comments i'd like to welcome back uh happy new year i hope you had an enjoyable time off and i unplugged myself and didn't work at a computer for about a week which is wonderful because that's all i've been doing since september um so uh you know i know winter has brought what we kind of all expected which is increasing cases there's an increase in fear and and anxiety so i get that so i you know the fact that we all come here we come together i appreciate um i understand those that are at home why they need to be home so it's you know it's just that time um i'm looking forward to uh going forward i'm excited that there is a vaccine i'm hoping there's something there's like light at the end of this

tunnel that we call cohen uh as a teacher that teaches fully promote um i know the teachers who are teaching from home now may not have any anxiety of of being exposed to code but i'm pretty sure there is anxious design that their students are not learning the best that they can because that is not the best place for students to learn through the internet is my personal opinion um so i'm sure that they can't wait to get back to some normalcy as well so i'm hoping that 2021 brings that for us um for our teachers for our students for our parents for everybody so uh i'm glad to see you all here uh healthy so that's pretty much what i'd like to say all right um just a fast update so far for the

month of january we have four staff member members who have tested positive coverage we have 12 students we have eight staff members who are in quarantine and we have 11 students who are important teams so far this month um please write this down for your calendars not that you really need to but at our board meeting on february 8th when thornton from school boards association will be here to do the annual ethics training so that will happen on february 8th and in the meantime today we have valerie dolan with us from nevatchia to give our annual order presentation so at this moment i will turn it over to uh valerie all right hopefully you all can hear me okay yep perfect all right once again as dr gallagher said i'm valerie dolan i'm the partner

from nisapacia who does the annual audit of thoroughbreak school district um i believe you either have the books hard copies or you have an electronic version that you were given through your board docs just to get a little briefer of what you got you have two documents one is labeled cather and one is labeled the amr which is the management report the kaffir is the bigger of the two books that we always prepare and when you're looking through that document it's actually broken into four sections figured it was time for a little refresher the first small section in the front is the introductory section just gives a little bit of history of what's going on of bound book itself your organizational chart garage sale officials your consultants are there is a large section of financials

and that includes all of various basic financial statements and all of my reporting there is a very informative statistical section it is labeled the js if you're looking for it it actually gives you 10-year comparison down so you can look at 10 years comparison budget information 10-year enrollment information can you not hear me online yeah is there a mic down there to use i don't know if it's going to pick her up the board members at home because they might have to join the youtube stream because um they're they're talking to you why don't you do it right from here come on all right so then there's also as i start to say the informative statistical section which is the j schedules that gives you 10-year data on your budgets it gives you 10 years

on your enrollment it gives you 10-year information about anything that happens within the district and it also gives you a history of some information about boundaries itself and the candidates so when you go through all this data and it's a very long 200 page book you kind of go into what i always say is the meat potatoes is 14 pages in the whole document which if you have your book it starts on page 8 89 and runs to about page 102. this is the c1 schedule which is your budget so we look at that number and it walks you through all of your revenues based on where you anticipated it goes through all of your expenses and it gets you to the end which is your fund balance picture which you know we say fund

balance doesn't always just mean available it's all of the buckets so in your fund balance picture you have a million 142 202 which is designated as capital reserve that's the money set aside for future capital you're having another million dollars in your maintenance reserve that's used to help offset your maintenance budget so future years you have an additional 250 000 in an emergency reserve that emergency reserve is established and actually this year the governor is allowed to use that for additional covet expenses if you have them for which you don't have funding you have about forty thousand dollars that's earmarked and being used in the budget that you're currently in that's about forty seven thousand dollars and then that leaves you with what we refer to as your free balance and your access surplus your

free balance which the state allows you to hold is six hundred and forty seven thousand three hundred and thirty thirty dollars leaving you with four hundred and eighty two thousand seven hundred and forty what i mean is labeled as excess surplus that's the number you're gonna use to build your 21 budget your 21 your 21 22 budget that's your starting point so then a few other financial highlights is the district received and spends about 2.5 million dollars of federal and state grant funds in your fund 20 grant fund accounting that's separate from your skating and then in food service this one is a newer one that we're trying to highlight your fund balance and your food service is about 740 000 which is actually approximately 150 decrease from where it was last year primarily food

services really took the brunt of covid in that obviously your students weren't in school your lunches weren't being supplied you didn't have anybody buying full-priced lunching we're only supplying um free meals once the school's shut down parents are sending them in when they're coming in so this is really an area where we're seeing large decreases in fund balance and if the food service ends up running a deficit you will have to utilize general fund dollars to keep it afloat which we've seen numerous districts actually having to send money over from their general operating budget to keep the food service fund afloat so you still have some surplus but you're really depleting it quickly so it is something we monitor then additionally there's a second report that's the amr which is your management report and that's

our report to the board with the recommendations that you have we have um three recommendations in the report this year two that i would dub is going hand in hand they kind of go together even though they're labeled as two separate ones they are the first one is that the world number of reclassifications between line items within your own budget and between the general fund and the special revenue budget if we do see this happen when there is a change in personnel within your business office everybody sort of does things not sure what the person prior to them did versus the person that they're doing work now you had some new younger staff in that office and then as a result that kind of ties you to the second recommendation which then you have an

outside treasurer who does your reconciliations he's independent of it and when those adjustments occur and everything isn't communicated in the end you end up with a lot of reconciling items on the bankruptcy so we sort of see these two go together so we just recommend that not only do all those reconciling items get resolved quickly and in a timely manner but we try to make sure that we limit the numbers of transactions that are changed and then the third other recommendation relates to your preschool education program the state requires that any transfers from once they approve your budget for preschool they require this normally the county approves your transfers the state put a level of oversight in that grant saying we need to review any transfers and approve them that transfer approval was not obtained

for transfers that district made within those programs and as in prior years one of the things we always like to include in the report are what we refer to as our suggestions to management which are things that are not an issue for the district however we've seen them as either problems in other districts or areas that are coming up new to make people aware of one of them is a new standard last year when i told you we had this new standard that would change the way the reporting showed a little bit for your student activity funds due to coven they extended the deadline and it's actually going to be in place for your school year and then the other one is really more of an informational suggestion in that in this covenant environment that

we've all been operating in since march everybody's working remotely data's being transferred remotely who's on in the office who's working from home so we're really making sure that routinely make sure you're checking the procedures and your policies and your securities to make sure your data is protected and that everything is being operational either the way it was designed in your internal control procedures manual or if you're changing the way actions are being done say you used to approve vouchers manually now you're approving them electronically make sure your policies reflect that same change so that you're not you're not in violation of your own policy purely because you're you sort of were improvising when we all went out to cove and we all went and kind of just made it that we were you know flying

by the seat of our pants so we just want to make sure that everybody is take a step back look at what you're doing make sure that it's come it's what the district intends to do and has documented that's their plans so once again i'd like to say it was a wonderful opportunity to work for the district and i'm available for any questions anyone might have it's a lot of information throughout your blood so with the money that the government's giving us for school is that going under the school uh the revenue for the cafeteria budget or is that going to like a brand because it's definitely like grant money that the [Music] yeah because that money runs through your enterprises when they put everybody into the everybody can have a free lunch and so

it kind of really is again you're still supplying the lunch but you're only getting a partial reimbursement from the state for everyone i just wanted to make sure that it wasn't under like the grant section any other questions anybody online thank you very much for your time and everybody stay safe so we have no committee meetings at this time so we are open to the public agenda items only apparently we have no questions so we are to approval of minutes can i get an emotion or approval of minutes so was that a motion motion from mr fazio a second second from mrs stevens discussion abstain mr validator yes this is unclear with abstain and mr father yes okay so you're up to personal resolutions district and high school resolved superintendent recommends for our approval the

resolutions at that line in personal resolutions under district in high school we have 6.2 through 6.13 6.13 can i get a motion motion motion miss defazio can i get a second second second mr vader discussion just out of curiosity i mean there's two resignations on tonight's things and you know um are we finding that people are people moving to different positions are there positions open now that a lot of people may have retired is there more mobility going on i mean um yeah there's there's definitely more mobility going on i think people right now um they're bigger resignations people reside at the beginning of the year there's big year uh resignations coming out with cove and everything else going on so there are openings out there and i think people um are moving in and

unfortunately in our particular situation um we have people who are moving we're getting paid more money to go to other districts that we just can't compete with with some of the salaries right now all right because i was wondering you know i would assume that uh i know in new york there was a ton of president you know people that resigned uh i thought that might shake a lot of people to different positions okay and again some so there's some positions out there that are that are more in need than others and you know people are willing to pay more for those positions right now okay any other questions or comments yeah yes on six seven on the teacher observation replacing miss meyer with mr steele from rutgers six seven student announcement observation is she

currently a basketball coach that's i just want to make sure it's not a conflict of interest i don't believe sadly she's a student um through rutgers graduate school i believe she's a volunteer okay will she be in discussion with him when it comes to women's basketball with mr steele no okay we make sure that happens absolutely thank you okay any other questions not a question but everybody will say a little prayer that winter sports happen absolutely fingers crossed i'm so excited that they started today for all the kids i know that they've been do we have confirmation that they're gonna um stream the games yes excellent yeah we're gonna be on the same youtube no uh i believe that we um tom there's a proprietary camera that they've been selling to the schools um mr

steele has more info on that uh he could go into the more details of how it's gonna be set up and uh i'm sure we will let you guys all know when we uh post it on the website for the link yeah and i know this is going to be through huddle yeah yeah huddle that's the one yeah we're doing it through huddle so i know we we've been working on the uh the cabling and everything else that happened to make sure this this occurs so i know it's also high resolution so it's like a 4k um screen uh camera so you do it at like aau it's better than nothing yes there's martinez yes yes is morris yes stevens yes mezzo zuma yes yes mr tom selling yes yes personal resolutions middle and elementary

resolve the superintendent recommends for approval resolutions as outlined in personnel resolutions under middle and elementary school 7.2 through 7.6 6. can i get a motion motion motion mr fazio a second second second mrs morris discussion mr ball yes mrs yes yes is martinez yes yes is morris yes stevens yes ms rosamano yes yes yes education resolutions district and high school resolve the board of education the result the boundary board of education approves resolutions as outlined in educational resolutions under district high school and it's just 8.2 can i get a motion motion second second miss morris discussion why are the kids going back so late next year absolutely yeah but it's we're talking the 9th of september i mean that puts graduation 27 the 22nd of june yeah our hope is we just put in for

a summer school grant and if we get the summer school grant we're actually going to be running a summer school k through 12 that's going to run from june 28th to august 28th so we wanted to have a little break in between so we built a calendar based upon us possibly getting that grant um again there's no guarantee that we get the grant and and again um we could always change the calendar later if we needed to but our hope is we aren't in a crime situation to get the grant and we are hopeful that we're going to get that grant it was the same this year graduation's again i mean looking at i i don't have the calendar in front of me but you're probably looking maybe moving everything up maybe a week [Music]

probably yeah probably the second and does our calendar match with southbound brooks uh it doesn't match exactly but we're pretty close spring breaks fast no they they only they they cannibalize spring great i think they're just doing a long weekend yeah they're not even doing a whole week um they are getting out earlier but they they are also going straight through the school year they're very little breaks with their calendar you know for us traditionally we've not done that and um just knowing you know how we've been and how we've done the calendar in the past i didn't think the reason being is because of testing the testing is supposed to be next year and spring break they've got to be better for the students to be in school and just take a longer break

to prepare for testing instead of having is what we are going with so i think it's friday i think it's like friday saturday sunday monday we're off and that will be no good just remember from days of past but we wouldn't mention we wouldn't match and you would have high school kids and then grade school and they would be off with different weeks [Music] yes mustang yes yes is martinez miss martinez yes yes morris yes the stevens yes ms rosamano mr samantha yes yes mr tomaselli yes is the battle there yes yes yes okay that brings us up to education resolutions middle and elementary result the boundary board of education approves the resolutions as outlined in education resolutions under middle and elementary schools so we have 9.2 and i get a motion motion motion this

march second second this defazios discussion i'm very excited to see this is kind of a very cool concept to have a mindfulness space outside who is going to be in charge i'm sorry is in charge can we get a roll call mr bob yes miss blessing yes yes is martinez miss martinez yes yes is morris yes stevens yes ms rosamato yes yes mr tom sally yes is yes we are up to special uh services resolutions result the boundary board of education approves resolutions as outlined in special services resolutions we have 10.2 can i get a motion motion motion mrs stevens second second second mr zuko discussion i had a couple of questions just out of curiosity um on 11.11 skydell is that who we've used before there's only one yes yes stevens miss martinez is

a yes thank you morris yes stevens yes ms rosamano yes yes this is resolutions resolve the boundary board of education approves resolutions as outlined in financial resolutions we have 11.2 through 11. 11.12 can i get emotion promotion motion mr fazzy a second second second mr battle lair discussion okay now you can ask on for 11.11 um the physical therapy that contract is that who we've used for miriam scardale is that someone we've used before or is that a new context i believe that's a new contract and also could you give me a little more information on the verizon volunteer that was i guess yeah that was our uh we had a coach doing football after the season was over they were able to apply for the planet oh okay okay and the lunch um grant

is have we applied for that before or is that a newer version of what we applied yeah i think that was new this year so it's in addition to things that we've done in the past thank you else with any other questions nope okay can i get a roll call please mr paul yesterday yes stevens yes mr zapata yes yes mr thomas ellie yes yes with the extension from 3733 [Music] yes okay we are up to other matters to come before the board and new business do we have any i guess i i have a question i'm sorry i didn't it's actually about the calendar and i didn't come to you after we voted do you know when we would hear about the grant just like parents in theory if they were planning summer stuff

when they would need to make those plans with us i think we just submitted a grant the grant goes in on the 21st so we're opening here within three weeks after that oh okay all right so i would think by the end of february that's not bad yeah i thought that this way things usually go well you know i think from from what i'm hearing is um and again this this all subject to change obviously um there is definitely a big push from the legislators to have some sort of a summer school program for kids because there obviously is a learning loss yes however um as they've pushed for this they've also realized how much this is now going to cost so now as they realize what the costs are involved in this you're starting

to see the uh yeah maybe not so it went from trying to do this statewide to i think what they say 16 difference so they went from statewide to only 16 districts getting this grant so so you can see how things are changing and again the key with the end of february is the beginning of the month the governor comes out does his speech 48 hours later we get our numbers and and everything else ties in so it's really the key time frame for us to find out if we're going to do it and you know miss fisher has put together a fantastic plan she's she's worked extremely hard putting this together over the holiday break uh getting our plan ready to be submitted on the 21st and we'll see we'll see what happens thank

you mr fazio you were gonna yeah i know we we said we're we're gonna aim to to bring the kids back next monday correct are we still on track for that yes um the other thing i decided because i you know obviously it's the winter um when when we're closing like our uh the plan that we put in place are we looking at where were those was there any transmission within the school like from student system or was was the transmission pretty much outside of school for us the the transmissions were pretty much outside of school i think i think our problem became when we lost 20 percent of the staff when we went down 20 percent of staff we got to a point that we couldn't staff ourselves and i think that was really

the case um you know when you looked at the quarantine numbers that i gave you uh mid-november with the number of houses that you had the number of staff that was quarantined at that point in time those numbers were quite quite high um and then we were going you know that was just after you know the halloween uh piece that we're going to thanksgiving and followed by christmas and we're just coming out of christmas and i think we're starting to see you know we're starting to see that spike again throughout the state uh after the holidays and things like that so um again right now our plan is to to come back on the 19th um you know right now that's why i told you we only have four staff um and again um you

know we're working very closely with dr frank so there there is a new piece that that i know is working very closely with emma if they're performed um i think if they're i don't know if it's seven days or ten days but then they go for a test and if it comes back and they can start right away yeah so there's a new guideline she's very much on top of it she's been working through a number of staff people with it um so you know that testing is all covered right yes so at no cost to the employees yeah all right okay um i have a question from ms munson regarding staff are they currently positive or subject to quarantine how many staff are subject to that and do we have a potential staffing issue

for reopening on tuesday as of right now we only have four positive um and i think by the time we open they should be okay to come back and the eight that are quarantined i don't know where they are in that quarantine process because it's from the beginning of the month to now so some of them may be out of quarantine um so i can't give you an exact number but as of right now i'm confident that we can open up on tuesday we have new numbers all set for december 1st i've already informed the principals the the the numbers that we had set for december 1st of coming back in those are the ones that are supposed to be coming back in on tuesday um again until until tuesday comes we don't [Music] of

like how many people coming in is that number or less or that's still the same so because when you showed us the amount of students were coming in and that number was way higher than it was before did that number stay the same as what you're saying did that number be no we believe that number is going to be the same but we won't know until tuesday and so we'll be reaching out to families that don't show up yes yeah and again as i told you in i guess it was december or right before the holiday or right after i can't remember anymore um you know we were actively checking on families so you know with the numbers that we believe we thought we were going to be tight on space and then it turned

out that we had enough room to accommodate so we're in good shape um again i think really what what our next discussions are gonna have to be over the next several weeks are as the rollout of vaccine comes to educators we're going to hear from people about coming back full day from our parents obviously not necessarily from others from our parents and i think we need to start thinking you know how are we going to respond to those requests and if if we're going to respond to those requests about looking at going back to a full day or bringing more kids back in and lessening the six feet social distancing then i am going to need them i am going to need time to move the stuff out of lamont to open them up and

things like that so there's a lot of logistics that are going to have to happen so if we have any thought process of that whatsoever we need to have those conversations sooner rather than later and understand that it's not something that you're going to flick a switch that's going to happen within a few weeks it's going to take a little while for that to happen well i think the other question and i think it's a big question for our entire country is are people going to be required to take that vaccine because if they're not i know a lot of my my own colleagues they're just not going to take it and so then how do you handle a situation where if people are choosing or electing not to take the vaccine are you still

going to force them to come you don't we obviously did a survey of our staff asking how many wanted to get the vaccine and how many didn't want to get the vaccine so we were probably somewhere around the 50 mark maybe a little bit of both the 50 mark and then that internally we said to that question was well if the vaccine is available and it's your option to take the vaccine or not take the vaccine where does that leave us in terms of opening right so i think that's that's definitely a discussion that's going to have to be had at some point in time and i think that again i don't think you can make people take a vaccine um but i also think at some point in time of discussion at some point

in time we have to have some real discussions about you know what are we going to do short term long term i mean i i i would say at this point in time september we have to claim that we're back to normal for september right now so the question really becomes you know i got the letter today that 1b is starting january 7th so 1b for police and firefighters starts the 7th and i believe starting january 21st 1b for educator starts so that's only a couple weeks away so is it realistic that educators are going to be [Music] vaccinated [Music] they're still in trials and everything else and and even at that for the kids you're talking only age 12 and up so again i think we have a number of things you know to

discuss and there are going to be a number of concerns that's going to have to deal with it and and again i think you know though we're going to have to engage a lot of people before we say you know yes we're doing this or no we're not doing that even if the teachers if there were a higher percentage of teachers being vaccinated even if all of them were vaccinated we'd still have we still have the social to the kids we're still going to have a space problem they're talking about social distancing at the university fall semester yes well i think a big that the older there's the older population in college is getting it way more than your kindergarten through fifth grade and even so they're not gonna they're gonna have the social distance

in the classroom and throw everything into disarray and that's what a huge percentage of people follow getting the [Music] i just think at this moment there's more questions than answers as usual but i'm just saying at some point but we're gonna have to start having these discussions when would so we kind of are right now in a you know the next time people can change their mind right like this time coming up people we said we sent out the survey and we know when would be the next time we gotta go like mark by working period and what do you think i think at this point in time let's let's stick to the trucks the elements are trying that time right so we're into the second trimester now so when the second trimester is coming

to an end we'll then do it again for the last trimester of the year what's that like end of february any other items discussion this is from mrs munson we form another new normal reopen committee i don't think we will see a full return to school for students in 2021 we will start to see restrictions ease 50 up to 25 distancing closing in it's possible again i just don't i don't know i don't have enough information to make that that determination yes well i think we're not open to the public yet unless you want to open the problem here um okay so we're going to open up to the public at this time and at this time we have three questions okay they are all from mrs o'reilly so the first one is um will

hybrid model of classes resume june 19 21 january 1921 uh the answer is yes that is our plan is there a possibility a school may resume full schedule before june 21 uh 21. we just kind of had that discussion we're not really sure that that's going to be possible but obviously there has to be some talks and then she asks is there any way full person schedule may occur starting september 21 we hope so previously the superintendent mentioned that it depends on the vaccine will steve's teacher be required to have the vaccine in order that full instruction on september 21 of course the decision to have the vaccine cannot be forced out to the general public so what percentage of student staff should be vaccinated or to resume full day in person obstruction or is

the vaccine no longer a factor regarding whether or not full day in person instruction may resume during september 2021 i'm gonna have to defer that back into those questions to the health department because i don't i don't have anything yeah we don't have that information yeah that's like as they gather data they'll be able to tell us those things yeah um here's holmen yes fingers crossed that's about all we got today governor murphy announced that the proficiency test for graduating seniors will be waived originally parents got to got the announcement that the test would occur on friday january 29th 2021 at domberg high school i contacted the school counselor who was supposed to be on the way that day i inquired about rescheduling the test i was told that i could contact rvcc and then

my son would uh do the accuplacer test to substitute for the boundless high school test on january 29th i left a voicemail at the testing center of rvcc having gotten a call back with the governor's announcement with high school seniors not have to take the test january 29th test at all the governor said that as long as seniors have the enough credits they can graduate please let us know if this year's senior class needs to take the january 29th 21 test the answer is no they're good to go did he just wait for that today just today where members of the public allowed to go into the high school theater tonight to see the meeting in person and will the next board voe meeting allow members of the public to enter the high school for

the boa meeting tonight's meeting was virtual however this was the reorg meeting and we had to square people in so therefore we had have people in the the in attendance not virtually to do swearing in so we gave the absolute board members to be here in person or to do virtually we have some members here in person some virtually um our next word meaning you have not i think if i think if the school is open that we should have a public the same way that we always had before and that board members should be alive because i think that's you know so our next board meeting will be in person following the restrictions um given to us from the state so it will be in person with some members of the public being here

uh depending on the guidance from the state and the rest will be virtual can we have a uh thermometer set up for the door we do not yeah can we can we if we're gonna we're gonna have public in here we could so far i mean are we still the same restriction of setting up temperature when we can do as a district and bringing children back that we should show that we have the faith in the district to do that safely and that includes showing up as board members that's my personal opinion if you want to take a struggle no i agree because if you're having students and staff i i think that i mean could we do it like you did [Music] teachers are getting paid no we don't have lunch they're volunteers you

know so i'm not so i will be here i don't have a i will be here but i'm just saying we're saying you know we don't want to tell people how to feel so if i'm fine with doing the if that like where some are here and if that's that's what you did if we do it this way for the board members who are not comfortable being in person they can do it virtually because then it at least opens up a few more seats for the public to come in that that would be my my only my only piece to you because you know there are times especially if we if we're limited to a certain number of people if we have a few board members that are that are home and doing it virtually

it does open up a few more seats for people to be here in person all right so that my only caveat i guess is that when we go into executive next week or two weeks from now that everybody that's here that shows up has to go on and zoom as well because in order to have like a really good discussion um between the two it can't be like only one person with you know it was very hard for people to hear at home i just want to make sure that we that everybody is feels like they're part of the meeting yeah and so if when when we go into executives everybody then would have to bring their advice signed into the executive meeting which is separate then the public so that that we could have

that discussion that way then that's right that's fine okay did that help to join joanna yes yes so i do not see any other comments for open to the public um we do not have an executive session tonight so we are to adjourn motion so motion mr fazios second mr bale all in favor all right everybody see you in a couple weeks oh okay sorry before anybody moves committees oh yeah let me know please let michelle know if you want to stay on your firm committee or if you want to change committees please let yourself oh yeah
