022he never came and asked us back in september like we wouldn't be here so thanks dr k appreciate you um yeah have a great night have a great [Applause] our next presentation is actually going to be a video right on the seal of by literacy dr anderson you want to kick it off it is well the video says it all um and it features actually miss van nosdale who's here today i know you were in the video you don't want to introduce it but she did a great job launching the silicon literacy three years ago i just want to acknowledge that kayla kayla she was in our strategic planning process so she helped inform the work that we did in the curriculum instruction committee so shout out to kayla too i since nobody else is

023going to kick off the video i do want to say a few words to seal it by literacy it came around i want to say five six years ago is that correct five it was when i was at shore regional so i know that because we did okay so my last two years at sure regional and i know we had a smaller population we had six or seven seal of biliteracy students i think i saw between the two ceremonies 30 total 30 something what's the total give me it up there's 27. the point was and there was a bunch of try there was a bunch of try on ready as well and that's amazing because that means many of our students are um have the prerequisite skills graduating in high school that are speaking actually

024three languages and they get tested in all the different areas so i'm pretty excited i think it's very important and i know we recognized them at the ceremony so yeah and team did a great job yes we will absolutely so the video says it all here at brick township high school we offer our students seniors the ability to take the sealed by literacy tests this is a unique test for high school students where they test their linguistic ability in a foreign language [Music] in more than one language beyond english it's really it's a full year kind of a process we start the processes in the summer time we begin to you know look at students who speak another language at home we look at students who are in higher levels of their world language here

025at the high school and we have conversations with those students about whether or not they would be interested in participating in the sealable literacy program ultimately it comes down to the students taking a test an assessment latter part of january beginning of february it's about three hour ish assessment um and so it's not an easy feat and quite honestly it has four different areas they are tested in the area of reading writing speaking and listening this year was pretty successful we're very very proud of the students even the students that did not necessarily pass the test it is something to say with their courage about taking this test when they don't have to this is something that they you know it's proposed to them and and they accept the challenge which is great and um

026you know to sit there and give it their all is is something that pretension price let's all we ask for it really is a credit to them that they have the skill set um to have the you know to be able to speak and be literate in two different languages what is interesting we also have students i know we have one here at the memorial who are gonna steal it by literacy in two different languages so for that particular student for italian and spanish and of course english as well so we've got to celebrate it's a great opportunity and we're really really proud of all the students that accepted the challenge that took the test you know it says wonders for the type of students we have and also our language teachers as well particularly

027in the languages of spanish french and italian um demonstrates to all their hard work that they put in the classroom and and the kids as well so i'm super excited this is the first year that um i did this at park township high school uh miss van osdol prick memorial was a huge help for me to run this so just wanna say thank you to her and you know thank you to all the students and the world language teachers they did a tremendous job and i think it was a huge success so yeah so 40 students in all 37 are bi-literate and three are tri-literate it's pretty impressive and they really did a great job jane and ryan of recruiting kids and tracking them down and encouraging them because you know high school students have

028busy schedules and busy lives and the last thing they need is another thing to do but they sat and took the test and demonstrated proficiency in not only english but in in another language in some cases two languages so we're really proud super proud great job and i think our last presentation mrs hanson do you want to introduce on the life skills program sure we actually have um two short videos tonight our special education board committee didn't meet this month because we meet every other month however special services was still very very busy our amazing teacher coaches have been busily putting on paper the transitional adaptive life skills curriculum and this is a culmination of two years of work in the creation of an 18 to 21 year old program at brick township high school

029secondly we held our first annual preschool community family fair that event was i think on may 20 sorry may 18th sorry may 18th and it was attended by more than 300 preschoolers and their families the program is designed to create community connections for our families and i have two short videos so please enjoy these two short video presentations that were created by our special services coach and by our preschool coordinator hi my name is jeanette weiner and i'm the elementary special education instructional coach my partner is nicole pannucci she's the secondary special education thank you for providing us with the opportunity to share the new multiple disabled transitional life skills and functional academics curriculum for students aged 18 to 21 with you transitioning from the structured routine of school with the numerous supports that are

030in place to life after school is daunting for all students but especially for our students with disabilities due to their cognitive ability they need repeated explicit instruction and practice of everyday tasks in a setting that mirrors real life our director mrs hanson recognized this and was the visionary behind the creation of the new classroom apartment at brick township high school this space has afforded our educators the unique opportunity to bring curriculum and content to life as educators our goal is to assist students in becoming productive and contributing members of society as special educators we also want our students to be independent transitional life skills are skills like getting and keeping a job living on your own managing finances maintaining a healthy diet communicating with a boss and managing time in this curriculum we have focused

031on many life skills i'll just name a few there's crisis management like dialing 911 and being able to recite your name and address shopping for and organizing the kitchen shopping within a budget and counting money healthy living and nutrition making meals cleaning and organizing laundry changing the sheets on a bed differentiating between cleaning products cleaning and housekeeping safety within this curriculum we are also focusing on functional academics the term functional academics is another way to describe basic literacy and numeracy skills such as reading selected sight words writing your name counting points and reading time the transitional life skills and functional academic course is the study of daily living skills that are necessary for independence the in coinciding curriculum is organized into four units that are intended to ignite a curiosity among students to answer essential

032questions focused on living independently and leading a happy life the curriculum and pacing guide sets our educators up for success and encourages differentiation integration of various content areas and a multi-sensory approach to learning it is designed to allow students to make connections between content areas and their life the curriculum is broken into four units first is safety and personal information we want them to be safe at home and recognize an emergency in crisis next is the kitchen where they will learn healthy habits they'll learn to clean the kitchen count money read a recipe next is making the bed and doing the laundry sorting the laundry and doing the laundry why do we change the sheets on our bed and make the bed and finally cleaning identifying cleaning tools cleaning procedures such as sweeping and dusting

033we have shared our pacing guide with our staff so as you can see here we have all of our standards aligned we have notes and we also have resources and teachers are able to click on the resources which will bring them to different slideshows that they are able to use with their students so everything is intended to be a supplemental material they allow teachers to easily differentiate tap into various learning styles and the activities can be used both whole group and small group we're very proud of all of the resources that we've included for our educators so getting the apartment off the ground was a tremendous amount of work without the help of our maintenance department it would not have happened there were several trips to local vendors and hours spent unpacking and organizing apartment

034items once the apartment was safe to enter our teachers aides and students hit the ground running enjoy these photos of our students utilizing the apartment so as you can see here they're sitting at the table it looks like they had made a meal over on the right they're learning to fold the materials there measuring things next they had prepared a turkey dinner which is always something great to know as you can see our students and our staff really love the new apartment at bths and we thank everyone who helped us get it off the ground brick township early childhood advisory council hosted its second family fair on wednesday evening may 18th the purpose of the family fair is to give families the opportunity to access local resources that pertain directly to preschool students there were

038on flag day i think flag day reminds us that we're still one country united despite our disagreements america's flag day marks the second continental congress's adoption of the first u.s national flag on june 14 1777. a resolution read resolved that the flag of the united states be 13 stripes alternate red and white at the union be 13 stars white and blue field representing a new consolation however the number and arrangement of stars have changed over the number of states has increased over the centuries the current 50 star flag acknowledging hawaii's admission was unveiled on july 4 1960. president woodrow wilson proclaimed on june 14th as the official date for flag day and in u.s congress permanently established today june 14th as national flag day in the words of ronald reagan there is no greater more

039beautiful and instantly recognizable symbol of our nation and its ideals traditions and values than the flag of the united states let us never forget that honoring that in honor in our flag we honor the american men and women who courageously fought and died for it patriots who set an ideal above consideration of self our flag flies free today because of their sacrifice when we honor our flag we honor what we stand for as a nation freedom equality justice and hope our thoughts and prayers and sincere condolences and love go out to all the victims their families and the entire community of robb elementary school in evaldi texas with the senseless tragedy that occurred in another school shooting brick schools is deeply saddened by this event we understand as a school community the frightening impact an

046i'll be talking about some of the comments i'm going to say now in my graduation speech as well but we talked to our students all the time about achieving success in anything requires hard work dedication focus and positivity confidence positivity comes out of confidence these skill sets can be acquired through an education system and at home schools provide a venue for this for kids to develop and hone these skills many times the concentration on developing confidence and positivity come from an adult advocate outside the home a teacher a coach a mentor recently i read some interesting advice on how success requires replacement and positivity of mind i encourage all of our young people to replace negativity with positivity replace the word failing with the word learning because you can't learn without making mistakes replace overthinking

047with action don't dawdle take action on your beliefs and goals replace blame with responsibility look in the mirror when something doesn't quite go right and take ownership replace toxic friends with mentors replace complaining with gratitude replace fake influencers with inspiring creators and lastly replace i can't with i can i think this is some great advice for our students that i'm going to give but i think it's also some great advice for all of us as well lastly happy father's day for everybody sunday thank you dr farrell um dr anderson curriculum instruction thank you mrs bulrabb the cni committee met on june 7th at 3 30 in attendance for miss gagliardi mrs parker miss vanz van nosdale and myself um i reviewed the items on this month's agenda under travel and training we have four high

054the last year and dr farrell did a wonderful job playing every single game i did like that i'd also just like to comment that there were many uh middle schoolers and high schoolers there volunteering to help the uh township green fair committee make this a successful event and we really can't do it without the kids that come out to help so that was really really important great thank you mr edwards finance and facilities yes thank you mr alvarado first of all we'll start with the facilities committee those committee met on june 1st at two o'clock in attendance was miss wallrap miss piccala mr blandina dr pharaoh myself melissa garliady from spiezel group and mr picario office director of facilities first item of discussion was the district-wide energy management system that's being installed at the various

055schools mr picario informed the committee that jersey state controls is currently a hundred percent complete at brick memorial high school they are 100 complete with valve upgrades at osborne vale elementary school 100 complete on warren wolf 100 complete admin 100 complete at midstreams elementary school 100 complete on the controllers at leansville elementary school yet to be done is veterans memorial middle school drum point elementary school and lake riviera middle school the solar power purchase agreement at the various schools mr precory informed the committee that the herbertsville is 100 complete lanes mill elementary school is 100 complete waiting on the interconnect and brick township high school's roof is 90 percent complete there are 23 panels that were on backwater that are still waiting the building was scheduled for shutdown on june 4th for interconnect osborneville is

05650 complete drum point elementary school 50 percent complete and warren h 12 100 complete and that interconnect took place on june 4th as well in regards to the boiler replacement and combined heat and power at brickmore high school mr corey informed the committee that union temp is confident that they can bypass the existing hot water heaters the satellite satisfy the demand for standalone hot water heater so they could shut down on june 6 to do the demo on the hot water tanks and that they would plan to begin the work in the actual boiler rooms as soon as school lets out no activity yet on the chp but that installation is to occur over the summer and they were also looking at a possible change credit to save the district money on gas piping which

057will be presented at the july committee meeting for the board to consider finance committee and board to consider uh lanesville elementary school parking lot improvements mr picorio informed the committee that the final fence work uh has been completed and so that project is now closed out veterans moore elementary school 2004 edition roof area is scheduled to begin right at school that's out and work is scheduled to be completed by the second week of july the following projects the brickmore high school penthouse cnd replacement of air handlers and replacement of chiller lake river middle school air conditioning veterans memorial boiler replacement and air conditioning emma havens elementary school air conditioning veterans memorial elementary school air conditioning drum point elementary school boiler placement and air conditioning all are out to re-bid and they are scheduled for bid

058opening in july with hopeful award on july 14th so that that work can occur after hours during the school year and wrap up during the summer of 2023. lake river middle school boiler plant emma haven's young boiler plant and midstream's elementary school boiler plant melissa keep having a hard time with her name garliotti of the spiesel group reformed the committee of the boiler plants will arrive by the end of june the abatement and demolition is scheduled uh with the work to begin june 27th at midstream's elementary school july 5th at lake riviera and i have that wrong i'm sorry june 27th was at emma havens july 5th at lake riviera and july 11th at midstreams all three boiler projects are completed by september 30th lanesville elementary school air conditioning ms garliotti informed the committee that

059the current shipping date for the uvs of train has now been backed up to november 28th which was not good news for the committee and that there is also a backorder on the electrical switch gear the committee discussed preferred mechanicals request to work after hours during the school year and to complete two classrooms at a time by using swing space the committee and dr farrell discussed the advantages doing so it was determined that if the contractor could get the unit ventilators in on time that the work could occur during the school year in order for it to be done during this school year rather than waiting until the summer of 2023 um lanesville elementary school boiler replacement ms garliotti informed the committee that the boiler plants will arrive by the end of june with abatement

060to begin on july 18th and the completion date of september 30th veterans memorial middle school roof a6 there's before you inform the committee that the material is currently staged on site let's see out there on the corner when you come up to the building and that work will begin at the end of june scheduled to be completed by the third week of july rick township high school roof 24 mr record informed the committee that the material is staged and the removal of the roof will occur at the end of june after graduation of course and is predicted to take two to three weeks veterans more middle school solar removal for warranty work mr picori informed the community that week that work is scheduled to occur on the third week of july and a haven solar

061removal mr record informed the committee that the solar panels have been removed the repairs repair work was taking place as the committee we were informed today that they verified there were no leaks after the recent rain and so now the panels can go back on the roof midstream's parking lot reconfiguration i informed the committee that we have a bid in hand under budget and cme is working with the board attorney to work out an issue with property encroachment with the township which i'm happy to report that that hasn't worked out and that is on this evening's agenda for award rick memorial high school parking lot reconfiguration formerly committee the bid opening is june 2nd i also talked to the committee about the county requesting a deed restriction on dunbac road which is still being worked

062out with ocean county unfortunately after this meeting occurred we received our bids and all bids received were over budget so now we're back to the drawing board in regards to how the receipt additional project considerations midstream's elementary school air conditioning and osborneville elementary school air conditioning i informed the community there's still no funding to support these projects but we'll continue to look to include with other sources and osborneville parking lot reconfigurations and from the committee that there's no new information to report but that we will move forward internally with re-striping and traffic panel revisions during the summer of 2022 and hopefully include the new traffic loops for the 2324 capital project solar partnership i informed the committee that we were contacted by a company that would be willing to lease parking lot space and roof

063space in the district to put up solar canopies and additional solar panels not to be used by the districts but to be sold to the community the company would charge community members a reduced rate for their electrical consumption and the board of education of course would get least revenue for the space that the solar panels would be occupying they requested a 20-year lease i've since sent that information to the board of education legal counsel mr montenegro's office is reviewing and we'll be reporting back to the board the committee once we know the legalities of doing such a project and the next meeting update is july 5th next we moved into funny excuse me finance committee first aid i want to agenda was bond council services rfp which is on this evening's agenda for any bond

064council services that will be needed for the next three years if such services um are being rendered next was i informed the committee the department of agriculture is currently conducting a food service procurement review of the district we still don't have any results on that procurement review next was the we were notified by the department of the department of environmental protection that we have a well violation dating back from 2018 um we're not real happy with that also not real happy that they're now telling us 2018 we had a well violation which is kind of amazing to me that they wait four years to tell you we do know why the data they have shows that we had a well violation there was a faulty meter the company is actually verifying that the meter was

065faulty and we're hoping that with that information we can get the well violation abated and not have to pay anything and again the next meeting is july 5th for that committee well i have turned it off thank you mr edwards um oh thank you do we have anything that we need to add on hr since there were some last minutes you have anything to add mr clay sir i don't know if there's anything to add i don't know if you need me to explain anything comments that you wanted last minute we did make a couple of changes uh we had to do that because there's something called picks with our twu employees so we made some adjustments to those three items and they will be presented at the next board meeting with the position changes

066should they occur thank you thank you um miss hansen i know we didn't meet in committee and i know this will be your last board meeting and you know how much the board appreciates all your hard work and everything you've done and how much i appreciate you and and we've had an opportunity to speak but i didn't not to put you on the spot i didn't know if you wanted to say a few words but i'm going to totally put you on the spot you know if you know me well you know i hate when people do that to me because i like to have everything written down um because i don't want to misspeak but um i have been in brick now for four years um i was just about to start my fifth

067year um i am um going to ocean township as an assistant superintendent so i'm like very excited about the opportunity um for a higher level position but i have thoroughly enjoyed my time here in brick i love the work that i do when i was very conflicted about leaving because i feel an obligation to the community and see now you're going to make me get upset stephanie um so um i feel an obligation to the community to the students to the parents and um so i was very conflicted about leaving it was a very difficult decision but i appreciate all the support that i've had in brick from my colleagues from the parents from you know the students and the trust that i was given to um create programs and to bring the preschool here

068i mean that really was a leap of faith for the administration to trust me to do it and i really appreciate the trust that they put in me for all these years i really appreciate everything thank you and and ms hansen we truly appreciate um you coming in and leaving the department in a better shape than when you got here and you're going to be hard to replace and we will miss you but of course we wish you the best of luck thank you how is she oh well i i'm sorry all right then we'll do it again in july i thought you were going to be gone before this will be the first opportunity for public comment and will be for agenda items only the board invites thoughts and reactions on agenda items each

069participant is asked to give his or her name prior to making a statement all statements shall be directed to the presiding officer the board will not during the public portion of this meeting discuss matters involving employment appointment termination of employment negotiations terms and conditions of employment evaluation of the performance of promotion or disciplining of any specific or prospective or current employee and or student do we have anyone for public comment on agenda items only yes miss out hello ali kennedy operations number 16 about life touch for school photos we had quite a year with them this year we had to do takeover photos because the pictures were super blurry they had issues with their cameras so if we are going ahead with a contract with them if we could just keep them on a tight

070rope and make sure that they're doing right by us because their pictures are not inexpensive for the parents their packages are astronomical so it would be great if i could see my whole kid in the picture and not like stretched out kid so that's all thank you mr edwards i think that's part of um a three year what is that contract it's in the last year so it's in the last year yeah this isn't a new contract this is the last one but we have to do this every year correct so but let's bring that up again um we'll remember that for next year any any other comments on agenda items okay mr finale nobody else that's no they're waiting till then it doesn't matter where i'm like right in i might go slow not

071because i have a lot of items because some of them i got answers for already number 38 operations stated to have seven million sixty five thousand dollars in surplus and that's going into capital reserves my question is adding that into capital reserves how much now is in capital reserves all right number 45 i've read this three times and i really can't get a grasp on it so could somebody explain to me what we're doing there and why we're doing it this is preferred donor 199 000 it appears that you're renting them space or giving them space but i need an explanation for that one 46 and 47 just my own curiosity you rejected the pizza and bread orders i'm assuming that was because it was too high is that the answer and how much was

072it over what you were expecting under hr of course that one out under 11 and 12 and this is something i look at every year it now looks like taking 11 and 12 which is current you now have 35 people that are categorized under administrators school year you had 32 so that's an increase of three also if i understand number 21 and 22 you're also making two more supervisors for a total of 37. so my question is what's happened in the last three years that requires five more quote unquote administrators that one's already done i i just wanted to say when mr edwards said something about the well he looked right at me with this look on his face not my fault not my fault it's only a faulty meter uh number 50. if i

073read this correctly radio dispatchers get a thousand dollars under the category of cdl do radio spot dispatchers actually go out and drive buses does everybody that has a cdo get a thousand dollars a year for it an explanation of that would you like to start off so with that seven million is money that we've talked about previously we just have now i have to adopt the resolution to put it in there so that will bring the capital reserve account to just over 16 million which we've already allocated to where all the projects that you heard me talk about in the facilities committee in total we're spending between the uh sr2 sr3 and capital reserve funds we're spending close to 23 million okay so that's part of that whole process okay so when you when you

074when you're done all your projects do you have any idea how much would be left just sitting there on zero at this point yeah because we're doing all these projects we're air conditioning trying to air condition all the schools so we're still looking for money for herbertsville and osborneville so if you want to donate anything we're maybe we'll name a building after you tell me i think i donate enough but but that's an attaboy did you catch that one doctor all right because my my objection would be and if you ever watch the the town council meetings if you have big reserve funds that's taxpayers money and if it's sitting there and not being used i got to have it in my pocket than yours so if you're using it all fine no problem okay

075so that that takes care of the surplus one number 45. you want to take a crack at that is that the preferred public donor agreement is that yeah yeah is that the i got to look scl or what is that that's preferred donor agreement yes that's the two programs at the high school and the veterans more in middle school has the program where we do counseling services so we give them the space they get a grant from the state of new jersey to fund the program we don't pay we don't pay for it but it provides counseling services at those three bills so the 199 000 is just the value of the space you're using them to run the program just for brick yeah it's the value of the space we're giving them so that

076they can receive a match in kind of 199 000 to pay for the program and uh that grant comes through who is it about behavioral health program yeah who's it comes through the state of new jersey state of new jersey provides those funds you don't remember what i don't remember which division so if i understand what you're saying and i'm not sure i do it's not costing the district anything you're giving them the space to do we're giving them the value of the space and then they take that and they go and get a grant from the state of new jersey to pay their salaries so from the district it costs it saved us money because if we didn't have if if that program was in those schools we'd have to hire counselors for the

077school we'd be paying counselors right so instead of us paying for so as an example lake river middle school we have counselors but the board of ed funds their salaries are you telling me i got to give you two out of boys and one reading that's correct that's good that's awesome okay that's good thank you you're gonna we're gonna stay with you jim 46 and 47 with the cafeteria bread products and pizza products so so no it was not because of the pricing that they came in with both bids uh both on the cafeteria and on the pizza there was bid deficiencies that were not waivable so there was there was big deficiencies so they uh mr montagne won't be able to help me on the one there was a bid bond that was not

078submitted okay to submit a big bond they didn't have nothing to do with price yeah it wasn't pricing it was it was the paperwork okay all right just one question on that do you find that the people that like service all your food are coming in with higher bids than they did last year so the one i would say that we're that we're so yes i mean we're part of the garden state co-op which is a bunch of schools together that go out to buy food and so these two bids that you're looking at the cafeteria bread and the pizza are not part of the garden state co-op we do those ourselves we have had some vendors through the garden state co-op who have chosen no longer to participate in the co-op because they're saying

079they can they can't honor the pricing that they guaranteed for the year so yeah we are seeing that two things okay the number of administrators and number five i'm going to add the administrator but the the radio dispatcher does also drive right jim i wanted to get that yeah that's those are stipends per their contract because they're you know they're in their middle management not supposed to be driving but because of the shortage that we have in bus drivers we have them out during the day driving and then doing their work after hours so they get a thousand dollar statement per year is everybody to have the cdo get that statement no just the no they do not because all the bus drivers have to have a cdl and they i know they get paid

080that would be my question mark you're paying for something that they have to have to do their job radio dispatchers do not have to have a cdl okay there's only two of them administrators so since i've been here mr fenelli we have 36 administrators totally on that list the two guidance supervisors which you added on were guidance coordinators that are no longer those positions are not being filled so those two coordinators are now into the btasa for the 36. i have not added we did budget in special services department for a supervisor that we have not filled yet at this point why why why did they move from one the other i'm assuming there was a pay raise that went with that well there's a stipend associated with a 10 month employee to do summer

081and i feel and i have felt is my recommendation not only coming out of strategic planning was that we want to improve the guidance and support services and the connection not only with special services but with student services in general and that was the first step we had two people that are working as kind of coordinators for 10 months in the teachers contract that are now going to be working i feel a lot harder with a lot more responsibility as supervisors for 12 months all right i just want to clarify one point right as i mentioned i'm looking at 2019 and 2020 where the number was 24 and 8 for 32. administrators we're now up to and two of them just got promoted or getting promoted to drive that number up so my question was

082what's happened in in three years that we needed to have five more administrators the the people that are listed right there are the renewals that doesn't mean like if they weren't filled so you might have 24 right there on the list but there could have been four openings for example my first year in 2020 in march we filled three vps that weren't on that list that were existing positions so the number of administrators has not changed to right now where we added a supervisor for special services so you could have 24 administrators on that list there could be four that we didn't fill that were interims that we filled in january that now went on or in july that went on the agenda it really has not changed and you can look at that for

083your time one of the things that i discussed up here several times is i i don't really expect you as your student population you lose by a third i don't expect you to go out and fire people but i do expect you to look at at attrition based on when people leave and not backfilling you know those positions and and if this student population goes down by a third maybe a third of administrators is not a realistic number but something should be realistic where you where you're cutting expenses to stay in line it doesn't appear to me that that's what we're doing in the administrative thing and we always have that big number thank you i could only talk from 2020 so i i'll go back and do some i could go back and research

084what the administrators were in 2008 or whatever and look at that difference okay any other public comment i know i guess mr campbell the parking lot yeah okay all right all right if they have been and it looks like you're going to be under the rest there with some litigations can you take out 175 and replace the dilapidated and unsafe press box at the football field and you don't need a cup you don't need an architect we have cohort people that are readily available you can do it you can do it through nickerson they can put the 30-footer in okay mr campbell you know that this is for agenda items only right right now so well i'm just i i i appreciate that i know but i like to plant seeds i know you is

085do anything else on um agenda items that you have a question yeah um all right operation uh number 25 uh the rehire of neda and spiesel why don't you put what why don't you table that right now and get them all up to speed because they've both been slow to the table and getting this project going they waited too long and now we're in what i warned the superintendent a cluster blank okay you can't get this you can't get that but we need another architect firm we have one now we have a gentleman from spiesel the gentleman from neta is a former and the supervisor of this project is a former consultant for spinzole so it's kind of like the good old board network a lot of things transpired here before this new superintendent came

086in nobody was watching the cupboard and i took advantage of it what plans do they have are they ready to go for bids for next year because they have the proposals it's ridiculous there's no excuse for this at all and the kids suffer that's the main thing we need supervision and on the lighter side you have three engineer firms that you're going to hire i want to know which one along with the architect will put this parking lot out here and get it fixed okay thank you mr dr farrell um first of all i told you i agree with this parking lot because i can't make a left turn to save my life at the the way the angle is we need to fix that but i did tell you mr campbell many times i

087am a big proponent i know i i'm a new superintendent and things were kind of done differently but i'm a big proponent of multiple um architects for architects on record and multiple engineering firms in a district this size i i like it not only as a check and a balance but you know you get to see people kind of compete in a way where it's your eggs aren't in all one basket so that is my recommendation to have you know the two architect firms and and i know it's mr edwards as well as well as the three engineering firms um mr edwards knows my displeasure you brought this up before about this parking lot i don't know who designed it uh before i got here um but i think i got to make like four

088left turns and they always say that's the worst thing to do make a left turn right because that's most accident i think i gotta make like four just to get out of here i'm at the end of the day so i am personally trying to do something about that within the confines of our budget but thank you any other uh public comment on agenda items only seeing none we'll close that portion okay dr anderson will you introduce curriculum and instruction thank you miss walrab under curriculum instruction the superintendent recommends that the board approve the following items one through five i need a motion in a second motion daisy second miss go ahead second missy any board comment being none mary miss hefner yes mr blandina yes miss gagliardi yes miss parker yes miss mccalla yes

089siebert miss wilrow yes mr edwards operations thank you under operations superintendent recommends the board approved items one through 41 and 43 43 why am i having trouble saying that 43 through 50. that was a tongue twister i need a motion in a second michael i'll make that motion victoria ii any board comments um i just want to make one comment i'm very glad to see the daisy i thought you were going to come on this on the theatrical performance is already on the agenda and you did not have to call me so that's that's really great um yeah there you go it's working the plan's working um mary miss hefner yes mr blandina yes miss gagliardi abstain from number six yes to everything else miss parker yes miss mccullough yes a seibert yes miss walrum

090a stain from number five eight nine two seven nine four zero two and numbers 20 and 26 yes to everything else mr claiser human resources thank you miss walrab tonight the superintendent recommends under human resources items 1 through 15 and 17 through 59. i need a motion in a second motion nicole second daisy any board comment i do want to comment on one of these so i don't always know anybody who's being hired however there is a drama teacher that is being hired this evening and if you've seen any plays at brick memorial over the past few years she has been the director and she's absolutely phenomenal and that school is very lucky to have her so i'm sure those students and the rest of the staff is very excited for that to be on

091tonight's agenda thank you thank you any other word comment seeing none mary miss hefner yes mr blandina yes ms gagliardi yes miss parker yes miss piccala yes ms siebert yes miss will rep yes ms mcnamara policy and planning thank you mrs walrup under policy and planning the superintendent recommends the board approve the following items one and two i need a motion in a second motion daisy second missy any comments seeing none mary yes quickly after hr my apologies ms mcnamara thank you mrs walrab i believe we have some of the folks that we are newly hiring this evening midair guevara did i say that correct madai no okay brianna guerrero brianna elizabeth miller colleen partner and i think michael puma and here comes the part where i say did i miss anyone i tried to

092grab names as you were coming in i don't think i missed anyone so congratulations to all the new hiring staff congratulations and welcome okay this is the second opportunity for public comment each participant is asked to give his or her name prior to making a statement all statements shall be directed to the presiding officer comments shall be limited to five minutes and each speaker may only speak once the board will not during the public portion of this meeting discuss matters involving employment appointment termination of employment negotiations terms and conditions of employment evaluation of the performance of promotion or disciplining of any specific or prospective or current employee and or student is there any public comment yes mr i am going to read my should i say series of letters pieces of it anyhow uh flag

093day today you buy both here and the council managed to have the meeting on the same day so at least we got the flag in both places so it worked out john slocum 950 soviet court my letter dr farrell the board of education administration my concern is of course with the children's safety in our schools and would like to understand the procedures that are in place sorry to ensure our children's safety i along with others would like to understand how those same procedures are enforced and explained to the staff the teachers and even the students i'd like to know if someone anyone teacher resource officer student breaking with those procedures are disciplined or further instructed on a need to strictly follow those procedures i know in texas the procedures that were in place were not

094followed such as someone leaving a sealed door open and a police in action based on inaccessibility to the classroom from outside which caused police mistakes and might have caused the child's life i will approach the subject at the council meeting that's my letter said i did okay concerning the coordination of the mayor's office the police department and our school system on showing our children's safety i know here in brick we do have certain procedures in place but in dropping students off in the morning various doors are used for entrances or in the afternoon several doors seem to be open when exiting the building i'm not sure that's the proper method for accessing the building the mayor at tonight's meeting said that there's a resource officer in every school and they've been trying to now get

095more of the paperwork that has to be done forced to the police to do it in the parking lots of the schools to show more police presence even though people may not realize why they're there but they're there as just a precautionary okay then my second other letter which i was told is not correct but i'm going to read it anyhow so this way you can correct me again from my understanding there are approximately 8 650 students in brick school system including approximately 350 in pre-k from what i've read and i somehow when you call up the internet and it gives talks about the brec it talks about how many eight under 18 people that are in the in the town and it gives a number of ten thousand three hundred and then it gives

096a number of how many of five and under and so deducting that you know well coming to the fifteen thousand economic about ten so they have ten thousand according to this three hundred children at the school age about five hundred go to saint dominic's 125 or so go to uh saint paul's uh some of these people are people who could afford a little extra or they need the religious training and they want specialties or whatever it happens to be to me that leaves 9670 school age children not necessarily in school but school age from what i understand brick school system has that eight thousand six hundred fifty and the three hundred fifty data pre-k that's eight thousand three hundred that's a gap of almost thirteen hundred and fifty students uh do we know if the

097majority of attending some kind of homeschooling or something else that was my question i also thought i was told some point that sixteen hundred schools people that attend the brick school system are some kind of specials needs and i only put that in there because i didn't want that to be one of the reasons why we're saying oh we have more students than that but we have special needs and stuff like that which would still leave six thousand seven hundred students but in total our school population would then be eight eight thousand three hundred not counting pre-k um i know dr dr fabel gave me an answer a partial answer uh and hopefully he could expand on it uh so if i'm correct which i was told i'm not i may not be well i'm

098like i said i'm always willing to be corrected you know that that's 14 of the people either homeschooled or something else whatever that happens to be i'm not sure and i'm not looking to say criticize the school people are moving out and not going to school because they do a bad job they do as far as i'm concerned a very good job but be great if we can get those extra 1 300 school people into the schools in burke and therefore actually increase our population instead of always going down so and then my question still applies whether we have 50 people go home schooled or 500 or 5 thousand have we ever surveyed these homeschooling parents what's the reason they're not attending our school system have we thought about correcting different situations that caused this

099change have we explored the reasons why a brick school system has really shrunk in the last 15 years besides the population of bricks shrinking a bit and a low amount of children and family units if these parents feel they are getting a quality education from our school system could be up 1300 1300 more people i'm not sure if that's the right number because it just seems like the but the mayor didn't know just so you know i asked him you know yeah and and then he suggested i call u.s census bureau to get a more accurate number oh i'll take both of them i'll start with security so um you know here in brick you know security is a tough tough area to address here in brick we've been very diligent and done i think

100a very good job we actually have the state director for school preparedness and security dr tom gambino he's kind of semi-retired lives down in noche county now he actually came in and asked if he could use this i believe twice over the last few months prior to a valdez he was actually scheduled to speak to the county roundtable superintendents prior to a valde and he gave us kind of some best practices and most of the recommendations were kind of minor as far as like numberings on doors and things some were structural which i know years ago they went out uh with a referendum on to try to adjust but people wise a couple things so we have an sro at each side of town we have two security officers at each high school one at

101each middle school we actually added to the budget two more so that we would have three for the elementaries the six elementary we actually added i want to say it's almost 700 000 in the technology door locks best practice technology here's what i will tell you i will not sit here or sit anywhere else and give anybody a blueprint and go through procedures and where's who and what the address is to prop the door i had parents the day after a couple days after a validity said i thought we're going to have a major police presence i only saw one you know police officer in uniform even my wife asked me to climb i said do you know how many we had undercover and in plain clothes i worked with the chiefs that day purposely

102to do that on perimeters the one thing we hear over and over again as superintendents is not to have a standard procedure and protocol as far as roaming people as a deterrent especially since all of our security is armed not to communicate hey these doors are open in the morning where we have people attending these do not i could tell you we do have procedures and protocols we review them many times through the year i think three actually not only with the state security but our local police and the county prosecutor's office on a regular basis we also have to send our school security personnel every year we're sending one i think june and august there's four going that have to get updated on the school security um i will tell you we need everybody's

103help with school security i mean it is just it is a is it a it's a tough knack because you could be as diligent as you want and i hate to say it's not if the one sometimes because you just can't plan on every scenario so i think we have put more than enough resources you can always put more resources i think our procedures and protocols have been checked and double checked by the ultimate experts but i will not sit up here i might i tell all our principals and give you a blueprint or anybody a blueprint on what those procedures or protocols are about i do want to talk about enrollment numbers because you're as wrong as you could be mr suluka and you start the premise um in your email that there is

104like i'll call it like the pre-k universe that there's 10 500 you know school-age children in the town of brick based on a real estate site you gave me that gave demographics that if you look even closer your one numbers from 2020 and others from like 2018 and then you take that initial premise and get down to the fact that we can't account for almost a thousand students and if they're homeschooling do you question and then you imply that we should find the reason why because me for some reason they don't want to be in this school so i'm going to be clear and i'm going to read to everybody what i read to you i i thought my answer was very clear to you but for this year actual enrollment numbers we have 8429

105students enrolled this year that's inclusive includes 509 pre-k and 73 added district uh placements uh with class fights in that's exclusive of 582 that attend private parochial schools only 262 at st dominic why do we know that the aid follows that we transport them they get aid in lieu we have them on our rolls you said there were 500 at st dominic's it's 262. there's 84 this past year registered from home school almost 200 in the 20 21 year that were homeschooled and we call all of them because they have to access our curriculum almost all of them the majority at that time was for coveted reasons for whatever reason mass not matter whatever that has gone down to this year to 84. next year remember follow the cohorts this is the actual numbers it's

106not a projection it's not a demographer on a real estate site for next year we project 84.50 right about 20 more students that's inclusive of 540 pre-k and 63 are out of district placement and homeschooling has been dropping so to say that you know we need to ask that question and where they are that's not the case so we have 63 out of districts that's exclusive of 525 projected to attend the parochial schools and we work with the principal saint dominic's because we're a pass-through on all the state aid and that would be about 240 to project them at st dominic's 70 are projected for home school so more more students are coming back now those 70 are probably not covert related at this point there could be a myriad of reasons and we do

107call and we actually put that in our student database system and calculate it but that's their actual numbers they are what they are now when you look on a demographer site or a real estate site who's probably trying to sell real estate they'll give you numbers like oh it's 14.4 percent from ages 5 to 17 and this percentage and they give you the population of bricks so people do the math and they calculate what you don't realize is there's other three and four-year-olds right and that's not in your five number that do not go to our pre-k that's the global universe because i think we educate close to 50 which is amazing of the three and four-year-olds that go to a private pre-k and many parents i know my own brothers and sisters that are

108with some of their kids hold back a five or a six-year-old from kindergarten or put them in a private kindergarten daycare and then re-enroll them for us there's probably a few hundred there but it's nowhere near and then if you take the kind of it's nowhere near the differential you've alluded to in your email so i just and those are just hard numbers i can't tell you where the demographer got that i'm not you know on the real estate website but i could tell you those are actual numbers so when you emailed me i wanted to be clear to that i did respond to you right away to give that but i figured i'd uh share that in public so thank you thank you any other public comment mr campbell did somebody hit the mic

109off we're having mic difficulty tonight is that that's better yes all right getting to back to the boiler situation you donated midstreams you're doing it in the havens you're doing it at the rainsville you're not doing anything with it at lakewood right now i'm assuming but when you look at the schematics of these different schools there's something they didn't put in their schematics which is very important they're called hot water weather water pumps we can't have a new boiler with an old 50-year-old water pump in it hot water pump and they're expensive because you use the vfd ones they can hook up into the district management program in addition another thing they didn't mention except when one or two proposals escapes my little brain right now we were going to replace i was assuming we

110were replacing the hot water domestic heaters gas-fired condensing domestic hot water heaters they weren't in there either the window it was so cheap now next thing what are we doing about the three transformers that are at vets elementary in vets middle and at brick memorial somebody says oh that belongs to the town or the electric company i don't care who it belongs to you know get it fixed you can do all the projects you want and you'll wind up like what happened at brick township high school no electricity the other thing is are below main panels electrical panels on each one of the schools not the one they're hooking up from the boilers to the subpanels have a company go around and check those all out because you start putting this load on who knows

111what'll happen now the latest saga i heard mr edwards say something about the unit ventilators he said something about train i thought they finally came around and are going to use the airedales it's because one thing i will give mr edwards please him we wait until we're hey i stay on top i'm gonna come up there and turn feather afterwards keep going mr campbell and jim will have his chance i like that thanks taken out of the backyard middle-aged crisis all right that's it oh yeah the air handlers are they replacing them when they do the boilers one okay is that are there all your questions so we'll have dr farrell i only heard two questions and all of that i have no recommendations um and mr edwards can only i are we replacing the

112hot water domestic heaters that's one question i heard um and are we replacing the air handlers and then you could go on about train because i know we answered about the transformers as well but yeah so the answer to the question is um it depends on the building in some buildings yes and some buildings know because in some buildings the hot water pumps and or the hot water heaters referred to both have already been replaced so we don't need to replace them again but the 50 year old ones that he was talking about are being replaced right um and they they may have been replaced under the reason why he didn't see him in the plans for the boiler is because they were replaced under the energy savings improvement program that we did with dcl

113right so they're being done that way um i had to laugh because he you know the grapevine brick is rampant and he's got his ear to it constantly and he gets information that i haven't even shared with you yet so it just like when he starts talking about he's like i thought that got resolved that you were switching the air down like how the heck does he know that the winner is the weak right man i might go like how does he know that so uh it does appear it's not a hundred percent official i knew it would make you happy and i was i wanted to be the one to deliver the news to you because i know how much you were a fan of aerodale units that uh trane had told us that

114they can't get the units as i reported on the committee until november so spiezel reached out to airedale to find out if they could get them sooner arendelle says they can have them by the middle of august and preferred has agreed that they will buy the airedale units as long as train will let them out of their contract and it appears that that is going to happen it's not official yet but how you know that information man you're incredible because i didn't share that with anybody yet so how he got to hold that information is amazing i know it made you happy okay and the last one was uh on the transformers i thought you had responsible uh yeah so we you know we looked brick memorial we did have um the engineers look at

115and they have deemed them to be beyond their useful life but also not in need of immediate repair so that's something that you know if we're going to move ahead with a major project in this district we should include uh and at vets the transformers that are between the two buildings that mr campbell's talking about we do not own those those are owned by jcpnl and they have been out and tested them and have told us that they are safe for lack of better words that they are not beyond their useful life and that they are in workable condition so the only ones we have to be concerned about are the ones that are on the side of the building at brick memorial that happens to be right in the front of the building because

116we know that the building was built sideways when it was built so it's actually on the front of the building on the side of the building the whole other story right mr campbell back in the 80s when somebody didn't check the footings after the report i wasn't here then were you no oh okay okay thank you any other public comment i believe your hand was up before did you want no anybody else yes yeah i'm sorry i thought i saw your hand go up before out of the corner of my eye hi judy baker um and your address i live in lakewood okay i wanted to just read from this children's book a few parts of it that concern me i'm not saying this is in your school district but it is part of has

117has been introduced i believe in some other schools here in new jersey it's called the abc of equality and the back of it it says it introduces complicated concepts to the youngest of children from celebrating our differences understanding everyone's beliefs and treating everyone with kindness and i do believe that you know when we're talking about abc's we're we're talking to a very young audience and some of the pages in here when you get to different letters i don't believe are totally appropriate for the g letter it's for gender gender is a category that describes being a boy a girl both neither non-binary and other identities and then l is for lb lgbtqia find the words that make you you lgbtqia is a short description of a range of identities to describe lesbian gay bisexual transgender

118questioning intersex and asexual it's okay to be whoever you want to be and then we have t is for transgender you know best who you are sometimes the sex given by the doctor at birth might not fit with who the person is a male baby may have been assigned the boy category but their gender gender is that of a girl or perhaps no gender assignment at all and then z is for z e get to know he she zur they and more z is a way to refer to someone instead of using he or she because there are lots of different genders there are lots of ways of describing someone including he she they z and more and i believe that one of the times before i was here that you are you spoke that

119you would be um working on the sex edge ed agenda coming up this summer um and i i just want you to be to be aware i i understand that you had spoken also about gender roles and i i get that i think that's important um but i think some of these concepts are highly controversial um i'm a christian i believe god created the heavens and the earth and i believe that he created woman and man and um i believe there's two genders i googled gender identity and at first i saw and then below that they said there were 76 and i'm just concerned with the confusion that this is going to bring into classrooms if material like this introduce you know it's supposed to be um for young children it says here the youngest

120of children and so i i ask that you as a board and those who are going to be working on agenda in the future for brick school that you would highly take into consideration every aspect of every book that you put in there i have no children or grandchildren in this district but i care about children and i don't want i don't want children to feel ever excluded but i want i don't want other children to feel complicated by introducing them to things that might not be appropriate for them so that's why i'm here i'm not here to make anyone uncomfortable i just want to present my concerns to you and ask you know that you would consider them when you set up your agenda for sex ed and of course i know i'm speaking

121to the younger grades i know that you'll have to do it all the way through 12th grade as well and i probably have some other concerns in that regard but particularly for the the little ones that's it thank you can i ask you where you got that where'd you get the book from did you order it but where did they get the book did they order it online or libra so thank you um you know the resources in curriculum is a local control and we've heard you and we've said this every month um that that is not what we will be putting out nor do we have that book i will tell you and i've said this a couple times you know as much as mr sulker mr campbell and mr fedele sometimes we talk

122at board meetings you know and we can go back and forth but they bring up specific brick schools issues i'm the superintendent of brick i got to tell you i got enough on my plate i don't care what's in lakewood to be honest i don't care what's in the state i don't care what's in national that's not in our district and that's what i'm concerned about and again and i've said this over and over again if you have a child or a grandchild and you're a guardian and you have an issue and you've addressed it with the teacher and you went to the principal and it didn't work out and you came to me it didn't work out and you want to come to a board of edm and you have the right to come

123to any board of ed meeting and talk with everyone we i understand first amendment rights but if you want to do that i will act on it and i will make sure that we are answering all stakeholders all constituents and we're addressing it to the best of our ability but i have to be honest the educator in me feels when we bring up issues that are national or statewide that haven't happened here yet is nothing more than political grandstanding and using the education venue for that i have no problem if a child or a grandchild comes home to you and says hey i got this in my class and you're concerned because that's what we will do we will address that and we're concerned but a book i could go on amazon have you seen

124what you could buy on amazon and books i could buy something from any crease from satanism or satan worship into the most vile things you want to buy you know that's kind of our great country right the freedom of speech freedom of choice but to impart someone's opinion on the 100 percent of the population everyone in sex ed in the state of new jersey has an opt-out everyone knows that the curriculum resources president said it last month i said the curriculum resources the books the are up to local control we've heard our community loud and clear clear here we understand that we know we understand some things are just not age appropriate and i would agree but when we extrapolate and we make something systemic and we apply it to all districts and i i

125got to tell you i got a lot on my plate right now as a superintendent and i'm here about brick but that is not in our school district and you know what if someone found it and brought it to my attention we would address it and someone said my child came home with this my grandchild came home with this or we'd have to give an explanation but it it just that's all thank you thank you um yes sir let's sit there it's okay my name is joanne gilbert and i am a bricktown resident and all my children have graduated through your system and they're all doing well but i am concerned about the children because i the first time i ever came here i gave you a list of the communist agenda and three of

126the things were attacking i worked at you know do stuff against our children and last time i came i gave i asked if you had ever read the gay agenda blueprint and i quoted from some of it and so i know that my children are under attack you know spiritually emotionally and um so i just want to pray for them okay so i'd like to pray for them okay um lord i ask that you shine your light upon our schools and drive out all darkness spiritual blindness and perversion of truth and hostility towards you and your truth i pray that all attempts to use curricula in our schools as a way to just to discipline our young people in humanism more relativism and other godless idolatries would be stopped and i asked for the teach

127that they asked of the teachers and and the school and the board select curricula that preserves our godly heritage as a nation and honor you father when teachers and students are confronted with subject matter that does goes against their biblical worldview we call upon you to give them courage lord i recognize we do not battle against mere flesh and blood but against spiritual powers in heavenly places it is evident that there is a spiritual agenda to destroy the innocence and purity of our children correct corrupt them and lead them down the wrong path and with regard to their god-given sexuality and identity god as i say these enemy forces that would lead our students into deception and sexual sin i declare that you have promised to preserve the godly heritage of parents and our nation

128and that heritage is our children and they take authority in jesus name over every wicked spirit that brings these messages of division corruption perversion and immorality to our precious children this day i ask that your that your deliverance for our schools and our children from these enemy forces and i pray all deception and efforts be made secrecy and influence and corrupt our children would be exposed brought into the light and defeated in jesus name lord i pray our children that our spirit would that your spirit would fill them with this desire and and value for truth and purity and give them the courage to stand strong against peer pressure and the lies of the enemy and our culture and help them turn from the path of death to life in jesus name amen and i

129i i say that because um just really upset i get information every day the harvest i know you don't want to hear about what's going elsewhere but it's really tragic what's going on and um i know you said that you're going to go along with what the state mandates and i know they're mandating a lot of things that are not of god that can really mess up their identity you know i mean i heard a mother her daughter came home from school not here but in ocean county and said mommy am i a boy and she said what what are you getting that from and she said because i picked up a car today in school and my teacher said maybe you're a boy you know just little innuendos you know they just they're being

130attacked that way so but i would you know just to know where some of this is coming from i would i would find out what the lgbtq is doing how they're undermining and strategically getting in in different ways and also the communist agenda against this nation is horrific it's they're like 95 there and to destroy our children is part of that so um that's why we just need to pray we need the bible back in school so they you know for the morality back you know we kicked out the bible and we went in satan we really did there's um you have clubs i know there was of um which you know where witchcraft is going on thank you free time um any okay i didn't want to interrupt and be disrespectful because i know

131you were speaking to your feeling toward children uh but just to be clear for anybody else that's in the audience listening this is the public comment period where you have the opportunity to address the board on any items that are specifically related to the school district and the school board and you have your opportunity just tell us what you're thinking about any of those things uh it it's not a time for prayer or prayer you know prayer service prayer sharing uh so you're welcome to tell us your thoughts on things but i just want to be clear about that it's it's a time for public comment and keep it within the confines of your comments on whatever school issues you want to address to the board thank you thank you ben um any other but

132yes sir good evening um lawrence silva my daughter goes to your school right next door okay you want to pick up the mic so um i'm actually taking my daughter out of your school this uh for next year i'm pulling her out putting her private school all this stuff that's going on so i only got one question for you um i know three districts that are actually rejecting this um what's coming down the pipeline in the you know with the sex education um jackson one of them there's two others how come you guys ain't rejecting this i just don't understand why you're still playing along with this kind of stuff right you know i mean so that's my only question and like i said i'm pulling my daughter out um she's gonna be in private

133school next year all because of what's going on with all this stuff so i would never pull her out any other reason but she's coming at your school so okay all right um you know to answer your question actually um i myself with the board uh has a resolution that we drafted up on this but um i felt at that currently the superintendent and and the board attorney are reviewing for us um but i felt and i held it because i had heard that you all were coming and i thought it might be um wise to listen to a little bit more of some new voices that were out here before we went on um the lady before you had made a comment that we that we had said we were doing everything in that

134was coming out that's that's not accurate um there are mandates and there were suggested materials and there also is the spirit of the um of the overall curriculum and right now our curriculum director is looking at um and will be over the next month and we were hoping that we could have this curriculum done by july so that we could share it out at the next board meeting which we might have to move don't freak out mr fenelli because i'm going to be in italy and i would really like to be here for that presentation because i think it's something very important with the parents but i'm not going to tell you what we were looking at at this point i really wanted to take the opportunity to finish listening to what you had to

135say but i also wanted to share that while i understand that a lot of you here have your own personal concerns there's also phone calls and and contacts that the board gets that have their own concerns and you know in a district this size not everybody shares the same beliefs and what we need to do as a board and as educators and administration is take in what we have received from the department of education and then really look at it as far as what we are currently doing here in the district and what our community needs and while you know while we haven't finished that because she's still getting that all together because quite honestly there were still coming down changes and things like that um it is something that we approved the people that

136were handling that process this evening on the agenda so starting tomorrow the team's being pulled together right um and you know they will start working on that and our hope is that we'll be able to get something out in in july right it's fair it's really expensive by the way just let you know that um by the way the state has not finalized there's still a lot of talk about delaying it's been around since 2020 yes if people look at the standards right it says you have to meet a certain standard by a certain grade it does not talk to specific examples that many people give out and say this district or this district in nebraska is teaching it this way that's local control right that's the art of education that's what we do every

137summer we get revised curriculum standards and then we get recommendations from the state that say use these resources which we don't have to do every summer dr anderson convenes all of our educators from different content areas because we have to revise them because that's a law here are the standards and then they put together what resources and instructional strategies that they're going to use to meet the standard this board has said over and over again in this district that we hear you loud and clear you know we're going to look at the spirit of the standard we believe that some things that they're recommended that we don't have to implement are not age appropriate right so so that's that's what's clear and what's happening it's not a one size fits all for anything and that's

138why you elect board of education members quite honestly too it's about local control in new jersey it's not county school districts or even state-run school districts so there is a lot of misinformation out there and there is a lot of inciting because they see some district or someone outside the state go in a different area we find a book that's being either in someone's library um but that's that's not the case and there is a process and i've been telling the board over and over again the process of the educators our roles is to go through that procedure all summer with the educators take the standards they call it unpacking the standards they build you know curriculum resources that then goes to the board of education curriculum and instruction committee we have a committee through

139that then it becomes those strategies become recommended or not and the board goes on record we present to parents and again there's an opt out in every one you know districts have the choice on where they put a lot of this family life curriculum we we chose to lot to put a lot of the statutes and a lot of the state recommended into the family like curriculum because that's the curriculum you can opt out and by law right so again you know you may want to opt out your child for that that lesson that week whatever that unit is in in you know eighth grade or whatever it could be someone else may want to opt their child in and that's what we need to do right that's what i mean that's my daughter's six

140years old no reason to be talking about sex but that's but that doesn't come up the second year standard that's not right and a lot of what we are currently doing meets the spirit of the standards and it's working so you know why would we change anything kids i think they're trained transgender right but you don't notify the parents i find that a little is a little different and i don't want to get into it mr montenegro um our policy gives a little leeway the law says you may and there's certain age but that's different and i've been through this as a superintendent but this is the law i want everybody to know in public education there are some laws i'm not going to break the law this is the law on public education everybody

141has the right like you say i know private education but in public education or whatever we're here for all students all creeds on ethnicities everything and the law we have to follow now how we implement that law as far as curriculum and policy is board of education and superintendent's decisions and we take in our input from local the local community and we hear you and within the confines of not breaking that law superintendent because i do like my job and i want to keep it um you know we will we we hear what you're saying and we get that feedback and we take it but we never said we were going to do this this and this and people misconstrue what's mandated under that curriculum and what's actually recommended we do know the difference if

142i could just jump in and kind of say what's been said here in a slightly different way before you drop down that deposit you already did already danced very expensive [Music] the sex ed in health and physical ed curriculum if if the instruction materials and the instruction that you've seen up until now has been okay for you take a look at what comes out that the board will approve that we believe will meet the standards i have a real strong hunch people will be comfortable with it and you still have the option to opt out if for anybody that's not but i have a hunch that it's the same administration it's the same teachers it's the same board right i think if you didn't have a problem before with what was being presented in in

143the materials and how it was being taught and how the instruction was i have a real strong feeling most people will still be comfortable yeah thank you that's what we've been trying to say but we need to give our team the opportunity to mr martin i just like that they called me super female um any other uh yes i'm saving you for last you know sometimes you gotta break it up hey could you guys switch just to ask a question i'm sorry my name is marianne palmisano i'm i live on gramercy court in lakewood and i'm a deacon at greece and peace church and to answer this gentleman's question if i'm not mistaken last month you told a woman that her child if would go into the bathroom a transgender would have go into that

144same bathroom and if she chose not to she had to stand online for a single bathroom and wait online at the nurses that's a law okay so his daughter would have to stand outside wait for the nerf there were five online in the nurses station she would have to wait to go to the bathroom because some little boy decided he wanted to go into the girls room correct well i i wouldn't say it the way you're presenting it because you're making it you're making no what i told her was a under the law and under the new jersey department of education guidance is a transgender student who identifies whichever way they identify has the right to utilize the bathroom part of that guidance is that they there should be a plan if someone identifies to

145determine whether they wish to use the bathroom which would say don't argue with me i'm not arguing you asked the question let me answer the question they could use the nurse's bathroom right or they could use the bathroom which would identify and what i told her when she asked the question was that anyone else that is uncomfortable has the same exact right not a different right not a better right not a a worse right had the same right for anyone that was uncomfortable to use that same nurses bathroom or unice you know unity bathroom and that's the answer now you're saying as if that was worse that that person has to wait on some sort of long line well that's what the mother had asked you that's not what she asked she says to me

146so you're saying that if my daughter what happens if there's a line she has to hold it until she could get as as would the transgender student if they chose not to go to that other bathroom and use the nurses right so how does it how does one care it's just unfair you've you've already caved and if and i remember mr edwards i don't even understand mr edwards said that when you're buying a product and the government is paying for it they mandate who you use as a vendor so if the governor decides to mandate and come down and say this in order to get government money you have to pursue this it's a done deal you have don't have a choice i didn't come up to talk about that and we didn't come here

147as christians to say that we're better than you are we have hundreds i'm a christian too so don't worry about being better okay so if if right now in front of the supreme court to pray is in front of the supreme court right now so she wanted to pray that's her legal right and you have hundreds if not thousands praying for this board and boards across the country you have all been blessed to sit on this board and if you are a christian then you know romans 13 tells you that there's no authority that exists except for ones that were appointed by god so you all have talents here but you're all placed by god each one of you are in a position of authority and in luke 12 48 it says what much has

148been given where much has been given much is required leadership is not based upon natural talents but on inward character so will your character fight for the children if the governor decides that they want to mandate these these and implement these books are you willing to fight the governor are you willing to fight the union many teachers and counselors have already quit and i know a lot of people that have pulled their kids out of schools have you thought of what you're walking possibly walking into or what you might have to sacrifice for the children or will you take the easy way out and sell them out in romans 1 20 in romans chapter 1 i ask everybody to just listen to it on youtube because it says i pray and i do and all

149of us pray for each one of you for your mind your will and your emotions that you're convicted to make the right decisions your soul is at stake and if you give in the kids are going to get beat up if you make the wrong decisions in romans 1 28 says if you do not see it fit to acknowledge god and consider him and know him as your creator he will give you over to a depraved mind and do things which are improper and repulsive we pray for everyone here we pray that ocean county where we pay our taxes that we have a legitimate legal right to pray for it that our schools do not get attacked when dawn got upset with with joanne the first time we came here hebrews 4 12 says the

150word of god is quick and powerful sharper than any two-edged sword even to divide of soul spirit and joint and marrow and is a discerner of the thoughts we did not come here we came here out of love and out of kindness to pray for you guys to back you guys up so that if the governor does come down with you got to have to take the money but you got to do this biden just came out with the only way you're going to continue to have free lunches is if you do it my way and meaning you have to take the books you have to do everything i don't want a response from you we're here to help you we're here to support you we're here to pray for you this is bigger than

151us and she said it this is an e it is a war between evil and between good i just want to add to that i just thank you for your comments and i i i know you don't want a response and i know my board president's going to get after me later and tell me that i don't need to give a response but sometimes when we put out a narrative there's two things you said take the easy way out and i could tell you that's never been something i do or anybody that works for me on the cabinet or people on this board do that's number one but what you don't understand is there's a perspective again for all students and as much as we hear you tonight we hear many other parents of many

152other different creeds the last thing i want to tell you you said leadership is not about you know skills and skill sets is that i have a doctorate in leadership and i could tell you if you do your research it is more about developing skill sets in leadership and there's a true science to it and i used to get in this argument my own father when he was alive where he said there's an art of leadership people are born with it that's not true the military has been a phenomenal job we try to do that every day with our own students so we have leadership is a developed skill set with a perception and a perspective of where you're in and everyone here when you get up and i i love that everybody wants to

153pray for us and help us but i want to answer and fix problems mr walrup tells me we're fixers i got to be a fixer but i've not heard a specific example where i can be a fixer be a doer and help you and say your child here or this happened in brick and that to me right now takes away my energy of what i'm paid to do because i'm not a politician so i shared that so you would when you hear my perspective if i don't say i'm not fighting the governor i'm not doing this i'm not doing this i got a lot on my plate on the day-to-day operations for the 8 429 students uh to be exact and the multiple parents that are calling me every day and emailing our administrators and

154that's our focus and when we come to board meetings on a monthly basis the reason for a board meeting that mr fennelly will tell you is to have an open board meeting is to enact what we do is take care of board business in an open venue it's not it's simply to approve things that get us through the month pay bills enact programs and approve those items and when we get on these what i call almost esoteric national issues that are larger it really honestly it takes away i feel administration from our day-to-day responsibilities and that's my focus so i want to be clear about what my focus is so you understand in my responses so that's that's why i wanted to share that with you thank you any other public comment yes friends um

155i'm kind of changing up what i had to say because i am like others here anxiously awaiting what you guys have planned for next month um so i'm gonna save it um but i do want clarification and i would like to say that to dr farrell saying that he doesn't want to hear about other places and what they've done but that's all that us parents have to go on and we're a little nervous seeing what is happening and we just kind of want to nip it before it comes here or or at least have clarification of what is happening so that's that's why i'm going to ask this question because i've seen it and it's not okay personally for me for my family um you say that you want to keep all of the sex

156ed in the actual health class that it's not going to go into like dei or anything like that which is usually some of those topics are interwoven in other classrooms and i just want to make sure and have clarification that you guys are trying as best can i know there's certain guidelines and everything but that you are hoping that all of it will be strictly in health so that a parent can opt out i'm gonna i'm gonna be punting in a second dr anderson so you can prep but um so yes jumped on the bike clarification though um and we've been speaking about this for months and i've been saying it's probably towards the end of the summer we will have whatever we end up rolling out to meet the standards we are going to

157present it right it's got to go through the board committee so you'll have major clarification in time for school if you wish to opt out not opt out dr anderson you can because you kind of educated me a little bit how we intertwine a lot of the mandated statute of sexual education into our family life and health curriculum which by policy allows parents to opt out and not into say a social studies curriculum can you add to that a little bit yeah yeah so i appreciate um you're framing it in terms of perspective right and so for the district in our policy family life and that of opportunity to opt out is is really important because we do support parental rights i mean that's in our policy and so oftentimes i'll hear well there should

158be an opt-in and not an opt-out well you can't opt out of something unless you're really fully informed of it so it's incumbent upon me to work with a team of people who have that background in health and physical education to look at the standards to meet the spirit of the standards and choose resources that not only are um important for our community and um supportive of our community but they're comfortable with as well because they've been teaching under a set of standards for a decade now or nearly a decade and there's not that many changes to the new standards but what are what the changes that are highlighted um are very concerning for some some factions of our community that's not lost on me i grew up in brick um and so and i've

159been a principal in this district for oh my 25 years at the elementary and the middle school level so i know how things present at different levels and developmentally how children present and so in the standards there's an age span right there's a grade span k to two three to five six to eight we would in in working with my health and phys ed teachers look to implement things at the highest grade in that span not at the lowest grade right because it's a span local control we get to choose we also would look at the spirit of the standard as it relates to our community and our values and uh what's developmentally appropriate and i think that i guess what i i'm i think that parents imagine is that this is going to be

160a conversation every day like i see this as very few lessons at grade levels at grades 2 or at grade 5 or at grade 8. i don't see this as multiple lessons over the course of the year i haven't brought the committee together and quite frankly we wouldn't have because there was conversation at the state level about postponing or revising or adjusting and i'm not going to bring people together until i have clearer direction and also they did put a clarification document out that said that a lot of the things that they put as examples were not necessary and that we didn't have to have to teach in that depth and with those specifics so i we have been asked to give feedback at the county level and we have been talking as county directors

161so i don't know that it's it's finalized as it is but we will i will be bringing people together that work can't be done in the summer and during the school year because you need a pool of people and you don't want to pull them out of the classroom you want them to focus in on the task at hand but i really have great great teachers and i have great supervisors and i really have a lot of confidence in them and i'm not concerned i believe that parents that would like that exposure for their students and the standards they'll be very happy and to be able to opt in and i believe that the parents who would care to be keep that to family life and and in their home that discussion have that with

162their children that that'll be appropriate and they'll be able to acknowledge that as a middle school principal i put all of the health curriculum in the student handbook parents would sign off on it and anything that they were they wanted to opt out of and then if we didn't get a response my teachers called the parents before we began those health lessons so now we have you know things are online and digital so going into parent portal and and having parents review the content and decide actively be informed and decide yes or no and then us following up with the parents that haven't responded i think that's incumbent upon us because they think that that supports the whole community and and and the different perspectives within this community so it's not lost on me okay

163i just wanted to have that clarification thank you thank you and and fran we love when you come here you don't upset absolutely absolutely no not at all thank you we love when our parents show up any other yes sir frank huber my name is frank huber i live in bricktown mr montenegro how you doing wonderful i'm glad uh when it comes to prayer or i noticed we really didn't start prayer today in the school district when we first got here but that's okay that's on you it's not on me i want to explain to you my love and background for this school district i was born in 1952 except for the three days i was in point pleasant hospital i've grown up at 72 princeton avenue besides traveling around the world i went to

164larlson school i went to mid-streams i went to drum point i went to brick high school i graduated in 1990 now 1971 and the next following summer i was learning my leadership skills in vietnam and continued learning them on in through the gulf war of goth 1. having said that i also had an education that bar none couldn't afford in that time period also i took the educational route too to study the word of god because of all the craziness i saw in both wars and the cruelty and the unbelievable reaction that people had to the stress of combat now when i decided to go off to school and study the word of god i went to the best school i could find and it was the west point of theology schools which was moody

165bible institute in chicago i did my three years and i got my degrees from them heavily in theology now there is a time where we have to look at the character and the personality of people that work in the district it's important because evil can spring out in any heart irregardless of their background and i have the highest respect for the teachers because my wife has been a teacher christian teacher for 30 years so now i just have this to say evil in the public districts is grooming our children for sexual perversion and sexual abuse because we see it and hear it even in the news but i haven't seen it specifically yet in the district of brick in the process of education out in our public schools is it not repulsive for a privileged

166few administrators teachers and staff to undermine the innocence of children in their care of which this action will cause a harvest of destruction upon future generations of our nation's moral base desensitizing the innocence of children under color of law should never be in any school curriculum or culture thanks for listening and i'll see you again thank you uh that's it thank you very much thank you i hate to change the subject but i'm going to anyway can i first of all i want to thank you i know you will a couple quick comments about previous discussions first of all i i would assume and i know how you spell assume that if somebody is quoting numbers like demographic numbers the easiest thing to do would be go to the latest census and get those numbers

167now i i'm a single person so i don't know what they question on it but i'm assuming that secondly uh the legal requirement to attend school how old before you can drop out 16. all right so so so why don't we let him finish all his questions so 16 no no i just want to get these out of the way so the last one is are all the students in the vogue tech schools counted in the district [Music] these aren't my questions yes i'm just trying to you know put some light out there to where the numbers might be different i don't know if people go to school vote tech all day long and that they're counting your numbers or vote being left out because it's ocean county vote i i don't know here's my

168questions all right you can you can do what my first question has to do and i have one question on the contract with the twu that was discussed at the last meeting but we don't get to ask questions because we don't get to see it until then if you want to know where i am i don't know if you can call it up quickly but i'm on page 16 at the top of the page of the latest twu contract and i'll read you what it says upon retirement from employment with the with the board and having a minimum of 15 years of continuous service with the board including employment as a substitute employees shall be paid for accumulated unused sick time based on the following number of accumulated sick days the time of retirement multiplied

169by the final per diem base salary at the time of the requirement not to exceed 15 000 or the amount accrued and earned as of june 30 2011 based on the cap in place at the time i'm not sure i didn't understand what that means so here's my question anybody hired after june 30 2011 are they still eligible to get this is this all employees everybody that's still hired are they still eligible to get this that's my question okay any other questions no because the rest of it's going to be i'm going to tell you information oh so you this is the only question that you want to ask why don't you tell us information then we'll go back and answer all your questions uh can we do it my way thank you no we're

170going to do my way today that's my only question the rest i'm going to talk they're totally different subject just get it go no okay well here's my information i'm sharing with the board with the board don't shoot the messenger okay you know your report had come out several months ago and i've been putting off talking about it and i know you got a lot on your plate so this is what i'm the quest you're going to address when you do that these are the numbers right off the report psat reading and writing below average math below average s.a.t reading and writing below average or below the state average math s.a.t below the state average a.c.t act reading below the state average english below the state average math below the state average and science below

171the state average so except for and i brought this up before the graduation rate going up everything scholastic achievement number that the state publishes brick is below average i expect to see something that's going to fix that but i'm going to tell you what i think you need to fix before you can go there because the next thing that came off the report is is absence which i've talked about for the last five ten years and i know the board isn't going to answer but i'm going to ask anyway does anybody on the board i mean right here can define chronic absence what the state meaning for chronic absences you better not i've been on board for seven years and i do know the answer to that question okay anyone you're ready mr finale to

172know you please thanks anyway mr finale you know but you're not going to say yeah okay fine i'll define it as the state defines it in case you don't know because i hate to admit this i asked the superintendent today and he didn't know either all right chronic absence is defined as any student missing more than 10 of the school days which comes in at 18 days but where is brick in the last year and and the report doesn't compare the state so i can only give raw numbers doesn't have any comparison to where the state averages all right and it breaks it down into four five categories actually six miss zero days eleven percent of the students showed up every day then it goes one to five 41 percent of the students missed one

173to five then it goes six to ten nineteen percent of the students miss six to ten then it goes 11 to 15 of the students thank you mr fideli okay so do you sure i'll start um so the vote tech enrollment numbers so there's two ways enrollment happens in the state the way the state counts enrollment i'm looking at my guru there they take half time so for persons in our district because we have a seat and goes about tech if it's a full-time at council vote tech if it's half time counts for half for us the numbers i gave you today are our students that's all of them so in the state may have a little lower as far as enrollment because they count half time votech has half to vote tech so it's

174actually a half a pupil even though we need the seat that's just the way those numbers are reported um before i get into the report cards i'm going to kind of kick it around i think and i got mr edwards mr montenegro and miss walrus the twu on page 16 that contract sick days that came from a statute i believe in 2011 the state statute for public workers has a cap of 15 000 based on a per diem i believe it's for people obviously after 2011 also but that's when the statue happened that's everybody wants to yeah the 15 000 cap came in at that date so the people that were before that since it would be unfair to them were basically grandfathered in but anything after that has the 15 000 cap and basically

175what happened with that and the reason that the board or the negotiation team had decided to put that together is because we have a high rate of our twu employees who weren't getting anything off of if they saved their sick time and this was a way to give them an incentive to show up at work because if they if there's no reason to save their days then they'll use them you know so we did this so that we would have them at work we wouldn't need the substitutions and as short as it as everything was and we also had it in other contracts with other unions so you so let me clarify then you changed what was in the last contract yes we did so you changed a give back that that the previous but

176they asked for it and we agreed to it yes so the previous school board and the people that negotiated the last contract which was us you all were here four years ago all of you this is my seventh year okay and what was in the last contract oh my god gee i've done four contracts this year i can't remember it off the top of my head we'll have to get back to you because i'm always looking for give backs from the union when you give all the money and i'll tell you what it said in the last contract employees hired after june 30th 2014 will not be paid for unused sick days that was in the previous contract so when we talked about this at the last meeting what changed in in in the contract

177and you gave me all the things that changed that all the things that would change nobody mentioned this okay i was going off the top of my head i forgot about it it wasn't uh i mean we we printed out just out of curiosity and you asked the contract no i had a question the the contract before that one were they getting paid for unused sick time i'm wrong oh well i figured you looked at that i went back and i looked at the last contract i can see what changed and what changed was in that contract employees hired after 2014 weren't getting paid for unused sick time now all of a sudden they are well i understand but that's why i was that's why i was asking you about the prior contract because it

178sounded like the way you read that that before 2014 they were getting paid so that that i'm reading that in the contract i understand don't put words in my mouth i was asking that you either know where you don't that's okay how far back okay well which is what i just said because i know yeah if there's negotiation taxes you don't know if there was a give back two contracts ago but you could talk to that stephanie there was a point in there that people were using all their sickness that's what i just said they were using all their sick days when there wasn't any cost enough so that was money there's a cost in the what you're telling is negotiations in the district we're using the sick days taking sick days you're not going

179to get paid for them right people use sick days yes yes and they can okay the next so so let me i'll get into school report card for for mr um finely and then i'll punt it over a little bit first of all please please please you're getting me nervous tonight why don't you sit down why don't you tell him to shut his mouth he's he keeps please okay so i did say to you today when you asked chronic absences i said i don't know if it's 10 days and you said 10 percent because it did change chronic absences and how we calculated the absences with the virtual now i want to preface this by saying the report guard the data on the report card and i'm looking over there i don't know if it's

1802020 or 2019. the last date on the report card that's posted 2018 2019. i looked at it yeah and it also says and i don't know if they don't compare the number but anyway the the all the data up there is two years old at minimum maybe three i said this a bunch of times and and i get you and i wanna i wanna preface this by saying yes we can and do and need to improve on scores i've said it to you i'm gonna say it here we need to improve um on our test scores in in a bunch of areas however you know whatever paradigm you look at when you look at test scores before covitt and i'm not using covent i'm just talking about the data you could throw it out the

181window because we won't get new baseline data for the students that we just took in march until the end of the summer and that's sats psat but yes the data from that data that you're looking at we can and should do better in a mere advance but i want them to address the absences because the where those absences come from and someone that was virtual that many times especially in the middle school we called it brick and click the ones that were virtual weren't counted in there and that's why i think on the website and i know you told me this but i think on the website there's an actual disclaimer from the state on what it does but i i'm gonna punt over to my experts over there so um so i want dr

182anderson if you can maybe just talk a little bit about test scores first i want you to talk a little bit about test scores um because i know we could do better there we're going to have a new baseline this year and then i want mrs mcnamara to maybe touch on absences specifically we're in our brick and click where someone maybe was virtual and they weren't uh marked and what the disclaimer i think on the website says so yeah so the tests that you mentioned the um the ap tests the psats the sats we're really excited my team to work with our new student services supervisors because some of the time we we don't capture enough of our student data because sometimes kids are economically disadvantaged so they're they're not taking tests multiple times they're

183taking it maybe one time and we know that from sat test results kids take the test and then they do better the second time we some kids are prohibited from taking the ap exam because it's a cost so we want to explore funding solutions to see how we can support our students so that more of them take ap classes and also take the sit for the exam because that's really important to us in talking to my high school principals they have established that as goals to increase ap enrollment and have their students take the test and that requires a lot of coordinated efforts and without a director of student services which most districts have i mean i don't i don't know many districts that don't sometimes um those connections those thoughts aren't connected and i

184really see us working really closely my team with those student services uh supervisors so i'm i'm thrilled by that collaboration we already have a meeting on the books for july 13th what i can say is yes the date is from the 2018-19 school year so we don't know how our students will do we believe we prepared them the best that we have could have for njsla which occurred in may uh my team has worked really hard to collect other data sources and we know and as you have pointed out at other times that math is an area of concern and so we are doing a new math adoption at the middle school level and at the high school level to support that we did one last year with iready so we so it's not lost

185on us we do track the data really very carefully and we are offering some uh summer programs that we hope will help support our students and accelerate learning because last year's data really was skewed by us being in a brick-and-click model and in a hybrid model almost the whole year i mean until at march so those are some variables and the data does the disclaimer on the website does say that it shouldn't be used to compare to previous years or between schools and one of the data points that impacts i believe our attendance data is that we have a preschool program where that data is collected in fact 43 percent of our pre-k students are chronically absent and that makes sense because parents at that age it's not a required programming so they keep their

186kids home when uh they're sick or they retired or things like that so i think that that skews our attendance data a little bit none of the numbers that i gave you for absence have anything to do with pre-k they don't publish the pre-k numbers thank you it's honored thank you please the disclaimer that the state department put out has to do with the pandemic and the fact that each school district was given the ability to determine how they were going to count attendance when they were in a virtual model we happened to go into a brick and click model where students were in attendance in person in the actual school itself two days a week and then they were virtual two days a week and then everyone was virtual one day a week and

187we all know that progressed uh throughout the school year in order for us to maintain the ability to truly track students and where they were if a child was supposed to be in school on a brick day but showed up in a virtual classroom we marked them absent so we could then get our counselors to follow up and find out why that student didn't make it to school on the day they were supposed to be in a brick environment how we could better help those parents get the child to school into the brick environment on their brick day and make sure that we were providing whatever interventions were necessary so yes our absenteeism during the pandemic was not great we also had a good number of students who wound up with covid so there was

188absenteeism there as well and i have to agree with dr anderson when you're talking about a kindergarten student not a preschool student but a kindergarten student their immune systems are not as great as some of your older students so they do tend to be out more often with illnesses there's lots of things that contribute to it and i think that the state department is absolutely correct in saying we cannot compare district to district in terms of attendance when we were in the midst of a pandemic and i didn't do that and i told you they didn't do that but but i'm hearing kindergarten i'm hearing that okay mr female these problems were mr nelly we answered mr finnelli we answered your question and you know i will even go one further and then i'm going

189to ask you to sit down because i'm going to see if anybody else wants to speak is i did look at this and if you looked at the number of absences were much higher in our disadvantaged students throughout the district as well as our special ed students and considering it was coveted there were a lot of special ed students that were out and not coming in and if it was brick and click and they were supposed to well that explains what the absenteeism is but i also know and excuse me i am speaking i also know that having a high school student that was scheduled to go one day and not the other when they found out that their friends weren't on the same schedule as them they preferred to stay home and since they

190still could get credit for their classes there were a lot of us parents that either allowed it or were having such a difficult time because i would get phone calls from parents going please make it that they have to go to school because i can't get my child to school they want to be laying in bed doing the virtual classes so we've answered your questions i know that even before covid there was concern about attendance because you and i i have had this conversation so and he recognizes that we all do point taken appreciate your time thank you so much for your comments any other public comments yes good ally i do want to talk about data just for a second i know you're going to say but i said this a couple months ago

191and i think it's worth saying to everybody when you look at data and i know mr fennelly brings up a lot of data and i think it's it's relative and it comes from the forecast but data is only good data when it's comparative and i need to use this example because i'd love to see the you know chronic absentee of light districts is state average which aren't there so we could say hey you're right we are a little above i used this example a couple months ago i said if i said to you brick township high school football lost last night 21-7 i think mr you would say well they lost and if i said to you they only lost 21-7 to the new york giants what would you say that's pretty damn good it's

192relative data is relative to just look and say that's a chronic absentee and i do what you do is you bring it to our attention we gotta delve further we have to look in and that's important and i do thank you for that but there's no comparative data and the state says that on there for that reason this is not to be used for comparative data purposes it's easier to compare and say like district state average like when you say and i've said this and you're right here we need to do better in our test scores because we're below the state average so you give a relative comparative example that's what's important when you look at statistics it's very important for us and all of us so we can all digest it as a community

193and work on it anyway allie thank you hi allison say your name ally kennedy um i just wanted to commend mrs miss t which i won't try and say her name miss t mr gronsky mr carr their team over at vets middle school my son attended the 8th grade dance on friday night of last week he had an amazing time he said quote it was the best night of his life so for a 14 year old boy to get that reaction out of him that was pretty awesome i was super impressed with their pickup process uh the paperwork said you know parent every parent has to come in and sign out their student and i'm thinking oh my god we are going to be online forever it moved super fast it was crazy organized so

195evening i'll try to be quick i just want to thank our student representatives i know they left but it has been a joy to watch them throughout the school year just um beca you know develop into themselves and you know into wonderful humans it's been great to watch their leadership also miss hanson i wanted to thank you um for everything that you have done for this district you definitely have left your stamp here your mark here and a legacy and we thank you for your service here and wish you all the best in your future so thank you to our community um thank you for coming out i know it was a long meeting i just want to say that as a board all parents should advocate and speak up for their child that is

196your right and that is what you should do that is what i do as a parent and what everyone should do so thank you for coming out and speaking on behalf of your child but as a board of a public school we represent all of the children so while we understand and hear your perspectives and your views and advocating for your child we thank you for that but as board members we stand here to represent all the children of the bric public schools so if you could keep that in mind that we honor your right as families and your religion and what you want to do in your house that is you have that right however we have to represent all of our children so thank you for coming out and have a good evening

198your happiness thank you to all of our teachers staff and admin for a great school year and enjoy your summer break thank you thank you daisy victoria hi i'm victoria piccoll and i'm a school board member i would like everybody to know what people don't usually find out until they are a school board member and that is that of all the elected officials in the state of new jersey the only elected officials required to attend mandatory training and continuing [Music] education are school board officials as such i attend the new jersey school board association trainings and in the month of may i attended three i attended a county board meeting i can attended a delegate assembly and most gratefully i attended the new jersey school board association equity conference on may 20th it was from

19910 until three in the afternoon where i had the opportunity to hear presentations on the importance of board leadership to bring all students a sense of belonging in school this occurs when board leaders concentrate on dei for our schools dei stands for diversity equity and inclusion my take away from this conference is how important the difference is between equality which tends to be a one-size-fits-all approach to curriculum as opposed to equity in education ensuring all children are represented and their individual needs are being met having said that i'm extremely proud that the brick board of education approved the and will now offer the life skills and function and functional academic curriculum to prevent promote independent living for our special education students and i would personally like to take this opportunity to thank christian hansen for

200writing the path of special education here in brick and providing those opportunities that will help our students grow and be met where they are where we can concentrate on their strengths thank you very much mrs hanson thank you miss mccalla mr blandina continue first of all i want to congratulate the new hires and uh wish the retirees uh best of luck in their future endeavors i want to compliment ms hanson for what she's done for this district i've been here about a year and a half now and i've seen what she changed around and made better for the students and she truly cares for uh so i want to compliment her i wish her best of luck in our new uh endeavor i think we got to hear one more month but uh i wanted

201to announce graduating classes of our high schools brick township high school and great memorial high school next week so i have a great summer and uh to their best wishes in their future endeavors thank you mike missy i actually have a couple of things to say tonight um i was gonna wait till next month mrs hansen but since everybody else is congratulating you and saying goodbye uh we will miss you deeply you've done so much for our district and we appreciate all of your hard work and dedication and wish you the best of luck in the future i also wanted to congratulate the class of 2022. miss van nosdale was here unfortunately she left i wanted to personally thank her for helping my son across the finish line it was a long four years and

202june 22nd cannot come soon enough in the parker house and miss van ossio was instrumental in helping that so i just wanted to give her a quick shout out and lastly um i just wanted to say that um i want to publicly celebrate our entire student body that includes all of our students all of the different ethnicities uh identities gender identities sexualities that's what makes brick brick not everybody is the same and that's okay and for any student that it's bedtime but if any student is watching this meeting i just want you all to know that you are accepted that you're loved and that every single one of you matters and um just as a side note i've been in multiple elementary schools and the line for the regular bathroom is always longer than the

203line for the nurse's bathroom so thank you and have a good night thanks missy um nicole how do you follow up to all of that they've literally covered everything we could have spoken about next month i'll start with you okay i want to go first next month no seriously echoing everything everybody said this is my favorite time of year this is the award ceremonies this is the performances this is the graduation this is all the happy stuff it's the culmination of the entire school year and the normal school year whatever the new normal is going to be was so wonderful it was wonderful seeing band concerts and chorus concerts even though my child cannot carry a tune the happy faces that they were just singing and dancing and jamming out up there this is my

204favorite time of the year so i want to celebrate that i'm not going to say anything to miss hanson because i'm going to save that for next month but i will put my little saga on that one you know my children are both in the special education world in the district and you know we had a rocky start before miss hanson did arrive and being also a part of special ed committee the amount of wonderful things she's doing for the kids in the district for the special education programs and what she's able to bring to the table for them and a normalcy and a sense of inclusion because i have never seen so much inclusive environment with our child our children you know miss walrup and i can both attest to that but i i

205mean to tell you and i i'll cry if i talk more about that but i have to thank you for that because you know watching some other districts and watching how their programs perform and seeing what our kids do and what you gave them the ability to do is so wonderful to say i will make you cry next week so don't worry i'm working on that speech but thank you guys also for coming out tonight you don't understand how much your voices are heard and how we do listen and how we bring that back into our conversation so we do appreciate you coming out so everybody have a nice summer and good night thank you nicole uh i just wanted to congratulate all our graduates um i'm looking forward to graduations which start next week

206um and all of our promotions our eighth grade promotions our fifth grade premise i know we had a kindergarten promotion and preschool promotion and it was just it had to be vet's elementary it had to be yes i really enjoyed all the pictures that have been going up with the different senior days and eighth grade and the and the field days and and all that going on so it's been a lot of fun um i want to thank you all for coming out um we hear you i just i ask and i know it's hard that not just you but the rest of the district you know give us a minute trust us we're going to try to do truly what's right for everybody but i think what's most important is we want to ensure

207that whatever we do in anything that we do is age appropriate and it takes into consideration family values beliefs and allows them to opt out it's very clear what it is what is going on but most importantly and i understand the majority of the concern here is for the elementary schools and making sure that that in particular is age-appropriate and i have i had a wonderful conversation with dr anderson right before the board meeting and i left feeling very confident that this team is is going to make the district happy next month hopefully we can get this done next month we gotta talk about that um but uh no she thinks we can get it done next month she said it was you um we got it i think we're gonna have to change the

208meeting because i will be in italy i had my parents had bought me a birthday present and coveted hit so we're leaving for a delay at the end of this month so i would not be here for the july 14th and if we were gonna roll that out i would really like to be here for that um so i'm going to give you some dates that are coming up this next week june 21st the middle school eighth grade promotion veterans memorial middle school at four o'clock in lake riviera middle school at six june 22 will be the high school graduation brick memorial high school at 3 30 brick township high school at 6. june 22nd is the last day of school as of right now july 14th is our regular meeting 7 p.m here um
