we're the first birthday of the year so yeah yeah it's in the backyard let me know okay at this time at this time we'll come to order the new jersey of open public meetings law was enacted to ensure the right of the public to have advanced notice of and to attend the meetings of public bodies at which time any business affecting their interests is discussed and acted upon in accordance with the provisions of this act and board of education policy zero the board of education of the borough of bangkok has caused the notice of this meeting to be posted in the board office and at fountainbrook high school and mailed her fast to the courier news foundry clerk south bound board of education and any person who has requested individual notice and paid the required

faith please stand for the pledge i pledge allegiance to the flag of the united states of america and to the republic for which it stands one nation under god she informed us that she was um out of conflict this evening thank you morris here she also she also has a contact i asked my son he's he's at school and how he said the first day was a little crazy and i'm sure the rain didn't help either but uh he did say the second and now the third day that he's back thinks you know he says he was able to get in so that's awesome i hope the rest of the schools have the same experience um thank you for coming thank you so thankful for the teachers because it's you know it's not an easy

year um but they're there and doing what they need to do and so i greatly appreciate that um we are going to have to just arrange the meeting a little bit we're going to move the executive session up to the beginning because there's some things we need to discuss prior to the meeting um so we are going to be going into executive for number three material the disclosure which constitutes an unwarranted invasion of individual privacy number four a collective bargaining agreement and or negotiations related to it number seven pending or anticipated litigation or contract negotiations and or matters of attorney client privilege and number eight specific perspective or current employees unless all who could be adversely affected request an open session so can i get a motion to go into executive [Music] promotion easy [Music]

thank you it's still good are there any committee reports with this 77 f7b uh the montana came in at a 78 out of 70 [Music] so i think the only areas where we were deficient were in areas of high school [Music] with that i just want to go over some open positions we currently have in the district um obviously we have uh some leave openings right now we have a lead position open for special ed language arts the high school we have a bilingual chemistry position open at the high school we have a e replacement position for students at the high school part coming to high school part-time at the middle school we have a lead replacement position binary that is unlocked yet um we have a esl position that's small that's a tangent track

position and we still have a tenure track position for speculative all right so the education committee met did they meet this evening topics that we discussed uh we talked about just what homework would look like um during hybrid learning receiving input from teachers that the expectation was that it wouldn't be repetitive learning without meaning it would be more independent based that students could complete it on their own um mr smith had forwarded a survey desk that he had given to our survey that he had given to his teachers at the high school with feedback about percentages homework at the high school will be 10 of their grade um we talked about the new lgbtq curriculum which is now in um atlas our curriculum um storage and it will be made public um over the next

week um there was just a lot of guidelines from the state on lgbtq curriculum so just making sure that we were in compliance with those guidelines the curriculum actually goes down to fifth and sixth grade um through 12th grade we talked about what the block would look like for after school remediation um that it could be for assessment for small group learning for example a guided reading i got a math um it could be times for teachers to have office hours and meet with individual students who are struggling or in need of assistance it could also be for gifted and talented enrichment opportunities um so we just talked about the parameters that we had shared with staff for that um i think that's it um just one quick thing on the agenda this evening item

number 8.3 which is an mou with rutgers they have not given us back their signed copy of that so therefore for this evening 8.3 and that's the mou that's the memorandum of understanding between rutgers okay at this time i need to at this time at this time uh open to the public for anything that is on the agenda seeing none i need to get a motion to approve the no i gotta do online oh sorry all right we have two questions we have two questions from amma [Music] public school choice was school choice mostly for athletics no school choice had nothing to do about athletics it had to do with us having focused and a way to generate revenue for the district and as our district is continuing to grow and our high school population

is growing it's time for us to consider phasing out of the school choice program all together to free up 37 seats that is it for online okay at this time we are open to the public no no one else wanted okay so i need the motion to approve the minutes of 8 24 2020. second all right are there any questions yes [Music] as outlined in the personnel resolutions of your district and high school 6.2 to 6.13 can i get a motion second second any questions hearing none can i get the whole call yes yes so yes yes yes foreign yes number seven uh personnel resolutions elementary superintendent recommends for approval the resolutions is outlined in personnel resolutions under middle and elementary schools 7.2 to 7.4 can i get a motion can i get a second

second mr mom any questions hearing none can i get a vocal software yes mr ball yes yes yes yes [Music] board of education approves the resolutions as outlined in education resolutions under district in high school 8.2 8.4 and 8.5 can i get a motion question do the motion first yes um we have 37 students currently yes when will when we this will start next year yes and then kids that are currently in our program with our district will stay in our district until they finish school yeah okay yeah they they stay with us until they graduate or they voluntarily but they get to finish throughout all right and once we terminate then this is over there's no going back you can always apply to go back um but just knowing that um from the get

go under a microscope with the state with this uh i would find it under a microscope financially no they've constantly because you know we've had some great additions to our schools and yeah i agree 100 i just think right now you're looking at 37 seats in high school and that was extremely tight and again you had the middle school in here which was probably 200 and 200 kids and they were kind of self-contained uh the four classrooms two top bathrooms here are the two side classes here on the first floor you know when it comes to high school there there's not gonna be any glasses you know here you know it's gonna be a little bit more difficult actually i think we have an eighth grader i think we do have one eighth grader where

does it start um for us predominantly it was always high school but every once in a while when we had an extra scene for 8th grade we used it and so once like you know like always siblings but once but now they can't be yeah so if they're not in the like if you have a seventh grader somebody who's in ninth grade has a seventh grade situation so it's just over like whoever's here stays and then whoever are you and we feel confident to do it now and not like i i'm just i'm very nervous to like let's just see if it goes because we've we've touted it as a good thing [Music] it's been a good thing it really has um you know i'm not going to say it's not i was the principal

when i first came in came in when did it start a long time ago 2012 yeah 2011 2004 so it's it's been here for nine years or so um i mean with this program we got well we've got an engineering class to be teaching here [Music] 000 is well listen i think i get that this you know but is it definitely next year or is it can we i don't know listen we can do it you guys you guys can do it at any time the only thing you have to think of is this if if space really becomes an issue you understand whatever you have when you terminate you have for four years so it's not like okay you need more not truly you lose a little bit each year yeah so if you

decide you need 37 classes so they're 37 seats so therefore we're going to terminate this year well understand you don't gain anything that year then you lean off as you go along so again i don't have um can you get us numbers projection numbers like so that we can really see if our numbers are bigger then we may have a little bit more time till they get to high school with those numbers yeah i mean again our numbers are not going down we haven't been yet um so that's not really an issue at all um so again um yes but you know you want to make sure everybody's aware you know you don't have to keep saying you have from now until because if you decide to keep it you know we have to have

a lot of room to set up right so that's the [Music] yes yes all right uh number nine resolve the boundary board of education approves the resolutions as outlined in policy resolutions under district of high school 9.2 can i give a motion motion second any questions here i am none can i get a roll call yes [Music] yes okay at this time number 10 resolved to the board of education approves the resolutions as outlined in special services resolution 10.2 to 10.5 can i get a motion any questions hearing none can i get a roll call yes yes board of education approves the resolutions as outlined in financial resolutions 11.2 to 11.5 can i get a motion motion miss mars can i get a second could you give us a little more information about the agreement

with central jersey consortium for excellence and equity what they provide on 11.5 i'm sure so basically um it is a group of um school districts we were in the central jersey one last year that um meet we meet roughly every six weeks or so we talk about different initiatives in school districts that relate to equitable practices they also talk about including staff and students and surveys we have different presenters that come so it's a professional development thing for us as well you know any resources that they have available to us through the consortium we can bring back news in the school district so the two thousand dollars is to be part of it right and then it is that then we get last year we had a team of five um staff members uh this

year we are taking a team of 10. i think this year will be virtual yes thank you okay can i get a roll call dollar tree yes yes yes yes yes uh yes accepted from check 36736 yes all right other matters to come before the board that should have been changed before um today's sports started so i'm excited hopefully that they can did the njsia come out with their recommendations to if you want to call it recommendation all right i'll never mind i take that i withdraw that question strike from the minutes just happy they're sports craziness blanket assessments start tomorrow yes maybe just let the parents [Music] right so there was an announcement uh put out on facebook and teachers are sending out invitations to students [Music] yeah you know um is there going

to be a time when the principals will be here again yeah we don't have i would just like to hear from them about how things are going and the principles here um it knocks a few more now how is that because i was i went back to see if there was a change and there wasn't and it says for indoor gatherings 25 or 25 whichever is less you know so it's really limited to 25 but yet you can have a wedding with up to 150. like to me that i mean that makes no sense whatsoever i agree again to ask questions um okay yeah even if they're that way we can always but what we're hearing from the buildings is that the cleaning the the protocols are going okay three days you know yeah [Music]

so come on down to the podium just give us your name and address and affiliations so my question is uh i actually have three questions number one are there any plans or have you guys advised anything when you think kids are going to be going back on a full-time basis as opposed to hack days yeah well we and the plan was that we would revisit it in october in october okay and that's so small i mean that's still the plan right okay second question i have is so if we could send our kids five half days and now you've opened up aftercare to everybody in the district how are you preventing the clusters from i mean it seems to me that if if a kid was sitting in a classroom where there was nine kids

in the classroom and the argument was well we had a problem with the kids eating lunch but now we can send them all to aftercare and they can have lunch and aftercare and they're gonna all different classrooms are gonna be in the same apple cafe from group a group b doesn't make any sense to me that that's okay but having them in the classroom to me seems like it would be safer to do it that way so i'm just trying to understand the logic for that yeah you can start there if you want sure um those concerns came to us from the association and the teachers so we sat down with the teachers association and addressed those concerns and we came up with an agreement to address each of those concerns which is why we

came up with a half day plan that we came up with in the meantime the children that are here for aftercare they're meeting lunch outside with providers from either work family connection or middle earth and then coming back into the building okay i mean but it seems to me that i mean i think unfortunately there's not a perfect plan that no you're right they're not perfect you know we're trying to unfortunately there's not a perfect plan but the original plan up until a few weeks ago was we agreed that the kids were going to go back full time if you opted in for it and then all of a sudden somebody brought up the whole thing about you know having lunch in the classroom could be you know if we don't have staffing we couldn't

do right i mean i think that was a snapping because there was there was about 14 teachers that um because what we do in that is that we provide space for the teachers to bring their students here you know there are children here um to use that space so that they can come to work but if we couldn't have used that space um and taking care of those kids if they didn't come to work i mean i i get it i understand certain things but there is no good no i listen i i understand that but i'm also a taxpayer in this town and you know my thoughts tell me that and i'm sorry i'm not trying to great teachers okay when we do this but to me you know essential workers cops firemen ems

you know somebody that works at walmart is considered essential or shop right is considered essential they have to show up to work they don't show up to work they don't get paid so the idea is still here i so if they're here till three o'clock then there shouldn't be a reason that you know because i remember at the last meeting that was online we're dedicating x number of funds okay to cover the cost of these things and now the district's paying for the aftercare for everybody right so where's that money coming from it's coming from the taxpayer dollars i'm assuming no from the budget yeah well that's the taxpayers dollars right so to me it doesn't really make sense it seems like again i mean i just feel like we're wasting money you know and

then all of a sudden today we get a letter that a teacher tested positive for kobet we don't know what school it was in so we don't know if it was in the high school the middle school the elementary school is there a reason why we're not being told that yeah we're we're following the guidelines from the health department and we're not going to identify the buildings that the future um test deposit has been because we don't want the teacher to be identified period we have some hyper regulations and things that we have to comply with a building that is reasonable to understand that we only have that particular building everybody knows who that feature is so we're just not going to do that right now thank you you know we followed the health guidelines

we did all the pieces that we needed to do and the contact traces were in they [Music] so in addition i want to go back to your child care question one of the reasons we have these private providers in right now middle earth and work family connection is because the governor went out and he's put out 250 million dollars in reimbursement for child care so our plan is to go out after that money and get reimbursed so it isn't going to come out of the taxpayers so that's been the plan all along we don't want we have limited funds here to begin with so we don't want to be wasting taxpayers i don't think we've ever done that yet i think we've been very very cautious about how we spend money there in addition to

be honest with you is you know i think we do have to take a good hard look at our teaching staff and say we have to be a little bit responsible to propose you know what if we said that we were going to go full day and i knew i was going to have anywhere [Music] but my point is that essential means essential and if they want to fall out then you know i'm sure we can replace them or substitute or whatever that i've been looking for since last december i still can't fill the position i just went into an agreement with the bbaa and the bbe egg to put a supervisor in there for the year because i can't fill the position i have one two three four four more leads that i can't

even get people to fill the position by law i can't even put a sub in there for more than 30 days again i understand what you're saying but again it doesn't make sense to me because i look at all the things and i see there are people out there that are absolutely looking for work you know teachers that you know that might have just graduated um college or you know got their masters they're looking for work and i'm sure they'd be more than willing to work especially if they only have to work at face they would have to show them that they haven't shown up they're working longer i'm not saying well they're working with children until 12 30. right now and then do it again again we're back to the birth okay whatever i

said my keys thank you i appreciate it education association to respond to that i respectfully disagree with your half-day assertion the teachers are working full day and this hybrid plan is actually harder than a virtual or in person so i'm holding back my anger because you said we're easily replaceable it doesn't work that way okay we're gonna really disagree okay we will um for the record can the board of ed uh state whether the abc news is okay at this time at this time we have four online questions first one is from chris schaffner 609 why supporter why is the board approved real quickly are allowed to be changed without border proof lines specifically referring to the change changing the requirement of daily history screening to a uv screening for parents to complete dependency and

the real implant specifically history teams [Music] uh we can make that change we made that change [Music] yes we did and we did run the test the second one is from patricia o'reilly 745 after school house lane during the last doe meeting we were told that the happy schedule would be reassessed in october do you have a date for that for parents to prepare we do not have a specific data at this time patricia will ride the 745 school how clean is there will there be any coffee this year i have not said any dates at this time overall 745 schools how many it is 25 people or 25 capacity whichever it is i agree i think it's ridiculous i mean you could certainly socially distance more than eight people are we considered a political

thing it has been sent to the attorney general's office it's been sent to numerous court attorneys and the directives that you constantly get back from the state is we're at 25 so otherwise so we're not just like assuming that we you know we are being told it's not just our interpretations that's i only do ridiculous and or for religious and political activities under the first amendment or providing spirituals or memorial services other than that it's 25 or 25 percent which i've ever seen i'm just reading the website [Music] state your name and address jennifer thompson 551 wheatland avenue and my son is michael pompson he's in second grade can you hear me first i want to commend you all i think the original plan that you put forward was really well thought out and i

was incredibly proud to see that our district was going to tackle the full day option and the parent really disappointed to see that that didn't happen although i can certainly appreciate the predicament that you would with the teachers union i would just urge you all to consider that again sooner because there are parents that are in real dilemmas we are working parents and at the end of the day at 12 30 when we have to pick up our kids have no idea what we're going to do with them candidly there were a lot of issues with work family connection last year in terms of safety and managing children appropriately so we don't have a lot of confidence that the system and these programs will be able to adequately control control of international pandemic we couldn't

even keep children safe last year um the one thing that i would urge you to look at sooner rather than later the communication that's coming out for parents today second grade classroom received through our children's email not to parent email indication that there was going to be mandatory testing starting tomorrow afternoon of our children at one o'clock but no time is being given um i think that that's completely irresponsible and it's just frankly very disrespectful to the parents who are already struggling to figure out what we do with our children in the afternoon um i understand the need for testing of our kids certainly i want my child to be tested and understand what is happening but to email parents to a child's email address at 12 30 to let them know that all of

your next day's plans have to be canceled and or rearranged is really inappropriate and i think there's probably a better way to communicate with the parents in the district and organize that so that people are prepared and not scrambling at the last minute to do so so i'm not sure if there's a plan in place or children can take some of these tests in the evening um but i know for myself we're working family we're not available to help our children do anything until after four o'clock so i'm not sure when my child's going to participate in this mandatory testing that i was notified about three hours ago because important to communicate with the parents directly um emailing a second grader's school email address is perhaps not the best way to communicate important information um

particularly when the school is able to communicate with parents via text email and 5200 anything up online um all right foreign
