Thank you. We will now stand for the flag salute. Their hand over your heart. Begin. Thank you everyone for joining us for our second June board meeting back to back. We will continue with our board agenda with the strategic plan section with our district administration update. >> President Mendez Garcia, there is no strategic update

Thank you. >> Mr. Peralta. >> Uh nothing at this time. >> Ms. Rivas. >> None at this time. >> Mr. Segrest. >> Uh yes, I'm still getting a lot of thank yous and wonderful compliments about the promotions across the district. They really were well done. Thank you. >> Thank you. And I have nothing to report as well. Besides have a great summer. Okay, next we have our items of interest local indicators presentation. >> Good evening. President Mendez Garcia, governing board members and community members. This evening, I'm presenting the district's 2025-26 California School Dashboard local indicators. I'll just wait for the presentation. Just as a reminder, um

003local indicators are part of California's accountability system and it provide information about how well districts um are implementing key programs and support that contribute to student success. Um unlike state indicators which indicate which focus on outcomes such as attendance, suspension rates, and academic performance, local indicators measure our progress in areas such as basic services, implementation of standards, family engagement, school climate, and access to a broad course of study. These results must be presented to the board annually and and are included in the California School Dashboard. And I am pleased to report that the Imani City School District has met the standard in all five required local indicator areas. Beginning with priority one, which is basic services and conditions, um this area focuses on um making sure that students uh have what they need to learn.

004Um the district met the standard by ensuring that 100% of our teachers are appropriately credentialed and assigned. All students have access to standards-aligned instructional materials, and all school facilities are maintained in good repair. These foundational conditions helped create safe and effective learning environments for our student all of our students. In priority two, the implementation of academic standards, the district continues to provide ongoing professional learning for teachers and administrators, including support in core academic subjects and English language development. Coaching and instructional support remain key components of our efforts to strengthen teaching and improve student learning. In priority three, parent and family engagement, the district continues to strengthen partnerships with families through two-way communication using ParentSquare, um support from community liaisons, family providing family workshops, and opportunities to for participation in advisory committees and trainings. We know

005that when families are engaged, students are more likely to be successful. In pri- pri- priority six, I keep wanting to say priority area six. In priority six, um this addresses school climate. Survey results show that many students feel safe and connected to um our schools. Specifically, 70% of our fifth-grade students reported feeling safe at school, um while uh 64% of our seventh-grade students reported feeling safe at school. And 69% of our fifth-grade students feel connected to their school as compared to 59% of our seventh-grade students, which is um obviously an area of focus for us for the coming year. Um this is a good um or this will be a priority area in terms of our um uh priority area three for our strategic plan as well. Um and so this gives us valuable information

006about um where we need to spend some of our time next year. And then and finally in priority seven, access to a broad course of study, um this area focuses on access um making sure that the district met uh the standard by ensuring that all students have access to a comprehensive educational program that includes core academic subjects such as um the arts, health and physical education, English language development, and services aligned with students' individual education programs when applicable. Overall, the local indicator results demonstrate that the district continues to provide strong foundational supports for students while maintaining a focus on continuous improvement. These results will also inform the implementation of our LCAP goals and future planning efforts. Any questions? >> I have one just one question on priority six. I know in the past we've done

007focus groups with the students. I wonder if you could just speak to the process for that as well. >> Um that will So there were priority groups that were conducted for these areas as well. Um and the I don't have the results in terms of the um the the current fifths I'm sorry. Let me start for you. They have been done in the past. Um in terms of of this particular year we used the um the California Healthy Kids Survey data, but we will use this data to um to to conduct our um our focus groups. Thank you. Um and uh to get more information this coming year. >> Great. Thank you. >> Yes, so the seventh graders are eighth graders and so we'll we will create cohorts and we'll go to the different school

008sites at the start of the school year so that hopefully we capture some data that we can um create some interventions and and put some plans in place. >> Yes, thank you. Yes. >> No, thank you for that cuz you're right there's a there's the survey part where sometimes kids may not really be understanding fully the questions. So following up with um >> And that's what's happened in the past. What we found is that when we dug in a little bit deeper um some of the questions um it was really um not understanding what the questions were asking and so um we found that there is a connection that they felt to the school. There might be other reasons that they marked what they marked um or maybe they don't feel as connected and so

009how can we help them to feel more connected and that that's what we looked into as well. >> Thank you. >> Any questions from the board? Any other? Mr. Siegrist? >> I I obviously one thing that's impacting students now is all of the media reports across the United States and around the world and they're worried about those other places, maybe it might happen here. So, that's probably why they're doing this. >> That's a really good point. I know that in previous years when we we were really asking trying to dig in deeper about the safety piece, students were also bringing into this question experiences that were happening on their way to school or things that were happening around the community. And so, there were varied responses that played into how this data was represented. >>

And and to your point, this is why we did need to dig in deeper because what we did find with that particular question is that they were really talking about how they felt coming to school on their way to school or going home, but that they actually did felt feel safe at school. And so, you know, it it does warrant spending the time on conducting those focus groups to dig a little bit deeper. >> Any other questions? Comments? Okay. Thank you so much, Dr. Benavides. Thank you to our superintendent, our assistant superintendents for the agreement of our salaries and benefits. Um we appreciate the amount of

011time and effort that went into this and the agreement that we got in we received. We're just very very thankful and thank you to everybody that was involved with that. Thank you. >> Thank you. 013for approval is the district's 2026-2027 consolidated application or CON app. The CON app is the California Department of Education's annual application and reporting process for federal categorical funding programs, including Title I, Title II, Title III, and Title IV. Through this application, the district certifies compliance with all federal and state program requirements and applies for funding that supports um services for our students, families, and staff. Approval of this action item authorizes the district to submit the 2026-2027 consolidated application and all required certifications and assurances to the California Department of Education. >> Thank you. >> I'll make a motion for item one. 014item two, consideration for approval of the 2026-2027 LCAP budget overview for parents. >> President Menendez Garcia and governing board members, for your consideration for approval this evening is the 2026-2027 Local Control and Accountability Plan, or LCAP, and the budget overview for parents. Uh the LCAP serves as our plan for improving student outcomes and aligns our goals, actions, services, and expenditures with state and local priorities. The plan was developed through extensive engagement with our educational partners, including students, families, staff, bargaining unit representatives, community members, DELAC, and our key communicators. The budget overview for parents provides a summary of district revenues and expenditures and highlights how funds are being invested to support the goals and actions identified in the LCAP. As this is the final year of our current 3-year LCAP cycle, the plan not only guides

015our work during the 2026-2027 school year, but also provides us with valuable information and outcomes that will inform the development of our next 3-year LCAP. Thank you. >> Do I have a motion for item two? >> I'll make the motion, and I'll just I want to comment too that um I know we had our presentation previously, but just all the work in the um the many stakeholders that are involved and just seeing the evolution of this process since we first started it. It's really nice to see where we are with it and and how we're continuing to use it to improve what we offer to our students and families. >> Thank you. Next we have consideration approval of the 2026-2027 adopted budget. >> President Mendez, Garcia, and members of the governing board, the approval of the adopted budget is presented before you in conjunction with the LCAP. The LCAP is the written narrative of our actions and services that we wish to carry out in the upcoming year. The budget converts that into numbers. You heard the presentation at our last meeting when we had the public hearing. Just one thing to note in the adopted budget, as we move away from the pandemic years and the expiration of unprecedented amount of funding that came in, we have deficits that appeared in our budget, which means we're spending more than we're bringing in, mainly within the general fund. That

017appeared in 2024-2025 last school year, this recent school year that we just wrapped up and we'll be closing the fiscal year in a few weeks. The deficit remains and it is projected to persist in the upcoming 2026-2027 fiscal year. So there are some financial headwinds ahead and that's something that we will definitely be focusing on to make sure that we maintain solvency and making sure that we can sustain our programs and services. So the budget is presented before you and it is all of the actions and services written in the LCAP is reflected within the 200-page report uh the adopted budget. And as a reminder, we operate on a July 1st through June 30th fiscal year. The budget is developed um off of May revise assumptions. The legislator late last week submitted a budget proposal

018to the governor. Uh most of the uh May revision assumptions um that the governor proposed are also in the legislator's proposal. There's some small adjustments, but nothing of materiality. And within the next 2 weeks, Governor Newsom should sign the state budget into law. Uh we'll track that closely. We'll see and we'll bring back any changes at first interim. >> Thank you. 019every year we bring this item for your consideration. I wanted to highlight it particularly this evening. Um part of a CS uh having a membership with CSBA is the ability to get updated policies and just be able to consult with a network of school districts around, you know, things that are happening across the state, um how budgets impact, laws impact, and so, you know, we bring this item for your consideration because there's lots of benefit and protections for the district with our membership with CSBA. >> Thank you.
