All those opposed say nay. Motion passes 4. Item 2.2, resolution 26-023 for the board to adopt resolution number 26-023 determining the method to fill the word. >> Is there a motion and a second to open and discuss item 2.2? >> Any discussion or questions? I just want to clarify um the appointment option would be to fill the vacancy until the election could be run in November. >> Correct. Yes. >> And if we vote to do a special election, then it would be an open seat until the November election. >> Yes. So vacancy election. Not sure how to proceed because it says

I have a motion from but how do we like do we have to choose one? I think based upon the discussion about what would happen and we can go over some timelines maybe for if there was an appointment and if there was a special election when we do that. >> Okay. So, just to start, whenever the the district the board receives a resignation from a board member, the district has 60 days in order to fill the position. If the district does not fill the position within 60 days, the county office, which is Riverside County Office, will then uh what we call it invoke a special call for a special election. the district will still have to pay for it, but they make it happen if the district doesn't take action. So, this is the chance

for the board to determine whether we whether the board wants to do a provisional appointment, meaning that the appointment would not fulfill the entire term because there's two more years, two and a half more years of term. It would just fill the vacancy until the next election period. So that timeline looks like if the board were to do a provisional appointment um May 1st today adopt that resolution then on Monday we would advertise the vacancy and it would go out on all platforms meaning social media to school sites because what you want to do the board wants to do is ensure that it's fully transparent. You want to have a widest cast as possible to make sure that there is no favoritism and be transparent. That application window will close on May 18th. So that

would be two weeks. And then from there we will verify the candidate eligibility which is minimal 18 years old resident and so forth. And then we would develop um application interview questions and that interview would take place at an open board meeting where the board 10 15 minutes or whatever the board determines would interview each candidate who's applied. uh there would be an opportunity for the board to discuss that in close session under government code uh go right now somewhere in these notes and then uh the board would then make a selection of an appointment and then shortly thereafter whether it's the same meeting or the next meeting swear in the person and the person would take the role from June all the way till no the November election so that would be option One,

>> is the vote in open session? >> The vote is in open session session. So that would be the provision of option two, the special election. Same thing. There will be a resolution that will be determined today or voted on. We would notify the county's registered voters office on Monday and then it would be put on the election that will be conducted on November 3rd. And just for transparency sake, can you u say aloud how much it would cost the district to do a special election? >> Yes. So took a little while to get the information, but the county uh register's office is great. It is pretty much $3.50 per voter. So as an example, right now in today's terms, trustee area 2 has 3,621 voters at 350. that's a little bit uh rounded up

to $13,000. That can change, but it's about $13,000 or so. >> So, at the next election, I believe there's already two trusty areas that are open right in November. Yes. So, this would add an additional one. So that total cost would be about $45,000 that time, which is pretty typical if you have three versus >> So mine is open and then it's open to >> Oh, we're gonna >> I'm gonna run my seat. >> In in the So the last election that we had, we had three seats open. Mhm. >> Aaniano Troutman Martinez and no one ran. Everyone ran a post. So the district did not have to pay for those costs. >> So you save money. You save the district. >> Save. So the choice is really how to move forward understanding that there

could be a vacancy for six, seven months or having someone on uh really isn't appropriate. Can I speak to that or like I'm not personally comfortable with having a vacancy on the board for six, seven months? >> So, do I make a motion then to move forward with the provisional appointment? Okay. I move to move forward with the provisional appointment. >> So then it's different from opening it. So that's messy. You got it. >> Okay. Okay. So then I'm not going to repeat who made the motion and all that. We're good. >> Second. >> All right. So all those in favor for the provisional appointment say I. >> I. >> All those opposed say nay. Motion passes 40. Item 3.1 adjourn meeting. Do I have a motion to adjurnn? >> I move. >> Second. I

have a motion from clerk Tropman and a second from Trusty Nollas to adjourn this meeting. All those in favor say I. I. All those opposed say nay. Motion passes 40. This meeting is adjourned at 4:43 p.m.
