001refresh we are now back in session the afternoon session we are starting back with our agenda thank you my understanding with TVs and folders with your assignment copies we gave you last year so you would know how to fill it out but that Madame president would like you to take them home to fill them out so my understanding is Jason has asked for that back because he needs to make a copy of lobsters form because I think he made giving you our copy of last year's course and if I make that more complicated I'm sorry but that was the last I heard so I'm thinking you're giving it all back to me oh I so wanted some making copies so I will never give you both back okay you're in charge of this because that

002seems like a lot more complicated than she's making copies of your last year's original sentence all right and so we are back after lunch want to it was wonderful and we're grateful to have Jerry Bell here to give you the exciting annual update on general facilities projects so Jerry okay good afternoon board members for our our spring retreat and usually have not eaten before lunch so I'll try to keep it upbeat so you guys are in the food process so we're gonna start off with si si si si si si es this is over there at the k-8 campus we're proposing to put a playground over there and I think you guys have been involved with or know about right now I'm working with Twin Rivers to kind of get it still approved through them

003I'm taking them down to the county tomorrow - that's a different project working with Twitter is because accrued you go through TSA or not but this is before the Katie were they to the old sea or the old futures campus this is gonna be down behind the gym so there's a grass area the new parking lot is for CoA is back there and when Poole used to be kind of in between those areas there CoA elementary school projects we were planning on the shade structure that's going to go between reberty am I pretty e this is a shade structure that we can still refer to while so there's not a cost for the storage or cost for the actual shade structure but we will be installing it this year that one I am tank should

004go into the county tomorrow I've got the colors approval for that so I'll be dropping that off for approval for them working with McClellan still on the LED sign that they wanted to put out there on the corner of James and Gubar let's listen if you're 20 coming into this school area there whether we would have an LED sign back there barber ties into school make a little bit more hopeful out there landscaping around the portables we put the portables in a couple years ago but there's still some areas it didn't fill back in so we got some project or do around there and then also maybe a seed replacement for a pretty beat will be going on this next summer and that's a project that in the Clones picking on and paying for it

005but it's one that needs to be had ones that needs to be done because we've had the boys over there before middle school project the new cabling was finished over the holiday break we had so all the cabling has been upgraded in the infrastructure has been put in on that Co a middle school site the classrooms will be refreshed with new flooring and paint during this next summer looking at doing the courtyard improvement between F and G between F and G so between C CCS program and CoA were looking to do some courtyard improvement work over there and then they also had some new doors installed at the office or ceiling no school do you haven't been over there they where the interest used to be on the other side of the building they're probably

006on the parking lot site so people had to go into the campus go onto though to go into the office so it's more secure this way epic we're looking at you've been out there before between those warehouses that were built and the parking lot there there's a strip of dirt I'm kind of in the right side of that picture there you'd open the employment right this is the playground and this is where peppa pig is right here this is our existing playground and the kids have currently been playing over here on the parking lot we've been getting complaints from people downstairs and stuff with the kids out there around the cars so we wouldn't undo some negotiations with this piece of property over there is part of the Conrad's property and we were able to

007go into a lease with that and we're going to just synthetic turf the whole things that the kids have an area to go over there do some PE and have an area for evacuations and stuff like that would be secured inside the fence line it's about 50 feet wide and almost 400 feet long so a release area but not a playground hopefully there's no you know equipment we're gonna do just a fake grass that's at the front of it over here the City of City of West sac is gonna make us improve this so have this landscaping that's kind of here continue around right there and probably end up you know long term maybe different face they'll get maybe put enough registered building or something else right now it's just after noon Central Admin we're

008planning on maybe with all the expansion we've been having is what we did over there last year with us two offices outside my office we're planning on doing on this side over here as well so looking a possibly doing that before the summer some things we need to get done so we have two more officers on this side GIS has the continuing modernization with San Juan I believe they're almost done with the first phase its if they've hit a lot of delays with weather and then some design and some other two other delays have had within the project hopefully assume they'll be moving kids into that one and starting MINIX started next wing and then also we're working at what the SERR in church across the street don't really have a good security system there

009has been broken into a couple times so they like using is up in the classrooms just for you know if anything does happen go back and look okay the sava as you know we month will probably be moving out of the sim Center we've think on today's agenda is the is the lease for this property at six to thirty forty Stockton Boulevard it used to be a little smart and final it's down kind of on the Stockton Boulevard and 47th so it's just down the street from where the sim Center is now three or four miles away so next property it's just a show so this one's actually opened up is just completely gutted out inside so it gives us a good good bones to work with on that one this is kind of the

010sketch that the test-fit that we did so it's going to provide more classrooms what sim Center has now a lot more space and what you can do an open area for the kids together as well that's having a nice lobby there too and it'll also have where their cold storage was one of smart and final has a loading dock out there and they nice CT here on the back side of the building there so with the test fit there looks like it's gonna provide very you know very low a lot more space for them Rancho del paso wheelchair lift was installed new trash enclosure was installed so we can get those trash enclosures back work continues with the item on buildings and looking at possibly in the future doing some storefront enclosures on the upstairs

011hallway of the high school building right now that's kind of an open area like they may be secured a little bit better and also help with wind wind driven rain getting into the hallway the it--maybe buildings will spend a little bit more time on that this is kind of some rendering from when the architect so they're gonna be going off the seat building which is which is right here the elementary building portion they'll be outside there between that and the hardcourt surface is now building either gymnasium it's kind of back over here so it will kind of take that big chunk of that grass area that's there right now between the two it's going to be six classrooms they are two storey classrooms some options maybe put some sinks down on the dance floor but

012the imag buildings themselves have already been PC in DSA approved so you're gonna do very many changes on there boys at paper lady we're trying to kind of keep things where they are right now we'll have a tomorrow but right now though we are saying yes we are going to make it contractors think it's gonna be really tight the buildings themselves are well on schedule right now in fact there was a project that was before us that isn't very well that they've already started construction for them so five of the six buildings are about 50% done already and every starting the sixth one pretty soon so the building's themselves will more will be ready to go okay it's going to be a tight work put the groundwork and everything else to get done but we're

013gonna make it okay I do it was always a tight time story okay yeah now we just spent a question it's just not that it's going to happen but in fact but it doesn't happen - do we have any alternatives for placing those foods slowly we're gonna make you as you know the design of the building is that everything is in pods and if we have to use the internal quote unquote these fill out space yeah that's what we'll use so each of the each of the pods has like three to four classrooms around a middle space which is space space in the temporary and I think that's what we've discussed on the chart you can does report to both me and Aaron has to both of us [Music] the board I'm excited to give

014you sort of a mid-year update on the local control accountability plan and the first part I'm going to go into is all of the changes that have taken place this year so for two thousand twenty two twenty three it's a new L cap cycle this is currently our third year of the previous L cap cycle and so in prior years we were sort of resetting our goals every year in this past in this pastel cap process now this new out cap cycle 2223 we have the same metrics for our three-year goals and those are not going to change unless we meet those metrics unless we meet or exceed those and even then you can say maintain that level so we have a different approach that the SAV is taking it is truly a three year

015cycle that we're working toward in this L cap process and there's a new L cap template with the nudist cycle we have a brand new template so the good news is that's with this new template it should be a lot shorter even our L caps were in the hundred page range for GCC san diego's was about 300 pages la unified about 300 pages the state beam that inaccessible to the public right who is going to read a 300 page El Cap to see if they're allocating the funding in the proper way that they should now last year they did introduce the like a summary and then a budget summary spending that's going to continue it's called like a snapshot that will still continue based on the data we're putting in but the state really did

016do a good job because the annual update which was a separate section which added a whole third of it basically you're taking the male captain doing a whole nother third of it reporting they've consolidated that right into the current El Cap and will be able to show you that when we come back in June I'll give you sort of an overview of what the help caps look like because they just released the template and we have not even been able to put any new data into the El caps the state is definitely encouraging the the districts of charter schools to use language that is understandable they really want us to avoid high-level sort of education ease right where we're speaking kind of an education code where we're using a lot of acronyms for families they

017really want it to be plain English that we're using uh-huh and then another piece of this in the fifth bullet is public groups public advocacy groups have filed many complaints against mostly the larger districts your LA Unified San Francisco Unified even Sac City had complaints around this money here the supplemental and concentration funds which is generated by your English learners by your associate we disadvantaged students by your foster and homeless youth that funding in many cases was not being used to improve or increase services to those students and their outcomes basically what the El Cap was being used by because it was unrestricted funding was oh we had to cut all of these librarians right during the fiscal crisis with this El Cap funding we're just going to put these librarians back in now you

018can't do that only if you're tying it to these students and how it's going to help them improve their academic outcomes so in many cases the district's many of the things that districts were doing we're not bad they were not they were not trying to go around the system they were just not really tying it back to results and metrics to say hey with more librarians our students will be able to check out more books and that's hopefully their reading scores will increase right otherwise the library is closed so if you can tie that and actually type to specific metrics that you're using you can still allocate those funds but districts because it was unrestricted we're thinking oh we could just do what kind of whatever we wanted with it the state dashboard is the

019main focus of accountability as Christine highlighted and Jason highlighted for districts as well as charters that dashboard is the new accountability piece for schools and the more cowpats data and the assessment data is more accurate and uploaded to the dashboard that is what all of our goals are going to focus on within our new out caps the Charter board is still the sole approver of the out cap in the legislation that was talked about having to be approved by your district or even the county because the county approves all of the district bill caps but that was that did not come to fruition which is very it's a very good thing for us it would just add another layer of sort of oversight that we don't really feel was necessary so the only part of

020the Charter if our schools are in CSI comprehensive school improvement which Chris talked a little bit about which last year higher Learning Academy CCGs and saw over those parts of the L cap do have to be a certified accountant and we don't anticipate any issues so this should look a little bit familiar to you these are the eight state priorities out in this column right here right the same ones that Chris talked about but within the out cap and within the dashboard here's here's where you're gonna find them so pupil achievement that is done through the academic indicators of Cass graduation rates English learning progress that's the elpac assessment pupil engagement chronic absenteeism graduation rate school climate they're measuring it through suspension rates and that's all in cal paths or being uploaded to cal paths

021through our various system and the other pupil outcomes are the college and career indicators so these are all ones that are automatically populated onto the dash board through our various data systems right the ones on this side are the local indicators the local indicators I'm gonna have a slide later but I'm going to try skip it because I'm telling you right now the local indicators we assess ourselves on the school's myself might want quiz this year worked with the school and we brought these to you from the fall these local indicators for your approval the local indicators are now being put into the out cap in the spring so we will bring those to you in the spring as part of the out cap process but they have to be approved separately the ones that

022are on the local indicators are teachers teacher credentialing instructional materials and facilities applica Demick standards parent engagement our climate surveys and access to a broad course of study now Chris and I have talked about this we think the teacher credentialing piece is going to move over to this side eventually because we are now uploading all credentials into an hour airy system our student information system those will then be reported to the state and to cowpats and so we think that at least this one will get a dashboard indicator maybe in two years probably not this year I mean this fall of maybe next fall so the local indicators that I just talked about we will be doing them and reporting them in the fall but they have to be approved and adopted by you this

023spring and those are the ones I talked about on the right-hand side of the column for charter schools the process is still different than districts right because the El Cap is still presented at the school sites first they call it a Parent Advisory Committee which is our school site councils and we also have our English Learner advisory committees they don't get to vote on how the funds are spent they get input on the activities that we are doing to meet the goals that we're setting out in the metrics the part that they do have a voting right on is how we're spending our federal dollars within the out cap because if you remember we used to have a school school single school plan right and then we have our ELL caps those are now merged

024into one document we is good because basically they were always saying the same thing and one was just federal money with some state money in there and this one was just El Cap and you know so we merged those into one planning document that will help consolidate that process they they have to notify the members of the public they have to adopt though the local this is this is where you come in because we we report I give you sort of an overview in June at the first board meeting that has what the goals are for each of the schools and metrics and then that's our public hearing and then you approve it prior to July 1 where then we we send it off to of the district and the county for the schools or

025public in general it's really the the parents hurricane power gift someone from the outside were to come in to our public hearing and ask a question or make a comment about you know our plans to allocate funds and our goals and metrics we would we would be required to respond to them just like we would any other yeah but that's a site level this is superintendent or principal must respond them right into comics that's going to happen at the site level and that would be the principal's not this part this part might be part being below is probably more part of the GCC approval are you talking about these beams or only through the agenda process community yeah and we do have to pro post the outcast on our websites which we met we have

026already been doing but that is a new thing for charter schools we've already been doing that so I just want to give you an example of how specific the state sup wants us to be around the groups that generate the funding right so this is for English learners it says Ellie age which are local education associations that have a numerically safe and a significant group of English learners must include actions and services related to at a minimum it's the elec juez ition programs professional development activities related to English learners in the El Cap so more and more all of the actions that we have yeah need to be very specific about who we're helping with that funding an allocation now we have a tower and many of our schools we've already taken some employees that

027were generally funded right like councilors even care professionals some custodians we have already tied how comes to those goals you know if the councillors are working on college and career readiness that's gonna help futures high school achieve higher on it that indicator right and it's going to help our English learners because they are working with those abilities specifically at futures high school because there's a large population differences we really have to say for English learners at futures high school we will increase the graduation rate from sixty whatever is the seventy eight percent over three years to 90 percent every year we would hope to increase it that's why we're funding these counselors with this foot money because they will be doing that they were working specifically on that cold and so districts this is impacting

028districts much more so than charter schools because I think most of our goals have been aligned with the eight state priorities and the only difference is I think our metrics now will be a lot tighter than they used to be so you'll see I'll probably going to give you the update in the spring I will give you the actual metrics for working toward and then some of the actions that we're doing to meet those yes you'll be interested in most districts that use the old cap money for salary increases to see at this point how they're mining them and now resources to meet the new requirements I imagine there's significant discussion about ok why we do now I would say that you are correct but what is what is grossly unfair is it was public

029expression at the time who wrote the letter telling that they could yes state superintendents said that's what this money could be used to increase salaries they'll they'll have to figure out a way to tie back to student achievement training and they may say by lowering my sizes we were doing yeah something like that but you're right and that's not something that we've done broadly across our organization so again they must be very specific around English learners and associated economically disadvantaged students Foster and homeless youth all right so I'm gonna give you sort of a quick update for each school these are the goals that we outlined last spring I'm not going to go through all of them but I will tell you that so if you look at Sabah they had their three main goals

030right and what we've been doing throughout the year Aaron and his staff have been because a lot of these goals are tied to actions which are tied to funding right one of the things that Aaron and his staff have been doing is really looking at are we spending the funds that we said we are going to spend throughout the year to meet the goals that we have because I'll give you asada as an example there's three schools they're funding you know some of this some of its co-funded some of the activities because people are co-funded some of its separate so in order to track the progress of the actions that see did we hire this counselor or social worker or whoever that we said they were going to do if not why not because at

031the end of the year you have to explain that in the annual update you have to say we didn't meet this goal because of this reason however we are going to use this funding next year for the same or something different okay so their goals they're really they have hired additional specialists this year in all of these areas they are really focusing on professional development both external meaning going out for prescient professional and and internal PD that they do they have hired several additional counselors I don't know exactly company they have right now but they have hired additional counselors to meet the needs of the students that they have another piece that they actually have increases home visits by the teachers that's part of the intervention plan that they have for students who stopped showing

032up and so that is a crucial aspect of what they are spending some of their funding on to make sure those students stay in their programs I will note that sahabat Twin Rivers was a CSI school so they received an additional one hundred and seventy thousand dollars starting last January to improve the graduation rate and that's the work they're doing at the Twin Rivers site they run a pilot program on boarding their retention rate of students is almost a hundred percent when they go through this program because they're requiring kids to be on campus for those first two to three weeks every single day and then they're gradually releasing them once they reach that level of Independence and so that's something that's successful that in the other schools we will probably see some kind of

033a replication it may not be exactly the same but it's working so well because of the funding and the plan they put in place we're seeing success and hopefully it will be out of CSI after this school year at Higher Learning Academy they have they had their three goals as well college and career-ready they may want a cultural responsive safe and clean learning environment and empowering parents to be actively engaged and I know that we talked about hard-wearing Academy earlier but the work they're doing there they were a CSI school as well they are part of doing the most intense professional development of any our schools this year now don't not in the history but the work they're doing it we really feels propelling their academic success we saw some growth in whack from 1819

034to 1920 we're hoping we'll see that success continue because of the work that they're doing now in CSI they did have a huge increase in students this year so our budgeted amount was much lower than what we ended up with and so Aaron work with them to revise the elk cap kind of on the fly in June as we are looking at numbers to say if we do have the numbers we think we're going to have we would like to hire additional staff to support the things that were doing on social emotional learning around student behavior positive behavior intervention etc and again this is a school that is using home visits as a tool to engage parents and families they have several teachers and one specialist - home park can you tell me what does

035it behavioral intervention special so so there's two two levels of this some have they are actually it's a certification you can you confirm like a teaching credential it's called a BS be a right yes the s a CBS CB a PC game board certified behavior analyst analyst or a registered behavior technician I registered behavior technician sup Higher Learning Academy in their work that they've been doing with their students they identify this as a need almost three years ago and this person basically works with teachers and adults to help them figure out a better way to manage student behavior they also do direct intervention with students to help them become managing of their own behavior they work with parents of students that are struggling with behaviors so their role is multiple you know multifaceted but their

036main focuses of supporting the student to be more successful because they're what's what's getting in the way is their behavior and when you have several students in one classroom that are having these things that teachers are oh well it's disruptive but the teachers is the one that needs to change what they're doing do you know any because the kids they need different kinds of support decisions you can't just kick these kids out of classes right so that's what part of the behavior especially a teacher try this try this these are your tools and they'll observe them they'll model for them some of those things and so this person has been full-time this year at at a gelée with El Cap putters and they're finding a lot of success with that at futures high school they

037have three main goals academics college and career and culture and climate I will say that they've been doing a lot of work around PSAT and SAT support they have tutoring sessions for students they will they're letting them take them on campus so they're you know they're encouraging the students to do it all on campus and they're helping fund that in some ways they do have a full-time curriculum coach who is working with their math teacher specifically to improve instruction in our cycles of inquiry and then working to support the cycles or integrate across the whole site as far as the school culture and climate we have a parent liaison there who really is almost a quasi administrator max Koch or he does so many things for that site and the value that he brings to

038them with parent engagement student engagement community engagement really helps futures meeting some of their goals around that Aspen ace at CCC s another CSI school as well they they have the three main goals students graduate college and career-ready academic growth and positive school culture and remember we have two campuses now me you know actually two and a half but the K campus and the 912 and we still have fire house with them but the work that they're doing really it it crosses all of the sites so they're CSI has really been focused on graduation rate but they've used some of that funding at the k-8 site to improve attendance to improve kind of communication between school and home and we think that's working really well and then obviously the PD that they're doing around glad

039writing and math matters at the k-8 you think is going to help those do they move out at GIS they're there they have three goals as well academics and student achievement school climate culture and parent and community engagement and I think one of the the biggest pieces that that we know as part of the program is the IB program support so in their out cap they use L cap funds to pay for professional development for IB they use it to pay for their ID'd members and certification membership and certification and you can easily tie that back to the goals that they have for both their school-wide student outcomes and their English learners in English language arts and math and we see this being a very effective overall program for their site and a good use

040of the elephants at CoA remember with again two campuses so their goals are kind of intertwined their funds are a little bit separated but their goals are intertwined academics culture and climate and parent community engagement and again the this a lot of what they're using their funds on for our ace there they're helping to fund their aces staff with El Cap to do bright after-school enrichment and academics there they're using a lot of their funding on paraprofessional support English language learners teachers intervention teachers for our ELL students and also basis they use some of their funding last summer on summer school we don't think they're going to have a summer program this year and so if there's any funding allocated in that for this year it would roll over it to properly next year epic

041they have four goals so academic outcomes culture and climate academics in college and career and at Epic they're using their funding at a variety of levels as well they have an eight IV coordinator and curriculum coach that really is helping to drive a lot of their program at their site and so that's a really important role for them they do they don't have Asus funding like GIS and CoA and HLA have they don't qualify currently because they're they're free reduced lunch rate is a little bit lower than the threshold we apply for them for past several years so they actually use their health cap for these and in their after-school quarter which is again it's academic focused as well as enrichment and so what are our next steps 2023 so we've done I've done a

042session with the principals on a new template and the changes that are going to be taking place especially focusing on the metrics the goals you're going to see are probably going to be similar to the goals we have here because they all tie back to those eight state priorities but the metrics are what you're gonna see are going to be a little bit different than to be much more specific and much more tied to the dashboard so we've done some reflection parents again give them updated budgets around their health cap right now they're meeting with their parent groups we're getting a parent survey out to the parents all across the GCC to get their input student surveys student focus groups and then they're taking that information school site consoles their English Learner advisory committees to

043sort of hone in on what are the things that we need to keep doing and one of the things that basically looking at the data if it's not working we need to stop right and so that's something that they're doing right now getting the input I talked about they're going to be developing their plans and budgets with Aaron and myself and then that's what we'll be supporting them on we'll bring them to you that probably the first meeting of June with the plan and then the budget you'll break will bring it back at the second meeting you for approval and that's when the budget will be finalized and improving both of those things will wind up nicely even though it's not an easy job but the budget the budget piece of the El Cap is

044a little bit easier we think last year all of the all of the lines had to match up across resource code and this year it's just I'm not research code object code and this year it's just our resource so if you say you have if you're saying here if your budget templates here says you're spending a million dollars and Aaron's but in El Cap and Aaron's budget says you have a million dollars to spend we're good before they had to line up almost perfectly we've reached full funding but I think there's a one point is there a cola on that El Cap funding as well yeah it's subject to the same yeah so but we've reached full of funding of the out cap for all of our schools they will get a 2.2 my point

045is with the beyond who I need without any we know whether the existing funding we have to be correct so when they're saying increased or improved services it doesn't always mean an increase of funding right because because that you could say hey we've been trying this with our English learners for three years if it's not working stop doing that and do something more research-based so you are increasing improving services with the same allocation they just don't want you to keep adding more and more and more because they want to do with what's working for students they really want to give us hold us accountable on that front well I don't say that all the metrics for each goal will be like you know they're only going to be like a quarter to have a page

046it's the actions underneath those so the metrics have to be much more specific the actions themselves you don't have to explain why you have a counselor here there's a there's another section where you're sort of summarizing your expenditures that's where you'll say this is how this ties back to this goal in action this is other stuff so I do believe there will be at least one third shorter so ours might be in the 50 to 60 range maybe that's that's like on the high side but again they're trying they want them to make more accessible to parents yes one so obviously everybody understands what their outlined goals are and how frequently does this get reviewed I mean you're obviously overseeing the whole thing but what's the process for review and see how well each one

047of these folks are tracking to what their specific piece of in orders so it ties in a look somewhat to the cycles of inquiry that we're doing because the elf cap goals that they have here English language arts and math they need to be reviewing throughout the year but our how our students are doing right so we are looking at data throughout the year above at the various student level and then we are working on assessment plans for each of the schools that tie back to their health care goal so we can monitor them throughout the year not just wait till the end of the year now the dashboard indicator bar they don't come out until the next school year right so that's why we need internal measures to make sure we're staying on track

048with Road understand yeah yeah well we are monitoring to hear the budget processes based program use because if they're they said they were going to do something and they haven't done it yet it's like okay well yep get busy on that you have to do that action to see if it's been about this - right yes I was gonna say regarding the public here and I did look SP 126 says that public hearings must now be publicized it turns up at school sites as well as the site where the public hearing yeah alright alright we are moving right along occasionally we're going to keep up the pace so thank you Michael if you would join with me with affirming Michael has been D keeping up on his self knowledge and also down good job Michael

049thank you didn't appreciate his work with the principals on the Alcott plans and keeping you informed as well so board governance training just a reminder every time we have a retreat we have board governance training of some kind by the nature of the longevity of your positions that means you have been trained many times that means there's quite a bit of overlap and the information that you're going to receive today so for some of it you can consider that it's just a review right at what you may already know but to start off with we're going to talk a little bit to inform you about the u.s. charter schools okay so there's a lot of data out there about the charter school movement and it's a very interesting time across the United States so I

050thought some of this data might be useful for you this report that we're going to talk about is from January 2019 so fairly recent but then we'll go from there into board governance so I thought you might like to see this executive summary from January 2019 7030 ninth charter schools in the United States at that time three million charter school students you can see the growth rate but notice the growth rate from 2005 eight percent six percent three percent because that's going to be important because it is slowing and slowing across the United States and certainly with the legislation that we're experienced it's going to be slowing here in some way right so across the United States 6% of total public school enrollment is charter school 44 streets at states in DC now the law

051and the performance they put the performance in terms of numbers of days of learning and so you can see there that the numbers of days of learning in reading are eight more on average in a charter school but one less on math I have no idea why but there you go there's what the data says the charters have expanded naturally and there is evidence that they do improve outcomes after years of growth though that starting to level off some of that is about school closures a variety of states are experiencing school closures we are as well and the closures are outpacing the school openings in some cases but the majority of schools that opened it are in 16 states and 40% of that growth is in California Texas and Florida and expect to hear from

052that that might read a little different and then most of the growth is in high-performing CMOS okay which is a very interesting comment because those of you that have been involved with the CCS a conferences and the CSD conferences you recognize that there has been some discussion that the many people meaning the Reed Hastings and the Walton families and those they're all about the big CMOS right and much less about the mom and pops and the one offs and they are way more about high-performing CMOS and what they mean by that honestly is Kip green dot aspire those people who are serving a more seat based high-performing mostly-white higher socioeconomic integrate cases because what they want is they want the Atmos youth programs and the those serving the most needy to not necessarily be skewing

053how their results look right this has been overtly said by the way publicly I read these things that if we didn't have all these at-risk youth charters then the Charter outcomes would look so much better and he has as outwardly said he's willing to to jettison all those kids and their programs for the sake of that so which is when I stopped caring about what really has to say but so this idea is that growth is happening in the high-performing CMOS and we are in charter schools outperforming traditional public schools and reading but underperforming in math charter performance is improving over time and it's interesting to keep our view of it here so the Charter sector is facing seven key challenges I don't think any of these will surprise you it is areas such as

054state laws who can authorize how we have access to facilities human capital issues whether that be board teacher administrator which is our sustainability and succession planning work the funding for charters is generally less than traditional public schools and public support for charters has gone down in recent years so this is another interesting one I've been talking for the last two years about the perfect storm where people thought that the politics of President Trump and Secretary of Education Betsy DeVos would be supportive of charters just because they say with words they support charters but that has actually rebounded in the other direction for us and that is people who don't support Trump or DeVos now have to they don't like charter schools so there's been quite a bit of a perfect storm about pushback from anti-trump

055de Vos kind of energy at the same time that there has been a lot of the union activity and so the Democrats have also fallen back from charters because somehow they're internalizing a message that our teachers would get better paying more money if there weren't those charters right so it's kind of been a flagpole they've been raising of late so that combination has actually I think brought down some of the support for charter schools so charters just like traditional schools often struggle to ensure equitable access once they're enrolled and this is again charter schools and student enrollment but you can see there at the end how it's kind of leveling off a little bit this the first time in the history of charter schools that I've seen this leveling off at the end ok growth

056rates are charter due to fewer schools opening we're saying right and charter school closures are affecting the growth rate as well interesting thing here is that as we said the overwhelming majority of new schools are in 16 states and you can see that all the way on the end that highest blue bar is California okay but this was from 2005 right so I'm not sure where this would be today but 40 percent of all new growth is concentrated in California Texas and Florida you can just see those three blue bars there but definitely would look different and I think next year to see that how many new charter schools are looking in California in the last year in the last year I haven't seen the dot they don't have it out for last year everybody

057really it hasn't slowed the year before but remember we had a bubble beeping on all the Anderson case so we had I could current schools becoming three schools type of thing so there'll be a bubble in there we'll have to see what it looks like I assume some have opened in the last year I think some have opened in the last year but again I think many of them were resource centers that then became a charter so is it actual numbers of students but it'll ill skew it go but there have been some sea Fencibles are you finding it a data point yes when you just did your CBO presentations and I think that was one of the points in you pointed out is that it was really due to the Anderson point yeah yeah

058so I mean I don't think it looks I don't think it looks different than in previous years but it is different when you look underneath it because it's Anderson so and next year will be worth obviously because of them okay so enrollment has grown more rapidly than the number of schools as goes back to the large CMOS are putting in more seats right as opposed to new schools okay here are some ways that this particular study believes we could impact and that is the idea that we provide traditional schools with greater autonomy in exchange for greater accountability so what that means is and this is also a conversation I had with the CBO group and others and these various presentations is what we saw in the recent legislation about credentialing is you have this flexibility

059and that's not fair we want to level the playing field so you have to be as complicated and in the same box as we are right and actually now something about funding an El Cap is actually the same exact thing we used to be able to have all of our economic impact aid with complete flexibility of how we spent it we didn't have to write an elk about how I spent it so we have flexibility to serve the neediest students and we got funded for the neediest students when they created lcff it was to give them what we had but instead of allowing it to be open and free we both got the 300 page El Cap out of it or else you know document of it so in each instance where the traditional system

060could be saying you have that flexibility we want that flexibility instead they're saying you have that flexibility let's put you in the same box we're in so I think the intent of this kind of thing is to say it was meant to influence and innovate the traditional system it was meant to say what should you also take on here as being an innovative flexibility that you could use right I don't know that we've arrived at it I think some of these are examples where they believe it may be happening so the other interesting data point is that most traditional public school students live in suburban and rural areas but most charter school students live in cities so it is quite a bit different here so 6% of students attend charter schools but the market share

061is quite different across the states right so Arizona actually has the largest percent of students in charters that's the one on this end colorada Utah I'm surprised to see that California is actually about eight down from the top here market share means percent of their entire so and I think that thing about charters primarily are in major cities you can see here you see Sacramento there Oakland Los Angeles San Diego that's where the most charter schools are in California right and that's probably one of the reasons why we've been successful right being in Sacramento a little bit about high-performing nationally recognized CMOS of course whenever I hear that I rank up a little bit but if you look at the very bottom I don't think we could ever meet this particular definition because they say

062this it is CMOS who are in the charter school growth fund national portfolio so it means you had to have asked for big money to grow from these people to be considered in this group okay so that's not us but the smallest group or the group closest to us is 8,000 students so in terms of breadth of number of students right we aren't and then so that the groups are rocket ship they'll recognize that probably yes prep Success Academy aspire I da and Kip these are some familiar CMO so just talking about what percent of students they have right and then it's expected that CMOS are going to grow by more than 40 percent over the next five years and I think it is this preference for CMOS this preference for big money people to

063support CMOS and I actually think that's how we got some of the legislation that we currently got is the belief that the districts will not be approving very many one-offs but they will be approved more of the reputable CMO type replications so research shows charters produce more or greater gains than traditional public schools here is some of the student academic performance right online charter school students though have much weaker academic growth and that's showed itself over and over again in the research when we say online by the way we don't mean using the online edge annuity program for curriculum online in this instance our students who are 100% of their program is online right it is not good research outcomes for students so these are the seven key areas where we are looking to address

064across the United States state policy facilities authorizing is a big thing right now quality authorizing is a lot of the articles you reading the paper about organizations that are caught upside-down are honestly because their authorizers didn't provide quality oversight human capital funding public opinion and diversity and equity which is something we're going to be talking about today as well so authorizers are looking at these challenges how to approve the creation of new charter schools how to monitor performance how to close low-performing schools yes United States wide an issue and these this is because it comes from the National Association of charter school authorizers these are 12 essential practices for authorizing and it's interesting because we've seen many of them be applied to us of late so this study must be being chaired so one example

065Jason I'm talking about is number 7 using expert panels that include external members to review charter applications so we've have at least want to authorizer have an expert panel interesting thing they call them expert panel and then we showed up and none of those people were there at the table but they were attempting a truce right they were attempting the language but so some things that NASA is very active in understanding that quality authorizing is going to be necessary for the Charter sector to continue so human capital we talked about is all about quality I highlighted there for you your little square part of the challenge of growing quality charters as charter boards and quality board members are essential to the success of a non-profit governance model boards also add significant fundraising and subject area

066expertise and support so that is happening parallel to the fact that we're working on succession and senior leadership challenges so we're both trying to figure out supply of quality of our teachers and other staff how to grow our leadership and then succession and senior leadership challenging so that's happening across the United States and charter schools right now and then some of those challenges around equity and week-out some of these conversations for have a few more today equity continues to be a challenge though in both traditional public and charter schools right so a whole lot of people need to find in this area so equitable access is often tied to how easy it is for families to participate in choice that should sound familiar we've been having these conversations with our principals and our site staff

067is your information in more than one language where is your information that is it accessible on social media on your web page if I come into your lobby well I find it so accessibility of information and accessibility of the application process knowledge of when the deadlines are fair and appropriate length of time for those enrollment times all of this is are things that by the way Jason survey and all of us have been discussing with each of the schools about their processes and then transportation that's one of the biggest barriers to charter school because we get no funding for it but we were actually transporting at nearly every school to some degree okay either through our contract with role of for their buses or through public transportation but it is one of the biggest barrier

068to charter and choice okay and then you'll see here disseminating key information translations easily access data increasing transportation we just talked about that so some of this is very affirming to know these are also key areas we've been working on right and in working by the answers to charter school doors that's you plays a substantial role in performance but we don't have fairly any research on that so they have almost no research on charter school boards right and no data and information out there but charter schools whose student growth exceeds the district average generally have a stronger board that makes sense also they're more knowledgeable about their schools they're more apt to evaluate their leaders using staff satisfaction okay so those are just a few key things about human capital on boards so with that

069we're gonna go into the actual review of what you probably already know and what I may have already shared with you because you are long-term board members according to this particular person who works at the charter schools project charter schools have been plagued by these governance problems mettlesome boards who become entangled with issues issues that are normally entrusted to administrators or teachers other stable leadership by founders who prove better at articulating a vision than actually running a school internal dissension often exasperated by insufficiently clear division of roles and responsibilities lack of professional competence in financial managerial or administrative areas that's not you mr. business you're okay difficulty in balancing input among various stakeholders groups and exhausting volunteers including your board by expecting too much of them okay so these were just a few problems facing

070charter schools and governance in charter school some of us you know may relate to something there but I think in general these aren't shoes that we have okay so according to John Carver who's the expert on foreign governance governance is not about budget lines personnel issues and field trip approvals it's about values and vision and strategic leadership the reinvention of the school board which is what you are calls for a new paradigm a fresh reconstruction of what the work that the board is to be and John Carver is that as the noted author at this point on boards so one of the things that board is responsible as you know is legal issues so the boards fulfill a legal responsibility the Board of Directors is a legal requirement for a charter school organized as a

071non-profit charter schools because we're public serve the public and do not operate for any individuals personal gain and they are eligible for special treatment such as tax exemptions the charter school is required to have a governing board to ensure that its operation continues to focus on serving the public okay we are serving the public right all right and then you provide oversight functions in exchange for direct and indirect financial assistance from the state and federal government state charter school legislation as well as nonprofit law requires that a group of individuals voluntarily serve on a board of directors and act as guardians of the public trust the ability of the board to remain objective is critical to its effectiveness in guiding the charter school so on this one you are saying yes I am the guardian

072of the public trust yes okay and then to promote the mission of the charter school in your case to promote the JCCC mission in addition to fulfilling legal a charter school needs a board of directors composed of individuals who support the school's mission believe in it seek to promote it advocate the charter school and deserve it and it's educational philosophy this is an important function of the board and involves promoting the mission and the goals of the charter school within the community and with the wider educational reform arena so are you in fact supporting the GCC mission in the world at large good so far we're we're doing well right okay assist with fundraising towards help to raise funds and the ability to raise funds is an important measure of a boards effectiveness in serving

073a charter school those who are influential in the community can often successfully elicit major contributions misset major contributions that doesn't mean you have to write a check buta from other people okay from a variety of private and business sources building an active group of financial supporters who regularly donate money to the charter school will increase the resources available to implement the educational program making it easier for the school to fulfill its goals all right it elicits we need you to be a listening tour and with the tournament oh I do yes it does not mean that you are writing a check I'm making that clear you're just assisting but mostly eliciting it just sounds illegal but that's what and then some barriers to port effectiveness and examining these barriers to port effectiveness could be the

074first step in revitalizing a board that might be or building a charter school effective board from scratch there it can be a temptation to micromanage it's critical that the board focuses its attention on issues of critical importance in order to do this the board must avoid the temptation to micromanage or metal and lesser matters or in interviews that are more appropriately handled by the administrators staff another area is no plan for orientation of new and old board members not that you didn't mean them by charming seasoned board members charter school boards can also feel because they have no plan for orientation and training of new and seasoned members mm-hmm failure to remove unproductive members another problem that leads to poor performance in charter boards is the failure to remove unproductive or directors mm-hmm people who

075are not carrying out their commitments as a board become major robots to overall board effectiveness and then board size board size is the Goldilocks dilemma mm-hmm right there is a size that the board needs to be in order to be sufficient but not unwieldy I think we agree we're right where we need to be just like Goldilocks right or the just right base all right principles of effective governance distinction between governance work of the board and management work of staff ends and means distinction the bias in favor of high-impact decision-making and clarity about who does what specifically what does the board do and what does the staff do so being very clear about our different roles is a principle of effective governance the board has a number of major decisions and actions to take some

076of those are tangible like approving the budget reviewing the performance of the Charter administering your case my performance and monitoring student achievement on an annual basis the Charter School Board must focus its attention on the major decisions modern to school progress toward meeting the student achievement and other objectives that they agreed to in the Charter contract or in our case contracts nine write and budget approval and school-wide policy strategic planning and the appraisal and support of the charter school administrator okay autonomy is granted within the boundaries created by board decision making in these major areas okay all right ends and means so that's the biggest part of the work that John copper does is describing in his work about boards the ins and means concept it is the board's responsibility to describe or determine what

077it refers to as the ends and stay away from the means except to say what is unacceptable right this is what we should be producing and then not micromanagement steps for how we're producing it mm-hmm and then a board delegates responsibility for the achievement of the ends to the CEO or charter school administrator and then provides parameters on the acceptable means that the CEO and other staff can use by providing parameters what the administrator cannot do the board empowers the CEO and staff to choose the most successful creative and cost-effective means within the product no surprises right alright final thoughts this is about board excellence the purpose of governance is to ensure usually on behalf of others that's the public good again that an organization achieves what it should achieve while avoiding those behaviors and

078situations that should be avoided boards will truly be leaders by controlling the big picture the long term and the value Laden by delegating powerful yet safely to those who carry out the work of the organization empowering them to the maximum extent that is consistent with maintaining the board's own accountability so this is that very careful balance that we must do the board will seek diversity and inclusion but will express their decisions with one voice not with a multiple voice of individuals and critical critical questions that the board needs to ask itself one how can we connect with even more integrity with those on whose behalf we serve but our reading again how can we connect with even more integrity with those on whose behalf we serve this is a board member sense of ownership right

079and then the second part is given any new information new wisdom new possibilities what good for which people at what cost should we strive to achieve in the years ahead and this is the idea about creating policies that reach the ins that we have in mind okay so I'm going to ask if you could do the elbow partner conversation on maybe the first question how can you as a board member connect with even more integrity with those on whose behalf user partner conversation don't not jack get out of the conversation he needs to come yeah in the [Music] okay we're gonna alright so thank you for that very real and reflective conversation so if you didn't catch the question how do you connect with integrity and those on behalf you serve I see this I

080see this when when you come to the crappy or you come to the golf tournament that's your connecting with you sir I see it when you come to a graduation a promotion a WASC visit you go to National Night Out you go to a conference with an administrator or you you set up a meeting with a business partner all of that is connecting to who you serve it kind of us back to my the reason I think this is a question it goes back to what I said at the beginning sometimes we get caught up in the budget or the building and sometimes you have to remember the face of who we are and the constituents of who were serving with and your work to be with them is support and alongside them is important

081and valued by them so it's just a reminder so anything in relation to either of those statistics exciting as they weren't or the board training review of keyboard skills share with you know you in a good space you guys aren't going to sleep on the right okay we're gonna bring up the next PowerPoint so we're gonna go right into some talk about strategic which I know you have been waiting for so the strategic section will cover the rest of the blueprint from where we ended up before and take us in through some of the next sections okay I know I'm thinking we might do you guys need to take that stretch break and come after this assignment yeah why don't you guys get up and stretch too and we'll come back after every one of

082us yeah [Music] there's something going on with the part that can be part of the basket it is a dangerous thing don't get on college but it's really huge [Music] all right we ready to start back so you know what is true is that in the morning we go two hours between breaks been the afternoon we have to go right hang in there we're getting there so strategic is the last section based on the blueprint and I just want to remind you about the key words that came out of our work in asking all of our stakeholders to give us three words including you guys that we've been put in a word all I remember this is the second page of our blueprint and I often show this to people when they ask her that

083GCC is because this is who our constituents think we are they think that we're passionate dedicated stable we have integrity we're diverse we have four we're thinking we're brave we're community and those are some pretty good words to have people be choosing okay and then in connection to those words and our work this year is sure we've been talking about a boo tube and it really built on a lot of the other concepts of who we believe we are and I found this short clip by 7/7 cynic and I think it talks about the bin tube just in some different words the United States Navy SEALs are perhaps the most elite warriors in the world one of the seals was asked who makes it through the selection process who is able to become a seal

084and his answer was I can't tell you the kind of person that becomes a seal I can't tell you the kind of person that makes it through boats but I can tell you the kind of people who don't because he says the guys that show up with huge bulging muscles covered in tattoos who want to prove to the world how tough they are none of them make it through he said the breeding leaders who like to delegate all their responsibilities and never do anything themselves none of them he said the star college athletes who've never really been tested to the core of therapy a none of them make it through he says some of the guys that make it through her see me squatting he said some of the guys that make it through you

085will see them shivering out of fear he says however all the guys that make it through when they find themselves physically spent emotions when they have nothing left to get physically or emotionally somehow someway they are energy to deep down deep inside themselves to find the energy to help the guy you want to be an elite warrior it's not about how tough you are it's not about how smart you are it's not helping the person to left Brown you just didn't think you needed it because you kept pretending that you had everything under control and the minute you say I don't know what I'm doing I'm stuck I'm scared I don't think I could do this you will find that lots of people who love you will rush in and take care of you but

086that'll only happen if you learn to take care of it first quite a bit through his work around the Y and defining our Y but this one in particular spoke to me about our journey I mean 18 years in you know maybe this first five years I could do it all myself maybe maybe I was kidding myself but we can't do it all by ourselves I can't do it by myself you can't do it by yourself we have a lot of talented people in this room and it takes all of us this is the conversation we had with Aaron about what hope does he need and being willing to say what help he needs in his department and it's the same and some of the things I'm going to talk to you about here it

087is being there for each other and being willing to say what is it we need in order to take this organization through the current legislative battle through the current changing demographics and into the world and the vision that we want to create and some what if we're going to talk about today is a plan to allow us to do that and and we need everybody that we have to create this plan so we are these wonderful things but in the blueprint I want to point out that we did have the very main one complain about there's any page numbers on the introduction page least a very aggressive claim that as soon as we said it we were almost there and have made it and that is that we would exceed 5,000 students by 2020 and

088in fact we met that goal in 2019 so we should be grateful and appreciative and very pleased without them and then as Friday the 14th our enrollment was 5127 those are good numbers it will keep growing it does this time of year especially with saw that CCC s enrollment but that's a good place to be other things that we claimed and tried to stake put a stake in the ground about was that we would open three new charters in the next five to seven years that was a little more aggressive right and yet we have some concepts in mind we talked some about some of them earlier and the legislative background that we're in right now is a bit of a challenge to that but it is not a hard fast no it means we

089have to be more strategic is it a program in a program is it an extension of a current program because we have some charters that are k12 but we're only functioning in the k-8 part of it you know how might we use the flexibility that we already have so but we are still looking at the fact that there are opportunities that exist in our blueprint we have very blatantly said for the last two years that the i-beam school is one of our key initiatives part of that is we have three Ivy schools that we believe would feed into such a program and as we said earlier we have at least we believe at least three different schools that have the opportunity where the high school portion of what they are could become an IB high

090school without having to apply for new charter petitions or certainly in past we've often applied for a new charter as many of our peers have done because we've had significant federal funds for started there are no startup funds written into the federal budget at this time unless something changes right so there isn't an incentive for anyone to open new charters right now right because it's harder because you have to borrow you would have to borrow right to make that happen so we are looking at an IB high school in some form whether as a program in a program a extension of a k-8 and we are also very adamantly looking at Savas to face charters because there is a moratorium on not classroom based charters but some of it has been is about the second

091year if not the third year into researching project-based learning and how that would look in their setting using their CTE focus they've got to visit a couple schools in another state as a team they've twice gone I believe to the what's it called you do in the world PBL if you or the PBL word world project-based learning this year they're taking their biggest team ever and so we are moving towards the concept of a classroom based or seat based Sabha which would be able to be brought forward in this timeframe we even have had a discussion with at least one authorizer whose interest and the concept possibly okay so those will continue to be our two best options to possibly reach this goal that we've thrown out to the world also we mentioned in that

092section that our central office functions and infrastructure need to continue to be looked at for efficiency and with this I remind you that we have built the office space for on the educational service size we're talking about it plan to build more office space on the business service side we are proposing the the mid-level accounting person that we spoke about today we also hired a field support temp to help with our technology needs and the director of data all of this was about increasing our efficiency of office functions and also just the extensive that you're gonna hear about later in a special education staffing all of this was to meet exactly that point so something that we can again celebrate and then in the section that was titled future we had two key items we

093have many items but two key items one was special education and the other is organizational sustainability the special education section dr. McCormick's is gonna give you a lot of detail about that a little later after I'm done here but we're very proud as I've said of the method method methodical and careful path we have taken to get to today with the hiring and the ability to move from a district oversight to forming our own special education department want to affirm Christine for that and then organizational sustainability we've been talking about for a number of years we've been researching and educating ourselves and you across multiple years on this subject we've been addressing growing cabinet growing skill sets and the need in all of our leadership roles to keep a strong a bench so with the

094organized sorry an additional sustainability here are sort of things we've been doing we've been doing a lot of intentional and deliberate planning for our key leadership roles and how we're developing them so we've been developing principals vice principals and middle managers in a variety of ways including with our coherence work our doctoral level kirkman work and our own professional development in-house being very intentional about growing their leadership in their capacities and then we've also continued as we said earlier our culture professional development and learning this is critical if everyone that is on the team is seen as part of the bench that may be necessary at some point to fulfill other leadership roles and to grow into their potential so we've been doing this work with dr. Curt men around the team development leadership development

095plan or the team pack we've been doing that using the workplace personality inventory we have been having accountability partners and goals that we share to hold one another accountable and then cabinet principals vice principals and everybody all the way through central office staff all of these people have personal excellence plans that they have built over multiple years using that workplace personality inventory so we continue to drive succession plan and sustainability and making everyone stronger in order for them to grow so currently we have a cabinet of four people which is myself the chief communication and strategy officer the CBO and the assistant superintendent formerly we have five we used to have a director as a part of that but when Jerry kosh moved to the epic site we came down to just a fork so

096the proposal before you today and it's included in some of the actions later on in the action part of this agenda is that the cabinet would grow to five people instead of four there's just way too much then yeah that's is it possible to get more information before we move on this action item about the deputy superintendent no I mean not in my estimation this is something that needs to happen why does it today you know why does it need to be not happening - it didn't happen at this meeting the next day because it's the same as what I just showed you in that video I can't do this by myself I need help and I need a plan and I am trying really hard to stay in a place where I'm not falling

097apart but I I would tell you that I have spent a lot of time and energy to look for what you as a board have asked of me so you have a board and asked of me if you get hit by a bus or you take that sabbatical you were promised how will this organization and a temporary role how will it manage so I created but will work if I take a sabbatical or I get hit by a bus which is the deputy superintendent and the cabinet team would run this organization but there has to be a person who's capable the only person that's capable in this room if I'm not here is Jason he has a political he has the historical every item and the deputy superintendent job description he already does and that's

098the only way that we can function and I need a break okay let me let me point out we're all allowed to get some charter schools here all of us it is what speak up and we've spent a really great deal of this meeting and retreating talking about this new state laws we were hammered last year people it was close call they they could have done much more damage menu one of the recurring themes that came out of that legislation and why it passed was the fact transparency there was this and whether it's true or not charters are accused of not being transparent not calling a process a traditional we've ended traditional schools we know how the process works and we've generally attempted to follow that in those cases and you've used the term you

099know what I understand Cindy and I don't want you to have a meltdown here but the reality is there was no process for this this position that you're had discussions about it there is a preference we've had no process if we had discussed today in the meeting and it was on the next agenda you know frankly I'm very supportive of that frankly I'm a real supportive of Jason I'm also a supporter of process this is one in which you know what I looked at it and it just has a lot of I left last board meeting six weeks ago and I brought the board over today to look at the organizational chart and we had an assistant superintendent they come one Friday I look it up and all of a sudden that has changed no

100new you know maybe this is now the new organizational charter the assistant superintendent I assume will now become the assistant to the deputy superintendent it's a significant change in any organization I I did some number cruncher just a little bit if you take we're not we think we're far huge but we have 5,000 plus students if you look at the three top if we add the deputy superintendent I don't know Halden but probably $800,000 in just three positions because that's the issue on the job description there is no job description like some examples that we see I've seen a job description that's been written specifically for an individual it says the South Korea is going to be a certain amount based on other deputy superintendents with one of the qualifications were the other deputy superintendents

101why what is that selling Cindy I am supporting this I don't like talking about it's not like talking about specific individuals you put me in this particular situation the reality is I assume the executive committee had some discussion yes I assume maybe others if you have some input I obviously I probably would have supported this if it you know and voted for it if we'd had a BT today I could say Mike talk I understand you know I'm not going to get into all the certifications and so forth but the reality is this had no process and you put me in a really awkward situation so let me tell you the process that has been involved so at least six months ago I think single one of you individually about the current staffing and about

102proposed thoughts of how to change I gave you some of my thoughts man if you disagree with my thoughts then you are very enough said than my thoughts then my thoughts then where exactly what I present they were not your thoughts where you would retire and you were creating a lot don't don't put me in the situation that you told me who did not tell me that you told me you were retired soon I am and you said you created a model it was a dual model of leadership an educational leader a political leader and a person that could handle the community I looked at that model and I said we can't have that type of model with dual leadership it won't work we need to have I don't care how you work it out

103but it would have nice to have a discussion about what is a possible leadership model so I had that discussion to the best of my knowledge with each of you and I two different models monastic Oh leadership model which you did not like there's also expressed concern that a cohesion I also discussed his mother mom by the way just for the whole world since we are on tape I am NOT retiring at this moment but I would like to before I pass out and the concept of how to meet the board's desire to have a succession plan of sub-prime for both the short-term need to make me have this available for my own paper at the vulgar term but when I eventually retire both of these have been discussed if it's discussed with the whole

104board and the or that's said to me repeatedly why don't we have a clear plan they keep talking but we don't have a clear plan well suppose we are not able to do it and you need a break take a break I don't care if we the board can decide who they'd like to replace you what you can have is paying for two different positions if you want to break take a break we select somebody you take a sabbatical or whatever it is that's already written in that is perfectly the organization until the organization is in a place to be led and right now it is not find Cindy I want to come back and be clear he executive committee did we not discuss this numerous ways numerous times and this is how we best

105felt yes we did this would work we talked about the individuals why we thought it would work this is the same process we have used for every position I have brought to you because I am your employee and if you read anything about our work together your job is to hire me fire me evaluate me but I need to be and it everything says I have the power to create the organization I need to do the work that's needed and that's what I'm trying my best to do that would be fine I review more than happy to discuss this today let's postpone the voting on this until the next board indeed I certainly probably going to be out voted today I and I probably I mean if we talk about and really get into analyzing

106it and you answer the questions that I have today to detail I think it I don't understand the crisis about why it suddenly had to be my question can be answered for me we should answer it now I take care of it right now what's the question all right I want to see an organizational chart I want to see it organizational chart with a new individualism I want to see I want to see job descriptions deputies no no others that what is any individual comment that's different tendency in the area we're paying the individual based on salaries and other districts I want to see what the majority of their sorry yes we're asked to pay for this without seen right there we are paying him exactly what he is currently being paid that change his

107doesn't what it says in the board agenda that's what will happen eventually because there's no line for this would you like I mean this if I were having a conversation what I made clear to HR to cabinet into the two individuals is their having a title change in a job description realignment and their salary will remain just as it is right now and that's what you express to the guys have them the executive committee to share no we did not share with deployed members because it's coming today and because there are brown issues coming today or sharing of information and the other issue is I want to look at the other issues I have them are ones that I really hate to get into specifics about but I guess if you really want to talk

108about it yeah I can see models where you do not need an individual who is experienced in the classroom or as an administrative credential or have the same teaching credential I have neighbors that accused one of their criticisms of charter schools is that they have people teaching the arcanist working with students who are not credential everyone in here is heard that best of one of the arguments and so what I'm saying is I'd like to see in those job descriptions okay how is this model going to would and then in what I think probably I would probably would have disagreed with you but not as intensely if there and if I had the courtesy again of you calling me for emailing my phone though it overlooks in do you want and you attacked me in

109the same way your attack I've given a lot of thank you at all and I met with you at the Starbucks to talk about solutions you were irate you were emotional and improvement that is not true that is untrue you took a napkin out and drew a bottle for me and I very rarely get irate and I did not walk out on you and frankly I thought it was a good discussion I know you were unhappy with me because I didn't like the one model with a dual leadership I you did not present me a model with the same water but being when all is said and done I'm one vote but I appreciate what you put up there about Fisk about the responsibilities of a warden so I feel that I feel very strongly

110about it guy fulfilling my responsibilities is important for that discussion you should let me in with that if you if you feel that emotionally distressed or you feel that you cannot handle this for you need a break I strongly urge you for your reasons of your health into mental health and pretty you know in your future take a break take a break take cyclic go go up that weekend probably we would organize the sabbatical as a board you have already approved this for me in my contract with everything I am feeling as you can tell a little emotional about this I feel like you know this has been a little high energy but I want to step back and I want to say and I have said it to you before I think we should

111be able to have discourse I think we should be able to have polite and respectful discourse and we should be able to disagree with one another good but I strongly I strongly feel that I have done everything I can at this point to create this new covenant structure in a way that will support the success of this organization today into the future while I am exhausted but preparing for this without a secretary it's not your fault you're not here yet which is why I'm emotional tired I am NOT by having a mental health break I am NOT unwell I'm tired I have been expressing to cabinet repeatedly though that I think when things are in a good place like I've got to get my secretary in existence the board ready for her role and we

112have this structure figuring out where the cabinet is bigger and broader and has more voices at the table and more strings at the table when that happens I believe Asians with peace of mind go take a sabbatical where I can rest and take care of myself and know that the individuals understand the clarity of their roles and moving forward in my absence it is not meant in any way to undermine the board's choice if and when by never eventually retire because I have this for you here we agreed on kind of a draft form for this and I've kind of highlighted it today but if you read the first paragraph I think other is what we're seeing right now and I will read it so you can hear it says I should the superintendency and

113I'll be absent from her role of a temporary nature such as plan approve sabbatical a family emergency medical or other short term duration the deputy superintendent that represents and exercises the authority of the superintendent the deputy superintendent the Acting CEO and shall satisfactorily and prudently carry out the duties and responsibilities of the superintendent within the I was established by the superintendent aloft which is what it says in the job description as well then it goes on from there to be clear that if I weren't you decided at some point to retire and have a plan departure that while the deputy superintendent would be the Acting CEO the board would go into their search process for however internal or externally they wanted to choose their next leader so creating this today was an answer to your

114direct mission to me that we need something for these short-term things for sure and then we need this agreement that if at some point or when I decide to retire you may or may not choose to use that temporary sabbatical type leadership as your long-term that would be your prerogative it says right here you're going to look at internal and external you're going to have a search process itself okay so this is what we have been revising each time we talk about how do we get clearer and clearer about the short-term answer and the long-term answer for if I leave the fact is 18 years I'm gonna leave at some point okay and this made us all feel better and this is an alignment blueprint and what we said we wanted you in the blueprint

115so so this is because I don't have a secretary my best attempt at an org chart because I didn't have enough time to figure out the technology I'm sorry Christine you weren't here but the way this works is that you are of course the umbrella organization I am your one direct report we have life and inna the soup deputy superintendent reports directly to me and then they have their own department they're still working from they also work with these individuals but this is when I'm not here basically but this is Michael and Christine who are working in tandem they have HR they have academics they have data they have special ed they have student services this is a ton of work right now if you have not figured out it is so much working right

116now if you had to guess Christine how many direct reports do you have here with your psychologist and resource specialists and at least ten people in here right at least right and then we have Aaron he has a director and then we have the facilities and his new person will go in here and you've about Jeff about 18 inherit 18 direct reports or so so what's happening down here is really complex and if you haven't heard the people who have the in-depth knowledge now because when we were smaller I could have it all I would tell you the answers to everything I don't have the answers anymore okay so what you're hearing about legislation in 1505 and 1507 and the politics and what we can or can't do is suck city and renewal and this

117that's all right here the city that chart does not represent from the job description suits the job description very emphatically says that all positions report to the deputy superintendent they will when I'm not here and he's acting CEO yeah five what I'm asking for it was let's have the discussion I appreciated it's hard to show that a meeting begin with the transparency issue were on the same agenda as a matter of fact we're approving a position of individual for a position where we haven't even approved the position for a major position in the organization and I as I told you we have a discussion and you're answering some of my questions I'd probably support this at the next work me what I really am upset about and you're right my voice raised but I did

118not get upset I never I hope harassed you please take like that babies that time okay I never walked out on you ever warrants but the reality is it would have been nice to have that discussion today retreat we vote on at the next meeting but what I presented here with is this is my my suggestion would be that we go back to thinking about what Fort Belvoir and the board role is not to micromanage job descriptions this is about micromanage if our goal is to hire me the value I mean if you need to but when you get low my job description and below the ambulance up which is decided because it's the same money as we already had before and you're getting into my area of leadership and if you're going to start

119being that you want to pull apart job descriptions below me then that is exactly not what I believe is the separation of your duties and my tunes well with the nice to have a discussion about of today and the weakest they've got to change a word or two in it otherwise if we have to accept as you present every position has to be accepted as you presented it with knowing but from the board to change anything in it is that's what you're saying I'm saying the board's role is not to write job descriptions but like if I wanted to change a band or a job or something in any of these job descriptions I would say the port's rule it's not too late child but you could never to have any in the choir then

120we're just presented for the job description that's it about writing you are affirming my ability to hire the person to do the role that I need to run the organization you're using the up a lot of eyes Sydney alright I you know I know you have the votes to pass this I understand that I've made my you know there's no need for reading this I know we are doing this publicly and I think it's a good thing I think it's about time that charter schools you know have this transparency we had discussions like today things are out in the open and opinions that are really expressed and we talked about well how can we best manage this organization resources good and as a board member and I've put a lot of time in sweat into

121this board as you all know I think I have a perfect right to make that presentation that I made today every right to make suggestions and job descriptions I can be told you know go away and I have no ability or right to do that but once again I've made my point and if you want to keep this on today if you're not interested in me voting with you you after the discussion today variety this information x5 you'll just get a no vote for me when it comes up if you want to wait till next week and come back with some of that information about other deputy server dentists jobs descriptions and so forth but some of the questions I have you're very likely to get my book but that's up I'm very happy to

122meet with you just do an eye at some point and talk about all your concerns but I don't see how it's going to change the outcome of what's gonna happen but I'm happy to meet with you and have you express your concerns and show you the history of what brought me to this job description where I got it from what I'm thinking and you can express your concerns to me and if there's something that needs to be addressed then I could do my best to address it I don't think I do did we will delay this till the next but I'm not interested in the weighing of this tunnel goes the board can overrule me yeah the story of it passed anyways you would if they employed members who would okay because it's just my

123picture you understand right now we're in study session Highland so we're not in action I am pleased this discussion me just discussion anything well let me say a couple of things number one I do support the concept I mean I served as deputy superintendent and I know in general and school districts the superintendent is often somebody other than educator for lots of different reasons we have also as a board always work towards making sure that everybody feels that they are fully informed on everything about whether they are should have been should have been whatever we have always deferred to other board members if they desire more information we do that a consent agenda somebody wants to pull something off the consent agenda discuss it voted separately we have often been a board agenda items were

124issues have been raised to say okay one just for the next meeting you made the suggestion is the board I mean it is the port or I get it that you went to the stuff right to set the limits how the organization operates in the setting the limits means setting the major characters of a ship discussion and so making sure people are on board I think this is a very important thing before I mean at least I'm talking about the secrets of several years yes yeah two weeks to another board meeting listen my family my with this too it's just to come back to what you what we're saying is our culture which I believe is our culture which is when this was posted last week usually when someone sees something that's posted and they

125have a concern they pick up the phone and they talk to me when they come meet with Aaron or they meet with Michael they need whoever so this didn't have to come to today to be a today thing I feel like some of this responsibility is also that when something is on an agenda that you have a question about you don't wait for the mid-level concession to also make it be an adversarial thing so for me and I would ask however the board decides to move forward when we get to this issue I also feel like there's some responsibility we're gonna have it both in a relationship where we want to be able to pull things or talk about things or get information there's way to do it okay that isn't just some of it

126is a board member can be that person who asks for what they need when the agenda is posted the second part is when we get to non-agenda if the board issue chooses to make a motion which were not at that place now you'd have to get to the agenda that they choose not to vote on us today you have to understand you would have to also pull a consent agenda item which is going to place those two individuals as of March 1st so we will have to work with HR to change what is currently in this system for them to start those roles on that date it's now in your hands not mine but those are the things that are on the board and you will have to decide that as a group when you

127get to there okay meanwhile you don't mind a minute finish my presentation and if you have more questions on this or something else we can ask it and then one way you for whatever the board's will is when they get to that so dreams and aspirations we've talked about in the blueprint there were eight ideas that were shared in the blueprint most are still just ideas staff have been researching and discussing the IB high school as well as the project base those are our two most real also in the blueprint I gave you a picture up there of dreams and aspirations and how they become reality so I thought that picture was a good reminder it was only a few short years ago that that pile of dirt was a dream and aspiration and now

128where that is is a high school certainly that with some that was wonderful to watch birth together right and we continue to provide quality opportunities to engage through the blueprint around what matters we continue to drive our work and our focus we continue to be impactful with Seebeck foundation other ways through the blueprint and it's work we do keyholder stakeholder engagement through those places we just talk about what we do at a meeting agendas where we are driven by the blueprint we utilize the Seebeck to assist in our discussions and development of dreams and aspirations the foundation uses the blueprint to unify around purpose at industry partners and we engage in fundraising so we have some initiatives I want to quickly update you on all nine of our schools are currently ckh national showcase school

129nominees that is a big thing okay first time we got all of our schools also we were recently reached out to because we are under consideration to be a national showcase district for ckh we were expecting a visit next week these are things that we should be celebrating they aren't that common for that to be happening very much want to give kudos to the principals and to cabinet who make that happen coherence work all nine schools are named within the district on the move with an innovate and everyone's making progress I'll bet differently and in different ways but they're all making progress we are very pleased that G is and possibly CCS Elementary are being considered for inclusion as case studies in a publication called schools on the move because of their work with inquiry

130cycles in the coherence process dr. Kirkman has been working with us for five years using the WPI and his seven competencies of leadership in our second year we are now in our second year of developing TCC teacher leaders which is quite innovative very exciting I currently have twenty passion project outlines and my email to go through they're very excited about growing their leadership by creating passion projects on their sites also we're doing a lot of work innovatively to marry the leadership development of dr. Kirkman with our deep learning and in Korea around coherence social-emotional learning has been one of our key initiatives and we are going deeply into it this year and will continue that work into next year as well as our work with the flexible learning spaces I would say approximately 70% to

13180% of our school spaces have flexible furniture in them and we are continuing to look at strategies for how to utilize this and we keep exploring dreams there's the thought of our real work at sava possibly being able to be made to be more real and that it would provide a wheel with status for sava at some point those are some things we're dreaming about and researching we've also had some recent discussion about creating our own teacher pipeline but with that look like to grow our own teachers be able to train our own teachers some of our charter schools have been able to do that we've already done some of that work with brandman and the special education credential as always even though it makes mr. business cringe we're often talking about preschool we really

132think preschool is an area we should expand into previously we mentioned that the epic building in West Sacramento we'd really like to expand to the first floor we would need more happen and we mentioned the outside restaurants which was a very interesting eye-opening experience when we looked at that strip and we started doing all the planning we thought I'll sure we'll just put this nice stuff in here and they'll be a bathroom so the kids can play and go to the bathroom and then the city city or the county told us that we had to put it in as a permanent structure we thought we could do one of those restrooms that was like that trailer but so much for that so it was how much money we thought about seven or thousand or so

133there about seven hundred thousand something goes back there outside so we thought maybe people wait on that so and the dog thought thought is we continue to dream and are excited about our dreams so but the suction I really want to add some energy and time to is the diversity equity and inclusion work that we're moving into I think this is a very very important best practice area that we are moving into so I like this quote from a book that I'm currently reading thoughts shattered inequities the driving force that keeps spirits of energy high enough to meet equity challenges is that it is simply true right and just that every an equitable opportunity to acquire the benefits of a premium education and so it's just we're trying to coalesce around this idea that 18

134years and it's time to talk a bit about diversity equity and inclusion in deeper ways right now we're doing some deep work at futures and then that is because they have significant changing demographics last time I looked I think they have something like 25 percent diversity which is about 24% more than they had in the past and that's created some impetus to study this idea and to get better at it they've been working with our capturing kids hearts consultant Jeff Thorpe to kind of bring together to school campuses to talk about some of these changes they've also done some norm studying with the future management solution consultant John Pierce which is also a bit about how do we be with one another in this site but we started some deep work with Nicole Anderson who

135is a consultant she used to be the equity person for and they we are going into the contract with her specifically in the next six for the next six not six months we're like four months now four months at futures to do some work around they're doing a leadership book study they're having gonna have some focus group work with stakeholders create a belief statement as a futures staff and then work with diversity walkthroughs about it most okay so we're real excited about that kind of launching futures a bit so what we're talking about is these three things diversity equity and inclusion sometimes people are somewhat curious as to why we would put those things together so this is a visual of the three and then I also have for you in case it's hard to

136be online your policy that you're approving today and it is a best practice policy around diversity built off some other ones that are out there that are considered some other best don't get a chance to read this on your on your agenda but this is a policy just to address the idea of equity human in its various forms it has some very specific language in it around developing and implementing policies and strategies around assessing student need around analyzing equitable access and resources how we encourage students to enroll how we provide a positive climate how we adopt our materials how we provide community groups availability to provide support services employment and retention of diverse staff and research-based professional learning program evaluations etcetera it's pretty it's pretty straightforward okay it's about equity so some of what we

137have been reading and learning in some of the work that we have done is that the best place to start if you go to deep work is with policy so that you are both starting from the top down with sending the vision while you're coming from the bottom up and so that our equity work needs to be surrounded on both sides if that makes sense okay along with that I would share with you and this is a very very draft form so this was not on your agenda because we're not adopting it today it's just kind of a first attempt that we want to get from policy of course to action and so what you'll see here which is got dropped in the is just a basic kind of starting point around its it's definitely

138not ready for primetime but it's that kind of an abduction and a bit of a mission statement about diversity equity and inclusion and some of our core beliefs around the earth which includes embedding our castle work you can do it on social emotional learning it includes incorporation of disability and disabled or another abled sorry and but it will be if you look at the second page this will be where the meet will go and it will get more input from cabinet principals and others before it becomes really implants or system but why don't you see that there's a starting point but if you look at the bottom where it says still to be determined person responsible timeline measure of success and specific strategies so those I want to have us build this out to the

139place where each of those letters you see if there have that who's responsible how long will it take them to do it you know what does that look like what are their strategies so this definitely has to be co-created with many people and I see it is probably you know multiple months worth of deep work before we get to it and it will still be a working document that will be changed as we go along so some of the questions will be this was taken from some other work others were doing and kind of cobbled together if you go for the things I thought fit for us so some of it will be as we look at the seven goals are the seven goals comprehensive but not to be missed something is there overlap that

140we don't have there to do that but I want you to have a sense that we are getting serious about the work with equity okay yes where do you think we stand with this I mean a lot of time read about it I have read them proposed philosophy goals and objectives but where do you think we're all so I think some of the saga schools have been doing some work in this area and are making progress but it's not arrived I think some of our primarily Slovak schools are not aware of what they do not know I think futures has a lot to learn and getting in their face right now and I think for them that would be about implicit bias it would be probably about looking at their discipline data and why there's

141an over identification so I think there's multiple layers of this we tried Jason and I were involved with this some years ago we tried two or three different attempts at cultural competency work some years ago and we didn't have people that are ready space for it and we backed off because we had so many other important things to do and so but the time is right for a thousand reasons the time I can't bring it up but is this for retiring the hello guru research that's where they did to it I'll get to that next I okay I certainly believe in research I haven't done quite a bit of it in years past but I brought up the handle through just will throw this out I would ask you to look at their website it's

142really hard to get through with their jargon and there were some good feedback on it but I will tell you this was a lot of negative negative comments particularly when they have a high turnover and staff and some of the comments made by the staff were really really damaging but the one that's that really hit me were the people that they serve a talking about the ethics of our survey and breaking privacy and so forth I would just urge you to take a look at it if it's not critical today it might be an item we want to take off the agenda and so for me to give you the background kind of our research did a presentation at the superintendent symposium with a couple of superintendents who I have a close relationship with and

143who I trust those superintendents were doing work with research around equity and we're well pleased with the work they did and we're presenting the outcomes of that work Jason and I got on the phone with Hanover talked about what we thought we wanted to see this year what it would look like and if they could do that with us and came to where we are so I have talked to people I know who are using them who didn't express the things that you are saying on their web page if we have a concern about student data that certainly is something that we can bring up with them in terms of ensuring that they need that mean prior to signing the agreement if that's a concern for you it was not concerned for the other two

144superintendents who I spoke with who are using them look you read that and just maybe when you talk to them again ask them about the criticism about their research goes to specifics that jumped out was apparently they pay people ten dollars to fill out a questionnaire which is not unusual and so forth but somehow that was manipulated and then secondly there was issues of privacy overuse it you know let me tell you where we are with it so we've had two very weekly conference calls with them there won't be any paying anybody but what could be part of this is we will define the scope and they will do both quantitative and qualitative data collection in our organizations they will stratify the information by the GCC and by school the information will include information that

145probably gained by surveys to our stakeholders not outside stakeholders internal stakeholders being parents staff teachers noticing some years of major shipment so there will be surveys known as paid for the surveys it's not out there looking for data it's in here looking for data about equity and perceptions of equity and safety and inclusion and differences in respect and then there will be tasks focus groups so they get qualitative information from those same places we will bring the data together and how it will look at the data with hannover to say what do we think it means we will then have a full research ad a twin-cam of our research june 11 with all the principals and vice principals to look at the data to talk about what any trends are to say what we think

146it means to have them reflect on what they think it means and then perhaps us come together with Henneberg on resources research and possibilities for how to address what people are experiencing as their equity and diversity areas of need so that's our plan and then so that's June 11 and then we would have ongoing work after that with the plant which would be in alignment with what I've shared with you with a policy and the draft strategy plans we would dovetail the work of Nicola understand futures into this it would don't tell the work of summer I saw that in fact we're going to hijacked highjack Mahajan that's another federal reason hi Jeff we're going to go with her we saw that in - in half day training in August for our principles by suppose

147that she has already a plan around diversity as part of this but then we're going to parse out for the rest of the year but either research or research based strategies Hannover will do they have a consultant who works with us for the entire year and and then we'll reassess whether they were worth it and whether or not we're therefore with them sometime next spring so that's kind of the deep work we've done so far Hanover and why you have they have over talked to mr. business about what we can afford and where we're gonna afford it and where we're going to code it to and we've talked to the principal's already about the work and how it's going to play out so I'd be concerned about pulling enough to having already confirmed it with

148the principal's confirm dates etc but I can certainly answer any concerns I don't do that if you have further ones than what you've said today let me know that I absolutely ask them to respond and I will forward that one to the board and I appreciate the responses I just said I was before we get onto the board oh you will all right so as we've just expressed leading from policy we have a policy that we are adopting today even with that policy you will see in the background I believe we said it's a living document I won't be surprised if during the work we don't come back and revise it at some point as well but it's a good starting point to set a vision for the organization and then the second document I

149shared Vidya was that very rough strategic plan I want that to be a buyer plan we would see that coming back to you in some form probably study session for quite some time in terms of how we're developing the specifics of that and then the hand of a research which we of course just spoke about and then excellence and planning we're trying to get much better with our principals and our school sites about planning and so I know there must be some reason I have March 1st in there I don't know I remember what March 1st is about oh the beginning of the Hannover contract okay so we begin our work with Hannover on March 1st June 11th is the all day with principals and vice principals because they're going to use March to June

150to do the data gathering and then July 27 28 and 29 we'll have our retrieval for the administrators somewhere in there August 5th is this training that I just spoke about with Sabha half day training on diversity August question mark that's you because that's somewhere in there will be arbitrated and then october 12th is that half day I told you I'm so excited about that we're gonna do the GCC con and we're gonna share the teachers across and then just want to tell you under construction we're kind of excited I've tossed at services with working on best practice guidelines for next year really again remember it's only February planning ahead better in terms of their coherence work their inquiry cycles what's being asked of them how to incorporate this equity work in that and the

151other key initiatives we're doing so ed services is going to provide them with some best practice guidelines for that and that is it for the strategic planning part of this and as I understand it yes we are going to do so throughout the day-to-day each of you have been receiving small trinkets gif speaking this morning with your flowers this is actually on behalf of each of our schools January was the month in which we celebrate school board members and so as we traditionally do we wait until the February retreat when we have the all day to give you a sweets and and all the good stuff so that is what the gifts have been today is just gifts of appreciation from each of our school sites thank you so what we're going to do is

152I have us one more item item to give you a night well like for all of you just to meet me over there under those wonderful banners of our school and we have something for you [Music] all right so these are gifts from CoA over there next [Music] slightly you're not smelling and that one either this picture all right lie back okay thank you for the opportunity to talk with you I was here a year ago one of my first times of Crimea was a year ago and I really just focused on special education and I brought my presentation this time we'll spend some time on specialized most definitely because we have so many changes but I wanted to sort of add the umbrella of one of the other things within the department that we're

153working on with that student services lens okay so if we look at sort of overarching what is happening in our corner of the area over there we have special education but with my school psychology team we're also expanding and moving in a lot of other areas around 504 some SS T's and then just the data and some of the other things as well as the work with dr. Peters around the social-emotional learning and I'll I'll talk a lot about some of these different pieces as we go forward I I feel think errands or charters the best - very linear but I did want to give you sort of a visual of sure how all the pieces are coming together so my rough drawing of what that looks like and then when we we go into

154the special education I want to make sure we talk about where we are with enrollment what our staffing is looking like what it's going to look like as we move forward bringing on our last three schools in the next school year and then as I talk a little bit about where we were special ed accountability when I talked about the dashboard but I want to talk about that as well first of all we have been approached by that Eldorado Charter self up for our last three Sol's so I think that's something we want to celebrate then the other Lord hasn't served us with all of the schools will be under our umbrella which will be wonderful starting next year so enrollment numbers nothing very fancy here they look very close to what I presented to

155you around that December 1 well we had an opportunity to speak to the board just sort of a cutoff number and the special ed world for a long time saw the SEC City still is growing pretty exponentially we have a hundred and eighty-seven students currently with active IEP s on that campus we are also seeing quite an actual growth within hla but that's pretty typical I would expect what the enrollment numbers changing there and then when I talk a little bit about sort of the pieces that we're doing in the 504 SST process I'll talk about CoA and what we're seeing sort of with those numbers so staffing wise so as we are approved to bring our new teams on board I wanted to talk a little bit about what our proposed staffing will be

156and then some of the sort of recommended staffing ratios special education so if we look on our campuses if you look for example CoA we have one teacher that really serves that elementary population and another one that serves the middle school population that middle school when sixth grade comes there she will serve them on that campus so she's currently serving those sixth graders but at the elementary school campus they have some pair of support all right pretty typical model across the board GIS looks very similar Saba a few more teachers especially because of the number of students that we serve at Sac City they've had probably our biggest growth in hiring over the year but not any different than what we had talked about earlier this year but when we look to bring our other

157schools on board Erin and I met last week earlier this week it's all bright enough together hoping to really talk about what with those three additional schools cccx HOA and futures what that funding looked like how that would fit into their overall budget with our overarching desire to always try to stay within our budget projections for special education so for CCC Essex specifically they are currently served by about two and a half 2.75 FTE in the RSP teacher space but talking with John and looking at their budget John agrees that we're going to start our proposal with them with two full-time FTE that will serve the elementary and the high school campus the thought is we have those CTE programs that are in on the elementary campus that will help sort of balance the caseload

158on that elementary site but that Elementary teacher will also need to serve high school students we're very lucky we have an intern eligible teacher that is on the CCC sk8 campus does the tremendous desire to stay with us as a special education teacher so she's already said that she would like to interview John is working hard to see if he can retain one of the Twin Rivers Unified teachers that he's fairly connected with at the high school campus to see if she'd be interested it's going to be a tough struggle where for her to leave a longevity position for lack of a better term and the benefits that come with that but he is very confident that having his own staff will help for him to be able to serve students in a better way

159and we're going to start that as our model he uses his two paraprofessionals now to support students and then similar to Saba they really the students are actually housed with the sort of teacher and the special instructor services that case manager so they they live with their general education teacher the special and teacher pushes in to provide support and an independent study environment we have had an increase in the number of qualified students at community outreach Academy we are happy with that process and that I will need to affirm the school psychologist and the team the RSP team and the leadership team at that campus they've spent a lot of time in the SST process really talking with families to come overcome some cultural barriers around special education they've taken forms that look very official

160and have tried to really humanize them they've gone on the radio they talked about different ways that it is not a statement it is really about the service model with that said that probably needs an additional paraprofessional support to meet the service model that is being outlined in those IEP but we are having some more students qualify there and that's really about that team futures in HL a on that ranch in El Paso site we're going to propose to teachers that really support all the students on that campus I equated it on this projection as a point five and a one point five really depending on caseload it may be 0.25 and a 1.75 but as Aaron and I were talking we really felt that that funding wise would match well to cert the students

161on that campus and I think it'll allow us the flexibility as we see enrollment with HLA and futures watch the weight that we have some one or two teachers that belong to that campus that we can then provide services students for hmm we will not be hiring any additional school psychologists but the opportunity to fill our school psychologist sort of anticipate anticipating where we're going to go our for school psychologist will it's pretty much within guideline that you would have that many for the number of student population that we have to not only serve our special education students but to provide additional supports to our general education students I don't see that we're going to add more behavior staff we currently have a part-time behavior therapist that we had to hire based on the students

162IEP for a TK student in GIS he is a student that has significantly impacted with autism we are continuing to do an additional assessment if I anticipate things that we need to wrap our heads around in this an apartment is how we're going to service students with this shop being an example whether we can find a way with additional support staff to allow them to be fully included which is really the model that is really the hope for all of our students that they are fully included than the everyday activities on school campus and by prior to provide the additional behavior support would be be able to give him enough support to be able to access his education but I would say similarly we have some of those same challenges about equity and access for

163students that you would see on an SDC classroom or a special day class that are spattered sort of throughout our campuses what does that look like how do we best support those students and meet their needs it's when you have one here and two there it becomes difficult and so how does that work best financially is how do we best support them what is so those are conversations that the school psychologist team and I are having so that we can really sort of try to find are there some general needs that we can support different ways but those are things I think is I look forward that we need to sort of figure out organizationally how we're going to best support students on the sava campuses I'm thrilled with that team and their work developing

164a certificate of completion track really working closely with the CTE programs to meet the needs of students who come to us automatically with the need for a functional diploma so they expect this year working on that as we bring C CCS on board next year continuing to refine that process to see what that looks like for us and then you know I can always talk to mr. business opening our own adult transition program if he doesn't want to do preschool I know are you looking in sub contained as they see classes okay here's where I struggle I'm struggling I'm struggling because our idea is full inclusion so I'm going to in order for us to functionally hold a self-contained SDC class I'm going to have to take a student for example there's maybe two at

165epic and one in GIS yeah so do I bring them all the other local to us it looks fine I see some value to doing that I see some value of being able to sell if we didn't have enough seats to some of our fellow charter schools who are in the same position we are trying to find places to serve those students so I could run it similarly to what you would see and say a county office where can I buy a seat is that a better financial decision versus hiring additional paraprofessional staff on a campus to support those students I those are things where I've asked my school psychologist team our next meeting that's they're coming back to me with that who are these students what is their service model look like how do

166we best development process yes you said you would recommend any hiring any new staff just the four for our program okay is that enough to serve this growing population yeah we believe so okay because I think that's what happens to traditional school systems so there's some things like I'm considering in my mind and some of this we're lucky we often because of special ed share staff across programs so I would say if I look at the epic model almost half of that caseload our speech only students which means they're not favorite meeting director RSP teacher support so couid i use that RSP teacher more effectively to help balance some of the cases on another campus i think there's an opportunity to do especially we already have a pipeline campus that sits on the epic campus

167and students very often need support in that process so those are some of the things in to try to have that balance without pushing us too far and then down the wrong path on the budgetary train its how do we best serve students with what made me um I included the pic map staffing guidelines Cindy shared a great document that with me that they've really put together just to cert I wanted to get a feel about where we were I would love to hire our own speech therapist we'll probably what no district can do it either so so but we have some great a great contract speech therapist we currently have two speech therapists and what's called a slip out which is sort of an assistant there for lack of a better term less expensive

168than a speech therapist work under the supervision and a speech therapist but provide all the therapy so already talked with that agency a little bit about how we're going to take up additional speech students maybe with some more slip of staff than they have so it's a great team we added another service provider since the last time I talked to you we had a student enroll with us that need its assistive technology services so because we have some such small numbers it makes more sense for us to contract agency so Easter Seals in our area also provides 80 services that they are providing our occupational therapy and now provide that assistant therapy they did that school psychologist came to me the other day and said we might have someone that needs some assistive technology that

169actually needs the educational technology component and I chuckled because one of our teachers went online and looked what you need to do to get the certificate to do that so that's I think one of the great parts of the team that I work with is they all think of different ways that they can come up with to search students to so he's already figured it out he just has to take a couple classes I left so questions on sort of our proposals as we move forward it's gonna be messy I think a little bit but anyway at least a good starting plan to see where we go so move into the accountability piece if you remember in last year some of my first conversation with you it was about us having schools and what was

170called performance indicator review so first time charter schools individually had special ed accountability in the past that had been really handled at the cell level so Twin Rivers Unified would have been a provider and would have made those adjustments we got to really drive some of that on our own we moved from our five schools last year into three schools this year okay continued work at CCS I think we have a lot of opportunity to continue to focus on taking the plan we started last year and growing that they've now changed the name from performance indicator review to targeted assistance coa middle school the I think our greatness there and our opportunity there is we had to put our performance indicator review plan together with Twin Rivers Unified last year knowing that they were not

171going to be our provider so we're in this very interesting sort of dance to develop that plan now that team at CoA feels very connected to their students they have I think will continue to revise refine that plan to get a little deeper into the work we need to do because special ed accountability at CoA is around the academic indicators and what we need to do with instructional practices and then some of the soft skills were all lumped together last year okay because of the change they are now are their own le.a which is why I'm solid sexy sort of surface stuff again it's some of the same processes we started with the Twin Rivers site last year about how do we refine process how do we talk about some of their onboarding pieces to

172retain students because for those campuses it's about dropout rate with special education students and all the schools have really focused on we need to know where these kids are and just doing their outreach a little different past so we will create those plans in partnership with the Eldorado charter sulfa and then CCC s will work with Twin Rivers again they're their own self but now as we transition alright questions on special item before I customer go to the student services piece I'm really excited to have the rest of the schools on board with our team I am NOT going to tell you those schools have not felt frustrated I felt frustrated on their behalf especially as we close to the end of the school year overall as an organization you're so passionate about serving kids

173that being able to have their own staff to be able to have them this piece is integrated and that would be the feedback that I would say from from meetings I meet once a month with all of the site principals even our Twin River Site principals but the conversations are so different those schools that are on board with us and the work they're doing and how they feel they make those impacts and than where we're going so so I enjoyed my phone call this time ago we're talking about staffing for next year that was so moving to the Student Services piece so we have done a lot of work over the last year in developing our own 504 and SSC process and partnership with the Charter sofa they had a very nice process we refined

174that and our school psychologists have are deep in every school campus as part of the 504 and SST teams just not typically where they land often they are sort of brought in at the last minute but our team said no we want to be at the table we want to be there to create ideas we want to be there to talk about interventions and supports so we're also not surprised and we're bringing a student to assessment because the student really needs to be in assessment because that student study team process what's not working they've done training here they get an IDI camp on the 504 SST process so that's just having our own school psychologist allows us to have that leverage and that commitment that is more than they don't want to just be assessment

175machines they don't want to just assess students for IEDs they want to be involved on the school campus and we've made a lot of movement there our Health Services Department we've still struggling to find a school nurse as is everyone that around the state of California and then we've had a contract nurse you've got pregnant I was like whoa wait a minute and ended up leaving but we're moving forward I'm still doing a lot of the things where part of the county office health collaborative the first date support out on campuses we have to do all that state reporting involved in 504's and I EPS and diabetic service plans but I think our big challenge is looking at these immunization of pace with 82 76 and how we're communicating that gale and who as our

176current school nurse is working closely with the respective health departments to make sure we're all on the same message and then this team around here knows how much I love chickenpox cuz that's all I think I've been doing well so this is the interesting part about it without a very sound so thank you which way'd kindergarten so correct also but the medical exemption pieces there's there's the legislation and the nurse very frankly the Health Department interpretation and Jason and I are working on finding alignment so it's been an interesting process now eventually in 2021 that all those all those exemptions will come in through the state they call it care it's the immunization reporting system and it gets us as school people out of the middle and I'm looking forward to whatever I even though

177I know the system will be bumpy I'll be happy for us not to be the middle about how most imposter you just um sort of under our umbrella really our focus here is really look at our enrollment protocols to make sure that we're identifying students we I think the data still the statewide or not so what can we do when students enter with us to be able to do that it's probably in tax our high school campuses the most some work and I've been in partnership with Jason to really look at attendance and truancy developing our sort of assert team with school attendance team here at the GCC to support our schools but really looking at that chronic absenteeism how do we help move that indicator and how do we provide support as I mentioned

178in my dashboard conversation the rules about suspension we have to have shift and thinking and really think about that we need to find alternatives we've done a lot of training on making sure that we are entering the data correctly we needed to do some code table updates within our systems so that that data was going to compact correctly and then civil-rights recording has always included suspension data but they've added some different elements every two years that we now have to look at a little differently because all those systems are now all talking to each other yes are still zero tolerance for students who bring like a knife to school they would be suspended we're looking for alternatives to suspension fire firearm is pretty much here we're supposed to look at alternatives prior to suspension that

179culture really goes down to all that disproportionality piece we can no longer use forty eight nine hundred k which all of us who went through admin school told us to put forty eight nine hundred k on every time we did anything we can't use that one anymore at all they just want to be yeah disruptive behavior it's better if we are looking at discipline very very differently than they have before it's become a civil rights issue okay they're addressing yes and it's uncomfortable it's very uncomfortable because it's a different way that we've had to think and it can be scary at some point so that we have like gradations or the size of the blade actually there are in the education code there are different tip now based on the size of the blade as

180to what kind of weapon on whether the harm you could do yes and and whether it's a blade or whether it's another implement they actually did that education we've talked about the data pieces that were working on so we've got that piece moving forward school safety I've talked to you about just giving you a quick update our vendor has been out to training working on our site maps he'll do the Central Office training here pretty soon and we're going to do some threat assessment protocol overview with our principals and leadership teams Jason and I are working together work on centralizing our enrollment process cuz that's all about our data integrity working with our counselors on what their role is is part of especially educationally related mental health services the suicide prevention training rules that have

181changed and facing some of our transcript definitions to make sure we're getting those college career indicators reported correctly and then are really around how do we support mental health and social-emotional learning Cindy talked a lot about this with the initiatives for doing the GCC but then this is where our school psychologists are also stepping in we know like counseling a lot of pieces with our counselors and social workers and we're doing some budget requests with cell because we can get some reimbursements for these IEP services so sort of figuring out our plans and our pieces there and that's all I have and what I have suggested to Jason he and Mark have some information that I think is worthy of not being rushed through some of it's about the foundation from Jason's aspects of work

182that mark is doing with a foundation and then also we have marketing and community engagement each of these I think could be handled at the next board meeting in a study session item in order to be sure that we is yes if you do we feel that we could do Jason yours and Marx in like if we can do like five seven minutes that's how can I ask a question is was under is it possible to move that meeting one week out from when we have a schedule on the ten because I'm assuming we're going to have another critical that week but we're all going to the charter school conference next week okay after that and what we will do if that up quickly if that would work engage the rest of the available it

183will not be yeah we're gonna be here on the 10th so I am just gonna go to this so board there's some work that I really started at the earlier part of this school year it was intentional work with the foundation really to help to start developing a unifying message and story to aid the foundation really in its developing and expanding its fund development and mark is the board's representation to the foundation who kind of helped drive this conversation and some of the work that's happening but really the thought was how do we come up with a funding message that the foundation can unify around to go out and see corporate funds other dollars on behalf of our students and programs so basically what we're talking about is is creating a gateway brand you know

184we can put a lot of energy into the blueprint it's really kind of our really map to success you know it's truly provides structure and continuity and telling our story and the mission vision statement tells who we are why we exist what we do the challenges we face is we're still a best-kept secret in the community so if you think about charter schools so we're over 5,000 students some of the ones that come to mind or Thomas st. hope you know fortune is spent some money on advertising but what we're finding is a lot of people don't know who we are and there's some there's some consequences by not that not having that identity in the community so how do we differentiate us accessible outcomes of what we've done over the last 18 years but

185we really have not articulated that out to the general community you know we internally we understand why do we exist we didn't understand our accomplishments but it is important to take it to another level and what we're talking about is capturing our unique value proposition so in in the the private sector that's a big deal like when I was with HP we had to identify who we were because we had a lot of competition now a lot of times in education we don't consider it competition but it truly is I mean why there's consequences when we don't acknowledge that and so our idea was was to develop a GC for a brand and enhance our story board because the roadmap is truly the beginning of our story board so some of the benefits of having

186a compelling brand is growing our community image and identification that's the one that I just mentioned but also attracting new businesses and community partners now we have some but there's others out there that I call the low-hanging fruit that we have opportunities to tap into the other one is growing our future student population you know getting more students to come to our schools and then the last one has to do with funding channels as you know my last five with it with HP I was appointed 30 manager and we would look at lots of different schools in fact we had a big focus on on education and there's plenty of organizations out there that can help us enhance our programs and grow our programs through these kinds of funding sources so that's kind of the

187overview so why does stories matter so facts and features everybody has that the idea that you're trying to do is engage people at an emotional level you want people to understand your organization for them why does it pull on my heartstrings why should I care about what you do what differentiates you between yourself and others and so that's really the the part that a brand or a story like this helps you do it does the storytelling and a great way to keep this from from from happening that you're more more than just a commodity as it says it so brand storytelling is to complete the narrative it it shows not only how you do business but why you're out there in the first place why why is hate really matter that's really what you're dealing

188with so here's some examples and maybe Jason because Jason is a little bit more familiar with these companies so just to share a little bit you know one of the things about brand stories is in the marketing or there's something called arch types and every organization has an archetype is it's basically what defines you what people say so you think about the blueprint and all the words that were listed there they speak to a little bit of who our archetype is and so mark and I worked with our consultant to conduct a focus group of administrators classify certificated leaders just to kind of begin to see what our other center archetype is and I will tell you what was and we'll share more about this down the road it was very semiotic to the work

189that we're already doing and I think that was encouraging so oftentimes a brand story kind of leads you so this is live like Atticus which is a company local and this was their you know they did the same kind of work that we're doing and they came up with this kind of statement that drove a lot of their marketing their fun development and that is leadership and innovative design our clients expect that and that's what you'll get well you'll always discover is that through the process you become an integral part of a passionate collaborative team one with a strong sense of relationship one built on trust we truly understand how much you depend on the successful completion of your project you'll be surrounded by a team that is invested in it as you are in

190the end you will enjoy the process of relationship as much as the finished product because after all it's not about us it's about you create more than a project create a relationship that lasts beyond design and again this was kind of their commercial piece and I think what we've been lacking with our foundation is they don't have that commercial piece to be able to talk in a full system if you want to say before a so the other one and I just pulled this one just because we just had Gilbert here a few mins ago and if you remember I use their tagline relaxed we got this Gilbert associates who is our CPA firm they went through this exact same with the same company and this is what they came up with and they had

191a whole different set of of information but their story basically came to these four words which was relaxed we got this and that's what people you know didn't have the anxiety over a business and audit because relax we got this so just that we wanted to give you a couple of exams what we're talking about when we're creating this brand so we we've got a plan of action so obviously we hired a consultant Crocker branding and marketing and we did that in September we created a planning agreement an MoU with them which was funded by the foundation and then we created a leadership focus group which we met Toby met engineer quote we compete and I'm sorry we pulled together the names and then in January we held and convened the focus group and now

192we're at the point we're rarely the first draft of what the brand statement would look like for Gateway and we'll be reviewing that not only with the superintendent but with the principals and the others that participated in the focus group and then that will happen between now and the March timeframe and then we're going to adopt and communicate that out to the entire organization and we had to do that to be determined at this point in time so that's kind of where we where we're at right now with this whole process so next steps for us is as Mark said at some point we will come back for a little more of an in-depth time with us board members after we've spent some time with dr. Peterson our consultant mark our foundation workers remember this

193is their product we will come back and we'll be sharing that deeper with this one any questions relax we got this [Music] budget fiscal update come this training great jobs plan so we have covered all of those and now we are into the consent agenda items and under consent agenda items we have adoption of the minutes personnel consent items purchases over 30,000 GCC bylaws revision deputy superintendents job description vocation academics workforce coordinating job description GCC what policy equity which we heard about I'm just clicking the last one is they have over one and I would say staff has pulled the Better Business Bureau for Hanover and they've been in operation since 2003 17 year track record three complaints all resolved according to Better Business Bureau so that gives you more sense of ease when acting

194on that I agree with that just goes to show you all complaints a little long time then we have the service of it all that's when we just talked about and then we have the addendum number one personnel salary increases with 20/20 21 which we heard about so oh another person oh you know what it wasn't on this you're right it's on a personal item excuse me I apologize for members I just wanted to make sure we didn't to get that so that's a separate idea so I will entertain a motion for the consent agenda items yes 7.5 that's what you're asking to pull that there are two there - description so they're the superintendent's job description and under personnel there's also another item under classified and so that wouldn't be fooled also that would

195be b3 so your chain of the consent agenda item you're moving to pass all of it but b3 of the person valid concept great only the b3 are you asking this just be ready that's all just the deputies deficit then is not the the sisters haven't in the first alright so I just want to make sure we got that clear so we're pulling b3 and also the job description for there to superintendent right so we are pulling at item 75 and we are revising item 7 1 to omit v3 yes under class under classified take those 2 items until the next board meeting ok our circle a secular motion all in favor of tabling those two items the bow design arrived or opposed hearing none that passes so now we go back and and adopt
