002is the the best part of our month here getting to give out our student of the month awards. And these awards are given out to our students for being um kind, hardworking, generous students day in and day out at both JFK and DD. So, here's how this is going to work. We're going to start with our JFK students. When I call your name, you're going to come up and get your certificate and then stand next to me real awkwardly the entire time while I talk about you. >> And then you're going to stay up here while I talk about everybody else. Okay? And then we're going to take a picture. Sound good? Okay. All right. We'll start with our prek students. Our uh preschool student of the month is Lincoln Belly. Uh they nominated Lincoln

003for student of the month for many reasons. He shows kindness to everyone around him, is a wonderful helper to his classmates and his teachers, is caring and considerate, loves to learn and work hard in all things that he does, and he is an excellent student. So congratulations to Lincoln. Our kindergarten student of the month is Jude Warrington. Jude shows excellent character. He comes to school ready to learn, treats others with kindness, and shows respect to both friends and adults. He keeps trying even when something is hard and makes thoughtful choices throughout the day. His positive attitude and caring behavior truly stand out. So, congratulations to Jude. Our first grade student of the month is Nora Coyle. Congratulations. Uh I am excited to nominate Nora Coyle as student of the month. She comes to school each

004day with a positive attitude and ready to learn and try new things. Nora works hard in the classroom, listens carefully, and always gives her best effort. She is very deserving of this recognition because of her kind heart and the respect that she shows to classmates and teachers. Nora is a wonderful friend, includes others, and is always willing to help when someone needs it. I am very fortunate to have her in our class. Congratulations, Nora. You truly deserve to be student of the month. Our second grade student of the month is Olivia Montichello. Olivia is always helpful to her classmates around her. She is happy to help, even if it means giving up her free time. She is kind and respectful and is quick to show kindness and acceptance to others. Olivia always comes to school

005with the attitude that she will do her best and challenge herself so that she can be the best that she can be. So, congratulations to Olivia. Our third grade student of the month is Gabrielle Cruz Mendes. Gabrielle comes to school every day with a smile on his face and a positive attitude for learning. He's such a kind and thoughtful student and is always willing to help the teachers or other students when he can. He works very hard and tries to participate every chance he gets. He is a role model for other students and I am very proud of his effort and resiliency. So, congratulations to Gab. And our fourth grade student of the month is Heidi Aguilar Asmia. There you go. Congratulations. Heidi displays resiliency, determination, and persistence on a regular basis. She is she's

Our sixth grade student of the month is Mitab Saddaf. The sixth grade nominates Mitab as student of the month. Mitab has been nominated to be student of the month because of his consistent effort in his classes. it comes in prepared and ready to engage and interact with the day's lesson each day. He's also a very responsible young man that shows respect to his fellow students and the staff. So, congratulations to me. Our seventh grade student of the month is Mason Finger. 010that was I was going to preface that as well. So, at the bottom of the sheet does say Bowman, but it is with a heavy heart that I do announce that we did merge as a one-1. So, in the future, we will be going under the name PKFO Connor Davies. So if you see that come in as when you put out for your RFP RFQ, it would still be me. I would be the the partner in charge of the engagement. So when we do um put out for our auditor for next year, you know, that the name would be changing. So it wouldn't be Bowman Company. It would still be it would still be my name on the submission. So >> this was one of the last audits I did get to issue. So it

011was kind of a a special place in my heart. And you know, last time I saw this on on the sheet for it's been a little while. Um but tonight we are here to go over the fiscal year 2025 audit. Um the purpose of my being here tonight is you know we we doing the acceptance of the audit uh specifically reviewing the section of the audit entitled you know finance recommendations. Um our section of finance recommendations has been pretty consistent. We have one and it has to do with our um calculation of excess uh food service net cash resources. Um I am happy to to say that after this year's audits were filed and you know a number of schools have this which really what it represents is that our food service is making a

012little bit of money not a ton but it it exceeds the amount that they want to say that it is our three months expenditures. It's a department of agriculture rule. Uh they they require that we we uh comment on it in terms of compliance for the school district. I think they're coming around a little bit on the fact that it's a little I won't say silly, but it's a little overkill to be putting it in as a finding as opposed to maybe just making comment or recommendation and then we'd be able to take it out so we can go to no findings. So that is pretty close to being uh set for next year. So next year I'm hoping that this one should be out. We'll be able to go back to none. Uh, a

013lot of this ended up generating from the the years when COVID was upping our reimbursement rates. We were getting extra grants. Um, you know, there was there was just a lot of revenues that we were generating, which isn't a bad thing. Um, but you know, our ability to then spend and offset them just for food service. We kind of ended up with some some extra funding. Now, it's been dwindling down. So, this number's actually been going down. So, we are getting back to where we were a few years ago. But, um, that is the actual finding. So tonight for the the acceptance of the audit that is what we are required to review. Um before that uh I did pass out a single sheet everybody I think has it um on the front side there

014is a pie chart here that just kind of breaks down what our fund balance was as of June 30th 2025. Uh that that amount is 1,647,000. That is down compared to last year. Um you know last year we were at 2,531,000. Um, so we had a had a decrease of about 884,000. I know we had a, you know, rising costs. Everybody everybody knows that that's kind of what's going on at home and and with what we have going on in the district. Tuition costs have been extraordinarily high. Um, I do have on the back side of the sheet that I passed out. There's a there's a rough breakdown of what the budget looks like to what we spent. Um, and I like to put down there >> a lot. Well, >> here. >> So, if

015you see about about 3/4 of the way down the page is a comparison of budget versus actual. So, I like to put on here to show you what the budget and appropriations were and then what we expended and what percentage of the budget is that we expended and we went from 98% last year to almost 100%. We were at 99.6. So that uptick along with you know some some decreases in you know overall revenues and and anticipating more fund balance to budget to balance the budget uh resulted in in our decrease in overall fund balance. And then right in the middle of that page you can see the analysis of fund balance which shows our 24 versus 25. The one thing I wanted to point out is that line in the middle there you see

016it's called excess surplus is about 217,000 in 24 and 25 it's zero. That amount of money is what we roll and utilize in the next year's budget. So in 25 would actually be not in the budget you're in now, but the next one. So the one you're working on currently, which is probably what you have printed out next to you, Megan. Um all the paper uh is is in that budget. So we don't have anything to start with to utilize for excess surplus. So it's just an item to keep in mind. You know, with fund balance being down, we're also down our excess surplus. Um, outside of that, um, which, you know, in in conjunction with, and I'm sure a lot of people have read the news and seen, um, that the state does recognize

017that this is an issue for not just this school district, but all that they had the exemption with raising the tax levy in excess of the 2%. There were a lot of districts that took advantage of that. There's been a lot of news about that. Um, my home district, Haden Heights, did take advantage of that. They raised quite a bit. Um, but that goes in line with a lot of fund balances dwindling due to ESR money's drying up. Um, additional grant opportunities kind of going away. Things are going back more to quote unquote, you know, the way they were before 2020 and all the additional funding options. Um, so I just wanted to point those items out. um just to kind of go over a brief um position for the school district as the end

018of this is last June, so June 30th, 2025. Um, but you know, we've we've always enjoyed coming and thank you to Megan and everyone in the finance office. Everyone is always very cooperative. The audit is not the easiest process to go through. Is the state going to be looking to help if every district has a money issue? >> No. No. How much? >> They don't do any they don't do anything. If they do like some districts like Lindald a couple years ago went to like multiple um hearings and things of that nature because they didn't give an increase, but they had a tremendous amount of increased enrollment so they had to go and fight for it. So yeah, I mean it's not >> messed up. It's tough. Yeah, it's definitely a challenge. >> All right, so we just wrapped up something called collaborative federal monitoring, which is basically um the state

020um coming in and monitoring uh how we have used our federal grant monies. Um and so same thing like with every audit, they ask us a bajillion questions. Most of them are directed towards Meg because there's a a huge financial aspect to it. But there's some other areas too um that you'll see in the the final report here that pertain not really necessarily to financial items but more towards policy and things of that nature. Um so just as a as a refresher here real quick, federal programs um that were receiving money from the federal government, title one part A, title two part A, title three part A, title three immigrant, title four part A, and then IDA. Um and there's a description of what each one of them is for. Um they all have their

021own separate um place in sort of the funding formula in federal money that we get um from the government. Some of them we we get a little bit more money. Some of them we get almost no money. Um so it sort of is a range of of uh of programs for us. All right. First with the title one finding. First of all, there's no fiscal finding. So basically they came in and said everything that Meg has done with the federal funds has been on the up and up. She's there's there's not there was nothing to report with how the funds were were used. Um the first one the first title one finding there's a school level parent and family engagement policy was not available for each one of the schools. Um the board actually approved

022this new policy at the last meeting after she she told us this in the audit. I went and created one for each of the schools and then the board approved um those those new policies. So, they're already in place for next year or or currently in place. Um the district did not convenient convene its annual title one parent meeting prior to the first week of October. So, we did have a meeting. We didn't have it until November 12th. That's on me. I didn't know it had to be prior to the first week in October. So, uh, obviously very easy fix moving forward in the future. Um, we'll we'll have it, you know, right in the within the first couple of weeks of school. Uh, also title one finding, the letter given to parents of students

023who are placed in our ESL program, uh, ESL being English as a second language, uh, did not contain the following. So, there's just some things um that they wanted added into the letter that we send home to families of our ESL students. Again, some things that we just weren't aware of. Um and so we've already added these things uh to the letter and it's it has already been resolved. There were no findings for any of these programs, 2A, 3, 4 A. There's an administrative section and in the administrative section really comes down to our policies and regulations. Um and this board policy that they highlighted um they want a board policy and written procedures requiring the district to promptly disclose in writing to the federal awarding agency uh or the New Jersey Department of Education

024whenever it has credible evidence of the commission of a violation of federal criminal law. It's it's legal ease that needs to be added to the to the policy that just was not in the policy previously. Again, same same type of deal. Disclosure writing, any potential conflict of interest. That's another thing they wanted added into the policy. So, I'll be working on that to get that approved. Um, and then a board regulation uh for written cost allowability procedures um for for how the grant money is is used and what it can be used for. we we don't have a regulation for that. So, we're doing everything the right way. We just didn't have it in writing basically. So, that's that'll be my job over the next couple months to get that stuff done going in next

025school year. And last, uh on a few occasions, the district failed to issue a purchase order prior to goods being purchased or services being rendered. And again, that that happens from time to time. 99.9% of the time we have a purchase order for things. There are circumstances and I don't know the particular >> we did have a per we did have purchase orders for these. What we did was we did the purchase order once we got the attendance and the invoice from the school. What essentially what they want us to do is anyone that's on the finance committee. You'll see sometimes you'll see a reoccurring purchase order. So they want us to kind of have those um tuition amounts. It was focused on tuition. They want us to have those tuition amounts. We get the

026tuition amount from the school based off the tuition contract. At that point they want us to generate a purchase order for the entire amount. And then as the invoices come in, they want us to draw that down. So that's essentially what they want us to do as opposed to just processing them um as they come in. >> So easy fix. >> Well said. Spoken like the person who does it every uh any questions on any on any of these things? O >> overall we did well. It was just they always highlight some things and they're they're very supportive. It's it wasn't like a a gotcha type um audit or anything. They just come in and they say like you know just make sure you have X, Y, and Z done. So, we will >> and

027uh I think Jody uploaded the actual corrective action plan. So, Adam and I will sign off on this. We'll send this over to them. Same with our audit corrective action plan. That'll be signed off and then uploaded to the um ACFR portal. Um we'll be good to go. >> Yep. Um so, I need you'll see on the page five is the corrective action plan for that. As um Mr. Palmer noted, we did have the one finding. Um essentially, we have too much money in that account. So, um, there, like you said, that is a very silly finding. Um, and hopefully that does eventually go away because most districts, this is like our third year of having it or fourth year, um, from the CO fund. Again, due to the snow days, we we've added the days to the end of the school year. Let's all keep our fingers crossed that we don't have to cancel any more school. Um E2 is a use of facilities request. E3 on page seven is for uh guest speaker. It's the DJ at the autism awareness bubble parade. E4 is uh some more advanced approved volunteers. E5 is to approve the NJSLA state testing security plan. This is an annual security plan that we approve each year. Uh E6 is submission of the New Jersey high impact tutoring grant. This is SNAPLA grant application I've been

031working on for the last few weeks. it was submitted um to the state and it is to get up to $40,000 uh for our district in order to provide a small group tutoring. And if we are awarded the grant, we're going to partner with Lata to do a virtual tutoring uh in school during the school day. So, it's just an additional thing. I'm hoping that we that we get that grant, we could really use it. Uh item uh F1 is one field trip. Uh G1 is a slew of new hires um to be approved. G2 is three resignations. G3 is to approve a mentor teacher for one of our new hires. On page eight, number four is to approve two clinical placements. Number five is to approve the stipen positions for spring sports and also

032a translation services as needed. Uh number six there is one leave of absence. That's it for me. >> Right. Are in agreement for the month of January. I've done a lot of talking today. >> Put the brakes on there for

035a second. >> Um no changes in anticipated revenue amounts or sources. Um E is just to um note a budget transfer. We talked about this in finance committee. So, um, since we've had some struggles finding instructional assistance, Source for Teachers has been providing those. So, the money is sitting in a salary line that I'm not paying. In turn, our subline is really um, going over a little bit. So, I just had to reallocate those funds from salaries over to purchase services to cover that. Um F is to approve payment of the bills which everyone on finance committee they reviewed them all and signed off on them. G is to approve the January 2026 listing first source for teachers and the corresponding rates are listed. H is to approve the cafeteria dispersements for the month of

036January in the amount of $57,5547. I is to approve the care dispersements for the month of January in the amount of $11,35160. J is to approve um a contract for the 2627 year. Um so we just did our audit from last year. We're talking this year and we're talking next year. It's a wonder I can speak. Um for Camd County Ed services, this is to provide some OT and PT services. Um K is to approve travel and professional development for some of our staff members. L is to approve some tuition contracts. We have them a couple for this year. One for Cal Clement Elementary. These are Mckin Vento um determined students. And then there's one for Burlington County Institute of Technology for a grade 12 general ed student. Um the McKin Vento obviously was not

037budgeted for as those are hard to budget for, but the Burlington County Institute of Technology was. We just got the contract though. And then for 2627 school year, we have the contract already for Camden County Technical Schools um in the amount of 137,562 and that's for um approximately 45 students. 038we in our first meeting, we exchanged some proposals. So, we're kind of going back and forth on that and then we'll we'll reconvene and and discuss and hopefully continue to move forward in that pro process. Um, nothing for the BTPSA at this moment. Uh, finance committee, we did have that um went over the budget budget report, the revenue report um out of district special placements, we didn't have any new, however, we did have the updates um for those Mckin Vento placements. They're on that spreadsheet now. Um, I did kind of go over a little bit of our budget. Um we have quite a few increases um this year that are really impacting our 2627 budget. Um so I'm not sure where our state aid numbers are going to land. Um state aid usually comes out

039this week, but because we have a new governor, they've pushed back that date till March 10th. Um March 10th is the state of the union address by the governor. Um and then within 48 hours, we'll have our state aid numbers. Like I said before in multiple meetings, um our ASSA numbers are up from last year. I still don't know that that will be enough um to cover all of the increases. We have a lot of increases in um different tuition lines um as well as um a lot of money in benefits. Um big increases there, 19% and 30% proposed increases for some of our health benefit plans. So um as we get closer, I'll roll out some more information and kind of let everybody know where we land. I don't know where it looks yet,

040but I can only can't change. You can't control what you can't change. So, we're just going to roll with it and see where we are and I'll keep you all posted. Um, with regards to the grants, we budget 75% of that for our future year um in the budget. So, that has all been done. All of our monthly reimbursements are up to date. Um, everyone reviewed the bills list and signed off on those bills. Our school bus inspections are on March 18th. Um, and then again, I just have to shout out to Chuck and his crew. Um, another snowstorm. Um, and he did a stellar job. And I know that, you know, some people say, "Well, that's the nature of the beast, and that goes with the job." But, um, Adam and I can definitely

041attest to him going above and beyond. Unbelievable. >> Um, he really is a a force. >> An amazing amazing job to get us to where we needed to be to do a delayed opening on Tuesday. Um because about 11 o'clock on Monday when I drove up here and I was talking to him outside, I was like, "Yeah, I was like, "Don't rush. There's no way we're opening tomorrow." And then like three hours later, the sun was out and he was still working and and his guys were out there working with him. And um I was like, I think maybe we can do this. In order to do the delayed opening the next day, Chuck still the next morning had to get all the buses cleaned off. And I'm not going to tell you how he's

042how he does that. Um but but it was uh as they were pulling out of the busy yard, he was cleaning the snow off for them so they could get out and do their high school runs and then the middle school runs and then the elementary like it just he was I don't know where he gets the the energy. But uh he's awesome and did an amazing job. >> He is. So had to shout out to him again and his staff. Um much appreciated. I know sometimes those are thankless type jobs, but um they are a huge part of the success of the district. Um school boards, New Jersey school boards, I haven't say anything. Um ed services commission. Nothing >> nothing. Yes, you do. Okay. >> And you're not on the executive board, right?

043And you're not on the executive board. Um it was very long. They're they're they're quite long and I I have to do them from my car while my kids are in sports. So, you know, I had to reconnect three different times. It was a good time. >> Um what I took from that meeting is that they had a clear audit. >> Okay. >> Their audit. >> Um they spoke about the change in name for the Bowman. >> Yes. >> That um there was a settlement that they settled. it was supposed to be way more than what they settled for. So, they settled for a lot less, which was they were crazy about that. Um, and that was honestly pretty much it. They talked about, you know, how they settled for so much less, how great

So what is that? >> So So every year the Camden County School Boards, they um ask every district to nominate an eighth grade student and they the kids will go out on like a big panel, a big forum, and they'll get asked questions. Now, they're given these questions before they go, a list of them. They're not necessarily

046know which ones are going to be asked. Um, and a lot of it is like, you know, things you can improve in your school or hot topics. You know, last year was a lot of like AI stuff or cell phone use in the schools, you know, like what the kids thoughts were. So, it's really just your eighth graders from all these different districts in Camden County um get together and they just kind of get to answer different questions and um so it's a Yeah. Yeah. It's pretty it's pretty neat. It's neat to see the kids and some of the kids are of course shy being on that big stage and others are super outspoken and >> um to know what >> Yeah.
