we're going to reverse the order that's shown in the agenda. We're going to start first with the blood drive volunteer recognition by City of Hope, Francis Pham from City of Hope. Francis. Thank you. One of the greatest gifts in your life will be the one you give away. And donating your blood is a great example of that gift. The City of Hope Blood Donor Center is a place where courage and kindness begin. And we are so grateful to partner with Temple City High School and SkillsUSA. I also want to extend my sincere gratitude to Donna Dergino, uh Crystal Pabalan, and Dr. Art Akuna for introducing me to Mr. Anthony Garcia. Mr. Garcia, your support and endorsement provided the important foundation for these students to succeed. Your commitment to community health and student leadership has made

a lasting impact. Uh that foundation allowed our student leaders to truly The SkillsUSA volunteers are pioneers in every sense of the word. On April 23rd, 2026, they successfully organized Temple City High School's first City of Hope blood a blood drive. Uh because of the leadership, our patients at City Hope received more than just a donation, they received a second chance at life. It is my distinct honor to present these certificates to Felisa Shi, Ethan Lay, Caris Tam, Edward Jiang, and Marco Wei. Thank you for your incredible work. person here? Okay. So, with that we're going to move back to the student board member recognition for Dr. Coonay and a guest. So. So. All right. Well, thank you. Um it is my pleasure to recognize um our student board member, Xavier Munoz. Please come ON UP,

XAVIER. IT IS XAVIER, RIGHT HERE. RIGHT HERE. IT IS hard to believe that it's already been a year um with Xavier with us. Um it has been an absolute pleasure having you, watching you grow, um your leadership, your demeanor, everything about you. Uh we truly appreciate uh as part of the board uh and the cabinet. I want to say that um you know, you have been very intentional in what you did. And And one of the things that I appreciated the most is when we did our joint meeting with ASB. You presented to all of us um what students thought about the bond. And when we talk, we talk all the time about student voice and making sure our student voices are heard. And for you to do that on your own, we didn't Nobody

asked him to do that. Um it is it is very much appreciated. Um I I thought it was brilliant that you did that. Uh when we sit here and make decisions, we don't make them for just today. We're making decisions for students who have not started in our district yet. We're making decisions for students who have not even been born yet. Um and you have helped us to capture what are some of our outgoing students believe. Um and I'm hoping that we continue to have their support. But I appreciate your support. And so you have grown into a fine young man. I I know you were very quiet at the very beginning. Uh always being encouraged to do a second or make a motion. Um but now you're right there. So uh Xavier, we appreciate

you uh from the Temple City Unified School District to honor your service to education uh as the 25-26 student member uh uh of the Board of Education. Student leaders are ordinary people with extraordinary determination. And and we have a couple of other things for you. So So every college student needs gift cards. Um particularly Uber Eats and Amazon. Um but here are some very professional-looking pictures of Xavier uh as he's represented the um board as the student board member. So there's that. And there are a couple of other cards here. So I I can take them back for you. Is there Is there something you wanted to say? Xavier? Yes. Um can I save it for my comments? You can absolutely save it for your comments. Would any of our board members like to share

anything about Xavier at this point in time? Sure. I will. Just that it's been a real pleasure getting to know you and working with you. And you're a fine example of a Temple City High School graduate. So congratulations. Anything anything to say, Nina? I'll chime in. Okay. I'm sorry. Go ahead. I was going to go back to the game. no. >> [clears throat] [laughter] >> It's been such a pleasure to serve with you on this board. Um and you know, as member Georgina just said, you represent the best of what we offer here in Temple City. Um to the rest of society, we're going to miss you. Um I think, you know, you're you have a light. This positive light. And especially during these times, that's needed more than ever. So, thank you for being

that person. Appreciate you. Melissa? Yeah. Xavier, it's been such a pleasure to see you grow this year. Having you sit next to me here on the board on the days. Um There were times that you would just quietly say, "Can I Can I say this now?" Or Um but you just wanted you had the urge to grow and you did throughout the year. You're You're just been a wonderful representative for all your fellow students at the high school and I wish you only the best in the future. You're going to go very far because you're just you have it in you to um to just make the world watch what you're going to do. So, congratulations. Melissa. Thank you. >> [laughter] >> Um Xavier, it's been a real pleasure to know you, to get to

know you and your family who's diligently here watching you and so proud of you. And um I am also so proud of you and what you represent here in the on this board. Um you have like a a soft-spoken leadership quality that is very um is something that people uh can can relate to and and are open to. And so, as you continue to grow, congratulations on your upcoming, you know, graduation. And as you continue your next chapter, you know, just continue to to um think of your experiences and grow from them. And I know you're going to do an amazing job and have amazing things happen. So, you know, to that journey, I wish you the best. And if you ever need any support or any help or any advice, I am here. I'm

sure all the board members are here as well. So, thank you so much for your service. And I really don't have a lot to add. It just It was nice to see you were here on time. You were prepared. You had studied the agenda. You knew what we were talking about and what we were addressing. And you chimed in and made your motions when you had them all and seconds and that. It was just a real pleasure to watch and see how you grew in very quickly to the role of student board member. So, my my commitment to you. That's it. Oh, darn. I was sitting in the back there. >> Moving back to our agenda item 13, public comment on agenda items and non-agenda items. We do have uh four requests. I do want

to say though that as the president, I can limit the time presentation to 3 minutes per speaker per subject and a maximum of 20 minutes for each uh subject matter and so I'll I'll probably be doing that if I need to. So, with that, I will call Erica Estrada. Oh, Erica, I'm sorry. Hello everyone. Uh this is from my mom. >> So, my three minutes starts now, then? Okay. So, 14-year part-time employee at TUSD, uh they dedicated their life in the district, and however, despite my years have uh years of committed and experience, it became increasingly difficult to maintain financial stability for my family on current income. For several years, adults work second jobs after school hours in order to meet our financial uh family's financial needs. Um Uh which means our family will continue

facing significant education and extracurricular expenses for years to come. Both of my children are highly involved in school and community activities that not only benefit their schools and peers, but also require ongoing financial contributions for our family. Um we work 29 and 1/2 hours and have placed a growing strain on our household's financial finances. In addition to family education expenses, gas has gone, obviously, everyone has gone through it, the gas prices ri- risen, or yeah, risen 116% housing costs 32%, and expenses have climbed over nearly 27%. It's increasingly difficult for part-time employees like myself. This is anonymously numbing, but as well as me, too, as well, to maintain financial stability. Thank you for your time, understanding, and consideration. I appreciate the opportunity to be part of the TUSD community, and look forward to continue to

support our students and schools. And then for me um it's going to be very short. Uh hello, I've been working for this district for about 10 years and I think that a raise would help me out tremendously. It would help me to provide money for a family who uh it would help me to be able to purchase a vehicle. Also, medical insurance that has doubled this year as well. And thank you for listening to me and explaining how a raise would affect me personally. And just just so like I don't know how much time do I have left? Oh, okay. Um I love this community. I really do. I'm from Baldwin Park. So, we grew up in a very I wouldn't say hostile, but a very interesting community. And over here I feel loved. And

I love everyone here and and whatnot. So, yeah. Thank you. Thank you. Okay, our next request is from Melissa Martinez. Melissa? Is it on? Okay. Good evening. My name is Melissa Martinez. Um I have worked at La Rosa Elementary for 18 years and I'm reading these two letters on behalf of two people who could not make it today. My name is Lisa Whitman. I work at Emperor as a paraprofessional and noon duty aid. I am fortunate to have medical benefits with my husband. With expenses going up across the board, it's paycheck to paycheck for most people. 5% would barely cover the cost of living increase of 3.8%. It's only fair and just to give us a raise for all our hard work. Thank you, Lisa Whitney. This is the second one. To whom it may

concern, hello, my name is Jocelyn Diaz. I am currently employed as a behavior interventionist at TCUSD. I am writing to respectfully request consideration for a salary increase of at least 5%. The role of a behavior interventionist is both demanding and highly impactful. Working in special education requires patience, adaptability, professionalism, and the ability to respond effectively in a fast-paced and often high-stress situations. The expectations and responsibilities of this position continue to grow, and I believe a 5% increase would more fairly re- reflect the level of expertise, dedication, and effort required in this role. Additionally, the rising cost of living has made it increasingly difficult to manage everyday expenses. The cost of gas, food, and other necessities continues to increase, creating financial strain for many employees. A wage increase would greatly help in ensuring that compensation better

aligns with both the demands of the position and current economic conditions. I truly value the opportunity to support and work with students in special education, and I remain committed to providing the highest level of care and support in my role. Thank you for your time, consideration, and understanding. Thank you. >> [applause] >> Thank you, Melissa. Our next speaker will be Matthew Corn. Hello. Excuse me. Hello everyone, distinguished members of the board. My name is Matt Corn, I'm the labor relations representative for CSEA both the chapter 105 and chapter 823. Um, and I mainly come here just to stand in in support of the members that I represent. Um, they are here to tell their own stories about what a 7% raise would do for them. Um, and I just want to you know, make it

clear to members of the board to everybody assembled um, that uh, the district offered a 2% pay increase. Um, we came back with a a request for a 7% pay increase. Um, while while any pay increase is uh, is is appreciated, um, we are asking for a pay increase that can actually keep up pace with the kinds of expenses that our members are looking at. Um, and you'll be hearing some more statements uh, from our members who were not able to be here today because they have to work a second or a third job um, just to make ends meet. Um, and so where where where we're not asking out of the blue or because we're not facing something difficult for ourselves. Uh, this is a a dire necessity for so many of our members

and that's that's why we are asking for this. Um, but uh, that's that's about all I have. I'll let our members speak for themselves and thank you for having us here. THANK YOU. AND UH, NEXT ONE IS FROM STEVIE BAILEY. STEVIE. STEVIE, I'm sorry. That's okay. Thank you. Okay. Hello, my name is Stevie Bailey. I'm a child care instructor two. I work a split shift for the district. I come from a family that has dedicated many years to this district with my husband being a teacher for over 25 years at the high school. My My was a retired school nurse and former school board member. I'm hoping that the school district understands why our classified workers deserve a pay increase. I've been with the district since 2018 and I've seen a lot of amazing workers

come and go because the pay and some insurance benefits were not enough to keep quality workers here. The board and administration needs to be mindful that the classified members only have five steps to their salary scale. Once a member has reached step five, the increases are all that we have and they do mean a great deal to everyone. For my family and I, I am requesting a 5% increase to help me with the growing financial responsibilities of my family's facing. The current position I accepted last year, I was on probation with the condition that I obtain additional schooling to retain my position. I was required to finish an extra three classes costing me an out-of-pocket cost of $1,500. Last year's increase of .06 didn't even come close to covering one of the classes. This fall

our oldest child is going to Loyola Marymount University in the fall. We also have a 9-year-old child with special needs whose additional services not provided by the district or regional center are paid for us out of pocket. So, I would just like you to please take into consideration that the increase is only going to secure the likelihood that our quality dedicated workers will stay in the district long-term. Thank you. Thank you, Stevie, and that concludes our request for public comment. Uh with that, we're going to move on to item 14, community update, and I have no updates to make or share. So, then we'll go to on item 15, bargaining unit comments, and we're going to start first with TCEA Alliance, Bo Zali. Alliance? Okay. Then we'll move on to uh CSEA 105, Denise. I

saw you. Okay. Something just in >> Hi. Dr. Kuna, assistant superintendents and Board of Education members, thank you for this opportunity to speak with you. On behalf of the members of CSEA 105, I am sharing with you the stories of the hardships a salary increase of only 0.6% caused last year. And what it would mean to your classified staff to actually receive a raise of at least 5% this year. Some of these stories you've already heard during public comment. What is being handed up to you by my VP, D. Moreno, um are some more of these stories. I know you appreciate your classified staff and the great work that they do to help make this the best district to work for. But a pat on the back does not pay for increases in rent, health

insurance, groceries, car insurance and upkeep, gasoline, tuition, clothing, and needs of our children, and other increases in day-to-day living costs. You have classified workers bicycling to work from as far away as Baldwin Park, and working two or more jobs to help make ends meet. Your employees are spending valuable time not with their families, but on the job somewhere to make sure there is food on the table and clothes on their families' backs. Credit card limits are being reached along with the rising stress of how to pay those debts. This is what COLA is supposed to help us with. It's been years since classified employees actually got a raise. We can't even get COLA. Please take all this into consideration as we continue to negotiate for the best interests of your employees. Thank you for your

time and for listening to the concerns of all your employees. Thank you. THANK YOU. >> THANK YOU, DENISE. AND THEN IS THERE A REPRESENTATIVE from CSEA 23? I don't see any. Oh, I'm sorry. Good evening, uh cabinet, board, Dr. Kuhlmann. Uh my name is Ray Velasquez. I'm president of 823, and I came out tonight we're here in support of chapter 105. As you guys heard the concerns that Denise brought forth, um we share the same concerns in 823. So, at this time I just like to say thank you guys for giving us the time to come up and share the concerns, and I just appreciate you guys, and I just hope you guys take it into consideration what you guys heard tonight. Thank you. Thank you, Ray. So, okay, I'm going to go ahead and

move up to um district updates. We're going to go to business services first, Connie. Yes, and good evening. Before I started, I want to thank our students board member, Monio, and thank you for your leadership and the service, and we're so proud of you, and we are looking forward to attending your graduation ceremony. So, May 1st was a lunch hero day, and by wearing yellow, we honor our cafeteria staff and the nutrition professional for who they provide delicious meal each single day. Their work including designing menu, managing student and restricted nutrition guidelines, and adjust food allergy concern. And the today, surprisingly, within 10 minutes, our high school um provide 523 breakfast. This is also another record breaking. So, we also want to thank our PTA and the site administrator for taking their time to recognize

our staff and issue their support and appreciation to our staff and our staff so touched and they are motivated another good years. Um we have staff changes in our fiscal service department and we have a hired new staff to fill the vacant position and then we actually promote inside. So, department also takes this opportunity to do the cross training and reassign the responsibility to better align each staff's skills and the talent. So, while the team continue to work collaboratively and support one another, Michelle will assume accounts receivable role and then travel Preciado will fill the accounts payable position. So, I'm pretty sure some of our board board member will see both of them. So, that is my um report today. Thank you, Connie, and we're going to move on now to educational services. Dr. Stacy

Ayers, see see what you have for us. Good evening, board members. I want to take this time to thank um particularly my Ed Services team, Jennifer Flores and Amy Gurling. They have been helping me put together the LCAP for um next fiscal year and Veronica and David in fiscal services has also been working behind the scenes to be able to get us the numbers that we need for that plan. So, I can report to you a draft has been already sent to LACO and I look forward to doing a board presentation twice next month um to tell you all about it. Um also, I wanted to thank all of the parents that served on our PAC committee and our DELAC committee. We concluded our final meeting of the year where they also received a draft

of the LCAP. Um Dr. Kuno was able to attend that meeting and was able to ask um answer questions of um the participants and I just really appreciate the time that they spent um coming out to those meetings throughout the year as well as the staff members that participated and all of the thoughtful questions, conversations, and dialogue that we had um during those meetings. I also want to give you an update that our site administrators are working to close out the school year with their school site councils as well as their ELAC committees. They are busy um getting approvals on their school site plans and planning their site budgets for next year. And so I look forward to bringing those to you um to the board in July. And finally, I wanted to say thank

you to Xavier. It surely has been a pleasure to sit next to you up here this year and to get to know you. Um it has also been really nice to see your leadership not just here at the board meetings, but also out in the community. I know I see you at open houses and the parades and just all of the events. And so I just appreciate the leadership that you have shown, the growth that we have seen, and I look forward to you coming back and telling us about the next chapter in your life. So congratulations on your upcoming graduation. Thank you, Stacy. And now we're going to move on to human human resource services. Richard Luman, Richard. I'd also like to thank uh Xavier. So I'm going to echo everything Dr. Harris said.

So thank you, Xavier. Like everything you've done this year has been amazing. So I think someone said earlier you start out very quiet and shy. At our shy and quiet and you were not that anymore. So I look forward to to hearing back from you what you've done in the future. So congrats. I also have thank yous tonight. I want to start by thanking Stacy for doing the LCAP so I don't have to do it. Um very much appreciate that, Stacy. So those of you who don't know the LCAP, it's a monster of a document. So Stacy, thank you. Um I also want to thank D. Is D still out here? She is out there. D invited us to a number of us to Unsung Heroes for CSEA, and so we had a a lovely

Saturday afternoon with with Dee and Denise and a few other people. So, thank you for the invite as well as allowing us to recognize your your members our members with you. Um as we continue our evaluation of staffing requirements for the 2026-2027 school year, I want to take a moment to recognize the outstanding work of Lily Jurich and the HR team. They have stepped up to handling a rigorous ramp up in production, expertly managing everything from initial application screening and interviewing coordination to final employment clearance. I am continually impressed with all the HR team does. Um when you see HR from the outside, you don't really realize that they work non-stop constantly. Whether they're hiring certificated or classified staff, it is a process that that they go through. Um current legislation has made the process

slow a bit, but it hasn't stopped our need. So, all they do day in and day out is amazing. Like, to see them work, um they are truly machines in that office, and you don't see it unless you ask them what they're doing. So, um a thank you to my HR team. Also, our progress in staffing is a testament to the strong collaboration we share with other departments. Sylvia from Student Services deserves special recognition for her diligence in tracking enrollment trends, balancing the complexity of school boundaries and student needs with our staffing needs. Um additionally, I'd like to have huge a huge thank you to the entire special education team. Their expertise regarding student requirements is essential to our site-specific staffing determinations. Um just like summer school, staffing is a team effort that only comes

to fruition with all of us involved. So, um as we enter the hiring season that seems to last all year now, um I just want to say thank you to everyone who has a hand in it. It makes our job um in supporting our students much easier. Thank you, Richard. Uh with that, we're going to move on to item 17, board member comments, and we're going to start first tonight with the member Bill. Vincent, what do you have for us? I Sorry. Good evening, everyone. Uh, thank you for being here. Um, wow, here here we are at the end of another school year. Um, you know, um, first I want to wish everyone from our students, our families, to staff, uh, we made it through yet another school year, and we truly, as we all

have shared, appreciate everything that you do for us, uh, and you do for our students in particular. Um, we wish all of you a wonderful summer, a wonderful break, and for those of you that are continuing to work through the summer, you know, we again appreciate your service. Um, and, um, events, just non-stop. Uh, it was fun, uh, being at, uh, Longden and Oaks, um, open houses, um, as well as, uh, being able to stop by Whitney Elementary dance, um, program that they had last Friday. Um, I want to, uh, thank all of our student volunteers that have left that helped with the, uh, uh, blood drive. Um, that's really good. Oh, oh, Ethan's Ethan's still here. All right, so relay that to your friends. I'm scared of needles, so thank you for what you

do. Um, and, um, again, it's it's great. You're you're setting a good example, a good standard for your fellow students, not just from a civic engagement, but just overall awareness of, you know, the good things that that we can do, uh, as individuals to help, um, our fellow people. Um, anyway, um, what was the busiest thing I did? Oh, yes, okay, system report. That always happens. Um, so, um, on, uh, May 2nd, that was on a Saturday, we hosted our fourth, um, Division A Science Olympiad tournament for elementary kids. Uh, we had 51 teams here. I can't tell you how many bodies. It was a lot. It was a lot of fun. Kids I think had a great time. Would like to say congratulations to all three of our elementary schools. They all did outstanding

and finished in the top 10 out of all 51 teams and you know Cloverly three years in a row. I They're doing it. So they're they're they're doing an amazing job out there. And so a big thanks to all of our coaches and the families themselves for supporting these students to achieve and excel because truly it's a community that that that works together that allows for these kind of opportunities to happen. I want to thank Mr. Jambazian and member Sneed for hanging out for most of the day and I think the most fun for me was just watching us fill the entire home bleacher side during award ceremony. It gave us a great opportunity to highlight the things that we do here and and and the things that we continually think about how to provide

these great opportunities for students. So and I'm glad that we got a chance to showcase that with you know all the other teams that were here participating that day. Um Our Racer X team they were at the city of STEM event Maker Faire in Exposition Park. Again continuing that theme of sharing what we do here in Temple City and and the programs that that we want to try to encourage families to take a look at as possible opportunities in the future and this coming Friday they're going to be at this industry event at Rio Hondo College. It is a mobility industry Expo that talks about future workforce and clean energy um opportunities and our our girls are going to be up there as a as a member panel to talk about their project and it's

participated by cities by local community colleges. So really it gives us exposure, which is what we we want. We want we want people to know who we are here in Temple City and what we do. So So that's sort of like the recurring theme. So and it's just busy times even through the summer because the core teams are getting ready to head to Texas. So we're looking forward to that. And again, Xavier, thank you for being you. Thank you for being that wonderful light cuz we need that. We really need that. We hope as the next generation of students come through, they see the work that you've done here and who you've been and I hope that they follow in your footsteps. So thank you for that. And you know, Dr. Kuna, thank you again

for your years of service here. It's you know, been a pleasure to to work with you and with the rest of the board and we look forward to many more wonderful things down the road in the future. And that's it for me this evening. Thank you. Thank you, Vincent. And next we're going to hear from Melissa Espinoza. Melissa. Hi, good evening everybody. I'll start off with you know, just um talking about my appreciation. I know it was food services staff appreciation. So I want to extend my appreciation to the food services workers for all of their hard work cuz I know sometimes we get you know, people that have concerns and complaints and you guys have stuck with your you know, your the work that you do and you put pride in that and so

I appreciate that and wanted to just extend my appreciation. Um I also want to I know we're not going to meet and and promotions are coming up so we will meet after the promotions have already happened and the end of the year has come. So I want to talk about some thank yous. Um first, thank you to Dr. Kuna. It is a pleasure and an honor to work with you. And um, see that, you know, we have kind of a common of common focus of, you know, what can we do for students? And so, I appreciate that work ethic your work ethic and um, look forward to hopefully doing much more for our students in the future. Um, I did already talk about Xavier, but I just want to say again, thank you for your

your work here um, and what you represented is what you represented to our students. Thank you so much and I wish you the best. Um, and then um, I also want to extend thank yous to everybody this year. We have a lot to celebrate. A lot of great things happened this year and that would not be possible without not only the leadership and staff here at the district, but also the site leaders and everybody that works at every school. It does not happen um, without everybody working together and um, those that work with students are the heart of our school. Those that support students are the heart of our district and so we appreciate you and thank you for a wonderful year. Um, and for those retiring, I know that we probably have some folks

that have spent many years here that are, you know, probably retiring at some point. I don't know who those people are at the moment, but I want to wish them well um, in the next adventure of their lives. Um, and then I'll talk about, let's see, some of the things I attended, which I'm sure a lot of the board members also attended. Um, the open houses at Longden and Oak, um, Brighter Side Extravaganza, wonderful event. Um, you see not only how how well the Brighter Side Singers work together, but how they you know, really have a great working relationship with their advisor um, with their teacher Mr. Alderman. Um, it was great to see and just lovely to see the creative way they approached the extravaganza. Uh, Kiwanis student of the month. Um, the jazz

concert at the high school. Um, I also attended that. I also wanted to congratulate the boys volleyball team. Did they advance after quarterfinals? Well, okay, great season to get to quarterfinals. So, congratulations to them. Um, and then, you know, really, um, Let me just see I have something here. Yeah. Um, two final thoughts. Um, one is that I'm really looking forward One of my favorite things to do is celebrate the students at their promotions and their graduation. And so, I'm really looking forward to that week so that we can celebrate everybody's accomplishments and their moving along in their educational journey. Um, and last, um, just to everybody, you know, enjoy your summer. Have a restful summer and we'll come back to it next year. Thank you, Melissa. And next we'll hear from member Georgina Donna.

Thank you. Good evening, everyone. Um, attended several activities this past couple weeks. Um, one was the blood drive at Temple City High School. And I want to thank the students who put that together. It was very successful. Um, I went and it was packed and I there wasn't even enough seats at times because there was so many people giving blood. And the majority of them, I think, were students. And correct me if I'm wrong, but, um, I spoke to a lot of them and it was really heartwarming to hear that they were there because they wanted to help somebody else. Um, I don't know that they realized they were going to get all the cookies and uh, juice that they wanted, but um they were just there out of the goodness of their heart, and

so that was very heartwarming to um be there and to see that happen. And again, thank you to the students that coordinated that. I hope you're going to do it again next year. I also attended the Wizards uh uh fundraiser, the basketball game put on by PTA. And I want to thank all of our staff who participated in that, with a special thank you, I think, to our principals. They added a certain entertainment value to that game that um really was a lot of fun. So, thank you to everyone, especially our principals. Um I participated in the Kiwanis Student of the Month. That was the last one for this year. Jerry, we're looking forward till next year. I also attended a assembly at Emperor. Uh they The fourth graders did an assembly on autism awareness,

which was really nice. I attended the jazz concert at Temple City High School. Um the choreo showcase, and the highlight of that was I got to see Xavier dance. >> [laughter] >> That was really a a good production. It's a student uh put on by the students themselves. Uh and I also attended the Longden musical showcase. Uh that was a couple days ago. Uh since it's the end of the spring sports season, I wanted to congratulate our swimmers, our diver, our track and field athletes, boys volleyball, girls softball, boys golf, and boys tennis, who all had people who qualified for post season play. That's pretty remarkable. And uh I also wanted to announce that girls softball has a CIF game on Friday at 3:15, and it's at home. So, come on out and uh root

on our girls softball. And lastly, uh I wanted to announce a fundraiser uh that the Sheriff's Department their outreach Foundation is doing tomorrow at Cloverleaf Bakery. It's called Tip-A-Cop and it's a fundraiser for the Special Olympics and you come and you buy a sandwich, chips and a drink and the proceeds are going to be going to the Special Olympics. If possible, you can go online if you find their QR code on Facebook or I don't know where else it is and you can pre-order then you don't have to wait when you go to pick it up but um I encourage everybody to participate in that and help support the Sheriff's Department and the Special Olympics. Thank you. Thank you Donna. And then we're going to move on to member Sneed, Mary. Thank you. It's yeah,

there it's been a really busy time of the year. It's like something like every single day, every single night. But this is the fun part of being a board member is being able to go to all these events. Um I also attended the Longden preschool open house and the Cloverly dance show. I want to thank Xavier again for doing such a wonderful job as our student rep. You really represented your fellow students very beautifully. So good luck in your future busy Um I just want to thank Dr. Kounalakis for your leadership um You've led us so beautifully since you came back to us and I want to appreciate I appreciate all the guidance that you give us and all the uh goodwill that you brought to our district also. Thank you. Um I was happy

also to support the blood drive at the high school. there were I donated blood in the past, but they there are so many kids they were coming in. It was the first time they'd ever donated blood. So, they weren't quite sure what to expect. Um but they were there. They were stepping up. They were showing up. Uh and I it's very it's a very important I think to give back. And so, I commend you for that. Um Harlem Wizards game was really lots of fun, especially when one of the players landed up in my lap. Um He was very nice. Very nice night. He wasn't one of the taller people, so that was that was probably a good thing. But it was a fun night. Um thank you again for Corliss for recognizing all of

our students every year every month. Um I attended the uh Emperor flag ceremony. And the fourth grade did such a beautiful job celebrating students who learn differently. So, I really appreciated that. And I I found it really Excuse me. It's also lovely that several of our teachers of the year are from special ed this year. Almost half of the teachers of the year are from special ed departments. So, I think that's wonderful they're being recognized. Uh band and jazz concert at the high school was a lot of fun. As Donna said, congratulations to all our teams who continued uh their year their seasons. Uh choir showcase and the brighter side extravaganza is always a fun night to go. Uh fun night to wrap up their year. Um they went to the La Rosa multicultural event,

the tales and traditions. Um it was just a really fun night where the family the um their school was just uh celebrating the diversity of their community. So, uh D, I'm sure you had a little handle in that or You were there though. Uh actually I think the PTA organized that, but it was just a funny evening. Um I was at the elementary uh Science Olympiad. Um all three teams got gold again. Um Uh Vincent mentioned that for the awards they were they were in the uh stands. Those stands hold 2,000 people. They were crammed into those seats. I've never seen so many people crammed into those seats uh even all the time we've used it, but the parents were there all day you know, uh encouraging their kids and it was just a lovely

day. Um I've been enjoying the uh music class presentations. These are music music production classes where these the students in sixth grade have actually written their own music. In some cases they were they did the lyrics, too. They did the um photography. It was just uh really amazing. Um I want to thank uh PTA for recognizing all of our staffs during uh Staff Appreciation Week. Um and finally um I know there's comments about whether education is a profession. Um I'm proud to have been an educator in Temple City. Um I'm proud to have been both classified and certificated employee in this district for over 30 years. Um I think um being an educator is one of the most important professions around. And I hope our teachers and our classified staff feel the love and appreciation

that was showered on you last week. Um This uh also we have we have a lot of retirees this year. A lot of long-term teachers and classified who are retiring this year, and I want to wish all of them a great time in their retirement. Thank you for your service to our students. Um this class this graduation this graduating class is kind of special to me because this is the last group of students I taught before I retired. So, to my 20 students who are still here, um I wish them only the best and I wish everybody a great summer. Let's use this summer to regroup, refresh ourselves, and relax. So, and to again to our retirees, I hope you you find a lot of me time in the future. That's it. Uh thanks, Mary.

I'm going to be very very brief. Um congratulations to Xavier. Uh I think I mentioned this to you last week. I I attended a junior college as they as they were called in those days. And uh it was the best 2 years of my life in terms of getting a better handle on what I wanted to do and what I didn't want to do. It only took me two quarters to find out I didn't want to be a mechanical engineer. Uh anyway, so I hope you find what it is that you really choose and and find the love and go after it and be happy. I'll keep my eyes open for you. And then I I also just wanted to uh say thank you on behalf of the entire board to the nine I think

it was nine different individuals in tonight's tonight's agenda who donated $5,228 for the Heliotech program and keeps on going on. So, very good. Thank you. Uh with that, we're going to move on to student board member comments. It's all up to you now, Xavier. Okay. Uh first off, I would like to spend this time by congratulating the class of 2026. Um for some of these people I have known since kindergarten, some even since TK, and it just makes me so like reminiscent and so happy to walk the stage with all of these people, and I just can't wait to see what they want or all of their accomplishments in their in the future. And then I would also like to say bye. I really would like to thank everyone on this board for trusting me

to be this year's student board member and to represent students across all of the schools in the district. This truly has been a life-changing opportunity for me. And I've been really grateful to be part of this board. I hope that I was able to make some changes, and I really look forward to what I have learned and really using it to apply to all of my future endeavors. And then this job has really supported me throughout all the highs and lows of this school year. And then I know that once I have already graduated, this district is in wonderful hands because I don't think I've ever met a group of such talented individuals who always put 100% of themselves into the work they do. Um for Mr. Lohman, thank you for being my uh seat

partner during the summer meetings. >> [laughter] >> And thank you for always answering all of my questions, especially about the LCAP. >> [laughter] >> And then um Dr. Dr. Ayers, thank you for also being another one of my seat partners. Um I honestly just love all of your um positive energy that you bring to all of our meetings, and I remember when you got this position, and like I said, I was just just genuinely so happy because you're always such in a wonderful, like positive, upbeat mood. Uh for Ms. Need, thank you for my being my other seat partner. >> [laughter] >> Especially for always answering my questions whenever I tried to be subtle and tried to whisper them to you. >> [laughter] >> And then thank you for also always being such an inspiration,

not just to me, but to all of the students in our district, especially how you changed careers, especially from being a teacher now to being a board member in our district. Um Ms. Espinosa, I always love your dedication to this district, despite also being a part of LACO as well. Um I really appreciate you because you have also been a very um big part of me and my um public speaking capabilities because you always um um oh, sorry. You always tell me how to advocate for myself, and I've seen this throughout all of the board meetings. So, I really want to thank you for that. Um Mr. Smith, your commitment to this district district and the work you have done over your many years of service through this for this district are undeniable. Um Mr.

Genow, you've always been so nice to me, and I also just love your devotion to this district, and especially um the core values that you believe in this district, specifically um with the performing arts as well. Do not go unnoticed. I also just love how you're always advertising and promoting the Camellia Festival and the Women's Hall. You usually or you always put so much hard work into that, and I know that you're very proud alumni, which I love. Uh to Ms. Woo, I am a I've been so happy that I've been able to be part of the board with you. I always love your awesome presentations about all of our financials, and I'm always in shock. I'm always in shock by the amount of financial support you give and just being able to manage all

of those numbers and all of those amounts. I don't think I could ever do anything remotely similar to that. Um yeah. Um to Ms. Montero, thank you because you're actually the first person I met on this board, and I remember I was genuinely so nervous to talk to anybody, and then you were the first person. You were like, "If you ever need anything, let me know." And then you would always like text me throughout the weeks, even when we didn't even have a board meeting. So, thank you for that. Um yeah, you're probably like the first person I felt comfortable talking to. So, thank you so much. Um to Dr. Tuna, thank you so much. Um I really appreciate how you're always able to provide your wonderful leadership and input into all of the board

decisions, because not only are you thinking about what is best for the district, but you think about what is best for all of our students across all of our schools. And I really appreciate all of your great insights. Um yeah, to sum up, this truly has been a life-changing opportunity, something that I will never forget. And I really just appreciate each and every one of you that I've gotten to know. Um I also want to talk about Jayden really quick. I know that he's going to do so great next year, especially as being a senior and soon next year soon board member. He's probably one of the most dedicated and passionate people I know, especially being a junior, and I know that he's going to go very far in all of his future endeavors. That's

it for me. Thank you. Great. Thank you, Xavier. Uh with that, we're going to move on to Superintendent Collins. Dr. Tuna, what do you have for us? Thank you, sir. Um So, Xavier, I also started at a community college. So, not a bad place to to find out where what you want to do. Um A couple of things I I You know, you all mentioned a lot of the events that we we go to, but I I like to share a little bit of insight as to why how we look at certain events. Um and so, one of the things that that I really enjoyed was our our dance show, uh our elementary uh and middle school dance show. And why why we put so much attention into this is because one year we were

at a performance and and it was a at Oak. And the kids were asked where they went to school. And I would say 95% of them went to Cloverly. Because they had a dance club. And it put them at it gave them such an advantage to be able to try out for auxiliaries at Oak. And so when we talked about it, we we always think about how do we do things for all of our students? And so we were just so pleased at our last performance to see how many students from Emperor and Longden are now also part of this dance club. And I don't know what it's going to do for the numbers at Oak for their auxiliaries. Um but at the end of the day, we always try to make decisions that uh

provide opportunities to all of our students. And so I was just very proud to see that so many of our students now have that chance to be part of auxiliaries at Oak. So I'm looking forward to seeing a a much larger group. Um and a much more diverse set of students on on auxiliaries. Uh the other thing I will say is, you know, we Stacy, Richard, and I had and Connie had an opportunity to meet with our elementary and well, our our middle school and and high school band teachers. Some of whom also teach at the elementary level, but what we really focused on is how do we continue to grow our programs, particularly in light of what it is we're doing at the elementary level right now with our band program, and how do

we sustain this and grow our programs at the high school? And so, when we have the meetings, everybody having that like-mindedness about what we want to do for our students, I really do appreciate. Uh and I thought it was a productive meeting, and we're going to figure out ways to uh you know, we have a a lot of students who are playing on drum pads right now. Um if you've gone to any of our VAPA shows, uh we're looking at probably 150 kids that are playing on drum pads right now. Um and it's it's uh and it was enlightening to hear because um you know, for somebody who who does not know music as well, um at all. Um it is I I look at it as kids playing the drums, but the teachers look

at it as kids learning general music, and I thought, oh, that's I should be looking at it from that standpoint. But, we are going to figure out how we continue to feed programs like the drum line at the high school, and only make them better. Um So, that was uh a great meeting to have, and then we also had uh I I was thankful to be part of the El Cap and and D-Lac meeting with uh Stacy's group. Um Really insightful parents. Uh you know, and and good questions, and and a a group that really is looking for uh programs and opportunities for uh all of our students, and it wasn't just specific to any particular school, and I really appreciated how when people spoke, they didn't speak with with um uh regard to just

their school. It really was about the district as a whole, and how we uh create opportunities for students. So, a great group of parents, and I hope uh you know they stick with you and and continue to to be part of the committees. Um and we talked a little bit about the bond mailer that is out there. I still encourage a lot of our families if you have not had the opportunity to either click on the QR code and give us your feedback or send back the the mailer itself. You know, we really do value the the input of our community. I've noticed that you know, we're getting input from community members who do not have students within our school district. And that is valuable because although we are the largest employer and the largest

landowner in in the district or in the community, there are a lot of folks out there that do not have kids in our district and and I need to hear from them because everything we do we do to try to improve this community. And so, you know, in listening to our city council and our mayor they they understand the the weight that and the gravity of that our decisions have as a school district on the community and how we really do help to drive what happens in this community. So, I appreciate them acknowledging that and understanding that and I still want to hear back from our community members who do not have students within our our schools. And then finally, you know, last year at this time we were we were stressing over the possibility

of having our graduation in the high school stadium. And and I take for granted the the fact that we had it in the stadium and now that I'm looking back and reflecting on it and I'm thinking about our our graduation in just a couple of weeks. There's so much more that we've added. You know, we only had one set of bleachers at the time. Now, we'll have both sides opened up. We did not have our video board going, so now we'll have the ability to have cameras showing kids on the the huge screen for their families. We did not live stream the event the last year, but we are going to live stream it this year. Elias has made significant improvements to the sound over at the stadium. So, I'm just really looking forward to

showcasing everything that we've been able to do over at the the high school and in the stadium. And and I forget that we had it there last year, but not quite to the same level that that we will this year. So, looking forward to that and I will leave it at that. Thank you. Thank you, Art. Okay, we're now on to item number 20, written communications. And I actually do have two letters that I received from Los Angeles County Office of Ed. I'll just be briefly and highlight what is appropriate, I guess. Enclosed in the third quarterly report for the fiscal year 2025-26, as required. Uh This This report contains the results of all visits and reviews at all school sites for January, February, and March. With regard to sufficiency of instructional materials, no visits

were conducted during the this quarter. With regard to facility conditions, no visits were conducted during this quarter. With regard to the accuracy of data on the school accountability report card for the SARC, SARC verification results will be reported with the annual report. And then lastly, with regard to teacher misassignments and teacher vacancies, the teacher assignment results will be reported in the annual report. So, they aren't reporting on anything, really, but now you get it first hand. Uh So, the next letter is also from the Los Angeles County Office of Education. It says, "The Los Angeles County Superintendent of Schools reviewed the Temple City Unified School District's public disclosure of proposed collective bargaining agreement with Temple City Education Association. Education Code Section 42142 requires the dis- the district superintendent to send the county superintendent any revisions

to the district's current budget to the collective bargaining settlement within 45 uh days of adoption. We appreciate the district staff cooperation during the review of this dis- disclosure." Okay, with that, we're going to move on to the discussion information portion of our agenda, but we have nothing to share or discuss there. So, now we're going to move on to the discussion action agenda, and we're going to start first with administration and item 21, which calls for the adoption of resolution 2526-27 authorizing memberships in educational societies, associations, and organizations for the coming year 2026-27. And Art, I have your name down to discuss this. Yes, so this is a routine annual item. We have as a district we're we're part of various groups that and organizations that benefit the professional development and direction that our district

takes. Some of them are local groups and some of them are state and national groups. Okay. Any questions for Art? No, then we'll go ahead and call the vote. This is going to be a roll call vote. Motion, very good. Can I start with that? I need a motion and a second. I'll move. So, we have member Alissa second from member Georgina. Oh. So sorry. And I'll start with the preferential vote for member Muñoz. Yes. Okay, Muñoz says yes. And then from the school board item member Espinosa number one. Yes. And member Georgino. Yes. Member Sneed. Yes. Member Bell. Yes. And I'm a yes as well, so the motion carries 5-0. Moving on to item 22 for receiving board policy for second reading and approval. And the board policy is 6146.1 high school graduation requirements.

So I don't think we really need any explanations since we had that at our last meeting. So um I'm going to go ahead and entertain a motion to approve and second. So motion from member Bell, second from Second. Member Georgino. Yeah, Bell. Yeah. I'll be the second here. Okay, Xavier second. Um Yeah. Now I'll go ahead and call for the vote. Member student board member Muñoz. Yes. And everybody else just please say I if you support. I. I. And I believe I heard all five, so no no noes, nays. And so it passes 5-0. Um moving on then to educational services item 23 which calls for the approval of the grant sub agreement reading from classroom to curtain call theater production pathway the ex- expansion between Pasadena Area Community College and the Temple City Unified

School District. And I have a um I actually let me ask Stacy, do you want to share with us anything? So this is a very exciting opportunity for our district. Um thanks to Elias um Borge Ali as well as Elena Lee at the high school. We worked, I feel like last summer on this grant. Um which is now being presented to all of you in partnership with PCC. Um this Um if you recall, we started the theater production CTE pathway at the high school this year and this grant um that we are accepting is for $387,000 to be able to support um growing that CTE pathway into theater production one as well as theater production two for next year. Um so uh we are also in conversations with PCC about how they can partner with

us. So, they will be visiting the high school campus to learn more about um what we're doing for theater production and we look forward to growing that partnership in the future. Thank you, Stacy. Are there any questions for her? No. I have one question. This will be taught at the high school? Yes. This will be taught at the high school and if there are maybe some guest lecturers from um PCC that might come out and partner with Elias in his classroom. Any other questions? No. Then I will go ahead and call for a motion and a second. I'll motion. Motion from member Espinosa and a second from I'll second it. Member Smith. And uh I'll go for the preferential vote first. Xavier? Yes. And for everybody else, please say I to support. I. Any nays?

I don't think so. So, the motion carries 5-0. We're now on to the topic of business services, item 24A which um calls for the approval of opening of a public hearing for the Board of Education for the Temple City Unified School District to consider entering into an energy services contract with Energy Pacific LLC to construct a solar energy project at La Rosa Elementary School, Cloverly Elementary School, Emperor Elementary School, Longden Elementary School, Oak Avenue Intermediate Intermediate school Intermediate school. I can't say that tonight. Uh Temple Temple City High School and the Dr. Doub Series Learning Center pursuant to the terms of the government contract code section 4217 .12. Uh Connie, do you want to tell us anything about that? So, the board um government code uh section 4217 allowed the school district to enter into

an energy services contract if in a regular scheduled board meeting a scheduled public hearing uh was conducted and a public hearing notice was uh given at least 2 weeks in advance and the anticipated cost of such a project will be less than an anticipated marginal cost of the district regular electricity and energy use in the absence of such energy conservation project. So, the district plan to enter into the energy service agreement with Energy Pacific to design, installation, and commission of solar project. The company um guaranteeing that over the 20 years the energy saving will be estimated 16.6 million dollars. The project will cost 12.3 million dollars and the district will use our capital outlay to pay 675,000 dollars and the student equipment lease agreement for the 11.6 million dollars. Thank you. And I actually should

have uh called for a motion and a second to open the public hearing first. But I'll tell I'll ask for that now. We have a motion and a second to open the public hearing. I'll move. Motion from member Vergino, second from member Sneed. Any questions from the public? No. I'll move the motion. No. You're putting it Yeah. All right. I'll connect the public hearing. Yeah. We We have a motion. Right. Oh, I'm so sorry. You're absolutely right. Now all in favor, please say I. Second. Xavier? Yes. And then everybody else, please say I. I. I. I. Open really it Any comments from the public? No. Okay. And I will call for a motion to close the public hearing. You can say that then. It's 24B. Yeah. 24B. Oh, the the public hearing that we just

held with to go ahead and close that by not by closing what's really open anyway. So I'm not going to read all these words to close it, but I need a motion and a second to close, please. So moved. Um I'll second. Motion from member Bill, and second from member Espinosa. And I'm going to go ahead and call for preferential vote, member Muñoz. Yes. And everybody else, please say I. I. Motion carries 5-0. And moving on to item Oh, yes. I'm so sorry. Yes, thank you. Um moving on to item 24C, adoption of a board resolution number 25-26-28 approving an energy services agreement pursuant to government code section 4217.10. So and I have a um motion? I'll move. Motion from member Georgina. I'll second. Second from member Bill. May I go ahead and call for

the vote? All in favor Oh, no. Student Actually, it's preference. Student preference. Yes. Yes. Okay. Then, it's a roll call vote. I'm going to start first with member Georgina. Yes. Uh member Sneed? Yes. Member Bill? Yes. I'm a yes, and member Espinoza? Yes. The motion carries 5-0. Uh we're on now to item 25, which is calling for an adoption of resolution 2526-29, authorizing the execution and delivery of an equipment lease purchase agreement in an aggregate principal amount not to exceed $13,500,000 and the execution of the legal documentation. So, I'm going to start by asking for a motion and a second. So moved. Motion from member Bill, second from I'll second. member Georgina. And um I'm going to go ahead and call for the vote. Uh student board member Yes. Yes. Okay. And this will be

a roll call vote. Uh member Sneed? Yes. Uh member Bill? Yes. Member Smith? I am, of course. Member Espinoza? Yes. And member Georgina? Yes. The motion carries 5-0. We are now on to item 26A, calls for approve approving the opening of a public hearing for disclosure of collective bargaining agreements with the Temple City Education Association, uh TCEA, in accordance with AB 1200 for the 2025-2026 school year. Um may I have a motion to open, please? move. Motion to remember Mary, that was you? Yes. Mary Sneed. And um we can go ahead and call for the vote to open. All All in favor, please say Preferential vote. Yes. And um board members, please say I if you support. I. Hearing heard five to zero. The hearing opens at 7:18 p.m. And Connie, do you have anything

you want to share? Um yes, board. President Miss Smith, um the AB 1200 has already prepared as a required. We have a submitted to the county office of education 10 days of ahead of this board meeting. And the letter you read it during the public comment, and letter is the latest happens for our AB 1200. Basically, the 4 25-26 school year, the Temecula Unified School District has a reached tentative agreement with our teachers association. The agreement has two parts. The first part is for the milestone salary schedule for in certificate employees step 15, 20, 25, 30. The increment is doubled from prior prior years. And for the health insurance, we will the district will increase our annual contribution for $215 per eligible employee. And for the 25-26 only because the district health insurance has already

enrollment enrollment has already closed. So, $250 will be issued as a one-time salary payment. Any questions or comments for Connie? Connie? No. Okay. And I'm going to go ahead and call for a motion to close this hearing. Oh, public. Anybody from the public want to ask questions? No. And I'll go ahead and call for a motion to close the public hearing. I'll move. Okay, motion from member Georgino, second from member Espinoza. And I will go ahead and call for the vote. Um, preferential vote. Yes. Yes. Yes. Yes, and that was 5-0. So, now we're closing at 7:20. 7:20. Yes. Okay. We are moving on now to item 26C. Calls for the approval of a public disclosure of collective bargaining agreements with the Temple City Education Association in accordance with AB 1200 for 2025 to 2026

school year. Do I have a motion and a second to open this motion from member Espinoza? I'll second. Second from member Bill. And I'm going to go ahead and call for the vote to open. So, preferential Oh, this is Yeah. 26C. 26C. Yeah. Okay. So, we're going to go ahead and call for a vote from member Williams. Yes. And uh all the board members on favor, please say I. I. Okay, the motion carries 5-0. Okay, now we're on to item 27A, which calls for approving opening a public hearing to discuss approving an update to Sanctuary School Facility Fees imposed on new residential and commercial/industrial construction pursuant to Education Code Section 17620 and Government Code Section 65995. Do I have a motion and a second to open? So moved. I'll second. So moved by member Al,

second by member Georgino. And vote from student board member Munoz? Yes. And the rest of us all in favor, please say I. I. Motion carries 5-0 and it's almost 7:21. All right. Yeah, it's okay. Thank you. Um is that we're going to move on to Now I'm having is We're now in open public public hearing. And so now we're going down to Yeah, any interest if anybody wants to make a Oh, okay, great. She's our presenter. Do you have a quicker way? Judges has it in the second. Okay, great. Okay. And I'm sorry, what is your name? Um I will introduce her for on board. Um Lynn was a um senior management from the um Cooper and Grober public finance who the digital hide for to do the um development fee study, justification study. And

then um his uh her presentation will be in align with the state um just recently released the development fee level one increase, which is for the residential construction increase from $5.70 to $5.38 per square footage. For commercial industrial construction increased from 84 cents to 87 cents. So then, here's yours. Thank you. Thank you, Mr. President, board, staff, and the community. Yes, we Kaplan Gruber Public Finance prepared the fee justification study for the developer fees. The developer fees are um the the statutory ability of the school district to levy these fees for construction, um reconstruction, interim housing, administrative, and operational facilities. So, this is part, in addition to your regular GO bonds and the state facilities program for facilities, this is the other way that the school districts can generate revenue. So, tonight we're having the

public hearing. Um you'll accept the report and consider the adoption of the increased fees. The Level 1 fees, as Connie said, um have been increased. They are reviewed every 2 years in even years by the State Allocation Board or the SAB, and they apply, as Connie also alluded to, both to new residential and commercial and industrial. And as Connie also said, you're currently levying the 517 and the 84 cents uh for residential and commercial. And so, with this study, if the resolution is adopted, you'll be able to increase that to the $5.38 and the 87 cents, which is about a 4% increase or 2% per year. So, in order to levy those new fees, you have to prepare a fee justification study, which is what we have been hired to do. And the the code

section 66,000 requires us to identify the purpose of the fee, and the use of the fee, and the relationship between the construction, and how that fee is calculated. And so that determination, we we go through that determination by projecting the housing that the district expects to see the increased in housing over the next few years, estimate the number of students generated out of that new housing, and estimate the cost to provide facilities for those students coming out of that new housing. So then we get into this fun slide, just again going over how we do that. So we've estimated the student enrollment, the new student enrollment, from the new housing at about 141 students coming out of 381 new housing units. Then the estimated cost per seat from the elementary school district is about 38,000,

the middle school is about 97,000, and then the high school is about 79,000 per seat. And those are based on the the facilities master plan, the 2023 facilities master plan, but taking out those items in the master plan that are things like deferred maintenance or maintenance, because we we really have to These are These are focused fees. So then we have the total cost based upon the number of students, and we get to the cost impact per square foot. We are estimated that the average square foot for each new unit coming into Temple City Unified School District is about 1,200 square feet. Um and then the the costs divided by the number of housing units divided by those those square footages comes to an $18.85 impact per square foot. But as you see the state

has capped the ability for you to collect the fee at $5.38. So you are justified in collecting the $5.38. For commercial fees, we talked about the indirect cost of school facilities. New commercial and industrial brings new employees. Employees create the need for new students. And inter-district kids also have an impact on your school facilities. People that work in the district bring their kids into the district. That has an impact. And so we go through our calculations and we have justified the $0.87 per square foot for each of the categories that are prescribed in the study that the state requires except for rental self-storage because there's so much square footage but such a low employee count on rental self-storage. So all other commercial does is justified at $0.87. So then your adoption period we have noticed

the public hearing and um published it twice. And then tonight is the public hearing and at the board's pleasure should you adopt the resolution then the new fees would go into effect 60 days later or July the 13th. And with that I'm happy to take any questions. I have one question. Um we have a couple of mixed-use We have one on Rosemead Begonia Place I believe it's called and then they're building another one near Cloverleaf it's supposed to have shopping and and and apartments or whatever. So, if you have mixed use, the different the commercial part is gets one rate. That's right. >> residential part is quite a bit different then. That's that's correct. Yes, we would we would look at the permits that they're um applying for and then um the district would charge

accordingly based on the commercial square footage and then the residential square footage. Thank you. Any other comments or questions either from the audience? No? I guess I will go ahead and call for motion to close the public hearing. I need a motion and a second, please. I move. Motion from member Espinosa, second from I second. member Georgino. Um uh student board member Munoz? Yes. And remaining board members, everybody say yes or I. I. Yes, the motion carries 5-0 and the time is 7:30. Okay. And we're going to move on to item 27C, which is uh acceptance of a 2026 fee justification study for residing residential and commercial and industrial construction. And I need a motion and a second to I move. Motion from member Sneed, I second. second from member Georgino. And Okay, uh Connie,

do you have any comments you want to make at this point? No. Okay. And I'll go ahead and call for the vote. Student board member Munoz? Yes. And everybody else, please say I if you agree. I. Okay, the motion carries 5-0. With that, we're on to item 28, which calls for the adoption of resolution 2526-30, increase of developer fees. And I need a motion in a second. So moved. I second. So moved by member Bill, second from member Espinoza. And I will go ahead and call for the votes. Member board member Montoya? Yes. And doing the rest of this is a roll call vote. Member Bill? Yes. Um member Schmidt, that's yes. Um member Espinoza? Yes. Member Georgino? Yes. And um member Sneed? Yes. Okay, so the motion carries 5-0. Okay, we are on to

item number 29. Which is called for the approval of the joint use agreement and lease with T-Mobile West LLC. I need a motion and a second, please. So moved. Motion from member Bill and a second from I'll second it. Uh so we have uh take the vote to approve the joint use agreement. Do you have any comments or questions from the county first or No. Okay. So board, um back to 1995, the um district and the T-Mobile enter into the lease agreement, which allowed the T-Mobile install its equipment at the rooftop of district. So that lease agreement expired this year. So we're going to um have a new lease agreement because the law regulation, especially regarding the term of the agreement, has been changed. So this lease agreement reflect the new term and the code

required that the maximum of each agreement with any entity with the public um school is um 5 years. So this is a lease initial 5 years and the allowed that another four 5 years term renew, but under condition that each renew need a board approve. So um that's number one. Number two is we adjust the monthly lease fee. So, currently, the old lease fee is $905 each month. The new lease fee is $4,500 each month with a 3% increase at the annual anniversary days. Thank you. Okay. So, I guess we'll go ahead and take a vote to approve preferential votes for student board member Munoz. Yes. Everybody in favor of that, please say I. It supports. I. Okay, it's 5-0 on the vote. That passes. Moving on to item 30, approval of notice of completion

for Asphalt Fabric and Engineering uh AFE Sports and at the at football stadium and baseball field. Is there a motion and a second? I'll move. Motion from member Espinosa. I'll second. Second from member Pela. And Connie Davis, what do you think about this? I would, of course. Good evening. I thought I was going to get out of it. >> [laughter] >> Good evening, Board President Smith, members of the board, executive cabinet, Dr. Kuna. Uh tonight we looked we seek to get approval to file notice of completion for the Asphalt Fabric and Engineering. They are the installers of our turf out on stadium and baseball. Um they actually did softball as well, which we'll hear later. Um and the notice of completion is just a formal uh document that we file with the county um that

formalizes the end of the project, which lessens the time that the subcontractor contractor can place a lien onto the district. So, with tonight's approval, we will file that with the county and it'll start the clock. Any questions for Anthony from anybody? Okay, I'm going to go ahead and call for the vote to approve preferential votes for student board member Munoz. Yes. Everybody else, please say I. I. Mary, did you say I? Okay, motion passes 5-0. Ahem. We are on to item 31 which calls for approval of notice of completion for the asphalt fabric and engineering at the AFE sports at Temple City High School softball field. May I have a motion and a second to move forward? Sound like me. Motion from member Sneed and member Georgino second. So, comment? Question? Further? No? No, same

same process as earlier with the stadium and the baseball. Um, it's just a separate contract with AFE for softball. So, with that I'm going to go ahead and call for a motion to vote to vote on this. That's student board, excuse me, the motion and vote on it. Student board member Munoz? Yes. And the rest of the board, can you say I if you support? I. Motion carries 5-0. We're now moving on to the consent agenda which includes routine items approved by one motion and one vote unless a member of the board or audience request that any item be reviewed and voted upon separately. Do we have any requests such as that? No. I'm going to go ahead and oopsie. Call for a motion to approve. May I have a motion and a second, please?

>> So second from Oh. Georgino. Uh, and I'll go ahead and call for a vote. Student board member Munoz? Yes. And for all the rest of the board, can you say I? I. And we're 5-0 on that, so the motion passes. With that, we're on to item number 40, board member comments. Do I have any? Oh, um, I would like to add something. Uh, Mr. Bill, I am so sorry. I forgot to give you a special shout-out. >> [laughter] >> I'm so sorry.
