Miss Jorge is a special education teacher who truly cares about her students and works hard to help each child succeed. She creates a classroom where students feel supported, confident, and ready to learn. Miss Jorge leads fun and meaningful activities that help student grow. Each morning, she starts with games like pass the bean bag, where students practice listening, taking turns, and working together. She changes lessons
010when students need extra help, and comes up with hands-on activities when materials aren't ready, making sure everyone stays engaged and successful. She also plans real life experiences to help students build independence. For example, she took her class to a local diner, taught them how to read a menu, decide what to order, speak clearly to the server, and handle money. She works closely with families, translating during conferences and sending notes in their home language so everyone's included and informed. Miss Jorge is always willing to help whenever she's needed, for preparing lessons to supporting behaviors and helping with school events. Her care, patience, and love for teaching shine in everything she does. So, congratulations to Miss Sue Zang, our academic support teacher of the month for the community middle school. Mrs. Zang serves as an intervention specialist providing targeted in and intentional support to our seventh grade math students. In this role, she works tirelessly to ensure that every learner has access to the skills and strategies necessary for success. Her work is rooted in a deep understanding of both curriculum and need and she approaches each day with patients precision and purpose. Miss Zank carefully analyzes assessment data uh in identifies learning gaps and designs and tailor intervention strategies to address those needs. Whether working one-on-one or small groups, she provides focused
012instruction that strengthens foundational math skills, builds conceptual understanding, and increases student confidence. Her ability to meet students where they are and move them forward is truly commendable. Through daily partnership with her classroom co-teer, she helps design and refine lessons that are both supportive and rigorous. Together, they create learning experience not only reinforce essential skills, but also push students to think critically. Miss Sang challenges students with higher order thinking questions and facilitates purposeful discussions that deepen understanding and promote problem solving. Her calm guidance and high expectations empower students to take academic risks and engage meaningfully with mathematics. Beyond the classroom, Mrs. Zang is a vital contributor to the what I need or the win math program at the community middle school. So, the student safety data system is one of the ways in which we as a district report and monitor student safety. Uh the data that I'll be reporting on tonight. It captures from September 1st to December 31st. So, all of the reporting categories that we'll be discussing will be within that timeline. And really we use this information to gain
015insight into patterns and trends in the reported categories and also use it as a guide to develop strategies and interventions in terms of what we see reported in the data. So section A focuses on the eight categories that we report on. We have violence, vandalism, substances, weapons, confirmed hibs, other incidences leading to removal, alleged hibs, and restraint and seclusion. One key takeaway I'd like everyone to see is just the overall safety remains very strong. Very few incidences of violence, vandalism, and weapons. We do have confirmed hibs at Small and Community, and those are areas that we are addressing. We have our guidance counselors who are facilitating targeted character education lessons. We have individual meetings. We have targeted lunch bunches um taking place at Smallley and an activity at community called in your shoes where the
016guidance counselors are actually working with the offenders so that they understand how targets are the targeted students are feeling in those situations. at community uh I mean at high school we have incidents that are leading to removal and substances. Again we are looking that and we understand it to be an area of concern. Our guidance counselors and our student assistant counselors are working with individual students. We also took some proactive measures specifically with an assembly called the easy fix assembly where our students actually heard firsthand accounts of individuals who had issues with substance abuse and the impact it had on them. So we are looking at ways to address what we see coming up in the data and we're going to continue with these initiatives moving forward. What I'd also like to draw attention to
017is specific to Lamont, which is just that there were two restraint and seclusions. And really what that the message that it sends is that our district prioritizes other strategies other than restraint and seclusion and that we use those strategies only in the event of ne only when necessary to ensure that students are safe. So I think that's something that we also should be proud of looking at this data. Section B focuses on the cost of vandalism. Thankfully, we haven't had any vandalism, so there's been no cost to our district. Section C focuses on actions taken specific to HIB. You can see that we have had in school suspension, out of school suspension. We did have a police notified in one of the cases, but there was no complaint filed. We're really trying to address the
018situation within the schools themselves and additionally handle the education of our students who are going out on hibs internally as well. Section D focuses on offenders and the targets. You can see a community we have an equal number of offenders and targets where smallie and the high school have an uneven number. In those cases, we often have multiple offenders with one specific target. But what is great to note on here is that we have no victims of violent criminal offenses. Section E refers back to the slide that I talked about before with suspensions in that we're able to educate our students and not have to do anything externally. We've been able to provide them s um assignments instruction within the school. We haven't had to rely on any in district programs or special indist programs,
019home instruction or out of district programming as well. This gives us a three-year comparison looking at from 23 24 all the way through 2526. And overall we see there's been relatively stable but I do want to point out the significant decrease in violence from last year from six instance to one. We understand that hib is our largest reporting category and as I mentioned before we're really working hard within our guidance department and initiatives with all the building administrators to work with our students so that we can teach them those lessons so that those hibs are reduced in the future. And we also recognize that there is the increase in substance abuse and we are too looking at that from our SAC counselor and our guidance department to enhance some of the things that we're doing.
020In addition to reporting out on those reported categories, we also have to report out on our school safety drills. We are required to have one fire drill per month, but in addition, we also have to run school safety drills each month. In September, we had our evacuation. In October, we had our shelter in place. And in November and December, we had our lockdown. We also are required to do a bus safety drill where our students actually are on the bus and learn how to safely get off the bus in out the back or out the front depending on what's going on. And we did that as a district in all schools in September. And lastly, the other piece that we're working on in all the schools is having planning meetings regarding our cardiac response team.
021I think ultimately what I want everyone to take away from this is I'm required to report out numbers, but these are our students. This is our school climate and we're really trying to use this data to ensure that our students have a safe learning environment. Our guidance team is working really hard. Our principles are working really hard and this data is going to continue to help guide us moving forward to identify additional strategies and other preventative measures to reduce some of the areas that we do have concern. And that's it. Does anyone have any thoughts or questions? How are you success was done successfully? >> So we are each school's required to report out on all of our drills in when we evacuate they're actually timing evacuations. Um we also have conversations with Dom Longo
022um in terms of improving any of the um processes that we already have. I mean even in the case of last year where we had an emergency evacuation and we weren't able to come back to the schools specifically in Smallley, we came back together as a team to do just that to evaluate our processes and and really start improving them and being prepared most importantly. Are we noticing that something earlier or we noticing? So they're actually pretty similar um even in terms of the reported incidences themselves which is part of the reason why they did bring in assembly the easy fix to really start to appeal to the students on a level where they can see the impact. I think sometimes students just need to hear a story relate to a story. Um and we're
023hoping preventative measures like that will start impacting these numbers. You'll notice that as I mentioned this is the reporting period from September to December. So come the end of the year, I'll do a secondary report and we'll be able to really take a look at those numbers again. Thank you. All right, since our student board member is not with us this evening, we are moving right along to our committee reports. First up is education committee. Mr. Dawson, if you're Petty, the floor is yours. >> All right. Uh, thank you, Mr. President. We had two items on the education committee agenda. One was the SSDS report uh that the assistant superintendent just shared. So we discussed that. We also looked at the midyear data from our benchmark assessments. Um so Mrs. Griffin was uh kind enough
024to introduce us to the Linkit platform and a representative from Linkit, which is the uh data software that staff in the district use to collect and analyze data and the assessments. So, we were able to compare the fall form A administration to form B as well as look at the the data from IXL and I ready. Um, we are excited that a lot of the investments that the district has put into professional learning curriculum is is paying off and we're seeing some exciting growth. We also took a look at um areas where we'd like to see a little bit more growth and it was nice to see that the district reaffirm its commitment to tier one instruction. Um, so we're excited about things to come. We did have some discussion about uh the timing of
025the assessment and when is the optimal time to um give the benchmark tests. It's uh one of those age-old questions where there's no real correct answer. Um so these are tests that were given in December which can be a tough time in education right before the holidays. Um, so we hypothesized about what the ideal timing might be and concluded there was not an ideal time. So, um, so we're excited to see what, uh, the spring results look like and how that information can inform putting a budget together and allocating resources and looking at curriculum. >> Sounds good. Uh first, um something that wasn't at our meeting, but I just don't want
026to forget. If you didn't check your email, um we have our new field rep coming to our April meeting at 5:30 for our yearly ethics training. So, put that in your calendar. If you didn't get it, it's it was sent out in an email, so you can find it there. Um we had just two items. One um was something brought to us by administration um actually I think through a parent. Um we talked about adopting a policy naming our schools as an official safe zone for kids. In other words, a place where uh ICE can't come into our schools. Um where our children are safe to learn and they can feel safe that nothing that their family can feel safe that nothing is going to happen to them. There was a sample policy in our
027agenda. Um I think one is going to be written up in >> on the it'll be on the next agenda. Uh the committee read it. We all wholeheartedly approved the policy. I don't know if anybody else has had a chance to look at it, but obviously anything that keeps our students safe and helps them, you know, feel that they're in an environment where it's it's best suited for them to learn, we're all for it. So if there's any conversation on that, we'd love to hear it. But as a committee, we were 100% behind that policy. Um, also we looked at two different iterations of next year's school calendar because um, Labor Day falls on the 7th, I believe, next. I think it's the 7th next year. We could either start on the 3rd, which is
028a couple days before obviously, and get out on the 18th, as we usually do. That's the normal way to do it. or some people thought, "Oh, let's start after and start on the 10th, which would have us in school until the 24th." Um, as a committee, we went through the whole thing. We went through the calendar with administration and we are recommending we prefer the calendar that starts on the 3rd. A lot of other districts in the area are. There are a couple who are starting later to be sure, but we preferred the calendar that started on the 3rd honestly because it gets out on the 18th and that let's be honest, June 24th is torture for teachers and students and administrators and everybody involved. So, we'd much rather get out on the 18th. So,
029again, any conversation from from the board as a whole is is great, but that's that was our recommendation and that's all we had at our committee. >> Thank you, Mr. B. >> Oh, one other thing. The first one being the school calendar that was referenced is actually later in our agenda. So, just realize that you will be acting upon recommendation of the committee. And then a comment on the uh policy regarding the safe schools. Um I think it's important to
030note that it's really a reflection of the current procedures that the administration already has in place. We're really just codifying them in our policies to send a stronger message about how firmly we believe that that's the right course of action. So it's nothing that's overwhelmingly new uh but reaffirms our commitment to that principle. >> Yeah, well said. Thank you. >> Any other comments or questions on governance? All right. Um, as we always start off, we always look at the personnel status and um, as our meeting was on um, February 9th and at that time we had uh, 10 open positions and it goes across the board. There were lunch aids, bus drivers, teachers, etc. Um, as of tonight we have seven. So, it's
031really nice to see that this is closing up and just the positions are being uh filled. We also have uh four leave replacement positions and you know um admin is interviewing for nurses. You'll see some of these positions on the board tonight for um for approval. I believe there are six new hires on there. Um, we also went over job descriptions, just organizing and accessibility so that everybody knows what their individual responsibilities are. Um, they are going to be placed in Google Sheets for board approval and there'll be a tab so that anybody can look at the draft of the uh job description. Um we also met uh with the CQAC committee and it was very busy and it was it was actually um some nice discussion going on. It was the CQAC team which
032is com you know um the superintendent, assistant superintendent, admin, supervisors, teachers, parents, uh board member and county officials came in um just to begin the site review. And there are five components to QAC. It's instruction and programming, fiscal management, governance, operations, and personnel. The part that we were focusing on right then was just personnel where they actually go in and randomly select 10 staff, you know, people on staff just to make sure that all verications are correct and the paperwork is as it should be. Um, we're also getting into negotiation time and um, scatteragramgrams have gone out and we're looking to meet with the um, education association by the end of the month, beginning of March. 033um our staffing, I think at this point, you know, with over 300 employees, seven open positions represents like 98% staffed. And I think that's a direct reflection, I'm not sure if I've said this in public enough, but of the work that our administrative team has really done to change the culture here. So kudos to Dr. Freeman and the entire team for making that happen. the more stability we have in the classroom, you know, the the better the education for our students. 034had. Uh we talked about a change of the March committee meeting date and um the the majority of the meeting really revolved around um the budget. The governor's address uh address for the next uh the budget coming up is going to be in March 10th. I can just say that the entire operations committee has their full faith behind uh the administrative team and the business office knowing that everything is being done to make sure that a incredible fair balanced transparent budget will be presented. So, um we're just waiting on some numbers and uh that was pretty much it for operations. Any questions, Mr. President? 035and uh our, you know, our contractors and individuals within the district that had done that. Incredible job. Uh, just one note that I would add on the um the shift in the budget schedule and the resulting change in our meeting dates. That's driven primarily by the governor deciding that she's going to release her preliminary budget a little bit later. So, just recognize that this entire process is really outside of the control of, you know, the people that are working here in the district. we're really reacting to what's happening at the state level and to some extent we just need to be flexible. So, so you know for everybody as long as we can make the
036meeting hopefully later in the month everything will go similarly as it has in prior years. Any other comments or questions from Mr. Zepo operations? All right, Mrs. Hi, do we have a report force? >> Very good. take it away. >> We have a long report. Um it was a it was busy for at Somerset County Ed Services Commission. Um there were four presentations and the first one was the 2025 audit and overall doing very well with three recommendations. They were um payroll check. This is where all the um employees are verified. they have to come and sign for their check um just to make sure that everybody on is there alive and active. Um the other the other two suggestions were um paperwork submissions so for food services and lead water testing just that they
037get their paperwork on time. Um the BA um Jessipola presented the summary for the budget and they did a 10-year review of the uh revenue history, looked at enrollment trends. It looks like it might be going down a little bit this year because there are a large number of seniors who are graduating and students going back to district, which is always the goal. That's exactly what you want. Um the proposed budget has a a 6.5% increase and the largest components are salaries, benefits and special ed transportation. Um another presentation was on the um just a review of the 2526 district goals. Um the first goal is enrollment and again they decreased it. It was they wanted a 25% increase but because there are so many seniors and students who are going this year that they
038dropped that to a 15% increase. Students are working towards uh rewards and incentives. Um ESC has added three new classrooms this year. They added an music and audiovisisual program which is being very well received. They've had started a volleyball and bowling program where the students are playing other schools and this is a first and they really wanted the kids to connect with other kids um just with the sports and they're also looking they had the shop program and they're looking to change that into a beastro program where they can uh order food, prepare food and serve food for people who come in for meetings as well as students in the program. Uh the second goal is marketing. That is if you look at their website, they have everything that you could ever want to know
039on there. Um goal three was buildings and grounds. And three of the four goals have been met. And those three that have been met are they've installed safety cameras, uh networking infrastructure has been updated, and training for the maintenance personnel. The one they haven't been able to do, they have an outside area for the students when it's when the weather is nice and they're looking for sun shades, but it's so expensive. They're either look they're looking for new vendors or different options. Um the fourth district goal is specialed transportation and that has the 6.5 increase because it's such a large program now. um they're hiring two new employees and they're streamlining the software to logic 54 which will make everything run much smoother. The last presentation was was the governor's education of the year presentation
040which was very nice, very wellreceived. Um the superintendence report really kind of went over some of the goals again, but this is the final year on the mortgage for the old building and they have the career center mortgage has eight more years. Um scholarship presented to a well-rounded student who has excelled academ academically participated in all kinds of school activities. Um the Kenneth Salvatore humanitarian scholarship again for somebody for a student who really has shown their um leadership in the school and also the uh football Jack T. Utler scholarship. Um, but really to get the message out
050there for kids to apply for that because it's money. It will help them.
