001It's 4:01. We're going to call this meeting to order. Roll call of everybody. See who matters. Everyone say now or forever hold your peace. So Um like a roll call. Easy, here. Lindsay? Here. Bill is out of town. Bobby? Here. I'm here and Carl? Yep. Okay. Uh would you stand and join me in the Pledge of Allegiance, please? Pledge, salute. I pledge allegiance to the to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Okay, before we open session, we need to add supplemental item for robotics team world championship under student services to the consent agenda item. I need a motion on that. Okay. Motion. All in favor? Aye. Aye. Thank you. I'll be done with the

002bill. Public comment items not listed on the agenda. At this item, the public is invited to address the board regarding items not listed on the agenda. Speaker by limit of three minutes by law the board is not allowed to take action on matters that are not listed on the agenda. Any public comment tonight? Last chance. Thank you. None. Items of interest and communications. We should develop a feeding justification study. Yes. If you're going to be on the line and watching them I know. I should just have them in a chair. Um This is just for your to look over. This next month next month I'm going to bring a piece in. It's coming. We're going to bring here for your approval an increase in the um Okay. So, this is the justification study that over.

003It's the one element that we're not We went through last time. Thank you. And it's this presentation for the Toyon Learning Center lease. You want to push? What? All right. I have uh four sites now, but I've covered the three. Give it to both of you. Uh this is covering the Toyon Learning Center. So, this is kind of where we've been all this year. Uh we're going to update. All right. Pardon me. Uh Too many sheets happening. Yeah. All right. Programs uh obviously our goal this year was kind of to unify the one Toyon cuz last year when it was three programs, it seemed like we were kind of three separate sites that kind of aligned, but we're aligned, but we're not really working together. So, we're working towards uh unification of the local Toyon

004Center with the broad uh We kind of did that through PLC rotation rather than having three separate PLCs uh throughout the month or you know, trying to rotate around and not being available for certain ones. Uh we opted to kind of pull them together and do a rotation so that I can be a part of the whole and then also and allows them to be unified for faculty group uh set. We have their individual kids and stuff. I expect that. We end up doing with a rotation of two because we did not take into account some of the PLCs district is not so we our rotation is up. So uh now we're just kind of doing them up like CBS. We have some special ones for CBS. Just geo. And see. Um but obviously we

005have a student staff recognition start of spirit of Toyon award which the teachers are kind of choosing a teacher that they think is doing well. Pass it along. That teacher's job to choose another one for the next year. Run by our our counselor so I thought that would be a good idea instead of having a similar head of award that the teachers kind of add things. Do you want to see this Ms. Brenda's got one. So that uh and then she uh covered the little book she likes. And then obviously we we have some whole staff activities on and off. We've been kind of trying to do to help you out as well. Uh to start with Mountain Lakes uh first experience repeats uh proceed success. Uh continuation school uh we serve students ages 16

006and older. Uh our mission is obviously to high school diploma and beyond high school. Uh students prepare for post high school employment and or college. So that's our main goal there. I'm going to try to go quick cuz we have to go first. So. And so this is some of the stuff that we've been Uh you can see the gradual what the kids uh we have some kids doing our PE this year. I'm going to go there. That's part of our We've been out to Shasta College a few times to do the career awards CTE program. Uh new for 25 26 for Mountain Lakes we have our new agricultural program. Uh the bottom picture there is where they went out to Chico State to uh the ag group program they had there. Um and then

007construction, we have Mr. Gilbert coming over for one period today. He's in the lab. I was going to see Mason Johnson there too. He brought some antlers in that he that he made into a shelf. He's proud of that, so And then we have our culinary arts program we just started after Christmas. Ms. Stanfill's been doing a pretty good job. Uh she feeds the staff once a week. You know, if you want to check it out, I would suggest doing it later in the week when the kids have worked out kinks. But, they do a pretty good job and [clears throat] uh All right, so these are just our demographic. I wanted to kind of show the transient nature. I was looking to see how we can explain Uh if you look at the SARC,

008um we only served in, you know, 2025. I kind of had 2026 the end of it. Kind of, you know, ended up getting the stuff thrown out. But, uh for 2025 last year, it's only said we only had 60 kids on the books for Mount Lakes, but when we started looking at all of the students that we served during the year, there were 122 that rolled through our through our doors last year. Uh so, in 2026, you can see that I put the asterisk there at the bottom there. 55 is currently what our population looks like, but that um you know, that's where we're at currently, but we do have students that move in and out. That's so I just wanted to kind of like look at how that changed over time. You can see

009all the way back in 2020, we had 36 kids on the books, but they didn't read well. There's just a huge discrepancy between, you know, what it looks like on the books sometimes and then the amount of kids that you actually see. Uh graduation uh for the past 4 years, you can see uh 2022 we had a 48% uh and then in 2023 54, 2024 we're uh 6 63.6 and now we're at 65% the last year or so, and we've already graduated 14 so far this year. And I started looking at it. We took a senior trip last year. Um didn't take that many. I think we only took 50 kids. Like eight. To go to uh down to a water park for the and granted we had to practice, but um we started doing

010the numbers last time. Okay, we're going to have to take three vans. So, we have quite a bit of our boys to graduate this year. Uh this is This is our Tennessee rate. You see that uh you know, first first P1 P2 is I didn't give all the labels on there, but you can see P1 is much better than P2, but both are on the increase. Um and obviously there's no P2 yet for us this year, so we're currently sitting at our P1 is 34.95%. So, we're doing all right. Uh suspension rate, this one is actually supposed to be going down, not up. That's the idea. So, um 2023 we were at a high 21.9, and um of last year's uh suspension rate was 11.4. So, um it's getting there. Um I have a better

011shot of this one. Sometimes we're reading in mathematics NWEA. Um primarily we're looking at winter. Um we had the best run at winter last year, and so I looked at winter this year. Um you can see that uh 26 and 27% are at a you know, making the making the grade. And if you go to the next one, um this is kind of more of an understanding of what's going on. So, if you look at the testing in reading last year's winter to this year's winter, you can see that the top one there, everything is moving to the right, which means they're achieving at higher levels. Which is kind of what we're looking for. Overall. And then same for mathematics, you see that our our our achievement is going I wanted to give a little

012bit of comparison data, um just kind of link to the rest of the continuation schools in the area so you can see that our CAS scores have been on the on the increase. Not really sure why there was a zero for last year in math or the So, we'll be here for So, um but you can see that they're both math, which is orange, and English, that is green, both are going up. Pioneers, unfortunately, are not doing so well. They are They're on the downtrend for English. I don't know what's going on there. But they're math is going up and then you can see that it was a mixed pattern in English. So, they're going up in math as much as in All right, moving on. Come on, community day. Last year or this this

013year our students and staff were involved in coming up with like They wanted their own logo. They like the mountain lions or mountain lions and GIS got that tree. What do we get? So, I asked them to like think of some ideas. They came up with the raven. Anyway, our community day program is designed to serve behavioral challenged students. Serving grades 7 through 12 currently. And staffed by two teachers and two paraprofessionals currently. All right. Our enrollment is something like that. We only have like Uh changing from how I looked at demographics, I just looked at different graphs there. You can see the same thing. We have the population versus students served. Weirdly, 23 was backwards. I don't understand that. We're going to call it a win. And then 26, you can see that we

014had 17. We have 17 currently and 28 and 12 and 1. Uh we successfully transitioned seven, whether it's to Mountain Lakes or back to site. Back in 2025, most of those went to Mountain Lakes. And then in 2026, we had three successful transitions and two of them are at yours. All right, 10 students both on the men there, so you can see again. uh Both P2 and P1 are going up. Keep on rolling once again. Not as good when you're looking at the suspension side. As not great, but we are seeing a downward trend, so we're at 45% last year. And hopefully we have less this year cuz that'd be cool. Uh again, math and reading scores our cohort and our group was pretty limited, so uh just because we had only a few kids

015taking it in some cases. uh so you can see we're in the we have got a split 33 33 and 34. This kind of rolls to the next set. It is the kind of ones we're looking at, so you can see the achievement is going up. But we do have definitely a discrepancy. You can see the top one there, that's you got your one or two kids that are pretty decent. You go from they're still achieving, but you can see the gap sometimes when it comes to educational skills. Same with the reading for the mathematics rather, you can see that it's going up. Over the course. And these are remember these are cohort sets, so these are kids that we've had last year. Yes. So it's the X is the growth. That's the that's the

016Y. The Y is growth like over the course of the year and achievement is is where they're at. Not 100% on that, but we're all right. Anyway, the higher achievement versus low high growth. Growth is like going up in uh the skill. And achievement is how well you do on the test. I think. I'm not 100% My English teacher was trying to explain it to me. She did your thing better than I could. All right, at at Gateway Educational Options our independent study program, we serve K-12. That's staffed by four teachers and one paraprofessional currently. We got a paraprofessional to teach intervention. It's going well this year as well, hopefully. We Our focus this year was primarily increasing social programming for the elementary and then this year they added high school as well. So, our

017high school is offering some opportunities for them to get together and do more social activities. I know the high school made snow globes during Christmas. They did a Valentine painting of rock things. They're trying to get kids to become more social. The very independent study kids, they're very isolated. So, especially the elementary, we don't want them to lose out on those social skills. So, you can see Miss Piotti does a pretty good job of running some of these social programs, which is being educational. Most taking them over to the YouTube museum. Most taking them to Share's Corner. The dog got to like run and grab somebody or they they thought that was cool. Um and then we also have Deanna Metzer was hired this year. She's our paraprofessional to teach intervention. Primarily, we're looking at

018student retention. If we have a three strikes, then we're going to get the muster together to have your own site and we want to increase the amount of kids keeping in it. So, we're offering them an opportunity to learn things in school that they but also to just kind of sometimes doing orientation stuff. Okay. >> [clears throat] >> Again, student population. So, we served 140 students last year, but if you look at the books, 72 on the books. We had 24 graduates, zero non-grads last year. This year, I don't have any non-grads yet. We have served 112 students this year so far, population of 87 on the books and we've already graduated three, technically four, but we have one graduate there. And that's just our breakdown. I was looking to look at what grades we

019were serving. I know there's been some some concerns cuz last year we had quite a few high schools high schools completely full and locked in pretty much all year and then so we moved some of our ninth graders down from the high school grades onto junior high set cuz there was openings there and this mom took on some of the ninth graders and then this year it was a big hit in the elementary grades and we're having to move them back the other way. So I was trying to look at some of our breakdowns. You can see that there really isn't I mean a lot of consistency over the years. It it just you know, it's just a different way of looking at the data. Again NWEA achievement and growth so growth where they're growing

020and how good they're doing on the test. The next one is kind of shows the movement stuff we were talking about before. Um it's a little harder to run but you can see that we did have a move at least in reading more towards the right in the achievement area. Um our goal is to go up to the left or up to the right and you're not going to >> [clears throat] >> um but we do see some movement in the achievement area and then the same for math particularly that. You saw that there was definitely more green so everything is kind of moving upward towards the right which is what we're looking at. Uh Geo test so here we are. These are just 30.55 met or exceeded and then uh 5.56 met or exceeded

021now. So we're we're we're really working on math as part of the assessment stuff. Our attendance rate is is hit and miss. The problem with the geo attendance is that if they don't make it they have a tendency to, uh, be removed, um, which is how their attendance is taken. So, you can see they routinely remains relatively flat across the way because when a student is not attending, they are not getting their work done on time or or attending meetings, they get lettered out and you know, most of the students are absent. So, mainly attendance stays in the right spot. And then this is just the kind of culture and climate. Our goal was to improve our attendance this year, um, and by building the, uh, the school climate, it's a one of a kind

022school. Chill out. If they're at school, learn. So, uh, our goal is to get them there. Uh, so we've been adding things like, uh, you can see that bottom right hand corner there, that's our senior trip from last year. We went down to a water park that had a arcade. We played laser tag. It was fun. Um, and then we have dress up days going. Um, Mr. Warren does a good job getting kids up to go skating and do things that they don't normally have a chance to do. That's our water park cabin here in the park on the bottom left. And then, uh, just wanted to give a few more shout-outs cuz I know I you you have to choose a Gateway Champion, but I like to choose I just wanted to give some

023shout-outs to the folks. I got Mr. Rory there on the top left. She has been doing a great job in that class. And we're supposed to have a greenhouse going on in our greenhouse. Um, so she has been on team quite a bit. She has, uh, a whole set of of agricultural stuff going on in the classroom. Uh, I just wanted to give her a heads-up for and she's been doing great. Miss Roscoe has stepped up. She's also working for our adult ed program this year. She leads the individual Geo PLCs, um, and she was really instrumental in, uh, our making our loft feel well cuz she beautified all of our plants and took that off. So, that's really good. Mr. Fernandez, I want to give you a heads-up. He took on the advisory classes

024that we had during third period, which is allowing your kids to learn some skills that aren't necessarily academic but needed. And um he's also the individual in Mount Lakes PLC lead, and he's kind of helping with along with Miss Dennis and um Miss Marshall to do the PBIS for us. And I just want to give her a a shout-out. She is our lunch lady. She is doing a really good job of of being with the kids, building those relationships with all of our students. Um she looks out for the best interest of the students. Even when the kids are dragging their little feet she's making sure they have their bed. She still for the most part smiles, which is great. Uh Mr. Corum has been doing a great job uh designing um experiences like taking

025them out to the logging conference, taking them out skating. He goes on um uh he does a lot of fishing trips. He's into fly fishing and fly fishing class. He's a great teacher. He teaches how to fly fish and build flies and tie flies. So things are going out well. And I just want to say he has had a lot of interest in the fly tying uh compared to the last year. A lot of kids are really into it. So I just want to give him a shout-out. He's doing a really good job building things and getting kids out to do things they might not ever get a chance to do. Miss Humble's been doing the social experiences for GEO, especially the elementary kids. She's always trying to work reading into everything that she does.

026Which is is great. Uh Lindsey Sheahan, she's our our attendance secretary, and she has been doing a great job. I know our our office manager knows out for say about one or two months, three months. And so she stepped in um to stepped up and did a lot of a lot of things that were outside of her role just to make sure that work. Uh steps in as a driver cuz she's one of our drivers. We'll drive on field trips. She pulls a lot of shifts with students on a daily um and he is willing to take on all the responsibilities that are well beyond what the normal secretary does. Uh Mr. Israel, David Israel's been doing great. He's our maintenance guru. He has been taking care of Mount Lakes. As most of you know,

027Mount Lakes is 1938. Uh it is old. And so, he puts that place back together on the daily. When something disappears, I have to call him in to say, "There's something wrong. Go fix it." cuz he can. But, uh he also runs our chess club. He had He has kids helping him work when they when they need to get out and burn off some steam. Uh and he is he's pretty he steps in a lot. Uh Ms. Stanfield, she took on the culinary class uh over the course of the I got told her about it in November. Did you want to time? She took that on. She's building recipes, working with culinary, and doing great job. Lastly, obviously, she's doing great, too. She builds relationships well with the kids. Um keeps them on the straight

028and narrow. And um and it's bananas at times, but she keeps it rolling. So, I just want to make sure she was she's on that list. Believe that's it. Thank you. Thanks to follow. Well, somebody didn't come. Yeah, they were camped by a Europe. They uh I noticed one name was missing. So, Jessica, I can't believe he left you off that list. But, we're going to do you one better. Come on up here, Jessica Bettis. And brag about you. I'm not telling. You're in a hot water now. Well, Jessica here heads leadership and uh spirit weeks, attendance rewards. I have some notes, but uh just really provides critical support for our students. He's developed a new adult ed program. He's instrumental in that piece. And also has developed the spirit of Toyon award, right? Uh

029that is there to award faculty events and those things as a group like Trivium nights, which is really cool. And I've got to know you're just a Now, is it your third second second year? You've done a lot for after 3 years. But, uh just always just a pleasure to be around. Student centered to a T. And uh we were lucky we stole her from another district. We like to do that. the good ones. And so, we were really fortunate. Um I know you're very well respected, well known, and admired at the on the Toyan campus. We're glad you're on our team, and I couldn't think of a better Gateway Champion for Toyan for the Toyan Learning Center than Ms. Jessica Bell. So, round of applause for Jessica. And now, the bell arrived. You're laying

030about. We got it the first time, and I went I don't have the bell. This is not good. Where's the bell? So, you saw Scott in the middle of the meeting sleep out in the couch for it. So, now got you all hooked up. So, we've got to get it attached with you. Okay, you stand up first. All right. It's happening. It's throwing out there. You know what I mean? Yes. There you go. Oh, we'll fix it up for you. One more round of applause for Jessica. Thank you. Turn of education is definitely its own lane, and uh and our goal is to really be able to take those kids as they are and make when they leave us be productive members in uh Trivium. I know they're well on their way. We're excited to

031see the CTE stuff happening there. I know that was the goal from the jump for us and to be able to add construction and ag and culinary, just an awesome awesome opportunity. It's exciting. Sorry. Thank you. I also want to apologize to the board that my mom called me at 12:00 tonight and we didn't talk. But he did call, I think, yeah. He did tell me. So, I've never been so grateful to have three remaining calls. It's because I had Had we only had two, I would have said, "Don't answer." Answer. So, Daniel, I hope you understand. Thanks, Bonnie. Nobody else can answer. Look at your phone and answer. Yes, Bonnie. Yeah, we're going to go into item eight for the reports on employees, CTA. Hello. Hello. So, last Friday, CTA's negotiations with the district

032began. So, we've got some more to do before we can reach an agreement, but I'm optimistic that we'll come to a reasonable resolution within the next couple of meetings. So, we're going to come and say it's all done and we're done. Well, if not, you'll hear about it. Thanks, Michelle. Charlie Burgess, CSEA. >> [clears throat] >> So, actually been kind of quiet again. I'll say that. Um and so, we're looking forward to a much needed spring break. I think everybody is, not just classified. Um I think the big thing right now is classified employees are starting to get anxious, and they're wanting to know where they will be at next year. So, hopefully they'll get their assignments soon, so I don't have to answer my phone all the >> [laughter] >> Trying to help you

033out with the voice mail we sent out last week. I saw that. Thank you. Yeah, my phone's been blowing up since I think so. Okay, we're going to do site administrators and we're going to go backwards. Katie, Chisholm Elementary School. Instead of being last, you get to be first. Thanks. Um So, like I think you're going to be voting on um two really big uh really big things. We have our math counts competition in San Angelo. Um March 27th and 28th. That's overnight. And then our science bowl, I didn't have a public setting to announce this, but science bowl, we have Laura Cotton here tonight to to be proud of everybody. Um they they won first place at the science bowl at locally and they are going to nationals in Washington, D.C. So, that's March

03430th through May April. Through April 4th. And so, that's And then one And then And then one more thing, next week on Thursday we're doing our shadow day with our our 5th 8th teachers that will be at our site next year. They're coming on to get acquainted with our school. During the school day, they have substitutes. We're going to do two sessions and all all schools will be doing shadow day tomorrow. Have a great first day. Thanks, Katie. Tammy from Grandview Elementary School. So, last week we celebrated Dr. Seuss Week across America. We had a lot of spirit days. Kids really had a lot of fun. And then we had our annual little Seuss night where families could come. We had a great turnout, where they could come and celebrate reading. And then also today

035was the the day of the uh or principal for a day. We had um Tim Brown come, and it was really exciting to have short kids. Thank you. Alex, high school. So, two quick announcements. Uh first we had Marty Calvillo, he was our principal for a day today. Uh he became quick favorite because he brought donuts for the whole staff. Uh so, he is now I said I went to Well, did you go to the bathroom today? He goes, "Once I go to the new really not a principal." Um so, but besides that, can I share the good news? Probably cuz you we won it. >> Fine, fine. We already did so. We posted it to the world. So, um we are the only comprehensive high school in the county um ever to have back-to-back

036uh California Distinguished School honors. And that's a pretty big deal because I want to read what it's being recognized as a California Distinguished School for closing the achievement gap means our students are growing, succeeding across all groups. So, when we look at different um subgroups, meaning socioeconomic, uh students with IEPs, students in uh what we consider in different minority groups, we are impeding all those. We reflect our commitment in showing every student has an opportunity to thrive. So, for no one else to achieve that is a pretty big deal that's a comprehensive. Um and we have now had pretty good success since COVID with 2019, 2024, and 2026. And you can only get it every other year cuz it's elementary schools and then it goes to middle school, high school. So, pretty big deal. Okay.

037Fantastic. I think Kyle's going to take the trip to Anaheim. Uh yeah. I want to speak to him too. Jim's coaching baseball I have a son, so maybe Kyle will look at their I had a couple things I wanted to share. First of all, we had principal down campus today. We had Katherine Park, the youth services manager from the Shasta County libraries. And she was very impressed with all of our staff and students and she said it was an eye-opening experience to see what actually goes on behind the scenes. And so it was great to have her on our campus and the library's been supporting us bringing people out and giving library cards to kids and doing other things for our students. So that was great to have her there. We participated in the drop

038everything and read day. That was a while back and Miss Clayton's class won photo contest, so we're pretty excited. Um, she was excited about that. And then next Tuesday, um, the 17th is going to be a really busy day at Black Butte because we have our River Ridge shadow teachers coming over in the morning and afternoon, as well as I'd like to invite you to come to our learning walk, which will be 9:00 to 11:00 on that Tuesday, so you can come and get a tour of our school and and see what's going on. So I don't know. Thank you. Thanks, Ron. Okay. And I'll see y'all repeat it what it would be. Um we're waiting for a decision on our flood insurance program, but but we apparently are charging the city with not doing

039what they're supposed to do. The story we're supposed to be a report on the 5th and I haven't heard anything, but we're hoping they're going to cover it because quite expensive damage we had. They got an office. Anyway, consent items items listed on the consent agenda are considered to be routine. And are acted on by the Board of Trustees in one motion. There is no discussion on these items before the board unless a member of the board or the board staff or public request specific items be discussed and or removed from the consent agenda. It is under this understood that the administration recommends approval of the consent items. Each item on the consent agenda approved by the Board of Trustees shall be deemed determined to have been considered in bulk and adjusted as recommended. I

040have one add-on item that we're going to add on to the consent agenda. This is for an overnight travel robotics team from the high school for out-of-state travel to St. Louis, Missouri. The high school senior robotics schools robotics team would like to attend the following tournament that is out of town and or out of state. There There are four students on the team funded by CTEIG and robotics will be paying for the travel paying for the travel and meals etc. They would also like to leave an extra day early to practice and fix the robots if something happened to the robot. Uh any damage due to the flight. The tournament begins on April 21st and is the 20th through the 24th. So, their travel will be the 20th through the 24th. And we have to

041take this under consideration now because they have to pay for their trip and get registered by the end of the month. We don't have a meeting until the 15th of April. 15th. So, I'm looking for approval on the consent items. Is there anybody that has anything they want to pull separately and discuss? I don't. And I'm calling for a motion to approve the consent items with the addition. >> I'll I'll make a motion. >> [clears throat] >> All in favor? Aye. Aye. Passes unanimously. We're having a public hearing. I want to close the remainder of the meeting. Open a public hearing for item 10A. And it is 4:35. Public hearing regarding Community Day School School Grade Expansion Waiver. Have any discussion yet? So, just real quick, remind me why we brought this forward last month.

042We've been looking at it for a number of meetings. Sure, that public hearing before. Okay, so we have to bring that back this month. So, it's the same agenda, but That's what was on the last month's agenda. So, that's what we're doing. So, that time when we had closed the meeting, open it Pardon? Any public comment? And close the public hearing. Yeah, open it back up. We actually have two of them left here. So, we're going to go on to Public hearing regarding the general waiver request, special ed expanded school year ESY California Code of Regulations CCR identifier section 3043D. We're having a public hearing. Make one motion. Okay. >> But this is uh something we've seen in the past multiple years. We would typically request a waiver for the extension year. The regulations state

043we need 80 hours of instruction for the extension year. The state is the problem. This is actually something that hopefully I won't be coming back next year for because the state's actually going to try to make this a permanent 15-day so we don't have to keep these waivers so long in the So, what we're looking at is the three weeks following the extension of the regular school year. We have instruction that's actually 14 days and it totals 80.5 hours. So, we're going to pass it through our local bargaining groups. The union is supportive, SELPA, and our district advisory members as well. Thank you. Any public comment? Seeing none, we're going to close the public hearing and go back to open session at 4:30 8. New business. New church site. Yeah, so just circling back to

044that, it's the it's the us being able to get the new Facebook page up. That would be 2056. And so, bringing that back for approval. I'll make a motion to approve. I'll second. All in favor? Aye. Board of Education minutes. Action or approval of the opening Department of Education's EEE. General waiver request. That was just it. No. Yes, this is the document now. Okay. So, do I need to do anything about it? We need a motion. Pardon? We need a motion. We need a motion to approve. I'll make a motion. All in favor? Aye. This is our Yes. Is that it? We have to do it again. So, we're going to have to do the math show today. That's Yeah. Perfect. Next to approve voting voting resolution 1526-203 establish the fund 11 for adult education.

045Yes. So, this is Cynthia Nelms from adult education. We gave the district the authority to establish fund 11 with the county treasury. Action to approve the purchase of playground equipment for the River Ridge Elementary campus. So, this is um $53,000 to purchase one full play structure for the TK area with the two TK classrooms. We're from the River Ridge campus, which is kind of in that side of the size building kind of off to the east of the main campus. So, we'll have a play structure in back there and current play structure in back. Give me a motion to approve with no discussion. I'll make a motion to approve. I'll second. All in favor? Aye. Item three, discussion and action on the ratification of a lease leaseback agreement with Clark Solomon Construction for a new

046construction project with Brandon elementary and then J Bond bonds. So, through our extensive search and bid packets, we have interviews. For the brand new super chat project, we selected Park Solar Construction. So, we'll be doing a lease leaseback agreement with them. Their percentage fee percentage that they proposed at the time of the RFP was 6.5%. So, once we get cost schedules worked out, that's when we schedule the payment. I think what we do longer, I thought I saw they pay for everything. And did they do a draw? Like, they give us for when I get something done, they give us so much out of the bond funds. No. So, what how it works is once we come up once they have the the program kind of set up and they agree to equal amount payments

047every month, kind of like a lease payment. Okay. And then we do that through the extended of the project and then we do the final payments. You have a motion to approve on this item. Second. All in favor. Aye. Action to approve the site release agreement with Park Solar Construction for the brand new elementary school for a lease leaseback agreement. So, the second step in the lease leaseback agreement is we then lease our site to them to provide the construction for them over a year. And so, then this this agreement is that we are going to be sent property to do the construction work. I'll form a motion. Motion. Second. >> Second. All in favor. Aye. Item five. Action to approve sublease agreement with brand new elementary for the lease lease back agreement. And then

048the final step in it is that we then sub lease it back to them so we can continue we can continue to Once construction is supposed to start? We are our goal is construction start January but it seems good. Yeah, after school starts. I'll call for a motion. I'll motion. Second. All in favor. I. I. Motion carried unanimously. Item six discussion discussion and or action for application of lease lease back agreement with fall construction for new construction project at Chasity School Measure J bond This is the same type of agreement for the Chasity project because the two story classrooms Um for construction through the process we did it all but at the same time their process their proposal wasn't 100% that the as a construction so this is just their new sub lease back agreement.

049Chasity and Braddock are two different schools. Mhm. I'll call for a motion on sub lease. I'll motion. Second. All in favor. I. Motion carried unanimously. And then what we're doing with Chasity We're giving them the old classrooms. Okay, item seven approval or action and approval for the site lease agreement for construction with Chasity School lease lease back agreement. It's the same same type of agreement same scenario with the Chasity School. I'll call for a motion. I'll motion. Second. All right, you guys can show now. All in favor? I. Item number eight. Extra room The submission around Catholic school needs to be scrapped. You might as well say agree with that. You have a motion? I motion. I'll second. Thank you. All in favor? I. Item presentation action approval of the annual Measure B bond fund

050and these dreams for the real budget for 2025. So, these are the same These are the reports we did in the name of the The last report we did was to close Measure G. Close that Measure G in the plane 324 school year. We um 24-25 is when Measure J started and we got our first issuance. We got our first issuance and then we did actually spend money within that 2024 school year. So, we did need to do an report because we partially spent money on turf fields, new cameras, and some HVAC replacements and things did happen. This annual report is also Thank you. Need a motion on eight, please. I make a motion. I'll second. All in I. I. Item number 10, presentation action and or to approve the 2026 second interim financial report.

051I was teasing. I'm just saying that I'm just going to ask you to I'm sorry. It was funny. Oh, okay. >> [clears throat] >> Okay. Okay. Steven, you did Okay, so you want to start then? When you're ready, go ahead. So, for our just kind of an overall snapshot of the district's net worth, we're estimating to be in June 30th. Fund number one, we're estimating Our student body fund about 87,000. Cafeteria maintenance Their own fund at 1,000. 1,000 with no other adjustments on the agenda. Post-employment benefits for our retirees at 456,000. We're looking at school year to have 16 mobile units delivered. Those will quickly turn into windows once we start construction. The balance of these we're looking in at 3.1. I think it's just those are funds that we're saving. If things come up

052like with that development. So that's kind of a snapshot of where we are looking in the engine. The biggest is just kind of where we are changes that we're making between first and then the second one. Um for LCFF our LCFF funds are going up up $2,000. When we did P1 this year, our attendance is showing really high and so we're at about 92 93% of the funding, which really kind of makes a huge difference on the LCFF funds that we can gather so we're kind of taking those numbers and making that money to take. That's kind of what showed the increase in the enrollment cycle. On the federal side, very little change, just a little change to the title two adjustment. Um on the state side, we are going up $327,000. Those are adjustments

053to our equity multiplier in 25 26. Equity multiplier funds we don't hear until after January, but those are going to be so we can't estimate in the year. We're actually Our local side big jump of $700,000. We got some big funds in medical. Revenues that we are being reimbursed for expenses from prior years. So this would be in 22 23 and 24. And then local funds we typically don't budget until we see those. Those are our just to make sure that we have student and then our expenses side certificate and classified and our benefits are all coming down just because at this time of year we're still adjusting vacant positions and so we don't have to budget as much for the vacancies. We're not quite offsetting the forecast of the vacancy reserve, so those kind

054of decrease the cost on the reserve, so books and supplies have gone down by $30,000. Services and operations have gone down to $6,000. Capital outlay has gone up up to $255,000. We're just budgeting more for expansion. Just vehicles. Other outgo went up 88,000. Pass-through funds from state for special students went up slightly this year for pass-through funds went up. So, overall, our um expenses have gone down up to a million. So, our ending balance we're estimating to be about $1.4 million higher than we did it last year. And then that just kind of breaks out where we are with our restricted reserves. Board designated reserves have been added in our economic uncertainty and personal leave liability. So, what and so the balance has gone So, within the assigned reserves, that second is our V. Noted

055that we didn't have that first in there in our reserve for technology, so we added that to it. And we say research for this I'm just thinking. See that. And then getting into our multi-years for 2026-2027 and 2027-2028. We can talk to them. So, this year um for 2026-2027, the governor is estimating our enrollment to be 2.9, 2.41%. And 2027-2028, they're estimating 3.06%. So, those were the numbers that we used to estimate our LCEF funds. And then our ADA enrollment ADA in 2026-2027, we're estimating it's probably going to drop a little bit. We're not funding ADA. Only dropping by one because we can fund it on prior average or prior year, whichever's higher. And then in 2027-2028, our ADA actually goes up 40. Um we're estimating in 2026-2027 to have 155 seniors graduate. But then

056we're ready to go. 2.5 for the students. For 2017. Revenues for both years are adjusted for the LCEF calculations. 2026-2027, we went up $50,000. And 2027-2028, we went We're showing reductions in federal funding to CSI funds. We don't budget those until the state tells us for sure which sites qualify. And more and more our sites are falling out of CSI funding. And they're going into technical schools. assistance and then we have small reductions in title one, title two, title four, and then federal special education. Our state revenues are projected to decrease in 2016-17. Um mainly because we're not going to have the one-time funding. We get one-time funding this year of $616,000 for the student support professional professional development special education block grant. And we're going to be covering block grants. Those are one-time funds

057this year. But that's the spending in the up year. That's the 616. So those revenues won't be coming in next fiscal year's expenses. And then our local revenues are projected to be down projected down 2%. Let's see. And then we're considering one. Look at our out years and our multi-year assumptions for staffing. For 2016-2017, we budgeted seven across the board staffing remaining the same with the exception of savings from attrition. So we look at your title two. We typically replace them with a less expensive position. There will be no change to the district's share of the state's rate, but there will be an increase to the state's rate by 1%. 0.9%. 0.7%. Same thing. Budgeted staffing for staffing two moves up. Um no reductions of the staffing levels and then the state's rate is going

058up almost a percent. So that was That was a 0.1% increase. Expenses overall are reducing all the one-time expenses that are moving forward from one year to the other. And then we're reducing one-time sentences that are directly related to one-time And then deficit spending, we are planned deficit spending, and we say planned because when we receive the money in a prior year, and we can't spend it in out years, that's planned deficit spending. So, even though it inflates and it looks like we've got over a million dollars in deficit spending. So, you can see it's the biggest spending in the reserves, and we just took that So, we'll probably be doing that through 2018-19, as long as the state still maintains the long-term funds. So, this is kind of a snapshot of where we were

059at first interim, where we are now at the end of the month. And where we think we'll be in 2016-17, and where we're going to be in 2017-18. But, then overall, you can see our deficit spending for a year is 3.9 million. In 2016-17, it was 1.6 million. 17-18, dropping to 1.1. But, still maintain reserves to keep the folks afloat. We might 3 million dollars in I would recommend this because we are showing that we can meet our financial obligations currently. That's what we need to do. I'll see you in the fourth quarter of fiscal year 2018. Any questions from No Okay, uh looking for a motion. I'll second. All in favor? Aye. Thanks, Scott. Okay, technology matters. Description or action to approve the five-year contract wide area network service uh Spectrum Business through E-rate

060federal funds. So, you have a report? The renewal of our last contract is for five years and it's coming up uh with the E-rate funding. Fortunately, with our reduced numbers on category one, we ended up getting about 90% of the funds back. So, it's $480,000 for the five years, but we pay about $48,000 of that. The next five years and it's also doubling our speed potentially from 10 gigs uh to 10 gigs as well. Also, future-proofing as the needs continue to grow. And that increases the five-year program so recommendation to approve. So, you would accept the five-year with no fluctuation? No, it's set. Yeah, it's locked in. Locked in for the five. Thanks. And we need a motion. A motion? Second. All in favor? Aye. That's unanimous. And thanks, Scott. Mr. Superintendent, your review. All

061right. Well, first I want to congratulate Beth on her getting the positive uh E-rate results this year and that the certified public accountant was just doing a really good job with the with the budget and uh lot of work. Share in that department. So, I just want to just let them I'm really excited, of course, beyond about Central High School and I learned from being there for a while. Really special staff as all of our sites are. We have so many brilliant people and educators but definitely it it would go out to Alex and her team. Just couldn't be prouder of the work that that's being done there and the students that achieve that come from our networking schools, our district schools. So the groundwork is always laid at those schools and show them that

062not only are they competing within our area state wide and just doing some tremendous things. And and it's a cool category to get to achievement gap closers because you're unfamiliar with that that means that if you're economically disadvantaged or what have you typically they do achieve at lower academic expectations but that's not the case at Central High School. In fact in many cases they surpass the regular school which is really unheard of in a public school. And so it's just a wonderful community sir. It's really proud of the work that's being done there. So once again congratulations on that. Chef's Lake is continuing to crush with their science bowl math, their hustle take over the entire world. Amazing thing. Katie ringing hands over there just like but in all seriousness that's really exciting and I

063think we we got UPrep in the finals of the math one and I think it was Cascade in the science or I don't remember who who we knocked off but to to win both of those is really cool. It was Diamond Ridge but the ones that really important is UPrep. Yes. Always dominate. Well I did mention that and I mentioned that in maybe a leadership ready presentation to let people know. You know we had our kindergarten kickoff and it was really exciting and I know Grand Oaks is has a ton of support there and and do an awesome job and and the River Ridge was really neat cuz we had probably five times the amount we normally have uh show up for that, which was cool. I'm thrilled in terms of how that campus is

064going to look um in in a few months. It's hard to see now because of course, you know, it's still we can't work on it. We don't We want to be good neighbors and all that. But uh really excited about that campus and uh it's a good buzz. A lot of work's been done. I want to thank our maintenance operations and all the work being done behind the scenes for that. And uh we had the learning walk CD. That was tough one. And uh we appreciated Alex for that. Our gym and hanging out for a few hours. And it's always a great time. Do we have any more of those learning ones we still have to do? Buckeye? All right. All right. We got Brutus at the high school. Yeah, no no project. We just

065wanted to coordinate facial and interesting No pressure at all. So anyway, a few more announcements than the normal, but I just wanted to got all the stuff. Congratulations. Thanks. Lindsey, do you have anything for the board? Uh no. I promised my daughter Emily cuz she couldn't be here tonight to address the board. And I she's done it before and I just bring it to the attention of Tonight was their first game at Buckeye for softball. And I know that we lease the fields in the city. It's their you know, their job to maintain it. But there is need some work done over there. So you know, if you could give me a name of who I can reach out to see about getting just just for some safety concerns. Sure. They're all players. Sure. The

066teams are So they don't take care They don't. No. And it's been I mean, it's better than it was last year. At least it's playable. Do you have any vanilla seeds? Is it? But it's still it I'm worried about other kids and not only ours, but I mean, it's a safety So Okay. You guys should have the same problem with the people. But what about Kesha that worked really well with us and that's a city of Redding situation, so Yeah, so I don't know. Maybe I think it worked really well. I know we have and they've done a lot this year. So, if we can get some money in from the city, we can use it up or even if we can't get the money, cuz we can't force them to do that and then

067I don't know, maybe hold them um you know, a day and get volunteers and there's people that are in the same boat as I am. I know there's Such basic problems. One suggestion for parks and rec would be showing the movie. I am. We'll see. >> [laughter] >> You want me to call them? I got it. I got it. I got it. You Thank you. And then I just have one other thing uh over there and in case I don't understand grants and stuff. especially in the great room. Thank you. Patient. And I'm just fortunate to thank everyone for another good month here Gateway Kudos to our award winners at the City of Shasta Lake dinner this weekend. I think we will do really good uh Yeah, nobody knows that. Right after dinner. Oops, I

068got to ask for that. I know you know, kudos to them and also want to congratulate Alex and all the staff CBU for the uh distinguished award. Gabe Blizzard's up. Really cool to see him here and puts us on the map there. That's about it. Can we just give somebody a little bit of that? Yeah, right. Um I also want to congratulate the high school getting a twice in a row award. So, that's pretty pretty good thing. Anyway, I also with Kyle and Peace attended the community service award. And it's nice to see our staff get recognized by some that so many places under this group. You know, from employee of the year to teachers passing out the uh It It's It's a good show. I mean, I stayed for the whole time. Basically, you

069can't wrap it up in a few I mean, the whole thing, but you should stay for the end. I mean, that most of you go home and shut up. Um anyway, um The raging endorsement that Allen gave us is So, this Um I did something at the end talking to the city engineer that I think the number he gave me was 46 of the city staff are our CV grads. So, that's pretty impressive thing. Yes, that's about it. Hope everybody enjoyed the President's week off and got a couple weeks and you get another week. So, hang in there. It'll be here soon. My wife's got jury duty during that time, so she's not totally thrilled on that. But anyway, uh that's it for me and do you guys have anything else? We're going to call

070it at 5:07.
