also order the gcc regular board meeting july 26 2022 a little after 4 45 welcome everyone roll call mr mark anderson here mr harry block here sorry mr bruce mandrake here mr jack turner rosa and lily campbell all board members are present and accounted for so again welcome uh the next item on the agenda is sb 361 board resolution and again this resolution simply states that we are following the guidelines of the brown act and that we are holding our meetings virtually so i will need a resolution for that effect that we are following the brown act with our board meetings may i have a motion mark second any discussions hearing none roll call mark anderson yes harry block yes bruce mandrake yes jack turner yes lily campbell yes so sb 361 board resolution has
been approved past and now again welcome everyone it is so good to see so many faces today uh at our board meeting our cabinet all present um so thank you and we welcome those who are with us virtually listening to us thank you for being here with us on this afternoon and now do we have public comments any public president there are no public comments that have came in okay no public comments come in thank you and now we welcome our superintendent who will give us an update of what has been happening and we know you've been very busy still busy so we are glad you're here and we will have our update from dr cindy peterson our superintendent well thank you thank you so much madam president and again just to reiterate what you
said welcome to anyone who may be watching us on youtube as well um i'm excited uh and pleased to be with you today with our you know officially newly formed cabinet so as we had unofficially uh made clear in previous meetings but as of july 1 of course we are now a newly constituted cabinet with myself jason sample uh dr heather gold maury elliott and mr meyer arena powerful team you have supporting you and the organization very proud of them um proud of the work that they are doing every day and will be doing as they unleash their greatness across this year so uh over the last few weeks uh uh gcc board members and public we have been welcoming people back uh each week a new set of calendars begin so today uh monday
of this week our site administrators all came back on uh and last week our central office directors before that all of our business services staff who have a very small summer break came back on so we're we're small but mighty and getting bigger as the calendar wears on our teachers still have a little space of time before they come back to join us and then we will be fully familied so to speak and ready for the school year uh the administrative team um came together and had a wonderful retreat across the last day and a half we retreated to the sierra health foundation we want to give a shout out and a thank you to the sierra health foundation which does allow non-profits to come and use their facilities and we had a wonderful experience
there and appreciated their hosting and their generosity also want to recognize that starting in july we fully brought miss joy to coy into her role of director of academics as well and so welcome to her in that new role i also want to share the news that our very own deputy superintendent jason sample was recently accepted into the prestigious aasa urban superintendence academy which is a year-long program and uh very influential and very beneficial it certainly raises up his leadership into greatness but also is a wonderful um way for the gcc to be recognized within uh that work as well so congratulations to jason sample for that acceptance yes is this a competitive type of program it is it is an application process and they only have i believe 20 openings per year so it
is highly competitive um and so for him to have been chosen out of those that applied i i would say if it's like the cbo mentorship generally they get about three to four times the number of what they can actually um have participate so it is definitely an honor for him to have been chosen yes particularly with the at being a um oh the position that he's in in terms of uh where we are gcc so yeah one of the one of the one of the conversations that was had by by jason and the interviewer was the fact that they do not actually um they have not had a history of uh incorporating very many charter school administrators yes that's what i was trying to say in a different way yes i was trying to
say that nicely as well so again quite an honor uh and we're looking forward to to the learning that he brings back to the organization so um i'm sure that you want to know about covid uh kovetkovit and markovic but we don't have a lot of information for you other than what i'm sure that you are reading and listening to in the media which is our local counties that we serve in sacramento and yellow are both experiencing increases in numbers of cases we do have some areas in southern california that in response are talking about gearing back up for masking we don't hear those conversations at this time in our area but we're continuing to monitor all the people who give us guidance which is cdc cdph scp hycph you know all the alphabet soup
people but right now we have no new news for you other than what is you know readily available that we're following the same guidelines we were following for the last two months and uh waiting for any changes in that guidance so um budget trailer bill you may recognize that since we last met the governor and the legislature agreed upon a budget we do have a state budget at this time and some combination of cabinet has attended at least four different offerings of different approaches to understanding that budget so we have in some form or other usually two three or more of us attended the csdc budget workshop workshop the ssc budget perspective workshop the capital advisors budget viewpoint axa webinars and also legislative launch breaks all on this subject and all is not known yet
at this time so we are continuing to monitor the budget trailer uh bill is very lengthy and a lot of the details of what has been um uh put forward still needs to be worked out but we will tell you that it is in general a positive budget for education um and uh ms omar arena and her team uh together with support from other board members i'm sorry from other cabinet members we'll be putting together some presentations probably for your fall retreat on that and then just getting back to the administrators retreat at the sierra health foundation we had an amazing time i believe in really good feedback we we did some excellent work around our coherence work that we've been doing across the years our diversity equity and inclusion work we had some a
very uh thoughtful set of exercises around that social emotional learning the same had a really good time with our consultant lyle kurtman who came in via technology helped us understand more about the coaching experience and how to get the most out of it as well as how to use the assessments we've been doing to target our growth as leaders and so we're very pleased to see that um we've also been working with both lyle and wendy york who is ltl 360 to really set up a positive experience for the coming year in our ltl 360 work which is our coherence work we're really moving um positively towards what we've described to the board as a train the trainer model uh we have miss joy decoy and dr heather gold each doing significant parts of this
year's work so we're excited to see that moving in the direction the board and staff both are wanting to see and facilities facilities facilities summer's always about facilities we have the power ncte facility still progressing uh moving forward not as fast as sava would like but it is moving forward uh in the central office we did a little small bit of change of uh like a door and an office configuration just in a minor way for ed services that will allow that team to spill out together a bit more and that's being completed as we speak and we are underway with the um expansion into the rest of the building where community engagement and facilities uh and virtual academy will all be housed uh probably december maybe january okay and so uh we have some
of those individuals across the street at this time while we are waiting to get some of that stuff uh done so it's like stepping back in time because you may remember that our beginning days of caa were in that building across the street and at some point um cccs also was housed across the street so everything is that is old is new again so to speak we are continuing down the path in facilities to uh try to acquire the cccs k-8 coa middle school facility and have been working with our consultant as well as opsc to provide the information necessary to hopefully get a rehab grant because a lot of the um a lot of our ideas around whether or not we want to acquire it is based on whether or not we can rehab
it into the type of facility that we think supports our students so more on that of course at your retreat uh this coming friday night our community engagement team is hosting a family movie night at the gcc theater we currently have over 150 families and community members who have signed up to attend they will be watching an exciting rendition of the movie in kanto and so at the same time we will make sure they're exposed to some understanding about gcc programs and enrollment opportunities marketing marketing marketing our welcome back event for our 20th year will be on friday august 5th at 8 30 a.m we're excited to at that event launch uh the beginning of this 22-23 year with all of our staff and more information will be coming forward in regards to that so
madam president i know that i did not speak to everything because there's been a lot going on but hopefully that was a good update for the board thank you very much board members any questions anything uh i want to go back to a friday august 5th to make sure the board members understand what that is um so would you just elaborate a little bit on that please uh every year we have our welcome back event um it is generally a first thing in the morning uh it is a short and quick way that we bring all of our staff together and welcome people back and have a quick message this year has a little more message and uh is maybe a little more formalized because it's our 20th year you may remember our 15th year
uh and we will be in citrus heights i believe it is at a nice little facility there but it is the um same as every other year only a little bit more special because of the 20th year and it will be in person this year it will be in person this year yes that's what i wanted to make sure our board members understood that april 5th anything else board members any other questions thank you so much again for all of the hard work to all of the cabinet members getting this year started with the bang so we really appreciate everything that you're doing all right and now we have number five study session california school enrollment trends uh who's speaking to that are you dr peterson speaking to that you know um i i am
going to beg the board's forgiveness that while there is some very significant information on this due to the nature of the two days we spent an admin retreat i don't have the level of detail planned for that what i will tell you is that i attend i've attended two different workshops on the declining enrollment in california and it is significant and we were tracking this information over time and as a state and believing that a lot of it had to do with the pandemic and the more recent news that is clear is that it is in fact a trend that was happening before pandemic and is going forward um and it is geographically um it's it's a it's a nature of a couple of things it's a birth rate issue and it's a geographic issue
in terms of some areas are growing where it's more reasonable to live and some areas are definitely seeing significant decline so your major cities like san francisco even some areas of san diego major declines there and um i am sorry that i didn't bring my presentation um but i will add some of that to our board retreat and what i will say to you is it's an important trend to watch for our future as a state and it's going to affect how legislation and law and policy are put in place it certainly affected some of the current budget trailer bill language about attendance protections but for us as a organization looking at our numbers over time we are really in a good place we had a small dip at at least one school and um
that was corrected during the year and actually we are not experiencing the level of declining enrollment that the state is facing so again i'll bring some more um of that to you and or share it with you via email if you're interested in some of the more statistical um details of that i think that would be a good item for part of our retreat so board members anything else any questions you have on that item any other information you need at this point seeing no hands hearing none thank you very much and we look forward to having some more particularly if you get a far retreat so thank you all right we are now moving into consent agenda items and for those who are listening i will go through the consented items before we entertain
a vote adoption of the gcc board minutes of 621-222 adoption of gcc special meeting minutes of 622-2022 personnel consent agenda purchases over thirty thousand revised curriculum lists gateway international school resolutions classified employees succession resolution 20 22 23 certificated employees appreciation week resolution 22 23 national charter school week resolution 20 22 2023 and for school administrators week and number 10 adoption of local control accountability plan i will entertain a motion and i have a one question that i would like to ask so entertain a motion for the consent agenda yes mr turner i move approval and then i'd like to speak uh to the item number four on purchases over thirty thousand okay uh i have a sec yes bruce uh i have a second i'd like to make a comment all right so we will
start off with uh mr turner i have i've said this before looking at the amount that we're spending on consultants and motivational programs i i will vote for this item but i think we need to have a in-depth serious analysis of the programs and the resources that we're spending on them so that's my comment i will vote for the items this time okay thank you bruce mandrake mr mandrake i just wanted to make a comment the resolutions of appreciation for various groups we take these as consent agenda items but i just wanted to make a comment that as a board i know we really appreciate our employees no matter who they are and especially over the last couple of years i think our staff top to bottom has really performed above and beyond and i
think even though we take these as uh consent agenda items i think we really do appreciate staff and just wanted to make that comment thank you and i wanted to comment on that also um so thank you very much for that and i i want to go back to personal consent agenda item uh where we are approving many of our homegrown people coming in as executive directors and our academic uh director um and mr mari and we're i'm just so proud and i know the board is too to be working with you this year and to welcome you into the uh cabinet and to thank you so much for accepting the responsibility because without your acceptance we could not be saying thank you so we really appreciate all of the people who are moving into
new positions mr campbell john campbell uh miss joy latoya i can't remember names now but everyone who is moving up from and we have quite a few principles that are moving positions too so please note uh miss melissa that we appreciate all of the changes and all of the homegrown people who have accepted the responsibility of continuing to lead gcc we appreciate it and one other item uh the adoption local control accountability plan we adopted that plan last week and there's some changes so is there someone who could speak to that item just briefly yeah exactly yeah i i will give you a um synopsis of why it occurred we we just had uh we had a minor system error in that the numbers that the principals were working from to create their lcap plans
um those numbers got changed slightly by the time it was ready for adoption so there was just a minor difference between the numbers that we're we're looking at to start with the numbers that we ended up with and in the system there was also a report that was a summary report that was necessary to help those things align and we just didn't get all of that together uh in the documents that you previously approved and so this is just a clean up item of those things to get to alignment okay i did read through them and but i just wanted to make sure that i knew what i was uh approving tonight okay yes jack yes and i also want to comment on the human resources department it's really impressive on the number of hires
they have they're really working hard i know how much work it takes to to verify and and interview the people and work with the principals to get those positions filled so uh yes carried the message back i we understand how much work it is particularly in this environment for hiring new staff thank you jack for that too i i noted that also but i forgot to mention it so thank you any other comments okay hearing none is seeing no hands roll call for the consent agenda items as presented and with discussion mark anderson yes harry block yes bruce mandrake yes jack turner yes and lily campbell yes so thank you very much for the clarifications and all of the comments uh concerning the uh consent agenda items we really appreciate it and so with that
um we will move any board comments at this time i think we've been making them item number 13. anybody comments at this time if not we will be moving into closed session and the closed session is anticipated litigation significant exposure to litigation pursuant to paragraph two or three of subdivision d of government code five four nine five six that's nine absolutely madam madam president just to clarify um myself and deputy superintendent sample as well as director dr eric crawford will be in closed session as this item is related to his role okay thank you very much so we will now move into closed session all right i believe we have everyone back miss lily we cannot hear you you're on mute miss lily okay i'm good thank you uh and i would like to report
back that uh the board was given information on a particular litigation and we advise staff to continue and do what is appropriate uh at this case for the litigation so that is the result of the closed session and now with that the next item is announcing of the next board meeting um which will be tuesday august the 9th at 4 45 pm all right with that do we have other closing comments yes mr turner yes i have a question i was looking at my calendar when is the retreat again i don't know that we finalized the date i thought we had two days in august what what's the date that we have miss melissa august 22nd and august 23rd okay i haven't got it on my calendar yet or something so that's why i was
looking so thank you for asking that retreat all right any other comments board members i think we've probably said everything yes mark so lily just so you're aware um melissa i got the invite for the 23rd only not the 22nd so you might want to double check i will go back and double check everything i also did not do the second half so you'll be getting those soon okay thank you i have my calendar here okay oh yeah uh on the calendar just for your information it says tentative board retreat august the 22nd and 23rd it is on the calendar for those two days yeah i think i think that's what i was referencing as it says and um you know some of that is i think we are still in the mode of deciding
are we deciding that it's two days it could be one day it could be two half days we haven't we just asked you kind of to block the two days and more information will be coming okay and again thank you everyone and again welcome welcome welcome uh to all of our new people miss omar you might cry today but we're so glad to see your lovely face thank you everyone board members good morning bye everybody so goodbye bye-bye oh wait we have not no we can't go officially not officially i will entertain a motion for adjournment right so move so move circle second all in fact
