Uh and so what we do is normally towards the end of the year we would go through this process in spring but we're going to do that a little bit earlier. So we've already gone through the process of requesting a salary study which will be posted and then at the future one or two board meetings we'll actually have the public discussion regarding

004the executive director uh agreement renewal compensation all of that sort. So just wanted to update you all on the progress thus far. Okay. Next, very very importantly, we have the flag salute. Moving on to the very special recognitions. First off, we'd like to recognize the 2025 2026 IIA science fair winners. >> Good evening board members, administration, and family, and students. Uh it is my honor, first and foremost, I am Mrs. Kaminsky. Um, but it is my honor to recognize our middle school students who excelled in this year's IIA middle school science fair. The science fair represents months of research, experimentation, data

006analysis, and reflection. Our students developed testful questions, did investigations, and analyzed their results, and then presented their findings to a panel of external judges, and Mr. Delgado was on one of our panels as well. Our judges evaluated their projects based on the scientific method and their depth of understanding. And we are especially proud of our students who have earned divisional honors as well as those who have advanced uh to the Orange County Science and Engineering Fair. Um so if you hear your name, please come up. I do have some awards for your groups. Um you will get more awards tomorrow, I promise. But we will start with our divisional winners for our IIA science fair and then we will do our overall science fair winners based on those. So in our life earth and behavioral

007science panel can I if they are here third place went to Eve Kim Aeris Chang and Kora Park in second grade. Second place went to Raymond Delgado IN our first place winners in life, earth, and behavioral sciences went to Christian Kin and J. We had a second panel that Mr. Gadgado was on. We had our physical sciences and engineering panel. Our third place is Derek Leo who is in first place. Second place went to Charlotte J. And first place went to Andrew Leu and Caroline Chun. AND now we had some special awards. We did have some wild cards that our judges did pick. So these individuals will be also going to county representing IIA. I would like to invite up Chloe Watson and Lauren from sixth grade who will be representing our life sciences. And

008then for physical sciences and engineering our wild card would go to Benjamin Song Dwayne. Now, with the students that you see in front, we do have some overall winners. Our third place overall for our IA science fair went to eighth grader Raymond Delgado. Our second place overall was Andrew and Caroline in sixth grade. And our overall winners of IIA science fair for this year went to Christian and Jaden in So members, I would like for you to come up and please take photos with our lovely winners cuz they worked really hard and they represent our school and you are a part of our school. Dr. Henry and parents, this is photo op time so please take photos and then you can email them to me. So then Mr. Gibbons can put them in the input.

009>> Oh, I have plenty of photos of trust me. I am not a photo. >> Our students will be going through the interview process later in March. So we will find out how they do at the end of March at Chapman University. Congratulations again to you all and also thank you to the parents as we know they play an important part. So thank you for supporting them. You know, I'll tell I like to say to all the parents here that I've participated in the science fair every year for since it's been happening in IIA and I don't know how it's possible, but I believe the kids are getting a lot smarter. Okay? Because every year they really impress me with their with their science projects. So that's just a testimony to our teachers and our

010staff and the school and of course the parents. >> Great. Thank you. And thank you, Mr. Delgado for participating being one of the judges. Okay, moving on to recognizing IIA students who earned redesated fluent English proficiency also known as RFAP designation. Tonight we are honored to recognize five except exceptional students who have achieved a major milestone in their academic journey. Uh these students met and exceeded those expectations in English proficiency while also thriving in a dual immersion setting. Um their accomplishments is a testament to their perseverance, the unwavering support of their families, the intentional and high quality instruction provided by their teachers and the steadfast guidance and clear vision of our school governance and leadership. Tonight we celebrate not only their proficiency in English but the development as as confident, capable multilingual students. So, at

011this time, I'd like to invite up Angela Brown, our ELD and assessment coordinator, and she's going to recognize these students. >> Thank you. And thank you um to our board. I'd like to say a couple of things about our wonderful um students. And so, um as the English language development coordinator, it's especially meaningful for me to stand here before you and honor these five students. Each of these students began their schooling with very little English. And through dedication, resilience, and support of their families, teachers, and the school leadership, they have now become officially redesated as fluent English speakers. At IIA, becoming redesated as a proficient speaker is not simply just passing a test or passing a class. It represents perseverance, growth, and courage. These students have demonstrated academic excellence while learning foundational content in two

012different languages and their achievement reflects the strength of our multilingual community. So I want to say good job. Would I would the following students please come up? Mansour Natay, Leo, Ziki, Ethan Wong, Alexander Donerov, and Ethan Lee. Oh, if you're Once again, congratulations to the students as well as thank you to the parents for supporting them. >> Thank you Miss Kaminsky and Miss Brown as well for uh your efforts related to science fair as well as helping these uh these students. Okay, moving on to items for consent. We will we have got two two items. Approve the minutes from the regular meeting of the IAA board of directors on January 20th, 2026 and approve the personnel report. It's recommended the board of directors approve consent items A and B. Is there a motion? >> Thank

013you, Felipe. Is there a second? Thank you, Molly. All in favor, please say I. I. Any opposed, please say nay. Hearing none. It passes. Okay, next we'll move to items for presentation. First, we've got the school update and school safety plan. Principal Schmid. >> Well, hello again. Um, so I have a few updates just to give you and then um I'm going to conclude with kind of going over some of the changes in the schoolwide safety plan that uh you're going to be approving tonight. So, I believe last time, last month, we talked about our OCD authorizer visit that was coming up. Well, we had it on January 29th. Um, and I'll say we got very, very positive feedback from a visiting group from the county, which included our authorizer, including four people from the

014county office. Um, and so they did teacher interviews, they did observations, they did uh administrative interviews. who kind of presented an update on our school data. Uh but again, they were very impressed how responsive we have been to their feedback in the past. Um and then just our overall academic program. They were very complimentary. Um so again, it was really um really positive visit and like I said, if all our visits go this way in the future, I'll be very happy. But it was a very good visit and um Mr. Delgado himself was actually in the end meeting where the county kind of shared just the early um updates on that. So they kind of gave us kind of like a preview of what they're of some items and then the full report is going

015to come later in May I believe. Uh but and we'll share that with you. But again, it was a very good visit. You know, I I would add that since I was there, the um response from the staff to to the uh the committee, it was fantastic. You guys were just on top of them. I mean, I don't think they could they could breathe before you guys had them. It was just it just very So, I want to thank all the staff that were there. And it really is a team effort too because it's we had students leading um tours. Actually a couple of the students who led the tours are here right now. Um but they led the tours. We it was teacher interviews, it was support staff interviews and so it was it

016was a full team effort on that and we uh our staff did a great job. Um just continuing to update you on thinking maps. Um the plan roll out still ongoing. We have our final training for the year tomorrow um after school for our staff. technically it's training number four and then while that's taking place we're also planning our trainings for next school year. Um so they've been kind of getting some of those those trainings scheduled and I will say right now just in talking through observations walking through the classrooms our staff is doing a great job um bringing into the classrooms and they have all said that they are actually seeing great results from the students. So they're very happy with it. Our students are doing it. It's really been a big benefit benefit

017to our classroom. So, we're hoping to build off of that as we continue on with the program moving forward. And then also, we've had our Chinese New Year celebration. Um, it feels like a long time ago just because we had there was a break, but it was actually only what two two school days ago. Uh, but again, it was a very good event. It was a great comm was a community event. So, I know it was during the middle of the day, but we had a very good strong turnout by our parents. There was two of our board members there as well. So, those of you there, we had our students outside and we had a big group of parents. So, it was just a really great time for our school community to come together

018and and celebrate Chinese New Year, educate students, all our students if they weren't if they didn't know what it's about. Um, they had a nice line dance. So, it was it was a very fun event for everyone. And then and then there was all the potlucks after. So there was a lot of good food going around that afternoon. I'm continuing to update you about our after school clubs. So our second session will be ending on March 6th and then our third and final session will be picking up the Monday after is March 9th. Yeah, March 9th. Well, actually March 10th because we have no school on March 9th for our students. Um, uh, we will be giving you I'll be giving some more updates about that specifically in a later presentation, but just kind of

019letting you know like we're going into our third and final session for our, um, after school clubs. The registration process has been very smooth. A lot of those early bugs that we kind of experienced at the beginning of the year, it's all been kind of sorted out. So, it's been very a very smooth process so far. Um, just some things that are coming up. So, we do have a I do have a coffee with the principal on Thursday. Um, the big focus on that is kind of just educating our families about the testing that's coming up. I mean, they there's a lot of acronyms that we throw out that we know, but our families may not know the difference like ELPAC, CAST, CAST, >> what's the difference? What's the ESBOK? And like all those different

020terminology that we just know. Just kind of going over that with our families as well. and then kind of just some steps that they can take as we kind of get into that that season coming up. Um I didn't list it here, but also our Apple assessment that we started last year, which is again is our Mandarin uh testing that we do. Along the same lines, we do have our next curriculum advisory committee with Dr. Henry right after that. Um that will be again follow-ups on comprehensive sexual health curriculum as well as where we're at in the math um curriculum process. And then uh another update is this was as of last Friday. Um looking at uh enrollment for next school year. As of last Friday, we had 315 applications. Um to put that into

021perspective, we have about 80 TK spots, about 25 Kinder, and then few spots here and there. So I believe at TK we have 170 applicants for our 80 spots so far. That's not including this week. And I know that we're still getting families coming in every day. I mean, I just got an update today. Was it six students, I believe, um, that are coming now because they want to was it was it >> Eight students that are coming. So, uh, there's a lot of, uh, movement coming in. And so, in terms of our open enrollment, it's been very successful with our lottery planned on March 11th. Any questions about those updates? Out of the 315 applicants, how many are returning students? How many are >> Oh, that's all new students. >> All new student. >>

022Yeah. That that's not including any return. That's that's all brand new students. >> Yeah. So, that's what very it's a very healthy open enrollment. >> What's the lottery date? March 11th. >> All right. Um, any other questions about that? All right. I'm going to go to our next my next item, which is the schoolwide safety plan. It's on the agenda for you to approve tonight. Um, so I just briefly wanted to kind of go over the updates in in the schoolwide safety plan. um when you look at it, the red line version is there, but what we've done is we've had to look at again the new policies that have been that are getting passed actually tonight and also making sure that those policies are in alignment with our schoolwide safety plan and also some

023additional um items that they that the state has required us to put in our state schoolwide safety plan. So, the first thing is our updated immigration policy. Again, that's something that the the board policy itself is also getting approved tonight, but and so we've reflected those changes in our schoolwide safety plan. Um, again, our crisis communication plan alignment. So, that is an update from the communication plan that was approved earlier in the school year from Dr. Henry. So, again, it's taking the different policies and plans and making that alignment. um because we've picked up additional classrooms this year as opposed to last year. We did have to update the evacuation plan um because there's new new uh rooms. And then also what's new this year is the health referral protocol which also has to be

024in our schoolwide safety plan. Again, if students have uh struggling with mental health, the process for that, how we respond as a school. So those items. So what you do if you look at if you have looked at the schoolwide safety plan you look at it you'll just see these new areas the dread because it's all brand new and it's inserted in there and then a lot of that language ties into the board policies that are up for approval. Is there any questions about that? All right. Again just some general updates. I mean a couple of these I've already gone over. Um we have our LCAP advisory committee number two next week or Dr. Henry's leading that um for a chance for our staff and families and all stakeholders to kind of have input into

025our LCAP process. We do have that non- studentent day on March 9th. Uh it's a staff development day. So staff will be working. There's no students. And then we have parent teacher conferences that same week from Tuesday through Friday. Um so that's kind of a look ahead for about the next few weeks. Okay. Thank you very much. Moving on to the financial update and second interim. Mr. Miller, are you there? >> Um, was that question addressed to me? I'm sorry. I think things are a little muffled up by >> Yes. We're just moving to the financial update in second interim if you're if you're ready. >> Yeah. Fantastic. Um, I can hear you, Brad. It's just mildly muffled. So, if anyone wants to speak up tonight, please, please feel free to do so. >> Okay.

026>> Thank you. >> Yeah. Okay. So, today we have the second interum and really just a new budget revision. That's what I'll be going over tonight that I did actually have some news that I want to share with the IIA community. Um, I will be moving on from CSMC. I got an offer elsewhere. So, while you will not see me anymore at these board meetings, I uh you know, someone from CSMC will be filling in on my behalf and we'll be taking over SPM duties on Irvine International. So, I just wanted to say it was a pleasure working with you all even though it was brief. It was great to get to onboard you guys and kind of triage that initial cash flow situation with Dr. Henry, which I think was very very successful, you

027know, getting out of a space where we didn't have to take a loan this year. So, you know, kind of giving ourselves a pat on the back there. But yeah, just wanted to say again, it was a pleasure working with you all and uh I hope our paths cross in the future here. So, >> thank you for letting us know that. Can you hear me? Okay. >> Uhhuh. That's that's perfect. >> Yeah, Nick, thank you. and we wish you the the very best with wherever you're going and thank you for your help and support this uh this school year. >> Members, want to say anything before? >> Thank you, Mr. Miller, for your support, for your service to the school. Thank you. >> Thank you. >> It was it was a pleasure. >> Thank you.

028I um I learned a lot. I mean the way you explain uh in a way that I was able to understand. Thank you. >> All right. Please proceed. >> Awesome. It was a pleasure. So, thank you all. Thank you all again. Um okay, so now we're going to talk about the second budget revision. So, uh again, this is looking at our first budget revision. Really not too much change. So typically when you do a second budget revision, what you're really looking for in this budget revision is you're taking a look at actual expenses to date and just seeing, you know, because we project expenses out in July one and we say, okay, how are we doing? Are we underspent? Are we overspent? And we adjust categories um as needed. So really not too much was

029adjusted in this budget revision. There was really one revenue item that was adjusted and then really a few here and there. um payroll expenses were adjusted and just a few other expenses were adjusted but other than that it was a very straightforward budget revision. Um and you know just to cut to the chase IIA is looking very very fiscally strong this year. Again the fact that you guys didn't need to take a loan through your cash flow issue is testament to that and I'm just you know I'm very happy very pleased with you know the spending that's been going on and Dr. increased unit management and the whole IIA is team management of the situation. Mary Beth and everyone included. So, okay, going over exactly what was changed. We on the ADA side of things,

030you know, this is more uh posturing than anything else, but we took ADA down by uh five students. Initially, we projected 600 students and we took it down by by that enrollment of five um to put us at, you know, uh 595. So, as a reminder, ADA directly ties to uh LCFF revenue, your revenue source, which is your largest revenue source that Irvine International gets. So, you guys, you know, lost 34,000 here, but you know, the big one that I want to call attention to here is local revenue. So really what I want to say about this is that we initially used a very and I mentioned this in our first budget revision. We used a very conservative estimate of 14,000. This was Delana's estimate way back you know when we when CSMC started working

031uh for IAA so we went ahead and used this estimate but um you guys have just had great funding this year. So your current actuals are just about at 260. So we just brought them up to current actuals. My guess is by the end of the year this might be even higher. Um but at the very least we brought it up to actuals. So the big change in revenue you know very very minor drop in uh projected LCFF revenue because of the decline in ADA and then you know that increase in local revenue um based on your guys's current actuals. So that's kind of the revenue piece. This slide um you know pretty much is saying everything I just went over there. Going on to the expenses, um there were a few changes. So on

032the personnel side of things, um personnel expenses went up. Now this is due to two reasons. One, I think there were some minor salary adjustments compared to September, some seven column expenses that I know Dr. Henry talked about. And then the second thing is that, you know, um so part of how we get these personnel expenses are they're they're sent over by Dr. Henry and her team via a um Excel spreadsheet. And on that Excel spreadsheet, there's this category called FTE. Essentially, you know, our spreadsheet multiplies the FTE count times the salary. It's obviously it's something that, you know, has been fixed in the second interim, but that kind of technical change uh made up the overage in uh total personnel expenses. So, this isn't to say that Dr. Henry, you know, hired $172,000 worth

033of uh cert certificated salaries. This is really just reflecting a change in that kind of um in the process that wasn't caught in the first revision. So other than that, there were some very minor changes on the salary side of things, but none nothing really huge to note. Um other than that, and then on the uh other expenses side of things, we had books and supplies and services. um both of which were taken down so decreased. So it means our spending was below what we were projecting. So our books and supplies decreased 148K. Approved textbooks and other reference materials saw a net reduction of 73K and non-capped equipment saw a decrease of 75K. Services also decreased. Uh the vast vast majority of this was in educational consultants. It decreased 162K. Again, all of these are

034based on current actuals and and kind of input from Dr. Henry. Um, and those were kind of the main drivers in the expense department. So, when you add everything up, our current uh our revision one uh budget projected us at a $1 million surplus and currently we are looking at a $1.3 million surplus. So again, very uh very positive outlook for IIA, very very good year financially, especially given that there was no kind of uh cash flow issues that caused a line of credit draw. So feel really feel really positive about about the work that was done by the IIA team at CSMC here. And um yeah, that's really that's really all I had for the budget revision. Are there any questions regarding the new projection? >> Thank you, Mr. Miller. Uh, very quick question.

035The projected surplus basically, you know, you factor into the the timeline as of May or or June >> or June. So, the fiscal year runs from July 1 to June 30. So, this would be this is our end of June. Okay. June 30. >> Gotcha. Okay, thank you very much. >> No problem. >> Any other questions? >> No. >> Okay. Uh, thank you very much, Mr. Miller. Anything else? >> Uh, yes. Thank you for asking. This was in your um budget. This was should be in your board packet. It's the uh IIA second intera. Um, this is really just a very unfun way to look at what I just presented. Essentially, you're just looking at, you know, this is the second interm budget. You know, OCD just wants it broken up line by line. Um,

036I'll call attention to this line right here is going to be that one, and this is probably way too small. This $1 million surplus. So, it's it's the exact same information just given in a Excel form. So, just so the board knows, this is something that, you know, would be board approved tonight and, uh, and we'll then be shared with OCD. But that's that's that's really it for me. >> Great. Well, thank you. Uh, we do have it here and also thank you again. Congratulations on your new opportunity and, uh, don't be a stranger. So, we hope to hear from you again in the future. >> Yeah. Thank thank you so much Fred and thank you to the all the IIA board. I felt very welcome from day one here. Really appreciate it. Congratulations on

037the uh niche rating. I saw IAA was I can't forget if it was one or two. Um I can't remember if it was one or two but just a big congratulations to you all as well for for for that rating. And I I think the uh I forget how much it was the 340 students on the weight list. I think that's the that is a testament to how great of a job I is doing. So, um yeah, just really appreciate my time here. I I look forward to, you know, hopefully crossing paths in the future. And thank you again. >> I just wanted to thank you, Nick, um for meeting with our team every other week. Sometimes we didn't always agree. Uh but we always had a laugh and uh we made sure we were

038headed in the right direction. So, uh it's been great learning with you and I think we came on kind of at the same time. So, um, you taught me a lot as well. I And I could ask, uh, the tough questions. One time you said, you know, Stephanie, that's a really tough question. And I said, well, I wouldn't ask you the easy questions, right? Because I could get those answers myself. So, anyway, I appreciate it. Thank you so much. Good luck. >> Thank you, Dr. Henry. Really, really pleasure working with you and your team. >> All right. Very nice. So, we move to the next item, the ELOP update and board policies. Dr. Henry. actually um Mr. Schmidter and I are going to present this one together because technically he um well he does oversee

039ELOP and he did a great job helping me to total up all the financials and so I think he would probably do a better job speaking to some of it. So, we're going to co-present this piece, but I don't know if you remembered um that a few meetings ago, we had given you an ELOP update and the board requested that we come back and continue to give you updates on where we are, especially with the finances. So, um Mr. Schmid, do you want to start with the finance piece? >> Sure. So, um, CER in front of you have kind of just a breakdown of our, um, ELOP cost. And so, as the year's gone on, I mean, I know I we gave the update, I think it was it October, it was a few months

040in. Um, so all of this is as of the end of January. Um, so you can kind of look into the cost of ELP, the allocations we get. So if you remember too uh we projected um 239,800 um the actual allocations was 22977. So was 10,000 less than we um expected and so that is going to be reflected on here as well. Um but when you look at the cost too one thing that I did too is I wanted to highlight some areas. So I put those areas in red because red is all catches everyone's attention. Um and so what we've seen too with our ELOP is that uh we have gone a little bit over um and a lot of that cost is to due to the extended time that we run it from

041the 4:30 to 6:00 time. Um because we do have to have at least two staff here. Um and so those and then we've also had to have some YMCA support for that time. We've been able to move away from that. So, we have the two extra staff from 4:30 to 6:00 and then the YMCA right there with the extra cost. We've made adjustments to the YMCA cost moving forward is not there. Um, but we still because we are going till 6:00, those costs are just a little bit higher. Um, and when we met with the county about almost two about month and a half, two months ago, they're they're um it was their group that specializes in um ELP. We kind of we were brainstorming because when you look at ELP, it says, "Oh, it's

042a 9 hour school day, which for us, we actually started at 7:30 with our ELP." And so then in theory, it should be done at 4:30, but we were also told it was 6:00 from everything else. So, we got clarification from them and what the county said is that we don't receive funding for a program that's called ASUS after school education and safety. So, because we don't get that funding, we can end our ELOP program at 4:30. If we took that funding, we would have to go till 6:00. So, that's some So, we we do have these extra costs for our program. And so, we are kind of looking at what do we do about this for next year? what what adjustments do we make? Um because the hard thing about ELOP is that we're

043operating this year off last year's numbers. And so because we're not dealing with $7 million in revenue like we do as a school, we're dealing with $229,000, those differences really are it's it's harder because it's such a smaller amount. Um, so we're looking at how we can be more efficient, but also if we want to make adjustments to our EL ELP program next year, we'll be looking at that, but kind of laid out the costs for you, too. So, I've, you know, we've I've broken down the cost so you can kind of see what those cost is for the later supervision. We also do at times have to call in someone to substitute because people do call out sick. Um, so those numbers are all reflected there for you. I I I do. Yeah. I

044I think you need to add somewhere here maybe the slide before or the slide after what was what we were looking at to be budgeted. Like when we had discussed the ELP program, we did not look at it as going to be a >> well no we didn't look at as if it was going to be a cost expense to the school. thought it was going to be in the black, I think, is what we were looking at. So, but I want to be able to verify that once again, right? So, what's helpful to look at the actual, which I appreciate you guys doing here, is to have the comparison with what we thought we were going to do and what the actuals. >> Yeah. So, the the budgeted on the right far column, that

045was what we budgeted for it. Where where are you in slide three? Right. Uh slide two. Go to slide two. So this is so again because ELOP all so this there's there's different components just complicates it. So our ELP budget includes the second half of our summer program all our summer all our after school and then the first half of our summer. So the summer portion hasn't changed. So the part that I have up here on the screen which is slide two this is our afterchool portion. So, for our after school portion, we budgeted $192,000 um because that was based off our ELP allocations because the remaining amount was for our summer. But what was the projected net income? Oh, that I mean we b that when we budgeted we budgeted that as break even

046and then in o when we presented last time I believe we were um we were in the black about a couple thousand if I remember right. So the the first line on the top about the projected ELOP allocations, that was our projected income. It we were expecting to get $239,800 from the state and we do charge rent to YMCA for the use of the portable and that would be an additional $7,200. So that that was our projected what and those were the numbers that were presented to you. A lot of this came out of Dr. Dr. Kernan's um presentation to you. >> So the projected Sorry, I just want to projected revenue was $247,000. >> Yes. >> Right. And so >> but the actual revenue >> was $10,000 approximately less. That just lined right underneath.

047So from the start, we didn't get the full amount that we thought we were getting. Um I'm not sure exactly why. I I assume it's because of ADA. Um maybe it was calc maybe in the previous calculations they were calculating it at 97% and we hit 96.7%. It could have been something like that, but for some reason we did when the actual funding um allocations came out, the state sends us and tells tells me exactly what we're getting and when it was $10,000 less. So that already is $10,000 less than was originally budgeted. And then when Mr. Schmid put this together for me because we've talked it through a few times, we included and again this is not including summer uh we did this slide is only ELOP the after school program. You'll see on

048the next one we add in summer so you can see the total uh because summer program is also built into ELOP. The budgeted numbers on the right hand column those were the numbers that were in Dr. Kernan's presentation, she estimated that we would spend this much on different things. We did have to make some changes. I will say almost immediately I noticed that the YMCA bill was higher than we expected. And I remember telling Mr. mitter when we This is when we did the October presentation. We're spending we're we're going to overspend that $20,000 that was originally projected very quickly. We know that we're under spending when she put a lot in for materials and we haven't used that. So, you can see that is some of the adjustment. But because of that YMCA, there's

049two reasons. YMCA supports our ELOP program with TK. The TKers that are here half day, they spend the school day. It whether they're the late group, they go to YMCA in the morning. If they're the early group, they go to YMCA in the afternoon for TK because our school is in session and we don't have extra classrooms for that. More kids qualified for TK than was originally thought. So, that's one reason for that. And then also, as Mr. Schmidter brought up that 4:30 to 6:00 piece. We had more students, qualified students who took advantage of that than um was originally budgeted. >> Okay. Sorry. Just want to track this. The actual expense so far that we're projecting is $26,454. Is that correct? >> So that's for the rest of the school year. That's like an

050updated projection for the rest of the year. Yes. Absolutely. Yeah. Okay. That's what's projected based on current trajectory. Is that right? 206,000. But we are planning on taking in 236,277. Is that right? >> Yes. But if you this is so the ELOP is after school and also summer. So that's why this this is just an update on our after school. If you go to the next slide, >> the next slide we'll we'll break it down all together. So are I see you're saying budgeted difference. You're just showing the difference between what we had budgeted and what we're projecting correct for after school. But what is the net? >> So if you go to the next slide, um it puts it all together. And again, when you look at the previous slide where we were, what

051was it? 13,000 something. Um, and then you talk about about the 11,000 less revenue that we took in than we budgeted for. At the bottom, you look at there and that's the balance. So that's the net when you combine combine everything together summer um after school and also the second part of summer. So you have the you say bottom line ELOP allocation and the YMCA rent and then you say total revenue 236 and77. Yeah. Up above it's $236 and $277. Is that just a typo? Yes. And then if you look at the bottom section where it says projected ELP after school expenditures um that you that comes from the second slide and then the rest of that cost is from what we paid out in July 2025 and what we're expecting to pay out in

052June 2026. So at other charters, is the ELOP program normally profitable or break even? >> Yes, ELOP is not created to make a profit. So I don't see us ever really making a profit. It it is to we get the funding to to give this program. I I also know that there is I'm going to call it an encroachment on the general fund. um pretty much universally because we're being asked to provide a lot of services and the budget isn't really lining up. The the amount that we're getting isn't lining up to the need and the state knows that. I I I don't know of anyone that's making a profit off of this. But my understanding, and you could probably speak to it better, Mr. Schmidter being here last year is that the cost over

053the allocation for us last year was was a few times more than 26,000. So we've actually brought it way down. >> So that would be interesting to know here, right? Because we're we're we're just looking at a data point. So I appreciate that you have the what was budgeted, what's the act or what we're projecting, but >> for us to rationalize is this a good idea? Did we make a good decision? Right? because we had outsourced it before and now we're insourcing it. And so to your point, yeah, we're actually saving a few hundred,000 by doing it ourselves versus outsourcing. I think that's I think that's a missing piece here because >> otherwise it just looks like we're lo we're supporting a losing program, right? And it's like, well, why don't we outsource it, right?

054>> Yeah. >> Well, and and I I will say that it's at least double that. I I can get you the exact number. I just have to look. It was at previous board meetings when it was presented. So I'd have to go through that. But one thing I do want to point out too is part of it is that ELOP is supposed to be a what it's extended. It's a 9h hour school day and we're currently doing 10 and a half hours. >> So do you foresee us adjusting future next year to 4:30 cut off rather than the six o'clock? That's something that we're we're looking at considering um just because what we see too is the the we're paying this extra cost whether the students are there or not because our students are signed

055up for it. Well, a parent picks them up early. They're not there. So, we're paying for staffing probably more than what we should be for the part of the program that we we don't have to offer. So, that's something that we're looking at. But YMCA could support. >> Well, we have we have to pay them though. But that's a is that is that what is that? >> That's a cost. >> That's the cost related to YMCA >> part of it. Yeah. That and the TK. Yeah. >> Yeah. >> And because you're funded on prior year, but yet our program is for current year. So that also is a reason why we wouldn't be making money. Um we can get you the exact amount. My I did I have asked that question of how much did

056our program with strategic kids encroach on the general budget and I've heard some pretty high numbers. I don't want to spout them out here because I'd rather us get you the exact number. But that was another piece too that it was hard for us to determine that data because of the nature of how the strategic kids um program was working. Some of the money went directly to them. Some of it was all of our ELOP went to them and then what else were we paying for? Um it it was hard to determine but we can do we can dig deeper and do that. >> Yeah. And like I said, if when we look at the second slide, the point that I want to point out is when we look at the additional cost for the

057late supervision along with the extra cost for YMCA, um estimate, you're looking at about $29,000 in cost right there. um because we're over budget with YMCA, we're over bud, you know, with the ELOPA, which we did have, we we needed that to maintain ratios. The late supervision, those costs about $29,000 when we're looking at running a deficit of almost $27,000. >> Yeah. I mean, ideally, we have a budget neutral situation here, right? It doesn't have to be necessarily profitable, but >> Yes. >> Yeah. >> And then what's the alternative? We need to offer some after school program and before school we need to offer some. >> Yeah, we No, we have we have to offer it. It's required that we do nine hours. How we want to do that nine hours, but 7:30 to 4:30

058is kind of that that spot. >> And obviously there's a benefit of us controlling what happens within the ELP program versus outsourcing it. But yeah, I think we we just to make sure we're making financial sense out of this to compare based on actual numbers of what it was costing us to outsource over the past few years. And actually one more um we can only spend the ELOP money for the ELOP program. So even if we had some money left over this year, it would carry over and then you have depends up to two or three years to spend it, but it can only be for after school programs. So um regardless, we're going to eventually have to to spend the money. >> But it's using general funds. It's using funds that were not allocated

059for ELOP buckets. >> So I think part of the presentation and part of you know well one the board had asked us to give you updates. Second um we did want to plant the seeds so that the adjustments that we are planning on making are better understood. We wanted to really look at the finances to see if they were necessary and we believe that they are for for a few more than one reason. Um and so that's was part of the um intention behind the presentation is to let you know that we do feel like it's encroaching a lot less than it has in the past. So keeping it inside has helped. We've had to make adjustments and we're continuing based on that extra YMCA that we realized right away that keeping the kids until

0606:30 or 6:00, excuse me, we were pay we have to pay YMCA. But if we end our program at the required time, which is um 4:30, then if anyone chooses to go to YMCA till 6:00, they absolutely can. But they pay for that. We do not pay for that because we've then met our ELOP obligation. >> It would also be helpful to know what some of the other charters in in Orange County are doing that that are that have a or do you know this? >> Yeah, I mean most charters are not very open about how they do it. Some of them will use an outside vendor like um Catalyst Kids or or even YMCA. Um, some do it in house or some will do kind of mix how we're doing it. So, it really

061is varies by school. Like there really is no consistency with it. >> And when we met with the county that was actually part of the um part of the discussion was I think the number one piece that was really important to us is our program compliant. and when they did the visit and we actually if you look on our website under um school policies and school plans, we put Orange County's um report on our ELOP program on there to be transparent and also to show that we're meeting the deadlines. But I'm pretty sure we even asked if they would be able to get us a comparison of what there at least it was part of the discussion of what others were doing. I think it's difficult, this is more of a comment for you, but

062for the board in general, I think it's difficult to make a comparison without the previous numbers, last year's numbers, how much was it encroaching? Because if you just look at this, of course, it looks uh it's a loss, but if it's if it's a third of the loss that we had last year, >> we're saving tons of money, right? So I think it's it's it's certainly uh our wish would be that it would be closer but it could be already 10 degree we should ask them to come up with those number that's what we need. Yeah, this is our first year doing this. So, I mean, on the other hand, I'm saying, you know, congratulations, right? >> Yeah, but the other hand, show me the money. >> Yeah, it's financially sustainable for the school. >>

063So, what I can do is I I can guarantee you that this is actually significantly less than last year. I can get you those numbers and then in my update next month, I can include those numbers in my next >> Absolutely. I think that's what the board is requesting. Right. And but I would also indicate that because we we had issues before, now we're more in control. And to me, that's a big factor. >> And I will say from my end in terms of discipline, discipline, discipline happens, but it's gotten significant significantly easier because I'm directly involved. I'm not working with a third party that I don't control, >> but I but I have to deal with it as principal. So it's kind it was kind of like a gray area where like I need

064situations I will need to get involved but I don't have control over here I do have control over that. >> I think that's a big factor you know because it's a continuation of the discipline that happens at the school you know that you are 100% growth it continues to >> we're also in more in control of the compliance issue to make sure that we're meeting the requirements because there was some question if that was happening last year. The only thing that would make this look better if if you could show us how much it was encroaching previously. >> That's what we can do. >> We can do that. >> You can do that. >> Well, thank you, Mr. Schmid, for helping with the ELOP spending update. And please know that we do have conversations and

065we talk about adjustments that we can make. We're watching this to to get the budget kind of back in line. And part of that those conversations have been um bringing in that later ELOP aid that you approved that job description so that because we noticed how much YMCA was costing us. So bringing it back in in house would be um better. And then again those we have other um suggested updates we want to do for next year and we'll share those with the board. >> And just one you know just a suggestion on the tweak here. uh this is our projected net income and this well this is the budgeted net income and this is the projected based on how we're trending and have that comparison so we can just clearly see this is what

066we thought we were going to do and then this is what we're now projecting and then at the end of the year was this is what the actual yeah so I can tell you what the budget did was was net zero so that's what was in the budget was this is how much we have this is how much we budgeted so any variation from zero that that is the Okay. Are you good if I I have a two more updates? >> Yeah. >> Based on the board policies that we are bringing forward tonight, um just a note that these are both required board policies. Um we have had legal um vetting uh model board policies that we followed and they've been on their board updates several times. So the first board policy is board policy

0671445. It is required. Um it is new. So we did not get the recommendations from CSBA, the California School Board Association until early January. Um but it is required to be submitted v to CBE via special portal that they've they've created for this um by March 1st. So I will have to submit this. Um we did have a board policy. It was under students. So it was 5145.13 and it was called immigration and that was our previous board policy. Um however, CSBA uh which gave all kinds of legal advice, model programs, um redline versions, the a lot of great resources, um recommended that we dissolve that board policy because it is only focused on students and it was under the students category of board policies where the new board policy is called community is under

068the community re relations number which is why it's a 1 445 and not a the 51s are all student related and that adds response for families and staff. So it was recommended and there are required pieces which is why we did that. but back with the one that you would be dissolving just so you know it what you you approved it um in 2022 and again it was more limited in scope because it was focused on students only. So, we are going to ask that the board approve the dissolution of that board policy this evening and then approve board policy 1445, community relations, which is response to immigration enforcement. We at IIA um all of our board policies are a merge of not just the board policy but the administrative regulations. we put them together.

069Some districts have them separate, which is okay. That could be a future task that we do over a summer, but just to let you know, because we do that, um, I took all the legal advice for the board policy from CSVA and the administrative regulations and merged them together. So, when you look at the board policy, you'll see it'll say like the policy of how we do it and then what our staff is expected to do. So, it really walks through and gives instruction to our staff. It merges those two together. Again, it addresses our students, our staff's rights for the response of immigration enforcement as well as community and our community members. And then even there's a section on what um how to respond if a student's family um member has is um you

070know comes across immigration enforcement. So how we will respond to that in our community. Uh here are just the basics. Um, this new board policy outlines the anti-discrimination so that it states and it aligns with our harassment policy that students we shall not discriminate ba based on um uh someone's immigration status, how we handle student records, how we respond to requests for information, communication that is required and reporting that is required if there are any asks as well as the response to the detention of a family member for any of our kids. So, it includes all of those things and again very much follows the legal um uh requirements set forth by CSBA. They really did a good job of doing that. I just took both and merged them together so it's longer because it

071has both the AR and the board policy in it. And then there's one more board policy which is also required and this is a student one and it's 5142.6. This is a brand new policy. We did not have anything like this that is required. Um and it's for districts or charters eleas that serve middle school to high school kids. So um because we do uh and it's based on Senate Bill 153. So Senate Bill 153 requires board policy 5142.6 be approved. CDE California Department of Education actually provided a whole outline and model policy. We took that policy word for word. Um, in fact, in one of your board updates, I compared I said you can see the link to the model and you can from the state of California as well as what we're adopting

072just change the school name. Um, what this board policy does is it gives staff direction and and us all policy on how we will address middle school highne groups, referral protocols for students that are in those groups. So, how we will give mental health referrals. Um, I well, I'll I'll say that at the end. Um, and then also our middle school staff, any any of our employees that um work with middle school students, we now are required um to provide training on behavioral health each year. When I was writing and merging and researching these board policies, in my opinion, I think the purpose of this one is to provide schools with tools and a supportive avenue to support students with behavioral health issues. So they even talk about if a student is experiencing the death

073of a loved one and they're having behaviors that instead of just going to the behavior suspending, we need to offer support. So this uh this board policy that is now required for any schools dealing with 7 through 12. I believe the intention behind it is to uh is so that schools find different ways to address student behaviors than just punitive that we find supportive ways and we train our staff to do that too. So I I feel like this one is is got a great intention when it comes to our kids different ways we can serve them. So those are the two two board policies that you will see um this evening and again the dissolution the dissolution of our previous board policy on immigration. Do you have any questions for me? Okay, thank you

074so much. Thank you very much. Okay, moving on to items for discussion and possible action. We've got item A, ratify the 2024 2025 audit report for the year ended 2025. The IIA board of directors ratified the original 2024 25 audit report on December 16, 2025. However, our auditors auditors Christy White omitted reference to a short-term loan from lend donate that was taken by IIA and repaid in the 202425 school year. The firm made the appropriate revisions to the audit report. These revisions had no impact on the audit findings. LCAP goal action not applicable. Funding source not applicable. Budget financial impact not applicable. It's recommended that board directors ratify action item A. Any discussion? >> Um I'll just say that this was um brought to our attention by a community member that was looking over our

075audit. Um and we for transparency wanted to bring this forward and ratify again. And so as soon as uh if the board does take that action. Then we will replace the previous um audit report on our website because it is the old one is posted but as soon as you approve this ratify this we will be um putting the new one on and um when I even let the county know because we do turn in our audit to them. They appreciated the transparency of us going through this action. So >> thank you. Any questions? Okay. Uh, is there a motion? >> I'll make a motion. >> Thank you, David. I will second. All in favor, please say I. I. Any opposed? Please say nay. Hearing none. It passes. Moving on. Approval of 202526 second interim

The second interim financial report shall reflect changes to the budget through January 31st, 2026. A cap goal action all goals funding source not applicable. Budget financial impact not applicable. It's recommended the board of directors approve action item B. Any discussion? >> This is what um Mr. Mr. Miller had presented to you as a second interim and the documents in your file um in the board folder are the ones that we s are required to submit to the county. >> Any questions? >> Any comment? It looks good. Certainly looks >> Is there a motion? >> Good good uh news motion. >> Thank you, David. Is there a second? >> I'll second. >> Thank you,

077Felipe. We'll take a vote. All in favor, please say I. >> I. Any opposed, please say nay. hearing. None. It passes. Item C, approve 202526 comprehensive school safety plan. California Education Code section 32281 requires every kindergarten through grade 12 school public and public and public >> and public charter including community and court schools to develop and maintain a comprehensive school safety plan designed to address campus risks, prepare for emergencies and create a safe, secure learning environment for students and school personnel. LCAP goal action goal two action five funding source not applicable budget financial impact not applicable it's recommended the board of directors approve action item C any discussion this was presented by Mr. Schmidter. Um, and I just also want to let you know that we did go through the process of bringing it to

078school site council for feedback um, and getting the appropriate signatures. And he did outline in his presentation things that we added. And all of those were based on um, legal updates that were received and or alignment to our current um, other policies. For example, he brought up the communication plan which was new this year. So, I wanted to make sure that our response to crisis communication that we put in the communication plan was also in our safety plan and so there wasn't misalignment. >> Any questions? Okay. Is there a motion? >> Thank you, Molly. Is there a second? >> I'll second. >> Thank you, Felipe. Take a vote. All in favor, please say I. I. >> Any oppose, please say nay. Hear none. It passes. D. Approve the dissolution of board policy 5145.13 immigration. Board

079pol approval is requested to dissolve board policy 5145.13 immigration. This policy originally approved in 2022 is being retired to align with the adoption of board policy 1445 response to immigration enforcement. School districts and charter schools are required to revise their immigration policies to align with education code section 234.7, EC234.7, as well as the attorney general's revised model policies language and upload them to a California Department of Education portal by March 1st, 2026. Purpose of these new and revised policies are to strengthen protections for students, their families, and staff. LCAP goal action goal two action five funding source not applicable. Budget financial impact not applicable. It's recommended the board of directors approve action item E. Any discussion? I would like to just add that um the training piece is going to be very important since this includes also the administrative regulations of how our staff legally is to handle any requests for information or other pieces. Um that that is we

081are very aware that now communicating with our staff and making sure that they understand the board policy will be very important moving forward. think I think you took the words right out of my mouth, right? Because I I reviewed both policies um 5145 and 1445 and there's a big difference between the two if you haven't taken a chance to look at it in detail. One of the biggest uh differences is there's more uh requirements for the staff, right, and their actions and they need to understand specifically what's in this. So that training that you're talking about is that when does that happen? How does that happen? I want to know a little bit more about that. >> So even building up to this um bringing this forward we um there have been other pieces that

082have had to happen including so publications that have come out in knowing that schools were going to go through this. So there's there is the board policy which is built uh built on the CSBA guidelines but also there's a parents right to know has been update a lot of documents have been updated and so we have them posted as we were um legally required to and as that posted um I met in cabinet with Mary Beth and I said here are the different groups we need to train. So we've identified groups um and but it I don't know that I have it scheduled but like so office the >> when you say groups you mean the staff staff members because they have different responsibilities now. >> Yes, absolutely. Sorry if that wasn't clear. So teachers

083um will be a Wednesday. It won't be this Wednesday but very soon. and I have to look at our schedule and um I think there as as you read it you can see there there are things that they are not for staff a lot of it is what they aren't supposed to do that they are not to do these things and I think that's going to be very important to uh have a Wednesday training on our office staff is a lot of procedures like if if you are asked for this who do you contact and then they need to bring it to me there there are emails um that I will have to send an email like I received this request after the fact's over. So it's it's not just immediate protocols, it's after protocols.

084And so I office staff and then also I started with cabinet and I gave them there is a big book on guidance that is kind of has not just recommendations for this board policy but also included language for the safety policy. which you just approved. And so we started to look at this kind of big book of best practices as a cabinet. And you know, my expectation is any one of us here should be able to help and direct our office staff and answer the questions if they are a leader at IIA. That's my expectations. We've already started to go through that, but next is kind of pushing that out. And I think the office staff is a really important group. >> I think when I read it, it was there's actions that you're supposed

085to do and things you're not supposed to do. >> Exactly. >> And it seems to conflict each other, but I read it several times to make sure it was clear. It does. It is clear. And so I just want to make sure that our staff >> Yeah. >> can, you know, understands their role, what their actions are because it is clear. Once you Well, I had to read it several times, but it is clear and it tells you what you're supposed to responsibilities are. >> Thank you. I agree. And that CSBA gave great guidance on the administrative regulations as well as the policy itself. But I think another piece to this one is as again I was merging those and kind of writing my brain is thinking that this is one board policy that I

086want every staff member to have a copy of it as a reference because a lot of our board policies just live on the website under board policies, you know, and I don't know how often everybody's looking at them, but I think this one needs to be copied on all my office staff's desk and so if something happens they can turn to the page because it is very clear first call this person then do this then you know and and I like that um but it it'll be more about just training because I think when when things situations happen in the moment they have to be able to grab their resources very quickly >> I think the other part of this too is to um notify our parents what the polic because I think this was

087really important for them because potentially the parents could think that we we have a certain action responsibility that's not right. It it clearly tells you what our responsibilities and actions are and we want to make sure we communicate to our parents that that this is what what our responsibilities are. >> Agreed. Agreed. Um, there are obviously required communications, but I I think what you're talking about is different. What you're talking about is >> once this is passed is sending it out to our parents, which we don't usually do, but this would be a good practice. I I agree with that. >> At least at the um coffee with the principal or something that is appropriate for >> them to see. That's a great idea. something because it needs to be I think due to the

088climate of the current >> of what's going on I think they need to know >> and also the um I think it was called your right to know >> um that we was updated it's always in our parent notifications but um again it was recent everything's been recently updated and it's hanging up um perhaps at the coffee at the principal we can also have that because it's very that one is very parent friendly language Um, but also have our board policy. Those are great ideas. >> I agree. >> Thank you. >> You made one comment about the board policies just being on the website. Yeah, they they need not just be on the website. I mean, they need to be reinforced within >> the classrooms for those that are specific. I agree. Okay. And I

089know we have a lot of policies, but I just wanted to be like, >> no, they should be. And um you know there's two questions that I often ask to our cabinet and um and uh one of our cabinet members she she's like no one's ever really asked us that but when a question comes up I'll say what does our charter say right when they're like oh how do we do this or can we do this just asking for someone to say yes or no let's go back to our charter what does our charter say or what does our board policy say and so I I know early on As an administrator, I was taught that because administrators have to make hard decisions sometimes, but stopping and looking up the board policy, you'll never be

090wrong following the board policy. So, I agree. >> Okay. Uh, is there a motion for this item E? >> I'll make a motion. >> All right. Thank you, Felipe. Is there a second? >> I'll second. Thank you, David. I take a vote. All in favor, please say I. I. Any oppose, please say nay. Hearing none, it passes. Okay, moving on to item F, board policy 514,5.6, student behavioral health referral protocols. Senate Bill 153 requires that all public schools and public charter schools serving grades 7 through 12 adopt a board approved policy on referral protocols and staff training for addressing pupil behavioral health concerns. This policy includes training requirements for staff serving grades 7 through 12 as well as required protocols. LCAP goal action not applicable. Funding source not applicable. Budget financial impact not applicable. It's

091recommended the board of directors approve action item F. Any discussion? >> No, this one is um I believe in the best interest of students overall for us to offer support and not just punitive measures as a state of California required across the state. Yeah. >> Okay. Any questions? >> This one, this one too, I would the the training for the staff, when do they see this? So, for this one, again, these are they're all happening in real time. Um, for this one, I know that there is a training. Um, and I I'm not sure if you're familiar with a vector training that our whole staff does at the beginning of the school year through vectum vector systems like on mandatory child abuse reporting, all of these um other pieces, sexual harassment, bloodborne pathogens. We do

092all of those required ones every year. I think this one will be added to that group, but in the meantime, um because again, those kind of come out um at the beginning of every school year, I think we're going to have to do training. And um I haven't told the board this yet, but we were released from the LA SULPA. And one of the things I'm really excited about with the Elorado Selpa is they have wonderful trainings for teachers on how to for mental health referrals, how to deal with inclusion in the classroom. And so that's also on my radar of bringing them in because they do they they do a really good job of training our staff on that. >> Perhaps I didn't use the word word training. I meant like they are aware

093when do they get aware of the policy itself not not so much the training because I know there's a training component of this policy but I mean like how did the staff >> so we do >> become aware updated to the new policy that's a better >> that's a better way yeah um on Wednesdays we have um training tomorrow's thinking maps but um we also have regular we call them staff meetings Um, but I would say there's a PD element to them. Um, and I'm I'm proud of the team. What we've started to do is kind of do more like presentations instead of just saying things because I want that training component. So, this would be on a Wednesday where we would let them know of new the new board policies. And I I'm not

094sure if it would be the following Wednesday when the next one is. Um, Mr. Mr. Schmid has that whole schedule, but whenever our next staff meeting is would be a good one to go over these changes. Yeah, >> that's similar to the immigration. >> Yeah, >> because that one's a bigger there's a lot of changes in that one. I think they need to have more time for that one and this one. And I will say we did already at our last staff meeting. I just I just remembered um we did meet with the um seven the seven the middle school. We did sixth grade too the whole middle school teachers as well as the instructional aids and talked to them about we already gave them the heads up on the training and the these changes

095that were coming. So they are aware but it was before we wrote the policy. >> Yeah. Okay. >> Okay. Uh, is there a motion? >> Thank you, Molly. I'm happy to second. I'll take a vote. All in favor, please say I. >> I. Any oppose, please say nay. Hearing none, it passes. Item G approves California School Board Association Gamut Service Agreement. Skimmit is a board management software platform the IIA will use to access legally vetted comprehensive sample board policies and effectively manage board agendas and documents. Gamut will also serve as a public-f facing site for the community to navigate the IIA's board documents and agendas as well as a secure location for IIA staff to develop agendas and create custom workflows. A one-year service agreement for Gamut is $2,325 and includes training for staff. LCAP

096goal action goal 3 action five funding source LCFF budget financial impact $2325 to recommend the board board of directors approve action item G. >> This is a platform that is widely used um by charters and districts. It really does help to streamline um the way that just board agendas are communicated. U there's an ease. Urban Unified uses it. It most um places do use this and it uh has a place where the attachments are. It's very easy to read. Although I mean I think our board agenda the platform the the template that we use works for our families as well. It'll now be attached to our website and then there'll be a drop down of all the dates and it'll also store all the information there. It's very streamlined. Um but that's the public facing

097side which is great but there's also this whole kind of behind the scenes side which is and um which is how we as a team will write the board agendas and attach our documents. There'll be a workflow. It it will be not just sitting on a document and then we can also control when access opens. we won't have to do the physical posting as we do because the access will be kind of built in. We'll just release the access at that time instead of doing all the of these other steps. And then the other component to this platform u that we wanted to use was their board policy platform and um that that will help us also moving forward to have access to all CSBA guidelines for all board policies. And so, um, they really

098are, uh, the standard. Um, we did not have access, obviously, we don't have this program yet. Um, I was able to get it from another district, get the CSVA, but it reminded me how helpful it will be for us to have access to, and we will also get updates. Um, I think it's each month, if not every other month, of any new legislation. It's just a really good kind of reminder keeping us compliant. I have a question. How how different are these platform software platform um you know the from the current way you know you list all the agendas all the documents seem to there. So at this time the way the agenda works is that um I have access to a full Google folder and uh basically as the items come in let's say

099the personnel report by HR and uh the other items that I create or other people I collect from other people I I store them in a Google folder >> and then when they're ready I I give access on the Google folder onto the website and then we also um do a PDF of the agenda and we put it up. So we there's a lot of steps that we take and then also um believe it or not one of the most challenging pieces after the board meeting I take all the PDFs of everything um and especially because the financial stuff is Excel file and then I I have to physically like merge them into a PDF merger to get one big board packet to turn into the county each month. um Gamut will do that all

100for us and it's a relatively low cost for the whole year to have all of these compliance pieces and so basically once everything's in I would just print board pack I would push board packet it would all come up um you could do it'll make it easier for you to access materials as well >> so governor will submit the documents to the county uh to to the school you um district automatically know. So we >> it'll be a lot easier. Yeah, because I do um the county because they're our authorizer. Um they have a they have another platform called report well and every month I submit depending on what they're asking for an average of five different items, but one of them is um the audio for all of our board meetings as well as

101um the big board packets. >> So the long No, the annual fee 2325 23 232 that's u I mean that's a recurrent once you start a union right that's a recurring cost >> each year it's a it's um yes so the contract would start now for the entire year until next month and then we would um then we would sign it if this is something we wanted to continue I I was expecting it to be a higher a higher um cost, but I think it's >> Is the meeting still recording? >> Yeah, the meeting is recorded from here. That was just for the Zoom meeting with Nick. >> Oh, that was the Zoom meeting. >> Oh, that was a Zoom meeting with Nick. It's still recording here. >> Okay. >> Thank you. >> Sorry. Is

102that >> is the 2325 all in or because you're mentioning a lot of different services that they offer, but >> that that's all. They had two other services that we opted out of. Um, one was a communications component that I don't know any districts or charters that use that. It was something I had never heard of before. So, I And then there's a different level of policy which I don't think we're there yet. Um, it's called board policy plus. And what that would mean is instead of us housing our board policies on the website, they would just click the link onto Gamut and Gamut would house them. But the problem would be um that all of our board policies by title and number would have to match the official Gamut ones. And we do have

103although I think Dr. Kunan did a great job updating so many of our board policies, we do have some older ones there. And I felt that at this time um that probably wasn't a priority of ours. Um we just want to be compliant and then if we want to because you would be you would be approving five to 10 board policies of a a month if if we got that board policy plus. So I said we'll wait on that. We'll get get just the lower level where I get all the legal pieces. So it's board policy and um it's called gamut meetings. So the meeting organizer and then the the legal references. >> So in terms of documents, so will this platform go back you know to rectify or organize retroactively or >> no no

104it's not retroactively. What we would do is um the Google folders as we have them would stand and we would say for board meetings um from this date to this date and then it would say if if we get this and we start in March it would say starting March 2026 click here and it would just be a different place. I think it's important that I tool. >> This is a tool that I think they can facilitate the board policies and organizing it. I think it's needed. You know, it's let's do it. >> Yeah, this is something I mean it is a low cost. It is within my approval limits, but I wanted to put it on here because I wanted it on public record as well as I wanted the board to be aware

105because it'll change the way we work a little bit. In fact, I think it'll make it a lot better. >> I think so, too. I think if it facilitates that, it's worth the money. >> Okay. Is there a motion? >> I'll make a motion. >> Thank you, Felipe. Is there a second? >> Thank you, Molly. We'll take a vote. All in favor, please say I. I. Any oppos? Please say nay. Hearing none. It passes. All right, thank you. We covered a lot there. Moving on to the executive director's report. >> I'm going to use this one because it's a little hard to lean into that one. Um, okay. Thank you so much. Um, I as uh Mr. Miller alluded to, we had some great news uh from Nich that um we have announced several times

106as well as we put out a news brief. But we are very proud that Irvine International Academy um earned the title of number one TK through 8 charter in Orange County. Not. Yes, I'm going to keep going. Number one middle school charter in Orange County. I'm super proud of that one. We were number two elementary school in Orange County. We're going to get all three. The trifecta next year. But also with that, just on a bigger level, for TK through 8, we were number six in the state of California. So number one in Orange County, but number six in California and number 68 in America, which was amazing to me. I can't even say that without like, wow. So very proud of us and all of these awards. We actually added um an awards and

107accolades page to our website because now we're we've got the California Distinguished School. We've got OC parenting best bilingual school and then uh now we have all of these accolades. So uh Mr. Mason, our IT person, helped me put that u page together. So we're so excited. Um I do want to also talk about our visit um from OCDE. I won't talk much. It went very well. But I do want to thank um Molly for also being present and part of the governance committee meeting and then um Felipe did come in later for the report out. So we had two which was wonderful. Um our lunar new year celebration was amazing. Um it was my first one. Uh it was so exciting. The lion I want to thank PTO for their support for the event

108especially um in uh the lion dance piece. I know Felipe, I think you knew some of the people and you guys helped organize that and it it was so exciting. So the they went down up and down the hallways and the kids waited at the door and then I didn't think it could get much better than that and then when we went outside um you know the students were bringing chairs out for the assembly and so it was a little chaotic but as soon as they sat down the show kind of went to this whole other level. It it the kids loved it. It was wonderful. And then we actually had our middle school students involved, too. Um, so, a lot of fun, a lot of great traditions, and um, and I'm enjoying learning about

109them. Um, I have a few written all over the place. I do also, since I'm talking about PTO, want to bring up our spring fling. Uh, last year was in May we dance. This time it is the spring fling. it we are um it will be a five-year celebration for IIA. So we had discussions and it was really important that you know this is year five if we we need to celebrate this now and mark this moment in history and then we'll have a a year 10 down the road. And so we're doing a we're adding a lot of like fifth year momentous pieces to our spring fling. Uh which is Friday um May 22nd. Sorry I couldn't read my own writing. Yes. So Friday, May 22nd, 4:30 to 7:30 in the Mariners Church Community

110Center. This is our um PTO's big event this year, but I meet with them on the Friday mornings to for planning. And this year we're going to have a Hollywood theme which um I think kind of is a throwback to our old gallas that I've heard so much about. So it'll be kind of a mix of the dance party and the gallas. Super excited about that. Uh we've had a lot of great um uh parent advisory meetings. So we I recently had I think it was the third executive director advisory committee meeting and we're able to go deeper on a lot of topics. We started talking about the homework policy with parents and next is to bring that to staff because that'll be a required policy. Um actually they pushed it out a year but

111I'm I'm still hoping we can do it this summer because I think our parents I've heard from our community that it's really important to them. So, uh, we're starting to gather input on that. And then also our curriculum meetings have been great and really helped us to have deep conversations about our comprehensive sexual health curriculum, our math curriculum, and then also our science curriculum. So, for this next meeting, which is Thursday, uh, we will be finalizing the conversation on the comprehensive sexual health. We've had I've had meetings one-on-one with parents. I've actually we've gone page by page through the three different samples. Uh I we'll see what happens Thursday, but I do believe that we're pretty much all on the same page and then we'll bring that to the board and then we'll make the

112purchase. So that's how that's going. So I my hope is that this Thursday we will kind of wrap up that discussion and then I will give updates on where we are with math and science and then the March meeting will be pretty much all math because that I know that's a new concern of our families as well. And so even though I I keep giving updates so they're aware where we are in the process but um that'll be that's our curriculum meetings that have gone well. Um, I did check we actually have 335 applicants. So, very exciting on our weight list. And then we're gearing up for our our PD day on the 9th. And I'm very excited. We are um making it a conference style. So, there will be choice. Uh there will be

113different breakout sessions uh for our staff. And so, uh looking forward to that. We have a little bit more planning to do, but we're very excited. And that's my report. Thank you very much. Uh if the board doesn't mind, I'm going to start just with with the director's uh board of directors reports because I I have a a question to pose to to the group. Uh so first off, I want to recognize the uh niche recognition. I think that's fantastic. I think niche and uh I I also want to say congratulations to the staff, to the families that make this place as amazing as it is, it's nice to be recognized. So, thank you all. Thank you to the board for all of your support. Also, I think we have uh there was a question

114that was posed about some changes to future board meeting uh dates. Uh there are two two board meetings. Uh hopefully, you'll be able to respond to those. Let us let us know if that's okay and make the adjustment. Uh but I also wanted to uh ask there's no action to be taken here but just in your comments if you would let me know if you like the idea of uh going through the board recruitment process for at least one seat to add to the board. There will be action at a at a future date. We'll have it publicly announced. We'll go through that process uh to officially kick it off if the board so chooses to do so. But when you give your comments, if you wouldn't mind just letting me know if you like

115that idea, don't like that idea. Um the idea would be to onboard someone at some point during the next few months within the school year here. I will now defer to whoever would like to speak next. It is amazing. Um, every time the board meeting, I just learned so much and so excited and I always wonder how where did you get time to do all the things that you done. It's it's amazing. >> We have a great team. >> So, thank you so much. That's another thing I noticed that um you're not doing it alone and you always have a team and I'm just so proud of them and and I also appreciate how you are training uh your team and you know and the teachers and the staff and um so it's it's just

116a wonderful thing to do and I um also I want to make comment a little bit about the um Chinese New Year celebration. I'm so proud of uh Mrs. young and uh I believe there's a Mandarin teachers they were all there support and the middle school student I mean they they were just so proper they're not afraid they're right there and um basically um using um English and Mandarin and to to read and so that was just wonderful to see and I I talked to the I talked to the uh the two council from uh the people's republic uh China. I think they really impressed. I mean they were just so happy and the kids were friendly. Um so just thank to the teachers and the staff um and and parents to support IA. Um

117I also want to mention I realize that we are almost done with the second trimester. So we have one more trimester and um I just so look forward I mean we already it's a big success in whatever we do. So um I appreciate the teachers and the parents and PTO and that you know the the investment you put into IA and to our students. Um, and it just I I can't wait to see uh we finish up this year and um and continue with the next one. Look forward to Thank you so much everyone. >> Yes, I I do uh look forward to to expand for one person for the next few months. Yeah. Well, uh first of all, uh every time I sit here and there always some, you know, positive news, positive development

118make me very happy, you know, feel very gratifying to see all the, you know, the ranking number one, number two, number six. I'm trying to to to catch it. Yeah. And yeah because even today when I was picking up my kids from their schools the principal stopped me ask how's that school going? Are you still involved in that school? I said yes school. I said is doing great. Yeah >> I mean truly. Yeah. So that's something if I had all these numbers I would have told him you know just brag about it. I can text you the number. >> Yeah. So next time when I see him, you know, because every time he wants to stop to chat with me. Yeah. So I'll have something to talk about it. >> Thank you. >> So that

119that's an excellent result. So yeah, it's kind of a testimony of how the school doing especially you know the leadership and Dr. and uh your staff teachers of course the board members everyone contributed to that. Yes that's why when I saw that you know just feel it feel very good. Yeah. Um and also uh when I saw the enrollment you know 315 enrollment I was like okay I hope that's not the total number. Okay sure enough that's just for the new incoming >> uh students that's another strong statement of uh indicating the recognition increasing recognition you know this school has earned It just you know demonstrates you know we have done something right but a as a group all right the whole school and you know the administration team and board as well um that's

120another thing yeah I think it's very it's a surprise I think it's going to be you know like 200 or something I always think probably 200 waiting families but I I didn't expect we are still have to 315 >> I wonder how we're going to accommodate that kind of demand. >> Yeah. And uh in terms of the fifth year celebration uh yeah we will try to make it because I miss the Chinese New Year celebration. I hope next time you know someone will send me a a message or email I'll try to make it yeah because I will feel great to be there just to be there. Uh so the fifth year celebration going to be on Friday May 22nd from 4 to how many hours? >> 4 to 7:30. >> Uh 7:30. So 3

121Yeah. So Marinus Church Community Center, right? >> Yes. 4:30 to 7. >> Okay. Great. And uh yeah coming yeah thank you very much for your yeah for your leadership and uh your effort. >> Thank you. >> Yeah coming back to the board member. Yes I I strongly uh support the idea of expanding the board to recruit at least one member you know right away. if we come to that. >> I I just want to start with that that yeah, I also support that that we uh recruit at least one board member and maybe an honorable mention maybe two mention but um yeah absolutely I think we need to uh be working with that and start as soon as we can. Um, I want to make sure that we thank the assistant principal Tiffany for the

122efforts for the uh, Chinese New Year effort because that was a big deal. And of course, the unsung hero who rarely gets mentioned is Mario because he plays a big part in the coordination and everything that goes on and those kind of events. And, you know, it's an extra effort for him when when those uh, events happen at the school. And of course, Mason, too. There you go. I know you did your part. You were out there helping with the with the audio and equipment and stuff like that. So, everybody plays a part. That's what makes it so great. And maybe next year the lion dance could be a little bit louder, you know, because I don't think everybody in Irvine heard us anymore, but it was pretty loud. I can tell you that. But

123it was fantastic. The the kids just loved it. They were lined up. I mean, when they went through the hallways here, which is something new and something new that they did, um, the kids were just, you know, standing over each other trying to get a good look at what was going on. It was really fantastic to see. And you're right, missed it because there was a lot of food here too with all of Oh, man. A lot of traditional Chinese food that they were making in the classrooms and stuff like that. Yeah, I really had a lot to eat back. >> Yeah. I mean, I was thinking, you know, if I knew it, I would probably, you know, have brought back the kids. >> Yeah. Yeah. >> Georgia Victoria, they would love it. >> And

124the the Chinese council of both of them that came, they were part of the educational department of the Chinese Council. there are very impressed with our school and very looking forward to potentially providing more uh uh uh input or or more uh association with us and that I think would be great. Fantastic. So moving on to the uh also we are having the of course the fiveyear celebration. I mean really looking forward to that and being part of that. And if I think that if the party goes right I think they're going to definitely have trouble getting us out of there by just so you know. Okay. I might be I might be instigating that. So anyway, um yeah, and uh of course the last thing is the rating for the school, you know, the

125number one rating. And it just, you know, when I think about that, the only thing that comes to mind that I will always, you'll always hear me say, I believe in the dream that is IA. And that's that's it right there. That says it all. So that's great. and just thank everybody involved who makes this happen. >> Thank you all. Okay, it's recommended the board adjourn the regular meeting of the Irvine International Academy board of directors on February 24th, 2026. Is there a motion? >> I have a motion. So, >> thank you, Felipe. Is there a second? >> Thank you, David. Take a vote. All in favor, please say I. I. >> Any oppose, please say nay. None. It passes. Meeting adjourned at 9:02. >> 901. >> Thank you all. Please have a great evening.

126>> Thank you.
