001call the open session back there. You can see we do have not well >> Rachel Thank you. Do I have a motion for the approval of the open source? All right. Item number 11 is the announcement of the reportable action taken in close session. And uh by unanimous vote, the board has approved the release of a supervisory report. Item number 12, public comment. And under this item, this is for things that are not public invited to address the board not by the board not allows the agenda and I have two names here. Are there any others? Can I get a card with name? While we're doing that, we'll wait till the >> Okay. These two are to a specific item. >> Yes. >> Same here. Sorry. >> That's not to specific item. >> Okay. Perfect.
002I just wanted to um come today and just uh share with the board and the superintendent that um we will be doing a fourth grade gold dust or dust play. Um and we are inviting you to our play. Mrs. Hans and myself have been working with the students on this really fun adorable play. Um I know it's bad timing. It'll be in June, but we to honor the work of our custodians and make more work in turn will already be set up for graduation. Um, so we will be running our play on Monday, June 1st and Tuesday, June 2nd. So I have copies for everybody and if you're available to come and have you guys check out All right. Thank you. >> Okay. I am a parent of a student at Jassa Lake School and
003I'm an advocate for multiple other children who find comfort at our home after school, school events, and during the weekend. While we have children over at our house, we hear extremely disturbing things and our own child brings stories of disgusting behaviors. We have had a teacher force my child to do physical activity despite being in a medical boot and having a doctor's note after a very serious injury. He has forced her against a wall for an entire period while playing Spongebob Squarepants in his class. And he has shamed her for not feeling well during a PE class, telling her how convenient her pain was and that he would fail her if she didn't participate. She had emergency surgery the same night to remove her appendix. My child has been approached by young boys and judge
004the size of their penises on campus. Do you know what happened? Nothing. They were told that's not appropriate. The last time I checked, sexual harassment is against the law. Let's add on that a teacher on campus continually makes comments to my 12-year-old encouraging and teasing romantic relationships in the class. Specifically, this teacher has made comments about romantic relationships between my daughter and other male students solely because she was talking to them. He has admitted to me that he says these things to embarrass his students in hopes that they will behave. I'm sorry, but I don't know where we learned that as a positive tactic while we went to school to be a trusted educator. He uses foul language, tells students he's done with their and has called a child a jackass. It's utterly disgusting. Our
005daughter was a victim to an awful case of harassment where we need to get police involved. The kids targeting her knew where she went to school, what classes she was in, where we lived, and other very personal information about her. After the need for a police report, we contacted the school to make them aware of the issues flooding over after school hours. The attacks that happened to our children after school are also happening on school campus. Kids are vaping. They're extremely bullying each other. They're being refused lunch by lunch ladies. They're harassed by teachers. Seventh grade students are talking about being pregnant, beating each other up, and at the end of the day, we see little to no consequences. We recently met with school staff and voiced all of our concerns and were met with
006equal concern for each administrator we sat with. They took the time to listen to us, explain situations, and vowed to take the steps to resolve these issues. While we fight for our student, and try to serve the personal issues we've had, there are much bigger issues at this school. and I urge urge the district to lend support and assist in making changes in policies and procedures that this school so desperately needs. Systemic problems start at the top and they trickle down. While restructuring the Gateway District, I urge you to formally invite parents of this school to voice their own concerning experiences and for you all to take a hard look at the issues that we are having and to make some true change. Are there any others that need to address item 13 award and
007we're honored to honor uh many of our educators I think once Rachel show up Katie Kaisen the high school educator of the year of the year and Don Walker special education teacher of the year and youth of the year really surprising that this one made it through considering his upbringing Aiden Lane congratulations welldeserved a great great man and uh got it all Frank. But uh no, but in all seriousness, it's a it's a special time for us to honor some amazing people that make a huge impact on our community. Every year it comes around. It's a wonderful opportunity for us and our community to kind of band together and say thank you to some amazing people and educators. So congratulations to them. Like to give them a round of applause. And that will be March
0087th Saturday at the community center 5. >> Item B on this items of interest is monitoring report >> and okay. Um so this is our annual midyear report um in which we go over our healthcare goals um our progress on metrics toward goals and where we are in regards to budgetary schools. Um so our first our first strategic priority is our high performing schools the student achievement some of these will go fast heavy. >> Okay. Um so our um first goal is high performing schools. We look at that through a lot of lenses. We of course have our cast and cast performance, our college and career indicators, um a robust course of study. Uh our goals within each of those um were to increase by 5% for cast and college and career. Uh and then
009we're also looking at we're continuing to support our PLC's and data as well as our English language learners. So next slide um some of our metrics for that um our overall CAS scores um we can see from our baseline um at the start of this LCAP series are we're seeing growth. So ELA has gone at 7.71% um as of our 2425 test scores. Math is a a slower climb over this last year. It's 18% um but from our baseline it was we're seeing seen a 2% growth. So we're gaining on it. We're still working. Next slide. We also look at our NWA reading scores, math scores, and science scores to gauge our progress towards the growth. Um you can see in this slide this is looking from last year winter NWA to this year winter
010NWA. Um so achievement wise uh our district's in the 50th percentile. Um our growth is 52nd percentile. So we're achieving as high or higher than 52% of the other schools that are are taking this assessment. Um that's our those are our reading lens. The next one shows our MAP fund. We're also um 52nd in terms of growth. Um achievement this year. We're in 47% in science. Science is also staying strong in the 54th percentile in growth and 52nd percentile in achievement. This is another view of our NWA data. This is looking from when students started in the fall to when they were test tested in the winter. The orange diamond is the projected growth we would want to see and the purple bar is where our students um actually performed and that's across grade levels
011in the district. There's our I guess the first one was not this one's reading and science one also. So, we're really excited to see some of that that growth especially with some of the initiatives that we're doing in the world. Um, LCAP. So, this is where we're deciding where we're investing our funds to support these goals. So for the expenditure data, this is as of January 31st and we're meeting just overall about 54% budgeted expenditures. So we're track for this particular we have budgeted $2,475,677 to date $1,2372. So we're like 50% which is where um and you can see a lot of the is we've invested in there are updating our curriculum a lot of that reading growth and those lower grade levels we're attributing well a lot of things but the 95% phonics instruction
012um we've also uh with our newly adopted mystery science and utilizing some intervention software also a lot of focus on professional development Okay. Um this is continued. These are some of the other ways um we've invested. We have a lot of different programs and resources. Um a lot of our strategic staffing positions fall under this category. Um also this year we're um continuing to work on district support teams. sort of district math team, district literacy team, and a grassroots district assessment team that started this year. The schedule up practices um goal 1.2 is our college and career budget wise and budgetarian we have budgeted 9004 that state 500 500,45 and we're 51% so and so within that we have our programs for credit recovery um our CTE manufacturing pathway this is support for RO programs
013uh and college connection come from. This is also the category under which we fund our AP coordinator testing PSAT and then also a large portion of this is our staffing foreign language CTE and our lot of stuff. Um data wise in terms of that college and career indicator we're showing really strong progress um in terms of students who within the district who are college and career prepared. Um we move from 33.3% um to 39.3%. Within that we're also tracking that our students with disabilities um particularly are getting the support they're need they need. Um we've seen a jump in that metric as well. Um and then if you look specifically at the comprehensive high schools, Central Valley High School, um as of last year's dashboard, 60% of our students were college career prepared. And so
014that's also continues to grow. Okay. Um part of the metrics under which they decide whether or not their students are prepared or their A to2 completion rate. That's completing all the courses necessary to be able to apply directly to a state or university. And the A to G completion rate at CBHS went up 10%. Um, and then the CTE completion at CB went up 20% to 60% rate. That is that's that if you recall from last year, we had some data reporting um issues. And so part of that is true growth and part of it is just clean data better. So I should have just left it 20% but just so we're trying that thing. Um some of the other metrics we're looking at graduation rates. So overall um district graduation rate showed growth 12%
015growth. Um CVS's graduation rate went up 5%. Mountain Heights uh went up 10%. And our students with disability rate went up 21%. 21.5%. I can see Kyle, you're using your glasses on that one. I feel like I feel like my softs are failing me. That's a small font noted for next year. >> Let me out. >> Well, I was jealous. I was like, I wish I had other ones here. So okay, next one. >> Um our next uh component of goal one, I know goal one is the longest goal. Uh go 1.3 is focusing on Indian education and so for Indian capital budgeted $22,74 and 12,24% >> and that goes towards extended learning opportunities and dedicated staff. So our coordinator professionals And goal 1.4 focuses on teacher collaboration. We budgeted 101,940. To date, we spent
016$30,69, which is 30%. And the reason for that is that for um things like our PLC Mondays, we knew those expenditures at the end of the year. As soon as we get to the end of the year, we do some calculations. So, we are on track. So that goes towards our um PLC Mondays, our leadership stipens for PLC leads, um release time when teachers, we're pulling teachers together to complete additional PLC work, RTI training, and task training. Okay. Go 1.5 focuses on our English learners. We budgeted 212,8 We've spent to date 158,466. >> And you can see that's divided between programs and resources as well as dedicated stuff to schools. Um goal 1.6 is um of course students focuses on students with disability and we budgeted 1,179,123 that 629 which is 53%. >> We have
017a lot of action items under that goal, but just kind of overall categories of where that money is going. Um, I development time um extended learning for the our extended school year um as well as specialized staffing. So that's where contracted speech and all that stuff. Um our next strategic priority is our safe and supportive schools. Um, goal 2.1 is decreasing suspension rates. Our target is a 2% reduction annually. Um, I skip your sign. We budgeted $4,62,14. We'veed today $2,5716%. >> Does this reflect Why we have a whole lot of less session meetings? >> Um well I'm sure some of the things we're doing there which is on the next slide. Yeah really works at proactive approach to discipline really training up the staff in terms of how to deescalate incidents as opposed to ramping
018them up. No, there's work. Um, our suspension rates on our 2425 dashboard um were basically maintained. Um, so a lot of that has to do with the things that we've been putting in place the last couple years. This year we're also um investing in responsibility centered discipline um as well as CPI trainings for uh the more severe behavior incidents and how to deescalate that. So um just really investing in building our people up to help support the students. Um yeah, so here are some of the other things that are part of that. The base intervention curriculum, um the beacon self harm prevention, our A2A software and staff training as well as our safety and behavior support staff. You can see a lot of our staffing falls under the school and administrative and counseling teams under
019the school as well. Um goal 2.2 is to improve student attendance. Our target is a 2% decrease in chronic absenteeism. Um our that rate as according to our dashboard this year had declined 1.2%. Um but we also look at not just our chronic absenteeism but we look at their um percentage of attendance and the turquoise there is this time last year. I don't know what I call that orange burn. The burnt orange is this year. And so you can see we're seeing we're slightly ahead in terms of attendance pretty much across the board. Mountains is a nice little from last year to this year. Um our other strategic priority is um community engagement and communication. Um, goal 3.1 is increased family participation. Um, if you haven't already heard, we have our um, annual ELCAP survey
020out there. If you hit that little QR code, it'll take you right to it. Um, it's open for the month of February for anyone to give their input towards our health and feedback for each of our sites in the district. So, we do that annually. We're also continuing to focus on um, our digital communication platforms ongoing um, positive feedback for parent square as well as for our monthly group. We've got this month's cover there for you. >> Yeah. Yes. Budgeted we have 26,270 to date 10,400. So we're about 40%. four is highly qualified workforce and um highly qualified staff developments. Again, this area we have budgeted 86,95 to date January 31st we had spent 19,224 which is 23% but we just have a purchase order come through for um which will bring those actual expenditures
021up to date to 774 which is kind of a time. >> So that includes a lot of our HR support pieces at join some of their different programs that they utilize labor law training professional development and then also as you mentioned our teacher training. Um, facilities and technology um 51 and 52 both focus around facilities and technology and a lot of that is staffing as well as our work order ticket system and maintenance of sites. The budget for this is 3,50,375 374 which is 62% and that is actually fundual. All right, we're almost got two more slides. So we have our equity multiplier uh funds where we need to call out a specific goal. Um our equity multiplier sites include Buckeye um and site yeah sorry schools on the 21 campus and we're focusing both
022on academic um supports as well as kind of student engagement behavioral program enhancements. We budgeted $421,7,665 which is%. And finally, this is what we brought to you guys um to add to the ELAP a couple months ago where the state released new learning recovery funds. Um and as we talked about before, utilize them for stay summer school and credit recovery software and positive attendance recognition that we got the whole 153,958 >> exciting I would say to the lack of people in this room. >> Are they all behind people? >> I know. I was sad when I saw where it was on the agenda. >> Sorry. >> Shatter had you not had so a lot of exciting things to get fired up. Thanks for bringing church. >> Yes. let you know that this was a second
023extension that requested. They've been extended to March 13. that the priest then did follow up with emails to Rocky Point Charter School and Charter Impact to their financial data that this would be the last extension of what So Debbiey's going to pull up page 100 and two. Um basically there was no findings in the financial statement for federal awards. Um then if you go to the next page um oh and also there are no findings in attendance or ASB. So really proud of that. That's been a big labor of love. Um we did have two findings. They were procedural findings that you'll see on page 101 and 102. Um they don't have any financial penalties. They're all procedural and we have implemented the recommendations of the auditors, right? So should not >> always Item 14
024presentations and first before we start, I just wanted to say thank you to all the staff from Chester Lake School that that showed up tonight. Um, it's truly touching to see them here excited about our school and our presentation and our gateway champion that's going to be honored at the end. So, before we get into the student achievement, student experience and facilities, I just wanted to say a little bit about what our school, the demographics of our school. We've got 10 grades TK through 8 610 students about 5050% TK5 and about the other 50% in your 68. We have around 109 staff members and we have four special ed programs speech resource mild mod SDC and SDC. And so when we talk about student achievement, we're going to talk about a couple of things or
025I'm going to talk about a couple of things. And the first is assessments. Um the state state assess assessments from last year. Um when we look at the year-to-year by grade which is the um how one year's students compares to the previous years you are going to see that in fifth, seventh and eighth grade for both ELA and math and also third ELA the scores grew. Um again that's when comparing students from the previous year. And when you look at cohort data, when we look at students compared to how they performed the year before, um in ELA, you'll see four, five, seven, eight. Um nearly all, almost all went up for for ELA. We don't count third because they don't have scores to compare to for second grade. It's their first year as a third
026grade. And with math, we we so Seven is close. I'm tempted to count it, but again, so eighth grade um had a lot of growth and we're going to talk a little bit more about that couples. While the state assessments happen once a year, we do NWA three times. We've done it twice already, the fall and the winter. And um there's two new ways of looking at the NWA. If you look at the 50th percentile of students that hit the they they score in the 50th percentile and above. You can also look at the 61st percentile which is a really good gauge on if they're going to meet or exceed for the state testing. I'm we're going to look at the 50th percentile only because it's my favorite and I've been studying it for 11
027year 10 years 10 years and I am I I these scores are pretty great. Um, looking at the winter, you could see for ELA, um, nearly all of them went up from the fall of students that more students were meeting that target. Um, and with math, almost 50% went up. So, uh, I and some of the scores that didn't quite go up, we're still looking at scores that are higher than their spouse. So it's pretty a lot of data to look at with some of the promise that lies ahead. Going back to student achievement or still in student achievement, we um talked about some assessments, but um the focus of achievement is at every PLC. I know that where teachers collaborate, they align on they align their assessments with curriculum and um and uh figure
028out their tier 2 and tier three supports. Tier two is the question of what are we going to do if they don't get it? How do we retach? And tier three is how are we going to fill in this gap the the skills gaps that students need. So for tier two, the six meet does RAM time um which is every other Thursday. It's very similar to the high schools achieve where there's a special schedule where students are divided into different classrooms and they go to the class of what they need to to have a second shot at meeting a a gateway priority standard. and um tier three uh there are reading groups for the TK5 um structured or structured software programs that that can meet those uh skills gaps and then in the 68 there's
029electives and then all all grades we have and I mentioned math um curriculum this year uh we are focusing on our new pilot. Uh lots of support from teachers. Very excited about trying out um the new math curriculum and hopefully having a great choice at the end. Um the student experience think we could divide this into two categories during school and after school. So during school, we really make a point to have as many awards as we can. Um we have attendance, student of the month, trimester assemblies, awards assemblies. We have rampups, positive office referrals for school spirit. We just did the 100th day um or not too long ago. This week on Friday, we have national childhood awareness. It's a spirit day where students are called to show their for and also this week
030is kindness week. Well, we have red week rallies and every holiday is c celebrated. Um um yeah, school spirit where I field trips. Field trips. Um I I know a lot of times there there you might hear People talk about how field trips aren't necessarily part of the curriculum anymore, but we we have quite a few field trips that we do for our students. We have the Shasta Dam Planetarium, Coleman Fish Hatcher, YMCA swim lessons for first grade, uh, Six Flags for Nashes, Pumpkin Patch for many, Whiskey Town Environmental School sessions like the breakout day camps, uh, Rocky, um, abuse prevention for eighth grade assemblies off campus Simpson kindergarten college day pizza factory boomtown museum and heritage coffee and I know there's more but those are the ones that I'm that came to my head
031quickly and we saw a picture of JT or SRO just a funny note that when um our younger students go across the boulevard uh they often they can walk to certain locations and when we have our younger students walking we will coordinate with our SRO and they will um stop traffic and help them across the leadership opportunities. Uh we have um leadership student council we have a web program which I'll explain in just a second and we have a lot of TAs. We have a really robust TA system where if students are not interested in doing an elective um they've made some really impactful relationships with teachers helping out younger students in school. After school we have tutoring for ELA and math for all grades. We have sports. Just yesterday was our last home game
032for six basketball and four or five basketball, softball, and baseball at home. Um, right after we have dances and clubs. We've got quite a few clubs. I'll mention one at the very end. A lot of people here are really excited about math counts. I'll talk about this. They have their own slide. um math counts, robotics, science bowl, K kids, builders club, and then I was mentioning the web program. Last year was our first year doing the web program where we had a welcoming crew for incoming sixth graders. We're going to have to expand that a bit this year because we're going to have a welcoming of um incoming fifth, sixth, seventh, eight from Buckeye and incoming fifth both graders soon to both sites, but it's it's we're going to have to expand upon. So, we've
033got a good thing going and we can't wait to to push that facilities optimization. Um, I know we talked about this a little bit in board meetings past. I know they talked a little bit about Shasta Lake school site. Um really really exciting twostory office um administration area, eight classrooms, elevator of course it's two stories um and then upstairs a staff room and a conference room that overlooks campus uh which sounds it's these pictures are just there's no pictures but um it really is phenomenal and really exciting There's also um on the picture on the right you can kind of see a little bit of an amphitheater style seating that takes advantage of a elevation change in our that could be pretty versatile future. And besides the facilities big big plans we've been polishing up
034a few things along the way. the media center office, professional development plan. Slowly but surely replacements in the whole future and I I think a lot of this um is supported by we have five monthly meetings with our maintenance department and that and then our my favorite this is uh really exciting. Last night we or yesterday afternoon we I got a text that our math counts team led by Steven Hogard uh they they got first place. >> What place? There were ways wearing sweatshirts and we were a lot of them off um but we had not only first place it's multicounting there were 184 students there and out of those 184 students five students from Shasta Lake school were in the top nine and that is hichsen first place white man second place Max Miller
035fourth place, Jonathan Chapel fifth place, and Daisy get Mr. Hogard wasn't he really wanted to be here tonight, but we're all pausing for him. >> Who they beat out first place? >> They got first. Oh. Uh, >> everybody loves that. >> I thought we were being positive. >> Thank you. One of my best memories was coming in third competition when I was a child and I was told there were four people in it. May or may not have I'm going to do this a little differently than I normally do. stand up. I'm not sure how much suspense is in the room in terms of our gateway champion, but there was a lot given to me. So, I want to make sure I get this all read out and on this exceptional educator. She is a
036she so compassionate educator demonstrates genuine care and empathy for students always supporting both their academic and emotional needs. Instructional excellence creates thoughtful well-designed lesson plans supported by engaging visually beautiful slides highly or finding passion for reading to literacy advocate positive energy and humor district a teacher and leader any guesses she also has been teaching I want to say 23 or 24 years so any guesses here I'll just end the suspense I do want to thank Katie for these wonderful notes but also congratulate somebody who's very valued here in Chasta Lake obviously at Ches Lake school and beyond her school and does a tremendous job every time I go in her classroom she's amazing and congratulating Michelle Harrington >> I understand my mom and dad are There you can u I do want to say it
037we're so proud of Jess Lake and Stephen the job he did but also the staff. I mean, it's an amazing accomplishment and if I can wear a hoodie, too, every board meeting. This is the first time I've ever gotten to wear one, so I'd be happy to do that. But congratulations to the entire staff. They tremendous place to be and I'm excited for the future as well. But congratulations, Michelle, and everybody. And great job on your showcase. Thank you. Michelle >> Michelle Davis is at home sick. >> Um, we have nothing to report. I think we're just all looking forward to next week in hopes that some of the germs will dissipate and students will be back at school because absence has been a little little more lately still happen. I really don't have anything
038to report either. Um I'm just going to repeat what she said. I think we're all looking forward to next week. There's a quite a few out there. So maybe this some of us are working president's camp um which I'm looking forward to and I really want to looking forward to negotiations coming up. It's negotiations. So, I know we all get what's best for everybody. And I also wanted to to congratulate our educators and our winners. There's not one person that well deserving in that department. I'm very happy Rachel during camp. She's deserves that Rachel. So, >> love you too. Rob, you'll be up next. >> And shout out to my poll staff. I'm sure every site is having to fill in a lot of gaps as we're filling in for people. Um, we did have
039great people last week with our family dance and our 68 dance. And tomorrow night we have our letters tonight. Every single one of the grade levels is doing the booth. We have multiple community groups that are coming and providing a booth. And we're providing free um spaghetti dinner for the families. And so we're hoping that this everything that's going around does not hurt our turnout. But if it does, we'll find a way to give away the food and make sure the books get in the kids hands. So donated some books for us to be able to give a long night 5:30 to 7 g and cafeteria. Um I just want to take some time to recognize a few students. We had um quite a bit awards. It feels like the fall has been pushed into
040late February. recognize them, but it's uh due to the service clubs trying to help us out because December is so awful. So, um I'd like to recognize uh Leighton Easley. He got the Hope of America award for his time and commitment to Key Club. Aiden Lane got an award from the Rotary this uh last week at breakfast along with Vin Ernst. And then a special one and he's going to speak to it as well. One of our RO students had a breakfast with um or sorry, a lunch with a Reading West Rotary. And what was really awesome about this lunch was as they were giving the award, the food and beverage manager was in the the room as they're serving and they heard about Jacob Switzka and upon hearing about how great he is in
041restaurant. She proceeded to give him a $200 gift card and that he can bring his family and they will make he will come to the kitchen and make the meal with the chef. So it was a pretty cool experience that we offered that and it was on the fly. It wasn't something that was planned. She just heard his story and how great he was. So really proud of our students. I want to thank Carla. She's in the back. Carla Berkeley. She organized RC vibe where we hadund incoming eighth graders or freshman eighth graders at Kain. Um we went a little past time. So I apologize to Rob and Katie, but it was a great day. Um they I think the students had a lot of fun and they got to really the CDs about. So,
042a lot of those clubs and sports were signed up for for the fall. So, it's great. So, I want to talk about reading pal. So, we are participating in reading pal program. Uh we have 10 volunteers that come weekly and work with our students. So our volunteers, some of whom are from the Kwandas group city and then we have other community volunteers that come, they serve 21 students and they read with them one or two times a week and once a week they get to take home a free book to keep. Um some of things that we've noticed through this program are improved confidence in reading and then also developing a positive relationship with an adult. And then um it's also a huge benefit for our students and volunteers. Just really great program to help
043kids with the list for last but not least. I want to thank Casey for coming in to be a part of our game of life. did a great job running his booth. We had Maxillian Anderson. He's took the first prize. The idea is that the most money budget worked outside was able to come up with a win on that. So, we thought that was pretty awesome. I had to thank Rotary. We also had Rotary She uh she came in county on the track. Next one I'm going to talk about Mr. Payton Howy. He received the student succeeding award from became credit. He looks forward to doing culinary is going well. I got to give a shout out to Miss Stan Phill. She is burning the candles at both ends. check with her and say she's
044loving it. The kids are loving it. They're building learning a lot of stuff that they serve staff. Uh we're big gearing up for cast. Uh and so that's that's kind of on our radar. I have to give a shout out to my secretary, Lindsay. She our current office manager is out. So, she's out for a little bit and she's uh she took on dual duty. A lot of our staff there have really stepped up thanks to and taking phone calls to help continue to go minus our office manager. Uh we look forward to virtual president's week. So it seems like it went quick, but um it's going pretty well. >> Thank you. >> Well, I'll explain by the board for his he works at a restaurant or in a restaurant program and he's currently working
045one of our senior retirement programs. So that's good for him and I was Vice President of the RP item 16 is consent. The people that are here at the Sh school is riveting as board meetings are let you know we won't be offended if you do want to stage. So I just wanted to throw that out there. You're welcome to stay. We'd love to have you, but again, administrators, you have to stay. Thank you so much for coming. >> Congratulations, All right, I'll put this to the board as I often do. Is there anything on the consent agenda that we need to pull or talk about? I >> All right. Item number 17 is board policy adoptions and revisions. First one is the second meeting discussion actions regarding CSBA's August 25th 2025 policy. Is there
046any discussion? Do I have a motion? >> Motion. >> Item B is a second discussion regarding California School Boards Association September policy updates. Any questions or thoughts? Item C is also a second reading discussion action from California Schools Association November. Second All right. Item three is a second reading discussion or action regarding California school board. Second reading discussion association possible. And it is my understanding. First time in what a year or two. >> It's been a while. >> So hopefully we won't be dealing with any policy decisions, right? All right. Item 18 is new business and student services. This is an action to approve the community day school expansion. >> Um we're asking to be able to submit a waiver to expand community based down to the three. Um this would be in alignment with
047our configurated schools. And so with the middle school being set up as a 58, we will continue to run our reach opportunity programs in Grand Rapid. And then we are moving um the classroom so that we can separate fifth and sixth into a CVS classroom and then still run 78 or 712 CDS that we have existing. Programs would run separate. But within the waiver, we've also asked for flexibility to group students in the fifth through 8th grade um with the development developmental needs and where they're at socially and so forth so that we can best teach them in the group that they would be best suited for. At no time would our fifth and sixth grade students ever mix with any of the 912 students. So that would be a distinct separation but that would
048move that program to Victoria to count and we have discussed that both with our District advisory committee as well as the council to have some review. We're ask Yeah. And it's a is a retro w because they're when we submit it because they don't know when they're going to take action on it. So we're better to ask for retro as we go into next year and that is the direction from CD as well. And item B is business services and item one is an action to approve resolution accepting authorization for sitting first. >> Yes. Thank you. >> Uh board president, >> members of the board and district administration. My name is Evalencia with district council 16 payers and all trades. I'm speaking this evening to place a formal objection on the uh on the record
049regarding the proposed award of the 3500 Tamar Drive paint project to HP Restoration Incorporated. This objection is based on documentation and verified evidence of prevailing wage and safety violations committed by the apparent low bidder. These are not allegations or assumptions. They are supported by factual records including enforcement documentation and involve matters within the jurisdiction of the California Labor Commission's Office and OSHA. California law requires that public contractor contracts be awarded to the lowest responsible and responsive bidder. Responsibility is not determined by by price alone. A contractor's demonstration a contractor's demonstrated compliance with labor and safety laws, particularly prevailing wage requirements is fundamentally is a fundamental component of a veteran's responsibility in public funded projects. Based on the documentation available, HSP restoration incorporated labor compliance history raises serious concerns as to whether the firm meets the
050legal standard of responsible bidder. Proceeding without fully addressing these issues exposes the district to avoidable legal, financial, and reputational risk. Public school uh construction funds require require the highest level of diligence and integrity. Awarding a contract to a contractor with a proven record of labor law v violations undermines the district's obligations to protect workers, comply with state law, and safeguard public resources. For those reasons, I formally request that the board delay final award of this contract to allow for one, a full review of contractor's labor compliance history. Two, a verification and evaluation of any labor commissioner investigations, citations, or determinations. And three, a documented finding regarding whether the contractor meets the legal standard of responsibility. If after this review, the board determines that HP Restoration Incorporated does not qualify as a responsible bidder, I respectfully
051request that the district consider award of the contract to the next lowest responsible and responsive bidder in accordance with California law and district policy. I am prepared to sub to submit supporting documentation for district to review. Uh this request is made in interest of due diligence, legal compliance and responsible stewardship of public funds. Thank you. I respectfully request that the objection be entered into the record and considered prior to any final action. >> Yes. Good evening board members. My name is Rand Newton, District Council 16, Organizer, Local 47. Tonight, I'd like to share with you civil wage penalty assessments from the labor commissioner, state of California, Department of Industrial Relations, Division of Labor Standards, Standards Enforcement against HQ Restoration. This is a Fairfield Unified School District. Total assessments $148,000826.96 which wages due wages to the
052workers $111,572.96. Uh State Center Community College 63, $68.72. Wages due 43,000. $258.72. State Center College Community District total assessments $339,000 and $339,593.12. Total wages due $250,38548. Vicelia Unified School District total assessments $61,580.13 wages due $31,66955. Twin Twin Rivers Unified School District 16 total assessment 16,26942 total wages due $6,7442. Fresno Unified School District total assessments 56, $352. Wages due 28,754.76. Reading school district total assessments 20,384. Wages due $9,79040. Elgrove Unified School District total assessments $65,685.79. Wages due 32 899.91. Lake County Public Services total assessments $30,97189. Wages due $20,221 and 9089. Uh this was an OSHA violation. Uh employees working on an aerial lift without fall sorry without fall protection uh employees working above 7 and 1/2 ft without fall protection and this was not a project sorry I lost the place uh but those are just
053those are just to name a few. Uh, please also consider that the city of Morgan Hill canled a newly awarded contract with HB restoration last year in March after learning that the contractor provided false statements in their bid submitting claiming they have never been in violation of safety had any violations safety or otherwise which is factually incorrect. After hearing this, I hope you reconsider whether HV restoration is a responsible thing. If you'd like any additional information, you can please contact us at any time at district council 16. And once again, thank you for your time. >> Thank you. >> I have a question for you. Just good. You were talking about assessments and you were talking about wages. I would like to understand, are you saying that they did not meet the wages? >> So
054total assessments, that's wages and fines and everything. So the wages when I said wages those were the wages that are actually paid back to the workers that worked on this project. So those were wages that were supposed to go. >> Yes. >> You in your comments said that you uh would submit evidence >> the evidence that you're referring to. >> Yes. >> We have more uh circle back. >> Thank you, gentlemen. >> Thank you very much. >> I'm just here to share what you have. Resolution 26-17. Um, the project went to bid. We had eight responses. HB restoration was the lowest responsive responsible bidder $94,50 just wanted to project phases and questions Sure. You know, go ahead. >> Yeah, it's it's very time sensitive based on the meeting of timelines, but potentially obviously I appreciate
055the speakers coming to speak to us. Um, one thing I would potentially say would need would be a special board meeting. You know, that would have to And we are always want to be incredibly responsible stewards of funds and funds. So it's something that we feel more comfortable with potentially looking into some of those issues. We have no problem doing that to get this going because it is very timeensive trying to get this done so we can have it open for business. So for another month, but potentially we could do that issues. >> I would be in favor of that. >> Totally fine. >> Thank you, gentlemen. No, I don't think so. >> That motion table. >> Yeah. >> All those in favor, you will get some stuff together. Yes. Unfortunately, either way we're very
056more information on the obligations. >> Thank you gentlemen. >> Yes comfortable giving us the papers we have now. You have anything else? Oh, we didn't want. >> Oh, that's fine. If he has a card, you can give us >> item. Moving on. Item two is of a CP vehicle CPI. >> We're just asking uh because we have two grants. They're kind of back to back. Um, so our CTE, uh, CEK funds are pretty well stocked, but we do need a vehicle for on-site and it won't just it serve for FFA, robotics, foods when they have those events that they would be able to take the Suburban is what I'm looking at. Um, the Suburban can also I want to put a hitch on it so that she can carry the trailer if needs be. So
057when they have to go get animals that they can actually take more students with them to get those things. And um correct me like an s here's a example. It's $3,500 for them to take one van if not more down to LA when they go to state conference. So she has to take two bands because they have more people. So this would then reduce that because that just cuts into their funds. So it would be an onsite CTE. >> Well, yeah. And I looked at like a used versus a brand new. There's a 7,000 difference. I would like to buy and it's from a local deal. >> Are you pick up on it? >> Yeah. Yeah, she uses that as well, but that that's kind of going to its last night, but she's still using
058it and she uses it for like moving, you know, hay and things like that for animals. So, she still needs that. >> And just one thing, we did want to request that it's not exceeded, you know. Oh, sorry. Not to exceed. Yeah, it should be >> 80,000. >> I'll have to look into that, but usually Steve does maintain business. ology of wireless access points from AMS net. is we bought a portion of them last year and this will finish off what we need from the access point perspective. We still have infrastructure portion using the area funds and the total is around3,000 but our portion we about 15% of that after we get reimbured but any46 >> these will be a motion All right. Well, some people just wanted to congratulations and then also such a
059great turnout. awesome job in the presentation. Proud of you. Um, we made it to the second round of facilities grant program and so really thrilled about that. That's trying to get some new work done that help us not have to bond cost or some of the CP programs we have going there. As you know, that facility is not necessarily property. It's so they've done an awesome job though, taking great care of it. We'd love to be able to So we'll see how that goes. T Kinder wrap up is uh coming up I think after the president's week and so we're excited to meet our new families. And just lastly I wanted to again congratulate our educators of the year those who I've worked with for a while and just incredible this year and also our
060student of the year. So I think Rachel's congratulations Rachel lot of energy you have but we're >> well you know >> yeah yeah she's over dragon and then lastly you know do your best to stay all day there I don't know if I've remembered a time where I've seen this many people sick at one time and I know attendance numbers might not look quite as good next on this report next after I was talking on the Buckeye campus and talking about the crazy high number of students who are out right now who did all this and so thank you for all the administrators and all of our staff support staff teachers everybody for that once again thank everyone for month list people >> we're glad you did we might not have Anyway, congratulations to the
061mouthw and hope everyone also congratulations. Um, on a slight note, Saturday, Valentine's Day, I'm celebrating my 50th wedding. >> Yeah, so she better be there. >> Brandon did mention that it's been the happiest 32 years for >> my guy. That's it. >> I have been attending a few basketball games. I did miss couple last night, but I did again don't you guys follow some of the local uh around the local health officer said the county basically population. I do not know what they're in. Follow up on you guys. I hope you know you obviously honorably deserve the process. I didn't get to go through the February process as much as I know spring progress in that break off was that pick yourself up through the rest of the year. So, I appreciate that. I'll call
062it German.
