Very well, we are ready. Good afternoon. This is the call to order for the public session of the Europe School District Board of Education. Public action is at 6:00 p.m., and today is Monday, June 27th. No water. Could you please call roll? President Bacon, present. Secretary Garcia, present. Trustee Navarro, present. Trustee de Wilde, present. Trustee Berserk, absent. Members of the administration: Superintendent Hansen, present. All of War, present. Rosa Santo Slim, present. Year Box, present. Books Skin, absent. And now, Ms. Denisse Hernandez will present the salute to the flag. Thank you. This afternoon, our inspirational remark will be presented by Ms. Santos Lee. I recently came across a list titled "14 Reasons Why Summer Is the Best Season Ever." The list includes some summer favorites we can all agree on. For example, time off from school,
sunshine, exploring the outdoors, exercising, getting ice cream, and relaxing were at the top of the list. What was missing from the list was reading, which brings me to my inspirational quote from Dr. Sus: "The more you read, the more things you will know. The more you learn, the more places you will go." Dr. Sus definitely. I was right, reading during the summer helps combat summer learning loss or slippage. The Extended After School Learning Project recently reported that most children, regardless of socioeconomic status, lose two months of grade-level equivalency in their math skills each summer. Furthermore, low- income children lose more than two months in reading performance. Summer programs like the ones we currently offer, the Lic and Svein program, as well as summer school courses at our high schools and the Things and Guide program,
all help prevent summer regression. Families and students can also visit our local libraries, the Vianney Band Library and the University Library, which have a large collection of books that can be borrowed for free, as well as summer activities, including Lunch at the Library, a meal program for those under 18, Monday through Friday from 11 a.m. to 5 p.m. The Riverside County Office of Education is also sponsoring a free reading program for families, along with resources and videos. I would like to challenge all of our West County students to read during the summer. It not only helps maintain learning while there are no classes, but it also fosters socio-emotional development by discovering the joy of stories and highlighting the importance of lifelong learning. We can all agree with Marvel Federer, American journalist and women's rights activist,
who said, " Or voter tomorrow, the idea is to continue cultivating leaders to learn without limits by supporting summer reading. Thank you, thank you, that was great. Now let's continue with reports from the closed session. Mr. Box, in the closed session, unanimous vote 40, with all trustees in agreement, the Board of Education voted 40 to appoint Dr. Lewis as the principal of the secondary schools. Yes, now, Dr. Lewis, regarding the grant funds for the program for these school facilities, the State Office of Public School Construction has notified the district that grant funds have been awarded for the new elementary school construction project, amounting to $860,327 to date. Thanks to the council and the Curuguaty community, the district has received a total of $50,498,407." Additional grant funds for school facilities as a result of the measure's
projects, so we are very excited to have reached that figure of over 50 billion dollars. And comments from the members of the Board of Education, we're going to start with the Secretary. Thank you, President. That's excellent. Yes, a 50 billion dollar grant, excellent. Congratulations to the whole team for that. The only thing I want to say is that I hope Dr. Lewis is watching this board. Congratulations. That's all I have to say. Congratulations, Dr. Lewis Navarro. Thank you. I think I understand correctly that Dr. Lewis is about three hours late. He's out there at the beach relaxing. I have a note from last week. I just want to say a thank you or communicate to all the parents in the community and around the world a happy Father's Day. Being a father changed my life
in so many ways, and I always try to think about how I can describe what it's like to be a father. And I saw a quote, and the actor said, "I'm afraid," and he talked about how to describe it, and he said it's kind of like the movie Hardwicke. This is more than that. He said his heart grew five times bigger, and That's right, my heart is completely full. It's the best thing I can write. Being a parent and watching your child grow and learn is one of the greatest gifts we can have as parents. I think when I had my son, it encouraged me even more to be a part of the education council and to be involved in education. And speaking of parents, today is my father's birthday, his 80th birthday. [Music] My
father has always talked about education his whole life, the importance of education, no excuses. I really have a lot to be grateful for, my father, for guiding me in my education, and me being here on this council has a lot to do with his guidance. So thank you to all the parents on this council and in the community. Thank you, Wyler Trustees. This is the last meeting of the fiscal year, and we will dedicate most of this meeting to things needed for next year. This includes voting on the extension of our superintendent and assistant superintendents' contracts for four years, until 2026. I think we have a great team that is working well. In the hall, where the leadership will vote in favor of the five extensions, we will also vote on the budget for In
0082022 and 2023, we are still spending some non- recurring funds, so next year's budget will be $30.337 billion.9 million. Projected budgets carry over into the following year before growing again. It's a lot of money, but there aren't many options for how most of it is spent, as salaries and bills must be paid, and buses and buildings must be maintained. California is committed to activity and closing achievement gaps and directs supplemental funds to school districts based on the number of low-income English learner and foster youth enrolled. About 81% of students fall into one or more of these categories, so we allocated an additional $58.6 million. Since the vast majority of our students are included, the state allows us to include all of our students in the programs we believe are best. This puts us in a
very good position to fund initiatives to improve outcomes for all of our students. The state requires districts to explain how they plan to spend their discretionary funds in a prescribed format. called the Local Accountability and Control Plan, in which we have $84 million budgeted in our hawker for next year. The money is excellent, but the prescribed format for the report is not. It's hard to believe it's been broken in this century, as it seems perfectly suited for a machine. Well, some of you may remember those electric typewriters with the little ball bearing that looked like a sea urchin. The state requires school districts to look at the state-generated dashboards and then describe them in words without having the original charts included. This results in an obtuse description of the dashboard rather than an intuitive understanding
and meaningful analysis of what is being measured. I had to make my own charts while reading the document in order to understand what Superintendent Jan was saying. I've been reminded that it's not my job to make charts, but to ask my fellow board members to join me in requesting that the administration provide representative charts of the data for local use in the future. I'm doing that now. The state requires districts to engage their communities and a One of the ways we do this is through surveys. We surveyed students, staff, teachers, and parents. The results of the student survey were separated into grades 3-5 and 6-12. The chart I created shows that while older students are much more and less likely to report positive teacher- student relationships, this is not because teachers do not respect students.
Younger students are more likely to report that they feel they belong and are connected to the school than older students. The differences were not as pronounced as when they were asked about the school climate and their teachers' enthusiasm. I was surprised to learn that younger students only feel slightly safer and report the same level of confidence in adult intervention during bullying. We should be talking about these differences and what they mean. Parents and community members showed overwhelming support for the district's initiatives: 95% in favor of the district focusing on student achievement, 90% in favor of focusing on student activities and extracurricular activities, and 80% to 107% in favor of focusing on diversity and inclusion. 77% in favor of the district focusing on community partnerships. I am especially pleased to see that 87 percent support our
diversity, equity, and inclusion initiatives. The 8 highlights that appear at the bottom of page 19 are the things I plan to do with discretionary money to improve student learning. First on the list is expanding the academic project, including placing math and literacy support teachers in every elementary school. This will allow children who need extra help to get it when they need it without delaying the rest of the class. While this is huge, the second thing on the list that excites me the most is professional development in high-impact instructional strategies to support teacher effectiveness and increase student ownership of learning through the formative assessment process. High-impact instructional strategies include things like group and problem-based or experiential learning. They tend to be fun and electronic. Currently, one-third of our students are chronically absent. This creates problems for
schools, and schools need to contact everyone. When there are texts, they make calls, they send letters. I encourage parents to Those who receive these communications should respond to them. Talk to your students about why they were absent from class before calling. Finally, I want to note that July 4th is coming up soon, and so far the days have been very hot, up to 115 degrees. I want to remind everyone of the importance of not playing with fireworks, as they are illegal and can cause fires. Please have a safe holiday on July 4th. Present baseball. My comments will be brief. Ladies, so much for reading. It should be a priority. I have always loved to read, and now that I am part of the council, I have to read many things, but I enjoy reading. I
call it fun reading, and there are so many options to choose from, even a book about a hobby or a book that shows you how to do something. A hobby or something that catches your attention is beneficial. So, I know, I always like books, especially mystery novels. I'm sure Dr. Luis isn't looking at this attachment, but anyway, congratulations, Dr. Luis, on your promotion and your appointment as high school principal. I'm excited to see what he does. She plans to do in her new position, then the $50 billion grants. That's a lot of money for our school facilities, so I'm very excited. Thank you, Ms. Fort, for your team's efforts in securing these grants. We need all the grants we can get to help the schools. And now that summer has arrived, this is a quiet
time in the classrooms because I study like this, but it's very important that those who are still present—and it's over 100 degrees outside—who are preparing for school, or perhaps teachers who are moving from one classroom to another, I want to acknowledge all these staff members who are still working despite the heat in summer classes, and I want to tell them to please drink plenty of water, stay hydrated, and thank you for your excellent work. This will be the second year of in-person classes after the pandemic, and we greatly appreciate your efforts. Trustee Navarro, I also want to wish your father a happy birthday. That's all I have for now. We're going to start with public comments now. If there aren't any public comments, there aren't any, and we're going to continue with administrative reports and
written communications, the results report from the doctors. Hans, in you, right? Local performance indicator results report. This afternoon we have with us Mr. Nico from Spike, who is the director of school accounting, and he's going to give us a presentation on local performance indicators. Good afternoon, everyone, and I have the privilege of speaking a little bit about this report that you have in your supporting materials. What I really want to do is show you how we got to this point and what the focus of this document is. We have different priorities for our local HAUKAR funds. Some are state priorities. As you can see, we're talking about data that the state generates automatically, such as chronic absenteeism, the suspension rate, charge rates, college career rates, and all that information that will be free and ready
for public access in December. We also have our local performance indicators. This is something we've brought up along with HAUKAR because it's a self-assessment tool. It's a process that we use here internally in the district to monitor our priorities. So here you can see what our top five priorities are, and this report is being presented to you, but it will also be made public on the internet. But I just want to talk briefly about this priority report. 1 is monitored [Music] actually it's 2 and 3 are the self-assessment tools are measured on a scale of 1 to 5 the implementation of different standards and school environment one means that we are just now doing or are beginning to explore the things that are being asked of us and priorities 6 and 7 we have a
narrative response and we are going to publish these narratives so that everyone can review it so the report is included I'm not going to talk about every page but if there is a question or if you need an explanation I'd be happy to answer your question Dr. Wyler what about priorities 4 and 5 4 is student performance we are going to report on that through the data that the state automatically produces student participation is number 5 and again the state is the one that automatically generates those statistics very well what new discussion questions thank you Mr. Blake for that report other administrative reports and written communications Dr. Hansen Dr. Huele mentioned earlier that we have seen some fires in our community in the past two weeks I just want to thank our staff because when
this If something happens and communities need to be evacuated, we work together with the Department of Social Services and also in partnership with the Ver Back to use our schools as evacuation centers for the affected areas. I just want to thank our staff at the high schools and here at the Education Center, all those who work behind the scenes with the different agencies to be able to provide service to our community. There are many details involved, and this has happened twice in the past two weeks: first at Grupera High School and then at Keifer High School. I also want to let everyone know that tomorrow there will be a meeting for all members of the City of Tripoli who wish to attend. We will be present, we will provide some updates, we will give a
general overview of the district and the programs we offer, and we will be able to communicate that to members of our community. And finally, today's program has been a complete success. We are very proud of all the work that has been done during the summer. We are very proud of our teachers and our support staff who have provided this enrichment program for all our students throughout the summer. Although it is now coming to an end, I just want to Reporting that it has been a complete success and that it is our desire to continue with this program in the future, we are going to do everything in our power to be able to continue with this program from here on out. So thank you very much, Mr. President. He added, " And I also love
the program." Now we continue with the consent articles, routine articles. These are articles 1 through 23. Dr. Wyler, excuse me, Trustee Navarro, this is the motion to approve, and Trustee Garcia wanted the second motion. And now you are going to vote on approving these routine articles, the district consent. These have to do with the day-to- day business of the school district, purchases, payments, and things like that, payroll, etc. So they voted 4 to 0 to approve these routine consent articles. They voted 4 to 0. The present risk is pointing out that it says here that you should see number 1 next to the statement not present to vote. They are going to fix that next. Articles of action of the Board of Education author general without approving the federal appendix on local control and accountability,
the West CAP for the 2022-2023 school year. Dr. Hans in the health The proposed 2029-24 plan for the school district outlines the goals for all students, including specific actions to support low-income students, English Language Learners, and foster youth. This plan was reviewed by our district advisory council and also by the English Language Learners advisory council on June 1, 2022. So we are asking that the board also hold a public hearing on the board. June 13th, and now it's time to approve it. Dr. Wilders wants to reiterate his suggestion that we receive a chart indicating what Elche represents. Superintendent Hensen says he'll take note of it for next time. So they're presenting this plan to the board for approval. The president added that this plan reflects a high level of parent and student involvement, which gives
her a lot of confidence. Reading this plan, she's pleased to see many of the proposed steps becoming actions. She says Mr. Play works very hard and is very receptive to suggestions and advice, so she really enjoyed reading this plan. She says it reflects a genuine conversation that took place between the district, the parents, and other members of the community. Now they're going to vote to approve this plan. The vote was 4 to 0. The plan was approved. Review and approve the federal appendix, Chapter 22, Chapter 23, which is urgent. This is connected to the Joker. Districts that apply for federal SS funds are known as S They must complete the local accountability and control plan, the federal healthcare appendix template, and the consolidated application. So they are now submitting this additional plan, or this federal
appendix, for the board's approval. The motion was made and seconded. Comments, questions? Very good. We're going to vote to approve the federal appendix, although for 22-23. Very good, step 4 to 0. Adopt the 22-23 general fund and other funds budgets as presented. Ms. Forn, thank you. The public hearing on the budget was held on June 13. Since then, no comments have been received, nor were there any changes to the general fund budget or the other funds budgets. All information remains as presented for the public hearing and to the board on June 13. So, management recommends that the board adopt the 22-23 budget as presented. Dr. Wyler made the motion. Trustee Navarro, second, the emotion. Question for discussion. Trustee Navarro, just can emphasize that there have been no changes since the last meeting, right? Correct. There
are no changes. Very good. Now you're going to vote. Living step 4-0 to approve the superintendent's employment contract tonight. The first addendum to the contract is for the superintendent. It extends the superintendent's contract until June 30, 2026, and the recommendations are that the council approve this addendum to the superintendent's contract. Very good, the motion was made. And second, the motion: questions out. Discussions. I want to thank you, Dr. Gencia, for your first year here. You're doing an excellent job. Let's vote. Very good. Step 4 passed: addendum to the employment contract of the assistant superintendent of educational services. It also extends the assistant superintendent's contract until June 30, 2026. Recommendations: that the council approve the addendum as proposed. Cynic Navarro is excited. Secretary Garcia seconded the motion: questions or discussions. Very good, let's go. It was
approved 4-0 to approve the addendum to the contract of the assistant superintendent of human resources. Mr. Bruce, likewise, this addendum extends the contract of the assistant superintendent of human resources until June 30, 2026. It is recommended that the Council approve the extension. The emotion was expressed, and seconded. Questions or discussions? Implement this. Very good. Let's vote. Step 4 to 0. To approve the contract. The Assistant Superintendent of Student Services. This contract extension for the Assistant Superintendent of Student Services extends their contract until June 30, 2026, and includes a provision for the Assistant Superintendent's membership in the California Latino Association of Superintendents and Administrators. The recommendation is that the extension be approved. Very good. The emotion was expressed, and seconded. Questions or discussions? Thank you for taking an interest in being part of the Association of
Latino Superintendents and Administrators. That does something good for the district. Let's also vote. Step 4 to 0. Last item of action: Approve the addendum to the employment contract of the Assistant Superintendent of Business Services. Last, the last extension before the council is for the Assistant Superintendent of Business Services. It also extends their contract until June 30, 2026, and includes a provision that would allow the Assistant Superintendent to participate in the same supplemental retirement plan as their peers. The recommendation is that the council Approve the extension. The motion was made. Second, the motion. Questions or discussion? Trustee Navarra: I just want to reiterate what the president said. Superintendent Hansen added: Excellent first year with you and also with your team, Ms. Forms and Rasantes Lee. Next session, Mr. de Brodsky. It's an excellent team. They keep
us informed, they answered our questions when we needed them. We appreciate many of the work and hope to have them with us for a long time to come. Let's vote then. Very good. Approved 4-0. Congratulations, and I hope to enjoy another year working with this team. Very good. Now, reports from the members of your assigned committees. Dr. de Weller: I have nothing to report at this time. I have nothing to report at this time, but I just want to reiterate again that our district does an excellent job with our summer programs. It keeps our students involved in school, and we are involved with the community. I can remember many of my summer schools, and I did a lot of reading. But there are also books available by audio now that I drive a lot and
listen to audiobooks. So if you don't like to read much, then You can try the audiobooks, Secretary Garcia. Thank you. I'm here. I don't have any committee reports right now, but I do want to talk about something that came up in the superintendent's bulletin. I meant to talk about it a couple of months ago, but now I remembered. It's the district's Language Services Department bulletin. It's comprehensive and talks about the gifted and talented student programs. So I want to thank the team that puts together that bulletin because it keeps us very informed. Thank you, and a big thank you to Marta Gomez and her team for that bulletin. I also want to thank Dr. Hensen for his bulletin. They're doing an excellent job this year. The cabinet is also doing an excellent job. And lastly,
I want to thank Mayor Worley. She does an excellent job. She has to deal with all of us and put up with us all the time, so I really appreciate it. Thank you for all your hard work. It's all I have to say. She keeps us organized. Fashion Awards, and I always tell her from my email, but she says she's very patient with us. We're always trying to do a lot of things, and she keeps us up to date. And it seems that's all we have for this afternoon. We're sorry. We are very sorry that the trustee couldn't be here this afternoon, but we missed her. Doctor, on one more thing, I want to take a second to thank the board for their vote of confidence this afternoon. I speak for the entire team when
I say it is always an honor and a privilege for us to be part of our school district and to work and collaborate with such wonderful people as yourselves, our certified and classified employees, our students and teachers, our administrators, and so on. It is a tremendous honor for us, and we look to the future with confidence. Thank you for trusting us, and I want to wish everyone a very happy Fourth of July. Thank you all for being here or for watching our meeting. Thank you for your interest in our students. Please have a safe weekend, drink plenty of water, and have fun!
