is put to the top of consideration when when we are making those types of decisions I know that the attorney provided you um a multiple other things to consider but those are the things that rise to the top it it is important though those first things that I mentioned because I do believe
212that the that it's common and I I understand why the public would assume that it uh that they're walking that an employee can walk away and that it all is dropped and that is not the case Mrs Moffett when for from for deer Valley's um I guess process when someone applies to be a teacher with us and they show on their application that they're um they've worked in another District do you check with all of those districts um we do going to clarify ask clarification so um when a teacher put offers a reference or um uh mentions who their former employer is we are required to go back to their um most immediate employer and then we do check past their most immediate employer we're looking for um supervisors their most recent supervisors and we
213are looking usually for three of those and we do check with those references so and their standing their employment standing so you're required to check the most immediate supervisor so if I tell you if teacher a applies and says their last District was District XYZ and prior to that they were with District ABC and d and f you're you must go to XYZ but you do not have to go to a ABC that is accurate de Valley does go to as far back as three districts or three supervisors if within one District supervisors because you may not have previous districts and it depends how long you've been working for District too you could have worked for your previous district for 20 years and the district prior to that maybe for only five and if we
214have um three supervisors or three references and your most immediate supervisor is one of those then um we would stop there unless there are reasons why we would dig further and is there beyond the application a way for um you to know for certain what a teacher's last District was was uh through employment verification processes we could find what their most recent um School District was um so yes in that way we could um also when someone is completing an application they complete testimonies um where they're required to disclose specific information and um as far as the application is concerned we are looking for all of their um employment but they they could omit something um in their history and is that discoverable yes so if I omit my most recent District I.E de Valley
215how how how would a district find that out we would we would go back to the applicant and identify that there is information missing and ask them to disclose so you might say you where were you for for 2018 to 2021 if there's nothing for that you would require that Gap be filled with something and then if I if there was a lie you your falsification of application okay um but and can you please oops sorry sorry I was just on that when would you catch that if they falsified their application could you I'm sorry could you repeat the question when would you catch that if they falsify the application a part of it at the point of hire we should be we should be catching that at the point of hire at the point
216of recommendation actually because it's all vetted before we recommend hire and tell us about the ad process with reporting teachers reporting a teacher like this so the process for reporting to ad um there's a a portal and we file a um um I can't think of the word we we file the concern with them and that is sent to their investigative unit and that team takes over and they work with us they ask um complete their own invest tigation they also rely often on um information from the police department if the police department is involved if the police department isn't involved then they're relying on the information that we provide and then they conduct their own investigation and make a decision Mrs Reed um you briefly touched upon um on our application it says um
217whether or not you've been non-renewed or resigned from a position um can you speak to that a little bit more what you do when you see that what what happens um president O'Brien Miss Reed if if someone has um if if they're ineligible for rehire so if someone mentions that they're no longer that they are not recommended or re eligible for re higher then we would be calling that employer or we may automatically um consider that as not uh a viable recommendation and so the candidate doesn't meet the requirements and we would not be moving forward with that candidate if we had a desire to still um entertain the possibility of that candidate then we would be making phone calls to that employer is there a um can you can you speak to or give
218any other clarification on how this works with um maybe um a teacher moving States so maybe they had um some sort of past indiscretion on their teaching certificate let's say in California and then they come here um to apply for a teaching certificate in Arizona through that application process with ad um do they go back and check through um the California Department of Education or um Mrs Reed I don't know if I can speak um to detail on that process between states so I believe your question is if a if a certificate has been revoked in one state what is the process for the new state someone coming from California for example to Arizona and they're applying with Arizona but their certificate was revoked in California what Arizona's process is for um reviewing whether or
219not they'd be eligible for that certificate I am not exactly sure I might be able to help out here because I just heard a speaker on yesterday uh come to our uh quarterly superintendent meeting in this room she was from ad she did talk about the National Database um and how Arizona has reciprocity throughout the nation if there's a hit on any in any state it hits in Arizona as well for um for any kind of a felony any kind of a removal that kind of stuff so they recommend they recommend that we continue to stay in touch with them if we see any red flags and so that would be the the same if we've reported to ad because we have the reciprocity with the other states um correct we our our system is
220uploaded so that the other states know that there's an issue with a teacher that's from Arizona it's a conviction if they're convicted con felony no it doesn't just have to be a conviction in the court felony is is a conviction that and that does that or they have their certificate move the board can remove you can go through the process and have your certificate removed without a conviction correct but if you're then exonerated by the courts you can submit to get it back sure if you're exonerated if you're exonerated courts make mistakes if we have adequate information for termination that's that's my point the the the reason to allow the resignation is so that unless they are officially convicted they can gain uh gainful employment in the same field in the future because the only
221reason it hits your fingerprint clearance card is this is through through an actual conviction and and I understand you know okay so they weren't convicted of crime XY or Z but if we have adequate information even them having adequate information to arrest that individual regardless of what the court because someone can cannot be convicted on a technicality but we have information that An Occurrence happened regardless of what the court official um decision is and so my goal is not whether or not this individual can get a job someday as as a teacher again it's to keep them away from children based on um not their conviction but the known information that we have the actual the actual flip-flop of that is true true as well we terminate and get sued and lose because our evidence
222isn't strong enough that is um is also the flip-flop is also true um the other side of that that's why I use attorneys um that's what they do for a living and that's what um they recommended to us that we that this would be the best scenario that's what um from Denise lit that's what she recommended for the district she didn't speak to that she spoke to all the other things did not speak to whether or not this protected she spoke to me I I'm I'm just telling you experience and the board votes how they want I know from my experience within school districts and in Human Resources what the impact of a resignation versus a termination is thank you Mrs fiser Mrs question Mrs paperman yes I do have a question so within the
223district what determines or is there's a scill or a process what determines that's going to be a reation or termination do we have something in place that we can look at so president O'Brien miss paperman it is a case by casee um situation there are there are times when an an employee well first I should back up the process are all outlined in statute specifically to a certificated teacher that what we do is is completely outlined in statute so um an employee who could be facing a statement of charges um we may uh provide uh an opportunity um not not necessarily one like this but we may provide the opportunity to um resign in lie of moving forward in statement of charges but the employee may continue to say that they would prefer that the
224statement of charges be drawn up that they be presented to the board that they prefer to go through the hearings and um receive a recommendation from a hearing officer and then the board makes a decision um and that would not necessarily be our desire in that specific situation but the employee could choose to do that we also can choose um in some situations to move forward Ward with the with the full process um and take the statement of charges forward and the the employee could still um choose to resign we cannot compel someone to work um they can submit their resignation but the board can still choose whether or not they want to accept that resignation which is what's in front of you today um and in that case if if they still submitted their
225resignation then uh we I from what I understand from our attorneys could still then move forward with some type of statement of charges but the employee would not not be working during that period of time and as soon as you present a statement of charges if the employee does not respond to the statement of charges then it's automatically out anyway so there would be no hearings there is no um recommendation from from a um a hear a hearing officer it just dies out so those are all of the options um that we do have when we Face these situations and again miss paperman they are on a case-by casee basis um the infraction everything included um some of the things that I mentioned to you are there students involved not students involved would they need
226to attend those hearings um where where are we with an investigation does it also include the the police department um is AD included because not all of these include all of those elements so I i' like a point of clarification Mrs Moffet if you file a statement of charges and they the employee does not respond to it then have they resigned or been fired um that would be dependent on I guess the next steps and I would have um to go back to our uh documents to know exactly how to answer that question back to our legal advice to know exactly how to answer that question okay it's in the letter from I'm sorry what it is in the letter from Denise Mrs paperman did you have additional questions uh that's all I just needed
227clarification because I know with the previous one he was resigned and then you know after it didn't go well so so that's why I was curious with the district well what determines uh termination and vaccination like what at what level but I did get some clarification Mrs Moffett um or Dr fish I do um I found the bullet if I could read it go ahead please read it yeah uh if the teacher does not request a hearing the teachers employment ends IMM at the expiration of the 10 days and there is no further actioned so employment ends not fired employment ends there's no further action needed the employment ends right however it doesn't I guess I my question still it's the same action or inaction is it is that a have we fired them because
228they right they their employ M ends so that it's not is it is it a resignation it's the same concept as the other it is not a termination their employment ends got it the district relationship quits Mrs Moffett uh does ad um have if so we have what happened you have the information you have the statements uh do you share that with ad and is that with ad is that um contingent on the fact that that person would uh be convicted sentenced or does that information then stand by itself which and how how uh how is that communicated to um uh I guess the system for the licensing the district provides all the information that we have the ad e usually will also wait for a police report when it is ready and they receive
229a copy of that police report review it and use it as part of their consideration um I think it's also important to point out that whether or not he uh we accept uh an employees resignation or or that we um moved into a termination it it does not have bearing on what what they do um with their investigation they're looking at all the evidence that we've collected and um all the evidence that the police department has collected to make their decision so whether the person was terminated or resigned for the licensing and looking at the evidence does not um change change they're looking correct correct they're looking um at our the um School District's recommendation as as well as all the evidence just one more thing yes ma'am so uh and ALS just it's getting
230late I'm sorry uh I had about 400 notes written but so with um Arizona now um doing uh the reciprocity Across the Nation with licenses are you familiar with what I'm saying I think you are then then their information if a person was to apply for a teaching um license in another state that would go that would go with them or so even if they said that they didn't work in Arizona or never mentioned it when they put their name and social in it would identify that they had this action in Ara that I have not seen this database personally so I don't know the answer to that yeah that was what the lady was referring to on Monday yeah but miss Fischer is correct um It's usually the high-flying issues so like convictions certificate
231being pulled Etc convictions of valon convictions of a student with students Etc Michigan has the same um concept reciprocity through the states so um the um Miss fiser mentioned earlier that um the courts have their pluses and minuses and sometimes they are successful sometimes they are not um if a district is um not doing their references not doing their calling like we do um then there is possibility that somebody could sneak through and our environment um our business approach to education in Arizona is um not the best I would agree with that but I have faith in the court system that if this is a a firable offense that they're going to take care of it um I believe the investigators for the police department have done a nice job they obviously know more information
232than we do because they can go back historically we just give them the information that we have in this instance so um yeah that I believe that um it's going to work out just fine this person will not be able to teach again will not be um will be convicted um if that if the court so determined and um and they will not be teaching in Deer Valley obviously Mrs zway did you have something else so with or without a conviction difference doesn't matter if you you resign or you are fired the information that we give to ad is what they make their determination on Miss Ordway yes that that is accurate they use um the the entirety of all the information to make their decision did you have more I can't I wasn't sure
233okay then hearing no more debate then we'll call for the vote all those in favor of employ uh approving the employee resignation say I I can I explain my vote Yes you can um um I wholeheartedly believe that um this employee should be um should not ever be allowed to teach or be around children again um and I would like to vote for termination um to send a very clear message at the same time I have sexual abuse victims in my family and I would not ever want to make a um child have to testify in front of a hearing officer or a judge in order to go through a termination and then possibly have to make them do that again in a court hearing um I believe that that that is um it it's
234traumatic and and I I wouldn't want to have to make students do that and I would wouldn't want to have to make your child do that um I am hopeful that um with the strongly worded recommendation that our district will write when they um present the information to ad that um and it goes before their board that that certificate will not be allowed to be um renewed again um and that will be taken away um so for the reason that I don't want to make students testify I'm going to vote for um the acceptance of his resignation so I vote I I would like M just hold on a second did Mrs paperman vote she voted nay okay all those in I all those against um say nay I would like to just okay name
235but I would also like to clarify I um I I made it clear what I believe um and and I am sorry that I do not have the same faith in our court system um but I do know that that this does preserve um and and I hope that should this individual not be convicted that there is a board like like the one we had and I'm not not against jamus Reed because it's it's not about your vote um but when I was on the board before um we had someone put before us to be hired um and we actually did our own because we wanted to make sure this was a good candidate and in our Googling we actually found that the individual was not a good option um and so I hope that
236that anyone who this this man has put before um I hope they Google um because I I unless he's convicted I do not have faith that he will not lose his certificate but I hope that we can have a discussion um to set what we believe is our standard because this is two that we have allowed to resign in in one year um that's just my opinion thank you and the motion passes 3 to two we will go on to item 7D all right I would move that the governing board give direction to de USD board delegate uh Julie Reid to vote in the manner the board has indicated regarding the bylaw changes proposal from asba to create a seat on the asba board of directors so that Hispanic and Native American interests can be
237represented simultaneously s second I second any discussion or questions all those in favor please say I i i i any oppos please say n what are we in favor of there directing her we're in favor of the bylaw change which that would allow an additional board seat on asba so that both a member of the Hispanic and Native American caucus could sit at the table okay I'll vote in a okay um so I think that was a four four1 all right so I'll move that the governing board accept the administration's recommendation to approve the negotiated solution team revised salary recommendation for 2021 2022 and I want to see if all of those people are still here and awake and they are God bless you and that's Mr M oh do we have a second a
238second we have a second and then we have Mr mcino who is also still with us president O'Brien members of the board Dr Finch uh I will be brief in the interest of time um we have shared with you uh over the past uh several months that the NST has been working on a revision to the salary recommendation I'm happy to report that uh before you tonight is the recommendation that is supported by the NST uh and is supported by the employees uh the opportunity for us to in my words reward our employees for the dedicated Service uh to uh the student students that we serve uh we have our financial position has improved as you've heard Miss mock uh report to the board on a regular occasion um and uh we would like to
239reciprocate that to our staff who continue to uh provide um uh exceptional services to our students uh essentially what this is is additional onetime payments uh for our employees the original um salary Rec recommendation had several one-time payments in it um this actually extends those essentially adding an additional 2% in a one-time payment to our employees uh not just the emplo employees that are returning to us from last year but also for any new hires that we have uh um hired uh since the end of last school year um the other one-time payments are not those employees that would be newly hired are not eligible for per the language that the board previously approved so we wanted to include those folks as well although although they will not be included in the initial onetime payments
240they would be included in this additional 2% I just wanted to recognize the NST uh some of those members are here tonight um and uh for their tireless efforts to be able to help uh put together uh the plan that's before you this evening and I'd be happy to answer any questions do we have any questions Mrs Fischer um I will support this if it's what the the NST wants or or the employees want but I just really hope this is not a return to the method that's been that was used 2014 and before where we repeatedly get a one time a one time a one time and every year our teachers and our staff go backwards because that's what put us upside down last time that's what really messed us up and and we
241worked really hard in 2015 and forward to make sure that our increases were put in the base of our employees so that they didn't they didn't go backwards every year so while it may be something that we need to do at this moment I really hope this is not a return to that methodology because um our staff need to know that they're going to keep moving forward um I just have you know a certain long-haired teacher that comes to my mind who who just kept telling me no matter you no matter how long I've been with this District I go back every year I go backwards every year and and um we had a run from 2015 to I don't know 2020 or or what have you and and of them getting at least a
242little bit ahead every year I I just don't want this to be a return of them going backwards every year so that's presid oh sorry I didn't did not mean to interrupt you uh president O'Brien Miss fer um it would be inaccurate for anybody to say that their salary went backwards um uh in this District but to your point the um the determination of how much of the salary increases are going to be attached to their salary is the next step that the nstd to work on and that would be included in the um in the salary recommendation for next year so it will be um it will be essentially no different for the employees they they'll get paid the same increased amount this year how much of that increased amount gets attached to the
243salary as we look into next year and determine that amount uh and that is written into the language specifically uh as well so the to your Point onetime payments do not attach to salary unless there is an additional act that the this board would have to act upon and we are prepared to uh bring that forward when we do the salary recommendation typically in April uh as when you would expect that Mrs Ordway I just want to thank everybody in the room for working so hard on it there might be some people that aren't in the room that worked really hard on on it um it would be nice if uh this would move into the uh the April meeting uh these kind of increases we do have that uh compression still in the um
244classified trying to attract so I'm sure you're going to come up with some really awesome stuff for our April meeting but right now I'm very satisfied and happy with the work that you guys have done and gals thank you very much Mrs Reed just want to Echo what Mrs Ordway said thank you so much for um your hard work in in doing this and um for the surveys that you did I appreciate it and I'm glad that we're able to um to do this like we had hoped um when we initially talked about this earlier this year all right hearing no other comments and thank you thank you to the committee members that are still present with us at this um hour I will call for the vote on the recommendation all those in favor
245please say I I I I any opposed please say nay hearing none it looks like we have a unanimous vote to approve that item um we have a preview item of a series B 2019 Bond sale and um that would be Mrs mock yes ma'am president O'Brien members of the board Dr Finch guests and I think about 50 folks still with us online we'll try to be quick um we haven't typically previewed a bond sale in the past but in our continued efforts for uh increased transparency with our financial uh actions and Endeavors we are bringing this uh as a preview prior to asking for approval of a bond sale at the December 14th meeting so okay even the remote decided it doesn't want to work anymore oh it's going through I'm looking on my
246screen instead of up there it is way past my bedtime I'm so sorry and we just you know extended the meeting by five minutes by going through that exercise all right 2019 voters approved 175 million Bond authorization in Unified School District we had series a sale of $40 million that was authorized by the board in April of 2020 up through fy21 that should actually say we used about um 17 plus million but then currently through this school year already we've used another 7 plus million for that total of 25 million that we've spent of that for the original 40 authorization those purchases include technology for students and staff uh that was um moved fast forward thanks to our um covid pandemic building renewal that includes uh interior exterior paint Roofing summer projects that are facilitated
247through the um facilities Department conservation such as our hbac or lighting retrofits replacement buses and micr buses Safety and Security of our schools and the design phase of Elementary 32 we still have many projects in progress um thanks to the governing board actually having approved many of those this school year including the construction of Elementary 32 uh scheduled to open in August of 22 The Innovation Center right out here at district office scheduled to open uh January February of 22 Media Center upgrades which are in the design phase right now continued bus and vehicle Replacements continued building renewal conservation Safety and Security including our Astro fields at our five high schools LED lighting retrofits on our um fields at our high schools as well those same continued uh building renewal projects at the schools that
248go on every year and with all of those projects it's not out a pier but we have another about $33 million encumbered for the projects that have already been approved so if you do that math um that $40 million is not going to last us the rest of the school year we um did want to bring to everyone's attention that there is a um statutory Class B bonded debt limitation that 20% is based off of the assessed valuation of the district and currently even with the outstanding bond that we have in place de Unified School District has an availability of $534 million in statutory borrowing capacity and our um individuals who help help us with our bond at Piper Sandler actually believe that with the growth in the district we're probably closer to um 600
249million we're only asking for 40 million um only I know I heard the chuckle um but we are going to ask on December 14th this will help us complete the projects in process maintaining our amazing uh facilities and um shout out to the award-winning um report to the community from our community Communications and Community engagement Department that helps highlight all of these projects every year and I'll answer any questions any questions okay hearing none that was thank you for that very brief and to the point presentation um I would um move that we I guess I don't have to move it because it's a discussion item I would uh request that we move that to another meeting board ethics I'm getting a head shake from the original requester governing board reports Mrs fiser I report
250that the parents would respect that I have no report because I have to be at work at 7 am thank you Mrs fiser Mrs paperman thank you for giving me the opportunity to speak on the phone I'm not well today I'm sick so uh but have a restful evening thank you thank you Mrs paperman Mrs Reed I'll keep it super fast um I had the opportunity to go to Future freshman night at Barry Goldwater High School and sander de o Conor high school with um my future freshman and that was really great um to be able to see both campuses through her eyes and in her interest um both campuses did a great job of showing um all of the different um classes and um clubs and extracurricular activities that they had to offer it
251was it was a really great night at both um both schools um I also was able to very briefly stop in at the CTE night um it was so packed and crowded and that was really great to see um so many families come out to get information about that um because our CTE program are so awesome um I also was able to attend the pop lunch um virtually which was great just to hear all the information that you guys share with us here that you were able to share with um our parents so thank you for continuing to host those um I would like to request that um we continue to discuss and have a plan for parents to get back on campus um and talking to some of the principles um when they are
252busy doing contract tracing um because we're doing that um they are not able to perform all of their normal duties as administrators and be V visible on campus and in the classroom and they are seeing a spike in um negative behaviors on their classroom and spike in discipline um when the co cases Spike um and I just my personal opinion if um little Johnny is acting poorly in class um and you know another mom sees Little Johnny acting poorly in class or on campus and she happens to be friends with Johnny's mom she calls and says Johnny was acting poorly on campus that parent usually believes their friend very quickly and um that behavior um ceases um at school and um I think that our parents are missed on campus and I think they miss
253being there and um I think as being a parent I'd like to help carry that load um for my teachers and my Administration so that's that and I already addressed my base my concerns about standard um base grading so thank you for being here very late and I appreciate all the things you guys do thank you Mrs Reed Mrs zwe I feel sorry for Little John and he always gets blamed on things and and so does it little Sally but anyway um it's been great to watch the um marching bands listen to the choirs I hear that there have been flash mobs um on some of the campuses a lot of creativity with the students and uh staff to uh kind of bring back some uh celebrations and um Traditions that have been there uh
254most important right now though I would like to extend a thank you to our employees families and the community um that are veterans and since we have Thursday off um I hope tomorrow um if not it's not already been done that we do recognize our employees that are um veterans and moving on to you Mrs O'Brien um since the next time we will meet will be after the Thanksgiving holiday I do hope that everybody is able to uh and enjoy and rest and relax over the Thanksgiving break and um and we also have a lot of great things going on in the community and Veterans Day so I hope folks are able to get out and thank our veterans as well with that we will um hear from Dr Finch three things short I mentioned
255already earlier that we are hosting ASA superintendent here um in this room and that's one of our Visions is to become the epicenter for everything education at the end of this last conference the director asked if we would ever be able to host larger conferences and I told them about the Innovation Center coming along and they seem to be interested in uh moving more uh PD our Direction with our two freeways here it makes it easy to um access I guess we're access that was the right word access Heather's late where's my clicker item number two uh the sa student uh superintendent student advisory Council that's meeting as well uh approaching the culmination of getting our plan together it's going to be really cool this year hopefully we can have it in person excited about
256that last but not least I want to again thank the board for supporting our 2% additional two 2% onto uh the machine uh for our staff we know all of our staff are doing their job plus probably two other ones at the same time and then uh we would not be successful and as successful through the pandemic without um all the everyone pitching in to uh do the Deer Valley Way and make us uh march to number one together so um thanks again to all our staff and we'll be um doing some more celebration around our this announcement as well so thanks thanks for your support um do we have a motion to adjourn are you sure you're ready for that you don't want to say future meetings oh future meetings are posted next all
