one passed five to zero had that one passed all right um conference with legal counsel anticipated litigation significant exposure to litigation pursuit to government code 54956.9 um subdivision sorry you didn't know what the acronym was for d2 uh there was one case on that one we have um we didn't have a decision nothing to report on that one and then on d we have conference with labor negotiations government code 54957.6 district negotiator elsa garza gonzalez superintendent employee organizations fhsta and sviu local 221 unrepresented employees classified management certified management and confidential employees on that one we have nothing to report on e we do have a report okay in a vote of five to zero the board approved a four percent raise as of july first 2021 for the superintendent after a satisfactory evaluation the contract

trustee carl aye thank you mr jones aye ms sterling aye thank you miss summers says i am miss tavish aye all right so at this time there is a notice given that a board of trustees will formally open in public hearing regarding the sufficiency of instructional materials for the 20 21 22 school year after public comments or questions the public hearing on the sufficiency of instructional materials will be formally closed so at this time let me do this one i would like to call the public hearing to order at okay so this is uh 5 40 p.m for the sufficiency of instructional materials anybody want to say anything about it okay hi hi guys hi um wow it's really loud i'll be over here um i just wanted to bring to the point i've had
as people know i'm an advocate and an educational consultant so i represent a lot of kids with ieps one of the things we've had problems with the past my own kid who doesn't even have an iep wanted to have a book that extra two books of the same class one to keep at home because it was a physics book so as you can imagine it was quite heavy and the students last year did not have lockers they had to request a locker right so he's like instead of trucking my physics book i would like to have one we had a lot of pushback from the librarian um and i had to let her know about the sufficient funds um what we're talking about today at open um it's also an issue with the kids with
ieps because a lot of times they go home and i like i forgot my english book or my history book or whatever it's because the iep kids do a lot of times in the resource rooms have lockers so they'll leave those books at home so if we're truly here i think it should be more streamlined for the future and not have it be such a rarity if i have a dyslexic kid or an autism kid or a lot of those kids if the kid is asking for an extra book they're not asking for something bad we should give it to them without a hassle so i just want to make that as i think it's just a lack of awareness really on some of the personnel and not knowing they're like no policy is you
only get one book if that kid turns in both those books at the end of the year if they don't the parents gonna get paid have to pay for it anyway so no skin off the teeth okay you didn't identify yourself for the record oh for the record i'm norma meyer parent this is my eighth year consecutively at fallbrook high school thank you ms meyer anybody else hi uh victoria mcsheehy i've got a student here at fallbrook high school so um i understand that we are moving forward with this sort of quote-unquote critical race theory class and so much as the fact that we have hired someone to take on that position i'm sorry um if you could wait for public verbal comments because this is only on sufficiency of materials but the public verbal
comments is right after okay thank you i can see where you would see that but no it's going to be just a minute hold on so um thank you for the comments um to the board on this topic i'm adjourning the public hearing at um let me see it's 4 43. okay so we have one comment on that one all right that brings us back to the agenda so i'm going to make an announcement about public comments please be advised that the agenda item is provided to allow members of the public to make suggestions or identify concerns about matters affecting the district the fallbrook union high school district board of education encourages and invites the public to comment on agenda or non-agenda items individual speakers will be limited to three minutes total public input on
any one subject will be limited to 20 minutes and may be extended at the discretion of the board president comments on non-agenda items will be heard at this time comments on an agenda item may be taken at this time or when the agenda item is discussed by the board speakers will be called in order by topic and when card was submitted the district silence should not be mistaken for agreement with public comments rather the board remains silent to comply with california law avoid legal entanglements and or to protect the privacy of those involved please be assured any serious allegations have allegations have been or will be investigated thoroughly any responses from the board will occur um during the board member comments all right so um we're going to get started you have the list yes
tiara daphne regarding mask mandates hi good evening i wanted to come speak to you regarding the masks that are to be worn the school year and to see how you are advocating for our children i look in this room and nobody but you have your masks on this tells me that the general public is not very concerned about catching a virus that most of us are recovering from and we are having our children come to school in masks there it it hinders their socialization it hinders their learning it hinders their breathing and i need to know what you as a board are doing to speak up and to advocate for our children it it is a mandate based on the fact that this virus exists i think we can all agree that viruses don't just
go away this isn't just going to go away so when when will the mandate for masks for our children end and how are you going to speak up and help us end this so that they can actually return to school normally and safely and if we there's no time so i can just keep on going there's if you want to do something that is actually going to help our children how about increasing passing time between classes so that the children can go into a restroom or a station that you've placed somewhere in the school for them to wash their hands if they are required to bring their chromebooks to school how about you have some sort of disinfecting wipe that they can then wipe down their computers with since they've probably touched every hand rail
or high five each other or whatever they are doing out in town they are allowed to do whatever they want they're going to grocery stores they're going to each other's houses they're going to parties they're going to beaches they're going to theme parks all these things church and they're not required to wear a mask and then they come to school and they have to wear a mask i i i am begging you to stand up and fight for our children let them breathe let them have the choice some people i'm certain would want to wear a mask to school and those kids should undoubtedly be allowed to do that but the children who do not want to the children who feel like they are being suffocated thank you you need to speak up for our
children [Applause] thank you can i have the next person please the next speaker is rebecca christopher's on mask mandate hi um i just want to know i uh could you tell us where you're from where i'm from uh-huh i'm a fabric warrior got my shirt on i'm really supporting i literally have no idea what i'm gonna say and you know following tear i don't think there's a whole lot that we should have to say but i will tell you this and i think this timing is perfect i left my house 15 minutes later than i thought i would because i sat with my 17 year old daughter who's gonna be a senior this year sobbing sobbing on the couch about how alone she feels how depressed she feels how bad she is struggling and it's
because she's lacking the connection that she has to have in the school environment every one of us were blessed enough to go to a school and connect with our friends and stay the night at people's houses and have normal interaction coming to school even seeing you guys up there in masks it's a disconnect i can't see you do you have good teeth do you have bad teeth are you are you a smile or you were frowner it's depressing and if we don't take a stand now this generation is forever going to be changed and we have the right to stand up we have the right and our kids need you guys to stand up with us we can't do this on our own we know the rules we know what you guys are going to
say they can't come to school without their mask and then what do you go to detention because you didn't wear your mask and at the end of the day we also all know they don't [Applause] take work our kids opportunity to learn to connect to to love to to um grow over politics we have to stand up and we are begging you guys to stand up with us i literally left my house thinking to myself please don't let this be the thing that changes my daughter's life in a negative way i have five kids they all go to school here not anymore three of them two of them are not here three are in this school my boys went to school as freshmen never went to school i've now got a senior i had a
senior graduate in 2020. you know how that went please dig deep work with us we're not a bunch of monsters we just love our kids and we need your help [Applause] um the next speaker is brian snyder on masks [Applause] brian snyder paul brooke we've lived here my wife and i for about five years uh i think everything is pretty much well been said already but i want to start by asking you a question and i don't expect an answer but i would just like you to ask yourself and the question is this let me just say i i know what i hope the answer is and i know what the answer should be the answer is do you care about the students of this school do you care about the students of this school
as many of you know the this last 16 to 18 months has been brutal for students suicide across the states is just going through the roof depression is massive and the students are really suffering a lot um about mass there are there's a number of things but i just want to say this first of all i think maybe most of you know this but masks are totally ineffective against stopping viruses virologists have known that for years cobit is no different there's there's no research that has demonstrated that mass are effective against uh against the colbit virus either cyrus clovid2 corbin 19. in addition it's already been mentioned uh but the use of mask is harmful to the respiratory system mass can uh gather bacteria other germs um and there's lots that can be said about
that just kind of by the way everything i'm saying uh is backed by a number of sources i'd be happy to provide uh a list if would like it but all of these all of these have been done uh and that's what i've been saying socialization uh facial recognition is really important for social development and uh our youth developing children youth are being deprived of their social development by prolonged mask use another thing is asymptomatic viral spread is a myth virologists have known this for decades mass do not stop viruses uh healthy people do not infect healthy people virologists have known that for a long side there's no research evidence that demonstrates a symptomatic spread of of covet uh is prevented or is is spread by um asymptomatically okay um also as far as the
delta variant uh crisis that is a myth um the any variations of the del of the colbit virus they cannot produce a mutation that will uh that the immune system will not recognize if you've been exposed to covet if you've had covid uh your immune system especially t cell memory will recognize any variations of of a a variant of the children that includes um that includes the delta variation um okay uh for example there was a video your three minutes are up could you i'm sorry i didn't get a warning could you give me about 20 more seconds please you can finish your sentence okay um well i'll just say this uh the research shows that there that uh that there is immunity i don't have time to go into it but i just want
to say again uh do you have the courage to stand up and put the kids put the students first even if it causes a personal sacrifice uh do you have the the the dill are you able to do due diligence uh to to to check out these things uh to get this information true information because i'm telling you it's true mass do not work uh kids do not need mass the virus is ineffective against them and there's all kinds of of um research to show that thank you very much [Applause] ashley schlumberger thank you actually i hope it's okay i'm going first i'm rhonda schlumberger her mom and are you fall brooker tell us where you're from please fall brook how's that thank you okay good evening board members parents and concerned citizens by now
we're all aware that the delta variant is making the rounds and as a result some california school districts already feel the pressure to rethink in-person education for the school year and that's why i'm here tonight because i'd like to thank you board and superintendent garza gonzalez for your courage and for standing strong because on august 16 you'll open fallbrook's doors to in-person education and we're so happy for that thank you [Applause] you're making the right decision to bring kids back but at some point you may be pressured to reconsider and when that happens please remain strong listen we've been scienced up to our ears these last months nobody cares anymore about covet facts and how this does or doesn't affect the teen population unless those facts happen to coincide with the listeners political ideology so
instead i'm just going to talk about what's real a decision to press ahead with in-person education is important because our kids can't face one more year at home behind screens look fall brooks teachers did a fantastic job in difficult circumstances and we thank them truly but make no mistakes kids suffered by being at home snippets from the lcap will act as a reminder and i quote social and emotional wellness rose to the forefront as a tremendous need for all of our students the district learned very quickly that the loss of not just nutrition but daily routine socialization and education impacted both students and their families on a social and emotional level the impact of the school closure has been difficult on students and families now again i commend the district in overcoming these and so
many obstacles to get education to our kids but another year in distance learning could have disastrous con consequences for our children for example just last week we learned about governor newsom's bill allowing juniors and seniors with failing grades to go on to college the bill seems helpful but in reality if they've not passed high school classes how will they pass college courses which illustrates why it's vital that our kids are in class so if covid heats up and you're pressured to close down again be strong and courageous and stand up for our kids keep them in school thank you [Applause] and now here's ashley hello school board my name is ashley schlemberger and i'm a rising junior at fallbrook high school i wanted to take a moment to thank you and our superintendent ms garza
gonzalez our principal miss lauren jones and all the faculty and staff at fallbrook high school thank you for what you do for us at fallbrook for the students after seven months of fully online learning transitioning to a hybrid model in april was a dream come true i just want to share a few thoughts on what transitioning to in-person education meant to me after being home and behind a screen for so long first it was great to see friends again and make new ones kids i know who had been especially struggling with covid in terms of depression began to smile again thanks to the human interaction i'm part of the choir here the madrigals and being able to sing again as a group outside and wearing our masks was magical also students felt more comfortable asking
the teacher for help in the classroom the staff here at fallbrook high did an excellent job protecting students from covid social distancing disinfecting desks plexiglas and more and students did an excellent job of protecting themselves i'm a germaphobe thanks to my mom and dad and i learned from a very young age the importance of washing hands not eating that raw cookie dough not sharing water bottles and listen and the list goes on i went back to school in the hybrid model and sanitized my seat and frequently used hand sanitizer i also noticed that students around me did the same the students here at fallbrook are concerned not only about their health but they're also concerned for the health of their loved ones and they take great care this is why i feel confident about going
back to school next week students are willing and able to take their health into their own hands we can and will keep ourselves safe thank you [Applause] so so i just want you know we only we have two more people on on this topic so that brings us to 20 minutes so make sure you decide who's going to come up madame president we only had the four speakers on the mask mandate this was a separate topic we only had 13 minutes of mask mandate and then this was a separate topic so nobody has reached the 20 minutes all right our next person will be coming up our next speaker is bb mckee on crt hello my name i'm a is teacher 33 years in various classrooms teaching everything from kindergarten my name is bibi mckee
i've had 33 years teaching in various classrooms from kindergarten to college prep english i've taught reading and math and social studies and my last 18 years were 8th grade us history looking at a school day for students whether they're in elementary school or high school teachers today do not have enough time in their day to do all the preparation kids need in math and science and reading public speaking writing a good paragraph so many things they need to learn our school day is full so to try to throw in to our students day something that's not real something that was made up like critical race theory and try to poison the minds of our young people with lies and deception at this very vulnerable age is so wrong kids have so much they need to
learn so many areas they need to explore they need to learn what's true and what's real and no student in this beautiful town of fallbrook should ever be exposed to something so horrible and hideous as critical race theory it has no part with a healthy student onset or mind kids need to learn that all kids are the same that god created them all equal also there is actually i will let you know there is one human race and we are all a part of it it doesn't matter our hair color our shape our eye color our skin color we are all one our blood is the same to try to take impressionable young kids who can play with anyone on the playground laugh and get along and try to tell them that they are better
or not as good as someone else is wrong it will always be wrong it's never right [Music] my mantra for teaching my students was it's never right to do a wrong thing it's never ever right to do a wrong thing critical race theory was wrong from the beginning and to impose it on the students in fallbrook is wrong [Applause] helena dyer on crt hello my name is elaine dyer and i just want to talk against critical race theory i'm a mexican-american a mother grandmother and i want to stand up for all the races black white brown yellow because this nonsense will bring other programs worse than this to our schools we are all made of the image of god we we should be standing together as human beings when we label and degrade other races
or people it causes division and this will divide our country even more than it already is teachers are our employees they are higher to ed to be educators so our children's can go on to get jobs go to college and even be great leaders of our free world when you poison their minds that they should be sorry or ashamed for what color their skin should be you are causing division in our schools which leads to bullying we have enough of that without adding to the problem children and teens are confused and insecure of themselves at this age already no one chooses what race they are you will be pitting kids against each other for no fault of their own in the bible and psalms 127 3 says children are a gift from the lord they
are a reward from him proverbs 22 6 direct your children onto the right path and when they are older they will not believe it you can make a diff you can make a difference in a good way or a very bad way and the lord has this to say about misleading our children mark 9 42 but if you cause one of these little ones to who trusted me to fall into sin it would be better for you to be thrown into the sea with a millstone hung around your neck their blood is on your hands what you are allowing will come back to bite you we are all accountable for what we do here on earth and we will all have someone to answer to someone and that's someone is god whether you believe in
god or not and i just want to end with this second conor second chronicles 7 14. then if my people who are called by my name will humble themselves and pray and seek my face and turn from their wicked ways i will hear from heaven and will forgive their sins and restore this land this is what we should be doing to heal and restore and stop the division it's not too late we can make a difference thank you [Applause] carol osgrove i have a dream crt thank you okay got it okay my name is carol osgrove and i've been a resident of fallbrook since 1979 and i've seen a lot of changes since then and i've seen our freedoms eroded away when i was a kid she'll kill actually allowed to leave class for what
they called release time it was religious education they began the school day with a salute a flag salute the pledge of allegiance the 10 commandments were posted it was a public school in 1983 my children attended fodder junior kahai and at that time they began to teach sex education and i attended some of those classes because we were invited as parents it was very uncomfortable for me to sit in those classes with other moms and dads as they talked about what they were going to teach our kids it was actually embarrassing and i will get to crt i should have hugely protested back then uh and gotten into board level then but i was but i'm involved now now i have a dream i actually have a dream and i heard a lot of people
make that sentiment that you board members and our students will stand against critical race theory vaccines and mass mandates and will stand for the constitution the so-called vaccine is experimental and we should not be forced into taking the jab read the nuremberg code and the helsinki declaration i have a copy here i've read it at the last meeting you stated because we asked you if fallbrook junior fallbrook high school is going to be teaching critical race theory and you said oh no we won't be you kind of muffed it off but you lied because you approved 125 000 salary for someone to teach or facilitate training in restorative justice and unconscious bias what in the world is that well guess what it's critical race theory at its core critical race theory is the core curriculum
of communism wrapped up in a scientific sounding ribbon you need to fire that person not hire that person yeah out god hates all this proverbs 6 16 to 19 has this to say about what god hates a proud look a lying tongue heads hens the hands that shed innocent blood that's abortion by the way and i understand that our children can actually be released without parental approval to receive an abortion how horrible is that feet that are swift and running to mischief a false witness that speaks lies that's crt that's a lie he that sows discord among brethren crt students must be taught truth or they'll believe a lie crt i'm almost done crt and the vaccine hype is not truth it's a lie so we need you to stand against us so board members
how will you stand will you stand to protect our children and not poison their minds with crt mass mandates and vaccines or are you afraid to go against the california teachers association you work for us by the way we the people if you won't stand up for us and true american values and for our children you need to step down for someone who will [Applause] sherry weisar budget spending concerns i'm not that short hi my name is sherry weishart i've lived in fallbrook for 25 years and as you know i've had students in the fallbrook school districts for 20 of those starting with i have a freshman and a senior this coming school year i come to these board meetings to express what i know are my thoughts my questions and what i hope would
be the thoughts and questions of other parents and other citizens if they were aware of the situation and this week i come to ask a question i would like to know how it is that you can sit there and listen to ffa and 4-h parents and band parents and boosters for cte education and listen to them pleading for money that they desperately need for our students that you're here to support and at the same time somehow fund a district retreat that you held just two and a half weeks ago at what cost i'm wondering why that's not public knowledge as it should be along with that you've already told us in previous board meetings that two years from now the district is expecting to operate in a budget deficit of just over a million dollars
and so my second question is what steps are you taking to prevent that deficit and continue to provide the education and supplies necessary for my children all of our children thank you [Applause] victoria mcsheehy school staying open and vaccines for students hi everyone my name is victoria mcsheehy um i think there was enough said in a lot of cases on uh getting the kids back to school and it sounds like that's the direction that we're gonna go now i do hope you stand strong against the unions and against some of the things that the governor wants by keeping our kids in school i think it's paramount to their education and i think that there's been a huge disadvantage for most of these if not all of these children um you know one of the things
i do want to talk about is i do want to get back into this crt because i think it's really really really important that it's something that we talk about and when it goes back to discussing what the intentions are of this program the intentions are to divide our children right we've got children that participate in sports and what is the biggest thing that they talk about they talk about working together as a team i've got a son who plays on the football team there are every color of child on that football team and for you to ask him in class to apologize because he's a white man and then go back out on the fields and play with them as a team in a unity in a unified effort you can't ask them to
do that how do you do that you're pitting them against each other and then how do we ask them to come back together to be able to do something that fundamentally that they want to do that they'd enjoy doing so what i would say is in lieu of spending all of this money 125 000 on a new teacher why don't we create a more but robust civics program why don't we talk to the kids more about what history looked like why don't we allow them to continue to read the classic novels whether they have appropriate or inappropriate words that's how we learned that's how we have a generation that's how we have a generation of all of these people that don't look at each other as individualized by their color why are we going to
turn around now after all of these years and start reteaching that and you can put whatever sort of blanket on it that you want to you can call it whatever you want but we know better we're not stupid we know better we know what you're going to be teaching in classes and frankly one of the topics that i do have issue with is that you won't even hardly tell us what's taught and then we find out from our kids only because they're at home doing schooling now if they weren't at home doing schooling and we hadn't taken the time or the energy to sit there and watch and understand what they're learning on these fridays then we wouldn't have known either way and that's entirely inappropriate how are we left out of our child's education
how does that happen how does it happen that you introduce new classes yet 88 of the students are failing math don't we think that's more important don't we think understanding english and being able to read and being able to do essays appropriately is a little more important than 125 000 to someone who's going to teach our kids to separate them at what point at what point are they more important at what point are they more important and their actual education that's going to take them to college that's going to potentially not maybe they're going to go to trade school whichever their direction may be we need to provide them the foundation for this that class does not provide a foundation for anything except division so what i would like to ask you is i'd like
you to stand strong against this class i'd like you to come back to us with some knowledge of what you're going to do to help increase those math grades increase those english grades because so far we're not seeing that yet we seem to be spending copious amounts of money on a whole lot of other things that aren't going to be relevant to our children so thank you [Applause] heidi broderick keeping school open [Applause] hello my name is heidi roderick i have a daughter that will be a junior this year i have a daughter that graduated last year and i wanted to talk about the school reopening and just reiterate what another parent said that i am very thankful that our school is reopening however i'm a little more jaded maybe than most i think at
this point i've lost faith in the judgment of our board and over the last year i've watched this board vote to not return to school before christmas break parents bait you guys not to you did it anyways you didn't have to do that you could have waited you could have seen what would happen but you didn't you made the decision months before you had to you also voted to fund pensions for over three hundred thousand dollars there's people on this board that i believe have a conflict a conflict of interest that are going to benefit from that personally and so will their family members that's not right you've also set meeting agendas and limited public comment time and allowed union reps to speak freely throughout the meetings that wasn't right at the last meeting the
band booster guy came begging for money i've probably heard him since i've been at the school him parents community members pay for money and instruments every year multiple times you guys said oh thank you that was so nice and then voted to start paying yourselves for a position that you took knowing would be a volunteer position how much money every month could be going to one of our boosters i challenge you to donate your new salary for being a board member to one of the boosters every time you get paid [Applause] this community and specifically parents want a board that's interested in the core schooling of our children and what's best for them i don't have confidence that any of you do at this point i'll be honest i'm going to end it with this
my question to you is what's going to happen at this school when we get our first covet case because it's not a matter of if it is a matter of when are we going to shut it down are we going to send our kids back to isolation are you guys going to cave to the politics of all this i am pleading with you to start doing things differently than you have because you're hurting our kids [Applause] marsha flowers transparency hi i'm a longtime fallbrook resident part of what i have to say also involves crt is that legal now that several have spoken about it okay i'd like to ask you to please have a a pencil and paper ready because i have some suggestions in just a minute that i would like to have you
jot down at our last board meeting mr jones assured the audience that crt was not being taught in this school but since that time i learned that in response to the new state ethnic studies curriculum neighboring districts all around us are doing exactly that preparing to in fallbrook the students have reported that the mandatory class that they called friday elective had elements of crt in it we see it all around us from the cancel culture to the limiting of speech on social media it seems to be in every aspect of our lives this board itself while you were saying that you don't teach critical race theory hired two two new people to monitor unconscious bias in teachers and to also promote equity both of those terms are straight from the crt playbook is it any
wonder that these people and a lot more than are here tonight are concerned about where we're going at the high school district you need much more transparency and i have five suggestions to help you get there number one forget the new hires the that you were ready to spend on them could be used to the advantage of disadvantaged kids um they have let they don't understand the lessons that successful students have been taught at home before they ever came to school it's in your purview to fix that cancel the electives of students with low grades and use the time to teach them study skills and the importance of education give them tests to determine their [Applause] give them tests to determine their interests and what careers they might be best suited for bring in motivational
speakers take them on field trips hire tutors and another librarian to keep the library open after school may i finish my last four suggestions is four sentences number two invite all parents to public meetings with teachers and principals to discuss how you are implementing the new state curriculum number three provide a place where residents can examine that curriculum and the suggested lesson plans that accompany it number four invite community representatives and very small members to attend teacher in-service training sessions in ethnic studies and number five lastly when questions are asked of you here at board meetings please be sure to have someone answer them at least at the next board meeting [Applause] nora mayor ffa solar panels lots we're gonna test out the microphone okay there we go um hi guys um so on the
last meeting that we had july 12th johnson controls came the board members asked a lot of questions about kostova runs and all this stuff that was going to have to be done for road improvements one of the things that was addressed by the parents community members and even one of the ag teachers was how johnson controls wants to confiscate two of the ag department pastors and make them into solar fields it reminds me of the song they paid over paradise but a parking lot um but none of that was answered or addressed or even asked of johnson controls because we as community members per robert rules are not allowed to ask johnson control directly i would be happy to but they are not obligated to answer my questions they are obligated to answer your questions
and they are making a presentation to you today it is an agenda item and i am begging begging someone on that board to ask and answer that question is ag losing their pastors for the ag kids and the saes okay fallbrook ag has had been at fallbrook for one of the oldest chapters in the state of california it is one of our prime examples of something that works here it kills me as an ffa mom i've had two kids one with an iep who graduated in 2018 with a 3.8 because of that ag department please ask that question we deserve that answer i don't want it shoved under the rug i don't want it to be an afterthought own oh ask forgiveness i want an answer on this it was not answered and i know
johnson control has a lot of money involved in here and they want to push it through to you guys but you need to make sound fiscal decisions because a loan was taken off to pay for all this so do not sacrifice our kids now board you have a choice you have an opportunity i always hear you guys listen to us supposedly that's what you tell us now your actions can represent that are you going to put our kids above solar panels or are the solar panels going to come first thank you [Applause] all right now it's time for um our board members to give their reports i'll start out with um trustee paul olampio no report okay um how about miss jones mr jones sorry uh nothing to comment on miss sterling you have a
report no report at this time thank you okay and miss tavis um i attended a cte inspire conference um about a week or so ago and one of the keynote speakers was temple graden ag people probably know very well who she is she is um a wonderful professor from colorado state and she also is on the autism spectrum and she's developed all kinds of different ways of working with the humane treatment of livestock and she's been renowned around the world for a lot of her things that she has come up with and a couple of the real main points that i wanted to bring back from her as a keynote speaker was she was talking about how important it is to include welding hands-on education the cooking the sewing all of the different types of
things that are going to allow our children to be able to actually do hands-on education because she was saying for her that was basically how she learned and she was able to um really advance herself within the agriculture area and she said quote that she was successful because of her disability not in spite of her disability due to all of the hands-on education through ag cte and all of the other areas and i thought that was just a wonderful conference that i attended [Applause] thank you miss tavish i like that um yeah i did because of crt and all the conversation about it i asked that we download the curriculum from the state of california it's 350 pages long and i read the whole thing um um this course is um at the ethnic studies
course that we've been talking about and a lot of you are concerned about is is not even going to be taught for two years from now two years i i don't this is in a conversation i listen to you now i'm just telling you what it is the class itself it'll be in the history department it'll be one sim one semester class is what we're talking about now and it was very clear in the curriculum from the state california that the community be involved so this course is not going to be offered to the students until the community is involved all right now if you haven't read the 350 pages i could tell you briefly what is outlined all right there are five parts to the course the first part is individual heritage as heritages
of the students the second part is native american cultures the third part is asian pacific islander cultures the fourth one is hispanic cultures the fifth one is um african-american cultures it's about history it's in i am not i am not having a conversation i'm just telling you what is in the 350 page curriculum from the state of california that's basically i somebody needed on the board needed to read the whole thing and i did so i'm just saying that is and it will not be a course it'll be for older students probably seniors and it will not be ready for two more years and there's plenty of time in between we will have sessions where parents and community members can be involved so that's basically it we're not doing it right now i know i
don't want to get into any specifics about things i heard tonight but i just want you to know that i did take the time to read the whole curriculum it's history i'm just saying i read it i read it and you will have time you all right i'm just going to go on i just i just you i'm just saying i did take the time to read it and those are the parts that i saw very vividly and in the whole 350 pages all right so we're going to go on to the superintendent's report thank you so my superintendents report for tonight i have some very good news that we can start with these s back scores are just projections i do want to make that clear they are not the official scores we've disaggregated
the raw data but things are looking very good we still have and we recognize that we still have a lot of work to do but we're poised to have the highest s back scores since the s back started being offered in 2014-15 so you can see um with english language arts throughout the years the improvement that we are projected to make official scores will be released um sometime in october november is usually when the state releases these when we look at students that met or exceeded standards for english language arts again these are just projections based on our raw data and recognizing that we would like our scores to be higher but again um in meeting or exceeding standards for english language arts we are poised to have the highest percentage since the s back
started being administered in 2014-15 and this is with um the work that our teachers did in a and please be respectful and listen to our superintendent thank you but it's also um part of the work that we are doing in taking a very close look and making sure that what we are teaching in every single english class and every single math class is actually the same across the curriculum with teachers making choices as to how they teach it what novels they use to teach etc in mathematics we would obviously like the scores to be higher but again looking at the raw data the highest math proficiencies since the sbac started in 2014-15 when it comes to the mathematics scores due to the changes that we have made in graduation requirements to align those to the
entrance requirements of the cal state csu system we do expect these to go up continue to go up in future years and when it comes to meeting or exceeding the standards for mathematics again slightly higher than in in previous years so i want to reiterate that these are not official scores there are projections we may go down we may go up but based on the raw data um it's looking very good we aren't able to disaggregate by um the different subgroups and demographics but that's something that we will be able to do once we receive our official scores from the state so again a testament to the great work that our teaching staff is doing at fallbrook union high school district i want to make everyone aware that ab104 was passed by the california government
earlier this month and that parents whose children or any people 18 years or older who earned a d or an f in more than half of their courses during the 20 20 21 school year and it's going to continue through the 2023-2024 school year may request a grade change to pass and no pass and universities have also accepted the pass or no pass it's not included here a letter did go out to our community it is posted um on our website as well the list of universities that have made a commitment to accept these grades but a reminder that out of state universities do not have the same requirements and the last day to request a grade change is august 19th and there's also the ability for students in grades 11 and 12 last year
to request to graduate with the state requirements which are about 130 credits as opposed to the 220 credits that are required uh by the district the additional um grades or the additional graduation requirements construction update so the library will be finished on time but we will not have the cafeteria available nor will we have the bowl completed all of the projects should be completed by mid-october so there will be areas of the campus that will not be accessible to students or staff so the maps that uh the the pictures that we have here you can see the amphitheater excavation and the work that's being done in the cafeteria courtyard so the areas in red are the areas that will not be accessible and the areas in green there's one additional area and parents will be
getting that information on thursday where we have set up outdoor eating areas for our students at fallbrook high school so in accordance with of public health as a school district in california fallbrook union high school district is required to enforce the state health policies and mandates the district has been advised by legal counsel the san diego county office of education the california department of public health and the san diego county risk management jpa which is our property and liability insurance provider that we must enforce the state mask requirement if a student comes to school without a mask we will provide one students who are able but choose not to adhere to the state indoor mass requirement will have the option of enrolling in the district's independent study program or at oasis high school the district
must enforce california state policy which currently requires students to wear masks indoors if state regulations change are relaxed or are suspended the district will review the change in circumstances and provide as much flexibility to students and families on this issue as we are able and permitted to provide so again when students are present at all preschool tk-12 schools regardless of vaccination status masks are required of adults and students masks are required while riding the bus to and from school but masks are optional anytime students are outdoors and of course medical exemptions from the mask requirement will be honored as they were during the spring reopening our first day of school is monday we are looking forward to it we are going to do things a little bit differently this year with our freshmen starting school
at the regular time of 7 to 9 40 and we have a number of rotations for them that include campus tours meeting their teachers uh talking to the counselors being informed as to where they can find the information that they are seeking and then we have grades 10 through 12 arriving later on as it will be a late start schedule when we beg when we begin going to classes and we are running um the two bus routes one at our regular time and one on the late start schedule so that sophomores juniors and seniors that ride the bus aren't forced to come to the school earlier and wait for classes to begin and that is my board report for today all right thank you so we'll go ahead and do the agenda at this time
the first action item is revisions deletions to board policies administrative regulations and exhibits the revision and deletions to board policies administrative regulations and exhibits are being presented in an informal item for the first reading and will return is an action item at the next board meeting so will you please explain the background information so ongoing reviews and updates are necessary with board policies and administrative regulations the review enables the district to ensure that the policies regulations exhibits and bylaws conform to state and federal law the district also compares its policies regulations exhibits and bylaws with the california school board's association recommendations additionally the review serves as a reminder to the governance team and staff of the operational principles and implementation guidelines for the district the current consideration is that the revisions allow the district to
make the necessary updates to remain compliant these revisions are in alignment with csba suggested language and numbering system revisions will appear as a strikethrough for deletions and an underlined four additions there are no financial implications associated with this item implementation of these proposed proposed revisions should support district efforts to help students attain the goals identified in the lcap and again this item is being presented as an informational item for first reading and will be placed on the next agenda for action all right thank you then we have action item number number two revisions deletions to board policies administrative regulations and exhibits may i have a motion please i move that the board approved the revisions and deletion support policies administrator regulations and exhibits in the second reading as presented i second all right so that's
the first and second with carl lacampio and sterling are there any questions or concerns this was already presented all right hearing none i'll call for the vote um trusty cara olympia hi thank you mr jones hi thank you miss sterling hi ms summers says i miss tavish right action item number two passes five to zero action item number three revisions to board policy and administrative regulations 6158 independent study may i have a motion please i move that the board approve in the first reading the revisions to the board policy administrative regulations 6158 independent study as presented excuse me that was tavish and jones for the first and second are there any questions or concerns from the board members yeah i have a question um okay gonzalez what's the difference between independent study and oasis so
in independent study the students will not be able to participate in the extracurricular programs where students at oasis can continue to participate in sports or they can choose to take an ffa class on campus or one of our cte classes on campus so the independent study is strictly independent study because the students choosing to go to that program have expressed a concern for their safety due to the pandemic and at oasis they would still have the opportunity to come to the school which would then basically um negate the fact that there is a fear for their own safety thank you all right anybody else uh hearing none i'll call for the vote so that would be um mr cara olampio hi thank you mr jones hi thank you mr lee hi miss summer says i
am miss tavish hi all right action item number three passes five to zero all right um number four is resolution number zero four one 2122 independent studies instructions for the 2021-2022 school year may i have a motion please i move that the board approved resolution 0-4-21-22 for the independent study instruction for the 2021-2022 school year as presented hi a second all right so that's a first and second by tabash and cara lumpio um are there any questions or concerns all right hearing none from the board i'm going to call for the vote uh mr carl lumpio hi thank you mr jones aye thanks miss sterling aye ms summers says i am miss tabish aye all right action item number four passes five to zero action item number five resolution number zero one two one two
two of the fallbrook union high school district terminating the suspension of competitive bidding requirements may i have a motion please i move that the board approved resolution zero one two one two two of the fallbrook union high school district terminating the suspension of competitive bidding requirements authorized by resolution number zero nine nineteen twenty as presented a second so that's tabish and sterling any concerns or questions board on this one all right um i'll go ahead and call for the vote mr uh cara olympia thank you mr jones hi thanks ms sterling hi miss summer says i miss cabbage hi all right action item number five passes five to zero action item number six uh revised job description for the asb director may i have a motion please i'll go to motion action out of number
six revising the job description for the asb director as written okay so um second second all right so that's uh jones and cara lumpio for the record and may i have any concerns or questions from the board okay hearing none i'm going to call for the vote thank you um mr cara olympia aye ms jones aye ms sterling hi miss summers says i am miss tavish aye all right that passes five to zero now we come to johnson controls uh their presentation ms mefford will introduce them and i do have um the device for you to control the speed of your presentation here tonight we have the team from johnson controls to discuss the solar plan and some options and alternatives and this is an information only item there will be no vote uh good
afternoon fall book board thank you for the opportunity to present more information on the solar project my name is russ garcia general manager for california for johnson controls i'm here with my team jose our engineering leader and renee our operations leader and we're going to give a presentation and go through goals site assessment the flood map scope of work changes the drawing status costs and savings analysis construction scheduling of most important options options within the budget so you know where we ended up starting back in september is we agreed upon a certain level of production of solar within a certain budget and we had some oversight and a misstep with those costs as associated with a production rule 21 with utilities and we did bring back a project within that production goal that we agreed
upon in september but only to find that the costs were way outside the budget that was a misstep on us and hope that you can forgive us that we've been working on creating a project that is within budget helps accomplish the similar goals and is full transparency with cost and with listening to the feedback from the staff the board and to the community so with that we're going to give a presentation and just say that it's in line with the energy generation goals sustainability goals of the campus to save money a project that's in line with the equipment lease purchase agreement and escrow agreement saying that this project is going to pay the loan back with the savings and then some and all being built through a design build agreement that allows us to change
scope or change cost depending on what we find as we are developing a scope of work so then we'll uh go into our site assessment where we determined where it is that we found that the best applications for the sites for the solar system hi good evening um jose becky uh as well said engineering leader and we just thank you for giving us the opportunity to come back and provide a lot of the information that maybe the community hasn't had a chance to to hear or see what the process has been for us to get to where we are today so uh in this slide you know i think i remember hearing i wasn't here but i listened to the audio recording of the last board meeting and i think i remember hearing some people
saying why didn't you consider this area or that area or this parking lot or whatnot so i just wanted to show you that this basically highlights all the different areas buildings parking lots um that were evaluated for a potential location of solar pv and um we ended up with what we have today because those were the most cost-effective solutions that that we could find and quite honestly it wasn't until the last board meeting that we heard there was such strong opposition from the community about us taking those two agricultural pens and so that is one of the options that we'll talk about later in this presentation and there was also some discussions about why didn't we consider the district office parking lot and just like with that parking lot and others either they were in
the flood plain where there was some high risk of you know liquefaction which would make it not cost effective to put solar pv and or it was just not cost effective as compared to a a ground mount system uh which is a lot cheaper to build than a carport so next slide bros so this slide basically shows you um you know the the floodplain and how it affects a lot of the different areas and as you can see it goes over several of the parking lots um even the the the one parking lot where we do have a carport system it crosses that that parking lot that's why we had to remove uh some of those carports and basically move them to the agricultural section and again the goal at that point was to meet
the objective that the board you guys set out for us which is you needed a certain amount of production and you needed to offset a certain amount of your energy use and so that's what we we would try to accomplish so in in this slide it's just some some highlights of what has happened since this contract was signed back in september of 2020. some of the changes that that happened and obviously during all this time we've been working on the design on the final design because what we had in september of 2020 was just basically nothing more than a conceptual design and an estimate and the idea was to do all the design after that so when we went through that process of doing all the design uh several things changed um for example on
the battery size in you know we ended up with a slightly smaller battery and that's not because you know we figured we could make more money by giving you a smaller battery it's because when we go through that design process we evaluate several different batteries different sizes different configurations and we choose the one that will give you the best possible payback that's how we ended up with the battery that we have today you could go back and say no i want that bigger battery and we could do that but it's not going to provide the same cost-effectiveness as what we selected today and the transformers there was really no change we ended up with the same thing that we started with so so there was really no change there and on the mirror consolidation versus
rate change i think there were some questions about that too last board meeting this was never really meant to be a physical mirror consolidation it was always meant to be some virtual or software if you will mirror consolidation that was going to be done through sdg e the utility so we evaluated the two different options either doing a virtual mirror consolidation through sdg e or a rate change and with when we did that that evaluation the result was that the rate change was more economically uh advantageous for the state for the district than the than the mirror consolidation or the they call it a conjunctive building so that's what we selected it's what was most advantageous for the district uh so we completed the design and we obviously had to break it into two separate
sections two dsa applications one for the cardboard one for the ground mount the cardboard dsa drawings have already been approved so those are ready to go into construction if you decide to move forward with this project they're ready to go approved by dsa the ground mount system uh their drawings have been submitted and renee you wanna just real quick say where we are with with that the application number two is currently awaiting a back check appointment we've requested august 27th um and they were waiting to hear back from them on an approval of that so they have told us that they will take our appointment do our back check but until your legacy project on your performing arts building is complete um they won't issue the letter of approval so that was as of this
afternoon i could i add something really quick also to to the section go ahead when we're talking about the ground mount and the flood map there was some discussion at the last board meeting regarding whether those documents and the geotechnical reports and all of the documents needed to go with them they did go with them you can build in there's a difference in the structure of a ground mount versus a carport and again looking at how to have the most cost effective solar project was why the carport footings would have had to go down i believe it was 42 feet to go through the liquefaction area and get that the ground mount was addressed it yes it shows in the flood plain but it has been addressed geotech is was on and addressing their comments
to dsa as of this morning so it they've been involved since the very preliminary meeting at dsa excuse me do you have a price on what it would cost to do the um ground mounts not the ground mounts the um other ones under the liquefied with the extra footings that are needed because in your thing it just said expensive but didn't say how much no i don't no because it was so 40 to to go down 42 feet was so cost prohibitive that it wasn't priced out well can we have a number instead of just cost prohibited i don't have a number for you i can well i understand that you don't have a number right now but can you come back with a number absolutely um also um we did agree that you were
going to consolidate the meters and not do a virtual consolidation at the signing of the contract in september it was not supposed to be a virtual um you know consolidation so i don't know where you're getting the information that it was supposed to be virtual all the time because it was not and anytime that the sdg changes their prices they can change them back again so that is why we wanted to have a actual consolidation although that doesn't really matter at this point because brenda medford has taken over that process also on the road you still have that in your numbers here saying that it is part of the 6.9 million dollars for the cost of the project and it has not been subtracted if you look um well your pages aren't numbered um but
trustee sterling could we let them move forward with the presentation and then when we get to that slide bring it up sure sorry no that's okay thank you thank you for your questions yes so this is um now where we are today this is what we presented last board meeting uh our current project cost is 6.7 million uh whereas the original contract price was 6.5 and this is not due to cost overruns this is just the the process of going through the design and and getting actual prices from qualified contractors uh this is what we ended up with and obviously there a big reason why we ended up where we are is because you know due to kobe a lot of things went up in price which is not something that anybody could have foreseen
back in september or at least not foreseen how big of an impact that was going to have on on a lot of the material price and whatnot so but but overall uh we ended up with a four percent you know increase over our original price which given what has happened over the last 16 months you know i think you would agree that it's somewhat reasonable i know it doesn't meet your expectations but uh but we we did the best we could i'll put it this way and at the end of the day you know this project as it is with this higher pricing still makes financial sense for the district because it provides a cash flow which will show in a couple of slides it provides a positive cash flow it regenerates savings for the
district and so you know uh from a financial standpoint it does make sense so then on this slide i just wanted to show you all the various different things that had an impact on on the total price so for example you know yes we ended up selecting a smaller battery but you are getting a credit for that because it costs less and i'm showing you there what the what the bad what the credit you you're getting for getting a smaller battery at the same time you're getting a smaller cardboard system that also costs less so you're also getting a credit for that but there were several other things that you know went the other way and the net effect was an increase in price which is unfortunate but that's that's what happened so i i
just wanted to make it clear that you know you when when you were do a credit you got it and and if things went the other way then well there's really not much we could do about that so again we just wanted to show you what our construction schedule looks like obviously this needs to be updated because you know we obviously we don't have an approved project yet uh but if we do later or or ever uh we'll we'll come back with an updated construction schedule to reflect exactly you know when things will happen and when it will be completed so you know as uh with the hope that we can compromise and come to agreement with this really fantastic project with benefits all around the school these are the public relations resources that we
deploy on all of these types of projects that are in good standing with great school districts from lausd to higher ed with ucsd to university of hawaii community colleges these are all colleges we're taking them to the next steps of decarbonization and net zero energy and savings to their operation budget we want to show you some things to get excited about as it relates to press releases case studies and to push the awareness of the benefits of this types of projects to the school which include positive cash flow and sustainability and here's what some of those examples look like as well from the social media to the case studies to be used to share with all the stakeholders the community and the board so option to be considered let me hand out to you jose
okay so now this is uh we we wanted to get your feedback as to what can we bring back to you that would satisfy you so we came up with with three options um if you can think of anything else that is not on that screen we'll work on you know for we welcome your suggestions but basically the the first option is we leave it as it is uh as i put there some pros and cons you know the pro is that you know we're ready to go but the con is that we're still using those two act corrals which obviously the community doesn't want us to take um and number two obviously that's a higher sell price than original so which is goes above and beyond what you the the loan that you got
so you may need to find money elsewhere or use your contingency to pay for that added cost which again is not you know highly desirable the second option is will remove some scope uh to make it fit within the loan amount that you got uh either we remove the transformers or remove the battery or both or you know something else uh the advantage is that we can make that project cost fit within what you financed and but but but you're going to lose the con is that you're going to lose some savings obviously if if scope comes out some savings go along with it and and and also you know if we leave the amount of pv that as we have it today we're still using those two agricultural corrals which you know it's a
separation the third option is that we remove the pv from those two qurans and we you know basically we don't touch those we do everything else outside of those two corrals and if we do that then we you know we're going to lose some pv production so you may not we may not be able to meet your your offset goals for for you know how much renewable energy you're getting um but at least you satisfy the community and by by not you know taking away those areas and you know at the same time we'll be you know if we remove the pv from those two corals uh we'll be able to come back with a with a total project cost that is uh below you know under budget so and and again so if we
come back with a with an option or or a project that that will satisfy um whichever one of these options we just want to hear you know what is it that we can do to basically be able to do a project with you guys because obviously that is our ultimate goal okay now can we ask you questions yes uh one last slide um to give you an idea of the the cost impact of each of those options so option one obviously no change you know the total dollar value stays the same option two if we remove the batteries or i mean if we remove the transformers we could get you could get a credit of 150 to 200 000 um if you remove the batteries 900 900 000 to a million uh and then the
last option if you remove the p the pv from the the two act corrals it's about four to five hundred thousand and we don't have an exact number because in order for us to give you an exact number uh we basically need to go back to our subcontractors and basically reprise uh this whole thing which is not something that we could have done in two days but if we you know one once we get some feedback some direction from the board then we can definitely take that back and come back with with an accurate number um before moving on to that i know that trustee sterling had a question uh regarding the road it's actually in your supplemental materials not in the powerpoint on page four um item queue yes so the the the what
what happened with the road was that we basically agreed with the superintendent garcia gonzalez to basically let that be a responsibility of the school district and while yes we got a quote from a contractor and the school district got a different quote from another contractor which was way lower we basically as long as you can find a qualified contractor to do it for you know any amount of money lower than what we got all you know much better go right ahead we don't really have a a position to say you know we need to that needs to be our responsibility you know so it's still in your budget so we're removing it we need to remove it yes it is not in our budget it's shown on that piece of paper but it's shown on
a column under if you know basically fall group union high school district okay um any other well here's the thing we've had a long evening so far um any board members um would like to take the time maybe to ask some questions um and then i'll give you um a comment on where we are from now from here okay yeah um clearly we are looking to have the production we talked about offset and uh it's my strong interest and i probably others up here also to not touch anything with the ad that's that's pretty clear my question is i'm looking at the site assessment sheet i think it might be the second slide you've got area 12 which is over by the district offices it has it listed as it looks like a large area
to me not quite as big as the ag but maybe half as big and it says not cost effective for size of a ray can you explain that a little bit to me sure so that parking lot uh the only way we could do pva there is to put a cardboard system so when we looked at that that parking lot uh you know before we decided to go out and take you know do more carport systems which are a lot more expensive than a ground mount in order to keep the project cost effective or try to be within budget we had to maximize first a ground mount system and then if we cannot meet our goals with the ground one system then we would have gone to other parking lots but taking those two basically
gave us the opportunity opportunity to meet the production goals um without having to build another carport now we could go and look at a putting a carport in that parking lot that is certainly a possibility but you know you have to understand that a carport system is quite more expensive than than a ground mount system for rough numbers but we're not getting all of the carport system that we originally were promised because of that liquefication so is there a you know when we build the other one wouldn't there be a difference there okay so there's other considerations about that particular parking lot as well and that is uh number one the you know there there's our single row uh you know parking so when you do a single row canopy system or cardboard system they're
and i don't have an exact number but they're more expensive than than a double row uh parking lot and that's one consideration another one is that because they're single row you may lose some some parking spot when you put the columns for the parking system which i don't know how big of a of an issue that is with the district and the third one and most importantly is the interconnection you know if we go to that parking lot we have two two choices either we connect to a meter that is right there where we're somewhat limited by the energy use of that meter which is i looked it up it's not that much it's about 80 000 you know kwh a year which is about 50 kw of cardboard system which again it's not that
much not nearly as much just what we're taking out of the of the of the two acrals or if we don't interconnect into that meter we can go back to the main meters but in order to go back to the main meters we have to go back to where the ground system is run the electrical back to where the ground system is so that we can go back to the main meter and that causes you know significant issues or concerns that we have which is we have to run the electrical across that creek that's between the the where the ground is and the on this parking lot and we don't quite know how easy or or really visible it is to go over that trick anything else board so um what we want to do
at this point is to review everything that you've discussed with us and we're going to have a special meeting concerning this um we're also just to um so with we feel we're making a good decision we will be having bids from other companies to make a comparison and we'll be working on this we have a date for that the board asked for an august 23rd meeting and isn't totally verified yet but it will be publicized but we're going to have a meeting so we'll review everything that we've discussed tonight plus some other viewpoints um the four percent and going up uh for steel and we're we're getting reports that it is as the months go by that it'll go down the price is going to go down so we don't want to be getting an
increase because of the the pandemic situation so we're willing to wait this out and figure out the best method so that's pretty much where we are from from now and we'd like to thank you for your presentation thank you thank you president thank you board appreciate the opportunity to present again and i just would like to say that we have a lot of projects like this for campuses in k-12 districts in california that i'm responsible for and in hawaii they come with a lot of risk and a lot of operations and maintenance and that's why a lot of those districts and campuses choose us because we shoulder that risk and responsibility and we never walk away from a job and you can see here through the development schedule that we made a change in our
personnel to make sure that we deliver the project and solution that's desired by this board in districts right well keep that in mind thank you for that i appreciate it uh-huh thank you very much so that brings us to um we're gonna skip eight we decided to do that at the beginning of the meeting and that brings us to action item number nine uh resolution number zero three two one two two sufficiency of instructional materials uh may i have a motion please i move that the board uh approve resolution 0 3 21 22 uh sufficiency of instructional materials for the 2021-2022 school year as present a second okay so that's a tabish and sterling for the first and second now um i usually ask for comments at this point part and this is for instructional
materials typically textbooks but um it was brought up that we needed musical instruments and so on um from the from chris i don't know do you call him he's the parent that runs that is the booster parrot for for that organization and we have looked into it and we've talked to the teacher and you'll have a report on that part of it this is strictly a re this is so we could make sure we have enough textbooks for the kids and we have some new classes and um so everybody has a book for school starting um this year so um anybody have any comments or questions i do um as we go forward with all of these textbooks are we also ordering up the digital version so that the kids can put that on their
chromebook and not have to lug the books back and forth for the adoptions that have them available we do we do have a few old textbooks that their adoption cycle is coming up next year and instead of ordering new textbooks that don't align with the old one we are waiting for that adoption cycle so that the staff in the community could provide input on what textbooks to be used it just wasn't um financially prudent to purchase a new adoption knowing that the adoption cycle is next year for those subject areas okay and um about only a year and a half ago we were very excited to get international baccalaureate classes here on um at fallbrook and um these are we're ready to get that kicked in and so a lot of these textbooks had to
do with that so that's a that's a very good thing so uh knowing this and any other comments or questions we're all good i'm gonna call for the board um to vote on this one so i'll start out with mr carl olympia all right thank you mr jones hi miss sterling hi thanks miss summer says i miss tavish hi all right we got books that's action item number nine passes five to zero now we have a consent agenda all matters listed under the consent agenda are considered by the board of trustees to be routine and will be enacted by one action this is usually no discussion of these items prior to the time of the board of trustees votes on the motion unless the members of the board request specific items to be discussed or
deleted from the consent agenda so um may i have a motion please i move that the board approve as presented the consent agenda all second okay so that's tabish and jones any uh deletions or concerns about anything on this list anybody a lot of things i know you looked them all over everything looks good so um i'm gonna go ahead and call for the vote mr uh carl olampio hi thanks mr jones aye thanks ms sterling hi all right mr summers says i'm miss tavish hi okay action item number 10 passes five to zero which is the consent agenda that brings us to the end of our report here um this is the appropriate time in the agenda for members of the board to request the superintendent provide further information regarding items discussed at this
meeting and or request that new items of business be placed on future agendas before any requests are made i would like to congratulate lauren gardner who was just um approved in the consent agenda as the new assistant principal of fallbrook high school and i know that she is with us tonight lauren if you could please stand yeah nice to have you congratulations and she will be starting in her position as soon as a replacement for her current position is found thank you for saying that that's great um anybody have something they want to put um on the on the agenda for next time um yes i had uh one more one item um i had requested before and we kind of briefly talked about it in the past i just wanted to get an update
on to where we are as far as the uh no climb fencing about having some sort of panic gates outside to be able to have our kids escape if that is you know a necessity if there were a shooter on campus and i know we talked about this in phase one and since a lot of this is being wrapped up i just wanted to know where that stands and the rest of the board is in agreement yes can i comment on something uh-huh yes please go ahead yeah uh first of all i just want to congratulate the administration team for being full um and i want to wish all of you the best of luck uh with that said i will be honest with you and say that i'm a bit concerned about the lack
of spanish and bilingualism from our admin team if i'm correct we do have 67.7 percent of our student population that's el or latino background and i'm sure that our parent population is even greater i went through the public school system and i saw firsthand how my parents and other parents from our spanish-speaking communities were pushed to the side because of our lack of access to els or or to english sorry or the lack of access from the admin team to the spanish-speaking community and um just want to know what is the the game plan in order to you know meet the parents needs those who don't speak english um what is the game plan uh in regards to how are we going to meet the needs of our parents and again i want to wish
you the best of luck and i'm rooting for you but you know i really appreciate that thank you okay anybody else have something and again the rest of the board would like that presentation as well yeah i would okay the next regular meeting of the board of trustees will be held monday september 13 2021 at 5 30 pm in the bob burton performing arts center at fallbrook high school there be no further business to come before the board the regular meeting of august 2021 was adjourned at i'm going to say and call it at 7 30 by diane summers the board president you
