She'll get wet has improved immensely especially over the last month or so and probably wasn't probably wasn't thought to be one of the people that make it to the league through our league. Our league has been
003extremely strong. uh South Pasadena won the state last year from from our Rio Honda league, but uh only one girl from South Pass Kelly this year in the league final speed. So, she's uh she's improved a lot and we're just looking forward to doing as well she can on Saturday and then next track season next cross country season and and then senior year in track. Uh, and it seems like you guys practically live there, which is a testament to the quality of the work that uh, yeah, so we start practice at 2:30 right after fifth period and we go all the way till 5:30 and
006then uh, we have our club practices where we uh, have age groups for all the way years old all the way uh to 16 year old and we just constantly practice and build a program through that that >> club. So that thank you so much for sharing. All right. We're gonna be in front of you guys. [laughter] That'll be good for us. >> You can do this. For us, it's a challenge. All >> [laughter] [laughter] >> right. Wonderful. Oh, and before I forget, uh, on your way out on the lunchroom there to the right, I believe there's Gatorade for all of you. So, thank you so much. >> Welcome. Thank you. >> You guys can go. [laughter] You know the pool needs to be cleaner.

009the back end of our board comments this evening? Okay. Um, next we have bargaining unit comments. Uh, CSA 823. Good evening. All right. How are you? All right. Okay. Next we have uh TCA. >> All right. Wonderful. Well, hi to you. How are you? It's it's almost I have one more. Um so, uh next CSA 105. How are you? All right. Okay. Okay. Next, uh we have uh business updates. Uh let's go ahead and start off with business services. Good evening everybody. Um AB121 and the state adult budget appropriate $1.7 billion onetime funding to support the new one time grant for called the student support and professional development. The state has released the first 75% of a portion portionment and with the remaining 25% expect released in February 2026 and our district have already received
010our first initial 75% of applications for um co students council meeting I attended that meetings and to try to get some student feedback on our input the meal meal service and the students shared sh very positive input. Most students enjoy subway lunches as usual and the breakfast offerings. They also like the teriyaki chicken, orange chicken and um um boys sticks and cantaloupies. One student noticed that the teriyaki chicken is a little watery. So they are really down to the detail and another kids request a prom as additional food options. We appreciate students honest feedback and pra Johnson support. Our food service department continue facing challenge related to the food distribution and we are very concerned that sometime the food they deliver the quality of the of the food is really bothers us. So we encourage
011students parents if they express some issue please contact immediately so that we will contact our distributor and get the for vaccine deliver. Last week my team and I we attended the um labels human capital management also called HCM system implementation and we learned a lot of positive feedback from the neighbor district which they already implement the system and there were continued issues and this those kind of meeting will very well prepare our team to prepare the challenges down the road. The district department and HR. We have to have a weekly meeting with Lego by Jersey and Veronica over the two two months and at the meantime we also take a look at all the internal system we have including her system front line system and any system eventually can be integrated with with HSM. So
012we will proactively to make sure that our we try to gradually minimize our and use the system to the automatications. That's my report for today. >> All right. Thank you so much. And next uh we have bed services. >> Good evening board members. So just wanted to give you some updates related to our dual language immersion program. We completed our information sessions and we had over 100 families who attended those sessions. Um so if there are any families out in the community that did not have the opportunity to attend, the recording is up on our website um available for viewing and the application for our Mandarin dual language immersion program is now open and it will be open through December 12th. So if anyone out there has a a kindergartener for the 2627 school year
013and they're interested in the program then we encourage you to apply and uh we will hold our lottery in January. I also wanted to to thank the 15 certificated staff members who have signed up to participate in our upcoming math committee. Uh Amy Gerling has created a plan for our upcoming math adoption and has spent her time becoming our local expert on the newly released math framework. And uh special thanks to Amy because this will be a two-year project to meet with the committee and pilot the materials and move towards a new math adoption in the next two years. So, our first math committee is coming up on December 2nd. Also, I wanted to thank our CSEA 105 and 823 staff that supports technology. So, one of them sitting in the audience over there. Um,
014the start of the school year is always quite hectic with making sure that all of our staff is prepared uh with technology and the programs that they need to start the school year. But our staff uh through our incident IQ reporting ticketing system addressed over 1,000 tickets that came through with staff and they did that within 24 hours of response time. So, it is very impressive with the amount of work that our staff has been doing to support our students and our teachers with technology and software in the program. So, special thanks to Moises and all of the tech teams out there for their support. And then lastly, just a heartfelt thank you to our Temple City Schools Foundation. Uh our principles were awarded with uh some grant dollars as well as many of our
015staff members received grants this week. So I just wanted to say thank you for continuing to make a meaningful difference um within our classrooms by having that shared commitment to promote innovation for uh programs that include student success. Thank you for Thank you so much. Okay. And uh finally we have human resources Mr. Lman. [laughter] Thank you everyone. Hope everyone's having a good evening tonight. Um tonight is a evening of echo. So I want to echo Conniey's comment about HCM. Um HR is hard at work along with fiscal but it does give us that opportunity to look at our systems. Um the system we jurist foundation from 1989 when it rolled out. So, so 2025 2026 is a great time. It's a lot of work. It's a lot of hard work, but Veronica are on
016top of it and so it is it will be exciting when I want to comment about our dual immersion program. Um on the HR side, we are applying for the first grade Mandarin speaking of that first grade team. So anyone has the fees. >> All right. Thank you so much. Okay. Uh, next we have uh board member comments and this evening. Um, I believe I be the one to begin. Um, I was finally able to stop by a homecoming dance. It's been many years since I've been able to do that. And I just want to say thank you to all the staff at Temple City High School uh for doing this year and year out for students, giving them this opportunity to have a have a wonderful memory, wonderful moment. Um, and uh state of
017the was probably the main thing that that that highlighted uh our I mean our events for the last couple of weeks and uh I personally thought that it went extremely well. Um I really you know a big big thank you to everyone here at the district from Dr. Kuna and his team Miss Capra for really putting that together. Uh I thought it flowed really well and you know we covered and honored a lot of our families, our students, and highlighted the strength of our district and and and the things that we strive for on their behalf. I do uh want to offer a uh sort of apology when I was um talking about STEM that uh I thank our science department throughout the district, but I failed to thank our math department throughout the district
018because really STEM as a stud doesn't work. So I you know uh my sincere apologies and you guys know that you know your work is is is incredible and it shows with achievements that our students have um and uh and it's exciting times. We hope that uh the folks out there that were there that participated uh listened to our needs uh for the upcoming year and the bond and we hope that they support us so we can continue to um you know create positive opportunities for all of our students. Um I don't have much uh to share outside of that. Our effect team is actually going to be participating at the LA Auto Show to continue to promote their brand and to promote uh city unified and things we do here. So 10 days, incredible.
019We got enough parents to cover all of those days, which again is kind of an achievement, too. Um so and it just continues to promote us as a district that's innovative. Um and um our uh women team will be at a toy drive doing the same. So again, uh, our students are out there and they're being great ambassadors, uh, for for us as a district. And, uh, yeah, I would like to wish everyone a wonderful Thanksgiving as well. Um, and that's it for my report. Uh, next we have member Smith. >> Thank you, Vincent. Um, yeah, there's been a lot of great things that have been going on the last several weeks, and I'll try to just touch upon most of them quickly. Homecoming, first homecoming or our new stadium. On the 24th, Janice Verilla
020was crowned queen, homecoming queen. And the stadium perfect things of that nature. Seems true to the state of the district. Uh on the 28th of October, Quanas held its monthly students of the month call and honored students from every school in the district and recognized them and got to share some of the things they've been doing. Um on the uh the 29th um London received a $5,000 grant from the Baron Band of Mission Indians and it was a nice event in the morning to get the recognition and the money to be used for purchasing social studies on November 6. That was the big night for the state of the district. Vincent, I thought you did a great job. I know there's a lot of people behind the scenes that contributed to that, but we have
021so many great things to share. I mean, it's not just in one field. It's across the spectrum of studies that we have. So, it's it's really neat to hear that going on like that. Um, I thought I think it was at that venue that meeting, but he said the area near the snack bar that's really kind of a large was the best mistake we ever made thanks to DSA and I thought it was like clever comments. Um, yesterday was Veterans Day and I had chance to attend the veteran ceremony across the street for as long as I could and it was very nice as always and then this morning in held it pretty much annual Patriots assembly this morning. Uh, it was a nice turnout including a fair number of service personnel who were there
022just to be part of it. pretty much covered the signing of the the athlete. Oh, no, I'm sorry. This afternoon I went to a signing by Korea who received scholarship basically at California Baptist University in Riverside. So that's pretty exciting. Lastly, wanted to thank the organization bank of Taiwan who donated. >> Thank you so much. Next we have member just I had the opportunity to visit London to visit their to observe their classes and their classes. I want to thank Dr. and vendor for arranging it. I hope to go back next month to visit again. Um in terms of attendance, I attended homecoming game and I also attended the end of October and the district address which um I have to agree and echo my fellow board members was a great event. Um I got
023a lot of feedback from people saying how wonderful it was. And that one of the things I really loved was highlighting having parents speak about their experiences and then having graduated um students talk about their experiences. Very powerful. Great job. Everybody that was involved in planning that event, it was wonderful. Also want to congratulate um Kelly Lee for performance in her cross country season. Um girls tennis for making the next I think they played today. How did they do? >> Yes, they actually won today and they will be at the finals on Monday. >> Awesome. Awesome. Congratulations girls tennis and then also want to congratulate obviously the water team here. They had a great season as well. Um I'm excited for the foundations gala and if you have an opportunity to support any of the
024foundations events, please do because all of their dollars go back to um students of this district whe So, thank you to the foundation and you can go seeing I also want to wish everybody our school community restful week. It's personally one of my favorite holidays because all it's sharing meal with people you love and that's no gift exchanges just a meal. >> [laughter] >> which I love. Anyway, have a good night. >> Thank you so much. Next, we have >> Thank you, President Bell. Um, the thing I mentioned before for Mike Pong's office, it's for student anybody ages 5 through 24 there. It's called the heart of AD 49 or Assembly District 49. uh they can get information from his office and uh the deadline for submission is November 26th. So you have a couple
025of weeks to come up with something just don't make it 3D. Um want to congratulate our student athletes. I was saying that I can't even swim and and they are like treading water and doing amazing things in the pool. I can't even come across a lane. So, I'm in awe of people. But our athletes are always doing great things. So, congratulations to them. Um, since our last meeting, I attended several events, the homecoming game and halftime. So, thanks to Elias and um Mike for making it work and just making an amazing show at half the whole the whole thing. Uh thank you to uh the Kuanas for their October students of the month. Um I went to several Halloween events including the costume parade at Cloverly. Um pumpkin judging in the Penny Carnival at Emperor
026and trunk or treat at Live Oak Park where I think there were probably a thousand children. >> 4,000. And it was pro and they had probably the biggest bounce house I have ever seen in my life. It's as big as this room, but the kids are having a great time. Families are having a great time. So, um, congratulations to all of our teams who either made CIF or are continuing. Um, the state of the schools was just, it was just a great night. Uh, so, thank you to Dr. Kuna and, um, Susanna Keer and President Bell. You did a great job there. You You didn't sound nervous at all. You did a great job. >> So, um, I want to thank the city of Temple City and, um, also Emperor School for the beautiful way
027that they honored our veterans. Um, as the wife, daughter, sister, and niece of veterans, um, I really appreciate the way that this community remembers our local veterans. Um, and I want to thank our staff members also. I know we have at least three teachers who are uh veterans, including Mr. Thomas Sulo. Um, and I'm sure there are more than just those three people, but I I appreciate all the everybody who has served and or are serving. So, uh this morning I had chance to uh watch the barter day activity at Longdan. Um when I was teaching that was one of the u most enjoyable activities as we're as we were going through our social studies curriculum. And so I'm glad to see it's still continuing and the kids were having a good time treating all
028kinds of items and it was it was a fun morning for them. Um, and I want to acknowledge uh November as Native American Heritage Month and recognize the contributions of our local Indian tribes, the Tongva and God Brienino St. Gabriel Band of Mission Indians. And lastly, I also want to um wish everybody a happy Thanksgiving. I hope you take time to enjoy your family, enjoy a little rest, and rejuvenate yourself during that week. So, thank you. Thank you so much. Next we have member. >> Thank you. Um last time I hardly had anything. I'm going to make up for it tonight. Uh I attended the homecoming game and that was part of my 50-year reunion for Temple City High School. And I want to publicly thank uh PTA who did a wonderful job providing uh
029food for my classmates. Uh they also did a beautiful balloon arch. You may have seen it out there. And that was just they just did that just to be nice. And um I really appreciate all the effort that they put into making homecoming and my reunion special. And I want to thank the staff at Temple City High School and the district staff. Um especially Elena Lee who did a wonderful tour that people are still raving about. um and making it so easy for me to purchase tickets for all the attendees and having a place for them to sit and eat and the welcome on the sign and it was just all these little details that made it so special. I have um one person that I went to school with the whole time we were
030planning he was planning how he was going to get out of there and go to the crest. Well, he didn't go because he said he was having so much fun at the game. He the atmosphere was so nice that he stayed there the whole time. So I want to thank everybody involved in making it such a a great night for the class of 1975. Uh I also attended the coronation for the rose queen for the tournament of roses. Um unfortunately Livia wasn't chosen as the queen but all the girls gave their speeches and I'm trying not to be biased but she I thought she gave the best speech. Don't you? Yeah, she did a really good job. So, I was very proud of her and she really represented Temple City well and I hope she
031has a great time these next few months um as a princess for the tournament of roses. I attended the Kuana Student of the Month. Um was enjoyable as always. I also went to Longden um when Mike Fong was there to present the $5,000 check. Um, and I saw him yesterday and he was commenting about how much he enjoyed going to London, how cute the kids were, their little roar that they do. He he really got a kick out of that. So, um, I'm glad he enjoyed that. Maybe he'll come back and bring more money with him. Uh, I attended the last football game for Temple City High School and, um, I'm looking forward to next season. Um, it's just, uh, so pleasant to be there in the new stadium and all the lights and the
032activities going on. It's just really fun. Uh, I was fortunate to be a judge for the pumpkin [clears throat] carving at Emperor and I think this year was probably the best year that I've seen. They did a really good job on the pumpkins and all the little carnival games that they had. I attended the state of the district and as my colleagues have said, it was just amazing. Um Vincent, you did a very good job. Um the district did a great job putting that together. That program was just excellent. I saw one of our council members for the city the other day commenting about how great it was, how impressed they were with the program. So, um, congratulations to everyone involved in that. I attended the Cloverly fundraiser that they had last week with the
033kids running through the obstacle course, having a great time and raising lots of money for the school. I also attended the boys water polo game at uh, Glendor. Um, it's water polo is a great sport. If you've never seen it, right, Jerry, you should go and watch. It's really a great sport. And these are some real elite athletes to be able to do that. And again, I was very proud of them. Um, fortunately, they didn't win. It was close, but um, I was very proud of their performance and their whole season. Uh, this morning, I attended the assembly at uh, Emperor for Veterans Day where they're celebrating veterans. And I also this afternoon attended the signing ceremony for uh, Elellani Curio. And she will be going to uh, Baptist and congratulations to her and her
034family and again another one of our students making us proud. Um I want to congratulate girls tennis. I I didn't know they had won but that's great. That's good season for them and also Kelly who will be competing this Saturday in cross country. That's all I have. Thank you. >> Thank you so much. Okay. Next uh we have uh our student board member comments. Good evening everyone. Um, first off, I just wanted to start off by saying congratulations to girls tennis. Um, I actually saw their story on their Instagram page and after they won and I just couldn't stop seeing how excited they were for what's in store for what's in store for them next Monday. So, best of luck to them. And then this weekend is a very busy weekend for all of our
035performing groups. Our pride of Temple City Band and Color Guard will be heading to the semi semifinals this Saturday at Irvine High School. And then our um Oak Avenue Auxiliaries dance team will be having their first ever competition at Warren High School this Saturday in Downey. And then um I also did attend a couple of events. Oh, special shout out to Kelly for making CIF. Um I did also attend a couple of events. I attended the PCO dance rally. game as well. And then the state of the school's address. I remember so many different people just coming up and asking me, "Oh, what is this? I've never heard of this before." And then coming to me afterwards and being like, "Oh my gosh, this was like such an amazing event." Um, I know a lot
036of people couldn't stop talking about the light show, the stadium light show, and that was definitely a highlight for me, too. So, special shout out to Mr. and Dragon for putting that And that's all I have tonight. >> Thank you for sharing. Next we have our superintendent. Thank you. [clears throat] I have to agree with member Georgino. It's very exciting. I feel like if we would have had that home in the quarterfinals, congratulations to Glendor. They showed up. I do feel like one of our future board agenda items might be uh Davo and Brandon teaching us the rules of water because I really just don't know what they are and I never understand why somebody's being kicked out or not. But um but really exciting to watch. Um I will say um one happy Veterans
037Day to everybody and just thank you to everybody who I served. Um, but as a district, we're, you know, we talked about this and we're going to do a little bit better job recognizing when Veterans Day or holiday Tuesday or Thursday because it does make it difficult for attendance for staff and students. So, we'll figure this out next year. Wednesday next year following year it's on Thursday. So we'll address that. But that being said, next year it's on a Wednesday which means it's also our board meeting day. So we're going to have to adjust board meeting because we only have the secondg. So we'll probably have to make an adjustment. Um, and then, uh, like member Smith said, the the amount of people behind the scenes for state of the schools, it's hard to believe
038all of the work that goes into 15minute production, but it really was a good event. I just want to say thank you to a few people because this is something that, you know, normally we do do this in the media center. got it all pretty much figured out at that point in time or how to handle it and we switched it to outside of the stadium which I thought was a beautiful venue for the evening. There's a couple of things that we'll do better we next time around, but you know that also meant that we needed to get heaters because we didn't know what the weather was going to be like in the evening and the heaters worked out well. We'll have some additional lighting in the future. I didn't know if it was too
039hard to read up there, Mr. Spread out a little bit. you know, the fact that we kind of did that all last minute. Uh, not truly last minute. Some of these things were last night. We got the heaters the day before. Um, and they were putting them together the day of. So, thank you to our team and to making sure that barrel for us to serve desserts on. That was the day before as well. So, um, I want to say thank you to Susanna and Marie. Our custodial team, food services did an outstanding job. Um, and they were engaged in the uh the presentation as well. And I even heard from them afterwards about how nice it was because normally they don't get to be part of it, but everybody was part of it. We
040were standing out there. Elias and Mike and just like said that was that the night before. So there were some things that people were working all the way up until the very end. Tammy and Gilbert, thank you for performances. Nikki, Liz, Noel for supporting their students. I appreciate that. They came to rehearsal. to and just to make sure that their students were supported and thank you to our parents. you know, it's it's difficult to get up there and speak at times and our parents really just captured the heart of TC kind of what we were going for and then to have our kids, you know, on video taking time out of their busy schedules to be in college and just seeing them in their new settings like it was really special. And so, thank you
041to everybody Now, it's your turn next year. I don't know what we're gonna do, but we'll figure it out. [laughter] But, uh, yes, thank you. Thank you so much. Um, okay, let's move on to our discussion information item portion of our meeting. Oh, I'm sorry. Um, uh, the actual next item is written communications and we do we do not have any written communications this evening. Okay. Um, I checked it. My fault. Um, so, um, yes. Uh, so we're on to our discussion information item of our meeting. Items that the board would like to discuss or information presented to the board. These items do not require board action. And this evening, we have a safety presentation from Mr. and Mr. Moyes Velasquez. >> So, as Moises and and Daryl are making their way up to the
042podium, um there was a request from Melissa a few months ago for us to have a safety presentation. And so since that request, Daryl and Moises have been working on the back end to put this presentation together for you this evening, coupled with um some written communications that you've also received. So you received some additional information from Moises and Daryl um as well as the safety plans that are on the consent consent agenda tonight that the principles have been working on honestly since before summer. They started um putting those components together with two additional items which um Daryl will be sharing as part of the presentation. Go ahead and pass it over to >> well good evening board president Vincent Bell superintendent Dr. Kuna board members executive cabinet myself Joe B director of student support
043and engagement alongside our director of technology Moises Alaska. So we're here tonight to really talk about some school site safety topics that are obviously um we want to make sure that we are grounded in and we cover thoroughly here in our district. But we're just going to basically give a brief overview uh tonight of just a capsule of things that are going on in our sites and how we're doing this as a district. So um we're going to talk in four different areas. We talk camp our campus cameras, campus supervision, mental health and wellness, and then safety protocols. Um I'm fortunate enough to talk cover three of these topics because he gets Moises out of covering those topics. So Moyes is going to cover uh our campus So good evening board president bel and executive
044cabinet. Um over the past few months we've been um completed a districtwide visit to review our cameras at both school sites. We met with site administrators and staff to confirm where our cameras were located and the efficiency of all of them. Um it is important to know that we have cameras at every campus in the district. But what we're trying to do right now it goes is go to the next level looking at ways to make our systems even better. For example, currently we have Oak Avenue and the district that both of them have different systems that um the rest of the school sites and we need to know that all these systems at at every school sites were implemented at different years. So we have some a mix of newer technology and all technology
045and our goal is to move towards a one unified uh system with higher resolution and consistent visibility across the campuses. We're also looking to bring newer technology including some AI features like facial recognition or license plate recognition and we are researching for different options to to upgrade some of the cameras that we currently have, uh to relocate some of the cameras that we have for better coverage and of course to add newer cameras where they are needed and this will help us to streamline how we monitor and manage the systems across the district. This project has been a collaboration between site administrators and the district and it reflects the commitment the to keep investing in technology that support safety and efficiency for everyone on our campuses. The next topic like to cover uh beyond the
046cameras is uh campus supervision. What does that look like on our campuses? And so that is not only with our campus supervisors but our school administration as well and our new time aids that work. So um obviously we when we're out there with our c our students we want to build that rapport with our students um from campus supervisors to administration being approachable for our students um identified by specific colored shirts that's specifically for our secondary at Oak Avenue Intermediate School as well as at Temple City High School. I mean, obviously with Jazz here, I'm sure many of us see Jazz, but we know that she's there wearing those colors and we can find her for quickly if there's a need and students know her as well by name, which is obviously going back to
047that first bullet. And that's why I have the up on purpose building that report. Um, patrolling the campus and supervision, that's in all things that we do and making sure that everyone's adhering to district policy and rules at any schoolwide event or activity on or off campus between the Bell schedule and outside of the bell schedule. And big part of that is as our campus being supervisors and administration being active and effective actively moving around and if I tell a student to stop or to move or go to a different area that the effective part of it that they're doing it and and we have our staff that does that and our principles I I think it's important that they're actively participating in that as well leadership by walking around setting and helping set that
048school climate which goes to that last one most importantly a safe school climate for all students we have a lot of programs on our campuses we have a lot of different needs of our students but they're all of our students and we want to make sure that we do that and that we're communicating that and that's that last bullet that this district 28 radios for constant communication with school site administrators and with campus supervision and so we have those district radios now but I know there's also talk about some possible upgrades and we just practiced that uh last month with the great with the California great shakeout and how our our radios work and they do which is great um so everyone's learning how to use those um the other part is just the training
049the CPR training um that's common that make sure that we have our staff that knows how to do that specifically those that are out and about with our kids on a daily basis as well as CPI learning how to deescalate situations whether it's a verbal or whether it's physical um that we're training our campus supervisors as well as our administration and those that work with students on a one-on-one basis uh knowing how to do that. Next slide please. The next bullet is mental health, mental health and wellness. Big one. Obviously, that's grown tremendously. Um, and that's what the great work that our our mental health professionals do at our school sites. And we are so fortunate as a district to maintain elementary school counselors uh which is a huge piece to uh the growth of
050our young people as well as um housing our school psychologists who do a great job uh working and making sure that kids that have needs that need to be assessed and we find out what those needs are that we can address those needs through accommodations or modifications. But really to assist one another to support the mental health of our students. That sometimes things get in the way of kids and their learning and we want to make sure that we're supporting our students doing that and that there's that we're staying up to date in our training with our school counselors and with our school site. Part of that has comes from an aware grant that we were able to receive with help of Dr. Kuna and members of the executive cabinet that we participate through LEO
051to help with our training with suicide prevention and Kristen Castro our um our I guess our chair or or I guess what would be the person to say would our lead on that uh is doing a great job uh leading our our guidance school guidance team. We have 15 counselors within our district that includes our DIS counselor and so they do an amazing job making sure our students are take needs are taken care of but if a crisis comes into play um we're able to assess the situation give proper screening and then make sure that we make the right proper contacts. They're also important posit help having that positive school culture on our campus. Um, and that that's also through not only knowing that we have a fitness and wellness room or mental fitness, not
052not the where we lift weights, but also maybe where we just sit down and we talk and we're holding a warm blanket and there's someone in the room that they can help us chat. Maybe at the elementary site, it might be a small group of toys that are played with and talking with one of our elementary school counselors, but as well as if you go to the high school, if you go to that mental fitness lab and their fitness room, the wellness room, um, you can see just the calmness that's in there and walking around and just being there. The that the students are able to just to able to identify with and do just to calm their spirit and then have somebody to talk to. Um but also let's going back to that last
053bullet point, the positive school cultures on our campus. Um I feel like when you walk on any of the school campuses, a great example would be if I know many of you mentioned uh if we look back at just Halloween, right? You see how many kids dressed up, but how many staff dressed up? That speaks volumes. um in that set school school culture and school climate. If you just look at the amount of student involvement um from the state of school address is really the students addressing us. It's really students giving their testimonies of what they're involved in. And so is that those are the kind of things that set the climate and that help us deter from the other things when it comes to safety because we're creating a safe place for kids and
054there's something for our kids to get involved. Um and that just goes with our school mottos of being kind, respectful, and If you were to walk on to Lar Rosa's camp and ask little rascal, what does it mean to to be a Lar Roa rascal? They're going to tell you. That's part of PBIS. If you go to Long, what's it mean to be a tiger? They're going to tell you. If you're going to go on to Emperor, any of our school sites, they'll tell you what that means. And so, and I know we're working that more so with our secondary sites because it's a little harder. It's a little harder, but it's also we're planting those seeds. And I compliment my elementary principles as they're working towards that and setting that groundwork for school culture
055and really creating models and expectations. So those character traits that our kids kids can have. And then lastly, that last part of just activities, events to promote school climate, we do such a great job even today over at EERE with the assembly during that um and just seeing our our our kids out there and what it means to be an active member of veteran of our armed forces just to the environment and going just looking back state of school address. Look at homecoming. Look at the amount of students that participate in the auxiliary units um on our shows at a high school event. It's amazing and something to to really complement ourselves as a district. So, it's it's quite encouraging. And then safety protocols. What does it look like when we're uh entering a campus?
056You've all experienced it, I hope, uh when you've come to a campus during the bell schedule that you've got to ring a doorbell. Now, those days of gates and just walking through uh are gone and they should be to protect our kids. And so, we do have those visible uh video doorbells. You get buzzed in through the integrated system. um you mean basically mean you got to have a purpose and was that we we want to monitor our entry points on our campuses to make sure they're clear. And then if you're coming to to volunteer and to help, we want to make sure that we have the right people on our campus that should be helping and that they're for the right purpose and we have that volunteer and the badging and they check in
057at the front office. Um also the students out and about on campuses, what does it look like if you're walking to campus? Um and what if kids are out? Well, they could be having a call slip. It could be a call subs come in different colors sometimes on our campuses. Could be red. It could be green. It could be pink. It could be blue. But they're and each one might have a purpose. Are they going to the nurs's office? Are they going to see a counselor? Are they going to the main office? Have a conversation with school admin. What are their reasons for that? And so that helps our campus supervisors identify, oh, they have a call slip or I just need to use the restroom. I know when I was at Oak for a
058number of years, our teachers would be very creative on what they can give kids to carry to the restroom. But I also tell our teachers, what do they need to carry back from the restroom? make sure they wash their hands. So something to remind as that as that item gets passed back and forth. Um also sometimes students need to be escorted not necessarily for bad things but the obviously from school personnel that would be a campus supervisor or admin uh walking around campus. We also have things come up on our campus. Uh we want to make sure we have a safe campus for new type of contraband or weapons on our campus. We contract with Impact Impact K9 Solutions. Those are the dogs that come on our campus just to randomly check backpacks and go
059through lockers and just to make sure that the the right things are on campus to keep our instruction safe. And then we have the Watip hotline. We have our vape detectors in our bathrooms. And then we have again just going back to a safe place for a student who's having a hard time. Just our wellness rooms on all of our sites. Um safety protocols, just our perimeter security. I think we all know, but we have a really tight job of perimeter fencing at all of our sites. There's no open access points at our sites. We have updated fencing at Oak Avenue. That's the part where you see that's kind of moved back and that back in the day when um when I was there, uh we'd always have the kids right on that sidewalk, but
060now we have all that space for those students to collect before the start of school, put them in a safe spot. We also updated that high school entrance where now it's more between the music building and between the now administration and media center. That one point of entry right there. There's also the point of entry of the backside in the student parking lot. But that really limits who's coming into the school. we know who's coming into the school. As well the relocation of food services of those students who choose to um not have food on camp, get the food on campus but have Door Dash or Uber Eats come. They've done high school administrator has done a nice job where there's that one spot where they can put all the the food in the cubbies.
061Um we also have the emergency vehicle access points. Those remain clear at all times for whatever is needed. And we all know we've been in the district long enough that sometimes we do need them. And luckily uh not luckily that we're just smart enough that we keep those areas clean. And so and then we have campus supervision at all of our entry points here in this district. And then our safety protocols um you guys just will be approving uh tonight um and with the adoption of our school site uh safety plan that's annied by our site principles. That's a big part of what school site council does. um looking over our plans and any and then they're also with the partnership. What I really appreciate about us is that we do our school site safety
062plans. Our principles work with our uh school site councils, but we also have gotten input from our local law enforcement and that's because we have a really good relationship with Temple uh station 5 over on Lost Tunis and Deputy Schwarz and his team that I've gotten to know much better now. Um they just really supportive of us and how they work with our kids and looking at our plan. So, um, some of the new additions that we had, um, is looking at we had the cardiac arrest. So, kudos to Crystal, our district nurse, for adding that part in there. That's a mandate that's that we have to add. Just talking about our automated, um, our AEDs, the automated external defibrillator. That's that box we I know we have some in here. Um, I hope the
063blessing we haven't had to use anything in here yet. Um, but yet those are there and and Crystal spells out how we get to how those are utilized and what their location is. Also our ICP our instructional continuity plan that's if let's say happens we go down again co comes again and we have a plan how are we best meeting the needs of all of our kids that's what that plan is for especially in instruction and how are we doing it not only with technology um but also how are we doing it with the kids that have special needs and are we doing that so that's what that's that's included there our opioid prevention and life-saving protocols thank you again to Crystal on that that's also included into our plan our response procedures for dangerous
064violent and unlawful activity anything that's crazy that can go down that we don't have control of that happens that we have a plan and we know how to do it. That's also included in our school site safety plan. And then sending alerts to families and education at any time that there's a need that we use parent square to send those messages out uh to our families if we need to notify our families and we alert them of a situation on campus or around campus. That's what the safe act is for. And thank you Can I just add two things before you ask for questions? Um, so like Darl was sharing, you know, we use parent square to communicate with parents. U we're also going to be using our our coffee with principal as well. And
065and part of the reason for that is uh this is no different than you know cyber security. We're always trying to stay one step ahead. Um, and it was just brought to our attention not too long ago, um, that, you know, we need to educate parents on the type of backpacks that they're buying for their students because there is a company out there that sells these shark backpacks. Um, and they are advertised as something that the dogs cannot smell through uh with secret compartments and everything else. And so I know that parents actually know what they're buying for their kids. We need to make sure we're educating them because the backpacks look cool, right? Like they're shark backpacks, but the intent is far different than what is necessary for our school. Um, and then the
066other thing is, you know, we were excited this year. We were going to apply for the cops grant to help us with some of the cost for cameras and it's a grant that's $500,000 if you get it. And so we put in for it or we were starting the process of putting in for it. And then when we talked with the individuals who were helping us to write it, the federal government put a lot of stipulations on the money. Stipulations that really just kind of flew in the face of what California is doing with protection of our information for our families and we had to draw from that grant. And so it's just one of those things where you know the hope of getting the money just wasn't worth the risk of would have to
067give up. And so hopefully that'll change sometime in the future. We can look at other avenues to help support the cost of you know helping to uh have a more robust security system. We'll keep you posted as we >> can ask. >> Oh, go ahead, please. >> I just had a question with the uh the AED devices. I know years ago there was a situation at the high school where a student was his life was saved using that. >> Sure. >> Are all the schools going to have those available because They're all available. The banners are checked and they're updated. >> I remember that. I I just Yeah, I just remember the student life was definitely saved by having one of those available that and two coaches who knew what they were doing. >> I
068just quick thank you for this comprehensive report. I think People think about school security, they mostly think about cameras, secur that goes into it. There's, you know, you talk about programs that keep kids engaged so that they are safe and engaged and the school climate, those are all so so important. And, you know, I think also the health pieces to it that you talked really appreciate just the whole picture that you present to me. So, thank you so much for doing that. >> Yeah. I mean, that's incredibly comprehensive. >> Well, it's it's brief. I mean, it's just a capsule. I mean, there's so much more that we do, >> but we're not going to put that out. >> Oh, of course not. But uh and and we have an amazing group of people that obviously
069that we work with in this district. They do an amazing job each day for kids is a perfect no. But are we pretty darn good? Yeah, we're we're really good compared to what's out there. So, um it just takes just it takes all of us and I appreciate everybody's work making sure our kids are safe every day. Great. Thank you again. >> Thank you. Thank you. Thank you. >> All right. Next, uh we have our discussion action agenda. item I mean of our meeting items that may require discussion but upon which the board is expected to take action during the meeting. Uh from the side of ED services we have uh item 17 uh receiving board policy for first reading uh BP policy 5116.1 uh and it's in regards to intra district open enrollment. So
070this is just a minor revision. Uh this um revision actually came from the dual language immersion committee as a request to add to the policy. Uh last year we had a situation where there were a couple of sets of twins that had uh filled out an application. And after going through the process and realizing that the twins get separate lottery numbers, which means that one twin might get in and then the other twin doesn't. Um we'd like advis the policy to include one lottery number for the set of twins. So that way when the lottery number is chosen both both of the twins or triplets or whatever it may be when they share the same birthday and the same biological parents um that they would receive the one lottery number. Thank you for sharing that.
071Um may I get a motion motion by member Esperosa second by member Okay, let's go ahead and vote on this preferential vote. >> Yes. >> Okay. All those in favor? >> I. All those opposed. Motion carries. 5 Z. Right. Thanks. in business services. Um we have item 18, approval of architectural service agreement with DC architects for the installation of HVAC systems in the kitchens of Emperor Elementary School, Lar Roa Elementary School and Longden Elementary School. >> Yes, M. as a part of our continued effort to improve our food service program. So we will um we have already evaluated and assess all our elementary school kitchen and there uh we hire we request the board to approve this architect service for the three school site. Actually the coy we will because the coy the size of
072kitchen is small so the project will be handled by our mo staff. the other three side they require architect service because HVS most likely will be installed at the roof of the um kitchen. So that is the project will be more complicated. So that's why the district goes through the um informal IP process and then we receive the um the several code a couple of code and then this will be the lowest responsible code. This is only the design design part and then we will district this will purchase the HVSC. >> Thank you for sharing that. Uh may I get a motion please? >> Um Connie I have a question. >> Oh okay. >> It was just like a clarification I should say. The um multi-purpose room London is that Memorily Hall or what is
073that? >> Um London um I don't know if this is the the next coaching. So I don't know whether you guys call them or call us. >> Yeah. Oh. Oh yeah. Okay. That was a motion to approve the move by second by member. Okay. So let's go and vote. Preferential vote. Member Munoz. >> Yes. >> Okay. All those in favor. >> All those opposed. Motion carries 5. Next we have item 19, approval of service agreement with US Omni and TSACG appliance services agreement for our 403b and 457B plans. >> So the TDS also named the tax defer solution has be our third party plan administrator for the 43B and 437 plan in according to the is requirement for compliance. um years ago back to 2017 and the company and sent notification for its clients said
074that they hired Omny as another party to help them to do the office administr the check remittance and the reporting. So recently they actually the two company have merged and then now the operations and Omni. So due to the continuity of our plan so we need to have the district need to have official agreement with the company. The company Omni actually is their headquartered in New York and it's much bigger an entity. They are um handling 5700 public entity including the K to2 school district the univers car and the government agency by work with the company that's a possibility minimize the fee as as of right now for our employee if you pick up the certain financial institution we have a $3 out of pocket for example Vanganger each employee if you select that company
075you have to pay out of pocket three dollars per per um each month. So with joining this company there's a um potentially that the fee will be wavered. The extra cost of the service actually paid by financial institution not by the district. >> Good. Um I'll make a motion to approve this item. I get a second. >> Okay. So it's like it's just basically >> yes. does not have any impact on the services provide to our staff. Um there are no questions. Go ahead and vote on this preferential vote. Member Munoz, >> yes. >> Okay. All those in favor? >> All those opposed? Motion carries. 5 Z. Okay. Next. In human resources, we have item 28, approval to open a public hearing to discuss the acceptance of 2025 2026 interest statements for negotiations between CSEA
076105, CSEA 823 and TCUD. >> CSA may get a motion to approve Motion by member Espinosa. Second by member Smith. Uh preferential vote. Member Munoz. >> Yes. >> Okay. All those in favor? >> All those opposed. Okay. Public hearing is now open at 6:43. Okay. All right. So, um now we go on to 20B. Um, we have approval to close a public hearing to discuss the acceptance of the 2025 2026 interest statements for negotiations between CSEA 105, CSA 823 and TCUSD. Um, okay. U may get a preferential vote member. >> Yes. >> Oh, I apologize. Okay. I get May I get a motion, please? By member, second by member. Okay. Okay, now you're on. Okay. >> Yes. Okay. All those in favor? >> I All those opposed. Okay. Um public hearing is closed at 6:44.
077>> All right. So, the third segment of this item 2C, approval of acceptance of 2025 2026 interest statements for negotiations between CSEA 105, CSEA 823, and TCUSD. Um, I will make a motion to approve that. May I get a second, please? Second by member Smith. Okay. Uh, perial vote. Member Munoz. >> Yes. >> Okay. All those in favor? >> All those opposed? Motion carries. 5 Z. Next is the consent agenda portion of our meeting. Routine items approved by one motion and one vote unless a member of the board or audience request that any item be reviewed and voted upon separately. Okay. Well, in that case, let's go ahead and uh make a motion. May I get a motion, please? >> Move by member Smith. >> Second by member Espinosa. Okay. Uh preferential vote. Member Munos.
078>> Yes. >> Okay. All those in favor? >> I. All those opposed? Okay. Motion carries. 5. Next, we have uh any uh board requests or comments? Any board members have anything to >> really highlight something that Dr. talked about and say thank you to our tech team for the service. I mean thousand tickets. So thank you so much for your hard work and hopefully all the little kinks have been worked out and things will go smoother for you all throughout the year. But thank you so much for your your hard work. >> Thank you. You know myself I saw uh in my earlier comment I failed to say uh thank you to the parents um that spoke that evening at state of the schools. Um it's a lot for them to sit up there. It's
079not something they're normal comfortable with most of the time. and and those parents actually um I I kind of requested them because they all shared one very common bond which is um they had students that graduated and they also had current students that were active in the program and so I think that their testimonial was powerful in that sense. So I thank thank them for spending the portion of their time to share their story. Um okay and that's it. Let's go ahead and move in our future agenda items. So, let's move to adjourn. May I get a motion, please? >> All right. Moved by member Muno, second by member Smith. Okay. Uh, provincial vote. >> Yes. >> Okay. All those in favor? >> All those opposed. All right. We're at 647. Thank you so much
080for joining us this evening.
