001e e e I we're live you got one more good afternoon everyone welcome to the meeting I'd like to call the order the pcoe PD joint board meeting today May 8 and we'll start the meeting off with the blackag salute ready begin yes thank you very here I'm here very we to approve the Eco PD agenda for this meeting how second there's a first and there's a second all those in favor I thank you very much approved and let's get on with the meeting we have some presentations I'd like to invite um principal Scott Cory up front good evening members of the board and B rodri and guests it is my privilege to recognize one of our Stellar sixth grade students and that students teacher this is Tano and Chloe Bishop please come on up

002tost all right hi Chloe glad you're here Chloe is an enthusiastic learner who works hard to consistently complete her assignments she conducts herself with maturity and is respectful to others FL offers constructive suggestions when working with others and adds to classroom discussion on a daily basis uh she is at the top of her class she's very selfmotivated and I have no doubts as Chloe is going to accomplish anything she sets out to do I've really enjoyed working with her you this year and I just want to say that she is a really big personality in a petite little p keep up the Fantastic work I failed to introduce Samy Mars you know what you'd be surprised you get that a lot I public oh sure next up I'd like to invite the Chester High School

003principal d i take great pleasure and introducing you to Sarah Branch who has been uh selected to receive our principal award Sarah has demonstrated remarkable leadership and dedication throughout her time at Chester High she's a current uh 11th grade student and has served as class president she has exhibited Exemplar exemplary organizational skills and a strong commitment to postering a a positive School Community her involvement in various student activities including her role in uh the associate student body showcases her pass passion for enriching uh the student experience beyond the classroom furthermore Sarah's contributions to our athletic programs have been invaluable over the past three years she's not only participated but also excelled in volleyball basketball and softball winning the section Championship this year in basketball um and as team captain for volleyball team Sarah has displayed

004outstanding leadership qualities and sportsmanship serving as a role model for her peers in addition to her extracurricular involvement Sarah is also a dedicated member of the Upward Bound program demonstrating her commitment to academic excellence and person personal growth her decision to take AP courses coupled with her impressive 4.1 GPA speaks volumes about determination to challenge herself academically and strive for excellent in all Endeavors uh when we selected uh Sarah I sent out a message to her teachers to describe her in one word and these are the words that I got back describing Sarah leader exemplary radiant driven Dependable extraordinary multi-talented confident High achiever and since some people can't follow directions not pointing anything is this she used she used more than one word her description was that she will take over the world one uh

005Sarah embodies the qualities of a well-rounded and accomplished student and it is with great pleasure that I present her the principles award Achievements not only reflect positively positively on herself but also on the values and mission of Chester she thanks so much I to ask Mr Cory to come back up think he has something else yes I do so it is my privilege actually to talk about the Le Kelly this year as our teacher feature and if you don't know Mal was recently recognized with the who award from pcta so I really wanted to piggyback on that so Le is here with us along with her husband in the subtle orange shirt great so I have the privilege of recognizing Mrs alth o Kelly this evening on the heels receiving her who award from kumus

006County Teachers Association and also on this pcoe day of the teacher it has been my privilege to know Mrs o Kelly and her husband Eric as personal friends for the past 25 years the connections with her family and mine over the years have been many and I considered her to be one of the finest people I have ever met due to her high level of humility she will feel very uncomfortable with my public comments this evening but I'm doing it anyway our professional paths first crossed in 2001 when I had the privilege of hiring her as a teacher at Chester Elementary School what a tremendous hire that was Altha is the consumate professional and she loves each of her students deeply and they know it Thea sets the bar high for herself and it shows

007Excellence is her Norm for her planning instruction level of care for her students level of care for our staff and the Chester for love for our community she is the Exemplar of CES in so many ways and one of the best teachers I I'm honored to be her colleague and have the opportunity to share this all of you this evening congratulations right thank you very much student representative is here and he's going to share some things hi everybody thank you this is my first time in person I zoomed in on the last one I think and got confirmed in um in terms of stuff that's going on it's speeding up definitely uh there's a lot of different things going on in Spring we got baseball and softball Seasons wrapping up first round of playoffs will

008be at the end of this week and then in terms of AP testing those just started but for a lot of seniors we just wrapped up our second of the week and I know buddy and I we just finished our last AP test ever so that's a good thing um other than that we got senior projects at the end of the month we've been locking in and getting those tweaked starting to present them get the slideshows together know Miss Camille has been a big help with all that and other than that there's not much else going on all things are going well for how busy they are right thank you like to invite the buus County Teachers Association I'll let take over minut but before she does I just want to make one little comment

009and were you going to make that announcement that you made last night oh sorry but any um Mr about this the State teachers of the Year award that will be following this I happen to eat dinner with Eric and ala and I mention I thought that it never happened in plumis County he said no I think it happened I said what teacher of the year is yeah I already got that I did about about 25 now it wasn't the state like she wasn't sure it was the state award no it definitely wasn't State no it wasn't state but it was the Blum County teacher but what I Lov she said oh yeah already got that so Brook go ahead and introduce your comments just he told me I didn't have you really don't all right

010so um up here I Nom nominated ala for The Who award um she we with 14 nominees and um ala was one of two that were chosen do this a few weeks ago it's all good uh throughout our time together at Chester Elementary alifa has consistently demonstrated her commitment to Excellence in education she possesses a remarkable ability to blend traditional teaching methods with Innovative approaches ensuring that her students receive a well-rounded and engaging learning experience ala's classroom is a vibrant and dynamic environment where students are not only encouraged to excel academically but also to explore their creativity and curiosity one of altha's most admirable qualities is her patience and Grace in handling even the most challenging situations she has a remarkable gift for connecting with her students on a personal level fostering a supportive and

011nurturing classroom Community where every child feels valued and respected do I keep going um ala goes above and beyond to provide individualized support to her students helping them overcome obstacles and reach their full potential in addition to her outstanding teaching abilities alifa is also a true team player she actively collaborates with her colleagues shares ideas and resources to enhance the overall educational experience for all students at Chester Elementary despite her already demanding schedule Al willingly takes on additional responsibilities and committees always putting the needs of her students and colleagues above her own um thank you ala you are our great role model and mentor and then as I was prompted to say nominee uh for the The Who award now being screened against the criteria for California future of the year and then we'll be

012bringing will'll be probably in the next four or five days we'll be your application um and should you choose to take that on they don't make it easy anymore be for you and your principal to fill out and then we will be bringing together a panel of retired teachers who will interview the candidates that we bring forward and they will select Bo's County teacher of the year um we will facilitate the process as a district office but we feel what better way to choose this than by having retirees who W walked in your shoes uh so we're looking forward to that process and bringing candidate forward to the state competition sometime in July okay thank you very much menion we're going to do um actually time in place for public comment just a few things

013first um because whatever you're speaking on probably not on the agenda board is not permitted by law to respond to your comments or to address them how our staff member can take them under advisement or whatever is necessary and reach few later to resolved if there an issue if there is an issue uh in addition um there is a three minute time limit for each person and no more than 20 minutes per topic for example if you have six speakers speaking about the same thing there's a 20 minute time limit purpose for that somebody asked me about this two weeks ago is that so we can keep the meeting going and again there's a three minute time limit per um comment and time is kept and first up is Daryl Hutchins have do something different

014my name is darl hins I'm the PCT president or because I'm leaving and I can't say who it is but I'm excited for the person who will be taking my place I think she's going to do an awesome job um I want to explain to the board why I'm leaving um I and before I say that I tell you that Mr Rodrick is aware of what I'm going to say and he's already made a commitment to the negotiating team to in the next several years um try to fix what I'm about to say um because I've been teaching 36 years 35 years next year is my 36th year I'm actually the highest paid teacher in plumis UniFi not because I'm the best te teacher there are really highly qualified teachers that are just there but

015because I have the most years on my on the salary schedule that's why and yet with my retirement my retirement is based upon my highest salary along with age which I've got that in the bag and number of years but highest salary and so I had to ask myself can I get a higher salary somewhere else keep it in mind most districts do not take all of the years on their salary schedule so what happened is I am going to start a job with another District who only is taking 10 years of my salaries they're they're only putting me on 10 years of my 35 years but the s that they are presenting is I have to say significantly higher than the highest possible salary of pum is Unified which means that my retirement for

016the rest of my life will be that much more it's exciting for my wife and I but it's sad that the plumis unified scale at 36 years can't compete with this District in 10 years um your strategic goal says it is our purpose to attract and retrain recruit and retrain the most talented student centered staff and invest in their professional I've enjoyed my time in plumy I've enjoyed working with the board I'm going to miss you guys I've enjoyed working with you um but because I can get such a higher salary I'm not retained another point and then this is where I'll ended um I started teaching in this District in 2004 my wife started teaching a year and a half later there were 40 people separating where she was and where I was on

017the seniority list when she entered the profession with me now she's number eight or she's number 10 and I'm Number Nine so in the last many years 40 teachers have you know there are some teachers just find quit but a lot of those teachers moved to another District because they looked at the salary schedule and said I am not going to commit my family to that salary I need to go somewhere else so thank you that you are going to be addressing this and I hope that the board when you start seeing numbers coming in the next several years you will take that into consideration I will miss you guys I will miss you thank you very much do my best with this St that's why I ask you Philip La is that you did

018it perfectly thank you hello good afternoon for my name is Phil laa I'm a father of two students here in the district and I did coach this board was the very same concern last year in May so exactly to a year and I was hoping I'm going to hear from somebody by then and either nobody wanted to do that or maybe the board feels really strongly about a regulation and in that case I would really love to hear what the reasoning for that is the regulation I'm talking about is AR 5127 which besides other saying clearly states that you know no online courses for honors and advanced placement will be waited in the GPA only courses that are taken in person on campus are being waited for the GPA for the purposes of figuring out

019the valedictory and so on and I respectfully disagree with that I actually believe this regulation is discriminatory for many reasons and you know at many different places both the school and the district clearly promotes the options that it's giving to the students in the small rural area and you know for example in a school accountability report card they t as one of the main thing that they recognize the needs of each student and for that reason they're offering the courses online that otherwise might be inaccessible to them because of the scheduling or because the teacher short whatever the reason will be the same thing is being spelled again in the student achievement plan and yet you tell those students that yes you can take those courses but you will be penalized because if you only

020take then you cannot become polian because somebody else who will take those two or three courses that are available in school in person and maybe do not F the plan for that particular student and you know top BL I guess so I understand you cannot speak and address that right now but I would really love you know commitment from somebody who would either explain to me why they believe this regulation is necessary and should remain or if you're willing to talk about it and maybe change it for a future thank you very much thank you and next up is Shelly POS hello evening almost my name is sh POS I work at Chester Elementary I'm here to address the ongoing problem with bullying in our school district as the school board the responsibility falls on

021you to enforce the anti-bullying non-discrimination and harassment policies that are posted on the p USD [Music] website also on the public policy board policy under discipline policies there is a behavioral Behavior expectation with consequences listed as step one step two and step there is no anti-bullying policy in Chester Junior Senior High um handbook for students this may be one of the issues it's imperative as a school board to enforce any and all principles with anti-bullying policy that will be upheld and reinforced in K through 12th grade on all Camp the students deserve a Fighting Chance not only in academics but in life as well we as teachers preach about being kind and uplifting to those around us while saying have standards build boundaries the students come to school day after day and the people that

022they are supposed to trust turn a blind eye and hold no one accountable while the students hold TI shadows and coward at the laughs and looks they're harassed not only in restrooms but also in locker rooms where the bullies are allowed to take pictures and post them on social media without any accountability or repercussions there are codes and standards written and yet no actions are taken to stop the outrageous behavior we need the school board to take this seriously where no tolerance means no tolerance the School Board needs to enforce the policies concerning bullying harassment and intimidation so the students will have the confidence knowing that works not just work and actions will be taken enough is enough today we demand a change thank there be no other public comment at this time like to

023talk about facilities measure be please all right uh measure B facility contracts we have two that that have come through right now um both with United building contractors after we did uh bidw walk uh we talked about these measure B projects two months ago in March uh first is to completely re roof the qas Pioneer roof uh cost 78,3 66 that will replace the metal roof with new metal roof uh probably be you we anticipate there'd be a little dry Rod underneath we'll have some probably have some change orders uh but they are are ready to get us into the schedule have this work completed prior to the start of school next year and we're coming up with contingency plans to be able to handle our St programs um away from a construction zone and

024then the other is to replace the membrane roof on the uh Qs admin Wing it's leaking really and I think the plan will be the following summer as we'll do the rest of it's big project and so we have a a second B here for about $38,000 to replace that membrane seal that that up and those are our measur be projects looking for approval of those tonight so this is coming out of leftover that we about yes and what what will the balance of that be after this uh 200,000 second wasn't it oh no the balance will be will still be right about3 half million was close to five yeah yeah end up being about four and a half million we balanced all the books out so this is the first start we don't want

025to do too much um and it wasn't the tier first tier of what we identified think the couple meetings y so looking for approval I make a motion to approve second there's first and the second any further discussion or comments questions okay all those in favor I and then the anything else under that uh I think the next one we have facilities contracts General yeah yeah general fund so um so we have three on the general fund these contracts first one's brightly software which means absolutely nothing to you but if you work on a school campus and you hear about the school dude software that's what we schedule all our work orders with as well as our facility scheduling and um ARR uh scheduling vehicles for field trips and things like that so it's a

026three-year contract about $7,300 a year uh total contracts $21,700 to change uh we had uh some hazardous trees qhs had to be removed uh so we we authorize that from Smith Tree Service uh and then you know we we talk routinely about being down workers in our maintenance department and so one we sat down uh with our our maintenance supervisor what will make you more efficient and he said every time we have to dig up pipe we have to do this we have to rent a Bobcat or small excavator you know somewhere $1,200 a day and uh a lot of times it have multiple days because it sits there well we do this and we get parts you know he said can we purchase one of these so um it's a big dollar they've got

027mallerie our CBO M Mor is actually we have 48 months no interest financing she said she'd like to spread it out and then if we you know depending on if you know we have a better budget year whatever she said we'll just pay it off uh but she'd like to you know bounce that out to you know about6 $177,000 a year over the next four years comes with some attachments pre- delivery and training for a few people to be able to you learn it certify on it and so we have that that as well so looking for approval on these if we have questions that'll be available all the school s yeah it it'll be hous in maintenance and then wherever we have an issue we it comes with a trailer we put it on

028trailer and drive it out and we don't have to wait we don't have to bring things up from Chico we don't have to call Shane say can we borrow yours um which he's always so gracious when we need it in a pinch um but we're you know trying to make our team more efficient because we don't always have the bodies that we need are you sure we'll be able to move it on our own there's a weight I I don't know what these we but there the weight limit if it weighs more than a certain number of pounds you have to have a special license to it's a mini ex so it's a you yeah but even our Bobcat weighs more than we're left but we can tow it with as long y as long

029as we have a 3/4 ton of B and all of our any of our service trucks can take it Y and that's district one go y be a to go anywhere in dist you said uh training with a company is with the company Bobcat is coming up they're going to train our people on it training how to you know how to change the buckets how to load it safely transport it and then comes with the Sur plan as well so they'll be doing service on D question of the DAT service the training is included in the yeah yes bu it's it's all included how how much is the total Bob going to be after four years uh the total cost $683 549 we're going to spread it out over four years yep pay for it

030over over four years zero interest we could purchase it right now if we wanted to but now just really being conservative it's really tricky we I work for a district right now that's a CSD that's selling one because you can do a lot of damage with these if you don't know what you're doing and we've had that happen and so they've figured out that it's um a better idea to um hire contractors to do digging work because of the liability right with having somebody operated and not knowing what they're digging up so that would be my concern it's biggest issue is we spend a large majority of time chasing water lines buried 3in water lines uh we're we're not digging around electrical we we hire Ed hamr to do that or or whoever we can

031um but you know for our routine maintenance where we know what is where but you we have to dig down three or four feet and if it's not an emergency it's hard to get people sometimes up here you know when it's an emergency Ed say I'll rally someone right away but if it's not an emergency sometimes it takes a week and you know we have things like that happen in the middle of summer we'll lose an entire field and we won't get it back they die so you need approval on that requesting yes motion I'll second first a second all those in favor realize I excuse my team for tonight so uh one of the things we do in oh go ahead please my we in the during the summer we shifted district office hours

032instead of working 58s we go to 410s work four days a week and then we generally close the office on Fridays uh and something that was in practice before I arrived really helps with sta morale and we'd like to continue that uh so just to letting you know that that will start on June 17th the week of June 17th yeah uh and we will though we've got two board meetings that week we will open up for the Friday the Friday morning board meeting that's just for information yes sir thank you um now we're going to discuss something interesting the developer fee justifications St yes so we have a a contract that we're looking for recommendation for um throughout the state of California and school districts uh vast majority of them charge what are called developer

033fees so when you build a brand new home there's a price that's paid per square foot to the school district when you build uh a commercial facility there's a smaller price per square foot that is paid to the school district and in a school district where we have old aging facilities are extremely high and cost to maintain um we are one of the very few select amount of schools in the state that school districts in the state that do not charge speler p and uh this contract does not commit us to anything but the first step in charging developer fees is you have to do a developer fee justification study uh Capital PFG is reputable in this field we've worked with them on our bond measures and they will come in and do a study

034and see if the fees in are warranted in pum County they will tell us at what rate we can charge it's anywhere from basically AAL square foot up to $5 sare $5 in change and they'll tell us what we're eligible for if we're eligible for it and then if uh that says there's a justification for developer fee will'll bring forward board policy to put that into place and then following that uh you know if it's put in place then there'll be a 60-day moratorium on any developer fees to to be put into place so we're going to start this process and work through it over the course of the summer hoping that be able to bring something back to the board if this study is approved uh maybe in July to look at and then

035and then move forward part of doing it this way is I want to be transparent this community want folks to know what we're looking at on hidden in contract agenda so we put it on here so we can have a discussion about what is the very first step in exploring this so that the cost of the study $7,500 why this firm as opposed to someone else okay uh we I reached out to four different firms asking for proposal we have two back uh Capital They're Out Sacramento one probably the largest in Northern California does this and then we got another one from King Capital out of Chico uh King Capital offered it's the exact same scope of work their price was about $8,300 but when you read through the contract there were numerous open open

036ended lines we can charge you for mileage we can charge you for for DM rates we can charge you for X Y and Z and uh you know and looking at the math and the number of visits they would have to make uh that very easily could have turned into 15 or1 16,000 uh and they're all going to do the same work off the same information so I you know I'll take the $7,500 flat rate and we work with good relationship good relationship with them path they uh helped with the measure B with the bond and actually did some work on develop fee proposal uh back in 2019 I believe u so they're familiar with our district uh very familiar from doing the bond work that and I think more importantly than being familiar with

037our district we reached out to Lisa Calin our former CBO and she trusts them and says they are very reputable she would recommend going with them I reached out to some of my superintendent colleagues and said if I were to do this who would I call and I talked to five and four of them right off by said hul cap they're they're the best so that's that's where we're at so we'd like to approve this so they can start some work and bring us some information okay any more questions can we know where we're pulling this out of our budget uh this right now it's a general fund expenditure and if it's all approved and we do this later we can always transfer the5 back at a later date I'll move to approve entering a

038Consulting service agreement um as proposed that it be not to exceed $7,500 it does say here on here though but including publication expenses so it's it could be more than 7500 okay yeah sorry said that the consultant Printing and printing and Bing okay okay there's a first and there's a second any more comments or questions great all those in faor forward on it and surus items we uh we left this on the agenda we're in the process of uh getting Greenville ready for the transfer over uh currently we have nothing with fixed asset tax that we're looking to dispose what you approved last month has all been disposed of uh the book room res the resources there have been doled out to the other schools that have requested the materials and then all the other

039bound novels and that we have we transferred over to the uh supply room at the district office um where we we've got bookshelves and bookshelves of novels uh so everything's out of there and I got a picture today they're slowly but surely just going class classroom um cleaning out the school so the process moving forward for a transfer so we have nothing today that we will be asking for Surplus we'll leave this on might have something in June so do we still need an approval no approval nothing nothing to thank you very much and now we have a couple like handful of resolutions to this two yeah first one is to recognize and honor Asian American Pacific American heritage month this will be a resolution passed by not just the pum Unified School District but

040also on our capacity is the Pumas County Board of Education it's two separate resolutions and I'll read what the first one entails whereas asian-americans and Pacific Islanders have played a potential I'm sorry pivotable role in shaping the history and culture of the United States and whereas the month of May has been designated this Asian-American and Pacific Islander month to recognize and celebrate the contributions of these ethnic groups to American society and whereas our school district is committed to promoting diversity equity and inclusion and recognizes the importance of providing a welcoming and inclusive environment to all students staff and Families whereas remaining hopeful and confident about the path ahead in a time to acknowledge the courageous spite rights Liberties and freedoms of all Americans the plumis County Board of Education and plumis Unified School District Board

041of Trustees observes and honors Asian American Pacific Heritage American heritage month and encourages Educators students and families to learn about the Heritage and achievements of Asian Americans and Pacific Americans now there be it resolved that the trustees of plumis County Board of Education and plumis County plumis Unified School District hereby recognizes may as Asian-American and Pacific Islander month and encourages all members of the school Community to participate in activities as well as events that celebrate the diversity and contributions of asian-americans and Pacific Islanders this is a w than PCO resolution number 23 24-12 andd resolution 1650 we have person second now we can have Harris hi Harrison sorry about halfway writing your name k yeah I passes and I'll be signing it and put it on the record um we have a second one and

042this is recognizing and honoring M of help works again this is a joint resolution between the pumis County Board of Education and the plum Unified School District it's but it is two separate resolutions and I'll read what it entails uh whereas mental health is essential to the overall health and the well-being of our students staff and community and whereas mental health conditions are common and treatable an early intervention can make a significant difference and whereas the stigma surrounding mental health issues often prevents individuals from seeking help and support and whereas raising awareness about mental health and promoting mental Wellness can help reduce the stigma associated with mental illness now therefore be resol that the trustees of clus County Board of Education andum Unified School District do hereby recognize the month of May as mental health

043awareness month and encourages all members of the school Community to participate in activities that promote mental wellness and reduce the stigma associated with mental illness we urge all teachers staff and administrators to educate themselves and their students about mental health and the importance of seeking help when needed additionally we encourage our community to support the mental health initiatives and seek res resources for those in need and I need a first and a second on that second the first and there's a second and this is a w i i Harrison I I thank you for the passage of those that been signed as well and up next there's some look like policy revisions uh superintendent uh so as we are in the month of May we honor both our teachers and our classified sta throughout the

044district the adults who work in our district support students staff and families every day this commitment starts in the summer with summer programs and preparation of school sites by dedicated teams of employees who take tremendous pride in their work this carries throughout the year as we support our school communities so I just want to say thank you to all of our employees our success is based on the efforts of everybody who works for pcco and PUSD so in may we are honor our teachers we honor our class TI we can't do this without all of you so thank you for that and then June is a unique month because we have two board meetings for the elcap but we pushed them as late as possible so this is actually the last board meeting prior to

045graduation and so I want to take the time in advance the s congratulations to all of the upcoming graduates confident that your education will prepare you for the next phase of your lives and as WIS the English teacher once said on to phase next and congratulations to class 2024 that's my my every time to talk about seniors graduating still high school principal I and we do some have policy yeah we got a handful um I think it's h something everybody's wanted to see for a couple of years you look the board agenda we are deleting the covid-19 policy and procedures uh so that's something we're taking out which is good um uh R board policy in here are brought To Us by csba again to insulate us and to make sure that our approach to

046education is Equitable for everybody and that we're we're doing our very best and following the law that's what we want to do so I'm looking to these changes in one Fell Swoop unless you have questions we can move one a question when anybody's to improve policy I second the first a second anything else okay no questions or comments all those in favor absence and we'll move on to the consent agenda or consent items so we have the minutes from the April 17 2024 meeting move to approve there's a first and the second all those in favor motion car is and we'll have the PD check registers for the the April 2024 second there's the first and there's a second those in favor we have service contracts included with this agenda anything mention um we have

047the uh for the elementary teachers in the audience uh this is the approval of the you FL cul okay uh we have an agreement with roundhouse Council to continue uh this agreement is one that's been in the past it allows them to work with students on campus no cost with that they come on they work with the the tribal youth in Greenville and then we have three with FEA Community College District um that are tied to the educational to search program to go back second second first there's second all those in favor field trips we have about 20 two dozen field trips on there there everywhere we got kids going them are to see Reno AC that's okay first and second all those in favor passes and we have donations at all looks like um
