001budget. Uh the district is required to revise the budget by December 15th to reduce its expenditures to within the calculated budget limits. Essentially, what that means is when we calculate in that we've had a reduction significant reduction of student attendance this year, average daily membership, the calculation automatically reduces our budget. Okay. In addition, our budget limits for prior years also came forward into this year. So, we have to lower our budget for those overspends in prior years. You'll see on the board on the board that essentially based on the adopted budget this year compared to the budget that we're presenting to tonight, we have a almost $5 million reduction in M budget for classroom site fund. We also because student attendance ADM has gone down. We also have a $655,000 reduction. Grants is an ongoing
002um amount. We update as grants are approved and as we draw down money. the average daily membership when we're talking about what the reduction was. We are currently based on this budget revision down 635 ADM students which is significant considering we receive $5,11326 per ADM unweighted in capital expenditure. ES the district unfortunately has uh based on calculations of prior years the district is now 19 million639,000 over budget due to the 2024 overexpenditure of grant funds and capital funds. That's a compared to the original adopted budget that's a $3 million deficit. Capital budgets are also affected by drop in student ADM. However, it looks one year prior for the calculation of capital budgets. So the big reduction for capital the calculation anyway will come next year. So there's additional losses in capital budget. I'm happy to
003report that we have uh just filed the 2024 amended budget and AFR and those numbers will then pass the um the shortage budget deficit out of 24 into 25. I'll be redoing the 2025 budget for the new numbers. And after those reports are run, I will turn around and we will issue a new budget 26. So we'll be doing this hearing again hopefully within a month, month and a half. That will recover to us um approximately a million dollars worth of budget capacity this year in M. It will not help us at all when it comes to capital. So, the process isn't finished. We're still changing numbers and we're basically take into account all of the adjustments that had to be made during 2024 due to the COVID crisis that we had with with financing
004and funding. So, that is it's an ongoing process. We'll be doing this again within two months. Uh budget revision. Are there any questions of anybody in the public regarding this budget revision? If not, the board can proceed. Okay. So, I have no further questions. I know this is coming up. Does the board have any questions? So, you want to wait till further agenda. Okay. Okay. So, at the moment now, I call to order regular governing board meeting. First, we have a pledge of allegiance. Mr. Garwell, can you please lead us in the pledge? I pledge allegiance to the flag. The United States of America [clears throat] Himenez, present. Governing Board Vice President, Miss Maria Guzman, present. Governing board member, Mr. Rudy Santa Cruz, present. Governing board member, Miss Maria Hernandez, present. And governing board member,
005Mr. Harry Garwell, present. Thank you. Uh, next, approve of December 11th, 2025 regular governing board meeting agenda. Is there a motion? Is there a second? Second. Call for the vote. Sweet. Motion carries. Next, approval of November 13, 2025 regular government and board meeting with executive session menace. Is there a motion? Is there a second? Okay. Any discussion, changes? Hearing none, call for the vote. Okay, motion carries. Next is governing board report. First, I want to thank everybody for being here and this is the one month well the end of the month. I want to wish you guys I know you're going to be going on on break. So, have a good happy holidays, merry Christmas, happy new year. Um get some rest. I also want to briefly um kind of bring awareness to our community.
006I want to highlight an issue that's affecting our entire community. The proposed Valley Metro Light rail expanding along Indian School Road and Central on Central to 75th Avenue. This is a corridor that our family, staff, and local businesses rely on every single day. Yet, many residents were not aware of this project or able to give any meaningful input. The concerns were the concerns we're hearing from the community are serious. Years of constru construction, blocking driveways, loss of customer parking, businesses disruption, increased traffic, congestion, a question about safety that still has not been addressed. For a corridor as heavily used as an Indian school, this impacts and would be felt by everyone in the West Phoenix. I encourage this community here in Mville to attend the city council meeting that will take place December 17th at
00710:00 a.m. at 200 West Jefferson. This is very very important. Like I mentioned before, this is the the the corridor that we all use that we all go shop and we have many of our businesses over around the corner. Um this size deserves a full community participation. So, I just wanted to bring this to our attention to our community here at Isaac that it's very important that we all get involved in this big um decision that the city council is going to be making shortly. Thank you. Next is Mr. Garwell. Uh yes, Madam President. Just a couple of items and and like uh was already said, you know, welcome everybody. I'm glad that we have a good turnout for for this evening and I look forward to the holidays as well as everyone else. Uh
008so, just a couple things. So on Monday, my wife and I took part in the Thanksgiving dinner giveaway that was at the American family uh first uh and uh the families and parent educators were there and they received their turkeys and celebrated the season of G giving. And we also helped the parents, you know, put their uh their turkeys and their boxes into the school buses uh after they received their uh their uh their boxes. And I just wanted to thank, you know, the parent coordinators and the volunteers for being there. It was a great job. And there are quite a few uh individuals and our parents were able to walk away and have some uh some food and uh a turkey for the the holidays. Also, my family and I contributed to attend a
009local car club that was doing a toy drive for 50 kids that are going to be receiving gifts this year over at the House of Refugee, providing earthly homes for women of domestic violence. And I think it's important at this time of the year that, you know, we contribute and we continue to participate as a community to help our communities out um in this time of need. And then finally, I did receive a letter from uh Arizona Department of Education, Career and Technical Education Quality Commission. So, I've been asked to come uh stay on to the commission and represent one of the clusters, which is um management and entrepreneurship career cluster. So, they've changed it now. So, there's only one voting member for each one of the clusters, and I've been asked to uh be
010that voting member. And we're also still working on trying to get the CTE programs driven down to the fifth, sixth, and seventh grade and eighth grades. Um, so we've been having conversations about uh trying to get some of those programs into the eighth grade. And uh it'll be under education. It won't be taking away Perkins funds from CTE because that was a big concern. And so I just wanted to share with that because we still have a voice at the table at the department of ed for career and technical education which helps our kids from when they transition from Isaac to Carl Hayden or other high schools in Phoenix Union and they're prepared and ready to go on for their ongoing career. And with that again I just like to say I wish everybody a
011blessed and joyful holiday season. Thank you. Next we have Mr. Santa Cruz. Thank you very much. I [clears throat] want to welcome everybody here. Uh I just want to wish everybody some good holidays. is we've been through some rough times. So now it's time to decompress. Take the two weeks and enjoy yourself and be very careful. Thank you. Thank you. Next is Miss Guzman. Thank [clears throat] you. I also just want to welcome everyone here today and happy holidays and stay safe. Thank you. Thank you. Next is Mr. Hernandez. Good evening and thank you for making time to be here this evening with us. Um, it's nice to see you guys come together and be here to hear uh whatever outcomes and news come your guys's way. Um, also just want to give you guys
012a happy holidays for you guys to be safe. Take time to recuperate a little bit so when you come back uh you're ready and relaxed and face the world as it comes. Thank you. Next is superintendent update. Dr. Lily, Madame President, members of the board, and the ISAC community, uh, this week marks at an important midpoint in our school year. It's a time to reflect on our progress, celebrate our success, and as we look ahead to what's next and how we can continue to grow and improve together. Across our schools, students are getting close to completing their midyear benchmark assessments, an important opportunity to demonstrate their academic growth and proficiency. These assessments are more than just a measure of progress. They represent the collective effort of our educators, our support staff and leaders who plan,
013teach, and adapt instruction to every day to meet the needs of each learner. As we review these results, I encourage all of us to do so with a continuous improvement mindset, analyzing that data to identify the strengths, refine the strategies, and accelerate the learning for all students. This process keeps us grounded in our mission to provide exceptional education through rigorous, relevant, and personalized learning that recognizes the unique attributes of every student. I also want to take the moment to thank our teachers, our instructional teams, the site leaders for their ongoing commitment to both student achievement and their own wellness. When our staff are well, they lead and teach at their best, and our students thrive as a result. In alignment with our strategic plan pillar stakeholder involvement and staff excellence, I have begun a series
014of small groupoup listening sessions with staff across every school and district department that have expressed their desire to sub to participate in those sessions. Those are designed to hear directly from our staff about how we can strengthen culture, climate, and communication. The insights gathered through these conversations will help us continue building a positive collaborative environment where where every voice contributes to the progress and shapes um our purpose. As the fall sports season comes to a close, I want to also take a moment to commend our student athletes, our coaches and families for a strong season filled with teamwork, growth, and school pride. Our athlet athletic program continues to thrive and provide students with meaningful opportunities to build discipline, confidence, and collaboration. And those skills extend far beyond the field or the court. Also during this
015Thanksgiving season and upcoming holidays, we have the opportunity to celebrate, be grateful, and engage with our community and also give. A number of events and gatherings have given us the opportunity to connect with families and reinforce the sense of belonging that defines our district. We are incredibly thankful to Angels on Patrol and all the partners who made the annual Hunger Heroes Thanksgiving food drive possible this year. 100 Isaac families were among the 450 Marville community members who received a turkey and all the fixings for a traditional Thanksgiving meal. This impactful initiative started by the po Phoenix police department continues to grow each year, spreading kindness and gratitude throughout our community. A heartfelt thank you to Angels on Patrol, the Milwaukee Brewers, Walmart, our own Heart of Isac and team, the Phoenix Police Foundation for supporting
016our families this holiday season. On Thursday, November 20th, the Heart of ISA Community Center also helped spread holiday cheer by giving away more than 200 turkeys to families in our community. We are all so grateful for the generous teamwork and dedication that made this possible. A huge thank you to the volunteers and staff who ensured our families have what they need to enjoy a special Thanksgiving meal. And a special thank you to Costco for donating the turkeys and helping feed families this holiday season. These moments remind us of the power of community and the heart that truly makes Isaac shine. Our Thanksgiving school lunch celebrations were also filled with gratitude, smiles, and wonderful company. Thank you to the staff at each of our schools for their hard work and for warmly work uh welcoming our
017families onto campus. I know that was not not a a traditional day. Uh these events would not have been possible without your dedication and commitment. It was a joy to see the families, the students, and the staff share a special meal together. And as a district, we're truly grateful for everyone who joined and especially for our amazing students who continue to make our community shine. Tonight, we also have the honor of recognizing a remarkable act of courage and compassion within our community. Earlier this month, Sutton Elementary fourth grader Lilian Gomez was rescued from a house near house fire near 29th Avenue in Vanurren by a community member, Mr. Juan David Solaneron. Please stand to be recognized. According to updated reports, the fire escaped quickly and left Lillian trapped inside the home. Mr. Solan Stallone, who
018happened to be nearby, acted without hesitation. He kicked open the door, entered the burning home, and was able to locate and carry Lillian to safety. Fire crews noted that his actions occurred before first responders arrived, meaning his bravery directly saved her life. Thanks to this his quick response and selfless courage, Lilian was safely removed from the home and received immediate medical attention. Mr. Solan Seron heroic actions are a powerful reminder of the humanity, the care and the courage that exists without our within our community. ordinary ci citizens do extra extraordinary things and his willingness to act without fear with compassion embodied the very best of who we are. Tonight we are deeply proud to formally recognize Mr. Solan for his life-saving act. He will be receiving a special recognition for both district and Sutton Elementary
019School. And I would like to uh welcome Sutton's principal, Mr. Benito who will be presenting a recognition uh and our gratitude for your bravery and saving our lives. Mr. Solan Seron, on behalf of the Isaac school district, our board and the entire Isaac community, we thank you. I would like to invite the board to join us in recognizing Mr. Solan. That's it. [clears throat] for What's And madame president, that concludes. Thank you. Next is new business information, discussion, and action. Need a motion to approval of the fiscal year 2026 revised budget number two. Mr. Jim Servin, FE financial officer. Is there a motion? Is there a second? second. Mr. Servin, just if we have any questions or comments. Okay. If uh the board has any comments, this is the time. Madam President, Garwell, just a
020couple of things. So, Mr. Sherban, as I was looking at this, um it struck me that, you know, right now uh we're looking at the primary uh tax rate, it's actually reduced. And so I'm I'm kind of curious, you know, between 25 and 26 why it reduced slightly, you know, um and I think it's it's important for the community to know because we know that when the bond gets passed, you know, the secondary tax rate will probably end up going up in 2027, you know. So I think it's important for us to acknowledge that those are things that we really don't have any control over, but at the same time, the impact the way that we're able to go out and get our funding, if you will. So, if you could just touch on that
021slightly because I know a lot of times in the general public, you know, they don't really understand how the primary and secondary tax rate uh impacts our finances. Well, the primary driver of small decreases in assessed um value is has to do with the assessment of property. Mhm. So as the community grows or the value of the homes and the value of the businesses goes up, it is spread then to a larger uh [clears throat] proportionate share of the total increase. So what happens is is that if a community is growing, if a community's values are going up, more businesses move into the area, it will then make the tax rate itself go down. Obviously, then the tax rate is is multiplied by your assessed value uh on your property that you own or your
022business that you own. But historically, an area that's that's healthy or growing uh re the tax rate has a tendency to to trend downward. Well, I think it's important just because I wanted to make sure the community understood that we are a growing community. You know, we are having businesses move in and uh property values are actually starting to go up a little bit. uh in regards to, you know, people building new homes because uh we know that development jumped I17 about a year and a half ago and if you drive through the neighborhood, you're seeing new homes being built, you know, so I think it's it's it's a positive um reflection on the district. So, I just wanted to bring that point up in our meeting here today. So, thank you for that. Okay,
023any further questions? Hear none, call for the vote. Okay, motion carries. Next item B, approval and consider if deemed a feasible and adopt a resolution authorizing the assurance of the sale improvement bonds of the district and adopting a certain post assurance of continuing a disclosure procedure. Mr. Jim Servin, fee financial officer. Is there a motion? Is there a second? Second, Mr. servant. Uh we have here uh tonight I believe we have uh Jim Gil on the telephone. We also have uh two members from here. Um so I'll turn this over to uh Mr. Gil. Uh thanks uh Jim. Uh this is Jim Gil Rosenfeld. Uh Madame President, members of the board, sorry I couldn't be there in person tonight. Uh I'll just take a few minutes to run through the uh the draft resol or
024I'm sorry the res authorizing resolution in front of the board tonight. It's uh kind of our standard um school improvement bond uh resolution with a few tweaks to acknowledge the circumstances of the district. Uh so briefly uh the resolution before you will authorize the issuance of up to $10 million in school improvement funds. Um, this is obviously from the election um uh last month uh where the voters approved your your $10 million bond ballot question. Uh if uh if the board approves this um you're you're authorizing um uh Steeple Nicholas uh represented tonight by Miss Randy Stein and Miss Megan Burke to uh to work with banks to uh purchase the $10 million in bonds or to uh you could possibly sell the bonds directly uh in a in a in a public offering to
025Steeple um or perhaps uh to a county treasurer in Maricopa County or elsewhere. So, you you've got some options in terms of what the resolution uh allows the district to do. Uh but the most likely scenario, as we've discussed, is this would be a direct placement with the bank. Uh we've got some terms that the bond shall not exceed in section two of the resolution. Uh the bond shall not exceed 8% in interest. Uh that shall mature within 10 years. So, a final maturity date of 2036. Um and uh you the resolution also delegates to uh uh the superintendent and to uh the CFO, Mr. Jim Serban, the authority to agree to the final terms uh with Steel andor the bank that will be purchasing the bonds. So long as those terms fit within the
026parameters, again, not exceeding an 8% interest rate um and not to exceed 10 years in maturity and uh not to exceed $10 million in bonds. Uh the resolution also mentions that the proceeds of the bonds will be used to uh pay Talison Union a portion of the outstanding lease purchase agreement. So um given that you're limited to $10 million and we will have some cost of issuance uh built into uh issuing these bonds, the idea is that you'll you'll pay a little less than $10 million of that $25 million uh lease uh purchase with Talison Union. Talson Union has told me that they will apply it um if you have the funds available to the balloon payment due in u four and a half years or so and then provide a new lease amortization schedule
027um showing the the uh the the outstanding what will then be approximately $15 million. Uh that's kind of the lease in a nutshell or the resolution in a nutshell. Um, do you have any questions uh regarding um what we're what we're asking the board to approve tonight or would you like to hear about um the the possibility for how the how the bonds will be uh will be uh marketed if you will to uh potential banks. Um if you want to hear about the marketing uh then uh a representative from Steeple can speak to that. Does the board have any questions? Mr. Ga. Yeah, Madam President. Uh, Mr. Gail, thank you for the overview and as I was going through the the documents and and I saw that we had the stipulations in there particularly
028for 8% and 10 years max. So, that was really good because, you know, I'm looking at some of the bond market ratings right now through Libro and some of them are really outrageous. So, I'm glad that we put put a cap on it because otherwise we'd end up be paying interest more than we'd be paying on the on the I'm sorry, more on the interest than on the principles, right? And so the fact that we were able to get this put it together and get it passed, I think we were very fortunate as a district because if you take a look around, there were a number of other districts whose bonds did not pass, you know, and some of them are fast growth districts. So they're really in and having some challenges. Um I think
029the other thing is that our community came out in support, which was really uh very very very important for us. Um although the turnout was low, it still came out in our favor. So I appreciate that. Um I yeah I won't get into you know how you're going to market. I'm sure you all are very familiar with that and done it for the periods of all the years you've been in business. So um I just was glad that we pointed out that there were two stipulations in there that we wanted to cap in advance of going out and I think that helps us also with going to private placements because then the banks will understand that you know we're willing to go ahead and go up to 8% but they really need to work with
030us on this. So again thank you for that and madam president those all the questions I have. Anybody else have a question? Okay. I do want to hear how you're going to market. If you could please let us know how you're going to be marketing the bonds. And I do have another question for you too as well once we hear how you're going to be marketing the bonds. Yeah, I think that question is best answered by either Megan or Randy. Yeah. Yeah. She's gonna Thank you. Good evening, Madam President. members of the board. Um I'm Megan Burke with Stiffl. Randy Stein, my colleague, is here. Um we appreciate the opportunity. Um we've um talked to you at your last board meeting. Um but for the public's purposes, what we will do is um you know,
031given the nature of the situation with the um receiverhip, what we will do is um talk to banks, local banks uh specifically first. Um we have a few in mind that um understand the situation and you know we still do have an unlimited geo tax pledge here. So um you know they are are they are very secure but we'll talk to banks um we'll collect we'll send out what's called a term sheet to them um and with the parameters not to exceed 8%. We think it actually will come in much lower than that but um with the final maturity and um ask for them to submit proposals to us and then what we'll do is we'll um consolidate all the terms of each of those proposals and work with Jim to secure the best financing
032um that was offered by each of the banks. So that's the process that we'll go through and we'll probably do that um you know in the January February time frame. So once the board has and and we're going to be approving the three um uh presentations that we have here, correct? Just to kind of clarify that there's three of them that that as a backup. And I just want to make sure cuz I I I was reading um the uh SIB's um the agenda language authorizing resolution meeting. I mean, I'll it's pretty much the resolution uh that we're going to be approving tonight. Correct. It's the resolution that you're approving, giving the district staff the ability to move forward to work with banks to secure bids. And then once we we get board approval, what's
033the turnaround time that you think you're going to get back that depending of finding that bank? Yep. So, we probably will start that process um in end of January, beginning of February. We still need to collect some financial data from the district. Um, and I know, uh, per the budget, we're kind of working through some of the financial, um, information that we'll need to send to the banks. Um, so we'll probably begin that process kind of end of January, beginning of February, and then we can work, um, through a process with district staff to present those um, bids to the board if they'd like to review those. I'm not sure what your process will be internally, but we're we're happy to have those submitted to you before we um accept a a bid if that's
034important to you. Okay. Thank you. And this question, the other question that I have, Miss Mr. Gil, can you um can you hear me? Yes. So, you mentioned um that like me personally, I would like to give the whole $10 million to Talison High School. Uh you mentioned a portion or less than. I mean, can you clarify that? Yeah. Um, good question. Um, yeah, with any bond issue, we have what are known as cost of issuance. Um, I mean, so I'll have a fee as your bond council. Um, uh, Steve will have a fee as well, and then there'll be some smaller fees as well. Um, so there's so, so even though the voters approved $10 million, uh, you wind up getting a little less than that uh, in the bank, so to speak, because
035we have to pay for the transaction. uh unless the district wants to come out of pocket from some other fund uh to pay cost of issuance, which no one ever really does. Um and there are certain cost of issuance that have to be paid from the bonds. So um it's it'll be a little less than $10 million that ultimately um you will uh the district will get. Um, in a typical bond issue where we're not doing a private placement, there's the concept of of premium where we can um we can generate or steif can generate premium on the bonds. So, it's an amount above and beyond the $10 million. Um, that's allowed under statute, but it's unlikely that's going to be the case here uh since um bonds uh that are privately placed typically don't
036generate premium. But I guess I' I'd ask Steifo if they'd like to weigh in on that. Okay. And just just for clarification, everything like like here where it says whereby the district has made lease payments to Talison High School under the term of lease purchase agreement to allow the district to use the real property as school site and whereabby under the term of lease purchase agreement. the district may repay all all or a portion of the of the balance due to the under lease purchase agreement upon 60 days notice to Talison High School. I just kind of want to put that um I I wanted to make sure that you know we have that just and thank you very much for clarifying that and and uh making sure that you know we're doing everything correctly.
037So, thank you, Keith, and thank you, Jim, and thank you all all of you for uh um making sure that that we because you know, as as a community member, we're still under the radar. So, we want to make sure we're doing everything correctly and and thank you everybody for for showing up and and walking and and participating. And, you know, like I said before, the community is has been very supportive and we're going to uh continue moving forward. So, thank you. Thank you again for um for explaining. Thank you. Thank you for having me. So if I don't have any Yes. Say okay. If I don't have any further um questions, uh I would uh call for the vote. Okay, motion carries. Next we have financial update. Mr. James Servin, chief financial officer. Information
038and discussion. Mr. Servin. Madame President, members of the board. Um, it's my pleasure to show the uh financial overview. Some of the schedules were created last month. The county treasures report was created in October because of delays in posting information to the uh website. If we move on to the page with budget and expenditures, um the highlights are basically it shows year-to date what we've spent in maintenance and operation. So far we've spent almost $14 million in M. We have incumbrances of of almost 24 million. Um, as it stands right here, as of 11:30, we have an uncommitted balance of the budget left of $1,75,000. It shows the other funds that are available. Um, and uh, I can go through those if anybody would like. primarily the other pro the other part of the uh
039counts is unrestricted capital down toward the bottom which shows on this report as it was run um then at 17 million we know that's gone up based on on the few days in in December but that is our our two biggest accounts we have grants as well that are new grants and there's some balances in um close out balances that are coming have come forward or coming forward that we didn't spend. So we'll get additional grant budget for the unspent amounts. Food service is doing very well um in the district. Um we are we are running in the um positive area and food service also will provide money to the indirect fund within the district. that will be putting in some money to help cover other costs of the district um operational cost as well.
040The treasur's cash balances as of October 31st are is roughly a grand total of $12 million. Um this is pretty much um in line with where we expected it to be. and the county treasurer went through a system update, if you will. So, it basically threw timing off as their reports. Next board meeting will come out with a more uh current um cash balance as well. In the meantime, are there any questions at this point? Board have any questions? No. Okay. The next part of the presentation is uh Dr. Aaron Harris and he'll be talking about federal grant completion reports. Thank you. Good evening, Madam President. Members of the governing board, Dr. Mesma, members of the ISA community, this evening, I will be providing you with updates on our FY25 completion reports and an overview
041of what is a completion report. Before you, I've presented the financials of our FY26 grants. During the September board meeting, I presented an overview of the current FY26 allocations and potential FY25 carryover to show you what current grant funding would equal if everything stayed the same. But we did spend funds in FY25 because that grant period ended September 30th. So we actually have less carryover than we projected. But the balance that we are currently u running in FY26 is presented in right. So it's uh close to $8 million. But I do want to point out uh that these grants are supplemental that they're not to replace or do away with any of the state and local funds. They are here to enhance, to give students access and opportunity that they may or may not have
042without the grants. The budgeting process is very critical with our grants because each grant has a definition and it has a meaning that we must follow here at Isaac in order to maintain uh that grant throughout the grant cycle without going over without any over expenditures or without forfeiting any funds. So what is a completion report? The completion report is the closeout. This is the last part of the grant cycle. It shows how well the grant performed against the budget against the goals that we established and set forth prior to accepting the funding. So whether it's the district or the school sites, we go through a needs assessment process to find out what the true needs are so that we can create a budget and address the issues that are there that are present before
043us at the district at the school level. And so as you can see here, it shows how we expended the funds. It shows whether or not we're in compliance. Again, it shows the performance. How well did the grant perform by the end of the grant cycle? I call it a report card. It shows the troop performance. So, it's not just a financial matter. It goes back to did we achieve what we set out for to meet the needs of our students. We go back to pillar one, educational excellence, closing the achievement gap. We look at pillar five, our operational effectiveness and efficiency within the finance department. So it's twofold. Continuing on, the completion report shows how many funds, how much you were awarded, how much you spent, how much is remaining, how much will be
044available in terms of carryover or carry forward at the end of the grant cycle. Not all grants have carryover carry forward, but the ones that I will present to you this evening, I will share with you how much carry forward carryover is available for the district. This is a snapshot of the grants management uh system. We call it GME, grants management enterprise. Uh it does show our title one, two, and four grant. It's a consolidated application. So titles one, two, and four are within the same application. It's important to note here that the completion report opens October 1st every fiscal year. And I want to say thanks to our finance team. Uh we would not have been able to complete this task uh this year without the support of Mr. Servin, our CFO, Mr. Kenny,
045our receiver, uh, Miss Santos, our director of finance, Miss Alonzo, our accountant, and Miss Priscilla Kanye, who's here this evening, our grant specialist. The completion reports open for FY25 October 1st. And as you can see, all of our completion reports were approved on o on November 18th. So we're we're we're very excited for the work that we've done within receiverhip uh despite everything that has happened everything that has transpired in order to get this done in this short time frame there must be frequent communication. So we had a budget as I said earlier and we spent within the budget. we spent within the approved lines within the budget. The completion reports uh did not have any findings. We did not have any over expenditures. We did not return any funding for FY25. The next part
046of the presentation, I will share each grant. There's a definition of the grant that I've shared with before back in September, but I just want to keep that in front of you. as I said for the grant performance so that you can understand and you can ask well how well did we perform with the funds uh that we were awarded uh there's a highlight there uh it's says AD director approval so there's a cycle once it opens October 1st the finance team we create uh the report we submit our financials there are narrative questions that we must answer again uh that relates to grant performance and then you'll see the date that we've submitted. So, please keep in mind the completion report opened October 1st. Here with title one, we submitted that uh completion report
047on October 14th and it was AD approved November 18th. Prior to the AD approval, it goes to the county and the county checks our financials for any open liabilities, any over expenditures. They ensure alignment before it's approved and sent to AD. AD, the Arizona Department of Education, they complete their fiscal final fiscal review and also a programmatic review. And once it passes those two tests, then it's approved and if there are carryover funds, they're released back to the district. And then at that time, the district has to uh complete and submit an updated budget that includes the carryover funding. So with title one, it was approved on the 14th of October. AD approved November 18th and the carryover amount was over 500,000. So that amount of funding the 532,000 has come back to Isaac and
048we have uh submitted updated budgets that we are waiting for approval. Uh title two again approved. This is part of the consolidated application. So one, title one, two, and four are approved at the same time here. And the title two carryover amount is $118,31482. And this is our teacher and administrator uh grant. Title three, our English learner grant, which is not a part of the consolidated application, was submitted on October 14th and was approved by AD on November 12th, and the carryover amount was $126,31,942. Title four, a well-rounded education grant, safe and healthy students and effective use of technology, was submitted at part of the consolidated application was approved on November 18th, and the carryover amount was $91,52.92. Our IDA basic and preschool grant u I did uh combine the numbers for the basic and
049the preschool grant. The preschool is a smaller grant for our students with disabilities ages three through five. This grant is not a part of the consolidated application was submitted on October 6, 5 days after it opened. Uh we worked with Mrs. Strada who's not here this evening, but Mrs. Strada helped us with the narratives and the financials uh with this grant and so the combined carryover amount is $152,6646. Our FY25 school safety grant uh was submitted on August 8th, 2005. Uh this one had it followed a different timeline and this grant ended June 30th and we had to uh have approval by September and we received approval on August 21st, 2025. This grant does not have a carryover amount. Uh the funds are given to us to fund um our counselors, one who's in attendance,
050social workers, and our school resource officers, sorry, school safety officers at the middle school. So this one was approved in August. It does not have a carryover amount. So with this grant, you must send any remaining funds back because they will only pay for the salary. the Arizona Department of Education will only pay for the salaries and benefits of the employees that are written and approved in the grant. So in closing, why does the completion report matter? Again, it it ensures that we spent the funds the way we stated in the original budget that we made our timely draw downs. This decreases our risk for audit findings. uh it confirms that we are in federal compliance because each grant uh has rules and regulations that we must follow and uh the importance here the future
051implications the vision again this sets us up for the next step and the next step is using any additional funding carryover into the new grant to address the uh any concerns or issues that we have at the district or at the school level. again to ensure students have access and opportunity. So it matters not only from the financial side but also from uh the teaching and learning side with student performance, student achievement. At this time I'll take any questions from the governing board regarding the completion report and the uh numbers that were presented in front of you. Thank you. Does the governing board have any questions? Okay, thank you. Okay, next we have approval of general release and settlement agreement Southwest Food Service Excellence LLC. Mr. James Surman, chief financial officer. Is there a motion?
052Is there a second? Second, Mr. Servin. Yes. We'd like uh Madame President, members of the board, we'd like the board to uh consider um a settlement agreement with Southwest Food Service. As you recall back in March, um a lot of things h in 25 a lot of things happened very quickly. We went out and we outsourced um food service, custodial and landscape scaping. Um Southwest was our current provider at the time. Um everything happened very quickly really. It was less than 30 days. Um we left a lot of loose ends during that closing period and uh we had a lot of final reconciliations uh to do with the account and uh we just were able to complete our followup recently and um during this time I like to say that Southwest was very professional and
053uh very patient with the district and this settlement offered then basically is the final payment for food services rendered through fee through February 28th, 2025. Okay. Second. Dr. Mesa LMA. Madame President, members of the board is community. The item requests the board to review and discuss the proposed bylaw amendment submitted by the Arizona
061School Boards Association Governance Committee. This is a single vote encompassing multiple updates. All changes are shown in red for delions and blue for new wording in your board packet. Following discussion, the board will vote to give direction to its designated voting representative, Mr. Garwell, to vote in the manner the board has approved. Does the board have any questions, Madam President? Mr. Gable. Yeah. Um, so just to uh bring some uh some awareness to this. This has been an ongoing process over the the course of this last year and the last time these bylaws were revised was in 2021. So, it's been over four years since they've been revised. And um these revisions came about as a result of several different business meetings during uh ASBA's conferences, whether they be the regular conferences, the county conferences,
062or u at the law conference that was just held recently. And so every member of ASBA gets one vote at the end of the process. they tally them up and if twothirds of the member districts approve it, then it will be submitted for approval at the business meeting on December the 18th um by the entire um group that's there. Um, so as a designated representative, uh, once we go through our process and the results come out, then I'll be happy to submit an electronic form that will be submitted to ASBA to be put into, um, the the bigger process to determine how many U member districts have approved it or disapproved it. And, uh, that's the process. So, we're at the end tail end of it. And so we have until the 16th uh to
063be able to submit our um our action and then again on December the 18th the results will be announced at the ASBA annual conference this year. Any further questions? Call for the vote. Okay, motion carries. Next, do I have a a motion to approve the whole consent agenda? So, there a second. Call for the vote. motion carries. Next, we have request to address the governing board. Madam President, this evening I do not have any request to address the governing board. Thank you. Next, we have an enrollment average daily membership and average daily attendance. Enrollment is 4,376. Average daily membership 3,94. Average daily attendance 3,825. Next is our calendar. December 12th, shop with the cop. December 18th, heart of Isaac resource day.
