Marin panel regarding labor negotiations. >> Looking for the clock. Is there a >> the So I just the timer it's >> Does the pop timer pop up on the screen? >> It should. >> Okay. Just so I know when it's starting. >> You can record. Okay. [snorts] Are you starting me? Oh, no. Okay. Ready. Good evening, board members and district staff. My name is Marin Panel. Last month, I led a portion of the November staff meeting. When staff entered, I asked them to sit at a table with members from different departments for the activity. Everyone collaborated together as we did an inquirybased strategy to evaluate the mission statements of the programs we

have at Fulbrick High such as AP, AVID, CTE, dual immersion, and IB. When I later read the exit tickets, exit tickets, I was delighted that a majority of staff enjoyed the opportunity to work together. Almost everyone was positive in their feedback on the activity. Experiencing our staff in this way was positive for me. But when I reflect about the culture that has developed at Fbrick High, I must tell you that teachers have really given of themselves to adapt to change. Change is difficult. It is not easy and it takes extra energy. The staff at FHS, both certificated and classified, have adjusted to trimesters and not just a schedule change, but extra grading, more preps that are taught by a teacher in a single schedule, and more connections with additional students in a year. Staff has

adjusted to Warrior Pride time and all that comes with having an advisory period four days a week using Flexi schedule to schedule students, consultations with students about grades, and planning for home and flex day offerings. The staff at FHS has not just adapted though. We have really met the mark. Staff have found their groove. And in departments, benchmark exams and DRS are now regular routines. In addition, there is a lot of collaboration not only between certificated and classified, but also with our site admin. There is a coordinated dynamic on campus and it is evident not only from what I see but from our WASK report that commended FHS by saying we have a professional adaptable staff, a wellrespected principal, safe and secure campus and programs like warrior pride time that build relationships and support students.

Our staff has proven themselves with FHS receiving a six-year WASK accreditation. And this is why I am here. Certificated and classified staff have been bargaining with the district. A COLA has been received by the district. A COLA is meant to be passed on to staff through the collective bargaining process to help meet the increasing demands of inflation on everyday prices such as groceries, gas, insurance premiums, something like a 12% increase to our monthly out-ofpocket costs. What? Here we are in December and our bargaining has not yet come to an agreement on a salary increase. Yet earlier in the school year, a couple of district admin received a significant raise. As educators, our main focus is our students. So, I have to ask you, where does the magic, the art, the science of learning and growth

happen? In the classroom, where staff and students make connections on the daily. Our staff needs a fair salary increase agreement. and it needs to happen ASAP because the cost of living is going up and we need to pay our bills so that we can continue the great work that is happening in our classrooms. Thank you. >> Thank you. Do we have any other public comments? >> We do not. Okay. >> Appreciate the uh comments. We're now adjourned to close session at 4:37. Good afternoon and welcome. Are we ready? >> We are ready. >> Awesome. We will now reconvene to open session at 5:35 p.m. Announcements. All open sessions of the board of trustees are recorded and streamed in real time at ww.fuhsd.net. We will now move on to the flag salute. Can everybody please stand?

We will. Next we have FBI's finest December 2025. If I could have our board members and our student board members step in front of the days. Today we are recognizing uh we are proud to res recognize two exceptional Ivy High School students and their families. So we have joined our Fal Brook's finest student as well as Fbrook's uh finest community partners into one recognition.

These families uh we would like to thank for their outstanding contributions to our community engagement initiative CEI. As vital members of our CI team, these parents and student representatives have gone above and beyond to advocate for Ivy High School and our district. Our CI community partners, the Agira family and the Robles family have demonstrated remarkable dedication. Most recently, our student leaders Jaseline Aguiler, accompanied by her father, Oscar, and Allison Robas, accompanied by her mother, Rosie, spent several days in Ontario participating in the statewide CI conference. During this time, they engaged in team building activities, attended breakout sessions, and collaborated with Ivy and district staff to address a critical issue, chronic absenteeism. This work is not easy. It requires Jasine and Allison to voluntarily step away from school and personal time, showing incredible commitment to improving

student attendant and success. They have courageously stepped outside their comfort zones to work alongside peers and districts from across California, ensuring that student voice is at the center of our solutions. Our community partners, their parents have also sacrificed personal and professional schedules to participate in this crucial work, which highlights advocacy for student voice. Families amplify student perspectives in district decisionmaking, ensuring solutions reflect real experiences, collaborative problem solving. Parents work alongside staff and students to address chronic absenteeism and other barriers to success. building community connections. CI partners um fosters foster relationships with other districts, sharing best practices and learning innovative approaches and commitment beyond the classroom. Families dedicate personal time to support initiatives that improve school culture and student outcomes. All the while focusing on identifying barriers to consistent attendance, suggesting ways to strengthen connections between

families, students, and school staff, and helping us design supports that are both effective and student centered. Their collaboration reminds us that when we include students and parents in the conversation, we create strategies that truly resonate and make a difference. Please join me in applauding these two families for their dedication to improving our school community. Their work exemplifies the power of partnership and education. If I could have the um Robas family as well as the Agira family please come forward and Miss Gardner if you can join us as well as you work very closely with them. And as the families step forward I would like to read um the information in Spanish. the Ivy High School CIO School. Extraordinari CIO integr No, comfort. including particip collabor. construction. I high school extraordinar. >> Thank you. And this

month we have another another recognition. >> You're still up. >> We are now uh recognizing Fal Brook's finest department. This month we are proud to recognize the outstanding collaboration and professional learning demonstrated by our math department during their first round of learning walks this year. The team engaged in productive, reflective, and truly energizing conversations that highlighted their shared commitment to improving instruction and supporting all students. Teachers enthusiastically exchanged strategies for effective transitions between activities with several educators showcasing innovative approaches already making a positive impact in classrooms. Their collective focus on mathematical practice three, construct viable arguments and critique the reasoning of others was evident throughout the learning walk and was there as was their willingness to explore new tools and ideas together. The team used Claude AI to draft fresh engaging lessons, resources they were

excited to implement and even more excited to see students respond to with active participation and deeper thinking. We would like to acknowledge several standout contributions. Heidi Fere for her excellent four corner strategies that part that sparked rich student discussion. Jason Dale for creatively incorporating music to support smooth and efficient classroom transitions. And I'd like to say that I visited um Mr. Dale's classroom and witnessed that myself and it was very effective. and a special appreciation for the department chair, Debbie Berg, whose thoughtful planning, scheduling, and facilitation were instrumental in ensuring the learning walks were meaningful, were well organized, and conducive to productive professional dialogue. While the department already maintains a strong resource bank aligned to standards, this learning walk inspired an additional goal to collaborative collaboratively build a shared library of highly engaging lessons that

can continue to grow throughout the year. Their reflections, teamwork, and dedication demonstrate the kind of professional excellence that elevates teaching and learning across our school. Please join us in honoring the math department at Fbrrook High School for their commitment to innovation, collaboration, and highquality instruction. And with us tonight are Debbie Berg and Paul Grimes. And I'm going to check to see if anybody else walked in before I had a chance to get their name. So, um, Debbie and Paul, please step forward. >> [applause] >> Thank you. >> Really? That's wonderful. >> Thank you very much for all that you do for our students. Thank you and congratulations. Next we have presentations fall sports re recap by Pat Walker, athletic director. Thank you to the superintendent, our board. This is going to be a great celebration

of fall athletics. It was it was competitive. It was heartbreaking. Lots of great scholar athletes. So, I'm really proud of the the kids this fall. All right, here we go. volleyball. They had an overall record of 16 and 13. They were six-4 in league play and they finished in third place in a really tough league. They had two first team all league selections, one second team all league selection. Lost in the first round of the division 2 playoffs and they had a team GPA of 3.40. Um, that was Madison, our coach's second year, and she's doing a great job building a feeder program and club, and I'm I'm proud of all the work she's doing with the kids. Field hockey was exceptional. They went 14- 10 overall in division one. They were five and eight

in a really tough league. And I was down at Mount Carmel and they lost in sudden death in division one semi-finals in an incredible battle. And I mean, the kids just left it on the field. And that was the heartbreaking moment because they were so close to getting to the CIF championship. Mount Carmel ended up beating LCC also and they just barely got by us. They had one first team all league selection and two second team all league selections and their team GPA was 3.67 which is really high. It's pretty pretty impressive. Water polo very young competitive team that really improved greatly in 2025. Their overall record was 13-7. They were 4-2 in league play. Uh they were champions of the Spartan invite and the Mount Miguel invite. They had two second team all league

selections. Team GPA of 3.42. They qualified for the first round of CIF. The loss by one goal to Modern Day. Modern day ended up going to the finals that in division three. So they were very close. Also tennis girls finished in fourth place in the Palomar League which is a brutal league in tennis. They qualified for the D3 playoffs and they lost in the semifinals. Tennis hasn't made the semi-finals um since COVID when they won an actual championship. So they had a really outstanding year. They had one first team all league selection and two second team all league selections and their team GPA was 3.66. Cross country, the boys team consisted of numerous freshman and sophomore runners. So they have a really bright future. Seven runners competed in league finals. They had eight runners compete

in CIF. Their team GPA was 3.43. Overall, the girls finished se in second place in league. They had eight runners who helped the team finish second in their league championship and had three first team all league selections. That the that's the most in probably five years. And their team GPA was 3.82 which is incredible. Yeah. So I was really proud of Sierra. She's not going to come back and coach next year and we will miss her. But she does a really good job. I I love that picture. That's a great with all of them there. Golf had overall record of three and 11, one first team all league selection and one second team all league selection. Program grew adding five new golfers. Catalina Mincer placed fourth in league championships which is another um really strong

kind of success story because the golf program has struggled with numbers and this is the most girls we've had out in a long time and we haven't had a first team all league selection in a long time. So, they're growing. They had a team GPA of 3.60. Football truly competed all season. I really, really was proud of just of the kids and just the job that that entire coaching staff did. They were young and coach Holcraftoft just did a good job really bu in my postseason meeting with him. I just told him how proud I was of how he was able to work with boosters and take on a really big job with a you know a lot of kids. He's almost o over a 100 kids and um he just had the kids compete

really all year long. They finished four and eight. The offensive averaged 26 points a game with over 1,700 yards passing and 1,800 yards rushing. They had three first team all league selections, two second team all league selections. They lost in the second round of the D5 CIF playoffs and which was a another heartbreaker because they were up late and just uh there was an incredible comeback. Um but they really did show a lot of improvement. So I'm excited for next year. Um team GPA was 3.09. That's it for fall sports. Couple things to think about tomorrow at Carl'sbad. competitive cheer. Um I'm sure Mr. Haskell, he better be there to support his wife. But they're they're going at 9:00 a.m. uh to 10:00 a.m. and um they finished in second place last year. So Anna's

really excited that they may may get to a CIF championship, which would be really excited. Um that's it for fall sports. [applause] Thank you, Pat. And I do uh I would like to add that you're absolutely right. This is the first time where no team has under a 3.0 GPA. So great work by our students and our coaches. Thank you. >> Thank you. Next we have public comments. The Fber Union High School District Board of Education encourages and invites the public to comment on agenda and non-aggenda items. Individual speakers will be limited to three minutes per legislation 1292. The board would give twice a lot of time to a member of the public who utilizes translating technology assistance to address the board. Total public input on any one subject will be limited to 20 minutes

and may be extended at discretion of the board president. Comments on non-aggenda items will be heard at this time. Comments on an agenda item may be taken at this time or when the agenda item is discussed by the board. Speakers will be called in order by topic and when card is submitted. The district's silence should not be mistaken for agreement with public comments. Rather, the board remains silent to comply with California law, avoid legal entanglements, and or to protect the privacy of those involved. Do we have any public comments? >> We do not. >> Thank you. Next, we have communications and reports. uh report from student board representatives. Who would like to go first? >> Good evening. My name is Kira Hart and I am the board representative for Oasis High School. I am happy

to share that students have been putting in lots of hard work to ensure all of their coursework is finished for the semester which officially ends on the 18th. However, students have been closing out classes leading up to the state depending on the personalized plan they have made with their teachers. For students who are taking AP courses, they finish their semester 1 workload soon after Thanksgiving break to ensure they are on track to finish classes before AP exams in May. Students are expected to continue submitting assignments and completing their weekly check-ins until the end of the semester. Semester 2 will officially begin on January 5th. Moreover, in our monthly newsletters, Mrs. Gardner highlights scholarship opportunities students can apply to. This allows them to feel more comfortable with applying for financial assistance in their postsecary educational career,

even if a student does not receive these national scholarships. It provides them with important experience before applying to local ones. On another note, students were also sent a San Diego recycling initiative flyer that provided them with the information about the importance of recycling and how they can help their community by doing so. We are hoping this will encourage students to become more proactive members by taking part of this initiative and will allow them to practice helpful habits for our city. Other than that, I have nothing to report. Thank you for listening and I hope everyone has an amazing winter break. Good evening everyone. My name is Emma and I'm here to present Ivy High School's report for the exciting month of December. As the year comes to a close, I want to recognize the incredible

school spirit coming to Ivy put together by our leadership class. Starting off with a high energy um spirit week for our last week before Christmas break, we have jersey day on Monday, twin day on Tuesday, anything but a backpack day on Wednesday, a fun student teacher swap day on Thursday, and finally Christmas PJ day on Friday. We are looking forward to seeing everyone participating and having fun. Moving on to athletics, the school recently celebrated their very first basketball game and following the first game, the team brought home another win, making them undefeated. The entire team played well and we look forward to seeing many more victories for our Tigers. Following fun holiday activities, students and staff are embracing the Christmas spirit with festive candygrams being distributed among students. And we are gratefully accepting generous donations

from students and their families. And our amazing leadership class has been working hard to showcase the following events we will be having on our campus. Over the past couple of weeks, students from the leadership class have also been making advertisements for the following events and putting together ideas for senior shirts along with other school accessories. We plan to continue to bring school spirit for this year. This Friday, senior portraits will be taken at the Oceanside Pier with students from our yearbook and photography class also in attendance to focus on new sections of their photos and that they have been working on giving students the opportunity to have an open canvas. Furthermore, we are strongly encouraging all students to actively plan for their future, spotlighting the multiple scholarship opportunities currently available with resources provided by Mr.

Caba in the office. Lastly, I am excited to announce a major attendance incentive offering students a trip to SeaWorld who maintain excellent attendance for this trimester, building on the huge success we saw with this reward last trimester and understanding the importance of consistent attendance in the school. Thank you all for listening and I will see you all soon. Good evening everyone. I hope you're all having a wonderful December. My name is Charliss Pollson and today I'll be giving a brief update on the upcoming and past events that our Fallick ASB has planned and executed. For the month of November, our ASB students successfully did a spirit week that we called gratitude week before we left for our Thanksgiving break. This was an amazing way to see what every student was thankful for while bringing everyone

together with lunchtime activities and photo opportunities. That spirit spirit week went from November 17th to the 21st. Moving on to this month. So far, we had a winter pep rally that was led by our ASB students on the 5th. This went decently well and our class received some positive feedback from it. During the pep rally, we feature our school's band, color guard, and dance team to showcase their winter themed performances. We included students with our family feud game and the price is right. Today, we had live on a leash at lunch where students could pet a variety of emotional support dogs and relax before the next class. This is always a hit and brings everyone together to see the adorable dogs that love on a leash brings. Our last event coming up before our winter

break is winter spirit week. This will be held next week from the 15th to the 19th. We will have dress up days every day. Monday will be polar express pajama party. Tuesday will be family holiday card which is wear matching attire with your friends. Wednesday is candy cane class clash which is upper classmen wear red and lower classmen wear white. Thursday is Holly Jolly dress up. So it's like festive gear, Santa, elves, and reindeer. Friday is bring your own sleigh, which is anything but a backpack. During lunch on these days, our ASB is providing all types of activities such as a photo booth and a gingerbread scavenger hunt. The student body is working hard to give the school a good amount of spirit and excitement for the upcoming break. Lastly, coming up for the month

of January, we will have our third and final blood drive, love on a leash at lunch, and our final winter event called Winterfest. All of these are to be updated at our next meeting. This is all I have for you today, and my alternate Ashlin will be updating you on your January events next month. Thank you. >> Thank you. Next, we have report from principles. Good evening. Our students always do a great job of highlighting so many things happening around campus and I'm over here just checking off the things that I won't share with you because they do such a lovely job. Um, our students have been out actively participating in events in the community. If you had the chance to be at the local holiday parade, um, we had a lot of representation there.

That's something that's always incredibly enjoyable. um showcasing not only our school and our spirit but the the involvement in the greater Fulbrick community. Um we also acknowledge several of our students again this month at student of the month including Josh or JD who is here with our culinary group every month. Um and then Eileene uh Ramirez Gaspar who you saw in the photo from our field hockey team and additionally Mattie Avala who's a part of our dance program. Um, as mentioned, one of the things that, um, ASB has been doing this year is bringing Love on a Leash to campus, which provides some therapy, dogs, and social emotional support for students. Um, and I know I personally have been really appreciative also that they're doing some old school advertising. So, if you saw the flyers

up outside, we've got chalk art. So, anywhere you go, it's it's really visual um, all the things that are happening around campus so that students know what to expect. Um we're looking forward to winter break obviously and as was mentioned um once again partnering with uh Potter and our incoming students from there and Bidto and also from Mary Fay um to welcome them here for uh future warrior day at the tail end of January. So it's always a great day. Lots of coordination goes into that district to district but um great opportunity for our students to get a feel for what happens here at Fbrick High School. uh we highlight some of our CTE programming because that's something they don't necessarily get a a taste for or a feel for um in their eighth grade

experience as much. Uh so we like to highlight that and then just give them the overall campus experience as well. So excited to spend some time after the break planning that and uh inviting them here again. So thank you very much. >> Good evening everyone. As we head into the holiday season, I'll just recap a couple of things that we have coming up without treading on the toes of my amazing board reps too much. As Cara mentioned, we are wrapping up our semester for Oasis and our students are currently taking their final exams, wrapping up courses, and working very closely with their teachers to set up their scheduling for the spring semester. Our teachers are working really closely with Mr. Mr. Mayor Manis, our counselor and our um guidance team to make sure that we're

designing courses that are meeting A throughG requirements and looking at opportunities to remediate courses that maybe are not A throughG compliant so that we're eliminating barriers for whatever reason students may have come to Oasis that we're making sure they have every opportunity going forward. So, our students are teachers and teachers are working really closely to wrap everything up and we're looking forward to starting a new semester with our students off and running and preparing for future success. For Ivy, I again want to highlight all the amazing work that our leadership team has done. We've had a leadership team for a couple years, but this is the first year we've built it in as a system through our TIG. And um there has been a burst of school pride on our campus that's that's visible. The

windows are all decorated with holiday themed inspirational messages. They have a lot of different fun activities happening. Um, great themes next week for our spirit week. If you stop by on Tuesday, I'm going to be dressed up like Colton Dean because he personally asked me to be his twin on Tuesday. He was our student of the month. So, if I I look a little different than normal, you'll know it's because I'm Colton. But, we're doing a lot of fun things heading into the holiday season and it's really showing in the connections with our students and the morals on campus. On this Friday, as K as um Emma, sorry, Emma mentioned, we will be doing our rescheduled senior portraits. So, our photography students will be taking our seniors to the Oceanside Pier with caps and gowns.

They're going to be taking senior head shot so that they have something commemorative to show that their future projection is in fact graduation. And it's going to be a very cool opportunity for our students to have professionally taken head shot and for our photography students getting to work with lighting with natural backgrounds with um student subjects and getting the tutorial by our famous photographer Mr. Smith who is our photography teacher on campus. So we are very excited to have that opportunity for our students. It's going to be a great learning opportunity and a great bonding experience for our senior class. And then looking into next year, we have a very unique project that we're going to be starting this second half of the trimester with an organization called Gone Boarding. As you are aware, we

started a new business pathway. The end of last year, Mr. Mahia has been working very closely with different hands-on opportunities that reflect student interest and also experiences that tie to the real world. And so under the guise of business leadership, we're going to be doing a project with a company called Gone Boarding where they provide educational materials that actually provide lessons around the development of a product. They students are actually going to create their own skateboard line. They are going to build skateboards from scratch. Um they're going to do public interest surveys and get consumer feedback about what the design would look like, fair marketing value. Um he's currently working he actually had a meeting with a skate shop in town to figure out how we could partnership with uh develop a partnership with them.

We're looking at how we can connect to the skate park and we are looking at even a bigger partnership with Vans which their their headquarters is out of Orange County. So it's going to be a really cool and unique learning experience for our students. They're going to be they're going to get through to go through the entire entrepreneurship from scratch. And then we are going to be doing crosscurricular projects as part of this unit where we are going to have um lessons in math when it comes to cost analysis. We'll be looking at different um our econ classes will be looking at marketing scales and um even our photography students will be looking at and our web design classes will be looking at different ways where we can incorporate the information from this. So, it's

something new that we're doing, but we're really trying to bake this this business leadership class something that is meaningful to our students and helps them get a concept about ways that they can extend entrepreneurship into the real world. So, that's some of the things that we're looking forward to for next year. Other than that, I just want to wish everyone a happy, safe, and healthy holiday season. Any questions you might have for me? >> I don't have any questions, but I did want to comment a couple of things. um one the spirit that the students are feeling really just comes through in the student reports and in both your principal reports and that's just so great to see the diverse things that are being done on all the campuses. Um I love that and um

when I was a paraprofessional at Ranch Bernardo High School I was involved in a similar business marketing venture and that is such a fabulous program and so I really love seeing the kids getting that hands-on from very beginning to the very end. How do you market and how do you make a profit and how do you do that? Um, I love that and I love seeing our students work closer with the community to really when they graduate be ready to be career ready. So, thanks for doing that. >> Thank you. Next, we have report from board members. >> Who would like to go first? >> Okay, I'll go first. [clears throat] Um, I've got a little bit of a list here, so I'm gonna try to move as quickly as I can. Um, first thing

I wanted to talk about was CSBA, California School Board Association. Um, I am a delegate on that. The California School Board Association is a statewide organization that advocates for schools on the state level, federal level. It helps with education training for board members, uh, superintendents, administrative assistants, and a lot of other people. Um, as a delegate there, I get to um, well, I I I get to help choose some of the future leadership of uh, California School Board Association. We had uh, an opportunity to elect our newest president. Her name is Deborah Shale Shade, I'm sorry. And she is a board member from Salana Beach. So, the new CSBA president is a local person and somebody that actually uh Ilsson and I met a couple years ago at a uh one of the CSBA events.

So, it's good to have somebody that's got connections and she's uh she's as pretty high up as you can get there. Um following that, we had our uh Ton and I went to the CSBA AEC. Remember what that stands for? >> Annual education conference. >> Thank you. which was up in uh Sacramento where we got to learn a lot of what CSBA is doing and things like that. The big piece of news is I'm happy to report that CSBA is taking a much stronger position with the state of California to help advocate for school districts, especially small school districts, especially in the amount of support or lack of support. They're trying to get the state to shift from a mandates and compliance to more of a support and assistant framework. Uh essentially CSBA has been

advocating for a long time, but now they've got a much stronger message for local control. So instead of just a state telling us what to do with our uh budget that's stretched thin, um we're hoping to get some more support from them. Um I had a good meeting with uh CBO talked about maybe an hour on the budget went over that in a lot of detail. So I just if if you haven't heard me say it uh we are all very impressed with the capabilities of our CBO and though we are going to have some challenging times I feel comfortable that Brendan knows everything that is happening there. So thank you for that. Um, I think I'm going to be talking to the board about this next month. So, I'm going to be a little

bit vague, but I got an opportunity to meet with a student and one of the principles who who mediated a good meeting where we talked about some some graduation challenges. And and the takeaway from that is I was so impressed with how much this student has going on. This person is, and again, I'm being a little bit vague, but just a lot of challenges at home. She's supporting uh other family members, uh taking brothers and sisters to school and everything else, working multiple jobs. It it was it was really good to hear somebody working. It was very impressive to see this young adult and how hard they are working to to succeed. So that was uh that was another meeting I had. Um, finally, just want to wish everybody happy holidays, merry Christmas, Quanza, Hanukkah,

whatever it is, winter solstice. Um, please take a little time, spend with your family members, and let them know how much you appreciate them. Thank you. >> I um I have attended several events these past few weeks, but I want to dedicate my report on the memory of a of a Fabric resident, warrior parent, and a great friend, Mr. Ruben Castillo. Uh Mr. Ruben Castillo was known as El Señor Kuba. He's um he's a Kubano and we always spoke about, you know, he always shared his stories with me. He left Cuba many years ago and made Fbrick his new home. I met him years ago when I taught at Fabric STEM Academy and his youngest daughter was a second grade teacher there. She's now a high school warrior. My deep condolences go to her [snorts]

and her family. Mr. Gustiva was a great friend, a lovely father, and he'll be deeply missed. A GoFundMe account has been created by his daughters to help with the funeral expenses. Um, and I just wish that Thank you. Next, we have report from superintendent. >> I was just going to jump in quickly. First off, my sympathies. I did not meet him, but that is sad to hear. Um, so um I did want to quickly just report on the conference that I was able to attend as well um which was very informative. A couple of the sessions we kind of went into breakout sessions following keynote speakers. Um, one that I attended was um, bond [laughter] meetings and the difficulties and the benefits, the pros and the cons and um, very knowledgeable um, presentation and I

think as the board looks forward as we need to upgrade some of our old infrastructure and our pool and make sure that it meets health and safety standards. Um, I really got a lot of information out of that. um and look forward to to taking that further when those those discussions happen. Um I think the other part that was very aware in most of the sessions that I attended was that um students are are working so hard and pulled in so many directions and to some extent and so are parents and so to a large extent a lot of things are falling all on the school and so that's where you know I give kudos to all three of our schools and both of our principles and our administration that you know we we look

not just at the student But we look at the student and their family and their friends and their needs and their concerns as good as we can. Although we cannot be everything for everyone. Um but that's that's definitely something that I think at the state level everybody is aware. Um and that kind of goes hand in hand I think a little bit with what u Mr. Jones was reporting is we really don't want our people spending lots of time filling out forms. We want our people spending time being with students and helping them and and helping their families. Um and then the last one was one of our keynote speakers um was very dynamic um and had some very um uplifting and enlightening kind of um information to present in these kind of challengings and

sometimes daunting times. I had just gone up to him to get shake his hand and just to say thank you for lead letting me kind of you know finish in a positive note and um he actually has a podcast and kind of talking a little bit about our school district and what we do and so he's invited me to join him on his podcast. So I look forward to meeting with Mil with our superintendent um in terms of what kind of verbiage we want to get out and what we want to highlight and talk about. But we are doing some very unique things and we should be very proud of it. So thank you. >> Thank you. Next we have report from superintendent. >> I want to start off by gra congratulating trustee Karolmpio for

being re reelected as board president. Trustee Jones for being being reelected as board vice president and trustee Rodarte for being reelected as board clerk. I appreciate your leadership and your commitment to our district. Thank you for for all that you do. As you've heard last week, Trusty Jones, Trusty Rodarte, and I participated in the California School Boards Association's annual education conference in Sacramento, a gathering of education leaders from across the state to discuss issues that directly impact our schools. One of the most valuable experiences was attending the candidate forums for California's gubernatorial race and for the state superintendent of public instruction. These sessions gave us insight into their priorities for education, funding, accountability, and student success and how those priorities will shape the future of public schools. Another major focus was reducing the administrative burden

on districts. The California School Boards Association, the Association of California School Administrators, and the Small School Districts Association are working together to make sure that the state enforces um SP 315, which requires the state to review and streamline mandated reports. Their recent report, Drowning in Documentation, highlights how excessive compliance requirements take away from what matters most, supporting our students. The organizations these organizations are calling for a state dashboard to track progress and hold the state accountable for reducing unnecessary reporting. For our district, these conversations matter because chronic absenteeism and student engagement um with less time on paperwork means more time for staff to focus on the attendance initiatives and the student support. When it comes to transparency and accountability, a state dashboard aligns with our commitment to clear communication and data-driven decision-making. And our advoc

advocacy for resources streamlining compliance helps ensure that resources are directed toward classrooms and not towards redundant reporting. Thank you for supporting our participation in these statewide conversations. They help ensure our district's voice is heard and that we stay ahead of changes impacting our schools. As we approach approach the end of the calendar year, I want to take a moment to express our gratitude to our students, families, staff, and community partners. Your dedication and support make our school stronger every day. May this season bring you peace, joy, and time to connect with those who matter most. Please stay safe, take care of yourselves, and enjoy a well-deserved break. I look forward to continuing our work together in the new year. Thank you. Next we have agenda items education services information item new course international boret sports

exercise and health science standard level. This is an information item and will be on the next board meeting for action. >> Do I have a presentation? No. Okay. >> Mr. Typing, could you bring the presentation up? I have notes. If I can I can go off my notes if necessary. a little bit of pressure now that it should be an amazing presentation. Well, while they're working on getting that up, I can speak a little bit about the new course. And then there's only one or two visuals that I think are helpful but um I can speak to them as well. We have a new course called international balorate uh sports medicine is kind of the abbreviated version and that is a course that has been actually brought up by one of our dual immersion teachers

year in and year out expressing that our students had significant interest in this type of a course through IB and we haven't quite been ready to pursue that course but this year we did a little bit more work with our team in terms of looking at feasibility and the development of the course and so the course has written and presented as an information item really dabbles in with scientific method in terms of looking at health in sports sports contexts. Um there's a lot around human anatomy and physiology but everything is very specific in the sports realm. Uh the target audience for that course is our 11th and our 12th graders. So our international balora classes are courses that have to be taken at those grade levels. Uh it's also targeted towards our dual immersion students.

It's a course that we would pl if is approved would be offered in Spanish and would be offered in English. Um primarily though as I said we're targeting our dual immersion population. Uh our current dual immersion pathway includes an international balorate class for environmental systems and societies. And so the evolution of this course came into play because environmental systems and societies as a standard level course was a two-year course. And what we noticed for all of our IB courses that the two-year courses in year two, we were seeing attrition in students. And so keeping their interest in one particular course or content area was something that was a little bit challenging. So we took our standard level courses and we solidified those into one year instead of two because they with the trimester system we

could hit the mandated number of hours for the IB program. But what that meant for our dual immersion program is they are required to take two classes in their target language which for us is Spanish to be maintaining 50% immersion in their target language. So by removing the year 2 IB environmental systems and societies it left our dual immersion program with a gap uh for them to continue and take those four years in that target language. So the goal of this course is it would be a one-year course standard level and it would simply take the place of the IV environmental systems year 2 course. Um so it would basically be a replacement and the replacement aspect of the course is where there's no additional cost. So we have approximately 30 35 34 35 students

right now who would be going in to take that course as juniors if it was approved. And then as seniors, they would all go and they would take the environmental systems and societies, which allows us to run them two full courses. Um the cost to the district would be approximately $5,000 in materials. That's what it would cost us to purchase uh textbooks for a class set for um class set for students at 35 and also for them to have textbooks at home. Um that's with the approximate cost of the book being about $70. And those um those funds would be able to be utilized through our instructional lottery supplemental concentration um and our learning recovery emergency block grant or some of our additional or our restricted funds that we could use to purchase those materials.

So you're not missing that much in the presentation. It just had a very nice visual that showed you that environmental systems and societies was going away and I sports medicine was coming in to take the place. So it's not an in addition to it's in the place of >> could students who are not in the dual immersion program take this course as well. >> So on our course requests we would have the opportunity for it to be offered in English as well. So if they're not part of the dual program and they want to take in English and we get enough students to offer the class because that's that's the critical piece for us is we have to have enough students to offer the class then yes we would be able to offer in English.

We have a teacher in Spanish ready to go. We have a teacher in English ready to go. Additionally, for the course that's offered in Spanish, we've been having a lot of conversations with our dual teachers and especially knowing that we have a smaller population of dual students who come into the high school. Uh we are looking at allowing students who are maybe not part of the program but have high linguistic proficiency in Spanish. So, if we have high high linguistics in Spanish for our English language learners, they could take the class. Or if they just happen to be strong in Spanish, um, but maybe they're not an English language learner, they could take the class as well. >> Thank you for sharing that. Um, I did want to mention I had multiple comments at the

conference and talking with um, other board members from other school districts um, asking about if we had back um, back I can never say that word program. um as well as dual immersion and they were so impressed that we have both of those. So I just wanted to compliment you on that. >> Thank you. >> Question about Okay, so >> this is not a CTE class, right? Because my experience in touring a school down south, they had a sports medicine CTE. This is not that. This is more like a biologyish class focused on sports medicine. >> Correct. To be a CTE class, you have to have a CTE credential teacher, which means they have to have experience in the field. And so for us, international balorate, it would be taught by one of our science

teachers. >> Is there okay? And then you talked about this being dual immersion. So when we talk about textbooks, students take a tech, every student gets a textbook that goes home. The classroom has a second set for everybody. >> So is the classroom going to have how many textbooks? >> So it would be for the 35 students and the textbooks for international balora are all in English. So the challenge for our dual teachers is they do have to go look for additional resources in Spanish and usually we can get those through the IB website and they are in contact with other international schools that can provide some of those resources but there's usually a resource and it's usually in English. So that would be 35 if it's a class of 35 students, 35 textbooks in

the classroom for them to use in the classroom and then 35 for them to be able to check out and then have just at home for homework. So total of 70. >> Thank you. Mhm. >> Since this is a course designed for dual immersion, right, as of now, >> um will that mean that students are locked into a certain period as in since it can't be offered multiple periods because it's most likely for a cohort of 35? >> It all that locked them in. >> Uh it all comes down to the numbers. So based on number of dual immersion students we have right now in 10th grade Kimika, um that's where I'm getting my number of 35. and 35 means it would be one section. So once the master schedule is built, it gets placed

where there's the highest availability for students to be able to get in and take that course. So in that respect, once the master schedule's built, yes, it would be locked. If we got more interest than that and we were able to offer two sections, that's where there becomes a little bit more flexibility in terms of how that's placed on the schedule. >> Thank you. >> Great. Thank you. Next, we have action item uh textbook adoption AP American government. Can I get a motion? >> I'll move that the board approve the textbook adoption for the AP American government as presented. >> I'll second. >> Thank you. Move by Mr. Rodarte, second by Mr. Jones. Do we have any questions? >> Uh just a comment. I was able to review the textbook uh got to the meeting

earlier. It's sitting right there in the counter. Um I was pretty impressed by it. So that was it. >> Just for anybody who's watching, um if parents want to request a textbook to review, how can they do that? >> We can have the parent reach out to our parent centers, usually where we place our textbooks. And once we have information that they want to review a textbook, then they can contact the library. We can make sure that we have it available for them. But um am I correct in that prior to bringing the textbook adoption to the board, there is a period where the books are available for any parent to come in and observe them and we usually keep them there at the parent center. Correct. >> Have any parents come to review? >>

Not not for this particular book. >> Awesome. So it's available and they can come. >> Mhm. >> Perfect. Thank you. >> Okay. Student board representatives are not here. Mr. Kaga Lampio votes I. Mr. Christensen is not here. Mr. Haskell is absent. Mr. Jones >> I. >> And Mr. Rodarte >> I. >> Next we have action item single plan for student achievement fick high school. >> Can I get a motion? >> Yeah, I'll go ahead and motion that we adopt the single plan for student achievement for the Fick High School. I'll second that. >> Uh moved by Mr. Jones, second by Mr. Lante. Any comments or questions? >> Thank you. Student board reps not here. Mr. Kolumpio votes I. Mr. Christensen's absent. Mr. Haskell's absent. Mr. Jones. >> I. And Mr. Rodarte. >> I. >> Next

action item. Single plan for student achievement Ivy High School. I'll move that the board approve the single plan for student achievement at Ivy High School as presented. >> And I'll second. >> Okay. Thank you. Moved by Mr. Rodarte, second by Mr. Jones. Any comments or questions? >> No questions. >> Thank you. Student board reps not here. Mr. Kolumpio votes I. Mr. Christensen's absent. Mr. Haskell's absent. Mr. Jones. >> Hi. >> And Mr. Rod. >> Hi. Next action item, approval of student Chromebook purchase for the 20 2025 2026 school year via Omnia Contract Trafera. >> I'll move that the board approve the student Chromebook purchase for the 2025 to 2026 school year via Omnia Contract Trafera as presented. >> I'll second that. >> Thank you. Comments or questions? None student. Do you have any? Okay. Studing

board reps are not here. Mr. Kolia votes I. Mr. Christensen's absent. Mr. Hasco's absent. Mr. Jones I. >> And Mr. Rod. >> I. >> Next. Business services action item. Notice of completion and approval for release of retention for bid number 2324 hyphen 01 R1 with Waco Inc. for the agricultural department upgrade upgrades project at FBrook High School. >> I'll move that the board approve the notice of completion and approval for the release of retention for bid number 2324-01 R1 with Waco Incorporated for the agricultural department upgrades project at Fbrook High School as presented. >> I'll second. >> Thank you. Comments or questions? Student board reps are not here. Mr. Catalampia votes I. Mr. Christensen's absent. Mr. Haskell's absent. Mr. Jones >> I. >> And Mr. Larte >> I. >> Next action item first interim financial

report fiscal year 202526. >> I motion that we adopt the first interim financial report fiscal year 2526 as presented. >> I'll second that. >> And I believe we have a presentation for this. >> Yes. So tonight we have our first interim report which is the budget and actuals through October 31st of this fiscal year. And I'm going to start with the revenue and I'm not going to read off all the numbers. I'm just going to show you that on the revenue I'm comparing the original budget which was adopted at the end of June to first intrum which is now. So what we have we've in our LCFF sources which is the combination of our state aid and our property tax we reduced 60,376 and our federal revenue we increased the um 92,899 state revenue we

increased 1.1 million local revenue 137,000 so for the difference is we increased in our revenue is 1.3 million in. And the reason for that is all on our restricted side. It's carryovers. And I'm going to break it down. So in our federal, we had carryovers. And that's money that we didn't spend in 2425 that we were able to carry over. So I have to add it to the revenue and the expenditures in the new year so that we can spend it this year. So, in titles one, two, three, and four, we had uh just under $33,000 as you see there. Uh Perkins grant, we weren't sure we were going to be awarded that at adoption, so we found that out after. So, I've added it to the budget since that $60,000. Those are the details

that make up that 92,899 on the federal side. And then the state restricted between toup pay 28 the classified school summer assistance some mental health there's a lot of changes what I thought we were going to have at the end of last year and what we currently have and any carryovers all of those adjustments I didn't break down all the details but it's a total result of a decrease of $43,342 and then we have a new grant, uh, student support professional development block grant, and that's to the tune of $431,600. We will not spend that all in one year. We are going to break it up over three years. But since we did already receive the money, then I did have to account for the revenue. So I had to account for the expenditures on

the other side. So that's why I increased the budget on the state side of 431600. And then um between CIG and strong workforce, those are our two main um CTE grants. Between carryover and new grants for this year, I had to increase the budget of 759,780. So that's the reason for the 1.1 million on the restricted side. It's a lot of it money we already had that we didn't spend last year and so I have to carry it over to the current year. And then on the um local our sped which we is um AB602 the money that we get for revenue for um special ed INC that increased by $77,735 more than I had budgeted for. Um, we have another grant that's a local grant and that's our border region pipeline grant. It's a

CTE grant and that's to the tune of 60,000. So that's the reason that's what makes up the increase of the 137,000 that you see on the local line under revenue. And then our contribution. So our contribution is what where when you look at the budget and you see revenues, you see expenditures and you see, wow, we have more revenue than we have expenditures. Our budget's great until you see the contribution line. The contribution line is where we have to take money from our unrestricted side and we contribute it to the rest the restricted side. Our main two resources that we need to contribute to is special ed because the revenue that we get from AB 602 property tax does not equal the amount of expenditures. So that shortfall the district's general fund needs to make

up for and our routine restricted maintenance. That's where our trades people are paid out of and where all of our maintenance costs are paid for. that by law we have to contribute 3% of our um general fund. It's the same amount as our um restricted of of our reserves. Thank you. I couldn't get the word reserves. We have to have 3%. And so we usually contribute to the amount of the budget to keep that that flush. But since we are in declining enrollment, our expenditures are increasing. I didn't do the contribution as high as we usually do. I had to actually go through and make some reductions in um maintenance if like last year they bought some equipment and some large things that they don't need to buy this year. So I was comfortable reducing

their expenditures. So therefore their revenue doesn't have to be as high. So I reduced the contribution to routine restricted maintenance by $232,000 saving the unrestricted side of the general fund. But I did have to increase uh special ed the 94,000. So those are just some things that are are the variations that I did between budget and first in revenue. Are there any questions before I go into expenditures? >> Has the contribution to sped increased throughout the years or has it remained at about 94,000? >> It Oh, no. The contribution to sped is about 4 million. That's just the increase that I did from budget adoption to first interrum. We contribute about a little over $4 million to sped every year. >> Has that contribution increased? >> Yes, it has because as our sped needs continue

to increase and our sped population inc in always increases. Even as we're declining enrollment year after year, our sped population is increasing. So the costs increase the revenue doesn't increase in the same as the costs do. So that's the reason that our contribution does increase. So yes we do increase it year after year. And so now for our expenditures so overall from original budget to first in the difference was and I went through first in knowing that we were going to have to make some reductions. I tight I started with this year and I tightened this year as much as I possibly could and so I went through some certificated salaries and these are on the unrestricted and the restricted. Instead of giving you all those details I just thought I'd give it to you

at a high level and so the difference was I reduced it by $14,000. Classified salaries I reduced by a greater amount. That's $296,000. A lot of those were budgeted that we had in the learning and recovery emergency block grant. And some of those on the unrestricted side were on our supplemental side where we had a bilingual paras budgeted there. And we were able to reduce that just for this year because our um classified English language learners, newcomers coming in were lower than usual. So it doesn't require as many bilingual paras as we had originally budgeted for back in June. And then employee benefits, those just go with salaries. So um I decrease those by 68,000. Books and supplies 20,000. And I did increase too a large amount the 1.5 million. So I want to point

out what that was. um 162,000 of that 1.5 is our utilities. Looking from last year to this year um and that's also comes with some of our insurance under our utilities. I like our property and liability. So those went up more than I had anticipated. So as a whole 162,000. Um some of them are supplemental concentration contracts. I budget kind of based on what we did the current year and then as we come into the new year, Miss Ton then goes through and fine-tunes and then moves the budget if I had it in somewhere else and she knows it's going to be used in um contracts. So that got in the contracts line of supplemental concentration there got increased for this year $288,000 sped for $55,000. um we have more conferences and that's for restricted

and when we do get our restricted money we really try unless we have a a full plan of salaries and benefits and extra duty and um if we're order um if we're going to hire supplemental positions but if we're not and we're not really sure I'm not really sure what we're going to do with that I will always budget it in the fours and fives because that's the supplies and the professional contracts because those are much easier to reduce. So when I wanted when I just don't know where to put the money, I just kind of budget it evenly. I'll divide it in two and put some in supplies, some in professional contracts. So I did that and um then on the that so the majority of that $1.5 million about a million of it

was the restricted grants. So that's what and they they just I spread them across the different 5,000s. And now on our to our general fund unrestricted. I'm only showing you the unrestricted because this is our multi-year projection. And under AB1200, you know, we always have to show that in our third year, we are going to be able to meet all of our expenditures and cover our 3% reserves. So what we do is we take the beginning balance which was last year's closing ending fund balance. That's our beginning balance which is 5,34,346. And by the time we have we take that balance, you add this year's revenues, you subtract this year's expenses. That gives us an ending balance of $3.2 million. We must keep $35,000 for our revolving cash and we have to have our 3%

reserves which is $1,371,000. So that leaves us with an unappropriated fund balance meaning no commitments just in our savings $1.8 million. So now in the subsequent year you take the ending balance before any reserves or anything taken out the 3.2 2. That becomes the beginning fund balance for 2627. You add those revenues, subtract those expenses, and you end up with $2.3 million. Take out the revolving cash and the 3% reserves and then the unappropriated fund balance is just under a million. And then same thing in 2728. So in and then having that and the fact that we end the third year with $96,000 that allows us to qualif to have a positive certification. So we can file a positive certification with the county. They will review everything. They have to agree with my numbers. They

send me things I have to answer. I have to answer for every change I've made and everything I say I have to be able to support. And so, but then if they sign off, we get the letter and then we file a C uh positive certification, which is what we always want to do. But in order for us to do that, we did have to make some reductions in our 2627 fiscal year. And there's also um a resolution coming to the board tonight after this report which shows what those reductions are. There are various places, their salaries, their benefits, their contracts. So they're just kind of we we plugged somewhere we know that maybe we we could make some reductions. So that's what that is and those are required because our revenue is reducing because

of our students. So we are have been in declining enrollment. But what I want to point out is ever since COVID, okay, it used to be that you had a hold harmless. If you were a declining enrollment district and you had a higher enrollment last year than you did in the current year, you were funded on the prior year. Well, then after COVID, when schools really started experiencing detrimental declines, the state changed the funding mechanism and they said, "We now have a three-year average." So, we were taking the three-year ADA and they add those three years together, divide it, that's what you're funded on. So, that was very advantageous for our district because in our actual ADA was 1,900, but we were funded at 2019. So, that was 119 more than what we really had.

And then the same in 2324 we were funded at 81 more than what we really had. 2425 we were funded at 92. Now as we continue to decline that average has gotten lower because the numbers that they're adding together and dividing have all gotten lower and much closer to what they were the prior year. So in the current year, our actual ADA that we're projecting is 1,847 and our funded ADA is 1,877. So that's only a holdarmless cushion, if you will, of 308 ADA. And then in the outer years and I am projecting that our enrollment is going to not decrease like we usually do and our ADA I usually show a much higher decline because I go based on past history. It was one year 65 then it's 40 then it's 37. So not

only even though I still project that our enrollment is going to decline but we are going to such great lengths to improve our attendance and our whole theme this year is attendance matters that normally we take the enrollment times 93% attendance rate but our attendance rate in fact as of the end of November our attendance rate was at 95%. So, I'm going to be less conservative than I I usually am, and I'm going to say that our enrollment with a 95% attendance rate is going to yield us a ADA in 2627. And since our decline seems to maybe have tapered off, I stayed with 1,840 in 2728 because that is the third year. So we have plenty of time to make changes if we drastically decrease. So that's that's where the projection comes from. And

the reason I want to point this out is because in the LCFF calculator that creates what our revenue projections are for the outer years. It's all based on what I put in there as our ADA projection. So that's why I wanted to make sure you saw that. And I have a little graph because at adoption I showed you the huge variance between our actual ADA and what we were funded on. And so that has so significantly decreased. So that there the gap has narrowed that I just want you to see where our actual ADA and our funded ADA is very in line. So in conclusion that um and I want to say this so in my multi-year projection I am reflecting a million59,477 budget reduction. As I mentioned it's spread out salaries benefits contracts and

you'll you've read more about it in the resolution upcoming. Um the board will file a positive certification at this first interim. We are projecting an enrollment decline in the next two years but an increase in attendance to yield a slight decrease in ADA. And this reflects a cola of 3.02% in 2627 and 3.42% in 2728 because this is based on information we had as of October 31st. the governor's budget will be announced and we'll be going to all those um seminars in January and then that's when the roll cola will be announced and if the cola is higher or lower then I will adjust the budget and I will come back to the board in second interim with those updated numbers. Are there any questions? >> Thank you for clarifying all of these. Um, and

just for those of us who are not very good with alphabet things, um, the ADA is average day attendance and then the COLA is the cost of living allowance. So, you're welcome. But thank you for all your hard work, Brenda. >> Any other comments or questions? Okay, we will move on to the vote. Student board reps are not here. Mr. votes I. Mr. Christensen is absent.
