002of education policy 0 1 6 2 the Board of Education of the borough bamberg has caused notice of this meeting to be posted in the board office and at the bamberg High School and mailed or faxed to the courier news bounce our clerk south Bam record of Education and any person who is requested individual notice and paid the required fee at this time when everybody please rise for the Pledge of Allegiance I pledge allegiance to the flag the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all mr. Steinman's can I have a roll call vote please Mike you have to unmute sorry about that mr. Hawtrey here mr. ball here mr. Baum mismo Sen here miss Martinez here is Morris yeah
003Stevens you're mr. Zaman oh yeah mr. Vidal they're here and mr. Fazio here nine president president's comments um I just wanted to say I hope those teachers faculty staff students everyone is enjoying being unplugged because being plugged in in front of a computer for four months is not you know not ideal so I hope they're out enjoying themselves this summer because it's well deserved I am looking forward to you know getting that committee so that we can get the restart I think we're heading in the right direction and that's basically it I think we're doing a good job I just like to bring everybody's attention that this week we do have our restart committee starting on Wednesday we have a very lengthy committee meeting and I know there there are tons and tons of questions
004from from everybody from staff to parents to community members on how we're gonna reopen what it's going to look like and all those things I ask everybody to please be patient we're doing our due diligence we are working through each part of the 104 pages that the the state gave gave to us for guidance we are we are taking our time we're trying to go through everything we're trying to be as thorough as we can we're gonna try and come up with a plan that works for the community of BAM Brooke and we're gonna try and answer everybody's questions hopefully by the time we're done with the plan I know that there are a lot of questions right now that we simply just cannot answer until we meet in a committee and and go through
005a number of things so we just ask everybody to be please be patient I promise we will we will get to our plan we will get it out to the public for weeks in advance and we will answer everybody's questions at that time if the plan doesn't answer we'll give you will give you a way of asking your things and getting answers to them okay so with that that's the end of my report committee meeting reports there are none at this point in time so we are to open to the public for agenda items only we have eight questions for the seasoning first one is from Patricia over 7:45 schoolhouse Lane emergency business meeting June 16th an emergency business meeting was held how was it how was that advertised to the public beforehand I suspect
006that many parents did not know that the board BOE meeting was held is it possible to do an email or a text notification of any emergency BOE meetings in the future so the public and watched the meeting and possibly participated the June 16 meeting was advertised as normal in the courier news sent out as we go through the open public meeting state here it went out that way the June 16th meeting actually was only an executive committee meeting so there really was nothing for anybody in the public to participate in or even watch for that matter so it was actually just for an executive committee meeting all right item number 2 mrs. O'Reilly 745 schoolhouse lean bus AIDS I've seen both seats have already started working as of July 1st are there are they physically
007transporting students to a school building if so how Kovach precautions knowing our kids and complying with mass swearing and keeping six feet apart as far as I know everybody is compliant and our bus leaves are working and we are transporting kids for extended school year number of three mrs. O'Reilly 7:45 schoolhouse leaned sexually sloped and LGBTQ curriculum what grades will receive the curriculum can parents view the educational materials before their child participates in class how my parents review the educational materials well right now we're only approving the sexual LGBTQ curriculum to be written once that's done our curriculum will be online depending on what is needed for the curriculum then materials would be purchased thereafter as for parents read previewing materials beforehand we've never had that request so I'm not even sure how we would
008handle that I understand that these two particular topics may-maybe of concerns with parents I would say what concerns you have if you could please direct them to me directly I will get the right people to give you answers to your questions thank you next question is Kathleen climb back 518 daily please bamberg new jersey school opening what percentage of fresh air is pumped into each classroom each of the HVAC systems of the district depends on the building high school Smalley high school community the new different Smalley all have central air units so they get a fresh air exchange that is relatively almost often I don't want to say hundred percent but close to a hundred percent fresh air exchanges that as they're running you know that's well within well within the guidelines of current guidelines
009since all those systems were brand new I would think Lafayette Lamont Lamont annex and Lafayette Lafayette part of small Lamont Lamont attics has window air conditioner units so for fresh air exchange they would actually have to physically open windows to pump in fresh air um in those buildings not sure if they have the old air exchange systems in those buildings that have to check and get back to you on that okay Lauren Paxson temp a street agenda item number four is there any way we can see questions agenda open to the public so we can keep asking the same questions I don't know how I would do that Lord Lord Maxton temp a sheet item number seven are any new hires related or friends with any current employees administrators for board members not to my
010knowledge number seven is Lauren Paxson all is there is it possible for the link of the board meetings to be posted before the meeting and at the same location every time trying to find the link is like looking for Easter eggs each meeting we have a youtube channel dedicated just to us that's where this meeting is it should be on our YouTube channel we go live a couple minutes or right at 6:30 every meeting so as long as you're going to our YouTube channel it should be there when the secondly go live next question is from sue del conte meaning itself free to eliminate this question to resolve so throw in a meeting there's no link to youtube broadcasts that we choose them to the edge of that so that is all the questions we
011have for agenda okay dr. Gallagher um if a parent was coming to the to the site the first time how would they know to link up to YouTube yeah we have we have a link on the agenda to the YouTube perhaps we should make that more prominent like a like a bullet or a button that they can just you know I'm saying just so that they don't have to go searching for it no go straight to our YouTube channel but where is it posted should be right out it should be right on when you go to board Doc's right on our agenda all right maybe could we have like a could we have like a link right on our district like the page like where they where they say this is the you know like
012when they having to go to board Docs to go to agenda to go to the link is there any way that we could just put a link yeah like on on the webpage yeah I mean it's the same language so it's gonna take you to our YouTube channel that might just be an easier thing yeah that's fine need to do that approval of minutes we have the minutes for the June 16th emergency business meeting the closed session we have the immediate meeting minutes of June 22nd regular meeting so those are the two meeting minutes we have to approve can I get a motion motion motion Michelle second second second mr. 016Gallagher when we have homeless students so these students were homeless here and now they're being educated somewhere else well what item are we talking about ten point six so they they were they were actually they were homeless in they were homeless in a different community and they were going to the how public schools they ended up being resided in Bound Brook and they wanted to continue their education and how for the last few months of school or whatever it was and we tried to fight that and have them come here and we lost that decision with the with the state so we had to pay how for those students so next year they're coming here so for five students for all in the FIR only a part year it was eighty six thousand dollars one
017of them is classified okay alright but they're now students here they're they've they have their they're staying with the district yes okay and we did appeal that and and we lost I'd like to say thank you for the donation doesn't he donate every year just oh man yeah every year matter of fact I think it's twice a year you think he does it in the spring and in the fall well thank you mr. 018O'Reilly I know didn't we discuss doing like phone blasts for the board meetings so peaceful parents you know cuz you know we're all so busy you know people might just forget it they'll let you know but if they had like a phone blast that day to remind them you know even if it's an even if it's a an extra meeting is there a way we can make that happen I just wanted to say thank you again for I know Beth Fisher and all the other people involved in that food pantry I saw the food they're collecting today and it really is amazing and she said 100 170 families I don't know more than that hundred families so that's awesome I think it's really great that everybody is taking part in that yeah think she said
019it was 150 families and something like 700 700 yeah crazy and I think it's awesome it's been been very good to be able to feed feed our community that's for sure just a couple quick notes before I move on we do have to do an executive session this evening and we do have to move some some HIV things is can we do the is the board comfortable with doing the HIV s now or do you want to go into executive session and then come out and do the HIV s because we go into it I gotta turn off YouTube to go into executive session we reviewed them in the past so I'm okay with it you guys are okay we did review them in a path we need is it is it just the hip
020that we need executive no we have discussed some other matters in executive I had a question about a hip all right so we're gonna have to nothing would they like a detail it's just when it says remote learning when when the discipline is so stiffened : remote learning so I'm like I don't understand what discipline that is or they just can't do it now or yeah I don't have it I don't have a specific answer to that at the moment yeah I don't have an answer for that at the moment all right let's do working for the public for discussion items so apparently we have seven items first one is from this is all Riley 7:45 school hath lain participate town council meeting in real time through both feet in the o mean meeting in
021their questions this message puts clover Tigers at disadvantage and does not allow forgive antique-style that is typically senior board meetings this is the method chosen by the board and it's also been chosen by all the districts at funny that this was the method that we were going to use considering there's been some security issues and some issues with security and people taking or resume meetings so this is the decision in the direction that we went our next question is from Patricia O'Reilly 745 schoolhouse lien wondering is the next bill meeting can be in person with masks wearing in social distance protocols people have been going to table going to Cosco throughout the pandemic religious services have started for several weeks now religious services are more comparable with indoor gatherings that would be happening at a
022BOE meeting BOE members would have been in to indoor gatherings may offer input on how the next in-person BOE meeting may happen I am also willing to let BOE members now have other institutions have held indoor gatherings in New Jersey [Music] I'll let you guys time to respond to that idea the only thing I can say is the board is that comfortable in public I know that Michelle is is you know just came back from out of state and we have a governor's restriction of people who were out of state coming back in a state for 14 date quarantine again this is this is a matter of the board and when the knee they want to be back in person that's when back in person happens yeah I put out an email to the entire
023board and we had decided since there were multiple people that did not feel comfortable being in public that the hybrid method we tried the last time was not suitable because the person who was at home couldn't really hear things and it just so it's an all or none or either all going to come back or we're not and since you know there was like I said several people that were not comfortable we decided at this at this juncture that we were going to keep it on zoom present it also really quick doesn't it also save us the I guess we can say like the money if we had a meeting right then we ever have to have janitors there to make sure that they clean everything afterwards before and then we have to make sure
024that there's everyone has a mass or they have some text themselves isn't it just too much of a liability especially when people are trying to restrict having indoor congregations to X amounts I mean yeah I get what you're saying like I'm just well again I think I think you know um how many so but how the chairs how far apart each is could you get 60 per chair in in the you have to rope it off you have to count like yeah do X's it's logistics it can happen but it's going to take monitoring well not only that but again and miss months and rate this logistics but we also have to talk about what's the protocol to come into the building we do we have to have somebody here take everybody's temperature to do
025do we have to you know we're going to be putting in certain certain protocols for people to get into the building during a school day is those protocols going to be for a public meeting as well are those protocols going to be for anybody getting into a building at any point in time like there are a moat like I said at the beginning of the beam and there are a multitude of questions and a multitude of things that we all have to get through before we can say this is how we're going to operate right so that's why I'm asking everybody for their patience as we as we get into our restore committees and we get to answer these questions and we get to come back in this day here's our plan and this is
026how we're going to handle each and everything that we're gonna do moving forward I hope I hope that makes sense the public gathering versus a school they are two entirely different things I agree because we have to write everybody right there's a distinction between the two all right so our next question is from Patricia O'Reilly 745 schoolhouse Lane I imagine that seven teachers will be going medical or other types of leaves come September all great fully staffed at this point are you dealing with staff shortages count for this coming September as a health care worker I know many of my co-workers that went out well you orders being that they work during the height of the pandemic has the Board of Ed or the superintendent reached out to any other industries to see how they
027manage staffing disruptions that have taken place as a result of kovat the long and short answer is I'm not going to talk about medical fees of any kind I think that's protected issues as for staffing I am very comfortable that we are almost fully staffed for September and when it comes to you know staffing we will do what we need to do to make sure our classrooms are staffed number four Patricia O'Reilly 7:45 schoolhouse Lane right now people who live or work in [Music] congregated living facilities ie prisons group homes nursing homes have to undergo a weekly coded testing will the same thing happen to staff and students who are attending in person school no okay next question is from Jackie beers kindergarten teacher at the annex I am requesting that we have a full-time
028nurse staffed at each building Lamont and Lamont addicts I understand that our numbers are low during this time I do think it's practical and in the best interest of safety of students and staff to have a fully licensed RN to each building to monitor the health situation in each building this is more than just taking care of the occasional sick child as I asked the board to please strongly consider hiring a second full-time nurse Lauren Paul kovitch 182 West High Street in Bound Brook well one classroom teacher would be responsible for only the in-class students or also the remote learners as well I do not believe it will be feasible for one teacher to work with work in the classroom and also handle all of the remote students what is the plan for that also
029what is the plan for remote learners with specials will their work be different than those in school I don't have the answers to that yet we're still working on our plan number seven is from sue del conte what will the daily environment be like for staff and students who have doctor's notes that determine they are not to teach in district buildings I'm not going to answer that question at this time Laura packs 10 page P 10 P Street where can we see approve resolutions 8.1 and 9.1 from tonight's agenda they're on the agenda there is nothing for 8.1 we didn't there are no policies so there is nothing nope all right moving up which one was the other one no dr. Gallagher 9.1 that's weight one a nine-point it's just that little quirk on our
030board Doc's that makes them like a head holder yeah just the fleet really be nine point nine point one is just introducing two and three yeah no it's not it it looks like it has nothing there but that's just an introduction yeah okay that's all the current questions we have for open to the public I say just give it a couple more minutes in case anyone needs a redirect hey Bob what we're reading I'm gonna shut off YouTube when we go into executive session to go through what we have to go through I guess when we come out I'll just go back on YouTube for them to vote on the HIVs yeah is it is it easy enough to do that or I don't know how that works pretty sure it works that way okay
031well if we if we go if we're not live will that link that they're linked to right now will that expire and that will they have to then go back to the link and read well this is again it's not about the link it's about going to our YouTube channel so in our YouTube channel okay pop back up I was live on our YouTube channel okay alright Debbie Bacall an 8 Dittmer Whitehouse Station there is no link on the agenda for where the meeting is again it's going to the YouTube channel and Emily secara with 798 Bulmer Farm Road what is the plan if the if the if the a staff member student test positive I don't have an answer to that at this time would it be fair to say that there's not an
032answer at this time not that because there's no guidance well have an answer eventually we just don't have an answer right now I think we had protocols and and everything else and it's all again it's all predicated on what what's our school day gonna look like how are we approaching you know like there's certain things we know we know we're in the isolation rooms we know there's going to be contact tracing the question because he's doing the contact tracing and again I think the hard part for us is and we're still waiting on guidance from the Health Department and the health officials because there's some and again this is this where I don't like money in the waters but there's some confusion on there's confusion on if you if you're in contact with a kid
033who ends up a kid or staff member who ends up testing positive for COBIT they actually have some sort of a guidance checklist right that's that dead and what I understand is it's it's not that just that you're in contact with them in hoodie you have to be in contact with with them for a length of a certain amount of period of time what the conditions were like they have like three or four close physical contact yeah there's like three or four things they have to they have to find each other if if those conditions are met then you then you have to quarantined then you have to get tested so I don't want to give out the wrong information on those things and again we we don't have all this stuff down ourselves yet
034once we have it down ourselves then it's easier for me to communicate it out to people and I hate giving out the wrong information because then it's just putting the wars and I'm confusing people and I really don't want to but I think it's fair to just say that we don't have the answers we're still waiting like and I said that no yeah we don't have we we have very few in at the moment right panic parents and caregivers we there's no real answers right now I mean I feel like the the only way like we won't get a definite answer until once we finish everything submitted and it's because Murphy's changing everything so often it's like we might have this policy now but now you know two days later it's a completely different policy
035and then it's like we're back to square one in certain cases and and that's that is a little frustrating because you know we may get some guidance and then he reverses a couple days later it's we haven't we have another question that just came in this one's from Colleen Rick from 6:33 Crescent Drive from the survey done last week is their survey results that you can share on what percentage picked either way I guess I can share that we had about 1200 parent responses or family responses um right now it looks like it's about 45% picked virtual and 55% picked in person and that helps us out tremendously because that's gonna be able to help us guide our planning process on Wednesday for our for our hybrid learning model that we're we're gonna try and
036put the other here dr. Gallagher when when when you when you're done the plan does that plan have to go to the state and get approval yes okay so that's part of the problem is right now it has to go to we have to we have to get this done it then has to get state approval and again part of part of my my issue is most of the states on furlough somehow it has to get to the state get approved by the state and we have to get it down to our parents for weeks before we can open school which is like two weeks from now yeah basically and right now I can tell you that our entire county offices furloughed right now we except with the exception of the executive County Superintendent all
037right because I mean back to what Dominic was saying if he's been given information where he thinks that parents are not going to have that option of doing remote learning unless they have a medical reason in your planning in your planning then will there be an a yes we could do remote and a B if we all have to come back for benbrook yeah I mean what happens if we go I'm not even considering that because again the mayor the governor two weeks late to two days later after after that statement came out that he heard from dr. goki the governor went on TV and said it was going to be a local decision okay I just want I would need to spend all that time doing like wonderful planning and they and then and
038submit it and the state says no you know you got to all come back well and again you know I'm again I wasn't at the meeting that dr. gopi was that but but hearing i spoke to dr. dr. goki today and and knowing who made that comment and how we made that comment I would have I started laughing at dr. gopi and I said I wish I was there second I could have laughed at a few people there because it was all about money because the the way it came across the way she said it and the way I took it was and this or everybody knows the comment was if anybody who want if any parent wants their their child not to come to school and do it virtually drop him from the rolls
039well yeah dropping from the roll so the state doesn't have to pay you any state aid it sure's up the state budget pretty quickly especially if you have forty forty five percent of your kids not coming to school offers pretty quickly but that's not realistic the parents are gonna choose what they feel is in the best interest of their kids our jobs as educators is to educate kids regardless if they're home or in school at this moment in time we have to educate them the best we can and our plan is to do just that you know I was reading I was reading the a a from our T's medical inspector dr. Frank I was reading his is a question and answer piece to us and one of the things that he's stressing very much
040to us is their kids that are not coming to school medical notes or anything else he's telling us to do live instruction with them so this is coming for our chief medical inspector for the district if we're gonna do that for medically fragile kids we should be doing it for all the kids that are at home so again you know I agree I I hear I hear what was said but I also know that right now unfortunately do we is not the final say the governor's office is the final say well wait and see what the final word is and the governor has been really consistent about whatever the locals want new nj.com just has an article that Jersey City parents can keep their kids on for remote learning if they choose and this was
041an hour ago so like I said like like you said eight it could have changed since you know Wednesday since I had we had that meeting which I hope it's the reason because yet I agree if a parent doesn't want their kid to go to school and just wants them to do complete remote learning they should have that option they don't feel safe our next question is from Chris Schaffner 6:09 region quarter on tonight's agenda there's the link to live video there's no link to a YouTube channel it was my if this was my first time trying to watch the meeting I would have no idea where the meeting is I will check on that let's see i'm lisa cara 17 maybe boomer farm road if they staffer ever is ii have to be out
0421 plus weeks what is the sub plan i don't think we have subs 1 to work again we're just not there in planning Lauren Paxson 10p street I am now concerned for September if the BOE can I meet with 11 people how can we do this with hundreds okay next one at least the counter which SEM 98 Bowman Road how many parents did not submit the survey answer what about the influx of registrants that we always get in late August early September so there's so many questions you are in in such a difficult position I don't envy you well basically our enrollment is down not to scare anybody but right now normally we have somewhere around 90 preschool kids registered we were anticipating 120 preschool kids registered right now we have 40 normally we have
043anywhere between 150 and 160 kindergarten kids registered for the district right now we only have 115 currently we're projecting a hundred student drop in enrollment in addition to that just as we've noticed certain families are no longer here in town so we're looking at probably somewhere around 250 to 300 student drop in enrollment this year versus the influx that we normally get so again we've taken that into account with our data collection and we'll be using that on Wednesday when we when we meet with the restart committee so it sounds like with a lower enrollment combined with the 45% possibly students staying home we will be able to do a little bit more creative things with some staffing and distancing and it actually with with the smaller enrollment especially should really help out for this
044year yeah and and I did send a you know brief out to to the staff members that where our plan is looking at co-teaching every classroom so we're and we're gonna few teachers in every classroom with smallpox that include high school to middle school in high school high schools the only anomaly just because of the way it's structured and and the certifications that you have to have but pretty much everywhere else we're probably looking at a co-teaching situation okay a solution just the animal that you just can't wrap your hands around sometimes right now when you say co-teaching just just as pre-k as an example that's two teachers or could be a teacher and para could be a teacher in a power okay after pre-k you talking kindergarten and up it's to two certified teachers
045okay I mean you got to realize that I think people kind of kind of don't realize me between ASI special legend clusion you know we we do have a lot of intention to begin with so yeah and that's not even including we have student teachers coming in this year as well from Rutgers so there's probably gonna be classrooms they're gonna have three three bodies in it which helps us out even more with some of the online virtual when I'm on in small group stuff as well one more question Emily sick average 1790 Ballmer farmhouse Road Lewis Co teaching the ESL ASI especially teachers will those teachers not be doing the typical jobs can't answer that right now until we have a full plan but I would say I would anticipate everything's on the table at
046this moment classroom it depends on the level but I would say right now is probably somewhere between 10 and 12 class on a normal sized classroom I had everybody going to measure classrooms and everything else I mean you know certain classrooms Mary Ann Boyd 41 West High Street with the possibility on remote teaching should the district be looking at a variety of programs the teachers can use to enhance learning and can I attend the IT department facilitate this instruction instructing the teachers on how to use them our answer is yes we we are looking to streamline some of the things that we're doing and we are looking to do a number of professional development activities with teachers both virtually and if necessary in person again we got to get through the planning process we got
047it get through and have a plan that's our first step once the plan is done then we're start working all the other little pieces that we got to put together with you know the team teaching however delivering instruction how we're teaching teachers on how to how to use platforms and things like that that we're gonna be using this year the answer is yes to your question and I would love to give you more information I just can't right now until we get a plan I don't know if you have this figured out yet either I'm just wondering do you are you planning right now to have all the kids you signed up to be in school there at the same time in other words you're not gonna split like a B or morning afternoon they're
048all gonna be there at the same time right okay I was just wondering you know selfishly zyv two and if they were split that would be an absolute nightmare again you know I was listening to some colleagues and and I really don't I don't envy some of the bigger districts I really don't because some of the bigger districts have have enormous busing problem like busing routes and trying to figure out how you're gonna social distance on a boss but then taking into account like the kindergartner the 3rd grader and the high schooler they were all in the same family and making sure they're all going to school at the same time on the same day on the same bus and trying to make all those ad schedule I listen I'm pretty good at stuff like
049that and I just my head started shaking and saying I couldn't even begin to wrap my head around that Emily sakera Ridge is there a hard date that the planning has to be completed the answer is yes the hard date is we got to get it done and to the county and back to us for weeks before we can open school it has to be out to the community for weeks before school so we have limited time left to put this plan together the state really didn't give us much time they gave us basically four weeks and we're probably two weeks in and I have about two weeks left ready to go to executive session yeah all right motion to go into executive motion packets back in motion mr. Baddeley a second mr. Bale all
050in favor all right everybody got a week a few second
