005Valley Unified School District is honored to partner with project momentum through a grant from the governor's office this partnership began in 2019 with three of our schools Barry Goldwater High School sander Dale Connor high school and Desert Mountain these principles are here today to join in this recognition since 2019 we have been honored to add the rest of our high schools and four additional elementary schools to this grant under the leadership of Dan Paris project momentum has provided a framework for these schools to engage in the work of the PLC or professional learning community Community process the grant also provides planning time for teachers in the summer as well as throughout the year and principal Partners who Mentor DB USD principles in their next steps along the journey thank you to project momentum and the
006governor's office for this extraordinary opportunity at this time I'd like to welcome Dan Paris to say a few [Applause] words I try to make it a point never to follow really smart children because you're always going to finish second place so congratulations to uh you all that's really an amazing achievement and what project momentum has uh been committed to for uh throughout its duration is improving the outcomes for kids and I remember coming here uh almost four years ago to talk about uh what was in the model as Paula has described and the opportunity that uh Deer Valley would have and I'm very proud to have our founding principles that are here with us because I'm here to accept the recognition on theal of them because the Deer Valley teachers the principls the central office
007people that made this uh possible they did all of the hard work uh through the unique public private uh partnership to support this work which provides teachers with fair market uh compens ation and additional time to frontload instructional uh tasks during the summertime and other periods to receive additional training aligned with the project model and to work together as teams in a a collaborative effort to improve teacher practice uh is really the heart of it and through the unique public private partnership from the governor's office and philanthropy that exists in your community over that time this time period is added uh over $3 million to support this work in Deer Valley and when I look back now and look at the results that you've achieved as a system which is evidenced by many of the
008kids that you see in front of you uh dear VY has done uh an amazing job and I'm confident that they're going to carry that work that you all will carry that work into the future and serve as a role model for other systems in Arizona and around the country I applaud uh Dr Finch's work with professional learning communities this structure aligns very well with that so thank you for having me thank you for recognizing the work of your folks to do uh great things for kids and keep it [Applause] up okay thanks so much Dan at this time we invite project momentum Partners Dan Paris and Mark greenfelder to come forward and be recognized and we also invite our our inaugural principles um from the three schools uh who began this program as well

011I pledge allegiance to the flag of the United States of America and to the repic for it stands one nation God indivisible Li and justice for all can I have a motion to adopt the agenda so moved I second all those in favor please say I I I any opposed he in none the motion passes unanimously all right this evening we will be starting off with um reports and regarding future enrollment impact from planned growth with Deer Valley Unified School District um this evening we have with us from the city of Phoenix um Alan Stevenson the director of the Planning and Development Department as well as Chris Macky from the community and Economic Development Department and we will turn it over to them welcome and thank you thank you president O'Brien and members of the
012board Chris Chris and I are happy here to uh discuss a lot about Phoenix and what's happening uh up North with our uh growth and development that's happening there are a lot of exciting things uh but we do know that creates a lot of of strain on resources and trying to work to address uh of those issue collectively uh something that we strive to do so uh Phoenix just by sheer number 517 square miles uh 1.7 million residents the fifth largest city in the United States we have been the fastest growing city in the nation uh five years in a row and overall in the last decade also uh the fastest growing uh City uh we have a 5.2% unemployment rate as many of you know who might be trying to uh to hire um
013people out there it's very hard uh Market to do that right now so that's a it's a good thing for uh for that for employees but it's hard to to be able to address some of those shortages um in terms of context here so we do have uh the Deer Valley Village School District uh sits into four Urban Villages up in Phoenix here Rio Vista North Gateway Desert View and Deer Valley um you see this is our general plan and so in starting out here today we're going to you know talk kind of big picture of how we look at uh things from a a planning perspective and development and then we are going to go into some of the specific projects that are happening up north uh and talk about those in a little
014more detail and so the City of Phoenix does have a uh Village system uh several of you uh have uh been on Village planning committees uh that are within uh the North Gateway and and Desert View area and that's so that we have folks who can help the mayor and Council make decisions on planning uh and development issues and Zoning cases and represent uh their areas and so that Village system there are 15 of them like I said there are four that cover the the Deer Valley boundaries here shown in Blue on this map what you're looking at is a land use map of existing and future land uses and so this is the city's desired uh land use for the future within areas here and so you can see all the way on the
015Northern uh limit up there uh in red is a little bit north of New River Road alignment uh and so the i7 you can see uh kind of going just along the edge uh you know all the way up there you can see that and we um this map has a lot of different colors in them I'm not going to go into all of those different colors and what they mean but in general the the low density uh residential is your lighter yellow colors going up to the the more yellowish darker colors are more residential your darker Browns uh are more multifam and then your commercial is your red and kind of gray uh colors uh and then you have your Public quasa public type uses and Ben Avery uh shooting range are two notable
016ones up here on the screen so when you look at the general plan that's what the city uses if somebody was to come in and try um and this is what we'd like to develop uh you know on our parcel the city looks at that General plan that was uh adopted by the mayor council and ratified by the voters in 2015 and so that's that future land use guide and when they want to come in and uh develop something we look at that General plan to compare any zoning changes General plan would allow uh and so zoning is a tool that uh the city controls uh it's up to the mayor and Council to approve zoning changes they do go through a significant uh public hearing process as part of any uh zoning case and
017general plan Amendment we do require applicants to uh to work with the community um through uh various significant public Outreach process that's much more stringent than state law requires uh as well as working with other uh jurisdictions who have some impact uh you know based upon those proposals so reaching out to utilities like APS or SRP if they're in the area reaching out to school districts those kinds of things to discuss that and then it goes through a a a significant public hearing process that includes that Village planning committee Planning Commission and ultimately the mayor and Council U make those final decisions on those changes so you see you know up in here this area is you know kind of a generalized map and you see from a zoning perspective you had a lot of
018yellow which means you've got a lot of lower density residential and if you compare that to that last map you might be why don't they match up and it's because the vast majority of land up in this area has not uh been rezoned and so it has zoning that allows 1 acre lots which is really kind of a holding pattern for the city and that General plan would come into play as uh as entities try and develop in the future here um so you can see uh this map here uh just shows you a little bit of where some activity is happening uh within that area you know of deer and so uh we do have uh information we can make this available I've got some hard copy Maps uh that I gave to Dr
019Pinch so that we could distribute those later that has more of the information you can see I know it's a little bit harder to see on this given the scale that you cover uh you know as a very large school SCH District um you can see in that uh little middle area here uh you see the um tsmc project uh outlined with that blue outline kind of in the middle of the purple North Gateway area so this is what's uh you know happening in terms of where the development activity is is taking place within uh the City of Phoenix in in this area again you see that outline of which is Council district one and then the Deer Valley uh School District boundaries you we don't we only show a little bit on the east
020side I know it does go a little bit further to the the north on the east side but you can see where those uh significant clusters are of residential uh projects as well as employment that are coming in and what you're looking at here is uh approved site plans that are in some under construction now and some that in for permit review on their building plans um so I want to hone in on a couple areas now of where we see growth coming in the future as opposed to that map that you just saw which was really showing those are our projects that are ready for construction uh already under are ready for construction very shortly uh to an area that we call biscuit flats and this is that is Carefree Highway on the North
021down to the central Arizona project on the south and then over to um the city's uh limits on the west which is in a regular boundary of 67th is Avenue kind of following along the river that we share with Peoria and then over to i7 and so this is the area that uh tsmc is is developing a portion of that it's roughly 12,000 Acres um and so this was the General plan uh as it appeared before we uh worked with tsmc to modify that and establish the zoning as part of allowing that project uh to go forward um so this is the the tsmc project site which is the s sonor Oasis Science and Tech Park and so uh this is a an area that we worked with the state land Department with tsmc uh
022with our community Economic Development uh Team uh as well as a host of others that that Chris can talk about to to land what is the the largest private investment uh you know of development within the State of Arizona and so uh Chris will go into a little bit more details on that in a few minutes but right now we continue uh to see really strong private sector interest in also locating within this area um you know really along that i7 uh Frontage um going in there we are working on Master plans for the whole area from an infrastru Point as well as some marketing Partnerships and and further infrastructure investment with uh those private interests who are wanting to develop within the area this is the area that is uh known as South biscuit
023flats and uh so this is uh you see the 303 free way on the North uh as the kind of boundary right here uh and then you see the capap canal shown as in blue here and you see uh some various uh colors on the map that are are outlining where The sonorum Preserve areas are as well where some Hillside areas are so the deeper red are the more steep slope areas and the yellow has some slope to it as well and so that's an area that we do expect uh there to be additional uh growth and development uh coming in a few years down the road uh for the biscuit Flats area because uh this area is controlled by the Arizona state land Department the state land department is required to uh sell their
024land for to raise money for educational uses within the state uh of Arizona to pay for education and several other uh beneficiaries of the trust and so what we are are looking at right here is the work that we will start to do uh with them uh to continue on from a planning uh standpoint about land use uh open space preservation uh we'll include discussions about uh you know uh streets uh other infrastructure that would go in there parks uh work school district as well to continue to have discussions with them as well as the state land Department um president O'Brien has convened uh meetings with the state land department and with staff and uh Dr Finch and his staff to have discussions uh about schools up in this area and so this is one
025of those future growth areas where there will be some development that will come you know sometime but at this point we're we're still very early in that you know process with them but I did want to put it out there is that's where we would anticipate some growth coming it's not it's not imminent compared to those other dots you see of those are projects that are are very much in the pipeline these are ones that down the road will will be uh coming forward um so the other area that we wanted to touch on uh you know quickly that is within uh the Deer Valley School District area is uh to the uh east side of i7 so you see on this map i7 is shown in the East this blue area is an area
026where we have a significant number of uh multifam requests some uh the kind of the single family looking uh apartments that are popular today others are your more traditional uh you know three and four story apartments and some town homes in in between there and so it's about 1,700 units overall that are are looking at in this area by way of of further reference uh the um WL Gore facility is uh just a little bit to the kind of North and and east of the blue area where you're seeing on this map um and so as you would come over the sonor which is the loop 303 that's where you would see this this area with some significant residential development that is uh proposed in that area coming forward so how we talked a little
027bit about kind of the general plan and what we do and alluded to that President O'Brien uh forgive me if I call her Council woman O'Brien because she's also a councilwoman uh for us and so in this instance um we have had discussions as I mentioned with the state land Department uh and terms of convening folks to make sure that we have good discussions about uh growth and development of North one of the things that is is a a challenge but also is uh you know something that is really helpful is that the land is controlled uh by the state land Department by and large there's a few private Parcels but mostly at state land and so uh you know that it takes a while to to get through and develop Parcels within uh you
028know that are controlled by the state land Department compared to privately held Parcels that are you know typically happen in a much faster time frame and the state land Department because uh you know education is one of their primary beneficiaries they also uh you know are a little more sensitive to trying to address some of those School concerns and work through those issues uh than your traditional private developers who may have a thousand acres and they've got a timeline to develop and the city's required to respond in a certain time frame with those so um how do we pay for growth up here and so one of the things that we at when we're trying to plan for growth is also how do we pay for those things and so there are impact fees Special
029Districts uh we have infrastructure requirements that developers are required to pay for and build certain infrastructure and we do enter into development agreements at time to address some of those infrastructure items as well the city uh does have a you know a capital Improvement uh program although we haven't had a a bond election in a while but that is another source of how we pay for some of the growth but in general the the mayor and Council have had a a historic stance of you know New Growth needs to pay for itself and that's one of the reasons why the City of Phoenix hasn't uh you know grown as fast as other cities within our you know Metro region over the the last few years is the council's very much been making sure that that's
030what happens and so that makes it a little more expensive to develop here than say surprise or somewhere else uh you know in terms of what you can see within the the Metro region um development impact fees are charged up in this area this is just a map showing you where it is the far northern areas what shown up there and that is our um our impact fee area up North that generally is the the cap you know line going up to the north it's uh very much controlled by State Statute and so uh there's studies that go through and these plans are updated uh you know a minimum every five years uh it was last update in April 2020 and so it only covers the capital cost does not cover operating maintenance and replacement
031cost so that's one of the the key challenges that we have with growth paying for itself is we can charge impact fees to collect money to pay for City imp structure requirements but that doesn't include operating costs that go with that as well the other thing that I would note is that pursuant to state law where you're not uh permitted to uh charge an impact fee for school district uh because that's not something that the city uh provides uh so we do charge that's the the current fee is uh 14,995 so the the edu would be one home so buying a brand new home in this area uh you would be responsible for paying the home builder who would then has to pay this fee upfront to the city that the city then collects to
032pay for the various infrastructure uh with that I'm going to turn over to Chris to talk about some of the specific uh projects and things that are happening uh and then we're both happy to answer any questions president O'Brien members of the board if Phoenix is hot Deer Valley is absolutely on fire it is the the single greatest interest area of development in the state of Arizona right now it is from an industrial office retail multif family uh growth standpoint there is not a significant project that doesn't get a good look at Deer Valley it's just it what has happened all of the decisions that have been made up here have led to where we're at today but it's also that that business environment that's been created in the city of Phoenix by so many
033entities working diligently together so our in our state when you operate in our state it's a really favor able business environment for companies to choose to operate they like a stable operating environment they like to know what's going to happen next they really want to be located where they can make easy connections whether it's through Sky Harbor International Airport through Deer Valley airport on our freeway systems or in our transit systems um it really where you Excel it's creating that talented Workforce and you are creating the beginning of that talented Workforce when I started all these years ago in Economic Development the three top things people would ask for where am I going to find cheap real estate where am I close to a freeway and how much money are you going to give me
034to locate in your city and now those top three questions are where's my Workforce who is my Workforce and what Workforce what training does my Workforce have so Deer Valley Unified School District is perfectly positioned to lead into that next generation of that Workforce I think it's also important to note that even in the time of climate change even time of drought in this area the City of Phoenix has been a a thought leader in paying attention to water paying attention to energy infrastructure into telecommunications but going back to water it surprises our companies to learn that Phoenix is still using the same amount of water that it used in 1957 and it has been so respectful I grew up here so I've been here uh president O'Brien and I have talked about our memories
035of of growing up in this particular area and it really has been an incredibly well planned and thoughtful area when we look at our Legacy Industries Phoenix has been born really about around Aerospace and Aviation and tourism and we look back to um you know financial services and and Banking and other areas that we were really born around if you move forward our competitive advantages is really those new industry Technologies it's big data it's electric vehicles it's cyber security it's circular economy and agtech and Robotics and semiconductors and fintech and fin serve Financial technology and financial services that are moving forward you think of cyber security in a time of a pandemic and we look at at how our data has to be particularly protected now because we're having meetings in ways and transmitting data
036in ways we hadn't in the past and as we look moving forward our our schools our K through 8 our community college and our universities are incredibly well positioned to keep producing that Workforce moving forward while semiconductor and technology related sectors are huge in the Deer Valley area it's also Healthcare and biosciences you have WL Gore we've got honor Health we've got other industries that are up here and that is one of the fastest growing and leading industries that we have today in job creation as we look kind of at the past 12 months and moving forward over the next 12 months as we our business development activity we've seen a move to about 70% % of our business is industrial and I don't mean e-commerce and transportation and Logistics I mean manufacturing manufacturing has
037return to Phoenix in a very large way uh was already really on a scale to do that and I think of what would have happened in a natural market maturation over a 5 to 10 year period was absolutely exacerbated by the pandemic and it's been happening in a 5 to 10 month period so you see companies who were all familiar with those views of the port that we see today where you've got your good that's stuck with you know 50 ships 60 ships 70 ships out on the Long Beach and La ports and they can't get their goods in to produce their products which is causing these companies to take up new residences back in the United States and produce their their Technologies and their products in the United States about 20% of our business
038is in healthcare and bio uh and 10% in office as we look at moving forward those office markets their death has been greatly exaggerated we're already seeing a sign ific number of office tenants coming back into work we work closely with our tenants uh president O'Brien and I go on retention expansion visits and meet with our bigger companies and talk through when they're coming back and they really do all plan to come back in a a hybrid way right after the first of the year and as you look at those employers that we go out to visit Deer Valley is so well positioned in a Recession Proof economy you have a uh we have such a an advantage in the tremendous discipline that we have up in the Deer Valley Unified School District probably your
039one of your most significant employers Honeywell uh I'm going to show you some pictures in a minute but just recently uh we landed and and thanks in part to this board and your vision to create the foreign trade zone that you created with Honeywell their uh their International drone division has now been relocated to their facility up here you'll see some pictures in just a minute but those jobs that we talked about two years ago when you approve their foreign trade Zone those 700 jobs are here now they've located they chose this location to expand because of your leadership and of course Safeways corporate headquarters PetSmart store corporate headquarters USAA is here with with more than 5,000 jobs and others uh and of course our our pride and joy again this board was very instrumentally
040involved in landing tsmc and your vision to create the foreign trade zone without knowing it was to create that competitive Advantage here but I would like to compliment uh separately Dr Finch so he spent a lot of time with the executives that were here with Taiwan he spent a lot of time with the suppliers that were here and their Executives making them feel comfortable about who was coming and and how um the school district would handle the the integration of their of the individuals coming in from Taiwan and and their their families that were coming with them and he has had innumerable calls with principes and with families and leaders and HR from tsmc and their suppliers to um bring their children into the school district so Dr Finch you were instrumental along with our
041team and Allen's team and bringing them here so I really would like to publicly thank you for your work but again our our pride and joy at tsmc you will remember uh tsmc is based out of sinu Taiwan out of the uh Science and Tech Park and it is the leading uh semiconductor producer the leading technology producer of semiconductor chips in the world they are the only Semiconductor Company that can manufacture it 5 nanometer and why that's important the more we use these the the cooler they have to be the smaller they get I mean I'm wearing a watch that is the it's got more megabits on it than my first computer that I had just sitting on my watch here today and they're producing those chips that manufacture um an animator just to set
042you in scale for those transistors is 880,000 the width of one human hair so they're manufacturing on a scale that's smaller than the co virus um and and and they're bringing that technology to biscuit Flats originally they'll have 1,00 direct jobs and thousands of indirect jobs that support them and this is just their first phase that will be here they did start construction on March 31st if you've driven past biscuit Flats recently you will now see as of last week the largest landbased crane in the entire world it came in with its crew from Israel and it's out there getting ready to start tilting walls so it is an impressive site to see uh first phase of their capital investment is12 billion in our Market making it one of the single largest private investments in
043our state's history but it is the single largest foreign direct investment in the state's entire history and in 2020 was named the largest capital investment in the entire country over 20 years this project will have a 16 billion doll economic impact just to the City of Phoenix not including the state not including the county just the City of Phoenix when I visited with you board members you'll remember tsmc was in third place in market cap when you approved their foreign trade zone I am pleased to tell you is at the end of September they've surpassed all their competition they are now first in market cap they exceeds both Samsung and Intel in that market cap and as we talked about when we were were visiting with you about their foreign trade zone their suppliers are
044following them some of these suppliers are globally recognized companies that as an economic developer I'd climb all over myself just to locate them in the city of Phoenix and they're calling me saying I got to be within a mile of tsmc or five miles of of tsmc it's like who am I talking to it though I got a cold call from you know this this Fortune 100 company it's a a pretty incredible time so we're working with about 40 suppliers right now that have to be within that 9 Mile r radius of tsmc and we're seeing great activity here so the Mac uh Innovation Park is at 19th Avenue in Alama sunlet is their first supplier that is signed here uh president O'Brien and I had the pleasure of meeting with their Executives in from
045Taiwan last week and welcoming them here into the market um but this campus is planned as a significant future employer and we'll see a number of employers in here but the D Valley School District is not just about tsmc all so I feel like Allen and I that's kind of all we work on these days we're kind of all things tsmc for a while here um but you have one of the world's leaders in WL Gore here in uh wearable devices and they uh two years ago zoned and acquired the property the 60 Acres just to the west of their existing campus to continue their expansion here in in the Deer Valley School District and of course the next generation of avionics in uh Honeywell uh this is their their Global corporate headquarters for Aerospace
046and uh working with this board and with Allen's team we had the privilege just recently of Landing their their UAV team their Global UAV team and I I have some of the pictures of them that I'm not allowed to show on my phone I'll be sent to Siberia if I do so I CAU one off the internet that is not their most recent generation of of drones that they're flying but it's suffice it to say it's just really cool stuff so uh uh Ellen and I are wrapping the presentation I will share with you that the Deer Valley Unified School District will continue to see incredible technology and thought leading growth in this market in the coming decades and uh with that President O'Brien and board members we'd be happy to take any questions you
047might have thank you so much Mr Stevenson and Mrs Macky um board members do we have [Music] questions no questions Dr Finch you uh Allan you talked a little bit about the pace and um you said it was this the where all the dots are is currently in the pipeline and tsmc is obviously U Down the Road explain down the road how much further are we talking about uh when they'll be finished and all these 13 or 40 companies that'll be right are you looking at three five 10 uh no uh with uh the the tsmc site itself um and some of the supplier sites have to be uh up and operational because they are targeting making uh manufacturing chips in 2024 it's still their timeline uh and so in order to start producing uh
048chips out of that that plant uh they are rapidly um you know constructing it and so uh when Chris talked about the you know one of the three largest cranes in the in the world is is up and operational there that's in addition to the I think 11 other normal cranes that are out there and so you guys uh in this area if you've been around any length of time you've seen uh a huge amount of growth but that's unlike anything else uh that the city has ever seen I grew up here and I've been the within the department for 20 years and we've never had a project like that that went forward as as quickly as it did and started construction uh you know the council approved the the zoning and development agreement in
049October and by March they were uh starting construction on a huge project like that that just doesn't happen um and that's because of its importance uh you know in the world and the importance that's here in the city and so those supplier sites that Chris talked about also have to be up and operational in that time frame as well so all those are happening very quickly uh you see some of those were dots uh you know on that screen uh that are a little bit harder to see and not the Clusters and where you saw a lot of those clusters is that Deer Valley Airport uh area and north of that where there's a lot of residential that is is underway uh as well as a lot of other uh you know Commerce Park and
050development that's happening but you'll see uh tsmc and their supplier sites under the rest of the supplier sites under construction shortly here um where I talked a little bit about the rest of the the 3500 Acres that are the tsmc uh you know supplier campus and the whole Corridor there we have had discussions uh you know with some other notable users who are are looking at in that area mostly employment in that area um where that area South biscuit Flats you know the state land Department uh their desire would be that that South biscuit Flats be have its zoning in place uh by uh September of next year is their their desire um that is uh an incredibly aggressive time frame I don't think that is at all likely but that's their desire uh and
051that's why I State that's you know what what they desire but the reality is that there's a whole host of of public well there's a technical work needs to take place and then a host of public work uh that will have to be done to to reach out to all the various stakeholders uh you know including Dr fch who've got meetings you know set up and we'll we'll have more discussions you know with those coming in the coming months yeah go ahead I just want to um thank you both um Alan you both have been very helpful um and cognizant of the impact on our school system and so uh from the very beginning um I spent a lot of time with you both and you've done a really nice job including us in the
052discussion obviously they'll have an impact on our neighborhood so thanks again Mrs Reed um a few years ago I had the opportunity to take part um in a fellowship program with the Arizona Chamber of Commerce and we heard from different industry leaders um throughout the state and one of them was specific to manufacturing um and the um speakers that we had that day they were sharing that they're having a hard time finding Workforce because um the schools weren't necessarily producing um employees who could come and start right away they were having to do a lot of um reteaching just to get them up to a baseline um and so knowing that we have a lot of um new Industries coming into Deer Valley Unified School District um I'd really like to take this opportunity to
053kind of start thinking ahead ahead of the game and we have great CTE programs and Mrs Miss fatrick has done a great job um with getting Partnerships but we've got some great schools that would love to have Partnerships with some of these industries and companies that are coming in um you know we have one of our uh principles here from our cver STEM Academy and I'm sure your your brain was firing off all of the different different ways and different speakers you could have comeing to speak to your students um but when we talk about alignment for curriculum um I think it's really important that we're reaching down to our middle school students and getting them to start thinking about different um career opportunities and exposing them to different um Fields so that um they
054have um a broader range of experiences to be able to choose from um so Dr gallagan I know that I know you're you're on it but um I would really like to um start to have some more of those conversations about how we can start to engage our community um and start to create those Partnerships and make sure that um when everybody comes here into Deer Valley that we're ready to um to welcome them with open open arms and to provide those learning opportunities for our students and get them prepared for um the next step in their Journey thanks thank you Mrs Reed and i' just like to thank both of you for working so uh closely with us much of the um land around our district that was uh zoned many years ago is
055now being turned into residential as opposed to you know commercial and and so we are seeing more multif family and more students coming into our district that in places we hadn't originally thought so thank you both for working with us to ensure that um you know the developers uh understand the impact on our district and our our current student population but it it's this is a great partnership I think that Deer Valley has with the city um and and those are necessary for us to continue to be uh productive and successful in the future and appreciate your time this evening thank you so much thank you okay so our um next report is our finance reports we will go to Mrs mock good evening president O'Brien members of the board Dr Finch and guests the
056we will start with our district enrollment report uh for the month of September the last enrollment report for the month of September had us going through the 41st day of school on September 29th and we continue to see um an increase in students from the same time last year so as of September 29th we had 32860 students which is 2.5% uh greater than the enrollment count that we had same time last last year and with that I will take any questions regarding the student enrollment report any questions members Mrs Reed can I just make a comment um and I don't know if it's possible to do this but I think it would be helpful um can you maybe add a line to the top that shows what our enrollment was for um the last normal
057school year moving forward so we kind of know where we were and and where we're getting back up to president O'Brien Mrs Reed yes we can take a look at that and uh I'm going to assume we're all going to grade the last quote unquote normal school year would be 2018 2019 that would work thank you thank you we have one more Finance report for you this evening it's going to be the sorry as I pull it up here maintenance and operation or M budget report for for also for the month of September our spending is tracking right along where it was from September of last year under similar circumstances present time we've spent about 25% of our overall M budget and uh are not at this time predicting any carry forward it is uh
058far too early to tell where we will have any remaining balances for some of those budget categories um but at this time I will take any questions regarding the um M budget report as well any questions members okay there are no questions for you Mrs mock thank you so much that would mean we will move on to our safe and healthy schools report um do ZB oh president O'Brien I apologize Mr mcino clearly I've overlooked you and missed one of our reports which would be our bond and M override report I apologize I would be Happy to Skip the report um if it weren't for the statutory requirement uh to to have the information so let's not do that then um this is just a quick report on uh the the bond spending so we
059have the conclusion of the 2013 Bond uh we have some activity in the 2019 Bond and then uh per the statutory requirement we're going to share uh regarding the M override um so starting with the 2013 Bond authorization uh that was 8,315 th000 you can see um we have completed that work in some categories uh we did not spend all that was allocated uh for example you can look at uh Furnitures fixtures and equipment uh we had some Savings in that area uh in some of the areas of for example energy and Water Conservation uh we actually spent a little bit more uh the statute allows us to spend 10% % of the total on anything that not included in the pamphlet so this is what actually was in the pamphlet um and you can
060see uh we didn't spend 10% more in any one um or more than 10% in any one of the categories although we would have had the ability to spend up to 10% of the total um that is uh the energy and Water Conservation I draw that to your attention because that was just 10% of that on line item that's shown here that's just a graphical representation of that same information um and um we've broken it out in more detail here to show uh and again the status showing that we've completed all of the projects that we have assigned uh from the 2013 Bond activity remember this report is through the June 30th of 2021 um financial information um this is just additional information um it um of of a little more detail within each of
061these categories in 2019 the same information that Bond authorization is 175 million you can see that we've spent uh just 10% of that because again we were completing the 2013 uh Bond uh program so we're just getting uh started in Earnest with uh this particular authorization uh this is what's funding Elementary 32 and additional projects that we have underway so you'll see a sharp increase in the uh spending uh for the 2019 Bond when we do this report a year from now or when somebody does this report a year from now I guess uh just a graphical representation of uh of that same data uh just to to be consistent here's kind of where we spent uh the that um 2019 bond by a little more detail within each of those categories and you can
062see a lot of this uh has the IP status or in progress because we're just again uh getting started or it's in the P or planning stages uh for like vehicle replacements for example uh we would have liked to replace some of our vehicles per the plan uh we just can't find them uh to be able to purchase them at this point um this is a list of the projects uh we will get a little bit more detailed uh information and thanks to our Communications and Community engagement folks wanted to uh give a shout out to miss aled and her staff um for uh creating the uh um uh special report to the community I had to think of the title um remember that's a report that we send to every household to give them
063uh detailed information about how we've spent their taxpayer uh dollars that they've entrusted us with um and so we'll also post on our website uh where all of these improvements were made at these various locations uh because most people want to know what happened to their neighborhood school or the school that uh is uh in close proximity to them so we'll provide more detail information on our website um for the public to know what what uh took place you can see we did replace seven buses did buy 10 Micro buses um lots of Technology purchases um over the course of that year uh and a lot of that was driven uh due to the uh pandemic uh we stayed busy with energy conservation projects um as well as our building our renewal projects uh various
064locations uh as we maintained um our facilities to to our standard uh including uh weatherproofing or some people consider that painting exterior paint interior paint uh flooring projects uh and the like and then the final uh thing that we needed to cover is uh where Theo override dollars were spent and um we are fortunate enough our voters have approved a 15% uh override to our maintenance and operation fund that's the M part and uh about $ 29.7 million is what uh we had in M override funds for fiscal year 21 and you can see most of that was tied to uh salary costs whether it was existing m&o salary um amounts that we uh our all of our employees enjoy or additional staff beyond what the funding formula would afford US uh to be able
065to keep class sizes to the numbers that they they are today um um for this year for fy22 we are expecting a slight decrease in that at $28.2 million again that's because that's based on prior year um student count and last year we had fewer students uh due to the pandemic so uh that concludes the report um it's not a a requirement for anything other to share this information um we go beyond the statutary requirement and have before the statutary requirement and sending out the special report to the community but I'd be happy to answer any questions the board by might have thank you Mr mcino any um questions hearing none we can now move to our um yes safe and healthy schools report by Dr zerbach thank you president O'Brien members of the board
066Dr Finch uh this evening I will again uh get us going with the safe and healthy school's report okay our agenda is uh very similar to what we have done in the past we'll talk about some of the statistics um the most recent statistics that we have with respect to covid-19 and our schools we will also review some of our testing opportunities and then have some updates from other uh departments here at the district office and then we will conclude um by Fielding any questions you may have um after our presentation okay before we jump into some of our statistics I do want to make sure that anyone who is joining us uh today they know that this is National School principal month and it is a month where we recognize the extraordinary work that
067our uh principles are doing the hard work the dedication that they have been putting in uh especially during these very challenging months of the pandemic uh featured here on this slide is our principal of the year uh Dr schwarting and so she uh represents the face here of our principles this evening okay getting into the community level of transmission metrics this slide uh in terms of the numbers has not changed too much you can see for the past several weeks that the line is relatively flat so we've had a little bit of an increase uh that was shown if you recall in the last board meeting safe and healthy schools update when our own internal dashboard increased uh in a corresponding fashion this uh number from our case count in the community will likely go
068down uh in the upcoming weeks as we see the county epic curve which I'll show in just a minute uh is now beginning to go down just ever slightly but in a downward fashion and we remain uh in high transmission uh still uh As the metric is if it's above 100 for the case count that the category is high transmission okay uh the same is for our percent positivity again as I have talked about uh many times in the safe and healthy schools reports uh for many many weeks now this number has hovered in the mid 13s to mid1 15s which is in the high threshold because it is above 10% as I mentioned in the previous slide about the county epic curve that is what this particular visual displays it captures all case counts
069in maroba county and you can see that most recently uh we have aun begun a slight downturn and so I do expect that our numbers will start going down again and they are um and I'll show you in just a just a moment this is our case count by school age this is a feature that we can access via mayor CU County's website and so this has been filtered to show students between or children between the ages of six and 18 which are school age children and so you can see it has been relatively flat here for the county again this is a countywide graph uh which again mirrors very closely our own internal dashboard as we have been relatively hovering somewhere in the 130s to 14s for several weeks except for this particular week
070um and and again I'll get to that in just a second as a reminder to uh anyone who has forgotten or for anyone who's joining us uh new we do have a district dashboard that we update most Mondays uh but not all Mondays so when we have a holiday like we did this particular week it was not updated but most Mondays around 3M we do update it so each of our school sites along with two District locations have a report for current Active covid-19 cases for both students and staff and we also show a percentage of the overall population at each of those sites and districtwide that are in current isolation uh due to County Health protocols but again this is just our students who are and our staff who are positive this next slide
071shows what I was talking about in some of the uh previous epic curve uh visuals so you can see that where we started uh quite high in this particular chart this was at the end of our first month at 257 uh that again similar to how you saw in those curves with the relative ly flat piece hovering somewhere in the 120s to 140s and now with the downturn our current active case if we were to have published it today uh would be at 97 and it's a few higher um than that since we sent that to um our um AV uh folks there were a few more cases added so it's roughly at about 103 I think right now this slide captures the impact that we've had on our operations I have shared this in
072recent Gover board meetings uh you can see here that since the last time we met we have had approximately 54 cases that were transmitted at school and so that would be um either at with a staff or a student we've had roughly about 1300 students that have been quarantined over the last two weeks and so that's combined that's not per week and then you can see the adjustments again that are principles have had to make to make sure that classrooms are covered either in the classroom level in the health office or if there's adjustments that needed to be made at the administrative level due to covid reasons for our testing opportunities although I know this is repetitive I do want to make sure that the word is always out there uh so that any community
073members who are not aware can help spread the word that we do offer convenient testing for the families in our uh School District on Mondays Tuesdays and Fridays from 11: to 2 here at the district office we do do have a vendor that we have partnered with along with marova county in order to offer those uh test opportunities whereas in the month of August the line was quite long the line is no longer that um that lengthy a family can get in very quickly to get that test done if they so desire and we also as I have mentioned before uh have some home test kit supplies that our nurses have at our school sites and so for students who are symptomatic at school that our nurses can sometimes uh help if they have enough
074Supply Miss moach and I work together uh to ensure that we have enough at our sites and so that is another way that we can uh help provide that testing to our uh families okay on our uh dvusd layered mitigation plan which again has the very friendly URL of dvusd.org safety plan we did have a few updates for Quarter Two If you recall in that safety plan there were a couple of items that said they would be Revisited at the end of quarter 1 such as how measures were done in the lunchroom and how our students arrive at school and so those measures due to the fact that we are certainly still in high transmission in both of the metrics uh that public health asked us to look at we will continue those measures um
075to make sure that we work to prevent the spread as much as possible uh when we have some of those unstructured times with volunteers and visitors we did have a minor adjustment to that we know that both our schools and many of our parents want to uh increase some of their involvement and so we have uh made certain situations when we can do that in a safe way and so the principles and the assistant princip assistant principles are aware of this and so there are situations for instance in the front office um and there are a couple of others that we have identified where we can have volunteers also with visitors there are some updates there uh with respect to when visitors can attend um or be at a school campus for the most part
076for visitors it still is an after school uh type of bumper uh for them to come but there are a couple of situations um where we allow visitors and that is when it has to do with an instructional purpose and so an example of that that might be if it's a uh health class or a CTE class that's dealing with health if there is someone that needs to have a lesson delivered uh with respect to say CPR uh that is something that we wouldn't want to prevent the students from getting since it certainly relates to their to the standards into the curriculum and then parent teacher Association events we did have a couple of updates for that um as well uh we did uh post that we are uh able to move forward with some
077of our PTA events such as the fund runs and some of them have uh their events such as the Bingo nights and so we are moving forward with those and again have informed the principles that there is a some bumpers that are attached in terms of how many volunteers uh can support with that uh but we do have some um areas where we opened up a bit for uh for that but again to do it in a safe way and in a way that helps both the uh students and the staff as well okay as far as our communication this is a slide that I have not put in in the recent uh reports I had this for the most part throughout last year and so I thought at the end of quarter 1 this
078would be an appropriate place to insert this uh but we do continue our communication in a very intentional way with our staff and the parents um of our community and so you can see here an example of the communications that we have provided so for instance for our staff you can see we we've had numerous Monday updates uh from Dr Finch Dr Finch gives them uh information the most recent updates from our different departments sometimes that information also goes to the voice sometimes it doesn't it depends on the particular topic we've also had our communication Council Fireside Chats and that is our method that we use so that any staff member in our district can tune in and hear from any of the four Deputy superintendant in terms of the most recent updates those chats
079as you are informed uh in board updates are recorded and they are placed on the portal so that our staff can see those at their convenience as well if they are not able to attend it live for those that do attend live it is an opportunity for them to post questions to us and they can put those right in the chat uh for us uh we have a Google form where they can submit those questions and then uh Gail Jenna Gemini do our best to respond to those uh sometimes we collect those questions in an FAQ format and we post those as well to the uh portal that doesn't always happen it depends on the number of questions but sometimes uh we do and we'll continue those in a quarterly basis throughout uh the year
080we also have had a number of meetings with employee Association groups or their leadership Representatives perhaps it might be their president so Jenna does quite a number of those on a weekly basis of course Dr Finch does that as well uh Jim also checks in and then I will as well depending on the topic as I am sometimes invited to provide uh particular input on a topic I also meet with BLT leadership uh with our president and our assistant or with the president and the vice president and so they pose questions uh about some of the items whether it's related to co or others and so we work together to make sure uh that our folks uh have that communication not listed here there are also been there's been additional memos that J both Jenna
081and I have uh put out to our staff uh regarding a variety of topics uh but again these three bullet points captured consistent ones um to keep our staff updated as for our parents in the community uh again we've had a number of parent updates many of those were Mondays uh some were on other days at the start of the school year uh right now we are doing two updates a month and we will continue that until we feel we can either decrease to once a month or if we need to perhaps switch and increase the frequency uh we can do that um as well and so Monica and I uh work closely together uh with those updates to make sure that they are um both communicated on our website and posted uh as well
082as delivered via email to our parents uh for that and then we also have had some parent webinars uh for our community this school year uh both Gail and I usually do those webinars when we have those we have had webinars uh both related to covid and then most recently uh Gail's division has supported with our grading um updates and so it provided some information to our parents for that and so we know that through our uh surveys that we did with the community and with our staff last year that they very much appreciated the communication uh sometimes we hear from folks that it's a lot that you're sending out uh but we would still rather air on the side of giving too much communication for folks and making sure they're informed than not giving
083enough and so uh we will continue with that okay um our next slide uh was a request uh from the board to address uh the situation regarding our bus driver shortage uh as you are aware and I am sure that many of our community members are aware that Across the Nation there is a shortage of drivers in our public schools and so with that I was going to ask uh perhaps Mr miglino and Mrs Moffett uh to uh tackle this slide uh thank you very much uh president O'Brien members of the board and Dr Finch uh so this is kind of a moving Target for us uh to be able to pin down the actual uh vacancies I think that was the question that was posed to uh to share uh but we are about
08425 bus drivers short at any given time uh we need 10 drivers to be able to cover all of the routes um we make that up uh on a daily basis because um it's an all Hands-On deck um situation where uh all of our supervisors ERS uh dispatch uh and other Transportation staff are also uh trained to drive bus uh to drive buses unfortunately when they're uh running routes for us they're not doing their other job so um um it just makes it a little bit more complicated to run the operations and uh we're supplementing that with 10 approved vendors um I've listed them here um those that are italicized we did not use in fiscal year 21 um uh first student Charter and Coach America at the end of the list um those are
085relatively new in fact first student Charter is on the board agenda later tonight as an emergency procurement on the consent agenda um because we just started to use them we spent just under $300,000 on uh Charter um uh Transportation uh with those 10 vendors uh and then in addition to that we also have a I think a relatively unique situation in which we contract with um certified bus drivers with beline bus transportation to drive our buses so their drivers in our buses um similar to the arrangement we have for custodial staff so we have some custodial staff uh at our various locations that actually uh are employed through a a third party Allied Universal uh so we spent just under $300,000 with the um approved vendors uh that I mentioned before and then an additional
08656,000 uh with uh the drivers that we contracted with for beine to drive our buses uh we continue to look for bus drivers um and I think the situation is only unfortunately going to get worse before it gets better um we know that some of our neighboring districts are looking at doing pay adjustments um one of them already has uh significant pay adjustments uh to uh bus driver pay so that's something that we are uh keeping our uh eyes peeled to so that we can make um some adjustments or at least make some recommendations that the board can consider at a future meeting Jenna anything else you want to add to that slide before we hit the okay okay all right so good evening president O'Brien governing board members and Dr Finch I wanted to
087share with you some information annually um offer to you uh you may have already heard there's been a press release from aspa I heard it this morning on the radio on my way in regarding our Statewide um teacher survey that we put out not only in the fall but also in the spring this is a survey that we have put together over the last six years um and uh a aspa does do this Justin over in Mesa facilitates it and he and I um navigate the news release um of this particular information so should the board be interested we can the details 145 school districts and Charter Schools participated the two most important elements are the next two bullets that across the State of Arizona or at least the 145 districts that did report both
088Charter and public 25.9% of all positions are currently vacant and that um 55.4% not now this is actually a typo where it says vacant position positions is actually 55.4% of the filled positions across the State of Arizona are filled with non-standard certification so really what that means is uh the state has put together alternative Pathways to get your certificate so there are other types of certificates other than standard and so though that is helpful very helpful what we're seeing is uh variation in candidates coming to the table when when we do vacancy compar our comparison dvusd certified stats this um year 95% of all of our certified positions are staffed so comparatively we are doing quite well that is all certified positions where the survey that we issued through aspa is really just looking at
089teachers and then that's compared to last year as well we were at 97% staffed about a day prior at that point in time when we pulled this information um and something to consider when we look at this information between the 97% staff and the 95% staff with certif positions is that we did add a Spire this year so we did add um a whole campus and that could be part of that uh differential that you see there and then additionally we always want to remind our staff that it's important that they go to covid reporting um to report their covid situations whether they come in contact or they are symptomatic okay uh thank you both uh Jenna and Jim and so with that President O'Brien we have concluded our safe and healthy schools report and
090can now field questions thank you Dr zerbach um Mrs orway thank you um my standard question would be we had 1,35 students in the last two weeks that were quarantined due to Maricopa County Health regulations correct uh yes that is correct and if there were required indoor masking that number would be drastically reduced uh president O'Brien Miss Ordway that number would uh likely be reduced due to the exemption that mopa County allows for um that if both students are wearing a mask uh m public county does not require them to um quarantine correct okay thank you Dr gallagan um I don't know um I know that we asked for this and I I can't remember exactly when we're going to get the report but when we do the D D's and the fs report um
091I think it would be good information to see uh if you can extrapolate the information from those that have been quarantined for 10 2030 how whatever the situation is to see where they would be because I do know that in spite of covid there are some students that struggle whether There Was You know the covid situation or not but I want to see what the effect has been on the quarantining on the students and also um I'm going to ask again How would how do the teachers uh keep up with uh the Johnny the Sally the Mary and the Jacks that have been gone this week and that week and this week and that tried to keep up uh diligently with their canvas but the canvas is as good as it can be without being
092in a live classroom so I'm just trying to figure out um how we're doing what we're doing because I don't want kids to uh be hurt by us not being able to say hey 13005 of you would have been about maybe 80 or 90 and you could have been in a classroom because I find that we have put teachers and students in almost impossible positions right now so if in the report you could do that that would be awesome thank you president O'Brien Miss orway we have that report plan for the November 9th board meeting perfect thank you Mrs Reed thank you um going back to the bus driver page um sorry bus driver slide I remember um I'm sorry I can't remember if it was this last year or the school year prior but
093one of the reasons that we saw an increase in our um amount of um contracted um transportation was because of the interpretation of the transportation law you following me yes okay um so this doesn't this doesn't have anything to do with that still does it wasn't that um wasn't that changed or the interpretation of it was was changed uh president O'Brien Miss Reed I don't think the interpretation was changed um I think there was a a a general agreement that it wasn't going to be followed um but I don't believe believe that there was ever uh anything that was formally changed um what you see here it would be impacted by some of that because there there are still limitations um that are in effect for driving a bus and how many hours you have
094to have uh of rest uh before you can continue to drive again so there would be an occasion where somebody may have reached their uh total hours um that wouldn't be able to drive for us even though they would be willing to do so um they would not be allowed to do so uh it would violate their their certification so some of that is included in us having to Outsource because we would have people willing to do so that have exceeded the um the allowable hours to drive thank you so are there are there drivers that um that are able to drive that are just choosing not to pick up um some of the additional evening shifts as far as um Athletics and and band and all all of that good stuff or is it
095just solely that we don't have enough bus drivers uh president O'Brien Miss Reed yes there are bus drivers that elect not to um take any of the additional routes uh that we have especially the extracurricular activities thank you um Mrs Moffett I just want to verify my understanding of some of the numbers you gave us so this the Statewide teacher shortage is that of the 74.1% filled positions 55.4% of those are filled with teachers who don't meet the state standards correct okay but here in Deer Valley when you say we're at um want to make sure I look at the right year 95% of our certified positions are staffed of those 95% five are 5% are filled with subs or the other 5% are filled with President O'Brian 95% of our certified positions so not
096only teachers are currently staffed the other 5% to equal the 100% are we are feeling in a variety of ways most of them being uh substitutes but we do have for example we could have um a guest instructor in a position actually no I will I'll I'll take that back because a guest instructor would not show a vacancy it is a viable way to cover a classroom with a a certified sub certificate and staffed as a um guest instructor so those would be either um positions that don't need to be filled but we would like to fill them for example an instructional Cod not need a substitute but it still does a vacancy that we would but a class room with students would be U would have a substitute in it and is that substitute
097considered meeting the the standard requirements because they are certified substitute they could not the standard certificate um it would be a sub certificate would be an alternative way Al to sta a classroom okay all right thank you all for your information appreciate it thank you at this time we will have our um call to the public Mrs Ordway will um call a couple of names to come stand near the microphone and then she will read the um admonishment what okay thank you uh Tiffany Rivas Colleen septon and David Alvarado and Shantel break uh the board invites public comment on the district's business and in general and on any agenda item in specific all speakers must observe the rules of decorum speakers must fill out a card listing name address topic and hand it to the
098board secretary prior to the president calling the meeting to order speakers must make their comments in no more than three minutes it is necessary if it is necessary to accommodate all speakers 30 minute overall limit the board president May shorten each speaker's time constructive criticism is in order rudess vulgarity disruptive conduct or remarks disrespecting personal dignity are not in order and will not be allowed under Arizona open meeting law the governing board cannot discuss or act on any items not listed on the agenda board members May respond to the criticism made by a speaker ask staff to review a matter or ask a matter to be put on a future agenda so I'd ask our um first speaker to step to the microphone state your name for the record and then your time will begin
099and just as a reminder to please um not use any um names thank you good evening you have to step you could probably just step closer or you can use that one good evening my name is Tiffany Rivas I currently reside um within the Copper Creek School boundaries um I was recently made aware that the School boundaries are being proposed please start the clock sorry just one second please start her time please continue I was recently made aware that the School boundaries are being proposed uh to be moved to the new school that's being built um I wasn't at the last meetings do not have the current information that was discussed but I'm extremely concerned that we will potentially be moving about 4 and a half miles north of where we currently reside we purchased
100this home three and a half years ago we fought we went through a bidding war and our number one motiv motivation was to ensure that our young children could be within walking distance of the school we literally live right around the corner of the school we do not have family nearby to help get them to school so um potentially them having to go to the new school is concerning to us as we are both working parents um my concern is is that the other surrounding areas around the new school um could fill that and um it just seems very uh not helpful to the parents to move the students so far away from their home school um that is my concern I know that the item is going to be uh presented later along with
101the upd the updated School boundaries um so I decided to speak before it was heard to give my comments before the vote on next meeting and my concern that um we will potentially have to either have our kids but us to the new school or figure out some sort of transportation to take them there and back every day when we literally are within walking distance of the school and we take the opportunity to exercise morning and night and get the kids out and walk them to school and we won't have that capability if we are moved to the new school when it opens for next school year thank you for your comments thank you the next speaker I'm sorry could you state what school you were referring to Copper Creek Copper Creek thank you hello
102my name is Colleen sein I am here I am the guardian and Granny of David running Eagle eight years old Lakota Indian great great great grandson of Crazy Horse I'm letting you know that a month ago I got a a parental permission FP that was supposed to say that I needed to sign off for a survey a panorama survey that the schools are giving to the children I've asked for one month for the questions and everybody I've talked to from Green Brier to Arrowhead to the people that work with you guys to Mr Scott Smith I remember name because he has a very unfortunate set of initials but I am letting you know that nobody seems to know what those questions are I have emails to prove all this and I'm also so I checked
103it out myself and the Panorama survey is a survey you're giving to 78 n and 10 year olds about gender fluidity sexual ual ity and racism now you guys send me links showing me that no you're wrong the Panorama survey is this but I've got twice as many links showing me of what it but what I'm saying it is also on Fox news they've done a report on this so I was told by Mr Smith that he would get me the questions on Monday last Monday and I knew this SCH was off but I thought you know you guys are the teachers the doctors you know you guys are the wheels so he must be right nothing so I had to email him he said he forgot he was off for two days but that
104your board said that he had to wait another week to let me know what those questions are so what I'm saying to you guys if you guys are so courageous to give these kind of questions to seven eight and nine year olds and 10 year olds I'm 64 big old fat granny right here you can give me the questions let me see what they are let me check it out so and so all I'm saying through this is please I know you guys are a business I know that the children are not your priority it's the parents job to watch their kids and the parents are being put on notice too because the parents are signing these permission slips without even looking to see what they are we're all being put on notice somebody needs
105to step up to the plate and let me know what these questions are and I'm asking you also who's going to administer these because if you do give these questions thank you for your comments ma'am Dr Finch will you please make sure that she gets a copy of the questions and ensure that all of um we also have a copy of those questions in the board report this Friday for us all to see y thank you so much they'll be posted online as well it's the thank you for your comments ma'am the next speaker will step up to the microphone state your name for the record and then your time will begin my name is David alado I'm a Community member here in the Sierra Birdie the Sierra birdie Elementary School area I'm going to
106read a a statement here that was put out by West Valley parents United on October 4th 2021 the US attorney general issued both a statement and an order for the FBI and Nationwide law enforcement to develop new strategies designed to counter America's new threat the Mam and the Papa bears since us attorney general merik b Garland was appointed by Biden violent crimes have jumped 3% human trafficking is on the rise migrant encounters the US border have reached record numbers and academically our children are average Best Yet the Biden Administration feels parents have become a nationwide threat you've been calling parents terrorists the re the real victims here in all this are the children they have always been victims our children have been used as pwns for Twisted political games for decades and parents have finally
107have had enough Co 19 has had devastating effects on the world but with with every negative there is a positive that positive has been the revelation of massive corruption throughout every inch of our government institutions and public schools are no exception and the institution of education has been exposed to the rampant abuse of power manipulation and the dismantling of family religious and Community influence on Our Generations on our future generation this current Administration can issue warnings to parents and threaten legal recourse all they want parents will never be made silent parents have the right and will always have the right to speak out against anything they deem inappropriate or detrimental to their child's well-being and that is what's being a parent is all about this Administration needs to get their act together I'm not going
108to read what it says here criminal conduct behavior is widespread but one of the few places where it is not occurring is here at these school board meetings the voice of intelligence is drowned out by the Roar of fear it is ignored by the voice of desire it is condra indicated by the voice of Shame and is biased by hate and extinguished by anger and most of all it is silenced by IGN ignorance you know being an educator myself I love it when students ask me questions I don't take offense to questions and it seems like when parents stand up to ask questions they're not getting answers and they need to get answers because it's not going to go away I appreciate your time thank you for your comments the next um we're going to
109read a couple more names before the next speaker you can step up but just wait to begin Cecil spand Chris Rocher Christina Rogers Heather yes Heather lri thank you if you could just um Lisa Taylor state your name for the record and then your time will begin shantall break okay so I have uh eight kids my oldest graduated from Boulder Creek in Deer Valley School District started in kindergarten so I've been here for the Long Haul um so three kids in High School Boulder right now four more at Canyon Springs um I I wanted to first of all I wanted to thank Dr gallagan hi um for taking time to meet with me after I spoke last time about my son who is a sophomore and is struggling significantly um after being mandatory quarantined you
110know because of the contact contact tracing um uh I appreciate the question actually that Ann Ordway asked um because I was curious also about numbers regarding how the quarantine is affecting all of these thousands of healthy children that are sent home and so I ran my own numbers and I wanted to share I wanted to follow up and share um from with my own son because I was curious um before he was quarantined and I did this October 4th so it's been I haven't done an update but um before he is quarantined his average grades were at 81% not straight A but still decent um during quarantine his grades were 49% that's a significant drop since then he's at a 68% average for all of his classes he has three FS um he has not
111been able to dig his way out of the hole the principal's been in contact with us the counselor his teachers we are all trying we are all frustrated he's frustrated I'm frustrated the teachers are frustrated I don't expect them to go and spend hours with him um what I'm wondering and asking is for solutions for when the kids come back from quarantine if you're going to continue to enforce it um private tutoring I looked into this week is $60 an hour I don't have money to spend on $60 an hour he has learning gaps that are not being addressed he's he can't do the assignments that are building on previous knowledge that he was not there to learn he didn't have the instructional time to learn that when he was gone I just learned today
112that he's being quarantined again and he can't even catch up so I'm just really frustrated for him and for all the other kids this is just one kid and he got a lot of attention and I'm grateful for that but it's not enough we need more resources I know there's not enough teachers to go around there's plenty of private tutors though like if we can get vouchers for tutoring or after school something I don't know but there has to be something um or stop the quarantines exactly thank you they're they're unnecessary and they're hurting the kids they're doing far more harm than good that's all thanks thank you so much for your um comments and our next speaker my name is Cecil slandy um good evening good evening everyone so I used to be a
113dvusd parent I withdrew my child from Diamond Canyon last year at second grade after three weeks of zoom and then I homeschooled her for two weeks then we found a charter school that would take her in even with masks which is not even let's not go there I am here because I have a lot of parent friends with kids in the district and they are not able to speak up for fear of retaliation so I want to speak on their behalf at the board meeting on September 14 a district employee had a parent kicked out for not complying with assigned seat rules last I checked we still live in a free country and not in a Communist Regime but maybe that's no longer the case while we respect and follow rules they should be rules
114that make sense it seems that the district implements tyrannical rules and guidelines that do not make sense um including quarantining my friend's son who is a third grader in Diamond Canyon was quarantined due to being exposed to a covid case while this third grader is a smart kid and I'm sure he did not fall behind during the quarantine period I know of other kids in that same school who are struggling to read I know this because I volunteered many times at that school in my kids classroom we just heard today from the city of Phoenix that our district is now going to be a technology Corridor with all the anticipated growth and yet quarantined students do not even have access to to classes that can be achieved through the use of Technology um we saw
115some slides today the bond project list for fy21 in that slide it said something about Chromebooks but then the quarantined the quarantined children do not even have access to these for learning why is it okay for thousands of people to be in crowded sporting events while children have to be socially distanced masked and worse quarantined a neighbor's kid told us he has to quarantine for playing with a basketball that was touched by a kid who had the sniffles I mean how is it that people including children can go to groceries or restaurants where there is so much contact that is not being traced but there are no reported outbreaks sorry um please keep the children in the classroom for some children it is their only safe space in addition I have talked to some teachers
116where the prolonged absence es due to quarantine are a burden to them because they have to work harder to catch the kids up so they can legitimately move up to the next grade level thank you all for your time thank you for your comments please state your name for the record and then your time will begin Chris De Roch I've been told by dvusd that they must follow County Health guidelines and if that's true I can't figure out why they're not following all of them um I found this on the Arizona Department of Health Services it's the K12 school guidance for covid-19 mitigation strategies Universal and correct use of masks we're not doing that physical distancing no the kids are obviously within six feet and that's why they're getting close contact quarantined handwashing and respiratory
117etiquette I have no idea cleaning and maintaining Health Facilities hopefully um and the contact tracing um it seems like dvusd is picking and choosing and um they won't admit that it's a choice because it's not a law um I was given a statute that says um isolation and quarantine Authority has been delegated to mcdph by AR 36624 the statute indicates when an infectious or contagious disease EX within a county the C the County Health Department May adopt quarantine and sanitary measures so it says may it does not say must also only close contact quarantining non-vx and non-m mask wearing students is not only discrimination it's damaging kids education how can kids catch up when they come back to school from being quarantined if they're trying to learn new information it it doesn't make any sense
118you can't contain an Airborne virus like covid the asymptomatic are spreading it all over the place all the time without knowing it and that's vaxed and not even on the CDC website it talks about breakthrough infections that the vaccinated are still um getting covid spreading it dying from it so I don't understand the close contact quarantining if you're vaccinated you don't have to be in quarantine so it makes no logical sense under the dvusd policy manual there's a parents rights that are protected um parents Bill of Rights definition all parental rights are reserved to a parent of a minor child without obstruction or interference from the state any political subdivision of the state any other governmental entity or any other institution including but not limited to the following rights the right to make Health Care
119decisions for the minor CH minor child and I'm sorry for those that are in imun compromised but where was the fear and the mask wearing two years ago when there was influenza or the swine flu or the bird flu or any other virus that could potentially kill someone that's imun compromised that's why we have online school if you're that fragile you need to be on online school okay I don't have enough time for the rest thank you thank you for your comments please state your name for the record and then your time will begin my name is Heather lry my name is Heather lri and I have four children I'm here speaking on behalf of them their future their fellow students and their teachers who are too afraid to speak in fear of retaliation Deer
120Valley District policy section B says local school boards are instruments of Arizona legislature and derive their Authority from the Arizona Constitution Arizona statutes and the regulations of the Arizona Administrative Code the board shall act as the general agent of the State of Arizona and carrying out the will of the people of this District in the matter of public education the duties and obligations of an individual board member include but are not limited to the following to accept the responsibility for confidentiality and appropriate matters especially those dealing with personal information that could cost the district money support or public confidence to represent the board and the district to the public in a manner that promotes both interest and support dear valy board members you are on noticed social emotional learning critical race Theory requiring masks vasin
121vaccinations quarantining contract tracing or all violations of our constitutional rights and freedoms you will not make medic you will not make medical decisions regarding these children you will not decide if they need to wear a mask you will not contact Trace them you will not infringe upon their right to life and Liberty you will not infringe upon their freedom of opinion and expression and you will not infringe upon their right to an education the trauma you so-called leaders are causing our children is Unforgivable and why we will never give in your tyrannical ways the law does not supersede the Constitution your mandates do not supersede the Constitution your policies and procedures do not supersede the Constitution your superintendent M Mr Finch does not preceed the supersede the Constitution either none of you supersede the Constitution
122Mr Z as you like to say please help spread the word not sure if you are aware of this but the feds will not help you if you violate the Constitution neither can the police and neither will your employer I hope you get your heads out of each other's behinds and recognize the severe maladministration that is taking place right here in this District you all of you will be personally will be held personally responsible for your choices in any and all orders policies procedures mandates quarantines that you choose to follow that violate the constitutional rights and freedoms of my children or any child that attends this District this is is not a threat this is a promise thank you for your comments please state your name for the record and then your time will begin
123hi my name is Christina Rogers I have a nephew who's in this District my brother was unable to attend but I'm here to give you guys some numbers I'm not sure if that microphone's on can thank you will you start her time again please okay go ahead and start from beginning please I'm here to give you some numbers on mask schools and unmask schools to prove that mask mandates are not warranted like the board members are trying to push these are the numbers for on the dashboards for three Mass School Scottdale has 24787 um people in their District they have 49 cases and it ends up being 0.002% Flagstaff unified a mask school has 10,116 people and 296 six cases 0.029% Phoenix Union has 28,1 124 people 219 cases at 0.77% now here are the
124unmasked Poria district has 41,0 99 students has 169 cases which is 0.41% dear Valley 36,6 76 123 cases 0.33% daart 26897 cases .36% there's your study the masks do not work we need to stop and not even consider them you wanted numbers there they are there's your case studies it's on your dashboards everybody in all the districts those are from your your District dashboards so that is proven that we don't need to mask our children but I am going to give you um one number that is very concerning to me Teen Lifeline has seen over 50% increase in suicide calls in our teenagers from 10 to 24 those numbers matter you know what else there's been 1,500 kids in Arizona from ages 10 to 14 years old who killed themselves last year those numbers matter
125the covid deaths they don't even near 1500 kids those are the numbers that we should be looking at you know what there are one suicide every six hours in our children one suicide takes place every six hours is that happening with covid no so this emotional distress that you're putting on our children is not okay these deaths matter you need to look at get all of them so when you're thinking about masking our kids quarantining them they're contemplating suicide those are the numbers you need to look at thank you for your comments oh sorry please state your name for the record and then your time will begin hi my name is Lisa Taylor and thank you for your volunteering on the board uh my first point is the new boundary proposal is like a quilt
126patchwork you're wasting taxpayer money busing kids past schools that are closer to their home uh we have a bus driver shortage you just set of 25 short now and we're going to add another school that makes no sense and you're not being fiscally responsible we could have given our employees a bonus that work through Co like other districts did and we you teach climate change but uh we're going to have our carbon footprint even further by driving all over town not to mention less time on the bus for kids okay the district says they don't teach sex education my freshman in his health class was taught that there's not just two genders there are up to 20 genders in eth grade he was uh had to fill out a getting to know you page that
127asked what his pronouns were uh and as far as that survey I signed no you cannot survey my child so I hope no one does uh you say you don't teach CRT fourth grade vocab words were Refuge migrant amnesty do you see a pattern there my freshman in ela now said the reason he's reading To Kill a Mockingbird is so they can teach racism again because there's no social studies curriculum for freshments at our High School uh there are posters with skin color different skin colors holding hands saying respect each other what happened in the pillars of character there's also a yoga Buddha picture isn't that isn't yoga a religion uh teen suicide is higher uh my son was taught in his health class that suicide is higher for minorities because they're oppressed he was
128offended since his brother was has been in the hospital twice for suicidal ulations okay uh intervention my child failed uh his original class last year one of his math classes I got an email from the district saying they're going to um follow up with him no one ever did anything my son had go to the teacher and get himself passed in the class the school safety report and healthy report is a waste of time you're not medical doctors let's get back to teaching about education now the virus is not going away and if you really cared why was there no soap in the ridge bathrooms for a week during the Tik Tock challenge you know no one can wash their hands when my uh child was uh I have so many notes all right yeah
129I agree with everyone on the quarantine also it's Overkill employees are forced to come back to work because they're essential my child's education is also essential and uh allowing students to turn in assignments late is not fair to teachers and it's teaching our kids to be irresponsible it's not preparing them for real life thank you for your comments [Applause] ma'am I would make a motion that we approve consent agenda consent agenda 5 a through 5n I second all those in favor please say I I I I any opposed hearing none the motion passes unanimously we need a yep to make a motion that the governing board approve employee out of state travel oh was that correct yeah at of State travel per governing board policy [Music] gcce I second have a motion a second is
130there any discussion hearing none all those in favor please say I I I any opposed hearing none the motion passes [Music] unanimously make a motion that the governing board accept the administration's recommendation to pre-approve the agenda as presented I second any discussion or questions seeing none all those in favor please say I I I I any opposed hearing none the motion passes unanimously make a motion wait could you hold on one second because I'm waiting for my system to catch up thank you item 6c I would make a motion that the governing board accept the administration's recommendation to approve the annual financial report for fiscal year 2020 2021 I second and for this we have um some comments from Mrs mock Jim okay president O'Brien members of the board Dr Finch and guests we are
131honored to present for a second time this evening uh regarding uh not the current school year but the past school year we are required every year by October 15th to have the governing board approve our annual financial report from the prior fiscal year but before we ask you to make the approval we're going to go through some of the highlights from fy21 first highlight total of all expenses decreased slightly from 377 million ion in fy20 to 372 million in fy21 that is a total of all funds our maintenance and operation our Capital our bond spending Debt Service all of our grant funds basically everything except for two funds that we have they considered Enterprise funds which are our student funds and our um print services department our overall M spending however was up slightly uh
132by 3.4 million or 1 6% we had an increase in state funding and continued uh restoration of District additional assistance in fy21 that we moved into our m&o as a reminder District additional assistance is actually our Capital funding but we do have an opportunity to move it into M for those type expenses every year as well because we are committed to and thank uh thank the governing board for continuing to be committed to our staff and showing them appreciation we did have overall increase on spending for salaries of 2.35 million or 1.7% over the prior fiscal year our projected M carry forward if you will remember when we adopted our current budget was at just under 12.5 million but our actual amount is now 16.1 million we operated very cautiously and responsibly during fiscal year
13321 just not knowing what was going to happen um financially from the first day to the last day of the school year due to partially the uh driver shortage that we discussed earlier in the meeting our transportation spending decreased $623,000 or 5.7% now overall 623,000 isn't a large amount but because the transportation budget is only between 10 and a million 10 or 11 million on an annual basis that is a large amount for that specific line item so you will see that on uh the m page that it's that 5.7% decrease an increase that you will notice uh is our plant operations or our 2600 also known as our facilities facility maintenance that includes our custodial custodial supplies paper towels cleaning supplies uh PPE all of those items fall under 2600 and for a second
134year uh also utilities and for a second year in a row we had an increase in our 2600 an increase of just over $1 million due to utilities and those increased Supply expenses we want to point out something that uh we discuss each year and that is our general Administration or our 2300 line spending increased 1 million from um in fy21 due to an increase in the retire the cost of retiring insurance uh we're not big fans of being required to code retiree Insurance in the 2300 program we'll talk a little bit more about the programs as we go into other slides but regardless of what position from what position an employee retired from we are required to code their insurance to 2300 even if they were a teacher that would have normally gone into
135a 1,000 or instruction line our overall instruction did decrease slightly to 58% % of overall M spending historically our percent in instruction spending uh roams around 58 to 60% so it's not uncommon um but uh we do believe some of the teacher vacancies uh attribute to part of that as well Capital spending also decreased from 6.5 million um to 6.5 million in fy21 from 8.1 million in fy20 that should say due to a decrease in curriculum adoptions so the main difference in that is that we did not have some of those large curriculum adoptions last year Dr gallagan and her crew are already working on updated curriculum we've seen a couple of those recently so that may uh we may not see that decrease continue going into this current school year this is just the
136uh very uh small fonted um known as gy font I can't take credit for it I don't think he can either this is from the auditor General's office but uh I do apologize if you can't read that this is uh just the chart um from which we picked out the um some of the highlights from the previous slide this is the graphical representation of some of those categories that we were just talking about we're going to look over to the right hand side of the screen and let me point out first of all that these are our percentages from fiscal year 20 and then our next slide will compare to fiscal year 21 so you can see in fiscal year 20 our 1,000 category or instruction on the right hand side 60% of our overall
137maintenance and operation budget just to put some numbers to it um that is for the current school year uh over $125 million of our maintenance and operation budget is what that 58% in this year looks like um our next greatest category is our 20 uh let's see look around the horn there is our 2600 maintenance and operations that we just talked about having two years of an increase uh then we go down to uh 2100 it's kind of an orange color on the bottom left hand side of the slide that's student support is what that should say I think the support got cut off most of those Services reside in student support services and do Dr mccusker's Department these are our uh occupational therapists our physical therapists speech therapist nursing Services um and one area
138of front office staff our registar are actually coded um in the student Support Services as well um following that we would move on to our uh 6% left hand side 2400 School administrators these are all of our principles assistant principales Deans and our other front office staff our secretaries and accounting clerks and any front office clerks as well um let's see Transportation comes in at 5% of the overall budget and going down then to Central Services 2500 4% Central Services is uh basically the business services most of the folks here at district office fall under 25 200 Central Services including Finance purchasing accounts payable payroll Human Resources um those who are not included are um 2200 instructional staff which include Dr zerbach and his department and Dr gallagan and their Department instructional staff are the
139curriculum instruction Specialists um Dr Zabo Department who provide direct support to the principles and to the schools for uh administrative leadership coming in at 2% as well is General Administration 2300 that's going to include the superintendent the governing board uh legal costs for the district as we mentioned earlier our um other post employee benefits our retiring Insurance fall under that 2300 category and so for these same categories for fy21 we really didn't see any changes we did see that slight decrease in instruction that 1,000 um on the right hand side and an increase in uh operation of plant to 133% 2600 toward the top left Transportation remains at 5% um 2500 for the business services at district office remains at 4 School administration at 6 General Administration and instructional uh staff at two student Support
140Services rounding up at 9 again now another thing that I would like to point out um a report that we're not going to see tonight but later in the school year we will have the opportunity to present to you the auditor General's uh District spending report and for those categories um 1,000 instruction 21,000 students and 2200 instructional staff all count toward our classroom dollars and that percentage um has not changed year-over-year so or I think that percentage dropped 1% year-over-year um our 20 400 2500 and 2300 that represent administrative spending overall hold the same percentage of our M budget from year over year um and I think we wanted to point out one more um we had just some request for information when we're talking about the other post employee benefits and that retire Insurance
141uh how much of that actually attributes to that 2,300 function for General Administration it is actually coming in right around 72% of the funds spent in that 2300 General Administration are for those retiree benefits um something that we started uh in 2018 2019 was we had the opportunity to move some funds into uh another Enterprise fund for post other post employee benefits and um that that will allow us in the future to use that fund to pay for that retire insurance as opposed to our ML and it would free up our m&o and we're talking many many years down the road so because this year the cost of our retiree benefits increased $1 million from about 2.8 million to $3.8 million um even with the additional carry forward that we saw this year that allowed
142us to move some additional funds we moved one .7 million into that OPB fund and that is a goal of ours to try and do that every year in the future so that future executive cabinets future governing boards are not going to have to have the discussion about M budget and how much of those funds went into the retiree insurance that it will be self-funded and we will be able to commit the full m budget to our current employees and staff opposed to our retirees um and with that I will take any questions regarding our fiscal year report are there any questions board members you did such a wonderful job there no questions Mrs mock I do appreciate you um going extensively over the retiree Insurance costs um thank you so much thank you and
143now we need a a vote we had a motion right yes ma'am all those in fav say I I any oppos say nay hearing none the motion passes unanimously and we will move on to our school's school facilities board maintenance program report I will make a motion that the governing board accept the administration's recommendation to approve the Arizona school facilities board preventative maintenance plan per report for 2021 I second we have a motion in a second and I believe some comments from Mr miglino I think you're correct Bo I sure hope not I think Dr Smith might have some information regarding this I have Dr Smith then school facilities board I'm sorry I was not paying attention you were trying to thr me off there Mr mcino and okay I'm I I moved on I
144thought you maybe had a different job and we didn't know it I was just calling them up to up to on Deck I'm sorry the school facilities board preventative maintenance report uh is included in the packet this is required annually um uh it it identifies the sfb required tasks that we were able to complete by area uh so there's a set of tasks for roofing for HVAC for plumbing for electrical for uh uh specific services for special systems and for special equipment um we're required to fill out this report and the board president is required to sign it uh so we ask for the board to approve this uh each year um I I'm trying not to editorialize too much about this report uh I don't know that it has as much meaning and I
145share this every year uh for example they list tasks for us to test the electrical outlets um that we have throughout the district we do not have the manpower to test every electrical outlet so we rely on folks using an electrical outlet and Reporting if it doesn't work and then we'll uh look into it uh so we don't complete that task so you'll see we have fewer completed tasks in the electrical completed column um but uh other activities in the uh we do find important that are preventative in in nature and you'll see that we complete we have a higher percentage of completing those tasks so because it requires the uh signatures of the board president the superintendent and our facilities director we do ask the board to approve it annually so I really do
146hate to ask this Mr migrino but I'm going to have to do we receive any money from the state to do the school facilities um checks that are required by us uh president O'Brien no we no longer uh receive um uh funds specifically to complete the tasks or the reports that are required um but if we complete the forms then we can uh submit to a grant program that might be able to fund building renewal projects for us um and so there is a possibility of of funding uh that's why we do complete the report thank you Mrs Reed have we ever received any of those grants uh president O'Brien Miss Reed um I in not many um I can think of one in the last 10 years uh we had a electrical service uh
147that failed at ston Hills Elementary School uh and we had to replace the main service section um at that at that school and we did receive some um some funding that was several summers ago probably three years ago but in that's the only one I can think of in memory for the last 10 years and then just one more question um and these are recommendations that they come up with these are not necessarily um work orders or requests that staff puts in for things to be fixed around campus correct that is correct this is their identified required tasks per per area of responsibility thank you zway oh uh school facility board I have no questions thank you any other discussion with that all those in favor please say I I I any opposed hearing none
148the motion passes unanimously so I think U Mr mcino pay attention to the next one because it's Scott's turn um I would make a recommendation that the governing board approve the 20 20201 amended certified performance pay pay plan as recommended I second I think this is your show Dr Smith yes ma'am uh president oan members of the governing board uh similar to last year um when we had a tough year with uh ways for people uh teachers to get uh hours I decided to pull the performance pay committee back together again um and uh we actually had a really quick but good meeting uh here you see the performance pay committee members uh probably for the first time in a long time there are no vacancies you see we have another parent Beth Bach um
149and Candace Perez is Candace Mitten that got married is now Candace parez so uh that's the whole team very appreciative for what they do and um and how how efficiently we work uh so we we came back and looked at the hours component and we would like uh to uh propose an amended plan uh you can see there's no changes to the evaluation component that's the first component of the plan there's no changes to the bottom the bottom bullet no changes to the state of sign letter uh letter grade component but we wanted to look at the hours required responsibility hours and PD hours and recommend moving it from from 20 to 15 hours over the course of the year and for the reasons data there which is very similar to last year probably not
150as bad last year but still very similar to last year and then we also met with um or I met with uh Dr mccusker and her team and uh I added a few suggestions for teachers and itinerate employees to obtain hours in for this component and that should say community of practice training um both the prep and attendance uh for doing community of practice and then if you cover for a student not on your current case load in excuse me an i AP or evaluation meeting they could use those for hours also [Music] all right how we willing to answer any questions okay he just said Thank you so I guess you're not allowed to ask any questions are there any questions any discussion then I will call for the vote all those in favor
151please say I I I um and with that oh any abent or any Nays hearing none the motion passes unanimously I do want to say sorry I I failed to say Dr Smith um thank you to your committee members and it is nice to see the second parent position um filled so please let them know we are uh thankful for their work and yours okay preview item and my sheet says Mr mcino unless he's gonna call up Dr Smith is it wa maybe it's Dr gallagan that's time love to delegate this to somebody anybody right so um president O'Brien members of the board Dr Finch uh one of my least favorite things is to work on School boundary initiatives um I did adapt the presentation that we've uh shared at Community meetings to a presentation
152for this evening it's basically the same presentation with just some additional input uh for um uh regarding the emails that we've received um and so I'll just kind of go through this uh rather quickly um we did enter into the uh boundary change process I'll get into some of the details of that but we basically said that uh we were going to create new Elementary boundaries uh opening the new Elementary 32 as a k6 school as we have previously talked about uh and then not creating the seventh and eighth grade boundaries for uh Elementary 32 although we're making Provisions in the construction uh to be able to eventually trans um transition that school to a k school at some point in time probably um in the near future as opposed to uh later especially as
153you heard from some of the presentation this earlier this evening from the city of Phoenix uh and then we weren't uh uh interested in entertaining High School boundary changes at this point in time we just went through that exercise uh these were the steps uh the mailer went out um in the middle of September uh a postcard that we sent we weren't 100% sure which schools would be affected so I hope I name all of these correctly uh so we sent them to the communities in um and this was by ZIP code so we did have a little bit of overlap even including with the Poria School District um unfortunately uh but uh in the neighborhoods of Stetson Hills uh L prus uh teramar westwing um Hillcrest Middle School uh and Copper Creek uh elementary
154school so the zip codes related to those areas um we had an initial meeting um I like to remind everybody that initial meeting is not required in statute uh but we just try and provide general information at that initial meeting so that people have an understanding of what it is that the the the process as well as kind of the task at hand um we have the official meeting uh on the 30th of September uh this is required in statute um and we took input at that particular meeting and we actually shared a proposed boundary map and prior to the that meeting on the 30th we did actually post uh the actual proposed boundary changed um the new uh attendance boundaries on our website um which is also required uh we are previewing the boundary
155which is also not required in statute uh this evening so no decisions being made this evening uh we want to share it again in one more public setting and then we're going to ask the board to officially uh make a determination uh on the the meeting scheduled on no November 9th throughout this process we're going to continue to take feedback through the boundaries at dvsd.org email address um we've said we take uh that input through November 3rd that will give us enough time to prepare any additional input that we received for that November 9th um board meeting uh this is the actual statute um and I want to point out the orange or whatever color that might be uh is is new and it was effective as of 929 so it kind of became effective
156the day before we started the process officially and uh it is that uh and this was in uh house bill 2868 which was a portion of it was deemed to be um struck down by the judge uh this portion was not addressed nor was it brought to anybody's attention in the legal proceedings reging regarding that legislation which was uh the the budget bill that has um included many other things including uh attenders boundary changes um and it states that there's an assurance that if a school remains open and a boundary change does um um indeed happen and capacity is still available that the student can remain at the school that they previously attended uh it does not guarantee Transportation would be provided so essentially it allows for the students to opt into our open enrollment
157process and and um remain at the school I guess I would consider it maybe on a priority status um as we think about our open enrollment um process uh this is the board policy reing uh related to School attendance areas basically says many of the same things that were in the statute um this policy I thought we would have to update this policy due to the change in the statute uh asba is recommending that we just update our open enrollment policy um so JC uh at this point doesn't look like it's going to be changed um I think that we could change it if we wanted to uh but ASB is not recommending that uh we always talk about guiding principles uh so we look at proximity we look at a sustainable plan over time
158keeping neighborhoods together contiguous boundaries uh Transportation implications and the least amount of impact um when we whenever we have to consider a School boundary change and we talked about challenges that would be related uh to this particular uh boundary change so we have uh some new developments um that that are in this region we have student population changes especially as it relates to the pandemic um and uh students electing for online school and other options available to them uh we have the challenge of opening it uh Elementary 32 as k6 school and then expanding it in the future as a K8 school um we certainly have um what I call student progression issues so uh if we open it as a k6 school and I'm a fifth grader next year I'm a sixth grader I
159change schools my boundary changes and then I might have to go to a different school as a seventh grader because we're only opening it as a k6 school uh so those uh implication we always have school choice um uh considerations uh that we have to deal with um that also makes it very difficult to project the number of students uh at any uh given uh School and then we um have the challenge of maximizing the use of space at the available schools that we'll have with the completion of Elementary 32 uh this was the uh data that we shared with the board when we were talking about the option to build um Elementary 32 the orange are those schools that over their school facilities board capacity so Stetson Hills teramar projected to be West Wing
160um was and uh yellow is uh greater than 90% and again with some of the development that's happening uh in and around this area uh some of these projections would increase even from from this data this data was provided um prior to the pandemic uh so the numbers have changed a little bit uh but we are also seeing a a Resurgence as you heard Miss mock speak about in the enrollment report that were up uh students um um so in terms of the actual boundaries themselves this is the current Elementary boundary the highlighted area is the area around the new elementary school just kind of to um uh identify the uh the region the proposed new boundary would include the neighborhood uh immediately surrounding Elementary 32 and uh which is typically known as Stetson Valley
161um also includes uh Eagle Cove um which is an area that's west of Stetson Valley proper um but along Pinnacle Vista which is the road that um um provides access from Pinnacle Peak Parkway to the actual School site itself are into the Stetson Valley Community and um the uh the one area that we receive the most feedback is the area that's between uh 75th in 67th Avenue North of joax it's a community called alavita it's a new community uh that just has uh started up in the last uh two years and that Community is currently identified to attend the teramar school um we are proposing that that school uh would be re um boundary to the Los pra school which would then give us uh a more viable option at Los prus in terms of
162student enrollment I did ask our demographer and currently we have about a 100 students uh from that Community um in in the numbers I'm going to share with you uh that's expected to grow to uh just over 250 students um and so that would uh provide for additional student base at Las PR's and that Community is the newest of communities in this particular reason so not all of those homes have actually been built or are occupied at this point in time um we did hear initially about um the triangle of Sonora mountain and pyramid Peak which is the Copper Creek area kind of the light blue uh triangle that you can see up there the initial feedback we received was that um they wanted to remain at Copper Creek um um about 13 years ago
163we had to make the unfortunate change because of overcrowding that was happening at terar at the time and um assigned that area to Copper Creek and then to Hillcrest Middle School um initially we heard that people wanted to remain um of late uh we've received probably equal number of uh emails um that are uh stating that they would like to be considered to be um assigned to the new elementary school um that would be a little bit problematic and I'll just remind the board that we do have a future School site in Sonora Mountain Ranch uh although it's not in our planning on our five-year planning window but if the development residential development that you heard the City of Phoenix speak about this evening um is to happen uh there are two Crossings of the
164capap canal that uh have been shared with us one is at 51st Avenue which will be in close proximity to Elementary 32 and the other is at 67th Avenue which would be in close proximity to the Future School site that we have in snor Mount Ranch so um that would may be a viable option uh in in the future is to be able to handle not only the Sor Mountain Ranch Community but maybe a development that happens north of the capap when that becomes uh uh when that becomes developed or at least when that sand that land gets sold by the state land Department um so I think the most contentious part of this uh change is the AL Lita Alo aloita Community which is difficult for me to say um and um everything else
165seems to we have not received a whole lot of um uh negative feedback from uh this is the current Middle School uh attendance boundary again that Al R site is uh identified to go to teramar uh in the the pink color there uh it changes to the Hillcrest Middle School um I'm going to call it yellow color um with the uh proposed option uh we are calling this option 3D because we looked at various options this happens to be the third option the fourth option of the third iteration of of boundaries that's why it's 3D it's not intended to represent anything else High School boundaries again did not change uh so sander de o Conor and Mountain Ridge uh boundaries would remain unchanged here's some projected enrollment numbers from our demographer and what this does
166is try and create a balance of of uh uh student projections uh over time um and one of the things it does is um creates lasus uh as a smaller School than it is currently today so currently with uh just over 740 students um would reduce it down to um 421 students if the boundary was in place for this school year uh so that is um I think something that is a little concerning uh so we've had some initial conversations about potentially a magnet school of some sort a magnet program or something at that school that would help uh draw students to um uh to that particular campus uh we even received uh some email suggestions about maybe making it a Traditional School uh similar to what happened at the Traditional Academy at Belair so
167um there probably should be some consideration for uh programming at Las prus uh and that's with the allita community actually being assigned to uh to the L prus uh the rest of these numbers again or projections they're kind of our best guesses uh especially in light of the last year and at least um we can accommodate the students uh at the schools based on these projections and the capacities of the schools um this is just my attempt to try and go through each subdivision and kind of identify the ones that would be changing so the highlighted ones are changing so uh Crescent Hills um which is currently assigned to ston Hills uh would be um um changed to Elementary 32 and then Hillcrest Middle School uh Alita as I mentioned before currently assigned to teramar
168would U be assigned to Los prus and and Hillcrest pyramid Heights uh which is commonly known as Eagle Cove would change from Stetson Hills to Elementary 32 this is the community that on either side of Pinnacle Vista the the road that connects um Pinnacle Peak Parkway or pyramid Peak Parkway to uh the Stetson Valley Community and then Stetson Valley proper um which is where the school is located would change from Los pus and Hest to Elementary 32 and Hillcrest uh I mentioned um during the presentation that open enrollment is always an option especially with the new law change we were encouraging folks to complete the open enrollment form um and provided a link to that as well as those key dates that um we have a um the applications available in September but we have
169a priority status date in in December again with the new ch change the law if they were changing from um one school they would uh likely receive some special consideration but if they complete the form if they if they'd like to change um from any school uh if they complete the form by December that gives us more time to create the proper Staffing to be able to accommodate whatever the requests are of the parents uh kind of you know next steps really I mentioned uh early on we're really doing the preview tonight just so that there's some um uh public recognition of the proposed boundaries uh we're continuing to receive the input through the boundaries email although to date we've received less than two dozen emails which is a little lower than we normally get
170during a boundary um uh a boundary change process um as I mentioned earlier most of those are related to uh the the ones of late are mostly related to the um Alita Community changing from terar to Las prus and then um this seems to be although initially there was a request for the Copper Creek boundary to remain as is uh of late there's been some interest around the Copper Creek boundary and the northern P portion of the Copper Creek boundary um um potentially being uh dedicated to the new elementary school we did look at that in one of those interations um and unfortunately that just overcrowd the new elementary school and underp populates the Copper Creek School um and so that's really the presentation that we have to share um this is just actually the
171site plan for elementary 32 uh just as a reminder the cross area is an area that we're going to build the classrooms but not um furnish the interior portion of it and then the gray building uh which is the 500 building in the uh um lower left-and uh area of the building envelope is uh not going to be constructed in the initial phase of construction so I'd be happy to answer any questions the board might have Mrs zway uh just in general and I don't know why I've never thought of this before but if there was a um because always with new boundaries there is going to be someone that's so close but they go that way because that's how the boundary is if there was a concentrated number of families that open enroll to
172stay in that school and they could walk would we still provide like a crossing guard or or would they be and you don't have to answer that now because it might be something you think about but um I just wondering if there were families that um decided to stay and they were Walkers if we would provide that kind of um resource for them yeah president O'Brien uh Miss Ordway uh actually crosswalks um in general that we don't have jurisdiction of the roadway so uh crossing guards um so a crossing guard if it's a school crosswalk it's a so it's a school cross guard crossing guard or we can have an assistant um if it's just a school if it's a crosswalk that's not identified as a school crossing uh but those determinations are made by
173the municipality so uh they do a what they call warrant they actually count how many kids cross at a given time and they determine based on that count as whether or not a school crosswalk or a crosswalk is warranted um and and so that is done by the municipality so if an existing crosswalk to the school exists because you used to go to that school and now you're not supposed to anymore because you're going to the new school so it's already in existence but not going going to be used because of the boundary change but my question is if there was families that were still going to open en roll to that school and utilize that walking even though it's at the part that's not or or would that even happen I mean could that
174happen where where the boundary change and open enrollment would be impact or the the crosswalk would be impacted um I I could imagine that that could happen I don't think in this scenario it it it is happening because uh we are busing everybody from Stetson Valley Community uh to Las Brees and even the alova community is being bust to teramar so I think everybody that's being changed is currently being busted so I don't think there's any school crosswalks in the proposed boundary changes the reason I asked is we did have the person at public comment that said there with in walking distance so I don't you can verify that and just let me know if that's something that we would do if it if it existed to to Mrs erway's point I was actually going
175to ask you Mr mcino because I was trying to understand or or see between the two maps the the current attendance boundary map versus the proposed option 3D where we changed the boundary for Copper Creek that you would that would make you currently Within walking distance and we're sending those kids to Los breus so is there a change along the I guess what would be east of 67th I I mean I know my eyes are getting a little old but that looks like the same boundary on both maps to me uh president O'Brien I was a little confused by the speaker um Miss Ras I believe was her name that um because I thought she said she was currently attending Copper Creek and was going to be assigned to the new school um and so
176I'm not sure where that area is so maybe Mr Migo you could reach out to her to verify and help us and and maybe she you know she misunderstands or or we need to understand better where that is yeah I was unclear as to where that changes happen okay oh sorry I didn't realize you were still here almost everybody else has left so I apologize for believing for thinking that you had left so if you could please speak with her briefly so we could more about that that would be great Mrs Reed thank you um I know that asba isn't recommending a change to the board policy um and I don't know um what my fellow governing board members think I don't know that it would do any harm to add that new part to
177the bottom um I'm open to have having a discussion about that but I know that with School boundaries it's such a um sensitive and Hot Topic with parents I think that if if we were to put it that wording in two different places um it might just be a little bit more helpful knowing what we've already gone through with School boundaries um two years ago um so that was the first thing um the second request when you get emails to the board or I'm sorry when you get emails to the boundaries email address Could you um maybe include copies of them to the governing board in our Friday updates so we can see what what people are saying um because I don't I think maybe I've only gotten one email regarding boundaries um so that
178would be helpful um and then it I know that parents and students have a lot on their plate right now with fall break coming back and and grades closing and things like that um have we done emails and call outs have had the principles done that for um the schools that have boundary changes with the information on who to contact and where the information is for boundaries uh president O'Brien Miss Reed uh yes so the initial um message went out through um our Blackboard messenger for the schools that I identified and then we follow it up with the um postcard that went to all house as well in case we had somebody that was maybe a a parent of a non-school AED skid that was or non school-aged student that would become a school AG
179student in the in the coming years thank you can we just make sure we do that maybe once or twice more before we um this comes back on our agenda for a vote um and then knowing the miscommunications that were happening when we did High School boundaries um I would like to ensure that our verbiage is very very clear for parents to understand um the issues that will happen or the school rollup that will happen with fifth and sixth graders so they understand that process um because when we were when we were doing boundaries before we stated it multiple times about about um you know how our seventh graders would you know our seventh graders would stay or move in eighth grade do you know what I mean like the eighth graders for the next
180year would stay and the seventh graders would would move but I want to make sure that's very clear to parents so there isn't confusion sorry I I feel like I'm not being very clear but I'm hoping you're understanding what what I'm saying no I I do understand what you're saying um I think we're this is is a little more straightforward than the last boundary change that we did um but uh again so just so if I wasn't clear enough and and we can reiterate this when we resend out the notice to parents we are considering a k6 schools uh so that they would be uh any student in kindergarten through sixth grade in these boundaries would be going to uh the change of schools as of the 20 um 22 23 school year so um
181in the past when we've opened a school we've uh we've left the last grade kind of um to remain at their at at their school so they could finish with their um their fellow students um we're not considering that for this time so in order to make uh Elementary 32 a viable campus we we need all six grade all grades kindergarten through sixth grade um to also make it a viable campus in the first first year so we are not phasing in like we typically do if we were to open if we would have opened Elementary 32 as a K8 school and followed what we've done historically we would have opened it as a K7 school and then rolled the eighth grade in the second year uh in this instance and we've shared this at
182the at the public meetings we are opening it as a k6 school with all grades K through six so we're not um considering changing the grade configuration unless we have so much growth that we have to add the seventh grade the following year but that's not I won't say unlikely but it's not planned at this point in time okay I wasn't I guess I misunderstood what you were saying um and I I understand you know rolling out the k6 I just feel bad for the fifth graders who would go to a school for one year and then go to go to um Hill Crest for the the others I just I think that's a lot of movement but that's just that's just me we did take that into consideration um but the majority of the
183students um that are going to be uh reassigned to the elementary school are already assigned to Los prus and Hillcrest Middle School so they were going to change anyhow so the Stetson Valley Community is uh designated to Las brius U which feeds into hilcrest Middle School uh so really the changes that they would go to the new elementary school and then go to Hill crest uh as opposed to remaining at Las breus and going to H I understand thank you I just as a as a parent I think that's a lot of movement but they may be happy because it's their new um their new community school so that might ease the the blow a little bit thank you thank you thank you Mrs orway and Mrs Reed did you have additional questions okay thank
184you Mr um migrino and appreciate you following up with with our um parent who came Dr Finch can I ask Mr Ram a question of course all right well um because he was listening to the same the same presentation that I was obviously with um from Allan and Chris is there anything that you want to clarify or emphasize or um bring attention to that they spoke about that impacts this I was thinking of you when they when they were speaking yeah the one thing that um that doesn't show clearly on on this map is the growth that could happen in what um Mr Stevenson mentioned as South biscuit flat so um what would be south of the 303 and north of the capap canal uh there's a little bit of uh I think disagreement between
185the state land department and the City of Phoenix I think you heard him maybe even touch on that tonight about the the speed of which uh some of that development would happen when we've spoken with the state land Department they believe that they're going to um engage in conversations about putting up that Land north of the capap uh up for auction in the near future um in order to make that happen they have to put a Crossing uh uh across the cap at 51st Avenue uh the City of Phoenix says they're not prepared to do that at this point in time at the same schedule that the state land Department um is been talking to developers about so so I I'm not sure I'm not trying to we we're not trying to get into the
186city planning business at any stretch of the imagination but if 51st Avenue does go um across the cap and that's where the utilities get to serve the South biscuits flat area um Elementary 32 isn't an ideal location to be able to serve that Northern Community um and so one of the considerations that we could think about is but there's no delineation at this point to be able to know where to draw the line but north of the cap if we included Elementary 32 uh boundary north of the cap we would include maybe some of that future development that could be not so far into the future um and it would make sense because again 51st Avenue would be the conduit to be able to even cause that that development to take place uh so you
187know again looking at this map it be kind of increasing that green area of the new Elementary North um above the cap uh and right where the Kink is in that um in that color the Little Bend in that that's that's really kind of the 51st Avenue alignment um so yes I think that there are some things that were part of the report that we heard that um are considerations for the boundary unfortunately without knowing you know how all of that is state land so we don't know where the delineation is going to be or where the development is going to happen um to be able to know how that's going to um develop over time no no pun intended um thank you and and I guess to that point though if you if we
188don't I guess make a if we were to make a best guess what are the downsides of making a best guess now to add part of that Northern section to the new Elementary rather than having to do a [Music] reboundary yes so yeah I don't uh president O'Brien I don't know that there's any downside other than where to draw the line so I I I mean uh again if 51st Avenue is the conduit I I don't know I don't know where the development is going to happen is it going to happen east of 51st Avenue I know it'll be north um I don't know how far north uh so I don't know where to draw the line so I don't know if we include the entire biscuit South biscuits flat in new Elementary because it's
189currently assigned to Stetson Hills right which really wouldn't make sense that 51st Avenue was the connector because You' literally drive past the school on your way to Stetson Hills right so we could make the whole area assigned to the new Elementary School um that that's certainly an option and we would know early on what the um implications could be so we could do a boundary change potentially before uh before any homes were built to be able to identif identify them to the new elementary school I think there's no downside the only challenge is to determining where to draw the line but you have made the point that I needed to hear which is there would be enough time to make that boundary change prior to homes being built and um potentially children being impacted because
190you nobody would be living there we'd have some idea where the homes were going to be built and a future board could say now we want to add that into whatever lovely name Elementary 32 gets so okay thank you Mr mcino I appreciate that and with that we will move on to oh Mrs Reed has one more sorry just one one quick um comment you briefly talked about maybe adding programming or a magnet school or there were some comments about changing L press to a traditional school that came in through email um can we just get some more information on that in the Friday update as far as if I know that those were recommendations coming from parents but if there's any um thought that cabinet or Dr Finch has put into that what I
191don't want to do is I don't want to do boundaries and then have to redo that boundary or set the board up to have to re and a future board up to have to redo that boundary later okay thank you Mrs Reed with that we will um go into our discussion item which is the Arizona School Board Association bylaw change proposal consideration um we will accept that I just did something to my screen this this is a proposal to um change the Arizona School Board Association bylaws that would add an additional um seat to the board currently the Hispanic Native American Indian caucus um their president of the caucus serves for two years and it alternates between either um a Hispanic member or a Native American Indian member which means that they share that seat
192so for a 2-year period we either have a Hispanic yeah one or the other representing this proposal would allow there to be a seat for both um a Hispanic member or the Native American Indian and the Native American Indian member so this is just discussion so if there's any questions um I would try to answer them best I can or get you answers add another seat add another seat to the board how many board members does that make I believe it will make it 26 um I will say that this recommendation was um a unanimous U recommendation from the current board members to add the seat this ISS uh the Hispanic Native American Indian caucus this is their 25th anniversary uhhuh and they've been trying for um the whole time I've been on there many
193years to get that additional seat so that all student P um perspectives are represented around um the board table so are you asking for input um I'm happy to hear any discussion or I think it sounds like a great idea wonderful um we supported the board last year um supported this at the um annual conference okay well then it will um come back as an action item and our November meeting so okay and we will if you have any questions or thoughts before then that need to be covered please um email Sheila so she can send them to asba and Mrs O'Brien uh Sheila would you be able to send those notes to Mrs uh fiser and Miss paperman uh what we discussed so they would have an Insight on that before voting yes I
194also support this item all right uh governing board reports Mrs Reed um I hope everybody enjoyed their fall break and we're able to um have a little bit of fun and and relax a little bit um we have parent teacher conferences coming up so it's a great time to check in with your teachers and see how your kiddos are doing um just want to say thank you to our teachers I know it's a lot of extra work um doing parent teacher conferences um and a lot of late nights but I appreciate everything that the staff is doing to make sure that they connect with all of um the parents in unique ways um I have two requests for um board presentations um or updates one would be um from Community Education um I'd love to
195hear a little bit more about some of the things that they're doing and talk about the state of preschool and preschool and prek in our district um we know that we've got great preschool and prek programs we know that we want to continue to expand so I'd like just like to have that conversation um as a board and hear from um Mrs Irvin um and the same for gifted education um I think it would be at some point in the near future um good just to touch base with Mr laningham and see um what his department is up to and um all the great work that he and his very small team are doing um to serve our gifted students in our district um we had some public speakers that discussed the Panorama questions and
196I do just want to go back and um remind um our parents that are listening that we discussed or I did brought this up in um in a board meeting um back I think in August um regarding the Panorama questions and we we had some um some discussion and I believe those questions are supposed to be sent to the board so the board can see them prior to being sent out so if the board has any um input that we can weigh in on those um the board does not come up with the Panorama questions um that's not something that that we have discussed at all um as board members so um it the way that the questions were or the way that the survey permission was worded um did not provide Clarity to our
197parents so that's why it's really important um to me as a as a parent and as a board member to make sure that um that our district parents understand what information the district is asking and why we would ask those questions because because um if you pulled up State Statute there were like 16 different areas that that we could ask questions and some of those topics um really don't have any um really shouldn't be asked to our parents they're they're would be no reason sorry of our students there would be no reason that the district should need to know some of that information um we've had a lot of talk about um parents being unhappy about quarantining um and the districts following Maricopa County Health guidelines and um first of all I want to say
198thank you to the parents who are coming and who are speaking at the meetings and who are providing emails um we did get a um a legal opinion from our attorney regarding um the requirement to follow Maricopa County Health guidelines um and our attorney is saying that we are doing what we're supposed to do and has given us very clear Direction on that um so what I'm going to ask parents if you don't like um the current quarantining guidelines please contact the County Supervisors Maricopa County Supervisors and please contact the Maricopa County Department of Health I've also gotten emails regarding um natural immunity and I personally believe in natural immunity um and we that's one of the ways that we get her immunity from anything too um but that is not currently something that um
199Maricopa County Health Department is um looking into um outside of that 90day um um time frame of when you um had covid so if those are things that you would like to see those are the governing bodies um that you need to be talking to um as a board member I took an oath to follow um the Constitution to follow the guidelines and the laws that are passed forth I also took an took an oath to financially um protect our district and our students and I don't want to do something that is going to open up the doors for um Maricopa County to sue us um that's not something that that I I think is fiscally responsible um um I've seen a couple of things and I've gotten some emails um basically saying that I
200listen to everything that Dr Finch says and I'm his py and I just vote the way that he wants me to um and thank you parents for letting me know that I don't have to listen to everything that Dr Finch says um that's not the way that this works um Dr Finch and I have had disagreements we don't always see eye to eye but I handle those disagreements with a phone call or a meeting um I don't handle those disagreements at the de there's a lot of prep work that goes into meetings um we get board updates we get emails he sends us information if I don't have information enough to make a decision I ask him for that information um and then if I still don't agree with it then we talk through it
201um but I don't I don't think that it is prudent or respectful to be up at the de and to say things that are demeaning to him or to argue with him in this way those are those are things I know what's on the agenda well in advance um I know what questions I need to ask I know what information is being presented so those are conversations that I have personally with the superintendent um and um I was also told that I was not clear um at my last board report regarding my political affiliation for those of you who care so I'm going to clear it up I am a moderate Republican I've always been registered as a republican since I was old enough to vote thanks Mrs Ordway I don't know if I can
202follow that so I'm gonna uh stick to our student end of it and I think de Valley is football team is five and0 is that correct and then the Cardinals are that way too so apparently our students are um leading with the eagle so the Cardinals can follow I'm guessing that or the Skyhawk so I'm guessing how that that works but it's nice to again be able to um watch and listen to our students do the things that make them happy and staying in school and being able to be there is really important so I will once again say that um the students that will wear their masks at this point in time most likely will get to play the games and uh being in band and so on and so forth so that is
203a responsibility that uh students and their parents can figure out I do want to also say thank you to the principals who have um not any different than any of our other employees but they have taken on another 42 roles as opposed to the 21 that they normally tag on and they um they have a very tight family and they do support each other so um you figure out uh who supports the children who and then the nurses support the staff and then who supports the comforters so we have to make sure that even this guy over here has some support because he's got to work I mean he doesn't work for you Shield did I say that but we just all have to continue to take care of ourselves because despite um differences um
204of opinions we are all still responsible for our students and our modeling behavior um is very important for them to learn how to handle things that they don't agree with um and to behave and to be heard so I also want to point out oh he he must have left oh it's almost 10 we did have our student from OK Conor's uh newspaper here again and I appreciate the kids still being able to take a part so that's it um thank you Mrs Reed and Mrs orway so I would like to um thank all the parents who and community members who came to our meeting this evening um it is important for our parents and community members to be involved in education and and and come and speak their peace in um a civil manner
205uh we do want to hear from our community members and our parents and that can be done either at a meeting or via email I I think we're you know very um reachable either way and and we welcome folks to get um the facts and and the data from here rather than from social media uh especially the misinformation that is out there um I appreciate all that our staff is doing to ensure that our kids are in school and try to keep them up to date I do worry about our kids that are being continually quarantined and so if we could uh follow up with the mom who who came and spoke tonight about her student I would appreciate that as well as um maybe if you could address in our next maybe in a
206Friday update because we won't be coming back until um November the situation on providing technology to our students who are being quarantined and where that stands I that would be helpful for me um one of our speakers talked about looking at the Arizona Department of Health Services uh recommendations and confuse them with Maricopa County Public Health Department mandate regarding quarantine so just to be clear We are following the Maricopa County Public Health Department quarantine mandate it's not a guideline it's a mandate um and until it is other than a mandate we are legally required to follow it I know that there are many discussions happening um and we certainly uh it we don't take any pleasure in quarantining students and not having them in our schools um having said that uh the other thing I
207would love for us to follow up on Dr gallagan is the Freshman health class um I would appreciate an a followup to the to the board members and a Friday update and I know this is going to sound silly but on Miss seeing all your lovely faces again this month but we'll see you again in November and with that I will turn it over to Dr Finch for his superintendent report three things I want to uh mention one is it's uh legislative season season Lobby season so we're meeting with efga and ASA um working on uh legislation and um opportunities that will arrive we think there will be many this uh next uh session um obviously you're following the same news I am uh from the Supreme Court at a change uh to the governor's
208proposal and so uh he received uh some not notification I guess maybe would be the right word from the Department of Treasury um and so we have many things that are happening at the same time and we're kind of in the middle as a school unit as and that seems to be pretty normal so we will burningly second thing I wanted to draw emphasis to if you didn't get a chance to see the award ceremony one part of it um was about our students that were perfect scorers in math and Ela we had many students that fit in that box the other one was um the governor's uh relationship with Deer Valley um we are one of uh very few districts I believe there are three um in the state um that worked uh through
209our project momentum is what is called about $3 million $35 million towards PD with our professional learning communities and that's what has been our um our rocket fuel or jet engine fuel to keep us going and Propel us to the top and uh we have a flag in our um in our boardroom now to honor that um we have both um now that has also made us a PLC uh District which is also unique 11 I believe in the world so um that uh from the educational side we continue to March forward and we just want to thank the governor and his team for supporting us and last but not least uh it's fine art season and plays are starting to come uh choir band uh marching starting to put their their uh shows together
210and I believe we have a next Tuesday we have a show with all our dbsd bands I think it happens to be in the same time as our little Adventure so we're have to watch the recording but uh make sure you get out to support the Fine Arts it's that time of year thanks and with that our um future board meetings are posted um and do I have a motion for adjournment moved second all in favor please say I I oh we're adjourned at 9:57 p.m.
