005academic dealon team I'm going to invite Miss Tracy Markham and uh Miss Debbie Berg is not with us tonight tonight she is one of our academic daath along advisers and we will be recognizing Trenton Yang Jacob uh Mandela Anthony Wilson and Timothy marburn Miss Markham if you could come up and tell us a little bit more about the accomplishments of your amazing team good evening I'll make them stand and look this direction um thank you to the board for recognizing our students this evening um over the course of the last several months our students have competed on six different dates culminating with the long event on January 28th of this year the theme for Academic Decathlon this year was the American Revolution and as you may know decathlon means 10 so they compete in 10
006different events um all academic subjects as well as essay speech and interview and um the Sano County awards were held on Friday February 3rd at the chil a Performing Arts Center and as usual students did fabulously well this is my 17th year coaching the decathlon and it's actually the first year we have not fielded a full team and we've had some conversation with the students about that I think coming out of some of the co restrictions and and just getting kids back on track that's been challenging and so we're looking forward to Fielding our full team again this next year um two of our students are present with us this evening our alternate um Francisco Franco uh is not here this evening and I'll speak very quickly about the other two gentlemen who are not
007here this evening and then I'll speak about these young men here uh Anthony Wilson is a current Junior at fber high school he is an athlete so was unable to be here this evening um he got a special recognition as having the highest overall team score as well as the second highest overall personal score in the competition he also received the highest individual score in any subject matter which happened to be in chemistry and he also received the highest individual mathematics score of the entire competition he came home with uh three uh uh medals you see Jacob here looking with his and uh Anthony did an outsanding job so um Trent Yang is our other gentleman who's not here this evening um he's a senior at F BR High School competing on on his level
008he received a s silver medal in mathematics and um received a graduation Court as being a member for multiple years so the two gentlemen that are here with me the first one I'll speak about is Timothy marshburn even though it is a fber high school team we uh invite students from Oasis or Ivy to participate with us if they're interested it is a bit of a um a requirement for them because we meet once a a week at lunch at fber high school so sometimes it's difficult for students from other places to to work with us Timothy is an oasis high school student and happens to be my student I've had the pleasure of teaching him for the last four years Timothy is also a multiple year recipient with a graduation chord he won a
009silver silver medal in speech and a silver medal in language and literature so a fabulous fabulous young man we're so happy to have him and then the guy with all the clanking here uh Jacob is a fber high school senior uh he also has a special recognition chord for graduation as a multiple year participant he received the highest score at The Varsity level and won a brand new laptop computer this year he has a bronze medal in social science a silver in economics a silver and language in literature a gold in music a bronze in science and um both of these young men have just been so fun so amazing to work with they give up their lunch every Friday uh we give them lots of stuff to read on their own Mrs Berg and
010I have opened up a a Google classroom and we're just constantly dropping things hey look at this read this let's talk about it Friday and they're just amazing because the only reason they're here is they just want to learn something new they want to do something more than what's expected of them through their High School experience and I'm really really proud of them so thank you thank you so um so the two gentlemen that are here this evening are Timothy marshburn and Timothy do you want to go down the gauntlet and Jacob mendenhal and I'll be happy to deliver the others you would like and Miss Markham we'd like to extend our appreciation for the time that you and Mrs Berg um spend preparing these students for that competition I know it's been two successful

012Arts board recently established this scholarship the Vince Ross scholarship and why Vince you ask several people behind me know why Vince created and established the financial resources and the community support for the creation of the fabric Arts Center in the school he is the founder of the FC advisory Council FC revitalization Council fbri Village re rotary and co-founder of fbck Land Conservancy he's served decades as an exemplary liaison between fbck and the county of San Diego and you all know how important that is because of his extraordinary contributions to our community this scholarship was created this scholarship is designed to honor Vince by rewarding and perpetuating Community spirit and service to others in addition the recipient will have a demonstrated interest in the Arts our first recipient from F Brook High School is Domingo Martinez
013he is here with his mother Dolores Sebastian he has a wide array of community service such as assisting with the boys and girls club swim program the community Christmas Tree Project Community Park cleanup team and being lunchtime buddy for special needs students at the high school Domingo is the eldest of three siblings his sister was born with a life-threatening condition while the doctors said not much as possible one doctor told him and his mother we can help her it is when it was at that point when he realized we can save a life she is now six years old he is heading to college and with plans to enter the medical services specifics to be determined the Vince Ross scholar the Vince Ross community service scholarship will continue to fund community-minded students who have an
014interest in art he plays the horn he is a drawer to support their career aspirations at a recent fabric Arts event Domingo received a $500 scholarship because of his gracious and meaningful acceptance comments at the event which you're going to hear in a moment additional funds have been received and he is tonight receiving an additional $500 for $1,000 in scholarship so Domingo come on up well um I'm really flattered so thank you and it obviously it was for that night so I'm going to twist the words a bit but it went a little bit like this good evening board members my name is Domingo Martinez and as of most of you know I'm senior at FBR High School it was a truly a pleasure to be there that night and it definitely was a experience

016know thanks to my family members as well as my Avid Community I have realized that one of the pillars that kept me and my community together was Art um as I cruise down Main Street one of the things that I can't help but just Envision and love are the murals I can't help but feel and get excited about the fact that they show the before and after the the growth that we have gone and how far we've come and I definitely feel like that I I resonate with that just for the simple fact that I feel like there's always a change that can happen um this has an impact on my life and on for the love of my art just because especially with the scarecrows seeing the scarecrows um from certain fck high school
017students that were able to build them it gave me a certain wonder what I could build and what I could create and just certain things like that seeing the murals and having those scarecrows out there as a little one just being able to see those whenever cruising down with my mom it was definitely a special moment and I personally see that art gives me a chance to feel that I have something in control of as as well as I'm able to create my own world and for me that just shows me something and a way to Build a Better Community in my own way it's definitely for sure showed me a way how to um create a better connection with my family and to have a better Community within that little one and I believe

019high school at Fallbrook Union High School District in 201920 Ivy high school was identified for federal comprehensive support and Improvement also known as CSI due to a 2-year average graduation rate of 65.3 5% incorporating the 2008 18 graduation rate at 67.6% and the 2019 graduation rate at 63.1% we are pleased to report that Ivy high school has exited CSI The Ivy High School graduation rate improved from an average of 65.3 5% over the two years in 201819 to 75.4% averaged over two years 2021 and 2122 the graduation ation rate in 2122 was 80% and quite a success for Ivy High School the journey to improve the graduation rate at IV began with principal Michael Gray CSI coordinator Kim Gage now retired and CSI technical coordinator Megan weblo the team compiled quantitative and qualitative data including
020empathy interviews for near nearly every student and as many parents as possible at Ivy High School the team determined that attendance was the highest inhibitor of Student Success and attendance was impacted by Family responsibilities and social emotional needs of students in an effort to address this the CSI team implemented social emotional interventions and then tracked students attendance credits grades and social emotional well-being over the course of each year women Wonder riters Boys to Men and social worker David Cruz were key integral components of the efforts to support students social emotional well-being and improve attendance rates over the course of each year the data was analyzed the CSI team came up with new ideas and supports for students and parents such as more parent contact by phone and dinner with the counselor events the work subsequently
021made its way into staff meetings where teachers were involved in the process to analyze the data and determine next steps to support students needs this data review process has evolved over time and continues in the form of guidance alignment the dedication of Ivy High School's teachers counselor administrator social worker and the CSI team Have Been instrumental to the success of students over the past years we want to list those staff members by name in appreciation of their Daily Commitment to their students and the high expectations they have to make their students successful as your name is called if you could please step forward we would appreciate it social science and Lead Teacher Kelly Walker who could not be with us t tonight math teacher Greg Keener English language arts teacher Corey Boyce science teacher Sher

025thing there what I'd like you to do is do this perfect all right my name is Jason nce I am a father and and a husband um we have six kids one is in Fall Brook unified one is on on the way and many more to come first off it's a little bit ridiculous um I thought that this book has been already uh taken out of the school library I am at work in Point Loma in meetings and my wife tells me that this book I believe it's called Beyond magenta is that correct is still in our library and my question to you is why this is borderline child pornography it illustrates like a six seveny old if I'm not mistaken giving to Neighborhood kids this is absolutely ridiculous make no mistake if this book
026does not get taken out with with the exception of Paul the rest of you will be on notice charges will be filed this is absolutely ridiculous this book needs to get out of our school system do you understand this is wrong this is sinful this is evil this is disgusting get this book out of our school library and and do it quickly I yield the rest of my time back to the Fine men and women that serve this country KB gret will be followed by Susan leus how's this good good if you point that straight towards you parallel the ground that'd be perfect is that better thank you okay I actually just uh gave copies of a letter to you all but I wanted to read it or some of it into the record um
027so thank you for allowing public comment I I realize it's the law but these are difficult times on uh February 3rd the superintendent's office received my foyer request for copies of requests for reconsideration of Library material forms received in 2022 and 2023 and copies of the district responses and and I haven't heard anything back yet so just please consider this a gentle nudge um whether it's going to be yay nay or something in between that would be great um at your 13th February board meeting I raised the issue of the need for transparency of the library materials reconsideration process this is a critical consideration given the concerted effort by a small but loud minority to ban books from our schools excuse me particularly books that address lgbtq students identity I took a whack at a
028possible revision of the existing policy to open the process to the public and allow a free exchange of ideas about challenge materials my suggestions are attached to the letter I sent up there on another note a common theme of many fields of study is social change the shifting attitudes that reduce racism xenophobia homophobia and transphobia Etc and how it comes about excuse me in the simplest terms in increased exposure leads to increased understanding leads to increased acceptance eventually but we have a lot of exposure understanding and accepting yet to do and the process is corrupted by biased ill-informed and uninformed resistance consequently in the spirit of this model of learning I encourage you all to dedicate 13 minutes to watch a documentary called raising Ryland and I included the link in that letter I realize
029public comments are just that they are not communicating patient but all of you might benefit from an exchange of concerns and fact-based information about how Banning lgbtq books harms lgbtq students and the communities in which they hope to flourish as a starting point please see the article abstract on the back page of the letter I dropped off up there suicidality among transgender youth elucidating the role of interpersonal risk factors and do note the references to Children's sense of belonging in the school last to reflect a child's sexual trauma at age six as pornography is lacking lacking Insight lacking um a a sense of the reality of sexual abuse and the trauma Associated it with kids it is not pornography it's an expression of trauma and attempt to gain some semblance of control over the trauma
030a young child has experienced it is not pornography that is really lacks compassion thank you Susan leus followed by Jennifer Montgomery good evening trustees my name is Jennifer Montgomery and I'm a parent of two daughters in the fber elementary school district and there are two future fber High School Warriors I rise today to encourage the board to support and confirm the superintendent's decision to keep the book beyond Magenta in the FHS library and to deny the appeal of that decision by a small group of panicked Fallbrook residents the board cannot and should not make a decision to remove any individual book based on their gut or what makes them uncomfortable robust public education full of a wide range of perspectives is one of the the key parts of a strong democracy book Banning is the
031very definition of tyranny and one of the first steps fascists take when trying to erode democracies we have fought multiple Wars over this concept but we are in a time of moral Panic driven and inflamed by right-wing special interests who have openly declared their desire for a theocracy not a democracy and to correct the record from the last meeting the Bible was not banned in public schools the Supreme Court merely ruled in fer V Board of Education that you cannot force public school children to read it I don't know about you but that sounds like a win for parents rights Advocates and our friends who claim to hate government overreach moral panics are not new and their instigators many of whom are here tonight are not original in their Crusade or Panic the same people
032who are scared of Beyond magenta were the same people who called Jazz the devil's music in the 20s and who thought their kids would be corrupted by Elvis's hips and during the satanic Panic of the 1980s thought hairbands were for sending secret satanic messages to their children this is a tiresome and predictable historical pattern none of us are surprised that the same group that pretends they are fighting government overreach is now asking you a government entity to remove books from school libraries that might make their kids uncomfortable well guess what your kids are already uncomfortable they are teenagers and not every teenager can talk to their parents openly about every topic and even those that can might want to learn and process their emotions via art music and literature if the values you have instilled
033in your children for the past 15 to 18 years crumble the very first time they encounter a book with an idea or a life experience or a person that might make them uncomfortable or curious or challenged then maybe your values aren't as strong as you think they are make no mistake the people who want beyond magenta removed from the library are doing so because they do not approve of anyone who is a part of the lgbtq community oh they'll go on and on about they love everyone and have no problem with gay people and how their real concern is quote the sexualization of children first of all these concerned parents love was nowhere to be found when Taylor alisana was bullied for being transgender to the point of taking her own life and with regards
034to the sexualization of children these same people aren't protesting children's beauty pageants they're not writing letters to Victoria's Secret about how they Market to tween girls and they're awfully quiet about trying to get to the root of sexual abuse in our churches because what they are actually afraid of is sexuality in general they'll say things like pornography is infiltrating our schools but they never provide sources or data for these statements because they don't exist it's literally not happening but scaremongers and terrified Zealot say it over and over again so Suburban parents just assume it's true these parents will say oh we're not Banning books you can still buy it or get it at the local library we just want age appropriate books for our schools but according to the American Library Association one of the
035foremost organizations on literary Freedom including First Amendment rights for students quote a challenge is an attempt to remove or restrict materials based upon the objections of a person or group a Banning is the removal of those materials so yes the challengers to Beyond magenta are book banners and though they are noisy they are not numerous over 70% of Americans are against book bands we have been here before trustees and the answer is to not yield to these challenges specifically with regards to Beyond magenta these concerned parents will point to one short paragraph in Mariah's story that talks about how she engaged in oral sex as a child for those of us who actually read the entire book The Story highlights Mariah's chaotic upbringing a childhood full of abuse and neglect she is telling you her
036story of sexual abuse that's not pornography that's tragedy these are stories of real teenagers and real kids and I guarantee you f Brook High School and probably every high school in America has students who can see themselves in these kids stories both the beautiful and the Ugly I would like to close with a story from the author of Beyond magenta Susan cuckin she said quote during school and Library visits one or two teens would often hang back from their next class to talk privately the discussion was always the same I need to read your book but my parents won't let me it was heartbreaking six people sent emails that they were on the verge of suicide one high school student in a rural conservative town wrote that they were so lonely and desperate they had
037been planning their death for that very day but passing a bookstore on the way home they saw a person on the cover of Beyond magenta who looked exactly like them flipping through the pages of the book they found a first name in it that was their name to it was a sign they were not alone courage gentlemen the next speaker is Sher lewig followed by Donna Weaver Mr gr can you take the mic to her now thank you let's say yes I much appreciated indeed I want to say good evening the last time I was here I did share with everyone the extent of my background and experience as an educator as a member of this community and also as a county commissioner so I come with with a lot of background open background I've
038dealt with many different people from all walks of life but what I did come with last time was a huge bag of books it was um at least 10 of the classics and one most classic of all with regard to our history was the Constitution and I ended on the note of kindly reading article 14 again but I wanted to say thank you to those people who came up to me at the end of the meeting outside in the lobby to thank me for the presentation for understanding that there are two sides to this story and not forming opinions without fully researching and understanding what it is we are speaking about the one thing I wanted to reiterate again is the fact that these books are not uh books that are in the classroom they're
039not books that are teaching texts but they are in our library and so I want you to think about the the books the 10 Classics or so that I bought brought the last time were those that were controversial but also in our library so let's not be quick to form opinions and I think it's very important as my 50 plus years as an educator to understand that our student population definitely needs to identify with other teenage stories and so that's what Beyond magenta does it's not one book beginning to end telling one person's story but a compilation of stories and definitely worth the read so I wanted to share that with you this evening and thank you again for your patience Donna Weaver followed by Tara Jenkins thank you um first of all a little
040bit about me I am a former teacher I taught in religious schools one which is in FBR I taught in uh another private school that no longer is in falbrook and I taught in public schools and I have uh I'm certified to teach in two states Missouri and Illinois my husband and I have three grown children all three of which attended and graduated from F Brook High School I have a granddaughter who's a junior here now and another granddaughter her sister uh is a seventh grader at Potter um so I have a pretty diverse background my husband's also uh he was a teacher in Tula for like 35 years um My Philosophy is censorship begins in the home and censorship ends in the home I censored not books in my home but I did censor
041music um I'm not really eloquent about this subject um so I decided that I would um read some quotes to you by some very famous people who did speak on this subject don't join the book burners don't think you're going to conceal faults by concealing evidence that they never existed don't be afraid to go in your library and read every book that's from Dwight D Eisenhower the next one is if all printers were determined not to print anything till they were sure it would offend nobody there would be very little printed Benjamin Franklin books and ideas are the most effective weapons against intolerance and ignorance Lyndon Baines Johnson the first first condition of progress is removal of censorship George Bernard Shaw I believe that censor censorship grows out of fear and because fear is contagious
042some parents are easily swayed book Banning satisfies their need to feel in control of their children's lives this fear is often disguised as moral outrage they want to believe that if their children don't read about it their children won't know about it and if they don't know about it it won't happen thank you Judy Bloom thank you for your time thank you Tara Jenkins followed by Judy Willis sorry so much to say um first of all I just I get really frustrated when people from a different perspective get up here and talk about what they think I think or assume they don't know um I have nothing against if a child is really struggling with gender dysphoria them having a compassionate book in the library that addresses that that doesn't have stories about grooming at
043age six and giving BJs I'll just say that and uh you know there's there's a way to be compassionate and loving and not um hypersexualize our kids not normalize and desensitize them to uh grooming cues or molestation cues okay and that's the thing when they read a book like that they might identify with a child's story um which I I think is is fine I I might not agree with that because of my faith but it is America and I do agree I do believe in Constitution because this lady back here said we wanted to ban that you guys know how many times I've been here begging for more teaching on the Constitution right so please don't talk about us because you don't know us um talk to us individually and get get to know
044us and then you can talk about us all right but that being said um you know we don't like kids drive until they're 16 do we call that banning driving no we call that discernment and wisdom knowing when a child is age appropriately ready for something and even then like you guys saw I have a son he has mild autism um love him he's a risk taker no doesn't take after me but that being said he might not D until he's 18 just because you know I got to discern as a parent where he's at you know another child might drive you know some kids can drive on their farms at 12 big rigs not suggesting that but I'm just saying you know kids are different places different circumstances so we have to teach our
045children discernment and as adults we have to have discernments we don't let people vote until they're 18 even when you're an adult you don't get the full extent of your rights you don't get to drink until you're 21 you don't get to rent cars and hotels in some states till you're 25 you don't get to be president until you're 35 are we Banning you from that is that what we write around and you know stigmatize it by using words like Banning or do we say as a society this is common sense because with those positions comes more responsibility that you might not be ready for at an age and parents I know you guys love our kids you wouldn't be doing and sacrificing what you're doing but parents are the experts on their children you

055is not a ban or burn books um debate rather simply allowing certain material to appear in schools schools where every staff member is a mandated reporter by law for the last 18 years I've been a public high school teacher I've taken the mandatory report training every single year as by law and as a foster parent with the county we have two kids who we adopted through the county care same thing as a mandated reporter I've done the same thing according to the child abuse reporting guidelines that all public school staff must take States I'm just going to quote quote sodomy oral copulation penetration of a genital or anal opening by a foreign object even if consensual by a child end quote it goes on to say quote lwd acts committed by a partner of any

070recent trustee and my understanding is that Jim duly was um appointed uh to this role and I want to go on record and I think what I'm about to say is a is a snapshot of a larger constituency that is in that area you know you mentioned I was just reading on my way here from from work by the way did I I need a cleansing from all this um grooming going on goodness you mentioned you reported this diverse Equitable inclusive district and yet we have if I'm not mistaken there's already mostly males On The Board of Trustees is that correct right all males um and duly now is appointed to that and we had an opportunity to bring on uh a mother um a female to per your language to create a diverse Equitable

073these policies and decisions play out in their own homes and how it affects our kids well-being they are not just line items on an agenda there are kids it's easy to come and speak for 2 to three minutes that go home about your daily life without seeing the results of those things what that said the time of the special meeting two weeks ago was at 400 p.m. which made it extremely hard for parents to attend many of those people who spoke in favor of Jim were not picking kids up from school dropping them off at sports practices and were therefore able to speak several other supporters for Kelly were a few minutes late and for for these exact reasons and were denied the right to speak on her behalf because they were late to me
074it seems it would have been extremely important to hear from everyone about everyone being considered for an appointment to be a priority to make a better informed decision the newly appointed board member of Area 1 went against the voted in demographic which was a conservative woman and mother Area 1 had the chance to elect Jim douly and they didn't the board ignored area 1's outcome and choice the two yes votes because I watched the meeting online does not represent the several thousands of people in area one who already spoke their desires in November while I understand you guys were put in circumstances where you had to appoint someone and you were given that task you had a chance to elect a replacement candidate that fit those same exact demographics that those people voted for and

078things that that that side seems to say they stand against so don't do it in reverse okay back to the trustee area the trustee areas you guys North County was being sued uh because people felt that when people ran for the board they were all from the same neighborhood so in in lie of going to court you guys decided to settle and divide up voted to divide up into five areas that represented unique demographics again kind of like a City versus a royal era or whatever the different you know it's different needs for our areas so area one did vote for a conservative mother woman and mother okay you guys' areas Oscar and Eddie have different knees and that's totally okay and you got here fair and square and and I appreciate what you add
079to the table and I found um when I've gotten to talk to you afterwards that you're very reasonable people you love kids you know I don't have a qualm that way so again help me understand why we're you Equitable why weren't you diverse and I would just like to add that I I think there's some legal grounds to the fact that you did not honor uh what truste area 1 wanted um because again the whole reason you went to five truste areas is to make sure every area was uniquely um uh you know represented and there was a fair election and as appointees your job was to represent that area not your areas not your perspective again you picked a man that has very simple perspective to you to not to what the electorate voted

086I work is a very very very large school district that ironically functions more efficiently than this one one I am now proud of working with the board that we currently have and our new superintendent and their relations have been awesome a school board again where I work not here where four out of five seats were open for re-election last November myself other staff members and teachers we ran three candidates and flipped all three seats and got a new superintendent we as teachers and parents did that because our voices were not being heard and we were not being represented if I helped with all that where I work with no hard feelings being held and working relationship with the board current superintendent and past superintendent I will help do the same for this one I am
087passionate about the community I work with I am passionate now about the town and which I live F Brook I am passionate for kids that is my number one priority as a mom and a teacher my husband and I have fostered two kiddos who we have now adopted and we both both had a job in education because we are passionate about future generations and kids for a board and in and in turn a superintendent who don't put kids in best interest first and who don't accurately answer to the people of Fallbrook I will do what I can for this town that I've grown to love as my own the hometown of my husband Nick brust lastly the cost of this special election that will happen if votes don't happen for area one will fall on

092high school good evening um just a few things to update you on since we had a week break last week we're returning from that this week obviously so um since I last spoke to the board to give a quick update a few things have happened that I advertised last time around um one of those things is our lpac testing so it's testing for our um English learner population is about 50% of the way completed we're currently testing in our designated ELD classes um so our students are are dedicated to that and so our ELD teachers um last time I was here I also spoke about the Freshman showcase where we welcomed our students for in from incoming schools uh we had students from obviously Potter come come and visit us that day and experience some
093of what fber high school has to offer but we also had students from out of the district come to check it out um which was wonderful to see we had anticipated probably seeing about a 100 students and we had um almost double that number on campus that day so a great turnout um I have a huge appreciation for the representation from our staff our Athletics programs our counselor counselors were here presenting to parents and available to answer student questions our CTE vapa and arts programs World Language dual immersion Roc and many more we had about 20 Avid students volunteer their Saturdays to come and serve as tour guides um and Lead students from place to place um help with interpretation for any families that needed support um so it was a wonderful event uh just
094appreciate everybody being here on a Saturday as well um course selections are currently happening for for students in grades 9 through 11 um and we've actually already visited our feeder School District to talk about the courses that students have the option to take in 9th grade um we're additionally visiting some of the smaller local schools in F Brook as well um and then what happens after that first kind of initial step as I referenced last time is that starting on Thursday of this week our counselors will actually be in the library students will come as a class they'll have one-on-one opportunity to sit with the counselor and talk through the courses that they're selecting for next year as they transition into the trimester system so we've built in um kind of some additional time for
095some of those questions we know are going to arise for students um and then just a just one little push as well these are our last two days um the FAFSA window closes for our current seniors on Thursday of this week March 2nd um our counselors are doing an incredible job of getting our students not only to start that process but actually to get to the finish line and complete either the FAFSA or the DREAM Act um but we still have some students out there we know who could definitely benefit from that so um they're doing some fin fin pushes these last two days but really proud of the progress that we've made to try to get access for all of our students as many of them as possible um for what comes next after

097had 11 come up this on on Monday new ones um since uh recently we've also had 11 new students at Oasis and we've had 10 graduate thus far um this year and we'll have four more at Oasis graduating uh next month uh I talked a little bit about how we started rotating our schedule uh Monday through Monday through Friday and we are going to have grades from our trimester completed either today or in the morning and so so for our next School Board the next school board meeting when I report I will have some data to see what that's going to look like we are hoping that by doing the rotation of the schedule for our students that uh we're going to see a little bit more success in the classroom unfortunately first period has

100this um past Saturday I had the pleasure of attending the B of lorico performance in Escondido at the Escondido center of the Arts we had a lot of um chos chanas and chapines who performed and it was fa High School's First Time performing and it was really great to celebrate you know the Latino Meo me gu Gua culture um in front of you know hundreds uh of people there were over 700 performers far High School had two um had one large group of students performing and it's really amazing seeing a c pres um seeing the culture present of our of our community and um I look forward to seeing more events like that to highlight our Cultura our culture thank you um not going to get in the weeds too much because we're going to

104High School actually being located the original fber high school at the mayis site um before we moved to to this location so that's a wonderful opportunity and we're getting closer to that time of year where we begin to learn about students like Domingo Martinez who we saw here today um and we be begin to to see the philanthropic nature of Fallbrook and the way that they support everyone every one of our students so uh we've heard a lot today about the provisional appointment on January 3rd 2023 a vacancy was created in trusty Area 1 of the Board of Trustees of the Fook Union High School District when truste Courtney hilb hilborne filed her resignation shortly after attending her F first board meeting and that resignation was filed with the San Diego County Superintendent of schools
105the fallberg Union High School District Board of Trustees appointed Jim duly as the provisional appointment to assume the vacant seat in truste area 1 on February 13 2023 unless a petition calling for a special election pursuant to Education Code 5091 is filed in the office of San Diego County Superintendent of schools within 30 days of this provisional appointment it shall become an effective appointment if a petition is filed calling for a special election as per Education Code 91 the expense of such an election would be the responsibility of the school district although we do not know the exact cost of a special election we do know it would be in the hundred of the hundreds of thousands in mid 2021 for example San dieago Union High School District had a standalone special election and the
106estimated cost was between $450,000 to $650,000 we we are obviously smaller in size compared to that school district in 2018 Rancho Santa Fe School District paid 63,000 for a special election given the cost of inflation and a new model for calculating costs for a small District such as ours the costs could range between 100,000 and 225,000 this would be paid for from The District's general fund these are expenses the F Brook Union High School Board of Education was hoping to avoid when the board unanimously voted at the January 28th 2023 board meeting to fill the vacancy in trustee Area 1 by appointment to provide a bit of perspective as to how monies could be better expended towards our students and not an election I'd like to share the following data our home to school transportation

112URLs were visited and if it was an allowed locked or warning the pie chart here breaks down where the time is being spent if it's on education shopping gaming sports Etc the search engine queries are a list of all of the keywords and phrases that the student users have been searching in the Google search engine you can select a specific user to view their activity only next to view the YouTube videos Activity Click on web analytics at the very top left and select YouTube analytics here you will see a list of all of the allowed videos and all of the blocked videos how how many times they were visited the title of the video and the category to view the actual video select the play icon next to view logs click at the top right
113on video analytics and select logs this will show you all of the detailed reporting including the date the Tim stamp the IP address the user the OU the specific URL what category that URL fell under if it was allowed or blocked the policy it was under at the time and the location if it was in versus out of school if you need to keep this file for your records you can always export as a CSV file or click on logs again at the top left and download as a PDF you can also set a time frame by clicking at the top the data is stored for an entire school year so you just drill back through the different time frame of the activity you're wishing to see this would allow each parent to determine what

143simple internet search can show you quite a few books that have been removed from schools some have been brought back most of them have not this the the long or the short list of Beyond magenta that was discussed um and pinpointing specific uh quotes from the book here's 17 pages that that are nationally um identified problems with the book um that goes through a list of page and paragraph for 17 pages of what's wrong with Beyond magenta um from that perspective um this has been the most the second most challenged book in school districts in 2022 I like that think of sometimes a school district can be a bit of a pendulum it can be very lenient at times and it swings back and be very strict at times um I think we're at a
144very lenient point and to the point of one of the speakers um the flipping of school boards and other boards across the country is a proving Point as to why that pendulum has gone so lenient and that's why the the voices of parents and individuals have swung so far and trying to fight and argue for different rights now I understand as I mentioned there's two sides to this coin um and when I decided to run for District 3 uh this past year it was to make a difference um for my kids my family my my friends and their kids um covid-19 19 seemed to amplify the fact that the voice of the community the parents um and the students went undressed uh unaddressed or unnoticed for quite some time and and I think that's a
145big reason why I ran for District 3 so that I could be that voice um and that Avenue for not just a left side or a right side but for um a side that would fight for all constituents in my district U students in my district um and I don't believe that this book um should be decided upon a socioeconomic background and income level um or a left side versus right side it is not a political decision for me I don't look at it I'm a college educated uh gentleman and I don't believe that I'm not looking at this as a political bias or base decision from a group dynamic of of my personal Inner Circle and what they might think or want me to do I I want to um regardless of the side
146that anybody is on I want to have a a constructive criticism and make a decision that ultimately is what is best for the kids uh for the parents and for the community and I've lived here for a long time so I do see the effects in our community from when I was little until now and I know that the the Dynamics will change in this this community from my kids being little to when they're older um that being said this book I did read it in its entirety um prior to it being brought to the board I requested it um knowing that it was going to be um part of a discussion it's not a new discussion Across the Nation it's just one that continues uh in front of a lot of different school boards
147I'll even agree with one side saying that there are um certain aspects of this book that are very important for a child or a a student or young adult that is struggling in an identity Factor that they can reach out in a book and identify some of the things that that they're struggling with they might relate with in a book um and I think that there's probably a a handful there's probably a lot of books that have come out since 2016 in the California Health uh youth Health act um to discuss more of the transgender lgbtq community and I think that's great those books can be an outlet for those students absolutely and this book does address some of that um and I I see how some of these topics in the book can help
148address some of those those teens that are going through some of the same things however without the politics the left verse right the religious influence I found this book to be vulgar sexually explicit and inappropriate it's identifying behaviors that are praised throughout the book and applauded with no regard for qu consequences or the long long-term effects not only on the teens speaking out but also to those that read the book to talk about engaging in sexual activities like 6 years old and being proud of it or promoting physical violence due to anger and laughing it off as normal behavior or the constant normalizing of abuse and extensive accounts of pedophilia are only some of the attributes that are overly concerning to me the committee discusses each category in their report as their review for whether
149it should be censored not banned not burned but censored it is not currently part of an adopted curriculum however the committee did identify that their biggest concern was that this book would become part of the curriculum and that's a slippery slope because if this is adopted into a library and then becomes adopted into a curriculum it's just it's just a tumble weed effect so I think it's pretty telling to me that they weren't comfortable with the book but they didn't want to identify that it was uh going to be censored based on the fact that it was not an adopted curriculum as far as supporting the curriculum the social e uh emotional needs of students utilizing what you called in the committee called empathy or using the book uh as a a way to cope
150with the reality of rape I think there's a place and a time to discuss rape the topic of rape in rape in general is an obviously sensitive subject that should be introduced at specific points in life by parents the Guardians counselors and those that are closest to a child utilizing a non-fiction book of personal accounts for teenagers that identifies multiple accounts of criminal Behavior without supporting the punishments involved should be criminal in and of itself however it's not currently part part of that adopted curriculum uh as stated by the the committee uh the second point that they made was the educational appropriateness uh they compared the book to um a book called A Child Called It which details the abuse with a foster care system it does not address gender identity or sexuality now I
151haven't read this book specific but beyond magenta and the complaint has nothing to do with the gender identity it has nothing to do as far as the complaint with the transgender topic it has to do with the graphic sexualization on all accounts through the book it glorifies and praises the sexualization of what a six-year-old does to neighboring kids and adults and I understand that is part of a trauma and that can be discussed at an age appropriate level but not in a high school this book discusses things that as the the committee stated what do those students and I quote what do those students with identity concerns have to access end quote I I almost ran into three kids walking in here because they were on their phone with their head down didn't see me
152at all so where do they access this book and it was mentioned by one of the the speakers it's on their phones that they're on all the time their Chromebooks their tablets maybe not their Chromebooks uh but the internet is an Arms Reach away their parents can order it on Amazon if they don't already have an Amazon account and if they need somewhere for an outlet what about their friends their family respected adults teachers counselors past pastors priests friends professors there are plenty of avenues to find this book or the topic of the book so I'm not sure why it would belong in a library for access in a high school when there's endless opportunity outside of the high school for Access that's censoring a book within a high school but not censoring a book
153for Access for every student the last topic that they discussed was the suitability for age level uh the books recommended for 14 years old and up one Committee Member was quote not comfortable with the conversations in the book and wouldn't allow their child to read the book the conversations should be happening at home and students are having these conversations regardless and exposed to these themes at an earlier age regardless of the book being on the Shelf end quote age and maturity are two vastly vastly different subjects not every 14-year-old has the maturity to understand the book not every 16 to 18yearold has the maturity to understand it either and I personally haven't met too many 14 16 18 or 25 year olds that are mature enough to understand the depth of this book and what
154it describes ultimately the decision to censor this book would come from the school board at after the committee and as a parent and as someone has listened to many parents within the community to listen to kids stand up and speak out in Grace and courage I want to vote for what is right for the parents and the kids I was voted into this position on a conservative parental voice understanding my area chose me to represent them on that voice and that speaks loudly for one of the larger areas in the school district and I vote that we remove the book from the library providing the technological advances easily accessible opportunities for all students regardless of gender race religion or political backgrounds or Curiosities I don't feel this book represents the desires of my district based
155on the vulgarity of language sexual acceptance of underage pornographic Natures glorified or normalized pedophilia conversations perverse acceptance of abuse and conflict or Amplified acceptance of physical altercations without any repercussions or Consequences for any of the previously mentioned experiences without any political religious or socioeconomic influence by control groups internet chat boards College professors or community connected friends or family I ask that we remove this book from the school I ask that the rest of the board remove the book in the same way to protect and support the parents and the children that have voiced their concerns enthusiastically the parents the parents the children that voted us to protect them because their voices have not been heard year after year not every grown adult these are not grown adults these are teenagers and they're not given every
156single right and it was mentioned they don't vote till they're 18 they don't drink till they're 21 25 to rent a car are and if a Playboy is not allowed in a school district then how can this book be allowed to stay I don't see it any different and I vote that we remove the book thank [Applause] you yeah I have a public comment as well or a comment as well and I'll keep it shorter this book beyond magenta has been available at our School's library the library collection is available to all students and mandatory for none before recent events this book has been checked out zero times since 2016 it hasn't bothered anyone relative to the book under consideration a book narrating the experiences of six teenagers in their own voices is a biographical
157work reflecting reflecting their reality I understand that the explicit language is uncomfortable for some however this is not a subjective narration it is a personal one and therefore an accurate one all human experiences are worthy of respect as a board member for the past two years I have come to trust administrators and teachers to act in the best interest of all students I give great weight to the recommendation of the Review Committee relative to retaining this book in our library collection as a father I am instilling the values that my wife and I determine are of utmost importance to us the centrality of family the guidance of religion our culture Community spirit and dedication to pursuing a career based on that I am confident that as my family comes into contact with materials that are
158contrary to our values we as a family can discuss the ideas and handle them wisely I am the representative representative of District 4 the predominant Latino Spanish speaking um District if you want to talk about voices not being heard we have thousands of Latino parents who whose voices are not heard because of language barriers I work in District 4 I teach in District 4 I live in District 4 and I organize for District 4 I communicate with all parents on a daily basis and I believe that it is our responsibility to have diverse books for our students and I vote that we keep this book for our um Community I also read the entirety of the book and my take on the book is the author interviewed six lgbtq uh young teenagers and maybe young
159adults at the time of the interview but basically the purpose was to get the life experiences of these interview e and some of them or maybe all of them had some difficult life experiences and some of these life experiences were very very bad but they are what happened to the kids and they were telling it like it was I think that trying to ignore that this happened and it didn't happen won't make it go away it's part of life so so I talked to I asked the librarian she said the uh book has been checked out two times in the last three months so on a tick tock uh basis one could hardly argue that this book is a heavy influencer on F Brook High School students but I can understand why some parents might
160not want their student to read this book it seems like a direct approach would be to discuss with the student and say well before you check out a book on Chrome or before you check it out of the library let's discuss it and see that we agree on whether this is something you should be reading but if you're not comfortable that that would work for you we also have the alternative as was discussed that access to that book can by Li can be limited by owner requests by the parent so I think that's okay what I don't think it's okay is for some parents to exclude for all students and All Families access to the book that's my take well um thank you this has been a very difficult topic Paul Mr caromio Mr Julie
161I I I truly appreciate your opinions um and your effort and thought you've put into it I also want to thank and I mean this sincerely all the people who are passionate about this topic couple things before I get to this I'm I am going to be brief um I have no doubt that everybody in this room loves all the kids at the school and are trying to make the best choices and and their bit opinions are based on that I have no doubt that everybody loves their kids but it's obvious we've got some different perspectives on this I also agree with the comment that was made several times that ultimately there should be parents who make the choice on this I actually really believe that and I think that's very important I did not

163think uh the way Mr duly described it as as the book is a a a a document of the life experiences and those were the life experiences of that one person as horrible as they were I do not think for a second that that glorifies the acts that that person went through at all um I again I mentioned that parents I think should be on the front line of this and we heard some ways that the parents can be with access to our online library or or or some of the other tools we heard but I am also worried about the kids that are going through these difficult times that do not have the support of their parents and that is exactly what I read in these stories over and over really I did not
164see the parents stepping up and protecting their helping their kids not protecting they they all thought they were doing what was best for the kids at the times and there was one particular story where at the end of the story I also read the the the book in the entirety the the parent expressed that they had regret and wish they had handled it different and I thought that was very telling so my point on that is I feel that this book is important I feel this book should stay on the shelf and the reason is for those kids who don't have the parents looking out for them so I am not yeah I think that's pretty clear so thank you for your time it's been a difficult subject um and and that that's my opinion

173uh ngss standards Next Generation science standards the course in front of you today is a human anatomy course that has been revised it used to be a TW semester course will now be a three trimester course each trimester will count for five semester units students can take two of the three to complete the course course for D science credit it would include biology as a prerequisite but if a student took it then later um in their High School Journey 10th 11th or 12th grade um that grade could potentially override for example their biology course that they took in ninth grade so you'll see that the presentation up above you breaks down some of the content that would be addressed in each of the different trimesters and some of the units um and it's up for
174information if you have any questions I'm happy to answer them uh just one comment um a family member of mine teaches some biology stuff as a uh firefighter paramedic I used to come into our class and teach blood pressures and things like that for the kids is um kind of a cool opportunity with a board member having a a connection with the local fire department but an opportunity to have uh paramedics come in during a a human anatomy and physiology course um I know my family member was very grateful but um she stated that the students really appreciated that like that'd be a a cool opportunity for the local fire department to come in and do blood pressures kind of teach how to do that um through one of those um a b or c
175periods but I enjoyed these classes so I like seeing that trimester system with that our students definitely enjoy the real world application in the class as well um pecking back on what he mentioned in terms of collaboration um have we updated our materials in order to make sure that whatever courses we have or whatever um you know manipulatives we have are something that's being used at the moment and not something that is no longer available or it's no longer being used in in a in a career that's an excellent question uh this was an existing course that was a two- semester course and so we have a textbook and I believe that we did a new adoption for the textbook I want to say last year or two years ago so uh the material that
