006with many of our district staff and to see him perform today and excel in his interview was just incredibly proud moment for me and for the rest of the staff you know he's he does so many things really well the things that stand out for me is his incredible detail to follow through his accountability and his crazy people skills he's got really good people skills i think that we have a good match here and i think that there are going to be a lot of people very happy so with no further ado i give you mr kinney thank you dr uh president sabbat school board dr hill executive board i can't express how happy and excited i'm really trying not to cry here um you reflect on moments and my first moment in this room
007was about 1987 and i was in a full davy crockett outfit doing a history presentation so i was going through all those memories of the when this journey began and we talked about how it doesn't begin in the interview it begins 40 years ago when i started kindergarten but just puerto itself i went to huerta i love that school i taught there for almost a decade i bet my beautiful wife who was an instructional assistant there as we crossed paths and she moved on her way to burroughs to work and i came in our two older children both went to huerta young kennedy here is going to be in first grade next year at edison who will be also attending huerta so i i have a lot of stake in this uh i want this
008school to be absolutely perfect and i'm with the momentum to be positive uh like i said earlier today this is uh it's not a job for me it's more like a family business this is what we do and uh this you know i don't go to work every day i don't you know i don't do this as a living this is who i am and i i just want to thank everybody in this room for giving this opportunity thank you [Applause] [Music] i i'm gonna mr new first of all you still have your district badge on so that tells you what kind of guy you are it's all about who you are i mean you already are wearing wear the colors today in your tie because everything you've always done from the moment i've known

010to really interact with you having said that i am so proud that you are of our community and that you are a story um that continues to encourage others to be to consider service in this community as a part of their futures i love that um but more than anything i love how much support you're coming into this job with as a direct result of your behaviors um it's a really hard job i'm a big big dude you're a big big dude too and it's really hard at times for us to create safe spaces for other people as a result because we are imposing physical figures at times and i have been shocked with how many students no matter the community have come up to me and said i can find home and i can
011find a place to have a conversation when i talk to mr newt that's a huge standard to live up to but i have no doubt and all the trust in the world that you're going to kill it so know that and what's great about these buildings [Music] i remember being at that podium too is that it reminds you that you're a part of something bigger than yourself and you are such a big part of our our future so just thank you excited for you congratulations i'm not a big dude but um i just it's rare that when you you know i'm a year in a year and change into to my role here but it's rare than you hear only positive things about people um which is which is true everything i've heard about you
012so i know covet has made it hard for me to get to know everybody but i am so excited to work with you and to support you and to celebrate all the successes i know are coming your way and coming the way of huerta so just huge congratulations i feel like we are so so lucky the district is so lucky and um i can't wait for what's next thank you well i used to be a big dude you know but now um presents presents thank you uh well principal um you know being a principal is is something that you know growing up you know i had the most respect to teachers but also the principles but i think it's a job that a lot of people don't understand how difficult it is you know um
013but you know i think not only you're gonna do a wonderful job but i wanna i always remember the first time we met and how friendly you were and there are certain people that you remember first time you met them and you'll never forget that smile and how open and welcoming they are so congratulations i know you're going to do a wonderful job and you know we need more smiles like you um around the world in our community so thank you for being who you are and congratulations to your family mr principal mr frittner are you i i am can you hear me yes okay my colleagues have all said a lot and since i'm not in the room i'll try and keep it short i i think your description of who you are and
014and how this is not just a job it's you know it's who you are it's your life is perfect because that's what i've seen of you working for our district and what i've felt uh in your approach to the job uh i couldn't be happier i think this is great for us and i hope it's great for you too it sounds like it will be and just congratulations and we look forward to seeing you at the school wonderful thank you kennedy you get to go home pretty soon now that's good that's why she clapped president abbott i do have a couple other announcements if that's okay i am pleased to announce that we were able to fill the position of director of burbank adult school and the facts program and our new director his name

017efforts to secure the future of adult ed in california juan works two nights out of the week in the evening and so he could not be here today but i look forward to presenting him to you in the very near future he's uh he is so excited i've been able to speak with him over the last couple days and he's very excited to be in burbank and really excited to start his new position mr ferguson and he's a resident of burbank so that's awesome the whole board's paying attention now there you go so it's really amazing i i am really exci first of all caliber sounds phenomenal all very very exciting when um when he does join us again a greater picture about where adulthood is going uh in in the country i think would
018be really helpful i think we're talking and you know our staff is working incredibly hard on partnerships with community colleges right and adult education and adult schools definitely have a place in in this in this work in in the level of academics and exposure to just career training things like that that we want to offer as a community but i think it's really important that we continuously make the case to our community as to why this is an important investment to maintain and a critical component of our educational infrastructure as a community so um you know his his expertise and kind of the the 10 000 foot view i think would be really helpful for members of the community to get um why we do what we do yes sir thank you good point thank
019you uh what else you got for me one last announcement so with the promotion of miss april weaver to the principal of monterey high school it left a vacant position for the assistant principal at monterey and one of our very own mr edwin taylor who is at dolores huerta middle school was very very interested and passionate about being at monterey high school and has asked to fill in in that position and uh april weaver could not be more excited so i'm here to announce that edwin will be joining april at monterey high school yes thank you you know you're welcome to come up with all kinds of fun good news like that anytime you want thank you yes there you go we can add to it all right thank you okay we will go to
020uh number nine reports from the board oh wait i'm sorry sorry i just have a quick question so um we just announced a new principal uh puerta and now we're announcing one ap down at huerta um it's our intention to have that ap position filled before the beginning of the school year correct correct we have done one round we created an assistant principal pool this year because we have a couple assistant principals we have one round with that we're going to do a second round of interviews to start to match with some of the vacancies that we have thank you thank you to the superintendent i just want to make it clear to the public we are setting uh mr noop up for success uh and not just saying welcome we're going to take half
021of your administrative support so thank you very much just wanted to make sure on that front before i moved on matt you're finished you're good thank you okay moving on now to reports from the board mr frittner would you like to start what did i do wrong 9a is just everyday excellence because nine says reports from the board okay i told mr ferguson that he was doing that during his report but i was wrong apparently go ahead everyday excellence yeah so this is the moment for everyday excellence and so this is uh the the board's efforts to try and bring attention to the variety of programming that we offer in the school district and so i'm just going to read this specifically which i think is timely as heck about the burbank adult school the
022burbank adult school focuses on offering high quality instruction that prepares students for their future with pathways designed to transition students into college vocational education and directly into the workforce burbank adult school commits itself to its student success and lifelong learning some of the amazing programming the adult school offers includes english as a second language courses adult secondary education high school diploma courses adult basic education and career technical education or cte courses physical therapy aid programs certified nursing assistant programs and many more parent education enrichment classes along with the facts program which is the foothill area community transition services program along with yoga and meditation class we have a former board member who used to talk nonstop about the photoshop classes dr reynolds you're still here uh in spirit um and i believe a yoga class
023as well so it is uh even experienced by board members we are all utilizing the adult school if somebody is looking to train for a career improve your existing skills learn english complete your high school diploma earn your high school equivalency or become a more effective or have more tools as you parent the adult school has myriad programs to support you and just excited uh to both advertise it bring bring a little attention we also do a lot of work sending out a lovely mailer uh to your home that comes with all the adult school offerings and and again to our adult school family who puts on an incredible institution who isn't always seen and celebrated thank you you mr dr thank you uh vice president ferguson for that lovely news i also want to
024reiterate the fact that right now there is a shortage in some of the areas and fields that he he spoke about in terms of job you know jobs so i think this is a great opportunity for the community also to know that that it's an excellent facility to go and get certified or finish their education in some other fields that he mentioned that there is a desperate need right now in the job market so here's your opportunity as well and i think we have a fantastic program at our district thank you thank you okay sorry for my confusion when i read reports from the board now i understand going with it okay doing whatever i can number ten request to address the board an individual or group representative present this evening may address the board
025of education on any agenda item by completing a white request card and returning it uh turning it into miss clark speakers are requested to state their name prior to speaking to the board not more than five minutes may be allotted to each speaker except by unanimous consent of the board of education the superintendent may refer the matter to the proper department for review the district is providing alternatives to in-person attendance for viewing and participating any individual or group representative may address the board of education on any agenda item or subject within its jurisdiction during one of the three public comments sections do we have any virtual speakers this evening okay then i'm going to bypass that and call up our uh let me just ask a question catherine fagnani hi sweetheart do you mean this
026to be a white card because that's for the first section i just want to be able to call you okay got it so you're gonna have to stick around unless madam president yes i'll i'll ask that we combine if uh with you without the objection of my colleagues that we combine both periods of public comment due to the low number of cards that we've received right now so that's wonderful okay so you don't want to hang out here with us the rest of the evening i was just messing with you it's okay i love it okay so our first speaker tonight then is carolyn salberg followed by catherine fagnani i didn't want you to have to follow catherine good evening school board district staff superintendent um thank you for giving me the opportunity to speak
027this evening my name is caroline solberg and i'm speaking on agenda item 11c a friend of mine recently moved to another state and she was texting me and saying oh my kids got this my kids have that and they go to elementary and middle and high and all these great things and finally i said texted her back i said do you have any idea how many students are in this district and what the annual budget is and she said let me check and a few days later she came back and she said it looks like they get just under 23 000 per student and i said okay burbank gets i don't know maybe eight or nine thousand per student so that pretty much would explain our conversation and it's clear that funding matters and i've
028learned this through the lcap meetings and through at 100 and i still don't understand it all but i'm trying um have visual aids this is and i've emailed you the number of students approximately that are identified in different subgroups in our district and this is the funding for those subgroups so about 10 years ago i came to you and at that time the gate program had about 25 000 in funding and at one point it increased to about a hundred thousand but in recent years it's dropped to less than fifty thousand and i believe next year it's slated to be about thirty thirty five thousand so why is funding important for starters i have no delusions that this tiny blue line is ever going to hit a million dollars unless the state or the federal
029government gets involved but funding does matter a little bit more than what we've got um this is the least funded subgroup and as miss almer said to you a few years ago this group of students generally makes less progress annually than any other subgroup so what is working about this program in my opinion the identification and the parent education which i believe is consistent with the report that's going to be shown tonight identification is really important um we're doing a better job at um more accurately identifying um and it's important for parents because you often talk to other parents and you're confused about why your student is learning differently or not responding because and it's because they have learning differences and once you understand that you are no longer wondering why your student isn't responding
030the way the majority of the other students are for teachers when they're using strategies if they know the student is identified as having a learning difference they're no longer approaching them the same way they approach the majority of the students because they have a learning difference for students it is a huge relief to be told you're different because you already know you're different so identification is really important parent education is important because we don't have the funding to meet the needs and so if parents can know how they can fill in some of those gaps it's extraordinarily important areas to work on in my opinion we still need to work on differentiation at the secondary level differentiation is more systematically ingrained than it is in the primary level at the secondary level students have more
031teachers so if one is not as strong in differentiation they still have five more chances to have a teacher who is at the primary level it's luck of the draw because they will only have one teacher all year long professional development is required in this district but only for a few hours and the rest of the professional development is optional so that would be one area i'd suggest growing um although some parents believe that this program used to have one dedicated full-time beoc employee in actuality that employee was only a half-time employee the other half of her job was entirely different responsibilities so this program has never had even one dedicated full-time employee to address what turns out to be ten percent of this population and includes students from english language learners special ed free
032and reduced lunch speech occupational therapy they're all part of the gate program so i tried really hard to come up with a reasonable request my re what i feel is my request is for next year that you consider having 2.2 positions a 0.2 position at the primary level and a 0.2 position at the secondary level i hope you'll consider my request thank you for the opportunity to speak thank you hello board members you doing good um so unfortunately i do have to flu so it might be a little scratchy um but i will do my best um i'm here once again to discuss monterey's potential schedule change um on may 24th ms stacy cashman held a meeting at monterey for 10th and 11th graders to introduce a proposed schedule she told us that in the
033fall students would be attending school from 3 30 a.m to 3 30 p.m part of what makes monterey so successful and unique is the schedule of 8 45 am to 1 40 p.m and i am pleased to report that thanks to the shortened class schedule the amazing teachers at monterey i finished this quarter with a 4.0 um i'm very excited um after the meeting they held just two days before we got out for summer i went home in tears i wanted to give up all the fear that i felt from freshman year came back all the pain and anxiety of worrying if i'll graduate or if i'll have the mental bandwidth to finish my year strong i was so upset i thought all the hard work all the speeches that i wrote and rewrote all
034the hours i spent collecting signatures and making lists of who signed and who didn't all the time i spent talking with teachers after school about what i could do i thought it meant nothing i was so devastated and angry during the meeting with miss cashman i could see the disappointment on everyone's faces i knew that they thought the same thing that i did they instantly felt that they would fail i want to see my school thrive and flourish because it truly is a beautiful program but what i feel is that we have a dark cloud over us and we can't escape no matter how hard we fight i must admit that my classmates feel very discouraged and that the fight is over they thought that we lost and that we can't do anything to change
035what is happening after all my feelings subsided and i was finally able to calm down and think i wanted to keep fighting i want to make a change because it's not fair to me or my classmates to give up monterey doesn't need this 40-minute lunch period and frankly the students don't want it i have proved that we don't want it with the petition that was signed by 100 percent of the returning class and 98 percent of all students from the 2021-2022 school year the students flourish under the schedule we currently have this schedule includes six full length periods 40 minutes lunch after students leave at 1 40 for teachers and staff a nutrition period and very happy students i don't want to see this program fail just to change it back or make students lose
036hope in their ability to learn i looked at the new schedule and immediately saw a few potential flaws and problems such as students not returning after school for students not returning after lunch because they're tired students might have might not have a car to leave for school especially if they don't like the school provided lunch mental exhaustion added stress not enough time to leave and get food all in 40 minutes a small campus for those who cannot leave students who have to work directly after school students who pick up siblings look after siblings etc i cannot stress how unproductive this new schedule will be our current schedule meets all new california laws and regulations and with the new schedule it would add a 40-minute lunch 20-minute advisory period and only six extra class minutes not
037to be rude but what's the point you know the majority of the students at monterey would rather finish their classes and go home not to mention the students who already don't want a nutrition and would rather go to class to leave early it has become obvious that all of us just really want to go home the monterey students are willing to start their day at 8 30 a.m and end at 1 30 p.m essentially keeping the same schedule but slightly pushed forward by 15 minutes but the one thing we will not budge on is our success we want to ask you don't take this away but instead work with us and hear us i don't know how else to fight and tell you we don't want this or truly make you understand how we feel
038all we want to do is come to school graduate and have a good time most students cannot make it through this type of schedule with that we were presented with and honestly we shouldn't expect them to there is a reason that we go to monterey at the end of the day i know you guys just want to help us and you're doing what you can with what you're given but you do have the power to stop this and you have the power to make it a reality i'm asking you please do not do this to the students at monterey all we want is our second chance for success thank you thank you catherine okay so that was my last card well they need to bring it up and do you have any more cards oh
039if they could she doesn't have to wait they can do it later if they'd like it's fine we just didn't want to keep catherine here she didn't want to okay so any other speaker cards anyone wish to speak now okay are you okay with dr again okay thank you he was concerned that folks coming in late might want to say something so i appreciate that thank you that was good all right moving on uh staff responses thank you president tabit and thank you to both speakers tonight i want to thank you both for your advocacy so ms holberg thank you for your well your support of the gay program gabe's students and your advocacy and so the funding and budget conversations will be a future future conversation um at the june 16th meeting so we'll
040have that conversation with the board catherine i hope you feel better but thank you for continuing to come down here and advocate your voice and the voice of other students for the monterey schedule i know that this administration now with ms weaver is continuing to work with teachers and students on campus and look at different scheduling options it hasn't it's not being brought to the board at this time so i'm not going to comment on the details because i haven't reviewed the final uh schedule because they keep working through that and there's been pros and cons to each of the schedules but i do appreciate your advocacy and voicing your concerns with the current draft thank you thank you uh board comments mr fredner board member responses all right thank you um uh thank you
041to both speakers um for coming down um ms solberg uh you've been maybe the the most vocal advocate for the gate students in the gate program in the community in the district and we you know truly appreciate that um i i think both suggestions are worth it you are worth the considering um and as the superintendent pointed out the other budget discussion would be at the uh the next uh general meeting in two weeks but hopefully we can um find a way to maybe to add that you know the point to um but we would certainly like to support the gay program more we have struggled in that in the last few years um and as you pointed out mostly budgetary um but uh but definitely worth uh you know more discussion so thank you
042for bringing it up um miss fagnani thank you again for coming out we appreciate uh both your thoughts on the subject and your determination uh to be heard on behalf of the monterey students um i uh i will again state i i think monterey is really important to the district and is is a kind of shining example of what we can do to help our students you know so i would be i would want to make sure we are still supporting this the students as best we can i have not seen the various schedule proposals as the superintendent pointed out they're still being debated pros and cons but in the end i want to make sure that we are still providing those students the best chance of success and will you know if anything were
043to change i want to see you know significant data and reasoning why we believe that's the case because if we've had success with our students now let's make sure that we're going to continue that if we are you know if any changes are made if not then maybe we should consider not making those changes so uh thank you very much for coming out um i guess that's it thank you uh dr ogakanian thank you madam president uh miss albert thank you very much again and um i'm kind of uh echoing what my colleague just said thank you for being i'm an advocate and thank you for the visuals it does help you know so so uh again uh we will continue the conversation about the gate program and again thank you very much and uh
044cathy right yes thank you catherine um thank you very much first of all for being here i know you're not feeling well but you know to be an advocate and for that wonderful you know report you just gave us um i agree with my colleague you know we're going to make sure that you know we're going to look at the data and make sure we have the best interest of all of our students at one rate so thank you very much and keep on advocating and fighting thank you just quick report to our listeners and audience i did attend uh several graduations it is graduation season and i think it was just wonderful to see um all of the graduating students and their parents in person you know i never got to do this in
045person when i was a board president because it right happened right at the covet time so but it was wonderful to see everyone and i also want to take this opportunity to congratulate my own cousin who is a proud graduate of burbank high school paulina if you're listening she just finished cal state northagen an accounting major and she's going to continue her education [Music] as a cpa her sister was the valedictorian of burbank high school and my other cousin who has a engineering degree from ucla a law degree from usc who's a patent lawyer and also now getting her accounting certification as well so so rubina if you're watching i should be very proud of both of both daughters but also i'm very proud that both these wonderful scholars are graduates of burbank high school
046and burbank unified thank you very much thank you and moving on to dr weisberg thank you very much just quick update the national spelling bee isn't a spell off so if you're following it it's very intense right now uh i want to start by wishing everybody happy pride month yay um to ms solberg thank you where are you oh there you go hello um thank you as always what a lot of what you were saying was making me think about diversity equity and inclusion work that the district is doing and that a lot of that work looks at our neuro-diverse students our students who learn differently and so i think when i hear you talking about gate and talking about learning differences and parent ed and differentiation that really speaks to the work we're trying
047to do in dei which is make sure we're addressing the needs of all of our student populations so i want to thank you for that because i think i've said this to you before that i think often when we're focusing on dei uh neurodiverse student population often gets overlooked so it's re it's always really helpful for me to hear that and especially when you come with the graphs which is always great and really helpful for me so i just want to thank you again for continuing to advocate and to do it in a way that makes that makes sense to me so i can really understand what you're what you're asking for what you're advocating for uh catherine you're the best dude a couple of things um so i met with uh mr guyer and
048miss weaver after the i wasn't at the very last meeting but the meeting before that to better understand the uh the schedule and to try to wrap my brain around it and i also emailed a couple of students who spoke at the first meeting i don't think i checked you weren't on that email because i didn't have your contact information but what i had said to the students was look i'm happy to sit down i mean mr guy are new he was on the email and happy to sit down and talk it out with you i think any board member is always excited to sit down with our students and and hear their perspective and i think one of the things to what dr hill said we don't yet know right all the details everything
049is still being worked out one of the things though that mr guyer did mention that i thought was really that spoke a lot to some of the concerns about the extension of the time was that if students don't need to be doing all six classes they're they're different in a different place as far as their graduation track they don't have to stay at school all day so if you're done at 1 30 you can be down to 1 30. um that doesn't solve the problem for everybody or the concern that you have um the other concern was you know i had a job too i worked my way through high school as well and i i think unless i'm wrong there's still a four hour limit on how much you can work in high school
050is that right dr promo so i think that's another thing that's helpful and a relief um you know that we don't have control the 8 30 start time is now legally what we do in the state of california but i think to dr hill's point there's room there's conversation it seems like it's moving and changing and so i just want to encourage you i know it can feel exhausting and futile sometimes when you continue to advocate but sit back down with with mr guyer or miss weaver now dr paramo and talk with them and and have a conversation it seems like there's space in room and i will say this no matter what the outcome is i hope you feel proud and inspired by your continued advocacy and look as somebody who advocates for a
051lot of stuff a lot of the time i don't often get the things i want that i'm advocating for but it doesn't mean the advocacy was a waste and it doesn't mean that people aren't inspired and fired up by what you're saying um one of the things i think we've learned from this is what could we have been doing differently about communicating the schedule changes with our students right i know there was one meeting maybe we should have had more meetings right i don't know the answer to that question but i think it definitely for me makes me think okay well let's let's think about the communication with our students what could we have done differently what what worked really really well so this kind of feedback no matter what is going to help the
052process it's going to help you help your all the students that you're advocating for so i just want to encourage you to keep coming back even when it feels like there's no point there's always a point change is always going to be made even if it's small and like annoyingly small and not what you might want but i i you know speaking for myself but i think i can speak for the board the advocacy from students at monterey motivated me to sit down and talk with dr guy right and hear about the ask a bunch of questions that's big so i want to thank you for your continued advocacy i hope i see you back here with something new or the same thing but um please know your concerns are heard i know dr promo
053listens and he integrates them into the conversation so you have a lot of people up here really invested in finding ways to make sure that you feel like your concerns are reflected so i really want to thank you for that um the last thing i did want to do very briefly is i just wanted to i know for for many of us i would assume for all of us then the news of uvalde is still weighing heavy on all of our hearts and all of our minds and i wanted to just take a minute to read the names of the lives that were lost um i think it's an important op it's important thing to do that and it's important thing that we continue to challenge our elected officials to put the safety and lives
054of our students and our teachers and our staff ahead of the needs of the gun lobby and right now we're just not seeing that we live in a city that has 17 gun stores we are the number one place i look this up in los angeles county to purchase weapons burbank there's no reason for it um i have been part of an unofficial working group with uh council member schultz so i did want to share really briefly some of the things that we spoke about um he's been talking to an enormous amount of parent constituents pretty endlessly um they're going to have and a lot of this is like great but what's it going to do they're going to have a study session this summer they are putting things into action so i do really
055want to encourage people to either listen or attend city council next week i think they're going to be putting forward and talking about some really important measures that will go a long way towards addressing i think are very valid concerns about gun safety and gun control here in burbank um so i want to encourage people to get to reach out to your city council members to advocate have conversations with them and let them know how you feel but at some point something's gonna give i don't i don't know what it is but the safety of our teachers our students our administration our families couldn't be more important so i'm just gonna take a second to uh to read their names mckenna lee elrod 10 laila salazar 11 miranda mathis 11 nevaeh bravo 10 jose manuel
056flores jr 10 xavier lopez tess marie mata 10 rogelio torres 10 eliana ellie amaya garcia nine eliana a torres ten annabelle guadalupe rodriguez ten jackie cazarez nine uziah garcia nine jc carmelo luenos ten matiulena and rodriguez ten jayla nicole silguero ten irma garcia eva morales 44. emery joe garza 10 alexandra lexi anaya rubio 10 alithea ramirez 10. may their memories be a call to action thank you dr weisberg [Music] mr ferguson uh thank you uh president tabbett um and thank you to dr weisberg for that um i'll circle back to that but thank you for taking the time to acknowledge those names in particular um it's it's an important thing that we don't get away from um so thank you on that front um caroline miss holberg um first off um as somebody who kind
057of agendized this conversation or at least trying to to bring it out i i think i have with the gate program in particular it serves such a critical population and you and i have talked about that population the needs of that population more in depth throughout my time on the board but we have uh scraped by on the funding front and so i wonder and i question at times how much are we actually doing uh and how much of an impact i i see you miss back shaking your head but what i'm trying to get to is are we doing enough okay there you go other shake uh so so what i don't want us to do is write a five dollar check to a ten dollar problem and call it a program um and
058and that is what we've had to do because of financial constraints that are very real but what i'm hoping to do is trigger the dialogue if there's another way to do it if there's another way to organize this work that we do that um otherwise it will continue to be the 10 program funded at five dollars so i i just want to shake that up i want i think these these students deserve that conversation i don't see any different you know in nods from you on that but that's where i'm coming from at least when i'm asking for this report and i also want to take a moment just to personally congratulate you on your graduate and what i think is kind of fantastic you know i being on the board now a little bit
059now there's kind of full circle moments that are occurring and one of the the best things about interacting with a lot of our parent leaders is that you learn very quickly early on this is not about your kid anymore um it's too hard to change things too quickly for it to be about your kid uh so i want to congratulate you for coming to the podium the first time when your kid is completely out of the system and look at you you're still here so thank you uh for your advocacy then and now uh catherine i see is uh leaving having said you do you you take care of you uh her boss is calling for members at home who didn't hear so you take that call um i i'm taking a walk in catherine's
060shoes and i'm hearing the feedback rather consistently and i don't hear a solution yet um and that's where i'm at so i i think you know i and i hear the the commentary around work schedules i think this is a student population who we like like any other school but more realistically talks about you know the challenges in their lives that don't allow a traditional environment to take hold or to allow them to succeed and that includes jobs that are on the books and jobs that are off the books for kids who are trying to provide for their families so where them leaving campus early or having the ability to do that even with full enrollment it makes sense to me why they would push on that front um and so i just want to
061do it seems pretty clear on the student side it just it i so i i want i i just forewarning uh you know i if we can shake it out this has always been the model for the kid who doesn't fit the traditional learning model and and so if this then if the students are pushing back and saying hey this is what keeps us unique this is what keeps us great and we're going uh but we have to because of state law and there's really no flexibility in that worry about that a bit so uh that's just feedback on that front um but i want to thank catherine for her efforts um it's very clear 4.0 logic on display uh when you're speaking and and just seriously proud like and again like i i can
062give you the speech you you can win this you can lose this right and and i think you you've dealt with that you've managed that fear right now it's about making the best case possible um and i will say you are uh so but um i think it's a job of leaders to create other leaders too and you're bringing one side to this story elevate others and and help this administrative team find a place home um i think you're doing a great job of trying to find the middle ground and stating what the priorities are help that uh help that along these are these are folks who despite big titles and and degrees in honor area and all that they they care um and and when you're a partner at the table so just take
063advantage of that and and not you know win lose draw you already know that but activate uh so congratulations on that front and just we're going to continue to track this um on on the uh the shooting front you know it's just it's exhausting right it's exhausting and and uh in my career i also uh you know uh work in a part of the san fernando valley that just had a shooting yesterday 10th grader outside of grant high school sean um what the heck folks you know and 20 mass shootings that's a statement that's being said um i think we get it out of control but what i will say is to local leaders why are you activating on the 17th store i want the council to think about this because the council is first
064and foremost responsible for our safety we have a police department that's one component of this work but i want you a parent because i've learned that this is about an individual parent's decision and thought process about their kids and the risks that their kids are going through i want you to think about that in the course of a lunch period if somebody has an off pass or if somebody just sneaks out within a lunch period 45 minutes 40 minutes they can walk to a gun shop and come back as long as they're 18. what does that say about us on a lunch break you shouldn't be able to go to multiple locations to pick up your firearm in this town that's okay so when you can't figure out kovid and that's a dumpster fire and
065now our kids can walk to now 17 places at lunch to pick up the firearm of their choice in a community that demographically should be very concerned based off of all the other profiles of school shooters across this country we owe it to future generations to be more proactive to state there's density limits to do something i'm thrilled that councilmember schultz is on board and activated but we 10 policy makers in this community are chiefly responsible for keeping these kids safe and i don't know how any one of them including the two first responders who sit on this dice can say we're keeping kids safe with 17 points of access to a firearm in this world i grew up with guns my grandpa's a card-carrying member of the nra we all come to these these
066beliefs and these values with with different backgrounds i get that but he taught me about responsibility when i shot at targets taught me how important it was and how critical it was to be safe about it i don't know how 17 gunshots gets us there so maybe this is the topic of our july 1st or our july joint meeting because i don't think that there's any other subject at this point for us to engage in except for how easy it is for an 18 year old to get a gun in this town thanks i did um one of the things that's come up in a lot of the emails that we've gotten from parents and i'm always so appreciative of of parent advocacy is this desperation for what can we do to make our kids
067safer and as a classroom teacher i yet again had to have a conversation with my students about whether or not they thought they could survive jumping out of the second story window in my classroom and then they had me close the blinds because they were afraid that somebody might be able to see it i don't want to have that conversation again and what's been hard is that you see immediately legislators turn to us what what are the schools doing and i understand i'm not a parent but i understand i can maybe begin to understand as a parent whatever it takes to keep my kids safe so i was doing some research because i was like okay there's a suggestion what do we need we want more sros we want we want active shooter trainings we
068want this we want that and i know that dr hill can speak to a little bit later some of the safety protocols that are in place but the scary reality of it is so as an example after parkland in 2018 florida decided to do an experiment they're going to put a police officer in every elementary middle and high school that was their solution and what happened the percentage of youth arrests reached a five-time high the number of students expelled increased 43 percent there were more police officers in florida schools 3650 than school nurses school social workers school psychologists and schools reported more than four times as many incidents of physical restraints being used on students that is not making our students safer it is not making our schools safer and i know that's the instinct
069but we watched as the police in uvalde and in 214 other mass shootings in 2022 alone police not go in and why they didn't go in makes sense to me they didn't go in because they don't have semi-automatic weapons but 18 year olds do so of course they stay outside because going inside is maybe certain death and what are the answers that we get arm teachers right only have one open door the answer is never legislate this the answer is never create laws that keep us safer the answer always comes back to arm teachers active shooter drills for kids and let me tell you if you look at the statistics over that active shooter drills cause enormous trauma to students there's endless amounts of data that show increases in anxiety suicidal ideation inability to go
070back to school when we force our students to suffer through active shooter drills so when we hear those are the answers they're not they're not the answers we in our administrators are principals we do the very best we can with what we have to keep our kids safe but it doesn't matter when our elected officials care more about the gun lobby than they do about the lives of our students when they care more about 17 gun shops in our city than they do about the safety of our students so when people are looking for solutions and i know we're desperate for solutions please beg our elected officials to make the decision to actually keep us safer because we're doing the best we can is there room for growth absolutely absolutely i just want to echo
071mr ferguson and say i'm begging our elected officials i am begging you please do something to protect our students to protect our teachers to protect our staff to protect burbank you you're fully capable of doing it and we need you to we need you to step up in this moment thank you and thank you to my colleagues um some of you may know that i grew up during the war between iraq and iran um and during the revolution um right after revolution there was this cleansing and and people just getting shot at i remember being on the bus and there was a gentleman running and he got shot right in front of me and to this day the memory so i can just imagine not only what these children had to go through they were
072survivors and my prayers go out to the parents and the survivors but also how numb we've become as a society when it comes to gun violence and students are like oh another mass shooting my son should not ask for a bulletproof backpack for next year that's what he requested and that scares me because i've seen what happens in a gunfight i've seen what a bullet does to a human being many many times and i've been in situations where there have been shootings and trust me it's not as what you see on television and you know it's scary and i still have horrible memories of that individual first time when i saw this person just get shot in front of me just fell down and these screams were just horrifying and i do agree with my
073colleagues i do beg our legislators too really not only for the not our for our children but also in today's society i mean to have these conversations and talk about gum violence like no just another shooting and it scares me because you know our our 10 year old you know our 10 year old son is in school and it scares me so i do agree with my colleagues and yes i lived next door to a gun shop on magnolia there's bun yeah we all do thank you and yeah and again i want to remind people it's not as simple as just owning a gun and at the situation you're just gonna it doesn't work that way it is may you never be in a situation when you have to use your weapon but again i
074just hope that we at at least at least as a district we come up with at least some kind of a yeah conversation about how we can really address this as we started the conversations with our council members but this i do agree with with uh my colleague miss dr weisberg this should be a priority in our joint meeting because um i just can't imagine it's it's just horrifying thank you thank you sorry just wanted to um my colleagues have really been eloquent on this matter um and i'm sorry i didn't bring it up earlier during my first speaking time um i'm as you're aware i'm not in burbank right now i'm in austin texas and it's very difficult to to be here it's a necessity at the moment but [Music] people are going about
075their lives doing what they need to do but i know that less than two miles away is the state capitol and uh and the governor's mansion and where the people who [Music] unlike some of the legislators in our state refuse to recognize the reality of the link between guns and gun violence [Music] we are of course going to do as much as we can [Music] to make our schools safe we'll continue to look at options i i totally agree with what dr weisberg had said that i it sounds great to put armed guards in every school but it is not the solution if you look at most of these shootings there have been armed personnel that didn't stop the shootings from happening [Music] and it has very negative consequences for a great deal of the
076students at those schools especially minority students we could make our schools impenetrable if we had the money which you know we don't but if you do then they're called prisons not schools because those are really the only buildings built to specifically constantly keep people out schools are more of a community uh thing you know where where parents volunteer you know and and and people do come and go and we have to i'm not saying we won't do it what we can't but we don't want to create an environment that that just closes it shuts our students down and i really feel like after every one of these shootings where they turn to say what can the schools do is a bit like victim shaming because again it it it doesn't recognize the reality of the
077number of guns and the availability of guns and the gun violence until something changes on that front we are always going faces and by the way as we know it's not just schools pretty much nowhere is safe houses of worship grocery stores movie theaters while we were in the movie night there's been another shooting in a church i'm sorry i can't remember where but i saw the headline come up hey three people killed i [Music] this is it's not just a school district issue it is for us because that's our responsibility but it's not just a school district issue and yes i uh i again agree with my colleagues when is you know too much what is enough too much when it comes to gun stores why do we [Music] i'm all for free enterprise
078but you know there are businesses that we don't currently allow into this town you know that's somehow they've found a way to prevent certain businesses from being in this town why are guns allowed uh dr weisberg mentioned that the burbank was the number one l.a county i've seen a statistic multiple times that it is the burbank is the second in the country in per capita gun stores second in the country [Music] i've seen a meme uh multiple times that has come out again after you've already that uh people said the gun controlled the date ended after sandy hook because if people weren't going to get uh emotionally upset about children dying then it was never going to happen and i hate to think that that's the case yeah we've seen how many more school mass
079shootings since sandy hook and it doesn't seem to be moving the needle something more has got to be done we will certainly work the local level i absolutely agree with mr ferguson that's got to be topic number one when we have the joint meeting with city council and and i hope our city council can do something at least on the local one and we will continue to review our security procedures i but we need to our senators our congressmanship are all in favor of more gun control laws we need to be active with other parts of the country trying to advocate as we can because it's not going to change just based on our representatives otherwise it'd be changed already [Music] so uh thank you for allowing me a little more time i was going
080to take the easy way out tonight and not talk about this issue but i'm you i just sat here getting angrier and angrier and angrier because to i'm i don't even know how to start this because none of it is a good conversation but i'm i wasn't raised with guns i'm not comfortable around guns i just don't see the need for guns except there's a second amendment and i'm a believer in the constitution that says we have the right to bear arms well regulated there you go which do we need guns that shoot three bullets a second really and that's the average citizen can walk in and buy that and those the well-regulated militia doesn't have those kinds of guns to protect us seems a ridiculous comment on the united states and i love my
081country don't don't misunderstand but there's something about americans and i don't know what it is i'm not a psychologist i've never studied it but whatever is inside them and and the thought to get comfortable to get safe to get whatever these gun-toting gun-loving folks have i don't know we need to take a look at that and then what drives them to a school site with innocent people in there that they get to choose to take away their lives that just makes no sense to me and we have countries in this world that don't have mass shooting that don't have these kinds of issues so what kind of folks are they raising what are their values and their norms in their countries and why aren't we taking a look at that we can look at we
082could regulate we could put laws we have laws against murdering people if you murder me however if you come choke me out you're going to prison for the rest of your life those are laws that are in effect but yet it still happens every day you don't i don't murder because inside of us we know it's wrong i know that's the great democrat statement but it's true i i don't know that i could harm another human being even if my own life was in peril i don't know that i could do that i've never been in that situation think thankfully it i don't think there's just one answer and i don't think it's just you know make some more laws i think as a community as a whole i like where the conversation says we
083have too many gun shops if you can't get a gun it reduces the amount of situations that we could have with with a gun issue great i think that the community also plays a part in these situations and i think that burbank is a great example of when something really is wrong we come together and we we work on it and we make changes and i think that's why we do feel safe here that emphasis on the word feel safe um because we we can band together we can work together towards that and i think that has to be part of what we do you we talk all the time about um teen suicide if you hear something say something it works the other way too it works with with gun control if if all
084of a sudden the teenager next door you know you see him walking in with his new birthday gun you need to pay attention you need to let somebody know what you know can someone go talk to the parents what made you think you needed to buy i mean it all needs to come together this kid in ivaldi walked into a gun store two times after his 18th birthday and bought guns and nobody thinks twice about it it sure is but boy if my kid came home with a gun one day and another one two days later there's gonna be what the heck is going on here but and then maybe there's the problem i know it's particular it could go on and on he shot his guardian he sure did when she was arguing with
085him about a phone bill so yes what right so here you go again you just oh yes we need to communicate more we need to talk we need to shut down the the gun stores in my little perfect world there would be no guns but that's not happening i know that and i can live with that and work with it and i i know my you know my niece told me one time she has an her own evacuation plan at school if the gunman's here she's got a route this way i i i when i go to the movie theater in the last 10 years i now pay attention to where the exits are can i get out do i crawl do i go upstairs do i go downstairs um here dodger stadium wherever i
086go life has changed and i and i do and i want to also what concerns me also is how how much business has gone up you can't find a parking on my street where the gun shop is where but what does that say it's not just that why do people feel this need to have a gut then that's what i want to know because i think when you get to the root of the problem then you can make up answers to to figure out how to resolve these problems but but we have no idea i mean might i have a cousin who has his ar-15 and he said well i need to protect my family from from home go ahead maybe a longer conversation on this yeah i'm sorry let's talk about it i told
087you so mom the good things that are happening and and not to at all that's okay no because i'm a little passionate but i am also trying to hear you and and to hear about what what from that we can really operationalize in some way shape or form you're right to improve the quality of and not in any bad way i so to me what if you know access is a problem and and i think there's a lot of questions we won't get answers to frankly um but i would like to answer how we can keep a student on their lunch break from picking up a long rifle which in the state of california you can do you can't pick up a handgun until you're 21 but you can pick up a long rifle until
088at the age of 18. so it you know it starts there right how do how do we talk about that long rifles can be you know there there's plenty to talk about there before we even get to a joint meeting with council and hope to god that they do more so i will ask can we do a special study session on this not to not to prohibit any additional comments but to just kind of give a home for this so that way we can give staff kind of an operational marching order uh moving forward i just i just have to add one more thing in my in my thoughts and prayers i was in a car accident in december making a left-hand turn and i cannot to this day and make a left-hand turn without
089seeing a car coming at me can you imagine those kids in that school those parents every day that they have to go back to school every day they have to relive that feel unsafe for the rest of their lives and i the loss of the children is horrific but the ones that survived and have to go back and continue living break my heart every day they have to re-live that and it just yeah and madam president you know i put this on my facebook as elected officials at least for me i posted this on my facebook thoughts and pray is wonderful it's about policy it's about change and we need to change the policies that's what we're here for because to answer all your questions that's a million dollar question people don't know why as
090a society our societies our neighboring country has more weapons than we do and you get rarely getting murder cases once in a while but i think for us it is important to talk to our colleagues and bring forward policies that really address this and also talk about the reality of what you just talked about you know why do we have and why do we allow allowed to have so many you know businesses that that you know are in the business of selling guns in burbank um but i do want to thank my colleagues because again um man you never experience you know what some people like me have been true it's horrifying okay i do have some things to say to mrs saulberg and catherine if i may go on a minute i think you
091both brought up a similar issue problem the bane of education really is we stick that's a terrible word we place 30 students give or take 24 students let's say i don't want anyone to freak out thinking we have 30 students in it 24 26 students in a class and they all learn differently i mean that's the hardest one of the hardest parts of teaching is figuring out how i teach 24 different learners the same subject in the same 50 50 minute class period and be successful at it and even private schools i'm sure have the same situation it because it at the end of the day you know there's only so much money and so much ways you can break things up um and mrs saulberg you brought up you know differentiated education or instruction
092and and that is vital to those all kids not just gay kids but all kids because we all learn differently and maybe if we looked at that perspective if our budget didn't work out to have more gate director time that we look at instructional strategies and more oh my gosh sorry more instruction for teachers to help them get through that and offer different strategies for everyone that might be an option for fulfilling that because i i understand completely what you're saying and catherine that was kind of to your point you're succeeding because somebody has figured out how you learn and created a space for you to do that and i think it's important for all of you for both of you that that's something that we we strive for that we work on that we
093place it in importance for all kids that pass through our doors every day um because that is a tough one and the more help i think we can get the better i know mrs casao's going okay i got this i got big shoulders i'll carry it but that wasn't you know oh yeah that's what she's saying that's what she was nicely saying it was the other step no um i just think that i i think that you're right there's there's more that we could do but that's been the bane of education forever since i was thinking about as you were speaking that one room schoolhouse where 10 kids show up from 5 to 18 and the one teacher has to teach all of them at their level you know we've just expanded on that as
094our population has grown and cities have densified we place all those kids in one school or you know a series of schools so it's difficult but i think that that's something that we could focus on and both of you thank you for coming up and speaking uh it's important that we all hear from you and thank you mrs salberg also for putting in an email so that i could actually see your uh graphics right here in my computer better i appreciate that um last week i don't know for me and i'm sure my colleagues enjoy two graduations just the best time of year [Music] congratulations to all of the graduates thank you so much to the principals and administrators and custodial people fifth grade teachers who really knocked themselves out for graduation time uh putting
095the performances or or graduations together coordinating with you know all kinds of folks to make that hour and a half two hour event spectacular and there is nothing in this world like watching a high school graduate standing in line and walking towards you the i mean they're so beautiful their looks on their faces they're radiant like i've done this uh 13 years nine years six years they're just so excited for their accomplishment and you just feel the hope and the and the just the goodness radiating out of all of them it is such a special time and i'm so thankful that i get to be a part of that and and the friends that i've had through the years who you know we all have them hey i hope you get to give my child
096their diploma means so much to to us and i hope it means something to your kids too since you asked um i i am [Music] i also today went to a the burbank board of realtors uh gave out some scholarships today very generous scholarships and i was reminded by a very good friend of mine after talking about the athletes in our district who have been awarded scholarships to play at the next level and you know i always think about how much work they're putting into their studies and how much they're putting into their sport and and what it takes to be a student athlete because you can just be an athlete and not be a student athlete and there's you know if you want to be the different person you've got to work hard at
097it to get that spot but i was reminded by my good friend that there are a lot of other students who do amazing amazing things in our schools in other works today at the realtors um award ceremony they were reading off some of the accomplishments of these students i'm 57 and i haven't done half of what some of these kids have done uh in you know 17 18 years they're amazing the things they've accomplished and i i i want to think and remember those kids and i forgot my phone so i can't specifically talk about this one student but i will get back to her um these kids are doing amazing things they're saving programs in our schools like catherine working hard to get certain um school schedules happening they're volunteering they're running their student
098organizations they're playing the sport they're in the choir and they've got like a 4.3 gpa i mean and they're getting into amazing colleges with scholarships not not athletic but because they're academic scholarships or extraordinary scholarships because they have a skill set like sydney backs who can run a show and if you're not familiar with what happens at a high school performance show choir drama i mean we have lights we're in the media capital of the world we have lights we have sound and all of this is student run all of it and they and they walk away with amazing skills marketable skills and she does amazing things she worked very hard miss sydney uh to make sure that we kept our stage tech program at both high schools and i mean they've run the gamut
099from you know one class in the afternoon to an after school class to now several classes in a day and it it really was part of sydney bax's work and desire to make sure that those stayed not just for her but for the kids who are coming behind her and this young lady has such a passion for what she does that it shines through and really excels and i'm very proud of her and i know there are a lot of other students who do amazing things at our school and i'm so proud of them all and if please reach out to me and and let me know because we're going to talk about those amazing students who do amazing things in our schools and we are very lucky and it's not just burbank there's kids
100all over that are doing rock star things and uh our future's bright folks we're gonna be okay we really are that graduation day makes you realize that we're gonna be okay so uh what else did i have to talk about graduation graduations realtors thank you to the realtors for their generosity and all they did today breakfast was amazing that's it for those of you who have summer off enjoy and i think i'm done for a minute and don't drink starbucks coffee concentrate we learned that from a graduation speaker avoid drinking coffee concentrate anyway yes next item that is true okay next item reports to the board 11 a um we have a report from burbank council pta for the 2021-2022 school year if i could bring up and introduce lori little the burbank council pta
101president and members of her pta leadership team if had to put her through a gun control conversation though before him so that's real commitment i tell you how do you follow that conversation with something so light because that was really but but what you do what the pta does and what you're going to talk about is amazing and it is what supports our students so that students don't feel the need to cause damage or or whatever because they know there's adults supporting them and i think that's important and you know we've been putting out a lot um california state pta national pta the last few days via social media on this exact topic um you know about how to advocate for what you want and how to talk to your kids so i would encourage
102you know um amy cam who takes care of all of our social media is very good about the burbank council pta facebook page and twitter go to them because she is retweeting and reposting and sharing incredible resources that will help with this topic but on the on the lighter side i just wanted to come and let you know how our year was now that the school year's over um it's been a whole week i haven't had to sit in a drop off line it's been great i'm loving it i get an extra half hour of sleep every morning um basically we we had a pta had a hard year almost it was almost harder than the year that we were shut down because things were so back and forth and things were not the same
103at every campus some of our ptas were allowed on to to do the work that they do in person and others we have ptas that still it's they didn't set foot on campus one time this school year which was very frustrating and and i'm hoping that next year you know things things continue to open up a little more because really we just want to do good things for kids um we did finish the year at 5479 members which was up 22 from the previous year which was great partially because we were back at least the kids were back in person so we're able to get the little envelopes home and get everybody to join up so that um that was great but other than that like i said we did have no we had some
104schools that had no volunteers on campus but you know we're pta we find a way um so we were we were able to do a couple of things i do want to thank dr hill for continuing our monthly let's talk conversations for anybody who doesn't know what that is once a month we submit questions to him from the community anonymously on pretty much any topic he gives us back the answers in writing but then he sits down and pretty much faces the firing line of all the pta presidents in the city and and we have a conversation with it anybody that's watching that would want to see any of those questions they are on our website burbank council pta.org there's a let's talk section that goes back years so anything that you're wondering about you
105know has the pta talk to dr hill about it it's there and you can you can see what we've done but i did want to thank you for continuing that you had so much going on and you still gave us the time and and we really do appreciate that um we were not able to have our citywide founders day in february this year as we normally do because february was not a great time with our friend kovid we've pushed it to next year so next february um it will be city wide i know it will be fabulous christina balos from burbank high has agreed to be our chairperson so i know that it's going to just be a lovely event hsa you most all of you attended finally we were able to acknowledge our recipients
106for 2020 2021 and 2022. we had a drive-through at john muir in in front of john muir it i had a ton of fun um the best part for me and you you all can say what you think but at these things you know let's be honest you guys can tend to get cornered by someone that wants to talk about their political agenda and in this case with everyone driving through in their car you actually got an opportunity to speak to each recipient and i think that was a first i'm not sure that that's ever happened before and i loved it and i know how much they loved it so i want to thank all of you for attending that that was really great um i don't know what next year is going gonna look
107like um i think the day of the 50 rubber chicken banquet is gone just from the economy itself i don't know quite what it'll be there's some members of the community that are going to be very upset if they don't get their banquet but majority of them are just happy to be acknowledged for their hard work and i wanted to let you know pta was able to award quite a few scholarships this year to graduating seniors we have two elementary schools that actually give a scholarship to a graduating senior who was one of their alums so jefferson elementary gave a scholarship to isabella lopez and mckinley elementary to jewel reader the burbank high pta awarded scholarships to spencer solberg isabella lopez sierra brogmas and parshan gazari burroughs high school pta awarded scholarships to jack harris
108ian paratus madeleine saab avonte jimenez and then burbank council pta awarded two scholarships and first district which is above us burbank to pomona they also award several scholarships and we had two kids from burbank that won not only the burbank council pta but the first district pta scholarships and they were avante jimenez and sierra brogmas so that's really super exciting um and just the last thing i'm going to let mona do mona mona sleck is our historian mona tracks every volunteer hour in the city she tracks what everyone is doing and i even though we couldn't get on campus it's amazing like i said pta found a way and mona's going to tell you what we found way to do so burbank council pta is proud to donate to the district of burbank 2 million
109191 dollars which is the amount the value of 56 867 hours of volunteering throughout the uh throughout bourbon [Applause] and that's pretty much what we've got if anybody can we take a picture with the big check for the pta facebook page can we do that yeah but it's you know there was a lot that went into that we have a lot of volunteers that got very creative in doing good things for kids this year so do we donate do we give them to no we just take a picture because we keep it because we'll bring it back and do it again next year thank you so much for giving me traffic can i help you inside okay we're sharing can we catch them i just want to hold the chocolate goodness you can match that
110in dollars i do two and i'll be on your other side my god okay thank you thank you thank you very much um thank you can yes please thank you president habit um thank you so much for coming down um i was just saying it takes a lot of work to try to track all those hours so big thank you to everybody for contributing those hours for tracking those hours for presenting those um again i think most parents have heard in a million different ways we can't afford x uh imagine with two million dollars added to our bottom line what that would mean so um again to all of our parent volunteers thank you um having said that i think that covett has presented parent involvement any organization really that supports our school sites with
111very unique challenges and i think we are responsible as leaders to make sure that partner organizations remain vibrant and healthy uh and i really believe um we need to do more this summer to coordinate with pta council and pta units uh to talk about how we are bringing people to involvement and how we can support uh through institutions uh either sending information home with parents whatever we can do to build up that base of volunteers we need these parent volunteers not only as policy partners but we need them for a number of issues and needs on campuses in order to make sure that we are accurately uh you know serving the needs of our parent community like never before so i will just ask specifically um if not already that the president and i as
112president vice president of the board meet up with pta council leadership and district staff over the course of this summer when abel to really think through this to see which sites in particular may need some additional support and recruitment um so that way we're doing what we can uh to bolster an organization that's been there for us but this couldn't be more critical and if you are not a member of you know this is not your mother and father's ptsa or pta um and i know that because i i couldn't be a member otherwise but i am and i couldn't be more proud and and you don't have to be a parent either uh to write a check it's a very uh and they now accept credit card so uh you know our schools need
113your help and and if you're a parent leader right now i know this world is exhausting but we need you and and these and these parents when given the opportunity have made history not just here but in a state of 40 million people so our potential is limitless when people get involved but when people don't get involved that's when our institutions fall apart so this is more of a crisis than we know and we need to be good partners in rising to the moment to meet it so thank you anyone else yes sir i just want to thank all of our members of pta and for all the wonderful work you do and i know those are the hours that accumulate into the dollars but if someone is watching you can match this two million
114dollars here's your opportunity i'm serious you never know right um so i know time is extremely valuable and i love the presentation but also i do agree with my colleague it's been very difficult because of covet me being also in the world of fundraising in terms of just going out there and doing it and things are changing but i love the idea of the award ceremony you just did the drive tour that was fantastic and i think people are talking about it still they're like oh that was a brilliant idea we should do it so thank you for all you do and um when is the when is the annual membership event coming up again dorina you always come and talk to us september thank you thank you very much thank you anyone else we're
115good okay 11b report on the diversity equity and inclusion dei committee dr hill good evening school board barbara unified school district leadership team thank you dr promo for helping me out as we get started i just wanted to make a comment real quick and i appreciate emily for breaking up the school shooting incident i think that was really needed i think there's a part of it i was really triggered and i wanted to kind of explain that i think it's important for me to say walking out every day as a black woman is a very scary place and i'm already there's an innate fear inside of me about shootings about violence about any harm against myself there was a part of the conversation that turned fear-based and there was a lot of fear that was
116exuded through the conversation which i understand there was a sentiment of showing the constituents of burbank that this is a place that has a large population of guns and a large population where this has access to and i understand that i think i kind of want to urge you all to this conversation is very sensitive and approaching it in a very sensitive manner with a little less fear is going to be very helpful in the future because um a person like myself i walked outside and i had to take a deep breath after i walked outside carmilla walked outside destiny walked outside my fiance walked outside we were all shaking outside destiny was crying so i know that the sentiment and the heart was in the right place of raising awareness and advocacy of the
117rights that we all have to exercise and looking at the elected leaders to make changes because we need those just the part of exuding the fear of you know the reality of what we're all you know working with that there's uh gun stores on these streets that burbank has the highest um gun stores and the things like that those it was just very triggering and i know that your intentions weren't to trigger us or trigger myself i can speak for myself but um i thought it was important let you all know that this is a conversation that has to be approached with sensitive sensitivity with care and with a lot of compassion for those who it really impacts and for myself i'm a target every time i walk outside my house i live in the
118crenshaw district and i hear helicopters every night at my house i hear gunshots every night in my house and i have to constantly get myself in a place of calm to go to sleep i have to wear earplugs at night to go to sleep um so hearing this i'm scared i know the intention was not to do that but the way the conversation went and a lot of the fear that came out of it it shook me up and it shook every black person in europe but i just i thought it was important to note that okay so i'm happy to report on dei um this is actually my last board meeting before the contract gets voted on and i'm also very happy to be here and very happy to stay on but i thought
119it was an important monumental note that we've come to a full term of the contract of the dei efforts so based on our findings from the report i'm going to talk about areas of improvement for the survey's findings so i'm going to break it down by employees by students and by parents so for employees areas of improvement based on the survey we have fair compensation for all staff transparency for advancement promotion for employees protocols to address issues of racism professional development for all staff to help promote equity at their job site for students areas of improvement taking appropriate action in response to incidents of harassment and discrimination creating a safe space at school campuses to ensure students can show up as their full authentic self without fear or shame of judgment from others creating an
120inclusive environment that supports all students background cultural and race ethnic identity and gender sex identity protocols address issues of racism the protocols to address issue of racism is on all fronts of employee students and parents i thought that was an important note to address parents race ethnic diversity amongst instruction staff and school leadership resources to learn more about racial justice issues diverse instructional materials and access to materials protocols to address issues of racism and lastly ongoing professional development so based on the areas of improvements i worked with the dei team to create a strategic plan that they all felt was comfortable and suited based on the findings that we all have here i'm first going to go into diversity so i have the strategic plan laid out by diversity equity inclusion and racial justice and
121lgbtq advocacy so for diversity our goal is to create a school environment that allows for students to feel safe supported in their identity and protected if any situations arise at harass or discriminate how they identify the action items to go along with the diversity goals are creating a document on transparency of rights and procedures to address incidents of harassment and discrimination that is visible to bsu community defining discrimination harassment for all schools through inclusive and equitable protocols that are showcased in every classroom and school campus seeing yourself in your school example your curriculum the staff the school visuals and school cultural events defining unique cultures and in events materials and curriculum example ungrouping people of color and recognizing each race ethnic background and individual events lastly normalizing diversity in our bs b usc culture by
122embodying dei in every aspect of education example diverse teachers diverse curriculum diverse and inclusive events diverse supplement materials and books so the idea of normalization for diversity is to ensure that our everyday actions are just embodied in dei equity the goal for equity is to ensure our hiring practices are equitable and the staff is represented to our busce demographic bless you action items to address our equity goals hiring diverse staff to ensure we are representative of our entire student community going to universities to host career fair for diverse staff develop an equity framework for hiring new staff multicultural career fair to hire diverse staff non-teaching position opportunities for people of color attracting from employment opportunities from other districts develop a plan to provide pay equity for staff moving on to inclusion our goal for inclusion
123is to ensure our curriculum and educational materials are representative of our student identities and cultural ethnic heritage action items standardize diverse supplement materials through the district including diverse reading materials for in-class libraries representation of school and district materials provide transparency for career advancement promotion for all employees providing materials and resources to support our neurodiverse student community professional development goal to ensure our staff and leadership team can continue developing their knowledge and skills to provide an inclusive and equitable educational environment in the workplace and in the classroom action item training all training of all staff and temporary staff on inclusivity and di best practices including cultural sensitivity in the classroom engagement and interaction with students and employees on school campuses second to last action item here is racial justice our goal for racial justice is to
124create a school and work environment that is safe for all identities and cultural background to ensure the protocols are in place are effective inclusive and equitable when addressing issues of racism action items to address racial racial justice prevention of racial incidents through training and protocol sharing school-wide of what protocols are in place to address issues of racism implementing a communication tool to inform parents in the usc community on resources for racial justice providing resources for racial justice at the wellness centers providing mental health and healing therapy by a licensed person of color therapist for students who need healing in a safe space lastly implementing restorative justice practices to combat discipline and bring healing to those who are harmed and for our last section here we have lgbtq and justice and representation the goal to create
125a school and work environment that is safe for all identities and cultural background to ensure the protocols are in place are effective inclusive and equitable when addressing issues of lgbtq and sentences action items to address lgbtq representation representation excuse me prevention of lgbtq incidences through training and protocol sharing school-wide of what protocols are in place to address issues of harassment and discrimination implementing a community tool to inform parents and busd community on resources for lgbt community inclusivity providing resources for lgbtq at the wellness centers providing mental health and healing therapy by lgbtq therapists for students who need healing and safe space implement restorative justice practices to combat discipline and bring healing to those who are harmed that is our di update on the back we have i created at an appendix and so at the
126last board meeting we all talked about um organizing the data by gender and by race and so i was able to do that and provide the highest scores and lowest scores as well as the graphs so you can find that in the appendix and we can place that on the doi website so everyone can have access to it but there's about 10 more slides if you want to see them thank you 11c report on the status of the district master plans okay good evening president tabit members of the board dr hill and the burbank community so this is an update on the status of our district master plans as a whole group because prior to the pandemic we would rotate and bring a few of these to the board by themselves and talk about all
127of the data and the progress towards goals and update those however because of the pandemic we really haven't had the capacity to bring all those teams together and analyze each plan separately but that doesn't mean and i want to emphasize this that work has stopped in any of these areas so i wanted to update the board on what we have been doing in these areas so the first one is career technical education this one we're required to update every year anyway because it is um tied to our funding and our grants so and there's a whole protocol for that and we have to do a self-evaluation and then update our plan so what we've been focusing on though is dual enrollment and you'll see that's another thing you'll see is in several of these plans
128some of the goals are overlapping and they cover the same areas so dual enrollment has been a focus for us and it continues to be we have expanded our career pathways and in particular i'm really proud of the medical academy because this last spring we launched the biotechnology course which is the capstone course for the medical academy at burbank high and in the fall we're going to introduce that at burroughs too so those are pretty exciting developments for us especially for all of our students in those academies and who want careers in the healthcare field so we also are increasing the number of articulated courses that we have and articulation is different than dual enrollment because articulated courses are the courses that are taught by our own high school instructors but who have uh courses
129that align with the college content so that way our students can still get college credit for those courses as well as high school credit so it's not a dual enrollment course because those courses are taught by the college professors articulated courses are taught by our high school teachers but they still end up with the same result which is college credit so we also are expanding our skills usa which is our student organization for career technical education and that's another requirement it's also good for students so we would do it anyway but it is a requirement from the state to have those kinds of organizations for our career technical education students and we're expanding that we're including more students because in the past it was heavily borough students with a few burbank high and so we're
130trying to make sure that we have it accessible to both schools and the other development with that is that we have if you recall the um the grant that we have the agreement and the contracts with cde for our ame institute but also to develop career technical education student organizations in the area of arts meet and entertainment so that's something that's would not only help us in burbank but the whole state all the students in the media academies the next one is gifted and talented education and as ms solberg said we really focused especially since we've had due to the budget cuts really limited resources in terms of what we can focus on compared to our plan which is very broad and specific so we focused on the areas of identification and parent education and
131you can see on this slide the list of areas and topics that we addressed with parents throughout the year so that's where what we did with gifted and talented education the next one is our arts for all plan and that one is actually again we had to reduce and so we're down to two full-time music teachers so we reduced our offerings to fourth and fifth grade music with some extra hourly to account for some classes that couldn't be covered with just the two teachers and but in the fall we will also have access to ukulele instruction both of our teachers are trained in that and due to the generous gift from the burbank arts and education foundation of ukuleles for every student we will be able to offer that so that's pretty exciting in that
132area and the other thing with arts the arts plan is that it expires in december so we will be working on updating that as well because it's another one like cte that is required to be updated in order to keep us eligible for the grants that are associated with those plans the next light is actually missing i noticed it's in my report and i deleted it somehow and organizing all of this but it was the slide and alternative education and so what we focused on there was really again this is the overlapping goal of increasing dual enrollment opportunities for students providing initial credit opportunities for them in the summer and in particular for el students and special ed students so we want to make things more accessible we also talked a lot about the independent
133learning academy and broadening access for that so next one is secondary counseling so um and this one this was one of the areas where it was greatly impacted by the pandemic because it took resources and the focus of our counselors to other areas but they still in the midst of all that had to take care of regular business so all of these things which are elements of our plans were also part of their everyday work which is their academic supports their scheduling their interventions all of those things but there also was an increased emphasis on checking in with students on attendance making sure that they were credit current you know all of those things the extra parent contacts that they had to make and all of the meetings and paperwork associated with independent study too
134as we had students going back and forth so the next plan is technology instructional and instructional technology before the pandemic hit mr ivank the director of technology and dr anders the coordinator for instructional technology were coordinating so that they could pull together a team for the technology task force to redo the whole plan however they were the department most impacted in terms of getting all of us ready and moving to online education and all the platforms and making sure that every student had access to a device at home with internet connections so that became the number one priority which they were able to accomplish that so this is the work that you can see that they focused on which is providing devices the instructional programs and platforms everything from zoom to google classroom they also
135had to help with organizing how we were going to track independent study and all of that which was completely online as well and attendance and our accounting systems special education will be coming back so we'll see that in july dual immersion okay so dual immersion before the pandemic was still in draft form it hadn't come to the board to be approved but now especially since we've had many conversations and planning sessions about what's happening at the high school and meetings with those parents so we want to go back and revisit the plan and make sure that we have parents in to come and look at that and give input into it as well and then we'll be bringing that back to the board english learners that plan was recently updated however again we had to
136really focus our efforts and that was making sure that we met all of our requirements all of our students our students were properly assessed and properly placed one of the things that suffered was our ability to reclassify students and move them out of the english learner program because of the lack of testing and resources and students being at home the next one oh so the next slide is the recommendations so what we would what we're planning to focus on in instructional services is updating the following plans which would be the counseling master plan the technology master plan dual immersion master plan alternative education master plan and like i mentioned from before the arts plan which would come a little bit later so that is the work the one thing that's not on here that we
137also will be creating a plan for is in response to board goal 1.9 which is the one that says to form a committee to develop to develop a plan to provide students with up to two years of community college and or apprenticeship experience before they graduate so we are meeting shortly this month and thank you dr weisberg and mr ferguson for agreeing to be part of that committee with committee members from l.a valley college and the goal is to create a plan together and then bring that to both boards so just a quick thing i want to uh thank miss cuseo for all of it but also she um i asked last time we were celebrating all the ukuleles our uke fest 2022. um about how we could if what accommodations could be made and
138i just wanted to share with you and i really appreciate you taking the time to do this but just for families who might be interested music teachers said that students who have hand dexterity issues there's a device that you can't see the picture but a device that you can place on the ukulele they can also modify it so there are participating only using one string and then other students might require assistance of one-on-one aids but i really appreciate that that's being thought of as far as far as our differently abled students so i appreciated that and wanted to share it um so thank you of course awesome okay thank you that's a lot of work present yes oh sorry thank you um so first uh for the potential partnership with valley college this has been
139a long time coming but miss guseo thank you for helping to get us there this is such a big moment for our district i think really truly and i think it will enable us to be more effective in in delivering futures for kids so i i just so appreciate that on so many levels and because we have a number of relationships as it relates to cte and other programming which you've really fostered and others jen goldenberg peggy flynn a number of others have really worked to facilitate um you know now we're here so i want to first start by just acknowledging that work because it's huge um as you know uh well personally i love master plans uh i think plans more than anything because i think there are so many different components to public
140education where people go what are you doing it when it comes to this and and sometimes it's very helpful to go here you go yeah um having said that and and this is not saying it through a critical lens rather just like let's examine our work one we know that we are not going to have resourcing plan by plan to address these issues so just because we have a really effective gait master plan right we don't and and we know what's going to do right by kids uh in in that program but we just don't have the funding for it right that seems to be rather consistently the case kind of across the board of our plans and so what i love is parent participation policy participation involvement where we do those deeper dives because
141we know we need to to understand the nature of the problem having said that i'm beginning to wonder if that's a useful you know use of our time frankly in in the planning um and instead do we zoom out a little bit differently instead of siloing this as sped you know um counseling you name it um is it student experience is it academic you know experience of student you know and really frame it from you know these are academically you know we know that social issues uh you know impact education and how education is delivered um but our budget isn't like the old categoricals versus academics versus it's just not that way and we need to be intersectional about our approach really to everything we do so i i'm just wondering as you look for
142kind of a nod specifically with the counseling you know again can we bake this into a broader plan um frankly that doesn't necessarily again give you eight plans but but one that focuses on student experience one that focuses on staff experience and one that focuses on the academics and the rigor in which we're able to deliver i don't know if necessarily those are exactly the buckets kind of on the back of the napkin kind of writing here but i think that that would give us a better picture or at least me as a policy maker where we're going because i think there's so much good work on all these plans but i think i can spend probably a week or two getting lost in all of it and still not have a full picture of
143what our challenges are um in in and and be able to kind of explain that clean plain and simple so one i'm trying to reduce staff time in creating all these plans and two seeing if we can get to broader buckets that then kind of either align with our budgeting process or just generally you know again get us to thinking about i i think again if we if we worry about these details and again we just don't have the funding for it and that's constantly the conversation that i think that that unfortunately is just a waste of time at some point um not that the student experience is a waste of time but we need to get to other components so feedback i know that's kind of it's a lot to think about but in
144terms of how i i just heard from a few economists that the economy is not looking great right that that this is an overcharged moment that we're about that we've hit the boom and this is going to be a ton of one-time money and then the impacts of inflation and others really need to be need to balance out uh within the market which i think you can then expect we're going to get cuts and so to me it then we should build smart uh and and build kind of with the new kind of normal in mind so that's what i'm pushing here i realize that's a really big weight that's not how we used to do things but i think in terms of allowing us to truly prepare for what's coming i think fewer plans
145allow us to do that and again not trying to negate the work that's been done but just realistically what we can manage and move um with the staffing i'm looking at with the policy team that's here i mean i think i don't think it's a radical shift i think it's something that we can do because how i keep the framework in my head is we have four four broad board goals we set metrics through the lcap process some funding priorities and then the details live in all these master plans that we align to that now that's because we live and breathe every day and so parents are like well i have to go to eight plans and understand that so i think what we can do is prioritize it because instructional focus is number one
146the social emotional so add services we have hr we have ops so it's based on the four departments or assistance hoops we have what we can do is make a more robust strategic plan out of our lcap process so as we go through this process we can say okay what are the key priorities that we want to highlight this year out of these master plans there's a couple that still need to live for funding purposes sure we can do that but i i can work with that i i i hear where you're going so i think i can work with staff to to come up with a process and and a lot of this concern is frankly coming from a bit of experience with the mental health master plan that i started with uh when
147i started on the board and the problem is is that and what i'm seeing is that and especially as resources tighten these master plans are becoming highly political and it doesn't matter whether you know you're a gate parent right now or not like people are coming up and saying my plan gets funded or else and if that's how we're going to make decisions i don't think that that puts the mission center i think we need to start by putting the mission central by saying what are we working towards here student experience what are we working towards here academics and then what informs that if we keep a bunch of documents alive which are only alive in the minds of bureaucrats and filing cabinets we're not doing our job so i get that some of those
148docs need to live for funding purposes but i want us to put mission first in all of these plans because there's a reason why they all exist we realize they all have fingerprints on student experience but student experience need to be front and center and then we build from there okay thank you thank you we do need to stop which we're at that point sorry i should have done it two hours earlier but here we are number 12 public hearing get to do that public disclosure of the 2021-2022 negotiated amendment to the agreement between the burbank unified school district and the burbank teachers association in accordance with ab 1200 would anyone like to [Music] address us and make a comment see none the public hearing is closed and we can move on 213 new and
149or unfinished business third yeah we did 13a approval of the 2021-2022 negotiated amendment to the agreement between the burbank unified school district and the burbank teachers association uh president tabit yes mr ferguson thank you i will move the board of education approvement negotiated 2021 to 2022 negotiated amendment to the agreement between the burbank unified school district and the burbank teachers association in accordance with ab 1200 ab2756 and gc3547.5 as presented thank you for the motion and the second dr weisberg any discussion you have something yeah if you know i think it would be good for the community since this is coming later after the other agreements if dr newman could give a quick overview yep that'd be great thank you president tabit so this is the agreement with our teachers association we have already approved
150uh the t8 agreements with csca and with basa and this includes our our teachers slps nurses and that group they did negotiate a five percent raise and a one percent on benefits but in addition there's there's new language there's a new article on special ed um and some changes to some other articles and i look forward to meeting with bta next year as we do an entire contract uh negotiations it's that year to do the entire contract um but they're a wonderful team our team is wonderful uh that represents the district and the the bta team is absolutely wonderful as well so um they we finished in may they voted in may and passed it which is why it's coming a little bit after the other two agreements and so this now makes it so
151that everyone so now every yes everyone uh everyone every except for board members and thank you dr nieman for setting that tone and representing us so well all right wonderful um all board members in favor please say aye aye thank you mr frittner and those opposed say no great motion carries 5-0 13b approval of job description for alternative education administrator independent learning academy and placement on exhibit a certificate of supervisors and manager salary schedule range h can we get a report on this because it's a new admin position or at least a seemingly yeah we can i still think we need a second oh dr neiman is correcting my parliamentary so thank you i will yeah let me and and i will say the board of education and miss cocktails this does not follow parliamentary
152procedure uh anyway plot twist anyway i will move that the board of education approved the job description for the alternative education administrator and placement on exhibit a certificated supervisors and manager salary schedule range h as presented thank you for the motion in the second doctor again now discussion thank you president tabit uh prior or currently uh prior to the approval of this job description the independent learning academy or ila was overseen by the adult school director the same person oversaw adult school and facts with the increase in enrollment and the larger program and expansion beyond secondary to include elementary next year we really believe that the ila needs its own dedicated person to oversee its unique challenges the changes in independent study and really serve that school community it's grown 400 students um from four
153teachers to 14 teachers um and so we're we're dedicating an individual we believe it would be housed in the alternative education setting much like our cds and our our monterey are alternative learning environments this too is an alternative learning environment and and just because it was a question from a community member we received the same funding for ila students that we do for other students as well there was a misconception in the community that that is not the case so um yeah i just want to make sure you're publicly every student receives the same amount of funding ila or traditional school and just in funding overall as we were looking at the budget adult school director we needed to split fund that to support ila as they grew we're looking at a system principle by
154making this a full-time position now the general fund there's it's actually i think we said it would be somewhat of a cost savings as we looked at this model versus trying to have a a hybrid model with adult tool i mean i'm excited to hear about this position i think it's fantastic just hearing from i mean to all the things that you said i think it's a it's an important responsive move for us because we know that this is probably only going to expand for ila we i can't see it getting getting smaller anytime soon um so hopefully this will will also make the staff there feel like they have somebody that they can not that they weren't getting support before but they like you said they have a dedicated person i think it also
155makes the students in ila feel like they have somebody there for them so i'm ex i'm really pleased to see this step yes sir thank you um so i i want to be sensitive uh we've had an entire population of our custodial crew for instance who have come down rather repeatedly talking about compensation talking about hiring replacement folks you name it and it's been a real headache and a hard time for them uh so i can imagine for a few members when they pick up this agenda and they see that we're hiring a new administrator how that may rub them the wrong way uh first of all you are a critical member of our team if you are watching this and you're a member of our custodial or our facilities team um and so i
156don't want you to think that we're hiring administrators without thinking of you we are thinking of you right now and and baking you into our thought process right now um what i like about this position and why i think this is this is necessary to support is a little bit of what the superintendent says but we need to focus on building our district for the future uh and and education as we saw in this pandemic can take several shapes and forms and mediums you bet this campus is going to need to expand in the long term on all fronts including facility support and maintenance you name it we start that foundation right by doing this move so to those who are saying we're going to hire a new administrator we're doing this on the like
157i i that is sensitive and and you can say this is a priority we shouldn't be filling until we do that i'm going to disagree with you there and and so i just want to say it is important that each of these school sites with the strain that we are putting on them because of the moment to have effective leadership and administrators our administrators have cried out rather significantly and all in all one voice that they do not always feel supported so this is an example of one of those moments where we can bolster set a campus up for success uh set a campus up to be more responsive without necessarily throwing people under the bus or trying to avoid our responsibilities to the employees that are in place so um again this wasn't you
158know a big roar or some scream that i got from folks but i did want to say to those folks again i'm mindful of what of your comments when you talk about us doing pay raises for administrators um and and i want you to know that that was considered here but i still think that this is the right move um to get this campus up to the the par and the the resourcing that we need to so i want to thank staff for bringing this forward but i wanted to make sure that we were addressing that before we voted can i just make another comment then in response to that um because we are shifting in mindset from this really being a program to like a full school right it's running now as a school
159we're also looking at the needs in csca and so we created and flew and i think already screened a job specifically as an office manager for ila we're looking at it all encompassing as a as a school holistically so it's not just about leadership it's about support you bet and and thank you for doing that because we know that classified are critical part of any uh campus communities um but you know it it does not negate that to our custodians in my belief we still owe you and we're still trying to figure this out as as money comes in but i am going to be very and i will say this with budget recommendations new programming i'm not there on a lot of friends um i i'm for things that help strengthen the institution to
160weather the long term but right now a lot of new is not a good idea so um thank you and thank you doctor dr newman you don't attend facilities um committee meetings but this is a conversation we have fairly frequently the facilities we have are we using them the best way is there another option another idea if we use this for this do we you know move district office do we use it for i mean those conversations happen all the time constantly trying to figure out we have a a school now as you say in a pretty small area so what's the best for them how do we utilize the space we have so all of that because i want the public to know too it's a conversation that we we do have so it
161is part of the thought process and it's a good thing that that program is growing um more and more every day so good all right that's anybody else okay thank you so much move oh did we vote thank you i just got to it so all those in favor please say aye aye opposed and that includes mr frittner 5-0 motion carries i know this boy i can see him right there so i i won't forget him i can say it louder if you want no you were great we heard you loud and clear thank you uh 13d acceptance of gifts uh you mean 13c ratification of agreement oh my goodness all right it's all good but 13c right please do ratification of agreement for professional services i'll move that the board ratify the agreement between
162the burbank unified school district and robert haff to provide clerical support as needed not to exceed fifty thousand dollars effective may 20th through june 30th i'm sorry may 20th 2022 through june 30th 2023 and that the authority to sign the agreement be exercised pursuant to be usd ar 3314 and if we could get a staff report on why this was a ratification and why this couldn't have been brought that'd be great i need a second second okay motion by mr ferguson second by dr weisberg yes this is an agreement to assist in our clerical subs for the most part um we have been trying to recruit subs um trying to get people to work at our school sites and our school sites we're crying out to get bodies to support the sites robert half was
163able to provide us with individuals and we did take an agreement we had an original amount so when we first started there was an agreement with robert half with the shift in employees in facilities it was important for us to get a body in immediately to start working but we needed to change the amount uh in the contract so this is a ratification to include that amount and then any future amount that we foresee in the in the coming year okay the the feedback i'm getting from a lot of employees is that we're contracting out a lot um and that ratifications are happening way too often i don't disagree in every moment i understand that there are certain moments when we have to do that i think this is one of those moments but i
164am going to point it out again like it just has an admin team like the outsourcing around like one-on-one aids you name it that's getting called in and now we have late bringing in folks br you know so there needs to be more order explained as to how we're doing this how we're managing it so it doesn't look like we're just throwing one-time money and bodies at the problem so that's what this feels like but again i really appreciate you correcting and just to clarify it's two individuals so we have one at burbank high school and one in facilities thank you and speaking to generally that's where we're at thank you okay thank you very much uh all in favor please say aye [Music] just off the beat of everyone else i guess just a
