Uh, good afternoon, ladies and gentlemen. I The Santa Cruz uh Unified School District number 35 Governing Board calls this meeting to order on April the 28th, 2026 at 5:00 p.m. in the Governing Board Room, District Office 570 Camino Lito Galindo, Rio Rico, Arizona. Can we please stand for the pledge? Mr. Guerrero, will you do us the honors? >> Of course. Thank you. I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Thank you very much. Um Um roll call uh roll call. Mr. Mrs. Ayala de la Riva? Present. Uh Mr. Brad Beach? He's absent. Um Mr. Rene Ramirez? Here. Uh Mr. Ben Guerrero? Present. And I'm present, and we have a quorum. Okay. Adoption
of the agenda? I have no recommendations. All righty, thank you very much. Uh call to the public? Do we need to approve? Oh, do we need to approve it? Okay, motion to approve the agenda? >> So moved. Second. All those in favor, say I. I. All those opposed, nay. Eyes have it. Motion passes. I apologize. Uh call to the public? We have one call to We have one to one call to the public. You want to see this one? No? May I read it? Yep. Okay. All righty. Members of the public wishing to address the board on matters within the jurisdiction of the board are required to complete the appropriate request to speak form and submit the completed form to the board secretary prior to the meeting. At the conclusion of the call to the
public, individual members of the board may only respond to criticism, ask staff to review a matter, or ask that a matter be placed on a future agenda. However, board members shall not discuss or take legal action on matters raised during an open call to the public unless the matters are properly noticed uh for discussion and legal action. Public comments should be limited to 3 minutes or less, and the board requests that the public refrain from the use of speech or language that is offensive or inappropriate. Pursuant to uh policy 1-302, the president will limit discussion uh whenever she deems such action appropriate to the proper conduct of the meeting. Uh we call on Ms. uh Molly Johnson, please to come up. Okay, Ms. Johnson, you have 3 minutes. Thank you very much. Uh good evening,
Madam President, members of the board, superintendent, Mr. Kuhl, and Dr. Londonville. At the last board meeting on April 14th, this board, following the recommendation of the superintendent and business office, approved a 4% raise for eligible employees. With the exception of those employees whose position was being being classified and will receive whichever is higher. You also approved the reclassification of four positions: the CTE office specialist, human resources assistant secretary, accounting specialist, and bus drivers. To quote Ms. Brown, "Sometimes, over time, the responsibilities and duties of certain positions evolve. Other times, the hourly rate or compensation for those positions, when we compare them to market, they are way below. So, sometimes we come with the recommendation to reclassify." As mentioned, one of the goals of reclassification is better pay. Our district does not have any codified policy
or procedure in place that dictates that if an employee is reclassified to a higher rate and there is a district-wide wage increase, then that employee can only have one or the other, not both. But this has been the practice as long as I have been an employee with the district, nearly 13 years. The reason given for not giving an employee both a grade increase and the across-the-board raise is because it is not sustainable. And in case of the CTE office specialist, meaning and the human resources secretary, the cost of the grade increase is 80 cents and 33 cents per hour, or $624 and $686.40 per year, respectively. Is it worth the cost saving? By only awarding the 4% raise to these two positions and not allowing the grade increase, makes these reclassifications nothing more than
a title change and does not recognize the evolution of the job positions involved. Why go through the process? Hourly employees in our district are some of the most poorly paid in our county. Our district does a tremendous job providing an across-the-board raise nearly every single year. Minimum wage increase every year makes it very difficult to combat poverty. I appreciate the challenges in school budgeting, but denying these specific district grade increases says we are not worth what amounts to less than $700 a year. Finding talent, training, and retaining personnel should be HR's goal. Thank you very much. Appreciate it. Uh moving on, presentation presentation and recognition. Mr. Redoble. Pardon? I'll start with the thank you student for I'd like to ask Mr. Lowes to to come up. Um Mr. Christina Romero, she's a senior and she's
been uh uh the grade quarter uh Mr. Lowes please present the shirt. Christina. Yes. Madam President, members of the board, Mr. Ardito, Dr. Lundgren, it's my honor to be up here and recognize one of our students who is being a great ambassador for our school and it happened by accident. We had a great conversation today. He's going to interview me for an end-of-year review that they're doing. She's an active member and and very involved with our film and TV program and it was something that it turned the tables a little bit on me there. I had to actually got to ask her some questions. So, give you a little bit of context. So, Christina and Mr. Mouse's classes great writer. Mr. Mouse says, "Hey, you should consider looking into writing. You did a great job."
And I think I remember which piece. Which one was it for that you wrote? Oh, in the like the sample pieces. Oh, you mean the one that you didn't turn in to Mr. Mouse? >> Oh, the To Kill a Mockingbird. >> To Kill a Mockingbird. And then Mr. Laughlin, who's our athletic director, mentioned to Mr. Mouse who does a lot of helps us out after school time clock announcing and he was aware that the AIA is looking for what they call SID, a sports information director. And this position is for students throughout the state of Arizona. It was a process. So, you know, he was aware, went up to Mr. Laughlin, turned in a sample, wrote it on a running back who's now with the Giants, came from ASU. Sorry to the wildcats in the
house. But he wrote she wrote a piece on the running back from ASU at the time, turns it in three week three days later she they sent her back and she's nervous and concerned in her words. She's like, "I'm wondering how I will win." The next thing she knows she has a meeting with somebody from the AIA. The athletic director and herself and be selected as the information director. So, she's now published 10 different articles that have been published through the Arizona Interscholastic Association and anything from cross country to volleyball interview with now recently selected to the Arizona MLB. Um I remember that I said that was one of the most She called one of the most nerve-wracking interviews. Um she couldn't get the camera to go. Mr. Pinkerton wasn't there that day. So, she
told him, "The camera's working, but just to be safe." She also set up her cell phone camera just in case it didn't work. So, that already tells us what a great and prepared reporter she is. Um but she doesn't call that into be the most memorable. Even though it's nerve-wracking, she does speak to the ones that she first started to be published with in volleyball being one of them because volleyball had a historical season and she was able to capture that and publish that. And she is not a great Not only a great ambassador, but a great storyteller of sports from Eureka High School because that's the benefit. All of her pieces are about um interscholastic activity at our school and it's published through her work. Uh thing she highlighted was her family. Was here
today, parents. And they're a great um sports ambassadors as well, sports fanatics. We don't hold against them that she likes to come out. Okay. But um she she does. But it it's awesome to hear the stories about the family, about how proud she is when she's published those articles, that she shares the links with her cousins and her family. And for them to There's one in particular, her tia, who gives her a lot of feedback though. Next time do this, next time do the other. So, Christina, thank you for being a great ambassador, a great representative of Eureka High School. Thanks for standing out. And that is why in many ways education and things that we will speak about. Here we have an English teacher suggesting, "Hey, you should think about this." And then connecting
through the athletic department to be a published author through the AIA. And now she's going to go to college next year and she's going to have a minor in communication and majoring in business sports business. Right? All right. So, thank you for all you do. We have a certificate, but before I do, before I do, we want to build you with a partnership. You're going to be on the receiving end again, so So, I'm just going to go ahead and give you Christina Ramirez. All righty. Thank you, Mr. Ramirez. Thank you, ma'am. And congratulations. It sounds like a very well-deserved uh recognition, you know. And I know you came about it by by accident, like Mr. Lopez mentioned that I also hear that it's something that you do want to pursue. Yes, I did. I
want to study sports business at ASU. I'm going to graduate and I'm going to be doing a lot of good things. Perfect. Perfect. Congratulations again. Thank you so much. Yeah, thank you. Uh Mr. Ramirez. You did so much, Christina. Contributions to film and projects. Thank you. You did. You're mentioning To Kill a Mockingbird, but I didn't hear what you said about that. Oh, well, um I wrote that essay and my English teacher liked it, well, and he was like, "You're a good writer. Maybe you should be a writer or something." So, and then when the athletic director needed a sports writer, he came up to me, my English teacher, and said, "Hey, he's looking for a writer. I think you'd be pretty good." And so Awesome. You once had a student here from Rio Rico
High School. He graduated already. His name was Atticus. I think a lot of people knew where that came from, but I'm sure you did. I asked him why why they call him Atticus, and he said because his parents thought there should be another Atticus in this world, you know. Really good kid, just like you. So, thank you for representing our community and our school with pride. Thank you. Thank you, Mr. Guerrero. Congratulations on your recognition. What a cool subject to talk about, right? Sports. I mean, yeah. Yeah, I would love to. I just can't write very well. I just rather talk about it, but it's it's pretty cool to see someone take care of that and uh um And and I see females are more involved in that stuff now, which is also a big
deal. And uh you know, I commend you on that cuz it's predominantly a male thing back in the past. So, so good good good on you for leading the way for females on that. Absolutely. Thank you. Thank you very much, Christina. Congratulations. Um can you imagine something that you that you came across as an accident? Usually those accidents are the ones that take you really far. Okay, can you imagine you as a news anchor one of these days? Wow. Okay. Wow. You don't You don't want You don't like something like that? You never know, you know. Oh my god, yeah. I think that would be fabulous. That would be great. Thank you so much for all your contributions and for everything you're doing. I wish you all the luck in the Thank you. Thank you
very much. We present to Christina recognition of your outstanding contributions to the Wearever High School Filming TV program and your exceptional coverage of the school sports teams, which which reached audiences statewide through the Arizona Interscholastic Association. We present this certificate of recognition. Congratulations. All right. Congratulations. Uh one question, Mr. um Mr. Lopez, what does SID stand for again? Sports Sports Information Director. Director. Okay. Thank you. She's the director at Wearever High School. Ah, that's what she is. That's her title, right? Yes. Sports Information. Okay. Thank you. Thank you very much. Okay, uh our lunch moving on our lunch team recognition, Mr. Verdugo. Thank you. So, we have the name of the who we recognizing a large group of individuals. Good evening, Madam President, members of the board and district administration. Tonight, we're taking a moment
to recognize and celebrate a group of educators who have gone above and beyond for our students. These are our school launch teams. A lot of us say launcher we think we're going to get lunch, but we're launching. >> Launch. These teams are made up of dedicated teachers and school leaders that committed their time and energy to learning about personalized competency-based learning. What it means, what it looks like in practice, and most importantly how it can better meet the needs of every student we serve. But, these teachers didn't just stop at learning about it, they took action. They brought these strategies into their classrooms, thoughtfully designing learning experiences that give students more voice, more ownership, and more meaningful opportunities to grow. They reflected, refined, and stayed committed when the work was challenging. And just as important,
they shared their learning with others. They opened their doors, collaborated with colleagues, and helped build momentum across our district. And I understand many of them are leading professional development work across our school sites. This kind of work takes courage, dedication, and a deep belief in what our students are capable of. To our launch teams, many of them are here, thank you for your leadership, your willingness to innovate, and your commitment to ensuring that every student has access to engaging, meaningful learning experience experiences. Your work is making a difference and we're truly grateful. So, today we have some current launch team members and we have some of our retired teachers who served on launch teams and so your impact continues to make a difference even though you are retired. So, I'm going to call up our
launch teams and after that I do have a couple more people I'd like to recognize. And I believe Judy we're going to help me with the certificates. Audra, you'll help me guide where people should be. We're going to take a picture once. I don't know where we're all going to fit, but that's where you are. Right around here? Sit down? Okay. Okay, perfect. So, you're going to take your certificate, return to your seat, and we'll take a photo after. We can even take it out in the lobby if we need to. Okay. First up, Sandra Hernandez. Lynn Russell. Mary Mathis. Elisa Rodriguez. You. Tony Ann Shadler. Karen Martinez. Vicky Carrillo. Carol Mosba. Diane D. D. Edwards. Dana Beltran. Wilmer Gultia? Noe Portillo? Ruthie Cabrera? Mona Sosa? Debbie Apodaca? Marcia Aguirre? Marines Alvarez? Osman Gultia? Rene
Curiel? Good to see you. Tracy Lynch? Yumiao Pedro? Jennifer Martinez Indiana Montenegro Abby Trujillo Our principals were also part of these teams. So, we have certificates for them. Mimi Renteria Santiago Lopez Dominic Armijo Rebecca Cabrera Thank you. Okay, I have three more people to recognize. Our Knowledge Works coach, Jerry, is here. She leads the area and she came down. So, I have a few words I'd like to share about Jerry. Jerry, thank you. They're all good. Thank you for your dedicated support of SCV 35. Since 2019, you've been a constant partner and coach alongside our district. You've taken the time to truly understand our system, attending TLA meetings, joining events like our STEAM nights, and engaging in larger PDs like our institute and the summit. Through your consistent check-ins with our launch teams, you've not
only guided our next steps, but more importantly, you've served as a mirror for our work, helping us to reflect with honesty and clarity. You've also pushed many of us beyond our comfort zones, challenging challenging us to think more deeply about the student experience and the true impact of what we do each day. Your presence, insight, and willingness to both support and stretch our thinking have made a lasting impact on our district, our teachers, our students, and we're grateful for your partnership. Thank you, Judy. Okay, Judy, you stay right there. So, our launch teams know that Judy Kennedy has been a go-to supporter for um all of this work. She's been your teammate right alongside all of you on the launch teams. She's been present at I'd say all or most of the launch trainings and
a majority of your regular school site launch check-ins. She is consistently showing up to support the work and all of those who are truly doing that with our students. Judy's also taken the initiative to gather and curate our resources that have been developed, sharing them through our district newsletter and our TLA website. She is truly the launch team's cheerleader, celebrating success, lifting up the work, and helping guide teams through challenges and barriers. Her presence, encouragement, and commitment have made a meaningful difference in sustaining all of our efforts together. So, thank you, Judy. Okay, and do we know if Mr. Schadler's is online? Okay. And I think he is enabled to speak, so when we get to questions if someone wants to talk to him. But, I cannot acknowledge all of these teams without also acknowledging
Mr. Schadler. Um as you know, he's joining us virtually and he served as our assistant superintendent when we first began our journey with our launch teams and learning about personalized competency-based learning. From the very beginning, Steve held a clear vision of what was possible for our students and he truly carried the the torch for this work. His belief that we could do more and do better for our students helped to spark and sustain this effort. Alongside other district leaders, Steve helped to create the conditions for success, ensuring our launch teams felt supported, encouraged, and empowered to try something different. Because of his leadership, our teams knew that they not only had the backing of their principals, their instructional coaches, but also full support of district leadership. Steve, your vision and commitment helped lay the foundation
for this work and your impact continues to be felt across our classrooms and in the experiences of our students. So, thank you, Steve. Right, so I know we'll be taking Oh, and I do have I'm sorry. There are some people who couldn't be here or maybe they snuck in when I was reading all of the names, but if it's okay with you, I'd like to announce them and I can go quickly. Uh we also had on our launch teams Joanna Aguirre, Lizette Arellano, Julie Ballard, Tania Tania Borojas, Diana Bazanella, Michelle Cota, Brandy Clark, Michael Engstrom, Evelyn Garcia, Veronica Herrera, Alexandra Hicks, John Knoep, Elizabeth Kumagai, Nagesh Kumar, Diana Medellin, Laura Ramos, Jennifer Reichenbach, Melinda Scanlon, Yvonne Valenzuela, Lorena Villa, and Sarah Wright. So, it's a lot of teachers who have been involved in this. So,
that is everyone that we I we wanted to take the time to recognize because our launch teams are formally coming to a close as we work to sustain this across our district without having our focused launch team. So, we wanted to take a moment to recognize them for that. So, thank you for giving us that moment. Okay, time to talk. Yeah, Mr. Schaber, would you like to say a few words? Uh thank thank you, Ms. Vasquez. And yeah, can you hear me? I can hear you, Mr. Schaber. >> Oh. Yeah, well, thank you very much for for giving me a moment. Thank you, Megan, for the very kind words. That was um um much appreciated. And I want to echo your comments about uh Jerry. She she definitely pushed me out of our out of
my comfort zone, and in turn, I was able to um I suppose help help other people go out of their comfort zone as well. Um and I I just want to say to the to you mentioned district leadership. Um earlier, you were playing on the word launch uh versus lunch. And um I remember when we when we had those launch when we began the launch teams, we spoke very directly about, you know, we had studied personalized learning for a couple years, and we said we're no longer dipping our toes, we're really truly going to launch this initiative. And that took a full effort. I know you the district committed 301 funding to to the professional development. We um uh developed a TLA office in in support of the work. Mr. Verdugo was supportive of all
the work that we were doing in the board as well. So, it truly was a team effort, but um again, I'll I'll I'll stop there and say thank you again for the kind words and the recognition. I appreciate it. Thank you. Do you have you guys have any comments or Yeah, okay, Ms. Larriva, you have any comments or anything, Madam President? Um saying thank you feels and sounds just so small for everything that you that you teachers do for our students, but I do have everyone express my sincere and heartfelt gratitude for for to all of you for your constant learning, for bringing new ideas, cuz I know you have the best interest of our students in heart, and for that, I'm very much grateful as I'm sure the rest of the board is. Thank
you very much, Mr. Ramirez. Yes, Steve, you certainly seem to have the Midas touch, you know, but everything you touch seems to turn to gold here in our community, including all the stuff that you and your wife have done for running life from what you're doing now or you're being recognized for. But, I want to thank all of you who have made the efforts and got the award, because there's so many things that you do out there that aren't even being recognized here along with what you're being recognized for. And I know some of you personally, and I know that you wear a lot of different hats in our district and do a lot of extra things that we don't even hear about. So, want to thank you all for your efforts and everything that
you do for the kids. Appreciate it. Thank you. Thank you very much, Mr. Badillo. Thank you, ma'am. Um, yeah, I just want to echo what Mr. Ramirez said. Um, thank you all for stepping up and taking on more. And, you know, we sometimes feel tapped out. Thank you for being part of the solution. It's It's It doesn't go unrecognized, and uh we all appreciate it. Thank you. Mhm. Thank you. Thank you. Thank you. And I did say lunch, but I I didn't say You guys can listen and say Stop it. Any of us have done the same thing. Any of us have done the same thing. I know how to get back at you. But, then you Mhm, they tell you, you know. But, it's okay. I don't mind. Anyway, it's You don't do what
everybody said. But, anyway, uh I just wanted to say thank you very much for all of the leadership, for all of the commitment, for everything that you do, I mean, on a daily basis. I mean, what can we say? What more can we say than thank you. Thank you. Thank you for the amazing job that everybody does with for our students, for our community, you know, for, you know, in order for us to be better, okay? And that is our goal is to make sure that our students and our teachers are are well informed and that they and they're knowledgeable in everything that they possibly can get, you know, in order for them to be competitive, you know? And I think you guys are doing an amazing amazing job. So, hats off to you. Thank
you very much for everything you do. Thank you. I really thank you for your leadership. You're all in the lobby. Thank you. Who's here? Monday. I don't take pictures here. No, I don't do that. Oh, wait. Oh, wait. Oh, wait. You can't go. I can't photo bomb. Yeah, he can't photo bomb. He's upset cuz he can't photo bomb. I did say so. Bye, everybody. Thank you for having me. Bye. Bye, Steve. Good to hear from you. Good to see you. I know. I know. Vince going to drop in. I know. I know. Righty. Ruins y'all did the temp check. He's here. I miss I love her. He's mad with his gun. Put your gun up. I said I do. >> All of us? Okay. All righty, moving on. SFE Food Service presentation, Mr. Verdugo. Thank
you. Um, so this is our first year with SFE and so and then we're turning uh to present colleagues are going to introduce Mr. Brown. He's that and then make their presentation. Thank you, Mr. Verdugo. President members of the board, um, and it's the turn of our food service uh provider to come and give us an update on how year one um has been, challenges that they have encountered, and areas for growth. So, I'm going to turn it over to Mr. That's this way. Good evening, President Vasquez, members of the board, Superintendent Verdugo. My name is John Oakley. I'm the area director of regional operations with SFE as described your new food service partner in year one. I am here tonight just to give you an update from from year one. Uh, you'll see some
of the information is similar as you see the quarterly newsletters that we put out as one gets the opportunity to look through those just to kind of see how we're progressing, but this is a more in-person recap of it. Um, just wanted to say I'm very happy to be your partners and coming in as the first live striving for excellence and consistently want to operate above the bar. Um, that's that's your goal, so we're not going to be good partners unless we're right there with you above the bar, while nourishing students, supporting staff, and serving the community. That's our objective. Um, the next the next uh slides coming up are some slides from just uh you know, the SFE team in action uh throughout the year. Uh, started in July with you guys. Came in
uh as any new start or a few little bumps early, but we tried to iron them out quickly. I think one of the first things that came up that are highlighted on the next slides was the opportunity to cater for administrative staff before school opened. Um, they say you never get a second chance to make a first impression, so we really I don't know how many board members were able to go to that first welcome back catering, but we got a lot of great feedback on that, even a couple people commenting that it was the best they'd ever seen while they were while they were in Santa Cruz School District. Uh, picture of the team there on the right. Uh, some that came with me and some of uh the local team, which we were
uh really lucky to have a lot of good workers already on on site here that do a great job. That's always one of the biggest fears when you come in is, you know, uh you're only going to be as good as your front line staff, but we were very lucky to have a lot of hard working people. Had a lot of fun doing those caterings and executing all the caterings with them. So, as we go through it, we just have a couple of pictures from catering. That's how, you know, we take try trying care of the board and the administrators as we open up before we get uh to to the student part of it, you know, our primary purpose. So, I wanted to talk a little bit about one of the some of the
programs that we we brought in that we're going to be new and fresh for Santa Cruz and how those were going. One of them was the roving chef program. I hope that at some point if any board member ever wants to come to one of those or anybody on admin for that matter, I think those have been phenomenal. It was a transition from I believe the private vendor had something called fine dining which everybody liked. This is a completely different thing, but the students had a blast. It's really a cooking program where I was here for the first couple with Rick has a a chef background and we're making a menu item. We work with the principal to get some kids out of class and start to finish their their preparing a meal that day
that they for lunch. You can see them there in chef hats. We started easy with the pizza. We'll get a little bit more complicated. Just wanted to get the the program up and running and then they deliver lunch up to the school office. So, the principal the principal's staff get lunch that day. A lot of photo ops and and they have a blast with it. So, we're making our our way around getting Rick with that and part of our goal next year is to increase the frequency and and capture more of the students with that, but don't know if you had feedback on those, but we feel like they they went great and that's always a a favorite of the students. Um And other thing we did, working to the next slide, uh upper left
you'll see the mascots. Uh I'm a greedy person, so when I bring the mascots, we're looking to check a lot of boxes. We work with the principal on those and we advertise that we're going to have a a special event that day and maybe some kind of treat or prize for everybody that uh participates in school lunch. Trying to drive the participation while we're there. It gets advertised out, so maybe we can capture some of the students that even though it's free, bring their lunch. They're curious, what's going on? And uh they come through, they get their lunch, and then we have music, and all the kids after they've eaten are getting up and and dancing and getting their bur- burning the calories. They just ain't right there in the cafeteria. And that was uh
it's something else if you're not there. They they drown out the stereo. They they they lose their minds. Uh haven't really lived until you're in the middle of one of those. And it was either a third or fourth grader that came up to me and told me it was epic. Um uh I'm not sure that I knew that word when I was in third or fourth grade, so um that was a memorable moment for me. Uh doing these events with uh the students in Santa Cruz. So, some more pictures of roving chef there. Couple of pictures of the mascots. And uh Yeah, that covers that pretty good. Uh we also added in um want to make sure I had uh my partner to my right in here. Next slides uh where Rick went to Dr.
Seuss Day out in the schools engaging with the with the students. That should pop up in a minute. There we go. Uh I don't know if you want to comment on that at all, Rick, or your experience with the kids that day. Uh they're extremely excited. Uh I feel like they're enthusiastic just getting a little bit of a a change in their day. Um they were extremely excited for the uh the book that we chose. Um All Dragons Love Tacos. And so, they're excited to talk about food when it comes to uh you know, working with the chef. So, I was excited to do it, and I can't wait to do it again. Uh ne- next slide up, I think another um big day in food service is of course going to be Thanksgiving. Like
the opening caterings and the beginning of school, and we think that's uh an opportunity to really shine versus prior years. So, we had a team come in. There's some good photos there. We did a lot of decorating with Thanksgiving decor, especially at the high school. Uh I I was here for intentionally put Thanksgiving service here for the first year when I didn't have it in other districts. Uh so that I I could be here with Rick. Uh there's a picture of the line up top. We did We did do some good numbers at the high school. A lot of positive comments about just the elevated presentation of it and the quality of the meal as well. And then, I was also at We did the high school on one day and the other schools on
the others. I came back the next day. And I was a quite a one day. And we had um representation of the management team at every school to make sure we executed the SFV style Thanksgiving. I I forget to mention I also want to say when we opened up, we had management support staff at every site for multiple minutes to ensure that day one went well. But, something I always schedule myself for, and I want to say the local team, both the management team and the employees, really embraced the different Thanksgiving and really got a competitive spirit going about how how nice they could make it for the kids, both quality of food and the decor. So, I think we're really proud of the first Thanksgiving, and we got comments on that like we did
the opening caterings. So, I I really feel like we hit the mark on that. So, I think the next slide is also Thanksgiving-related. So, like things like whole turkeys out that were cooked on the line, and I don't think that had been done before. So, I got a lot of pictures, a lot of a lot of comments, and uh it went it went great, in my opinion. Okay, next slide. Uh jobs never finished till the paperwork's done. Want to talk to you a little about the timing we came in and it was administrative review time, of course. I only had a 20% chance of that happening cuz that's once every 5 years and if I didn't have bad luck, I would have no luck. So, it was administrative review time, which if you're not familiar
with that, it is just a very intensive inspection by the ADE to make sure you're following all of the regulations, all of their rules. It's submission of a ton of paperwork followed by an onsite visit where they come and they watch meal service. So, we thought that was an opportunity to really improve on prior years also. Uh with the administrative review, there are financial findings where if they find you did something wrong, they can actually ask for ask the district for some of that claim money back. Uh which of course you would never want. I'd probably go ahead and retire if I had to report that to the district. And then there's technical findings which are smaller things that aren't monetary but that trigger corrective action. So, we went through the entire review, all we
had was one technical finding. Um I believe that I don't know what that what that would mean to you unless I provided some relativity. Uh your prior administrative review 5 years ago, there was five technical findings for the review and six more over the summer. So, I think uh we did a really good job on that as well uh showing improvement and demonstrating a good compliant program right right out of the gate in year one. Uh of course, the goal would be above and beyond would be zero next time, but I wanted to provide that relativity and just kind of congratulate the team on an excellent job with that and we can all be done with for 5 years. So, wanted to share share that piece cuz that's a that's a big I'll call it
thing but I mean nuisance that is is behind us now. Okay, so for the for the students, wanted to talk briefly also about the students tracking with you know, one of the things we wanted to do obviously main goal we we talked about specific things like Thanksgiving. We talked about some value-added programs that we're trying to incorporate is just driving driving the counts every day with uh by providing elevated quality of food every day at lunchtime obviously just Thanksgiving or whatever. So, we have surveyed the students and looked to how do we how do we beat this year's counts next year? That's my my goal to the local team. So, we've already going to implement some some new menu items at the end of the year. That's a picture on there where we actually started
doing sushi at the high school. They they went out like hotcakes. I think I'm speaking right right when I say about 150 a day at the high school. They're very tedious and very time-consuming but the students really reacted to them. We started doing something that hadn't hadn't been offered before. It's kind of like a KFC bowl. They're going crazy for those. So, just surveying the students trying to drive the participation and get even better survey results every time. So, that's a couple of pictures where I came down and we trained the staff on the sushi. I did that with Rick and and the snowballs and then some of our staples like the pizza I believe is a big improvement over over prior years and the students really reacted to it. We're looking forward to new
more new items next year, keeping it fresh, keeping the counts up, and always trying to improve year over year with participation numbers. So, um that's kind of where that's what I've got for you for like year one. I think uh we had the administrative review, that's done, that went very well. Um I've been in figuring open grade and Rick's has maintained that. Uh student counts are up, and we're trying to continue to grow. Uh the goal next year is to have an even better year next year. Find our way to above above the bar or wherever that is, that would be our goal next year. Uh put a couple of highlights on there. Uh I'm going to talk about the e-truck Estella reluctantly. The low-lying fruit, couple of the equipment uh promises from SFE. There
was some production problems with that. It's now supposed to be coming in next month, which we got to get it in in year one, but you know, 98 yd into a 100-yd dash, but if I can make lemonade, it'll be something nice and fresh to start out next year. That'll be new, always looking for something new and and fresh. Are you You drinking that lemonade Estella? Talking about the e-truck all year. Share with the board what the e-truck is. Yes, the e-truck is like the best way I could describe it, and I'm pretty sure um it's the first one in the company. So, I haven't been on one or seen it myself. I see the pictures, and that's been part of our struggle waiting to be ordered. I think it's being built by a one-armed
man with arthritis in his only hand. But, when it gets here, it's going to look kind of like a it's a three-wheeler, it's a mobile kind of like snack cart, almost like what they have out on a golf course, but it's bigger than that. And we can also do some reimbursable meal quick serve items and snacks. So, the kids that don't want to come to the cafeteria, we have a means to chase them down now. And and bring the food to them. Uh so, we have some ideas about going to different campuses. I know you're one of the few districts that already has a food truck, but again, it'll be a nice new shiny object for the kids. It'll really increase revenue and bring something new to the program. Uh talked a little bit about
menu innovation is just uh continuing to add new items based off of surveys to drive the counts, enhance student engagement. Some of the things we're already doing, higher frequency. It's a lot of work in year one, and you got to make sure you're doing a good job on on the core things, and then expand out from there. But we have the programs up. I just did the the first nutrition education class at Quail Valley Middle School last year. Um last month, and it was with about 120 kids. They all did a survey, which I'll be providing to the district. So, that's out there. Now, it's just about making that part of the normal program and increasing the frequency. So, that's what I mean by enhanced student engagement. And then reinvestment. Um hopefully with increased participation
and and increased um revenue, there'll be some more surplus, and we can work with Assella to reinvest in the program and elevate it um year over year with whatever we can do to just make the program better in that regard. So, um that's this year. That's the plan for next year. I'm open to any questions or comments from anybody. All righty, thank you. Ms. de la Riva. Thank you, Madam President. No, uh first of all, I want to say thank you for the delicious food that you provided for us today. Thank you so much for that. Um but uh yes, thank you for your presentation and I'm happy to see that you are uh having activities around food, especially the nutrition uh class. And then from visiting the school sites, I can tell you for
the most part, our students uh usually talk about, you know, the lunch because we have lunch with them. They're pretty content with the lunch menu items, the different options that they have. You know, you'll have one or two that, you know, but you're always going to have that. For the most part, they're very happy with the with the menu and what they're and what the options are. So Absolutely. Thank you. Thank you. Thank you, Mr. Ramirez. Yeah, well, I must I like that you have the surveys as well and it's it's really neat that you do that. I don't know that we had that before. And uh and I like your enthusiasm, too. Okay. I can tell that you're really into what you do. But um you must have a challenge when it comes to
these surveys because I'm sure you have to do this fine, you know, walk with what's healthy and what they want because I mean if we gave them what they wanted, they would probably want like Takis and chips with chamoy and things like that. So Absolutely. It's uh school food services How do you strike for the healthy the healthy food when you're doing these surveys? I'd like to know. What do you do to strike out for the healthier food? When you're doing surveys and you're thinking about what to serve them? I always Cuz we get criticized for that, you know, always. Cuz everybody wants us to serve healthy food. So Yeah, well, uh I think the nutrition education class like we did the other day, um was good to talk to the kids and give them
some some data on why they want to eat like that. Um the class we had was all athletes, so you know, what just talked about what goes what goes in the tank is the distinguisher between you and and your competitor, but a lot of it's education, really, because I mean, I can I can reflect when I was young and I didn't necessarily want to make all the the healthy choices. I mean, when my parents withheld dessert unless I finished everything on my plate, including vegetables. So, that's that was the old school to get me to eat veggies, but out of the school meal. Part of the part of the education is explaining to students, you know, like even when we do the roving chef, we made pizzas. I think pizza and school food service are
actually one of the items that's a close replica, but talking to them about how, you know, the school version is healthier, but it there's a reason why it tastes a little bit different than Peter Piper, right? When you've got whole grain enriched crust and reduced fat mozzarella and turkey pepperoni, it's not the same pizza they're they're they're eating on the weekend. So, it's uh it's tough to compete with that and and find items that students enjoy the taste. Right. Thank you. Mr. Guerrero. Yeah, Donald, thank you for the presentation. Um I don't have a lot to say other than food's important in so many different ways, so we appreciate what you guys do. And absolutely getting the kids involved in all that stuff. So, thank you for doing that. Yeah. Thank you. Thank you. And
again, you know, ditto to everything that they said. Um we have been able to we've had the opportunity to go into the classrooms, like I I told you, into the schools and into and and, you know, and visit the schools and then we have lunch with the students and and those are the topics that we always ask them, you know, you know, what do you think about this? And like Miss de la Riva mentioned, you know, it's you know, 99% of the time the students are very happy with the meals. They're happy with the different choices that they have. They're happy with, you know, like the new things that are coming in, you know, the high school. I know that they're they went crazy with the you know, with the sushi and stuff like that,
you know, but it is like you said, you know, a different kind, okay, because it is healthy for them and stuff, but I think just to introduce new things to the kids, you know, and I really really appreciate, you know, you know, uh um him going into the classrooms and you know, being part of, you know, because that's the way you get to know your students and your and the people is by getting into the classrooms and meeting with them and talking to them and, you know, and and and listening to them, you know, because, you know, they're saying, you know, what they want, you know, and stuff and I think you guys are doing a fantastic job. I really appreciate it and um I can't wait to see what comes next for next year.
I really do. Thank you very much for everything. Awesome. Well, as long as we know you're out there actively asking students about school lunch, that'll keep us dressed out and working hard for you. Absolutely. Thank you very very much. Thank you. And thank you for your presentation. It was awesome. Thank you. New lunch superintendent report, Mr. Bedugol. All right, thank you. Um good. This May is beginning this week. We've been doing a lot of stuff with uh Monday yesterday that the top 5% which would be good to see the students that are in the top 5% of River High School um and recognize their educator that has been most influential. It was It was a great event last night with the Youth Foundation for that and uh for those students receiving a $1,000 scholarship as
well. Um also on Friday of last week we had the the talent show and thankfully the board stepped up to judge to me away from that. Yeah. It was very difficult because we have a lot of talented kids. So, I want to congratulate the students that participated in that and they were all winners and so it was great to to see all of the different talent within the the district. Um also prom on Saturday, which I heard was a great event as well. They had one of our students that danced the night away and refused to shut it down too. They had a great time so that the prom was another one of the events for high school. I want to congratulate the baseball team for making the playoffs and they have a game I
think tomorrow. So, I wish them luck and then track and field coming up with a track meet in a few weeks. Um so, I know that they're busy preparing for that. And the other teams that competed that didn't make the playoffs this year, I congratulate them for their hard work and getting ready for next season. I said, thank you. You're ready. Thank you very much. Um Ms. de la Riva, sorry. Governing board members report, sorry. Ms. de la Riva. Thank you. Um Yes, but it's been busy. It's already started to be very busy. I attended the STEAM night for the very first time actually, but I really enjoyed attending STEAM night. I got to see both science and technology projects. And then my best part was the math 24 challenge, first time attending that too.
It was awesome to see there and just yes, I had. So, congratulations to the winner. I believe his first name is Randall from San San Cayetano. For the elementary. For elementary, yes. And I'm sorry, I forget who the middle school winner was. Oh. Uh Rosa Uh Rosa's daughter. From Cuauhtemoc and Wendy. From Cuauhtemoc. From Cuauhtemoc and San Cayetano. San Cayetano where the winners yes. I really enjoyed that. It was awesome to watch. The kids you know just the cards with the flash cards and then immediately they go for it and then Oh my god yeah. It's awesome to watch. It's crazy isn't it? Yeah it is. So I really had a very a nice time with that. So thank you for that. Thank you for that invitation. And I also attended the talent show. Lots
of talent in that district. Again I'm so proud of our of our students but yes unfortunately we only can pick you know a few winners. If we could pick them all but that's just not the case. And yes and as last night I attended the top 5%. uh foundation banquet. Thank you to Francisco Padilla and the the rest of the committee for that invitation. I enjoyed it. Congratulations to all the 19 students, their parents and their their influential teacher. Congratulations to all. Thank you. Thank you. Thank you. Mr. Ramirez. Yes thank you. Well I want to say that I really missed it. Mr. Beach is not here tonight. And I'm sure a lot of you heard why he isn't here and that's because he's preparing for the celebration that they're going to have for his
mother. You know she passed away and so they're going to have this nice celebration on Friday. And you know he's not only my colleague but a really good friend and the reason I'm talking about his mother is because he was an educator and she touched a lot of people's lives and like a lot of you in this room. Everybody in this room actually. And in your own way. And I just wanted to talk a little bit about her because I think she's a good person to look at as a role model. I mean she raised a really fine family and she could raise Brad and get You know she must be a saint you know. But No, but on a serious note, one time I went to a Monday night I mean, a a Super
Bowl party that they have cuz they have them every year at Mr. Beach's house. He too is a really fine teacher, by the way. And so I was talking to her. I'm trying not to get choked up about this. But I was talk I You know, I had gotten to know her over the years through these parties and and uh I started talking to her about she asked me about my mother where she said, "I've never met your mother." And so I told her, "Well, that's cuz she passed away, Ms. Beach." And so she asked me about it, you know, and I I explained in short that my mother had died when I was 14 years old and she died of breast cancer. And so you know, we had a long discussion about it. She
she She looked at me. And afterward, I thought when she kind of walked away, you know, and she was a smoker, and so she went outside to go smoke a cigarette. And when she came back in, I thought, "Well, yeah, it really affected her, but I I didn't think that she was going to come back to me." And so she came back and she She gave me a big hug and she grabbed me by the hands and she told me, "You know, Rene, she said, if your mother would were here, she'd be proud of all that you and your brothers and sisters have done, you know, considering that you had this huge challenge." Um and we lived on the border and my father, he was a farmer in Mexico, in Guaymas. So he had no
choice but to go down there cuz he couldn't that was our source of bread and butter, you know? He couldn't just dump everything and come back up to the border. We would have been dirt poor. I mean, it was hard enough as it was, you know, paying all those medical bills. So I just didn't forget that moment. And she was like a teacher. And here I was, an older man. And she was like a teacher still. And it really affected me and like I hadn't talked about it for years and years and years. So, I remember her really fondly. And I just want to say she's a very special lady. And I I look forward to seeing him on Friday. And going to the the service for her. So, just sat at his house. So,
that anyway, I just want to share that with you. You okay? Thank you. Thank you. Thank you very much. Mr. Guerrero. Thank you. Um I also got to be a part of the talent show and all I got to say is it was it was very hard. Uh we we had about a 5-10 minute discussion how we figured this stuff out, but it was it was pretty awesome to be a part of that and see all the talent. So, I really appreciated that. That's all I have. Thank you. Okay. Thank you. Thank you. Thank you. Um yeah, well I wasn't able to go to STEAM night, but I know what you're talking about because as a math teacher, we had to kind of prepare our kids you know do it and you can add, subtract,
multiply, and divide okay once okay for everything and for one card and but the kids are I mean they are on fire. They just really really like that game and it really helps them okay you know in their math skills. So, I know what you're talking about, but I wasn't able to go that night, but I still I missed it okay. Anyway, that was my my granddaughter was the one that you know, she's also a senior this year. She's graduating from from Benson. So, I kind of have to pull myself in a lot of different directions you know to be able to do that. I also heard really good things about the prom. I heard about the kids that they didn't want to leave because wanted to continue to dance and everything and I saw
some pictures of the girls and they look so pretty, you know, it's so it's such a, you know, fun thing to do and stuff. Uh I was also part of the 5% um uh the the top 5% and those 19 kids, you know, there was about six or seven of them that were my students, you know, when they were in sixth grade and um I I knew that they were going to be there, you know, because just by by teaching them in sixth grade, they already have those uh you know, those really strong um you know, commitment to what they want, you know, and stuff and and so I already knew that, you know, they were going to be there and I was very very happy. I was very surprised that it worked out really
really well. Um the talent show, again, a tough one. Oh my god, so so tough, okay? I think this is the first year in the history of of Santa Cruz Valley Unified School District that we had to pick two people for first place because they were just so awesome. They were just so good and stuff and you know, and so we did pick the so we had instead of having three winners, we had four. Two for first and second and then third third place, but it was amazing. Um congratulations to the to the baseball team again for what they're doing. I think tonight is the last game for volleyball for the boys boys volleyball. I think today, you know, congratulations. I know that they've been doing a wonderful job as well. And um and yeah,
um going back to Mr. You know, piggybacking on your Mr. Beach's his mom, I did meet her when I was in in school in elementary. She taught She was never my teacher, but his dad was. Mr. Beach was my science teacher. I remember that one time that I never never forget that about him. There was a mountain lion that was around the school and this was over at the old high school which used to have uh the Roosevelt building, okay? And then they had the science building that was built in the front. Well, there was a mountain lion that was roaming around and Mr. Beach killed it, okay? He went up to the mountains right there, he killed it, and okay, yeah, really. And we got to dissect it. Okay? I swear, I this is
honest truth, we got to dissect it. We He you know, he went and we made a whole He made a whole class of everything, okay? Instead of being a frog, it was a little It was a mountain lion. So, it was It was an amazing experience because I don't think we would have ever, you know, had been able to do something like that, but that's just the kind of people that they are, you know, they take advantage of whatever resources are available or whatever, but I have a lot of amazing memories from both of them. Like I said, she wasn't my teacher, but you know, but since he was and we were all, you know, connected. So, you know, I I really got to meet her and like Mr. Ramirez says, she was a a
fantastic woman, a fantastic teacher. They both are, they, you know, just really top of the line. Anyway, I will be there with you on Friday, so um thank you for everything. I appreciate it. That's all I have to say. I'm sorry. Oh, I get all Yeah. Anyway, moving on. Information discussion action, Mr. uh Verdeja Pima Jted update? >> Jted update. So, um as you know, um earlier in the year we uh went in opposition to the uh possibility of the Jted moving forward with the bond um because they were doing possibly a bond. Um and they have have continued to pursue that despite um our uh opposition. Um 14 school districts are all in opposition to the the JTEC bond and they are still discussing about the possibility of moving forward. So, I just have
made it and as we're still in discussion, we met today uh, discuss what's really if they continue to move forward with that. Um, again, because it puts us in a difficult situation. Uh, so I just wanted to make sure that the board was that. Um, and then also um, the IGA that we have with them we're discussing as well. possibility of some services to districts. But, that and so our attorneys have started on used to to discuss that. I'll bring it uh, in the future, but I just wanted to give you a heads up that uh, that is still moving forward and so you're not surprised with that and uh, we'll be discussing it if it continues to move on. All righty. Okay, thank you very much. Moving on. Uh, any any questions about that?
Anybody have any questions? I don't know. I don't think there's really there's really really anything we can really say about it, huh? Because it's, you know, it has to go to to a vote. Well, they're yeah, they're they're more than said to approve it, but there still has to be a lot of discussion. Um, Sure. because they're you know, this board knows um, having passed a bond um, that uh, there's a lot of prescribed requirements uh, that had to be met including what the bond would be used for. Um, and it's very short turnaround for them to almost say that and say that and not have a lot of input from the 14 school districts. Right. Absolutely. Absolutely. Again, so that's why we're in opposition. All righty. Thank you very much for that update. Uh,
moving on, the fiscal year 2024-2025 uh, audit results, Mr. Verdugo. Thank you. I'm going to report to Miss Brown. I might invite you that uh, they hopefully uh, is positive. Um, and we're again the board knows how much we make sure that our district is not only physically responsible and compliant with all of the regulations we want. We're competitive. And with us we have Christopher Heimfeld from Heimfeld who's going to be walking us through our results for the last fiscal 2024-2025. Thank you for having me here this evening, Madam President, governing board members, and Superintendent Verdugo. As mentioned, I'm from Heimfeld and Company and I'm going to briefly go through the audit results for the fiscal 2024-2025 audit, but I'm also going to go over a few required communications as well before we get into
the actual results. First, just a brief introduction of some members of your team. I'm an audit partner out of our Tucson office. And the assigned engagement partner for the Santa Cruz Valley Unified School District audit, and the lead on that engagement is Lexi Diaz. And both of us work hand in hand with Estella on the audit as well as several other members of management and the the business office. There's just a a few personal facts as well as work experience there, but I've been with our firm for over almost 20 years now and have worked on over 200 previous financial and compliance audits and and I'm a licensed CPA in the state of Arizona. Some of the standards that that really dictate our audit are are on this next slide. First, the OMB circular guidance
that's really moving the federal awards. Up there there's the AICPA statement of auditing standards that those are applicable to any financial statement audit. You have your government auditing standards which are really geared towards governmental entities such as the school district. And then lastly, your government accounting standards board statements which really dictate the financial reporting for the district. Some of those required communications are on this slide. We begin our audit in July of 2024 with the issuance of the engagement letter which just states the terms and services that we will we will be performing. Um we perform some remote or virtual field work in August, but then we're on site in October to really the district's uh records and documentation. Then after that, we finalize the audit back in the office and provide the district with
the initial draft of the annual comprehensive financial report um on December 10th. The management had a chance to review that, provide any feedback, and then we issued that report on December 17th. Some of the required communications include if there was any significant estimates in those financial statements or any changes in accounting principles or financial reporting. So, the most significant estimate is really the the actuarial assumptions related to the district's net pension liability. And a lot of that doesn't affect the district. However, it is something that we're required to disclose and and let you know that it's something that ASRS determines with the use of their actuary and auditors. Some of those new accounting pronouncements were GASB statement 102. Thankfully, not a significant impact on the district's financial statements or really so. There's a few other
items here before we get into the audit results. We do perform some non-audit services for the district. We help prepare the financial statements, the notes to the financial statements, the schedule of expenditures of federal awards, as well as the data collection form to submit that single audit report. Um sometimes when we're compiling the financial statements, we're required to do what we call conversion or reclassification adjusting journal entries for the district's records to make sure that they're in conformity with GAAP. Although these don't constitute any kind of error or misstatement, and if there were errors or misstatements, we'd make sure to to notify you those, then I'm proud to say that there were none during the past audit. Lastly, um we did not have any disagreements with management through the the course of the audit, and
they were willing to sign the general representation letter at the end. Now, on the current page is just your the first page of your independent auditor's report in that annual comprehensive financial report. Um we're issuing what we call an unmodified or clean opinion this year. Uh that means the financial statements can be reasonably relied upon. Some of the other reports that we issued included the single audit report, as well as the submitting the US of our compliance questionnaire to um the Auditor General's Office. Here's just a brief summary of everything that's in that annual comprehensive financial report, over 100 pages long. Um I'm just going to highlight a few of these main sections. The introductory section includes the transmittal letter from the superintendent, uh your organization chart, principal officials. We have on page 11 that
independent auditor's report I just disclosed. Then on page 17 starts your management discussion and analysis section, just a year-to-year comparison, followed by your basic financial statements on page 32. Your financial statements include two sets of financial statements, one that presents the district in CT together, and one that presents all your individual funds or or buckets of funds um as they're best categorized. Following the financial statements are your notes to the financial statements, just a lot of detailed condensed information in there to explain the financial statements. As an example, you may have two financial statement lines for capital assets, but you'll have almost a full page of note disclosures describing the the beginning balances of all the different asset classifications, any acquisitions or disposals of the year, and then the ending balances. Following the notes is
your required supplementary information, just some budget to actual information as well as pension schedules, and then your supplementary information section, which is just a lot of additional financial statements. And then lastly is your statistical section. It's unaudited, but a lot of great 10-year trend information, whether it's financial, related with revenue-related, debt capacity, debt issuances, economic or demographic information, or just general statistical information about the district. This next page may be one of the most important pages. It really just is summary of the audit results here. So, the first section is your financial statements. If there was any significant deficiencies or material weaknesses, we'd note them here. The next section revolves around your federal programs. So, with specifically with your federal programs in which we audited the child nutrition program, if there was any significant deficiencies
or material weaknesses revolving internal controls, we'd note those here. And so, I'm very proud to say that this year the district did not have any of those findings that were noted. Um as you may recall in the prior years, we did have a material weakness related to the district's cash and investment balances with the county treasurer and making sure that those balances were properly stated. Glad to say that that issue has been been corrected to where at least the district's cash balances are are what the county treasurer has on hand. Just some general information about our firm and some contact information for myself as well as Lexi Diaz. And what what we always tell district management and district personnel is what we're your auditors year-round. If you guys have any questions, please come to us.
Please ask us. Let us know of any concerns. We can help you now. It's a lot easier to to be proactive than reactive sometimes with with some of these items. And so I'd open it up to to the board board members here this evening. If you do have any questions, concerns, please feel free to leave my office as well. You can leave them as well. And then I'll open it up now to any questions, comments that any board members may have. Okay.
