And I just like to say negotiations are going very well. I think we're into our third session. And I find the new team fairly easy to work with and things are going great. Thank you. 005members of the board, our community. Uh so, just a few things to report. Since our last board meeting, there's been so many things that has happened. Uh we had a retirement recognition dinner. It was the largest group that we've had show out and celebrate our employees. It was done really, really nice. So, I really want to thank our HR team for making that happen. Best and biggest group yet. Next, I want to talk a little bit about the elementary and middle school promotions. Now, uh went to the middle school promotion. I did not intend any of the elementary promotions, but I saw so many pictures and space and our teachers and our staff and parents do such a great job preparing our students. They look good. They were excited and really happy. But I'm going
006to move to the Kums and banning high school graduation. So I always talk about how long I've been doing the work and I need to stop that but can't help it. Uh but I've been responsible for overseeing high school graduations for over 10 years and I'll say in banning it gets better every single year. I really want to give props out to our M team. Uh you guys make the facilities look really good. We started we didn't have stages. We didn't have XYZ. Now we have top-notch stages. It looks really good out there, Tony. That's to you and your team. To Joe and Angel. I don't think Joe is here. They make our district look so professional. They spend a lot of time, effort, and energy into what they do. Security, all of that. Topnotch.
007So, I just really want to thank our team, everyone who's involved. When people show up, they see what we do. We don't have to talk about negativity. we see the positivity. So, I really want to take thank our team. And then moving on to our students. Um, we have students. There was a fight this year between our validictorian solidictorian in in GPA and I think they were off just a little bit. >> A positive fight. >> But our validictorian is going to Princeton University on a full scholarship. our solidictorian going to UCLA and will become a medical doctor. I have no doubt. There was a student here in April. I believe she got a full ride scholarship to Temple. We have students going to Yale. Uh our AVID group, there were 23 AVID seniors. Of
008that 23 AVID group, they applied to 251 colleges and got into 180 of those colleges. That's what's happening here in Banning and I think we should all be proud of that because we're all a part of that. Our staff, our community, our parents, our family, everyone. So, and that is something to be proud about. And finally, as we prepare and as we are uh we've wrapped up a school year, the school year isn't over. Today I was able to get out and see how many staff members over 200 of our certificated staff in training and professional learning today out through different schools. It w it was really good to be see that and that's the change we have to continue to be a learning organization. That is the only way we move forward in challenging
009times. And finally, tonight we will be going through a process to welcome a new member to the board into the elections in November 2026. So, with that being said, I would like uh to just show this last little video that was created and sent to me today, and it was such a surprise, so I want to share it. the class of 2026. The quote is, "Sometimes the strongest people are not the ones who never struggle. They are the ones who refuse to let their struggles define their worth." Each diploma marks a journey of persistence, of community, of purpose. Together we will prepare, we will inspire, and we will educate the students in our district. This is our promise. And at the November election, then the public will determine who fills the seat in trustee area number two. So the way this is going to work, um here's the order. The order is going to be based upon when the district received the applications. So up

Uh so question number one, board members serve as and I'm just going to read the top part once. Board members serve as representatives of the community and are responsible for setting direction, establishing policy, and ensuring the district remains focused on student success. Trustees bring different experiences and perspectives, but all share a commitment to serving students and the community. Miss Brewster, why do you want to serve as a member of the board of trustees? And what experiences, knowledge, or expertise would you bring to this role? >> Good evening. Good evening, President Ruiz, board members, Superintendent Davis, and community members. My name
019is Liz Brewster and as a classified union president, I bring a unique perspective that is often under represented on a school board. I want to use my experience to help make decisions that are centered around students success and focused on long-term goals while maintaining effective communication and accountability of all systems. My experience in and out of the classroom makes myself a great board member, one who listens and one who respects other diverse groups. Little bit about myself, I currently work for Redland School District. I am the union president for classified employees and I've been doing this is my third year and I love what I do. Uh it has brought me um the experience that would be needed for serving on a board. Um I have always been in education all my life as a
020par professional for the last 11 years. I love serving the students and now it's time for me to come to Banning. Living in Banning for the last six years, it's time for me to serve the Banning School, our students in Banning. Thank you. >> Thank you. >> So, next we will have Adriana Hubert. Same question. Why do you want to serve as a member of the board of trustees and what experiences, knowledge, or expertise would you bring to the role? >> Hi, good afternoon. Um, so a little bit about me. Um, for the past 13 years, I have worked as a Riverside County social worker. My background is in child welfare as well as adult services. When it comes to child welfare, I have worked with children who not only are abused, but I understand
021what neglect, what physical abuse, what sexual abuse, and emotional abuse means. and how it affects their everyday outcomes. When I worked in children's services, which I did for 11 years, I would see firsthand not only how the children were affected at home, but the effects that the abuse that they were going through had with them as far as um how they did in school. My priority as a social worker has always been not only to assess their basic needs, but also understand where they're at with their mental health, where they're at with their capacity to learn, and not only that, but how I can advocate for each child that I have worked with. As far as adults, I have worked with parents. I have worked with grandparents, aunts, uncles, whoever cares for these children. But
022I have also worked with adults who need services themselves. I have a good understanding of what each and every resident in Riverside County not only has to face every day, but the different issues that come with various elements that affect them. as a parent because I also have a 5-year-old who recently finished Florida Street um completed TK. My daughter was um diagnosed with autism as a 2 and 1/ halfyear-old. And since then, I have learned how to not only navigate getting her the appropriate services, but I have advocated for her every single year. Currently, she has an IEP. So, I'm aware of the IEP process. I'm aware of the importance of working not only with school administrators, but as well as the teachers. And I'm aware of the policies that not only affect what has
023to be followed in an IUP, but other aspects of a student life. My hope is that all of these experiences that I've had um not only help me um in this role but also help me collaborate with each and every one of you. Um thank you so much. Okay, next up. Yes, Miss Vicky Sellers. Same question. Why do you want to serve as a member of the board of trustees and what experience, knowledge or expertise would you bring to the role? >> Good evening. I graduated from Banning High School as my children did. I love our community. I love our school district and I want the best education for our children and I believe we have done that and we continue to do to do so and be better. I retire retired from this district
024after three decades. I have worked in many of the positions as a classified school employee. I just love everything about Banning. I am currently an elected the elected city clerk and I just know I could give a lot more to our district being a part of this process. Basically, that's about it. I mean, I can tell you all my qualifications, but I think a lot of you know that I retired in December 2019 just before COVID hit and this is really a good school district and like I said, I the teachers are outstanding. I have worked with great administration and I just want to continue to do so on a different level. Thank you, Mr. Wrango. Same thing. Question number one, why do you want to serve as a member of the board of trustees
025and what experiences, knowledge or expertise would you bring to the role? >> First of all, good evening. Um, thank you for the opportunity. Excited to be here. First of all, um I my legal name is Alfredo Anel, but I do go by Alfred. So, Alfred works for um those if you want to use Alfred, that's perfectly fine. Um, I moved to Banning in June of 2011. I'm a North San Diego County uh, native. I grew up in a little town, Valley Center, California, which is, you know, when you look at districts, it's very similar, but I came from a lot smaller district. When I was in school, it was elementary, one elementary school, one um, middle school, and you got shipped up to high school, the Escandido, because we didn't have a high school. when
026I started my sophomore year, that's when the high school opened in Valley Center. So, it's actually really cool because, you know, I I think for me, it's just you don't know, you don't pay attention to the districts, you don't pay attention to what's important, you don't really pay attention to what is required to run a district. What really did it for me now is we have uh I have two children. One is going to go into eighth grade and one is going to go into fifth grade. So, I have double promotions coming up next year. So, for me to be able to see them grow and be in a district that reminds me of home, that to me is important. That to me is important. And seeing the video that you guys just showed earlier,
027I mean, I I was at the graduation. I did see the drone. I did see the camera placements. And I saw all that. I'm like, that's going to look amazing. And I obviously it came out really really great. But with that being said, you know, I really want to see I really have seen how the district has grown since my children have been in school from the moment my son started kindergarten up until now. And I just I really want to commend you guys because the district has moved in a very very good forward positive direction. And what else can I want to be able to continue to assist you given the opportunity and be able to provide little expertise or that I can provide to you guys and be able to be a team
028player and help you guys continue to move that um that goalpost even further. Keep on accomplishing the goals that the district has in mind. Keep on pushing our students to become the better version of themselves. Mr. Davis. I don't remember the numbers, but those numbers were amazing. The number of students that got accepted to all those colleges, especially in the AVID program, it's amazing. And really, really, it's to be a part of that is what I want to do. Our district goals are highquality teaching and student achievement, safe, supportive, and inclusive schools, and family community engagement. How would you support these goals while serving as a trustee? >> Thank you. So in my professional background I have learned uh the importance in not only getting to know the work that you do but everything that composes that work. Um if if chosen um my goal would be not only to learn the various policies that govern everyday decisions, but I would want to meet with the individuals who make our schools what they are. I would want to talk to teachers. I would want to look at the data. If I saw that data wasn't where it was supposed to be, I would ask questions. I would want to meet with
031those individuals that are in charge of keeping our school safe. I would want to ask them, hey, how is it going? Is there anything that you need? Is there anything you want me to bring back to the board? How can I make your role feel like you're more supported? When it comes to supports and inclus inclusive of um inclus inclusive schools, as I mentioned earlier, I myself have a special needs child. I understand the importance of every child not only getting a quality education, but I also understand what needs to happen. I understand that educators have certain things that they have to follow and I also understand that there are certain laws that if aren't that if are not followed by the school would prevent this inclusivity in schools and when it comes to family
032and community engagement. Um, again, this is what I do. I can go up to any adult and say, "Hey, how are you doing? What do you need? How can I make this better? Share with me." I could go up to a parent. I could go up to a grandparent. I could go up to students themselves. I know how to speak to a 5-year-old versus a 14-year-old versus a 17-year-old. In my training as a social worker, I did forensics. I had to interview children. I had to ask them very personal questions to understand what they were going through. And my hope is that while following the the goals of the board, my goal is also to speak for my district. Thank you. >> Can I just ask you a question? Can you see? You can't see

So, question number two, Miss Sellers. Our district goals are high quality teaching and student achievement, safe and supportive inclusive schools, and family in community engagement. How would you support these goals while serving as a trustee? >> Okay. At first, you have a lot of great programs you have and benchmarks. You have your ADA that helps with your fiscal sovereigny. You have SARC, you have the LCAP, there is
034the accelerated grade for students to accelerate faster. There's also great programs at the high school that I would like to see at at the continuation that have um like theater um the workshop. Those programs were amazing for the kids and I know they have some things for the for those kids in that are continuation and adulthood. But I would support and stay there and let people know that they're there, the programs that are there. I would let other cities, our neighboring city most most of all and the people that go there and to let them know that banning schools are just as good if not better. And I believe they're better because I know the people that work here. As a trustee person, a trustee board of trustee person, I would get the word out
035more. already do now where I'm at. Like I said, we have to work together. Everyone listen to all CSAs, CSEA, BTA administration sides and go when we're confused, ask the people that lead those departments to help us understand maybe we're missing something and maybe bring that back to the trustees. That's about it. I I believe in banning schools. Thank you. >> Thank you. Next, Mr. Wrangle. Question number two. Our district goals are high quality teaching and student achievement, safe and supportive and inclusive schools, and family and community engagement. How would you support these goals while serving as a trustee? Um well I think the first part the first part that you wrote um that you read when you uh brought up the first candidate is make decisions support the long-term success rather than the day-to-day.
036That's what why my role would be entail to is limit myself to be able to help with the long-term rather than the day-to-day operations. I am biased on one thing though because both of my children are going through the DI program here at Benning Unified and I may sound biased but I think it's second to none and it's got a lot of potential to bring to continue to grow and expand especially when it comes to middle school and high school. I think that is an area of growth that we can definitely agree on that again that's the long term that's a long-term goal that I think we can we can continue to to build upon. It's not going to happen overnight. Um, but I can definitely see that programs like that and the other programs
037that have been implemented by the school district can continue to grow. And I just I I just be excited to be part of it and just support the the support the board, support the district in getting to those goals, exceeding them, and maybe looking for the next benchmark. It's kind of what I want to do. Thank you. >> Thank you. Okay. So, the last person, Miss Brewster, for question number two, our district goals are high quality teaching and student achievement, safe, supportive, and inclusive schools, and family and community engagement. How would you support these goals while serving as a trustee? >> By actively engaging with students, employees, and the community, this will help in understanding all stakeholders perspectives. I would bring these voices into board discussions. Maintaining open communication will help strengthen the support for
038district goals. I will use my experience as a union leader to highlight all community members, employees, students have a role in achieving the district goals. Student success is a team effort and when all employees and the community work together this will accelerate student achieve it achievement and ultimately meet the district goals. Thank you. >> Thank you. So that concludes question number two. Now we're going to move on to question number three and we're going to start with you Miss 50 Sellers for question number three. Board members often hear concerns from individual parents, employees, and community members. Trustees must listen respectfully to those concerns while also making decisions that serve the interests of all students and the district as a whole. How would you balance advocating for an individual concern while also making decisions that serve
039the needs of all students in the district? >> Okay. Students are our number one priority. And parents still come up to me with their concerns. I give them the best advice I can, but I also tell them lastly to go to that school administrator or if they feel uncomfortable with that site administrator, go to someone at the district level. Children need to be heard and the parents need to be heard. And with that flow of communication and open communication and to let them know what they're what they have to say is important and treat them respectful and never just weigh them off. But just make sure that as a board of trustees that you take it and let you know hope there there'll be a positive outcome and that's about it. Thank you. >> Thank
040you. Okay, Mr. Wrangle. Number three, how would you balance advocating for an individual concern while also also making decisions that serve the needs of all students in the district? Um I think especially you know again going back to being a father and the job of a parent is difficult as it is but the job really really what really comes to mind is the advocating for your child. You are their voice. Sometimes they are not heard. They are not, you know, sometimes it's just because of the children, but it is our job as parents to advocate and to bring forth concerns that are pertaining to our children to the appropriate um uh to the appropriate responsible parties, if you will. But at the same time, there's a reason there's five of us. If you know there's
041five different areas, you cannot make a unilateral decision. And you have to consult with your fellow board members. Bring up concerns. You can't make a decision. You can't make promises you can't keep. Because the thing is is that it always comes down to collaboration. There's a reason why there's five people on the board. And the collaboration is what is what's going to make this work. There's going to be disagreements, no doubt. Nothing is ever going to be one-sided or or the other. But I think being able to lend that that ear to those people that are um that need to maybe unload something um that maybe has been bothering them and just being there and being that face of the district for the areas and the constituents that you represent and knowing that they have
042the ability to that you're approachable and that they can come to you for their concerns. At the same time though, you want to make sure that you're very clear that whatever thing that they want you to do, sometimes you can do it, sometimes you can't. Most of the times it's a collaborative effort. Thank you. Thank you. And next we have for question number three, Miss uh Brewster. How would you balance advocating for an individual concern while also making decisions that serve the needs of all students in the district? >> Board members often make decisions that are the best interest of all students. They still need to recognize some students may have unique needs. This begins with listening to help balance the individual needs with the entire district and every concern deserves to be heard. However,
043the board should look beyond a single situation and consider the impact on all students. Focus should be on fairness and equity to work towards solutions that address individual needs while maintaining our responsibility to all students. Thank you. So to close out question number three, how would you balance Miss Adriana Hubert, how would you balance advocating for an individual concern while also making decisions that serve the needs of all students in the district? I want to say that my career that's primarily what I do. I advocate for those who are in need. I've learned that you have to know what the the issues are in our district. I would educate myself on what are all of our students struggling. I would want to know specifically how is my district doing? You know, what are test scores
044like? What are the main issues um that come to light when it comes to children being at home and how is that affecting their well-being but having effect in how they're doing educationally? by educating myself not only on the issues that are affecting my specific district as well as others and collaborating with all of you, I would have a better understanding and ensure that when those students, those parents, those grandparents, and I say this right, I'm Mexican-American. I was raised not only by my my mom but my grandparents played a pivotal role in who I am. So I understand that listening to our children who attend our district but also hearing from the parents and having an overall understanding of how we're doing as a district uh in its whole. Um, I would hope that
045that would help me understand and respectfully do the best that I I would be able to do um, and advocating for all the children, not just one specific child. Thank you. >> Thank you. Public communication. I'm sorry. I just movement. I get a little nervous. How would you Let me start. How would you handle confidential information, public communication in disagreement with a board decision once a board has acted? >> Um, for this for this question, I want to touch a little bit on my professional life, what I do for a living. um the professional industry that I work in I work in the communication sector and that has its own set of trade secrets and non-disclosures that allow us to maintain and compete uh have a competitive edge. These trade secrets these um
047non-disclosures are very very important and they have to be safeguarded with the utmost care. Any dissemination of any of these could really cause a lot of legal troubles, a lot of legal um legal repercussions and fines, especially, you know, because we're a publicly traded company, insider trading, the whole bit. You we can just go down all these different rabbit holes. Long story short is focusing on that and understanding that there's going to be information that is privileged and non non-public and keeping it that way. But there's going to be a a section with um board direction and of course working with the district itself that of information that is publicly available. Focus on that. Focus on the public available information. Let's work on getting that disseminated correctly and being able to make sure we put
048that out there in the best light that we possibly can. Now any disagreements with the board that we might have or that I might have um with respect to once the board has acted and any disagreement with the board it's the you you keep it enclosed. You you keep it to yourself. You don't start badmouthing your colleagues because that doesn't get you anywhere. It doesn't lead to a positive outcome. It puts a bad light onto the all the effort and all the progress that the district has because all you can have all this great stuff, but you're focused on this negative thing and you don't want to do that. You want to make sure that you're respectful with the decision. Like I said earlier, you're not always going to agree, and that's okay. Being able
049to disagree, that's the benefit. and being able to disagree in a very professional manner, in a very respectful manner. Lastly, I just want to thank the board, Mr. Davis, the opportunity to be up here for you with you guys, be able to um get a chance to interview. I represent over,200 employees in Redlands Unified School District. I've been entrusted with sensitive employee matters and
050respect the privacy and proper procedures that need to be followed. All stakeholders need to know they can trust every single board member. Once there's a board decision, the board needs to respect that decision and move forward with implementing that decision. Just letting you a little bit about me as this is my third year almost fourth year as the president. We have 12 members on our executive board and I know firsthand that we don't always agree with every single item that we are sharing with each other. I wish we were a perfect family but we're not. We are going to disagree and that's okay. That is um positive to disagree with each other. it helps to make the organization move forward. Um, I just want to thank everyone for allowing me this opportunity. Whatever the decision

In my professional role as a so county social worker, um I work with a lot of sensitive information. When I was a child abuse investigator, uh the information that I was given um changes lives. So I understand the importance in not only honoring the information that I am given but as well as understanding my responsibility that would be as a board member and upholding that. Um, when it comes specifically to our students, being that I know what a lot of Riverside County students go through, I can imagine what
052type of information you you receive and the sensitive nature of it. I think being that I have a wide scope of understanding the various issues, um I would understand um not only in upholding that information, but when it comes to public communication, you know, and being that if chosen, I would be new to the team, I I would seek your guys' advice. vice, what's allowed, what's not allowed, what can we put out to the community, what needs to be followed within the Brown Act, how do we stay in compliance? And if there are disagreements among everyone, I understand what it means to work in a team. There's no I in team. So I would look to you guys to say, "Hey, okay, I understand this happened. We don't necessarily agree, but what can we do
053moving forward?" And as far as for myself, again, not only am I a social worker professionally, but I have a special needs student. I understand what it means to not only advocate for your child, but to ensure that my child, and I would hope that I would do the same for other children, have every possible opportunity. You don't badmouth anyone in public at all ever. And you keep everything to yourself. You have a person that is your person that will speak for the board. Coming out of close session, Miss Trapman gave what happened in close session. No one else needed to do so. You have your rules that you follow and you maintain always. Okay. I worked for the school district for three decades. I know attendance. I know how it how every most of every department runs except for maintenance and operations. I know it how it is to do and set up a graduation for high school and continuation. It is hard and you
055should always be thankful to the little people, the maintenance, the the maintenance workers, the groundskeepers, everybody that has a part in it. Not only your teachers and your staff, but everyone. And I believe everybody needs to be acknowledged for everything. Even though it might seem small to some, it isn't to those that do it. And that's part of why I want to be on the board. I want to acknowledge everyone and what they do. And if someone forgets, hopefully I won't. Negotiations is not a fun thing. I mean, it is to some points, but when you're negotiating layoffs and that part and though I've never been on the dark side as what we've called the board members and administrations that do it, I have seen what is going on with the city and my council
056members are having a hard time. My position is neutral, but I will be fair knowing first students first always. And how do you keep with students? By having and maintaining fiscal sovereignty in the district and letting those that know how to do their part and reports and if you have questions to come and ask those questions, but also listen to your community because maybe they don't understand what it is. But if you can be that eye and ask maybe questions because some people are very uncomfortable asking questions but if you can be that voice for them that's the part I want to be. Good evening, President Ree, distinguished members of the board, Superintendent Davis, extended banning community. This evening, we're very proud to present our new LCAP. Um we've put a lot of time and effort um into the LCAP plan because it is the district's plan. And so I will go on ahead and begin. Um, one of the major components of the LCAP is that we always consider who are we serving and we need to be aware of the proportionality of our population in terms of our demographic makeup. And you'll see here, um, we serve over 4,200 students, um, including English learners, um,
064in addition to, um, 720 students with disabilities. And so, um, we serve a quite diverse population of students. All right. Um, one of the other major components of the local control accountability plan is that we take into account what our community partners have to say. Um, in fact, this is a critical element of the LCAP. Um and we conducted several meetings um upwards of 15 meetings um since we started this particular cycle where we took input from teachers went out to various school sites, our bargaining unit um teams. We also took input from our SULPA um to make sure that we captured a cross-section of what the needs of the community and our school communities including as I said um all staff students who participated and parents um very critical because everyone has a voice
065and everyone's voices should be heard with that we were able to highlight several priorities some of the priorities listed did include um mental health supports. Um, and you'll notice some of those mental health supports um, reference things as it relates to student behavior, certain programs that we've had in the past, um, access to technology, um, bilingual services, including bilingual aids, um, and support for families of students who are English learners, um, safety and supervision, um, which is always, um, a very prominent theme, um, including campus supervision, um, college and career pathways expansion. Um, also a very important theme as it relates to providing adequate um, support for students in terms of making sure that our students have options when they graduate from the Bannon Unified School District as we were very very proud to hear
066about some of our students who are going off to Ivy League colleges. But there are also opportunities to go directly into the field of work. Um and then maintaining um the successful programs that we have in place um was also a major theme. Wrapping this up is family engagement. Um and that also rose to the top in terms of to what extent are we making sure that we are including families. Um that we're providing opportunities for our families to improve um their capacity to know what's going on what's going on in the district and how they can be better support to their children. And so our strategic priorities are simply our district goals. Mr. Davis referenced these goals earlier. Our first goal um centers around the academic achievement of students. Our second goal centers around
067creating a safe and healthy environment. Our third goal centers around increasing parent and community engagement. And the fourth goal here is unique because it is specific to our continuation school and our independent study school. And that is an equity multiplier goal. and that equity multiplier goal. Um the schools qual those two schools qualified for this goal because they have what is called a high stability rate. The stability rate simply means there's a large percentage of students who come in and out in any given year. And what the priority goal for this school or our alternative educational center is to improve college and career pathways for student students, excuse me. And so how we develop the LCAP is a process that includes collecting input. It also includes identifying metrics and we go through this cycle every
068year. Most of the metrics that we select come from the dashboard. We take a look at those metrics because that's part of what we're legally required to do as well as local indicators and we set goals and targets. And so the LCAP is typically a three-year plan and starting with 2023 dashboard data. We look every year and say how are we wanting to do 3 years from now and we set targets to meet each of those goals. Under each of those four goals we have actions. Our first goal academic achievement is going to be our heaviest one. We have about 17 actions under that goal. And then our second goal um for parent for safety we have about 10 um actions for that goal. And then for parent and community involvement we have a smaller
069number of actions all very equally important. Um but the goal is to connect what we say we want to do with data and then we look at the LCAP to say how did we do? Did we make progress? Um did we not make progress? Did we make enough progress? is this a goal or action we want to reconsider or do we want to continue and maintain it? And that largely um really set the tone for all of our community partner meetings where we had lively discussions and conversations about well what is this what does this mean and the data that accompanies each of those goals and actions and then um we complete a draft where we receive feedback from RCE um and that is we've been able we've been very fortunate to receive a lot
070of great feedback from RCE and finally um after the plan has been board approved because we will be bringing it back June 24th. These plans and goals are aligned directly with our school site plans. So when you receive our school site plans, you're going to see the same goals listed. Now our data and metrics. I talked a little bit about this before. Again, we use all of our dashboard data, which includes looking at things such as um how much students have improved in English language arts and mathematics, chronic absenteeism, suspension rates, our English learner proficiency indicator, which looks at what proportion of students are progressing in English, um in addition to college and career indicators and graduation rates. I would like to call our director of instruction, Mrs. Marcia Kofabi to talk a little bit
071about some of our areas of success as well as improvement. Good evening. Thank you. So as we move forward with our success. Okay. So our district success as we reflect on our progress there are several areas where our students, staff and schools have demonstrated meaningful growth and improvement. So as we look at the English learner progress indicator, we saw notable growth in our English learner learner progress indicator particularly at Holene Elementary and Banning High School. This reflects the impact of targeted language supports, highquality instruction from our staff, and focused intervention efforts. We also have bilingual aids that also comes out of the LCAP that truly paid a part in helping our English language learners. Improved school climate and student behavior suspension indicators improved across multiple sites demonstrating our commitment to restorative practices, positive behavior supports,
072which is our PBIS, and creating safe and supportive learning environments for students. Chronic absenteeism. Our elementary schools showed strong performance and reducing chronic absenteeism with gains across nearly all student groups. These improvements reflect successful attendance monitoring, family outreach, and student engagement efforts. And also we have Saturday school, our um uh contracts that they can go on when they're going out of town and also various incentives to continue to have our students excited about coming to school. Chronic rate graduation rate gains. We saw encouraging increases in graduation rate for both English learners and students with disabilities at the high school level. These gains highlight the effectiveness of personalized support systems and our credit recovery opportunities through atum and we also piloted subject.com this year as well. And English learner student group success English learners improved in
073multiple dashboard indicators including our English learner progress, suspension rate, chronic absenteeism, graduation rate, and college and career readiness. These results demonstrate that our efforts to accelerate a student achievement with providing targeted supports and make are making positive impacts. Now, our long-term English learner growth. learner shows significant gains in English language arts achievement and English learner progress indicating that focus again interventions are helping students move toward reclassification and academic success and we have a lot of our students that were celebrated at the language celebration this April. Now, Hispanic students improved in several key indicators, English language arts, graduation rate, and science performance as our largest student group. These gains contribute significantly to our overall district success and progress. Most students across the district demonstrated improved suspension outcomes, reinforcing our focus on equitable discipline practices and a
074positive school culture. Now, while we recognize there is still some important work to do in mathematics, which is what we'll be talking about, our areas of growth, we want to look at mathematics this year. We have continued to look at ma mathematics. Last year we made sure that all of our teachers were trained in Irvine math project to build their capacity. Yes, we did remove them from classroom which was some of the concerns but it was much needed. So this year as we speak with our teachers, they feel I'm ready. I have the capacity has been built. Now we're ready to go into the classroom and do what we have learned. And so we're excited to see the growth that we will see even more on next year's dashboard. Also, this year we are planning
075our math adoption. So next tomorrow, actually it's already here, we will have Irvine Math Project come out and create a rubric so that we can look at what is it that we want in this math adoption. What is it that we need? What do our students need? Let's look at data. Let's look at our dashboard. Let's look at um our students with disabilities. Let's look at it all our subgroups so that we our student groups so that we can make sure when we adopt that we have the closest to perfect adoption that we have because we know we're going to have it for another 5 to seven years. So we really want to make sure that we choose what is best for the students of Banning Unified School District because that is a strong area
076of concern and growth as we are a negative 106 points away from standard. So we really do want to make sure that we are really behind our students supporting our students, supporting our teachers in the area of mathematics. Also, as we recognize that there again is still work to do. We are recognizing that we do have a lot of success in our college and career readiness. and we want to continue to work with them and we are committed to building on this momentum as we continue to work towards improved outcomes for all of our students. We feel like we got this. Thank you very much. And we are turning it over to fiscal. I have a quick question before we move on. Um, how much longer are we contracted with Irvine Math Project? So it
077is actually yearly. So we have we have continued and ended our training of pulling them out. We just added a contract this year for them solely to assist us with the math adoption. >> And once we have our math adoption, will we stop contracting with them or will we >> we will look and see because the point of Irvine Math Project is supplemental as we know that every math um publication doesn't necessarily meet every need. So our core curriculum this year is go math but it was a lot of gaps in go math according to the standards and we were seeing it on our dashboard. So go so Irvine math project's job was to come in and say where are the gaps where are the standards here is the information that we can provide to
078help your students meet mastery because go math is not doing that. So again now that we have them they have been working with several districts and each of the districts that they have worked with actually chose different adoptions. And so they're not biased, which is good. They're just going to tell us what's out there and based on what we need. So once we do that, we're going to look hopefully choose correctly where we don't need a fine math project as much. But if we do need them to fill some gaps, that would be the only reason that we would need them is to say, you know, we're still missing some gaps here. But the point of them working with the teachers, working with administration, is that we choose where we can release Irvine Math Project.

And you know learning the uh to organize uh with you know multiple learning modalities and real life engagement I think will help us tremendously in our math struggles >> and we're going to continue with this. >> Yes, that is what we had this year. So they actually were um brought to Kums North where they received the training which is the actual time where they taught them. This is what it is. But then we also had lesson studies where we actually went to schools and a uh trainer taught our students the same lessons that our teachers were teaching for the first half of the day. And then the second half of the day,
081they said, "Okay, now I'm going to turn it over to you to see so you can fill out how the lesson is supposed to go." And then they debriefed and they had questions. So they felt really good because there was a trainer right there with them to walk them through. And then they also were able to see how the lesson was supposed to go. And they were very excited about that because it's different than talking about it in a training than to actually do it with students in front of you. Are we giving our students a chance for cohort groups to be able to um communicate with each other and problem solve in a setting that is um lowering that effective filter for them so that they can make mistakes and they can you know
082discuss it with each other? Yes, absolutely. We are all about collaboration and also we have in addition to Irvine Math Project we have AVID which is where AVID is really strong with Wicker with the seed which is collaboration which gives them that time and they're used to it. They have their Wicker partners so they all know what it's like to work with one another and that I have my buddy and I had to learn that because math is not my thing. So we were at a Riverside County and I looked around I'm like does anyone else know how to start solving this problem? So, I saw what the students feel and so definitely we provide those opportunities for them to feel comfortable in asking questions and let them know it is okay if you don't
083know because that's why we're here. >> Okay. Thank you. >> You're welcome. >> Good evening distinguished board members, President Ree Kirk Troutman and welcome. Congratulations Trustee Werta Brewster, Superintendent Davis, members of the leadership team here with the Banning Unified School District and the community. Today I have the pleasure of providing the supports that are part of the plan. Right. So we the instructional services team at services team provided an update on the local control accountability plan. Now I'll be speaking on the financials that are supporting that plan. And so when we look at overall funding under the local control funding formula, do want to direct your attention here on this graph on concentration and supple grant supplemental grant funding that accounts about $20.1 million. Base funding is about 47. Total, it is close to $68
084million in LCF funding. When we include the add-ons, it's about 69.7 million. But the focus of the LCAP, the plan itself is to provide increase and improved services utilizing supplemental concentration dollars. And that accounts for about 42.1% of total base funding. Meaning that for every dollar that we receive, 42 cents are dedicated to these increase and improved services that usually reside outside of the classroom. However, providing people support services. In terms of looking into what is the budget cycle today, we are at about the 9:00 hour where we're providing estimated actuals for the current fiscal year 202526, projections for the new fiscal year 2627 and three subsequent years with a conservative um set of assumptions including enrollment, average daily attendance, and also the governor's made revised assumptions. And so some of the items that we'll
085be talking about later on in the presentation is great news in terms of ongoing funding that's currently proposed. Also one-time funding as well in addition to one uh excuse me ongoing expenditures as a result to some of that ongoing funding. So with that I'll turn it over to Mr. Eddie Ramos, director of fiscal services. Good evening. So, as part of preparing the annual budget and actually determining how we're going to end the school year, we take a look at our enrollment and our average daily attendance. And so, our average daily attendance is known as the rate that our students attend school. And our enrollment is how many students are actually enrolled with the district. Now, off to the left, you'll notice that in 24, excuse me, fiscal year 2526, we had 4,266 students. We are
086projecting a slight increase in school year 2627 as well as 2728. And we are anticipating a decrease in enrollment in the third year out, which is school year 2829. and that's mostly attributed to some larger classes aging out. Now, a couple of items I'd like to mention is we're continuing to see a slight decrease with students moving from fifth grade to sixth grade. And so that is accounted for in those enrollment projections. And some good news and I think that's in alignment with what Miss Kofjabi said earlier really targeting that chronic absenteeism is assisting us with increasing the average daily attendance. Historically banning's been at 93% ADA but we're actually maintaining at 93.4%. So we're we've beat that historic average and we're maintaining currently. >> Can I ask you a quick question? >> Yes. Sorry.
087Um, just because you said some of our larger classes are aging out. >> Yes. >> I don't know the numbers, but I heard that the freshman class right now is one of our biggest. >> So, it's we're looking at the multiple year trend and we're looking at all schools across the board. So, as we get to that third year out, those classes before are larger and we're seeing them age out. So overall in that third year we are looking at a decrease overall. Okay. So moving on to estimated actuals and the preliminary budget. The 2526 estimated actuals are the numbers. Um we do some calculations. We look at all of our revenues that we received and we expect to receive. We look at estimated expenditures and we say this is how we plan to end
088the year. Now you'll notice that the revenues are $92 million and expenditures are 98 million and then we prepare the preliminary budget and that's in the middle column. So revenues are anticipated to go up as well as expenditures. We are continuing to spend down those one-time funds that we received in a prior year. And so you'll notice that the expenditures actually do go up a little bit. Now moving down to the bottom, we have our reserve for economic uncertainties. And that's considered um and we refer to that as like our safety net or our savings account. Our reserve for economic uncertainty did decrease by 1.95%. But looking back at our projections at the second interim financial report, we're right on track with that target. Now, let's talk a little bit about some of the restricted
089and one-time funding. So, this chart shows the expanded learning opportunities program at the top. Although it is currently ongoing, it it really is dependent on who is in that governor's seat. So, we like to keep it up there just to keep it at the forefront. Now, all of the other resources, um, it shows how much in expenditures we're budgeting in the multi-year projection. And I'd like to call your attention to the funding sources that are fully spent. So although in the past couple of years we may have had 10 15 one-time funding sources, they're kind of really narrowing down to just a handful at this point. And so um in fiscal year 2627, we have $10 million within all these resources. it decreases down to $8 million in the budget year of 2728 and then
090decreases just a little bit more in um in the third year out. And so with that, I'm going to go ahead and hand it over to Mr. Herrera to drill down a little bit more in detail. Yes. >> Um are we exploring and I guess this is um to Dr. Merlo, are we exploring new um grant opportunities? Do we have any? >> So the and not to speak for Dr. Merlos, but some of those grants and funding sources they are bringing in in the student services area, we are incorporating. One of those is the school-based wellness centers. That one's new. Uh it is a one-time funding source and we can spend it over a couple of years. Uh and the same thing with that salmon well grant down at the bottom and that's to really
091support our attendance initiatives. It's one time in nature and we're spending it over a couple of years. So, some of those have been coming in, >> new ones coming in and the CTE grant as well, right, Mr. Herrera? We >> do we know what that's going to be? >> Thank you. Thank you. >> Correct. So, just to repeat here what Dr. Melaso said is that there are some initiatives here at the state proposed budget. At the point uh at this point there is a community schools grant. We're looking into applying for the grant. We did last year and there will be additional resources. Also there will be additional grants as it relates to literacy and professional development for teachers that we're looking into uh those uh requests for uh application processes so that we can
092apply. Some are competitive, some are not. Definitely always exploring additional funding options. >> Thank you. >> Great. And so just wanted to take a quick second here and focus on onetime funding because these are the resources that we're utilizing to leverage and maximize the opportunities for our students in the academic program. So really doing a great job in infusing our systems with the additional funding to move the academic metrics here. One of the items not included here, however, proposed, but currently not in our budget projections, is the student supports professional discretionary B grant increase that hopefully by the time the enacted budget um is approved, we see that increased funding that would then be reflected in our first interim projections. Okay, so next we are looking at the multi-year assumptions. These are a set of
093assumptions that are based on recommendations by various agencies for enrollment and average daily attendance. Those are all local indicators and how we project uh the enrollment and how we think students are going to attend our schools and that frequency of attendance. One of the areas I do want to focus on that's different this year is the cost of living adjustment for the 2627. And I apologize if I say this year because I'm already living next year. And so the difference here is that the statutory cola is set at 2.87. However, you'll see here that is marked at 4.31. That is an increase to the local control funding formula investment at a rate of 1.44 resulting in that higher than normal COLA. So we have statutory COLA plus the additional LCF investment results in a 4.31%
094COLA. This does not carry through where we see that same same um increase year-over-year. Now looking at the figures want to take a quick second here looking at our multi-year projections. combined balances demonstrated that we are meeting the reserve for economic uncertainties 4 and a.5% year-over-year and also not exceeding the 10% reserve cap in the three years projected when focusing on the unrestricted general fund. However, we do see that we're still leveraging uh some of the uh carryovers but also uh do have expenditures exceeding revenues in the tune of about $3.8 $8 million in a three-year period. But all like I said earlier, not included in our current projections are the student supports professional development discretionary block grant. Yes, that is a mouthful there. And also the increase to special education funding, which is also
095great news. And so that information currently is not in the budget because we're waiting for those figures to be finalized as part of the enacted budget. And of course taking the conservative approach with that. Next steps is going through the LCAP process with the Riverside County Office of Education. We're still soliciting input. We have our email here and also information on the website. Continuing to make budget adjustments as it relates to enrollment. Uh there's some refined information there that we have to reflect and making a recommendation for the LCAP and budget adoption on June 24th. Because as um as the educational demands of our students increase, um what have we included or what
096does RCOE uh include or what will they include um for education for our parents so that they can um increase their understanding of how they can support our students um on a day-to-day basis. >> I'm aware there's no direct funding for that purpose. However, uh through the differentiated assistance program, I know that we do get additional support to look at our goals and some of those identifiers within our LCAP and given that our goal three and the community engagement and parent engagement is a priority. That'll be something that the educational services team will be working on with the county. Um but in terms of funding at the moment, we're not aware of any additional county funding. However, there may be other grants opportunities that we could look for. >> Thank you. Um thank you very

I know that we're being very supportive of our of our parents and including them and you know and volunteering and and communication and you know with with everything with communication, but do we have any specifics as far as you know educational um support for our parents? Um >> I'm thinking in math specifically because that's going to be incredibly vital given our low standard I mean our low scores >> right so one of the things we did institute this year with the help of student services we did have um parent university courses and we look each year to see what the need um should be because it should always be based on need and it should be based on how can we best position parents to
098help students. We do know that math is one of our weaker areas. Um and we are already um kind of in talks with our sites about many of the sites already do things like math night and ELA night um just to try to bring greater awareness but maybe um trying to be a little bit more creative to get more parents to come out so that they can participate and understand sort of what are the new demands um that our students are being asked to do in terms of really thinking about how to approach math mathematics. Amazon's very popular with the school sites because the expedition is the ordering there. And so to answer your question, we do have internal controls workflow processes where it is initiated by the requisition or approved by the administrator. Also depending on the funding source, it goes through a series of directors before they making it to the uh fiscal services department. at that point purchasing also reviews and then submits those requests and so more often than not we find ourselves following up on questions in terms of some of the items that are requested through Amazon. >> Awesome.
