001And so we'll go ahead and get started. I'm going to go ahead with the roll call. Member Espinosa >> here. >> Member Georgino is absent. She will not be joining us tonight. Um I am here. Member Sneed >> here. >> And member Bill >> here. >> And student member Munoz >> here. >> Okay. So, four of us are here for the primary. Uh, today's meeting is being digitally recorded. And with that, we're going to move on to the pledge of allegiance, which I will be leading tonight. So, if you can please stand and join me in that, I appreciate it. to the flag of the United States of America stands nation indivisible with liberty and justice for all. >> Thank you. Uh we do not receive any requests for book. We didn't receive any request
002for publicity. Okay. So, with that, we're going to move on for the main event. Um, we're going to conduct a board self evaluation tonight and go through some of the materials we've been utilizing to try to understand where we can be strengthened and where we're doing good. Um, let's see. We will discuss the self-evaluation as individuals and as member of a team. So, it's both those things. So, um, I have a got all my notes on it. >> Okay. Anyway, so um we received uh we received from CSBA, they set us up on a on the computer computers to evaluate ourselves. We had 58 uh areas to address or respond to. Um 57 of them, thank you. 57 of them uh were highest category and there was one that was um a little bit lacking,
003but by and large we did well compared uh to what we've done. Um, we've also been using the same goals that we developed not only for the current year that's ending but the year previous to that. So, we need to talk about what we want to keep on doing and uh go from there. Um, does I open it up? Does anybody have any comments or anything they want to specifically say in terms of the goals? The three goals we have, maybe I'll mention that the three goals we actually identified as what we wanted to work on include um question number 33, the board plans for the development and training of the board. Uh board members and the superintendent will share board development and training opportunities with each other. The next one is number 56. The
004board pursues partnerships to support district efforts. members all agree that they are pleased with the partnership that we have established but feel there will always be room for growth and then the last one is number 57. The board advocates on behalf of students and public education at the local, state and federal levels. Uh does anybody have any comment about those goals and about I should one other thing. Uh so we completed our input for the new year and lo and behold it's identical to the one from last year. I mean identical every single stroke. So any comments, questions? I think we're on the right track. We need to make other changes or I'm looking for inputs. I think that we're continuing to show that we have a good relationship as a board and that we
005have a relation a good relationship with our superintendent also which I think is a real benefit to to our uh students to their families to our staff. Um as far as the um advocating we can always do more of that. I know we advocate locally on a regular basis. People know that we're that we're board members and they bring their concerns to us whether it's at a board meeting or otherwise. Um I think it shows that we're continuing to have a strong working relationship and I think that's really beneficial. >> Melissa, you have something? >> Yeah, I mean I think um you know self are tough, especially when you're you've been on a working board for a really long time. I mean, but I do feel like the way we rated ourselves is accurate. Um,
006I feel like, you know, we were cohesively and it even shows in how we rated ourselves. Um, I do agree that, you know, we could continue to, um, develop because we are we've been all been here a while. I think we could, you know, develop a little bit more in doing things that are outside our, you know, our own community. Um, and number 57 is the the one that I'm looking at that I think I will say that I did sign up for the um CSBA, um, what is it? Legislative week. Um, and so that should be coming up and I thought, you know, we've done a little bit there. You've um, Superintendent Dr. You've done things in this regard. So I think that's one area that I think we could continue to to keep
007growing. Um you know training I think we always want to continue training. So I I don't have any problem with keeping that as one of our goals but I do feel like you know we do get information about all the trainings that we have the opportunity to attend and we're always asked can we attend? Do you know do you want to attend? So I think that has been a practice for a while. Um, and so I we can it is a priority because we should continue to grow grow and learn. Uh, so I don't have a problem keeping it there, but I just want, you know, our constituents to know that we we do and we have made that a priority and a practice. Um, since at least I know since I've been on the
008board and I'm sure you guys all will say the same thing. Um, but yeah, and then the partnerships I think we a wonderful job in in you know looking at our community and partnering with our community you know really really well and um it is refreshing and it is you know something that is helps us do the work that we do here it's less obstacles right it's more partnership and that's the way you you know you work together as a community to do the best that you can for the kids and so we continue to develop and maybe try to find some other opportunities that we, you know, can broaden our partnerships. Um, it only serves to help our students. And so, you know, I think that's another one that we should keep as a
009goal because it is pretty crucial to what we do here on the board, especially considering the challenging, you know, um, budgetary upcoming years from a budget standpoint. I think, you know, that be very very helpful. So, um those are overall those are my thoughts. >> Okay. Thank you, Melissa. Vince, you have something you want to say? >> Um >> uh I by and large agree to um there is one item that bothers me a little bit and that's um number number 56 I think it is. Uh yeah, the part the partnerships only because I think we do a really good job. I know I try to get out and go around to things that Judy J puts on or the the um commerce across the street. U lots of CSBA things, school services things. Um
010I think we do a pretty good job of staying in touch. If you actually look at the input from the five of us, four of us listed as as a five on the scale and the other person listed it as a four. So those are all and and the four the top four are um for uh included almost always. So that's almost always and then the the fourth the fifth one is in the optin category. So, those are all strong strengths and I just feel like to keep on putting it on there and say we didn't accomplish what we wanted to, it doesn't work well for me. But beyond that, I'm fine with the others. Um you know my takeaway so far um this is my fourth year now my second term that uh the
011main thing that that really kind of comes to the forefront for me is how well we communicate our our lines of communication is is outstanding and know a lot of this falls on Dr. the entire district staff, all of our staff at our sites. Um, and you know, my fellow board members, I mean, uh, and and I couldn't agree with, uh, more with, uh, what's been said so far. Um, the way we rated, um, our performance this past year. Um, I believe also is true. It exemplifies everything that we share, the common belief that we have for our students and and where we want, you know, this forward for them. Um, without sounding a little bit too biased, you know, I mean, it's true. We say it. Future is really bright for the students here
012in Tampa City, we all believe it. We all mean it. And, you know, collectively as a group, we work towards those goals. And uh, and uh, it's it's it's been such a such a blessing for me personally to be a part of this and such a such a great joy. And I think I I can't imagine, you know, what else we have down the road. I know that there are a couple of things that uh we um could always work on and I think those items are things that we are always going to be working on to some extent. Uh because again, there's a lot of external forces that are beyond um our control, these challenges that face us, you know, in the future that that none of us can ever predict. But the one
013thing that I do know and I feel really really strong strongly about comfortable about is that, you know, we have a here that can understand, deal with, weather any of these storms that come to us because we work as a family and those are the things that really kind of stay with me is that we communicate well, we work as a family and if you have those components in place, I just don't see what else that we need to do further beyond keeping them and and I think the future for is going to be amazing. I don't think Xavier, do you want to say anything? >> Well, why haven't you been on the board as nearly as long as you do want to recognize how hard this board works? Um, I don't think there's ever
014been a time where I felt that there wasn't an area that the board really needed to focus on. I always felt that Everyone knows who each of you are. There's never any doubt um in regards to um a lot of like resources at any of the school sites. I feel like all of our school sites are very supportive and they all have very good measures in place to make sure that every student gets seen in the best way possible. Especially through our programs, I feel like um I feel like for me I love watching all groups and I feel like a strong suit at this district which I absolutely so I don't think there's any >> Dr. Thank you. I was hoping I could share my two cents. So first off I did want to
015say that that member Georgo shared uh you know the pieces about advocacy really being the things that are important to her. Um and as I reflect on that and the comments of of the board, I really think that the the reason why it continues to show up is because legislation and politics has such a significant impact on what we do and we can never get ahead of it. we're always chasing uh with regards to um the advocacy component because it's usually reactionary, right? Like something happens to us and then we have to try and defend or you know promote a different you know side of the story. And so I think that's probably something that will always be there like you guys shared. Um but I want people to know that it's not that we're
016not doing it. Um there is so much goes on with regards to advocacy. You guys sign on to uh letters. You sign on with uh support for different bills or uh against things that the governor might be doing in his proposals. Uh you know, we do a lot with um the state level. I think if we wanted to, you know, explore some other opportunities, we could look at probably when the budget gets a little bit better and when I think the relationship between the federal government and educ gets a little better. Maybe we do the coast to coast trip uh through CSBA. It's just right now I just don't know that it's advantageous with the the climate at the federal government and the the way they see education right now. And so um but those
017are some things I think we can explore. And then also I I I think uh uh PTA has a legislative action component. Maybe we you know want to do join on with PTA as part of that. Other than that, I don't know that there's many other opportunities for us. Um, but I do think we do a good job with uh, you know, what we have available to us. Um, and I do think that everybody is present. And then as far as partnerships, maybe uh, I can do a better job of just sharing with you guys some of the things that we do have uh, with regards to partnerships. And I will say some of you are responsible for that as well. Like we just met with LA and has a great partnership. We would not
018have had that partnership uh without uh some of the work that Mr. Bell is doing with the the Racer X team. And so, you know, these are there there are partnerships out there. Maybe we just don't promote them enough for you guys to know, but you guys are all critical making sure that we have these partnerships, too. So, I think you guys are excelling in that area as well. >> Thank you. So, um any more comments from anybody about this? We need to talk about then goals and again are we going to look at um trying to achieve the same three goals we did the last two years or do we want to add something or do we want to delete something? >> Does it need to be three? >> No, it doesn't have to
019be three. I >> mean, I think we all agree that the advocacy is definitely one. I don't know about the other two that we had last year, but I don't think that there are any other ones on here besides the besides 56 and 33. I mean, I don't even think how does everybody else >> Yeah. I mean, I I agree. I think um you know a lot of us have a lot of experience and we we have a a fairly good understanding of how these public institutions work and of course we've got incredible guidance from our district. So yeah know that we need to have them >> and it doesn't mean that we're not going to do it. It just means that we do do it and it doesn't need to be called out. >>
020So I don't think it would be okay to pull that >> I agree. And if there is, like you said, if there's any any class that we want to get training in, we can take we can take classes. There's any number of offerings. >> Uh are we going to settle on that then? >> Okay. We're not actually taking action, but that's what we're going to focus on. Okay. I think it seems like there's some mixed reviews about number 56, which is the partnerships. I just kind of see it as a four and a four in the like highest rating and a one person at often, which is one below the rest of us is saying that we do a good job and there's just always room to do better. I don't think it means that
021we are not doing a good job, but >> I'd like to keep 56 on there just as a reminder to ourselves that if partnerships become available that we take advantage of adding more partnerships to to our roster of we have now it doesn't hurt to have more sponsors and more >> partnerships for our students. I mean, look at how many things on this list >> that we didn't have >> a few years ago >> and we've added more and more. >> I I think we can keep 56 and definitely 57. >> And you know, if I may add to that, um I think I I'm also looking at this from a from a maybe also a a wider viewpoint in terms of how we form these partnerships. I know, you know, we all make everybody
022collectively an effort to go out there and um share with the rest of the world the wonderful things that we do here in Temple City. Um but I also feel very strongly about um getting our students themselves involved in all of this. And so much like what Dr. Kuna mentioned, you know, that's one of the things that we're kind of really starting to kind of work towards is um you know, we really appreciate the community support that we have. Uh but you know, a program like say the the Racer X2 program was actually designed not to uh limit their um their search for support within the community. Although they they're very very appreciative of of everything that they've gotten so far, but their their targeted goal is to go out there and and you know,
023find um help outside and sponsors and and basically it's more about sharing a story really, you know, but we do a lot of interesting things here. We've got a lot of uh uh students that are very um uh motivated that are passionate about different things whether it's BAPA whether it's in STEM in many different fields and I think it's it's refreshing uh from my perspective and in some ways really you know it's invigorating to watch a lot of these kids just go out there and and go and find these things and it's it's so empowering it makes them believe that they can and so I think I kind of see its from that that perspective. >> I like that. I I do think it's kind of the entrepreneurial spirit, right? Teaching them that um which
024is a big thing for their future. So, I I don't know. I I I feel like it it's it is definitely another aspect to think about when we think about number 56. >> Can I just add one thing with 56? U seeing as how next year we're exploring a a bond, uh we probably will have to rely heavily on partnerships to uh help us with the campaigning aspect of that. And so I think that might be a good reason to keep it as a goal. >> Yeah, maybe one more year. >> I think I'm hearing all three. I don't I don't see a problem with us continuing the same goals every year because it's just something that we we can just you can always improve on. >> Yeah, these are all positive goals for the
025kids and and >> you know I just want to say one thing if you look at our um contributions that we say thank you about every every meeting. Helotech is taking it on. I mean every every week it's more money coming in and that's great job that you and your team have been doing to to to somehow publicize that to get those contributions. So that's really neat thing to see and a big success story. >> I I think for sponsors uh it's a shock to the system because um it takes them a moment to realize that it's um students that are doing all of this and I think once they it really kind of hits them then then it motivates them to to help. I I I think that's what it is. >> Okay. So,
026again, what I think I heard is we're going to continue with the same three we've had for another year at least. >> 56 and 57 and remove 33. >> Oh, okay. Thanks. Okay, good. I like that actually. Okay. And with that, unless there's any other comments, we can move to German and start the next meeting in a few minutes. >> I'll make the motion. >> Okay. Okay, we have a motion from member Bill, second from member Munoz, student board member Munoz. Um, all in favor, please say I. >> I. And the motion carries 5 >> 4 Z. You're right. Got to get that out of the way. And uh we're we're in a German at 523. March 11th. And we're going to start off with a roll call. Um, member Bill >> here. >> Uh,
027member Sneed >> here. >> Uh, I'm here. Uh, member Georgino is not here tonight. And member Espinosa >> here. Okay, >> student board member. >> Yeah. Oh, thank you. Student board member Xavier Runes >> here. >> Thank you. >> Okay, with that we are on to um Oh, wait. Tonight's meeting is being digitally recorded just so everybody knows. Uh with that, we're going to move on to the pledge of allegiance and it's going to be led tonight by collly student Abby Zang. Abby, she I can help you. I can help you. I can help. I can help. I'll stand. Please stand. Please, I said that already. >> Put your right hand over your heart. Ready, begin. I can see the pledges allegiance to the flag of the United States of America. The United States stands
028one nation under God, indivisible, ideology and justice for all. Are there any changes that need to be addressed? >> Yes. Uh unfortunately, we will only have one uh presentation today. Special recognition will have to reschedu the uh Temple City High School advanced system design for our scheduling complex. >> Okay, great. Thank you. So, uh when we get to item seven, we're going to strike the second bullet from the consideration. Uh so may I have a motion to approve the amended agenda? >> So >> second >> motion for member bill, second from memberne. Um all in favor please say Whoops. Preferential preferential vote. Student board member Munoz. >> Yes. >> Okay. And then for the rest of us all in favor please say I. >> I. Okay. The motion carries 40. Thank you. With that, we
029are on to special recognition now for Cloverly Elementary School in the Arts Matter Showcase. And Julia, are you taking this on? Okay. All right. Yes, I am taking this on with the Cloverly students. Um, so good evening Temple City Unified School District board members, cabinet me members, and good evening parents and community members. My name is Julia Johnson and I'm the proud principal of Cloverly Elementary. And tonight we have the opportunity to spotlight some incredible student learning. So, first I'd like to thank the board and the cabinet members and our Temple City community for supporting Temple City's incredible VAPA arts program and journey um through the last couple years. Um and it's been expanding the opportunities for our students. And this year, Cloverly, along with all of our elementary schools, gave our fifth and sixth
030graders the opportunity to choose an elective in music production or media arts, allowing them to explore their creativity and develop new skills. So, students who selected media arts participated in a 10-week arts matters residency powered by the LA Promise Fund in collaboration with Los Angeles County of Education. And during during this experience, students explored uh stopmotion animation where they worked collaboratively in production teams to bring their stories to life. And we recently hosted a showcase at Cloverly that some of you attended where 24 student production teams premiered their animated shorts and shared reflections on their creative process with families and our school community. And I'd also like to give a big thank you to our assistant superintendent of educational services, Dr. Stacy Ays, who helped make this uh possible and make the connection happen with
031LEO. Um, and so tonight, we're proud to share a glimpse of the creativity, collaboration, and storytelling our Cloverly students have brought to life. See if I can do this. There we go. Okay. So, what is the vision behind the Arts Matters residency that came to Cloverly? Um, this program brings media arts, specifically stopotion animation into the classroom to spark creativity, increase student engagement, and connect learning to real career opportunities in the Los Angeles vibrant community. The residency began at Cloverly where LEO's arts matters team partnered with our media arts bath teachers, Miss Robin Trong along with Miss Vanessa Silva to model the program. and Miss Strong and Miss Silva are now replicating this model at the other schools across the district. So this program is built um around a clear curriculum structure. It has 10
032it had 10 targeted lessons for the 10 weeks aligned to four media arts anchor standards and the framework uh focused on four creative dimensions artistic intent technology components and composition. And the idea is that this 10-week program will also have teachers feeling supported in integrating media arts into their own classroom. Um throughout animation projects, students experienced um the collaborative nature of the media arts, developing real world world skills such as teamwork, creativity, and problem solving. And ultimately, this program reinforces that the arts are not just extra, that they're essential, that they're a part of a well-rounded education. Um through this uh residency program with LA Promise Fund, 68 of our Cloverly fifth graders got to create and present 24 animated short films. And this evening, you'll have the opportunity to hear directly from a few
033of the students about this experience. And the arts, as you know, play an essential role in supporting student well-being. And as you can see on this slide, engagement in the arts helps foster social emotional growth, build confidence, spark creativity, and deepen student engagement. 80%. So they did talkback tickets, kind of think of an exit ticket if you're a teacher. Um, you know, where they wanted to hear what from the students, uh, how the learning was and how they like the program. And 80% learned that effort and practice create art. 76% said they felt increased motivation to show up and do the work. 76% felt better about themselves while working on media arts projects. 72% built confidence in generating new ideas. 61% grew more confident trying new things and 56% want to explore future careers in
034the media arts. And as you know, all of these things are so important as we grow into adults and the careers uh that uh take us places. Um, and this quote says it all. Um, it really was truly a collaborative spirit. Teachers, staff, students. The most important thing I learned was teamwork. One student said a lot of teamwork. And I tell you, it's worth it. So, now it's time to hear from our filmmakers. Come on up, Cloverly students. Come on out. I'm a fifth grader at Cloverly and um this is what I experienced. Oh yeah, my name is Jack Montoya and and my team uh was Victoria, Aiden, and Jack, some students at Cloverly. And this is my video. I hope you kitty fish for you. Um, what was the best thing about the media
035arts stopmotion elective? The thing I like about the media arts stopmotion elective was animating my group story because I've done animation before and I have been waiting to continue learning about it. What was one challenge or something you learned through this project? One challenge I had through this through this project was working together as a team. It was challenging because at the start of our project, we had trouble communicating and agreeing on an idea. We got through this by challenging we we got through this challenge by sharing our ideas and agreeing on one. Thank you for letting me share my thoughts. Hi, my name is Grayson and my teammates are Jensen and Kayie, also from Cloverly. And this is my video. The best thing about the media arts stop motion elective in my opinion is
036that students like me get to work together and cooperate in groups while doing their favorite things animating. This class helps students build teamwork and decision making skills while creating something we are proud of. These are important skills that students will use in school and the future. One challenge I faced during this project was learning how to be more productive. A way I saw this was by working more efficiently and making decisions more quickly with my group. I learned that these challenges helped me collaborate together with others while still enjoying the creative process of animating. Thank you for listening to my speech. Hi, my name is Cooper and my teammates are Abby and William. Throughout this project, we will be presenting you our video. >> Hi, my name is Abby Z and I'm in fifth grade
037from Cloverly and my teammates are Cooper and William That wasn't me. you added that. >> In my opinion, in my opinion, the best future of the media arts stop motion elective was that I got to communicate and collaborate with my peers. I also had the opportunity to conduct a series of scene that I considered extremely enjoyable. This project allowed me to understand how to participate and contribute as a team member. One challenge that I faced during the pursuit project was that in our group we only had two people instead of three because one of the p the third person was absent. This was a problem because we had to split one job so we could have the same amount of things as a normal project would the group of jury would encounter in their project.
038So we had to do one and a half jobs each. One thing that I acquired knowledge was to the cutting edge tools that we had to learn to use and how to speed up the process when we were done producing a section of our stop motion project. >> Thank you. >> Hi, I'm Grayson and my team is Amelisa and Dominic. Hi, my name is Amelia. So, my teammates are Grayson and Dominic. They escaped. Everyone meet here. >> What's wrong? >> Escaped. >> I'm here. >> I got him. >> Okay. >> Oh, no. Not so fast. Get back later. What what was the best thing about media stop motive elective? The best thing was making friends and well art. This helps make cooperative decisions and better team decisions. For our for our for our project, there
039were endless possibilities and it was challenging for my team to decide on which idea we should we would use for our story. The team had so many great suggestions. To help us decide, our team narrowed them down to the top three and voted for the best idea. In the end, communication was key in helping the team complete the project while having fun animating. Hello, my name is Elsa T. I'm I'm a fifth grader at Cloverly. I would like to in Oh, wait. >> No, I'm not that. >> Sorry. You're representing your team today. >> That is true. I'm not the best at remembering names, but that's okay. Everyone's different, right? representing your teenagers. >> This is our film called Food. >> You'll see why. What was the best things about media's art stop motion elective?
040It was the fact I was able to talk with to other people about the thing I love that well being art. It makes me so happy to be able to talk to people. people about the thing I love. A lot of people say that their art is bad or not as good as mine. Many people said that to me being, well, my art is so-called more polished, even though I had more time on it. I didn't like how others see themselves as lesser than others. And when media arts happen, it didn't happen as much because people can see that even if their art isn't as polished or good, it still does something good. and they know that that's what I love about this people working together and understanding each other. I think that's the key
041importance of things. >> Thank you for this opportunity. And in closing, I'm very excited about the future of media arts and the continued growth of the VAPA program in our district. And thank you again board members, cabinet, and the Temple City community for all of your support. Have a wonderful evening. Mrs. Johnson, I'd like I want to congratulate all of the students for your wonderful work. Um, my oldest son actually is um has done media arts for many, many years. And so there is there is work in the future in that area. But uh if he saw your work tonight, he would be thrilled to see this kind of work coming out of elementary school students uh because you're already taking your art one step beyond. So congratulations to all of you. You did a
042fabulous job. Thank you, Principal Johnson. And we have some um certificates to hand out to your students. You know them. I don't >> Abby Zang. Grayson >> Suju >> Elsa Tan Jack Mononttoya Cooper Chow Aita Gaffne and Grayson Since I for your teachers. >> I was like, talk about partnerships. There you go. >> There you go. >> Okay, we'll get back to our agenda. Moving down to item eight, public comment on agenda and not agendaized. I don't think we got any requests. Okay, then we'll move down to community update. And I have no community updates to share. So with that, we'll go to bargain unit comments. Uh starting with TCEA, anybody? >> Okay, thank you. And then um CSEA 105, Denise. >> Okay. And then um CSEA 823. I don't see Ray here or who?
043>> Jazz. >> J. Okay, Jazz. Sorry. >> Okay. Thank you. With that, we're going to move on to district updates and we're going to start first with Connie Woo. Connie, what can you share with us? >> I'm getting involved. I only have one update today, but I think this is probably one of the best one. So, um, the California Energy Commission, also called the CC, they notify district that we will receive a check of $2.2 million for the cowshape phase 2 uh HVAC replacement. The project has been finished. So we we are waiting for the money received from the state so that we can pay the contract. >> Thank you. >> Okay, moving right along. Educational services, Dr. Stacy. Stacy, >> good evening board members. I wanted to start off this evening congratulating Oak Avenue
044staff for becoming a California Distinguished School. This is really quite an honor. Yes, we can give them a round of applause. Uh this year, California decided to honor middle schools and high schools across the state of California based on their achievements um according to the data on the California dashboard. And so this is a an additional very distinguished honor um that that Oak has received. And so uh much congratulations to them as they will have some upcoming celebrations here in the month of April. And then also I wanted to thank all of our readers and volunteers that participated in Read Across America over the past couple of weeks. It was a pleasure for all of us to take the time out to take some time away from our everyday jobs to go and read in
045the classrooms across the district. And I wanted to give a special thank you to all of the certificated as well as classified staff across the district that just go above and beyond to put out the invitations to invite our community um and our district employees to read um in the classrooms with the students. I know this is one of those additional things that they do on top of their everyday jobs and it is quite a feat to organize all of the community readers that um come into all of the schools as well as the activities that the students engage in. So, just wanted to say thank you for the time that staff puts in to put on such a great event. And then finally, just wanted to give you an update that we are preparing
046for our summer school program. Um all of the plans are in the works and we plan to notify parents in the upcoming weeks if their child um will be selected to participate in summer school. Um this year's summer school selection will be based on um whether or not a student may need some extra support and some extra time in the classroom to help them reach the um level of academic standards that that we all hope that they will achieve. And so special thanks to Daryl and Cindy in particular for all of the work that they're doing to get summer school organized and off the ground um at Longden Oak Temple City High School and at DDSLC. Great. Thank you Stacy. And then of course Richard's not here so we won't be hearing from him. Uh
047with that we're going to move on to board member comments and we're going to start tonight with Melissa Espinosa. Melissa. >> Sure. Thanks. Good evening everybody. All right, here we go. Um, I did want to start off with a big congratulations to Oak for being recognized as a distinguished school. I wanted to um let Principal Le and um assistant principles um Scanland and the entire faculty and staff at Oak um congratulations and awesome work. Um I I know this is an honor that takes everybody so just so proud of the accomplishments of this this group and I'm hoping we have some way of I know we'll probably put something at the front of the school about this but let's start celebrating their accomplishments and showing them off in the front of the school. Um great
048job. Um in terms of attendance, I attended the um baseball game on Friday night which was really fun. was the opening of uh the first evening game at the high school of for baseball and the opening of um the new field um which is beautiful um and it was very well attended. It was a fun night and um you know I'm wishing the baseball team the best of luck in their season. And then congratulations to Science Olympiad for getting first place standing in the recent competition. Uh congratulations to Coro for in first in their recent competition and Winter Guard for taking second place in their competition. Um I am so looking forward to um the musical this weekend and so I hope everyone will come out and see it. Um and wishing all the performers
049um well you should say break a leg but I don't mean that literally. Um it's if you say good luck it's kind of bad luck so I won't say that. Um but wishing him the best. Um and that's all I have. Thank you. Great. Thank you, Melissa. Moving right along to member Bill Benson, what do you have to share? >> All right. Hi, good evening everyone. Um much like uh my fellow member Spinosa mentioned, you know, there's a lot of great things happening here at the district. Um and you know, interestingly, they circle around all the strengths that that that we have, isn't it? With everything from FAPA to STEM, um you know, and everything else in between um and our athletic programs. Um, the kids tonight, budding indie filmmakers, I like them. So, um,
050you know, I have a background in art, so I have a personal appreciation for things like that. I asked one of the kids who Super Gerald was, but I didn't get a clear answer. So, um, I'll ask him next time. Uh, and, um, yeah. Um, you know, the baseball field, right? It's it's phenomenal just seeing where we were not more than a year ago, a little bit over to where it is now. Uh and and I can only imagine the amount of pride that um our athletes had taking on to the field. So yeah, like members said, we wish them a wonderful season and u be proud to have all these home games uh to show off their brand new digs. So, um, and, uh, yes, congratulations absolutely, uh, to, um, all of our performing
051arts teams that competed and and they did outstanding. Um, Oak Avenues on a roll, PBIS platinum, and then you've got distinguish there doing some amazing things there. So, yeah. Uh a big thank you to the hard work by everybody um on oat staff and you know there's too many names to name but uh as we said you know this is this is a collective effort and we can't wait to celebrate them um musical this Friday. It's going to be so much fun. Can't wait to get uh uh to see the kids perform. Um and uh I guess finally I always end with my quote unquote STEM report, but um um yeah, our uh our cybol team, some of them did pretty well. They're moving on to state. Um it was kind of iffy there. It
052was supposed to be at JPL, but you know, sudden last minute changes and somehow they're at UCLA, so it was all good. Um yeah, our Science Olympiad team, uh you know what? I've never seen a team like this. They're firing in all cylinders and it's it's they're just I'm excited. I told them you got a dream, right? Because the reality is we're going to state against a team that's represented southern California for I don't know the past 25 years. Um so clearly, you know, a very a lot of respect there, but you know, it's just another it's just another game. You got to go out and play it. So yeah, anything's possible. So we look forward to that in about a month. So, and and that will be my comment for this evening. Thank you.
053>> Great. Thank you, Vincent. Okay. And now we're going to move on to member Sneed Mary. >> Thank you. I want to add my congratulations to Oak Avenue. Also, you um this is your second big honor in a very short time, but you certainly deserve all the accolades you're you're getting. So, congratulations. Um congratulations also to the high school winter guard, uh Coro and to our science ball team who advanced to the second round last Saturday. Um Stacey, you mentioned reading. Uh I last week I got to enjoy um doing something that I always like to share with my class when I was still teaching and u I was a guest reader at Longen Emperor and LaRosa during read across America and it's just such a fun week for the kids. It's good for them
054to hear reading done correctly. But to hear different voices um and it was just exciting to see when I got to Longton there was one of my former students leaving after he had read to a second grade class and we were trying to find old um class pictures when he was there found them but gave us some idea what his class like. Um then Friday I attended the uh spring festival concert at the high school that um featured the high school and all of the orchestras. And if you could pack one more body into the into the gym at the high school, I don't you could have. It was packed to the rafters of family and friends supporting our students in in their music in their music. Um it if we could take those kids
055those students and put them down to Disney Hall, they would fit in. They are that good. just really proud of them. Um I attended the uh also attended the baseball game Saturday night. Um just that field is just another beautiful part of the sports complex. I'm so glad that we have that we're going to provide such beautiful facilities for our students because we know our students are great. Now they're going to have facilities too that's equal to our students. But it it's just I look at that feeling. We saw that as an empty lot year or so ago and now it's just filled with this beautiful stadium. Um, this is women's history month and I appreciate the chance that I have to work with such outstanding women on this board and in the district office
056and on the cabinet. Um, those women who are my teammates and support during my career. I also want to recognize my mother who is 100 years old. >> Oh wow. who uh taught me the lesson that in order that you need to enrich the world by giving back and she still instills that in me. So happy u women's history month. That's it. >> Great. Thank you, Mary. And I have um an item I was going to include under written communication, but the beans have already been spilled. Congratulations to Oak Avenue Intermediate in Temple City for being rec recognized as the 2026 California Distinguished School based on meeting the criteria for the following category. Achievement gap closers, the schools that are accelerating academic progress for two or more groups that have been historically underserved while also
057demonstrating achievement for all students that is above the state median and maintaining or increasing academic performance for all students. Um we're we've been invited or we will be invited uh to attend the California School Recognition Program Awards Day in uh the end of April, April 24th. So more to come on that. And then I did want to take the last opportunity to recognize or congratulate really these school site employees of the year. uh from classified from Cloverly, Benjamin Woo from uh Emperor, Shaunie Downing, from Lar Rosa, Angela Consolida, uh from Longden, Dan Alvarez from Oak Avenue, Wendy Monsalvo, and from the high school, Gail Masano. And then from the certificated uh team uh also starting Cloverly is Elizabeth Speaks from Emperor Ellen Mclofflin at Lar Roa. I'm gonna probably mess this one up. Sierra Hernandez
058Tada. >> I'm not gonna try it. Uh, sorry. Uh, Jesse Ying, oh, I'm sorry, from Longden, Jesse Ying from Oak Avenue, Jimmy Yu, and from Temple City, Baltimore Piñata, Balmore Piñata, excuse me. So, congratulations to those folks. So, with that, we are going to move on to student board member comments. Xavier, what do you have to share with us? Good evening everyone. Uh this past weekend our Temple City High School coro team as well as our Oak Avenue Royal competed at Knottberry Farm. Our coro received first place in 10 different categories and they also qualified for overall state grand championships and our Oak Avenue received first place as well. And our ASB results have been finalized and revealed. So, next year's ASB president and vice president is Ethan Lee and Julie Lee. And next year's
059student board member is Jaden, who I hope you guys will meet soon. And then, as a reminder, the musical is happening this weekend. Um, tickets are still available on tcpa.com. So, make sure you get your tickets. And I also wanted to congratulate our high school's Templar yearbook staff. They received the top 1% award. Uh, their publisher creates an anthology book of all the best books and last year's book was chosen. They're selected based on their design, photos and overall stories and this is a very high award in like the yearbook world I guess because they are selected from all over the country. So big congratulations to them and congratulations to our Temple City High School color guard and indoor journal line who both placed second at their last competition. And on Monday, March 16th is
060family literacy night at Longington Elementary. So if you're interested, make sure to attend. That's all for me. Thank you. >> Great. Thank you, Xavier. Moving on. Item 14, superintendent comments. Dr. Aruna, what do you have to share? >> Thank you. Oh, Xavier, you only have like three more meetings, huh? >> It's crazy. Where did this year go? Um, you know, I want to thank uh Julia and the Cloverly team for presenting today. I think uh, you know, obviously they all talk about the real world experiences they gained from this, but I think the one that they failed to mention was patience. Um, because that stop motion piece that that takes a lot of patience um, and a lot of little doovers and everything else. And so, uh, we had the opportunity as adults uh, at
061a workshop to do it. Stacy was part of that as well and and it was frustrating for us. So to see what those kids put together, it was it was it was awesome. U and again it's just you know I was I was looking at the percentages of what she had shared and and you know half of the kids said that they might pursue something in the media arts and I thought to myself even if that was only 1%. That's all that really matters. You know we we talk all the time about opportunities and you don't know what we offer that might spark an interest or a career for somebody down the line. And so we just do what we can do to to provide opportunities for students and and hopefully it turns into something
062for somebody uh they find their passion. Um, I thought the the baseball game was uh the the evening was really really nice uh to see the the stands completely filled and I know there was a lot of people that you know made sure to get the word out and and you know get people there. U but I think it was just one of those things where you know I was over on the u I was just walking through and I was on the crescent cresenta valley sideline and just overhearing parents that we should be proud of what we have accomplished within our sports complex. I mean, you know, people were talking about the softball field which was right next door to the baseball field. We had the lights on in the stadium so that people
063could see what was happening, you know, what we've done in the stadium. And then we had the lights on in the tennis courts, too, just so people could see as they were walking through just some of the special things that we have for our students. Um, we do have the putting green that is starting to go down our golf team. Um, and probably others who are going to just hop the fence and use it. Um, but it is a really nice space for our kids and and you know, as we walk it, I don't know if you recall, and I know you do, but it's just hard to imagine everything seems so compacted before and now it is so open. >> Um, and we have more out there than we had previously and it still
064feels like we have so much more space. So, I I just it's a it's a really nice space for our kids. I had heard that the uh baseball team was requesting to have a sleepover in the batting cages because they love them so much. Um but but I you know again it's one of those things where you don't know until you hear from kids and and you know we've heard from our girls at softball and our our boys from baseball just how much they appreciate the the new facility. So um this next Thursday we're going to be honoring uh uh Axe is going to be doing the Golden Apple Award and we are going to be recognizing Matt Buyers as our Golden apple recipient. Uh, and that'll be on March 19th. Um, and Matt is,
065you know, obviously former employee and and, uh, retired from the district, but he still gives so much back to our district. And, you know, some of the things that I want to talk about when we're over there is just the fact that he still provided opportunities for kids that lost that opportunity during CO. Um, and that was, you know, not a lot of people do that. So, um I think it's really special to be able to recognize him for that. Uh we are hosting, uh LEO's, uh regional superintendence meeting, uh this Friday. Uh we're going to be hosting it in uh our sports complex area. And part of the reason is um I want I want I don't it's not for us to just pat ourselves on the back with other districts there, superintendents there.
066What it really is is to show LEO what we do. Uh so that maybe LEO promotes what's happening in Temple City. Um the coro team like that is phenomenal. They they literally swept that competition and I I just have to give a shout out to Jenny and how each year that show gets better and better. I I'm just so thoroughly impressed with the coro program and what our uh coro students are able to do. And I I love that show. Like I I watched it, Jerry. Thank you for videoing it. I watched it on on uh Jerry's website. So, um I know it will only continue to get better obviously as we now have our VPA program uh with the dance components that feed into the high school. So, I I just think that our
067arts are going to continue to grow and grow. Um, and I would like to close it with uh, you know, a shout out to Oak for the California Distinguished Schools. You know, it is we know the work that is being done at Oak and for others to recognize it. I think it's just um, it's great for the staff and it's great for the It's great to understand that this is why we do what we do. Um, and that other people see it. And so, congratulations to the Oak team, uh, for all the work they've done this year. And, and it shows it's been an amazing year for for Thank you. >> Great. Thank you, Laura. Uh, we're on to item 15, written communications. I do not have anything other than I what I already shared.
068uh moving on to through the discussion information category because we have nothing to share. So moving on to the discussion action portion of agenda starting with administration item 16 which calls for approval of the 2026 board of education meeting calendar and uh Art you have some few things you want share. Yeah. So, the the calendar is um it's it's starting to get a little odd in the sense of just kind of some of the where the days fall. Um, and so we're going to have a a couple of things that um, you know, obviously I think I shared with you guys that we uh, in the next couple of years we're we're going to have, you know, Memorial Day falling after graduation where we've had it falling, you know, right before we start our our
069promotion uh, week. And so the there's no difference in this one. Uh, things are pushing back a little bit, but the the biggest piece here is we have uh our our board policy or board bylaw state that we we have meetings on the second and fourth Wednesdays of the month and in November uh the fourth Wednesday is uh during Thanksgiving break and the second Wednesday just happens to be Veterans Day and so um you know we we can obviously um decide to do a meeting in one of the off weeks uh in November or we can cancel the meeting and try and get everything done in in October and then follow up in December. So that'll be one of the things for for you guys to discuss. But I again when you look at where
070we have meetings this year versus where we have meetings next year um just for for instance the the October meetings uh this year we had our fourth Wednesday was October 22nd. Next year, our fourth Wednesday will be uh October 28th. So, it actually pushes us a week closer to the to the meeting in November. Um so, just something to consider as you guys discuss the uh board calendar for next year. >> Great. Thank you, Art. Um so, I didn't I guess I didn't completely understand this. Are you looking us for take to take action tonight to strike the November 11th meeting? >> So, yes, we have a couple of things. So, you would approve the the calendar first. >> Okay. All right. >> Then we would have to do a uh it's a resolution, right?
071>> Yeah. >> Or a motion >> action item to do that. >> Okay. Yes. a formal motion to cancel >> right >> November 11 >> with with this item right now. Okay. So I I need a motion and a second to cancel to to approve >> to approve the calendar >> the calendar >> calendar. So move >> I'll second. >> So a motion from Vincent and a second from member Espinosa. Any comments or questions? No. Okay. Then we'll go ahead with the student board member vote. >> Yes. >> And all the rest please say I. >> I. Okay. Motion carries four to zero. Thank you. So now my agenda >> I know what I did with my agenda. I was here a minute ago. Thank you. >> Okay. So we are on to item number
07217. Approval to cancel the proposed regular November 11th board of education meeting day. Have a motion and a second to approve. Please. >> Motion from member Sneed. >> And a second from member Espinosa. Any comments or questions? >> Okay. I'll go ahead and call for the Oh, nope. Student board member vote. >> Yes. Okay. And the rest of us, please say I. >> I. Okay. So, the motion carries 4 Z. >> Sorry, this is embarrassing. No, that's first page. Okay. >> So, we're on to item 18 calls for the adoption of resolution 2526-20 declaring April 29th, 2026 Denim Day, raising our voices against sexual violence. >> Can I motion? >> You may. >> Thank you. Um, so do we want do we need any comment from Art? Is there something you want to say? >>
073Actually, I I don't know if uh Melissa wants to share anything, but uh um the Denim Day uh piece, it's really about um uh sexual assault awareness and we think it's critical uh to bring attention to the fact that uh females have the right to say no and it does not matter what you are wearing. Um So we made a an effort this year to bring it on to the agenda uh early enough so that it is recognized for the entire month of uh April and uh then we will have I know we're not going to have our board meeting on the actual day um but we are encouraging I think it's a couple of days beforehand and we can all wear our jeans at that point. Thank you. So I am going to go
074ahead and ask for a motion. >> Motion from members second member. >> Oh Mary, sorry. Uh so I'm going to go ahead and call for a vote starting first with provincial vote for student Munoz. >> Yes. >> Okay. And for Oh, this is a roll call. Sorry. It's a roll call vote. Member Espinosa. >> Yes. >> Member Sne. >> Member Bill. >> Yes. >> And I a yes. As well as the motion carries 40. Thank you. Moving on to number 19. It calls for a motion to receive board policies for second reading and approval. Uh this was shared at our last meeting as the first time around. And the items are BP 1445 response to immigration enforcement. uh BP5125 student records, BP 5125.1 release of directory information and BP 5145.13 response to immigration enforcement and
075that one the last ones to be deleted. So may I have a a motion and a second please >> motion from member Bill >> second member Sne. Any comments or questions? No. Okay, I'm going to go ahead and call for the vote. Student board member Moyoz. >> Yes. >> And for everybody else, please say I. >> I. Okay. The motion carries 40. >> Uh, moving on to the area of business services. Item 20, approval of the 2025 2026 second interim financial report. And we're going to have a presentation from Connie Woo before we get to the >> Thank you. Marie gave me this very wonderful tool to use. Thank you very much. So good evening board. Um it is time for our second in report and this is required by add code. This will be
076the one of the last major report for the 25 26 school year and the next one is again Stacy and I will present for the um LCAP and budget for the next school year. So I will cover a couple of area you know last um first internal report the border pro is back to December 10th. So three months later um there's a lot of changes the world has been changed and so the environment we operate has been changed. So we'll remind everybody the adequate requirement for the report and as well as the overview and the more detailed information about second inter report. So in the last three three months we saw that there's conflict in in the Middle East and we saw that uh the enforcement continue going on the conflict with the immigration law
077and we saw that stock market like roller coast. So from global economy, California and the local all impact the way we operate. We every each of us saw the gas price in the gas station that impact also in the to the district. The big three in the in the state of California the sales tax, corporation tax, individual tax is impact how the school district funding because in the test one for the 256 the 40 cents will be state will fund the school district if the state receive $1. So that's the position uh 98 budget. So if the richest California um capital gain is reduced then potentially our funding in the future will be reduced. This will impact our enrollment. So I will further explain later AI we all love AI we use AI and eventually
078we will rely on AI. the digital learning become norm. Cyber security is very important and I thank our IT director he take action and we did not know that conflict in the Middle East will related our cyber security but unfortunately yes it is. So cyber security will impact the every organization not in including district the operation the cost if it's impact it stop the operation stop and cost more for get insurance we all know inflation we cannot im we cannot away from it and healthy enrollment so there's a report in our neighborhood there's 14 schools Only three out of 14 school district in 25 26 has more students enrolled. The rest of the 11 or declining over so where is the campus city position where I decline but not as much. So in our CBS
079uh CAP pass number our enrollment it dropped from 5,298 for last year to this year's 5,287. So it's kind of 12 students but we are pick up right now. So as of right now we are 5,291. So we are close gap but some other our neighbor they are not as lucky as we are. they see that their enrollment is not come back. So, so it is not not our district challenge is most of school challenge and this article is actually back to June 11, 2025 said that California continuous school enrollment decline. So, which mean that most of school district is in a decline. So again why we doing this? This is adequate requirement. So we have a three categorical category to see how we self-support selfcertify. So it's self-certify positive, qualify and negative. So here's
080the criteria. Positive the district will meet our financial obligation for current next two year. Qualify may not and negative definitely will not be able to. So we will self-certify that we we self-certify to positive certification which mean we will as of right now with all the budget assumption state did not change we will certify positive which mean we will meet the current and the future um next two years financial obligation. This is also part of our deadline. We the LEGO ask us submit a report on before 16 and then the board will approve today and the adequate say around 15. It's all depend when the the 15 is lay laid down is is the weekend or weekdays. So um guidelines tool guidelines tool has not been changed since the first internal report and the tool
081will all use the Figma the LCF calculation and then we also use the sex state stand criteria to report but the guideline there's some very interesting changes so we all receive school from California skyline but there's some changes from the um county of education in their bulletin For the guideline this they attach this pages called a common message which is this is actually a group is called a business and administration service committee which is from all the county office education their CVO a group of CVO they actually write this common message as a stand guideline for the all the state of California school district use this guideline to prepare their second internal board to to make sure that the statewide the message is consistent. The assumption is similar to each other. So again we have
082a positive certification. So look at our re revenue and expenditure. Yes we do have little bit increase compare first in report our revenue but the the projection for the expenditure is also increased too. So this is going to be impact our deficit spend. So the assumption so um we updated this assumption um from the un actual from the first interimm second and the and the adult budget. So unfortunately for the many broad grant the per is job from first intern to second intern and uh the good news is the car pers which is all the classified employee their percentage for the future retirement for the 26 207 27 28 required the district contribution also job. So these two number compare with first inter is also job. So which mean it will save us a little
083bit money. So we also update the ADA and fund the ADA because um there are some data change when the district certify our C campus number. So that is where the data change. So this standard form called 1.17 report from campus is basically list each school side our enrollment and also listed undup which is students who qualify free reduced meal who are first use or who who are the homeless students. This is a key number. So probably the number too too small on the screen you cannot see. Last year when we have a high enrollment our unduper number is 2550. This year we use the second form called in alternative income form and actually the sty put in the as a part of the enrollment package our number increase from 2550 to 2998. So with
084less students that populations increase. So that going to be favorable impact to the district. So which that mean is our unduplicated students count jump from regular single year 48% to 56%. And by doing this we also follow up our students and ask family to um apply fill in the free meal application that percentage also increase from last year's 40% for free meal increase 44% for this year so which this is actually impact various program not only our food service program for example mop program so if our this year single dup jump to 56% this will allow her program funed 56% for three years and evaluate that number later. So, so that will be um translated LCFF funding little bit higher. So, we compare with the first interim and second interimm. This the second in is
085purple curve. The first interim is kind of goldenish color. This the upp increase reflect these numbers. when we do the LCF calculation that number is increased. Okay. So there are federal revenue. So um based on sty's um conduct we adjust the federal uh education for federal pro federal program education and state program state program we also see over a million dollar increase because why as of right now the districts already receive all the one time funding. Is this including the student support and professional development $1.6 million and also the uh learning uh loss block grant. So we all receive one this money and also Mik's program MOP EOP program also receive receive much more funding. It's over $300,000 compared with last year. So this will help us provide additional support for our students which is
086much needed. So local revenue we project conservatively and then um our interest rate is little bit higher compared with we projected. So we increase that projection and this year we also see that um the program uh did a great job to fundraising and our donation um receivable has been increased also. So this is also that um um based on the in my next agenda I will present the transportation um plan. Yes we have more cost but uh because of the state funding based on the 6% of the actual cost so that our funding is increased. So we also update our projection accordingly. We have certain things unique um at the second intern report. So uh this is um our operation need. So the $900,000 for the textbook ab adoption we adoption we budget for 26
08727 and 27 28 because of the we um place all the receive textbook most likely will cross to um fiscal year. So that's why we um budget that way and there we also as a part of the fiveyear um students device as well staff device replacement plan and we place order this this year is around um 800 uh $67 we uh work with Stacy and Moses it's that that replacement plan will be fun by three different programs and also uh we are talking about the um the new state mental health program CYBHI and their their software will allow us to keep track the service we provide that's needed that's that preferent investment is $16,000 so that is also included in the in the budget and the the new things is um there's need for um
088purchase additional two golf carts will replace broken and the other one is we support anony's team to maintain our brand new high school sports complex and then there there's also addition uh there's need for the third van we purchased two van and the third van is needed because of the schedule special athletic program our transportation district wide for different activity the cost has been increased right now district wide one trip depend on the distance is around $3,000 So one man is cost $68,000. You divide by 3,000 probably the the 20 chips for uh for the outside transportation will be come up once one v cost. So that's why we uh we already placed the order. Of course this is every other years we including the board election year for $250,000 that will be the the
089November 206 this next fiscal year. And also uh we also budgeted the $6,7 this is in supporting the county um the HCM which is the human capital management system which is replace the old HR system and then this is connected with that system implementation regarding the time sheet um transfer between the between the the systems and also um we also budget additional for the $50,000 because we have a monization at the high school. So we projected our insurance will be increased um also. So this is a pie for uh what um our second interm cost budget will be filled a different c category of course our personnel cost will be majority of the cost and then books price project 5% and their operation is around um 19% and this are the rest are small small
090c category this is is a facility again the cost I project is is a projection. Okay, the actual is when we close the book when when we submit an order actual that is the actual cost. So this is a summary for the multi-year projection. Um again we project a deficit spanning for $5.6 million and we projected little bit higher little bit high is because this year as I mentioned that we receive over almost $2 million for the one time money. So this is a budget this year including this revenue but unfortunately that's called one time money which mean that in the future year we are no longer receive it but uh we the cost will be will be there. So we project that uh um the one time money um of course we will spend
091on one time purpose but one time purpose for example some students device and and replacement will definitely help our research general fund and this this one because of so we think that LCFF if the upp stabilize and maintain what we um have this year so it will help us down the road gain more on the LCF um revenues. So we were able to meet 3% res reserve that is the rationale with with self-s support um we self certify the positive certification. So this is commitment and assignment in there's no reserve cap and then back to 2425 yes because we are in the tier with state funding and and and then depend on the state arenity funding sometime is required 10 10% cap reserve sometimes not last year yes this year not and the 26 27
092as of right now yes there's a reserve cap So for the consistency purpose we um and each budget year we also do the commitment and the um assigned and the commitment was as regular routine from the border required 2% LCAP carry over the post um important benefit is required and also the the magnet union health balance pool that is each magnet union their money. So we need set aside. This is also the new Gatsby requirement and those are all also the additional set we see that based on the operation need. So other fund we just talk spend a lot of time talk about our major apprentichip fund which is fund one. We also have other fund to uh support the different program. The student service activities is just like high school, middle school, ASV. The
093adult education, adult education we we saw uh we see that um adult education the state and federal program the federal program actually uh we compared with last year we are lost over $60,000 funding. So because of the federal pro program funding uh reduction. So uh we are close monitor they will have we project effort spanning but I think the program they um proactively they already have the cost reduction plan implement and then uh it will take effective next year. So this which mean that um we will resume the half half time staff staff FT instead instead of fulltime um child enrollment. This is our after before before after school program. the program running solid and then we project they have a um positive funding balance and then their result will continue increase and um cafeteria
094we plan to um install HVSC in our elementary school um cafeteria and there we are in the stage of the designing and there there's a possibility the program will uh will not be finished until uh next year for the installation of HDSC So deferment maintance there not major activity there and then um post employment um is the $360,000 is the $250,000 uh annual standardized contribution plus the interest rate and on the balance for the $3.6 6 million the fund 21 will expand the funding and that $12 million is back to July we issue um some of the measure as bond the measure is bound to issue 12.1 million that $12.1 million has been spent on our various project baseball softball and the stadium um fund 25 is our develop fee so uh we projected that
095uh we after the 21 is um exhausted and then we're going to the um before we finish project fun 40 and fun 21 uh will pay some bills for the project and this is the fund 35 is the balance from the state um state facility funding and it still have a balance but we will spend that balance too but interesting is uh there's nothing uh we uh we can is because this information actually from a county to let us know the each year what is the balance when the um when the the outstanding bond was paid out by the community and u this is preschool program this program we still need a close monitor because of the the enrollment versus staff pay payment. So we make sure that the pro the program is is still
096solvent and then the self insurance is districtwide insurance employees health benefit insurance. So what's the next step? Uh once the board approved this uh second intern we uh we will make sure that we submit all the docu documentation to the county before the deadline and we already starting the negotiation with our association. So we will continue work on and this is for the 256 negotiation and see them and the we starting the budget preparation meeting and April is the budget meeting month. So we're going to um look at the um current yeartoday expenditure and prepare for the for the next year and we have the school service California already released their time for the May revision. So um Marie will help us um register and there this will be the place we'll all be here
097to listen the message from the state what is the major vision looks like and we all you guys our association all invited so what is the bottom line the bottom line is we need to close our deficit spending we need to building our health reserve Majority of scooters funding is from the state. There's a lot of things we cannot control how state um receive their money and how state funding us. The things we can control is make sure that we have a healthy reserve so that the reserve can cover the surprise so the reserve can build us the financial resilience. That will be end my presentation. Any questions? >> Thank Thank you. And I will thank my team. Um Veronica spent a lot of time to get this done. So thank you. >> Thank you.
098>> So now I'm going to go ahead and ask for a motion in a second. >> So move. Motion from member Bill and second from member Sneed. Um, student board member Munoz. >> Yes. >> And all the rest of us say I. >> I. Okay. Motion carries 4 to Z. Thank you. Okay. Moving on to item 21, approval of district transportation plan. This is also Connie. Connie, what do you want to share with us? >> Yeah. Um, I posted this slice. Actually, the transportation plan involves program side and a financial side. program side and I work closely with our special education director because um the board know that in Campo City Unified Schools we do not have um homeschool transportation for our regular um general ed students because our city is is all within couple
099miles but we are required to provide home to school transportation for our special ed kids who is um governed by the IEP and the students with 504 the first and McC students. So we provide the transportation to them and then we contract out. We have um two um one big vendor which is Hok get around. They um transport our majority students and also we also have a hub drive students too. For the um first year students we provide the um tech token for for them. So our cost has been increased. So um we we project that the this is actual for 2425 is $812,000 that is a lot. So so um because of transportation plan because add code it it actually give us a little bit more money. So what the money is depend on
100how 6% of we spend and um and take out to the part of the home to school transportation as LCFF. So that is the balance we project project we will receive from from state and we project that cost will continue increase. We we saw maybe that is the kind of um from this we can um project what the econom economy what what is the everybody doing and then um in moon credit card we actually paid $700 for the for the token for our um first users. So, so this cost will be continuous and then the program side and then um our director will continue workholder make sure that um we provide the service which students need and from from program side and financial there no major changes from this year and over over the last
101year and this actually the third year we present to the board of transportation plan and this is also required by the audit guideline. Excuse me, Connie. Do you think the price will go up because of the cost of the gas right now? >> Yes, because we contract and out the labor cost also in increase. So, so um I come from a district, we we had a a home to transportation department, but I think that either way um I haven't see any school district who has a home to school transportation department. the program is uh self self-s support no because because of the if the those district who has home who has transport department there's a there's very strict rule regulation staff training the the the vehicle inspection and and their um the recording keeping so
102so I think it's a gas and the labor and and again um um students need because those are the special kids is governed by the IEP. >> Are there any other questions for Connie? No. Okay. And I'm going to go ahead and call for a motion and a vote. Motion in a second, please. >> Second. >> Have a motion from member Bill, second from student board member Munoz. and uh preferential vote. Xavier, >> yes. >> Okay. And all the rest of us, please say I. I. Okay. Motion carries 4 Z. Thank you. Moving on to item 22, approval of notice of completion for RFP number 2526-00001P, Temple City High School Fencing Replacement Project. Connie, did you want to say anything? Anthony will present. >> Good evening, Board President Smith. >> Good evening, >> members of
103the board, Dr. Kuna, and executive cabinet. Um, tonight we request the approval to file a notice of completion for the Temple City fencing renovation project. The notice of completion is a standard document. It is a legal document that formally registers the project as complete. Um, this lessens the district's risk of contractor placing a lean on the project. It reduces it from 90 days down to potentially 30 days. Um, and with the approval, we can register this this project as complete with the county. >> Great. Any comments? Okay, then I guess I'm glad it's done. >> Uh, okay. I need a motion and a second, please. Motion from member Espinosa and second from me. Okay, we'll go ahead and call for the vote. Student board member Munoz. >> Yes. >> Okay. And all the rest, please
104say I. >> I. Mary, did you say? >> Motion carries 4 Z. Thanks. Okay. Um, moving on to item 23 which uh calls for the acceptance of placement agent disclosure letter for DADavidson and company. This is regarding some solar energy at the Okay, I'm going to let Dr. Do you have anything you want to say first or >> Yeah, so um you know we every year the the cost for utilities continues to just grow and grow. Uh we are going to ask you to enter into this engagement letter, which is at no cost to the district to explore financing opportunities that might give us the opportunity to uh purchase uh solar, qualify for some rebates, uh federal rebates that are going to expire uh at the end of June. Uh so this would be something
105that if we can get this in place, we would be in line for some rebates uh depending upon the uh to the project would depend on how much the rebate would be, but um technically we'd be looking at probably a couple million dollars in rebates uh that I would hate to see us pass on because we don't currently have the money to do these projects. So, we're going to look at the financing option, use uh savings from our utility cost, hopefully to pay the debt service if we choose to go that route. Um and then look at other uh funding sources to possibly pay off uh the project and then just have the savings go to our general fund for energy. >> Great. Thank you, Art. Are there any other questions of art? >> We'll
106go ahead and ask for a motion in a second. >> So, >> I heard Melissa because she's right next to me. >> I guess Mary, too. Sorry. Okay. Uh, student board member Munoz. >> Yes. And everybody else, if you're approving, please say I. >> I. >> Okay. Motion car. Thank you. >> Guess we all like say out of here by seven or something. Okay. Uh, we're now moving on to the consent agenda. This uh calls for a routine to approve routine items by one motion and one vote unless a member of the board or audience request that an item any item be reviewed and voted upon separately. So I'd like to go ahead and call for a motion to approve and a whole unless you have a specific one. Motion second. >> So move. >>
107Motion from member Bill. >> Second from member Espinosa. Uh preferential vote for student member Yes. >> Yes. Okay. And uh that everybody else please say I if you approve. >> I Okay. Motion carries 40. Thank you. We are now on to board member comments. Does anybody have any comments they want to make today? No. Okay. We'll go down to item 31, future agenda items. We have none listed. Is there anything somebody's been dying to get on the agenda the opportunity to do it? No. Okay. And with that, I will go ahead and call for a motion to adjurnn. My motion in a second, please. I'll move it. >> Second from member Munoz. Uh, preference vote student board member Munos. >> Yes. >> Okay. And everybody else, please say I. >> I. Motion carries 4. Thank
108you. >> Outstanding. Thank you.
