001everyone welcome to the Joan idet junor Tec and this evening's School Board Awards and presentations I ask that out of respect for everyone here please silence all electronic devices at this time I would like to call the meeting to order the time is 5:30 p.m. I'd like to recognize the superintendent for a series of awards and presentations thank you madam chair we do have approximately four presentations this evening and I will turn it over to miss Maddox to facilitate those presentations thank you Dr Moore and good evening everyone it's wonderful to see you here tonight we are going to start off with our casual for a cause presentation and for those of you who are not familiar with casual for a cause that is a a day each month um where our students teachers and

002staff members they get to dress down in exchange uh for a donation to an organization that we've selected for our casual F A Cause calendar and last month we selected gford youth achievement Center and our students teachers and staff members raised $2,146 and we have Mrs Angelia Perry the executive director and Deborah Dr Deborah Taylor a long our gyac board member and SDC director so if you would like to please come to the podium to accept the check and say a few words good evening I first like to thank the school district and its employees for this generous donation we are always proud and happy to continue the partnership with the school district as we help the district maintain that a grade we think we're being a part of that and we want to as

003Dr Moore always indicates be best by students so that's the goal of GAC in terms of our programming our after school and summer camp programs it's an academic based program where students our focus with students is helping them with any academic or educational assignments they have during the after school program and we continue that model during summer camp where we're preparing them for the upcoming school year so thank you again for your generosity and we look forward to the continued partnership you Dr Long any comments oh absolutely always always good evening everyone and again as Miss Perry has said we're just ever grateful because GAC is a slice of life that a lot of people don't know about and I see some of our Volunteers in the audience I'm always excited to see them so

004thank you for coming out and uh it takes a community to educate these students and at GAC we are a community all over not just in gford people come from everywhere and especially our retired Educators so we're very excited to have them present each and every day to work with our students and ensure that they are getting Quality quality instruction so thank you for their this will go a long ways in helping us do what we do thank [Applause] you [Laughter] as thank you ladies our next presentation is recognizing our PBIS schools and I would like to ask Miss Heather Holden to come to the podium please for this presentation there she is right there all right so I am Heather Holden I'm your director of student services I'm hoping that they can hear us

005back there where the the schools are lined up um Claudia cross is my um prevention intervention specialist that works with our PBIS teams and she's going to help and be my Vanna White of the certificates but she said I had to say that we have the most PBIS model schools on the Treasure Coast and bravard so we're very excited we have 10 model schools this is these schools are being um celebrated for their 2022 2023 walkthroughs March is when they start their walkthroughs for the next one but we had four bronze Awards and six silver Awards and as I call your school if your team would come up into the middle and we'll give you your certificate and then we'll do one big group photo but if you don't know what I mean by PBIS

006model schools that's positive behavior interventions and supports it's evidence-based and it is helping our students stay on track by teaching our staff how to track the data learn the systems and appropriate practices in order to improve our student academic outcomes every day so our student services team is here to support our cni team so we're very proud of these schools for their hardwork so our first model school is Beachland the principal is Rachel finegan and their pis coach is Melissa [Applause] ABDO our second model school at the silver level is Citrus Elementary School with the principal of Miss Jones and their PBIS coach is Rachel Nicholas and it looks like they also have their lovely Administrative Assistant Principal with them next up we have felir Elementary School earning a silver model School award principal is

007Mr etaria but their lovely coach is Annie AR now when I call up gford Middle School we invited all the administration and the coaches and the gford Middle School Bronze award they were so excited they brought the whole team so I can tell you Dr bacon is the principal and Mr Russo is the coach who has brought some new fire to the place um and I know most of their names but not all so I'm gonna not embarrass myself but shout out to gford for the the largest amount of support here tonight next up we have Liberty Magnet School and last year Miss Harris was their principal and their coach and she's bringing Miss Bernal on board this year to help her um bring them to the next level [Applause] hopefully now we're going to

008believe in blue we've got Oslo Middle School they earned a Bronze award and we have assistant principal Mr Ken Brown here to represent Mr Kinsley their coach last year was Miss Spivey um but they are now being led by Miss feder federo excuse me all right next we have peace love and sea turtles earning a silver award that's um Miss Whitfield is the principal and Mr Atkins is the coach they were very proud of our sea turtles getting silver award at Sebastian [Applause] Elementary next up we have Sebastian River Middle School U Mr risken is their new principal this year so we're going to give him props for all the awards for last year their their coach last year was um Dr Garrick but this year he's being led with by Mr Bola so Mr

009Bola is going to bring us to the next level Vero Beach High School we're very excited about this they got their new Banner this year for be their first time being a model school they earned the Bronze award that's very impressive for a school that size principal Mr O'Keefe last year their coach was Mr Hart this year their coach is Mr Taylor but we have the the amazing Johnny here to take that award home to the school for the evening and last but certainly not least earning a silver award we have wabaso school principal Mr colestad and the coach is Mrs wllo so we're very excited about the Phoenix Rising all right we're going to take a group picture and I hope you guys know what that means you are way too far apart from

010each other so we got to scooch distri all right [Applause] congratulations [Laughter] yeah congratulations to our PBIS schools next we have a couple of videos that we've been holding on for you I'll give them just one moment to exit is that 5:30 on Friday yes did we get an invite so our videos um our Gala video Our Stars of the Year Gala and our other video our policy practice ractice performance video were two huge events and they actually both happened on the same day um and we thought there was going to be I thought there was going to be chaos that day because we had the gala that night but everything worked out perfectly and we had a really exciting day um so we're going to start out with our stars of the Year Gala

011video um on January 25th we held our Gala at Sebastian over high school for all of our teachers and employees of the year uh we would like to thank Mid Florida Credit Union for being our presenting sponsor once again uh they've donated over $10,000 each year for our Gala and for prize money for our winners and we'd also like to thank Applebees grill for being a silver sponsor Dean Stewart photography for giving all of our stars their professional head shots and Napier and Roland for the wonderful dinner they provided Our Stars of the year at Captain hams uh we would like to congratulate everyone uh but especially Miss Peggy poel who was our employee of the year winner and she is our employee right here at the ja Thompson Building and Miss Lauren McDaniel uh

012she is a teacher at Beachland elementary school and I'm happy to say that they both have their state packets filled out and we are sure we should be hearing uh very soon that we have state finalists here in the district so let's go ahead and play that video for [Music] you [Music] [Applause] [Music] our employee of the year is Peggy [Applause] poel overwhelmed and happy it's very humbling I feel it's something that's important education and and kids doing as I say the best we can for kids and working towards that goal it's what we do and we're there for kids and the people that I work with are so great this was wonderful and thank you this year's teacher of the year is Lauren McDaniel complete talk remember to breathe but um honestly just looking

013for my class seeing my class here seeing so many of them want to be here and excited meant the world to me and it it means that everything that we do is worth it I keep thinking about the school district's modotto that we're stronger together and they've learned so much about being a part of a team growing and continuously improving we're in a school district because continuously improving so to be a part of that and to represent everybody all these amazing teachers Educators everybody that's involved I don't stand for me I stand for [Music] them so Lauren had no idea that she was receiving prize money that night um and so when Mid Florida presented her with the $5,000 check she was absolutely dumbfounded and just kept saying I thought this was my prize and

014she was holding a wooden plaque I just thought this was my prize and she was totally happy with the plaque um but it was just wonderful uh seeing she had her whole class there I think um with her celebrating and uh so it was really a great night I think it was one of the most energetic Gallas that we've had so far so thank you to all of you who were able to attend um so earlier that day at Vero Beach Elementary uh very early in the morning we started our policy practice performance session a two-day interactive event where educational leaders from throughout the state and even out of state and some of our community members toward our moonshot school which is Vero Beach Elementary where we show the school level and District level blueprints

015that drive instructional Excellence here in Indi no [Music] County policy practice and performance was the opportunity to highlight a great partnership we have with the Learning Alliance as well as the systems and structures that we've created over the last four years that has led to our district becoming an a-rated school system better schools is everyone's responsibility and this this is the opportunity to bring in folks from other school systems across the state as well as the nation really just to engage in conversations about what it takes to move a public system uh to be absolutely best by kids today was the opportunity to see instruction in action you know we can talk about how we use data to drive instruction we can talk about common planning but today was the opportunity to go in and

016see how teachers are driving instruction based on that data the various levels of instruction to meet the need of all the Learners in the classroom it's one thing to talk about it but it's another to go in there open up your school system and allow individuals in our community across the state to see how we are truly building capacity to be in service of our kids at Vero Beach Elementary School we're going to prove to the world that 90% proficiency isn't just a Longshot Dream It's actually something that can be done so through this partnership with the Learning Alliance we are drastically accelerating the opportunities to build capacity of the instructional staff there improve the overall student culture it is going to be the guiding post for us across our entire County on how we

017can improve the quality of instruction and build worldclass teachers and world class leaders in our uh tour of the moonshot school we got to see some really incredible teachers providing really high quality instruction one of the things that really struck me was how engaged every student was in every classroom we got to hear about all of the different kinds of supports that are provided to teachers in this district and in particular at the moonshot school we got to hear about coaching and uh professional development supports and just so much collaboration uh that's going on it was really [Music] impressive day two was a very unique day for us it was the opportunity for us to bring all the individuals together and highlight what instruction leadership looks like Datacom is the opportunity for us to align

018support and accountability and at the end of the day uh it is using data to make informed decisions that was three of our principles sitting down and speaking about where their data is and what their plans are to absolutely hit the goal that they have for themselves and then using all of the systems resources to ensure each principal has what he or she needs to move this system forward to ensure that that school can obtain the goal of being an a the most impressive thing that I saw today was the capacity and Leadership skill of the building principles uh right alongside with the lead of Dr Moore how they embraced just the process in the system and answered questions on the Fly similar like sitting in a Hot Seat but they were cool as cucumbers

019those ladies were confident they were wise they knew things they understood the metrics when you have a strong building principle that has either been coached supported or built to an unbelievable extent outside of the guiding force of the superintendent who establishes the direction You're Building leaders are the most important factor in school achievement the reason why I came here is to affirm that the things that we are doing are truly right in line and we're finding that we are we are doing the same type of processes with putting systems in place with how we do our walkthroughs uh and and making sure it we're systematic with how we provide that feedback back to the principles and debriefing so we feel now there's certain tweaks that we're going to do you want to get different ideas

020um I like some of the schedules with the fact that you guys have three data coms so those are some of the tweaks that we're learning my wheels have been turning the whole time that I've been here one of the things I would really love to see is ways that we can replicate or spread What's Happening Here in Indian River across the state and Beyond today was absolutely outstanding we had superintendents in District leaders here from across the State of Florida as well as the nation and it was the opportunity to gaug in conversation uh not only to highlight the work that we're doing but to learn from them although we are an a school system our goal is to ensure that every single School in our community is in fact an A and today

023to action or add to discussion yes ma'am I have two for discussion okay first one is Black History Month and African-American standards second one is classical schools anyone else okay so I'd like to call for an adoption of the orders of the day as amended could I get a motion second Mr Rosario Dr PCA all those in favor say I I I anyone opposed 40 okay I'm going to recognize Dr Moore for any presentations thank you madam chair uh no presentation but we do have a proclamation uh in honor of black history month so at this time I'd like to call Tony Brown and Kevin Browning to the podium uh to read in to the record the proclamation thank you tonight foration history February 2624 whereas February has been nationally designated since 1976 as a

024recognize and Cate the contribs and sacrifices made by African amans of the past and as well as sorry about that as well as gain insight and Inspire progress for the future and whereas historian Carter G Woodson and other notable African-Americans launched a negro history week celebration in 1926 the annual observant grew to honor the achievements by black Americans and other people of African descent and whereas in 1976 as part of the nation's Bicentennial black history week was expanded and became established as Black History Month and is now celebrated all over North America and whereas Black History Month is an important time to celebrate the many achievements and contributions made by African-Americans to this nation's cultural diversity social equality and economic contribution and whereas African-American students make up 20% and staff 10.9% of the school district

025of Indian River County where we celebrate Black History Month and the many contributions of African-American Educators leaders Engineers servicemen and women as well as many others who have demonstrated extraordinary courage talent and service to our schools as well as our community and whereas the graduation rate for African-American students has increased by 9 percentage points since the 2018 2019 school year which is indicative of our students and families accessing quality educational opportunities provided by our organization and using it as the foundation for a successful postsecondary career and quality life and now therefore be it proclaimed that the school board of Indian River County that we designate the month of February 2024 as Black History Month adopted this 26th day of February 2024 I would like to take the opportunity to thank Kristen Maddox uh for her

026hard work her insight to put the on the website of points relative to African-American history uh Kristen thank you you've kind of gotten in the groove now I can turn you loose I kind of had chrisen the other day I said Google it chrisen and she said I got it Mr Brown but also I want to bring I would be remiss if I did not say that this Proclamation as Kevin stated we accept but it is symbolic it's symbolic in the sense that if we look at it literally or pragmatic with the backdrop in Indian River County of what we're going through we have board members that says blacks benefited from slavery we're in our second meeting of book Banning we have classical schools we have African-American standards which some people say it's the law

027but my grandmother and grandfather when they got together it was illegal because one was white and one was black so because it's legal in the moment we as a school district we as a community we as a people we have to step outside the boundaries and for those board members who thought it not robbery to continuously step outside the boundary we thank you and but we must let it be known thank you for the proclamation but it's symbolic have a blessed [Applause] day do you have anything else in your superintendent report approve yeah okay all right so we have a proclamation I need need a motion to approve so move all right could I get a second second second talk Jones first Dr PCA second all those in favor say I I I anyone opposed

028it passes 4 zero thank you sir appreciate it both of you would have done my hair at least you have that [Laughter] option thank you very [Applause] much Dr Moore do you have anything else on your superintendent's report that that concludes that concludes okay thank you all right so at this time it's uh we'll have citizen input uh these are the guidelines for citizen input according to our school board policy 01691 each statement made by a member of the public shall be limited to 3 minutes in duration I will be recognizing in the order in which the requests are received um the time shall start when the speaker is at the podium and the public information officer will be the official timekeeper as you will see the time clock is visible to your left on

029the dis and you will hear a beep at the end of your 3 minutes each person may speak up to 3 minutes at the beginning of the business meeting during citizen input as indicated on the order of the business of the day and for up to three minutes to each action agenda item during the order of business if a consent item is moved to action item when you come up to the podium you may speak at that time or defer to speak during the time of that action item people may only speak about an item one time the time period may be extended by the presiding officer and only the individual submitting is speaker form is allowed to address the board time may not be yielded to the other speakers during the meeting please refrain

030from clapping or Outburst of any sort so that we can proceed with dignity and decorum by not infringing on any individual's First Amendment rights I need to remind everyone to direct all comments to the chair not to the individual board members or to the superintendent board members may or may not address any citizen input statements at the end of the citizen input comments as board members listen to citizens without interruption citizens are asked to give board members the same respect please as per Florida statute 1000 1372 subsection 3 the presiding officer of any District School Board May order the removal from a public meeting held by The District School Board of any person interfering with the expeditious or orderly process of such meeting provided such officer has first issued a warning that continued interference with

031the orderly processes of the meeting will result in that removal the first warning is to everyone at this time no personal attacks no inciting no disrespect please I will be calling you up two at a time the first person will be called to the podium to speak and the second person will speak um in line after that speakers shall not engage in personal attacks or abusive language the chair has the right to terminate any speaker's privilege to address the board if the rule is violated if you have anything to give to board members or the superintendent please give those to our executive assistant Mrs Mor she said right there it is clear that the board has taken action to comply with the law regarding instructional materials including library books if you are here to express

032your opinion regarding HB 1069 on materials in school libraries we would ask that you visit the staff in the lobby to initiate the challenge process finally the school district supports First Amendment rights of speakers and rights outlined in HB 1069 regarding library books and materials as such some indiv indviduals may choose to exercise these rights which may include reading material with language or content that is not appropriate for all audiences knowing this please make a viewing decision appropriate for you and your family all right at this time I'd like to call up in order first person Christy Bell on Deck will be Anthony [Music] Stewart well that's relevant it's not needed for right this second at all you don't have to like read it okay ready thank you thanks okay thanks thank you so I

033want to talk about something tonight tonight that maybe isn't appropriate for all for little children to hear um thanks you just were trying to trick me thank you so much okay good good good good um so now everybody already heard that there's no kids in here and anybody can fast forward who want to what I want to talk about tonight is um I want to tell everybody and remind everybody that April is Sexual Assault Awareness Month and a lot of people may not know that and because this is such a wonderful district with so many Partnerships including parents at the very top of that I thought there might be a way to get some information to parents about sexual assault of course they learn about it in school the kids do Florida statute 10 3.42

034says comprehensive age appropriate developmentally appropriate K through2 instruction on the prevention of child sexual abuse exploitation and human trafficking but what about parents how many parents actually know how to identify a predator or signs that their own child may have been assaulted it happens to almost 20% of all children many survivors of sexual abuse feel embarrassment shame a sense of guilt over what happened and think it might have been their fault and therefore 80% don't report that assault they may mistakenly believe they're somehow responsible they might be afraid they'll get in trouble it's never ever a child's fault but regardless of what the statute says teaching children about sexual sexual assault and trafficking and all of that it's really my strong belief that it would be helpful for parents to also receive some sort of

035prevention information perhaps just in the form of a flyer some sort of information to help families be aware of the facts we talk about grooming a lot here but we don't talk too often about the many types of grooming or what to do do if children a child is assaulted I scratched out all this part so now I don't know what it is um perhaps information developed for parents on this subject would be a good way to support children and be helpful to parents if we give that information to them to decide how they want to give that information to their children schools absolutely can't always protect children but parents can learn facts how to create a family safety plan and teach these issues in the way they feel comfortable so why am I bringing

036it to the school district is this a school district issue no but flyers and information go out all the time what organization has more impact on children than a school district and even more to the point what organization has the ability to reach more parents so it's just something I wanted to bring up because April is Sexual Assault Awareness Month so thank you thank you all right at this time we'll have Anthony Stewart n de is Wanda F Scott she has something she's going to pass out to each board member and to the attorney I guess I'd like to say good afternoon to you all and um I'm very much concerned with what's been going on in our County um with our board and them um allowing forri right extremist groups who has been listed

037as terrorist groups to make educational decisions for our children I did a public records request to the school board and I wanted to know all the books that were banded by these people and I went through and I found out the uh actual race of each of the 39 books that were banded in 2023 and there were eight black authors on the list out of 39 I learned that only 5% of all authors that publish books in America in one year is black8 out of 39 constitute about 29% out I tell you that there is a problem with this because we are being targeted I didn't check to see how many was books that was written about minority people which I should have do I will do it have it for the next meeting but

038I want to pass out to you uh the first thing item is item o and that was a letter that came article that came out in the newspaper on February 16th where the sers look to limit books challenges little too little too late the second one is the last page of the federal desegregation docket and if you look at section I mean entry number 274 you'll see where Anthony Stewart submitted executive orders from President Biden and former president Donald Trump executive orders that refers to this what our governor has had us doing taking out these books Etc and I gave them to the board before I believe it was in March of 2023 and as you read these ERS you're going to find wherein Biden revoked that everything that the 1776 commission had ordered and

039done under former president trunk and Biden revoked it and told them to take it out and not to utilize it anymore and and he replaced such things as Equity diversity and inclusions back into it I want to know why is it we still honoring Donald Trump's mess that he did and I know I only got three more second but I'm hoping that you all take a look at this thank you sir okay um Wanda F Scott and Melissa kelber is on Deck good afternoon I'm kind of um uh wanted to read the 1776 commission um the purpose of the America the American founding Envision a political order in harmony with the design of the laws of nature and of Nature's God seeing the right to life liberty and the pursuit of happiness as embodied in

040and sanctioned by natural law and its tradition the recent attack on our foundings have highlighted America history related to race these one-sided and divisive accounts too often ignored or failed to properly honor and re recollect the great legacy of the American national experience um I'm going to um toggle over to um this order was done um executive order 13958 of November 2nd 2020 written by President um Donald Trump now this other order was written by President Joe Biden who's the current president and it's order presid executive order 13985 of Jan January 20th 2021 and this is advancing Racial equality equity and support for un underserved communities through the federal government and um I'm in section d section one policy equal opportun opportunity is the Bedrock of America democracy and our diversity is one of our

041country's greatest strength but for too many the American dream remains Out Of Reach entrenched disparities in our laws and public policies and in our public and private institutions have often denied the equal opportunity to to individuals and communities now I want to go back to the the latter part of section D um President Joe Biden uh the last section there last page section 10 revocation the executive order 13950 of September 22nd 2020 combating race and sex stereotyping is hereby revoked the head of the agency covered by executive order 1395 shall review and identify purpose purposes and existing agency I guess I'm almost out of time um related to or arising from executive order 1 13950 okay this as far as I gotam M are you good over there okay all right um at this time

042we'll have Melissa Kel berdick on Deck will be Jenifer Pippen well it's good to see four fifths of you up there good evening I've titled my talking points The Good The Bad and The McNasty I'll start with McNasty it seems that a certain local opinion writer not only is entitled to his own opinion but it would appear his own facts according to said writer the local Fringe group moms for Liberty wasted taxpayer time on politicized culture wars fact The Fringe group is 4,200 taxpayers strong in Indian River County the said culture war is a national conversation perhaps missed by the mom obsessed Mr McNasty fact Schoolboard members who supported masking and social distancing and politicized fear exasperated the mental health issue of many students even though dissenting scientific voices and parents cautioned otherwise fact no

043one is after Dr Morris job it's a narrative that was ained and continued over the past of the course of past three years fact the nonprofit Learning Alliance has contributed to the academic success of a of elementary students but numerous Studies have also shown that improvements Disappear by the middle school years taxpayers have a right to ask why this is are there overlapping programs and double dipping of funds in some areas that could be implemented for better use fact Miss barenborg aligned herself with Governor DeSantis academic goals during her election campaign without the endorsement by our governor fact it was not about banning books it was about getting porn out of the public school libraries fact the soon Tobe contested District 5 seat is not for sale it is the people's seat not to be

044sold off to Wall Street via expensive campaign managers the bad it looks bad when an elected official does not know the limits of their District it looks bad when the S soe is not contacted to confirm the district boundaries by either the Indian River School Department campaign manager or the not so great opinion writer it looks very bad when a plausible scenario that stinks of political elitism and candidacy manipulation is supported by the 32963 ver Beach news media and it looks bad when there's no plan for a foiled turnover of an elected seat the good I love the news of the K through2 classical school doore Bravo you spoke about it many years ago about the boutique style school I'm all AB about that I'm encouraged that this school district will continue to expand their

045school choice awards that are supported by students and parents we can diversify within a commonality of differences differences that when harest constructively build our community create jobs organically from the diversity not despite it we do not have to destroy one thing to build up another and lastly Dr Moore you have more support from the 4,200 taxpaying moms and locals than the narrative in the media over the last three years would like the general public to believe please be mindful of The Company You Keep and the chirping in your ear by men of small stature and small minds thank you very much okay next speaker will be Jennifer Pippen on Deck will be Kevin brownie good evening my name is Jennifer Pippen and I'm the chairman of moms for Liberty here in Indian River County I

048drugs or alcohol before having sex multiple partners are having unprotected sex without parental knowledge that's an actual problem and not an Optics problem again moms for Liberty and I fix this problem with legislation when my parents were in or excuse me when my children were in your schools with an LGBT TQ Administration guide given to you by equality flora and Marta Schiff that allowed boys in the girls' bathroom and girls in the boys bathroom or gave permission for my minor son to go into the girls locker room it's an actual problem and not an Optics problem again moms for Liberty and I fix this problem at the local level and then went through legislation when my son was messaged on Snapchat that if he didn't fight a certain bully when he changed schools that he

049would be jumped by four to six Boys in 2022 and shuffled it into a bathroom by a group of boys and told fight he left your schools with a mild concussion swollen cheek bleeding lip having a blurred vision after telling the assistant principal early in the week that this bully was threatening him and it was an actual problem not an Optics problem some adults in this room are still sharing that video of these minor children in the fight calling my son the bully to oppose me moms for Liberty and I joined the code of conduct committee and fixed these issues in 2023 and we're still serving on that Committee in 2024 all right thank you uh Kevin Brownie's next Michael Mara onc well we're being told in Florida that Roberto Clemente may be back on

057think it's awesome the datadriven instruction that term you constantly use is starting to make clear sense to me and it's something I can definitely support um I was great to I spent some time with Barbara Hammond the president of the Learning Alliance and it was good to know and she thanked us moms for Liberty CU we were both advocating for amplify because amplify is one of the only um curriculum materials that had the science of reading curriculum style in it and then in 2022 the doe uh made that a rule and we in Indian River in Highlands County are the only two counties that were prepared to in full compliance and so that's very important and this classical education thing I really enjoyed the discussion on February 12th at the workshop I think everyone had

060those though we do have a speaker um the item the action item we're going to discuss first is the code of student Conduct Handbook that was developed in compliance with the school board policy 5500 student conduct under chapter FS uh Mr Marsh good evening Michael Marsh proud parent I got to serve on a code of student conduct and it was uh just amazing it was so much opportunity uh to really be part of the process from beginning to end and see a couple things change uh I was I was just looking at one of the items when it came to do with the minor use of a wireless device and to see where we are going with this versus where we were that was great um everyone over at that division when I had a

061question uh I believe it was Mrs uh dell um she picked up the phone what do you want to know about and I'm I'm really glad and hopefully this continues where uh we always have this type of committee that we could be part of it um because there's a lot that goes into it most uh parents don't understand the mtss you know the tiers and the interventions so to be able to have so many people in the room and explain what this tier looks like versus that tier as a parent that's very helpful and I think a lot of times there's not enough thank you so I just want to thank that division very much and code of conduct looks great okay thank you sir I'd like to turn it over at this time to

062Dr Moore Madam chair the item before you is to approve um the opportunity to send the code of conduct which is in fact a policy out for public hearing then in our next board meeting that would be the opportunity to approve and listen to the public regarding that um the code of conduct just to review the process last year this board took aggressive action in major modifications to our code of conduct and I think you all in multiple venues have had the opportunity to speak with principles to speak with teachers um in the impact of those transfer AAL changes whether it is vaping whether it is bullying whether it was the cell phone incident um we had a meeting that was in the shade this morning but ultimate so I won't talk about that but

063multiple opportunities in which you you clearly have taken a stance on what is and is not acceptable uh in our schools in our hallways and in our classrooms um and although it is the code of conduct when you're talking about discipline the volume of instruction ction that has increased the amount of times students are in class on task and connected to what's taking place in the classroom and engaged um that code of conduct has significant impact on all of that so um minor changes today we did have the opportunity to present this item at our last Workshop uh and this item is simply to send it out for public hearing okay so at this time I'm going to ask for approval to set the public hearing date of April 22nd 2024 to adopt the school

064board policies Updates this update is a result of legislation enacted during the 2023 Florida legislative session Florida Department of Education guidance um this state board of education Ru making activities ongoing work with the clients during the 2022 2023 school year and a review of the federal and state law the Florida Administrative Code other regulations by Florida and state agencies applicable Court decisions in attorney general's opinion all right so could I get please a um motion to set the date so move okay Dr Jones second M Rosario any discussion all those in favor of setting the date for April 22nd say I I I I anyone opposed it passes 40 okay our second action item on February 12th 2024 The District School Board reviewed and discussed the recommendations to this code of student Conduct Handbook um

069supposed to get sent to Tallahassee and a few of these board members made certain that that was very important to the school district of Indian River County it was important then it's important now it'll be important when they come back around to try to teach this nonsense so I applaud you chair Vice chair this needs to continue to be a topic of discussion because it's disgusting to ever entertain well but they learned blacksmith and all these other things there was nothing good about slavery it's like telling the Jews Holocaust not that bad guys it's disgusting so it's pivotal that we constantly see these items on this agenda whether this room is full or we have just the NAACP we're going to keep coming back in here and telling you that no no one benefited from

071week I noticed that you included coach Wilson on the third week and we have many heroes in this community and I'm very proud uh the reason I brought this up again is because um we just approved in minutes I think something that's very important and I just want to remind everybody about the parental right bill that says a parent can withhold their child from any portion of a curriculum if they believe such material is harmful don't forget that but it was clear in this minute that we are not teaching the clarification that the standard is what is taught and it's a clarification that says that slaves have a benefit is that correct Dr Moore through the chair the state is is yet to provide the resources which I think is the natural next step when

072you look at those specific resources you'll have a better understanding of what is being asked to be taught okay and it just said that um the instruction is going to be based on the standard so I just I wanted to make sure I got that out there because this will be full implementation this following year is that correct yes Madam chair okay um I just continue to say that because this is in Middle Schools we're talking about standards and clarification so I'll be watching it I'll be watching it on a regular basis I want to see what happens um when we go to the this part and to make sure that parents understand they can pull their child from that and one other thing I wanted to add um at the end actually of Mr

073ansbacher note that he sent to us in October 31st and that had some information uh about CRT and gender identity the final note said the Florida Department of Education academic standard uh from the paper of October 31st that Mr ansbacher sent us social studies in African-American history website links in other Publications emphasize the role of racial analysis including CRT as part of the required instruction statute so again I just want to make sure this is all clear as we begin the school year and of course I'll bring it up again and see where we are when we get more information from the state do you know when that will come Dr Mo through the chair I I do not can you I'm sorry may I sure well it's discussion are you done are you done

078know you get 10 parents do we do we continue the classical educational route do we and I'm just curious because at what point is enough enough that's why I leave you with in my two minutes good night okay sir uh Dr Jones classical schools go ahead uh yes I just wanted to make a few comments regarding classical school I have just begun my research on classical school I have a visit scheduled um next week I hope to get two or three more scheduled um and obviously it's very evident if you watch the workshop that we need something in the north county uh what what it will be whether it's a magnetic K8 I like the idea that we're really opening this up for school choice but the questions I have received is when are you

079going to talk to the parents about what we really want so I guess my one question is where are we on the survey and will we be having community events Dr Mo we to do that when we open new schools so through the chair we're in the process of creating a survey and identifying the most appropriate means to have it communicated across the entire Community to maximize um the opportunity for individuals to fill out the survey to give us the information um if you did not watch that presentation um there is a strong wave over the last six year 18 classical schools being created uh to meet a need um across the state uh our enrollment over the last four years has declined by 850 actually um and that is bigger than most of the

080schools that we have in our system we are a shrinking system choice is a living breathing thing uh and if we are going to be able to meet the needs of our community we need to think about what are the programs that our community want to have wants to have access to so the survey is is to validate what I believe to be true is that there is a strong desire for a classical school in a classical school is for all children uh it is not for one segment of the community or another segment it is for all children uh there are state laws that are in place there are policies that are in place uh and we can adhere to all of those while at the same time provide a option for students um

081that align to our magnet require re ments meaning the enrollment would be aligned to the demographics of our students just as all of the other Charter Schools I'm sorry all the other magnet schools are so in the coming weeks we'll be able to push out that information bring it back to the board uh we are bringing item in June yes we will not only have surveys but as we identify what would be a possible school what would be the most appropriate theme uh we will continue to inform our communities uh through route but we will bring an action item in June with the findings of that survey uh so the board can determine our most appropriate next steps and as you know or people have been here um when we start talking about it they

082thinking okay what school will close what school will be here what so a lot of things are going out there and parents really want to be able to to be a part of it and I agree 100% if we're going to do it our teachers would be the ones to do it our teachers and I I agree that 100% but they just want to make sure they have a voice where would it be and I think you also said um let's say we started at one Elementary those people who are there have first choice right Dr Moore that was a big question before through through the chair yes they would have first choice of refusal and at the same time not be displaced so if they are in a certain grade they can continue that

083schooling until they exit the school so no one will be displaced and will the parent survey be for all parents in the district it will be for all parents in the district and we just can't rely on students who or parents that are in the district we have to extend to Charter Schools to private schools to homeschool children uh which is part of the problem solving that we're engaging in if we just did our students then we're not cast we're not casting our net wide enough to cover the totality of what truly our all of the families in our community would want thank you they just want to make sure they were involved somehow appreciate it okay anyone else like to speak about the classical schools oh okay well I was in Tallahassee this week

084and um they have two classical schools there and so I tried to stop by one couldn't they didn't answer their phone I don't know how many times I tried and um it kept going to we we don't have voicemail so I was a little worried about that um but I saw I drove by the school and there were lots of kids there so I know the school was open uh the other school I did speak to um some people in the office Unfortunately they were having some other thing going on that day so I couldn't visit um but I'm going to try to get some information from that school uh both of those schools had a Christian um concept for the school they were both private um so that's going to be a little different

085than I think what we're looking at so I I am all for if surveys show that parents are interested in something then we need to listen to the parents and we need to say let's move forward with what parents want for their kids' education so uh with that I thank you for bringing this item up okay at this time we have Schoolboard member matters M Rosario would you like to go sure um let me see where do I begin um um as we were talking I just wanted to um as you you were all talking I just wanted to kind of um piggy back off of what Dr Jones just mentioned before about CRT um there was a memo and I don't know if it's the same thing that you were looking at um Dr

086Dr Jones but there was a memo that was sent from Dr Moore to us and this would be a reminder for him on October 31st where he lists one through uh several items on there that were updates and it probably came from um Mr ansbacher uh response to us all on this particular issue but number six actually says that the teaching of CRT is prohibited so I don't know if you want to cross reference what you're reading um so I just wanted to mention that and also that's supported by um House Bill 7 from 2022 um the other thing Dr Mo I wanted to ask you something we usually have an opportunity after citizen comment you know for board members to respond or even Dr Moore to respond and today we didn't so Dr Moore

087um if I may can you please clarify uh were or are there any organizations or groups responsible for Banning books in our County through the chair if you're asking for responses to our public uh comment we are upholding Florida law all of our policies are lying to Florida law um and there is no organization that is responsible for Banning books uh we have been working very diligently to ensure that we are in fact aligned to state law and move quickly as Law changes in order to be in compliance thank you um and and to that to that effort I will just say that we have started um this year the um Library committee um the LI the objection the library objection committee I got to get that all straight the library objection committee has started

088um this year they met twice um and I have to to tell you Dr Moore it's been fantastic to watch them all very organized in the sunshine I'm very pleased with the way that it is going their training um everyone is well prepared it seems like everyone understands their role and their responsibilities so it it seems to be going well and I just wanted to all of the hoopla and all of the rumors about us Banning books or having organizations Banning books that is not been the case here in this district there has never been a book that has been banned in this district there have been um opportunities for parents to object um and so they can object to books just like the law says that any anyone can object to instructional materials including

089Library uh Media Center materials and that's for anyone um and so that process um we are again as Dr Moore mentioned um following the law and and actually I think that we have one of the best policies um and procedures out there I have talked with many people from other districts you know just to get their feedback and it seems like we've got it we've got it where it needs to be um so I'm very very proud about that um I will let me go back to my I will mention also about there was a a comment about disantis um limiting book challenges um and that came out of um a need to address uh bad faith objections and so the article from the Press Journal actually points it the one that was given to

090us it seems like this was meant to be an attack on disantis but it actually points out quote prohibit Bad actors in school leadership positions from in intentionally depriving students of an an of of an education by politicizing the book review process it also says that bad faith objections made by those who don't have children learning in schools um seem to pose um an undue burden on school districts and so the whole point of it was to prevent activists or you know activist groups from Banning or attempting to ban bog down the district with bans or objections on the Bible which was just mentioned today including dictionaries and reference material so I would just push back on that it's just a bunch of um of Gossip um so let me just also say that um

092Dr Jacobs um for all of those who put that together was uh really really nicely done um you know in uh Vero Beach Elementary the the large the library was set up so that people could actually gather um and I met people from um Pennsylvania some were from um I think Michigan um they really were from around I think someone was actually from Texas came from Texas too um and so it was really nice to see that everybody gathered just to see what Indian River County was doing um and then we went on tours to all of the classrooms I learned a lot and I have to say there was one student um Miss basur was with me there was one student that in one classroom that really caught my eye and he was um

093kind of sad he looked very withdrawn he wasn't participating and then everybody went to the rug the carpet um and then um you know he just seemed he just broke my heart but it turns out that he was new you know newly moved so he's just transitioning into our schools and so I say that to say that not every everyone has a story every kid has a story every kid is in a different situation and so that's the point of having caring adults and great teachers and great education so that we can address the needs of every single student and that's exactly what happened in that classroom and it was really fantastic to see so I'm happy that um that that occurred including Datacom um Datacom was the second day and um there was a

094it was kind of like a snapshot of what Dr Moore and and team um everyone around the table um how you all support um principles and what I like the most is that principle you get to ask principles or someone gets to ask PR ask PR principles what can we do to help you what do you need um that I think is important if you don't establish trust with your principles that are not going to sit there and say well I need another $50,000 um not that that happened but but the whole point is that they you know they it seemed from someone watching and observing that they felt comfortable asking what their need was asking and being able to say I've already expressed this but this is a need for for us in our

095school right now um so that was pleasing that was that was good to see Regional science fairs always so much fun um so much going on with the elementary schools they're so cute getting them to line up and give them their award so great job there the taxpayers association um it was nice Dr Moore uh went to the taxpayers association and um did what he does on how we are doing uh in the district and how we are now in a district so great job there um I think it's important for us to get out and and and reach the people where they are and let them know um give them you know as much status on the work that's happening here in the district um and then I'm going to circle right back to

096classical because in our last Workshop uh when the superintendent presented what he's going to do moving forward and how he's going to present that to us in um in the summer part of that would include um Town Hall meetings so that he can get out into the community and explain you know to the community what we are looking to do um at that point moving forward of course there going to be a timeline um so we'll we'll U we'll wait for the superintendent to kind of you know package that all together and and bring it to us at that time so I look forward to hearing um from him on that and and with that said I am done Madam Madam chair yes could we revote on item 10A what was read into the record

098back and relisten to it just to make sure we weren't mishearing it um and both of my team members back there caught that it was um we referenced the Schoolboard policy updates just it was just some verbage that was changed out instead ofered that inserted that okay so everything else though I said was in correct okay that's right correct so okay we'll vote again on it and without the policy insert correct just to be safe okay thank you so the code of student Conduct Handbook was developed in compliance with the school board policy 5500 student Co conduct under chapter 120 FS um on February 12 2024 the school district reviewed and discussed the recommendations to the code of student Conduct Handbook that is it and the public hearing for adoption is scheduled to be held

100the awards um couple of us were at the top 5% for Oslo did a great job in honoring their students and um know that they're in the top 5% of the state with the score so very proud there uh Liberty magnet has a an event for every grade level for as they are an IB School and I got to go to the kindergarten one called a royal evening but it's really great how they're integrating uh their units their subject areas already in kindergarten it's wonderful the uh last week at the fpnl presentation um or this at the classroom Giver was absolutely outstanding um so proud of Giver middle school for that and then the career in Tech and the tctc and the high schools Dr more that new um culinary Department looks great over there

101and someone asked that on one of the tours said can we order from there I mean their presentation looked like it was from Panera I mean so some people are saying okay now we're going to order from them and help our schools uh thank you to all schools um districts who did Black History Month and the activities that you did um and thank you Miss Maddox for the website helped me keep in touch with what was going on in January we had a snowflake ball that's Vero Beach High School and Sebastian River High School and the inclusion students um and their partner students they have that at the Elks Hall and Sebastian every year at no cost to the students and if you ever want to have some great time go up there and be

102with those kids um two baseball things this past weekend Vero baseball opened uh had a good game uh then HBCU this past weekend uh Mr Seymour Dr Moore Miss Maddox a few of us were there Dr Moore threw out the first pitch and um that was a great event great night yeah just great night um and we saw a lot of our students and parents there it was great to see um the FunFest a couple weeks ago with substance abuse in the school district at the IG Center was outstanding it's just a lot of fun for the the kids it's no cost to get in a lot of boost there with the nonprofits and um I think my favorite was Sebastian Middle they had the animal farm oh and it was really cool yeah um

103the ring ceremony for Sebastian ver high school for football uh that was absolutely wonderful they were so proud of getting those Rings they were the Sunshine State Conference in their area and I'm telling you when you see recognition like that and see the families and the kids it's it's absolutely wonderful um The Learning Alliance I've been to a couple of their events at vbe in part of mcam with the Bold idea for Extended Learning which Dr long and her group they do a great job of it you know it used to be okay we're here after school no there is instruction there is engagement uh so these things just coming together it it truly takes a community and thank you for the um the great two days there and and the teachers and the support

104and what I really see Dr Moore that I think is unique is that the support that the district is giving our teachers not just at the vbe our our school there but going out there and being with the uh teachers I come in many times and I love it because I don't see anybody here in your out at schools and I just absolutely love that we can push paper all day long but being out at schools is so fun and just excited for you to get that survey to parents to see where we need to go and uh it's been a good month thank you thank you AR Pasa got nothing to add you got nothing all right um I just wanted to say uh well first of all Mr Rosario if I um forget

105to ask board members if they'd like to speak after citizen input just remind me it was just I forgot um so just do a point of order whatever you need to do to to remind me to do that um when we pass the consent point of clarification okay okay so um so the donations that were given in the consent agenda I just wanted to reach out and just say thank you to Orchid Island Golf and Beach Club H&L Partners Marty fish Foundation St John's river um Water Management District the Moose Lodge impact grants received from the Ed foundation and Mr and Mrs Steven Jones they all gave a tremendous amount of money and we appreciate all that that's given to our schools all the time and I just want to say uh congratulations to Miss

106Kim Bryant um she's at um Storm Grove Middle School science teacher she received a grant and uh was one of the big impact so congratulations to her so um Oola top five celebration was another one to mention so that was a lot of fun and I got my little um picture in the mail um because I went to that event and so I got a little picture of the word shine because that was their their motto and then um I sat in on the auditor general exit interview with Mr Green and uh Dr Moore and his team and um kudos to an awesome audit Kudos at first I freaked out when I saw the first thing that came up I was told that was typical that was just a double check so good job on

107the audit um I also attended the central Florida school board Coalition meeting and um you know it was just one topic that was brought up I can't remember what it was but it was something we have already discussed and kind of helped with and uh so I mentioned something they wanted to actually know what Indian River had done so that was good uh Tallahassee uh I was up there earlier in session to bring up our priorities but this time I went up there um mostly to visit my husband but stopped in and um saw uh represented bracket uh he's always very welcoming always very helpful kind of you know getting ready to finish up session they've only got eight more days of session and the budget process is usually the big contentious thing because they

108have to come to an agreement on the budget and they can't go over budget um we have a rule about that in the State of Florida thank goodness and um I will say that both budgets the Senate and the house are very close so that process should shouldn't take long they probably hopefully won't go over time I hope all right and then um science fair awesome as always uh the judging is a lot of fun if youve never gotten to judge before it's just a wow experience when you get to hear these kids and what they can do um but I will also say we had somebody else that really helped um not just Pat Heiser but U the girl in it Lisa prey yeah she was oh yeah she behind the scenes works really

109hard appreciate all she does and then um the taxpayer Association good job Dr Moore really good job I heard very good feedback from that um a lot of people have really impressed and we appreciate you um not just walking the walk you talk the walk and then you walk it and then you continue to say we got to keep improving and so I think that's that's the important part that's the important message that I think you're you're pushing out so we appreciate that and listening obviously listening you know the classical school thing is listening to people and say is this what we want um you know talk to us about it so I I'm excited about the survey results as well all right with that if there are any objections I'm going to call this
