014stephen they're here come on down into your chest [Applause] i just did a little bit on the history of chess apparently it can be traced back nearly 1500 years to its uh earliest known predecessor that came from india from india went to persia and then from persia went into southern europe um the game itself you know around 1500 cp so i know i'm fortunate that my office is pretty close to mr webb's classroom and i see that i'm playing chess i always say i'm going to jump in and play the game or two i don't know if i really want to play a game or two because there's a good chance i might get beat but then again i might get better so it's probably a good lesson in itself so i'll make sure it's

015okay uh thank you very much dr davis and members of the board of education uh for this recognition tonight and your continued support of the chess programs at both ahs and manchester avenue school over the past 20 years the ahs chess team has collected a few awards over the years and held its own against districts with a much deeper bench and yet we've always brought our best game despite the odds however nothing has been more odd than the effects of the kobe pandemic on intramural clubs and district teams as you can imagine uh sitting for upwards of an hour within four feet of an opponent even with a mask on is probably not what the cdc had in mind for children so last year was was remote matches club level and the south jersey high

016school chestnut uh did his best to organize remote matches the students were very excited for the changes in the air this season got off to a great start once our league schedule began early in november emerson martell took up a set up a discord channel for the team to exchange tips and practice for their skills off hours both austin devoid and stephen true took home awards for their excellent performance in the blitz tournament at oak crest in december uh both gentlemen ranked in the top 20th top 20 of fast wins in the league [Applause] by the end of the season in february our five students uh our five student team austin devoid steven true donnie noel emerson martel and clark davis had won on 43 boards and tournaments and matches against 14 teams at the

017end of the season audubon placed second among division two in the league final tournament a few schools in the league had trouble filling their rosters due to covered restraints and participation levels among students and coaches but not all this team showed up that no matter what every meet every tournament gave their level best against older teams and larger districts i'm very proud to be this team's coach and i'm always encouraged by the commitment and team spirit that audubon brings to everything that it does if i may a quick plug and a request um first to plug murray trout american legion post 262. i will be hosting an all ages chess tournament 4 pm saturday july 16th to raise money for new chess equipment and for homeless veterans food and beverages will be provided stay tuned

018for more and secondly the request for the board during a board of edging board of education conferences and workshops with board of ed members throughout new jersey please share your support of scholastic chess programs whether they be clubs or teams encourage colleagues in other districts to establish chess programs i have seen magnificent benefits of the social skills and critical thinking abilities of all of my players over the past 20 years the return on the investment of these programs are tremendous in light of their minimal cost i thank you for your continued support and i know all of the students who have played for green wave chess over these many years have appreciated the opportunity thank you [Applause] all right frank come on down i didn't know that frank was gonna get recognized as a student

019a month before we put him on the agenda i pulled the same piece [Music] i get to see frank just about every day multiple times throughout the day um when we had the first scene to be an erroneous fire drill going on it actually turned out to be a student friend who saw smoke smelt smoke and pulled me the alarm which is really what you should do in that circumstance in that situation so when that happened i didn't reach out and sometimes i let everyone know the different things that are happening and then once i found out one i was really happy because i had to see prank a lot but then i also saw your father out and i let him know did you know who actually told i would introduce myself but you

020already know what my name is um i am i am also in track and [Music] this is attachment [Applause] and your father said you wouldn't come up on stage that concludes our presentations for tonight we'll take a two-minute recess before we begin our committee reports and please have a motion to approve the board minutes from march 16th public march 16th executive march 23rd public joe's not here uh wait till mr miller returns march 16th public march 16th executive march 23rd public we had a motion from uh mr patrick and that please get a second all those in favor any opposed i oppose the march 16th okay uh the board of education recognizes the value of public comment on educational issues and the importance of allowing members of the public to express themselves on school matters

021in community interest in order to permit the fair orderly expression of such comment the board has set aside two portions of this board meeting for public comment on any school or school district issue that a member of the public feels may be of interest to the residents of the school district for the first portion of this portion public comments are invited on all matters pertaining only to the agenda for tonight's meeting for the second portion which will take place later public comments are invited on all matters pertaining to the district participants should announce their name address and any group they may represent if applicable the board reserves the right to limit public discussion public discussion on the topic will be limited to 15 minutes and individual speakers will be limited to three minutes no participant

022may speak more than once on the same topic until all others who wish to speak on that topic have been heard the board uses the public comment period as an opportunity to listen to citizens not all issues brought to a board meeting will be resolved at this meeting complaints stated or actions requested by the public may be taken under advisement by the board for investigation discussion actions or disposition at a later date or time the public comment sessions are an opportunity for citizens to share their opinions and remarks with the board it is not a question and answer session the board may or may not respond to public comments at the time they are made and is under no obligation to do so the board does not endorse public comments nor will the board be

023held liable for comments made by members of the public any individual who may be the subject of a public comment including district employees shall retain all rights against defamation and slander according to the laws of new jersey would anybody like to make a public comment on agenda items only i have a student and mansion and student here in high school 16 agenda item 32 could you restate the item um page 16 number 32. it's under human resources after school tutoring sessions correct um so i'm very glad to see that these are starting thank you for getting things going um thank you to the teachers who are willing to give their time after school to do so my concerned question would have to do that the children are being identified for the program where i was

024hoping that parents might be able to enlist or enroll their students if they feel their children would benefit from that time that's it thank you thank you would you like to respond to that at this particular time we could see it before thank you for that comment we have different clubs and different activities going on what i would say is any parents indoor guardians that have questions or thoughts in regards to some of those supports please reach out to the building principal there may be if not that activity another activity that your your children have participated so we're happy to and i'm gonna make comments later on in regards to some of the activities and uh applaud both the administrators as well as the teachers for once again going above and beyond and beyond so

025please reach out okay thank you dr davis okay man please have a motion to close the first public comment session all those in favor any opposed okay moving on to governance we had a meeting on april 4th one of the shorter governance meetings in recent history [Music] i'll start with item two tonight those are the second reading so i went over those at the last meeting those that are on for first reading tonight number one um 2431.4 includes definitions and distribution of policy guidance when it comes to sports related concussions um i believe we're following those already yes and uh this is just a matter of uh revising our policy to be updated with what we're already doing correct okay um policy uh gifted and talented people so uh we spent a lot of time

026talking about this and um basically what we talked about was revising this policy namely for having an expansion so if you had an opportunity to look in the agenda from the governance meeting you'll see the notes from that meeting and it gives more flexibility to the building administration to um identify kids that will be could could benefit from a gifted and talented program and provide support for them whether it's being pulled out of some of their general ed classes to be provided support so that's a first reading tonight if you want to take a look at that the governance committee was in full support and uh mr burke um uh it gave us a pretty good explanation of that as well so we had a lengthy conversation about that in education too i believe yes

027we did i was going to say is you know both miss smeltzer and mrs levy were part of those discussions as well as mr burr so it was a nice team enough for gab for that group um five one two zero i'm sorry 8465 crime and bias related acts um the updates include changes in the language hate to bias further defining the definition of protected parties and reporting procedures five four six zero uh rearranged some of the procedures uh but no major changes to that in terms of uh high school graduation two four three one point four um is the regulation that goes along with the policy up there same with eight four six five i'm sorry i reverse that those are the policies that concerns with the regulations um we also discussed changing the

028july meeting to july 16th to move it closer to the june meeting which is backed up because i'm sorry july 13th which is a wednesday because it gets us closer to the june meeting which is backed up because of graduation we did that last summer and moving the august meeting to august 24th um which is the second to last wednesday in august and that gets us closer to the opening of school when dr davis is likely to have to be filling positions and so that gives him at least another week to get that agenda together and maybe put people on the agenda that might not have made it on that previous agenda does anybody opposed to rearranging those as well and the other thing that we discussed in the meeting was the taping and recording

029of the meetings so at the last meeting i brought up the fact that somebody had raised a concern about it and i asked if any board members had any concerns to reach out and no one did but i did receive several emails from the public concerned about us stopping it i want to make it clear that the board of education was never considering stopping the recording of the meetings one of the questions was brought to us and we you know we owed it to talk about it was whether or not to live stream the meetings in any case the governance committee is in full agreement that we should continue to live stream when possible so we'll live stream unless there's a technology issue and we will record every meeting and continue to put it on

030the youtube site what we would like to do is make that write an official policy so the committee is going to work on creating a policy bring it to the full board that way it's on the books we only did it because of covin before coving we didn't do it and uh we talked about it and we think it's a good practice and that way it's on the books for future boards and it's a practice that we believe is a best practice and we'll continue to do that so the governance committee will work on that and bring that to the full board for first grade just like we would anything else dr davis anything to add for governance usually i don't because you do such a thorough job but i do have one we have

031also had a conversation um the director of curriculum and then the building principles for the junior senior high although they weren't all present we had a conversation too that came first out of education but then came to governments in regards to grade conversion we had a practice in place for grade conversions if you had a student from 9th to 12th that came from another institution whether the appropriate school or another public school and we had a practice in place we reviewed that practice they went over some of the information in regards to what we were doing and why we were doing it and through those conversations that really got once again kind of initiated from a parent and a student we were able to go through and we are creating a policy potentially to get

032once again reviewed formally by the board and then approved so it's not just a practice but a policy in regards to those great conversions so just like mr blumen said lunasand said i would always encourage the public to come and pose questions because from those questions typically we can grow and strengthen our practices so that was also important yeah and that um that's also in our agenda so if you want to dive a little bit deeper into that if you look at 5120 on our agenda you'll see a link that mr burke and dr davis presented to us the education committee which i'll make a report on soon also talked about that in great at great detail and because the two principles were there we really had a great conversation about that that conversation is

033not over um the grade conversion you know opened up the the um the conversation to you know other things that are related to that gpa waiting courses and things of that nature so um we fixed it and we're well that's why that might be things we're going to continue to look at the other parts so we'll bring it to the full board as so that's not up for approval tonight 5120 but i would encourage people to go take a look at that in the agenda in either the education agenda or the governance agenda from the canadians okay may i please have a motion to approve items one and two under governance um there is some reference in regards to the reporting of board meetings so yes we just have to look at the bylaws and

034see where it coordinates and connects to so there is some work that's been done and obviously there's been some work that had to be done in defining what was good practice for boards uh we have to remember in part of this as mr blumenstein stated it really came from uh the pandemic and we were one of the first districts in canada county if not the first to jump to that zoom and get it going but then also to engage the public in conversation so kudos to the board before doing that because that's the intention of a public meeting is to have interaction and with the public so yes and we'll be looking at that and pushing it forward yeah we definitely had a lot more engagement then because people could stream from home and and

035i i don't think there's i don't know if there's any precedent for continuing to do that i think you know now that we're getting back to normal you know it is important for people to come personally so we're not entertaining allowing the public to engage but but to record you know and make it available because then we're really getting multilaterally any other questions for the governance committee not related to emotions okay man please have a motion to approve items one and two under governance mrs ron case roll call please i'm sorry any questions on one and two sorry about that okay mrs ron case roll call please mr crew yes mrs robinson yes mr ryan yes this is peter yeah this is cassidy yes this is cox yes this is davis yeah mr miller yes

036yes okay thank you um next uh for operations i'd like to recognize mrs davis thank you um the only reason i'm filling in this that mrs evening was unable to join us for our operations committee um at the meeting we had a great discussion about moving forward with some of the components of the bond with bins and contractors you can see that on the agenda the auxiliary gym floor replacement and the replacement of some of the cafeteria equipment are going to be taken care of um through our partnership with the camden county ed services they're pre-approved vendors so the bidding process isn't necessary in that instance so you'll see that on the agenda and then um we also [Music] chose a site engineer but not the operations committee rather dr davis mrs ron case and

037mr rudder interviewed a few different site engineers along with mr garrison and then they came to the final conclusion that is listed on the agenda this evening and you can also see on the agenda this evening we talked about at the meeting that the roof replacement bid was going to be opened up and you can see that that was awarded to patriot um and the good thing is that all of those projects should be accomplished during the summer months we also discussed replacing the baseball backstop here at our field on the high school property the committee was in favor of that as it exists right now the backstop is only 18 feet high so we're looking at a different structure that would go up as high as 40 feet so it would provide much more

038protection for surrounding homes and cars during games and practices when there's supply balls and we did get pictures of that what the proposal would look like so if anybody's interested in seeing what that structure might potentially look like i did bring them with me tonight um we were able to sell one of our buses that we no longer could use because it had aged out um so we were able to sell our 2001 bus um um the agenda again has those approvals for the auxiliary gym floor in the cafeteria replacement the cafeteria equipment replacement and the um they've been awarded to patriot roofing for the roof replacement and there's also the usual monthly financial reports and the safety drills yeah the only thing i would add just so the the board is aware um and

039potentially the public too with the awarding of the site engineer and the assignment of the potential site of your pending approval we have other projects that we hope to accomplish over the summer which also include the resurfacing on pavement of the playgrounds that have online mansion as well as the basketball courts in front of the junior senior high and then the tennis courts because of that work you have to have the site engineer as part of those conversations um because you don't want to start work that you might end up having to do again based on other needs so um we look forward to moving forward with some of that as well and potentially we'll see that in upcoming board meetings okay any questions for the operations committee regarding non-agenda items okay man please have

040a motion to approve items 1 through 13 under operations questions on 1 through 13. okay this is wrong case matt please have a roll call this is robinson yes mr ryan yes this is peterkid yeah this is cassidy yes this is cox yes this is davis yes mr miller yeah mr pro yeah mr plymouth yes motions thank you okay next moving on to education uh nancy's not here tonight so i'm gonna take that bear with me we had a very long meeting but we have some really good things to report from it um back to gifted and talented that's where we had the most lengthy conversation and i'd like to reiterate that not only was mr burke there but miss legend leonard was there and the smelter was there and you know one we've kind

041of been encouraging dr davis to bring administrators to committee meetings more often and you know the meeting that we had that night you know bore a lot of fruit because they were there i think both of them brought up um questions related to the point conversion that perhaps we might not have even thought of if they hadn't been there so they weren't necessarily there in that specific discussion that wasn't really mr burks in the house but just having them there and their insight was great um gifted and talented so i will just review very quickly you know uh the the um what miss ledger and miss smelter presented for the opportunity for multiple measures to be used i think the old policy was a little restrictive so basically um there can be a combination of

042um at least three of the following criteria so a teacher nomination a parent nomination standardized test scores or details on the draft that you can read in the agenda students must be reading at least two grade levels above reading level as determined by a specialist students must score two grade levels above his or her numerical grade level or 95 percentile medical english on a diagnostic diagnostic assessment assessment and so once a child has met at least three of those a staff member would complete a rating scale for behavioral and academic behaviors and then after that's all put together a committee of teachers and administrators is identified as gifted and talented and then the rest of the policy pretty much stays intact in terms of programming providing support not only was the education committee in full

043support of that again that was presented to the governance committee again more eyes were on it and everybody was in favor of it so that took up quite a bit of time we talked about grade conversions there's a lot going on there i think the bottom line is we were converting grades and some students were coming in and their gpa was dropping so it's not perfect basically we have the letter grade is driving the gradients coming in so the student comes in with c plus we're going to make sure that they get a number that's equivalent to the c plus but if their school c plus is an 80 i don't i'm just making this up don't quote me on it and our highest c plus is a 79. they can't get the highest they

044will get is our c plus which is a 79. so in that case it might go down a little bit but the rest of the conversion that we that we overhaul for the most part students that come in will not see the drastic drop in their gpa that have been brought to our attention with this one particular student but very well named affected other students in the past certainly in the future so dr davis went ahead and made those changes and is going to make any transfer student that we currently have aware that they're going to be reviewed and then moving forward we're just going to use that um mr burke gave us a deeper dive into ixl data looking at middle school data i would say that the takeaway there is that they're looking

045at the data and using it to drive instruction but you know it's it's taking time and you know they're trying to give teachers as much time as possible to to look at that data and help use it for instruction i think that we will probably have at least one more presentation to the board before june yeah so i mean um kind of we it's kind of up in the air but you know we we will a presentation will be made eventually um and i think if it's not in june probably at least before the next school year starts we'll take a look at know where we were in the beginning of the year we already saw that there's a lot of progress and you know hopefully that's continuing so we'll at least be able to

046take a look at you know the progress that was made throughout the school year before one is to see where we are but the spring that is obviously going to be telling too but it's new you know the resource itself in us using it in this capacity is new for us so to get a year under our belt and then again you know not only the fall and the spring of next year that's when you really have an advantage you can look at you can see where the kids are and then also making some curricular decisions come across the pacing guides and when things are instructed and if there's any holes so we talked about uh esser jobs which will be flushed out in human resources we were given an opportunity to talk about equity

047and what the instructional council is doing with that i think moving forward at some point we're going to be able to meet with that group through committee and you know kind of get an inside look on what's going on there and what we can expect for next year but everything was positive in terms of that conversation we talked about the cad program um and another highlight from the meeting was the preschool so we are approving a master teacher tonight uh miss mass falls and um i had the opportunity to actually meet her on tuesday night this week at the ecac meeting so we talked a lot about it um and miss ledger went into paul and mr burke about all the really great things that are happening in the preschool and also some of the

048challenges that are ahead of us in terms of creating space for that program as it grows but you know that's a challenge and we'll need it as it comes but i don't want to take away from how positive um how positive of an impact and how much that program has grown since we started it in october i had the opportunity to visit one of those classrooms on tuesday night and i was really really impressed with what's going on i'm also really impressed with ms madison and the experience that she brings the enthusiasm that she brought she was just an all-star and i think that we were very lucky to have her and the what she's bringing to that program it seems like she's working very well with ms ledger mrs ledger who's very excited about

049the program and the opportunities that it's going to give to young kids in our district and set them up for success in kindergarten moving forward so that was that was great [Music] we talked about green ed and careers just very briefly rough rough draft on opportunities uh for electives maybe in the future um that focus on uh careers in the green area and uh we talked a little bit about uh our collaborations with uh maddie from in recent months so other than that uh the agenda items tonight are some field trips that were improving please note that later five two field trips have been added since the original agenda went out um we're improving some home instructions uh we are continuing our relationship with collinswood regarding the swim program um the baseball softball programs are

050traveling to myrtle beach as they do every year we are approving the comprehensive equity plan statement of assurance and the district calendar a couple changes early dismissal for high school students only may 24th changed in the 16th and may 25th changed to the 17th [Music] that's that any uh thing to add dr davis the only thing i would add is number nine uh the the baseball boosters are paying for that trip uh it initially said the softball boosters but the softball's paying for softball and baseball playing for baseball for that trip any questions or comments for the education committee at march sure um we talked about recalculating the gradients and you gave the exam law they could lose a point or two because we're matching the number rates in the letter the letter grade is

051driving so their point value wouldn't change so if their a was a 90 and it fell within our category of a90 the 90 would stay the same if so it wouldn't go up so give me your scenario again so fine i can't catholic and a 90 is an a a 90 is not an a bottom so i transferred autobahn they would get the lowest within our a though they could they showed yes [Applause] why yeah part of it's driven by college boards uh so college boards looks at and use rankings districts in regards to what their scale is and that's what we talked about we made uh update to the conversion like the conversion process but the next thing we have to look at is really across the county high schools what is your what

052is the scale between your a plus a a minus b because the more aligned we can be with other districts the less chance there's going to be a change but the a stays in a because when you look at autobahn our ranking is based on our scale so when they come over that a has to still fall within our category for an a um there's other scenarios because you could you could come from a district where you only have letter grades so if you only have a letter grade for us in this new conversion we give the median score for our our grading within that so if it falls within a b plus you have a b plus but there's no scale that goes with your district then you just get that also if you

053come from a district but only uses numbers and i have lots of different education backgrounds but sometimes it's easier to rest on my math background in my science background a number is a number and it would be wonderful just to say a 90s and 90 you just go across but that letter grade drives a lot of discussion but if you came from a district where you only have percents and there's no letter equivalent you get your percent and wherever it falls is the letter grade you get for us so there's potentially three different scenarios that you can get and unfortunately with our old conversion scale we were trying to accommodate for all those different nuances but if you came from a district that had both a letter grade and a percent unfortunately in the sample

054that we had like the one case scenario case study i believe 9 out of 13 categories they actually went down and now they stay the same in 10 out of the 12 categories so we're not dropping if we can stay and keep it so it's not perfect but a lot of it not all of it's within our control you know we're 92 to 100 for hey some districts are 93 to 100 others are 90 to some don't use the number at all or you know don't use the letter at all so you know we can't accommodate every situation but i think you know that's one of the things that stuck out is that in the original the way that we were doing it nine out of 12 times the student was strapped but that's what

055like so the conversation that we had was okay so we're going to fix this conversion and it's not perfect it can't necessarily be perfect because not everyone's using the same numbers but it begs the question if if we're 92 to 100 but 95 of the schools in camden county are 90 to 100 i don't know but if they are then we should probably reconsider our scale because most students that transfer not all of them but let's say they're transferring locally we can kill two birds with one stone because if we if our scale is the same as almost everybody else's then they're just going to transfer it seamlessly so that's one of the things that we're looking into now if if we make a change to that that might make the convergence most of the

056conversions more uniform still not look like that the boards rank you differently too so college board's running differently based on the rigor of your scale so it also competes and that's the conversation too that we need to look at how many students do we have that are that are transferring in what's the number and what that impact so depending upon if we have a more regular scale or we looked at more or highly in regards to help other universities look at us if you're choosing that route to go to uh college as opposed to career they both so we did the first part that next part we'll be looking at scales a second part is looking at the weights and how different courses are weighted and then also there's a question in regards to what

057courses are accepted and what courses aren't it's interesting as this conversation has unfolded to see how different schools are in camby county where some don't take any credit from outside schools and others take them straight up in regards to the percent others have conversions like we do but it's not consistent throughout we need to look at our district and we look and think about our kids and what the best choices are for us while also considering what's happening across the county so it's it's been a it was a very um you know you think you're talking about one little thing and then all of a sudden it's like any other questions for education before i go to the motion there is another item on the addendum 12 world-class vacations contract for the disney trip for

05822-23 may i please have a motion for items 1-12 under education any questions on one through twelve mrs ron case may i please have a roll call mr ryan yes this is cassidy yes this is cox yes this is davis yes mr miller yeah mr proof yes this is robinson yes mr bloomstein yes thank you next i'd like to recognize mrs davis for human resources the human resources committee met um last evening actually i'm a little jealous i had to bypass the pcac meeting in order to do hr and i wish i'd been able to be in two places at the same time um before i go any further let's do a little housekeeping here on the agenda just please remember that we are rescinding motion number three also motion number five should say step

059seven ga 17.68 cents per hour number on page 18 should be 15 days over the summer monday tuesday wednesday and thursday [Music] and number 39 [Music] should read motion to approve the bond staff members for the school climate committee up to 12 hours at the non-instructional rate of 30 per hour okay at our meeting we did review all of the items on the agenda and we also reviewed the request that we have made for an organizational chart of staffing administration just to help especially when there's so many moving parts with hires and people moving into different positions just especially for board members who um you know may not have had as much experience with the names of the faculty and the positions in the building so they have a really clear idea of how things

060move within each of the building what what faculty you are assigned to what grade means and we also reviewed our request to have a statement for the duties of the high school administrators as well we reviewed the job description for the hallway monitors and the master teacher and that kind of led to just a general discussion of the availability of the bathrooms at the junior senior high school we seem to have a better understanding of what's taking place and that the students do have availability of the bathrooms you know as as needed and we also had a rather robust discussion for our continued call for remediation at the junior senior high school for those students that that need it and we also discuss you know the fact that there's some staffing needs um it's it's

061one thing to offer the opportunities for the remediation but we have to have a stamp for it and you um understanding all all that goes along with that i know mr schaib who suggested maybe reaching out to retired teachers or you know contracting with outside services or just straight up hiring you know additional faculty and staff to come in and provide that remediation but that still is a major goal that we would like to see accomplished um as far as the agenda is concerned there are um new job descriptions on the agenda the approval of two of the bathroom hallway monitors we have a long-term substitute for special education aid we have a few requests for unpaid leaves and absence there's a revision of the long-term substitute dates for health and vision as an ed

062teacher as well as school psychologists we are asking for approval of the peer tutoring supervisor there's a change in language for a mentor teacher and also a mentor teacher appointment there are some fmla requests a leave of absence requests we are approving our master teacher candidate for early childhood pre-k 3. we are also approving mr oswalt as the interim and we did discuss making sure that that's a co-principle that would be item number 21 on page 14. um we have a revised contract for a long-term substitute part-time instructional aid letter of resignation for a custodian at ottawa park approval for substitute teacher and substitute custodian spring and fall coaching appointments paid positions as well as there's an unpaid spring coaching position approval for the steam amusement park challenge driver approvals for the large city baseball

063team proving mrs schwab to the audubon high school safety team items 31 to 36 and 38 and 41 detail um the programs that are going to be using some of the arp and the esser monies we have approval of the stack to facilitate professional learning approval of our staff to the school climate committee approval of staff for portfolio assessment approval of a part-time special education aid at hageland and that is a new position that arose from a need for one of our students and rescinding contract for no i'm good for now i'm going to make a comment in regards may i please have a motion to approve items 1 through 43 under human resources any questions on any of the motion items or comments okay seeing none mrs ron case roll call please this is

064beatrice yeah this is cassidy yes this is cox yes this is davis yes mr miller yes mr crew yeah mrs robinson yes mr ryan yes this is mr blindside yes moshe's guys thank you moving on to reports on dr davis the hip report and the superintendent's report so if you look at the agenda we had two reports of hiv at junior senior high school both were found not to be not hiv fell under the code of conduct as far as reports the committees did a very nice job of reporting out in reports to the the four southern areas the only thing that i would add uh at this point is to make some comments in regards to the esser you can see some of those items the pandemic response team meeting a committee met on

065the 12th we had some conversations the admin team we met this morning and had some additional conversations but as far as things that are happening just to define it a little bit more in a bulleted list would be you know having we have the reading rock stars that are starting up the math maniacs we will have the summer bridge program and we have the this special ed program for identified students for extended school year at manchin we do have the steam challenge as was commented we've added additional support for the homework club we also have homework tutors which will be working with students when i said identified earlier identified is not synonymous with special education so there's different categories and reasons that's why i encourage parents to reach out to the building principles for potential

066supports if they they think it's necessary we have the school partying club that's happening over at manchin and once again they will have the summer bridge as well as the extended school year for identified special ed students the high school has been noted in the agenda has peer tutoring a supervisor that's overseeing that we have work and support for students for portfolio assessments for students really a lot for our juniors and really it's our seniors for graduation requirements there's some credit completion i know mr nicholson had sent out a notice earlier in the week looking for some staff interest to provide support for credit completion and there's students that may have had some challenges and struggles coming back to full day in person where their attendance is sporadic and or we know um we've all

067had to change in regards to our stamina and being in school all day it's been a different you know it's a different format our kids were used to being online and you know they could turn off their camera and go and get a snack and then come back um you can't do that at school you can't just wander out of the classroom and find a snack and then come back and there's been transitioning with that so that credit completion is there to help we had last year and we continue that some additional online course credit makeup there's always different scenarios and situations but as a result of the pandemic we have seen more students that need that support and there's attendance makeup the building principles the co-principals have been working really hard to keep track

068of we started off the school year with a little bit of a hiccup but now catching up and making sure that we're holding kids accountable but also supporting them which actually supports the staff as well because they've been working real hard to make sure the kids are not only just attending class but participating and learning both the content skills in those courses we had some trading in regards to the the happily staff getting some support from the nash mansion staff in regards to zones of regulation um there's a parent training that's happening for havlin and manchin in regards to zones of regulation we hosted last night and uh thank you for um mrs ledger for arranging that for the prosecutor's office but then also our attacking uh mr chisholm for his support to pull that

069off last night so any interesting parents were able to do that we are gathering the slides and that information and there will be a blast that's going out i don't think it went out already with that information for any of our parents and guardians in regards to cyber safety and social media uh it's always one of those things that we wish everybody really uh participated in because there's there's just a lot to it and it's different in different times for us part of that pandemic response team conversation which also kind of went into our human resource committee meeting it was full-time counselors and support we're seeing that need so as that grant gets approved we want to look at potentially adding uh really contracted for the year uh for 2223 full-time counselor at havilland to

070provide additional support full-time counselor at manchester united additional support and potentially one maybe two depending upon the needs and regards of the junior senior high that also dovetailed into another conversation that really came really from human resources but then also part of the conversation that we had with the administrative team this morning was the supports that we're seeing we know it's a challenge sometimes to get the kids to participate after school hours and there's also a challenge in regards to getting staff our staff has been working really hard and it's nice to see that we have some of these things but during the school day that delivery so there's conversations about getting additional interventionists to provide in-classroom support for our students that are struggling so it doesn't have to happen after school once again that

071may turn into the recommendation for a contracted person within the elementary school and across the schools through sr funds for the year some conversation in regards to whether or not those staff members would be working in that capacity or we would be using in-house people now that are our seasoned veteran teachers to work in that capacity so when we look at some of the struggles that we had on rolling out some of the esser i will say that the grant still hasn't been formally approved from the county level then it goes to the state but we don't want to wait we're moving forward with these supports now so once again it just uh i think it really supports the the notion that the questions and the struggles sometimes lead us to maybe different avenues that

072provide support so it's wonderful one to get that in information from the pandemic response team but also the human resource committee of the board and then the administrative team to be having those conversations too about other pieces that we can do so um that's it for me okay moving on to special program representatives mr miller anything to add for head services mrs davis anything to add for school boards um so the only thing would be county school boards has not had a meeting recently but registration is now open for new jersey school board's workshop it's going to be in person it's back to in person this year it's at atlantic city it's october 24th the 26th i know that we get a better rate if we do the registration debt so maybe we can look

073into that they haven't posted any of the sessions or anything like that but those are the dates that we can look forward to being back in person for the state workshop um it is a good idea to have some conversations it's nice to go as a group to have those conversations even though you make 10 different sessions but it's nice to get back together and kind of talk in that in that setting you have conversations levels and you sometimes split up i think we need to talk about this or uh because we'll still be in that process in those conversations and then they come back together um we haven't had that opportunity really as a full board when i came on board we you know we started buying the package and i don't know before

074but i know i set up some time there are different different lunch opportunities and dinner opportunities um so we go through and go to different sessions we came back and talked it's also a great place to network with other board members and they have public sessions for you know whether you're a newer veteran board member so it's something for us to talk about okay thank you for autobot education foundation mrs cassidy thank you um it's not on special program representatives but in terms of having connections with other stakeholders i did speak with mayor jay garbowsky and audubon day will be on april 30th at the rec center from 10 to 3 and then from six to ten i know that they are accepting um non-profit vendors so i would assume if there's any student groups

075or any groups related to the school that would like to you know be involved with that uh volunteers at the table whatever the case may be might be something to look into so if you can spread the word about that inside the school maybe something something popular um anyone else have anything to report from around town okay any board member comments okay i just have one [Music] question for dr davis so and a few a few months ago you know several students when we had our meeting in the media center came to the meeting expressed concerns over safety in the hallways and safety in the bathrooms and i know that you've done some things to try to address that including some of the whole monitors that we approved to get you know retroactively but i

076would be remiss if i did not um bring enter into discussion videos that service serviced recently with students pointing in the hallway i was not surprised or you know dismayed that students were fighting that happens i get that but i think one of the things that a couple things that we should take note of in watching the video it was about a 60-second video the lead-up to it there was not a single adult to be seen in the hallway and the culture in which surrounding the fight those students tried to stop the fight they circled around and were excited to videotape it and thought that it was funny and i get it that again some students make bad decisions but i think it it's a symptom of the culture and climate that has been identified

077as having been a problem in our school and i would like to know you know what you're going to do to address that um so not only should those students that fought have been disciplined but i think conversations need to be had with students that didn't do anything and just accepted the fact that you know these two students were fighting and they thought it was appropriate to watch uh around 30 seconds into the video it sounds like there might be an adult yelling but the video goes on for at least another 30 40 seconds and ends and students are still holding each other's hair so you know again where where were the adults [Music] this apparently has been a problem so why are why aren't more adults in the hallway and maybe you could shed

078some more light on this particular video what the administration is going to do to again you can't stop students from fighting necessarily but i think some of the other things surrounding it are things that we can do a better job of addressing all right so you brought up a couple things in regards to that altercation um if you watch the video from the time where it is it actually occurred there's a breezeway from the b building to sea building and that overlooks where you can look down the basketball court so if you look they're they're coming from b and over to c um where the student was filming from was at the end of the corridor i'm just trying to describe it a little bit so you understand where it is the faculty and staff

079are outside their classroom in in between transitions as part of the expectation you know the greeting kids as they're coming in it also provides eyes within the hall and they are and they do do that so when that was filming uh and you hear the students talking staff members may not have been right in ear shot and they would see that you know the kids are coming down the hall [Music] when the altercation starts and anybody who saw the video when the student actually came in there is another student one there up there's a scene of filming right but then there's also and i don't know if it's the same student there's someone that's kind of encouraging the altercation or encouraging the fight so um as when the fight starts from when when that the

080first low is kind of delivered between these two students the uh it's about 35 seconds well 20 seconds in you hear a staff member you know rushing the other kids away so trying to get the bystanders away 35 seconds in is when you see a staff member because it's right when the camera cuts off so from the time the fight really starts even though you can argue that there's comments that are happening there's a staff member that intercedes and starts to break it up that's when the camera stops so from below to stop about 35 seconds um there was administrator up it was notified very quickly from a staff member and was up and actually assisted the staff member to break up the fight i'm not i don't want to diminish it but it's important

081to note too when you talk about climate culture right we've had three fights this year and those three fights have um occurred they were all one-on-one incidences between so two you know us two students fighting there's been some repeat offenders in those fights um they do occur it's not as though we have lots of fights we've had three fights across the school year and we've had four students overall involved in those fights so some of them have been involved in more than one in the most recent so one of your your questions is in regards to the students that were filming and then were students that were encouraging um obviously the two students that were directly involved in the flight had consequences the students that video the event and as we defined and find out

082who they are have had discipline and and in regards to that this student that students or student that was encouraging the altercation had disciplinary consequences as well so when you look at our code of conduct you know inciting the fight is also a fence that falls under the code of conduct so the administration counselors continue to provide support in regards to the students that are making poor choices we follow the code of conduct and determining the appropriate supports and then also the discipline so you know our practice can you know continue to provide a safe environment both for our faculty and staff students i think one of the things that our we need to continue to do is talk about it you know there's a lot of conversations in regards to harassment intimidation and bullying

083about what it is to be a bystander you need to get involved in a positive way our young adults in the junior senior high we need to have continued you know education and support in regards to that because we're in a small community when altercations happen like that and when others find out well i videos and i also had consequences and supports well i was encouraging you you so with that being said that whole student body part i will bring back to the junior senior high administration to make sure that that message is clearly shared with the student body as a whole we are a school community we need to support one another and we need to support one another in a positive appropriate way thank you any other word comments okay moving on to

084our second public participation session i would like to remind the public of the statement that was read at the front of the meeting we will now have our second portion for public comments public comments are invited on all matters pertaining to the school district would anybody like to make a public comment [Music] hello my name is tommy perry i live in london lincoln i am not from i was actually going to talk about that video because i've seen it have it the only comment i would have to make is he's coming from c from the video i found and um there's actually two teachers that i heard him um but um as mr davis doctor dave sorry was talking about the gpa in the career chart i actually came from mounting from i went to

085kershaw for a year um and i have looked at our current chart and my grades were affected and with my grades being affected my gpa was affected also um but i also was talking to another administrator about the recent because you could usually see it on genesis but you couldn't see it now but i already talked to him about that and we got that resolved he actually showed my gpa and i actually calculated it it's actually different from what i calculated which i felt very very strange that's it thank you any other public comments hello again charlie alexander 213 west nicholson um in regards to the new health standards that are coming in september that would have started in 2020 we didn't have all the shutdowns or actually they were voted in on 2020. um

086i know that there are some other districts i emailed mr davis i'm sorry mr burke today and also the board that are allowing parents to opt in their children versus opting out as well as some districts who are giving all curriculum and materials including what presentations will be shared prior to those lessons being taught i know mr burke responded and said the curriculum is up there when it gets done this summer it will be shared i appreciate that middle school teachers have already shared with me lessons that are happening in this building but it's going to be major changes and it's stepping into those areas where parents would like to have the first say with their students and have those conversations first so if the board could consider the idea of allowing parents to first

087preview and then also have a say on those committees this summer as to which materials from the recommended materials are chosen i think that would be a very wise decision thank you any other public comments hello stephen wilson 17 board avenue a couple things i just wanted an update on the vote of no confidence that the teachers union presented last meeting if the board had made any updates or has there's been any progress or you know anything that we could report to the public also we um got an email from the smeltzer at the middle school last month about the lack of the kids being able to use the playground after school and [Music] the miss smeltzer said the kids weren't allowed to use the playground at the middle school after school after school and

088i have continued to pick my son up in the last couple weeks and the weather's been nice and there's been like no children on the playground it just seems it seems like it's solving a problem that maybe there's a better solution to um it just seems odd that there's a playground in middle school that children aren't allowed to use um so i was just wondering if you could look into that and maybe find a solution that benefits whatever the solution whatever the problem was that missmalter was pressing but also like allows the children to be social and play and hang out after school with their friends thank you any other public comments seeing name please have a motion closed public comment session all those in favor aye opposed um i have a few comments and

089then i'll invite dr davis to respond to anything if he would like in terms of the opt-in opt-out um that would be an administration decision so um if dr davis wants to weigh in on that he can um i'll leave that to him in terms of the no confidence vote um we just as we've we stated before um that uh when we found out about the vote we started talking to dr davis about it we're continuing to do that other than that we don't have a comment at this time um and in terms of the mansion playground i'll let dr davis address that if he would like to so dr davis will turn it over to you to address anything that you would like to yeah i'll try to go in the order um i

090will review um in regards to the minutes to make sure i have the right name so we can take a look at your transcript and have some conversations in regards to that um as far as the great conversions to make sure everybody's aware you know what the steps moving forward is to make sure our students in 11th grade have the opportunity for us to review um so we're currently pulling that list so that they can get notified um because some of them are going to do early admission we're going to make sure there's any kind of possibility that their gpa could change and it could change for the better that if they have that opportunity and then so they can do a rush order for that otherwise our students from 11 through 9 and then

091any new students coming in would be those would be updated but those updates would happen over the summer so um that's important for everybody to know as far as the curriculum you know as as mr blumenstein stated but then also mr burke had responded you know the characteristics available online with these changes we will be reviewing um and we'll be having conversations with regards to any topics that we feel it's really important and imperative for parents that have a better idea um i haven't done dove into those standards deeply to see really what those questionable areas are i think the community needs to be aware that every district can present the standards in different ways and i know sometimes people will compare in other districts to where you know what other people are doing and

092although they may be doing one thing one of one might be sending that information in a different format but still meeting the standards so they'll be under review um and we'll be very mindful of giving parents the information so they they know what's what's part of our curriculum in regards to how we're addressing those standards um playing around we typically have the playground closed with keys we sometimes open that up uh where they go i will review that with the elementary principles to have some conversations in regards to what's happening especially on nice days like today and we have somewhat limited space where they wear their kids to go typically as long as there's not a problem we need to be trying to do that but there's been other things with the pandemic and trying

093to make sure we're keeping kids social distance but as you see on our tuesday report our numbers are low so i will have that conversation with the team to see we can open them up a little bit more so our kids have a place to go and play voted no confidence just as mr blumenstein said um i i like to see myself as a servant leader i also like to see myself as a reflective practitioner when the union presented those topics um we're reviewing and having those conversations i'm still having conversations with the board and going through and looking at that and looking at what i can do in cases where there's specific things that really fall within under my realm to address and support the staff that's why i'm here i'm here for our

094students i'm here for the staff meeting for our parents and guardian um and i am a certain leader so i'm you know taking a lot of time personal time reflecting and thinking about some of the things that were part of that movement of confidence but as i work with the board of conversations more formal information will come to the school community potentially i think that's yeah thanks for that and i'll just add um just to put things into context the association made a three-minute statement or so that night you know we did meet with them before the meeting and spoken with them for just over an hour so you know the board and dr davis did listen to them they were able to present their case in detail that's private that would not be released

095to the public so you know we're continuing to have those conversations with dr davis and um any questions from the board any questions or comments from the board mr miller um if there's curriculum revision so what happens when we go through mr burke and his team you know go through an administration part of the conversation but as they go through and create the curriculum to align to the new standards that information is presented with the board and the format that that's going to be delivered and or any kind of processes which would be hey this is what's being presented in and there's topics so i i know that at least one community members here there's districts that when you go through and you see some of these topics the parents get it two weeks before

096or week before so you have an overview so what it does is one gives you the availability to make sure that you're using similar language at home so you can support some of the things that are happening in the school but in some cases it may be well i don't feel comfortable with the school delivering x y z so do i and can my child have an option of going somewhere else when that lesson is being delivered um like i said i haven't dove into those the standards and the update i know there's conversation conversation um not to pull the two together but they're similar in the sense sometimes you can make the argument that critical race theory there's topics and conversation that comes out in regards to that but it's like we're not teaching

097critical race theory so sometimes it's more of an educational piece so we've had that conversation as an administrative team and we've had that conversation with mr burke and some of those curriculum leaders that we have in-house to talk about sometimes it's an education piece so um we present go through if there's changes in updates then it gets presented before uh in regards to what those updates are um committee will be conversations with that we have to go through and really take a good look at the revisions uh the state department's been doing a lot of that in regards to changes to curriculum and it's like hey these are some of the changes and some of the things that you need to do and then we have to go through and look at our scope and

098sequence and think about when they happen and how they happen and then what's the best way to deliver for our school community so it looks like cool it's an easy change but it's a lot of times there's just different pieces that have to happen so you know curriculum and instruction is why [Music] if i'm wrong parents have that choice you know i'll use the assessment piece you know there was a time when we moved over to the park assessment where there was a big push for people to opt out you can't opt out you're in public school and you have to take the assessment well people can refuse to take the test now refusal is different than opting out so one of the things that we really need to do is make sure that everybody

099has an understanding of what the curriculum is and what we're delivering because you don't really have an option to opt out because we are mandated by the state to deliver leadership state learning standards and if there's changes to those we still have to deliver them then it becomes a question of are you opting out or are you refusing so my you know my hope and i know the team they're going to do a very good job a thorough job of looking at those standards and presenting in a way that parents are comfortable whether there's some pre-teaching that goes along with it from home and or their supports that are happening and there may be situations and circumstances where parents more often may refuse more so than how you like and that's what i'm like trying

100to emphasize here too it's like you're here this is the curriculum these are standards that we are mandated to instruct and support so you may refuse but if it's a content area and you can't show proficiency in that content area you may have an impact on your grade although i do not think these lessons are the type of lessons that people are thinking about that's part of like a more concrete way of thinking about standards we are a public school in the state of new jersey this is what the government the board has the state board has deemed what we have to teach so we're mandated too which means if you're participating in the public school you need to participate now if you elect to refuse there may be grading consequences because you may not

101be able to show proficiency so although i don't think that i think the science math part is probably you know then you start to think about oh i i understand that like i can't just not take i or not know quadratic equations but unfortunately that's not necessarily where this conversation is kind of getting driven by but it's a good way to kind of pull the two together state standards we may need to teach them we're going to teach them it's going to be part any other questions or comments from board members all right uh we do have need to go into executive session tonight action will not be taken tonight okay please have a motion to go into executive session all those in favor any opposed okay we will be going to the shoprite lab

102and the next meeting will be wednesday may 11th at 6 30 pm we will go right to executive session and the presentation portion of the meeting will begin at 7pm on two executives you
