001yeah already we're already extra two minutes my 10 minute timeline I just have to read faster I do that I like a challenge all right we are live so if you want to go Ahad and I will call the meeting to order at 7:03 flag of the United States of America and to the rep it stands one nation under God individual with liy and justice for all Davis here Mrs here Mr Golden here Juliana here Mr James here here all right so I'm going to set you on fire tonight and do our public hearing on the 2425 budget we'll do our presentation then we'll open to the public should anyone arrive and then um we will actually approve um our 2425 budget as you're aware there's no changes since we submitted to the county office

002so you guys are in good shape I have to speak to you because I don't have anyone else to talk to you so um I'm addressing it to all of you even though you're well aware here's our board members um budget total and line item percentages let me just grab one thing guys is the tuition for what we paid at Overbrook or what we paid for students in out District uh on which side uh budget yeah the expenditures would be Pine Hill or anything that we're sending out a district some the special needs I think the tuition on this side would be some of the uh because I think we still taking in a couple for the special needs for our tuition room right yeah we don't have incoming tuition oh okay yeah that miscellaneous

003Revenue that's actually includes Student Activity and interest amounts as well as we usually budget about $10,000 in miscellaneous um revenue from like use of school facilities when Chuck sells a bunch of scrap stuff um when we sell technology things that nature that goes all into miscellaneous Revenue I want to disappoint Adam of course I have a paper version with all my notes so as you can see for the 2425 our Revenue sources are local tax levy so that's what comes from Berlin Township that is what the residents portion is that contributes to our school budget tuition and miscellaneous Revenue that's what I just um explained to you that does include Student Activities a few years ago we had to start including Student Activity balances checks and balances into our budget so that changes all the

004time but generally whatever's on the revenue side whatever we generate in Student Activities is kind of what's supposed to go out so it comes in it goes out so it's just it's $40,000 we put in there but that's all our grade eight so whatever they collect then that goes out whatever they collect for a book fair that generally goes out so um but that has to be within our budget now State a is what we get from the state so there's multiple different levels there we get Equalization Aid we get um special education we get Transportation Aid we get Choice Aid we get security Aid um so all of those make up that over $8 million so 41% of our budget is from the state 51% is from our local tax Lev semi a is

005actually school-based Federal Medicaid reimbursement programs so what that means is there's a portion of costs that are associated with providing health related Services um to our Medicaid eligible students in our special ed programs we get a portion that back there's a huge report that that um our child site team secretary does and that my assistant does that they report um speech salaries um benefits nurses all things of that nature for our Medicaid eligible students in our special ed programs again not a whole lot of money but it's something Surplus this is money that if you remember when our auditor was here he said we have I think it was 417,000 or right around there um that's usually supposed to be sent for one time things because there's no guarantee that you'll have that from year

006to year so that's that and then also money that we anticipate having at the end of our FIS schal year that we can roll into next year to balance our budget so that's where that number is only 5% of our budget our federal grants here you'll see on the expenditure side that that Grant and special Revenue that's a combination so they're not going to match the federal grants are only the esa so Title One title two title four um and the I grants that's all that's that's all that's included in there so that comes to our total um budget of 20,9 58,4 if we go over to our budget expenditures we have tuition so we're going to get to this it's broken down on each one so I don't want to you know beat the

007worse about what that is but 24% of our um tuition that's what makes up our budget so it's Pine Hill it's out a district it's um charter schools which are new this year so everybody that's reporting there's a charter school um system in home room so if a school reports that they have a resident student that's attending a charter school we are responsible for funding that because that Money Follows the student so this year we do have one student for 24 25 going to a charter school um in Atlantic City so I don't know if it's relative works whatever it may be so we are responsible for that over $20,000 to go to follow that student at a charter school employee benefits that's um pension contributions that's health benefits um workman's cop insurance things of

008that nature regular education that's our teachers in our gen and program that's supplies um technology there's a whole bunch wrapped up in there that's a big one special education that's our special education classes that's our child study team staff and services that's related services and special education Administration that is your um principal supervisor business administrator um all of those offices but again I'll have more details on the next slid with what exactly is in there maintenance and transportation that's kind of supervisor of buildings and grounds and all of his staff as well as the entire Transportation our Fleet our maintenance our staff um our transportation software and then the grants and special Revenue the reason that one is so high much higher than the Federal grant is because that includes our preschool expansion a um

009so that comes up a little higher because that has both of those in there again comes out to our total operating budget which matches the revenue side and they both include The Debt Service amount so that's our bonds that we have from years ago I think we only have five or six years left on those bonds from the referendum um so that'll be nice that'll be a savings to the township because the township pays that over and above uh the tax levy that that was 2% right 2% is your local tax ly no what happened when we did the the the cap like that is a 2% I'm saying we're P remember we had to do the bank cap oh yes yes we're done with that we're only doing 2% now so that was obviously

010came in above that year we raised our tax levy more than 2% we're back to just going 2% again if there was any need for Bank cap which I hope not but if there was that would be a separate resolution that we would have had to have discussions on we would have had to file with the county office so now we're back to just 2% so like I said here's our total operating budget here's all the breakdown of the percentages they were on the last slides if you don't want me to hover I'm that was a negative on that one negative one or less than it was last year I so I'm sorry oh number two it's like less than 1% I can so it didn't go it we didn't lose it it's just less

011than 1% of I thought it last year no okay some it usually goes up but not by much th 2,000 it's not B because it's hard to do that report to prove that you're maximizing your funding because it's not just showing all of your money that you spent it's also getting all of your parental consent back on time it's also getting teachers to do random moment in time um surveys things that nature where it takes a lot of followup followup followup did you do did you do did you do um and sometimes you just don't no matter how many times you try you don't get 100% there and you have to have a certain percentage in order to get um all the funding I had a question how much money do we get for Choice

012students um I don't remember that ad we have our budget itself is um we get quite a bit of money in our school we I can't remember off hand I will follow up with you um and there is a Formula also to determine how much it is per student which I can get back to because I don't have off the top my head either I had to ask the state when we had a student uh leave and went over somewhere else that we had to charge them back for that they went out of District they were Choice student here they went out of District so the resident District was responsible for the difference between the money we were already receiving and the out of District placement so there's a formula to calculate to determine um

013how much that choice amount is so the regular education like I said 25% of our budget over five million this is teacher salaries this is our basic skills program supplies textbooks curriculum uh co-curricular so all of our Sports and all of our clubs uh Media Services which is the library guidance technology and Chromebooks health services and supplies the nurse and then professional development um and instructional Improvement that all falls within reg regular education pot of money tuition this is our students in grades 9 through 12 attending over Brook High School they're also the students attending Camy County vocational school students that are in added District placements whether it be the um uh camp County I mean the County Special Services School District or other state approved um private school placements and Charter School like I

014said which is new and then other special at high school placements so even if we have a student um you know that's high school level but they're attending another District because they have a specialized program that we don't have to send them out of District we cover those costs as well I think we have one still in uh special education is 14% again teacher salaries very similar to The General Ed but doesn't have all the technology and things of that in nature uh teacher salar supplies occupational therapy Physical Therapy speech therapy um all the child study team related services so any evaluations that they have to have outside um any type of ABA or behavioral type things and then the extended school year as well is all falls within special education employee benefits this is

015our health insurance our pension contributions our social security contrib contributions workman's comp and tuition reimbursement for our staff so pretty much any type of benefit that the employee would get it falls under there 14% of our budget Administration and Central Services this is our administrator and clerical salaries this is our supplies communication system so our um telephones and things like that legal services auditing services and anything for the board of education so um any type of trainings you ever decided to go and we had um Mrs here with our superintendent search that all falls within administrative Services as you know if we go over the amount that's budgeted we have to beg and pleed with the county office to approve a transfer in there maintenance and transportation that's our custodial salaries are custodial supplies utilities

016maintenance supplies and services Transportation in-house and contracted um liability insurance so like our property insurance that all falls under there and capital projects as well fall under there Grant um Elementary and secondary Education Act that's there's Title One title two title four Ida that's um there's a preschool portion of that and a basic portion of that so that's for our individuals with its disabilities Education Act and then our preschool expansion Aid is also um within that and we do have Carri funds that we have to spend next year that won't disappear so they'll go towards a one-time thing and they can only be used for preschool we're working on a preschool while uh so the 2425 budget includes um it was approved by the county superintendent and executive County School business administrator on Friday April

01719 we did receive an additional 1.14 million in state aid an additional 96,5 9657 in preschool expansion a um this is good news obviously we had some large increases in our budget um specifically some of our tuition um transportation is always still a big one for that contracted Transportation a couple new special ed teachers uh related services so um that was a huge help we will want to continue to watch our enrollment numb especially when we do asssa next year to make sure that we are continuing um to have growth or you know we'll just have to get a little bit creative so we're always kind of thinking ahead and with having Mr Lee here now as new we've been all kind of brainstormed and talking about things to you know structure or improve or

018whatever we can do um so I feel like if we ever get yeah we'll we'll kind of be in a good spot to come up with something real creative um we are adding a fourth preschool classroom um we will need to add more in the future so we have five years to do so so we'll be talking more on planning with that as well um that is to ensure that we keep the prechool expansion Aid uh all four classrooms will have a combination of three and four year olds two additional special ed teachers at Kennedy have been budgeted for as a result of increasing numbers we're going to be monitoring that area closely to make sure that we're kind of strengthening those supporting programs like the basic skills and the RTI so that way maybe

019we can eventually try to you know reain in some of those numbers um $138,000 in in purchase services so that's otpt um behavioral therapies things of that nature those numbers have gone up as well tuition for has gone up about $460,000 they're kind of in the same boat that we are they're having a larger enrollment at this point um that the numbers keep growing the kids are continuing to come in which speaks volumes about our our school systems but it doesn't help a lot of other things um special uation of public schools has also increased by 94,000 due to high schools having inhouse program for our special ed students that's also through um pin hill ccts tuition is down um we had a certified tuition adjust adjustment which means when the tuition adjustments came the

020certified tuition rates came out from the state it obviously came out a little bit lower than what they had charged us so then they have to owe us they give us a credit back off of um what we'll pay next year the county um special services School District enrollment has increased by 62,000 due to an addition addition placement and added District tuition costs have increased by 225,000 if you remember one of those students came in mid year this year that we had to send out and then we have one or two more planned for um next year so we're going to continue to monitor these um with Mr Lee's help district C saving measures uh we're still involved in the public employer trust for our health and benefits package um 88.5% for the overall health

021benefit pack package so I think we were I think it was 8% for the one nine for the other and maybe zero for something else whatever it was 88.5% so that's not really bad at all to for an increase uh participation in our Burlington County Insurance Fund participation in Aces electric e rate um which pretty much pays for our Comcast internet e rate we get that reimbursed and our semi programs which I told you about before the special ed Medicaid initiative uh shared services with ed services for transportation nurses and child s team services in the event that we need them and the creation of those in-house keeping those inhouse special ed programs to return District students to District we're hoping to be able to eventually generate some tuition Revenue um from those but we've

022had some stamping changes so we want to make sure that we're um in good shape before we would expand that to the outside 2425 maintains all existing positions including co-curricular all negotiated agreements have have been agreed upon for the 2425 uh school year the increase uh in tuition to kind help for our students attending Overbrook the increase in special ed staff and Professional Services increased cost for custodial supplies and maintenance due to increased cost and inh house repairs so this is just because things are more expensive we all know that um so you had to budget more for the services that we either have to bring in or the services that Chuck does himself in in house so even buying the supplies um an increased cost there and then the district is looking to expand

023our transportation department by one driver with the increase in preschool my goal is to maybe have some preschool only mixed in with some Kindergarten buses um just because those numbers on some of our regular buses are getting a little those buses are getting a little bit tight um with the amount of kids that we have so we're looking to bring in one more bus driver hopefully um this will also help with Overbrook because those numbers continue to grow so our buses that we have there are and those kids are bigger so they're a little tight those are big grown children um young men and women uh the property tax impact so you'll see we have the general fund from 2324 over to 2425 you just have your difference in amounts so minor increase in our

024debt service fund uh only the 2% increase on that tax levy once this is approved I'll have to do an a4x which is tax levy certification that goes over to the township um and then they'll start to generate their payments to us in July so in 2023 the average home in Berlin Township was $187,000 $18734 and then for this year for 2024 It's 188,189 So based on those and my formulas and calculations that average assessed home the property tax increases $51 per month for than local school taxes that's all I have where's mello's money I don't know where Mell thanks for that the man yeah I said I don't know where it is I only get 2% all right so at this point even though there's no public we still have to open the meeting

025to the public in case anybody wanted to comment on um our public budget hearing so can I have a motion as a second to open the meeting for the discussion of the agenda items only motions second hearing none and seeing none let's do a motion a second to close please motion second and then we just have to do the approval of the budget so um we approved the adoption of the final budget as approved by the executive County Superintendent of Schools the board adopted a tenative Budget on March on Monday March 18th and submitted to the executive county superintendent of schools for approval the tenative budget was approved on Friday April 19th it was the tenative budget was advertised in the legal section of the Courier Post on April 26th and the final budget was

026presented to the public during a public hearing um held this evening Wednesday May 1st 2024 um so the Board of Education hereby adopts the following final budget for 2425 and we have all of our general fund expenditures taxes to be raised special Revenue Debt Service our total budget amount is 20, 95847 those expenditures and revenues match and our um taxes to be raised is $10 m84 and 84,7 two can I have a motion and a second on this motion second want to do a roll call any questions uh Mr Davis yes Mrs Helo yes Mr Golden yes Mr Juliana yes Mr Jones yes Mrs oriente yes all right thank you um so let's there's no one in the public and that would be for non-agenda items only so we're going to pass that um so

027can I adjourn the meeting if everybody's good second thank you all for coming out for a special meeting we are great J thank
