001exercise that is correct it's like when  Skyrims are too challenged too   well yes so you're just like yeah  that's what I mean like it's like   they're not yeah that's right exactly  why I don't think my foot feels too big exactly and mirror staircases are also hook  record falling down a little bit hi Susan good to see you again  get in the back of the car because yeah yeah right now because Andrew are you ready I am ready that's something okay um Andrew we  are ready welcome everybody to the meeting at   six o'clock meeting of uh the board of the board  of clock wow that day four o'clock it's been a   day folks anyway uh welcome everybody uh to the  Tuesday May 9th meeting of the Board of Education   um welcome to everybody uh we uh

002are going  to begin uh with the uh first with our land   acknowledgment we acknowledge the transition the  traditional ancestral and seated territory of the   Chumash tungva fernandino tatavia and First  Nations on which we are learning educating   and living with that we'll move forward with  the Pledge of Allegiance so if you'll join me one nation under God indivisible yep thank you so much Miss Kitty okay  then you please take the role at this time vice president Weisberg president and president  Ferguson present uh we do have four out of five   members here so uh three members are required to  proceed with the business of the meeting so we do   have a quorum and we are able to proceed with the  business of the meeting uh I do before we get on   to item make sure uh item

003two uh that I'm going to  ask for some adjustments to be made to the agenda   there was a an error made uh in in when we were  drafting this so uh and just want to make sure   that uh the public has access to communicate to us  um during this meeting so first on item 2A Public   Communication which is public Communications on  closed session agenda items that is just a regular   period of public comment uh that we will take for  a period of five minutes um the second period of   public comment is fine we will continue to observe  that and that is a three-minute period of public   comment and that is item 4A and then what I  am requesting is that we add um basically what   would be a new agenda item number five which is

004a  period of public comment before closed session so   the standard in our uh in our process so  uh without objections from my colleagues   uh I'm going to proceed with that change is  that clear you're good on that end excellent   um and we'll proceed from there uh with that uh  and do we do we have a virtual public comment   speakers sorry no we do not so just verifying  we do not have public virtual speakers at this   time so we'll proceed to cards I do have um three  cards at this time will continue to accept um and   I love when two of them are students uh so uh you  know what is kind of great is that this new public   hot or there's a lot more students engaging uh  we've had students I think at almost every

005meeting   um so uh we will um uh pull up uh our  speakers will continue to accept cards   until uh our final speaker has concluded  uh so our first speaker is Miss Penelope   come on up and so in this room there's  a little bit of a deal you have to sit   at that table and you have to speak into  the mic we can't have folks talking from   the back so that way Folks at home can hear you  so welcome Penelope it's good to see you again hello my name is Penelope bogener I am in the  fourth grade I go to Providencia Elementary School   in the first grade during covid my parents had me  up for a class called the gifted Alliance on out   School that is where I met the kids most likely  there were so

006many kids like me I felt a sense of   belong I learned a self-advocate time management  learned what an IQ means and how it's okay to   be gifted we played challenging puzzles together  and she encouraged creativity I don't think about   other great students in the programs they were in  I also learned about their pull out programs I was   so excited about this because I wanted to have the  same experience of those students those students   had extra things they learned together they were  able to create projects they learned Robotics and   computer programming most kids could use would use  their creativity to learn I have friends in at my   school who gets pulled out because they have an  IEP they work on fun projects but we stay in class   and learn without much challenges other students  have a

007resource teacher but we have nothing like   that I like my school I like going to Orchestra I  like my teacher Miss Lotito she looks uh she runs   challenging and interesting books for us to  read I like Mr paulia and Miss Culbertson but   the way I am I am learned that this classes were  gifted on at school is nothing like I ever had   it's completely different and it's made for kids  like me I know there's more uh out there for us   I think we need to get together with other great  students and do more like I did and at school   you can meet with me to talk about those classes  please use the funding to support gate students   excellent thank you so go  ahead and take a great job   um we'll we'll respond to everybody at

008the end  penalty okay um our next speaker uh is Cambria welcome hello my name is Cambria and I am in the fourth  grade I go to Providencia elementary school and   I'm here to say why we should fund the gate  program my first reason would be to help kids   be challenged I think that gifting child  to Children such as myself should be able   to have a challenging time in school which will  make school a fun place for learning instead of   being easy and not challenging my second reason is  that kids can work harder and smarter if we fund   the gate program and get supplies it can help  kids bring out their creativity and their skill   my third reason would be that kids could work  on their own level of learning instead of having   to work on

009subjects that they already know or  subjects and activities that are too easy for   them providing more funding for books for higher  reading levels would encourage more literacy   my fourth reason is that we need more help with  catering to get kids interest while also helping   them in subjects that they do not yet excel in  my last and final reason is that a fully funded   GATE program can really make learning more fun  and keep our interests in school subjects that   we are not always too interested in for example  I love to read I read at a very high high grade   level however I do not have the same love for  history as I do literature if we've had more   funds maybe our teacher would be able to provide a  more interactive experience and more opportunities   to explore

010history outside of the classroom all in  all please consider fully funding our GATE program   to hang all of the gay kids learning experiences  thank you so much our final speaker is schwasman   uh and that is the last card I have at this time  I'm sorry I'm calling up you Mr schwassman so   you're up next if there's another card feel free  uh to submit I don't have any other cards that   says oh yeah actually that is the order I received  it and so go ahead Mr schlossman like you should   thank you sir I like yours there we go um  I noticed uh on your goals and agendas you   don't talk about school site security that's  problematic and then on under item number four   um 4.1 you're talking about increased transparency  and I think that's important you

011know I've sent   you all emails and copies of this type of uh these  communications regarding the destruction of uh   text message Communications which so much is done  these days via text the courts have already ruled   the Supreme Court's already ruled that you that if  it's a if you're talking about school business on   your personal phones it's a matter of public  record and it's this conversation I'm having   with you is nothing new we had the superintendent  admit to destroying records we had Mr paramo admit   to destroying records like he's boasting of it  and I don't know who's supposed to be accountable   you know I know you're a fair guy I know you  want to play by the rules and obey the law   and I'm not asking for anything that's you  know over the top here if

012you talk to any   it guy you know or a 13 year old they'll  tell you that there's apps available that   takes these text messages and collates it  and arranges it and you can email it to a   file a server and it's a matter it's you're  not Reinventing the wheel is what I'm trying   to tell you it's it can be done you know the  way I do it I have to take a screenshot and you   know boom boom boom it'd be a million screenshots  that's not reasonable but there's apps that exist   and you know I asked for some  copies of communications from   the vice president and I want to read for the  record what she said she calls it best practice   she says as is best practice I delete all text  messages relating to anything School

013Board related   that's exhibit a in a courtroom she's admitting it  I don't have any current text messages from or to   Dr Hill Neiman or parama or any board members  Beyond today's messages regarding Starbucks   I clear my texts out immediately after  board meetings and at least once a week   that's a further ad mission that  she's destroying these public records what do I have to do to get new folks to comply  I think I sent you a copy of the letter I sent   to the attorney general and to the State Board  of education what do you do when you have a kid   who's cheating and won't stop cheating you talk  to the kid you talk to the parents and you do   the best you can well I mean I'm doing everything  I can here and do I

014have to sue you do I have is   that really what it's going to come down to to  get you to comply all you're doing is spending   money the district's money you know I I wouldn't  get anything out of it personally I wouldn't get   anything out of it except that you would have to  comply yeah the lawyer would get something out of   it because you'd have to pay the lawyers fees and  it's needless we're on the same page you know okay I've got some other things to talk about but  I'll come back you know on a different thing   thank you for your attention and please show some  leadership on this you know expenses thank you got it our next thank you uh Mr schlossman  uh our next speaker is Peter Bogner sorry I just called the

015cards in order that way  there's no uh accusations of me prioritizing   certain speakers at different moments so thank you  for putting up with my uh need for protocol here   I appreciate you pronouncing your name correctly not before so it was a pleasure  good to see you again welcome   good evening members of the school board my name  is Peter bognar I am a parent of two students   at Providencia Elementary School one is Penelope  that you just heard from and her classmate Cambria   one is Phoebe a kindergartner who likely  likely will be gate also Penelope is gate   um it's a pleasure to speak with you directly  some of you have met before uh Miss tabat we met   over an unrelated matter last year she was very  very helpful to our families I appreciate that   Mr Ferguson we

016met at Reflections I remember  and Miss Weisberg cam car s yeah you do look   familiar I think yeah uh Dr Hill I met because  you were here and when I teach first aid and CPR   I teach first aid and CPR for Burbank unified  in this room slightly different circumstances   uh and I would like to say briefly that we love  Providencia Elementary School Miss Culbertson is   an amazing fantastic principal that's why we went  there we transferred she's very good Penelope's   teacher Miss Latino's excellent Miss willerton so  this is not a reflection on how well they're doing   this to Pauline as well is good why am I here  tonight I'm here with my wife and daughters to   request the appointment of a full-time gate  coordinator as you know our git coordinator   Terry Williamson is part-time I believe

017the  term used is 0.2 or an auxiliary I think that   is the terminology the reason I'm bringing this up  tonight is because we found out that our current   coordinator we just found this out our current  coordinate is only part-time we did not know this   and it fits in with our meeting this evening uh  lcap um the base fund for a part-time coordinate   is fourteen thousand dollars so why do we need  a full-time gate coordinator this is not just   because so many other school districts have one  this is because we feel we desperately need one   our family could well my wife and I have learned  about gate in our research is that education   designed for Gates students is so completely  different it's not just adapting lessons or   differentiating it's a completely different way  of learning and

018our Penelope thrives on that way   during the pandemic we first started using what's  called out school and some other gate Zoom classes   Penelope suddenly came out of nowhere and just  flourished it was amazing to watch so then we   started meeting with some gay teachers online  Educators in other places in the United States   over Zoom we also spoke with some other gay  parents here at busd so the first reason I'm   hoping you'll appoint to You'll vote to appoint a  full-time gate coordinator and the funding that's   needed is that in this time of limited funding we  need a full-time District person who can come up   with innovative ideas again appointing full-time  full-time git coordinator will be just a start   number two along with special ed gate are the  largest group of students that are identified   as having

019learning differences three gate is  the only group at busd with zero dedicated   full-time employee the only one the other groups  are represented uh four gate students of the group   that is most likely to make the least amount  of academic progress during the school year   five gate students learn differently so they  need a program that teaches differently it's as   we've been speaking with gate teachers we can see  it's just a completely different way of teaching   and finally inclusivity gate students are  not being taught to their full potential   we feel whereas other groups are represented we  feel that it would be fair to our gate students   to appoint a coordinator one article that I  read excellent article Compares gate students   to cheetahs who can run 70 miles an hour to get  their food in an enclosure they

020can't do that   engage students need opportunity to run that  70 miles an hour to get what they need also   uh let me conclude by quoting uh Alicia boiling  she's penalty's third grade teacher she's   over at Bret Hart excellent teacher to give you  hopefully because I'm reading a lot of stats here   to give you an idea of what is going on with  Penelope so we met her after school one day   last year and we said How's Finn I'll be doing  she did not go into her teacher mode with a   canned speech which we appreciate she said oh  Penelope I can barely keep up with her she has   so many projects going on she writes a school  newsletter and distributes it she has three   positions in our classroom government course  she's writing a book and who knows

021what else   she's like a rocket all I do is just point her  in the right direction so she understood Penelope   and if you see Penelope in a regular classroom  she gets bored and tired as they both mentioned   but when you get Penelope in the other environment  with a gate it's just amazing to watch that and   I really feel if we could dedicate funds to  that that's at least a major step in the right   direction I understand there's a lot of funds that  need to be allocated you know in other places too   let's appoint a full-time gate coordinator our  gate students deserve it and they want it and   they need it thank you very much thank you so  much that is the last card I have at this time   so I'm going to close uh uh

022public comment  and then I go to staff for staff responses thank you president Ferguson and thank you to  all this the speakers this evening um thank you   Penelope and Cambria for your advocacy and just  sharing what your experience is like at school   um you gave a very Vivid description of how you  learn and how you want to learn and the support   you need so I really appreciate you coming  down here and sharing with sharing with us   uh Mr Ms Bogner I say correctly bognar sorry about  that um first program thank you for your service   um to supporting our our employees and thank you  for your advocacy as well I'm not going to be   long-winded um definitely listen took notes about  your advocacy this has been a topic that we have   wrestled with for many years

023about the supports  of balancing our budget needs and supports for our   students we have shifted to a model where it is a  part-time position but we work very closely with   our curriculum specialist as well as our teachers  and our principals to implement differentiated   instruction strategies clearly I heard some  feedback tonight we need to continue to look like   how do we improve those strategies so that our  students are supported and challenged but we're   looking at how can we be creative and responsible  with our budget needs and still support the   students but I know it's a broader conversation  for the board but I appreciate your advocacy   um and then Mr schlossman I know the board  will be reviewing the goals and talk we I   noticed your recommendation about School site  security and uh and I know your

024your feedback   on just transparency retaining text messages uh  you did mention you may know some apps I've asked   my technology team as well as your easy way for  us to store our messages so if you know specific   apps please send that to that to me that's a  conversation we've had uh it's something that   we want to be able to how do we get tax off  of our personal phones into a database like   me retrieved if needed in the future but  thank you it's my board member responses   sure must have it well ladies Penelope and Cambria  thank you for coming tonight and sharing can you   hear me okay and sharing your thoughts and  experiences with your day-to-day experience   um at school I loved hearing that you  like school and you want to be at school so

025so you know at one point in time in my  life I was the gate teacher so I kind of   get gate students um and Mr Bogner  I think you described it perfectly   when you said your gate student needs to  be free like that cheetah to run and learn   the things that they're interested in and  you're right because I've seen my students   it's almost like they're much better off if you  said here's a blank page whatever you need to   do but let's let's talk about the Civil War and  run with it and you get amazing things back where   some students need more parameters you know I  need 500 Words I need a diagram and but that   doesn't work for the gay kids and Penelope you  talked about when you're interested in something   boy there's no stopping

026you and sometimes  when you're not interested it's harder so   we have to figure out as the adults that run a  school district how do we within the confines   because it's not easy there's numbers involved  and there's dollars involved how do we figure   out how to best provide an education a rigorous  education for Learners who learn differently   and Penelope you were excellent in describing some  of your peers who have needs that are addressed   you called out um RSP is that what you called it  oh we're not supposed to read birth okay anyway   you called out some different Learners who had  additional help and and you're right we do give   additional help to students who need it in certain  areas and I'm of the opinion that you deserve that   same thing as well I'm gonna count on

027the adults  the leaders and as we have this discussion tonight   about where and how we spend our money what are  the possibilities of things that we could do to   make that an experience for you as well and and  Mr Bogner I think it was you who said it's not   just about differentiated instruction that's a  part but there's more to it than that because   they're a bigger picture than  that so you really have to   kind of figure this out um the conversation isn't  ending it may not be a right-of-way thing but   definitely I can say that this conversation would  be ongoing I do think um Dr Hill and Mrs Casio if   we could return our if the teacher who the lead  on on um gate instruction is willing to put those   parent meetings back in person

028they just seem to  have a better ability for people to [Music] um   work with each other in a personal setting as  opposed to doing it via Zoom so thank you thank   you for coming down tonight please don't leave  if you can stay and hear the conversation as we   go further um I think that would be great for you  or you can always watch it uh from our website uh   later or from home Mr um glossman I'm not I'm not  uh opening the door here but if I'm one of those   that you include on your emails I'm not getting  them so if I'm not one that you include please   don't feel like I'm stressed out about not getting  them but if you're expecting answers for me I need   to receive them first so just so you

029know I'm not  um and there we go thank you very much thank you   thank you president Ferguson um Cambria Penelope  um you guys did great so thank you for coming and   talking about your experience of Providencia  I'm so glad to hear here I'll Stand Up Like   This does that help um I'm so glad to hear  that you guys are having a great experience   um and that you have ideas for how to  improve it for other kids that are like you   um I think that's really important to make sure  that you stay engaged right we know that when our   students feel like they're learning at their  Highest Potential they stay engaged in school   um one of the things that we're  doing from a governance perspective   um which was probably not as exciting for you guys  is

030that we're having an academic committee and   so this I think I think would be a great topic  for us to take up at the academic committee is   um how does what does our gate support look like  um and how might we rethink making sure that   we're supporting all of our gate students  and and what might some different ways of   um serving them look like right um so I've  got some ideas but uh I definitely want to   talk to the academics but um thank you for  coming to advocate for yourself and for   other students like you I really appreciate  it good job excellent additional responses   all right Dr Weisberg hello you  guys killed it so a couple of things   um you guys did exceptionally well are you  a little less nervous now okay you're like   um

031okay um so the first thing I want to say to  you both is I hope that you will come back and   continue to advocate for the things you care about  even if it's something totally different so that   you'll continue to come back or if you can't come  to a meeting you'll send us an email because we   all get them or you'll invite us to come talk to  you and some of your fellow students Penelope it   sounded like you were on like student government  you had a classroom government thing is that yeah very cool oh mayor of the glass very cool so it sounds like you have a lot of  experience so I want you to think about taking   that experience too come back to us even if you  don't love the decision that we make

032right come   back because sometimes it takes a while and even  if a group of people really wants to do something   right away one of the things you learn when you're  when you're not mayor of your classroom but your   mayor of a city which I have no doubt will happen  for you you will learn that even things you're   most passionate about sometimes they take so long  but keep coming back okay keep coming back Miss   Cambria it was beautiful you had nothing to  be worried about but public speaking is scary   um I want to say that I totally relate to  how you feel I was reading like crazy person   I used to get grounded all the time because  I would sit on the edge of my bed and try to   read from the like light coming in

033and then  I pretend to be asleep like when my parents   yeah yeah it's not surprising to anybody but so  reading is the best and I used to get so stuck   in a book like people would call my name and I  couldn't hear them talking to me so I totally   relate to that and and you bring up some really  interesting questions both of you and also uh Mr   vognar yes um you also bring up some really  important things that that generated some   questions for me and these are some things that  I'll I have for Dr promo and miss cruseo and Dr   Hill but just questions about our curriculum  specialist that we have at each one of our   schools you know can they work alongside some  of our teachers to provide supplemental material   for our gate kiddos

034because they're certainly  qualified to do that I know our teachers get a   lot of training on differentiated instruction but  speaking to Dr Hill maybe it's time to revisit   that so I wonder if we can't get to where we  need to go yet what are the people we already   have in place that can help us get closer so  that you know if history isn't your thing yet   yet but maybe a curriculum specialist could help  create something really interesting for you so you   can engage with history in a different way I also  wonder um and the curriculum specialist listening   I'm not trying to add more work I'm sorry um  but the other thing that you made me think about   all three of you when you spoke is when we talk  about I don't know if you've heard

035us uh Cambrian   Penelope talk about Dei diversity equity and  inclusion I know parents you guys have and one   of the things that we talk a lot about is making  sure we have an expanded understanding right and   so people who learn differently are part of that  making sure that people who learn differently   we are thinking about them from an equity and  inclusion standpoint too so you talked about I   can't remember what was I think it was Penelope  you talked about her her friends who have IEPs   that was you right you pull out a class and you  get to do all this fun stuff and so us thinking   hard about how we're addressing those learning  differences and if we're being Equitable is such   a great question if we're if we're being fair if  we're giving everybody the

036stuff that they need so   um what you raised tonight is something that  I think we're all grappling with and I took   a whole so if you saw me typing away I took a  whole bunch of notes based on what you said and   I wonder too if maybe that's not something we can  ask our Dei site leaders our teachers site leaders   to also play a part in is how can we support our  gate students so you guys have given me at least   five really huge important questions to ask  and to puzzle out with people who are amazing   um but so I think the most important thing you  can ever do is is challenge a system that's in   place and then ask really important questions  and I think you've achieved that tonight so   thank you for these

037um keep coming back  and we'll try to you know let you know   where we're at and I don't know how  long you're going to stay because it's   you might have cooler things to do but we will  continue talking about it so thank you both   um yeah thank you thank you well first of all uh  to Penelope and Cambria I came a little late but   you know I command you for first of all coming  here I'm sure you had better things to do this   evening in Lincoln she comes here but for you  to be an advocate or what you believe in but   also you know we talked about education  it being fun you know like my colleague   when I was younger my favorite book to  read was the encyclopedic so and I was   I often asked

038by my mother to stop asking  her to ask me questions about my homework but   that was my way of studying and and I think what  you're doing is actually and what you're talking   about it's kind of catching up now because  someone who's in higher education I teach   there are questions about changing the systems  and how we think and how to you know look at   other countries in their education system but also  to make sure we stay competitive when it comes to   those Global markets and where we go and uh family  again I appreciate you being here I know this is   a conversation that we're going to continue as my  colleagues talked about but I'm always intrigued   when I hear even young people questioning the  system questioning how we can think differently   and I think that's

039the beauty of Education  right there are no boundaries I appreciate   what you're doing as my colleague said please  make sure you keep us informed and again thank   you very much and I look forward to seeing  and hearing you more from all of us thank you   right um thank you to the Bogner  family it's great to see you again   um Penelope I last time I saw you you were getting  an award uh now you're up here talking uh so I I   you know one of the best parts about being in this  job is I get to meet a lot of young people like   um I don't often get to run into them multiple  times because there are so many we serve 14   000 plus young people in this District so being  able to see somebody multiple

040times and and at   times even track their experience your mom and  I are not friends on Facebook so get to see uh   amazing things that are happening in your life and  and that's one of the the true Gifts of this job   um and also not having kids of my own so I can  focus on you and and celebrate you when when good   things happen to you so first I'm I'm loving that  I've seen you twice I'm loving that I'm seeing you   know not just the skills that you have creatively  but now skills that you have for self-advocacy I   think that's really really important um so thank  you for that into the Bogner family generally for   for your advocacy In This Moment uh Cambria I have  to tell you I was really proud to see you

041know   um can you tell I'm nervous right now I am  I'm worried about screwing up all the time   um but what I saw as you get up there  in that mic and really manage your own   nerves and deliver and you made some really good  points um so I really appreciate that but but I   will tell you this you're always a little  bit nervous no matter what whether you're   sitting in this chair or in your chair you just  learn to kind of smile through it differently   um so um great job to both of you I think you made  good points I think um one you know we have worked   on gate uh as an issue and trying to to use  and allocate resources as best as possible uh   there are a number of different circumstances um

042in the eight years that I've been on the board um   I I don't think that the way we are addressing  this population's need needs is sufficient   um in comparing with other populations  needs as well I have to tell you they   are insufficient either um so I'm not  trying to create any you know situation   um but I do want to say I think the  cheetah is a really good example   um I think the cheat is a really good example  because we all know cheetahs run at 70 miles   per hour right we all know that they have that  that potential within them to achieve greatness   and speed but we don't know that that for  the rest of the day what are they doing   they're sleeping [Music] because they have to work  their way up to that right

043and that if they don't   hunt enough right they run out of energy  and they're not able to hunt at the same   speed they're not able to do their  basic functions in the same way   and I view different learning  styles just like that cheetah right   um because there's a lioness down the street that  can jog for a good 30 miles per hour right and   still achieve the same outcome right but her life  I would argue is a little bit more balanced in   the ability to get up walk around do her things  it doesn't have to recharge for an entire day   when it comes to gait and when  it comes to Learners like YouTube   there are different needs um because  you can process things quickly   sometimes there are additional supports that are  needed when you process into

044especially areas that   are more adult and requires time on this Earth to  understand with greater context and you know it's   why I can smile at you today and talk and I'm not  as nervous I've had just a little bit more time on   the planet to kind of understand that that's  what I can do and nothing's going to hurt me   and even if I screw up so what I keep talking  right so we have made progress for Learners   like you uh in other areas getting additional  supports making sure that the lessons that we   do uh do teach you know I'll give you better  tools to deal with a number of different uh   of things you're going to encounter in your  journey as you live with it uh and so it is a gift   in some ways

045in other ways it's going to present  challenges just like life does for all of us so   I think um you know Miss tabot speaks of uh the  need to invest in this you bet I I absolutely   do and I do think that um frankly the way the  state is going with public education we are   going to attain greater flexibility over time to  really create what I think is becoming a Choose   Your Own Adventure style of Education that  understands that we do have a lot of Learners   um who have been recognized because of testing  and those who are untested and who are not   recognized and not assigned that we really do  need to customize everybody's learning pathway   that one prescriptive path is really limiting  for everybody's experience so we have allocated   so when it comes to

046resourcing we are allocating  additional resources to answer a lot of the social   emotional needs of our gifted Learners um but  yeah I think we do need more time this budget I   have to be very transparent as we are looking at  negotiations in a number of things I don't know   that we're going to find resource is within this  budget to move a part-time position to a full-time   because the demands on other full-time  positions which frankly May either need   to be phased out over time are serving broader  populations or state mandates or federal mandates   um that's not fair that doesn't mean that you  guys deserve any less or the pull out experience   or any of those things that that you talked  about because I think you're very very right   in that but I am looking at uh

047Miss uh sponsor  Camp Carr who said you know let's pull this to   academic Affairs let's really take a look at this  uh and and see if there's a pathway moving forward   um that is different we have um frankly  kept this slice of the Blind and and kept   it as sacred as possible and kept it  from frankly becoming no slices of pie   um because it you know I I also want to cite that  it it's not just about the slice of the pie right   it's about the village it feeds right so if a  part-time gate coordinator can't then turn lesson   plans other things to other positions that the in  can Implement that ultimately in the classroom and   again we've eliminated a lot of those positions  so this is so unfortunately it's not just about   that one

048coordinator it's who that coordinator  feeds and then how that impacts instruction in   the long term and unfortunately we've eroded  that infrastructure due to Cuts over time so   the people who have supported this  community are always looking to try and   deliver in spite of those resources shortfalls so  that's where I think always a refresh conversation   is is a good thing and looking forward to hearing  back more from the academic Affairs committee on   just any recommendations that you guys have um  that can kind of keep that front and center but uh   keeping cheetahs keep being you it's a beautiful  thing that you learn differently than other people   um how they learn is also beautiful um but that's  what's going to make your journey on this planet   special and in the meantime it's a real privilege  to watch

049both of you in the mix of it so thank you   on that front um to Mr schlossman thank you  for your points um I I am I am going to say   uh uh being a school board member  does not come with a handbook   um you know you can go to csba and pay thousands  of dollars for training but it is absolutely pay   to play to get that training unfortunately the  district has a baseline obligation to do trainings   with us and to inform us of our basic obligations  as it relates to the law the challenging part is   is and again I'm not negating any of your  points the challenging part is is that we   are not District employees in that way we are  not recognized by law as District employees   um and so the challenge is

050is  that whereas a nine-to-five job   and again hardly saying that these jobs  are nine to five so let me just say that   but using it in the terms to kind of to  classify as a just a salaried position   um it's pretty easy to distinguish  between the professional and the personal   uh when you're a board member for instance if  I'm in bonds and an individual walks up to me   and asks for my cell phone number nine times  out of ten I'm happy to give it um the moment   that individual texts me about a student need  I have both a confidential record on my phone   and a public record and that's a lot of  responsibility to ask five people who are   paid 500 a month or less a little more little  more than that upset a little

051more before taxes   um because there is a fiscal impact to showing up  through these meetings and committing ourselves to   this and I'm not saying that from any ungrateful  way but let's be real like there there's a cost   to this um and we have one individual who works  her tail off uh to support the needs of both the   superintendent and the Board of Education  we are not the LA Unified School District   with seven staffers uh Lord knows um Martin  house um and so both our ability to maintain   what is legally required of us is challenging  um and I think anybody being human again we get   70 emails it close to 100 emails now related to  the Burbank teachers association's bargaining   contract right now again all those are public  records but again it is our time at

052the end of   whatever jobs and whatever lives we lead whether  we have children or not uh I have a job that   routinely keeps me moving till about 10 pm at  night okay after that moment I I do everything   I can to open my emails and to get through them  and that's before the weekend gets started where   I absolutely do my best to try and respond to as  many of them as possible but I'm a human being   and over time I've realized I've got to just  be human so that doesn't negate Our obligation   to abide by the law but I do think that  intentionality is important when we are charged   with with frankly juggling so much to expect  frankly years and years worth of record keeping   when people change their phones out all the time  frankly

053your phone broke it breaks suddenly you   get a new phone you drop it in you know a pool is  that the destruction of public records I think not   um so having said that we need to put in  safeguards um and so uh in conversations   with the superintendent I have asked that the  board get basically cell phones uh issued to   us where that can be directly managed I have  to tell you I have a work cell phone I have a   personal cell phone and I am not excited about  carrying a third phone around but I will do it   one because it is important that that we are able  to do it for newer board members this Dr Weisberg   Etc who came on during covid during the middle of  the pandemic I'm sorry there there was not

054a board   member 101 at that time uh and from a sponsor  camcard congrats please keep all text messages and   um so we are absolutely accountable there's no  you know again uh we are very careful rather   constantly about our Brown act count um I have  been with the sponsor cam Carr at coffee and   said I can't talk about that brown act okay  like it's really awkward to try and maintain   human relationships with people with so many  you know legal fences just to be honest uh   it's hard to bond uh at times so there are going  to be additional safeguards in place safeguards   that you will be able to very quickly uh and  that staff will be able to directly support   any requests for public documents moving  forward understanding this is an issue   um so that is

055also a new level of spending for  the district that frankly again don't want to   engage in but at this point there is a cost of  transparency and as a 200 plus million dollar   institution we owe that to the public so that will  be the case moving forward to the board again if   there are text messages that come into you about  a student issue we will now need to transfer   that to our funds you know and and two separate  phones to make sure that we are maintaining that   as public records I do want to say that when  parents text message us about their children   I I do want parents to know uh that it is safe to  communicate about your children with us and any   information that we would be required to turn over  in those

056moments would be redacted and the student   information or any identifying information would  be would be redacted at that time so I I really   for those who are watching at home want to be very  very clear uh many of you share the the stories of   your children many of you do so at public comment  we can't do a lot of filtering in that moment but   for those of you who do share via email uh we care  very much so about the privacy of your of your   child and and their educational experience and and  in their struggles which is often what is shared   um so just know that uh you can feel free to email  us uh we will keep that data that sensitive data   private um and and we will move forward from there  with that

057with that protocol in place uh to ensure   that we're able to comply with that um I will  say it's also not just board members any any   employee of the Burbank Unified School District  any employee of any state or local agency who   works for the government yeah their emails  are all discoverable so it's a good time uh   for all of our employees to be reminded um  that you know we are publicly accountable   um and sometimes that feels a little bit intrusive  I'm living with that daily I I relate but   um as somebody with three cell phones let  me just tell you uh you know it's what we   need to do to maintain public confidence so  we can continue to deliver the Miracles that   we do every day so that these two young women and  all the

058other uh kids in this District can learn   um and that's worth it okay with that  we will post public comment uh and go to   the next thing study session on the Burbank  Unified School District district-wide goals   for the 2023-2024 year uh for this Dr  Hill thank you president Ferguson um   for the public each year we review our goals  uh in in advance of our lcap process our lcab   has the key four goals that we'll talk about this  evening and then we align some of the activities   and actions to the sub goals but the board has an  opportunity to review the sub goals each year and   give staff Direction on any changes they'd like  to see for the upcoming year so I will turn it   back over to president Ferguson on the board  to just provide

059feedback to me and the staff   looking at board colleagues um  see if you have any feedback   so so I I sent a series of questions uh yesterday  evening and I appreciate people actually finding   time to respond I did not have any expectation  that they would but I wanted to talk about   a couple of them um because some of them uh in  hearing responses from District staff don't even   need to be part of our uh goals anymore sort of  sub goals so I don't know if this is the time to   talk about that if we're talking okay so for I can  just walk through it's actually not that big um 1.4 which talks about expanding distance learning  opportunities to meet the needs of student who do   not return to in-person learning I think that's  recommendation of

060District status to delete   that to no longer have that I think that makes  sense that was the question that I had asked um I'm sorry 1.4 you want to  delete yeah because we it's   really specific to students who don't  want to go back to in-person learning um did you um we are still offering those  programs though yes and so so what I had asked is   um you know what our current numbers are for  Ila and independent study and also I'm just sort   of asking you know Dr Hill you referenced  it about sort of uh the Chromebooks being   returned to planet Earth and so they can be  put back into cards so they can be used in   the classroom so I think there's I don't  know if we need if we can just delete it   or

061if we want to address it to make it I did  ask I don't know is it a full stop after after   the second student right like the needs of  students period or can we ship two more jobs so I I think uh we if we are going to get  prescriptive with the goals here just if we   can have outcome metrics ultimately prescribed  and write smart goals yeah so uh also because   and again full disclosure this is a part of  the evaluation method that we use for the   superintendent of schools so uh it is important  that we're we're prescriptive and that this is   achievable without being some kind of open-ended  goal that that is unattainable unachievable and   then you can't demonstrate Pathways for it so  well and so that was I think sort of my question

062and and the response was because I say can we to  sponsor kamkar's point is it something that we   can make more General and the recommendation  was to just to delete it and I think that we   can some of the um goals and students and staff  will be physically emotionally mentally healthy   I do think address this a little bit so that  was my first question so and I do I think   that was my first response which is should  we just eliminate the covid part but perhaps   it's best served in other places um 1.6 I asked  about um just sort of the uh status of our Master   plans noting that some of them have not been  like our spedmaster plan for example hasn't   been updated since 2019 which I think has a lot  to do with Staffing

063struggles um covid for sure   like who's working on a master plan when we're  just trying to keep everybody healthy and safe   um but it could be something so I don't want to  make a change to it but I I think it's something   that we could perhaps revisit I don't want to  get rid of it I just think we need to do it okay so I just have it could that be your preview  and prioritize prioritize strategies within   all master plans be part of what the academic  committee does over the course of the next year   I don't know I I don't think so because Master  plans touch on a number of subject areas um that   are I think broader than just academics mental  health master plan is a example of that okay   um facilities master plan

064is an example of  that um so but you know do we continue to   deploy Master plans as kind of the master  driving Dock and organizing kind of thing   you know thesis of of different efforts  or are we doing that differently now   yeah we had that this conversation last year  so there's some master plans that are required   um given where we are so the arts arts master  plan is when we need to update because it helps   with our fundraising initiatives so we've put on  hold work on Master plans except for the required   ones the last year's conversation so it is that  the right I guess it's a question for the board   is that the right vehicle um to drive the one and  so the assumption is is that as a result of Master   plans not being

065used outside of where it's like  legally required that those are then incorporated   into lcap outcomes which then justify our spending  Etc okay I I am comfortable uh personally uh with   with us discontin discontinuing Master plans uh as  a method of organizing work having said that I you   know I came to this board starting a lot of master  plan so guilty um uh the counseling master plan   um the mental health master plan and those  were really good road maps uh frankly to get   us to the points where we are today it was  a little bit different of a budget situation   just overall we were not in terrible you know  we were not in uncertain times we were going to   anticipate continued additional revenues it was  when the superintendent joined we both joined   it at the same

066time um sat in that meeting  I remember sorry flashback to that meeting   um so you know it used to be a good tool um for  that I because our decisions are so to year to   year and they are so budget dependent I think it  does make sense for them to be kind of linked with   with budget decision making in the lcap which  they've always been but um it used to be that   we could have 50 different priorities and then  bring it in and address 20 of them um but I just   don't think we're in that same breathing space so  how many Master plans do we have that are required foreign number of plans required are a number of plant  Master plans that we're maintaining right now we're maintaining about 10. so yeah the two that

067popped in are exactly too  if you couldn't hear at home it's the Career   Technical education plan and the Arts plan  those are the two that are funders and our   grants want to see those so and we have goals  in our lcap from that the others are guiding   documents and we're still doing the work but  the big convening starting now mapping it out   I think if we can drive more focus on the elk  cap and then you can go deep on areas that can   be okay here's something new we're trying let's  make sure we thought through it that makes sense   um we've been having go ahead [ __ ] Target looks  like you wondered um I I do appreciate you know   your comments and admitting that we had some point  too many Master plans but uh good resources

068yeah   we did and I think uh you know since there's been  a lot of conversation about getting creative and   trying to see how we can find some you know ways  of either funding or getting more help I think I   would like to see if we're moving forward for  any future plans also we integrate into it   what the involvement of the community  organizations and institutions are you know   maybe try to offset the clouds maybe try to see  you know where we're going feedback or even some   support additionally with with certain programs  that are flexible enough where we can you know   kind of continue growing I'm looking at a system  we need to create a system that kind of you know   needs itself not just master plan I'm not a big  fan of putting things just in

069writing saying well   we're gonna have to do this with this percentage  that right I think addressing the issues and   concerns and creating a system a holistic system  where you know everyone is kind of included   but at the same time we're also reasonable  in terms of what the needs are and how some   of these Partnerships can help us could help us  stretch some of these Master food whatever we're   not so much reacting toward you know what the  budget is done you know I I also want to do a bit   of a flashback and Dr honey and you joined us at  that time too sorry I didn't mean to leave you out   um one of one of the at that time uh one of  the major pieces of feedback that I heard as   I was running was

070that the district was  not collaborative in its decision making   that at that time lcap was also a new process  it had only been around one or two iterations   um and frankly it was a pretty flawed initial kind  of way and again not through any malintention but   but through just practice right it became  this kind of organizing campaign to turn   out as many people from your school  side as possible so that they could   get a number of dots and put it on the right  board at the right time to determine funding   um and that was that was the reality right  that's how every system kind of starts is   how do we gain this until it finally becomes the  document that lives and kind of lives up to the   intention frankly ultimately of the legislature  to get

071funding to where it's needed to go but   also to allow some local localized decision  making as as that that conversation happens   um I think over time we've demonstrated a  willingness to be rather transparent and be open   with the community when it comes to participation  that in large part frankly is not our doing   that's because of staff's receptiveness and open  facilitation and active facilitation of public   participation um but I do think frankly that the  governance model that we put in place also answers   that now in kind of a new more condensed format  so I do expect deep Dives in the same way I don't   expect it to be as prescriptive um and and as and  as driven by writing in certain moments I I think   in in certain areas of expectation and and a part  of

072frankly having us as co-chairs of each of those   allows us to drive those deep Dives uh as policy  leaders um there are documents so it sounds like   um you know I also say safety plans are  not master plans but they are kind of   Master plans for safety of each School site  right so it gets real subjective real quickly   um of all the different plans governing in this  District but if you want all that paper good luck   um really truly so uh what I will say is it's yeah  I think we can stick to those two and identify   those two as our Master plans at this time  the gate master plan or I'm sorry not the gate   master plan that that has existed at some point  uh I think that's mostly we've answered most of   we've

073answered whether or not we are able  to fulfill most of those recommendations   that are found in that plan at this time um  I think we've answered that the uh what was   the other master plan there's sped this bed's  ongoing CT or technical education all right we   need to have a English learner master plan it's  a right we'll take each back to the board uh so   I can just list them so we don't yep we have  an alternative education master plan the arch   for all master plan Career Technical education the  counseling master plan English learner master plan   the gate master plan instructional technology  mental health and special education okay so   I'm going to ask that though that the remaining  uh plans that are outstanding serve as standing   updates on the agendas of the the governance  committees

074that are working on those areas   um and that each of the governance committees  takes time at this point to prioritize amongst   that plan and the outstanding goals that haven't  been met to prioritize what's remaining and let's   Circle back and get it all on one doc because  that really should be I think a part of if if we   can answer any of that through policy frankly as  opposed to funding because the funding questions   I think are relatively done but policy changes  curriculum changes that aren't funding dependent   that is probably a good list to get back here  um and just to see if we missed anything any   objections for my colleagues on that front so  and then we can get rid of that overall goal   but with an understanding that it  will go through governance committee okay

075um any uh develop interview you want  to continue Dr Weisberg I know you were   walking through your list oh sure 1.8 was  also recommended by uh staff to get rid   of it's the one that specifically just  talks about intervention supports for   students impacted by covid the only question  I had is if if it's something that we could   alter to develop interventions and supports  for students with continued learning loss   um but so I don't know if we need that or if  that is somewhere else already and we don't   need to include it in 1.8 like 1.8 can just go  away but the response I got which was helpful is   that uh is uh this is another goal the board can  delete if they want I just want to make sure that   there's something that we use

076we use one one as  our one one and one two as like The Guiding like   we want to make sure those are more measurable  not produce these nuts once and twos sure the   El Kappa lines are activities we're around  summer school interventions RTI so we and we   Encompass there when we added 1.8 we had the lens  of this is a response to covid so now that we're   moving to the next phase we're still focused  on interventions and supports for students but   it's tied to okay so then it seems like that's  another one that we could without there being a   negative impact get rid of 1.8 and I suggest  a slight kind of pivot on that one actually   and said instead of developing interventions  and supports for students impacted by covid   um conduct a post-op on

077what impacts happen to  different learning communities post covet like   I think we're all actively responding to different  moments and different needs but get that on a list   you know all together and say this is what we  can anticipate in a world where this is possible   um because I I would also like to be able to come  you know uh there were three of us four of us on   that on the board um thank God the sponsored  camera thank God you know during that time   and it was a very helpless moment um in a lot of  different ways um but I think as survivors of that   kind of collective near-death experience that that  really was um I think we owe it to our community   to have a plan for learning if we ever have to go

078back um like and if we didn't have a plan in place   I think we should be thrown out of office just to  be honest genuinely all of us um it's it's it was   that severe of an impact into the families who  are still recovering from it I really do think   um so I I would like to see and again I know this  seems like a lot for a board goal because a board   goal is a pretty prominent thing but I would  like us to have whether it's on a shelf or not   a plan for remote learning a return to remote  learning should that ever be the case informed by   the lessons we learned by this pandemic so we can  actually say to the public in a very accountable   way we have a plan if this

079is ever the case again  and it will be a more compassionate plan based   off of the lessons we learned it's not going to  be a flurry and and I do think it rises to the   level of award goal frankly as as a bit of saying  a dude to that you know that moment in our history objection so are you suggesting that not a  master plan though so then are you suggesting   I mean it's protocols it is protocols for for  what worked and what didn't so is this this   does this take the or 1.8 it swaps it so 1.8  would be what you said yes I'm sorry measurable   there is a planner there isn't one established so does that that's good so you're saying that that  I'm sorry my brain is mush so uh you know

080develop protocols for a potential return  to in-person learning or distance learning   should okay should you know  uh environment necessity okay   based off of findings and Lessons Learned From  The Copa 19 pandemic that's measurable and that we   need to make sure we we do it we have a plan okay  or we don't have a plan but right now we do not um okay um everything that's true actually that goes in board goals  too Sharon cruseo can never retire ever 1.8   a cruisy that's right um leaving the ones and  going to the twos won't you join me before we   leave the ones we want to see if anybody else I  would love to I didn't know if you wanted me to   go through the whole thing and then do you have  any additional feedback on once um

081I'm just so we   mentioned that one one point one and 1.2 are the  ones that are kind of most measurable here right   um so I'm wondering um the I'm looking at kind  of like 1.7 and 1.9 um an eagle like 1.9 and one   by ten are about like establishing committees  essentially and like working on plans um do we   feel like it's time to uh make a deliverable on  that or is the goal for next because these are   the goals for next year right so or this is the  goal for next year continued progress against   um certainly the two years of Community College  and an apprenticeship yeah I I think that those   are are good try that's a good plan so it's so  1.9 should definitely drop form a committee and   it should be reports develop

082a plan yeah well  report to the appropriate governance committees   um a plan to provide students with up  to two years of Community College and   or apprenticeship experience before they graduate  and I think that that that is definitely a split   jurisdiction of both student experience  and academics so that's a good book um and then the other one you identified was  uh 1.10 correct yeah review and analyze the   current special education programs to identify and  Implement further support for our sped classrooms   and programs to ensure our sped students are  receiving education they need so that their   College and Career ready again I think those are  you know uh report to the appropriate committees   which again one is about student experience  the other is the academic experience as well   so how does 10 differ from [Music] um which

083one  was that we were talking about many ones yeah the   because we have a special ed a sped master plan  so that's that was my thought um but this is like   pointing pointing that one out specifically let's  look at that spin yeah master plan uh which isn't   a bad thing but I I was hoping if we're going  to keep this that we could call it we could   say current special education and gate programs  to identify and Implement further support and   maybe recall it specialized Learners or individual  special something um so those programs we take a   look at what's happening and what's going on and  keeping abreastive making sure that their career   in college ready as well I worry a little bit  because I think your point is well taken but I   think that was nice

084of you to say thank you you're  quite welcome [Music] um personal I wonder about there's a part of me that wants to say  like difference learner learning yeah I   didn't have the exact words but I do  but I call them specialized Learners   yeah there's just a part of me that  feels like our our sped community needs its own needs its own bullet goal and bullet  I mean and in this case I actually would you know   I don't know if it's I said this last year I'm  going to ask again if it's appropriate but it'd   be in interesting to hear from District staff in  regards to and I know this is all these are like   guidelines and aspirational  but does including other specialized Learners I'll use your language  within this 1.10 does that muddy up   goal

085does it make it do we lose some of the like  focus of it so I think I offered an amendment to   this last year and the and and and some of  these was specifically focused on the sped   experience post-pandemic how we were checking  up on them and how we were moving that's why   I'm not sure if it was a specifical or or others  that may have focused on it I believe it was   um this is kind of the watered down version of  my frustrations on that day um but you know so   but but we have said that the master plans that  are outstanding including the spad master plan   are going to go through committee ultimately and  we're going to review any kind of outstanding   metrics and then come back yeah if there's going  to be

086a focus on Learners who require sorry what   okay um so just talking across got it um so if  we're going to differentiate specific outcomes   for people who learn differently yeah and we want  to pull those out you know I think that's we can   get specific about that um but work it through  committees well and what that makes me think of is should there be something in there about  differentiated instruction in general like   Sharon pointed out which I knew that our  curriculum Specialists already work to provide   um alternative content for gate students right  so is it that we need to do we need to spend   some time doing a deep dive into identifying all  the ways in which we serve different learning   populations I mean I guess my question is is the  goal here if the

087goal is to make sure that our   programs are receiving educate the students are  receiving the education they need so that they   are college career ready does it make sense  to expand it and have a focus be on either   differentiating instruction or uh neurodiverse  students or something like that so that then   the the look can be to your point sort of  everybody's Point like post covid you know   are these different learning groups getting the  things they need to be College and Career ready   so we're sort of we're expanding it out but it  still includes sped but perhaps also I mean gate   or and I'm sure there are student populations that  aren't popping into my brain right now so I just   or the board like I wonder if that is the  direction to go in because I

088do think I would   be hard-pressed to know all the ways in which  we're focused on differentiated instruction and   that's not because we aren't focused on it it's  just because I don't know well I miss ponson yeah   um I mean my my question on this is and I  think uh president Ferguson this is where   you were going was like what is the outcome here  right we're looking for like how will we know if   we've met this particular goal um and I think  maybe that's part of reviewing revisiting the   mass the special education master plan and then  that will actually come out with a goal and so   you know normally I wouldn't love to have the goal  be like make a plan but this seems like a place   where that might be might be applicable right  and

089then the following year we can take whatever   metrics are coming out of that plan and then put  them into the goals right yeah and and I to answer   that yeah I I think that you know this is very  black and white outcome driven so yes absolutely   and I think like we are especially as we utilize  these governance committees which again are made   up of the different populations represented by  your District uh that really play a role in the   governance decision making of our governance  and decision making of our district like   we're going to develop workflows and eventually  you know it should be these these committees   that are frankly driving a lot of policy decision  making so you know trying to isolate it back up   here it's not necessarily what we want to do we  want

090to get it so that there are is opportunity   for parent staff classified feedback public  Community feedback generally um and so you know I   do think that we need to find a way for okay so we  look at the spedmaster plan we evaluate the goals   and we evaluate them through especially looking  at how IT addresses differentiated instruction   the committee May at that point say hey we this  is an area of focus we need to to escalate this   is really an issue um to be focused on and so I I  think that we've got to figure that out and what   that process looks like I think that's where  frankly a mid-year goal evaluation meeting you   know we have an end of year we have a beginning  of the year and a mid-year goal evaluation   um allows that

091to happen uh and frankly that  we re you know I know you've done this through   I believe these are the lcap areas right the six  areas um but eventually like that we should kind   of designate between all of these you know which  committees are taking this on um so that way um   you know frankly again the Committees can kind  of set their own goals right in the pursuit of   policy outcomes but really this should be you know  what we have absolute attention and resourcing I   guess to address on the highest levels of  attention to be on this so I you know so I   think the answer is yes is that especially in this  situation academic Affairs would get to review   how differentiated instruction is being applied um  if if there's a request for different information

092or a request frankly for a board report on  that uh and how and what is being offered in   that category then that can be agendized but like  it's a committee for now and then the where we're   at and whether or not we need to make additional  moves okay so keep the goal as written I think is   what and I'm comfortable with that I think that's  what we're asking for is essentially like it's   unless you want to add like I would say I was  deliverable there yeah I would say actually   uh eliminate the goal overall um because again  you know that that's going to be driven by   the board's request at policy making committees  okay not that the sped Community is in   you know this is not necessary this is areas of  focus this is not

093necessarily and again the sped   Community has other areas of focus that I think we  could certainly identify uh in these goals if we   want to elevate that at this time um but I think  when it comes to Implement further supports of   uh of our sped classrooms and programs you know  I think it's very fairly nebulous and not really   you know if we wanted to say ensure instruction  uh 20 of instruction is differentiated   that would be a hard goal that we could drive  towards but I think that comes as a result of a   report which identifies just how differentiated  instruction actually is in this moment   um so I you know I I think that that could be  a goal yeah let's have it so we are keeping 1.6   and if we're keeping 1.6 doesn't that  cover

0941.10 well uh the conversation   actually was to get rid of 1.6 I think  we're getting rid of so yep unless we   change it to all academic Master plans and not  all masculine that's not what we said I think to go back though to 1.10 for a  quick second I'm fine with I mean I want to make sure that we're using sort  of measurable goals within it and I think   what your point is Steve president Ferguson is  that the language that says Implement further   support it's like we need to know what support  is there before we know whether or not we're   going to implement further support so is there  a way to word this so it speaks more I think   I don't know if this would differentiated  instructions that we can review and analyze   current applications

095of differentiated instruction  uh to identify something something so it's like   we're rewording it a little bit we're making it  broader so certainly expect to hold into there   but it gives us an opportunity to learn more  about what's already being done and then to   maybe Identify some ways with existing people in  place because you know again I'm sure there are 20   different ways that differentiated destruction  is being utilized that I don't know about   so I this also speaks to physical infrastructure  as well it's like actual classrooms like   so I would say we either yeah sorry no no so um  one of the things that I'm thinking about is that   I I like the specificity in that I also feel  like there's there's a lot of other pieces that   go into this right whether it's like because

096whether like how we're doing special education   Staffing fits into that right and make and  that could be something that we measure if   we identify that as the biggest kind of hurdle for  our special education students to success and so   um I don't want to get too prescriptive as we have  someone coming on as a special education director   um to start to tackle some of these problems but   um that's that's kind of how I'm  thinking it through as well well   that's kind of you um you know I I do think  these kids have waited long enough oh yeah oh   no no no so I no mercy sorry I'm that friend  but what I maybe what we can do is actually   uh kind of marry a little bit of everything  and say uh identify appropriate benchmarks or

097differentiated instruction and classroom supports  um that can later inform or goals in in six months it was that special education is entirely  differentiated in instruction so we're   talking about that unto itself and and that is  I think what I was trying to express and did   not have the language for and then you have the  differentiated instruction that relates to maybe   gate or differentiated I mean there's so many  for our English language Learners right so it's   it's a humongous bucket so I like the verbiage  that you used I just think you know we have   it'll be helpful I think for us as a board to  have a clearer understanding of all of this   um and then be able to sit back and say oh  because that will inform you know do we want   to when we

098go back to lcap next time around  say like there needs to be more here based   on the information that we were given  in regards to X Y and Z yeah I and and first of all love that we're having a good  policy combo good game popcorn afterwards okay   um I you know I I would like to see what  we're talking about again specific you know a   conversation about what resources are happening or  what differentiation is happening with different   student populations and that can be the Deep  dive of the committee as as they recommend   benchmarks back that we we put in as a goal um  I would also like to understand in the process   of that and either the committee be informed  or as we come back with this just how much   differentiation we can offer

099um can't how you know  how close are we to a Choose Your Own Adventure   by law you know I think for instance the Monterey  learning model is an is a perfect model for a   lot of Learners um who shouldn't have to  reach credit efficiency or a certain age   to pursue that that means in  that and that style of learning   um having said that state law says no thank you  we cannot offer it except for in credit recovery   um or after meeting the age of 16 I believe right  16. um so so just how flexible are we to designing   Frank to allowing students to through dual  enrollment online courses you know dual enrollment   with the partnership we have or not you know  how much can they do on their own how much can   they do bridging

100Ila and other schools they do it  for activities uh to meet graduation requirements   um and are there any recommendations for new  Pathways as a result of that differentiation   that could better meet the needs of student  populations that are that we're currently serving you just this habit you just said very well  but I was trying to add a little bit you   just explained it it's not just differentiated  instruction but different different oh my gosh   differentiated instruction and possible other  programs as Mr Ferguson just said I think would   be a good because when we listened to Mr pogner  Bogner Bogner ogner oh my goodness ogner he did   specifically talk about will will differentiating  instruction is important it's not the only thing   and sure if we're going to analyze and take a look  at things let's look at

101the other opportunities   and I know cost is a factor I get that but at  least we could talk about them but I would also   suggest that there are probably programs and  opportunities that exist that are not being   taken advantage of and that's part of the benefit  of doing a deep dive because they're there are   definitely things in place for students who are  Avid readers right even if it's something I'm   going to say as simple but it's not as going to  the librarian right and working with the librarian   about you know recommending books or I think part  of to to your point part of what will be helpful   is identifying the things that are already in  place that will assist students who are looking   for more creative academic Pursuits and and that's  important because limited money

102it's like we're   not even at this point I don't know if we can talk  about creating programs but but in in a positive   way looking for the things that already exists and  making sure they all communicate too yeah because   that often is a is a core component of as well so  I was thinking to these groups of kids all of them it is so difficult for a classroom teacher because  especially in the elementary level yeah because   you may have a gifted student who loves literature  loves reading loves anything to do with English   but as she told you didn't really like history  or she just said it wasn't her favorite right   but that doesn't mean all of those kids excel  at everything no of course not if they're not   interested whatever they're learning ability  is interest

103plays a big part yeah yeah so if we   could come up with or a discussion of like we said  other options that we may already be doing that we   don't even know but that gains a kid's interest so  that they're willing as Mr Ferguson said to work   on their own or to dive deeper somewhere on their  own which I think is fantastic in all abilities   whether you have an ability that impedes your  way or excels your way that can benefit from   those things so thank you yes I think to your  point with the language that you use identifying   what exists so that we can figure out if we need  more so we just need to shout from the rooftop   about all these awesome things that we didn't  even know we had I think that's a

104really vital   step for us to be taking right now to everybody  and again giving feedback on this as well right   using the cheetah as the example our sped students  May pick up a book and and pick up all the content   from that very quickly they are also I believe  10 more likely to manage anxiety disorders   um so there are other demands and  other impacts on learning styles   um that are as a result of environmental factors  that are a result of trauma and that are a result   of frankly brain development uh which happened  differently for for each of us so you know I think   it is a bigger it informs everything and what we  do but I think it's a great place to start uh with   academics okay so what did we decide to say so

105basically 84 years this is recorded So is again   to identify uh our current yes so our current uh  uh different use of differentiated instruction   and to have the academic Affairs and have that  report go to the academic Affairs committee   and circle back with recommended benchmarks   uh or differentiated instructions for  different differentiated instructions for the board and that will do that in six  months and differentiated instruction and   or other programs or it will just be on on it  will be just different benchmarks recommended or   uh differentiated instruction if if that  includes after seeing that that we need   additional differentiated instruction or  if we need programs to supplement right   the pursuit of that that is important and then  my kind of again not in the goal language but   I want to understand if you know the way

106we are  deliberating deliberating see this that's a good   word the way we are delivering uh instruction  differently to these different populations can   inform the creation of new graduation Pathways  potentially that could address external factors or   for Learners that include anxiety that include you  know other things which impact learning right so   we can know just how flexible these these Pathways  to address learning differentiation can be used thank you sounds good to me best part is this  is recorded thank you Cindy my question is also   go for the first first version of okay yeah my  question is also I know we're benchmarking but   also what are the requirements from the state  and by law in terms of what we can do and cannot   do and must be before we again look at all  these you know benchmarks

107and because there   are certain restrictions and regulations  and what we can do not do and before again   great ideas I want to know what's what what  what's there do we have the capacity I mean   um I'm just curious you know just to  do a comparison if we're looking six   months I think those are good questions at the  academic Affairs subcommittee can review as we   go yeah so they can present this is these  are differentiated instructional practices   this is where it's working these are some  restrictions we have so we can use those   as guiding questions you may also ask  specifically that the committee review   you know those who are identified as gifted who  are English language Learners um and if they are   identified if they're self-identified and come  from a from a culture or country that

108identifies   those Learners who learn that way how do  we support somebody with strong academic   promise and strong you know a lot of different  you know traits that that tend to recognize uh   the behavior of of gift the gifted but how we  support that learning if they don't speak English that's a whole different level of isolation  frankly to not see that so just I was thinking   about that thanks to your your work so one point  so we're still on students will be College and   Career ready via high quality instruction anything  else on this front I do have a I have my goal area   I would like to talk about or spoken with the  superintendent about it is there a specific   bucket that you think we're on  goal one just overall goal yeah   here okay um so

109um I had the opportunity to  connect with the superintendent earlier today so   thank you for being that partner uh we're becoming  besties on the phone uh lots of work there   um you know uh we are in the process another  component of this meeting has to do with uh   you know closed session and and labor  negotiations and and doing that work   um and the reality is like you know especially in  speaking to a lot of members uh of the public who   will watch this meeting later uh in particular  or watch it via YouTube thanks to Dr Weisberg   um you know we we are uh kind of in this routine  undertow financially uh where we come up for air   we get drowned again we come up for air we get  drowned again and and and our our

110best efforts   and our most creative efforts that that staff I  have to tell you uh hits over and over again in   order to keep uh our financial house in order  but also to keep as many programs alive and as   many options alive specifically I will say  in arts programming as well uh to keep as   many options and many opportunities open uh has  been tremendous but it is a battle we are losing   and we are going to lose this battle if we do not  change how we address it and that is my belief   um the thing that has made this District  so great is its commitment frankly to I   think the Arts right it is um to  try and give this very like again   to be as flexible as possible to just get kids  in the

111building and to let them learn uh Dr promo   has probably processed a million different  appeals on a million different things in a   million different right and and and I have rather  consistently seen since the superintendent joined   staff because I will say I didn't see that  in the same way uh when Dr Bowman was here   um you're talking to a kid who had to fight  for his graduation court and didn't get it   um just ridiculous it was my day to graduate give  me the dang chord that should be the philosophy   towards students if it doesn't impact our ultimate  goals but the challenge is is that we have become   more receptive we have become all these things  but now resources are continuing to be a problem   um we've also attempted to answer those  resource Problems by going

112to the ballot   twice uh and to ask for parcel taxes um we did  ask for a bond measure that did pass you know   so thank you to the voters for that to be fair  the parcel tax passed was 64 but not enough of   a threshold to pass taxes in the state of  California I see Mr schlossman smiling uh   um I think that that hurt kids I think that you  you're not interrupting me during this moment   okay I will clarify Mr schlossman was not smiling  I misinterpreted that um my apologies um but you   worked you worked actively on the no campaign  looking after taxpayers and I respect that too   I think that additional revenues long term will  hurt student achievement will hurt learning   and I do think that we need to do more as a result

113to inspire the community to invest in education   in order to deliver on future models in order for  this District to be successful um I also think   cost of living is going to continue to outpace  what our what our revenues are going to allow us   to answer and what that will look like as we are  already seeing or protests every year regarding   paying compensation more and more vacancies  that we cannot fill we are spending more uh on   basically farming out to companies to go find  the same qualified individuals uh who won't   come work for us because we can't afford it so as  an educational leader in this community and who   frankly you know I maybe got one more term left in  me if the voters do that for me having said that   I want to leave

114this place better than I found it  and I really believe that we've got to zoom out   and really look at our learning model because  here's the thing our learning model in Burbank   unified will change over the next 10 years the  question will be do we have fewer Arts programs   do we have fewer options do we have to be more  restrictive with the student experience because   there just isn't the Staffing capacity and other  items necessary to facilitate those requests or   will we have more and if we have more then we need  to propose the changes that are going to get us   there now um so that the community can see there's  a road map to something greater not just a parcel   tax that will answer the budgetary problems of  the next three years or a bond

115measure that will   handle the facilities for the facilities we've had  for the past a few decades so what I am asking to   be added as a goal um to this to uh section  one at the suggestion of the superintendent   um is uh the creation of a 10-year plan uh I  would like to call it the busd advantage 2034.   um obviously I want to work on this with everybody   um but it really is uh after eight years  of being on the board um just kind of my   findings and and and I want this to be this is  absolutely a community conversation but this is   a road map for 10 years and the district we  want to be in 10 years and the plan would be   siled in with our three educational communities  uh our student population

116so student advantages   uh parents and caregivers in one one Silo and  then our third are employee groups and what I   want us to do is build out between one and five  advantages that we want to guarantee as a district   to the people in those silos that other  districts do not offer not in the same way uh   and to structure that um for uh potential like  parent advantages these are kind of suggestions   that I would like us to explore um identifying uh  resources to support College and Career Training   cost saving pathways to allow for parents to  be able to save one to two years of tuition   before graduation there are creative ways we can  do that we can bring about Partnerships that can   do that uh and using programs for instance like  Cal kids which is

117a new state program which   guarantees 529 College savings accounts that are  funded annually by the state based off of income   we can drive and help parents organize their lives  and their resources in a way that can ensure their   kids have a path to college so that when that day  come or Career Training so when that day comes and   that kid shows up and says I want to go to college  we're not hearing the answer of I can't afford it   that that parent is equipped with the ability to  make decisions that don't impact as heavily now   that can make a difference for that student and  their academic achievements in the long run second   I want to see if we can facilitate a guaranteed  Pathway to child care for kids pre-k through five   uh the way I

118think we can do this is frankly with  the passage of a bond in the creation of housing   for our teachers and to potentially explore using  the revenue from that housing rent income that we   would use to give to subsidize we would subsidize  rents for teachers or employees in this District   to attract uh folks and then use the revenues for  that in a trust fund to subsidize child care spots   uh there are 6 000 students by estimate uh  who are in fifth grade or who are younger   um about a third of those will have child care  options already so what we are really looking   for and there are low income options  uh right now uh that are surveying   families so we are potentially looking at  uh you know addressing really the needs of   thousand to two

119thousand kids maybe as many  as three thousand kids but with dedicated   resources that would be coming frankly from doing  something smart which is attracting teachers and   giving them an incentive incentive and to those  classifications uh that are difficult to hire   um we could potentially create a trust uh and use  Bond dollars to construct that housing and then   dedicate that money so that way as the community  grows uh additional housing could be purchased so   that we can always have teachers and classified  employees as a part of our community uh and   you have an advantage which is child care uh to a  child care access potentially on a sliding scale   as we do currently uh to our entire Community  imagine if Burbank unified was the community   that could guarantee Child Care access A through  five pre-k through

120five I think we can do it   um and I think that would up our enrollment  and I think that that changes the ball game   um the other thing uh so those are two  parent advantages I'd like to explored   uh I would also as board goals already  permit like to ensure that students have   up to two years of college or Career Training  completed by the time high school is completed   we pair that with the parent recommendation  about saving for school it is quite possible that   this District could facilitate complete college  education savings for families in this District   I think that's important uh I also would like to  make sure that we can guarantee access to Wellness   programs both physical wellness programs  and and mental health programs we do now   well we don't guarantee access for everybody

121um  and their frankly is not enough clinicians to do   the work with everybody we need to find the  pathway to that I'm sorry I think everybody   in their lives at this point needs a personal  trainer and a therapist and that sets you up   for success in a lot of ways and additional  attention focused on resiliency but we've   done enough with ninth grade health classes  that there's not anywhere else to plug it in   so how could we figure that out um and how  could we guarantee that students in this in   this District have access to that wouldn't  you want your kids enrolled here if you knew   that that was a priority and that they could  guarantee that access also one two explorers   that students with disabilities who attend our  school district have guaranteed job placement um

122a lot of our students with disabilities you  know for those programs that are able to find   job Pathways for them that's great that doesn't  always work out uh and I would like us to if   especially if we could identify a pathway to  ensure that they have access to ongoing adult   education programs for free if they need to update  and refresh their skills um either through and I   think through the community college system there  are programs and methods that will pay for a lot   of this but we should be a proactive access  point for that uh and then when it comes to   our employees one securing housing as a potential  uh resource that they could access uh when when   choosing jobs uh and choosing an employer to  choose from uh I would likely tie that to

123an   employee commitment of five to ten years um that  if you were going to access that access subsidized   housing uh state law permits uh school districts  to discriminate uh who they would offer housing to   um and so we are uniquely positioned to  offer housing and to selectively offer   it to employees in order to keep employees  from frankly commuting two hours every day   um also like to see one related to  professional development I'm giving people   greater control and Pathways for that and greater  Mobility uh frankly within our organizational   chart uh and career paths all of this is is  doable uh leveraging different programs that   are already subsidizing the experiences  of many uh some will require Bond dollars   um but I think if we can go to the community  with a 2034 plan that says hey this

124is how we   change the script this is how we update  and evolve our mission as a district   and yes it's going to be an investment yes there  may be a parcel tax that you may pay more for yes   there may be a bond that is bigger than what  you've seen traditionally in forms a bond but   as our as our ancestors did in this community who  frankly again remember this community was one of   the original founders of the Metropolitan  water district that built the Hoover Dam   if people didn't dream back then we  wouldn't be the Burbank we are today   so history has now found us in our moment and  we can either focus on continuing to stay at   these meetings time and time again we've got  to focus on advocacy we've got to focus on this

125or we can start upping upping our game and  offering parents offering to the community a   whole new level of Education that they deserve and  giving them a road map for it and an opportunity   to vote for it so that is the is to drop that  plan uh to bring it back to the board frankly   by early fall uh considering that that may  impact decision making as it relates to   potentially putting items on the ballot  um and to outline for our community uh   a new vision for where Burbank unified is going  uh over the with a 10-year plan to implement that I like to discuss this but it's the first time I'm  hearing you guys yeah we'll bring it back yeah so   what does that translate to in terms of a board  goal so it would

126be to to drop a 10-year plan uh   to basically update the educational  model of the district to identify the   educational model and services offered by the  district um can be augmented or changed for   desirable outcomes you know so and the the  measure of that would be do we have a planner   whether or not that gets adopted and then the  implementation of what that would look like okay so this is this the point is to say we should  start a plan I'm giving examples of how big   we should swing all right because that's a  long list so you're back get back and but a   lot of it's also very doable yes and uh I think  again talking about planning this is important   some of the stuff that some of us have talked  about in the you

127bet I agree with you I think   I think I'll be honest with you we need to get  going on this everything you said yeah but also I think what I'm seeing some of the  other districts without depends on the   distributions to this case but but at the  same time also we have to be realistic in   terms of where we are also when it comes to  parliamentary and again from our non-profit   Foundation to to who our partners are  I know we're talking we have a good   relationship with the council or we can work  together so this is a very extensive plan and   I like what I'm hearing but at the same  time I want us to be realistic because   for me like I'll give you a simple example after  school programs so I manage four of

128them on where   I was Europe Council these are all students who  go from college to from high school to college   the issue we have here is that it's most of  them is not for low-income family it's very   limited in terms of funding it really so how  do we find Alternatives right I know housing   for uh SPC training yeah and then you go back to  2016 act exactly so I think that's a wonderful   conversation when the question becomes again we do  have land I've always talked about that you know   I know you don't like it when I say we should  sell some on these land but but then maybe we   should again but partnership too yeah and and  bring in some of the people who are interested   in investing well and and I don't disagree and

129and what what I think I hear you saying and what   I've kind of figured out through this and kind  of talking through it with the superintendent is   and again the superintendent's not necessarily  on board or anything so I'm not trying to say   that either having said that I think creative  Pathways absolutely um look if you know if   we have the land then we have the ability to  build through financing which is called a bond   or even in advice and state law authorizes  school districts in a unique way that it   doesn't allow developers like for instance the  cusmanos for instance so it wouldn't be able to   be a property giveaway and we would potentially  do that which means we get 100 of the thoughts   so if we were to focus on trying to again  drive towards

130an outcome where let's say   we're trying to build between 100 and 200 units  of housing we identify Horsemen other Parcels   maybe the parking lot behind Cartoon Network  already in a place with high density and we   identified a pathway to get to 100 units  of Housing and let's say it was fifteen   hundred dollars per one bedroom unit or  if we subsidized it even to a thousand as a part of securing tenure employment  agreements with the different classifications   we have a challenge with recruiting yes if  we did that suddenly we have between 800   you know ask this habit she's the she's the  land landlord but you know we had between 500 to   you know eight hundred dollars per per unit  of housing coming in as Revenue annually   to then provincial to potentially award that  to address a

131community need of child care   which has been an issue since you and I have  both been on the Parks Commission well no no   that's number one issue when it comes to after  independent but also there's a roadmap and I   also we should look at some of the examples  also even even private partnership I think   um Orange Coast is a great example they built a  800 unit for students but they partner up with   a private investors and what they're using is  offset money views now for addressing homeless   students addressing Coalition is a big issue so I  think we need to look at all the the pathways and   and and lose some of the examples the orange code  is a great example it's already paying back its   dividends in some and because even for students  having the

132big issue now right but but the systems   that are out there right now you know we can  explore them and I've always talked about housing   and also the fact that there is an attrition in  terms of student enrollment because families are   staying where they are they're not right so how  do we also bring up their the more families yeah   and also look at the I also want us to I don't  know what's going on with the land that's right   now like I don't know or the Ikea some of the  personal members no she went she had to write   about this morning not to say oh this doesn't  matter I love the idea of a 10-year plan too   I think that's a great idea  I tell me how it fits into   one of the district-wide goals

133that our students  would wear in college ready to be a high quality   instruction so I think we can do the 10-year plan  I just want to make it so I think overall the plan   fits in like this one if we do not develop new  means to deliver Services enrollment will continue   to drop that will impact our ability to fund  programs which ultimately will impact our ability   to ensure that kids are College and Career ready  also a key component of this 10-year plan would   be how we are choosing to evolve the academic  experience and the academic advantages offered   by this school district we've heard for instance  that Glendale has language academies that are very   numerous in nature but we also understand the  fact that recruitment for those roles is rather   challenging for those for instance who

134would have  to find an individual who speaks Korean but who   also has a credential in in teaching Korean that's  a challenge um because Glendale has kind of made   itself a hub of dual language instruction they are  able to attract that uh and as a result and we've   seen it in reports as of this year that have been  offered to the board that we have lost enrollment   as a result of that each child is worth everything  as an individual but at to a school district   is worth between you know nine ten thousand  dollars uh in annual funding yeah some students   other students you know again depending on that  student experience somewhere in that Spectrum okay   um if we have seen defining enrollment generally  we have deployed every creative maneuver and I   think at this point are

135out of options uh for any  additional creative Maneuvers as it relates to   open enrollment allowing people right they have  to work 10 hours now in the City of Burbank in   order to qualify for a permit uh for our kid we  can't just say open borders come on in right so   we've got so we have deployed all the fire all  the parachutes we have put out all the fires   we've used all the fire extinguishers and if we  don't differentiate what's drawing people to this   District outside of our arts and music programs  which again we will have to cut if we do not   change and again we're we're now looking at Labor  negotiations right we're now hearing seven percent   12 or bus went on for whatever and that's not  going to stop this year right and and

136the truth is   is that if they don't get if our employee groups  don't get 70 every year for the next three years   they're still going to be down so we can continue  to focus on a Model that will never get us more   than two percent Cola and what the state gives  us or we can say hey Burbank we can do it better   we can be Innovative we can dream and with your  investment carried out by two votes potentially   a vote in a parcel tax and a boat and a bond  both of which have different Pathways for Passage that could guarantee a new way of educating  for decades to come and I get that these are   big things and I get that they're also a little  scary and they're scary when you think about how   big

137they could be and how many lives they could  potentially change but also I hate to remind us   but I've kind of learned this now working at  the state capitol at La City Hall and now here   it really just comes from people who say let's  try it and and if we can figure out on paper how   we can make this work and how we can make this  accountable and potentially deliver big impacts   let's do it so that's what this is the exploration  of no I like I said I think the 10-year plan ideas   fabulous yeah it's wonderful but I think we should  come back we got 10 years so yeah literally yeah   10 years though it will come back but it is  a question of whether or not we could add   it to the person yeah

138okay stay tuned folks it's  going to be an exciting year to discuss all this   um uh and I also want to thank uh Mr Cantwell uh  who uh spent some time with me you know again uh   he was very you know as a lot of you were you  know uh their own you know but you know really   saying there are a lot of rules that that govern  the dollars that come into this District how   they can be spent how they can be allocated how  they can interact with other funds and sourcing   um there's a pathway there's a real Pathway  to potentially bringing in new revenues into   paying for these public goods uh in a way uh  that is innovation it is the first of its kind   um but when I ran the first time I

139said it and I'm  going to say it again that's the Burbank standard   um we've always been the ones to do things first  and that's why we're one of the smallest but most   significant investors in the Hoover Dam so when  you remember the Hoover Dam remember Burbank was   part of that uh and people like Mary Lou Howard  who we still interact with in this day and age   knew the people who made that vote not that far  from history so item two student staff will be   physically emotionally and mentally healthy  amendments to this Dr Weisberg hello um I   asked about whether or not this would be the right  place to add something about um safety in regards   to physical spaces and it was recommended I'd go  in number four but I did want to bring that up

140um I thought it went here but I also so my  my suggestion in the two would be to add   something that is focused specifically on safety  whatever physical space so 100 years 100 day plan   all I think 100 year plan but that we have we  add something in I thought it would be within   visibly emotionally mentally healthy but it was  suggested that it being maintain efficient and   effective operations I honestly don't care  where it goes as long as it goes somewhere   um because I think that needs to be a very  specific focused goal for us in the coming   years so I'm open to being in two and four  however but I think it needs to be there um   and the goal is just focus on safety and  implementation on plans I mean I think it's

141sort of similar to the 100-day plan right which is  doing a sort of uh safety audit reporting back on   the findings and coming up with a responsive  and realistic plan to address set binding but for me it's being able to say throughout  this year okay here's what we need to do I well I maybe the answer is also we don't  know how we want to check in about safety   um there's an annual plan there's  annual site plans they are required   sidewalks are required as a part of those site  plans just a heads up so there are always annual   site walks I know Dr Hill and I did a sidewalk  by the way we do have a scheduled sidewalk with   Burbank City Council June 8th I believe or  members of the riverbank city council the   mayor

142and the vice mayor um so sidewalks  occur all the time but how do we want to   be informed about safety uh safety planning  um it's really safety planning so yeah so I   could use some help with the language but  I think it's it doesn't exist in the form   I'd like it to yet so I would like to have put it  somewhere okay so maybe if we can have it come to   uh student affairs in particular about as I don't  see it as necessarily 100 administrative I do see   it it's more of student experience so um develop  reporting mechanisms for annual safety reviews   uh and we'll do it in six months similar to the  differentiated instruction report back so that way   we can establish that the six month marker harder  metrics that we can work towards

143implementing and   again that keeps it away out of a bigger master  plan that may take eight months nine months   to get done and that can only be done during  enrollment or during months where we're in session all right any other on this front what is  2.3 I had that was what I was gonna say um so I think three develop an  Outreach plan for constituency groups so at that time we were managing the pandemic  and at that time we were attempting to evaluate   whether or not the supports that were in place  at that time God now I'm like really feel old   um we're effective when it's  been 83 84 years that's right   um so uh to evaluate whether or not the existing  methods by which we were operating those services   and supports were effective or

144not um we  do that in the climate survey we do ask   those questions so I think it's something we  could certainly strike unless there's kind of   a specific focus on it but I think Dr Dr dead  I suggested something along the lines of um I don't know if it's develop an Outreach plan I'm  going to need everyone's help yep the focus on   how to improve access and interest in the mental  health services we currently provide so that that   allows us to address the sort of lack of awareness  of the wellness centers especially at Burbank High   because it's like and I know that that's being  worked on so I think in Access and interest   right so that people know the services that we  provide and that we also help eliminate whatever   barriers might exist so I

145don't know how to  word that in a way that's measurable but I think   it's it's a replacement but I do think that  this for both students and staff and you said   mental health programs and what uh access  and interest in mental health cert in the   mental health services we currently provide  and I don't know if we want to add something   about like identifying areas of growth or so  whatever so facilitate a review of mental health   services and access access to Mental Health  Services and the services providered provided   um for potential we already have don't  have any information about access so in June we'll have a we do an annual uh  mental health survey for students and staff   and some of the key questions so sounds like we  need somebody go ahead I'm gonna say take

146the   findings from our mental annual mental health  survey and develop an action plan to improve   access and interest in adultery yeah makes sense  to me I would say not from the survey I would say   from the from the analysis and conversation from  the survey because I think we've identified that   the survey severely underrepresents population  yeah that's true um and over represents those   with opinions uh on on the issue which is  again not bad we we welcome participation   um but I think that that it's a result of the  combo and and what we're also hearing from   constituent groups yeah I think it's important so  I think we're just my opinion is that we're kind   of repeating what we've talked about over and over  again in terms of in the past in terms of Outreach   I think

147that the truth of the matter is that  unless we really look into hiring public   information officer or someone who can really  go out and do this we will be having demand   conversations because every time we hear concerns  about how do you know about this we kind of become   reactive and I don't want that because we will  be we've been having this conversation every   year that communication is an issue I preach is  an issue so either we're going to go and dedicate   someone like other districts do um to do this as  their daily job and be that communication link   you know or else we're just putting another plan  together I don't think but I don't think that's   what this is about we're talking about campus with  campus how are the wellness centers being shared   um from

148the APS and the principals to the school  psychologists so we're not talking about a press   release and some giant like rollout we're  talking about we know that some students   are more aware we know some students are  less aware one of the things that we're   working on is that app that's going to create  more opportunities for students to who either   are dealing with anxiety or stress Don't Want to  Miss a class to schedule appointments to go to the   wellness center so it's not about like shouting  from the hilltop uh Dr agapanian it's about   it's about um figuring out why maybe more students  aren't utilizing the wellness centers or figuring   out why people aren't you know so so it's  examining the things that are in place and   figuring out school to school what perhaps we need  to

149be doing differently to me it's not about it's   not about like I also like I don't want to call it  then an Outreach plan I call it a blinding Point   well binding thank you friend so and Dr ayatanian  and then I think this happened I had her hand up   um no okay um I I I wanna I also have to say  I I certainly agree with you on some friends   we are having the same conversation  about access over and over again   but it's kind of like Mario right we've played  it's the same game from level to level but the   difference is is that once was the coveted level  and how do we have you been playing right well   Super Nintendo Mario you're like don't don't hate  and now I realize that's old but don't come

150at me   um I already lost my hair I don't need another  condition of age um so um but again like yeah   so uh but you know we talked about covet access  yeah well now control delete all that's going   um because now we've got a new one and we've  got new challenges um I think though there is   a through line communication as an issue I don't  think you'll find a district where communication   isn't an issue um but I think that's also  where these committees are doing different   deep Dives to find out where exactly we need  to outline where additional communication is   necessary I think we found in this hundred day  review you know specifically as it relates to   safety where additional communication is done  I do understand and I do but also I think we   need

151to look at and this is the same issue  even where I was but now we're centralizing yes like one person people have questions about  all these topics they go to that person and that   person either gives them the where they have to go  but also also conveys the message well it's more   um I don't want to use the word yeah it's more  organized you know or else it's it's it's all   over the place because we're a big distance  it's a small District but again this is not   to me and I don't want to belabor the point  because I've already belabored it yeah this   is not about we'll talk about communication as  a larger when we get to 4.5 this is not this is   not that this is simply saying we need to take  a look

152at the Mental Health Resources we provide   we need to figure out if they're effective and  how we can communicate it and this comes from   a really wonderful conversation I have with the  student Mental Health Board we talked about the   fact that there's a very different experiences  on the two high school campuses and we need to   to look into why and what we can be doing about  that so it's not about a public information office   officer it's that's a much larger conversation I  just think we need to be looking at our services   analyzing and figuring out places  that we can increase awareness read back what I heard so engage  students and staff to identify ways   ways to improve access and interest in  the Mental Health Resources we provide   yeah I I think it was more of

153a review than  it was engaged people because I don't yeah   you know what we're engaging them for yeah  no it isn't engaged okay I was talking about access is different than Outreach access you know  access is right can everybody equitably get to it   that's not always as a result um that's right  I'm deleting the current 2.3 and then putting   in putting in review ways to improve access and  interest in the mental health research thank you   and that report back's coming in June so  I think the the hope is and looking at Dr   W for this but that we could potentially  identify harder benchmarks on that Prime   or the potential of inclusion in a December goals  there yeah okay and that'll be the cycle the   December meeting will also be our goal setting  because we only

154have one meeting in December   okay increase uh the atrauma informed approach  using coveted stimulus funding which probably   strike code because that's dead increased  Mental Health Resources to communicate   yeah so 2.1 will strike in replacing  with the language that we discussed   um continue to implement PBIS right so  we're taking 2.1 out entirely yes in   an effort to get harder benchmarks that  we can identify working towards um okay   we're getting the report back in what would be  technically a new 2.3 but we'll bump up to 2.1 and then we'll be able to establish harder  benchmarks by December on that front so   differentiated instruction and mental health will  likely have broader representation in the goals as   of in six months from now which I think is where  we should be moving anyway so that sounds good uh   continue

155to implement uh PBIS supports um at this  point you know I I would like to switch that to   evaluate the effectiveness of the implementation  of PBIS um I see money I see spending   I don't know if I see Trends yet but it  could be because I just don't see the data   um I have doubts uh I you know I I'm not  again there's a lot of people working on   implementation having said that we started this  process pre-covered then it got solved then we had   Financial issues then we said we could do certain  aspects of it not others I don't see you know   dispute resolution in a way that I anticipated  previously when I heard about this when we   started out in 2015 talking about this I don't see  restorative justice models that have been deployed

156yet um all were critical components of PBIS that  frankly I think sold the board on it at that time   um and I I've seen none of that deployed um while  more kids are filming their fights on YouTube   so I don't know if it's the right answer right  well so I'd like to review the effectiveness of an implementation of PBIS   um again in the same pathway for Central  benchmarks and that would come through yeah and I would just add something that I've   talked about with Dr ferama I want  the both of you simultaneously one they both did this I don't know um they're both  retiring something I talked with Dr Cromwell and   Dr Hill about a little bit and I don't know if  you include this one here is also the ability to   communicate the the

157work that we're doing around  PBIS restorative justice uh and discipline I think   there's again around the country thinking that we  only do one or the other we don't do both yeah I   don't know if that is just something to sort of  keep in mind or something to add in regards to   you know maybe it's part of the community  communication and effectively communicate our   um Progressive discipline policy because  again the work is being done I just don't   think we've done a great job of explaining  and sharing the ways in which we're doing it   um I would just I would offer that maybe in the  benchmarks we would offer you'd be able to kind   of more detail in a more detailed way prescribe  how that needs to be communicated that's fine   no I I think it is

158a mixture of things but I do  think also for instance like I don't know if we   send anything home in the enrollment package in  the beginning of the year that says this is our   system and PBIS is incorporated as a part of our  the way we approach this to these decisions things   like that that you know not not necessarily  require a new blaster in Cindy um but you know may help I mean we've heard from teachers  in the classroom we would like a more   a bigger stand I guess I'm  in the house to put that   um about behaviors and expectations from  their site Administration on what happens   well I think that's a a great idea to put  something out and to really I mean we've   heard from Mrs abasta about teachers who don't  feel safe

159in classroom who don't feel like they   that PBIS May necessarily may not be working for  them we need to find out the whys and talk about   I also think too part of that falls into like  the conversation that we hope are being had   between principles from AP and T but I will  start learning to talk about right because   because again how much of that is feeling  unsupported because of lack of knowledge of   the process or feeling unsupported because the  process is understood and doesn't feel adequate   exactly exactly and it is also equally possible  that PBIS is actually being very effective   um in some ways um but the moments we are  in uh have not allowed its demonstration   to successfully take root in other ways I think  when employees get a new acronym at times in

160a new   program that's supposed to be the end-all be all  to all campus you know conflict um you know just   to be honest like parent gossip is a big part  of what creates unstable learning environments   the gossip of Educators and staff about students  creates uh situations which create unsafe learning   communities the gossip of board members creates  unsafe learning communities so you know I I don't   think it's a silver bullet I do think it's it's  it's a reductive way to try and address efforts   that are meant to create more Equitable approaches  to discipline um but I think some of the most core   components that I think could In This Moment  offer real healing um restorative justice you   know making up for when you burn people down  around town or around campus right um that   those methods

161aren't being demonstrated and if  they could be I think they do have the potential   to have real power and impact on their school  communities so this is where the review I think   comes in but I don't think it's about the effect  I think discipline policies are separate from this   um and so if you want to introduce  discipline review of discipline procedures   um that's one thing but PBIS is supposed to kind  of regulate and give skills and training uh to the   path to one address discipline in a way that meets  the crime so to speak uh and doesn't you know   create situations where that's going to keep  continuing and then also create a pathway for   potential for real healing and Reconciliation  um not how we approach you know whether or not   teachers should be able to

162kick a kid out of  their classroom for the seven time nightmare so so if you want to add that as an  agenda items to have it so discipline   is a separate item great review of discipline okay great so we'll do discipline and then  a review of discipline uh procedures and   um data Mr President isn't there a  benefit out there kind of addressing   this I believe that's on traffic  tickets or on pulling over people   not on student discipline at least that I  haven't I haven't seen one on student disciplines oh to protect teachers okay well all the more  reason to make sure that this island gets heard so   um let's do that as a part of our sixth a lot  of these sound like six month report facts   um so it will be a full meeting

163I don't think yeah um okay   um well he's gonna be out of the legislature  relatively soon so unless that Bill gets   passed this year we've got we've got work to  do so you know I I think what we'll need to do   though is we're going to need to start structuring  District white goals the sixth month and year long   um so and I I think that that's healthy and  fine but to clarify it's not at all about   physical safety it's about protecting teachers  from being harassed if you're attention um books but in any way to ask to talk about um the complex  history of that's what it's in reference to yeah   you're welcome cool it's a bill it's not gone  through it has not gone through I don't know   where it is in the universe I've

164been oh we'll  look it up so so in the review of discipline   uh we're going to utilize data obviously on  that front to understand discipline Trends   um and then prescribe discipline methods so  methods and reports of discipline uh and then   PBIS we're going to talk about implementation  of the program and its deployment on campuses   um I just want to be specific in saying like if  it's being deployed differently on campuses which   that's how everything is we you know we'd like to  know that so in the you know I'm saying staff now   and getting specific about this because between  this differentiated instruction and the other   things we're flagging to committees we've only got  so many months of reports that we're going to be   able to do so and committee co-chairs are going  to be responsible for

165moving this so you know but   I think it could lead to really the solid outcomes  if we keep moving so um any other on on number two okay um I would like to see uh something  related to um one additional goal added   related to increased uh access to um  Narcan access and other resources including   testing strips potentially so it's when I did not  just when I spoke to um our head nurse she I asked   her about that and she talked about how now how  readily available Narcan is one of the things we   did talk about which perhaps could go somewhere  but I think is not on here but elsewhere is   um is there any room in like pre-service days  or whatever to offer teachers training on   epicans in Arkansas anything like that because  having it

166available it is she showed me the cards   and it's very user friendly as far as like step  by step for all of it um but it could be something   even if it wasn't mandatory it was just optional  if you'd like to learn about it because we already   have the teachers together um I have no clue  but it was just something that the two of us   talked about and you made me think of it as far as  like the um it's there and that is it Jad machines   those machines too like maybe it's optional  training if you'd like to learn how to use those   so I think if there's a way to fold it into an  existing day where teachers are already together   it could be really interesting to see who would  and then it just

167increases the efficacy of it so   um would that work for you so about marketing  made me think about because I think most people   don't know that that we've done there's  nothing's done a really fantastic job   in making sure and it's heartbreaking  that it's necessary but it's necessary   within their legislation perhaps to make it  available it's available anywhere for free to come   with training oh no that's why there's a little  card that's why Dr Weisberg is talking yeah a   little bit about potentially introducing that as a  goal maybe we talked to our Hospital get a doctor   well the question is hypothetically like is it  even possible to do I don't think we can make   it make sure it's a bit so multiple jurisdictions  are doing voluntary training um by staff otherwise   we're gonna have to pay

168for it um if we're going  to make it a required training so if we can one   I think drug treatment generally right now needs  to be a focus like everybody and their mother   is coming to our meetings talking about what  vaping okay I have to be honest I'm not sure   how successful we're going to be chasing around  flash drives frankly that um unless we crack   down on retailers again a city problem um I mean  we're literally hearing from staff that are saying   that they are going down and removing bathroom  fixtures and finding them tucked away um you know that that so um honestly again they're innovating  the students and and I'm not going to just say   students just to be honest are innovating to  find block spaces to again keep facilitating   access to both nicotine

169or THC one of the two or  something or maybe something crazy um so uh one   so one goal I think is again increased staff  training in response resources for overdoses   um and that includes an AED defibrillator as  well as Narcan um that's one the so I would   like to see I think that that's a goal and I  think that that's an easy easily measurable   one that you can come back and report back on um  and develop an implementation for Summer Wherever   You Feel is appropriate as we start planning the  next year we're not starting to plan it's already   good anyway the second is increase access to on  addiction resources and to me that would include   overdose abatement I don't know  how you would describe that but   you know uh resources that would be used  to

170stop an overdose or prevent an overdose   um I think that's also testing strips again those  have been suggested historically I haven't heard   back on that I think that's ridiculous that it's  not um frankly I think this is very similar to   frankly condoms in schools which now state law  is going to prescribe that we maintain and carry   um that these need to be things on a shelf that  kids can either obscure away or not grab and run   um because I would rather a kid be  at a party and be equipped to make a   difference in a moment when a kid is dying  than not uh and I think that that's real   um the other thing is to explore um uh  the creation of 12-step programs that   are comprehensive at our secondary programs our  secondary schools um

171uh in my life I've had uh   two amazing Partners who have been in 12 step  programs and you've been able to attend a number   of of aana meetings and I have seen how that  community in many ways has been a support to   each of them in their journeys of recovery uh and  I see a lot of students who are self-medicating   who need Community who need people to process with  and I think by the time we get it we get those   students it tends to be a forty to fifty thousand  dollar settlement to a drug treatment program   or a wraparound service program and sometimes I  just feel like there were steps along the way um   that we could have been doing they could go to a  12-step program similar to counseling uh during a   period that

172isn't as heavily impacted and I think  we should be facilitating that on school sites   so I would like to see some form of on campus  drug treatment programs specifically specifically   for the high schools including uh Monterey and  Community Day School um and creative models uh   to deploy both again I would say on-site support  programs and resource distribution related to drug rehabilitation and overdose prevention I  don't know what we're going to do about vaping   I don't know what we do I I can't control tobacco  real retailers or the retailers that are out there   in the access that they have to it I mean I you  know I do think that it's worth some conversation   here about any ideas on vaping because other  than suing which we're and we control how kids   use the restroom and they

173put they have to use  the restroom but one at a time with the gate is   your Vape in groups not always you definitely  don't always do that at least that's not been   my experience with my students um and I I we don't  have I don't think we have the Personnel we'll be   able to do that and not all Vapes are metal so I  don't know enough about this so I think you need   the area of focus that I I think is most vital is  on the rug that hell a potentially fatal effects   um I have to be careful how you what to what to  say because if you if you follow this pathway what   will come out with the kids is oh they don't care  if we leave but that's not the case and that's

174not   what I'm saying of course what I'm saying is I  think that there are that we need to acknowledge   that we're seeing a huge uptick in middle and high  school in regards to substance abuse alcohol and   drugs I am not saying that like vaping is cool  it's vaping is not cool it's bad for you don't do   it please and don't do it at school please however  I think it is to a certain degree if we're talking   about the dedication of resources that does  not seem to me to be the place to put it other   than installing maybe some sort of weird grade  system so people can't flesh them down the toilet   which is happening Andy was saying like  15 times a week costs us a lot of money so   but so I think my point

175is not that that's  not an issue but rather I things like Narcan   training things like where we're focusing on those  areas when we're seeing such a huge uptick in the   last couple of years I've never seen anything  like this year as far as substance abuse use   in middle school never seen anything like it so  that to me feels like the place to focus on and   I've been Googling constantly if anybody's had  some successful model for dealing with vaping and   like I just don't see it happening I've asked all  the peeps I've nobody seems it's um it's sort of   I yeah I don't even know what to refer to it as  it's awesome I also think though frankly again   like how is the what's the reaction into vaping  is a shame-based reaction which is typically what

176people are managing when they're vaping anyway  like they're managing shame as it relates to their   ability to manage stress in certain situations so  we use shame to motivate people to stop shaming   themselves to vape like you know like it's just  backwards like again most people you need to find   their way into healthy habits so that they can  put down the bait as a mechanism of dependence   but that's not what we're we're hold on what we're  doing is instead we're shaking kids down for Vapes   at the at the bathroom door like sorry if that  kid's got to go get the heck out of the way   um the fact that we have to send in to  campus supervisors at all you know and   again who who then turned back at our you  know roiled up when they

177smell cotton candy   you know what I'm really concerned about why that  cave can't make past first period without vaping   what in their lives again we're not  talking about that we're talking   about I walk down the hall and I smell  cotton candy I have to reframe this a bit   like our kids have easy access to a method of  checking out so I think I think the board goal   is for those who are disciplined that we begin  Gathering data on those who are caught vaping   and fundamentally as a part of that process that  somebody probably a mental health professional   but somebody on the campus asks them bye why does  it help I think we need to seek understanding on   this run because if Dr Weisberg is saying there's  no real road map here I'm not saying there

178isn't I   just know that you've seen I just don't know  what it is yeah I think it's helpful to ask   and identify if there are Trends because it's  upsetting I mean Luther in particular as a   Campus Community couldn't be more upset about  vaping uh I understand but I couldn't be more   concerned about that student population then and  I think that's that's the emphasis so I mean I   hate saying it back in the 70s all that people  were I mean I watch Greece people were popping   out to have a cigarette that was happening right  it was and vaping for many modern day version   of that okay great but if if it's THC or some  other drug that they're using more helpful right I also would like us to talk to the parents   um about what's happening

179because I  would tell you with certain communities a kid comes on smoking like if you smoke in the  old days you come home it's more like cigarettes   your parents can come nowadays they come home  smiling like cotton candy sometimes the drugs I   mean look you can get flashed I mean I don't want  to go into details about what's what's out there   but I yeah but I want to make sure that a parents  are important because not all parents you know   that's right you know and second of all also you  know we had the conversation about having access   to guns and why do we have so many uh gun dealers  in Burbank well it's the same question here about   hey hey where did these kids trying  to stop Yes online but at the same   time yeah

180but also informing parents  need to know what the signs are I mean this is an issue that that as we said it goes  deeper we need to get there as well but also it   will be important if we inform parents look for  what the signs are when a kid comes home from   school and then I think we probably should move  forward but I will say something that um I think   could be what Dr hannian said maybe thinking is  something that could be a really great partnership   with our PTA um is to is to find like three or  four topics that we think parents are going to   be interested in so whether it's the rise of drugs  and alcohol whether it's mental health like we PTA   are the parents right not all of them but many

181of  them and we can do we can offer some sort of like   Zoom Workshop where parents can attend  and learn about the signs or learn about   so I think what you bring up Dr agapanian and I  would not presume to know you know what people   are going to want to talk about but I think  that would be a really wonderful partnership   to pursue offer it as a chance for people to  come listen learn parents that are interested   um seems to me to be like a  really a win-win for everybody   and I think frankly those two approaches whether  it's through the parent education component and   also the understanding component allows the  things to when those folks who are coming up   and say bring back the drug dogs um at least at  least it allows us to

182tell folks that we are in   process on this issue that we are gathering  information because I just don't think that   we're going to drug your dog our way  out of the cotton candy problem um okay um on to item three recruit retain highly  qualified employees uh to follow a plan uh with   the employee Resource Group to recruit hire and  retain qualified talented and diverse employees   and really recruit review the plan with community  members um I I think I think it is scratch this   per se and and just say it created an annual  plan for employee Recruitment and Retention yes reviewed by that would be admin affairs and the board so that should be an annual review we're going to hear about vacancies at the next  board meeting um so I think that that will inform

183that but probably missing you know right now  is about now he's like when we start the hiring   window for future so either way  it'll inform next year's process   um I I yeah I I would like diversity to be  obviously maintained his component of this   um in particular The Armenian American  communities why we don't have more Educators   in there when you can go to a district like  Glendale and see that diversity demonstrated   there I think we're missing out um and I'd  like to just see more efforts when we sort   of so many students in that population and to  make sure that that representation was there so   um the Burbank anca is offered assistance  and you know connecting our HR folks with   different communities of Educators that would  potentially do recruitment efforts from um our administrative groups

184like very few  representatives of that Community being   demonstrated so um I'd like to definitely make  sure that those and the other communities we   serve and serve obviously a lot are recognition uh  Implement professional development focus on Dei Dr   Debbie um I don't know if it's an addition  or a substitution but I would really like   um differentiated instruction  included here because I think   we've now done we've now said Implement  professional and look I want there to continue   to be Dei implementation but differentiated  instruction is inherently diversity equity   and inclusion work so I I wonder if we need  to be as prescriptive in saying Implement   professional development focused on diversity  equity and inclusion and rather we can make it   um Implement professional development focused  on identified areas of teacher need I mean   maybe that's the way to

185go so as opposed to saying  we want the professional development to be on this   maybe it's making a little broader so that we I  mean I'm sure we uh solicit feedback from teachers   about the professional development they want but  I wonder if it would not in fact be a little more   impactful if the PD we offered was reflective  of that and I don't know if they're you know I   don't know if and I'm sure it has been to a  certain degree but I just wonder if this is   a little prescriptive um everything we do  as Educators every professional component   we do is inherently Dei which is what I think  people don't understand it's not supposed to   be a new an additional thing it's supposed to be  infused into everything you do as an educator so

186saying pulling it out like this I think almost  makes it seem like this other thing you have to do   um just from just just the language alone so  is there a way to broaden that do we need it   um I'm looking over at District staff because  I don't think there's anybody better uh   able to respond to that but I I I I I worry that  it feels like we're just saying you're gonna have   to do this um when we know that all professional  development good professional development   is inherently focused on authentic Community I  work so my question is do we think we need it   do we think we should change it to say Implement  professional development uh Guided by interest of   Educators or Guided by District staff or something  so that it's not as prescriptive

187is my question I think likely we need to again review what  professional development is being mounted   um through mandates and then what is being offered   by site or at least areas of focus by secondary  and Elementary um high level that way it's   and then you know I think it's a road map from  right I think it is saying how do we want to allow   people to choose what professional development  is offered right right so it's a review and a 15.   yeah so I think I think so my my desire is  to make it what feels a little prescriptive   um help reframe help reframe the conversation  around Dei not as a new thing you have to do   but it's everything that we do and then create  space to have the professional development offered   um not be

188I don't say just in a  pejorative way we all know I work   I do think that that will allow us to see what BD  offerings we have now that are really addressing   um areas where you think need to be of focus  you know and broadening them but it you know   if it's a reviewer if it's not the mechanism  sorry no but so um I would say in terms of the   um PD that's been you know labeled as Dei ID  um I've had conversations with folks where they   have assumptions about what that actually looks  like and then when you read through the reports   from our facilitator it's very different  and the feedback at least what I've seen   has been very positive from teachers about it  being very kind of tactical practice driven   of how do you

189actually deal with trauma in the  classroom how do you deal with different right   issues that students are having and so one thing  that I was thinking of here um is is maybe just   we've now implemented um this particular type of  training and like is it worth it to have uh more   public report out like because I think we've seen  a lot of that data and I would love for people to   see kind of what this has actually looked like for  our teachers and administrators because I think   it's it from the feedback it looks like it's been  very powerful right so uh that would so maybe that   gets Incorporated no I'm just saying maybe that  gets Incorporated in the like review current PD yeah so then what are we doing with this and well  I also

190think also just in identifying what may   what may be necessary to support am I am I allowed to ask Mr Jose question the judge calls Miss Visa so I'm just wondering  your thoughts on this and just generally come up sorry I'm sorry to put you on the spot so so I think that the professional development  that we've had has been very useful yeah starting   with Facing History and then continuing with  our current um Consultants yes they're great   but the emphasis has really been building  that knowledge base and how to really   um look at diversity equity and inclusion  in a classroom I think now you know the goal   could be modified because it should be just  integrated right but it should be integrated   into instructional practices I'm worried that  if we take out the language then

191the emphasis   will disappear because it's not like we've been  doing this for years and it's second nature but   I think changing the focus from here the  focus is diversity equity and inclusion   to instructional practices I love it this is  exactly what I wanted to do okay that's really   helpful thank you so do we want to report back  on how we intend to connect that Anderson yes   please but aren't you saying we don't make the  transition or that we keep the language as it yeah thank you so did I hear you say professional  development needs to be ongoing based on   um it needs possibly of the school side or the  direction of a School site which will also include   a component of diversity equity and inclusion but  if we're talking as Dr Weisberg had said about

192um differential instruction what does that look  like keeping in mind diversity equity and   inclusion right because it should be focused  on the teacher need and the site goals right   which would drive the professional development but  having that lens of diversity equity and inclusion review current professional development  offerings for Port out and identify areas   of teacher need to support integrated University right now I would love to can we  bounce that off of them very quickly   can you read it Dr Hill it's a review current  professional development development offerings   report out via the let me say that  was through the academic affairs   and identify areas of teacher  need to integrate the the tips comma integrating Dei or  the continued integration of yeah before thank you I appreciate the Insight please um motion by chance do you get

193any reporting  on where employees go when we lose them I know we get a report back  on students where students go we tend to be able to track that information at  all on the Forum I can see if we can pull that   into a report for the board that would be great  it would be interesting to begin identifying a   means to you know identify Trends where people  are going it's definitely necessarily mean you   know oh it's blank status it's like are  there characteristics of that District   that are some are just similar to us um and that we just cracked that we start We Begin  tracking that and and using that as part of our   um retention points that would be a good  person okay uh any other song item three uh nope uh so we

194will go to item four  maintain efficient and effective operations   uh my first flag is just the 4.1 so the budget  advisory continuing should be gone because that's   what these others are done um 4.2 continued  construction modernization projects according   to the general obligation Bond so I would say that  is wrapped up you've said that within a year you   intending to wrap up sorry I think it's fair to  put that in your results you know just Contin you   know complete expenditure of measure s dollars  uh develop a final public report appropriate and I was like yeah um and then uh and then facilitate conversation  regarding the usfrc and it's continued off or   phasing out so that I'll be kind of based into one  you tend to say about these to the uh Northwest um 4.3 develop a

195long-term facilities maintenance  plan to ensure school facilities are and we'll   be cared for appropriately now we're doing a  facilities master plan that's being paid for by   not the dollars um that plan completion timeline  is what he is his goal is the goal is November so   then then I would put that uh that's just the plan  it's not the money right so uh so then it would be   develop the plan and designed uh and  begin constructing implementation most of those most of that implementation  we're not going to be able to do without   potentially with small forwards and  as we're talking about HVAC systems   and roofs that are reaching the end of their  usefulness to celebrate through admin affairs I think specifically as it  relates to security improvements   it's going to be as conversation um but I

196think we just probably need to do manually maybe we can keep that so  thank you committees Dr eagle session with keyboard numbers it would be as well um so is the suggestion to do develop  a facilities master plan November or   whatever uh I imagine that we need to it's not  the same enough like and part of that sentence   and implementations right so it's not the answer  I think I think at this time got it yeah yep um so 4.4 developed a process  to allow for an Innovative and   Equitable fundraising pathway for new programs UW I would like to see if we can rather than talking  about new programs I would like us to be exploring   existing fundraising on our school sites to make  to look for and furthers Innovative and Equitable   fundraising um I don't

197know how to do that I don't  even know how to word it but I don't think it's   about new programs I think it's about you know  we've gotten a lot of feedback since we're about   certain schools we know that certain schools  are raised like bucket loads of money in certain   schools that don't and this isn't about punishing  the schools that do but it's also about figuring   out where we need as a district to support schools  and I want to get so much we talked about is   um outdoor science outdoor science student  and creating a sort of Base everybody gets   to go for X number of days so that we don't have  students having some kids getting to those four   weeks and come to just getting to go to one day  I know we talked about

198that so I don't know how   we learned this but I think we want to make  sure that opportunities and resources are uh   are equity and distributed and I don't know how we  do that but it feels really important particular I mean I think it's seriously it passes but once  I think maybe also instead of Gonzales which uh for example foreign all right and we can put this time devices um so before everybody um um we're just going to think that we're  fundraising for a lot of different things   but actually you know what are we from here individualizations otherwise let's  see survivors so what are secrets foreign what empowers finally there's been trying to tell fundraisers   and I don't have Aquarius I just  I think for me it's just myself I think about them just happening

199this problems they're not leaving please this year example it was definitely an infusion yeah I think it is so as we get down this road to the  pathway where eventually we get to is   what steps are you willing to interact with when you die it seems like Roosevelt  that raise a hundred thousand dollars   and schools like Miller  that struggle with raise 12.   um but eventually that looks like um  that's created riffs right for you right um because nobody's uh many books except  for the foundation which as we've   all seen because you know now kind of  coming to this final version of itself   um really hard to fundraise  everybody we see the fundraise   um and and so previous attempts to answer across  the board need Transportation access Fields   Etc have gone on that and then afterwards

200to say everybody should have one field trip   because that's where we can't Blends here  so this is where I think it's always fun   to have this type of treatment and I  think there are greater disabilities have been um um like a picture um you need to determine but if we just was overall religion foreign the internal means we've done something Energies but he is okay School District doesn't have an interest  in not accepting everything because we cannot   sustain everything and that's pretty clear  uh eight Arts programs in different areas   other school districts have one or two that's  a part of our culture great but School Gardens   yes but I get again I agree with you but again   philanthropy is ours you'd be surprised if people  who you were going after for money for Arts if

201you give them a message about the other needs  out you'd be surprised if they're not willing   we will go further and I think again  I say this because I do this every day   it's important to understand restriction  advantage having the right message is another   so so I mean you know I I would so picking up  on that I would like to review fundraising come   back in six months with that drugs but I would  like to put it as a goal that we identify you   know revenue streams or long-term Revenue  stream for sports Transportation programs   yes for sports Transportation um the fact that  that hasn't been changed over time go ahead or   C CIF sanctioned games within our lady there we go  thank you Mr that's a good uh support on that one   um but I

202I think that over the course of the next  three years we need to figure out how to what   those costs look like in total in particular at  the fundraising expenses uh and be able to phase   that out as uh is something we pass along the  players because I think as we are able to take   on different costs um we did talk about creating a  pathway for Innovation there was a committee that   was focused on that I don't know what happens  um so the Innovation pathway no not coming it   was implemented and then kind of pillow pillowed  to death by just allowing other programs to start   so you know we need to bring back the Innovation  pathway so that way the Innovation pathway was   a committee structure that was formed to allow  parents to create new

203programs into this right   now but what they would have to do is over the  course three years demonstrate that that could   scale to other students got it so that way new  programming could be equitably no wasn't that   where 4.4 came from Steve was that where where  you know yeah Edison came up with a great plan   they put it in now everybody wants to do it but  how are we going to pay for it right and so they   would have to build that in as a part of proposing  the new plan but now it's just free throw so that   needs to kind of that needs to come back well  it wasn't implemented so that goal wasn't met   um so I think it's our conversation so revisit  the Innovation and Equitable fundraising pathway and receive report facts

204on fundraising priorities   and spending on for the six months for  a six month report back but you know challenges that once we're off  track we're off track for years   and because how many things have now been funded  and you created how many new programs quite a few   so it sets us back and it's it's sad  because all every every year of my   eight years on this board that  we've talked about fundraising let me just say from when we started  except for you can't have individual   accounts on fish and say that you  yeah it used to be that you have to   raise four thousand dollars otherwise  you don't get the performance left and I'm not well I have to be honest I'm not sure  that I think the practice is to me so I'm not sure

205the decision-making so in some organizations a  lot of organizations have done a lot of work on   that front but we get emails all the time from  parents who are concerned about their students   access to certain moments in their experiencing  is a result of varying ability to fund it   for the maintenance of Records when it comes  to those who needs who are low income and have   to submit tax returns to unbonded to individuals  see that they can reveal and determine low-income   eligibilities so this issue has been thoroughly  appeared but we need to re-educate ourselves athletes that way I think we all make  Dr Prather happy um who brought that up   a while best uh keep thinking about people  who remembers all the time uh and openings yeah keep it 124.5 no people have left so we

206have to kind of to  celebrate email me that part we have to start   again but I think we're all clear we don't  need to we do this but we please absolutely I got nothing else we went through this  talk that's about halfway through it   I I think just be honest based off  of that exchange I think it's better   to prioritize Communications certain  zones and to focus briefly on those um whatever is realistic I want to do   so I think first is you know develop Communication  in communication plans strategory safety yeah interesting and required stereotypes to  grab their own communities part of their site planting they're they're  still safety plants if you have broken out for   a journey and frankly they're probably being  sitcoms 2016 45th Street surviving service and words designing and we're  going to

207have new tax papers uh the other thing is one other area outside just making sure that when it's going to  change if they hear it so clear they get   their email as a parent um even if you know so  I think that's a really important thing so that   when there are changes that impact and see a TA  members or BTA members or Boston members that   were that will be able to plan in case for  making sure they're notified for something   that's directly related to the job Resurgence  obvious things that are parents such as excuse me and um or breaking that out as you know generally  on safety one so uh statistic required same   site specifics plans related  safety communication another   goal focusing on developing Communications and  Communications protocols when it comes to staff staff updates

208or Employments related updates um and then uh you know I think the last  one was review Systems of communication uh [Music] connect are using that voice could probably be going out because as well  you know so how are we using that message benefits okay we'll get that back uh the next  board meeting not this Thursday the   following meetings uh so that'll be the second  third season dreams of graduation science we do have a June 1st but we may need  until the 16th yeah usually then um it's our end goals in the meantime  that come to your mind at least Dr   Hill and then we'll bring it back in the breath   um no um okay with that we'll conclude that  um we'll go to item three uh the AllCast [Music] you never sat down yeah give

209me one a second or if you're  getting I'm good Dr Hill is walked out   with cabinets now walking now then we  just have a five minute refresh you   were uh everybody was kind of jerking  off at that point so let's get that thank you [Music] I got whatever all right you oh girl there's the coconut  plants how to get coconut butter okay sorry but sorry okay yeah this is a question about three years laughs awesome well thank you because that's a great lunch I had a student in my room  today who was making up a test and what was pitsap   uh it was like three different types of candy  my middle school lunch delivered was right they don't have it anymore Taco  Bell messing with our hearts you know it's something it's french fries I

210like them  because they have good vegetarians okay now that we're done talking Taco Bell   Dr Anderson thank you president Ferguson vice  president Weisberg members of the board Phil   the six staff and community and here to present on  our lcap um in our planning for next year's plan   my name is Robin Anders I'm the coordinator  of instructional technology for the district   and so I'll be presenting tonight I  also want to mention Dr Peter panapik   who's helped splits Craig lcat planum to our so the lcap includes eight State priorities  these are priorities set by the state that are   lcap is aligned to it's also how we report to  the county as far as meeting our metrics and   requires us to include certain action items and  and address some of the needs or need priorities   that are included

211from the state these are also  aligned to our board goals which we just discussed   um and so these are our goals aligned with  theirs and also Drive many of the decisions   and how we organize the lcap and and  how we provide services these funds I just wanted to mention that we started our  rotation our our series of meetings this spring   by talking about the lcf of funding and the  formula used by our state to fund schools and   how the lcap fits into that um funding formula  as far as providing supplemental funding or   unduplicated students the term unduplicated is to  designate that a student can be counted more than   twice even if they meet multiple criteria and so  that's where that comes up from comes from but you   can see in this slide we have a

212list of students  who generate the funds that are um that basically   create our lcap budget concentration funding there  are some other districts that receive consultation   funding because they have a higher percentage of  unduplicating students we are not a district that   receives that which is why often it's harder for  us to do some of the same work with fewer revenues our unduplicated account so this is  a slide that specifically identifies   our counts of students that meet the different  groups that bring in these funds and um you can   see that there's been a slight rebound from last  year so the trend overall has been down the last   four or five years um but we rebounded  a little bit close to pandemic and we're   hoping that friend continues we've seen an  increase in our El population new immigrants

213especially at our secondary sites which  has helped driving up some of these numbers so our oil cap meetings overview um during  the Spring like I just mentioned we've we've   had a series of beatings and we typically do  a data review to measure our progress towards   the goal these are metrics that are in  the lcap we do a question and answer   opportunity during the meeting to receive  questions from the community and respond   to those about how we Implement some of the  action items in different areas that we fund and then we also talk about potential funding  or new items that we can incorporate into the   future plan based on carryover funding  or projected revenues for next year   and that's the majority of what we'll do tonight so here are those meetings and all of the previous

214slides that I've shown Beyond duplicated students   the eight State priorities our local goals  these are all things that were presented as   part of these four meetings we talked we talked  about a specific topic for each of these meetings   so the first meeting we spent a lot of time just  talking about the funding formula and the overall   budget of the district second meeting we drilled  into goal one in instructional services and then   our third meeting focused on goals two and three  with Dr paramo leading the conversation as far as   Educational Services in our last meeting uh this  spring for tonight's was on potential carryover   funds with a budget update to determine what  we were anticipating for a budget for next year so the next series of slides we're going  to go through is is items that

215we would   like to continue to fund for next year's iPad plan many of these are items that are already in  in the plan and the projected costs of what   these would cost next year I'm not going to  go item by item but these are all items that   would fall under goal one of preparing our  students to be a College and Career ready next slide is also another set  of action items for goal one   uh moving towards our students between College  and Career ready and all of these again are in   this year's plan in the previous year's plan we  want to continue these these items going forward this is our last group of action items for goal  one and I wanted to point out there um is one   action item that fell off of gold one

216and that  was to provide summer school sites to teachers   um during the pandemic and post pandemic  it was very difficult to fill summer school   positions and that's no longer the case going  forward so we do plan on removing that item the next slide and I'm on Slide 12. are  action items associated with gulp 2 so our   conversation earlier tonight goal two about  supporting the whole child and Educational   Services mental health well-being these are  all action items that support that that goal we have it we have a second slide for goal  two that includes additional action items   and as we finish out goals one and  go goals two I just wanted to also   share that with the lcat budget our  supplemental budget about 90 of our   budget is personal so when we're talking  about negotiations or

217changes and salaries   and benefits that this impacts this budget  significantly because it is heavily personnel   also um means that it's sometimes very difficult  to make a lot of changes or or um be a dynamic   with with the items that we have because it's  it's we're talking about people's positions goal three um this is again aligned to our  Recruitment and sport of high quality staff   and so this is where a lot of our  de work Dei work lands as far as   um providing professional development  but also time for teachers to lead at   their sites collaborate and work with  Consultants on how to support this work   um thank you I just wanted to clarify because  I said Dr Hill uh questions about this   um so I wondered about uh the allocation to  Facing History Dr hillina that's

218a placeholder   um so I was experienced as to why so thank you  for that clarification uh I asked a question   about uh the Dei consultant um we had this here  who both of our confounders here were unbelievable   Florence Anatomy were phenomenal so blown away  by the work that they did um but uh one of the   conversations was having her continue to work  with Dei leads and principals which I think is   wonderful and then mental health consultant is for  evidence anything we did additional support so I   just wanted to clarify like what those are um and  I know that uh Dr Hill you're going to set up a   meetings that we can sort of get an overarching  understanding of how the year went but I just   wanted to clarify for anybody watching uh what  those famous

219advantages specifically thank you appreciate that and these were  relatively new items for our El   Cap whereas many of the other  items have been consistent in   previous years plans or even previous  cycle plans which of all three years um before we get to the next slide I also wanted  to share that the there's two items in this list   that were reduced in budget because we have not  needed to spend the entire amount the last couple   years and those are also related to summer school  so the two submersible items were each reduced by   fifty thousand dollars uh where we're able to run  that program more more efficiently um based on   some changes that we've made with our initial  credit offerings and colleagues in other ways uh this final slide is not supplemental budget so   um this is

220not driven by our unduplicated  account but these are items that are included   in our lcap because we receive other  funds or their requirements by either   the state or the county that we report  out on the costs associated with these   um so these just included for those reasons but  are really not a part of tonight's conversation   just wanted to make sure that that was clear  that the distinction between the previous   action items that fall into the supplemental  budget and these items that are based funded so uh we're gonna have a few more slides and then  we'll get into the meeting of the conversation so   I I'll finish out the presentation um and then the  value tonight really is in the conversation about   um how uh action items are aligned to our  priorities and goals for the

221district and what   we would like to see going forward for next year  so as far as estimating supplemental carryover   uh this slide is it looks different than we've  seen in the past and the reason being is our   our estimated carryover at the end of next year is  much lower than what we've had in previous years   so you can see our carryover starting this  year or carryover from our previous years   is about 3 million um this year's  revenues were about 10 million and   our estimated expenditures uh were about  11 11.5 million excuse me that was Lash last year or carryover from 2122 into this year  so our carryover for next year is going to be 2   million which then you add that to our revenues  for projected revenues for next year and our   projected expenditures means

222we will end the year  next year uh with uh estimated carryover of 66   000. so where I started the the discussion with  this slide I'll over Circle back to in that we   have um a good significant significant amount of  carryover for next year's budget but in the 24 25   uh we're going to see a much decreased carryover  when we are planning for that school year so the carryover priorities these are priorities  that came out of our our spring meetings the four   meetings was to prioritize supporting immigrant  students um since we've seen an influx of   those students in our campuses so I just have a  potential allocation of what that could look like   um ell or class size again that's  the the a very similar population not   necessarily new immigrant families  but our English language learners

223um and keeping class sizes low to support those  Learners with Staffing Dei supplemental materials   this was another topic are educational Partners  or Community shared that they would like to see   potential increase of funding with with any  available carryover and then also targeted   support for gate students so that that is an  action item in our lcat plan to provide support   for students who who meet the requirements  or are unduplicated but also gay students so those were the priorities that came  out of our meetings we have some links   these are links or resources about the  process in the lcap plan and everything   we've done enough until this point  to get to this conversation today   our our steps going forward are to draft a final  lcap plan and bring that to a board meeting I   believe on June

22415th and then final approval  for the lcap on June 22nd um so those are all   the that's the presentation I have tonight now  we're moving on to the discussion about the lcap exactly doctors are moving on to a discussion  about the questions comments foreign curiosity are you being or predicting  any changes in the future in terms of how   cattle education funding you're hearing anything uh just share that uh I know I've not heard  anything new from the state or the county as far   as the change in the plan and the funding um just  a reminder that we're on a three-year cycle so we   are completing year two next year will be the  end of year three so we will have completed our   this cycle with the cell cup where we can go back  to the

225front drawing board next year and really   revise make significant changes to our outcome  thank you so just my understanding 100 are 23 24   estimated area was 66.90. you want to figure out  how 66 000 should be spread over the enforcement   well four thanks priority I was going to ask the  same question thank you I just want to make sure   so when you come back in June um the funding for  slide 18 the carryover priorities is coming from   the total that is that the like paying down the  66 000 so that we would have less carryover for   the following year or is that as part of the  carryover from this year does that means it   does so in previous years we've had we've had um  quite a bit of carryover predict projected even   in the out

226years so that number is low at 66 000  at the end of next year um so with that in mind   um previous years we've looked at ways on how to  allocate a lot of that carryover we have a very   low carryover so we may make a decision not  to to add any items or allocate that because   we're so close to trying to be solvent by the  end of next next year if you have comments on   that Dr Hill I think we're in a situation now  where one that changed was the county and the   state uh put in a bigger push to spend down  your carryover so that's what we've been doing   but by the end of next year we've spent down  that carryover and you see that our expenses   are about one and a half

227million dollars more  than the revenue now that could change based on   enrollment and unduplicated counts and cola but  keeping that in mind as we go into a brand new   lcap cycle and we'll talk to her about a 10-year  Vision we need to be talking about okay how we're   going to restructure this plant to match the  new 10-year plan with the understanding that   our revenues are dropping and we're starting fresh  yeah I wouldn't recommend this year most essential   that we spend any more carryovers than we have to  we're going to be looking at reduction for future I'll also share too that what we  projected or budgeted for this year   depending on how negotiation then is going  to impact the budget too um because we have   to absorb that and can't plan if there's any  retroactive case

228well and it's also too I mean   you have to have a conversation without knowing  what the budget revised looks like so hopefully   it looks as it as it is and we can just go Yahoo  but it is you know it is something that I think is   laying heavily on most of our minds in regards  to what will have to change uh once we get it I have one other question which is um I was  surprised to see on Slide Five um and I don't   know how I've not seen this in the past um that  are um free reduced meal is up from last year   um I'm I guess I'm surprised by that only because  everyone is receiving meals right now and so I   know it's been hard at some school sites to get  folks to

229finish the application so do we actually   think that that number is understated because  we're having a hard time getting applications   or is that do we feel like that's an accurate  representation of our student population um I would share we can't we campaigned  and they extended the deadline in the   fall so we did do a lot of work to try to  get more families we also get some direct   certification of families through the  EBT program so but to your point there   are still many a lot of families that I'm sure  have not I've been identified in our district   it's kind of a historical thing though I think  there are a lot of folks don't want to think   that's everywhere um I just I know that it was  hard this year because there was no and there's

230no real incentive for parents for families  to fill it out because everyone at this will   say it was BCB that isn't the incentive there's  an incentive for us right right it's important   well I think that's part of the campaign or  the education with the community to say even   if you may not be interested in the meals there's  still funding that we received by filling this out   and people may be surprised that they don't  think they would qualify but they they will yeah thank you for the report  overall I don't have any um uh major points of feedback I do want to request  um some report backs based off of a conversation   that Dr Weisberg and I had but also just as  we're exploring um again uh the formation of the   10-year plan we talked about

231you know potentially  deploying intervention specialists at one point to   to look at uh green reduced meal applications  uh and to support the filling out of those   um but that generally just strikes a generalized  question of the role of intervention Specialists   how they're being continued always on campuses um  if putting it all together it's a 1.3 plus million   dollar uh expenditure that um is being made and  and again some are playing kind of campus security   escrows some are providing minor interventions  some are providing Advanced uh interventions   um so I just want to get that once again as we're  looking at things generally that's uh one and then   um we did see some um so like uh but uh we can get a report back and saw the  email today from Dr Miller on the ELD   program

232at uh at Mir um that's a expensive and  concentrated problem and we need to be supporting   um black community and those students as as  they're clearly getting impacted at this point   so uh I just I see it in the plan but I want to  understand it better uh and for us to break that   down um and and figure out you know and help me a  little bit because we've got one school screaming   for enrollment on one side of town and another  school saying please please no more no more   and that just seems um like incompatible realities  that you know are hard to message around just to   be honest and to be accountable for um and then we  we have added a number of supports uh in different   ways School psych positions behaviorists um so  I

233just want to see overall what's that impact in   um as a broad Town ratio is what you know what  generally has been allowed to occur differently   as a result of those PR those positions um  I think we're going to need to know in very   detailed ways how each of these positions are  influencing you know the services that they you   know the deliverability of services generally  at this moment um which ones directly Impact   Staff experience which ones directly impacts  students and parents directly not indirectly   um because Dr Andrews uh referred and we have  in many meetings uh negotiations are coming we   have to settle uh and who knows what that might  bring but financially the community needs to   understand just again how how generator's Edge  we actually are financially um and we need to   be informed

234and prepared to potentially make  cuts that don't impact kids or that try and   keep those as far away from the classroom  as possible I mean other feedback questions all the work a lot thank you very much sir thank  you thank you with that we will move uh and again   next year is the new Al cap plan so this is the  moment for yeah okay uh with that we'll move   to item 4A uh public comment on uh any items uh  this is a three-minute period of public comment foreign no you don't get to change your time based  on reactions to my comments but there is   another period of public comment before  closed session if you'd like to talk about   that but that's specifically related  to that item okay challenge accepted um you know you can't say

235that  you didn't know about the uh   The Nest the uh law regarding these documents  are public I talked to you about it a number   of times so you're you're qualified Immunity  on that one is out the window I don't I didn't   know doesn't buy it um you know when I looked at  weisberg's emails for only one week dozens of them   she was promoting pimping really already another  parcel tax it hadn't been discussed by anybody but   she was already talking about it in every single  response to her emails about those 90 messages   you got from the teachers she's already promoting  another parcel tax what a coincidence that you're   talking about it as well not only a parcel tax  but a bond how did I how how did I know this   wasn't coming this was coming you

236talk often about  teacher pay why don't you talk to the people about   how it works you know their teachers are getting  25 percent into their retirement I thought it   was 20 Cantwell told me it's now 25 and you're  getting it too you talked about 500 a month that   you're getting to sit here you get other benefits  yes you do you get other benefits you get health   and tell me if I'm wrong you get health insurance  you get you get uh uh you participate in Calpers teachers get built-in raises already already but  you don't talk about that and it has nothing to   do with teacher performance Mr President  nothing they get it just for showing up   so share the facts get let people make an  intelligent decision um I'll go I'll say   that some of our

237teachers are some of the highest  paid in the nation not in the area in the nation   so don't turn that one around on me uh I wish  you all would just live within your means that's   what I've been talking about for years how  about just educating our kids and reading and   writing and Mathematics and stop all this other  stuff some of it's for parents to do not you talking about gate how about you skip  grades for the kids that are gifted but   you never do that and you don't talk about it  because you don't want to give up the funding you're supposed to save records for three years   all records you want to give everybody  cell phones that's fine with me I'm concerned about not only the  communication with the parents   that you're so uh

238a busy uh saying seeing  what telling me what I can and can't see   I'm concerned about the communication  between each other between each of you is that my time yes thank you  very much responses from staff responses from the board uh lightning round uh we  do receive health benefits   um health benefits other than that it's a stipend  or it's the 500 a month uh the number is on the   district's website we post it there for the  abundance of clarity and uh transparency   um uh Dr Weisberg wants to say something right  uh I just want to acknowledge that we are uh well   aware of the amount of money our teachers make  we know the amount of work they put in the amount   of professional development they do the amount of  time they spent and so we

239know that uh their step   up is not in fact a race but it is reflective of  the years of service given um there's no illusion   from anybody up here that our teachers don't do  enough work they are underpaid and overworked as   our District staff and everybody else in the  district who does this because they love it   so I would say um when people look for insidious  motivations and uh misdeeds uh they're missing the   point everybody up here everybody in the classroom  has dedicated their lives to public education no   one's up here spending time texting Insidious  creepy illegal things we're doing the work that   we are paid after taxes 454 dollars a month to do  uh I spend well over 40 hours a week doing it I   wouldn't be doing if I didn't love it but

240I would  like to suggest for people who spend their time   looking for wrongs that they pay very little  attention to all the rights that are being done   um so thank you to our teachers uh and uh Happy  Teacher Appreciation Happy Teacher Appreciation   Week everybody I know I'm feeling a lot of Dr A  H okay and I want to Echo what my colleague said   for those of you are in dad just go  spend an hour in one of the class   and I've said it before it must be the  love for our children and education because I'll tell you last week when I went  to show my scuba diving story my son insisted   his graduating fifth grade you have to come  to the class and talk about your adventures   the amount of work the students had  created

241virtual ocean out of place   where you can see through and you see these  sequences I mean I was like Wow and and   our patient the teacher was I mean I'm sorry again just go spend a little time and um thank you for uh appraising the cell phone  concept again um I I think it would actually shock   most people how how limited our communication  is between all of us uh I once heard in   um at tsba which is the California school boards  Association that being on a school board is like   being in an arranged marriage of sorts you don't  get to choose necessarily those decisions are made   are made for you um you know um Miss tabett and  I haven't probably texted in a year or more uh   Armand and I have probably texted a handful

242of  times in the course of the year uh Dr Weisberg   and I are involved in a lot of democratic clubs  so when we talk about that common themes are the   Democratic clubs and Starbucks and uh in both  instances I've texted uh Abby uh or three times   I think uh two out of three have been focused on  can we sit down at a Starbucks um so you know what   I will say is that being a leader in education at  least my experience has been uh when you when you   want to get the reactions of your colleagues  uh you want to get those reactions in person   um because there are heavy decisions that we often  are reacting to uh putting it in writing honestly   doesn't usually diagnose uh the challenges  that it possesses uh the response requires

243um and so again uh it's our job to furnish that  and you will see a very uh long list of Starbucks   requests meeting requests uh and questions about  how do we get help for kids often uh in in the   text messages I have experienced so um I'm happy  you're looking at them because really go ahead   um just like our audits have found no major  findings no major issues uh you know this is   a board that's really dedicated to trying to  get into the plate so with that I will proceed   to the public comment period before closed  session would you like to comment on any   items before close session related to the  Burbank Teachers Association negotiations correct I want to finish what I was so do it through the ones of negotiations  yeah otherwise I got

244to keep you on track okay Connie and talked about certain  groups I don't know what he's talking   about if I if I mention certain groups I would  be attacked for being uh homophobic or racism regarding regarding uh money it's an individual  school districts individuals schools whack up the   filming money 70 of it now goes to the  schools and I think that's unfair because   some schools are being useful but no um in  this presentation I noticed very quickly   that two counts for the budget you want  a budget for two counselors 147 000 each somebody talked about free Narcan nothing's  free the top the taxpayers pay for it   and I'll say leaving that   the bonding the bond and the parcel tax of the  raising approach and that's what I'm not going   to give you an extra minute

245because you didn't  play by the rules thank you any responses to that no no no no no or two history was  concluded for the weekly broadcast   okay any other uh and just for  the record the Narcan money is   not tax place based on the lawsuits  against companies sold all the drugs I have to tell you I wouldn't care even if it  was taxpayer money as long as it keeps alive yeah   um just I get your uh Mr plassman your um plea  for us to live within us um a budget is revenue   minus expenses okay uh we can't charge kids to  come to our schools this is public education   I don't think my recommendation would be for us to  reduce our services in any sort of significant way   so the answer to that is to increase

246our Revenue  and that's how we pay teachers more that's how we   offer the kinds of ruling that makes us proud to  be in Burbank so I understand what you're saying   I want to make sure we have a balanced budget  too um but the only way that we get that and   actually serve kids in this town and keep our  teachers is by increasing our Revenue through   whatever means necessary and while I did it  well I don't know that I um talked quite as   much about when I emailed back parents who asked  about the teacher's negotiation what I did was   to send them an article from Ed 100 talking about  the different ways that the district just wanted   so it comes from State funding it come you can get  State funding you can get personal tax you

247can get   Bond right there's a small amount of Lottery  money right there's only so many pots to go to   um and that's that's what we're limited  to and so we also want to make sure we   can balance our budget but that means that  we're going to go out and get a second job thank you uh with that we are adjourned   um and we're returning into closed session  so thanks everybody thank you very much bye
