thank you jordan for again having the principal following vera's directions about this portion of the meeting being on zoom is not one of them so i apologize and take responsibility but we are having you here yes and we have fabulous families for you tonight i think you're gonna really be really be uh please um just on a quick note thank you in advance for those of you that will be coming to our graduation on monday i unfortunately have to be in a training in san diego but laurel and a burl will be standing in my place and i'm sure she will do just a fabulous job and it's really a frustration that i have to go to the training because we have 50 plus graduates and it's really uh a fabulous event and i i
wish i didn't have to go but that being said we are here to celebrate two of our students the first is miguel jimenez miguel could join me so miguel was nominated by two of our teachers the he's in our construction program and he took the construction math in preparation for that program and his teacher said that he's always on time and dedicated to learning his math skills always showing a positive attitude even though the subject that is being learned might be difficult miguel shows teamwork and the attitude when someone excuse me miguel shows a teamwork attitude when someone is not getting a math concept on top of that chuck peck and paw who many of you know from his time at american canyon and does our construction program said that miguel is always on time
he's never absent very positive attitude creates a sense of community among his fellow students and pays close attention to his studies and he works hard and it shows and i've been out in the construction class a number of times and it's been great to see miguel and the rest of the folks working together so miguel it's my pleasure to have you as our student of the month and uh very proud of you thank you here education [Music] gracias [Music] [Applause] do you have the english translation that would be helpful we weren't prepared for the the hybrid translation situation so laurel has it and she'll not that i can't thank you laurel so something tells me that you all heard that loud and clear i don't even need to translate it that was really lovely he
did a great job and really and he came in he said i just read this from the heart and i can really tell and i can tell you can feel it as well so um miguel said it's an honor for me to be here today i want to start by thanking my dear teachers um so he's been taking the class uh the construction math and the construction and both programs are fully bilingual so we can serve both both populations so it's it's been an um a challenge to do that but really important and and we've been able to serve them that way so uh he says he thinks his dear teachers and he's immensely grateful for them i also want to thank nat valley the board and f valley adult school because they have given
me the opportunity to rewrite my story and inspire others i want to express my gratitude towards those who make education possible i'm very grateful for everything i've learned in the classrooms it's something that i will use in the future the connection that we were able to make as class was stronger than the language barrier and it's an example of dedication from every student this recognition is also a result of my teacher's dedication thank you for setting a great example i think that chuck did that superb job uh it's important for for us to understand the value and importance of teachers and education and for miguel personally going back to adult school has been a great achievement for which he's very proud it's important that we do not stop instilling in future generations the value of
respect admiration and gratitude toward towards our teachers thank you i told you they're fabulous every time next up we have maria connie garcia moscow so from kimberly olsen her teacher for the instructional assistant class connie is thoughtful and compassionate and seems to have an intrinsic understanding of the social emotional challenges of students with disabilities she asks deep questions and contributes equally meaningful ideas to classroom conversations she is so full excuse me she is also helpful to other students sometimes rephrasing or translating class content so that other second language learners can access it connie is usually a leader in small group work guiding her colleagues in breakout room discussions she is passionate about learning in addition to the instructional assistant cte course she's also managing other early elementary education classes and workload but she applies learning
from her other experiences to her future role as an instructional assistant connie is an asset to the current instructional assistant class and will make a valued instructional assistant in whatever setting she chooses so again my pleasure connie well i'm here with my daughter danica and i'm nervous okay i want to thank the napa valley adult education and then pavalei une board for having flexible locals and even free programs and something about me is like arrived from mexico in 2006 like many other people looking for the american dream but it was not until 2010 that i started attending the esl classes here in the napa valley adult education and i went through all levels later i attend to the napa valley college for esl classes uh where i continue by now taking cha and family studies
classes um this year i just i decided to take the instructional assistant class as well you continue with my with educating myself in college classes and but i want to have more knowledge and strategies that i learn in this class with the with teacher kimberly also my goal is to work for napa valley unifalcool district instructional assistant and eventually with more education and acknowledge move up to other positions but with the same focus and child development um it's a pleasure for me to obtain this award but i want to thank all the people who make this possible uh to make all these programs uh accessible to the community i also want to thank all the teachers who helped me to get here and thanks to my teacher kimberly olson for her patient dedication and love
with which she teach there are teachers who in addition to seeing as a student seeing as people and make us feel part of the group make us feel like we belong to the class and make us feel comfortable and safe and one of them teacher it was teacher kim so thank you welcome again so thank you it is a a wonderfully large gesture of what the board does for these students and we're so pleased to be able to share those stories it's it's always fabulous so thank you again thank you thank you and now principal o'connor all right uh good evening dr masetti nbusd board trustees and district leaders as you know board student of the month has always been one of my favorite parts of being an nvusd principal this evening i have the
privilege to present two incredible students michael halleran and julia tarr right our board student of the month for the month of march is julia tarr julia is four days away from graduating from vintage high school i imagine it will not be too many days after that that she is already fully focused on her next step which is attending uc berkeley in the fall with a focus on business and math julia's future is as bright as they come but for a few moments please allow me to celebrate julia's time in our vintage community for the last four years julia has earned 1b in her entire high school career during which she has challenged herself with a variety of ap and honors classes her academic success is reflected in her rather lengthy list of awards including but
not limited to the golden state award excellence in mathematics excellence in avid academic excellence and a few crushers of the month awards when not earning a's and awards julia involves herself in on-campus clubs including this year being the treasurer for the thirst project finally julia has been a dedicated avid student all four years of high school like many students in avid julia will be the first in her family to go to and graduate from a four-year college in our district we should be proud of the growing number of students earning the seal of by literacy during their time in high school during her time in high school julia is a student who has earned this honor in spanish as of this spring however what the seal does not indicate is that julia is actually tri-literate
julius also fluent in hungarian in case you aren't familiar with hungarian it's nothing like english or spanish julia is remarkable as a student as a community member as a trilingual learner but julia is also just an amazing kid who turns out to be a super taylor swift fan julia i'm proud of you and all you have done but even more excited to see what you do at berkeley and throughout your career and life i now present to you julia tarr good evening nbsd board of education superintendent dr missetti and district leaders i am julia tarr and i am honored to be chosen as board student of the month i would not have been able to get to this point without the help of my family or without the help of my teachers and my counselor
i have invited a few members of the nusd faculty staff to thank them for their part in my academic achievements each of these individuals has helped me grow socially and academically and has helped prepare me for when i will attend college in the fall the first person i would like to thank is my counselor miss watkins she has helped me throughout my four years of high school immensely she always made sure that there was someone i could turn to high school was very different compared to middle school and having someone there to explain what classes i had to take or answer the many emails i sent was crucial to my navigation of high school i truly wouldn't have been able to get through college applications without miss watkins help on top of the many presentations
and rti sessions she helped me completely rewrite two of my personal insight questions for my uc application in only one school day i truly do not know what i would have done without her help so thank you to miss watkins for everything mr leach has been my avid teacher throughout the entirety of high school he has been a constant throughout my four years and i am glad that i get to share this moment with him he has always been there to motivate me he has talked to our class countless times about how important it is to keep moving forward and has given us the space and tools to do that he has also given me a safe space a classroom where i was able to feel comfortable most importantly he has always been a teacher
who understands where students are coming from which has offered me great relief to always have at least one teacher who understood me and his students especially when other teachers aren't always so understanding thank you mr leech for always being there for your students i would also like to thank mr dejesus who we refer to as dj in class i've only been dj students this year but he has become one of my favorite teachers he has helped me he has helped make the process of coming back to school after being online so much easier when the school year started i felt very out of place as i wasn't used to being around so many people anymore and wasn't sure how to interact with my teachers dj talks very naturally with the students that as the so
that as the year progressed i was able to become more comfortable in his classroom and more comfortable with him and eventually more comfortable with my other teachers he has also helped me to reconnect with math teaching in a way that made learning more enjoyable to me so thanks i would like to say thank you to dj for making my senior year memorable once again i would like to say how thankful i am for this award and for this opportunity i am truly honored and would like to reiterate how thankful i am for my family and for my teachers and counselor and finally say how grateful i am to each of the members of the board for all that they do for our school thank you very much all right thank you julia our board student
of the month for the month of april is michael holleran michael's 4.72 gpa is just about as high as they come this gpa is a factor of the maximum honors and ap classes combined with near perfect grades this year alone michael is taking five ap classes in addition to his incredible academic record michael is a cte completer in the digital multimedia and design pathway and an earner in spanish of the seal of illiteracy in spite of such intense course loads michael finds time to also be an exceptional athlete and highly involved michael is a four-year varsity cross-country runner and golfer earning first team all-league for the last two years in both of these sports and mvp of cross country this year michael loves to run also during covid michael's the kind of student athlete that
decided to take on two sports since he could both of his original sports being distant sports and took up lacrosse as a first-year lacrosse player he won both rookie of the year and most improved he's just that kind of kid when he's not running and playing organized sports michael's passion is disc golf and volunteering across the community michael's one amazing soon-to-be vintage grad no doubt his future is full of possibility well in the past you might have found michael working as a prep chef or line cook at heritage eats right now his career plan is being a patent attorney for this foreseeable future michael will be pursuing a geotechnical engineering degree from the colorado school of mines wow i now present to you michael holland uh hello and good evening to the nsp board of
education superintendent dr mercedes and nvsd district leaders it is truly honored to be chosen as board student of the month having the opportunity to meet and learn from the vintage staff was truly a pleasure and a journey that was unforgettable the staff and student body shaped who i am today whether it be through sports in which i developed camaraderie or let it be academics where i learned to find a love for the unknown of the academic world and today i've invited two teachers and a coach that i felt impacted me the most over my four-year journey at vintage high school first and foremost shari i can't put into words what you've done for me and my development as an athlete leader and student you were the first person that i met starting my journey through
vintage and in my opinion the best to give me the first impression of the vintage community your attitude on and off the field is truly unique and special your posit your positivity outshined all and it helped me as a person see that i should look at everything in a positive way you were also able to gather and lead the team connecting with everyone in which all feel as pos inspired and loved to work with you for me personally you taught me to reach my reach and work as hard as possible for my goals and once i had finally caught something to keep on reaching because the job is truly never done and i can always be better i've been able to apply this teaching to everything i do and it should be acknowledged that this
work ethic you taught me is one of the main reasons why i'm here so shari i want to thank you for that and i'm positive that there will be many others that will precede me because of your great positive influence in their journeys coming into this year i was eager to apply to every college and imagine what life would be after high school but this teacher was able to guide me to look at what i have now and appreciate it rather than pre-appreciate what i have in store for the future miss poiser i'm so glad that i was able to have you in my first year of high school as well as my last year of high school my freshman year you were able to guide me through literature and teach me to truly understand
the deeper meaning of writings an unpriceable tool to have the way that you were able to immerse me as well as your class and alert into literature and truly appreciate it meant so much to me coming in his senior year i was more than excited to have you once again this year you were able to teach you were able to allow me to see that life isn't always about what's thinking about what's thinking next whether it was through the moon journal or byom these small activities taught me to appreciate the now so thank you miss poiser for giving me this new understanding on life that i will take with me through college and beyond lastly mr merkner thank you so much for making my last two years truly special i don't know if i would
have decided upon taking an engineering degree if it weren't for you the way that you were able to connect to the class and give off a great atmosphere allowed me to appreciate appreciate the study of mathematics looking past math though i felt motivated to go each and every day to second period knowing that something new was in store whether it be our talks about crazy golf stories or taking the quiz all of these times uh made me feel that i had the best vintage experience that i possibly could have so first and foremost i want to thank you for helping me find a love and math one which i will take forward into college and secondly thank you so much for making my senior year unforgettable all in all i want to thank everyone present
and not present for shaping me into who i am today like i said earlier this would not have been possible without the amazing vintage staff and student body i'm forever grateful to all of those that i've met at vintage high school and i know that i will bring these relationships and lessons with me into my future so thank you thank you very much michael and once again congratulations to all of our deserving students you're certainly welcome to stay but this would be the time to depart thank you public comment on non-agenda items members of the audience may address the board on any school-related matter that is not on the agenda the board will not take action on any issue raised during this section of the agenda inasmuch as board action is limited to posted agenda
items speakers are requested to limit their comments to a maximum of three minutes trustee water did we have any public comment on non-agenda items received via email at publiccomment mbusd.org we did not have any public comments on non-agenda items received via email by 8 am this morning i appreciate that thank you trustee water we will move to speaker cards here in the boardroom which is delightful we will start with erica teagarden hi good evening trustees and superintendent missetti my name is erica teegarden and i'm a mother of a sophomore at vintage high school i was recently made aware that there has only been one boys restroom open on campus for students for those of you that don't have teenage boys i can tell you that they don't share much information apparently this has been the
case for most of the year this situation only came to my attention after my son had his sister pick him up more than one time because he was quote unquote sick when i asked about this he told me that his stomach hurt so bad from not being able to use the restroom that he came home for the day the single boys restroom open has become the vaping area which makes it even more difficult to get in and use the restroom my son like many students is on campus from seven a.m to six pm between early flight and sports that's a really long time to go without using a restroom i reached out to dr masetti by email to explain the situation and the problems that it causes for students on campus and asked what might
be done to solve this issue the email was met with a response that was a receipt that she received the email and would be passing it on to principal o'connor mrs o'connor did respond to my email in which she notified me that they would be opening a second bathroom on campus the next day when i responded explaining that this situation is causing the school to be out of compliance with the building code in which i included a link to the california department of education website with the restroom requirements i have yet to hear back i sympathize with the school having to deal with a few students vandalizing the restrooms but something needs to be done to expect students to go all the way across campus to attempt to use the bathroom in the short amount
of time they have between classes is absurd i have heard from another parent that her son had to ask and practically beg a teacher because they are not allowed to let students use the staff restroom because he was about to excuse my language craft his pants according to the vintage high school profile for 21 22 school year the school has approx approximately 1850 students on campus there are clear requirements in the california plumbing code that require a certain number of urinals and toilets per number of students and it doesn't appear that the school is meeting these requirements i'm here today to ask that this situation be addressed before the next school year and i would really appreciate somebody getting back to me this is really a health and safety issue and i find it disturbing
that as a parent i'm having to come here to raise this issue um i'm not sure about you but if i had to go the whole day without using the restroom um i would have a really hard time concentrating on my work thank you for your time and listening to my concerns thank you thank you miss teegarden ms t garden thank you so much for um letting us know that there hasn't been full follow-through in terms of a response i'm going to have assistant superintendent pat andrew jennings i have your email because we did have the exchange and i just found it but if you can just get her information maybe a contact phone number and follow up please with principal o'connor thank you thank you i would like to welcome mr wilson to the
podium please thank you the superintendent with seti board of trustees i'm here to thank you again uh for your leadership and perhaps the happy accident that came about as a result in may of 2019 you adopted a climate emergency resolution and you called it the call to climate change action and in it you uh granted the student group who petitioned for that they're non-negotiable which was the 2030 deadline to achieve net zero climate pollution that was bold but it was the level of serious commitment that the climate crisis requires and the science has become even more clear since that time napa climate now petitioned all the elected governments then and we failed to get our two non-negotiables which was to declare a climate emergency and uh respond to that for the commit to the net
zero climate pollution buyer before 2030. you granted both of those requests to your student groups i'm here today especially to thank student trustee emily bit thank you emily and your co-president of napa schools for climate action alisa koresh uh you two have reinvigorated the entire county with respect to elected leaders taking on the responsibility that this board that this board has you've gone to calistoga american canyon yachtville st alina the city of napa and most recently you won a climate emergency resolution by the county of napa that was done two days ago all of these customers of yours have granted you your 2030 deadline some are serious and they're already taking action i want to leave you with uh a couple of words written by alisa and emily to elected officials and these are in
the public record this was just um a couple of weeks ago we understand such commitments are not easy to make and we want to emphasize that it's already the middle of 2022 we all must shift toward the direction of net zero emissions as soon as possible if we are to achieve the 2030 goal together unfortunately there's no other choice if we wish to have a future this is two elected officials this is the fear that we feel and are expressing to our elected leaders on the other end of that spectrum we had a letter written several days ago just prior to the county of mapa passing a climate emergency resolution it reads in part for the last two years we've had the opportunity to meet and work with so many great people participate in important
and frankly life-changing activism and serve our community and peers in such a unique and special way thank you for welcoming us with open arms thank you thank you okay that uh mr michaels do we have any additional public comment on non-agenda items uh yes appears we do uh first speaker is justin hamilton uh call ahead please good emmy board member and justified uh superintendent i just want that comment welcome home in person or online i just as i've been like two years i was helping up donald way do um three year i was here in the parking lot with the parents and uh i talked to mary marianne pence a little thompson way i taught her it's been like two years i just doing good things at this dance away he was a prayer at
the school um it's like um so i talked to her and see their way they uh the way we i can get award worked on some ways so thank you so much welcome home thank you very much mr michaels do we have additional speakers uh yes we do uh next speaker is lori stelling go ahead please sorry i forgot to unmute there can you hear me we can great thank you good evening my name is lori stilling and i'm the parent of a rising ninth grader and i'm calling in tonight because i've had the great pleasure of doing my best to support the student efforts schools for climate action in recent years and i just want to be sure to take a moment tonight to let you know how proud you should be of soon
to be graduating napa schools for climate action leaders emily bit and alisa koresh and how grateful i am for all they've done to forward real climate policy change in our valley new gas stations wouldn't have been banned and valley-wide climate emergency resolutions across jurisdictions would not have been passed were it not for the steadfast courage and commitment of these two young women to name the truth to power and ask for action on behalf of their generation having the chance at a livable future and the impact of the climate work of these two young women is really a testament i feel to the truth that small committed groups of individuals truly can make a difference community to community in the healing of our world so in honor of emily and lisa's legacy and the legacy of
prior schools for climate action leaders i urge you to take another look at to review your 2019 call to climate change action and prioritize your climate actions and move steadily toward nvusd's climate goals and i know that next year schools for climate action students will pick up right where emily and elise left off and will need our support and even more importantly our action thank you so much have a wonderful summer thank you very much mr michaels do we have additional public comment uh we do not there is no further public comment thank you very much well student board member bit this is your last report would you like to lead us off all right thank you president jankowitz um okay so uh first things first earlier when the minutes from the previous meetings were
approved i just wanted to say for the record that i've stained from both because i wasn't present but i do want to start by saying happy pride month it is june so sending love and well wishes and celebration to all of our lgbtq plus identifying individuals in our community um and seeing as this is my last board meeting i you might be seeing me at the next one but um seeing yes it's my last one as a student in the nbc um i just wanted to say a few words um so i'm also naturally an emotional person so my voice might waver a little bit um but applying to serve on this board alongside all of you has been one of the most um rewarding experiences and it's been one of the best decisions i
feel like that i've made in my high school career and i've learned so much from this position especially from each of um the amazing trustees so through my time in this boardroom i've learned that by nature trustee dewey who's not currently here um is a very soft-spoken person however he's so passionate about the issues that he speaks on and that truly shines through his actions and all that he does and says and so he's taught me that leadership is not about how loud you can shout but more so how well you can listen and apply and i think that i will really take that with me for the rest of my life um trustee chu is knowledgeable and she's sociable and i always see her personally connecting with so many members of our community and
she always does her best to accurate accurately represents our community um and she uses her position to take action and adopt and um advocate in the ways that she can and really her drive and her dedication inspires me to adopt this same fierce mentality i've always been kind of a sometimes i can be a soft-spoken person and um i've learned from trustee chu that i just have to go for things and i've never really been able to vocalize it until now but i truly admire her so much um gonzalez mares was one of the first people that i was able to connect with on the board and her strength and her resilience is just so inspiring and she's such a kind and amazing person and every time i hear her speak i'm always in awe
and so it'll be it'll be sad for me to say goodbye but um i am very thankful to have met her this year um trustee riser she's super considerate and kind i've noticed that in all of her comments and her board's liberations and her interactions with others she makes such an effort to be inclusive to all groups of people um and she uses her position to uplift her community um her kind and gracious spirit is one that i don't think i'll ever forget and i'll always strive to become like her trusty water is somebody that i've actually known prior to becoming student trustee i actually first met her through my extracurricular activities which were mentioned earlier today i met through her through a school for climate action meeting back in my sophomore year um she
is unapologetically honest always and i think that is one of the best things about her and something that i've always had struggled with is wanting to please other people and trusty water has taught me that you don't need to please other people you're not going to get anywhere in life if you have that mentality and so i am very appreciative of her i look up to her so much she's one of the kindest and thought most thoughtful people that i've met this year um trustee gracia he in contrast to trustee dewey is one of the loudest people that i've met anytime um we're asked to like take action on anything or vote you just hear his voice saying i or no and it rings across the board room but um i admire him so much
he he is unapologetically himself as well he's kind and um i've noticed how thoughtful he is and his comments he always has long comments and he always has things to say about every agenda item even if it's a long night and i really appreciate that also his big leader of mountain dew every meeting is always very funny to me president jankowitz is one of the most articulate people that i've ever met she speaks with so much she's just very very eloquent in every single one of her comments that's the very first thing that i've noticed about her and it's something that i really strive for because i stumble over my words but when i whenever i'm ready to get it or this year at least whenever i've been getting ready to present in class or
anything really i think about president jankowitz and i she will always be in the back of my mind forever and finally um superintendent musetti um so prior to being on the school board i've always known of president or sorry superintendent mustetti but um i never really gotten to speak with her before but she is truly one of the most strong um and resilient people i know and um i'm deeply thankful for this position because sorry um because it's given me the opportunity to have seen her in action in such a special way and she leads with passion and conviction and heart and it's something that i hope to take with me on my journey throughout life um i don't think i've ever met anyone like um superintendent maceti and she's one of the best people
and i don't know this meeting is very emotional for me but saying goodbye to you all is going to be one of the hardest goodbyes but i'm thankful for the memories and i'm thankful for my time here in this boardroom and yeah that concludes my report for today well that's that's hard to follow so before we move on to the rest of the board report i would like to take a moment to thank student board member emily bit for her service we as the board want to thank you further for your contributions you have made on behalf of the board american canyon high school the entire district and misfit the world you have a powerful voice you are courageous and you will continue to ignite change and understanding wherever you go congratulations on graduating congratulations
on your acceptance to berkeley but most importantly congratulations on your willingness to advocate for what you believe in as you represent our future we love you dearly we um [Applause] so um emily i think president jenklitz has something um uh that she'd like to provide you on behalf of the board um and on behalf of the napa valley unified school district um the board and all of the staff i think you know president jinklets um said everything it is really hard to follow you but i just want to let you know that the respect and admiration that you communicated for the board and for me as superintendent we have it for you like times i don't know a million um because you are truly um bring us so much hope around the future you are
an example um as a young person of incredible leadership incredi incredible competency and just kindness so much kindness and so much care for important issues that we know are going to shape the future for your peers and generations to come so it's been an honor to have you serve on this board you claim to have learned from us but really we've learned more from you so thank you foreign and the last word on that you got to help me out trustee water go bears okay and davis be quiet so there's really no segway to trust you so trusty shoe well that's a hard um report to follow but i i do have to add um it has been a tremendous pleasure to have a second american canyon resident on this dice to represent our community
and i know she says that i'm always in the community it's because she's always in the community so she knows i'm out there because she's also out there so and to bring the student voice is just awesome we love hearing her and bringing everything that you know she's passionate about here so thank you so much and definitely go bears because we got three here i forgot trust teach you i'm so sorry it's all good it's all good um so uh my report includes a couple of site visits a really brief one to harvest middle school just as a check-in and thank you to principal martha franco for hosting and actually trustee riser and i also went to the napa clubhouse of the boys and girls club and had a tour and thank you to uh
jaime gallegos and greg bouyersi for hosting us at that site visit also at the american canyon one that we went to and i reported out last time um i think the change the the um visions that we're seeing gonna see and play out next year at boys and girls club and probably during summer is going to be fantastic so i'm really looking forward to the after school enrichment opportunities for our students some of the other events and activities that i participated in those last couple weeks was um on the first of june i attended as a parent the acms c-stem competition that was put on by miss tammy lee the robotics teacher there and i will have to say it is a tremendous um gratitude i have for her because the promoting eighth grade class
actually never had any experience with the c-stem program at davis it was canceled the year that they were sixth graders and they were first eligible it was non-existent last year and they decided not to have it this year's and so for the students to have this opportunity at our school it was just tremendous so thank you so much acms and especially to miss tammy lee for providing this opportunity um and i especially loved being a parent and and being seeing that and i think trustee riser will also speak to it because she was actually invited to be a judge um i also attended the american canyon city council meeting on the 7th and today i had a great experience with the pueblo vista pollinator showcase really wonderful presentations from all the students thank you to
principal helen rocha for inviting me i have to say that that is a it's one thing to think about what our vertical integration is and the continuance of education but when a student tells you i learned this in kindergarten and then i learned this in first grade third grade and now i'm putting it together and presenting this to you in my fourth or fifth grade year was just fantastic i really saw that the the the process they really communicated that process and the learning that they received was just amazing to me so thank you to all the students at pueblo vista who presented to us today and that concludes my report thank you trustee yes um a little bit of a mess a moment ago so thank you student of the month presentations and then
emily so um just thank you for the kind words but honestly um you're you're the gift you're you're the reason um that represents uh our student body as to why uh why we're here and um you have um left a legacy and i think that's something um that today while with public comment and and those who came to support you um is what we're saying and so we look forward to your continuance of of furthering that legacy wherever you go because um it's because of you that i feel hopeful um and that um that there's there is a future out there for all of us because of of people like you emily so thank you for your gifts um i uh my notes went away wake up computer here we go um [Music] i am
actually this week was probably my most busy week we had a um a series of student board member interviews uh with christy jankowicz so we're looking forward to uh the next step there each uh year it's uh you know we try to bring that perspective to the room so we're looking forward to that uh also attended uh the meeting between the napa valley unified school district and the uh napa um next democratic club various latino leaders there um and um talked about various um of our updates of what we've been up to at the district level and um made some great connections uh with some of our local leaders to continue to work on that partnership and then tuesday um i attended the proclamation of the city of napa for um um lgbtq and pride
month and um so we're all we're in our colors today so we've been we've been i feel like we've been celebrating every day this year like we've been talking about uh diversity equity and inclusion and that's it's just for the first time it feels like it's not a pride month it's been a pride month every day and that's something that i that i feel very proud of but um nonetheless i was at the city council meeting and um two people spoke and one was an american canyon student who works for lgbtq connection and he's or they are the representative for the american canyon community and spoke about their early experience at the school at the high school and how um felt that the space for themselves to be themselves wasn't quite there and how recently
in the last few years that has changed and um i like to think that that's that's the part of pride month that i love to celebrate is exactly moments like that where you have an nvusd student who is expressing um their joy of their school experience and seeing those positive changes and then there was a second student um from willow and um in eight years old and um was speaking on non-agenda items and she was um expressing in her letter um to counsel that um she was learning about leaders and heroes and she learned about lolores huerta and cesar chavez and she had a particular ask to the city council to um address that the statues of dolores huerta cesar chavez uh be located in a more visible place and it was just so clear
and and just beautiful and again just feeling a moment of envy usd pride at another uh at another meeting uh government meeting too at that um so just thought i shared that that it was just really really cool to see our students in action um and uh we had um our finance uh board advisory meeting yesterday um oh and along with uh our trust of some fellow trustees we had a movie night on a school night at snow and elementary school and um you can watch the videos online i think it's on our site and then on youtube they are absolutely fantastic to see um the the youth uh film project in collaboration with our school district work with our fifth grade students at snow and see them really get their work in action and
it was just by far one of the coolest thing i had seen in a while so really really um very exciting week and feeling really envious due pride that concludes my report thank you very much trusted advisor thank you um i guess i'll start first by just thanking emily for her service this year you have exemplified um bringing student the importance of bringing student voice to our board i'm proud of our district for having a student board member and we were incredibly lucky to have you this past year you are poised and powerful at the same time and i just can't wait to see what the future holds for you please come back and visit us and keep us updated and just i i know that the future holds just the right right things for
you and thank you again for your service in terms of board business uh uh with trustee chu i had a brief site visit um as she mentioned to harvest middle school just kind of a quick check-in with principal franco uh before the end of this school year which we know holds you know a difficult transition for that community um and but i i know that her leadership has really um served to support the the community in at that time i also attended as trustee chu mentioned the acms stem day and i want to thank ms miss tammy lee the robotics teacher there uh she is so incredibly committed to her students and to this pathway of computing and robotics and it was incredible to see the students and what they're able to do and what
they've learned i wasn't a judge for that day um i was more just watching as they as the teams competed to complete challenges and then they were actually former students from achs came back and were the judges so that was really neat to see the sort of ongoing involvement and enjoyment of that program um and just again miss lee is we have so many amazing and dedicated teachers and i'm so grateful for to them and um so grateful to ms lee for providing that experience for the kids um because they would have missed out on a competition like that and so since davis wasn't doing it just like teachers do all over the district she stepped up and made it happen for her kids um i did attend the policy committee meeting in which we
had a good conversation about our suicide prevention policy here in the district and how that's implemented um i attended as a parent the final napa high choir concert of the year last friday which was pretty emotional for me because one of my daughters is a senior so it was her last concert i another one of our dedicated teachers is duncan cooper the director of napa high's choir program and i just wanted to speak to that sort of intersection of um vapa you know electives like choir um and and pride month and the way in which mr cooper has created such a safe and welcoming environment and such a family for the students at napa high um and an example of that is just the way in which there's not no one bats an eye if
you know a a non-binary student in the treble choir is wearing a suit that is welcomed and allow and and invited and in fact one of the seniors um in the senior recognitions alluded to that and said that the choir was the first time that they had had the opportunity to wear a suit and damn they looked good so it just it that that that was their words um so it just drove home for me one more time that the importance of those electives and those programs because those are the experiences and the and the safe spaces where our students find their people and find their safety and find their their comfort and find their confidence i know that for my daughter who did choir for four years she certainly had that experience of feeling
at home and supported there so thank you to all the vapa teachers but in particular to duncan cooper of napa high um i did also go on that boys and girls club tour of the napa facilities we were able to visit the napa clubhouse and then we looked at one of the other sites that houses after school boys and girls club there at mcpherson and uh trustychu and i were both just so impressed with the program uh with with the two directors that toured us around and they're incredibly knowledgeable and responsive and committed um and we met in particular i'm blanking on his name but at the clubhouse we met the director of the teen program and he spoke so passionately about having been a product of napa boys and girls club and he said
you know when i first started coming here i didn't really think i would ever go to college and it was because of connections that he made there were you know certain really close adult relationships that he had at the boys and girls club and he went on to uh i'm guessing by his ball cap cal state long beach but that's what he was wearing but he did go on to college and now he's back working for the boys and girls club and really uplifting um and supporting the the students of our school district and of our community so i'm excited about the expansion of that partnership and really um grateful for the services and support that they provide um and as an example of that he described taking 15 kids on a college tour in
southern california last month and you know they went to ucla and a usc and an art school and then he didn't mention which trade school but talked about you know first thing they got to la and he knew some of the kids maybe hadn't ever been to the beach and so they went straight to the beach even though it had been a long day and i just uh it was a beautiful thing to see that kind of commitment again i also went to the cinema project movie night at snow school really proud of the uh culminating project of that first of our three-year contract with you cinema project and then i also attended the pollinator showcase at pueblo vista yesterday i learned a great deal about bees from the kindergarteners and a great deal about
ladybugs from the third graders in two languages and it was amazing to see that that dual language immersion curriculum and approach in action and to see the confidence and the skill that our students used in communicating about that you know related to a student board member bits work and climate action certainly understanding about the importance of pollinators and i we were very sternly told by the kindergarteners that pesticides were bad and don't use them and you know thank you for that spread the word and uh that concludes my report thank you very much trustee water thank you uh president jankowitz well misfit trustee bit um it's been um a tumultuous year and i want to thank you for the wonderful example you said we had we did have some meetings that um feelings ran high
and uh she's a model of the saying a gentle answer turneth away wrath something i need to keep in mind and i want to i just want to thank you for all your work what an example you set and i know you're going to do a wonderful job at berkeley and um if you send me your dorm number i might send you a box of chocolate chip cookies okay i do that a lot and um on thank you thank you for everything you did and um on monday monday had a lot of fun um i had sort of an impromptu interaction with uh with a teacher and her class you know it's kind of fun that way because when you go to the schools sometimes i get the impression that i'm making everybody nervous you
know and when you crash a teacher's field trip at book mine and that would be lynette kerner of of um alta heights elementary school she has walked her class down and you know they'd saved up some money and they were buying um you know the the store has a complete price range from like enough practically nothing to whatever and they were all picking out books for summer reading and it would just warm the cockles of this old english teacher's heart so that was a great way to start the week and um and then the next day i ran over to napa high school and i had a short meeting with dr ainsworth the principal and that was very fun productive i enjoyed it and then i too went to snow school for the film festival
and i love it i loved it because first of all what i saw was this sort of organic inclusion of social emotional learning um it wasn't synthetic it wasn't just pasted on what the students did was they came up with uh movies um that actually expressed morals also and also the ki i noticed i was reading the credits and there was a lot of cross-pollination there you know kids worked on students worked on different movies and did different things you had producers you had writers you had you know camera people um some we have some talented actors and um i kind of love the baby bird movie the baby bird because it was all they were all positive messages positive without being sappy they had humor in them and i understand one of her films
uh tied for first place at the festival so that was great that was lots of fun and it was just great sitting in a room with people and eating popcorn i i hadn't been to a real movie in a long time and um today we i went to uh pueblo vista and did see the student showcase yes you would be gratified to know that climate is top of mind um i was happy to meet uh students uh whose enthusiasm for bats equals mine i love bats i just adore bats and um it was and uh and principal roca took us over to the garden and uh where they have a fabulous garden with um with a xeriscaping native plants things that save water so the students are really learning a lot and the garden is
also we know gardens are good for people and calm you down and it's a great little place for an elementary student to decompress um if he's having a or she is having a hard day and then finally i topped it off by um swinging by napa high school again and going to their student showcase today which was put on by layla which is run by a former student of mine eduardo rivera a wonderful wonderful person and they had three topics they dealt with and one was they they started a student garden there and they're growing sunflowers and arugula and peas and everything and um and they're going to expand it next year they just got started and then um we also had a presentation on mental health and they put on a they put on
a mental health fair where they invited all sorts of non-profits and you know dispensers of help to people um and had it in the little gym and it was you know quite a success i was and you know the students were standing up and giving speeches and and then um finally and this is where i'm going to hit you guys up uh there was a presentation from some students as you know we do have students in our school who are on in our school system who are unhoused and this is a this is a charity they called it a hygiene drive to get um oh you know soaps deodorant toothbrushes things for people you know to keep clean who you know are don't have a roof over their heads and it was uh very generous
of them and i was just i was impressed to see these all the students were um displaying uh care for the greater community and i was very very impressed by that end of my report thank you trustee water trustee gracia so i'll be brief i think there's been so much said about trustee bet already um i just wanted to add a brief uh moment that i did really respect how much you were willing to weigh in on some of the weighty issues that we faced you know many you're the fourth student board member that i've known and many of the others would sit quiet when controversial issues came up and you just waited right in and were willing to share the student perspective and i really loved that i thought it was great so thank
you as far as things that i've been up to on the 31st i had a meeting with the communication consultant to evaluate their fit with the district on the second attended the superintendent evaluation the seventh the snow film festival as we've heard already the movies were great on the seventh i also had an opportunity to discuss with a representative from miss aguilar curry's office the budget and transportation issues i along with three trustees from other boards were able to express our concerns about the ada issue and how we are being punished for following state and local health directives if they do not hold us harmless on ada we also shared how this negative impact would drag down school income for three years and not just one year when they moved to the three-year ada average
we discussed the serious problems with the legislature's proposal to just mandate with no additional funding that we transport every child to school it doesn't make any sense and would be imposed an impossible financial burden on school districts we advocated for ab2933 which includes full funding for transportation and would allow districts who don't presently offer transportation to begin to offer it transportation needs to be fully funded and we cannot afford to provide transportation to every student out of our general fund on the 8th i attended the finance committee meeting emily you know how i feel um i too attended the communication consultant meeting the first tranche of the every student succeed ceremony a csva led superintendent evaluation process trustee gonzalez morris and i conducted the student board member interviews for next year the film festival accolades
have already been made finance committee meeting and i also had a delightful morning at pebble vista alongside my fellow trustees um dr masetti well we'll go through okay yeah so um everyone let's make these as brief as possible we have students that are are waiting um and i'd like to get to them so special education community advisory committee we have not met city of american canyon we have not met city of napa we have not met town of yachtville we have not met okay superintendent thank you president janquitz um hello good evening nbusd community and trustees i hope everyone is enjoying these last few days of what has been an exhausting but also very rewarding school year i also want to wish everyone a happy pride month and it's great to see all of the

enthusiasm about the graduations this upcoming week i want to just in advance say congratulations to the class of 2022. graduations are truly always one of the best highlights of the year i want to thank the maintenance and operations staff and our site administrative teams for all the hard work they're currently in the midst of to get us ready for these very large scale community events it was mentioned i won't go into too much detail but we are super excited as you can tell about our partnership with the latino youth cinema project that is at snow during the school year serving fifth graders at snow and we'll be serving middle schoolers through our summer programming so we're excited to see what the middle schoolers produce this summer and yes i do want to go on record
sharing exciting news that the um the films developed by the students at snow were submitted to the los angeles latino international film festival festival um that was held june 1st to june 5th our fifth graders who worked on the short film the walking ghost tied for best elementary school in the youth cinema project class of 2022 and i just want to let you know i just want to shout out to the kids lucero was the producer aiden was the director jade was the writer adelie was writer editor producer designer natalie was actor rocio was actor yadali was actor was actor angel um director helped with direction dulce was gaffer evelyn was the sound mixer sarah was the boom operator chayo was the production designer and godman was also production designer these children will be provided
cash prizes each individually for um getting the time for first place so we're just super excited that's year one that's just year one of our partnership and it's great to have that outcome i also want to thank the napa valley arts council last night i was able to attend their students award ceremony at the theater at napa valley college where i was provided the opportunity to say a few words nvusc students from elementary middle and high school were recognized for extraordinary achievements in both the visual and performing arts we had musicians painters vocalists illustrators and actors honored for their brilliance progress and achievement in their respective art forms the napa valley arts council last night gave away ten thousand dollars in scholarships during the event so it was great to observe the pride of both
the parents and the student artists themselves during this very special event and i look forward to attending again next year there's so much generosity here in nvusd had to the experience of seeing that um that distribution of ten thousand dollars last night directly to our students but tonight i'd also like to thank the napa valley community foundation for their recent donations we received a ten thousand dollar donation from the greenlee foundation fund a two thousand dollar donation from the freed family fund and a fifteen hundred dollar donation from the turley family fund all in their ongoing support of our district's avid program so i want to thank them for the generosity now i'll turn to my assistant superintendents for their reports we'll start with assistant superintendent dana page who oversees the human resources division good
evening president jankowitz board of trustees dr massetti and student board representative bit and the napa valley unified community before we wrap up this school year i would like to share some statistics which represent the success of the covid pool testing program that was implemented this school year by hr's gina de luca along with help from jennifer jensen and sally weiss across our 16 elementary schools 2297 students participated weekly that equals about one-third of our total student elementary students and of the 5790 pool tests that were performed over the course of the year 324 were positive which subsequently led to 216 individuals who did not otherwise know that they were positive with cobit 19. so i want to commend the team for the incredible organization hard work and dedication that they had to put into to
run this program and the end result was that it really helped us to keep the spread of the virus down so students could stay in classes and our schools could stay open this year so again i just want to thank gina de luca and and her team of helpers jennifer jensen and sally weiss so since we last met we had two staff members in the spotlight the first was cecile hodge who is also known as the subfinder cecile has been supporting our classrooms by managing the placement of substitute teachers in the nvusd ever since her official retirement this coming year she will be taking a different role doing some volunteer outreach with new substitutes making sure they feel welcome and have everything they need to be successful um while we then have a new subfinder
supporting the daily work of ensuring substitute coverage we're so thankful for all of cecile's hard work and support over the years we also featured lupe murillo from food service she has worked in nvusd for almost 18 years both preparing and serving nutritious meals to our students she told us that the faces of the students at breakfast and lunch are what excites her most about coming to work lupe truly loves cooking and even enjoys doing it in her free time and in fact if she had money to build her own business she said she would open a food stamp so we're so fortunate to have employees like lupe bringing their passion to benefit our students every day finally i just want to thank all of nbusd employees for their hard work and dedication during a very
challenging year we are almost at the finish line with a few more big events ahead and four more days of school so everybody hang in there and let's finish strong this concludes my report thank you miss page next we'll have assistant superintendent mr mike pearson who oversees the operational services division good evening president jankowitz mbhd board of education trustees dr missetti members of the nbc community and uh most importantly student board representative emily bit i do want to take a minute emily i know uh we didn't get a chance to interact uh much but i have seen a number of student board representatives over my lifetime and or my time in mvsd you definitely are on the top five that i've seen out there um just your grace your humility your action uh your insight
all those sorts of things that go into it is just really impressive for someone your age and i want to commend you for uh kind of as it was stated as stated earlier just sort of there was some tumultuous times throughout this time this particular year and you hung right in there and you never seem to get flustered or nervous or anything like that so congratulations on that and doing a great job this entire year um in food service i'd like to again recognize the entire food service department for their commitment and dedication uh since march of 2020 since the onset onset of the pandemic our food service employees have never wavered no matter the circumstances the responsibility to provide food to provide food to students and families has always been at the forefront now
that we are completing our full first full year of instruction under the universal meals policy food service again has risen to the challenge never before is the food service department had to provide a breakfast lunch and our snack for all students but again our employees were determined to figure it out which they did as anticipated the volume of students electing to eat a school meal increased dramatically but the quality and nutrition of the meals never dropped as a result of offering delicious entrees every day the food service program almost tripled the reimbursement money generated from breakfast lunch and snacks in 20 for example in 1920 the total revenue generated before expenses was roughly 2.8 million while in 2122 revenue through may was uh as was 6.4 million again i'm so appreciative to all the employees
in our food service department uh beginning monday june 13th the 2020 uh graduation ceremonies will commence starting with napa valley adult education graduates followed by napa valley independent studies valley oak high school american canyon high school new tech high school napa high school and concluding on thursday june 16th with vintage high school who will be celebrating their 50th anniversary all told almost 1500 students will be celebrating arguably the most important milestone to date maintenance and operations teams is honored to be part of each ceremony and we are ready to ensure each graduation is special and memorable for the graduates during the last bird meeting i reported that the maintenance and grounds department will be employing high school student interns this summer for the first time ever however i need to add that the transportation department
will also be employing one high school intern too the student intern will be working with the transportation logistics team part-time and with mechanics team part-time to receive a well-rounded experience and finally i'd like to highlight a few activities for the 22-23 year school year breakfast in the classroom at all elementary schools will become a staple to ensure all students begin their school day with a healthy nutritious meal additionally the food service and custodial teams will be collaborating to set up a food recovery share program in response to senate bill 1383 at school sites who want to participate in the pilot program we are piloting this program in a tissue patient for a food recovery program that becomes effective in the 24-25 school year and lastly the maintenance and operation directors will be engaging in staff

have the superintendent direct business services to stringently review and revisit this contract i am unclear why we are in an mou with ncoe to jointly fund a contract with capital advisors considering we have our own separate contract i will move this forward one last time but this needs to be reconsidered for next year i agree thank you trustee gracie i'll work with mr mangwala to revisit the contract for for future thank you trustee gracia move to approve i'll second first by trustee gracias second by uh trustee gonzalez morris and we'll call call vote police versus student board member bent aye trustee jenkins hi justin gracia hi trustee water aye trustee reisser aye trustee gonzalez mares aye trustee shu hi thank you thank you vera so per the amended agenda we will start with the annual

me in congratulating julie haig and soren schramm let's hear from them now our project was about obviously inclusion the idea behind the project was to make it look like there was a group of kids that were looking like they were having fun and it was supposed to look like it didn't to them it didn't matter if one of them wasn't the same as the rest the way we created this piece was we took some mat board and we create we drew silhouettes of multiple children and cut them out and put them on stands inclusion is important because nobody wants to feel left out inclusion is so important in schools is because just like you said um no one wants to feel left out and if they do have a learning disability or their vision impaired
or they're in a wheelchair that doesn't mean they should be left out because that's extremely unfair i would like to thank the napa county office of education for the award that i have been given wow that was amazing artwork and a great story next we get to introduce our inclusion award winners these are staff and students who have gone above and beyond bringing to life what really meaningful inclusion looks like on our campuses first we want to recognize our staff winner for this year he is from saint elena and his name is dave pulse dave recently earned his m.a an adaptive pe credential through humboldt state dave's value and facilitation of inclusion runs throughout his physical education program dave maintains high expectations of students regardless of their perceived or real physical abilities and nurtures those
expectations through genuine communication student teacher rapport and through an innate sense of empathy thank you dave for all of the work you've done for students on behalf of everyone at napa county selpa and the napa county cac and all of our students next we get to introduce you to the redwood middle school leadership class who are our award winners for inclusion awards amongst students this year they went above and beyond creating an entire week celebrating autism awareness throughout the entire school let's look at what they did we try to build the community here at redwood and include all students so include all the sped students as well and we want the sped students to make sure that they know that they're a part of our redwood community also autism awareness week is where we make
posters and recognize people who have autism each day have a specific theme or color uh associated with it uh to represent a specific part of the spectrum the goal of doing that was to just show that we're here for them like no matter what and they're here to support them and just show that we're all like we're all human beings together and we should all just like be able to include people and know that you know all of us make an important and a very big impact in a community and we all have things to bring to the table when i saw other people enjoying the spirit week and acknowledging it it just made me feel really happy to know that some people really knew about this in order to have our community be a
whole we have to be inclusive i'd like to thank the ncoe for giving us this award because i've had a lot of fun helping to get this [Applause] congratulations to all of our inclusion award winners we want to thank you for all the efforts you've put in to make our napa county schools more inclusive whether that is a template that could be brought to other schools for how to do a disability awareness week as part of your school or how a teacher could bring to life a more inclusive environment on campus we think these are excellent templates that could be used throughout napa county schools we challenge every school in every district within napa county to think about how they can provide meaningful inclusion and be inclusive hi i'm luke storrance the occlusion awards are
brought to you by nava county silba naba county cac and viewers like you thank you so thank you and are you finished thank you and congratulations to our educators and students that have made a meaningful contribution toward inclusion of our special education students we are proud of our community that honors student voice that understands the importance of inclusion and promotes awareness the educators and students celebrated foster respect and open-minded open-mindedness for all of our differences as well as our commonalities in order to unite and educate inclusive systems provide a better quality education for all and are instrumental in changing perspectives and lives we know that schools provide the context for a child's first relationship with the world outside of their families so thank you for enabling inclusion in development of social relationships interactions and learning
thank you so much from the board mr michaels do i have any public comment uh no we do not we have no public comment okay thank you very much we will no now go back to j1a public hearing for 2223 budget presentation the public hearing is now open and we welcome assistant superintendent manguala to present the budget thank you so much uh jordan can you please uh pull up the slideshow uh next slide please fiscal conditions and budget outlook uh there's been unprecedented revenue growth over the last two years california's big three taxes personal income corporation corporations and sales taxes have has grown by over 30 percent in 2021 and will likely grow another 20 um in 2122 however the boom is likely unlikely to continue and fears of a national recession are in the
near very near future um the department of finance and the legislative analyst office does project modest growth however we can see in the stock market you can see in the latest reports that there's actually a very strong indication of inflation in the economy so very substantial inflation with the potential of little to no growth next slide so the covet pandemic state and federal records spending and easing in the money supply again has caused an unprecedented precedented pending like swimming in the economy gross domestic product has actually swung greater than 60 over two quarters i don't know if this has ever happened in the history of our economy um the unemployment rate doubled but is now close to pre-pandemic levels and again inflation is a big issue next slide please so there are substantial risks the
federal reserve in response to inflation is in the process of of raising interest rates substantially they're on track right now to raise interest rates about a half a point per quarter and they even need to increase more than that um business earnings will drop as the federal reserve um raises interest rates because the cost of borrowing is going up also supply chain issues continue to contribute to some of the issues in our economy also which drives up the cost of goods and services next slide so this slide shows what i was speaking about earlier you can see gross domestic product has swung by over 60 points in 2020 so very substantial swing we can see the pandemic and then after the pandemic when when the economy was shut down lots of money was pumped into
the system you can see very substantial unusual growth throughout 2021 and we're likely on the edge of at least a recession due to tightening of the money supply next slide um unemployment has dropped you can see back from 2012 it's dropped the pandemic caused it to go back up you can see that it's dropped again we're not really sure which way it's going to go in the future one thing that you'll start to notice though is especially in the technology industry is layoffs are starting to occur because cheap money is no longer available so you will see some right sizing of businesses in response to this next slide so inflation again record inflation inflation over the last decade or so has sat around the two to maybe three percent but you can see it's gotten
up to over eight percent uh in 2022 when inflation started to go up um there are a lot to comment about well this is just temporary it's due to the war it you know nobody has a crystal ball but it's like from from my opinion where i i sit it's likely here to stay for a while next slide so there are some serious risks to the budget and long-term forecasts um again inflation supply chain bottlenecks volatility the stock market and the war however even with all of the all these challenges that we have in the background we do have a very good budget coming from the state again we don't really know exactly what's going to happen in the future but we do have record revenues from the state next slide so this site shows
prop 98 so again prop 98 is what guarantees uh california a certain amount of money that's put aside towards education what i attempted to do with this slide is draw a trend line which is basically you look at the peak going back in time and you draw a line forward and just kind of you draw a trend you can see like in 2007-8 you can see pretty substantial revenues and then suddenly a drop if you look at that trend line it really took almost until 2018-19 to actually get back to where we were based on the trend right and so when you look and you see what happened in 20 uh 2020-21 and then what's projected to happen in 2223 you can see we're way above the trend line in terms of revenue so we
know that eventually we will have to return back to the trend next slide and so what are some of the key items in the budget proposal so in terms of ongoing funds for lcf there's a cola of six point five six percent for the current year um we do anticipate some additional money going to the base the legislator and the governor are still debating what this looks like but we could even see more money in the base um the expanded learning opportunity program for students um that number has been reduced we've seen that as high as about two thousand dollars and then drop back down to fifteen hundred so we'll see what ultimately happens for that we're hoping that the number will be substantially higher than that we know it's very expensive to hire employees
especially when you're competing with fast food restaurants who are paying above 20 an hour right now there's some additional funds for special education the base rate cost of living adjustment for categorical programs some of the things that are kind of on the chopping block that we're not sure of right now um the discretionary block grant that they're talking about giving to us um to address some of the cost increases due to inflation persian sisters i've heard that there's potentially language to limit its use so it's it's really going to be more of a restricted categorical program um there's potentially still money for the school's facility program but the deferred my deferred maintenance money has been taken off the table by the legislator but again it could be added back by the time they adopt a
budget potentially some money for green school buses and career pathway development next slide please so in this slide i wanted to kind of explain um a new change that just kind of that's coming up with this year's budget and to kind of talk about the history of it so the term is called reserve cap and so i want to start by saying the reserve cap isn't really a reserve cap it's a misnomer and so i in the next series of slides i'll explain it so the california teachers association persuaded the legislator and governor jerry brown to include language as part of the state budget in 2016 they would cap district reserves at 10 when state reserves were greater than 3 percent the idea was that if the state had reserves of 3 then school districts
don't really need that much in reserves we know that's not true at the beginning of the pandemic they were projecting to cut budgets by ten percent so that three percent is never enough so what ended up happening is a lot of um educational leader organizations got together and they protested and forced to change to the bill uh next slide please so supporters of law felt the reserve should be used to increase salaries and programs meaning our labor partners school districts and leaders in education countered the laws fiscally irresponsible reserves are one time in nature and are needed for the operation of a school district that will lead this school district bankruptcy the proposed law doesn't consider local conditions such as declining enrollment and the need to have a large reserve to mitigate cash flow needs
and during significant economic declines like during the pandemic excitement so instead this is kind of common you know in in in california so instead of eliminating the fiscally responsible law both sides settled on language and nullified it so what essentially happened is that reserves are committed through board action are not subject to the 10 cap so what that does is that it actually reduces our reserves but the money is still there so now groups have the ability to say to the state that there is a reserve cap even though it only applies to a portion of our reserves so you will see an item tonight to commit reserves for the continued operation in a declining enrollment environment next slide so this slide shows you what the typical school district is at in terms of the
reserves you can see for a unified school district reserves have gone up by eighteen point from eighteen point eight percent to twenty two percent for a difference of three point five four percent um we as a school district are sitting at about eighteen percent um including the money that we put aside for commitment a lot of this has been driven by one-time money from the pandemic the fact that operating a school district during a pandemic is a lot less expensive than it was in person next time so this slide shows what we look like in terms of commit after we commit our reserves and so you can see after we commit it brings down our reserves to about 9.82 percent um we do meet all of our reserve requirements and and i'm very proud to
say that we do not have deficit spending in the current year so um not only have we been able to put aside money for a raise but we've been able to do that without having to um put at least model layoffs for both classified and answered certificated employees next slide so on this side you can see what the commitment looks like so without the commitment our reserves are at 18.41 um and we can you can see here that we're committing about approximately 20 million dollars next slide so in terms of enrollment we know enrollment drives um our funding you can see here on this slide that our projected enrollment is still projected to go down so our enrollment is projected to go from about sixteen thousand to fourteen thousand six hundred into twenty six twenty
seven um one benefit that we see in terms of at the state level is that all districts have very substantial decline enrollment right now i shouldn't say all most um as a result of that there was a change proposed and how funding is determined instead of using the higher of the current year or the prior year funding will likely be based on a three-year average which will give school districts time to respond to that drop in enrollment excite please so what are some of the assumptions in the budget so additional transitional kinder enrollment and funding for tk a funded cost of living adjustment of six point five six percent five point three eight and four point zero two um we use the three year average from the lcf calculator again the governor has some additional
proposals in there for funding we're not sure we're going to land on this point and we will update the budget once we know those numbers um final proposals again is likely have additional funds um some of the other things that we've done is we put aside two percent for step and calm and we did also put aside funds for the nboc compensation formula next slide um in terms of reductions one thing i want to point out here this is actually the first year i've been being able to present a budget where i didn't have to assume that we're going to make cuts to both certificated and classified staff in terms of the budget so in the prior years we're so tight with our reserves and in terms of the funding and being in declining enrollment
that we were forced to put in an assumption of certificate and classified cuts adoption of the budget we might have to look at this the first interim for the adult years but again right now we're in a really solid position the other assumption is there's an assumption that that my economist will not be approved by the state i'll need to reduce revenues at first interim if it is next slide please what are what are our recommendations for the next steps approve positive certification for budget adoption after committing the reserves next steps once the details of the 380 calculation are finalized revenues will need to be adjusted at first interim new ada calculation will give districts more time to respond i just will slow reductions in revenues but won't eliminate it both certificating classified cuts will
need to occur but we'll likely just kind of match natural attrition rate so again at this point we're not anticipating layoffs from general fund positions positions that are sitting in one time money when that one time money is over will likely need to be adjusted downward um we'll need to continue to ensure that the number of our facilities also matches the number of students we do have time because of reserves now but we won't need to continue to address the size of our facilities there are also a variety of new proposals that will need to be analyzed once details are known and this will be reflected at first in a row next slide and i think that's it mr michaels thank you very much uh mr michaels do we have any public comment let's start
there uh yes we do um uh giggle young uh go ahead please is young hi i'm i am um very glad that we have a positive budget um i think that there are some wonderful things that can be done um i'm very glad there's not layoffs this year i'm very glad that there is that 10 that has actually been put in as a 10 cap for our reserves i really believe that it's important that we spend our money on current students and current employees that we have i do understand the need to make sure that there is um that there is money in times for transfers for other you know if there is a complete collapse of our economy that we have three weeks of pay but i think that it's um i i think
it's really important that we're real uh clear about that and and knowing that the state does have uh reserves that they can use when and if anything like that happens i um i do appreciate the i i'm really hoping that that we're good with cola because it is such a difficult time that within the economy um are there's been such an increase in the cost of everything that happens in napa and i think that it's important that we honor our employees and and are able to provide the best things for the students in our community i'm great i'm very grateful it is a good budget and i'm grateful that we have a compensation formula that that makes sure that we have transparent fair options thanks thank you very much mr michaels do we have any
additional public comment uh yes we do uh chris ready go ahead mr michaels i do believe that i must have uh hit the comment button by accident i apologize okay thank you any other public comment mr michaels uh we have no further public comment thank you very much i would just like to point out that this cycle had some one-time good news as we were the recipients of one-time monies as a assistant superintendent mangwala reviewed in his presentation yet some things remain the same and sadly are not just one-time issues there are issues that will contribute continue to contribute to our need to tightly manage our operating budget i know i sound like a broken record but overall we are still underfunded the state does not fund any facilities improvements none we still have declining
enrollment and we still have stirs and pers contributions and additional hurdles that do have impact cost of goods labor shortage interest rate increase market volatility looming recession it is difficult to understand when you see large cash infusions from the state why we cannot use these funds at our discretion to alleviate some of the issues at will these funds are primarily restricted they need to be allocated as outlined in mr manguala's presentation to specific programs or needs one-time cash is enormously beneficial but we need to be mindful that all programs will not be sustainable without continued funding and that is highly unlikely as i conclude most of my comments after a budget presentation it is the board's responsibility to ensure that the expenses of the district are aligned with the goals and vision as set by
the board we must continue to be financially prudent so we can achieve the goals that will be addressed in the lcap shortly thank you very much i'm going to ask for a little forgiveness here and we are going to take a five-minute break thanks very much oh i'm sorry you're right pardon me this was a public hearing so public hearing is now closed and now we will take our five-minute break thank you very much for your patience we will now move to j 2b introduction of middle school core instructional material recommended for world language assistant superintendent andrew jennings um yes director ready we'll provide a brief introduction director ready okay we're going to we're going to wish you back okay okay you know what um the courses that are being presented tonight reflect the work
of our dual language immersion strengthening their dual language immersion pathway for our middle school programming um previously we had courses that were at the middle school grade or age but were international baccalaureate focused courses so these courses reflect um the classes that will be taught at our new unidos middle school wonderful thank you very much um mr michaels do we have any public comment on this item there's no public comment for this item thank you very much we now move to public hearing local control and accountability plan l cap and l cap federal addendum presentation public hearing is now open and we welcome assistant superintendent andrea jennings back thank you president dinko it's board trustees dr masetti student representative bit and the nvusd community mr michaels can you pull up the slide presentation please the
presentation tonight on the nvc's local control and accountability plan or lcap is what i'll be presenting on tonight next slide the overall purpose of this presentation is to highlight the changes made to our lcap in response to feedback we received from our educational partners our educational partners include parents students staff and community-based organizations we also took into consideration student attendance and academic performance data and the results from our parent survey next slide please let's review some lcap basics nvusd receives supplemental and concentration funds based on the percent of our students who are considered unduplicated unduplicated pupils are the students who are english learners or students who are eligible for who qualify for free or reduced lunch program or are identified as foster or homeless students our current unduplicated student count is approximately 57 of our
student population nvsd is projected to receive approximately 18 million dollars for the 2022-2023 school year the draft lacap included in the agenda provides details on how those funds will be expended next slide please i want to give you an idea of where we are in the lcap development timeline starting in january we completed a needs assessment and reviewed academic achievement and attendance data in february i presented a mid-year progress report to the board as well as the annual update from january through march my team and i met with multiple educational partners from dlac dac our bargaining units the napa valley education foundation this and the special education community advisory council to name a few later i will share some of the themes that emerged from those listening sessions in april and may the lcap was
drafted an overview was presented to dlac and tonight i'm presenting the draft plan for pub for for the public hearing and your review the finished draft will be the finished lcap will be submitted for board approval at the next meeting on june 23rd next slide our lcap has these four goals number one students will graduate college and career ready students will experience responsive and engaging pedagogy families will experience robust communication cleaning engagement and advocacy and students will thrive socially emotionally and academically next slide please several themes emerge from our educational partners listing sessions one theme that went across almost every single group was the need to increase mental health supports at every level from elementary to high school parents especially wanted more before during and after school academic support for their children our dlac parent
group stressed the importance of providing support for newcomer students we heard from parents of students with children with parents of children with special needs that the significance of supporting inclusion at all of our school sites staff members shared that our primary way of communicating through parents wear was beneficial for most parents but did not meet the needs of all of our families they felt that we needed to find other ways to communicate with families who may not be as tech savvy we also heard from our families with advanced learners they wanted advanced their their advanced learners to have more opportunities to grow and develop their skills and finally our students spoke about the need to have additional opportunities to connect with each other and interestingly enough making sure that we prepared them for life after
high school next slide please under um the goal of students will graduate college and career ready there are four major strategies language and literacy this tactic encompasses the full implementation of a comprehensive literacy initiative that ensures that all students tk12 read write and communicate proficiently that includes increasing the use of whole books to grow students love of reading one of the things that we would be adding this year is accelerated reader at the elementary and middle school level our current math data indicated a serious need to continue to support the consistent effective implementation of state standards and math to ensure that all students can fluently and accurately calculate mathematical problems apply mathematical reasoning and be able to explain their thinking in order to assess whether or not students are making progress at each grade level
we need to make con continue to develop a comprehensive asses assessment system currently we have star which is a um like a foundational tool to assess where students are but once you do the the baseline screener you have to then do diagnostic assessments to figure out why in what area students need additional support and the final tactic undergo one is our work based learning efforts work-based learning describes activities such as internships internships mentorships and career exploration expiration exploration fairs digital tools such as naviance naviance are used to support this work this year we have used the star as our as a local measure to gauge student progress since last year was hybrid this year serves as the true baseline for our progress the data also provides us with a clear picture of where students are
academically and what adjustments we need to make to address their needs coming out of the pandemic based on the feedback from our educational partners we one additional action we added added to this particular goal was focus on providing students with special needs support we will also continue to fund the assistant principals we have a formula which provides additional support at the schools at schools based on their unduplicated account we will continue to fund our teachers on special assignment who provide professional learning to our teachers we have added additional staffing based on the unduplicated student enrollment at certain sites and then we will continue to provide work based learning opportunities for students at the high school level next slide please lcap goal 2 focuses on ensuring that students experience responsive and engaging pedagogy the funding allocation
for this school is directed at providing professional learning for teachers on high impact instructional strategies our purpose of this school of this goal is to ensure that english language development happens throughout the day and not just during a designated eld time this requires training for all teachers in every subject area to ensure that this happens based on the feedback from our educational partners we have added additional action items focused on providing our newcomer students with school site support additionally we have a plan to provide professional learning that integrates equity and social emotional learning to deepen the sense of connection to learning for all of our students that work will be done with dr victor rios starting with our leadership summit in august we will also continue to fund the reduction and i mean the reduced
eld class size at the middle and high school level and professional learning and coaching support um for all of our instructional staff on high quality tier one instruction and on language acquisition next slide please goal three is one of the most critical goals in that is not possible to have a high performing district without a highly engaged parent community this goal focuses on ensuring that all families can actively participate at all levels of the district by ensuring access to parent liaisons at each site and high quality translation at district meetings one of the metrics we have used to measure our progress as the annual parent survey this year our data reflected a decline in how our parents felt about our our the effectiveness of our communication with them also fewer parents reported feeling being welcomed
on our campuses this may be the result of covet protocols that kept parents off our campuses for most of the year based on the feedback of our from our educational partners we have added an action focused on ways to increase person-to-person communication as a way to reach every parent in meeting with our dlac representatives one of the things they said is that often parents hear more word of word of mouth than from parent square or especially our english learner families um from parents parent square is not necessarily the most effective tool in that regard and that if we can find ways to increase the opportunities for person-to-person communication that that will help them to have that information we have also added a tactic on increasing leadership and advisory opportunities for our parent groups such as
our english learners our parents um with students in special education and our advanced learners as we heard at our last board meeting the need for parents for our dlac parents to be engaged in rich robust leadership training was clearly articulated and we plan to continue that work we will also continue to fund our bilingual parent liaisons at every single school site which is we've increased over the last three years we will also continue to fund high quality translation services and our parent learning series learning series will also continue next slide please goal 4 is focused on ensuring that our students thrive socially emotionally and academically this goal addresses the whole child one component one key component of that is providing mental health supports and as we know coming out of the pandemic there's been an
increased need for those services so our plan is to fully to continue to fully implement our multi-tiered system of support so that we can work to intervene and address students needs early accordingly the um the need to ensure that all students staff and families feel welcome and have a sense of belonging on our campus um resulted in the development of our of nbc's diversity equity inclusion plan later this month you will hear what actions we have taken this year to implement that dei plan and lastly maintaining a safe clean and secure school environment has been critic has been a critical component this year as we return to full-time in-person learning in the midst of a pandemic the metric we use to measure our progress on the skull shows a significant decrease in attendance rates and
an increase in suspension and expulsions our continued we continue to look at that data and address it and in our lcap plans our continued actions reflect our efforts to address these behavior attendance and behavior challenges that we face we plan to continue to increase the mental health staff at each school at each school we recently received a substantial grants that will help to to do that in addition to the funding that comes from supplemental dollars continue to increase the academic or fund the academic support before and after school especially with our expanded learning opportunities program additional campus supervisors on our on our sites at the secondary level especially with our campuses getting enrollment getting a little larger and then the ongoing tiered intervention support for for our students um and then additionally based on the
feedback from our educational partners we plan to increase support for advanced learners and provide funding to school sites so they can increase opportunities for students to connect and students will be able to generate the ideas that they want to see happen at their sites and and our hope is that the money that will be allocated to the school sites will be used to do that um next slide please our draft lcap is presented tonight for the public hearing and it may be revised before coming back to the board for approval on june 23rd um thank you that concludes my my presentation thank you very much um mr michaels do we have any public comment on the lcap uh there is no public comment for this item thank you very much trustee gracia so i have
concerns uh my biggest one being in goal one uh we have in many categories either gone the wrong direction or stayed entirely the same it does not appear that our strategies are effectively moving the needle on student achievement what is the plan to improve our strategies so that we more effectively impact student achievement in a positive way um thank you trustee gracia are you referring to the student achievement data in goal one specifically the star assessment yes and so the measures that we have are the on the star assessment are from the fall to winter so we're talking about students who are assessed in september and then we're assessed again in january and then i believe next board meeting you'll have a presentation on the spring data and then we will also have data from
in august hopefully august september for the cast date of the state data so in looking at the data and doing a review you can see improvements particularly at the elementary grades pretty significant improvement from the fall to the winter at the elementary i do understand that secondary is where our students are really struggling and i believe when you see the the spring data you'll see that that it's at secondary level we have some students that are really struggling so we have been currently looking at some um um uh some intervention programs that address students needs at the secondary level around specifically around literacy we're finding that after a year and a half two years of the pandemic that we have students in middle school and high school that are significantly below grade level in reading
and so we have to find currently we don't have in place a intervention for students who come into middle school or high school that are struggling with reading that's for like a tier two or tier three there are things that a teacher can do within the classroom and so uh we are focused on coming out of pandemic focused on the high quality tier one instruction going into next year because given the numbers of students that we have that are not on grade level um it's clear that it's not that we can inter intervene our way out of their their learning issues right so the tier one has to be where we're gonna work on differentiation at the tier one level as a way to support students inside class and then connect the after school programming
more closely to the work that's happening during the school day and provide that support for students as well as some um we're exploring a couple of options that will provide a like a online based program to address specific learning needs in order to do that we also need diagnostic assessment tools at the secondary level which we currently don't have so we can say that a student is not performing well in literacy but we have to actually see well what is the issue is it comprehension is it vocabulary is it like phonemic awareness so once we are able to do that um then we'll be able to like do more targeted interventions for secondary students and that's exactly what we're looking for for this upcoming school year so i have a follow-up question then you said
we don't have sufficient ability to test i thought that was the purpose of star was to allow us to identify these areas is that not the case star can tell us uh how a student is doing on the particular standard it can tell us if a student can identify a main idea it can tell us if a student can do specific stan like english like english standards what it can't tell us is why the student can't do that so if a student can't do that and they score poorly we actually need a diagnostic test to determine what the actual reading issue is and that's what um we're looking at in terms of some kind of the second level of assessment because you have like the baseline screener assessments and then you have diagnostic tools that
you use to determine how you would actually intervene instructionally so you may know from your baseline screener from the star assessment oh my students are really struggling with main idea so you can do lessons on main idea but if a student's struggling with actually reading the content you need the diagnostics for you does that help to unders the help to yes it did thank you it's like yeah i know it's more testing like more testing but it's more targeted it's not for everyone like you wouldn't do a diagnostic on everyone you would just do it on students who are maybe significantly below grade level to see what their reading issues are i do just thank you so much for your thorough response assistant superintendent andrew jennings but i i do just want to set some
context i appreciate trustees trustee gracia's ongoing commitment to holding us accountable to making an impact on student achievement and moving student achievement outcomes in the right direction i do just you know and it's not about excuse making but i do think it's really really important to remember that this was um a very very challenging school year i'm sorry we had um such a disruptive year so even though we can think about transitioning from um complete distance learning to hybrid learning um to then yes everyone came back to school this year and we had a normal schedule at play unlike last year where we had the hybrid schedule at play we still know that this year was disrupted by the variants and the surges we had a lot of absenteeism with substitutes and teachers lack of
coverage issues and all of these are persisting ongoing covet 19 impacts students also have had the highest absenteeism rate also related to you know covid and so i just think it's important to not have um a distorted view around the fact that this was a normal year and that we wouldn't see those impacts on our on our um star assessment data so i just want to i just want to name that so the other piece that i wanted to talk about was goal three um and according to the data that was presented it appears that our efforts around communication have actually resulted in a decrease in parent satisfaction we should examine what can be done to reverse this trend and get things going in the right direction i am struggling a little bit to understand
this data considering what i have observed taking place on campus as it appears through some of our district efforts at least some parents seem to be more engaged with the system than they have ever been before so perhaps you can help me understand the disconnect between this report and some of the things i've seen yes i appreciate that question because i too also when i first disaggregated the data and started to look at it was surprised that the data especially around the one around uh parents feeling welcome on campus that that i understood but the one around our like i'm because i think the question is like i am receiving communication um from my school in a language i understand um and so the fact that that went down i'm not quite sure like that's
something that we'll have to do some further deep digging in digging with especially with the the parents who um responded to see why that actually went down and what and because it went down i think about seven percentage points um which is you know pretty significant um so yeah i was also too surprised and we will have to explore that a little bit more to see why that's the case um i will say that this year um we had fewer uh parents that responded yeah what was the same surprise yeah so it was around 300 parents that responded to the survey and i want to say last year i think parents were much more teed up to like because we were sending so much district level communication to respond to things um and now that
it's like there's so much more sight things that are happening that i think sometimes things get a little lost um but that is troubling um to say the least i had it like seven paragraph response i'm not going to read any of it it's you know no one wants to hear that i understand and had some of the uh same concerns as trustee gracia around you know performance trends i do appreciate and empathize with the impact of covid staffing truancy all these issues but the the performance trends um couldn't be ignored and i appreciate your very thorough um response is to into how we're going to respond and the whys and you're absolutely right i mean we can they're all these measurables that's great but if we don't understand the why then it's really difficult
to um to address the achievement issue at all so i appreciate your answer i appreciate your concern and um you uh yes just to confuse us even more uh i i would like to point out that um this is a national trend and uh that reading scores were dipping nationally in 2019. before the pandemic because um students are are not the majority of students in this country are not reading for pleasure as they used to so um if you uh you know if you get out of the habit of reading especially if you're a younger person if you get out of the habit of reading a lot your comprehension is going to go down and you're not going certainly um fluency is is going to suffer so i mean it's a national trend and you
know we know where it comes from um you know what's going on it's it's just but it is something we need to we do need to work on and i don't want to um i really don't want to uh make any teachers who might be listening in uh think that you know they're they're being blamed for something because uh they've been through a lot the last couple years and i think they've been a lot through a great deal the last two weeks it's been it's been pretty rough thank you and many people were taking their last star assessment and yes back over the course the last couple weeks we've been wrapping up all of those assessments so that's a good point trustee one and to trust these waters point around like if the the way
you get better at reading is to read and especially reading at your wherever your level is and so that is part of the our literacy push next year is really um bringing in accelerated reader as a tool to hopefully provide some incentive for students to increase the amount of reading they do because that really is once you have the foundational skills the way you get better at it is to do more of it thank you i just sorry i just wanted to make two quick comments one is just to underscore in particular with our intervention um model which we've you know the the instructional team has done such a great job setting up the mtss and tracking the interventions but just to underscore the fact that a lot of our intervention teachers had to be
repurposed as substitute teachers all year that was not like a here and there thing so i just want us to keep in mind that our intervention model that we were you know are rolling out with mtss and our new tracking and um it was not this this isn't really year one of that because we really couldn't enact it because the intervention teachers were not available to do that job because they had to step up and do the other work that covid required them to do um and then the other quick comment just about the reading i i do have experience with accelerated reader as a teacher um and i think it's great to encourage independent reading i just want to say that i hope that in addition to accelerated reader which for those who don't
know is a program that just matches stu it helps support students matching them with the appropriate level of book because if you just say to a kid go pick a book then they might pick a book that's way too easy but they love the pictures and then that's what they will spend the half an hour reading or they may pick a book that's way too hard and then sit down and get lost and overwhelmed and then that feeds their sort of oh i don't like reading it's not interesting or it's not fun so that's a super important component and i'm glad that we're bringing that to the secondary level to help with that because i do think that we have an increasingly a-literate society and that we i'm with trustee water that uh we really
want to instill in kids the the love and enjoyment of reading but i do hope that that will be accompanied by teacher-guided whole book experiences at the secondary level because reading independently is important but it is also important to have the instructional guidance on how to follow the plot line of an entire novel and how to analyze and experience and compare so i'm sure that that will also be a component of the uh you know further exposure to whole whole novels and and complete books yes i just wanted to echo trustee riser's interest in having the whole book being part of the curriculum and being part of the reading experience i think that's really important yes yes yes i i don't think anyone would would argue the importance of of reading you know whole books
um and then just ensuring that they are covering the standards to have the level of rigor necessary so yes we will now close the public hearing you've all wanted to hear that okay we are now moving on to action items the first under general services resolution 22-38 resolution stating intention of the board of education of napa valley unified school district to establish the napa valley unified school district's school facilities improvement district number one which is the napa area and to authorize certain other actions move to approve before we do that is there somebody that would like to make a comment with us this evening yes thank you so much president jinkwitz um we have tonight and um i think you have promoted him mr michaels um david kosnacha who is our expert bond legal counsel
who's here and is just going to introduce the item to the board just so you have clarity on the purpose of tonight's resolution so i want to thank mr kostinacha for joining us and if you can go ahead and set that purpose for the board and the public tonight we'd find that to be very useful and helpful good evening this is david casanova from can you hear me from straddling uh we can i've been your body community for a lot of years on all your bond elections and bond issuances so over the past few months as you've been deciding whether or not you wanted to pursue a bond election in november of you've decided to create the school facility improvement district so that bonds were issued for the napa area and supported by a tax
levy in the napa area and bonds would be separately issued in american canyon supported by taxes levied in property in american canyon there's a four-step process to effectuate that objective tonight is step two step one was the work your staff did in getting the napa county board of supervisors to make this school facility improvement improvement district law applicable within napa county step two is the adoption of a resolution of intention to form these two school facility improvement districts step three will be to conduct a public hearing on june 23rd regarding the formation step four will be adopting a resolution performing the sfids and then the last step will be calling for an election in both sfids so the goal tonight is to begin this process of allowing the public to participate in the deliberations regarding
the prudence of the formation of the sfid so all you're doing in this resolution is stating your intent to form sfid number one there's a map and a description of the territory included within sfid number one as the exhibits b and c to the resolution and you're authorizing the publication of a notice of a public hearing which you'll conduct on june 23rd i'm happy to answer any questions you made it very clear thank you very much any questions from the balance of the board no we thank you very much for your time mr michaels do we have any public comment there's no public uh comment for this item um thank you i would like to take a moment to thank the superintendent for the intent to create two sfids and for the resolutions in order

with the intent of supporting them with their bilingualism and by literacy on the path to the seal by literacy these courses were formerly international baccalaureate courses at harvest middle school that needed to be revised and updated and we appreciate the expertise of our staff as well as atdle their executive director the sla 7 and 8 courses will allow students to obtain high school credit based on their successful completion of the coursework and so we're excited for our students to be high school ready while they're in the middle school and the pathways meet the success indicators of board priority number one along with the strategic the strategic plan goal that specifically speaks to dual language immersion so we are excited about these as well as a new curriculum to support it thank you very much director

consistent there any additional comments to our decline well decline is such a morbid world decline in fall okay our population's shrinking but um it's happening all over the place isn't it it is birth rates people are moving out of california yeah and uh you know it's just in the house down the street from me that's being that was just sold for a party house and will no longer hol um have a family in it well that has an effect too it does um additional suggestions and comments from board members and or the superintendent yes trustee i know i've been a blabbermouth tonight but it has been a rough couple of weeks and um [Music] i was thinking about that little girl maite rodriguez with the green converse and her goal was to she had her
college picked out she an elementary school student and she wanted to be a marine biologist and i was thinking about all those students who are now lost to us and their parents talked about their plans you know these children had big plans they wanted to do important things they wanted to help the help the world they wanted to enlighten people again big ideas and i'd like to say that the income level of that school matches those of some of our schools this was not uh the population was not distinguished for wealth there was uh there were some students there who lived in poverty and yet that school made it happen for those children and they're gone but we can remember their goals and i like to think that that's what we're doing here that's why
we're here that we want all of our children to succeed not not the children whose parents have never been to college that all those parents have dreams for their children those parents in texas were so proud of their children and that's it it's like that is why we're here we're primarily here to help our students make the most of themselves and i've been to you know a couple of a few events this week where i witnessed that happening and you know i'm really proud to be on this board thank you trustee water i am i appreciate your comments and your sensitivity um future agenda items okay um may i get a motion for a german to adjourn first by trustee gracia a second second by trustee chu all in favor
