All right. Good evening everyone and welcome to the regular meeting of the board of education for Temple City Unified School District on this day, Wednesday, October 22nd, 2025. And I would like to call the meeting to order. First, we'll do a roll call. Um, I am here. Member Smith. >> Member Espinosa. >> Member Georino. Member Sneed and student board member Mr. Munoz >> here. >> All right. Okay. Uh next uh we would like to announce that tonight's meeting is being digitally recorded. And next we uh will have our pledge of allegiance led by none other than Miss Miki Wong, the director of our child development programs. >> All right, please stand. Put your right hand over your heart. Ready? Begin. I pledge algiance to the flag of To the United States of America and to

the republic for which it stands. One nation under God indivisible with liberty and justice for all. >> Thank you very much. Everyone may be seated. All right. Uh next uh changes to our agenda. I don't think that there is uh any changes to our agenda this evening. Uh so next I will make a motion to approve our agenda. May I get a second please? Moved by member Smith. Okay. Preferential vote. Uh, member Munoz. >> Yes. >> Okay. All those in favor? >> I. All those opposed? Motion carries. 5 Z. Uh, next we have our always looking forward to this kind of part of our meeting, our special recognition presentation portion of our uh agenda. And tonight we have uh a presentation on our child development programs. Thank you. >> Thank you. Good evening, board president,

members of the board and executive cabinet. I'm Nikki Wong. I'm the director of child development programs. And tonight um will be a presentation about our department and how we've served the families in our community. Click back. He told me to click back. So under our I know. I was like, wait a second. Um Under our child development programs department, we have the expanded learning opportunities program which is the state funded after school program. We have the uh extended learning program ELP which is our district's tuition based before and after school program. And then we have the Temple City Early Learning Academy which is our tuition based preschool and special education preschool as well. So uh what is expanded learning? Um expanded learning refers to before school after school summer or inter session learning programs that

focus on developing the academic, social, emotional, and physical needs and interests of pupils through hands-on engaging learning experiences. Right now we have about um students enrolled in our ELO program and um we're continuously enrolling into this program because it is a free after school um program on site at our elementary schools. Um to qualify for the program, students must be identified as either homeless, foster, lowincome, where they have to submit the meal the free and reduced meal application or and or English language learners. And families can uh visit our district website to complete our district's family interest form. Um and our department screens the students and then we send them the registration link and a start date of care. Um in the expanded learning opportunities program plan, it is some light reading. Uh it there

are some areas of focus there. It covers the safe and how we provide a safe and supportive environment for our students. Um, active and engaged learning, skill building, youth voice and leadership, healthy choices and behaviors, quality staff, collaborative partnerships, continuous quality improvement, vision, mission and purpose, diversity, access and equity, and program management. So right now our district has a contract with right at school raz to provide the free afterchool care for our students um at our elementary school. Their uh educational curriculum is disguised as hands-on fun with daily activity choices and long-term projects that follow rot follow rotating themes that ignite imagination, creativity, teamwork, self-confidence, and more. And that's just a brief um schedule of what they do in our after school care. We they check attendance, give them snack, have them use the restroom,

get all the kids together to go over expectations and go over the schedule for the day. They also do um bright moves, which is a fitness class where they do stretches or they play games such as red light, green light just to get some physical activity in. They support with homework and then they'll have their activities. So if they are talking about shapes, for example, the picture on the right, the kiddos use shapes to create their masterpieces. Within our ELO plan, we have to provide um nine hours of programming to our students and families. Um we also need to provide 30 days of intercession care. So that would include our spring break and part of our summer program. Within the um inter session programs, we try to make learning as fun as possible. So this

past um spring break and summer, I have to give kudos to my team. I was on maternity leave, but um I have to give a shout out to Cindy Ayala, my sub Maria Jenna, and Irene Lopez who really helped plan for all of this and executed um our summer program. They booked uh Professor Egghehead where they came out to the elementary sites and did a dry ice assembly. They did a lot of engineering workshops. So, the children learned about elevators and they built their own elevators. Um, they also created a Viking ship. Not the ones that are in the ocean, but the ones that sway side to side. Um, and it was to from what I have heard it was very um fun for the kids. You know, a lot of them if they cannot

afford um an after school program that is tuition based, then we always have to ask the question, where do they go? How are they getting the support that they may need, whether it's um in the summer or in spring break? So, we're really happy that we're able to bring this to our families. So, one um big thing that's coming up, um California districts lose about 50 to$100 per for students that um miss school. So, part of the attendance recovery program um this will allow students to make up missed school days by attending extra classes outside of the regular school hours. So, our district will be able to recoup the um average daily attendance, the ADA um funing by providing extra classes for absent students. Um, and this after school class would be taught or supervised

by a certificated teacher. Students in this program um would be able to recover 10 up to 10 absences or less. And beginning this fiscal year, um, our districts can choose to offer this AR program and our district will plan to pilot this um, at our elementary school sites using our ELO funding um, with the students that are already enrolled in our ELO program with RAS. Okay. Now, the extended learning program is our tuitionbased before and after school program. We offer at our elementary sites and at Oak. We currently have about 225 students enrolled both in morning and after school care. Um we provide homework support. Not only homework support, but we're noticing a lot of our TKs and K's need a lot of extra help and and love. So, we're um helping them with letter

recognition, um how to trace, how to hold a pencil correctly, how to use scissors um appropriately and not cut our friends hair. Um that has been happening. So, we we provide that support. Um and then first through 8th grade, um mainly homework support. And when they're done with homework, they we have a lot of less amazing lesson plans that our instructors come up with. We have science activities. Um our experiments um inspires curiosity and hands-on discovery. So in that picture um in the month of September it they did a focus on apples and they did an experiment with baking soda and vinegar and food coloring. So that was really neat for them. Our technology component um empower empowers kids to create exp exp innovate. That picture is actually from um our robotics team at the

high school. They came into our after school care to show the kids um what the robot looks like and they were able to control the robot. Our engineering activities build problem solvers and future innovators. Our kids are really into building bridges right now, whether it's from just tape and straws or marshmallows and toothpicks, but that's a a hot um activity. Not only that, but we also have art lessons that inspires creativity, expression, and imagination. And um we also have a lot of math enrichment that grows critical thinkers and confident problem solvers. So again with the apple study that um those are our littles. They had they measured how tall they were using the apples and they had to use their practice their fine motor skills with the clothes pins. ELP also provides um spring break

camp. This past spring break um the team had a Lego education curriculum. So uh we have Lego kits with ELP and Um, every year we look up different types of curriculum with Legos because our kids are really drawn to that right now. So, they created and built their own ramps, tested the velocity. Um, and in the fourth picture, it's a little Lego man on a car where the kids blew into a balloon and the air pressure from the balloon made their Lego car go fast or go slow. So, it's it's really neat. And then the last picture is actually um our kids the challenge was to create a wheel using Pringle chips and when they were done they can eat the Pringle chips. So that I I don't think I could do that but the

kiddos did it. Um and then in our summer camp um we booked a vendor called Raptor Events where each week our students learned about aviation, reptilian behavior, adaptation and general biology. So every week they brought in an animal for the children to see. Um for example there is they brought in turtles and the kids created their own little turtle shell using um a paper bowl and um tissue paper trying to design it. And um we also have the petting zoo where students connect with animals up close, build empathy, confidence, and a deeper understanding of nature through hands-on experiences. Now with Temple City Early Learning Academy, this is our uh tuitionbased program. If our families are unable to um pay for the tuition, we work with a subsidized program called Options for Learning where families can

have their tuition subsidized. Um our meals are included. Our kiddos really love um the meals that are served from our food services department. Shout out to director Marisel Cortez. Um so we provide the breakfast, lunch, and afternoon snack. Recently we approved to uh expand our age range to enroll children as young as two years old. Um we've had a lot of interest of littles. The one thing that our parents are working on is the potty training piece. So we're seeing a lot of u families complete our interest in weight list to get on the list because they know that in order to get in you need to be potty trained. So we have we have a list and it's um encouraging our families to you know potty train their littles. Um and our our preschool

real our main focus is to get our kids ready for transitional kindergarten and kindergarten. Um just like how we see the kids in ELP or ELOP with RAZ, there are a lot of uh students who may not have that early childhood experience in a preschool. So getting them ready now is our main focus so that they're ready and by the time they go to Lar Rosa Emperor London, we won't get a call saying that is one of our kiddos. Um and we also want to promote inclusion. So, every day we have music and movement with um our gened class and our special education preschool classes. They also have um inclusion time during outdoor play and they have inclusion Fridays where they get together, they do a fun activity. Uh sometimes we have cookoff Fridays where

parents bring in um fruits. For example, they were reading Boom Chicka Boom Boom and the kids had to their own tree using uh apples and pretzel sticks and bananas. And we also do walking, sorry, we also do walking field trips to La Rosa. Okay, that was the first time I put a video into a presentation. So, so that um was actually one of our inclusion Fridays. The letter focus of that the month is the letter T. So, Miss Cara had a stuffed animal, a turtle that the kids had to work together. Um the turtle was in the middle of the parachute and she would give them um prompts like get the try to get the turtle out of the parachute. So they had to figure out whether one's going to go up, one's going to

go down or keep the turtle in. So it was really fun for the kids. And then um afterwards they just went crazy. You can kind of see the turtles in there. We do a lot of family events and onampus events. Um, one of our really, really fun ones coming up is next Thursday. It is in the morning. It is our inclusive trunk or treat. A lot of our children with special needs are not able to to um do the traditional trick-or-treating due to sensory um needs. They u maybe uh they don't want to wear a costume or it's too dark or it's too loud or it's over stimulating for them. So, we do a lot of our family events during the school day so that we get our parents involved as well. Uh we also

have our winter family craft day in December and then in March we'll have our green picnic and muffins with is in May. Um some of our onampus events, um we had the sheriffs come show the kids their little patrol uh SUVs and they wore the vest and it is actually quite heavy. I'm surprised that the little ones were able to hold it up. Um we had our petting zoo come on campus. our soft play time, which is a soft play area that one of our families donated their time to set up for our kids to play. Uh we have bubble mania where they run off bubbles and they blew bubbles everywhere. And then our really really fun um on campus event was the pump and splash at the end of the school year which the

kids had a blast. And um not only do we just the child development programs, but I want to link with the high school because a lot of our high school students when they leave high school, they may not know what path or what direction they want to take. Um, we want to try to encourage them to come back to work with kids. Maybe they can be a future teacher with us. So, um, this morning we actually high school's Medlife Club um come visit and they did a presentation with our students um about healthy habits such as handashing, how to wash their hands and they sang the ABCs um and then they did a healthy unhealthy food. So the children sorted whi which categories of fruits, which categories of vegetables um and at ELP our students,

our high school students are also a to earn community service hours um by supporting our staff and helping the children with their homework. And our littles actually enjoy this way more than anyone else because they think like, "Oh, this really cool high school kid is working with me on this homework." Um and they really look up to them. They're kind of like a big brother, big sister for our our kiddos. And that is the end of my presentation. Thank you. >> Yeah. My fellow board members have comments or anything. >> We have a total of 32 students. Nine of them are in our tuitionbased program. I have a question. Um, is the ELOP is that does it have an attendance requirement? >> Um, we just have to document attendance. There is no minimum attendance. So,

we just report it in Cal Pass. >> And do they have to stay there for a certain amount of time each day or >> There is no set um requirements such as like ASUS has. It's just as when the students then they are with us for the day. But for the most part, our students stay for a couple of hours just so that they get their homework time in and they get the >> And is there a maximum number of students you can accept for that program or is it just as long as they're qualified? >> Yes, as long as they qualify, we have to offer and provide the access for them. um we do have to follow a ratio of for our TKs and K 1 to 10 ratio and first through sixth grade

is a 1 to 20 ratio. So we'll continuously into the program >> that was a great presentation too. Thank you. >> Thank you. >> So ELO is K through six >> TK through >> yes TK through. >> Well thank you so much. I mean that was again a wonderful presentation and we learned so much. Um and frankly I you know I'll be honest I have been kind of few years removed from that level in the elementary side and and the the amount of things we offer now it's incredible. So and and thank you for overseeing all that we really >> thank you so much and I really couldn't do my job without your support and Dr. Kuna's support and our executive cabinet support. you guys are the people that say yes to what um what

we want to bring to our kids and um so yeah, thank you guys so much. >> Thank you so much. >> All right. Um next we have um public comment on agenda and non-aggendaized items. I do not believe that we have any this evening. Um okay. Um committee update. Uh the only thing that comes to my mind is um we just want to remind our public that we have our uh state of the schools address on nove on Thursday, November 6th at 5:00 pm at Temple City High School by the stadium fieldhouse. So hopefully some of you can make it out there. Um and u really anything else anybody else here? >> The city is having their trunk or treat on Halloween night at Light Park. >> Okay, that's right. Okay. All right. Well, there

you go. So hopefully all our kiddos can go over there and have a have a great time. It's a tradition that's been around for quite a long time. So, all right. Next, we have our bargaining unit comments. Uh, first is uh CSEA 105. Miss, how are you? Good evening. How are you? All right. Okay. Next, we have CSEA 823. Jess, how are you doing? All right. All right. All right. And then finally, we've got the uh TCA uh Mr. All right, good to see you. Okay, uh next let's move on to district updates. First, uh we have business services. >> Good evening everybody. The district has completed 2526 new application process and thanks to the food service department administrator and PTA because they share the information the importance for every student to apply for it.

So um based on our Actually this year is a bit higher. We are approximately 2% higher compared with last year. So this year we're up to 41% as we went through the one of the criteria for EOP program to kids. So we encourage the the application actually is year round. So for somebody who forget or who think the Please apply but parents keep in mind that students information is confidential and we cannot even share among staff for those family who apply. So please not worry about share any information. So SB 1383 um under SB 1383 starting January 2022 all the residential commercial and multifamily are required to separate organic waste such as food scraps from the regular trash for collection. So for public school like us, we are required in our food dining area to

um supply additional green bean for a green bin for the food waste. So last week we have a surprise audit by local agency at our high school and um the result went very well. successfully passed a district in comp. So that is my >> right. So all good to hear. Thank you so much. Um in ed services uh Dr. is away on conference this evening. So uh we won't hear anything there. And next uh we have uh human resources. Thank you. Stacey and all her amazingness. So, I just want to thank our our labor partners. So, I've had the opportunity to meet with CSA this week um to look over some of our job descriptions as well as meeting with TCA I feel like every day almost. Um I just want to thank them for

their their relationship and the professionalism that they bring to the table every time we meet. I'm very much looking forward to seeing with you guys not across the table with you guys. So it is a exciting time in HR. There's a lot going on but thank you so much. Okay, next uh we have uh board member comments. Uh and this evening uh we will be starting with member. >> Hey, this will be quick. Um at the last meeting um the board appointed um member Espinosa and myself to um be representatives to meet with uh the company that is going to be doing the bond survey for us and um so we did both attend that meeting and I just wanted to comment to the public that if you are selected for the survey it's not

a scam so please uh participate in it um and I believe they're looking at doing it um after the election, so after probably the middle of November. And the only other thing I have is this uh Friday is homecoming. I hope everybody will be attending um at the new Bob Hitchcock Stadium. Um I will be there with my class from Temple City High School. Um we're going to be celebrating our 50th uh reunion, so it's gonna be fun. >> Awesome. All right, thank you for that. Uh, next I'm up and mine will be extraordinarily even briefer than hers um because I caught a very small part of the band preview night and you know again wonderful uh you know just brings back a lot of memories year after year and so uh a huge shout

out to everybody involved to you know make sure we put on these performances. It's again it's it's a hallmark quintessential part of what we are here in Temple City. So um And other than that, um I don't really have much of anything else. Lots of things cooking in the oven, so to speak, but nothing to share at this moment. So, um that will be it for me this evening. Uh next, uh we have member ditto. I spent uh the better part of the last three weeks traveling in the east coast and I have nothing to share. >> Okay, moving on to member Espinosa. >> Mine will be brief as well. I did attend the PTA council PTA meeting and um right now just reporting back to the board that they're planning a number of level

events for Halloween and they're also planning on Friday. So they're very excited about that and volunteers out there's discussions about the founders. Other than that, I just want to wish congratulations to the five students who at the high school were selected to be part of that takes a lot of skill and music, not just your voice. So, I'm really proud of our students that they're learning those skills and they know it well. Congratulations. >> Okay. Um and next we have members. >> Thank you. Thank you to Mickey Wong for your presentation tonight. Um and also for creating such an outstanding program at our early learning academy. You the driving force right at the beginning. Last week was the week of the school administrator. I want to thank all of our outstanding school leaders. Um I

attended the farewell for Aussie visitors. Uh it was really it's really touching to see what strong friendships the students built in such a short period of time. They just met each other officially during the summer and now they've just formed these wonderful friendships. Um I attended the chamber lunchon and then that night I attended the uh private temple city band review band review night and as a former band parent many years ago I remember the pit looking like two morbas chimes and a now my husband and I were sitting there counting how much equipment is out there's now nine mimas and just a whole orchestra full of of instruments out there, but um they have just amazing props and the band is dancing and like good lord. They're not just learning the music, they're like

putting a whole production. It was quite impressive, but it was it's a really fun show. Um on Monday, I I judged the decorated pumpkins at Long and I did some of the grades. Students all did a really great job. Very They were based on on literature. So, even our little TK kids were able to create pretty amazing. And lastly, I'm also looking forward to the homecoming game this Friday. Waiting to see what you have created. >> All right. Thank you so much. Next we have uh our student board member comments, Mr. Munos. >> Oh, that was fast. Okay. So, um also very short and also kind of the same as as all my other board members, but we do have our homecoming football game this Friday at 700 p.m. And the theme is neon. So,

I hope to see everyone in bright colors. And then um one of my um close friends Olivia Castro has been selected as the dark good citizen award or has been received the dark good for high school. that I think is a really cool and exciting accomplishment for her. Oh, the citizenship. It's a citizenship award that focuses on leadership advocacy and being kind of representative of advocacy within your community. >> So, that was really exciting. And then we also have a football game next week. And that's all for me. >> All right. Thank you. All right, Dr. Kuna is also away on conference. Uh, so he's not here with us this evening. Um, written communication. Uh we do have uh one thing to share with the public uh from uh the LA County Office of Education

and that is uh an instructional materials review team from LEO uh visited Clover Elementary on September 24th, Oak Avenue Intermediate on September 30th and Temple City High School on September 25th of uh 2025. And the letter was to inform that LEO determined a sufficiency of instructional materials in each of the specified classes visited during the review. So, you know, big thanks goes out to all of our staff at all of our sites and always doing an outstanding job to make sure our students have everything that they need. So, um that is that. Um, we do not have any discussion or information items to share this evening, but we do have a few discussion action agenda items that we need to go over, items that may require discussion, but upon which the board is expected to

take action during the meeting. And the first is approval of, excuse me, the expanded learning opportunities program plan. Um, and uh, is there going to be anything about I mean it was the presentation this evening essentially and talking about uh the plan sort of Yep. So thank you for that. Um okay uh may I get a motion uh to approve this? Member Smith. Uh May I get a second? >> Second by member Munoz. Okay. Um if there are no uh comments or uh discussion regarding this I think we should go ahead and vote. U preferential vote. Member Munoz. >> Yes. >> Okay. All those in favor? I. All those opposed? Motion carries 50. Um, next we have uh human resource services item item 17A, the approval to open a public hearing to discuss the acceptance

of 2025 2026 interest statements for negotiations between TCEA and TCUSD. Um, and uh this is our annual thing that we do and it's happening earlier and earlier in the year. That's wonderful. That's great. Good stuff to hear. Um, okay. Um, may I get a motion to for that, please? >> Uh, moved by member Sne, second by member Georgino. Um, all preferential vote. Member Munoz. >> Yes. >> Okay. All those in favor? >> I. All those opposed? Motion carries. Uh, public hearing is now open at 605. >> Public. No. Okay. All right. Next. I I mean I have to ask. So, um, next we have 17B, uh, the approval to close a public hearing to discuss the acceptance of the 2025 2026 interest statements or between TCA and TCSD. Um, I will make a motion for

that. May I get a second? Second by member Espinosa. Uh, provincial vote. Member Munoz. >> Yes. >> Okay. Uh, all those in favor? >> I. All those opposed? Motion carries. Uh, public hearing is closed at 606. Okay. And the third segment of this 17C, the approval of acceptance of the 2025 2026 interest statements for negotiations between TCA and TCUSD. Um, okay. Moved by member Espinosa. May get a second. Second by member Smith. Okay. Um, if there are no discussions, let's go ahead and vote. Preferential vote. Member Munoz. >> Yes. >> Okay. Uh, all those in favor? >> I. All those opposed? Motion carries 5-0. Okay. And finally, we have our consent agenda. Uh routine items approved by one motion and one vote unless a member of the board or audience request that any item be

reviewed and voted upon separately. There any items? Okay. All right. So, uh let's go ahead and uh I'll make a motion to approve the consent agenda. May I get a second, please? >> Second by member Georgino. Uh confidential vote. Member Munoz. Yes. >> Okay. All those in favor? >> I All those opposed? Motion carries. 5 Z. Um, next we have item 23, uh, board comments. Do my fellow board members have anything to add for this evening? >> Just very briefly, um, I forgot to mention this in my comments, but I was very inspired by the presenter from City for that purpose. It was there wasn't they didn't have a whole lot of people, but um, I have to say that was very inspiring presentation. Thank you. Okay. All right. Next item 24. Um we have

a presentation update on security as part of our future agenda items. Um wow. Here we are. Item 25. Um that was uh yeah that was very efficient. Um okay. Uh may I get a motion to adjurnn, please? >> Moved by member Espinosa, second by member Smith. Okay. Okay. Are you ready, Xavier? >> Yes. >> This is it. >> Okay. >> All right. Preferential vote. >> Yes. >> All right. Outstanding. Okay. All those in favor? >> All those opposed? Motion carries. Thank you for joining us evening. We are ajourned at 608.
