001e e e good evening everyone welcome to the Joe n idlet Jor Tec and this evening School Board Awards and presentation for the school district of Indian River County I ask out of respect to everyone in the room please silence your electronic devices at this time I'd like to call the meeting to order the time is 5:30 I would like to recognize the superintendent for a series of awards and presentations Dr Moore thank you madam chair we do have three recognitions tonight and I'll turn it over to our public information officer Miss Maddox to present these three items good evening everyone thank you for being here with us tonight we have three important presentations uh to go through our first one is our casual for a cause um presentation and last month we raised money
002for Shining Light Gardens and casual for cause if you're not familiar with what that is each month we have a pre-designated organization that we fundraised for and in exchange for a donation our students and staff members are able to dress down for the day and there's different incentives for them to participate in so Shining Light Gardens um was our casual for a cause Foundation for last month and I believe that we have Greg in the audience here tonight and Joel is Joel here we have Mr Greg okay Greg if you would please come up to the podium we would like to give you a check for $1,973 in 74 cents okay so this is what it looks like well good evening uh shiny light Garden if you don't know anything about us we've been at
003Viro Beach 15 years we grow veggies give them away to soup kitens food banks veterans seniors shins any family that's in need and needs food we also grow flowers fresh clone flowers that go out to hospice house once a week and nursing homes and any other shut in that want them we also have fruit trees um shiny light Garden is 100% volunteer 100% giveaway free of charge everything goes all free of charge every one of our volunteers donates their service and they have a heart for giving and helping this community out and we're proud to be at it and with this generosity we can continue and we thank you [Music] got it I got it down no right here [Applause] give you these real quick this is the real thing that's for you oh that's
004for me our next presentation is the recognition of Steam School designation for the 2324 school year and I'd like to welcome Kristen Brookner science curriculum specialist up for that presentation good evening we are excited tonight to recognize the hard work and accomplishments of two Indian River County Schools storm grve middle and Indian River Academy this is for their work in the 2324 school year these steam schools have continued to integrate exciting science-based steam instruction and opportunities throughout the school year to ensure our Learners continue to grow through real world approaches to learning the IRA space Bears steam lessons revolved around their Aerospace theme and students created hovercrafts pop rockets worked with OOTS and designed parach shoots while at Storm Grove teachers and students Incorporated topics across subject areas while studying stin holes the stone ages
005aquaculture in Florida Moon Monsoon challenges and planting the moon to name a few it's an honor to have the privilege to work with these two schools and teams to present each steam school with a certificate and recognition of your Collective efforts and hard work dedication to being best by students and continued partnership with the local community organizations to further their work this year I'd like to call Storm Grove midddle and andion Academy to come receive your certificate and Kristen's GNA picture thank you thank you all so much for your commitment to our steam designation program and we're excited to see your continued work this year congratulations job way all right why don't let's see why don't we get in the Middle with the um and then you got there we [Applause] go for our final
006presentation tonight we're proud to debut our Patriots Day and 911 Heroes Day video tonight we honor the First Responders the military and every individual who answered the call to serve during one of our nation's darkest moments let us never forget the lessons of that day and let us continue to educate future Generations about the strength that comes from standing [Music] together on September 11th 2024 our district paused to remember the victims and the families impacted by the tragic events of September 11th 2001 on Patriot Day students and Educators joined their communities to pay tribute to those who displayed incredible courage and selflessness during the tragic events of September 11th in honor of Patriot Day schools held ceremonies paused for moments of Silence War or patriotic colors wrote notes to Local Heroes and even participated in

011any discussion all those in favor say I I I I all right anything else okay another challenge got it all right so at this time we have our um Proclamation honoring Dr a Ronald Hudson Dr Moore go ahead I will defer to Dr Jones thank you very much I would like to introduce a very special guest tonight Dr a Ronald Hudson who will be coming to the podium later the school district of inber county is honoring Dr Hudson tonight with a proclamation with the permission of the chair of the county commissioner Susan Adams we are using the proclamation our County Commissioners wrote as a template and we are also joining them in recognizing the last Saturday in June as Dr Hudson day in this County several of us in the district were at the dinner
012to honor Dr Hudson in June and we all thought we needed to do something similar to that in the school district so we started to plan and members of the work group are here tonight would you please stand those who have been working with us please stand I know you're here I just want to thank them for all of their work we started this in June and here we are in September so thank you very much we have some people in our community and School District who will be reading the proclamation allose to Dr Hudson in some Manner and those reading will come forward as we show a short clip that tells us a little bit about this living legend stand correct it just wait till the very end and then you can come forward
013this clip came from ru stanbridge of the Indian River historical society which tells you a very small bit about Dr Hudson and gford High School in this community [Music] in the 1930s um there was a man named Mr Jeff who owned a general store in gford and he donated land for a school for black children because they had nowhere to go to school the building that is now gford Middle School was previously gford high school classroom on this side classroom on that side and a hallway down the middle and our water fountain was an old car TR I think there must have been about 150 175 students in the entire school but it was exciting back then all of the grades were in that one building and it was grades 1 through 12 everybody you
014know was Far Below the poverty line but nobody knew it there were no school buses for us to walk so that help kept our weight down because we walked every place we went we were all taught that we had to be selfreliance but the experiences that I had here was that we were always told we could be whatever we wanted to be if you worked hard enough most of the people the adults at that time uh worked in some form of Agriculture my dad worked all his life in the in the GRS in the Citrus Grove I had eight siblings and my dad never made over $5 a day all his life it played a role in me deciding that there must be something else for me to do other than what my dad had
015been doing all his life I just knew that education was an important part of it I came to gford in 1957 my mom was home economics teacher here at gord's high school working my way up I graduated from gford in [Applause] 1964 through a close knitted family I can say here at Gord High School I remember remember every day starting the day with prayer songs no one in the community thought or knew that we were poor because we were treated like kings and queens at Gord High School I often think of the statement it takes a village and gford had a village that raised their youth and and and their children in the community I remember this community where everybody helped every everybody we left our doors open and no matter whether you came to
016school with peanut butter and jelly or ham sandwich or whatever if someone didn't have something to eat we all shared it I just I cherish and all the years of coming through be high school in first grade through through uh 12th grade matriculating the grounds on this campus and and I and I must say that I had some of the best teachers when our parents uh sent us to school they knew that uh they were sending us to caring people for what we had we took advantage of it and did what we could for it to um make us uh to be very successful Sports meant a great deal it made me a tough guy I I I believe today that if you play if you if you are an athlete and you quit the
017sport well you quitting life they not have a gym we didn't have a gym we've had an outdoor Court we went out cut down pine tree to make the post to hold our basketball backb up we had the first I play on the first football team that this school had our equipment when I played football was two dummies that we tied to some pine trees and that's how we learned how to block but we beat a lot of teams we were always competitive and and we were always Champions and that that was um and that that was The Testament from how we were coached back in the years I was a draft choice of the Chicago Bulls in 1972 coming right out of gford who would have thought that a that a young boy from
018uh from gford would even have an opportunity we had heard that U Jackie Robinson was going to be part of the uh Dodger uh baseball team finally black person is going to be uh on a major baseball team we walked the railroad track over to Dodger town and people were coming in on buses and all over I mean they were just I mean all over I mean this was just amazing for us you didn't see crowds like that those are exciting times for us you know it gave us a little hope uh we were inspired by the fact that hopefully um things are getting better the last graduating class from Gord high school was 1969 and after that time integration um was a part of the community and the students were bust to ver Beach
019High School and other various elementary schools throughout the county one of the precious gifts that was left to gford high school was from the class of 1964 a sundow was planted uh as a graduating gift and this February we would dedicate um that sundow as a historic marker fund the restoration Department of the State of Florida so yes the young people in the community and new residents would know that there was indeed a gford high school John B Whit the principal of Vero Beach High School interviewed me for the 6869 school year and I was hired as the first African-American teacher in vocational home economics at Vero Beach High School and I think that we were one of the first counties in the State of Florida that had a smooth transition into integration when I
020passed by this school and it brings back fond memories of my of my days here at Gord High School uh I was fortunate to teach at gford High School in 1965 Sam Hunter he became my principal he was the principal of uh Gord high school until we integrated and that was in 1969 Sam came with uh some innovative ideas he was quite an in Inspiration involved in not only the gford community but Indian River County in so many different ways we had some very bright students uh where we have doctors lawyers you name it uh those students have done very very well when we at gford high school we had a heart in this community and over the years we have lost the heart of the gift of community one way we are putting the
021Heart by into our community is to open a GF Historic Museum gford Historic Museum will serve as an inspiration um not only from the past but where we can go in the future my hope is that every child that walk through these doors go out into the future and realize that there's unlimit lied potential for them to achieve their dream and Beyond and know that there are no [Applause] [Music] limits and now for the proclamation I'd like to introduce the readers before so the proclamation can flow Ruth stanridge president of the Historical Society of in River County will be reading Joe and Idol at Junior former board member for 20 years 12 years is chair and as Miss barenborg said we're all sitting in the room named after him Peggy poel who worked with Dr
022Hudson at Rosewood Junior High in the high school an employee of the year in our school district last year Jennifer idlet Transportation director former teacher and principal Dr Deborah Taylor long director of extended day former teacher and principal and chair of gyac Dr Eddie Hudson former principal and brother a Ronald Hudson in Dr suit with him niece of Dr a Ronald Hudson and director of HR Bonnie Swanson president of the retired Educators and support staff and former principal and mentee of Dr Hudson and Carol Johnson who worked with Dr Hudson at Rosewood former board chair and served three terms as a board member and worked hard to make sure we have the building we are now seated in so we will now begin with Miss stbridge for the proclamation whereas Dr a Ronald Hudson a
023Longline resident of Indian River County has been instrumental in enriching and enhancing the lives of Indian River County residents and has served as a mentor to scores of people and whereas Dr Hudson is a faithful member of M IR Church where he is an active member of the board of stewards and is involved with the mayale chorus and whereas Dr Hudson honorably served his country as a sergeant in the US Army during the Korean War and whereas as a passionate supporter of his community Dr Hudson served on the board of directors in Indian River Memorial Hospital Indian River Charter government committee Habitat for Humanity board of directors District Board of Trustees at Indian River State College the board of directors of the Gord youth achievement Center and the United success by six committee and whereas
024Dr Hudson obtained nonprofit 501c3 designation for the gford progressive Civic lead gford youth achievement Center and gford High School alumni and Friends Association wrote the Indian River County alternative education plan and sered as director of the job training program for youths in school systems for Indian River Martin and St Lucy counties and whereas Dr Hudson impacted as an education educator has last Legacy as the one the first black principal across the school district of in River County serving as Rosewood Elementary School Douglas Elementary School W baso School ver Beach junior high school and real Beach Senior High School and also serving as assistant superintendent of curriculum and instruction and whereas Dr Hudson is a foundational Pioneer who has greatly enriched our community as his commitment and his contributions to the citizens of the Indian River
025County will continue to have a significant impact for generations to come now therefore be it proclaimed that the school board of Indian River County joins the Indian River County Board of Commissioners in recognizing the last Saturday in June as Dr a Ronald Hudson day adopted this 23rd day of September [Applause] [Music] I'm gonna ask for Dr Hudson Dr Hudson would you like to say a few words wow first of all I would like to just repeat a few words of what a recent TV host repeat it and she does it all of the time and at the end of her show she usually make a comment of this sort she she says thank all of you for coming to see a little person like me so thank all of you for coming tonight to see
026a little person like me I'm overwhelmed uh really I say all the time this is really not my cup of tea but I prayed to the Lord to please let it be uh I would certainly like to express my thanks and appreciation to this board and um to superintendent MO and your great staff and to the committee I am so thankful for you to be so thoughtful and kind and I have a few comments here that I want to just make because they're very meaningful to me I would also like to thank the Indian River County the school district for hiring me some years ago few years ago I was hired at a time when I really needed a job and um I also want the board to know that Indian River County School District
027not only hired me but they gave me multiple opportunities to support and support for professional growth and learning during my career and uh without them providing an opportunity for me to grow professionally um I would not have achieved some of the goals that I had always wanted to achieve I grew up here in Indian rer County and raised my family and Indian River county is very special to me because it has so many special people even though I am overwhelmed with gratitude and humility as I accept this special honor please know this honor is not a recognition of my work but rather a testament to the power of my childhood dreams dedication commitment core values and the unwavering support of an incredible Community like Indian River County I would be highly remissed if I didn't
028express my deepest gratitude and appreciation to my immediate family to my church family to my for former colleagues former students friends and to all of you who are here this evening my journey has been one of perseverance learning and growth I owe so much to people like you and others who have provided support encouragement compassion and the opportunity to succeed and a lot of these folk are behind me in front of me and on this side of me the renowned country music song written by Ronnie milap one of my favorite music artists recorded a song titled what a difference you've made in my life the song in my opinion characterizes so much the impact your support has had on my career and my life I promise you I won't try to sing song but I
029like to read a couple of sentences from the lyrics the song says what a difference you've made in my life you've been my sunshine day and night what a difference you've made in my life what a change you've made in my heart you've replaced all of the broken parts what a difference you made in my life I indeed blessed and thank you and all the citizens in Indian River County for a journey well traveled what a difference you've made in my [Applause] [Music] [Applause] [Music] life and Madam chair and board uh with your your permission before the vote we have five people who would just like to say a few short words and we will begin with Mr Pearson right okay friend and colleague and promisekeepers I am Dave Pearson um I became acquainted with
030Doc in the early planning stages of gyc we wrote the initial mission statement together and what a vision this man had for the children of the gford community he knew what he wanted to accomplish and he had a plan for getting there he was amazed as he shared this dream with others the excitement that he built was something I had never experienced before it seemed impossible but doc made it so achievable if we all just work together and look at GAC now how is that for a visionary let me reflect a moment on our promisekeepers group a group that focuses on bringing blacks and whites together at PK doc sits very quietly he listens intently then about halfway through the meeting doc begins to share the group hangs on every word what Insight what knowledge
031he has of scripture equally important important he knows how to communicate in a personal way that we can all understand and follow it's a blessing to know this man so can his wisdom experience his teaching skills and to call him my friend thank you thank [Music] you next next we have Angelia Perry executive director of GAC good evening I'm I'm Angelia Perry the executive director of the GI for youth achievement Center for over 60 years Dr Hudson has been a passionate advocate for education and a pillar of the GF Community he Champions the importance of education and its transformational impact on students as one of gac's Founders Dr Hudson is a humble man from humble beginnings who doesn't seek recognition his life's work has been educ ation and he embodies what we learned at our
032alma mater bth cookman College enter to learn depart to serve Dr Hudson has planted seeds in this community that will bear fruit and change lives for generations to come so on behalf of the GF youth achievement Center I respectfully request that the school board approve renaming the r Beach High School administrator Suite to the a Ronald Hudson administ rative Suite thank you thank you Angelia our next speaker is Dr Jack McAfee retired educator testing coordinator daa analyst and many other things it was in 19 January 1986 when Dr Hudson began his tenure as the assistant superintendent of instruction for the school district I was on the staff at the time working as a director of program evaluation and student assessment as he worked with the staff in the months to come uh we felt that
033as a group that he was really special and with his leadership we felt that in time we had established an a spree decor it was going to work every day was a delight and those years were very productive in terms of what we were able to accomplish though we were sad to see him retire from the school system he did not retire retire no among other things he went to work with others to develop the gift youth achievement Center there he continued to serve the young people in our community to help them to live and realize their dreams he leaves a legacy that will continue to inspire those who have come to know him we thank him again for his service to our country and to our community and we wish to honor him so
034that his service may be remembered for generations to come thank you our next speaker is Mr Anthony Brown president of the NAACP good evening uh I will not go into uh all that has been said because I'll go to a old black spiritual let the work I've done speak for me but to Dr Hudson from me and to you so you know him Jesus teachings reveal that the one who made himself the most serviceable on to the lowest one through US unassuming laborer for others would prove himself to be great Jesus definition of greatness is that one must possess a humble servant attitude this is an attitude that would serve others rather than be served and lastly I say to you coming from the King James version Matthew 18: 1-5 at the same time came
035the disciples unto Jesus saying who is the greatest in the kingdom of heaven and Jesus called a little child unto him and set him in the midst of them and said verily I say unto you except ye be converted and become a little little children you shall not enter the Kingdom of Heaven whomsoever therefore shall humble himself as a little child the same is greatest in the kingdom of heaven and who so shall receive one such little child is in my name receive with me congratulations thank you Dr Hudson for all you done and being a mentor to [Applause] me and our final speaker speaker Mr Eric Seymour assistant superintendent and former Vero Beach High School principal I was born and raised in Gord Florida and my journey began as assistant principal at Vero Beach
036High School then at Lincoln Park Academy principal of Northport Middle School and Northport Ka principal of Vero Beach High School oo middle then director and now as assistant superintendent none of this would have been possible without a Clear Vision I am especially grateful to the late Mrs Martha Hudson and wife of Dr Eddie Hudson who was my mentor once I became a teacher she often shared the journeys of Dr a ronal huden which was truly inspirational but in inspirational but most of all gave me a vision she challenged me to be mentally strong and to expect that there will be bad days but to stay focused so that the good days will eventually outweigh the bad hearing Dr a ronal Hudson speak many times at Mount Zan am one would not expect that there were
037ever bad days in closing being here today to personally honor Dr Hudson is a highlight of my 33 years in education and as I prepare for my retirement in December Dr a ronal Hudson I hope that I have done well by [Music] you just one thing too before the vote and of course board members may speak Miss Mor would you bring those to miss poel please I'm doing this right now we would also like to honor um a very very special lady tonight Dr Hudson's wife just thank you for being there with him through his [Applause] [Music] journey she must be pretty special Dr Hudson okay Madam cheers okay okay so at this time we have a proclamation would you like to make the motion Dr Jones I'd like to make a motion for the

039sir you would be uh the picture of Legacy for this community and Beyond because it's my understanding that you have not only done work for the community here in Indian River but also St Lucy County so um another thing that comes to mind is you come up to the podium and you speak on how um gracious you are to see the people behind you and to the side of you and in front of you coming to support you and yet you don't point the finger at yourself I don't hear any of you I don't hear you be proud of the work that you have done but with the Legacy that you have left it shows that there is truly humility um within your heart and that doesn't make you little that makes you great so
040I will say so I will say um just as the good word tells us that when you are faithful with little much shall be given so be blessed be honored because you have a a swell of people blessing you for all that you have given to others so congratulations any other board members Mr McDonald yeah uh I'm very impressed by uh the outcropping of of love and affection and Care from uh all who've been in contact with you over all these years and it's very impressive as a man of God to to recognize and to submit yourself humbly to a life of service um is the blessing in itself but the fruits of that are shown here this evening by the many people here who you've touched and many people here who've recognized your sacrificial
041service and those who've been blessed by it not just them but the entire community so the entire Community has benefited greatly by your service and we thank you for it [Applause] Dr Pasa sure uh hearing about all your accomplishments for me as somebody who did not grow up in voo Beach was uh I was somewhat Star Struck with everything that you've gone through over the years and it also helped me do a deep dive on some of the history here which was very interesting and um you know in in hearing all of the stories about your life and and some of your accomplishments um I was I was truly aw struck by everything you've done but I think the the most the thing that really stood out is when I was reading things about people
042commenting about you um it was it was really your character um it was this character of humility and service and um just but what the thing that really struck me was just you're the you're an example for us to follow you're a role model for our community and um I'm honored to have the opportunity to be a part of honoring your life speak again Dr Jones we met in 1981 when I was a teacher at the junior high and you brought me into my first administrative hearing I'm sorry administrative position wait a minute [Music] that was a we won't go there doc um and you brought me into my first ad administrative position as Dean and Vero Beach High School and I learned so very very much from you you know you can write all
043these rules you can write the code of conduct and you can write all the expectations but I believe the best teacher is always modeling what you expect and you did that every day I tried to emulate you um and I carried with you in every position I ever had and there were many many times in some very very tough times as principal basically you know what would Doc Hudson do and so I just speak from my heart that um uh you are a living legend and my life is better by knowing you thank you so my turn Dr Hudson I moved here in the 80s as well and um I was selling artwork as a stay-at-home mom and it was caricatures and someone purchased one of my art pieces and it wasn't I wasn't the
044artist but I did all of the personalization on the art for the person and it was for you and someone asked me to add all of this normally I add five things but I think it was like an hour it took me to add so many wonderful things about you on this art and I thought who is this gentleman who is he and then I found out not only are you a wonderful educator but you have so many people in your family that are wonderful Educators and have brought education to gford and to our community in a light that I think is so welcoming in love and we need so much today and I appreciate all that you have done thank [Applause] you for yes so I know you said this wasn't your your cup
045of tea in in the parking lot um but when you look at this body of work and for someone who's ultimately dedicated his life to having impact and chasing impact and I look at this room that is filled and evaluate the impact that you have had on everybody in this room as well as the entire Community it is absolutely inspiring to continue to do this work uh to continue to ensure that your legacy lives through my actions as superintendent so truly inspiring to hear the stories uh to see The Smiling Faces um for everything that you have done in their lives so thank you so much okay at this time we have an action item that has been moved up to the beginning of the agenda so that we could um speak to this before

049no offense of the room cleared out right before my presentation I I understand it so this is just a quick review of some of the opportunities we've had to engage with our community and to continue to move the work forward in our school system on August 29th we've created a strong relationship and rapport with our face based Community we've now had a series of three meetings um with about 4550 of our faith leaders coming together to make connections and build relationships and provide the the highest levels of access to our community uh our schools serve in support of our community our faith-based community serves and service of our community it is a natural partnership and couldn't be any more excited about the progress that we're seeing with that group uh we were able to celebrate
050uh August 30th that's when before the s is actually even lost um College color day and that's here that's us here at the district office um really strong focus in our principal meeting that was September 3rd really engaging and connecting in them um so proud of the development that we have in place in building world-class instructional leaders for our principles we follow that development for our assistant principles they're very similar in design but specific to the role of principal and assistant principal so they're not absolutely the same they are in fact different very specific to the content area they lead as well as their position whether it be principal or assistant principal on September 6th we had a fun evening celebrating the military appreciation night at Viro Beach Senior High School absolutely outstanding game um
051and even funner to celebrate our military um September 8th was the Grandparent Day um and family caregivers day just an opportunity for us to get our parents back in our schools uh and and make that acknowledgement and build those relationships the best one of the best things that we're doing is in ensuring that we're preserving the Indian River County way of life and one of those things is to pull our community and parents into our schools um we highlighted the video during our presentation of Patriots Day and the 9911 Heroes day just absolutely thrilled with the focus and the attention that our administrators and teachers uh put on these very very important days and celebrate them throughout um the month uh once again we have a number of pictures as you move throughout the different
052ceremonies at the different schools we are committed to investing and ourselves so on September 11th that same day uh we have a quarterly assessment for our district leaders where it's very specific to ensure that we're creating leaders not only at schools But ultimately across the system and really a very focused uh development for them in order to ensure that a we're building teams but one of our key focuses this year is to be iner service so really defining kpis initiatives across the entire system around how we as a school system are in service to our schools and service to our principles and service to our community uh this is a very very fun group some of these students have been with me now for four years this is the superintendent student student advisory Council this
053is six or seven students from each of our secondary schools including IR prep and it's the opportunity to engage with them regarding the policies that we have in place the practices that we are implementing to receive firsthand direct feedback from our students in order to help inform the board of our work moving forward as well as to modify or shift certain practices based on the feedback from our students I can tell you this group of students are absolutely not shy at all they are very intentional and letting them know how they feel and we have some very very great conversations and they're a big reason we're um providing the service that we do Constitution Day which September 17th once again another very focused celebration across the schools across grade levels uh grade level appropriate but
054in our schools and in our classrooms making Shing uh that we're celebrating appropriately uh we've had the opportunity to highlight a a documentary on the impacts of adult who cannot read that was both September and 17th and 18th uh CommunityWide event really to acknowledge why literacy is so important in our community um so was glad to be there Mr Seymour and myself had the opportunity to visit the realtime Crime Scene center as well as look at a a program regarding the bus uh camera view system so we're looking forward to getting that to the board very soon based on some of the proposals that we've seen uh state-of-the-art technology uh coming to our buses very very very soon uh as well as poss speed zones um and partnering with the Sheriff's Office this is the
055extended cabinet meeting this is September 18th this is the cabinet and extended cabinet where we're really looking at our strategic plans from a district perspective making sure that we're aligned uh we're together and we're focused on all the various initiatives that we're rolling out um really making sure everyone's informed and knowing uh what everybody in the system is ultimately doing uh take your dads was just last Friday it was dads and donuts whatever the schools called it they had different themes and theories but once again getting our our dads and parents into the schools which an absolutely outstanding event um and then celebrate freedom week is September 23rd which is today through the 27th so I'm sure I'll be coming back to the mo uh the board highlighting some of that work that's taking place
056over the course of this week and then let's not forget October unique to this board adopted October as parental rights month so we'll be conducting special recognitions over the course of the month as we continue to reinforce an Indian River County we honor the parental rights and we partner with our parents uh to make sure that we're providing world-class education for all students and that is the presentation thank you sir all right at this time we'll have citizen input these are the guidelines for citizen input according to the school board policy 01691 each statement made by a member of the public shall be limited to 3 minutes in dur ation I will be recognizing an order in which the requests were received the time shall start when the speaker is at the podium and the
057public information officer will be the official timekeeper as you see the time clock is visible to your left on the dis you will hear a beep at the end of your 3 minutes each person may speak for up to three minutes at the beginning of business meeting during citizen input as indicated on the order of the business but and for up to 3 minutes to each action agenda item during the action agenda as indicated on the order of business if a consent item is moved to an action item when you come up to the podium you may either speak at that time or defer to speak at the presentation of that action item people may only speak once to about any given item the time period may be extended by the presiding officer and only

060it is clear that the board has taken action to comply with the law regarding instructional materials including library books if you are here to express your opinion regarding HB 1069 on materials in school libraries we would ask that you first visit the staff in the lobby to initiate the challenge process finally the school district supports First Amendment rights of speakers and the rights outlined in HB 1069 regarding Library materials as such some individuals may choose to exercise these rights which may include reading material with language or content that is not appropriate for all audiences knowing this please make a viewing decision that is appropriate for you and your family at this time I'd like to call our first Speaker May asencio and our second on Deck is Susan meel I'd like to thank all of

062happened here last month all of us in this room are different um that we come from different backgrounds have different experiences family lives so it stands to reason that we will have different opinions from each other we may read 10% 25% maybe even 50% of the time or we may never see eye to eye but respect must never be lost let us remember that the true warrior fights not because he hates the ones in front of him but because he loves those behind him that actually about sums up moms for Liberty in a nutshell also I want to thank the board and acknowledge them finally the right thing was done in the US Constitution was put into the hands of our eighth graders it's not a political document it is a historical document and I
063pray that reading it will spark in many an interest and passion to maintain our Republic as it was intended and it is a republic we are not a democracy a democracy is two wolves and a lamb deciding what's for dinner the authors of the Constitution understood this and they penned this most important document to ensure true freedoms for all which is why it is so important that copies of it get spread far and wide my parents saw the value of the foundation of this country that is the Constitution and brought me to the United States from a communist country where we were not allowed the freedoms that we are blessed with here so once again just thank you so much for these two items and the distribution of the US Constitution in particular um so
064I'm very grateful to you all thank you thank you Susan M is next Rosemary Wilson is on Deck an amazing earlier program um totally impressed with it all and it brings home two words unity and Community which are what I want to kind of talk about there's been a lot of talk lately about candidates races elections and the will of the voters and it's interesting one person on this board was elected twice to her position so I would suggest that her being appointed to a committee by the board would be the will of the people I also remember a number of candidates including one who won campaigning on the idea that we all need to get along tone down the rhetoric and get back to business I'm wondering what kind of Shay that it is
065he's playing now he threatens to sue the board or District or somebody over a vote they took long before he was elected and before he has even been seated on the board that's one way to start off on a fair and collegial footing how do the people who voted for his promises now feel another sherad seems to be the joint Unity work group because Unity there's been no April no meeting since April of the group and uh before that let's see well before the August election and M Rosario uh a Hispanic woman and board member seems to be the perfect and natural fit for this it appears that the leaders of the unity group and this candidate don't really want Unity or fairness or to tone down the rhetoric they want to control to do
066what they like and what they say they want to use lawfare ignoring the will of the people and using the group to maintain power and control even if it means spitting in the face of a board member I suggest that's shameful I must add that I'm glad to see that there are a number of community members participating in the science curriculum selection and review process as we found in the past we need oversight and transparency in this process from past experience we know some board members didn't even bother with such things and they left the decisions to others not a good way to govern I think we all appre can you hold one second hold the time not that's not your time I don't think do we need to worry about hold your time are
067we okay Amber Alert okay sorry I'm sorry go ahead I think we all appreciate the sense of community cooperation we find these days and hope it will continue despite that new board member thank you okay Rosemary Wilson is next Barry deem is on deck hi I'm Rosemary Wilson and I'm speaking on agenda item 11a one of the good changes in the amendment proposal of policy 20 2130 is that addresses all IT addresses all students who are currently underachieving in the district it aligns exactly with the superintendent's intention when he stated on September 9th and I paraphrase we use the data to find the students in need and address their struggles the amended proposal says clearly the school board is committed to closing the achievement Gap elsewhere it states the board and all schools in our
068system shall take active measures to maintain high expectations for all students and to eliminate the persistent underachievement in the academic performance of individual student subgroups based on race ethnicity and the economic class active measures shall be defined as those which promote supportive educational environments that are free from discrimination there are simply internal Concepts that have already proven to raise academic achievement among all students again I refer to Dr Mo's presentation showing all subgroups having positive gains with the lowest performing subgroup growing at over double the rate in math and and over three times as fast in math with these types of continued gains by the time unitary status is achieved there would be a need there won't be a need to begin policy 2130 as currently passed because the achievement Gap will have been cured
069there will always be the lower 25% of performers in any school system however our low scores are becoming other District's high scores isn't that how you raise the level of all boates the achieve this achievement is at the heart of Dr Moore and his executive team it is why our school district has received an a two years in a row he remarked during the discussion if I am not doing this work you should fire me the data shows that it is being done and as always there is room for improvement all students are benefiting and the district should implement this policy today to get every kid to reach their potential Mr McDonald's policy keeps the focus where Dr and his team have their focus on putting our kids Education First the committee will meet in
070the sunshine a mere four times a year to monitor progress and make suggestions where warranted Based on data I am sure that if the data keeps returning the gains we have seen across all subgroups those me meetings will be short thank you okay Barry deem is next Margaret Murray is on Deck good evening school board members and superintendent Dr Moore many times as this board and previous board spoke of the great appreciation for support staff here in school in SDC support staff are the workers behind the scenes the unsung heroes to our children they make things happen when no one even knows that there was even a problem day in and day out they are the first to arve on our campuses and the last to leave closing campuses securing them for the night support
071staff are the big Cog in this school system everything moves around shifting adjusting to keep things moving from one episode to another they do this for our children and the future knowing every little bit we give helps our children succeed in life a lot of great things has been happening here in sdirc these past years codos to the board members and Dr Moore for all the great achievements to put sdrc in a spotlight one more alalade put a line item allocation in the budget designated for CWA support staff money allocated for when bargaining a contract there's something there many times we have sit down for negotiations in the past when we get to the pay raises we hear it's not there money comes out of the general budget whatever's left we're asking this Bo this
072board and Dr Moore to put this line item allocation in the budget this will send a clear message to all support staff that s the IRC does care for their employees would be a huge morale boost a good a good tool for retaining a building block for a better future for sdirc and support staff employees a wise woman once said without hope all is lost we have hope that this board and Dr Moore will do the right thing thank you may God bless America hey Margaret Murray is next Heather Askin is on [Music] Deck I'm Margaret Murray Vice chair of the education champ CHS advocates for public education I want to speak first regarding Mr McDonald's proposed revision to board policy 2130 the achievement Gap oversight workg group in addition to changes in name language
073and membership Mr McDonald's proposal initiated initiating the committee now rather than once unitary status is achieved to the chair Mr McDonald's proposal is basically a duplication of the current Court mandated desegregation workg group that has been meeting and making progress the second committee will report to the board but will be simply a redundancy of the current workg group Dr Moore The District staff School personnel and the work group have worked diligently to bring the district into compliance with unitary status as mandated by the court the data proves progress is being made while we know there's work to be done significant inroads have been achieved across various subgroups this progress should be recognized and celebrated to the chair Mr McDonald's claims that a committee needs to ensure all groups are being addressed a curious contention since
074he's removed language of equity and diversity from policy 21 30 the district has incurred significant financial expense related to the desegregation lawsuit over a million dollar to date as taxpayers we urge the board to avoid additional unnecessary expenditures and waste precious time of staff and appointees to the chair Ms Rosario has proposed a resolution extending her appointment to the work group until November 2026 this is outside the process established for board committee appointments which typically occur each November we oppose the resolution and believe the process should be followed to the chair we would support Miss Rosario's selection if the board approves her in November but we find the resolution Troublesome uh to avoid any appearance of politics we oppose passage of this resolution and urge the board to follow the usual committee assigned process the
075job of a true leader is to listen to their employees and constituents you are not listening okay Heather Askin is next Thomas Kenny is on Deck hello my name is Heather Askin and I'm an education champion and together we advocate for public education before I begin I'd like to sincerely thank you all for keeping our students safe for providing metal detectors for encouraging the rule see something say something and thank you to our students faculty and Community for being vigilant it's an example of how we are better when we are united and not divided I'd like to talk about the organization Sandy Hook promise you can visit their website at sandyhookpromise.org it promise it provides age appropriate programs for K through 12 schools their mission is to educate and Empower Youth and adults to prevent
076violence in schools homes and communities their programs teach young people and adults to recognize intervene and get help for individ individuals who may be socially isolated and or at risk of hurting themselves or others I believe that we should continue to be proactive in our mission to violence at schools and elsewhere The Brookings Institute States the majority of School shooters feel marginalized almost half of those who uh perpetrate K through2 shootings report a history of rejection with many experiencing bullying a Clemson University study found that one thing that all Shooters had in common is that they felt excluded and lacked sense of belonging for some insight into what makes a person turn to mass violence I recommend watching the Ted Talk by Aeron Stark titled I almost I was almost a school shooter mattering is
077a general sense of being significant valued and important in our relationships work and life it is the idea that each person wants to feel as if they make a difference are appreciated and would be missed if they weren't around students who feel like they matter that they are important or significant to others are less likely to be isolated ostracized and alone they feel confident that there are people to whom they turn to for support typically we don't bully the people who are significant and important to us Sandy Hook promise offers a one-we program called start with hello teaching empathy and empowering students to end social isolation it's a no cost program teaches students it teaches students to be more socially incl inclusive and connected to each other students are empowered to end social isolation its
078goal is to make sure that no student feels lonely or left out the stress of loneliness can be severe can have severe or mental and emotional consequences this can lead to them hurting themselves or others we can help our community be we can help our community be more inclusive um if you haven't already I'd love to volunteer and help in any way thank you Thomas Kenny is next Jennifer Pippen is onc she's passing something out for you guys thank [Applause] you basically what I she's passing out is what I sent to you already by email I want to speak to uh the talk that came out of the workshop concerning super majority the bylaws the SDC super majority is not defined does not exist the set of agency rules that govern the board on making
079policy has one clearly written standing rule under the bylaws policy 0162 three members of a five member board present at a meeting shall constitute a quorum and no business shall be conducted in the absence of that quum and under policy 167 all motions shall require for adoption a majority vote of those present and voting except as provided by Statute these bylaws or parliamentary Authority so in studying the issue I did reach out to uh Barbara Proctor who had a workshop with you guys on parliamentary Authority I've been to two of her seminars and she wrote me back and she said hey the term super majority generally means more than a majority but is not specific about how much more and you need legal interpretation ation blah blah blah Schoolboard policies are typically standing rules which
080require a majority vote to adopt and to amend unless the governing documents specify something different the governing documents are your bylaws period just so you know currently the way the board operates under its bylaws is that it governs by a quorum being present and a simple majority vote unless otherwise in government documents or policy this school board is Guided by policy 0162 and and there should be 67 as well which is why you have amended bylaws in the past with a majority of a quorum present policy 0162 is as she says here nowhere other than in uh its two policies is the super majority clearly defined bylaws always govern the board specifically when it makes new policy or amends old the only uh the two policies are 9700 and 7250 where it is uh applied
081it says the term super majority vote shall mean one vote more than a simple majority vote of a quorum recognizes 0162 and 0167 so according to your governing documents it would fall under the standing rule of a quorum if super majority is not defined policy 0162 super majority thresholds are always defined for example in the case of overturning a Governor's veto it's 2third of a State Assembly you know the Florida Constitution in the case of the Florida Constitutional Amendment we have a few going on the ballot this fall 60% of the electric vote electorate voting yes the point being super majority could be any number over a majority and is always clearly defined in a constitution or bylaws on specific voting matters the board attorney says you could use a dictionary you guys don't govern

083that we distributed almost 2,000 across the county so all religious homeschool Charter Schools private schools um so our uh chapter's been very busy doing that the past uh past month um and I also wanted to thank the board and Dr Moore for celebrating Freedom week and parental rights month next month that's big for uh moms for liing a lot of these things go unnoticed and it does help students achieve better it does help the communications with parents and the district and the teachers and the staff and everybody um and I know it was mentioned that the science curriculum adoption committee is taking place now that is very important so if anybody wants to volunteer you can do that you do it on your own time you don't have to look through a book you look
084through it online you could do it at home you could do it at work um very very important because a lot of the successes of this school district was when amplify was um provided to the school district and that was done through many organizations and citizens reviewing that and getting it approved through the Department of Education then here um over hmh which is what our district was currently using before that adoption process so it is very important as Citizens and there's many teachers and principles on this committee to get involved if science is something that you are interested in um I also wanted to thank the um sheriff's department and the school district for handling all of these threats and the current sexual assault case um a lot of people that I've talked to are
085not aware of fortify FL um the app that is able to be used by anybody in the district it doesn't have to be a parent it doesn't have to be a student I had a lot of parents reach out to me over the past couple of weeks with all the violence and the threats going on so I think that's something that maybe that the district could push out again um you know now that school is started and maybe they forgot or they didn't download the app it's Anonymous um I think people may be more apt to do the anonymous tip over you know contacting a principal or the district office I think that's very important to keep our children our staff our teachers everybody safe um and again um just the feedback from a lot

092provided to students past and present and I'd like to shift the conversation to our current students uh here and talk about their safety as cell phones uh some of you may have heard recently some experts talk about uh that the last point in t time when a student should have a cell phone is during an emergency during an emergency they should remember what they were taught in school and pay attention to their teachers the loudspeaker system uh anyone else that knows what they're doing and not be distracted by someone on a phone who doesn't know one damn thing about what's going on and most of them have never been a cop or a fireman are fought in battle so they don't have the experience I think the good news and I say this because you've
093all seen the recent poll over 75% of the moms in this country want their kids to have cell phones in school during emergencies the good news is that right now as all of you again know seven state legislators are currently reviewing uh their cell phone policies in their own schools and I think you in in the last month you've seen three major broadcasts on TV and one in the Wall Street Journal about schools and phones and what's going on so maybe finally we're getting some attention uh to matters uh for our students and I would like to suggest in closing here that you consider devoting one meeting here to the pluses and minuses of cell phones and the condition in your own schools so that we can all know where you stand and what your
094plans are uh for the use of cell phones I told you a month ago about the Glorious sto story of my School in Massachusetts and I would tell you afterwards in the parking lot several people came up to me and said thank you very much phones are killing our local schools thank you okay that is our last speaker Dr Moore would you like to address anything most of the comments were items that we're going to be addressing uh in a few short minutes but I did want to say a to to to Barry regarding as we create a budget we are a person first budget and we create budgets in order to invest in those or ultimately do in this work and it is I've said this a number of times publicly yes we're a
095double a school system uh we have 95% a or BS but some of the work that I am the absolute most proud of is the right sizing of our District's budget um and it was in a deplorable space four years ago uh it has been right siiz we have clearly defined priorities and and priority number one are the people that we are in service to so it is a ongoing commitment in terms of we create a budget we start with raises and compensation and move from there because that is our absolute highest expense it was also referenced that we spend millions of dollars on or million of up to a million dollars on our desegregation order that information is true but I think it should be noted uh within two months of me being here
096it I eliminated The Firm that we were using in Chicago um at a astronomical cost an absolute wasted cost in my mind and we have stayed within the retainer um every month with the exception of the months in which we had actually had to go to court um so we put a lot of effort in making sure that we're doing this work and we're not wasting the people's money uh because Barry wants that money so uh it was also referenced in terms of fortify I think Miss Pippen remarked kind of reminding students we go through and we're actually doing it Monday every four or five weeks specifically in our secondary schools remind students regarding uh whether it's fortify whether it's the IDS whether it's the uniform uh whether it's going through the security points it's
097just a I call it a reboot or a reset making sure if if we don't monitor something efficiently and effectively um it will start to slip and I can tell you from our students perspective my my student student council who was here they get the cell phones that um I think this board actually led the way all other districts are suffering through cell phones this year on the Treasure Coast we did this work next year we we just had an update uh through Miss Christa Foley um with teachers and and students the cell phone issue is almost completely been eliminated in comparison to this time last year um and our students who are talking to me really really get it um so we're in a good place there and I think the rest of the
098items will be discussed as we move through the agenda okay board members anyone else no want to address anything I'll just address one thing I noticed an incorrect statement made by Margaret Marie I believe uh that the work group uh and NCAA work group appointment was done in U November of each year that that's incorrect as we all know it's done in has always been done in April as it was this last year and as it presumably would continue to to do we're going to talk about the further when that item comes up this evening but it is incorrect that there is any appointment in November for the work group U which exists okay okay anyone else we're good okay all righty um at this time then we're going to move to our consent agenda

104each of our schools um our our school Improvement plan process is actually one that constitutes about four mini cycles throughout the year I'm very proud of that process I think it's been part of our success throughout the school district um rather than waiting till the end of the year to determine if our action steps are making improvements we assess it about every 10 8 to 10 weeks so that we can make adjustments along the way I'm happy to answer any questions if you you have any no okay Mr roario you brought this item yeah for the same reason I think it's important for us to be able to um address it in action it is not a routine item it is very important that we take a look at our school Improvement plans um as
105they now uh thankfully better align with our strategic plan and um have more uniformity so that all of the schools have pretty much the same kind of information that they're bringing forth even though they are specific to each individual site um so I'm I'm happy to support this today and moving forward uh I'm glad at the progress and I'm very happy to to know that this is not just a oneandone document which is what traditionally was the case um and that this district has looked at this as an ongoing um uh process uh for improvement rather than a this is what we're going to do for the entire year one time and that's it so with that I'm I pulled it for Action okay anyone uh any discussion no um I do want to say

109not the country um and then you know because of unfortunately when his contract was signed he is at the very bottom in the state for compensation um just being a realistic manager of people um if you leave someone like that for too long it it opens up maybe the possibility somebody could find some good talent here in Indian River County and take him away and I I know there's been um some media discussion by local newspapers saying that maybe this board was going to get rid of Dr Moore um maybe you know in the local fake news clearly that's not the case um so I just I wanted to make a motion um I wrote it down because I I mean I don't want to accidentally pay him too much here um but my suggested
110motion would be uh to adjust the base salary of Dr Moore to $239,000 and increase deferred pay by 5% points effective for the 25 or 2425 school year okay um it's a motion up table thank you so would you like to make a motion for that that was your motion okay can I get a second on that can I just get that number first before 239 yeah and 5% defer deferred yeah can I get a second on that motion second okay so we have a first by Dr husa and a second by Mr McDonald any discussion yes okay Mr Rosario so I'm not opposed to talking about um his contract obviously um I think Dr Moore deserves an increase um I'm just concerned about the amount of increase and I understand that um the comparison
111that was given to us was Martin County Martin County right now salary for the superintendent in Martin is 241,000 um what you're recommending 239 is not far off from that and then the additional 5% um deferred compensation for those who don't know would bring Dr Moore up to a 10% deferred compensation that would be 5% that he's receiving now plus another 5% um which is what your uh s what your motion is so 10% deferred is actually um uh um used for additional retirement or deferred annuity um and Martin County is at 7.9% so that would be less than 3% above that um the percentage of increase um at a time when we have how much are we it's it's hard to compare I'm at a I'm at a a hard place because it's how
112much do you offer without um without insulting the hardworking people in our community without insulting the hardworking people in our district we had a CWA rep come up and talk about you know their needs um I know that we have uh people in our district who are struggling and and that's not to compare one salary with another but it's hard not to you know it's really really hard not to um even at 225,000 if it were at 225,000 instead of 239 that's a 15% increase if you look at the difference if we had an elected superintendent in Indian River County the elected superintendent in Indian River County an increase from one year to the other from 22 to 23 not this year from 22 to 23 was $9,000 41 that's a 6.14% increase now we
113haven't received yet um um so I wasn't prepared to have this conversation and I realized that you added it rightly so I agree with you by the way I just want to go you know go on the record and say that I do agree with you on the premise of having this discussion um if we were to do whatever increase we give um I think it would be worthy for us to engage in um redoing his entire contract because there are dates in here that no longer apply uh and in addition to his current compensation remember he's also getting $850 a month for just car travel but none of his cabinet are getting car travel expenses and they are all expected to make the same travel as he is so it's I'm I struggle you
114know I call me Frugal uh but that again Dr Moore this is no implication on your work ethic um I just I just struggle here I really do so I'm being completely open and transparent with you all on that so can I respond so I don't know if I even made any no any difference in the convers I hear what you're saying I mean a um your points are well taken um I'll say a couple more things is that uh a it is a big increase but it's to get him competitive and unfortunately you know we we want to operate uh we have to operate unfortunately in the objective reality of the competitive market of superintendents in Florida um if we were hypothetically to lose him um it would cost us a lot more money
115you know we'd have to incentivize getting a good superintendent here he's going to get a big check and then quite frankly he's going to probably squander more money than Dr Moore would have on things maybe we didn't need or just mismanagement efficiencies um so in the end it would cost significantly more money to lose him um and you know a it is a big jump in Pay but it's like I said it's to get him competitive with the current market which the market has lasted for several years like this consistently and growing um so I do think it's appropriate and I I don't disagree with being Frugal I think one of the most important things in this school district is to try to reduce um District cost and get money back in the classroom but
116I know just to being a manager of people if we if we lose our superintendent and we have to bring in a good superintendent we're going to spend a lot more money than what we would do uh with this motion here today um so I I think it's reasonable and appropriate um but I I understand your points as well okay Mr McDonald okay yeah um I hear the uh the point that M Rosario made and I think excellent points um uh the idea of revisiting contract may be an appropriate thing to do in conjunction with this however there nothing that I'm going to offer since I won't be around to complete that process um and nonetheless I think the uh the the compensation package somewhere between 225 and $239,000 not a significant uh difference in
117terms of dollars but it is to him um and it also is in terms of um us uh recognizing um the value and the contribution of our superintendent um not only uh him as a person but in light of uh some very substantial U success that he's had on behalf of the the school district and the employees uh he's shown um great care for uh um uh increasing and taking care of employees particularly the the lower end of our staff level and he's brought them up to try and make their their pay um more competitive and I think that's a good and wise thing to do uh likewise if our superintendent is at the lower end of Staffing but his performance is not at the lower end of the Staffing uh it makes sense for
118us to uh to bring him up to an appropriate level uh along those same lines um I am probably more penurious than anybody in the room so spending money hurts me on both sides of the coin nonetheless I recognize there are times when it's appropriate to do that so um um I do agree that it's a reasonable um compensation package um uh particularly for the performance and for uh what Dr Moore does and uh um if if not that just the competitive nature of the marketplace I don't think we would necessarily get anybody for less money more moreover Would we not get anybody as talented um so um in in light of all that uh I I acknowledge the concerns of M but I also recognize the appropriateness of a of a u a good
119and reasonable compensation package okay thank you Dr Jones yeah this is hard to do on the day is right when the action item is there uh a few questions Dr Moore what is your base salary now I don't have that information I have it right here 195 195 699 thank you and um through the chair Dr POS looking at 239 is that just in comparison to like a similar County Martin County is that how you came up with that one see yeah I I mean I looked at the last three years of um superintendent compensation um and and while the publicly available data is not an entire contract you can look at the the overall Trends they went up substantially and what year did you start here was it 2019 20 yeah 2019 so in
1202019 um across the state his was pretty much average and then since then it has gone up substantially um and then if you factor in um that you know a obviously right now he's at the very bottom kind of of the pack um but you factor in the fact that he obviously is a good performer you know that's putting it mildly Andy has significant seniority and experience compared to a lot of other superintendents um this really I for me it it I think it's it's a completely appropriate number for him and I think we discussed this in the workshop the elected superintendent all got a 20% raise through the chair not yet they're still working on those numbers the average for the elected superintendant will be about 21% that will vary based on their current
121compensation which is a Formula that was driven by the state so providing that information is just to highlight that the State of Florida has acknowledged uh the need to appropriately compensate elected superintend dependence but obviously you control uh because I am appointed but Madam um hold on Dr Jones still has a die yeah Dr Jones if you don't mind um just to add to that comment there uh Dr Moore's um estimate of elected officials would be for the entire the average of the entire State of Florida but they're the average of just Indian River County if we had an elected official it makes a big difference to not use the percentage of the entire State of Florida because then you're comparing an elected superintendent supposed elected superintendent in Miami which is tremendously you know way
122larger than Indian River County versus our the you know the population in our County so it looks very different it's just just very hard to do without I'm visually I got to look at everything um I do have a concern about doubling the Deferred um what was your um Catalyst for that Dr PCA through the chair I'm sorry like 5% to 10% just um I mean do you think what number would you think I don't know I'm just I just remember um when when we started talking about this last time and we were at the workshop and I pulled up this contract um and I didn't know if there had been any history with superintendant who are appointed what the norm was for that do you know Dr Moore hard to ask all this so
123Charlotte County it is 10% uh as Mr raria referenced in Martin County 7 7.9 7.9 um for me as you have worked 30 years it is a tremendous carrot to have that compensation available so for me it's nothing more than a a safekeeping for um eventually when I do retire which is um way down the road and Dr Mo are you in the senior management area or are you yes I've been in senior man management since 2013 okay I guess the one question I have a little bit of on doubling that deferred but again these are these are this is very important for Dr Moore and uh you absolutely are are doing a great job here and I want you to know that I just want to make sure we get it right okay my
124turn um thank you for bringing this item because I was going to bring it so I appreciate the fact that you brought it um I have been talking to Dr Moore for uh gosh couple months now about um salary package because when I go to different things um around the state for fsba I am constantly asked about whether or not he is looking to move up in a different position in another District constantly asked how are we keeping him um there is a superintendent pool out there that is very slim there are several districts looking for superintendants they are dangling a carrot I know that the market is very very tight on superintendant superintendant I understand the concern about um you know when we have CWA people coming and asking for more money and everything
125else there's a difference though with a responsibility of what a superintendent has and a responsibility of any other employee in the district the um the fact that this man hasn't taken vacations and I don't know what time he gets here in the morning or wherever he goes and what time he goes home but I know um his wife kind of knows who he is so he's always out and about and all all of the things in our community which is what we asked of him we asked of him and he has brought back since I've been on this board our financials are in good places it was not when I came on this board um he's putting winning systems in place and by winning meaning we are in a district twice now um he has
126increased morale that was a huge problem when I came here as a matter of fact that's part of the reason why I decided to run is because I had friends calling me telling me what morale was like in this District um you know I do know that there are very few super dupers out there for superintendence and believe me there is a big District that needs one right now and I know who it is and I know they've already been asking me about them so um we are in that competition we do need to hold onto a really good superintendent that's done a great job of Performing yes it is very awkward to talk about his salary one thing I was going to bring up um I was going to bring up 240 um but
127I see the 239 the reason why I did is because I had a board member call me from Charlotte and said we are um re doing the contract of our superintendent and I know he is mentored by your superintendent and we're looking at giving him this amount of money and I was like whoa you know his mentees are making more money than him and so I know the same thing about Martin County as well I talked to them I also talked to Citrus which are very similar counties to ours and um you know I do want to keep a good superintendent because um rocking this boat now on the trajectory we're on and having to find a new superintendent and the cost that that would take is just not worth it to me um I
128think that you know I would also like to see us put maybe into his contract an incentive for getting us number one in the state M because you know talk about a carrot to go after so um that's my thought thank thank you for bringing the item well may yeah okay yeah I I wanted actually wanted to that was one the thoughts I overlooked but wanted to suggested I won't be around for the review of his contract but I do think that it would be uh appropriate to have an incentive for when we hit number one this next year and I was the first one to congratulate him on that um that there'd be some incentive uh to recognize that uh but in addition um one of the things I didn't really realize until I
129came on the board um is that the board is the largest employer in the in the the county and just about the largest budget in the county and so we we compare him against other uh uh School Personnel but it's important I think it's pertinent to make some consideration as to what a similar person in another industry might be doing and to be one of the leading if not the leading employer and uh Revenue organization in in the county I think an appropriate compensation should go with that otherwise you might want to leave and go to Piper what do you know about Aviation sir um I know how to lead people it works everywhere uh Dr Jones go ahead um obviously if this comes up for a vote an well okay hold on there I've
130got it when would this begin or would be retro to fiscal year or you know we need to know specifics and I do think we need to workshop and really look at the contract again just in general you know all of the components of it so were you think because the action item did say you want to talk about the salary but would it be starting tomorrow or starting with the fiscal year that ended or started July 1 or what are we thinking based on the motion I made it was for uh 2425 contract year so it go back to I don't know that it would automatically retroactively go I I mean I'm not a an attorney based on my wording I think it might start this next pay period can can I ask the
131attorney um thank you through the chair so um my recommendation would be um this is a a contract and it will require a contract Amendment and um what you could do today is discuss what you want um that contract amendment to comprise of and ask me as your attorney to come back to you at the next board meeting with an a contract amendment that you could then vote on um and I'm taking notes right now but right now what the salary it begins with the fiscal year July 1st um and ends June 30th so it would be up to you do you want this to be going back dating back and he would you know make up that pay um or if you would want it to begin you know when you um the date
132that you enact it you could do it that way too so that would be up to you if you wanted it to date back for the entire fiscal year if you wanted it to be moving forward okay can I make a comment about that um typically uh what month do we give pay raises to administrators Dr Moore November November okay I just wanted to put that out there because I knew it was coming up okay um doc Dr pusca since it was your item what did you did you want to answer her so I my only comment is uh my motion simply will change basically those two numbers as an like a a contract Amendment um I think for now I'm happy to do that but I I agree we should go back and do
133a review of the contract and and a more full uh review for for the future but I would like to try to do this today personally okay um Miss Rosario uh so a few things I have a question uh if we one of the reasons why I mentioned a review of the contract is because there are a few things in here that if we are going to engage in this it needs to change so that would make complete sense to allow our attorney to do that to engage in that conversation um the one question that I had um hypothetically speaking if we were in his contract now in the superintendent's contract right now it states that on an annual basis he would receive and he's entitled to receive the same percentage increase as District administrators
134on an annual basis so if District administrators get 4% increase then annually he would also get 4% or whatever it is we don't know what that percentage is yet he says November but we haven't actually engaged in that conversation yet so we don't know what that would be if we approved 239,000 today or 225 or whatever the number is today in November does he also get get an additional 4 or 5% that's something that needs to be discussed because that no longer will be 239 it will be 239 plus another 5% right is he willing to forego that 5% or whatever that increase is this year and then you know do an additional I mean go back to rever you know go back to that the following year I mean that that makes a big
135difference I see he's shaking his head but I don't know Dr MO what are your thoughts on that I I'm foregoing an additional percent based on on this compensation I think is appropriate and fair yeah we could um if I could be recogniz what we could do is at our next um either Workshop or meeting we can talk about this and we could um make an amendment so that he does not get that increase in November or whenever we do it um so that's that won't be a problem so I I I the other thing that I was going to add is is um I'm happy to hear um it seems like there is consensus for to Workshop I think this is an item that would warrant public comment on it is um an item
136that I think um the public would want to weigh in on he is the public The public's superintendent um so if we Workshop it and then expect this to come back to us at the next board meeting you would be here I'd be here you would be here because that would be the end of October but um I just think that that seems to make sense right now okay can can I'd like to amend your motion to state that um we direct our attorney to NE go into negotiations on a new contract where we she brings that back to us at the next workshop and then we vote on the salary increase in the new contract at the next business meeting okay um can I get a second on that motion for the amendment I'll

147policy what is this policy 2130 how do I not know that um to to public hearing okay and the um I'm going to read the action item because it's been amended believe you sent us an amendment this today correct chair not necessarily an amendment we updated both policies so to give a little bit of context to that the pro policy as it was written and posted isn't a policy that I can support and as the superintendent is my responsibility to listen to the board um during the last Workshop that is exactly what I did and at the conclusion of that Workshop my thought was to work with staff and work with legal to create a policy that ultimately all board members can a approve and B I can support I don't think it's a good
148practice for a board to be supporting a policy although they have every right to to improve an item in which the superintendant uh doesn't approve I I think it's my responsibility to create policy uh and working with staff and legal to create a policy that does in fact do that the simple reality is when you look at this specific policy it began as a sustainability policy as it relates to the work around unitary status it was brought to workshop and then it was change to the achievement Gap oversight work group some of the language was changed based on that change of title but there was also other language that wasn't specifically maintaining a working relationship after receiving unitary status um with the you with the work group kind of continuing that work forward um and
149and that was what was approved as I listened to the conversation here and I think the intent of all of board members is to create a policy that moves the work forward so what I did at the conclusion of the last Workshop is to work with staff we problem solved and created a a possible policy that could be used in replacement of what currently being considered Miss shat has had the opportunity to review and provide feedback and then Mr Carson who is actually the attorney who represents us in this specific litigation obtaining un seeking to obtain unitary status uh is also providing feedback what I sent today specifically to the board after talking through this policy is in fact what was highlighted in yellow in specifically identifying the various green factors versus the actual joint
150plan which is a driving force for unitary status which is the green factors he is in the process of providing that feedback my hope my desire would be is that we would take this policy um and not send it to public hearing tonight but to receive feedback from board members regarding the information that I shared um this afternoon after meeting with all board members to see if we can't break it back to Workshop it's going to be a busy Workshop um and talk through can we get this policy approved so what I did was attached in addition to the current policy I attached the uh amended policy that was shared today um I uploaded it this afternoon so the board does have it in front of them so they can discuss and receive some feedback
151but once again my hope is that we would not send this in its current design to public hearing okay thank you sir all right we have several speakers on this item so I'm going to call up Angela bowling first thank you Angela bowling proud parent of four High School ver Beach high school graduates uh the purpose of policy 2130 is was to address the problem plaguing school districts that have worked to achieve unitary status for years only to have their districts revert to the same problematic statistics within 3 years of achieving that unitary status for that reason this board unanimously approved policy 2130 setting in place a workg group that would come into existence when the when the current achievement Gap workg group finishes its work to gain unitary status for the district the new
152work group composition is set to replicate the current one which will enable it to immediately understand the previous work that was done and to know best how to continue to monitor the district's statistics and report to the school board any needs and successes they observe the composition of the work group was very strategic in meeting a need to establish trust between groups that have too often been at odds over the years that's why it has more members representing the African-American Community instead of for instance one representative from each of the County's five districts as I said in my letter to the board members and the superintendent I believe the superintendent is already doing the work that needs to be done overall in the district that will improve outcomes for all the possible subgroups uh that
153are shown concern in the proposed revision um so there is no need to implement a new committee currently to oversee that work he already gives regular updates to the board in these areas adding a new committee will add to the workload that is already heavy enough but changing sorry I had to look at the time changing the current policy 2130 in the proposed fashion completely changes its purpose it changes the purpose of that policy so if a more General committee is desired by the board to oversee the work for all possible subgroups I think the very simple thing to do would be to just introduce a new policy one that is specific to that purpose not to change the policy that's set for the purpose of can getting the statistics to stay good once we
154achieve unitary status that's what I have to say about that okay thank you may Ceno Thomas Kenny's on Deck last month uh board member Kevin McDonald proposed a committee to address the achievement Gap and as of now a committee to address student achievement Gap would not start until after we meet unitary status let's face it we really don't know when that might be Mr McDonald's proposal seems very fair to me uh in felir about 72% of the population are Hispanics and 65% of the households report speaking only Spanish but four NAACP members are what is on the work group or committee that we have today due to the desegregation order Improvement is needed here Mr McDonald's proposal is the solution there is no representation of the Hispanic or any other community in the current proposed
155committee Andor work group allow me to translate where's a Hispanic representation of our community and who is looking out for the best interest of Hispanic students or students of any other background if you're criticizing Mr McDonald's proposal because it has left out NAACP participation in The Proposal you're being quite political and aacp is not not an education organization so there is a self-interest which is why they're they are part of the current desegregation order workg group but Mr McDonald's proposal is to address the achievement gap of all students now not months or years from now and isn't that what all of you should be concerned with why would you not vote in favor of this proposal don't you want all the lowest Achievers to succeed let us do what is right by all students let
156us propose to review this achievement Gap from all perspectives not only the NAACP perspective that Bottom Rung has a lot of other students in them those of you that speak of being inclusive here's your opportunity I urge you to vote in favor of Mr McDonald's proposal thank you okay Thomas Kenny is next Jif for Pippen zand de um policy 2130 it didn't start out with its focused name achievement Gap oversite workg group it was conceived in May of 2021 brought to the board and workshop by Dr Peggy Jones it was to continue the work of the original Equity committee named in the court order 2018 joint action plan it was originally named unitary status sustainability policy authored I think by Mr Seymour actually did a lot of work on it for understanding here's brief historical
157timeline according to the 2018 joint action plan the equity committee was to meet for three years from the implementation of the 2018 plan it was put into place to make recommendations to the district to reach unitary status at the time of the joint action plans approval everyone was hoping in three years unitary status would be resolved before the court remember the uh the newspaper reports after those three years and a declaration of unitary status the five member Equity committee would meet two more years to continue to Monitor and make recommendations concerning the sections of unitary status in the joint action plan the idea for this policy was put forth in 2021 as the end of those three years was coming up it was a transitional policy in a lot of respects the board proposed many
158commitments to continue the work work of unitary status between May and August the NAACP said quote no to the policy proposal and stop talks with the district I refer you to Dr Moore's remarks at the business meeting of August 24 2021 as the end of 2021 Drew closer it became apparent the agreement wasn't going to happen in both sides when into court order mediation seemed our opportunity at unitary status for all the district was lost in political gamesmanship in March of 2022 the equity committee was replaced by the eight member workg group without an expiration date and that's where we are today policy 2130 was Rewritten and it was put in before the board at the workshop on July 25th that evening it was presented as a consent item and was passed for public hearing
159consent items avoid public debate this big complaint today was Mr McDonald's item that Mr McDonald's item was quote rushed yet July 22 this policy wasn't debated the following month on August 29th without further debate because it was moved with a package of policies which included the book Review Committee it was passed unanimously right now this policy in its current form and its proposed amendment is being debated in public view even before TV cameras on Some Nights the question that everyone should ask does this policy help kids now as is currently past that answer is a Flatout no Dr Moore and his team are demonstrating success of lowering the achievement Gap without compromising the performance of any subgroup of students this debate and its amendment should be how we continue to make education better for struggling
160kids who come from all backgrounds and encourage Dr Moore and his team in their great work going forward you guys are doing awesome let's continue to do awesome and just have have an advisory committee that makes those recommendations Jennifer Pippen is next Michael Marsh is on deck one of the oddest things about the current policy 2130 the achievement Gap oversight work group is that it gives a chapter of a political advocacy group the Indian River County NAACP the ability to hand select half of the members of the workg group that would recommend school policy furthermore because it is a work group it doesn't have to meet in the sunshine and be public it seems counterproductive to construct a work group in such a manner for immediate example as chair of moms for Liberty would you
161allow us to control 50% of the book Review Committee appointments policy 2130 specifically States the board shall establish the achievement gra oversight workg group to riew District data and make recommendations to the board and superintendent on a achievement gaps in student performance for individual subgroups on state assessments however after policy 2130 was passed under the radar in a package of policies to and intentionally avoid public debate and scrutiny the board only had one representative position on the workg group it is not a citizen it is a board member the makeup of the work group will be as it is currently charged by a federal order the discussion of amending policy 2130 includes the obvious Merit of informing the great work being done now on the achievement Gap the C the current president of the IRC
162NAACP Tony Brown went to the Press WPTV 5 after the superintendent's workshop on September 9th and threatened the school district will end up in a bigger lawsuit than it's ever been meanwhile kids underachieve and a policy that is supposed to support them as being upheld by a political organization the ircn NAACP the public threat suggests that if the work group ever happens one member for the district will have to be paid legal council currently the school district has paid an average of $105,000 annually since the 2018 joint plan was ordered by the court policy 2130 is written that the work group will have a five-year term that's an additional $525,000 in average legal fees those fees do not include for account the years it will have take to adjudicate the remaining work of the desegregation
163order at the end of the day the current policy 2130 is not for our kids nor will it ever be focused in such a manner it will be to Plate the demands of a 30-year litigant in a federal case those demands shift constantly because critical race theorists want to dismantle the school system Mr Brown said so in March at the desegregation work group he asked for the removal of the 2018 joint plan he stated get the joint plan out of my face and then asked the group to focus on the system which he blamed for the actions of two teachers 3:00 a.m. on a Saturday and they were terminated and legal action was taken against please keep the politics out of this policy thank you Michael Marsh is next Kenneth Simmon is on Deck hi
164Michael Marsh leader of the good guys one I just want to say that through the chair you heard what the superintendent stated I'm sorry you good okay through the chair as our superintendent stated I mean he made it very clear I believe we need to follow direction of the superintendent that's who does the day-to-day operations here within our amazing a school district and uh we we just need to listen to our superintendent let him do his job so he can get the 240 thank you okay Kenneth s Simmon is our last speaker it looks better up as a taxpayer who sees most of his property taxes in this County go to the public schools here I'm looking for coste Effective and efficient operation and improvements of the school system this evening I'm inquiring about the
165school board being proactive to help close the achievement gaps in students with current identifiable learning difficulties the achievement of the students should remain number one priority of this school district The Proposal of Mr McDonald is about helping kids now the superintendent has reported how the achievement of this school system students has been raised significantly since the 2018 2019 period any new policy should be devised with consideration of that Year's model and means of success the school district should not have to wait for some future arbitrary delay date to begin this important work Dr Moore noted that africanamerican student achievement in English had doubled of their counterparts and in mathematics it tripled their counterparts the district is the only Treasure Coast School in the top 10 achievement performance among subgroups when board member McDonald was asked
166by another board member if he wanted his legacy to be that he removed a desegregation order and the n inder county NAACP from the policy he stated that his intent is to establish something now under the framework that exists to take action now and when interviewed by the sunshine Journal he said I would be blessed if it was an action to help kids Martin Luther King was giving his biblically inspired speeches oh excuse me I want to caution you about this NAACP you're dealing with it is not the same as in the days when Martin Luther King was giving his biblically inspired speeches and writing that letter from a Birmingham Jail which may be considered among the greatest pieces of literature of the 20th century but please consider this if you obsequiously coward to lobbyists
167and political action committies without careful regard to facts and independent judgment your legacy may be in jeopardy to hear and your answer at the final judgment okay that is our final speaker so we are um talking about the approval to set public hearing date for the adoption of the revisions to Schoolboard policy 201130 achievement Gap oversight group um may I get a motion on this item make a motion and Miss Rosario second second okay Mr McDonald okay all right and discussion uh Dr Jones yeah I guess the first thing um we received from Dr Moore um after he talked with us later today um another example of looking at this and that he does not support it and he would like this to go to the workshop so we could have more discussion and collaboration
168Dr Moore could you get a little specific on some of your reasons for that through the chair is that working the primary reason for it is the redundancy in work for for me and staff in terms of creating a additional group uh to look at work that we already laser focused in on so we evaluate the subgroups uh the S subgroups within our school improvement process we look at uh the least restrictive environment we have an addition which is part of your strategic plan the African-American achievement plan so we have those systems in place we drive this school system in a very very intentional way we we try to keep the main thing the main thing um and the variance of board members um gives me pause when I say variance just the we seem
169to be so far off but yet so close in terms of what we would be able to do so so as I said at the beginning my recommendation I can't make a motion would be to table this item uh not approve it as it was presented at the last Workshop but engage in a conversation or charge me to go back listen to additional feedback from board members to create a policy that is taking the intent of the board of the board proper and all of you have made different the conversation you had at the last board meeting I'm sorry Workshop gave me great hope that that we can possibly get that done which is why I engaged in the process of of of establishing a policy um which does a change it changes the name
170it removes achievement Gap oversight work group and goes back to board commitment to unitary status and annual reporting it shifts the expectation around the relationship with the NAACP it charges the superintendent to maintain uh a strong Rel relationship uh with NAACP it requires me to meet bonly uh with the NAACP bonly meeting every other month um and provide feedback on those meetings to the board it provide it requires me to have an annual meeting uh an annual report to the board and then shared with the NAACP uh regarding um our specific progress so it doesn't capture or require um a additional requirement for me it is something that we can Implement now in practice because most of those things are already taking place and it keeps my staff focused in on on the work that
171has produced the data that we are uh so often celebrating okay and just a couple other comments um you know it's been said here about uh the number in the workg group and that's a federal court order the number of people that are on the work group from the school district and the NAACP and Dr Moore showed us in our La last Workshop the growth in all of our subgroups Hispanic black socioeconomic disabilities and when you say we're leaving out children we're not leaving out children that's our strategic plan if you look at our strategic plan it is hitting all of those areas now the federal court order starting in 1964 does talk about black children and if you take a look at the policy for 2130 with um the new policy that's bearing uh
172being discussed there are some glaring changes um I just feel as someone who did serve on it and I was on it in April when I started I think 22 and then um Miss Rosario was um nominated in April of this year but and and I do believe that board members should take turns in serving on these committees I think it's very very important I've learned a lot about the intricacies on this but the court order deals with black children we're not excluding other children all children are part of our strategic plan and then of course we have the African-American achievement plan embedded in the Strategic plan but I know we're just part in dis discussion but I um uh would like to make an amendment to the I'm sure other board members going to
173talk for us about accepting Dr Moore's recommendation that we take this to Workshop because I do believe we can come together and take a look at this to see where we're going the things that um Dr Mo put out today I did read but I haven't studied as much as I should but I will continue to do that but um I think we listened to our superintendent to see if we can move forward with this with our federal court order the NAACP and then making sure we're Ser serving all students okay so I heard you talk about making an amendment motion um but I am going to let any other board member speak first before we go to that okay um I would just say it sounds like um your preference is not not a
174current support for it um my thought is if uh the chair also doesn't want to support it it would probably make sense to pull it um because we do need a super majority um yeah if anyone else has any thoughts yeah I do um I like the fact that you amended uh you're talking about an amendment to bring this to Workshop because I do want to support the superintendent who's doing the work who's saying that he can't support it as it is right now I did ask him where we were with it with attorneys and he told me that he's still negotiating some things with our attorneys in the backg that he would like to bring to us at the next Workshop to be able to discuss um I think that's important that we have
175lots of eyes looking at this with attorneys because this is a very sensitive thing first of all I'd like to say there was a comment about moving it from work group to a committee I totally agree because it needs to be in the sunshine it needs to be out there for everybody to see it shouldn't be a group that meets in in the shade so I agree with that this should be a group that meets because the work group now even though it says work group they do meet in the sunshine so this any other committee that we have is under Sunshine so I I agree with the fact that we've changed it to a committee so thank you for that um but I agree that um I'd like to support the superintendent in moving
176this to the next Workshop to discuss further anyone else yes Miss Rosario um so it was the work of the board um to discuss this as we did in the last Workshop um and that was what came out um of or what is before us as Mr M McDonald's um recommendations um I'm okay with the recommendations because it's the work that the superintendent is currently doing um I'm also okay with not having it I was one of those board members that said we don't need it because he already proved that we were already doing this work um and so I was also uh one of the board members that said um this is what we should have is something that actually just talks about our commitment to the work of um the current workg group
177you know the work that we are doing for uh unitary status it it really doesn't have to be complicated he did give it to us already it's on uh just in in to be transparent it is on the agenda for anybody who wants to take a look at it it is titled as he mentioned uh board commitment to unitary status and annual reporting um and I I I want to clarify the super majority so we had a very clear discussion today myself Dr Moore and miss shatak and to amend any policy in including this policy that says super majority it was confirmed by our attorney that you do not need a super majority even though this says super majority you do not need a super majority to make amendments to this policy currently tonight if
178this came to us for a vote tonight you do not need a super majority Miss shatak confirmed that what we would need a super majority for is after it comes back to us after the um uh uh citizen uh comment I mean the citizen review so after it comes back to us then because the language in this policy now says any revisions to the achievement Gap oversight work Group Policy must be adopted in accordance so when it is adopted it would need Super majority but apparently you don't need a super majority to amend it that is correct so that was clarified today other policies that's not written that way so in other policies I guess the Su the the the discussion about super majority is another discussion for another day but right now if we
179were to move forward with what we have in front of us which is Mr McDonald's policy that could pass with just three votes tonight um if not um I mean this is this is uh Mr McDonald's policy obviously um he's put a lot of work into it I I I still think it's fine I think it is work that would address every single student um and obviously closing the achievement Gap is very important for everybody um and and and having it in the sunshine actually allows us to better monitor the suit the the work of the district clearly um is it more work yes it is more work um but is it work that I know that we're currently doing obviously the superintendent already proved that so to just have a little bit more eyes
180on it doesn't um hurt Madam chair can we take a five minute break hold on we're in the middle of discussion so I don't want to break during the discuss I'm okay with taking a five minute break because I think there's I don't want to okay because we're because I'm afraid with this discussion we need to set forward with Amendment okay so um Dr Jones would you like to make an amendment I'm not done with my comments then in that case Okay mrar um the um so with that said I did read what the superintendent um sent to us I mean it is a complete departure from what we have in front of us now complete departure um the entire of the policy has changed the title everything in it has changed with the exception
181of just the code number 2130 um so I mean we could just do away with it all together just do away with the whole thing as the superintendent has already provided and outline and then we come back and discuss at Workshop his revi his proposed revise or his proposal for a new policy uh but that would also be an option because it's not just it's not amending it it's completely completely revamping it totally um the one area that I have a concern with in his proposed new policy is letter E the work group the current work group with the NAACP they meet in the sunshine and there are uh rules for members who are subject to the sunshine if the superintendent meets by monthly with members of the NAACP who are also uh assigned to
182the work group that would might pose a conflict so that's why I have an issue with e not the first sentence but the second sentence where it says at a minimum the superintendent will meet with the IRC NAACP leadership by monthly to discuss actions strategies and progress but we're already doing that in the work group so I wouldn't want to have the impression that you would be placed in an awkward situation to have those individual meetings um when you're already doing that in the sunshine in the work group so that I would strike that sentence there otherwise everything else seems um seems good so I have another thought but I'll hold I'll Reserve that until um I know I see uh Mr McDonald's wanting to talk and then I will um chime in at the
183I think the superintendent had his hand up I'm fine go ahead okay Mr M yeah would address a couple of things um uh first of all I did see I did look through the uh the alternative amendment that you had put together and read through it pretty quickly it looks um very interesting um it's something that if we wanted to as I understand it's not complete it's a draft not not ready to be finalized if it were I'd be happy to entertain that as the disc discussion as a an amendment to substitute this um aside and apart from that I'm a little concerned in terms of just the general history we have with the work group committee not even meeting for six months like like that this could drag on and never get um never
184see the light of day uh if if we don't continue taking action on that um so uh I'm I'm reticent to to to put it off and not be able to to carry it to a conclusion I would uh tend to prefer to U Move This to public comment and allow us in the next work group um even if we were to meet early in a separate work group specifically to address this for us to to look at the final um uh work that Dr Moore would like to recommend and see if that um doesn't in in part or in whole uh improve on this whole idea but not necessarily lose the pace that we have and uh lose the the opportunity to bring it to to a conclusion um there was the question of
185the super majority I think Mr Kennedy did bring up an excellent point that a super majority is different in different things super majority for many things is 60% without being defined in a particular policy in which only two of our policies I believe actually defines what the super majority is there is no definition for behind that definition definition of super majority would think that normally a super majority would be a 60% as it is in many cases any other assumption beyond that is just a similar assumption so I don't know that the super super majority should apply this but I think hope hopefully ideally we could come to a revision that everyone would be uh would be um equally happy with and be able to adopt that so um I guess in that I would

215changes to policies before there is a perceived shift in the leanings of the board that's going to happen in November as a result of our August election and this this action item is one of those but I do wonder if the board is setting a precedent in this way way of making changes to policies with every school board member change that said in the time that the former member of the equity work group served the group did not meet monthly there were many months when that were missed for a variety of reasons similar to the reasons for those recently rescheduled meetings I believe that's one of the reason many reasons that it's taking so long to achieve unitary status among many others but it's difficult to get the data together and to get all the
216schedules of so many people to mesh and it will continue to be difficult so no members should take it personally when the meetings are postponed the current board representative was placed onto the committee work Group after a vote that took place out of sequence with how the other board when The Other Board member assignments were made and I believe the board should vote again in November for the work group representative and bring it into the regular rotation thank you mayeno the IRC NAACP work group is currently comprised of four NAACP members one board member one District staff and superintendent Dr Moore the current board member on the work group is Jackie Rosario prior to miss Rosario Dr Jones served on it for two years so during the time that Dr Jones was on the work
217group it met as the court ordered on a monthly basis but once Miss Rosario was voted onto the work group it has been cancelled every month against court order since April 2024 not providing Miss Rosario an opportunity to participate or to ever actually sit on the work group and I ask all of you why to the members of the work group that continuously cancel these monthly meetings and to the judge that's not holding all of you accountable I say do not behave like petulant children allow this process to proceed and thus progress or do you want this litigation to go on forever miss Rari should be allowed to serve on an active committee for two years just like Dr Jones did and then someone else after her should do the same until this is over
218but to keep one specific board member on the work group is to just limit views Solutions and thought and newly elected board members they're not serving yet they have no say on this topic or for other board business until November and to not even be on the board and already begin with such division is an indication of what we can expect from this person so board please vote in favor of this resolution thank you Thomas Kenny um basically what's going on here is something that is always been off cycle as you talked about in the work group but what really got me upset is that a board member elect decided to send an email that says Dear Dr Moore upon review of the resolution posted to the website on Monday evening to be considered at
219the next Workshop Andor board meeting I strongly object to early appointment of Miss Rosario to the IRC NAACP workg Group by the current board he also claimed her appointment disrespects the will of the voter and further added I will take whatever procedural or legal action necessary to protect my rights as board member elect and as board member um the work group was approved in order by a judge in March of 20122 and subsequent and it had 30 days to be rectified and Peggy Jones was appointed in April 2022 and she was seated Dr Jones was replaced by Mr Rosario for a term long before Mr Dyer was elected he doesn't seem to know that judging by the expectations of the court and historic board operations concerning this appointment M Rosario should be serving till at
220least Le April of 2025 a full year just as Dr Jones had previously done for the other two years not recognizing this in his email Mr Rosario's appointment took place months prior under the direction of a federal court Mr D claims appointments are to be made annually at the November board reorganization meeting to do so earlier than the November 2024 organization meeting usurps my legal Authority and responsibility as a board member in that meeting it was pointed out in the workshop that the policy governing appointments does not mention this particular workg group assignment hello the vote of the work group has always been off cycle from the traditional November organizational meeting as mentioned based on the court timeline her appointment was a legal vote since Mr Rosario's appointment to the work group they have not
221met it's required by this court to hold the meetings monthly I don't know what's going on here I know there have been times when you haven't held monthly meetings for whatever usually when there's mediation coming about but Dr Jee PCA asked the board to join him in directing the superintendent to adhere to the Court's demand to meet monthly he called the inaction at that Workshop a telling narrative quote unquote of the progress being made on a 60-year-old case this is absurd M Rosario's resolution has two elements to it first it's about the appointment ter term and second it's about bringing all of this back into cycle which Peggy Jones heartily agreed to she said everyone should serve on this board and understand the history where we've come from to where we would go quote unquote
222that's what she said and I agree with her I agree wholeheartedly with her to do this is just dirty politics with a federal court case and it needs to stop Jennifer pipman is next Michael is on deck and will be our last speaker thank you for the opportunity to speak so um I watched the um superintendent workshop and it looked like everybody that was in attendance was supportive of the resol resolution um they had a lot of good feedback for the resolution um I know that some changes were made to um adhere to you know the uh board member discussion and the superintendent discussion on this so I think that's great that everybody who was there was pretty much Hest me um supporting it um and it is time to eliminate the desegregation order it's
223gone on for too long and as a taxpayer and a citizen $105,000 a year we paying for this so I kind of hope wish and pray that Jackie Rosario doesn't serve on this for two years and it gets solved prior to that two-year notice I hope that we can eliminate this and say you know what we're done and we've reached unitary status and continue the work like the superintendent's been doing so I kind of hope that this does get changed in time but you know this desegregation order was filed in 1967 we've done a lot of work since then um for 13 years it was dormant the judge actually passed away I always bring that up in the middle because it wasn't until there was um CRT mentioned with classical conversations where um staff were
224asked to Define their whiteness that this desegregation order started being brought up again into um the school district of iny River County and currently on that board as well um I wish he was still here um Kevin Browning he was fired for racist and sexist remarks from his City job and he currently sits on this work group committee so I'm concerned that if this continues it looks bad and obviously the school district doesn't choose who represents them the NAACP does but it's just setting a bad precedence for our community and uh I agree with all the other um constituent that um the work group does need to meet once a month that is a court order it isn't optional things do come up we have Schoolboard meetings every month um that are adhered to and
225yes sometimes there are emergencies and there are things but if you're not meeting for 6 months 7 months eight months you're not making a valid um resolution to resolve that issue you're just putting it off and putting it off and putting it off and you have a due diligence to the taxpayers and also to the board to resolve this it is not the citizens and the taxpayers responsibility to solve this desegregation order it's the district versus the NAACP so as a citizen and as a taxpayer um I would rather $105,000 a year going to our teachers the CWA our superintendent and all of these things and not going to the desegregation order now of 60 years thank you Mr Marsh thank you it's almost Chick-fil-A time good evening first and foremost through the chair uh

233to me was that a uh uh a board member elect uh David Dyer decided to threaten a legal action against the school district for work that has nothing to do with him um legally uh in any way um which is very odd you know it reminded me of when Brian Barefoot also threatened uh an elected official uh Tracy zudans in my opinion he sent a um a threat to her through her official email um where he directed her to vote for a specific um vendor for a very large multi-million dollar project um and if she did not do so he would have his very wealthy friends on John Island no longer donate money to her campaigns which to me um I'm not an attorney but my opinion is that was illegal um and that was
234uh a way to change a vote of an elected official which is a against the law um so I see a concerning pattern of wealthy individuals in this town who feel that they can threaten uh bully uh elected officials in in a way that in my opinion violates the law um and Common Sense Mr mcdonal yeah few points uh yeah I I um concur with Dr PCA I saw the email as well and and perhaps like my other members in the board I feel uh maybe a little intim intimidated and bullied uh by the threat of a lawsuit by a future board member um and that does take you back to say do I want to engage in something that's going to bring a lawsuit on the board or on individual members um it does
235maybe cause us to be a little more reticent to to vote in agreement with what we were all in agreement with back in the workshop um it is unfortunate the meeting is not happening monthly because whether productive or not if if our the legal decision is that we're supposed to have monthly meetings it it's a shame that you have a lot of people we can't put them in our calendars and pretty much everyone be able to show up for a monthly me meeting um don't know the reason to that but um uh Mr Marsh suggested that the re reason might be a stall test tactic particularly directed at M M Rosaria to prevent her from participating it's important to note that November is not an option M Rosario is appointed until April of next year
236so there is no vote in November she's the member for the next six months at least her motion was because she has not had six months of disspation this might be a good time to consider making the next vote November of 2025 and she can serve for a hopefully 12 meeting period um and and and and be able to to fill out her her uh her rights or her Authority that she's been uh given by this meeting I I noted that in in the email from uh the member elect that he complains that his legal Authority and responsibility is being usurped um to our attorney does a um member elect have any legal Authority or responsibilities prior to taking the seat thank you through the chair um only the board members who are currently uh
237seated would have any uh say in voting on something a board member elect would only have that say once they take their seat in November okay so there is no Regal no legal Authority for that person until November correct thank you and it was um just in terms of sunshine laws perhaps as a new non-member it may be he may may not be aware of the fact that we make every effort not to convey our voting intentions to other board members under the requirements of the absolutely the Sunshine Law this is questionable at best um but it is not something that should be engaged and someone should warn him that that is not the way that that uh boards can function legally in the State of Florida um the threat of legal action um given
238what our attorney has said uh it seems there is no grounds for any legal action but it does bother me that um uh a future board member would start would would start there before their role um threatening legal action against the board he's going to sit on um uh I think it's it's appropriate to make the adjustment in November I would say I would suggest that Miss Jones who seem to have done a good job for two years Dr Jones Dr Jones excuse me that uh that they never expected to have to spend more than two years on this it's gotten to the point that this has become a more permanent board uh work group and more permanent um position so it makes sense to fold that into our regular November functions along with everything
239else so that it not be missed and so that it it coincide with coincide with the renewing of the board each time so the fact that she's got until April of next year to retain this position makes it an appropriate time for us to to deal with that make it a position that runs to November of next year and then becomes concurrent with all the rest of the things which we do have which this one is not part of at the this point in time um so uh uh I just sort of hold up I don't know why with a very large group in terms of this work group that if one or two people can't make it aside from perhaps the superintendent who's an essential part that the meeting should be able to go

241was was actually surprised and grateful that Dr Jones um offered the support for this resolution as it stood um and and as we participated in the conversation it went really well um I'm surprised even though this would be a vote tonight I am surprised to hear that you have changed your um mind on this um which you know can only lead me to believe that and I'd hate to assume that you were swayed by the board member elect's email um and I would hate I would attack that is a personal attack and that statement is 100% wrong okay first I said I would hate to assume that um but the impression when you were so in favor of it at the workshop and now you're changing your mind it would I would assume that that
242might be the reason that is not making a statement at you or accusing you of anything it is my impression based on the situation and I com complimented you on it because we had a great conversation at the workshop and I think you did a great job on the and on the workshop I mean on the work group um and I appreciate that you've said you think that board members should uh switch you know should should take uh different positions on that different board members should sit on this uh work group I appreciate that um but just as an individual board member I'm I'm also allowed to look at the totality of the situation and think what was the difference between then and now and that could only be the diff that to me in
243my opinion could be the only difference and if is that's fine that's your opinion but if it isn't for me it would be you know disappointing um but at this point this resolution just basically it doesn't change really anything except it just establishes the protocols for selecting board members it's not you know making a it's not making changes to the work group as as a as a whole it's not making changes to the work of the work group it's not making changes to anything regarding you know the joint plan or you know recommending any changes with how the work group functions or when it meets or none of that it's just basically establishing protocols that we've never had right you sat on it for two years even though you didn't meet every single month but
244you sat on it for two years we didn't have protocols for it it wasn't an established work group where we decided when it was first established to do this every year or every two years in April or in November it was never established so this just brings a little bit of um um I guess formality to the establishment of the board member to the work group that's all um we are going in seven months seven months of the work group not meeting next month will be seven months that's a travesty I'm surprised we don't have the NAACP up here you know more upset about this the fact it doesn't matter who canceled we canceled they cancelled seven months of no work no work that's that's ter I mean that should not even be it should
245it is unacceptable for this District not to meet with them um and there was a a um just say clarification I think there was another there was um this does not recommend just a point of clarification this does not recommend that I be on this for two years so um it's just one year uh even though uh Dr Jones was on it for two years it's just one year and then it brings us into um proper alignment with the other committees and the other committees are not the same as this this work group is established by um the court it is not the same as every other volunteer committee that we select in November they're to they're totally different things um the other thing that I was going to mention uh was this email that
246was sent out um and and and I've already talked with Miss shadic about it I've talked with Dr more about it my concern is that assuming again that the attorney properly spoke with the board member elect and let the board member elect know that there are no voting rights for board members elect however they are uh required to adhere to the Sunshine Law as a board member elect so assuming that that conversation had taken place when the board member elect was elected um we still shouldn't have had that email and that email still shouldn't have been sent um the super intendent should not be used as a conduit of information and definitely not to be used as a conduit of information to affect a vote to change a vote to uh um uh let board
247members know how they would or would not vote in a particular manner um in fact the there are attorney general opinions that say that there shouldn't be two-way uh conversation which which I understand I've talked with many uh attorneys about uh we can send the superintendent some information um and say to the superintendent please share the with other board members uh but typically that information is not how I would vote on an item what position I would take so we definitely do not ever want to put the superintendent in that position uh but uh for example in the sunshine manual it does State the use of non-board members or staff and in this case a superintendent would be a non-board member to act as a liaison or to conduct a de facto meeting of the
248board board um in part just in part it says the city manager uh may not ask each commissioner to State his or her position on a specific matter that will foreseeably be considered by the commission at a public meeting in order to provide the information to the members of the commission and 7559 a city manager may meet may meet individually and in this case the superintendent would be that City Manager for example um where he does meet with us individually the city manager may meet individually with City Council Members to discuss City business provided that the manager does not act as a liaison for board members by circulating information and thoughts of individual council members to the rest of the board that is critical to that process and our super attendant should never be put
249in that position um and I know that we have not had that concern but I'm very concerned moving forward that this is not the way to get started on that footing uh we certainly do not ever want to put him in that position even though there wasn't there to my understanding there wasn't a um uh reciprocal conversation in the email uh but nonetheless it was sent and that according to this may be considered a de facto meeting um but we do not that's not an accusation I'm just sharing a concern and something that I read in the sunshine manual and obviously as a result of speaking with our attorney but needless to say back to the resolution um I do think that this isn't controversal um I was hoping to get support uh from the
250board members who showed their support um at our last Workshop hopefully that will remain the same Mr McDonald go ahead I I would like I'd like to just verbally and overtly uh support um um member Jones in the the absence of any ill intent uh of her change thinking or changing of her mind as a result of this email um and I don't think that M Rosario would was was implying that she was raising the question and and I think it's an important question to be raised because the obvious and blatant intent of this email from the future member elect um was to let people know that he would be available in November to offer a a different uh vote and hopefully a different conclusion he definitely wanted a different conclusion and he went beyond
251that to uh strongly um State an objection and to claim authorities and responsibilities that he does not have uh and to threaten legal action as I said every board member here must stop and rethink what they think and feel about this and include this non-member who is who's under the same restrictions as a member include that person's thinking in the decision that we that we come to the DS with we have a sixth member weighing in on this and that's just wrong um if it's not illegal it's borderline illegal others can do can do that so I defend uh uh member Jones and I don't think that's the intention of mes Rosario but that was absolutely intention of this email um and so it's reasonable now put it puts a cloud on the uh o
252over anyone who decides that they think differently two weeks later and that should never be can I can I speak sure yes you can I'm sorry madam chair that's all right all right so um I remember the first time that we put somebody on this work group um you know Dr Jones has put a lot of time and effort into this previously before coming on the board and so she offered to um serve on the on the committee and everybody agreed I believe it was 50 um and that was midy year because that's when it was being formed right and then she just assumed we just assumed she'd stay on it and we didn't bring it to the November meeting but then um I believe it was Miss Rosario brought it up to us that
253we should really vote on that November with all the committee meetings no I didn't say November I believe it was I'm just recalling what I recall I have that right and so um you know we kind of said you know what you're right um that's when we form all our committees and that's when we should do it uh it doesn't matter to me to the point where um let's just get the vote done because a just like a resolution somebody writes a resolution for themselves a board member in November or December can turn around changes and you're saying that she's got another six months well she had another 6 months and you guys took took that away in April so um to me that that that argument doesn't gain any water with me because that
254was taken away from Dr Jones midy year midterm so um any board member can bring it up anytime they want and say I'd like to bring up an action item and do it we do that all the time so for you to say that she gets to serve for a year um no a board member can bring that up and and other board members can either vote for it or not so that's up to us to vote on in the future so um I believe that all our committee should be at about the same time unless of course there's a committee that's been added mid year which is what happened when this first came up it was added so and that was added by the court wasn't added by us it was added by the
255court so it's a little different uh I I agree with um Dr Jones saying everyone should serve and Miss Rosario hasn't had a chance to serve yet I recognize that but I think putting a proclamation in there for yourself to keep serving um especially right now and hurrying this through right before we have a change in the board I I find interesting so um vote it down vote it up whatever you want to do but um just know that I think this is something I want to bring in November so um you know that's when I think organization it's called the annual organization meeting for a reason that's when we organize who's going to do what on which committee and because sometimes we're stretch thin some of us do more committees than others some of
256our committees are bi-weekly or weekly and some of us just meet once in a while so it's whatever anybody can give of their time and I appreciate your time that you've served I know Mr Rosario wanted to serve and because of one group or the other not meeting I don't know I haven't been involved um a comment was made everybody that was here was all for it I was in Washington DC advocating for schools that is why I was not at the last meeting I did not not tell you all that ahead of time I was asked to go on behalf of the State of Florida to advocate for school launch programs and for um a couple other things but school lunch programs in idea get full funding for those because they haven't been funded
257and so I took that opportunity on my own dime to go up to Washington DC and do that for um our state of Florida that is why I wasn't here in that discussion but um I will not be voting for this Dr John um regarding the resolution question for Miss shadik um again I thought November was the time when we should do this um I understand m rarel is on this I support it they do need to meet that's that's a given but in the resolution this is basically it's not an action item but it's appointing someone is that okay to do within a resolution I'm just asking um through the chair so as you know usually how you have your appointments is at your November meeting so you wouldn't normally do them by resolution
258um I think you know it kind of goes through in this resolution that the process that you've used with this specific work group has never really been standardized to the same standard you know because it just procedurally you know we got the court order we had to appoint somebody it wasn't November and then we just kind of didn't think to bring it up in November so they stayed on there and then when people did you know think about it it was again not November so we've just never really done that with this specific group um so I would say no it's not the normal procedure but we haven't really followed the normal procedure with this group so far okay yeah we did have a vote three to two to assign Miss Rosario um was that
259April was April April okay all right thank you just that's it a question then yes you want to call the question no no I I have a question oh darn it okay and the question is my understanding was that the original appointment was in April because that's when the work group came down my understanding at the time when I just stepped onto the board was that April was the time chosen because that was the cycle of when that vote was um is it is it is it not was it not normally was it not originally an April appointment it was just showed up on an action item no no no no no it was um when Dr you're talking about when Dr Jones was originally it was originally because the court order came in March
260of 2022 right and so I believe Dr Jones was appointed uh in April of 2022 as a result of that court order okay so then and then it just happened you weren't on the board I think your first meeting was when um when I was when the new vote came in April of this year I think it was your first meeting so just a little bit of History um I put it on the board agenda as a result of a conversation that it was like well wait a minute we haven't had a different board member on this committee Dr Jones has been doing it for two years we I think we really need to and so that's how it came on it just happened to be April which was the same month that she was
261appointed two years prior so it was somewhat coincidence I think the timing was coincidence yeah I really do and so your your resolution is to make but codify to codify this into a November well yeah because I haven't actually served right and and and for that reason to let you serve and I do and it's not a it's it's not a the resolution really isn't about me right it's just about the process that has happened um and the fact that they haven't met just doesn't seem fair in Equitable for all board members right so if you were going to write an email demanding your your Authority and your your uh your rights you would have more of a basis for demanding a right to be able to serve on the committee than the the member

263go ahead I'd like to thank the board for a wonderful evening with Dr a Ronald Hudson the proclamation and vote couldn't have gone any better I like to thank everyone who came out to support him I think M Rosario said it he is definitely a legend and there aren't many of them here he is truly a living legend um couple of things I've gone to I went to the African-American student council you know we went through everything when we had to um follow the process for naming the suite after him and I also went to the math club the sack team boosters organizations they were all so very supportive obviously our fall sport boards bands excitement in the air and um we're moving right into the fall season um I am on two committees with
264fsba policy and Equity we've just had our first meetings look like they're very very good um also talked to one about um Miss chrisa Foley this reminds me of you they were talking about the alternative school in one of the districts and we seem to be far ahead on that with c and everything that we're doing to keep it keep our parents informed our students informed I think it was Charlotte County they had a good presentation but I was just saying we're doing even better so I was glad about that um Dr Moore talked about the documentary sentence uh we saw that at uh the theater gu Learning Alliance we're here to help create a solution reading on third grade and uh looking for more volunteers just to come in for one hour a week
265to read to our students uh September 11th 911 at spaser high school was beautiful thank you to Mr Cummings the band The rooc everyone who participated someone mention this I get to visit the real crime Center tomorrow I made an appointment with officer flowers I'm sorry sheriff flowers and I've been trying to get in there for a little bit so I finally got that appointment so I'll be able to look at the buses and everything college career fairs tomorrow night um at the I say soccer fields um and that's where I was for many years with my children soccer fields and so looking fair grounds fairgrounds on Kings Highway um I attended the ESC um parent meeting and it's wonderful we have our parents our gift to parents our students um uh with IEPs they
266were in the separate rooms and they all came together and it was absolutely a wonderful time and then I have been invited by the United Way leaders in our community for cup of joe where you talk to city council member County Commissioners and it's just a great event where the United aake they will keep us all together but a very very special thank you for a beautiful ceremony tonight for Dr Hudson okay anyone else yeah um just reporting on my two committee assignments um the uh Indi River um Shores zoning committee did meet finally they don't have very many opportunities to meet because they're 99% built out but they did have a uh um an issue with a variance for uh um Florida Power and Light wanted to put a wall around a substation near
267John's Island and that was approved we also met with the Metropolitan Planning Commission and um interesting meeting they they accepted and received a proposal an analysis from a consultant which looked at all of the the uh railroad crossings 34 railroad crossings up and down the county and made analysis and recommendations as to which ones would be most likely to be in need of a uh overpass Bridge uh the ultimate uh conclusion of that was that it may possibly be route uh 510 off the wabaso bridge partially because um that's being looked at by the transportation department as a uh Escape Route so they're thinking about putting an overpass Bridge there that was discussed that that was accepted a couple of other appointments which were perfunctory took place as well okay Mr raria uh yeah so
268I wanted to I mean I know Dr Moore brought this up but um back in June we um adopted a proclamation to acknowledge um Al rights and appreciation month for the month of October so I am excited in advance to see all of the things that our kids will do to honor their parents and what our schools will do um to honor their parents and their Guardians um in my mind's eye I'm thinking thank you cards or arts and crafts flowers um hugs even uh pictures and Frames um maybe a breakfast stars for Stars whatever they could whatever there could be um maybe even challenge students to do a special deed for their parent every month for a whole month and see how that works the every day for the whole month um so uh
269that's exciting and um obviously we have taken a stance to acknowledge as a board the fundamental right of parents and Guardians um over the upbringing and well-being of their children um and so with that um I also wanted to thank all of the volunteers who are serving in the science curriculum committee I know um Jennifer Pippen mentioned that earlier and um she has um volunteered for it along with many other parents of course um but that's a big deal you know having parents and community members serve on the curriculum selection committee um it means a lot and so I think they need um to have the um the recognition there given to them the 911 event was beautiful um very moving um 911 is always a very special event for me in particular a lot
270of memories come back but um I'm glad that we um still honor it the way that we do and um the way that I see it we're getting better and better every year with um recognizing Patriot Day um in the way that we are doing it um and obviously I also had on my list the college career fair at the Fairgrounds tomorrow um so um we'll see how that goes tomorrow okay um I know this week is Celebrate Freedom week started today I believe and so I'm excited to see what um we have uh H happening in schools uh like I said earlier I went to Washington DC to Advocate um on behalf of uh Florida School Board Association we are a member of the Consortium of State School Board associations which is a different
271organization than we used to be a member of that organization got a little too political and so this one has been a little bit apolitical here are the platforms for cosba um they had they were extremely organized all the Florida I went with the Florida group and we visited all the Florida reps and um senators and we you know went in groups of three and basically went to every office that represents Florida and advocated mostly for uh just these items but mostly for um fully funding idea because it's not and fully funding the um Federal uh school lunch program because the cost of lunches and cost of everything's gone up and so um those were the two big items that we talked about there um I was there on September 11th September 10th and 11th
272I went two days and uh that was interesting to be in the capital on that day so um thank you again to the finance team the purplish Green Team for um getting everything done that you had to get done for our um Finance book that's this thick we appreciate that I did attend the Treasure Coast council local governments meeting it was mostly about water again um but we had some conversations cuz all there was school board reps there from um Martin County St Lucy County and our County and we're kind of just trading some information about um kind of what's coming up on our different dasis as far as um platforms for forming your platform for legislative platform for um to give to fsba which um I serve on the legislative team now for um
273fsba leadership and uh that platform was discussed this morning and um those items are going to be coming out to all board members please take a look at those there were lots of suggestions for platform items and you can give your input to either Danielle or you can send it to me and a for to her and then uh I did attend volleyball golf football cross country I'm trying to get to all the athletic events at least once um the kids are amazing uh the level of play is just amazing to me and I I got to say hats off to the coaches who put their heart into it so we appreciate them and with that Dr Moore I'm just thankful for my team I I know I push extremely hard but um in terms
274of having an unwavering belief on the impact that we could collectively have on kids and the work that you do on a daily basis uh in the past has truly been absolutely outstanding and you all should take a great pride in what you have in fact accomplished uh we are monitoring a storm that's out there a number of districts will be closing in the upcoming days typically on the west side and north side of the county um if there's any modifications or changes County or state state you know whatever okay um County that matter if there's any changes or modifications I'm sure staff will let you know okay all right with that I'd like to close this meeting at 10:14
