007that carries uh anonymous 5-0 all right item 10 recognition yes tonight we are recognizing our fallbrook ffa students um fallbrook ffa san diego section speaking contest mr doug cenert and i see that our other ag teachers mr brian kentner and miss margaret chapman are here tonight as well good evening thank you uh for this opportunity to recognize our students ffa members of fallbrook high school we appreciate that what i want to talk tonight about really why we're here to present tonight is the students that have been involved in leadership development events that we offer here at fallbrook high school through the ffa program we had that opportunity back i believe was in august when we came and we recognized the students with their livestock sae accomplishments uh from the right yeah i'm losing track here

008of yours the 2021 san diego county fair so within agriculture education we have three circles one circle is the classroom the coursework the subject material one is the sae that would be like the livestock projects the nursery projects work experience projects for students that work in town various vendors and business and so forth and then the the third component is the ffa the leadership development and that's what we're here tonight to recognize these students and so just a real quick brief overview of what a leadership development is um students through participating in leadership developments in the ffa and all the way through grades 9 through 12 freshmen through seniors are challenged to develop critical thinking skills and effective decision making skills foster teamwork and promote communication while recognizing the value of ethical competition and individual

009achievement ldes event occur at the local the state and the national levels and so some of these students that i'll we will share with you and present tonight could move all the way to the national level and participate in the national contest held in indianapolis indiana this coming october november so it is basically this is the first step it is quite an achievement for them to progress and to move on forward at fallbrook high school we offer career and leadership challenges so that members can explore create and demonstrate skills learned in the areas of agriculture food and natural resources as well as obtain life skills needed to excel post high school and so we have five areas that these students participated in this year creed public speaking which is for freshmen only the job interview

010contest which can be freshman all the way to seniors prepared public speaking which generally is is going to be our junior and seniors extemporaneous public speaking once again juniors and seniors and then impromptu public speaking which is freshmen and the sophomores i'm to speak here as far as in the area of job interview that was the contest that i worked on and supervise the students miss pam kane here at fallbrook high school in the career office assisted and helped me with that we also had two other judges from the community that participated janet kister who's the owner of sunlit nurseries and jim craplin whose student whose children went through fallbrook high school and he has twice served as a member of our fallbrook agbooster board so specifically on the job interview contest it's a it

011is a leadership development event that seeks to effectively prepare students for the expectations of interviewing for available positions with the agriculture industry students seeing careers within agriculture and within the agriculture industry must not only develop a high degree of knowledge and skill from their chosen position and so we set up a scenario that could be an area of ag mechanics ag engineering horticulture animal science floriculture natural resources what's the sixth one guys plant plant and soil science thank you so they choose an entry level position in one of those six areas they then uh develop their resume prepare for an interview both it'll be both in a written and oral format and be able to um basically go out and apply for a job just like in a real world setting so i'd like to

012call up emily schmear sky crescent mallory saner and damon century up there just go ahead and stand up come on you can just come right up here and so these four individuals oh damon's gonna come down join us these four individuals participate in the job interview contest they said they chose their their field they completed a resume they developed a cover letter they filled out a job application um we had it all set up through our career center and they went through you know basically the job interview process um of the four here emily schmear and sky crescent moved on to the section uh samuel section level competition skye unfortunately was not able to participate because like a lot of our students now uh illness struck and so she uh offered the kind of like

013the best scenario there and stayed home emily represented fallbrook at the contest that was held up at ramona high school the top three individuals go on to the region level which will be happening here in march emily placed six so just out of the top three but i think what all these guys will say and i've had i think students now of i mean parents of students that i have that when they're a kid here at fallbrook high school they're still using their resume their cover letter it's basically a good starting point for them that they're always going to build from so very enjoyable contest well the four of you maybe to share who you are and what your plans are post high school and we'll let the mr chapman mr kander come up and

014share their contest hi i'm damon gallegos um i serve on the board with you um and my plans post high school are to study veterinary medicine veterinary medicine with a specialty in small animal care hi my name is emily schmear and after high school i attend to i hope to attend to arizona state university to study sports journalism hi my name is mallory saner post high school i am looking at majoring in education specifically high school and maybe going into math or science hello my name is sky crescent it is a little short hello my name is sky crescent and after high school i am looking forward to trying mechanical engineering at either fullerton or an arizona school thank you thank you guys [Applause] good evening board members and superintendent mrs garza gonzalez uh this

015evening i would like to recognize the students who competed in the ffa creed recitation so the ffa creed i know doug had made some comments already about it but specifically that contest outlines the organization's beliefs regarding the agricultural industry ffa membership and the value of citizenship and patriotism the purpose of the creed speaking career development event is to develop the public speaking abilities of ninth grade students as well as develop their self-confidence and contribute to their advancement in the ffa degree program so just like with the job interview contest we reached out to various community members to help with the scoring process and dr ted tad bender from creekside veterinary service and travis young an assistant with quickside joined us as well as mrs coyman who is a long time ag booster board member so

016this year we had four students compete in the local contest and so let me call them up and then i will recognize them so we have felix alcorn jezebella uribe come on up let's just stand here grace aaron and madison hayes so again these are all freshmen students just joined us in august so you know try to try to get them to commit to a public speaking contest right off the bat isn't always the easiest but i applaud them all for giving it a shot i know that not all of them made it to the section level but just having them compete and be under the pressure of three people from the community and present in front of them is is definitely an accomplishment in itself so i'd like to recognize the placing so we

017had felix alcorn got fourth jezebel got third grace they're all lined up this is perfect second place went to grace aaron and madison hayes got first so the three we were able to send three students to our section contest so i would have loved to have brought all four of them and and more if we could but we just had the three students so um so with the students uh attending the section contest up at ramona high school they did great got to experience their first section contest again being able to socialize with kids from other chapters in our intersection and you know again being having the opportunity to continue to compete at higher levels so the results from our section contest we had grace that placed eighth uh jezebel placed seventh overall and then

018madison placed third so as doug had mentioned the top three students from our section contests will then advance to our region contest so our region contest will be in march at cal poly pomona and we'll be competing against students from throughout southern california reaching from the imperial valley all the way up to the high desert section and so again i'd like to congratulate all of them for starting in with ffa public speaking and hopefully we'll continue and i'm not going to put them on the spot because they were freaking out when mr saner asked for but maybe you can share uh maybe something about the um experience that you had or maybe because this as far as the contest is concerned uh it's a five paragraph document that they memorize and it was a challenge

019for for some of them to to get it down but they all did and um they asked them questions at the end about the documents so you guys remember the document well enough to tell them what's your favorite line maybe no okay why don't you just tell uh what what class you're in and what class period or something like that that works too okay i am felix alcorn and i am in third period ag biology [Applause] hi i'm jezebel uriba and i'm in fifth period florida culture class hi i'm grace aaron and i'm in fourth period four cultural class [Applause] hi i'm madison hayes and i'm in third period ag biology [Applause] good evening and first of all my name is brian kentner and i'd like to thank you for being here this evening and

020uh thank you for listening to all these fine young adults i get the opportunity i had the great i had a great opportunity to work with three different categories and the first category i got to work with was are impromptu so if you're lazy to kind of make your way the impromptu contest is open to sophomores only it's kind of a a bridge to the prepared speaking and so the students are given now this is really interesting because the students are given um they they they have no idea what the topic is whatsoever they get to they get to pick three topics they look at they look at those three topics and they select one of those three they have one minute to prepare from and they need they must speak between 30 seconds and

021two minutes on that topic once they're finished with that topic they will then be asked questions regard could be asked questions they may or may not be asked questions in regards to their topic and then that round is done um the topics could be topics are typically either agriculture related related to future farmers of agriculture or could also be a quote from say walt disney and how does that the purpose of the impromptu contest is what we call the elevator speech they get stopped in the elevator and i said that's a beautiful blue jacket what does that mean to you and they need to be spontaneous um i was very fortunate to work with three fine individuals daisy bender she was not able to make it here tonight but i also have alexa van ike

022and maddie hall madeleine hall excuse me and they came together great in terms of it they learned that heels are not that easy to work to walk in that's one of those one of their skills that they they learned um we had a lydia han was able to come in and judge for us our head counselor and it was a it was a challenge trying to put together the date for them to be judged because they're all very busy across the board whether it's rotc or soccer or volleyball or so to get them all together on one day was a challenge so we were fortunate enough to get him there at our at our contest held here at the school um excuse me madeleine hall was first stacey bender was second and alexa van ike

023was third they all went to sectional competition and the sectional competition is intense would you say when we talk about job interview or prepared or creed there could be 20 students in that event that are competing from other schools so it's no small feat so with that being said alexa alexa received fourth just outside of the top three to go to region but i think they've all learned quite a bit and i'd like for them to share just a little bit of something that they may have learned it's such a great thing for them to step up and just try because they really didn't know and they did and i think they feel better for doing it so hi i'm alexa van ike and i learned what impromptu was because i had no idea what

024it was until i did this and it was actually helpful because in my spanish class we did an impromptu for our final in spanish so it was good to have that knowledge prior to like the final because i was able to do it better hi i'm madeline hall and one thing i learned was that i'm actually not that bad at public speaking and the people that judge you won't actually kill you thank you ladies fantastic i look forward to working with them in the future uh another contest that i had the opportunity to to uh kind of help and assist was in extemporaneous speaking so if damon you could stand right there yeah just sit right there because damon we had the opportunity damon um didn't did not quite have uh say the job interview

025didn't quite go his way once he found out he said what else can i do well extemporaneous speaking is where students bring in uh material and they're given they're given they they're again they're able to select three topics from those three topics they pick they choose one they have 30 minutes at that moment to write a four to six minute speech they're allowed to use note cards when they give their speech but they have they need to write a four to six minute speech at that moment uh damon came in fourth we had like seven competitors on that day for the extemporaneous competing for him to step in and say yes i would just want to continue this this journey and have the opportunity to work with him however it was i was really proud

026of him for kind of putting on that fuzzy sweater because he'd never done extemporaneous what else can i do and to me that's that little extra that students put into themselves that will show later on in life so damon congratulations and thank you for the ride and then the other contest i got a chance to work with um amazing person here maddie is madeline maddie golden and she's doing prepared public speaking she came last year she was thinking about doing job interview and miss chapman uh on my behest talked her into doing prepared public speaking which is where you do a prepared manuscript that is judged the manuscript itself is 25 of the score and then you give a six to eight minute speech and then answer questions regarding your speech and your manuscript that

027you've turned in when maddie wrote the her let her speech last year she submitted it to us and i talked to a graduate student from usc and she was a judge last year and she saw the manuscript and she said how much input did i have in the manuscript and i said um that word i think was the one word i helped her with she goes she wrote this manuscript all on her own and she did last year she was a state finalist this year she placed first in the county uh we'll be heading to the regions and then obviously hope hopefully on much farther along and if you'd like to just say where you're headed and what hope you what you hope to do in the future hi good evening my name is maddie

028golden and hopefully i want to attend the university of davis or cal poly slo and i hope to study veterinary medicine and specialize in livestock and equine medicine again we thank you for honoring our students just as we get to do that every single day uh you guys are in there you guys are in it no way come forward you're in it yeah yeah look at the whole here unless you thing want to stand up just a little bit this way would be great like when damon sits okay [Applause] doug thank you very much for that um long time ago i i also took ag mechanics and found it an absolutely wonderful wonderful experience and and the the education they got here today top-notch appreciate it okay uh fallworks finest ms garza gonzalez yes we

029are recognizing our fallbrook's finest um for november and december and we have as you can see with our three teachers that were here with us tonight many many people that we could recognize so it is hard to choose from the nominations that we receive our fallbrook's finest for november one of them is aurelio martin he's a social science teacher at fhs at the start of the school year mr martin volunteered to cover eld1 newcomer classes while we hired a permanent teacher his presence provided a sense of stability he went above and beyond helping students with homework providing guidance and building relationships and motivating them to succeed his selflessness is greatly appreciated our second staff member that we would like to recognize today is julia minderman she is a special education teacher working with students with

030moderate to severe disabilities she's a very hard working teacher and always prioritizes the needs of her students ms minderman teaches the adult transitional program and has worked very hard to ensure that she create experiences for her students that will develop the life skills that they need as they transition into a new phase of their life and finally for november laura rojas is a bilingual paraprofessional and language assessor for fuhsd ms rojas never says no and constantly volunteers herself to support any area of need she has crushed the task of testing all new fuhsd students that require a language assessment has helped to update student information in aries and has volunteered to work outside of her normal assignment to support teachers and students in need she is a champ so congratulations to our november fallbrook's finest

031for december we have um debbie berg she is the mathematics department chairperson math teacher at fhs an athletic coach and academic club advisor miss berg is an outstanding teacher from integrated math through calculus bc she has been a steady force as a department chair and lead teacher for many years she has been an athletic and academic coach for many years as well currently coaching two sports and academic decathlon miss berg is also approachable and available to all of her students some people simply are not replaceable fallbrook high school is blessed to have someone of her dedication abilities and compassion as a long-term employee isabella juan is a food service worker for a fallbrook union high school district she is responsible and honest miss juan puts forth great effort in her assignment and completes tasks on

032time she has someone the food services department can rely on and finally cesar rodriguez is a teacher in the fallbrook high school world languages department he teaches ap spanish language spanish language development and is the advisor for club futuro his colleagues admire him and his devotion to teaching he arrives between 6 30 and 7 every day and rarely leaves before 5 30 p.m he is a natural at creating personal relationships with his students provides profound wisdom and counseling motivation to think about the world we are living in consider priorities set goals and he does not lower the expectations of the basic standards he is always ready to offer a colleague a hand advice or support in any way he can his guidance in the leadership of club futuro speaks for itself they are an amazing

033group of students truly passionate about their culture and service to our community congratulations to our fallbrook's finest for november and december all right thank you very much and congratulations everybody okay item number eleven presentations the first one would be on cooper cooperative strategies yes miss carolyn shull senior director um who is working on our trustee area scenarios she is here tonight at the request of the last special board meeting regarding redistricting to present a fourth option which is scenario 2a good evening members of the board uh superintendent um so we met last monday um january 3rd and we went over the the three scenarios um and it was requested to look at scenario two to see if the hispanic latino cvap in an area four could be increased so um would you like me to

034go over the scenarios again or go straight to the fourth or the the fourth option let's just go ahead and go right to the new information okay okay is it this one ah wrong button okay oops so uh so i created the scenario 2a the considerations are the same as um as in two to balance out the populations to keep the variance below 10 percent and to keep the hispanic latino cvap and trustee area 4 at or above 51 54.1 percent which is what it is currently this scenario does not move trustees out of their trusty areas um trustee summer and sterling both are in trustee area three and there is no incumbent for uh 22 2022 area 2 election so i was able to increase the hispanic hispanic latino cbap from 54.1 percent to

03554.7 percent 54.1 is um is what it is currently um and previously the scenario two uh i believe was at 54. or 50 uh 52.1 um there's a couple couple percentage points lower the overall variance is decreased from 33.1 percent to 6.9 percent so this scenario has a little bit higher uh variance than the other scenarios um the trade-off is getting that higher cvap and area four is not as compact as it as it has was in the other scenarios so you'll see at the if you look at the map zoom in oops we look at the map um you can see the scenario in this scenario area four the blue in the center there uh has sort of a cut out on the north and northwestern portion and then it's got extends um to

036the to the east um as well so it's just a little bit otter shape it's not a big deal and we see here that the hispanic latino cvip in area 4 is at 54.7 percent any um are there any questions about these this map um i was unfortunately wasn't able to make it last week so um now it's between scenario you have two here and they both say scenario a but they're different so um i'm not sure how that is in the corner see it says scenario 2a one of the one of the maps is uh zoomed in zoomed in correct yes it's the same map okay i just wondered um and then is um is this the one is this is this is number this is the fourth choice we have is that what

037you're saying correct okay and this was revised because of last week as a result of last week's meeting thank you yes so just a couple talking points first of all just because it comes up one of the goals was to have a board director in each area we were able to achieve that but i just want to convey that that wasn't high on the list uh all of our other objectives were more important and we were able to hit those as well as as keeping a board member within each area so i i just want to clarify that that wasn't the prime driver of of of how we got to the maps um so i think you did what we asked which was we we liked map two we you know they were all very

038very similar but uh you were able to tweak map to to give us a little bit higher percentage in that one category so i think i think you were able to provide that for us and we'll be able to move forward would it be possible to give us to give the superintendent a blow up of district 4 showing scenario 2 and the new 2a so i can see specifically what changed because i can't quite tell here is that possible right absolutely um i think there's a slide at the end of the presentation oops there it is that compares uh the four um scenarios so scenario two let's see um scenario one two and three area four is identical in all three scenarios so scenario two a you can see that sort of cut out portion

039in the north where i reassigned some lower cvap census blocks to area 1. and uh increased some of the the blocks on the east side of area four that were higher higher cvap so that's what allowed us to to reach that 54.7 percent and i want to clarify that scenario 2a does not have a trustee um in each area there is no incumbent for area 2. as trustee summer and trustee sterling both end up in trustee area 3. all right thank you for that clarification and that's true on all the scenarios we looked at no that is true for 2 2a and which others miss oh that's it just two in 2a correct scenario one and three um have us uh um trustee sterling in area two thank you does anybody have any other questions

040all right hearing none thank you very much thank you okay skipping presentation b we go to c which is sports update with mr pat walker all right good evening thank you so much for allowing me to present fall sports thank you madam summer and our superintendent of course the entire board i have to say it has been such a pleasure working with mrs jones we have grounded leadership right now athletics can be very interesting to navigate sometimes and is just very nice talking to a principal that looks you in the eyes is calm and is definitely a problem solver i love that um what a fall you guys this was in 15 years we've never had a fall athletics season this successful and uh kids uh just moving forward in regards to coming from a

041very difficult coveted year to just great success on the field so appreciated the work of the coaches and of course our student athletes so i'm going to start out with boys water polo they were 19 and 9 overall they were second in league they were a number two seed in the d2 playoffs they lost a tough game in the semifinals um they had two first-team all-league players two second team all league players two first-team all-cif players and one second team all-cia player they were this group of kids they're very young a lot of sophomores and coach ritchie's very impressed with their just scrappy um very physical team they're not afraid of anybody and they have two more years to win the cif championship that's really exciting to see what boys water polo is going to

042do football i think i cried i was going back and forth texting with ilsa in the semifinal game and i'm honest to god it was that good of a high school football game in the last seconds we did lose i have great respect for the other coach who went for two to win it which is to me you're telling your your athletes on the field that you believe in them and uh that was a risky play that's a gamble and they ended up beating us but what it what a season for football especially in the playoffs they they ended up again returning the ci playoffs for the first time since 2015 and reached the semifinals for the first time since 2003. they had an overall record of five and seven that overall record of five

043and seven doesn't look great we were in many football games until the very end and lost uh in the last quarter um but in the playoffs we were very impressive so they experienced again a heartbreaking loss in the last seconds of the semifinals and what was again an impressive football game ended up with four first-team all-league players and four second team all leaguers and they're already in the weight room getting stronger um coach everhart is very excited about this group we had a freshman quarterback which is unheard of at the varsity level who took us into the playoffs and did a really good job so obviously we have him for three more years that's exciting girls tennis they were second place in valley league with eight and two record overall record of 14 and 15

044in cif they were in the d2 playoffs they had one valley league singles champion one valley league singles runner up and a valley league singles third place finisher field hockey had an overall record of six and 16 they were very much in a rebuilding mode two years ago they won a cif championship and now um they are building this thing back they're very young uh they did make it to the playoffs and had a first round victory over east lake in overtime and then they lost in the second round lcc very good lcc team they had one first team all league player and one second all-league team player girls volleyball again really exciting season they were second in league with an 8-2 record and an overall record of 21 and 13. they were a fourth

045seed in the playoffs and they had an exciting win beating a number one seed and that was like a nail biter ended up playing in the cif championship game which is only the second time in school history for us ended up a 13th seed in the state playoffs and they had two first-team all-league players so again great success with our volleyball team and again they are pretty young too we have a really good junior group coming girls golf to finish off um we are in growth mode this was the the most girls we've had out in a long time they had eight girls uh last year we only had three so we're building that um all we're beginners coach medlock is doing a great job with these girls they finished very strong so again i'm

046impressed with the coaches we are navigating indoor sports right now and to have that much of a successful fall um the expectations are high for winter but it is a challenge um indoor sports um with covid right now but uh the the teams that are outside like soccer they're enjoying the fresh air we're having no issues but we're hoping to finish strong with indoor sports and we're testing weekly and again the administration is doing a great job keeping up with all of this it's not not easy thing tough to navigate right now that will do it for fall sports and i do want to say thank you to our athletic director pat walker giving the presentation is probably the easiest part of his job but uh this year with with covid with the constant changes

047and masking and testing and spectators etc he does not have a job that many envy but he has shown true leadership worked with our coaches worked with our community worked with our students and we really appreciate all that he does all right thank you all right public comment section at the fallbrook union high school district board of educators encourages and invites the public to comment on agenda and non-agenda items individual speakers will be limited to three minutes total public input on any single subject will be limited to 20 minutes the president may increase or decrease the time allotted with board consent as per bylaws 93-23 per legislation ab1291 the board will give twice the allotted time for members of the public who are utilizing technology translation technology or assistance to address the board comments on

049respectful and courteous during this and after tonight's meeting our first speaker is marianne craven on vaccine safety and just uh a little bit of a change this meeting we have two different podiums the idea is we're going to be flip-flopping speakers between them so that we can do a wipe down between speakers before i start i have a handout for each person so i can give it to you guys and you can hand them out i would just request that you not look at it while i'm talking until i get to the point that i am referencing it and mr walker's talk was really nice and so i have to brag and say i am ashlyn craven and tyler craven's grandma because they were on the sports teams thank you shall i go ahead and

050start okay did you know that the fda has asked a judge to make the public wait until the year 19 to the year 2087 to disclose all the data it relied upon to license pfizer's coven 19 vaccine they want to distribute 500 pages per month which would take 75 years to accomplish however they have really released 91 plus pages of documents and these documents reveal the following after two and a half months of vaccine use pfizer received 25 957 reports of nervous system disorders in only three months of use over 1200 deaths from the vaccine were reported because of the high number of complaints they received they had to hire extra staff to process all the reports with this much negative information being revealed in only 91 pages it's not hard to imagine why pfizer

051does not want the public to know what's in the rest of their report let's look at the info on the handout i gave you you can look at it now it is from the world health organization regarding vigi access which was created in 2015 to help citizens track the number of adverse events reported throughout the lifetime of each vaccine theirs was established in 1990 so has been in operation for 31 years the vaccines are listed in order from the least number of events to the most events the years the vaccine has been in existence is listed and then i have tallied the number of years for each vaccine you can see that mumps has had the least number of adverse reactions reported over its lifetime of 49 years while covet 19 has had the most

052adverse reports over the period of one year look at the numbers mumps has had 711 adverse reports and kova 19 has had 2 million 457 386 adverse reports in one year wow and this information was collected by the government and is considered to be only ten percent of the actual numbers because theirs is a voluntary program there is a major problem with these vaccines and we do not want our kids to be forced to take them the u.s fifth court of appeals called biden's vaccine mandate fatally flawed and it blocked the osha mandate saying it will most likely be ruled unconstitutional so considering the high number of adverse events caused by vaccines and the osha mandate being blocked there is no reason for any school board to mandate the vaccine unless it is to get

053money from the state but our children are more important than money robert f kennedy jr says we have to love our freedom more than we fear a germ and i would add we have to love our children more than we love getting funds from the state please do not mandate the vaccine for fallbrook high school students thank you thank you [Applause] our next speaker is angela appel regarding the s-e-i-u contract thank you good evening board members and superintendent garza gonzalez my name is angela pell and um i've served fallbrook high school for 21 years as a paraprofessional in the special education department as well as the clerk one secretary for assistant principal i'm here tonight to express my gratitude to my teachers and classified colleagues for their steadfast commitment to our students parents and community

054during a difficult time for all educators additionally i'd like to express my gratitude to my school district i am also the seiu president of my classified union and have worked on a three-year contract most recently with the district and i have served my district and classified colleagues for nine years as an seiu steward an seiu secretary and now i am the seiu president importantly we're united with our teachers and district and our stud and are a sturdy reinforcement to all we classified and support staff do not skip a beat we rise to every occasion and i have never been more proud to work and be part of fallbrook union high school district to be specific my team and i just met for six months on an arduous and very extensive labor-intensive work on the most

055recent classified contract this is a contract that provides fair and appropriate opportunities for classified staff to elevate their pay by way of continued education utilizing spanish and or being bilingual an employee that's bilingual serving students and parents as a result increased equity for all for example uh elsa garza gonzalez the superintendent conducted an equity study which was resulted into gaining a better understanding and keeping fallbrook high competitive with surrounding schools tonight i'm asking the board to approve the seiu contract for all classified staff i appreciate this effort that my superintendent as no other superintendent has taken the time to value our commitment and steadfast service to fuhsd in many years i would not be here if i did not support again i want to thank the district for propelling some of my goals that have

056been year-long goals and bring them into fruition i want to give credit where credit is due my team my district and i want to express that right now during a covered time it has been difficult but i feel very solid with my administrators and my my district as well as my teacher colleagues and my classified staff i've been here again 21 years and i wouldn't be up here saying this if i did not mean that so tonight again i just want to ask that the board tonight would approve the seiu contract thank you thank you [Applause] rhonda schlumberger no place for hate good evening board and happy new year i first want to begin by thanking you for keeping our school doors open we appreciate that so much this is a really hard time and

057we appreciate the wonderful education that you're giving our students by keeping those doors open so thank you superintendent garza gonzalez when we met last summer to discuss critical race theory and no place for hate you explained teachers picked the no place for hate program saying it would become a voluntary club so when i ask mrs jones who is always very professional by the way we love her why the voluntary club wasn't acting voluntary because its messages would likely impact the entire school she wrote the following email the program was bought brought to our campus in response to a clear need for a resource to address tolerance education a group of students along with a certified staff advisor are in the process of creating a club to continue this year this desire grew out of the

058student staff and parent group that met voluntarily last year as part of the program focusing on ensuring that our school is no place for hate now you know i've stood up here and said that we all want to have a school that doesn't have hate in it but according to mrs jones the goal of no place for hate is tolerance education and that's a tenet of crt so it feels as though fallbrook was already committed to crt the whole time the community and i stood before you in opposition to it why does this bother me so much and why do i continue to stand up here board meeting after board meeting this kind of education is the job of parents when the board teachers and state offer only one point of view on a topic

059believing they know best and have the right to teach just that point of view i'm sorry but that's called propaganda and indoctrination according to mrs jones the progressive club no place for hate has an agenda at fallbrook which is tolerance education that's in her email parents wake up propaganda and indoctrination are on the way unless we ask for change and that's why i'm here and i'm doing so respectfully because i really do believe in you and i know that you want the best for our kids too ford please don't indoctrinate our kids when you can instead offer choices to help young adults learn how to think for themselves i've come tonight to ask again that you actively reorganize other club choices for example young americans for freedom organize from the top down thank you and

060support good students and teachers thank you [Applause] and our last speaker shane mcmillan covet policies shane mcmillan covet policies good evening my name is shane my daughter is a senior here at fallbrook high in the past month my daughter has been exposed to covid two different times in both cases she was exposed by someone who had been vaccinated for the policies of this board my daughter must stay out of school for 10 days if not tested five days if we could find a test and get her tested while those who are vaccinated don't have to get tested nor do they have to go home mind issues exposed by someone who's vaccinated this is a discriminatory policy policy needs to be changed over the past two years endless parents and students have exposed themselves have expressed

061themselves then have expressed the negative and devastating effects the covet policies implemented by this board have had on the mental health of the students scientific data taken directly from government websites who website have been presented to you guys showing the minute danger of covid poses to the physical health of this age group in contrast to the overwhelming statistics and personal stories regarding the effects the policies have had on the mental health of students all these speeches all these statistics seem to have had minimal effects on the views and policies of this board so now the question is will the board heed the warning that are now coming from the cdc in the white house regarding the mental health of students i say this with all due respect all of you up there are responsible for

062the impact your policies are having or have had on the mental health of our students you can't pass the buck onto the government it's not the government's job to protect our health it's the government's job to protect our rights you guys need to stand up for our students it's time to put our students first it's time to stop with all the code fear whatever your intentions were the results are overwhelming at this time stop with the mask stop with the discriminate discriminating vaccine policies implement common sense if you're sick go home and stay home to your better it's said that a society can always be judged by the way it cares for its most vulnerable i think most would agree and consider that the kids are the most vulnerable their needs should come first i'm

063not saying that we should not protect those at risk however those risks can be mitigated without the profound effects currently impacting our kids if you disagree with this and feel that the kid should senselessly suffer to protect you i will argue that you are no different than the strappin man who is going down on a sinking ship and decides to kick a woman or child off the white boat to save himself let the kids be kids we were all afforded that luxury i'm gonna change space here if i can have 20 more seconds please last board meeting there were some who disagreed with others who had spoken rather present rather than presenting the facts and data to their position as the other side did they use that opportunity to slew racist remarks a better poster

064child could not have been presented to this board as to why this school does not need thank you crt or no place for hate thank you guys okay we're on section 13 communication reports reports from student board members who would like to start all right can you hear me can we all hear me all right hello everybody my name is damon gallegos and i'm here to represent the fallbrook high school and let me just say it is a joy to be here today i don't know what's in the air but today i was just i was excited to come to the board meeting um so things at fallbrook high we were really starting off 2022 with a bang and the reason i talk about this is primarily from a construction standpoint we are finally seeing

065the end of construction with our cafeteria uh we had a long segment today about how to properly use it to ensure that its lifespan is um long and i don't know if withstanding's the right word but we want to make sure that it stays for generations to come and then also one thing that i am so glad to see now rather than just a bunch of people and bulldozers and everything else is our bowl um we are giving it a couple weeks because um we need to make sure that all of that grass can really root into the soil as an ffa kid i can tell you that's pretty important um but it is so amazing to just get to see that on our campus um and i walk by it every single morning and

066it was just so great to see today um and then oh at our library i had the chance to go into our library yesterday to check out some things for my personal use but i was able to see it and it just looks amazing as someone i've been here for four years so i saw what the library looked like and it's truly just an amazing improvement i wanted to just give out a couple thank yous very quickly um i wanted to thank the board and also half of that the ffa for coming to present today i think you know i might be a little biased um but i think that the ffa does great things for all of our students and it was just a joy for you all to let them come in and

067talk about what we do in our program and then i don't know if he's still here but i want to thank mr pat walker for coming in and talking to us about fall sports if you know me personally you know i am not a sports guy um i will never be able to do sports um as great justice representing them as he did and i'm so grateful he was able to come today um and then finally the last thing i wanted to do is i just wanted to give out um a little bit more of what's to come and that's why i have my chromebook and i've been looking at it this entire time to make sure i have everything out for you guys um we are having our virtual open house um tuesday january

06825th from 6 to 7. um i'm currently in the fallbrook asb and we've been working to film a lot of videos um to fit for uh the different grades and the different programs that we offer to really give all of you that come to open house all of you parents of fallbrook high students an opportunity to really see what we do on our campus and then also ms jones is hosting coffee with the principal on friday january 28th from 8 30 to 9 30 a.m in the parent welcome center um and let me just check real quick oh and then finally um i wanted to throw out a quick shout out to our drama department um i personally get to work with them all the time and it's the first time that our school has

069had a drama production in the past oh my goodness um when was my freshman year four years ago when the choral department not even the drama department but the choral department did shrek so it's so great to have these students who are willing to work with younger kids and we have miss heather smith who works with our club to be able to produce and give these opportunities out to students um who usually wouldn't have them if you're interested in coming they're doing it this friday at seven o'clock here in the bob um and that is all i have to share so thank you all very much for your time and i wish you all an amazing night um i don't have that much to report i'm not as not as much as that since we

070are pretty uh small school uh well i'm representing two schools so two small schools um we're just starting off this semester you know with our next set of classes and and i just wanted to say hope everyone enjoyed the holiday that's about it thank you board of directors anybody who want to go first i'm sorry superintendent sex all right good evening and happy new year everyone second semester started on tuesday january 4th we've experienced celebrations and challenges in this first week of the semester the celebrations have come in the acceptance letters that many of our st our seniors are now beginning to receive last week one of our seniors was accepted into mit and we will hear more about that in the near future the challenges naturally come in the rising number of coveted cases

071that we have seen in recent weeks positive cases are affecting both our employees and our students as we learn about positive cases we begin contracting tracing all isolation and quarantine requirements are then made following the most updated covet 19 decision tree which is available on our website due to the scarcity of covet 19 pcr tests the county of san diego is temporarily allowing home testing to be used in schools through january 27th we were to receive at-home testing kits for our students prior to their return to class last week but the testing kits did not arrive on time we will be sending home test kits with students this friday we will be asking families to use these kits before sending students to school on tuesday january 17th later this week parents will receive a letter

072with additional information we are continuing our weekly covet 19 diagnostic testing for unvaccinated employees as mandated and we are offering voluntary coveted rapid testing to vaccinated employees that request it we are also testing student athletes on a weekly basis as mr pat walker already mentioned and we have the rapid test available for students as well another change to the current guidelines is the mask mandate which was set to expire on january 15th it has now been extended through february 15th this means that masks will continue to be required in all public places regardless of vaccination status as a result we will continue to require that must be worn at board meetings including while participating in public verbal comments we thank you for your cooperation the mask mandate applies to all indoor settings as you know

073by now the state's vaccine mandate did not go into effect this january it is expected to go into effect in july to date the requirement leaves open the possibility for exemptions for medical religious or personal reasons since the mandate currently comes from the governor and not the legislature although districts are are encouraged to implement requirements ahead of the statewide requirement fallbrook union high school district will not be implementing a local mandate but simply following the state mandate when it is time to do so we will keep our community informed of any new developments as we receive these as i stated earlier we are providing weekly kova testing to our student athletes in an effort to continue to allow spectators at indoor events and to keep our winter season on schedule we will no longer be

074allowing any food or drink in the gym and no concessions will be sold until further notice we all recognize that this is a very difficult time we are all tired and we all want to be free of mandates and restrictions but until the time comes i ask that we all be civil there is no need to insult threaten and harass employees that are simply doing their jobs by enforcing mask mandates etc we have the opportunity to show our youth then we can make our point and speak our mind in a manner that is civilized respectful and acceptable we are doing everything in our power to keep our schools open in fact california has made a commitment to keep schools open but in order to accomplish this we all have to work together any employee that

075has coveted symptoms should stay home and test to verify whether those symptoms are covered related or related to a common ailment such as a seasonal cold or flu we ask the same of our parents and guardians if your child is showing symptoms such as fever chills cough shortness of breath or difficulty breathing fatigue muscle or body aches headaches sore throat congestion runny nose nausea vomiting diarrhea and or new loss of taste or smell please keep them home until it is verified through a cova test that the student is negative thank you thank you okay now board of directors anybody like to go first just call us all right start at the end work straight down and nothing to report at this time thank you um hello everybody um beginning of december president jones and i

076went to along with our superintendent went to a convention in san diego for all the state board members and at that time i met somebody who's a 12-year veteran um and uh he's doing something on saturday mornings called coffee and conversations which i've been attending and um what he's tell talking to us is about organizing um foreign type groups between um the board members and people and that want to come in the community so at this time we are in the planning stages for that um we've contacted a few of the community people uh to get their input and we'll keep you posted on the progress with that so um it's it's good because we're listening where we can converse back and forth and not in this particular form at the board meetings so that's

077my report thank you okay um a couple things i think you heard uh uh our our superintendent talk about it quite clearly we have no intention and are working as hard as we possibly can to keep the schools open there's there's no push to close our schools everybody here wants to keep users open as much as possible however there are challenges there's uh there's a lot of teachers and other educators that are are out and it's and it's getting a little hard so again we're uh grateful for the flexibility of the staff the teachers and in helping us with that and uh also with the parents to to help us through this i had a chance to take a tour up at separate topic completely i had a chance to take a tour up at

078ivy school and uh spend a couple hours with mr gray and and look at both that school and what they're doing down at oasis and and i just want to say how absolutely impressed i am with with the work that he is doing up there with his staff i think you know my my father was a high school educator i've always saw firsthand that in in addition to just teaching the lesson plans uh teachers go the extra mile and and really make a connection with their students to be coaches and mentors and and and help them through that and what i saw up in ivy was was that same spirit man times times five or times ten uh those mr gray and and his teachers up there really do a wonderful job um making a

079good connection with those students to help them succeed as much as possible so i just want to thank him and his staff up there for the really good job they're doing uh that's all i have for now thank you yeah i want to thank um sorry i want to thank superintendent gonzalez for her report and her statement and her message i also want to send a big thank you and solidarity statement to all classified certificated administrators and other employees and uh in our district i myself am a local elementary school teacher here in fallbrook and i know from first hand uh how much how often we have to change instruction pacing how often our attendance switches and the exhaustion that brings to the teachers but um you know i just want to say thank you

080to all the teachers all the counselors classify certificated again administrators and everybody else for fighting really hard to to give quality instruction to our students it's a big thank you nothing to report at this time thank you all right thank you okay that moves us now to our agenda items superintendent human resources action item this is an action item number one yes this item is coming to you on a second reading for approval they are the revised and deleted board policies administrative regulations and exhibits the revisions allow the district to make the necessary updates to remain compliant these revisions and updates are in alignment with csba suggested language and the numbering system the revisions will appear as a strikethrough for deletions and as an underline for additions there are no financial implications associated with the

081agenda item and i recommend that the board of trustees approve in the second reading the revised board policies regulations exhibits and deletions as presented any discussion from the board would anybody like to make a motion i move um that the board approved in the second reading the revisions and uh deletions of the board policies administration uh regulations and exhibits as presented i'll make a second on that okay moved by cabbage second by summer call for the vote mr gagles hi this month i mr carlombia hi hi mr jones also says i miss sterling i heard an eye miss summers i all right i think the mic cut out there but that was a 5-0 vote in favor of that thank you next action item approve and revise the board policies 46.12 graduation requirements continuation high

082school yes um this item was adopted or the graduation requirements for ivy high school were adopted on january 11 2021 we are not changing those requirements what we found was a typo uh when in one sentence and that is the correction that you will see in red there are no financial implications this supports all of our lcap goals and i recommend that the board approve in the first reading the revision to board policy 6146.12 as presented thank you any discussion all right do we have a motion i move that the board approve in the first reading the revisions to board policy 6146.12 graduation requirements continuation high school as presented nice second okay moved by tabish second by sterling we'll go with the vote again mr gallegos aye aye ms moth aye that's a yes mr

084district and the fallbrook union high school teachers association and that should be the fallbrook high school teachers association all right thank you any discussion or if not do we have a motion i move that the board approve uh the revised contract between fallbrook union high school district and fallbrook union high school teachers association as presented i'll second that one okay move by tabbish second by summers go with the vote mr gallegos hi hi miss hamas hi mr mr carlompio all right mr garland says aye mr jones says i miss sterling miss summers says i okay this summer says i and finally miss davis aye all right 5-0 in favor of that item number four is very similar action item agreement regarding compensation between the fallwork union high school district and the service employee international union

085local as mentioned in public verbal comments the three-year contract with our classified union service employee international union local 221 was up for negotiation we negotiated for six months this particular action item only has to do with compensation uh wages the district is honoring the metoo clause contained in article 14 so that the service employee international union local 221 received the same wage increase as our certificated staff under the fallbrook high school teachers association contract we agreed to the 3.5 percent retroactive salary increase to july first twenty twenty one for the twenty one twenty two school year per the me to clause in the contract the cost of the three point five percent retroactive salary increase for the twenty one twenty two school year for unit members employed and working on december 13th 2021 is 181

086978 i recommend that the board of trustees approve the proposed contract agreement with seiu of a 3.5 salary increase retroactive to july 1st 2021 for the 2122 school year for members who are employed by the district and working on january 10 2022 as presented all right thank you any discussion or do we have a motion i move that the board approved agreement between the fallbrook union high school district and the service employee international union local 221 on compensation as presented a second okay i've got a motion by mr carlompio in a second by sterling call call excuse me call for the vote mr gallegos aye ms moth hi both eyes mr carlompio hi mr jones says i'm miss sterling hi sterling says i'm the summers i i and finally missed out hi all right motion

087carries five to zero number five is also an action item approve the revised agreement between the foreign high school district and the this is another one with the same service employment international union local 221 yes as i stated previously the entire contract with our service employees international union local 221 was open for negotiation i'm happy to report that we were able to do a lot of cleanup that hadn't been done um correcting of language and as a result of the market study we were able to bring equity in the salary to our positions able to also comply with the new law that went into effect january first regarding minimum wage so that none of our employees are earning less than that um the background information is that we reach the attendance agreement with the fallbrook

088high school teachers association regarding salary health and benefits and we honored the metoo clause contained in article 16 insurance and article 14 compensation with seiu the board of trustees approved the agreements regarding benefits for the 2122 school year at the december 13 2021 board meeting the salary increases were board approved at the at today's board meeting just previously there is no alignment to the uh district lcap attracting and retaining the most qualified staff directly supports the district's mission to serve our students i recommend that the board of trustees approve the revised agreement for three years between fallbrook union high school district and service employees international union local 221 any discussion or do i have a motion i moved to the board approved agreement between the fallbrook union high school teachers association and the service employee

089international union local 221 is presented a second all right motion by carlompio second by sterling call for the vote mr gallegos aye hi mr moth aye mr carlompio aye mr jones says aye ms sterling aye aye ms summers aye and mrs aye five to zero on that one also item number six very similar apple approved the salary schedule for upper unrepresented employees yes on december 13 2021 the board of trustees approved compensation increases to all unrepresented employees the district agreed to a 3.5 percent salary increase retroactive for the 21 22 school year as part of the me too clause approval of the new salary schedule reflects the 3.5 salary increase retroactive to july 1st 2021 for the 21 22 school year for certificated management classified management and confidential employees who are employed by the district

090and working on december 13 2021. i want to clarify that neither myself or ms mefford are a part of this agreement as we are contract employees board approved the salary increase and financial implications at the december 3rd board meeting there is no direct alignment with the lcap i recommend that the board approve the certificated management classified management and confidential employee salary schedule reflecting the 3.5 percent salary increase as presented thank you any discussion is there a motion i move that the board approved the salary schedule for the unrepresented employees as presented i second that by kavish second by summers call for the vote mr gallegos aye hi mr moth aye aye mr carlombio hi hi mr jones says aye ms sterling aye hi miss summers aye aye ms tavish aye action item number six passes

091five zero next section business service business services number seven is an action item termination of agreement between owner and design builder i believe this is related to our solar yes this is an action item that we have been discussing or an issue that we have been discussing the board has been discussing in um open meetings since july of 2021 at this time the board um is considering the termination of agreement between owner and design builder dated december 28 2020 with johnson controls incorporated any discussion okay i'll start a little bit um this contract started before i was here so i was trying to play catch-up on this i think the the contract started out well but as we got further and further into this as as the details uh starting getting flushed out um there

092were some things about this that made us nervous there were some costs that they were giving us that were seem to be outrageous or seem to be very very high when we pressed them for more information they really kind of give us any that bothered us greatly additionally we started working with one right totally his name was jeff one person and uh halfway through our project he no longer works for the company so we kind of ended up switching over to a new group of people that we didn't have any relationship with um all of this uh basically made us nervous as far as moving forward up to this point the the money committed was relatively minor because it was just on the design process then we're at the decision point where we can go

093ahead and move on to the construction phase which is the majority i would say of the of the cost i am not in favor of continuing with this company i want to see if anybody else has anything else to discuss i just would like it be clear to the public that what we've paid for so far is ours we don't have to you know redo that in that what we paid for is is what we've got so far so it's not like it's um going back to totally to square one so we'll be able to move forward with looking at other possibilities as soon as possible so we can get this going i have a question um so summers just mentioned that i know we've spent about three hundred and fifty thousand dollars um what

094has that given us so far and where is that and like relative to location that gave us a design for a solar project and so we the 350 000 was for um the actual services that were rendered which was to design a solar project for our school and we can utilize all or part of that with any of the people that we go forward with and since we do own that design now um we really don't know how much of it we're going to be using so i can't really go to as what we're going to be going forward with at this point thank you for the clarification i appreciate it okay so from here um does anybody would anybody like to entertain a motion on this i moved that the board approved the termination

095of the agreement between owner and and design builder jci that was dated on september 28 2020 second okay motion by sterling second by tavish aye mr gallego says i i miss ma says i also mr carlompio all right mr olympia says aye mr jones says aye ms sterling aye hi miss summers hi hi miss cabbage aye okay five zero we're going to go ahead and terminate the contract with johnson controls thank you action item number eight same basic topic selecting of a vendor for contract negotiations the district previously entertained presentations at an open session board meeting regarding the district solar project on november 19 2021 from three vendors baker electric empowered solutions and schneider electric during the presentations the board was given information regarding each firm's ability to provide engineering design procurement construction startup commissioning

096and ongoing operations maintenance and monitoring and a long-term performance guarantee for insert installation of photovoltaic solar electric generating system on district property it should be noted that johnson controls jci was invited to present but was unable to attend the meeting the board will now discuss the vendors and select a vendor with whom district staff will one discuss and solidify the scope of the pv system project and two negotiate a design build contract for construction of the pv system the selected vendor will be asked to return to an upcoming board meeting to present the scope of the pv system project and discuss such scope with the board once the scope of the pv system is approved by the board the district will negotiate a design build contract with the selected vendor for the vendor to complete

097the installation of the pv system project should the district successfully negotiate a design build contract with the selected vendor it intends to seek board approval of said contract using california government code section 4217.10 at a subsequent board meeting the current consideration is that the board of trustees select a vendor for the solar project contract negotiation the financial implications are unknown at this time there is no direct alignment to the lcap i recommend that the board of trustees select from the three vendors baker electric empowered solutions and schneider electric that presented on november 19 2021 all right thank you discussion yes um i feel strongly that the best fit for our district would be on baker electric they came up with a plan that seemed to be apples for apples and so they are willing to

098work with us for what we need to do but they gave us a mo the most concrete kind of uh program that we would be able to actually look to see what the cost really would be and compare it to what we had with jci so that we would be able to come up with a plan that would be just under rule 21 and give us the most um bang for our buck i too also like baker electric i believe that they're very close to us they're local here company they also do their own work they don't sublet it out to a secondary company like one of the other ones was doing so that is going to make it you know much more hands-on they know what they're doing and they have a very good

099track record so i also like baker electric um i'm not you know i'm not a major member of the board however i do have a representative voice um my main concern with when i was looking at johnson controls um something that we've now terminated is a majority of their plans involved working on um land currently used by the fallbrick ffa um which you know i've been pretty adamant about against um that i was unable to come to the board meeting um so i and i've been going off what i've seen um within presentations so i've been able to see kind of the scope of the schneider electric and then the um what's the name of the other one um yes empowerment um i had not seen a listed out slide show for baker electric so

100i cannot give a personal opinion on them as a company i think from the presentations i think schneider electric would be a good candidate however i also trust um the well-being of the uh my fellow board members and i find that from what they have told me about baker electric it would also be a suitable option thank you and uh your speech classes are are doing you well um you you bring up a couple good points uh one of them is use of uh property to our east which is used by ag the one of the complications with johnson controls is they did not feel comfortable they were not able to utilize the entire parking lot the senior parking lot out here so they were increasing the solar input by using that space out there

101that's used by egg it sounds like baker for sure and i think some of the others felt more comfortable using the entire varsity parking lot it has to do with the the base of the soil quality a liquid faction yes and what we found is that by by using different pylons and things like that they're they the other companies are more comfortable with using that that being said none of us are comfortable using that ag property other than i think there's a small sliver triangle right tucked in uh by the softball field right that we were talking about ground mount so i don't think first of all this is just a proposal to have somebody start negotiating and it also has a clear idea of what we're looking for but i don't think that will

102be a problem okay i actually thought all three vendors were good however i did feel that baker was most complete uh and seemed to be working the hardest with the information there to give us a good sound uh estimate of what it would cost also do you need specifics on a motion or you just need a vendor name i need a motion with the vendor name i move that the board select baker electric to move forward with our solar project with the contract negotiation as of this board meeting so i got the motion is that going to work or do you just need the motion to to direct you to open negotiations that will work motion by sterling second by cavish go for the vote mr gallegos aye hi miss hamaf aye aye mr hi

103aye mr jones says i'm miss sterling aye aye ms summers yeah i i am tavish all right so uh 5-0 vote to uh start negotiations with baker electric thank you all right section c education services number nine is an action item single plans for student achievements achievement school site plan yes the single plan for student achievement or sipsa are mandated reports for schools receiving federal title 1 front funds a single plan outlines how a school will spend title 1 funds to assist students who are struggling academically single plans are approved by respective school site councils prior to submitting them to the board for approval the financial implications are the following fallbrook high school is allotted three hundred and seventy eight thousand three hundred and seventy four dollars plus a hundred and fifty seven thousand six

104hundred and fifty nine dollars of carryover in title one funds for a total of 536 thousand thirty three dollars ivy high school is allotted to twenty thousand one hundred and twenty six dollars plus thirteen thousand six hundred and forty two dollars of carryover in title one funds for a total of thirty three thousand seven hundred and sixty nine dollars the single plans are all aligned with all three of our district lcap goals i recommend that the board of trustees approve the attached single plan for student achievement for fallbrook and ivy high school i do have a question so when this money comes to the different schools what is it going to be used for even i understand it's under hellcap but what is it going to and how is it dispersed to the different students

105so ms mefford can address how it is dispersed and the way it is going to be spent is detailed in each of the sipsa plans our school site councils which are comprised of parents teachers and students work on the needs that they feel are are the greatest and then provide information to the school on how that money should be spent so a large portion of our avid program for example is paid for using the title 1 funds title 1 federal funds also have a very strict requirement as to how they can be used so for example the following are specific uses of these funds math and english intervention classes parent outreach and education advancement via individual determination or avid tutoring motivational events for students to improve efforts additional staff development training and needed materials and

106supplies school and library materials and resources instructional coaching for teachers technology equipment and career awareness and development so the plans do detail the stakeholder support and the different areas where we will be using some of the money for thank you very much any more discussion is there a motion i move that the board approved the single plans for student uh achievement school site plans for fallbrook high ivy high and oasis high as presented a second motion by tavish second by sterling mr gallegos aye aye ms moth aye aye mr carlompio all right hi mr jones is i miss sterling hi hi miss summers aye aye ms davish aye aye ocean passages five zero all right we're now to section d which is a consent agenda all matters listed under the agenda are considered by the
