002a very important crowd right now so thank you first up we have our ACP recognition and um just something really special about this program I actually went through the ACP program I always like to bring that up because um however many years later 15 years later here here I am but that program is special because we allow um our Educators from other subject areas you might have graduated with a different type of degree as I did political science and you go through this wonderful course that Miss Terry Beckham is is a part of to learn how to be a teacher and I'll tell you it's more rigorous than I think going through college is because by the time you're finished with this course I mean you've learned just about everything there is so I'll allow
003Miss Terry Beckham our PD specialist and pdcp coordinator to come up and tell you a little bit more about it and then introduce us to some very special individuals tonight miss Beckham good evening thank you school board members Dr Moore and cabinet for allowing me the opportunity tonight to speak and recognize a very very special group of hard-working teachers who have completed the sdirc professional development certification program lovingly known as ACP about 10 of our population here in Indian River is comprised of professionals who have a bachelor's degree or higher in a field other than education when they wanted when they realized they want to be part of our Noble profession they apply to the Florida Department of Education to receive their statement of Eligibility which is a very specific letter outlining every piece of
004coursework and testing that needs to be done to earn certification general knowledge tests at least one subject area tests professional Educators tests Esau coursework reading endorsement coursework Reflections recording yourself teaching mental logs and courses about classroom practices classroom management assessments ethics supporting our diverse Learners and learning theories are just a few of the topics that these teachers learn about during their program this amount to about 800 or more hours of coursework and they do this all while teaching they do this all while teaching a full work week with students in front of them each and every day currently we have about 55 teachers who are enrolled in our alternative certification program it is thriving beautifully and these Educators have up to five years to go ahead and complete all of their requirements the following teachers
005when I call you up I'd like for you to stand in front and you'll get your certificate and a picture but I would like to recommend these guys as our ACP graduates for the 2022-2023 school year I couldn't be any prouder to work along such amazing educators Sandra Lupe David pusher Lionel Elaine Robert Harris Carolina Davila and Brittany Reed we also have some teachers who could not be with us today as they are enjoying the world around us in their summer vacation um as far as Greece actually some of them are so the following teachers are not here today but I would like to recognize them Gary cook Rudy Bell Courtney depietro Ashton Capen Tabitha Newcomb Derek cave Jeffrey Brackett Tara Powell and Jennifer White [Applause] get all Mama Bear on them [Applause] right there
006and smile like you're actually thank you congratulations congratulations [Applause] so it is the season for retirement and that brings us so much joy but at the same time it is sad to see so many people go not too many but quite a few people who have made such a giant impact on our district over the years our Union recently had a retirement celebration at the river house for our retirees and on June 2nd we were able to recognize our retirees at a nice plate of dinner at Captain Hiram's in the Tiffany room we hope that all of your celebrations have been very special we were able to get a couple to come in tonight because the rest are you know traveling the world or already doing something super exciting this summer but we are very
007happy to say that we have Miss Kathleen Rich from Finance with us if you please come up come on up and Miss Susan Del tufo from Beachland Elementary and I believe that is all we have Mr Carver did not was not able to make it so let's give these ladies a giant round [Applause] and Kathy's still working away in finance and Miss deltufo she just couldn't leave us she had to come back in and do summer school as a principal so thank you for for giving us a little bit more time with you all right next up we have our casual for a cause presentation for those of you who are not familiar with casual for a cause each month we choose an organization that's on our yearly casual for a cause calendar and our
008students teachers and staff members in exchange for a donation they get to dress dress down that day out of uniform and last month we recognized the Mental Health Association and I'm proud to say that our students teachers and staff members I did this for a reason because it's always very bulky raised 1723.58 for the Mental Health Association and we would like to present that tonight to Dr Phil Cromer the CEO come on up Homer that check is for you and I also have real money for you as well would you like to say a few words about the mental health yeah well first of all wow I mean I had no idea it would be that much um so that's nice um I think probably about 500 of those dollars are mine personally for all
009my boys so I appreciate the casual for a cause initiative I just want to say thanks we really do appreciate it over the last few years we've seen a real rise in the need for Psychological Services for our kids so this money is going to go to a very important cause um and I'm just so thankful to all of you and thank you for having me and choosing the Mental Health Association for this initiative in May thank you oh great yeah thank you very much [Applause] the mental health association's not here all right last but certainly not least we have a video we've been hanging on to for a few weeks for you it is about our grant that was received at Gifford Middle School from FPL they received a fifty thousand dollar stem classroom
010makeover Grant from FPL to update technology to a 21st Century Learning environment Advanced curriculum and increase exposure of students to stem this grant is intended to provide transformational learning opportunities to students in a classroom setting funds will be used to address infrastructure technology or resources to advance stem curriculum and increase exposure super excited to have fbl here today presenting us with fifty thousand dollars for our Innovation workspace it is a tremendous opportunity for our students and our staff here at Gifford Middle School with this grant it's going to allow us to extend beyond what we were able to do this year so we are a part of a sea perch robotics program through Embry Riddle we're going to be purchasing eight 3D printers which are going to allow our students to do rapid prototyping using
011the principles of design to ensure that they have the best possible Advantage at competing at a state if not National level with the Embry-Riddle sea perch underwater robotics program having this opportunity to expose my students to Cutting Edge Technologies Cutting Edge processes and procedures that are out there in industry is phenomenal it's a great opportunity and I can't thank FPL enough at FPL we partner with our schools and teachers because quality education fuels Florida's growth and economic opportunities our classroom makeover Grant Awards five schools a fifty thousand dollar Grant each this grant provides an opportunity for eligible schools to update technology and resources in a classroom to a 21st Century Learning environment these grants not only create a new way of teaching but also help your students be exposed to new technologies and Gifford Middle

019burdened you with rewriting a policy that truly didn't need rewriting I only wish that all board members had been able to join you in that work two years ago I retired after a 50-year career working with students and colleagues to advance learning during that career I also worked with Board of Education members in order to support student learning they were obstacles but we worked with each other to support our students from my perspective being a truly responsible score School Board member here in Florida one who knows educators are not indoctrinating students and who still believes that public education has been and must continue to be a pillar of our democracy has become an almost impossible task most seek the position to do best for students and our communities the same reason dedicated individuals enter our
020profession but the extremists in Tallahassee are making life next to impossible for educators as well taking a real toll on the trust and connection so important to our profession the extremists are pushing harmful policies that hurt students freedom to learn from don't say gay to book bands voucher schemes and the whitewashing of our history they're using every trick in the book to divide our communities and weaken public education all to advance a radical and truly Un-American agenda as one culture War operative expressed in his speech you really need to operate from a premise of universal Public School distrust and talked about being ruthless and brutal I am concerned with the direction that public education in Florida has taken I sincerely hope all of you are concerned as well all Floridians must be ready to stand
021up to the zealots whose real agenda is to privatize education and dismantle this important pillar that public education has always been in our country we don't need to be ruthless and brutal we need to be determined calling out the vocal minority and the extremist schemes thank you sir Jennifer Pippin and then Thomas Kenny good evening my name is Jennifer Pippen and I'm the chairman for moms for Liberty Indian River Florida and I first want to say thank you to the school district of Indian River District staff that has been dealing with the curriculum and the library books over the past couple of months and a year since Mr Meyer took over starting in October 21 it's no secret or surprise we started looking into library books in our County I wanted to give the most
022current update now that the weeding process is almost over in our County so um we have 35 000 items that children have access to in the school district in its entirety we challenge to date 252 library books 11 were permanently removed prior to the weeding process before the 2022-2023 laws four books were lost and 41 books have been permanently removed from January of 2023 to current for um being pornographic sexually explicit critical race Theory and or not being read by children for five years or damaged per the doe training so 52 books permanently have been removed in total and once we verify the remaining books on our list have been checked out by children in the past five years they're still going through some of the weeding process we will continue to challenge those books
023we've spent almost 20 hours this month alone cross-referencing from folet to Insignia the new library program and seeing what books are still on the Insignia program to see if we do need to challenge them because if not then they've been weeded and been removed also I would like to bring to your attention I haven't heard it talked about at all but the new legislative laws there's new there's 18 new education laws that have been signed again went through the house went through the Senate signed by Governor DeSantis and I haven't heard anybody talking about it so I hope that the school district is implementing that for the July 1st date as long and as well as having a book list go going to the Department of Education of all the books that have been permanently
024removed in our district so other districts can see those book lists and the media center Specialists can you know cross-reference their book lists and you know make sure that hopefully in starting this new school year we'll be in compliance across the state for these books that have been challenged for the past couple of years a couple of the bills that I think are very important to this school district our Senate Bill 598 Senate Bill 272 and also the biggest one again for this district is House Bill 1469 and that pertains to defining sex if and when pronouns are able to be used in the district and a lot of Library protocols so I just wanted to make sure that that was mentioned thank you have a great day thank you Miss Pippin Thomas Kenny and

026okay hello can you hear us hello can you hear us can you hear me yes oh it's not me all right Mr Kenny you can begin again thank you so what you have here is a handout and I want to commend Dr Moore for doing this data it's very comprehensive it's awesome I was watching the work group committee the long six hour meeting you guys had on key performance indices and uh this has to do with the extracurricular stuff because I'm very confused that they would even be asking you to uh do this by school because the agreement in the joint plant here says that the school district will continue to operate under the requirements of the 67 order which requirements were not changed by the 94 or with respect to extracurricular activities which mandates
027that no students shall be segregated or discriminated against on account of race or color any service activity program including Athletics or other extracurricular activity and all such programs conducted by the school district shall be conducted without regard to race or color and the discussion turned to what is the participation and it's very easy to find you just go on there and the first page here is the overall participation uh by Race So 28 of whites 30 of blacks 22 of Hispanic 25 of other Asian 34 and there's a little confusion that 34 percent of of the participants were Asian no it's 34 percent of Asians and at that point in time there was this thing a talk going back and forth between Asians and black students and it was a really weird conversation and the
028NAACP person said that 98 of black kids would probably be in football basketball and track and field but this data shows that's not true and that Asians wouldn't participate in sports well if you turn to page two you'll see your sports now I just did this really quick I ran down and grabbed all the sports I could see on there and I put them in and if you look black students are participating the most in sports 10.9 white 10.7 asian 9.6 well that's cool and then other at 9.5 Hispanic 6.7 a real good bell curve for the district awesome good work guys but hey I thought 98 of the black kids are going to be participating in three Sports not true if you look at the academic on the next page granted Asians 13.3 now
029I don't know if all these are academic clubs I did this pretty Diagon quickly just to get a feel for the conversation you guys are having while I was watching it other 10.6 black 10.1 third by only a half point it's amazing good stuff once again a very great bell curve participating higher in academic activity than their white counterparts at 8.5 I bring this to your attention because there's this thing about Equity or equality equality opportunity for all or equity and Equity means this it was written by a public administration guy named Frederickson Equity is an administered political economy which Shares are adjusted so that citizens are made equal thank you Mr Kenny that's communism thank you Mr Kinney Marshawn green followed by Michael Marsh hmm good evening good evening when Dr Moore came to
030our district we were excited to have a superintendent from a diverse District we thought he would ensure that all students teachers and administrators receive the support they needed instead what we got was a superintendent who accelerated the culture of racial discrimination Dr Moore is moving Ms fernet from Dodgertown he will tell you he is doing what is best by kids however was it Best Buy kids not to support her during her tenure was it best by kids with his administration undermined her ability to manage her staff degraded her in front of her staff Place administration at her school that they knew would bring conflict and also spread rumors to her staff that she was retiring and now has structured her new position to remain in a hostile work environment and yes there are witnesses willing
031to speak under oath to what I've stated the pattern we are seeing during Dr Moore's tenure is that black principals are demoted and removed after not being supported while their white counterparts receive support in their schools and if still not successful a shining new director position that District as Cindy Emerson asked Beth hofa ask Ann beaver As Kim Garcia none of their schools had significant performances justifying a district promotion as a matter of fact three all the four schools had behavior issues Personnel issues for academic achievement and one of the principals had numerous complaints yet these are the principles that Dr Moore promoted to evaluate schools and criticize other principles was that Best Buy kids after a black principle is targeted he replaces them with another black same gender Principle as if that would undermine
032a discrimination complaint we have seen this with Sebastian River High School we also saw Eddie Robinson resign after being targeted and not receiving the support the words Equity diversity and inclusion have gotten Dr more in trouble with moms for Liberty but if they would just look at his actions they would be quite pleased with him Dr Moore has not supported Equity diversity and inclusion he has promoted those who look like him those who agree with him those who are willing to push his agenda these promotions do not include diversity they are not equitable people he doesn't even post a promotion the positions for employees to apply they're not based on qualifications at all instead he handpicks his Mean Girls led by Kelly baseura and his hit squad then they carry out his orders and he
033gets to play oblivious to the terror occurring in our schools board where are your checks and balances I am here today to put you all on notice that Indian River County sees it the black community sees it black parents see it and District employee sees it uboly continued disparate treatment with 15 1500 plus Witnesses and you think they won't give statements and while you're afraid of mons for Liberty and state law you all have a federal court order that is over your heads and you're not complying with and you don't care at all funny you have no idea that federal law supersedes state law but you will soon learn just know when you touch Miss Burnett in our beloved Dodger town you sounded the alarm books are the least of your worries thank you Miss

035children and I listened to a presentation from the experts of Safety and Security and had to hear that Ford was not involved or invited but my question is was the board ever prevented and the answer is absolutely positively not once again leave it up to the experts there's no time that we can wait whether it's zero eyes or anything else oh but artificial intelligence is so bad give me a break our safety engine security there is no waiting no of Dr Robertson a moment of silence for an amazing principle that should still be at Oslo though I support a lot that takes place at this District I will make certain also middle school will be fixed I promise that now let's talk about Robert's Rules of Order because apparently the school board attorney can't do
036that we need to spend 750 now I will do a public records request right now through Dr posca and I want to know if there's been any communication with Miss Rosario or anyone involving this particular position but thank you to Dr posca and Mr Barefoot for saving us 250 dollars that is just in my thought process board now let me make this clear I will not stop shall not stop and can't stop I think P Diddy say best can't stop won't stop this is my god-giving right to get up here and speak during citizen comment it will never be infringed upon through the chair you're more than welcome to weaponize the school board attorney for a second time and send me a letter send me any letter you want and I will respond to it

039pulls it for action it's most likely going to pass 5-0 um the other thing that I was going to mention I was going to ask Dr Moore to clarify a question about folet going to Insignia what is that about we haven't had any discussion about that at all through the chair um fallette no longer has the ability across the the state to meet the state's requirements in terms of filtering information and Reporting information so the new program which comes under the the threshold of of my area allows us to switch that management system it's much more comprehensive and allows us to be in compliance with the the requirements of state law within the state so we are bringing a presentation to the board and our next workshop on how to manipulate it how to use
040it how to filter through it but I would be doing a disservice to our community and our board if we maintained a program that didn't have the flexibility uh to do what needed to be needs to be done in terms of classroom libraries so a big piece of the issue is we are we have to be able to account for all of the books or libraries regardless of where they are Fallout was not going to allow us to be able to do that so back in the fall of 2021 when I brought that item uh for you to investigate folet to make sure that we that full let was actually able to do exactly what you're saying that they're not able to do you came back to us and said that we didn't need to
041change volupt because they it wasn't a full let issue at that time that was the correct answer but now that you have to maintain libraries and classrooms um so some things change so the answer was correct then now and this answer that I just gave is also correct yeah so I I wish we would have been able to um get a head start on that uh back then because what I was told is that folette was the only one or the only option for us but I'm glad to see that there's another option a question in that process because we weren't we haven't had any discussion about this um although you know so this is the first time that I'm hearing it were there any other programs that were researched before settling on Insignia and
042have we signed on the dotted line with Insignia because the board hasn't voted on that yet through the chair it's under the fifty thousand dollar threshold so know the board I have the authority to do so we did look at a number of different items or programs this was the only one that had the flexibility I think what you'll find across the state this is pretty much is going to be the common use across the state so I I do have a question I do have a concern I mean we can certainly move this to discussion but the question is in the transferring and maybe Miss basurer will be able to answer in the transferring of folet into the new insignia database are we going to lose books that have been challenged in the process
043are we going to lose books and not be able to find books that will be challenged and so if we lose books in that transferring my concern is that a challenge will come back and a response will say well we don't have that book in our system but just because of the transfer from one system to the other which is very possible um the book still might be on the Shelf when in when it's not showing up in the system so that's the part that I'm kind of looking ahead at through the chair uh great question the transfer actually happens electronically and it's already occurred and at this point we're already going in to verify the accuracy of it now obviously with thousands and thousands of books we won't be able to do that for
044every book but we will be spot checking along the way and so far so good so how do you then manage the ones that have already been weeded because there were quite a few that have already been we we've just transferred this system at the end of the school year after the weeding correct it is a direct upload so the information will transfer from one system to the next um and what as books have been classified is a direct transfer so we don't anticipate losing any books or losing any classification of current books okay at the end of this month uh you're you're the superintendent is supposed to submit you Dr Moore is supposed to submit to the Department of Education the report of all of the books you know so far that have been
045removed for whatever reason right the reason gets put on this spreadsheet whether it's been weeded or whether it's been removed because of inappropriate and um content when we have not received that information from you yet before going to the doe when are we going to get an update on that so through this board I mean I'm sorry yep um I think I have those meetings this week so as we're closing out this year we'll be able to turn the page and we'll be able to get all that done within the appropriate amount of time I'm sorry so yes we'll be able to send that to the board where that information isn't due to the board yeah oh of course of course yeah any other discussion on that area all righty our next item on the

054action and so we'll go ahead and take your information your recommendation thank you um obviously the recommendation for is is approval uh including this item is the district uh realignment as discussed today during the workshop this comes in at the overall cost savings to the district of 500 over 500 half a million dollars I'm sorry um and it is an absolute shrinking of the system and we're looking at very strategic positions in our school system ultimately to eliminate some of the bureaucracy some of the red tape so we can maximize funds and get those dollars as close to kids as possible over the course of the Year cabinet myself we are constantly looking at the data and making decisions that are in the absolute best interest of children and including these recommendations are in fact
055what are in the best interests of children as it is clearly documented over to course of the last four years this school system has improved 16 State rankings which is the most of any school system in the State of Florida with one County matching that growth if you look at some of the data that is coming in now um we're looking very very good in comparison to the state so I will quickly maybe not do the entire presentation as I did this this morning but as we were eliminating a Cabinet member we are consolidating some work some of the strategic planning work will take place within the department of the chief of staff that individual will lead all of the Strategic plan work as well as the the procedures and systems that take place behind
056the scenes in order to ensure board members have everything that they need an evaluation of that office there is a a slight modification to do job two job descriptions creating the coordinator of strategic planning support services and this allows us to continue to move at the clip or the rate of speed that we are becoming accustomed to to moving when you look at the department of development engagement that is Miss Emerson's office Miss Emerson will be taking on the role of executive director she'll be bringing a recommendation to this board in the coming uh well very shortly in creating our own District support organization and also streamlining the work of our CTE programs under the leadership of what will be the director of CTE and Technical College aligning those two positions the goal there is
057to ultimately feed our Technical College in order to maximize enrollment and participation we've made a significant commitment investment in the programming at that particular school we need to be extremely strategic in maximizing the opportunities for students to participate in that program and looking at the office of curriculum and instruction um Miss besser will be picking up the the data management team that's Dr McMahon's office Department of accountability and research and also an evaluation of that work a slight modification a new job description in creating a data analysis project manager that is not a new position it's a modified position really looking at the high skill that is needed to create these dashboards one was presented to us tonight this is a dashboard that was created by the individual who is uh going to fill this
058particular position looking at the office of finance and Technology Services um eliminating a a red tape bureaucracy position which was the director of technology and making slight modifications to four job descriptions uh compensating those individuals for their leadership roles and supervision of other adults that's a senior Erp uh senior network analyst senior student Information Services and Senior instructional technology that will help eliminate and ensure that we're moving as as quickly as possible the department of federal programs will also be under the absolute outstanding leadership of Mr Fagan when you look at principal supervision that will be moved under the office of Mr Bass which is office human capital and operations uh very very nice fit as we discussed this morning some some modifications to our nurses increasing uh are modifying their salary because we are
059losing them left and right extending uh one physician our health coordinator services from 10 months to 11 months in order to provide the additional supervision because now we're having those during our extended school year programs modifications of job descriptions for our custodial equipment manager as well as our one of our coordinators simple just modifications to job descriptions and then the office of student affairs and advocacy that's Mr Seymour office he's picking up exceptional student education as well as student services nice coordination or alignment of work there in order to ensure our students have everything that they need to walk into our schools and feel comfortable and safe so they can focus in on the learning that is the item as it's presented okay we need a motion and a second for a discussion on this

075in which the students took first at the beginning of the year in the middle of the year and then at the end of the year and one of the reasons why I questioned the data at our last meeting which I didn't think was appropriate for us at the time to discuss because there was a comparison between this year's fast and last year's FSA scores and there is no comparison between the two tests so it's like it's like comparing apples to oranges the question types are are not comparable the the the entirety of the test is not comparable which is why there were um changes in the testing the other test was a a once a year test this this one now that we have is a it occurs three times a year and it's actually
076um somewhat of a diagnostic so it really can help Drive instruction and when you test a student at the beginning of the year per grade level you're actually testing them you'll see for the most part if it's done correctly that the students are not going to for the most part excel at the beginning of the year because the test is showing test scores I mean test types or question types of what they would study within that grade to come so if they're starting fifth grade their test is going to have questions fifth grade questions that would occur along the um the Continuum of the curriculum for that year and the same thing is true for all of the grades so with this what we see is a real accurate indication of how students began their
077first uh the first time at the beginning of the year last year and where the students ended this year and I have to tell you it is really nice to see I'm very happy to see the growth and if you look at it the like we'll just take Beachland for example which is the first on the list for the ELA fast at the beginning of the year students scored at 38 this is overall not by grade overall students scored at 38 percent and this is three or higher right those who scored at a three or higher and then at the end of the year um they scored at a 68 percent showing 30 percent growth which is fantastic right in at Dodger town we'll talk we were just talking about Dodger Town Dodger town at
078the beginning of the school year in ela English and reading the students scored at 11 at the end of the year they scored at 43 so they made a 32 percent increase um at the Liberty we'll do Liberty magnet school they started at 43 percent shows that their the kids knew quite a bit at the beginning of the year overall and then at the end of the year they ended at 70 so they made a 27 growth increase right growth Pelican Island I believe Pelican was the largest growth increase they started at 16 and they ended at 58 percent of three three and higher so my point in that well let me go to the math before I make my point [Music] um math an example of math which believe it or not there was
079more growth in math than there was in ela that's shocking to me but Rosewood magnet will start we'll go to Rosewood Rosewood magnet started uh with the math fast at the beginning of the year their students overall scored and ended the school year at 77 percent they made a 62 percent increase which I think is fantastic Osceola magnet school started at 17 they ended at 81 percent 60 and that showed a 64 percent growth Treasure Coast Elementary started at nine percent they ended at 79 that's a 69 increase you know growth of that their students showed for the entire Year's learning right and what and I'm I'm mentioning this because this is a perfect opportunity for the superintendent I'm going to charge the superintendent I'm going to challenge the superintendent here we go to use
080this because this is a perfect platform since we do not have a baseline right we do not have a priority prior year data this is kind of like starting a ground zero right you're starting fresh you cannot compare this to the fast we've already requested of the Department of Education a um a waiver for a comparison of one year to the other in data because of the new testing requirements um so I I would just challenge the superintendent to use this data and this information to begin the cohorts right we've talked about cohorts this is a perfect opportunity to take a look at the cohorts starting now and using this by grade level you can start to literally address closing the achievement Gap so if we look at grade the grade specific grades right I'll
081give you an example in Dodgertown Elementary third grade students scored in ela 39 now we're looking at specific grades third grade students start uh um scored at 39 percent but their fifth grade students scored at 58 percent so more Focus needs to be provided in you know this oh we're fourth graders yeah next year they'll be fourth graders right and the focus on Ela would need to be on the third grade more than it would to I mean not saying that the fifth grade wouldn't need it but differently than of course the fifth grade so instead of giving everyone a blanket instruction across the board for all grades now we have an opportunity to really hone in on individual needs of students per class per grade does that Dr Moore I'm going to toss it
082over to you I'm going to toss the ball over to you because I see such an opportunity here for really addressing now now tracking these kids right tracking those that are in the third grade and the fourth and the fifth and really looking at that growth from this year to then next year's fourth grade and we can see that increase in them where they started at the beginning of the year and where they ended and then compare that with next year's fourth graders just an example and that is the the work that we've really have been focusing in on for for the last three years so um I live eat breathe drink data and just this weekend at a restaurant I was having a conversation with the teacher and I was able to speak to
083her about her data in her classroom and Miss Rosario is right we're shifting from a a year in which we're shifting from one standard to a different standard but the reality is you use data to drive instruction and have a deep understanding of the impact that the instruction that a student was exposed to um and the impact that it had on kids and how do you shift or modify the teaching or differentiate the teaching in order to make sure you're you're hitting that student to get them on standards I think when you compare this data just in terms of how we did in comparison to the state you're going to see some very very significant things you're going to see our third grade which is a we are 10 percentage points above the state in
084third grade that's never been um in our history it's a different standard but we can only compare ourselves to the students across the state who took the same assessment so there is same thing in in math as it was just stated the growth is significant in math that's not the same um for when you look at the state across different band levels in math new standard new uh new curriculum the onboarding and support provided to that curriculum was very strategic and very supportive both from the principal assistant principal instructional coach and teacher um area so we're seeing significant growth in terms of the depth in which our teachers and our principals and administrators can focus in and talk about that data and as we move forward next year which is I I believe the point
085Mr Rosario is making we need to talk about the growth of all students from where they were last year to the where they would be next year what's not captured in this data is are your level five students continuing to maintain level five you're level one and level two students uh are they growing to become level level threes we're not capturing all that growth yet but as we move into next year we will hold ourselves accountable to the growth of all students whether they are a level one or whether they are a level five in both Ela and math and use the systems that we've created to evaluate the impact of instruction uh in real time have real open and honest conversations about what we can do to re-teach or modify instruction to ensure each
086and every single day we're continuing to see the numbers that Miss Rosario is expressing today or would we I'm sorry Dr Moore would we be able to answer is yes but would we be able to um select the options in power bi to reflect the information that we're looking for when we're searching for this data moving forward so that it's not the way that it's traditionally been obviously so if you're looking for cohorts or if you're looking for groupings can we so can we ask that the data be created in a way that you can select all third graders across the district and then track all third third graders for whereas now I don't think that we have it set up that way so as we move into next year the answer is is yes
087and it was we did not have it this year but we had it in previous years I think we have a one of the most transparent Dynamic dashboards that is public facing than any other system in the district or in the State of Florida you can go on there and we will give you uh the truth the reality of where we are based on Assessments in which we're taking so yes we'll be able to have that and monitor growth in real time over the course of next year how we want it to look so that when you're looking for this data to compare then next year versus this year you'll be able to pull it up we will be able to pull it up yeah so all of our dashboards are are interactive and and
088they they will create the chart from this is your your target from where you were last year this is to where you you plan on being this year this is where current students currently sit yeah um it was referenced by one of our speakers today it takes a little bit to learn how to navigate but you can self-teach yourself you can teach yourself how to navigate the system and just the amount of learning that anybody can have regarding the progress the system is making through these dashboards is absolutely outstanding but fast is not a upload all of our dashboards when the school year starts okay things I'd like to add before we um have any other board member for this part I think I was in the district office when the scores came in when
089we were putting this information up and and right away people started looking at elementary secondary I went into Dr McMahon's office looking at it in general and this does give us good information Dr Moore when is science supposed to be coming in to be honest with you I was I was hoping we would get it Thursday or Friday of last week and that's why I was holding my presentation since we didn't get last Thursday or Friday I am guessing it will be this Thursday or Friday okay and then I was at the principal AP meeting just because I was in the office at that day and they were talking about data the minute the principals get this information they're looking at it reviewing it looking to see what they can do how did it compare
090with I ready and the Diagnostics so they're completely on it question on the high school scores um and when we disaggregate the data for those students who had to take this test again because they did not pass the FSA will that be pulled out soon I just I want to look at the overall pulling those grades out those students great so through the chair the the state did provide a level of leniency and uh and allowing students to take this fast and created a concurrent score which was level three right uh in order to pass and receive a diploma for this year so given the fact that that was done so late in the year it was a absolute gift for a number of our students I want to say I'm afraid to say and
091I know I want to say it was like 37 students were able to benefit from that don't quote me on that number but allow those students to earn their high school diploma and and the shift that the state made regarding uh concurrent scores was was very very very thankful I know the high school principals were very excited about that and it does give you a good information of about the first test that you take to the last test that you take for language arts in math and you know I think one thing we don't do well in public schools is pet ourselves on the back and we need to Pat ourselves on the back because it's a new test it was taken three times you know there's a lot of pressure out there for students
092teachers and administrators and I'm very very pleased with how the district did look forward to the science course and I know this is a question that is looking at school grades in December or what do we saying here so the state will be looking into that and I feel like I'm talk you you are a former principal so I've um principals are are very eager to make a prediction in terms of what their grade would be they've already made them they have but they're looking at what the scale was last year so 61 or 62 percent of the points wasn't a last year right um that bar May raise to 65 or 67 or it may go to 59 or 58. this state is going to do that regression study to determine what that threshold

094the St Lucie County um uh lobbyist that works with uh Tallahassee kind of given overall of everything that happened in Tallahassee this year and it was kind of interesting I wrote down a couple of things that she said the state budget 40 of the state budget 40.38 goes to Health and Human Services and 25.9 goes to education so those are the two biggest chunks out of the budget and this year there were some big changes of course a lot of changes for us but 22 million was put aside for homeless housing grants which is kind of interesting and Broadband um a lot of money put in Broadband for helping families that don't have access to the internet so that's great for our students that have that affordable housing huge amount of money went towards that
095but it's spread across the state so when it gets down to us it's not so huge however there is something called live local which is a rental housing Grant which I'm sure um Miss christopholi is going to be accessing for us the Indian River Lagoon got some money Treasure Coast food bait got some money but that live local act gave us 711 million across the state and so hopefully we'll see some of that to help our teachers um for rentals the other thing that was interesting is House Bill 411 was for local redistricting which means that they're not going to work around current board member seats next time they do redistricting that's in 10 years and then hb1 is we still don't know the total impact from that they're still trying to access what it
096is on just a little side note Okeechobee High School is being rebuilt and they're going to have a grand opening they're going to invite us then uh I went to also the zoning planning meeting and there are Apartments going up around town which is great for us and great for our teachers and that huge apartment complex out on Route 60 is moving along very quickly so we should be able to kind of key into that for helping our teachers with and our staff members for housing also there is a really interesting parcel that was is being developed on US-1 and it's going to be in Wabasso area it's a park with a marine education Center and they're going to allow our students to go in there and learn so that's that's the update that I
097have thank you thank you Mr Ms Rosario um I don't have anything um to report uh with regard to meetings or anything like that but I would like to make and address something that was stated at the last special meeting on May 24th um Mrs Baron Mrs berenborg mentioned made a comment that board members who were not present um essentially don't care about being there in fact the quote was those who care to be here are here and then there was a mention about working being a working parent or not being a working parent I really don't think that any of that was appropriate I want to thank Mr Barefoot for stating that he was going to defend myself and um and Dr posca for not being at the special meeting no one knows how

102the dseg work group on June 3rd I thought we're moving forward and continue to move on that retirement dinner was excellent thank you Miss um thank you Chris I'm sorry and the team there and miss milliman it was a wonderful event um the CTE signing event in Shark Tank Miss um Emerson was absolutely wonderful I mean those kids were just presented so well um again I said I stopped in one day and had the AP principal meeting and they were looking at the scores getting feedback giving each other support Dr Moore was petting them on the back I love the interaction reignite which you met just a week after school ended with your administrators I stayed for the first hour or so and that was wonderful and it's speaking of community there was an event
103at the Jimmy Gray's field Saturday night with Sean Odair he's a former quarterback at Vero Beach High School and played in Miami a free camp for students we had Miami players NFL and they had stations and it was attended by I'd say close to 200 students it was wonderful yeah it's the second year doing that Annie also Dr Moore gave out two scholarships he came late on the scholarship so we did it that night and the winners were both from Sebastian River High School again another student giving back to his community in the manufacturing boot camp I talked a little bit about last week Dory Stone Chamber of Commerce that was a wonderful event some students were walking right into jobs at that time so it was really a good time we don't we don't
104take much of a break Dr Moore we just keep going all right any other board members Mr Rosario um I I do have some questions um planning ahead um Dr Moore we have a lot of open positions um on diversity in Ed alone just that website alone there are 152 open positions for our school district current open positions for our school district on our website we have 120 instructional just instructional alone positions that are listed in front line open positions in Sebastian River High School and 27 in Vero Beach High School 11 in Vero Beach Elementary I mean and the numbers go on right 29 in elementary district-wide it's a lot of open positions going into last year's school year I was pretty confident that we weren't affected by the teacher shortage this year I'm
105pretty worried that you know that shortage is kind of catching up with us so so those numbers are a little misleading because they're as you have moves from one school to the other there may be positions that are absolutely posted twice one teacher goes to this school to the next school so the Physicians being posted um we're actually hiring fewer teachers this year than we did last year um so we're very very confident we have a system in place where I'll get updates on a weekly basis regarding the opening um the open positions the expectation is that we open up fully staffed all instructional teacher classrooms have a teacher in it is it a a challenge absolutely but in in terms of where we were in previous years versus this year um we're we're comfortable
