vero beach senior high school just a couple weeks ago just a couple weeks ago but in in vero beach and indian river time goes by so it feels like a month ago but we wanted to capture some of that talent here for you tonight so with that i'll turn it over to miss maddox for a proper introduction hi everyone thanks for being here with us tonight we have some really fun presentations and a really great performance from the cast of the little mermaid like dr moore said before they come out but we can start flagging them out i'd like to recognize miss d rose who's been the theater teacher at vero beach high school for 35 years and she's retiring at the end of this year so congratulations miss d they will be performing a

teachers 34 years wow you're going to be missed there's no two ways about that just and as a former drama teacher for all of two years you got me beat definitely so as we move on to our our next item last month we brought a item to the board where we acknowledged the support of our learning alliance in increasing a significant amount of funding to their budget to provide additional support to help develop new teachers really to take on the nationwide issue of teacher retention and providing an additional layer of support for our teachers and we're very excited to bring that item to the board to acknowledge the work that we do for our youngest students uh through the support of the learning alliance once again a significant contribution we're going to have another item

that also speaks about the significant contributions to our young students but before we do that i've added a presentation really to highlight what we do with our students after they graduate and our job is to ensure every student graduates uh with the opportunity to maximize their full potential and be prepared to take on whatever endeavors they have set for themselves and through a partnership with indian river state college we made an announcement today at both of our high schools where we introduced the promise program i asked mr casey lunz for president lunsford of the mueller campus to come up and as he does i'm going to introduce what this promise is in the opportunity that indian river state college foundation is providing to each and every single graduate of indian river county public schools including

our our charter school this is powerful because when you graduate the promise that you we would be willing to make provides a tuition free education going into your associates of arts your a s degree as well or other other programming at indian river state college this is an opportunity for access this is an opportunity to open doors that previously were not there 100 percent tuition covered when making the promise to attend their state university for um full time meaning 12 12 credit hours each of the fall and spring and then a summer courses as well so this is a tremendous investment that indian river state college is providing to our students we kicked it off today by playing a video that we filmed i think it was thursday and what they are going to do

here is follow up in classroom visits getting students registered uh and signed up for indian river state college so this is powerful this is what partnership is all about uh and this is gonna change lives so that um casey can you just give us a little bit of overview on the purpose of what you guys are doing absolutely thank you dr moore thank you board for allowing us to be here uh dr morris pretty much summed it all up in one cohesive statement but we'll build on that i have with me our program director for the mueller campus rebecca shear and i'll let her talk a little bit about the actual specifics but as he said this is a program from our irsc foundation and through our leadership of dr tim moore our president throughout

the four county area for public schools and charter school students this year in a pilot program to offer them the chance to have free public tuition taken care of that won't cover fees and it cannot cover textbooks but we will be working with those students as they apply and cover their tuition all the way through as long as they maintain good grades and they of course stay full time i'll let becky tell you a little more about the specific and the eligibility good evening we will have an information session at the mueller campus of irsc on april 20th and may 3rd where parents and students are welcome to come out that night and have us assist them with applying to this program just very quickly they the student does have to apply by may 15

that they are interested in this program they have to complete all required college application and paperwork by july 15th and enroll as a full-time student in the fall semester full-time meaning 12 credits and maintain a 2.0 gpa but that's it if they meet all those requirements they are eligible to get their full tuition covered through their aaa degree so it's a great opportunity funded by our foundation we are very excited about this and hope many students in our 4 county area take advantage of it so again wrapping that up the the college foundation will be meeting with us anyone interested can contact the college we have a lot of flyers we can hand out a very active qr code that takes you right to the promise we promise to fill our obligation of paying your

tuition free if the student promises to do their job maintaining a 2.0 and being a full-time student and that's it we look forward to bringing as many newark county students as possible through the system giving them the chance to improve their education get their career started and as we know 78 percent of our students who graduate from new york state college stay local so we're also helping to improve our communities in the future thank you one of the promises i made board during our presentation to the students is that we would outperform the other three districts in which this offer is being made so challenge accepted and we will make sure every single student who wants to take access or take advantage of this opportunity uh has every opportunity to do so this is powerful

this is what partnership's all about thank you very much for truly helping us transform this community our next item is going to be presented by miss brook flood if she could come up and as she does members of the board this is a presentation that we had at workshop um last month i believe and we had ms flood who oversees our pre-k program present to the board an update and within that update included our four block presentation and as we described to the board now this was the opportunity for us really to highlight to our community the stellar pre-k programs in our community and we know if we're going to solve the problem of students not being reading proficient by third grade we need to enhance and celebrate partnerships in the pre-k space that environment

is not something we do we only have approximately mr meyer 200 students how many students do we have we have 184 vpk and around two well matriculating the k about 50 ese students so i was pretty close but that number doesn't give us the influence that we know we need to have around that pre-k space but partnering with our local pre-k um schools in providing professional development and working together uh we're striving to have the absolute best pre-k programs across our entire county uh and this is an acknowledgement in celebration of the work that these pre-k programs are doing uh so we want to endorse the schools that have that are working towards the four blocks which is the highest level of credentialing or acknowledgement that we can provide to those schools and ultimately celebrate

that across the county so when we do that this is the school district of indian river county saying this is a program in which you would want to send your son or your daughter because they're going to get the job done they're going to make sure when your child enters kindergarten they will in fact be kindergarten ready with that ms flood you got it thank you we are we are very excited to share our four block community collaboration designation program it has been a labor of love that we have been working on for a few years now and it finally came to fruition in december we got all of our ducks in a row or blocks in a row because we are building learners on course to kindergarten success so we do have four levels

of blocks or a designation our first block is that provider to district communication which is a transition form which allows our preschools to share that last day in time with the school district our kindergarten teachers will immediately get that information about that pre-k student the minute they walk through the door in the fall which is incredible to be able to look at was there any summer slide was there some growth maybe they did some summer programming how can we continue to build on that our second block is progress monitoring and data chats our third block is targeted instruction uh tracking our early learning and developmental standards yes even birth to five-year-olds have standards that we are required to meet our milestones and lastly our fourth block or our full alignment is our parent communication and

collaboration where we share our report card and our parent conference form and what's so magical is we have had 10 preschools jump on board immediately feet first let's see what this looks like and we have had 17 dabble their toes in the in the shallow end which is awesome they are ready to move forward uh in the next school year and what i love about some of our one blocks is they are not even a contracted vpk provider so when you think of where do we go before kindergarten voluntary pre-k well not all of our providers offer that programming but they do serve our four-year-olds and those four-year-olds do come to our programs so it's really exciting to be able to acknowledge them as you may or may not be aware many preschools are open

until six o'clock and many of the our folks that we were honoring tonight are the directors and or owners and so with the presentation coming at 5 some weren't able to come and be with us tonight but we are still going to acknowledge them and i wanted to give pat houston a quick minute to kind of get us ready while i helped kristen get the plaques get a little more sharing so big thanks to the early learning coalition pat valerie kelly jill randy we've just it's been a great start and i can't wait to see how far we go so indian river county has about 36 child care providers that we work with school readiness faith-based bpk like brooks said we even have one of the block designated providers one that is not contracted with

us which shows the expansiveness through the community of of this initiative so we're really happy to uh to meet with the providers and to tell them about this program and we always have brooke presenting at our provider meeting so that they can put a face with the school district name and uh really get heavily involved and um they're all just so excited to be part of this and uh we're really happy to to share um that their success with you all tonight and their commitment to um you know to the best for the children in the county okay all right and with that we'll get started with our one block so when we call your name please come up kristen will hand you the certificate the card where do you want them kristin dude um

if you want to come up just right here and stop here and stay up so we could take a picture at the end please yes all right so our first four block uh bridges early learning center with jessica folkerts and in the house is community preschool with stephanie squires come on you get to go first [Applause] the rest of our one blocks are not here but we do want to recognize them cradles to crowns with leslie jones fantastic kids academy of sebastian with margarita oxen rider feldsmar community outreach with pastor annie brown first impressions daycare and preschool with gladys williams first presbyterian preschool with lori rudolph gracie's preschool with noelle bloomer head start our douglas campus with deborah catatano she's the site manager indian river academy's head start claudia opinion pinyon i apologize saint helens

head start mariah rivera hope montessori academy carmen savadra oxford academy kim gilbert roselyn christian preschool stephanie herrera suncoast primary school candy man wearing vera beach preschool miss norma and miss matilda and williams preschool with lakeisha williams and those are our 17 one block providers and now for our uh four block our highest alignment we are so proud of these ten schools seven of them are with us this evening or more i think i lost count um the first off is ashbury united methodist with christina enan as the director and allison stewart is our vpk teacher [Applause] child care resources who are not here tonight but tara baird is the director and shannon bowman is the executive director head start their citrus campus is coming on as a four block that is john zahn he is

not able to be with us little rising stars with sally alcialli as the owner director and heidi liston she is our vpk teacher north county charter school with melissa williams she's our vpk teacher and dr jessica keaton is the principal and you know accommodation is what we do best so our rcma all three of our campuses were able to join us as well so our rcma robert coville campus yadira vega center coordinator and ilse ramos is our early childhood specialist our cma whispering pines is guadalupe rodriguez she is our mentor teacher rcma children's house miss vicky zamaripa who's the center coordinator who is a former second grade teacher of mine or second grade student i should say and isabelle dobson she's early childhood and we're so pleased for sunshine kids early learning center with linda

itzack and tracy mesh her bbk teacher and learning nest preschool with rashna honda and cheyenne foster the vpk coordinator and this is just the beginning we are very much looking forward to next school year and bringing even more of our one blocks in as a four block so thank you all very much for the opportunity to recognize each and every one of these amazing early learning child care providers [Applause] so as we continue to build this program and people ask where do you want to send your child to a pre-k program there is the answer and uh next presentation i'll give it over to ms maddox all right we have another student spotlight tonight and um this young lady is from vero beach high school and happens to be another scientist i have a little

a brief paragraph that dr mazblack and mr bush her biotech teacher wrote about her so i'm just going to read it elizabeth is an outstanding biotechnology student who has gone above and beyond what most students would do during a science fair project she chose a very sophisticated experiment which presented many obstacles she had to overcome her experiment relates to making drugs like insulin for diabetics which would help the efficiency of drug development in our society elizabeth had an amazing attitude as she would get results back from a trial that didn't give her the expected results but would smile and start the next trial she stayed positive always figured out what to do next and spent countless hours after school without a complaint most people would have given up with the challenges she faced but elizabeth

refused to stop her experimental trials she showed a maturity and scientific mindset that is found in professional scientists twice her age elizabeth is a role model for all students because of her kindness maturity integrity and personal drive to excel in whatever goal she has in mind now unfortunately elizabeth could not be here with us tonight she had a previous commitment but we do have a wonderful video that showcases everything that she's doing at your beach high school hi my name is elizabeth deshauer and i am a biotechnology student at vera beach high school [Music] my project consists of a transformation which is where you take bacteria and you put dna inside of it i use what's called a piglet which is a circular piece of extracellular dna that encodes for a protein the protein that

i used was a green fluorescent protein and when it is successfully transformed you can see it glow green under uv light the electroporation process is when you shock the cells of electricity it's quite invasive and the cells need to recover and in order to recover they need nutrients and that's when the lb broth comes in and you add the lb broth normally it says in the procedure you're supposed to add it directly after you shock it with electricity however i wanted to test if you waited a certain amount of time i did one minute two minutes four minutes six eight ten if it would affect the transformation efficiency of the bacteria the transformation efficiency can be measured if the cells go green under uv light electroporation and transformation is widely used in the science field

it's very important because you can make certain proteins and things like insulin that you can't normally make and the use of dna and putting it into bacteria you can pretty much make any protein that you want to be engineered into the plasmid a project that i did is a little bit similar to the production of insulin because instead of making a gfp protein that was encoded on the plasmid you could also put a coating for the protein of insulin which is really important because a lot of people have diabetes especially in america and improving and making that process more efficient can also lower the prices of this vital thing that people really need i won best in show at the science fair in january and i won best in my category microbiology i also won

a scholarship to fit and a statement one day i plan to get my phd in biotechnology and hopefully start my own bioentrepreneurship business a startup company that can join science and business together my name is elizabeth schauer and i'm a biotechnology student at vera beach high school [Music] she's amazing we were all making insulin in high school right okay we have some more very special students here with us tonight are elks essay contest winners these students come from sebastian elementary school and storm grove middle school and before we introduce them i would like to call up mr paul diaz miss darlene short and miss mr jim mcfadden they're going to tell you a little bit about the essay contest good evening i'm jim mcfadden i'm chairman of the americanism committee and uh this is paul

to the state and give you a little background on the state we've had two state winners in the last four years they receive a certificate their parents and them are treated to a weekend in orlando to attend the state convention they will be able to read their essay at the luncheon and not to mention the 1500 check that they get also so but they're still still alive in the contest right now thank you [Applause] okay all right i know that we have a few students here tonight some of them were not able to make it so let me introduce um from sebastian elementary school do we have colby marmet here no but miss hart is here the principal congratulations to your students and from storm grove middle school colin shavers and i don't believe she's

awards and presentations and momentarily will begin our business meeting good evening it is 6 14. this is the business meeting for monday march 14 2022. excuse me can you hear thank you this is the business meeting for march 14 2022. we are meeting in the joanne islette junior teacher education center it is 6 15 now so we would like to begin this meeting please stand for the pledge of allegiance nice ladies and gentlemen please join me in the pledge of allegiance i pledge allegiance to the flag of the united states of america and to the republic for which it is one nation under god indivisible with liberty and justice for all ready watch uh [Applause] our pledge of allegiance tonight was led by sebastian river high school's navy junior rotc under the direction of lieutenant

commander lcdr james landis usn retired and master sergeant msgt what's that mastergin um michael hussey usmc retired thank you so much gentlemen we appreciate it okay board members are there any items that a board member wishes to move from consent to action not from consent to action but i'd like to add an item to discussion please okay hold on one second um okay got it so nothing moved from consent to action what would you like to add to discussion policies and procedures have board members been made aware of this before no that's why i'm bringing it up for discussion no well not that i know of okay all right so we have um a board member that wishes to add an item for discussion called policies and procedures i'm going to call for a motion

to accept the uh adoption of the orders of the day and make a motion okay miss rosario second second okay dr schiff all those in favor say hi aye aye anyone opposed okay it is a 4-0 vote all right i'd also like to say that since we just um approved the consent or the adoption of the orders of the day we're not to consent yet though so nancy that's where my note goes later okay thank you so at this point we're going to have our guidelines for citizen input and i need to read our citizen input guidelines so each statement made by the member of the public shall be limited to three minutes in duration persons will be recognized in the order in which the requests were received the time shall start when the speaker

is at the podium and the school board attorney will be the official time keeper you will hear a beep at the end of your three minutes persons may speak for up to three minutes at the beginning of the business meeting during citizen input as indicated on the order of the business and and for up to three minutes to each action item during the action agenda and each board member discussion item as indicated on the order of business persons may only speak once about a given item the time period may be extended by the presiding officer only the individual submitting a speaker's form is allowed to address the board time may not be yielded to other speakers during the meeting please refrain from clapping or outbursts of any sort so that we may proceed with dignity

and decorum by not infringing on any individual's first amendment rights i need to remind everyone to direct all comments to the chair not to the individual board members or to the superintendent board members may or may not address any citizen input statements at the end of the citizen input comments as board members listen to citizens without interruption citizens are asked to give board members the same respect as per florida statute 100 1.372 subsections 3 the presiding officer of any district school board may order the removal from a public meeting held by the district school board of any person interfering with the expeditious or orderly process of such meeting providing such officer has first issued a warning that continued interference with the orderly processes of the meeting will result in removal all right i will call

uh first speaker and person on deck so our first speaker today is mike spelaine and on deck is jennifer pippen good evening good evening my name is mike spillane and my wife and i are residents of indian river county i'd like to start by thanking the members of the board for their time and their service to the school district and to the community it's not always to be in a position where every decision can be questioned and especially when you know there will always be some who disagree so thank you for the courage and the commitment you show by serving on this board in today's politically charged environment has become increasingly difficult to navigate the reefs of political correctness and to attempt to respectfully and considerably engage in serious dialogue without encountering blaming shaming canceling

or labeling in such a challenging climate it's very tempting to stay out of the fray and let someone else figure things out but that really is not the best thing to do when considering what is best for our children with that in view i tend to the following sentiments for your consideration it matters greatly what our children consume what they watch what they listen to and what they read everything they take in will affect the way they think and ultimately who they become as they grow and mature there is a difference between what is good and what is not good what is beneficial and what is harmful the fact that a significant number of books containing graphic and sexually explicit subjects and language is available to our children in our school libraries is a matter

of grave concern to many of us as parents grandparents and citizens i realized that not everyone would agree on how such offerings might be rated g p g p g 13 r et cetera and i also realized that similar graphic materials are already accessible on unsupervised tv video games in the internet but that does not mean that such materials should be made available to our children in our school libraries i request that there be another review of the books that were cited for removal if they contain anything sexually explicit or graphic they should be removed if that is not agreeable then i propose that those materials be restricted available only to children whose parents have requested in writing that such access be granted to their children most parents have no idea that such graphic materials

are on the library shelves and all parents should be informed and be given the opportunity to permit or deny their children's access to them our children's access to cigarettes alcohol drugs and weapons are carefully safeguarded access to materials that most would consider pornographic should be treated in the same manner thank you for the opportunity to express my sentiments thank you sir okay jennifer pippen is next and after that would be chris christopher barkus good evening if there are any children watching or in the room please stop listening to this speech or exit the room for the remainder of this speech and anybody mentioning library books in the remaining of this meeting please my name is jennifer pippen i'm the chairman for moms for liberty indian river florida and one of the co-founders for we the

people of indian river county we appealed today the library book process and we await the results this book called lucky by alice c bold is currently in our high schools with no parental opt out follett has it listed as an adult book chapter one i'm a foster child i said i don't even know who my parents are please don't do this i'm a virgin i said he called me a and said i was drunk excuse me but this is being broadcasted please stop my time is being broadcast live right and this is on the high school shows for our children i understand but teachers are not going to be reading this out loud in their classrooms unless they have that permission as an instructional material okay i'll read a different book 19 minutes it was

moved from middle to high school here in the school district of indian river county currently on the shelves with no parental opt out page 223 now she felt his hands moving under her t-shirt slipping beneath the lace of her bra miss pippen miss pippen same thing okay thank you so first amendment rights and freedom of speech don't apply to books in the library mrs barenborg miss pippin this is broadcast live right and these are in the children's libraries ma'am i understand okay maybe you'll uh approve a middle school book this is the infinite moment of us by lauren merkel she had to stretch out on her hands and knees well one hand and two knees to do so god i love your ass he murmured all right miss pippen thank you oh we're going to

stop right now you've been warned we do not interrupt as school board meeting i apologize but that is the rule okay you've been warned thank you the hypocrisy in this room is disgusting those are three books that were voted on at this last meeting that were appropriate by most of the board except for one school board member and it can't be read in a public meeting what about parental rights shouldn't parents know what children have access to in their libraries when they see a list of books by the school district they don't know the content and if we can't read the content publicly how are parents supposed to know what they're supposed to opt their children in and out of here in the school district of indian river county this board broke the law for

mandatory masking of children for a month last year and looking at a possible 1.3 million dollar fine for doing so will this be round two of a million dollar fine for breaking laws for this board for reading books that are in our libraries that are inappropriate for children or will there be arrests made knowingly putting the sexually explicit content in the hands of children it's not too late to rescind the vote and follow the laws and statutes that protect children because if we can't read them at a public school board meeting with a disclosure why do our children get to read them in the libraries thank you miss pippin again i'm going to state that please do not clap you have been warned you have been warned please stop let's let's be the examples you're

asking us to be examples for children let's be the examples right now i'm not a tyrant i'm just asking you to stop could you please remove this woman if she's continues she's been warned thank you about that okay christopher burkus is next melissa burdick verdict is on deck go ahead chris parker spear beach native uh indie river county school district graduate um a couple different approaches here i was kind of glad you guys shut down the meeting times at 5 45 last week last meeting due to mr barefoot not being present i didn't want to disrupt his dinner unfortunately i have to do the same thing tonight disrupt this dinner again multiple different approaches here very clear-cut what is the board doing what are we doing what are we doing i just want to know

what we're doing i know there's no feedback i get all of my two minutes and 30 seconds left dr schiff we'll start with you no sir sir i'm sorry you have to direct all your comments to the board we have a policy through the chair yeah to the chair thank you dr schiff requested a statement back in 2018 about 1.2 million dollars being utilized for teacher attrition um it then represented 1800 raises for our teachers we've addressed a 1.2 million dollar mask fine that's 3 600 for our teachers nowhere nowhere never been voted on never never done anything dr schiff had nothing to do with eighteen hundred dollars to our teachers nowhere um you had a room full of support staff requesting a thousand dollars a life-changing thousand dollars to these people and i don't

think there's been any correspondence from anyone in reference to that thousand dollars teacher attrition is at an all-time high you can't get any employees you have 106 job openings since august august nobody wants to work for this board nobody wants to work for the school district how do you even condemn you how do you rest your head at night no you have 106 open positions since 2021 crazy that's pure craziness dr schiff requested a safer school you have teachers punched in the face punched in the face maybe you shouldn't wear masks maybe for mouthpieces i was targeted by a board member here i can't say names was targeted by a board member here for safety concerns at one point 2008 i'm sure she remembers um nothing teachers punched in the face now i've run multiple

calls at schools nothing happens no changes ever no changes mrs barrenburg directed to dr moore you had multiple staff here requesting a thousand dollars in a life-changing a life-changing thousand dollars when they stayed at work every single day making the school safer making the schools better and nothing nothing from you and the fear of your employees to your board the fear it mind boggles me that nobody has ever mentioned a vote or no confidence for you of all people for you i think it's ultimately deserved i don't think they have the knowledge to know what to do with it but i for sure think it's deservable and i for sure think it absolutely will be coming across your desk 100 thank you okay thank you melissa burdick is next carolyn lang is on deck i'm

carolyn lang i've been in indian river county hold on one second melissa burdick is she here yeah melissa you're on deck sorry okay i'm waiting on melissa burton been a part of the indian hold on hold on i'm waiting on melissa burdick she's the next speaker oh i understand that but i didn't think she was here i think she's checking the lobby okay go ahead i'm carolyn lang i've been a member of the vero beach community for 53 years my son graduated from this school district and i've been made aware of the 1.3 million dollar fine as a result of the indian river county school board breaking a florida state law requiring mass for children to start the 2021 year if the fine is ruled to be paid for divine for defying our governor's law

then all school board members who voted to break our state law need to be held accountable to pay the fine why should any of the citizens in indian river county be looked at to pay a fine that they had nothing to do with they didn't break the law i find this totally egregious that the that right here in indian river county you've defined a law a law and you know it'd be nice to know how you plan on paying for it half of my taxes are school board taxes okay that's enough there's so many other problems going on here regarding notes of the february 28 school board meeting i was reading about this overreaching and the remarks of mr meyer mayor nyher whoever he is and i've been made aware also this has just been

recently of the 157 filthy books available to kindergarten through 12th grade now this is important florida law 115c 36 designation of the board article 5 law the school board of education shall have general control and supervision of matters pertaining to public schools now the word general means for the most part it doesn't mean that the school board is a dictatorship to ignore the people of vero beach and indian river county therefore the actions of mr meyer need to be brought up and reviewed for disciplinary actions now all bank account activity needs to be accessible on the board its website so that the taxpayers of indian river county may find out if there's some money coming from somewhere i mean is critical race theory being taught i think in little in increments it is in this

school the stronger together well the stronger together i mean that's like all of this stuff from the deep state transforming education a new world no i don't like any of it i think it's absolutely awful and i would like an answer to that about how you plan on paying for this 1.3 million dollars because the taxpayers do not need to be paying for it okay thank you okay john crappie is next joanne benfird is after that give it to the secretary thank you wait i wait till each person gets one thank you oh can you give the gentleman over here to these these three i don't know if i have enough for all of them but we can just also get rid of all them don't waste the paper thank you appreciate it all right

ready through the chair um what you have in front of you is a picture of a young man at the florida the freshman learning center having a drink from the fountain that says whites only on the fountain okay so this to me is part of the reason why we've had so much violence in the schooling teaching kids separation teaching these kids to act out segregation i don't know if it was act out segregation day or what it was but these are the kind of things that the community the community needs to know that this is what's happening and these fights that are happening in these schools are not just two fights they've been way more than two fights this has been going on for three years it's been going for a long time and it

needs to have a mitigation strategy and i think that to the chair david moore to the chair um that we need to come up with a strategy that just like the math strategy to where we have color codes of what's going on in the schools how high that the stress level is for these schools because these kids are going through covert stress disorder i talked about this before they're going through stress and they're acting out and they're being taught to hate each other and we need to mitigate this so that strategy that we did for the mass the red the purple the blue the yellow i think we need to use that that that idea that model to flatten the curve on the on the fights in the school and the violence because what's going

to happen next is you're going to have somebody get permanently injured or even death and we were protecting kids from covert with mass with a mitigation strategy but now we're going to have an opportunity where this is going to happen and something bad is going to happen in schools and i want to see that mitigated because i don't want to see this happen i pulled my son out of the flick four weeks into into that school because i seen the fights that were happening online with the social media and the lives stuff that you guys don't even know and didn't even see and i pulled them out of there you know what the faculty said a 20-year faculty said to me when i told him i was pulling him out she said i don't blame

you this is the worst i've seen in 20 years that's what she said she didn't blame me to take her out of this school after four weeks of being at the flick for the first time and i've lived in this town for 35 years there's people in this room a long time david ragley a sheriff here lived here his whole life i've never seen it this bad never ever and we need to do something about it and if we don't do something about it then again like i told you last time we're going to take our power back we're going to take the seats back and we're going to put people in there that are going to do it because i know that this mitigation strategy was for mass now it needs to be for

violence because this is where we're at there is no confidence right now there is none there's no confidence in this board and there's no confidence in this leadership and we can't trust these guys anymore we can't trust you like we couldn't before when i got fired from my job when i was told that i couldn't speak in here we can't trust jesus you guys are you're not doing the things that we're asking you hear these people say this and they're not you're not listening listen to us before something very bad happens to one of these students or one of these teachers and it's being documented it's being recorded for everyone to see in town so let's do it okay thank you thank you that's a challenge and i want to see it done i want

to see it done i don't want to hear about it next miss spinford's next cindy gibbs is on deck thank you i want to thank you school board member district 2 for your due diligence you have been the citizens warrior alone on an island of tyranny this is a book moved from middle school to high school and i'm going to read it what's the title of the book looking for alaska thank you just as brady's were getting locked in jail lara randomly asked me have you ever given a blow job all right thank you appreciate it ms gibbs good evening my name is cindy gibbs i live in sebastian i'm also running for school board i'm a parent in this district i have two children in our schools our teachers in this district are professionals

and they're passionate and they're prepared to guide our kids to become lifelong learners and productive members and citizens in our community locally and maybe even globally the continued attack on our teachers and the people in our schools doesn't motivate students who are in college right now to pursue education degrees and to join the ranks of generations of educators who honor children who value education and who are the collaborative adults in their lives we aren't going to attract and retain excellent quality educators when we aren't supportive parents or people in a community so public record i ask people to reach out to the teachers reach out to the schools stop showing up to school board meetings and complaining about the problems and be a part of the solution i know personally my kids had some issues

this year i reached out to their teachers they got back to me that day when you establish a relationship with your children's educators from the get-go not just because they're in trouble you show that you're a partnership not that you're on opposite teams schools are not separate from the community they're the foundation that our communities are built upon we need to be building them up not planning and conniving how to bring them back down again there are so many ways in our community to support our schools adopt a classroom donors choose education foundation does amazing things in this area i know mike's in the room team success there's so many ways to support rather than dismantle and disintegrate and complain reach out in this community reach out to places like laporte farms and gifford youth

activity center and find out how you can build up the children and the parents and the families in this district rather than breaking them down we can't say that we want what's best for kids if we don't also want what's best for our whole community and that includes our teachers the teachers in this community are parents and for all of this noise that we keep hearing about all these teachers who want to ruin children's lives nobody gets into teaching for the money nobody gets into teaching because they don't love children and the passion of life law learning be a part of the solution thank you all right thank you paul wescott is next michael c marshes after that good evening i'm going to start by suggesting a solution to the problem i'm going to problems

that may raise the board's attention florida statute 16.01 provides for units of local government to have access to the attorney general in order to get opinions advisory opinions and there are two issues that are on the tracks for you all that probably need to be addressed one is whether or not the process that was followed reviewing the books uh resulted in an inadvertent sunshine violation as i understand it the the perspective was that because the committee's work was passed through the filter of the superintendent that the sunshine did not apply you all have a letter from me there are two appellate opinions there are plenty more that stand for the proposition that if the information that comes to the school board is crystallized by a process a committee sunshine attaches therefore was there public notice

was it appropriately handled where sunshine is concerned i'm not an expert in that area i'm just raising the question so that it can be addressed before it becomes a problem secondly um you all uh were advised that the critical race theory question as it relates to the library books uh was not not germaine not relevant um i think last week or last meeting you all got a letter from me suggesting that there may be some issues that rule the doe rule that was passed does speak toward instructional staff instructional personnel is defined by law in that letter that you got and and instructional staff personnel um include library and media uh specialists therefore the actions of those specialists would be triggered and what they do is triggered and contemplated by that rule so you need

to be careful there additionally your root use of your internal rule 9.130 you've re you've used that rule to reach into the library in order to evaluate the books that are in the library that li that rule speaks to instructional materials you it's inconsistent to use the rule that way and then say crt materials are not instructional materials see the inconsistency either everything that's in the library is instructional material or none of it is and if it is then it does trigger the doe rule and poses a problem for you additionally as i mentioned your your your process seems faulty and i'm not sure it was followed um you'll see in the questions was the first meet at the first meeting where the complainants allowed to appear and and make their their presentation were their

minutes kept are the minutes accessible have you all seen the minutes was there an appellate process offered before the superintendent received it i think that's all suggested in the rule and probably not done you all need to look at it and and possibly re-retool thank you thank you mr wisconn michael c marsh is next lamar noda giacomo is on deck good evening michael c marsh president team success and your mpo representative for school district mining river county first off i want to start with some good news lighting up the mood a little bit i want to thank the amazing finance division as we all remember we collected those canned goods thanksgiving time guys sore subject however the finance department collected the most so we had a pizza party thank you very much to communications helping

facilitate that also march 25th we have a big community resource fair riot united against poverty from 11 a.m to 3 p.m as of this morning we have over 60 non-profits confirmed as well as our community policing friends come on now i know it's during during your spring break but i think it would be amazing for you guys to see all the different resources all the great non-profits there also something else i didn't hear unfortunately no naacp tonight but we got a great joint resolution under this through the chair under this superintendent's administration and i don't hear anything it talks about that 54 years of atrocities has ended under this administration guys and i just want to thank that very much all the hard work that was put in also i i hear a lot of

what the school district is not doing let's talk about what they are doing did you know there is an esc advisory meeting on april 20th at 6 00 p.m did we know that well i'm here to remind you because it's such a small group and i hear so many concerned citizens i asked you guys to come out it's going to be a great one we're going to be putting together an iep and 504 504 plan support group also parent engagement is april 28th that one's a great one as well i also want to thank the climate task force for all they do as well i want to shed a positive light over at oslo middle because i listen to all the parents say all these negative things on facebook but then when we brought an

nfl star it made its way only to one news outlet but as soon as the one arrest we had every news outlet bad oslo middle well i spent time over there at oslo mill dr robinson's doing an amazing job and i want to thank that administration that went over there as well to give him that support and lastly we want to talk about the fights let's bring back community policing see unlike some that want to come up here and tell you all incompetent i'm a solution waiting to happen and i implore all you to do the same did you know that gifford middle no pta no bueno did you know oslo middle no pta maybe if we bring some more resources that we can get some of these problems and lastly but not least i

want to applaud mr myers over there through the chair because i keep hearing how bad guess what we have an appendix age process we had the ability to go through the individual schools but no one did through public record how many of those permission slips through the library was filed how many we're going to find out soon and i want to thank communications not only did they stay to 5 45 tonight they stayed there the last time too through public record have a great night and god bless all right lamar no to giacomo is next uh rosemi wilson is she out in the lobby good evening since i didn't get a response to my letter that i sent to all the school board members i'd like to read it dear school board members stop poisoning

children's minds garbage in garbage out don't use my tax dollars to promote gratuitous sex in our children's educational materials including library books with math reading proficiency scores 24 percent and 36 percent respectively at graduation why is the school board so preoccupied with exposing children to graphic and hardcore pornography in our children's reading materials i've heard every excuse in the book from opening children's minds to it's in the bible it's just incredible i can't believe the lengths that the school board has gone to justify allowing pornography in the classroom pornography does not prepare them to be successful adults giving them a solid educational foundation with morals is the job of the school district of indian river stop pretending that this garbage is educational it is willful blindness give our children inspirational and content rich historical fiction

and other things to read call the cop medal winners newberry award winners etc are truly inspirational and educational this is just um the book that that brought this to my attention was the handmaid's tale and in it includes graphic descriptions of of sex and it was moved from high school to middle school so i ask you how does this benefit children and help them to to in their academic excellence and to uh to have a successful life it doesn't i don't know how you could justify pictures of brothels in our children's material leaves nothing to the imagination i don't know how this is considered literary excellence or how this is even justified rape scene handmaid's tale in our children's literature in middle school how does this help prepare them for a better future it doesn't

so i wish i could think of the quote by c s lewis but you educate men without morals and you make them but clever devils that comes to mind so where are the morals where's the character we used to have character education years ago but it seems missing and along with the common sense of our leaders so i ask you to reclaim common sense or resign from your positions thank you thank you is rosemary wilson out in the lobby and d lavendera is on deck miss wilson thank you i appreciate that after all you are the leadership and i want to talk about the books the obscene and depraved books the perverted and corrupt books why are you supporting moral corruption you all have a conscience you're all mothers and grandmothers or grandfathers wherever he

is why are you supporting the destruction of the innocents of our children social emotional learning is a tool as is critical race theory culturally rich why what has happened to the teaching of reading culturally rich books what happened to teaching writing and arithmetic do you know what the standing is of our educational system internationally it's a disaster why are we not improving education where does your responsibility lead you if you are unable to determine right from wrong or good versus evil and live on in the dark side the school board is not the place for you the school board is not the place for you if you intentionally violate the law which you have all of you have but one then the school board is not the place for you you're supposed to be an

example to the children if you intentionally violate the law which you have you don't belong on the school board if you bully and deny parents the right to speak you don't belong on the school board if you are dishonest lack integrity then you don't belong on the school board you are an example to the children you lie they lie and evil prevails thank you dee lavandera here evening dee lavendera uh i haven't met with really any of the school board members and i probably should i think it's important instead of coming here and just complaining as one parent lectured i i think it is important to me i will say that there is only one school board member that i have found that represents my values on this board and i'm i'm very disappointed that

there's only one um i was looking at some of the books i i looked at the kite runner that mara recommended it was difficult reading it's far more than difficult it is uh disturbing that children would read about rape incest etc given the world that they already are battling why aren't we preparing them to be successful reading this book is going to make them successful how about learning to read how about learning to do math how about learning to balance a checkbook i also had this one i i won't even you know you don't want to read sorry but virgin sex isn't very good that was a line in the book tricks by ellen hopkins virgin sex isn't very good i i think that that speaks volumes about what's wrong with the language and the

and the books because that's not really what sex is about is it right science tells us sex is about sexual reproduction that's what it's about bringing children into the world that you know there's a culture that's tried to separate that out but god created it to be one thing right sex creates children it's not it's not an independent thing and so i'm going to read this i you know i was i was looking at our schools are a mess sadly this was the plan the plan is to make the schools and the children a mess because i don't believe anybody here is stupid fines fights fires foolishness over a million in fines so i thought you know i could read maybe this book for the wrath of god is revealed from heaven against all ungodliness

and unrighteousness of men who hold the truth and unrighteousness because that which may be known of god is manifest in them for god has showed it to them for the invisible things of him from the creation of the world are clearly seen being understood by the things that are made even his eternal power in godhead so that they are without excuse thank you thank you sad okay um dr moore did you want to just a few things uh everyone has the right to come to the microphone and say what it is they would like to say exercise their freedom of speech it's my obligation to ensure that we are telling the truth regarding the reality of the school district all of the decisions that were made by this board as it relates to books are

legally sound they have been reviewed they have been vetted they have been reviewed a second time and are in fact legally sound 1.3 million dollar fine is not a reality we will receive full funding as other districts will receive uh teacher openings when you look at the openings of the school district of indian river county over the course of this year we do an absolutely outstanding job in terms of leading the state in terms of the percent of opening positions so to say there's open positions all over the place is not a a reality that's impeding the ability for instruction uh i would like support in celebrating or acknowledging the opportunity that parents have to make a choice uh we've been pushing out for over two weeks now the opportunity for parents to go on

to focus identify the restrictions or the limitations or accessibility that their children would have to books unfortunately to this point we've only had five parents exercise their right to limit or remove their opportunity for their children to uh check out books uh it was reference regarding the naacp that is a point of clarification there as well what was acknowledged by the naacp is progress within six of the eight areas um that we're seeking for unitary status and what that means is they're only acknowledging progress within those specific areas uh we have not obtained unitary status that is not a ruling that was made well we can continue to work with the naacp as we work towards that but that was just an acknowledgment of progress in six of those eight areas not uh full unitary

status and those are the uh updates madam chair okay is uh melissa burdick here that was the one person i called the name and they didn't come to the mic okay um superintendent moore i am going to say one statement and that is that i sent you an email last week there was a comment made about the committee that was formed for the books there are three different types of committees that school district has one is a committee that reports directly to the superintendent for day-to-day operations and that never comes before the board the second one is a fact-finding committee that was what this this committee was which reports to the superintendent and then the superintendent reports to us there are no minutes it's not in the sunshine there is a third committee and that

is a board-appointed committee where the board discusses it and then we elect the members or we nominate the members to be part of that committee i have been following all of the different bills that have come before a legislature and there was a bill that was approved last week i sent you an email last week that said that i would like the board to be able to discuss in the sunshine their desires to either change this committee from a fact-finding committee that reports the superintendent to a board-appointed committee okay this bill that's going to the governor's desk has not been signed yet it is not law yet if the governor does sign that bill it states that we and i'm going to just read it from the bill says meetings of committees convened for the

purpose of ranking eliminating or selecting instructional materials for recommendation to the district school board must be noticed and open to the public in accordance with state statute 286.011 any committees convened for such purposes must include parents of school district students and other members of the community so because of that when we discuss this request the bill will either be altered or voted down by the time we have another meeting so at that point i've asked the superintendent to put this on our next discussion item for us to discuss okay any other board members okay alrighty so moving on so at this point i'd like to uh call for a motion to approve the consent and agenda items sure approval i'm sorry just to note item 7a non-instructional uh work calendar includes both instructional and non-instructional

calendars right okay thank you as discussed this afternoon there was an item that was titled just for non-instructional calendars only however did include both calendars and we discussed that at length today so that is the change in that all right so i'd like to call for a motion okay dr schiff second dr jones any discussion okay all those in favor say aye aye aye anyone opposed it's 4-0 vote and we did receive several donations and uh those are listed under our board docs we really appreciate the fact that people are still donating to our schools and that has been approved under our consent agenda okay there are no items pulled from consent to action and at this time we have superintendents report no presentation this up this evening okay all right so there is no

discussion item correct we did have somebody that wanted to speak to that okay we did move one that's right okay so you move to a discussion item and it is a new discussion item we did have somebody that wanted to speak to a discussion item but we don't have discussion item 8a miss pippin okay i'm sorry there is an 8-day okay i'm sorry that is action got it gotta get it it was put under consent here okay got it okay discussion mr rosario okay um i wanted to bring this item to board members attention because there's all of this talk about committees and how the discussion and the decisions were made and i wanted to hand out to you all this is not an item for action so you can feel free to take a

look at these policies and procedures which we have seen before um and you can give one to molly so what i've copied here were um the first one that you see is one of our policies called development of administrative procedures it is policy one zero i have an extra for this item this item wasn't on the agenda that's why i asked that i said we had an item for discussion i was given this this says a day that's why i asked miss pippen okay that was thrown in the back sorry okay hold one second so we didn't have a discussion item listed he's asking to speak to a discussion item that was none listed at the beginning but she added the discussion yeah item sorry um we have a speaker for discussion item aren't you

supposed to talk to an item that is on there if it if they're if you're requesting to speak to a discussion item it's that you're requesting to speak to a known discussion item a listed known item that is on the agenda not a blank agenda item just to speak to discussion for no reason is that right i'm gonna i'm gonna send that to you and see what he wrote at the bottom this isn't citizen input yes no i understand but um from what i understand this form was timely submitted and it asked to speak to any board discussion item and it looks like that's your procedure you allow people to speak to your board discussion item so i don't see why we wouldn't allow it in this instance so just to clarify when citizen input

was submitted there was no discussion item that item was added before we approved the agenda so what i hear you saying is somebody can put in to speak to any discussion item that might happen likewise they could do any action item that might happen without it being clear that there will be any item or what that item is about is that wow okay robert's rules were good so okay so anybody can at any time submit to speak to an item that does not at the time of submission exist however might exist later you're asking me it looks that way based on your form that you allow people to do that so it appears to be properly filled out and timely submitted i understand that it wasn't a discussion item at the time in which case

if we had no discussion items then i guess there would be no speaker input either i think there's a possibility that show that i want to make sure that we're accurate absolutely it says as printed on the discussion agenda on the discussion agenda i see okay okay yeah i see so thank you for pointing that out to me i haven't looked at this form before this says that you wish to speak to a discussion item is printed on the discussion agenda so there wasn't anything printed there so then there would not be an ability to provide input so then our speech is restricted when a board member at a meeting puts an item we don't get a chance to speak upon it madam attorney i see it's your meeting madam chair i understand i'm checking

with our attorney please thank you so the way that i am reading your form um looking at it now i would say that it would not allow for somebody to submit for an item if there none exists so for example our action agenda it looks like we have no items on it so if somebody asked to speak to something they wouldn't be able to because there was no item so same thing for discussion since there was no item listed on here it was added afterwards you would not be able to submit a speaker form for something that was not on the agenda no problem we'll take care of that okay thank you okay mr rosario discussion and go ahead okay um so i what what you have in front of you are some policies and

procedures that we have had in board docs the first policy is 1030.01 it is the development of administrative procedures our policy on developing administrative procedures in our district it's pretty fairly you know simply stated the superintendent has the authority to determine whether administrative procedures will be needed and implemented for each of our policies however when you keep reading further downward you'll when you keep reading further you will see that all administrative procedures shall be consistent with adopted policies and shall describe the manner in which those policies are to be implemented the last paragraph also indicates that if a policy is i'm sorry if a procedure is tied to policy it says it will be considered as an extension of the policy manual and binding upon all employees and students okay um and then that's important

because we have uh policy 9130 which addresses public complaints and it you know pretty much has complaints about different things complaints about staff members complaints about suspected abuse complaints about the superintendent but midway through and i've highlighted for you all it has complaints about questioned and challenged instructional materials on policy 9130 i don't know if you have that when you find policy 9130 there should be it looks like this and the questioned and challenged instructional materials here indicates that despite careful selection of instructional material by qualified personnel using the proper procedures and of course you can keep reading on that indicates what the procedure should be if there is a question about instructional materials this is the policy that the superintendent used with mr meyer to begin the review of the library books that were

brought to our attention using the appendix h form if you look at letter c in that section it says that there should be i'm sorry letter b it indicates that there should be a request for reconsideration or that there should be a review of these using a review committee the review committee will make a recommendation to the superintendent the superintendent will then submit his or her recommendation with respect to the request for consideration of materials to the board and the board shall make a final decision on the disposition of the request for reconsideration to the fullest extent provided by the law the decision of the board on the request of the reconsideration of materials shall not be considered a final agency order pursuant to florida statute 120.68 and of course it goes on to say

that no challenge material shall be removed without board action and that the board shall discontinue any material challenged under this policy if it contains any uh content that is pornographic or prohibited under 847.012 and is not suited to student needs and so on and so forth it indicates there for challenges to or complaints regarding instructional materials please see policy 2520 that is the selection of adopted of selection and adoption of instructional materials policy you also have that policy there too both of those policies were used for uh that dr moore and mr meyer use and reference for us in this entire review process it was 91 30 and 25 20. so i'm handing them to you so you all you have it in in front of you in review of these i found um a

procedure 9130. in board docs we have procedure 9130. you have it in front of you as well i gave you a copy it is because then i started questioning about this review committee what is this review committee supposed to do the review committee is indicated here on uh um procedure manual or the procedure is it is the complaint review committee procedures so what is the committee supposed to do well here it is this is not indicating whether it is a board committee as mrs behrenberg mentioned earlier it's just saying it is a review committee in general but what's interesting that i found out is that our procedures were not followed the following procedures should not be i mean should be used by the committee's form to review complaints and that was the complaint review that

dr moore was using i'm saying dr moore obviously as superintendent in the review procedure or mr meyer either one so if this committee was doing all of these things then we would be following our own printed and adopted procedures the complaint committee review i'm sorry the committees to review these complaints are supposed to do a follow robert's rules of order for conducting their meetings the district media specialist and the secretary selected by the committee will meet to review the documents prior to the initial meeting and then it indicates what's supposed to happen at the first meeting and in the first meeting copies of the petitioner statements are supposed to be distributed copies of the materials are supposed to be distributed copies of any other relevant materials are supposed to be distributed there should be an

oral presentation of the district staff and then there should be at least 15 minutes to be available for the petitioner to present on the item being um having a complaint at that point there is a second meeting that should happen in the second meeting the committee discussion or there's the committee should discuss the petitioner may be present and by the way the petitioners the person writing the objection may be present to observe but may not participate in the deliberations there should be a simple vote and that balloting will be written and confidential there also should be minutes taken the vote will then be forwarded to the superintendent for his or her review and decision at that point then the the superintendent uh i'm sorry minutes of each meeting will be kept by the secretary and

distributed to the petitioner whomever that might be to the committee and to the superintendent the petitioner may appeal the decision of the committee to the school board who will have access to all materials made available to the committee and so on and so forth so i brought this to the attention of the superintendent i brought actually i brought it first to mrs shattuck's attention she agreed we talked to miss miss dr moore at that point i it was i was under i understood um that it was understood that we should really go back to the drawing board with our committee because our committee did not the committee reviewing this procedure did not function in this way and this was already our procedures in our board docs at that point dr moore called up some lawyers

in miami called up his ex-boss called up niola and niola is the organization who actually recommends our policies to us as you all know through the legislative process and makes recommendations to us they don't decide our policies and our procedures they make recommendations and it's up to the board to approve the policies and the procedures now if you'll notice just a little note this procedure here is directly tied to the policy 9130 because of the actual title right policy titled public complaints administrative policy 9130 titled complaint review committee procedures it is also dated the last time it looks like it was updated was 2014. it says adopted october 1st 2014. so it's been a while since it's been updated whether we agree with what's on here or how the committee should have functioned is really

not has not been a topic of discussion what we found out since was that there was an email that we all received from dr moore from let me get it you all received the same email through mrs dan pierre on february 25th and that letter came from amanda klopp who is the president and board chair of neola and she basically said the same exact thing that superintendents have as the other um recommended attorneys did to him as well that superintendents have the procedural rights i believe that's how it was re worded doctor moore procedural rights to create procedures to run the the district and however if we already have a procedure in place that is tied to policy then that is legal and binding in this case we already have a procedure in place that

is tied to policy a recommendation to change that procedure did not occur we did not receive an opportunity to change this procedure we should have followed this procedure whether we liked it or not and then or this board should have voted to put a hold on that until a new recommendation for a new procedure came to us voted that in and then move forward with how that committee should be run but right now as it stands this review committee for instructional materials including library books because complaints came in through this process was not followed now you're going to hear board members that it was followed that everything is legal and sound and binding but there are several people who are looking into this on the legal front who will argue differently our selection and adoption

instructional materials review was the other policy that i gave you 25 20. that's not necessarily a topic right now to discuss but it's important for you all to take a look at the second page of that policy because that policy indicates what is the non-state adopted instructional materials review the non-state adopted so not the math adoption review procedures not like what happened last year with the ela but the non-instructional or non-state adopted which would be library books media center resources or anything else within this adoption of non-state instructional materials you will see that there is supposed to be a parent of whom has a child enrolled in the district who should be a part of this committee and that when there is the procedures must also identify must be identified by subject area and that

there should be a process that certifies the accuracy of instructional materials to comply with the law there so this would be the vetting material of selection of materials including the library books and this is not to be ignored because this is mentioned in the policy 9130 so you see they're all kind of connected interwoven you know they're all referencing each other there is also just fyi the procedure for selecting the instructional materials that you all have in front of you again it's not something to pay much attention to but there is indeed there a procedure for the selection of library and media center materials on there the procedure for selecting library and material and media center materials includes several books that i found are not available in schools even though it is in our procedures

tied to a policy and any procedure tied to a policy is an extension of the policy manual and binding upon all employees and students so where are we now i bring this to you for your consideration i'd like for us to continue to have the discussion and figure out or find out why currently well let me just say today i found out that every single one of our policies that were on board docs all of them have been removed all of them without our knowledge without our notice without an email without an update without anything all of them many of them are tied to policy and if they're tied to policy they are legal in binding i requested of the superintendent to explain why they're not there i thought i was clicking the wrong button

and he said that he sent them all back to neola for niola to review and for niola to figure out which ones are not tied to our policy and then niola will send back to us the ones that are tied to policy and disregard those that are not tied to policy but it's not myola's job to do that it's our job to do that if they're our policies and they were previously before us many of us were board members they were previously adopted at some point they were adopted i'm going to go back to the policy 1030.01 it says there 10 30 .01 first paragraph that upon the recommendation of the superintendent the board shall adopt said administrative procedure the board shall adopt said administrative procedure so all of the procedures that were in board

docs should remain there until maybe until neola gets back to us maybe a copy we'll get we'll get recommendations but at this point our pa our procedures should not be removed from board docs i see them all here i'm not sure what you're referring to i'm searching every policy you have here and i'm finding them on board docs no the procedures not policy procedures go into board docs click that little down arrow under policy i'm under policies right now you'll see all the policies the procedures were removed okay so so it's been longer than 10 minutes this isn't a this is an action item okay what's in there is an action item this is a discussion not an action item so what i'm we don't really i don't have all the information and neither do

you all i think it's prudent for you all to have further discussion with the superintendent at this point what i would like is uh support from the board to direct the superintendent to put back the procedures that are there one of the reasons why i'm asking that is because we recently today received a um a contest a contest uh what is that the um someone is challenging our it's an appeal appeal that's thank you i miss the word someone has put in an appeal now in the in light of transparency if anybody wanted to look for this policy they can't find it because they've all been removed how are we being transparent in that case and what was mentioned in that appeal is the exact policy that i gave you all i'm sorry the exact

procedure that i gave you the procedure ap 9130 now i gave you a copy because i saved a copy which was what i wanted to share with you all during our last meeting but if they've been removed from board docs that doesn't provide transparency to our community we need to have all of them put back on here and then have further discussion with the superintendent maybe at an open meeting so that we can discuss the issue of policies and procedures in general thank you okay anyone else want to comment dr jones well i'd like to hear from dr moore first this is the same presentation i gave when you approve the the item and as i said then uh procedural rights belong to me and because there is a procedure in a manual referenced by

neola doesn't mean that defines how i run or operate the district and if this board wants to have a ceo operate the district from someone who's just implementing some generic outdated inappropriate procedures then good luck finding that person but it's not me this is the conversation mr rosario has had with me this is a result a conversation miss rosario has had with the board attorney it is inaccurate and it is wrong those procedures were my right we looked at those procedures and we followed and developed a much more comprehensive approach we did not use the procedures that were outdated from 2014 to a policy that was updated in 2018 so a lot of the things in which mr rosario was referencing was not followed because that's not the procedure that i implemented so when you

look at how the op how i operated operated with consistency and transparency over the last four months on how we were going to put the committee together how it was going to be run and how it was going to be implemented so there is no concern or issue from my my mind regarding was this done correctly was it done with fidelity those are procedures and procedures that are not being used to operate or run the district um should not be present now when a policy reference procedures it's going to specifically reference it within the actual policy and if that policy does reference procedures and it gives i think it's a b c or a b is it four steps mr meyer three steps that absolutely contradict the procedure that you just mentioned contradicts it because

it's outdated so i have no issues those who are pursuing legal action pursue it because what we did was legally sound this is a conversation we've already had so if the board chooses to do something the board chooses to do something but the board should have every level of confidence um that the appropriate process was followed well the attorney has anything to add um thank you um i think that that was well put um the only thing that i would add is that when you look at one of the policies that was provided about the development of administrative procedures it does say what the superintendent says which is that the board delegates to the superintendent the authority to determine administrative procedures so these are the superintendence procedures not the boards the policies the numbered policies

those are ones that are the boards that you adopt these procedures are not necessarily adopted by you they are only adopted by you it looks like here if they actually meet the definition of a rule set forth in the administrative procedures act so generally they are not something that's adopted by policy by the board thank you so that clearly defines from your ceo's perspective as well as your board attorney's of perspective that the process that was implemented was absolutely on point so there are no concerns and there are no issues okay dr jones um thank you miss rosario obviously you've had a lot of time spent on this so um you know saying that we want to discuss it you've just got to give us a little time to make sure we reply the obviously

bylaws policies and procedures bylaws and policies are set in fact niola does a lot of our work for the state statute so they help us quite a bit with that but bylaws and policies i know we need to follow administrative procedures have always been the guideline that we use to make sure those policies are working and sometimes you just need to kind of angle it to what we need to support that policy sometimes you need them sometimes you don't um a couple of things obviously right now um mr meyer or dr moore we have a form where if parents don't want their children to use or restrict library books in general that's already up on our web page and everything correct through the chair yes and being i looked at that i just wanted to

make sure i saw how i saw the count last week one thing that i want to make sure i said sorry under question and challenge and structural materials the review committee will make a recommendation to the superintendent the superintendent will then submit his or her recommendation with respect to the request for the reconsideration materials to the board the board shall make a final decision on the disposition of the request for reconsideration we did that to the fullest extent provided by law the decision on the board on the request for reconsideration material should not be considered a final agency order one thing that you read you forgot you left out one thing here on page 23 no challenge material may be removed from the curriculum or from a collection of resource materials except by action of

the board and no challenge material may be removed solely because it presents ideas that may be unpopular or offensive to some any board action to remove material will be accompanied by the board statement of its reason for the removal again just look at this in general and you looked at the timeline that mr meyer gave us with the committee as far as all the work that they did and when they met and when other people from the community met and spoke with the committee i i'm going to go back because i think your your argument was procedure wasn't followed because it's part of policy the school board delegates to the superintendent the authority to determine whether administrative procedure will be needed to implement each of the policies adopted by the board i think that first

statement is very very important and believe me i think we need to clean up some of the procedures that were eight years old believe me i'm sure i was part of some of those but it's just something that um they they really need to guide us but i do hold true to the fact that we must allow the superintendent to to determine whether administrative procedures will be needed because some of these and i've read that read book several times some of these do not align as well as they should that's that's a given there's no issue there but as far as procedure being absolutely legal i would question that but i'll probably come back with a few statements later okay dr chef so when an item is presented at discussion and there's pages and pages

and highlights and highlights and you're making an argument it's the first time that it's presented to us so i at this point don't have not done the analysis to determine whether or not i think the argument is logical and consistent however i believe that the superintendent followed policy i believe uh it was legally vetted and i'm actually going to follow the advice of the person with the law degree the person with the law degree who advised the ceo and assured us a number of times that policy and procedure were followed and i'm comfortable with that okay um so i appreciate the fact that you brought this to us and um you know i want to follow law and i want to make sure we do our homework and handing it to me right now with

all this highlighting is not allowing me to do that right now and that is why i asked superintendent to put this as an item for our next discussion was moving forward with a committee in accordance with this new bill that's coming out as well one of the items that you keep highlighting here is instructional materials and that word has been thrown at a term has been thrown around so many different ways you know people say you know well if you're reading it in class yes if you're reading in class if a teacher is using a class it's an instructional material absolutely the question that i had answered for me from the department of education's chancellor of k-12 specifically about instructional materials is exactly that it is an instructional material right now the definition is if

it's used in class to teach with it is an instructional material if it is in the library it's not necessarily instructional material that was the definition i got because i keep looking at all this and saying how do we make a determination with library books i want guidance from the people that are in the know which is the department of education and our legislature now the new bill that's coming out i'm not sure if it's going to clearly define library books i know it was mentioned several times i watched that bill it was going through uh both houses and so when we get the final analysis on that maybe we'll get a clear definition of what a library book is when it's sitting in a library versus when it's being used in the classroom if

it becomes a different material or not that's a big problem here because that does separate when we look at policies concerning instruction mater materials versus policies concerning library books so um i do need to dive into this more i have asked the superintendent to please put this as a discussion item at our next discussion okay but you're commit you're talking about the committees to put as a discussion item regarding committees the creation of committees that's separate from what i'm what i'm proposing for you all i'm not asking anyone to make a decision today this was discussion i'm bringing this to your attention so you can read everything digest it as i mentioned earlier have a further conversation with the superintendent what i presented was not wrong it was exactly how it occurred and what the

the problem here is that without our knowledge as we are the board elected officials of this district procedures that are tied to policy are an extension of the policy manual and binding upon all employees and students and have been previously adopted as administrative procedures by previous boards if not by us i agree there are inconsistencies with the procedures and the policies i agree with that i'm not disagreeing some of the things that you see in those procedures just don't jive well with the policy and it makes sense to review them and to revise them but right now that was not brought to our attention it was actually was brought to my attention well it wasn't brought to our collective attention that a procedure did not jive with the policy and instead let's put a halt

and a pause in everything that's going on now until we can review this procedure so that moving forward we are on the same page with a new procedure for the review of library books and materials or any policy for that matter instead what happened was a total removal of every single policy that was in our docs i'm sorry procedure a total remover of every single procedure that was in our manual in board docs that that is shocking i guess my question mr zaria with you bringing this up what what is your desired outcome that we just like make sure that procedures are aligned to policy or we do the whole adoption or the whole committee with library book removal what it what well as it stands right now with the with the procedures that we

have in place we should go back to the drawing board and follow the procedures that we have in place until this procedure is reviewed or revised or edited um or brought to us for approval um we should go back to the drawing board and start all over again if that is not the case right now i think the most important thing that was brought to my attention with the removal of the procedures is put the procedures back up there so we have a chance you all have a chance to look at them so you all have a chance to pull a procedure and compare before you have your next conversation with the superintendent so you are fully aware of what is there okay can i ask uh superintendent i'm going to ask the superintendent to

discuss why that was taken down i did question him about that because i was aware of that as well the procedures are not aligned to our manuals they're not aligned to our flow of work that we have created over the last two years and probably the three or four years before that these are procedures that are created by an outside entity that are absolutely inequitably not aligned to the procedures or manuals or workbooks that we currently use they are absolutely disconnected and created by somebody else they are not policy when there is a procedure that is specifically listed in policy that is obviously it's part of policy that's what i have to follow when it is not uh to put them back up and to say that they that is the way in which we

run the system you you don't need me you don't need a ceo you can just you know play run that playbook but once again that's not the way to lead and run and govern um so those procedures are the purview of the superintendent um and to have procedures up there that are not how we do this work uh is in fact confusing and misleading so yes we said take them down because it's not how we do this work go look at the manuals go look at the workbooks that's what that's how we flow the work of the system and place any procedure that is specifically listed in policy backup and that's that's the work that that's being done so there's you know to put things back up there that that is not how we operate

the district would not be the appropriate process to follow um again we go back to the development of administrative procedures which is a policy and i'd like to just add that though dr moore is saying that all of these procedures come from an outside entity called neola so do our policies every single one of our policies has neola's name on it every single one of them so that should be null and void everything that is in here comes from neola and everybody is the recommendation is the recommending organization that brings our policies and our procedures to us at that point we have ten one zero 1030.01 that says that upon the recommendation of the superintendent the superintendent recommends procedure upon the recommendation of the superintendent the board shall adopt said administrative procedures upon his recommendation

we shall adopt the administrative procedures and the policies come before the board and the policies have been approved the procedures have not so these are not board approved procedures everyone that was up there was previously board approved if not by us by previous boards and i'm not disagreeing with you that our current procedures in many areas since you've come here have changed but then that's when these need to be changed as you're changing procedures for certain things i'm not disagreeing the what is posted up here as a procedural manual item should also be changed but everything else that is up there is still legal in binding and should still remain up there until this board adopts another policy to replace another procedure to replace it or has agreed to replace all of them at one

time the board has never approved a procedure manual you weren't here prior to us hold on um dr jones well just going to say one more thing on this um with procedures the school board delegates or the superintendent the authority to determine whether administrative procedures will be new will be needed to implement each of the policies adopted by the board okay that's number one and going back you know the board um had an action item on the media materials and we voted so as far as going back to that i mean unless unless another action item comes up i think we have um you know made our say on that with a four to one vote so the procedure is a little bit different here and it just goes back to the superintendent having the

authority and the boards voted on the other item okay dr schiff did you want to speak i don't think there's a lot more to add okay one thing i want to have investigated because miss rosario brought up a point that former boards have voted on procedures versus policies um do you have a date on that or do you know when that was voted on on this one no you made the statement that former boards have have put power procedures in yes i'd be able to pull every single one of them up if they were here they were all removed i can't give that to you okay my question is you know for a fact that those were voted on by previous boards they should yes you know why because we have a policy that says

that they are supposed to be adopted board shall adopt said adap administrative procedure okay so what i'm going to ask is for the attorney to please investigate when past procedures had been voted on by previous boards yes if i may speak to that i'd be happy to investigate it as well but i'd like to point out that this policy 1030.01 development of administrative procedures the second sentence says when the content of the procedure meets the definition of a rule set forth in florida statute chapter 120 which is the administrative procedures act upon the recommendation of the superintendent the board shall adopt that administrative procedure that says to me that you probably have not adopted these administrative procedures because you would only he would only bring them to you if they meet the definition of a

rule that means they're basically a policy and they have to be adopted by a policy the board under the administrative procedures act if something meets the definition of a policy you you don't just get the chance to adopt it you you formally have to adopt it and you have to adopt it using the procedures in the administrative procedures act that is not true for your procedures having said that you can't just label something a procedure that's really a policy as a way of getting around adopting it but here you already have a policy so that shows that you've adopted one as a policy right and the other one shouldn't be adopted it should just be the superintendent's administrative procedure for implementing the policy and where there is a conflict as there is here between the

two obviously the policy that is adopted by the board is the one that should leave legally governed so i'd be happy to look into whether or not you actually did adopt this procedure but when i read this to me it says you really shouldn't have necessarily there would be no reason for you to okay thank you are you comfortable with atmosphere yeah absolutely it just needs further review and board members we're always talking about being completely transparent um and i think it's important for you all to be aware of this conflict and today being made aware that every single one of the procedures have been taken down is um pretty disappointing without our knowledge without our investigative um eye on it without you know notification no email nothing just poof they're gone every single one

of them um so i i don't disagree i'll end here i don't disagree that many of them have to be changed what i'm saying is we have to follow the proper protocols to have them changed and it is it it stops with the board the board is supposed to make those recommendations and pulling up uh florida statute that administrative procedure act board members when you are home and before you you know have another opportunity to talk with the superintendent on this um take a look at that because it is about rule-making authority um but it's very general because it's supposed to talk to all elected entities um or all agencies and it's very very general on all of these different areas of committee reviews and publications and declaratory statements by agencies things that are exempt

from action a judicial review so they don't all you have to look at the individual numbers within there even though our policy mentions the entire chapter um so there is you know our policy mentions chapter 120 but here you have 120.50 120.51 120 point and so on and so forth so you'd have to delve into each one of those you know particular items to continue this conversation either way right now we don't have any of our administrative procedures online it's a shame we should have them up there until we hear further and that's where i will leave it okay anyone else i'd like to speak to that okay no i might i'm just looking some things up again it's the first time we've seen this with this discussion and i don't have enough depth on

this but it says school board approves policies superintendent may issue procedures to policies i'll look that up at solomon state level i'll do good research on this too okay um i will as well thank you i appreciate it thank you for bringing to our attention um anyway so we did have some people that wanted to speak to action items but we don't have any action items okay so i'm letting you know that the item that was brought for us for the student code of conduct was under consent and that was basically just to set the public hearing date so at that point that's when we'll hear discussion about that so if anybody would like to speak to the student code of conduct we did have a rather lengthy discussion about that this afternoon and that

will come at a future meeting so i wanted to let the people know that wanted to speak to those items okay so we don't have a public hearing and we don't have action items tonight all righty so now it's word to members matter dr schiff would you like to start i don't have anything at this time okay uh dr jones college fair was great the other night hosted by vero beach high school had several colleges armed forces there it was a great time and thank you to vero beach high school for hosting and for their wonderful drum line made it to one bureau baseball game this last week the felsmere planning and zoning committee met last week still talking a lot about building there and the roadway there as they come into fall smear i'll

be attending the wilson basketball scholarship game friday this week we do a lot for the wilson scholarship coach wilson and then mr billy wilson the schools are really engaged and then we present scholarships to two vero high school students and two sebas river high school students and i'm part of that committee and enjoying that very much and looking forward to a zoom meeting this week regarding our research on our insurance and trying to keep our costs down so that's it for me thank you okay miss rosario um so i wanted to start with our math curriculum adoptions uh procedure uh what was brought to our attention today uh if parents weren't didn't have a chance to or the community in general didn't have a chance to hear our earlier uh discussion about this the math

curriculum adoption calendar period for petitions for submitting your petitions is now march 1st to march 30th if you have objections anyone has objections to any of the math adoption materials or the curriculum items that have been um looked at from the math adoptions committee recently please and you have objections please fill out it is not appendix h it is appendix g which i was looking for to pull it up but it is appendix g in our instructional materials review manual it is online on the curriculum and instruction website you cannot find it by searching for instructional materials you can find it by putting in the search text book adoption or textbook adoption materials that's how it'll come up so if you see it there as appendix h i'm sorry appendix g all these appendixes please

go ahead and submit those if you have any objections before march 30th this way board members have an opportunity to hear your objections and obviously district staff does because with those objections there will be a review of um uh personnel the the hearing officers will have to review all of the objections and then make a determination from that point we still do not know though what the state has approved in terms of what their recommendations are but nonetheless you still have to submit your objections if you have any objections at all so that would be the first announcement the next announcement that i have i just wanted to thank again indian river state college for the promise program and for collaborating with us even on that video for ensuring that students in across the tri-state

area not just indian river but also i believe it's okeechobee and st lucie county have oh and martin county have the ability to receive an associate's degree for free i think that's fantastic for those who are in public school though they wouldn't be watching our meetings i mean private school i believe that's that might be added later on we received a flyer that i'm not sure others have seen it should be on our website on wednesday march 16th we are going to have a virtual career fair um and it will be on zoom uh and i believe all of the information the link right and the the code and the password and all that stuff is on there so if anybody is interested and is looking for an opportunity to be the change in school

the school district of indian river county the we promise there goes the promise again commitment for community partners is on our website so that would be awesome for career fair the other thing that i wanted to share was the steam fest this weekend so there's a lot of events happening community-wide i know that wabasso had their run walk event but at the same time the steam fest was going on at the ig center and um dr moore do you know how many schools participated through the year we had a a nice showing of school of school i don't know the exact number but as as promised we did deliver there were two schools just two um but i will say that the um steam fest was a huge success overall um vero beach academy had

1461600 people attending in general they had over 60 exhibitors which was fantastic it was so exciting it was vibrant it was electric there were hands-on activities everywhere that you can look so much so that you could not get everything done between 10 and 4. amy brown coordinated the art classes so she did a fantastic job on that angela hicks taught four classes sophia stravinsky taught two diana gatlin taught two now these are people who are a part of vero beach academy which is not a public school here but in the community they are a homeschool co-op who put this event on and they did an amazing job this is their annual event so i'm excited about everything that they do they have put lots and lots of work into it and it really turned out

to be fantastic so i'm glad for them congratulations to them and i wanted to thank them publicly for inviting the school district of indian river county to be a part of their event and and hopefully in the future we'll have a greater turnout because i know in the past we have had a greater turnout um previous to today to this past thursday saturday um other than that that's it was that a free event uh no it wasn't it was uh six dollars okay for the community yeah yeah six dollars all right um my turn i guess so college night at the mall i thought was both high schools correct it was both high school okay bureau hosted yeah oh okay it was great and um walking around talking to all the different college vendors um

they were very excited about the turnout because of the last two years having it being on zoom and whatever else it was nice to be back in person so we appreciate all that happened to make that happen zoning planning indian river county zoning planning is what i sit on they've had the visioning workshop which if the community doesn't know you want to pay attention to because there's a lot of discussion about the growth of indian river county going west and the potential of what could happen so make sure you're paying attention to zoning planning and indie river county commission i think that's going now the visioning workshop is now going to the mpo and so that's the next place that it will show up is the mpl meetings and then agnes people's scholarship deadline has

come to pass and big sister nancy has been on it so we appreciate that and uh we have a good showing of a number of candidates so we'll be looking at those this month and then i'm going to do because dr cowie's still sitting here i want to tell her thank you so much for that family fun festival um you know it was really great actually i'm still here hearing about it from different people and so i'm looking forward to future events for that so thank you and uh again it's pi day and if you don't know what pi day is it's 3 14 which is pi so and not like pi you eat math pi so with that i'm all done and superintendent any closing uh we just made two schools we had a

number of teachers as ms rosario just referenced who were actually giving other time presenting and doing that kind of work i just want to acknowledge um we have spring break coming up and i would hope and pray everyone has the opportunity uh to spend time with their families disconnect and really take a break um and use spring break for exactly as it was intended just to disconnect spend time with family rest up when we come back for the remainder of the school year we will hit the ground running high expectations in terms of what academic outcomes will look like and what we're looking to accomplish and at the end of the day i think what's going to happen here in indian river county i'm sorry i don't think i know what happened here in indian

river county will be trend setting in terms of academic outcomes in the midst of what has been an extremely extremely hard two years in public education so that's all i got enjoy your spring break you mentioned um summer school summer opportunities for when people come back from the breakthrough we come we will be pushing out summer uh one of the items that was discussed this afternoon was summer programming as well as our camps that we offer so going into next week and after the break there'll be a great deal of pushing out information to find summer programming for your child and we have offerings across the board uh some more information to come on that spirit yes sorry um i usually get to the base of 5k i was not able to this year but

i did sponsor two students and now mr colston and his team did a great job dr moore did you make it up there or i i strained an ankle on the way anyway i know that you're talking about going but that is a wonderful wonderful program or fundraiser for our students there so yeah the weather was looking nice i know i was heading up there so that was interesting that they were still running on that all right at this point unless anybody objects this meeting is adjourned at 806. thank you
