All right, good evening. It's uh 7:06 and we are going to call the regular meeting to order. We have just got out of close session. Uh we're going to start with the pledge of allegiance. Who should we have tonight? Dr. Caladas, lead us in the pledge, please. I pledge algiance to the flag of the United States of America and to the republic for which it stands. One nation under God, indivisible, with liberty and justice for all. Thank you. Um approval of the agenda. I do have one correction to the agenda and that is item Okay. Okay. Um, it is not an EV bus purchase. It's just a plain old bus. So, it's we need to change that to bus purchase instead of EV bus. And with that, Dr. Richie, any other changes? >> No other

changes. >> All right. Seeing that, I need a motion to approve the agenda as corrected. >> Second. Got a motion by member Katuso, seconded by member Valado to approve the agenda as corrected. All those in favor? I post. It's carried unanimously. All right. Next item is public presentations. If there's anybody uh that wishes to have an item placed before the board in future on future meetings, uh you may do so by submitting that information to the superintendent at least two minute two weeks prior to a regularly scheduled meeting and if it's in the within within the board's purview, um it might make it up on a future agenda. So check it out if that's what you want to do. Um, if there is anybody here tonight that wishes to address the board in any item

that is on tonight's agenda, you may do so. When that item comes up before us, uh, just walk up to to the podium. Um, I'll recognize you. Please, uh, state your name and your comments about the agenda item. There will be three minutes uh, for each speaker on that agenda item. If there are multiple speakers, is the total of 20 minutes for that agenda item. Uh next is u general comments to the board. Any item, anybody here that wishes to address the board tonight, you may do so uh in a couple seconds here uh by approaching the podium, state your name. You'll have three minutes to address the board on any item that is not on tonight's agenda. If there are multiple speakers on the same topic, same non-aggenda item topic, uh again that's the

same as the other part of the meeting, and that is you'll have a total of 20 minutes uh for that. three minutes per person. Um, with that, if there's anybody here tonight that wishes to address the board on any item that is not on tonight's agenda, please step forward and I might uh point to the there's a little box underneath that screen over there that has the minutes as they clock by. So, good evening. >> Hello. >> Welcome. >> Hi. Uh, my name is Alfred Rivera. Um, moved to Los Bmanos about 13 years ago. Um, I wanted to address some issues. I don't know if these issues make it to you. I know there's like a a line of, you know, you got to go through the counselor and then the principal or through that

coach and then the principal. So, there are some things that are concerning to me that have been going on for a while now. I don't know why some of these people are still coaching, but um I've been doing it for 26 years and um there this this is a lot of, you know, concerning things that are going on. Um I'm going to try to get through this as fast as possible. Um 2014, um a player came here was at Pacheo. um came in, wasn't born here, so he was sidelined because he didn't have the right name or know the right people. Um then when he told staff, "Put me in. Put me in." The staff, you know, he didn't do what the staff wanted. So the staff went about telling them, "Oh, if you don't

like what's going on, uh we'll put on pads. Me and you can go one-on-one." That's was told to that player. That person is still coaching. He coaches at Los Mario. Um, another thing that's happened, they used to have Saturday practices. Had several players come up to me. I'm well known in Northern California. Had several players, oh yeah, we know who you are. This and that. Um, several uh high school players come up to me and tell me that, you know, there's a lot of coaches. They showing up smelling like alcohol. And I was just like, "Are you sure? Are you sure?" So, I did a little bit more. I had more than say about 12 players come up to me. That was notified. I notified the principal right away. I don't know what became of

it cuz they're not allowed to tell us. Um, also the threatening. Um, the coach that threatened him, that was notified to the principal. I don't know what became of it, but apparently nothing cuz that person is still coaching. Um, next is just recently uh receivers coach over at LB. Um, I'm going to mention this coach because um, what he did I think is real disrespectful to what you guys do, to what the principles do at the schools. Um, this coach put hands on a player and threw him to the floor. Now, when that pair's uh parents were notified about what was going on, the parent the parent went over there. A lot of excuses were made for that coach. I don't know why they made excuses for him, but it it just seems like there's

no there's no excuse for it at all. Um he also showed up to practice with a helmet. I don't know why a coach is showing up to practice with a helmet. I don't know what he's doing. Um I tried to approach him and ask him what is he doing and he just walked away from me. So um that parent was really pissed off about what he did. I mentioned it. It was told that parent went to the principal let the uh principal of Los Spanos know. Um apparently nothing came of it and because he's still coaching there. >> So your your time is up. Oh, >> okay. >> So but um What I would like you to do is to um make an appointment and talk with the um director of secondary education um and

he can direct you where to take this and and follow up with you. He is not here tonight. >> Mr. Morz. Okay. >> Could I could I just mention one thing real quick like like two seconds? um the JV coach at LB, Coach Isaac. Um he got in a player's face and actually spit on that player. And um he's not only he's on only did it once, he did it twice and he's on So the camera that videotapes the game, he's on camera doing it again. So >> Mr. MZ, Mr. MZ, the gentleman in the white shirt, why don't you step outside and talk to him? >> Okay. Thank you for your time. >> He can help you out. Thank you. making room information. >> All right. Is there anybody else here that wishes to

address the board on any item that is not on tonight's agenda? >> Welcome. Well, good evening board. Um, thank you once again uh for having myself as long as well as my government students here. Uh, I'd like to show they're in in attendance today. I know they're busy people and it's nice to see that they uh pick some time to come out here. Obviously, they have to do it for a grade, but it's still hopefully it's nice that they actually do take the time. Um reason why we're we're glad they're here. Oh, I know that's I'm sure you guys are very happy about that. Um reason why we're starting so late uh in the year usually we start ear earlier but uh unfortunately this this year not unfortunately but um on Thursdays it took our

my family's time because um our son plays football and he's a freshman this year and so he was playing freshman football on Thursdays so that kind of took precedent over no offense but took precedent over a schoolboard meeting. So um but I just want to give you a little description of of like what we've been doing and you know actually offer a invitation to come and check it out in our classroom. Um currently right now uh we are using our curriculum which is uh it's called TCI. Um and so they do a lot of interactive uh activities with that curriculum and one of those activities we're doing right now is we're going through the process of electing a a presidential uh candidate in our in our classroom. So today we selected uh uh I had

six brave individuals from each class um announced their candidacy uh into the class and now we're going to start going through the process all the way from uh from announcing to uh town hall meetings uh and debates all the way to um the electoral process which takes should take about 2 weeks in the whole process of going through that. And so hopefully by the time they're done, they'll be able to understand a little bit more about the electoral process that goes through. So, you know, the roles go from candidates all the way to u campaign managers who uh to media. They they're going to have to create like campaign commercials. Uh they're going to have to get endorsements from uh uh staff and and and you know around the the the campus. And all of

this is going to be able to be up in front and center. And uh we started this last year. My was my first attempt at it and I thought I was going to fall on my face on it, but it actually turned out pretty well and I'm hoping uh to do that this this uh you know do it again this year and hopefully know it goes off well. Um and then of course uh eventually that will take us into next semester and we will be uh learning about personal finance uh which is obviously I think is very important uh with young people um starting off with budgeting and going into banking and understanding uh the uh what loans are about and interest rates and things like that. So that way by the time they leave

us, they have um some some key tools in their in their life, a toolbox to take with them uh as they go into the next phase of their life, whether it be college, whether it be work, whether that just be um anything that they do uh outside of high school. So that's kind of like where we are right now. Um like I said, I invite you guys to come on in, check it out as we go through this process. I'll send I can always send out an invitation on the time on the day that we do like um there's going to be um they're going to have their conventions. They're going to do like their uh that's usually pretty fun when they do the conventions cuz they get all excited. They bring noise makers. My

room is just a total mess at the after the end of it. But that's kind of cool. That's kind of cool part about it because they really kind of get into it. So I'll I'll I'll send that information out for you if you want and you guys can if you come on by and check it out. Perfect. So thank you very much. Thank you and have a good night. Good night. What's that? >> Absolutely. >> And we're glad you guys are here. Thank you for coming. And if you have any questions, you can ask. It's um anybody else wish to address the board on any item that is not on tonight's agenda? >> You're trying to make one of your classmates come up. I can tell. All right. Doesn't look like it's happening. All right.

Moving on. Um, speaking of one of your classmates, Leia's here tonight. How are you tonight? >> I'm good. >> Good. Glad you're here. >> So, I'm Leila Navaro and I'm the board report for LBHS. 026anybody here tonight? All right. Seeing no one come forward. How about Las Spanish Teachers Association. All right. Seeing no one come forward onto our facilities report. Welcome Monday. >> Good evening everyone. Board members, executive cabinet, Dr. Richie, I have my facilities update for November 2025. Um, here's a picture of our early education center and our turkey for turkey day coming up. So, I thought that'd be fun on the front there. Um, so, so when are we going to be done at the early education center? I'm sure that's what everybody wants to know. So, we're getting very close. Um some of the things we're working on are completing um landscaping. We've done some testing there and the test came back as it is unplantable soil. So we're having to do a bunch of soil amendments and

um do some leeching of the ground and then we're going to do some additional testing. So after that, we'll be able to either change what we're going to plant there, have to do additional amendments. Um but we want things to grow. So we're having to work through that. So um the landscaping will kind of drag on um until we get it right. So we want to make sure we get it right. Um so we're setting the flag pole, the benches, the bike equipment. We're still working on the signal there. Um Los Palmus and East B. um fencing, the fencing that should all be done by the end of the month. Um and next week they're going to be start working on installation of the marquee. They're also working on um completing all finishing all the

concrete and paving. They'll be complete with that. Um, next week they're going to work on parking lot signage and striping, installing the EV chargers, um, and then final cleanup to follow the striping and then landscaping. Have some plantability issues um, inside the buildings. Um, the the remaining portion of the floor will be installed um, by the end of the month. We had one shipment. We had to wait for some additional materials. See if we go to the next one. Um, so we have some additional materials we're receiving. Um, and then they'll be completing that by the end of the month. We're working on our fire alarm system sprinklers and fire alarm testing. Um, we got set up with the monitoring company, so either tomorrow or early next week, we'll be able to do some testing

over there. They're working on touching up painting of the doors. We got some signage up on our buildings. Um the water heater needs to be changed out. It is not big enough. And um we're changing out the nurses the toilet in the nurse's office. Um and then they're just going to clean up and get that all done. So hopefully early December we'll be all ready and we'll get the furniture moved in and get going from there. All Spanish High School modernization. So here's our nice gym floor. I don't know if anybody has seen I don't know if I put pictures before of that. Um but that is our nice gym floor. Um we opened the bids today for the rest of the board. Um rest of the packages for the um for the rest of

that project. They we had a great contractor turnout. The bids came in actually below what we had estimated on the budget. So that's very exciting. Um, and I'll be requesting a special board meeting so we can get started with that project on 128. Um, the bleachers will be installed here. I put 121, but it's actually 128. They're going to start installing and it takes about a week. So, then we'll have our bleachers and we'll be able to start having sports games again in the Tiger Gym. The teachers that are in the H- wing are going to be moved to the interim housing portables during Thanksgiving week. So the Friday they get out early and we'll start moving them over um classroom by classroom and then by the end of the day on Wednesday of that

Thanksgiving week they should be all moved over. Everything should be there and our classroom wing H will be ready to start doing the work on the 8th. Um that first phase of work will be the H- wing and then the site work demolition for the new administration building. The administration building is a JTS modular and it is in the factory being produced right now. We expect delivery March 2026 and the building to be completed by July of 2026. So they'll be in there for August for the beginning of school. Um our architect has completed some renderings for the project. So this is very exciting right now. Um so this is the plans actually and what it's going to hopefully look like on the outside. So, here's our new administration building. Our new new secure point

of entry there. Some new murals. >> That's a That's a modular. >> That is a module. A JTS modular building right there. Yes. With the lobanos >> high tiger there on it. Yes. Very nice. >> Long way. >> Um, just before you leave on >> go which way? >> Well, you don't need to go back. Um, you want us to have a special board meeting on the ETH? But our regular board meeting's on the 11th. You can't wait till the 11th. >> No. No. We'd like to get started. Construction on the 8th. >> But we're having a special board meeting on the 8th. >> No. >> I am going to request a special board meeting. I don't have the date. >> I read it wrong. You're requesting a special board meeting so you can get

started on the I thought you wanted special on the 8th. Okay. >> Thank you. >> You're welcome. >> Okay. So then this is behind that building. This is what we're calling the senior courtyard. So, it gives the um that is where currently the two administration portables sit. We're going to demolish those. This is going to be the senior courtyard. It's going to be a great place for kids to hang out and spend time. Another view of the outside there. And this is on the other side of that administration building. As you can see, we're going to be putting windows into the classroom wings. Let some natural light into there. Do some blocking colors. Make it look a little more exciting. do some nice landscaping and then of course they'll have their evolves. It looks all

nice and open here, but we we know they're going to have their evolve and right so it's not going to be just open like that. Um so then this is the quad area. We're going to break that up, give them some seating walls, some shade structures, lots of places to sit. Right now the kids constantly just try to hide under the eaves on whatever piece of shade they can find. So, this gives them a lot of um different areas and options where to sit. We have an outdoor stage there. It's a raised stage, so they'll be able to do performances out there, have events, have activities, outdoor learning, whatever that could be used for multiple multiple uses. So, here's our Tiger Gym updated. As you can see, the lobby there has been extended out. Um,

again, that was a deductive alternate on our bids and because the bids came in below what they were supposed to, we're able to keep all this extra stuff that we wanted in the project. Otherwise, that was one of the things that was going to be coming out. So, so that was very exciting today when the bids came in. So, we'll get >> Are these going to be the colors? This is we're making some tweaks to this, but it is very close to this that darker color on that right hand wall. Um, we chose a different color today for that. That pulls a little bit too blue. So, we're we're changing that, but >> the red >> cuz that's really makes it stand out. >> That and then that metal will match the metal on the

shade structures. So, we're trying to coordinate that so they're not a bunch of different reds. So, and then we'll match the paint to all of that because as you can see, we have some brick walls that'll be painted to match. So, we want to make sure all the reds are the exterior reds are all the same close as much as possible. Otherwise, >> And is that on the next slide? Is that is that grass or is that >> that is grass? It it's a bit weird with the rendering, but it is grass. >> But you're actually going to put grass in there. >> The grass is already there, right? That's the quad area that currently qu It just looks very different because we've got it put in those walking paths and seating walls. Got it.

Yes. >> Um but yes, that is the quad. Those trees look really young. We're going to keep some of the older trees. So, there'll be some great shade and then we'll put new trees also. Um so, there'll be a mix of older and new. So, here's a better picture of that outdoor stage. You can see it's elevated ADA path up there so everybody has access covered. It has lights. It has data and plug in where you can speakers, microphone, whatever you need. >> Yeah. Is the figures of those classrooms quad the classroom area is that just going to be painted or they you said there's going to be more So >> the windows there. >> So the windows there, we are doing that on every wing >> up high. Yes. >> On the out on

the outside of the the outside wings. So that one in the middle. Um we weren't able to do that one where uh Mr. Mala is that wing >> where the library is and all that landscaping around with null and nonexistent landscaping surrounding that >> that building is not in this scope of work. >> So we're doing the three classroom wings, this administration building, the tiger gym, the the outside work, the parking lot. Um >> now the other thing is I see lots of wonderful plants. >> Yes. I I that's a bit overkill. That's like artsy on the architect. >> No, I mean >> that would be lovely, but I don't think that's feasible, honestly. >> No. Well, to me, I know that there's always been an issue the same as with the TK. They they

always tell me, you know, why is this so dead looking in here? Well, there's you can't grow anything in this that those spots. So, are I'm sure they're going to work to supplement that. >> Yeah. So, we would do testing of the soil. We would make sure we plant plants in there that will grow because there's no point in us spending money that it's just going to die and then it becomes a maintenance issue and then people aren't happy. So, we will definitely try to address that. Any other questions about the renderings before we move on? This is like the fun part of it. >> All right, go back to the boring slides here. Well, they look so pretty compared to things I do. So, I was like, "All right." So, then here we are

in other projects. So, Mo restroom building um that is on the bid on the agenda tonight. So, if it is awarded um we will get started with that uh the Monday of Thanksgiving week. It is a three-month project. We're going to get the heavy lifting done like all the grubbing out, all the as much as we can while the kids are gone that week. Um, and then we're going to make sure we uh fence that off and make it very secure and safe um to continue work while the kids come back to school. Um, Volta modernization. Um, the parking lot has been paved. We uh I'm so sorry I'm on the wrong one. Um, the parking lot has been paved and we gave that back to them yesterday uh due to the weather today. Um

we wanted to make sure that we didn't have a muddy mess in the back as we were trying to do that drop off and all that. So um contractor worked with us. There's one area that we're still waiting for PG& um in that parking lot for one gate. So until we get that done, we're not able to open up all the gates and make it flow as it should. So but we did give them back the parking lot so they're able to drop off and pick up the students inside a parking lot, not on a dirt road. So that was very good. Um they finished pouring the concrete, all the flat work out front yesterday. There is one small little curb, but other than that, they are done pouring out front. Um they still need

to do the bell housing and the time capsule portion. Um but that is coming along. They've put our EV chargers in. Um and the the entire we hope the entire parking lot will be back and ready um for normal operation at the end of Thanksgiving when they come back at Thanksgiving break. So that is the plan. Um we're going to continue working in the building um through dece through December. So, >> so the EV charger just >> it's it's code. It's >> No, I know. I know. We have to do it, but >> is it free or >> No, people have to pay to charge. So, they would have to put their credit card in. I think it's >> I don't have an electric car, but I I think it's relatively cheap. So, I think

um it would be a benefit to anybody who does have an electric car. We have one at GR We have some at Grasslands. We have this one. We'll have some at the early education center. Um, >> no, that's fine. I just >> like we we we make money. I don't want to say we make money. We get money back for every time somebody charges, >> but I've only had one charge. There's only been one charge on grasslands so far. I get a report and >> Yeah. So, I'm not sure how we can encourage people to charge or >> I notice people parking and they're not charging their car, but I won't >> Yeah, they're not electric cars. So, >> no, they just they just park their car. >> I stay out of that argument that

I'm not going there. >> I don't say anything, but it's like, okay, >> I asked Matt at Bolt if he was going to enforce it. He said no. Also, >> so some another project, Los Junior High School fire alarm. We're continuing to work on that. We plan to be complete by January 2026. PHS CIG classroom and greenhouse. Um, as mentioned, the ribbon cutting is 11:19 at 400 p.m. We still have a few punch list items we're working on there. Um, mainly it's the bells and paging. Um, which is very important for that classroom way out there to make that work. So, we're still working on that. And then I just wanted to show everybody uh do you guys remember I talked about the city sidewalk on the bottom right hand corner? That is how that

is their that's the fix. They fixed the sidewalk. So all the way down they've ground it and they've filled it and it's nice and uh filled. And then the one above that is um something our maintenance department um contracted with a contractor for and it's a pathway from the a farm all the way back to the campus. So that's very nice that the kids don't have to walk through dirt, mud or down the exterior sidewalk. So and that is it. >> Great. >> Any questions, comments? >> Questions. Go ahead, Mr. Lee. What's the status of the um artificial turf for the baseball diamond at Ohio >> next summer? >> Are we out to bid on it or what's the >> It's in design. It's with DSA waiting for waiting for approval. >> Okay. >> So,

when I um I'll bring it back and ask for permission to bid once it gets approved. So, I don't I can follow it and find out when and let you know. >> Okay. Thanks. Thank you. >> Thank you very much. Okay, on to community schools. >> Good evening, Dr. Wheeler. >> So, it's been quite the month since I last saw you. So, I don't have a uh a presentation tonight beyond my words. So, uh, because I've been out of state for about half the month, um, I did take two groups to different, um, national summits, uh, the last one we went to was in Virginia with, um, some of the community schools advisory council members as well as Dr. Richie and, um, Ms. Moreno and, um, Mrs. Garcia who came with us uh because it

was a uh family engagement conference, national conference in Virginia. Um and we had a wonderful time there learning uh you know as as we do you know getting tips and tricks and ideas and and thoughts to bring back. Um in between going out of state for a couple of different conferences, we had quite a lot going on. So, um, as you were told in updates throughout the month, um, we did respond to the SNAP benefit, um, delay, uh, by providing by hosting a food giveaway last week. We gave away almost 600 bags of food to about 300 families and unfortunately had to turn away about that the same number. Um, so the need is great. So, we will be having another one um, next week. Uh we did also tonight have a uh family meal

um Thanksgiving boxes giveaway tonight. That was by invitation only at and Poacho High School was nice enough to allow us the space at the last minute because the weather decided to come in so um so heavy. It was a good thing because uh had we been at our other location, we were looking at the flea market again, we would have been soaked. So, um, tonight we gave away 200 boxes of complete meal kits that included, um, chickens, uh, chicken as well as, uh, vegetables and uh, fresh fruit, um, and dairy. So, we were able to give those away to 200 families, um, today. And then we are hoping um with in in partnership with our um nutrition department we are working together to um get donations and um also uh secure food. Um that's a

difficult thing right now. Uh you may be aware the food banks are also very um low in supply. So finding um donation um or even food to buy has been something that we've been working on uh around the clock really. Um and so that has been our focus has been supporting the community um supporting families who are um unfortunately um unhoused. And so we're we've been able to um you know step in and and help with that as well. And having the network of liaison that work with the different departments has been very helpful um as we support the families. So that has been our focus in this last month. We also did have our event um that we uh partnered with the um city uh parks and wreck and by national of California at

the um a and sports complex and that was a lot of fun to see all the um students and families out there in their costumes. Um, we will be we're gearing up for our December 20th event that we will be having for our our um toy giveaway. That will also be food giveaway as well. Um, so that is going to be at the community center from 10:00 a.m. to 2:00 p.m. on Saturday, December 20th. And and I will be making sure that you all get flyers for that when those go, you know, when we're ready to send those out. So, um, you know, it's been quite the month and and we're going to keep going straight through into the holidays. So, um, any questions? >> Questions? >> Okay. >> All right. >> We'll continue to

keep you updated as as, um, you we events come up, you know, as we we find um or if you have any, uh, connections, we'd love to, you know, talk about that as well. So, let me know. >> Have a good one. Thank you. >> Thank you very much. Good information. Good information. All right. Next up, Mr. Barz, you get to come back real fast. Just got in time. We're having our first attendance report. >> Yes. So, uh, this is actually an attendance report and this is the information that I was asked to provide. I don't know if you want me to present it or do you just want a copy of the report? I'm going to be do doing this on a monthly basis. Do you have any questions about the report? >> I

don't. Does anybody have any questions? Okay. So, I'll be providing this on a monthly basis. And if you like me to do anything else, let me know, please. >> Okay. >> Thank you. >> We'll let you know. Thank you. Thank you. >> All right. Um, super tennis report, Dr. Richie. >> All right. So, as they were saying, this has been a really busy month. Um, it's been a it's been a great it's been a great month in our schools. Red ribbon week was celebrated last month and which I don't know if you guys were able to get out to see some of the classrooms to see some of the uh the different things that different events that happened at the schools to uh celebrate being drug free but it was the great activities happening at

elementary and the and the junior highs and high schools. Um we also had uh the uh as we heard this evening the community schools food drives that are going on and the the work that's happening with our community schools leaison at the different school sites supporting our families um has been fantastic. We have an ongoing professional development series for letters training which is increasing the uh literacy development of our teachers helping them to understand better how to teach literacy to students in early grades. We'll be talking a little bit about that later with the CASP results. And um right now we have um several cohorts. We have um over close to close to 200 teachers who are participating in this training so far. Um that's remarkable uh because we have 550 teachers districtwide. We have

almost all the uh primary grade teachers in the district are going through this training as well as many of the upper grade teachers as well. And so we're looking, this is one of those things where we're looking to do some long-term investment in our people because we know that as people know better, they do better. And we know that um if you've seen over the years that you've seen the news that literacy development is a is an area of of high need um throughout not just our district, but throughout the state and throughout the nation. And so we are betting on the fact that as we invest in our in our staff and as we worked with them using the existing um structures we have that they're going to do better and that they're going

to help our students to be able to learn and to read at a higher pa higher pace. And because of that we expect our students be able to do better in school because when you can read you learn and um last thing um I want to just commend uh Miss Monday. Um she's been working so hard on all the facilities, all the different the growth. You're seeing the the great work that's happening around the district. This week we convened a facilities master plan committee uh which has uh administrators, teachers um on it who are looking at what are the needs that we have at our school sites that follows up on the work that has been done over the past year of looking at what's going on. And then we're taking the results from all

those conversations and we'll be putting together a plan that we brought to the board later this year of here's our basically our plan for um addressing some of the facilities issues throughout the district as well as some of the uh the ongoing maintenance issues that we have and we'll bring that to the board and say okay here's our plan for the next several years. It's one of those things where I I had a mentor who he always said um we we have enough to be able to do anything we just can't do everything. And so that'll be one was the point of the purpose of this plan is to be a be able to focus in on what are our highest needs wherever we can get the most bang for our buck in order to

be able to provide um the meet our strategic directive number four which is provide um state-of-the-art facilities for 22nd century learning for all our students and uh that is my report. All right, thank you. All right, on to uh board member reports. Let's start. Uh Mr. Castro, go ahead. >> I have no report. >> No report. Mr. Lee, >> welcome. So, I um had the pleasure of attending the um Coyotto University of Advanced Sciences uh exchanging of gifts ceremony uh at Pico High and it was they do this every year. So, I'm glad that that's continued and and it it helps kind of helps um give our students um uh an aspect of what happens when they speak to other kids from Japan. Um so, I like seeing that. Um I attended the Mo Fall

Festival. Uh they did have a dunk booth, so I was glad to see that was back. Um I enjoyed the multicultural night at Pico High. Uh it grows every year in size uh and see so many different cultures represented with food and entertainment. Um I attended the Los Banosai trunk or treat event uh and the band band's Halloween extravaganza haunted house. Um it seems like this year there was a trunk or treat event every night of the week on Halloween night somewhere in town. Um I did attend the Veterans Day parade. Uh, congratulations to Grasslands Creekide and Laspanos High for having the most spirited entries. Um, I attended the the flag raising ceremony at Grasslands on November 6th and always nice to see all the local veterans participating. Uh, we had the 13th annual empty

bowls event uh on November 6th um at the arts center. Uh, it was a sponsorship with the arts center, the school district, and the Lostmass Rotary Club. Um, thank you to the students who created ceramic bowls this year. And, um, each year the the Las Rotary Club holds a speech contest for all high school students. Um, it we're starting it right now. The planning of it, um, there's $2,600 available in prize money. It's open to any high school student that wants to apply. Application deadline is December 19th. Um and both high schools principles and FFA advisers have all the information for those who are interested in participating. And then a couple things. Um Saturday there's um Assembly Member Esmerald Sora will be at Pico High from 10:00 a.m. to 12. They're um giving away free

turkeys. Um and then on um November 25th um at the fairgrounds here in Laspanos uh they're giving away 500 turkeys as part of the um Kathy Hosetler Foundation. Uh so if anyone is in need of a turkey, there's a couple opportunities and that is my report. >> All right. Thank you, Miss Katuso. >> Okay, I'm just writing a note. Um, well, I did attend the multicultural night. I was way off of my numbers. I thought there was only about 2,000 people. I guess there was 3,000. It was just amazing. And you guys do a great job. It's just so I mean, it's just so inspiring to see everybody there and having a good time and and all the booths and everything. Um, I was able to go to the Santa Cruz band review to see

our high school bands march and compete and that was that was really great to do that. I I enjoyed watching the bands. also went to see the choirs at Pacheo High. Um, and the so it was PCO High, the Jun and Las Spanish Junior High. And what was really cool is that they actually had Stannis Law Stan State students perform. And that was just that was pretty amazing the way they performed and I think it was great for Pacheo and the junior high to be able to see where they could go when they went on to college and stick with choir. Um, I also got to go to the grasslands flag raising and um the veterans parade. There probably wouldn't be a veterans parade without our schools there. So, congratulations to all the schools that

entered in the parade. Uh, other than that, that's about all I have. Oh, one one other thing. Pico Drama starts their play tonight, The Outsiders, and it's tonight, tomorrow night, and I think there's two on Saturday. So if you got time to go see, that's always a good good job, great play to watch when they do perform. So go out and watch the kids. Thank you. >> Oh, happy Thanksgiving. >> All right. Thank you, Miss Valado. >> I have no report this month. >> You had no report. Okay. And I normally at this point I usually say ditto because they've done everything to everybody else but I have basically been out of the country for the last month and out of state and everything else doesn't look good in the next couple of weeks either.

So, I wasn't able to go to anything except I did um I did MC and announce the veterans parade this year and I will say that the schools put out some great floats and I mean they spent a lot of time putting those together and they were really cool. Um they had motion, they had bubbles, they had smoke, they did a great job. The beam the theme of course was space. um or the or the Space Force, which is one of our uh our government uh federal government uh military forces, just brand new, only a few years old, and uh they did some great Space Force theme floats. So, congratulations to all of the uh schools for putting in such great work and making all those things happen. They were really cool. And with that

we are going to go on to new business starting with uh the Williams settlement report. Dr. Richie. >> So uh this report is being presented to the board is for our window settlement and we have Nester here from uh from MCE will be sharing the report with the board. >> Good evening. >> Superintendent Dr. Sha Richie. audience and students. Uh I do want to share it's awesome to hear all the great things that are happening in your district and great to see a lot of the construction that is happening especially after visiting some of the school sites. Um my name is Nester Enriquez. I am a state and federal coordinator for Merced County Office of Education. I do want to extend my compliments to your staff, your principles, and your maintenance teams as they were

preparing for these Williams walks. It was a lot of work and so I do appreciate all the time and effort they put into it. They made it a very easy thing for us to be able to come in and it was very welcoming for us to be able to visit your uh school sites and your classrooms. Um just a little bit of bit about history on the Williams walk. Um, the Williams settlement is a 2004 uh created new standards for textbook sufficiency, good repairs and facilities and teacher assignments for all California schools came from a lawsuit that happened a few years back. Uh, the settlement required our county superintendent as a monitoring agents to ensure that these new standards were implemented. Uh in addition, education code section 1240 requires annually that the county superintendent submit

a report, which is the one that you do have today. Uh at a regularly scheduled November board meeting for the governing board of each school district describing the state of the schools, which is what you have there as well. Uh the Williams visit must be conducted annually within the first four weeks of school. uh within the school sites that we do visit, 25% of them do need to be unannounced. Some so some of your school sites were unannounced. Uh the annual report does include uh different findings related to student access to instructional materials, compliance with facilities, uh maintenance requirements, uh accuracy of Williams data that's reported on the school accountability report card, uh teacher mis assignments and teacher vacancies and that was provided for all 11 school sites that we visited. Uh in addition um

there are some changes that happened with Williams um and understanding when the identification does occur. Uh this is the first year of three years last year that three-ear cycle had ended and so there may be new schools that were identified within the uh the 11 I believe last year you had three uh so this is a new 3-year cycle. This list was generated with the 2324 fiscal data and is used to monitor the LEAS during the 2526 school year 2627 2728. Uh I do want to note that the teacher assignment information is um a little behind all right because TAMO does report information that's a year or two behind. So some of the information that does reflect in the report is uh based off of that. So, and that's just based on our CDE. I

know that's something that we don't have access to. So, it's based off of that on there. Uh, the ELEAS that are identified on this Williams list during the first year of this uh the cycle will retain their Williams eligibility status for three school years regardless of potential CSI, ATSI, teacher credentiing per uh percentages and improvements. um did want to make some notes for uh textbook insufficiency. That's just making sure that all students have access to the materials in the classroom and at home. Uh if there were any emergencies that were needed to be addressed, uh they would have already come forward uh and we would have had a conversation about those. So, no emergencies on that. Um overall, we visited the 11 schools. We had no findings on any instructional materials or the facilities. None

on the SARKC, which is a student um report card, accountability report card. Uh so there were no discrepancies on that. Uh all your schools fell under either good or fair as seen on that report. Um, and the report was based off of uh teacher assignment or if they were identified for CSI or ATSI on that. Um, so just kind of going through that on there, you do have a report in front of you which does identify the uh different areas for teacher credentiing. Again, for that teacher assignment monitoring, it is from the 23 24 school year and it does have their percentages on there. Um, other than that, we did get to visit all your 11 school sites. Everything went great. Um, and just open to any questions if you have any. >> So, um,

under facilities, there's a score. >> Yes. >> How is that score determined? >> So, that score is generated after visiting the school site. And so, we use a fit report with the maintenance team. And so that's identified based on the number of deficiencies and clearances that are uh shown at the school site itself. And that report will generate that percentage based on the number of classrooms that we do visit. >> What's a what's a deficiency? Just an example. >> Uh so it can be anything from like having stains or rips on carpets. It it varies. So we go into classrooms looking at different areas. It can be if there's like holes on the walls, things like that. Okay. And then um under teacher assignment monitoring um I understand clear and out of field inter ineffective.

>> What's an ineffective? Yeah. So the ineffective is a teacher who assignment is authorized by emergency permit and does not require uh require the possession of a full teaching license. So, this teacher holds a teacher credential but does not possess a permit or authorization that temporarily temporarily allows them to teach outside their credential area or an individual who holds no credential permit or authorization to teach in California. So, under this definition, teachers with the following emergency permits are considered uh ineffective, such as provisional internship permits, short-term staff permits, uh variable term waivers, substitute permits, or teacher teaching permits for a statutory leave. >> And how about incomplete? uh incomplete. That one is to indicate missing or incorrect information about the assignment uh that was reported by the LEA which prevented a complete or accurate determination

of the teaching assignment. >> Okay. >> All right. Question. Mr. Lee, >> you probably said this earlier, but I didn't catch it. So, there's 11 schools you visited. >> Yes. >> But I noticed that, you know, not all of them are on here. So, how were 11 chosen and like Pico wasn't chosen? Uh so Pacheka was not on our list. It was identified based on the dashboard and based on their uh teacher percentages. Um so different school sites were identified for different things that came off that 23 24 dashboard. >> Gotcha. Good. >> Miss Bel, >> well you asked the I you you asked my questions, but I do have a question on the TK, but I think I know what it is. When I see 33% ineffective and I know it's two years old,

is that because of the change in credential to be the TK teacher? Yeah. >> Yeah. >> All right. Two. So, >> um, so I understand that Poacho and I think St. Louis is St. Louis on here too. I don't think St. Louis made it, but they would still have to have a fit report, correct? >> Yes. So your district would have a fair report that would be done by your maintenance day. >> Right. Any other questions? >> All right. Seeing none. >> All right. >> Thank you very much. Appreciate it. >> Thank you guys for your time. >> Good report. Thank you. >> All right. On to item B. Welcome, Miss Roachcha. >> Hello. Hello. Oh, hello. So, um it is re recommended that the board um approve the submission of my licensing application. So,

after you saw that all the beautiful pictures from the early education center, we are licensing two new preschool classrooms. So, we'll have a total of six. Um, so I'm bringing it to the board for you to approve, for me to send that license off and for them to come and make sure that we have all of our ducks in a row so we can be um, considered licensed. Um, there's also a resolution authorizing um, me to sign documents and also for me to designate staff to sign documents because there's times when licensing comes and they do unauthorized visits and I'm not there. So, there has to be a designated person um, to sign documents in my absence. All right, questions. All right, need a motion, please. We got a motion by member uh Castro and

a second by member Gatuso to adopt the resolution and approve the application. It is a roll call vote. Dette, please. >> Yes, >> Mr. Castro. >> Yes, >> Mrs. Gatuso. Yes, >> Mr. Leeb. >> Yes, >> Dr. Moran, Mrs. Smith, Miss Valado, >> and Mr. Pereira. >> Yes. Item passes unanimously. Thank you, Danette. On to item C, resolution 50-25, the authorization to sign on behalf of the governing board. Dr. Please recommend the board adopt resolution 50-25 which gives authorization for the assistant superintendent of administrative services to sign on behalf of the governing board. >> Right. Conference of questions. Not need a motion please to adopt the resolution. >> Got a motion by uh member valido. Seconded by member Leeb to adopt the resolution 50-25 authorization to sign on behalf of the governing board. This is

also a roll vote. Nanette >> Mr. Castro >> Mrs. Gatuso >> yes >> Mr. Leeb. >> Yes. >> Dr. Moran. Miss Smith. Miss Valado. >> Yes. >> Mr. Pereira. >> Yes. Thank you, Annette. All right. On to item D. Accountability Report Community Facilities District number two. Dr. Lee, >> it is recommend that the board acknowledge receipt of the report and file is for records. This is a local agency special tax and bond accountability act compliance SB 165 report which summarize information related to community facility district number two know CFD number two. Great. questions. All right, we just um verbally say that uh we have acknowledges the receipt of this report. Thank you very much. And on to item E, the 2025 LBUSD CAS results report. And that's Dr. Sutton, but who's going to do it?

Dr. >> All right. >> So, Dr. Sutton expresses his regrets. He won't he wasn't able to be here this evening. He is out ill. So I'll be giving the the cast results for him. Thank you. So the uh the 2025 cast results were released this past month and overall as a district we did pretty well. we increased um by 2% in ELA um and 1% in mathematics for 34% um of students who met RC standard. the the uh areas that they give you, they grade you on essentially is that you have an standard not met, standard nether met, standard met, and exceeds. And that they look at the students who met the standard and exceeded the standard. And so we have 34% of our students in grade and the Casper is given in grades 3

through 8 and then again in 11th grade. And so you can see about 5,800 students districtwide took the uh ELA or the math portion of the assessment. Now the results in English. Um this graph here you can the bar graph's nice uh but it just shows you over the past three years. The things I like to like to key in on is the two areas we're looking as the percent that met exceeded but just as important as the percentage of students who um do not meet. And so you want to see that number decrease. Um so essentially you want you just want to see you know rising tide raises all boats. you see that from 2024 to 2025 we we increased by 2% and over we had kind of flat growth in ELA um from

0792023s but you see that that growth that we did have that 2% growth since 2023 but overall we also have that percentage of students who did not meet decreased and so that shows that we're moving in the right direction. If you look at by grade level, you can see this the same thing, third, fourth, and fifth grade right here. And we'll go through each one of them. You can see the uh the there on the bottom, it gives you the change from 20 24 to 25. And also the percentage of students, the decrease in standards not met. You see the the group with the the grade level with the largest increase from 24 to 25 was fourth grade. You have moderate growth in third grade and fifth grade. uh fifth grade it dropped back a

little bit but you see this this incredible growth in the fourth grade and then you go down you look at from over the last two years you see once again that across the board third grade and fourth grade both increased the percentage this percentage of students standard not met also decreased fifth grade we're in and fifth grade historically is a grade where it's more difficult to see growth because the standards change pretty dramatically in fifth grade there's a big jump in what students are expected to be able to not only know but to be able to understand and to be able to apply their their learning. And so you'll see fifth grade is typically where you'll have um a little bit less growth overall. Sixth grade also you see that that grade lots of a

increase in met exceeded decrease in standard not met. Um seventh grade is something that I'll tell you that's a difficult grade generally and the fact that we've seen that growth over the last two years is pretty remarkable. um because historically seventh grade is not typically do that well and so we're seeing growth there and we want to see that continue. um eighth grade there there was a step back this past year and overall since since um 2023 there is a step back as well and so that's an area that I know that the junior high schools they're looking at how they can better support 8th grade and in terms of moving progressing forward in ELA and 11th grade um moderate growth um 2% uh met and exceeded and an increase and then the standard not

met um slight well Just there's there's it says maintain 0% is a slight change of like 0.1. All right. Mathematics same thing. Um you see that that we have um the uh percentage increased the percentage not met decreased and over the past two years which is not typical um for unified school districts in California over this time. That math is kind of flatlined. The fact that we we increased and we decreased 9% nad is really significant for us and gives it shows us that we're moving in the right direction. You see same similar trends in uh in mathematics for third grade and fourth grade in terms of increases and a decrease in standards not met. We see once again that same uh troubling trend in fifth grade where students have had more difficulty as the

standards as the standards ramp up. And so that's an area of focus for our elementary um education is what can we do to help better support our students then transition from fourth to fifth grade the standards there. Sixth grade once again you see similar trends as ELA seventh grade less but also similar trends. And then you see in eighth grade however they did they had an increase versus uh we saw that there was not one in um in uh and ELA and then in 11th grade also we see a similar trend of increase. So across the board really by the grade level um we look at that fifth grade this an area we want to focus in on but then we see that every other grade the exception of eighth grade and ELA show that

they increased their percent that met and exceeded and decreased the percentage students did not meet the standard. This slide here shows you by it shows the the school district um the percent change um from year to year 2024 to 2025 that met exceed standards and you see it by school site. I will um like to to note that uh Pache High School is has the uh highest percentage of students in the county for at a high school for um meeting exceeding standards in ELA and they're among the leaders in uh mathematics as well. And let's see, Dr. Sin sent me a text me. Make sure I'm getting everything he wanted me to talk about. Okay. Okay. And then uh Dr. Sutton also like to mention that that Grasslands is the number seven the seventh um

highest scoring school in the county in mathematics as well. And if you look look through the ones in green, um the the dark green is a basically growth a change of percentage of over 5%, light green or just normal green is a change over 3% and then the light light green is a change from zero to 2% and then you see the red is self-explanatory and dark red shows you a decrease in that percentage. And so most of our schools and um ELA you saw an increase and with um a couple schools with some dramatic decreases and the mathematics is kind of a mixed bag. Um some grew a little bit, some decreased a little bit, some grew a lot, some decreased a lot. And so it just shows that we have to continue um

focusing our efforts on um e not just ELA and literacy but also mathematics across the board. Some of the trends that we see in terms of students who are struggling, we disagregate the data by school groups by student groups. We see that uh when you compare students um by uh to their proficiency level or their percent met standards, we students students with disabilities continue to uh score about 25% less than all students so economically disadvantaged. And that means students who qualify for essentially free and reduced lunch. Um that those students score 2.2% less proficient compared to all students. And as a district we have about 84 85% of our students qualify for free induced lunch. So that number is going to generally be pretty pretty similar um just based on the percentage of students who

qualify. our English learner students uh almost 26% um less and the uh we talked about this with the um with uh the LCAP last year that uh there's a new um unduplicated count group that's being count that's being used for um supplemental concentration funding um and in the terms of and also a group that we have to track how well we're working with them that's for long-term English learners a long-term English learner is a student who's been considered an English learner student has been eligible for English learner um support for over six years and has not ex exited the program. So you'll see some students in the elementary school around sixth grade can be qualified as long-term English learners. If you get into the when you get into the high schools, you typically you'll find

most of the English learner students in high school are considered long-term English learners. And that's because a student to exit from um from being to be redesated as an English proficient student, they have to score a four on the uh alpac as well as meet some other criteria that's been set forth by the state. And then you see our on how students um are they score 2.7% less proficient than all students in ELA. And then mathematics um the discrepancy is less um but still you still see generally about the same um the same percentage in groups in terms of the when compared to their uh to all students. So overall when you look at the trends we have areas that we need to work on. Um but I will say that this is when you

compare us to other unified school district across California and I um I don't have the that slide from me. I'll bring it another time when we talk about the dashboard. Um we still there's about 37 38 districts that that have over 10,000 students are in unified school district and have the similar percentage of um students who uh are considered socioeconomically disadvantaged and a similar percentage of students who um are considered English learners. When you compare apples to apples comparison between us and those other districts throughout California, we sit right about the middle in terms of uh academic achievement. um we're not we're we're really right about the 50th percentile problem and that's not where we want to be. We want to get better. Um but one of the things that gives me a lot of

hope is when you see that percentage of that growth that we have we have we continue to grow year after year and we're seeing it and we look at our MAP scores, we're seeing that trend going up. And one of the things that um that I noticed um was when you look at our MAP scores from last year, you saw fourth grade coming. You saw that growth was going to happen. You saw the trend start when those students were in third grade and then you're seeing it continue into fourth grade. I'm really curious to see that that we continue to see that growth um increase when we get into fifth because we're seeing we're seeing that happen and we saw if you get individual school sites you see like at the growth that happened at

JCO High School both in mathematics and in ELA you see the growth that's happening those with those students and so what we're doing is working we just need to keep working with it and we're going to we're going to see it increase I I liken to an exponential curve that linear curve you just get you you just go up a little bit all the time. What you see with the exponential curve is that the growth starts slow until you kind of hit a point where it curves up and starts going fast. And we're hitting a point where we're we're not at that point where exploding upward, but we are growing at a faster rate than we have in the past. And so the next few years, we're expecting to see that growth continue to improve.

Uh because our goal is eventually our goal is we want to have every student, you know, walk out of here proficient and meeting exceed standards. Is that likely? No, it's not. But we that's still something we're going to shoot for, but we want to see we want to see the percentage of students who meet exceed standards grow every year until the point where we're not just saying, hey, we're doing pretty good compared to other schools. We want to say, no, we're we're leading the county. And then we want to say we're leading districts like similar to us in the state. And then we want to the point where we say we're leading the state. And that's that's our that's our goal is to continue to push forward. And this is a good this is a

a good way for us to track how we're doing. >> Questions? >> All right. So, >> no, I'd just like to get a copy of that. Sure. >> I mean, I that way I don't have to do my own on the dashboard. >> Absolutely. Absolutely. We'll I'll make sure that with check the dashboard, but it's nice to have it. which also, thank you for bringing that up. The dashboard data was just released today. >> Oh, good. >> So, it has now gone live and I can tell you we'll do a presentation in December on the dashboard data, but um uh something that that I'm excited about, I I got a call when the preview was going on last week. I got a call from um from Merced County Office of Ed um to tell me

they're really excited say, "Hey, Sean, did you see the dashboard data? It had only been out for like an hour and the the site actually crashed because I was at a I was at a a summit with a bunch of superintendents and we all got the email at the same time and all of us jumped on right away to go see and I was I saw the email before I went out. So I was able to get in and take a quick look before the site crashed. So I saw that we did pretty good in all the different areas. We'll get into that more. What was really encouraging was that MCA when the represent from MCA called me they said hey Sean do you recognize you guys have been have qualified for district assistance and

district assistance is when you know that's when they have the little fan over red and orange and yellow and green you know groups and they said you qualify for district assistance when you have either as a whole system schools or as a district you have a whole system in red in an area or you have multiple um different groups like long-term English learners and and so economically His disp students who are qualified in that red area and said this is the first time since the dashboards come out where we exited district assistance. Uh we we we've been in district assistance for the entire time the dashboards have been here and we're still in it for last year and so that's that's the because it's a two-year process. But for this year, this is the first

time we did not qualify. And so once again, it shows the progress. We're make we're we're making progress and we're gonna celebrate growth every single time because all you can do is get do a little bit better than the day before and uh you keep moving forward and so we'll we'll share more about that in December. >> Thank you. >> Any other quote, Mr. Valdo? >> Oops. >> This is one test on one day and it's going to show something. It's always nice to have something, but you know, I get really nervous when we put all of our eggs in a basket and think it's going to show us something that important. Um, to me, what's important is that if you have a subgroup that it's always going up. So, it's not that they're going

to get to proficient because if they're at a very low end, all I want to see is for kids to grow. So that's really crucial and I want people to know when you look at test scores like this. That's what you want to look at for your own child is did my child grow from last year. So and that's what you want to see. I am concerned about some of the schools that I saw that went backwards and I know you are too. So, I know I don't have to say that, but sometimes it's looking at, you know, what are the other schools doing that we can share so that, you know, the backwards thing doesn't happen? Cuz it's never good to go backwards. You always have to question yourself and go, why did those

scores go backwards? Cuz we don't want them to go back back backwards. But I know our district is always striving to make sure that doesn't happen. And it's nice to see that even though it's a little bit of growth that still it's up and not backwards. All right. Any other comments? All right. Seeing none, thank you for that information. Good to know. Um on to the next item. Item FCTTE media first reading new class. Are you going to do that also, Dr. Yeah, I said I'm I'm going to be Dr. Sutton tonight. So, all right. For this Yeah, that's the right one. Okay. So, it's recommended the board declares the intent to adopt the core CTE digital media arts 78 for the district. >> Now, this is out of Prop 28 funds, right? >> Um

well, this is this is just a course adoption. So, this is so Prop 28 funds can be used for it. Um, but this is but this this is just adopting a course so it can be um it can be used at the junior high school. >> I need a motion if you have no questions. >> I have a question. >> Okay, Mr. Lee. >> Dr. Richie, I'm just curious. So, um, item F and G both are interesting and important to me being that they're digital media and digital photography. I see in the packet that they're being taught by Mr. Feld at Creekide Junior High. Uh no, he was the originator of the course when he was a teacher. He was the originator of the course and before this this course was not considered a CTE

course. And so this is being brought to the board now since he was the originator and created the course. That's why he say it's on there as originator. It's been this by bringing this this course to the board. It allows us to be able to offer this with someone who has a CT credential or we offer that we can still have the other course that's on the books where you don't require a CTE credential for it. So this is just allowing us more flexibility in how we can schedule the classes and eventually what we want to do is we want to be able to link this into a pathway that would lead into the high school and so it would go into a be into a digital media arts pathway. It can also go into

a journalism pathway. There's a lot of lot of things we can link this into um high school course pathways and also link this further on into the junior college where students can get dual enrollment credit. And so we're looking at this in terms of long-term gains of providing more elective courses for the junior high students as well as creating that that uh school to career uh link. >> So are these courses both uh scheduled to be taught at at both DSpos Junior High and Creek Side? >> This is districtwide and and courses being taught always depend on do you have the personnel that has the correct credential to be able to teach the course. But but this is not a creekide course. This is a lob balance unified school district course for seventh and eighth

grade. And so it's eligible to be taught at both public schools as long as we have the personnel to teach it. >> Got it. Thank you. >> All right. Any other questions? >> So I'm just going to go on record and say I think we should have named it intro to these. So intro to digital media, intro to you know uh the photo digital photography. So then you've created your pathway for high up to high school and and again you know I also talked to you about A to G on some of these as well but >> that that's as as and as we'll just we'll just throw the the conversation out here on the record that yeah that's that's on the docket for the future. This was the idea right now is let's get

the courses out there where we can go ahead and be teaching them now and if we need to make adjustments in the future we can. >> Yeah, I get it. I just want them to be on record. All right. Any other questions, comments? If not, need a motion to uh declare our intent to adopt the CTE media arts 78 for the district new course. >> I move that we declare intent to adopt the CT. >> Got a motion by Miss Katuso, seconded by Mrs. Valido to declare our intent to adopt the CTA media course for 78. All those in favor? >> I posted. >> It is passed unanimously. On to item G, CTE digital photography. I believe this is probably the repeat of what we just had. >> Basically, it's recommended the board declare its

intent to adopt the core CTE digital photography 78 for the district. Any other any comments or questions? If not, need a motion, please. >> I'll make a motion to approve the CTE digital. >> Got a motion by member Lee, seconded by member Katuso to declare our intent to adopt the CTE digital photography 78 course for the district. All those in favor? >> Opposed? It is carried. Thank you, Dr. Richie. On to item H, 2025, Proposition 28, review. Mr. Sersby, welcome. >> Good evening, board members. Before I get started, uh, Miss Valido, I'd like to let you know the library over at Los High School uh, is actually will be landscaped by Mr. Salsa's environmental club and which has already been commissioned by Mr. Waltman. um they're in the process right now of uh picking native

plants, stone, gravel, and stuff like that. So, in the spring, they plan on getting going, just to let you know. Okay. Uh Prop 28 requires us to review what we've done over the course of the past year. This is our annual update and review. Um we have a bunch of new positions that are here and Prop 28 as a quick review requires us to spend 80% of the money on new personnel. it cannot supplant anybody that's um an existing position. And so we've been very diligent um especially over the course of last year approving new two new positions, the visual arts assistants and we've hired nine or in the process of getting the nine along with a band and or drama assistant. As you can see there, uh we have multiple positions at different sites.

Some of them already in place. I've had a chance to meet a few of these individuals. I can tell you that speaking with the teachers at at least Los Junior High School and Pico High School that they're very excited with the people I have in there and they've already noticed a difference in the classroom. Also, we're looking to expand uh the arts program at Los Junior High School and currently we're looking for certificated art teacher in addition to the one they already have there because they have space at that school. So, we're excited that we'll be able to expand uh Los Junior High School. um total new positions created to date and you're going to see me again uh next year um probably a little bit earlier than uh November, but I will be updating

this slide every year for you going forward. And to date, we have uh nine visual art assistants uh fan uh four band andor drama assistants, a certificated art teacher, one elementary band teacher, and one piano accompanist. And some of those, like I said, are unfilled, and we'll be looking to expand that list uh by next year. We have some ideas and plans. Um we like to put a few other uh certificated positions at different schools. Uh right now we're looking at uh space and availability. So some of the things we did um as you remember the first year was pretty much all about band. Um band is still getting some things um but we really uh dove into the drama section of Prop 28. And this is uh Las High School um their stage. They

don't have something like Pico High School. Uh, this is a picture of it being completely repainted, brand new curtains and state-of-the-art lights. It's hard to believe that one of those little lights up there that does pretty much every color you can imagine is cheaper than one white light. So, um, you know, there was a little bit of cost savings in terms of replacing them with something more modern as opposed to replacing the old gel lenses where, um, you have a white light, you got to change those little gels up on top. So, that's been completely outfitted and you can see the scrim curtains up there. This uh stage did not have any scrim curtains or um side curtains. And the original curtains, if you remember, were actually kind of um maroon. I guess they were

trying to match the school colors, but now they have a nice black curtain. And the apron out front is now black. Um Miss Brazil's uh school there, Los Junior High School, was another school. They got brand new curtains. Um they also got lights up there on the top. We're almost to completion with those lights up there. We had a hiccup the school being built a long time ago. So, uh, we have dimmer switches and so we had to bring electrician in, but they have all new state-of-the-art lights and we were told if we turn them on, we'd melt down the new lights because of dimmer switches. So, um, the electrician has been out. We're just waiting on a few parts. Um, but we are close to completion. U, we'll hope to have that, um, hopefully

within the next, uh, 4 to 6 months. Um, parts for drama and stage take a very long time, I found out. Um, getting parts take a very long time. Um, they just don't have this down at your local store. So, um, moving on to art, uh, specifically ceramics, uh, been around all the school, uh, schools and we've been doing, uh, looking at all the kils and we have a a few things we need to, um, update. So, PCO High School kils, uh, while they're in good working order, uh, the burners are in need of service. That was really their only need and so that was good news. Loss High School, um, we have some issues there. Um, our kiln is no longer in compliance um and code based on where it is and the part

of that is tied to Miss Monday's uh remodelization over there at Los High School. We're working in conjunction as to where we're going to move it. You'll see a picture here shortly, but it is not uh DSA certified. We're hoping to get that done with the next two years. A lot depends on what they're going to allow us to do or not do. Um, but we at the moment still have the kils in there working, but they're very much dated. uh Creekide Junior High School. Um they have kils over there. Um the problem was when they installed them, they set them right on the ground and didn't put the legs on them, so they're rusted out. The good news is I can tell you that we have shipment notification uh for Mr. Hartley's class and

all the supplies have all been ordered and they're actually on the way to him right now along with new kils and legs. So we're very excited that he's going to have uh new kils over there uh very very soon. And our local electrician within our district, Mr. Cash, will be helping with that. and Los Junior High School. Um the kils need to be replaced. Um that's in progress. We will have to identify a company to come in to help remove the old ones as the kils are bigger than the doorway. So we're thinking they built the school around the kils when they put the school into place. So they're a little dated. Um so up on top the upper leftand corner that is creek side as you can see. Um if they actually been on

legs um they're an outside covering. um they probably would have survived, but through the years the water um you can see that the water's right around them. Um so this is why we lost them. They should have lasted a lot longer. The bottom right hand side there in the middle uh those are um lost Junior High Schools, like I said. Um I put a tape on them and the door it's not even close. Um so uh we're going have to pay a company to come in and take those out, redo it, but it is in an indoor facility with a hood. Um very nice location, just we need to update the equipment. Um, this is Los Benpos High School. Uh, the bottom picture shows you it's attached to the egg shop. Um, and you can

kind of see the kils in there. There's some leftover pottery, uh, which is kind of cool. But it is in desperate need of a lot of, uh, love and care in a new, um, area. Like I said, Miss Monday and I will be working on this. We've been talking about this now for at least eight months, I think. Um, but we're coming up with a plan where where we can do this. um everything to a completely new location to a pad further out away from the building. A lot of different ideas, but this one here is uh very much dated. Future projects, um Los Junior High School art room. Um in this room, you can see that we have a hodgepodge of equipment. Unlike uh its counterpart Creekide, which has modern uh wood tables uh

for art and design, we have some tables in here along with student desks that are just set off to the side. We'll be looking to uh improve this room and get newer um desks and chairs um and stools, too, so that way kids have the appropriate equipment to work on. The stuff on the right there, um that is a pug mill. And if you're wondering what a pug mill is, well, kind of looks like a giant sausage machine. And pretty much what it is, except um it puts out uh clay and the kids leave a lot of clay out, it goes dry, they put in this machine. I don't know how it works, but um it looks like hamburger when it comes out, but the it rejuvenates the clay so we don't have to spend

money cuz when the clay dries out, they end up throwing it away. So this machine is essential. Um it is very much also dated. We'll be looking to uh replace that as well. Um and Creekide's pug machine um should have been shipped yesterday. So, we're um looking at a pug machine for all four schools. Um they just take time. Each school has their own um preferences on what they want. Uh the high schools of course are looking at equipment a little bit larger, a little more robust. Um where the junior high schools are more kind of a entry level as it was mentioned before intro. Um and basically, um do you have any questions, Miss Katuso. >> So, I'm glad you put that picture up there. Um, because I'm curious when the junior high at

Los Bannis will be marching and the marching band again. >> Okay. Um, we had some personnel leave us very, very late in the year and so it caused a shift and so with Mr. Rodney moved to Pico High School with the departure at Miss Gizaki. Um we did not have a um a teacher for Los Ben High School and so uh working with Dr. Kadas and that we found somebody that could fill the position. Um, and it really was just to get somebody to fill a position because we had 62 or 65 students at home and starting school. And so we had to make a decision based on the number of students that we had and then taking a look at the new hires in the district, the experience and the skill that they came

with. And so that's why some changes had to be made was because priority was 63 kids home in May. >> So they didn't uh have marching uh this year, but I will say I was very pleasantly surprised when they showed up at the Veterans Day parade. And I know that um they reached out >> on a trolley. >> Well, yes. And they reached out um the VFW commander reached out to them and said, "Oh, you're coming." And so he actually found them a trolley and put all of them on a trolley. And so they were there. I was very pleasantly surprised to see that. Our hope is though uh by next school year that they'll be out there uh marching back in their full dress uniforms again. And to my knowledge, my understanding is um

they're looking at marching in the Mayday parade. >> Cuz I'm concerned because you have students that are dedicated to band and now they're going to miss two years of marching. You know, a lot of them went to band camp this last summer. the for to learn to march. Now they're going to be two years out when they hit high school. So I'm hoping, you know, if it's a seventh grader, two years out. Sorry. Um so I'm hoping that it's in place by next year. >> Um that is our hope too. Um I I can just say like Dr. Kelsey has mentioned at this um this year it was just a matter of finding a teacher. >> I understand that. I understand that. >> But u our plan is to have them marching again by next

year. Okay, thank you. >> I will just as an aside here, when I retired in 2014, um they hired we interviewed we hired a person and then when he found out they had to do marching, they they turned down the job at the last minute and then um they found a person to do it, but that was what the under condition there'll be no marching. So 2014 to 2015 they did not have any marching at Los Spanish Junior High School because the teacher said no I'll teach music but I'm not teaching marching. So um it's happened before and we hated to see it happen because when I left there was 107 kids in the program and after that year it had gone down by significant amount. So, >> well, we hate to see it happen

again because our numbers are up, right? >> You know, postcoid, we know what that did to our our programs and so we we have built those programs back up. >> There is a plan in place for next year. Um, it this is not ideal for anyone, but again, we had 63 kids without a home, and so you have to make some decisions, and unfortunately, that was one of the the decisions that just had to be made. And we're still actively looking for uh music teachers. We um >> So if you know any >> Well, we are actually tracking some alumni of our schools uh from this district. Unfortunately, uh they're like two years out, but I know they want to come back home. Um but in the meantime, we have a greater need here. And

so we're we're looking. It's just a matter word of mouth. Some of them have been word of mouth and how we have found our uh band directors. So if you know somebody you got a a tip, let me know. Let Dr. Calcidius know. Um yeah, we um we're looking. >> Thank you, >> Mr. Lee. >> Different different question, and I apologize if you've um explained this, but I don't remember. So, Prop 28 um is it one-time funding or is this on ongoing funding for a number of years? >> This is ongoing funding. We voted on it as a state of California and it's continuous money as long as until the public decides that we don't want anymore. You'd have to vote to have it go away or >> so it's not so it's not going

away unless the public votes to take it away. >> That's correct. >> Good. I just want to make sure we hire these assistants which I met one at the empty bowls. Very nice young lady. Um I don't want to have to, you know, tell her that her job is no longer funded. So good. >> And that was one of the reasons when we brought those job description to you. They're specific to Prop 28. So if for something for some reason something happens with the state of California, um when funding becomes tight again, these positions are protected by Prop 28. and they're a little specialized uh to the uh the arts program. >> Right. Great. Thank you. >> And what's nice about Prop 28 money, it's not coming out of of uh of general funding. So,

it's it's it's it's not uh it's a it's a good thing. >> Yeah. for us. >> Miss Belair, >> I've seen some marvelous music programs in the elementary school and I know that we probably don't have the space and I know we don't have qualified teachers yet. Those are the two things that but I'm hoping that one of these days that every elementary school have that music teacher in their classroom. I mean in the at their school to be able to rotate kids and have these marvelous programs at IC in other districts. Our hope is to expand um out to three elementary band teachers in time. We're looking for um >> not band. >> Oh, I'm sorry. >> What? Orchestra, right? >> Music. No, music. >> Just music in general. And most of these music

teachers will do rhythms. They teach them music. That's what you're saying. You know, I'm talking for ele kids who are not ready for band. >> Little kids. I'm talking >> it's called general music teachers, >> right? They're general they're general music teachers which they can teach. >> The things they do with those kids are just amazing. >> I'd like to see that because I know that secondary needs them but you know elementary it starts there and once they are musically inclined they'll go up and teachers. I called them myself and asked them if they would be willing to the the marching position at junior high and they really wanted to build the programs they were at. So they're dedicated to those programs and I can't fault them for that but believe me we tried every

possible avenue >> and I just clarification I stumbled on my words Prop 28 money does not come out of Prop 98 money. That's what I wanted to say and it didn't come out right. But so it's nice to have it above and beyond what we're already getting. So any other comments or questions? Good information. Thank you. >> Thank you so much. >> All right. On to item I bid for the RME restroom project. Welcome back. Good evening again. It is recommended that the board award the bid to TBS Contractors Incorporated for the new restroom building site work at RMANo Elementary School and authorize the superintendent or superintendent's designate to sign contract documents and a notice to proceed. >> It's just scary to know that restrooms cost $300,000. >> That is just the site work. That's

not even the building. So, we paid for the building separately. >> Um, and then we did add a So, the bid came in at 314,726.50 and we added a 10% contingency for unforeseen. >> So, a total of 3461950. >> That's scary. >> And then like another I could get you the number for the whole project next time, so I'll let you know. Um, but it's about 700,000 >> for restroom. Fancy >> course. Every time you put in a parking lot, it's a million dollars. So it's everything's too. >> All right. Questions, comments? >> Motion. >> Make a motion go through the board. The bid award for RM restroom project. >> Second. >> Got a motion by member Lee, seconded by member Valado to accept the bid for the RME restroom project from TBS Contractors. All

those in favor? >> I opposed. It is carried. All right. Unanimously on to item J. Shade structures. Loaded high school modernization. >> It is recommended the board approve the proposal submitted by Park Planet for shade structures for the Los Bennis High School modernization project. So that's the three the three shade structures we saw there in the rendering. And then there's an additional shade structure in the back parking lot, which is a golf cart shade structure for their all their security carts. And it they plug in and they charge back there >> for $575,000 >> for all of those. >> It's a roof with no sides. It's amazing. >> I know. Anyway, comments, questions. Motion. >> Got a motion by member Castro, second by member Katuso to approve the uh shade structure purchase for Lasers High

School modernization submitted by Park Planet. All those in favor? >> I opposed. It's carried unanimously. Thank you. >> All right. Thank you. All right. Up to item K for our non-EV bus purchase, >> also known as Smelly Diesel. >> It's not a plain old bus. It's a new plane old bus. >> New Plano bus. >> New plain old bus. >> All right, Mr. Taylor, tell us about the new Plano bus. >> It is recommended that the board approve the purchase of a new 2025 Bluebird bus for the transportation department. Two quotes were obtained and the department recommends proceeding with the a toz bus sales quote as it be as their quote best meets the needs of the district and pricing and bus model >> comments or questions >> Mr. Lee. >> So is this the

just a traditional bus that is used to to transport students like we have right now? >> No. So, this is going to help facilitate our special needs students. Our our special needs program is growing. Our special needs transportation is growing. I have one spare right now. And we almost had a situation last year where we were out without a bus >> to transport our students. So, >> this has the lifts that >> this will have a wheelchair lift. I think it's a 36 passenger and capable of uh holding up to two wheelchairs. And how many of these buses do we currently have? >> Six. Currently, >> we have six specials needs buses. >> Correct. >> This will be number seven. >> Yes. >> Okay. >> We have five current special needs routes. With the addition

of this one, we're actually going to be opening a special needs an additional special needs route to cut down on special needs times. We have one student who almost reaches the 2hour mark of ride time. >> Wow. >> For special needs. My my goal is an hour. >> That's a long time on the bus. That's a long time for any students, but you're when you're talking special needs, that is an extremely long time. >> It is, >> right? Okay. Any other comments or questions? I need a motion, please. >> We got a motion by member Valadeo, seconded by member Gatuso to approve the bus purchase from a bus sales. All those in favor? >> I post. carried unanimously. >> Thank you very much. >> All right, last agenda item here. We have our annual organizational

meeting. We have to do it in December. So, this is just our plain old annual organization meeting, not ED. And it's recommended the board approve Thursday, December 11th, 2025 at 7 PM at the Losano City Hall chambers on 520 J Street, Losanos, California as the date, time, and place of his annual organizational meeting. >> This is also our regular. >> Yeah, it's a regular meeting. >> Regular. >> Yeah, it's a regular school board meeting. >> Yeah, we just have we just have to formally announce and set it up that this is what we're doing. >> Other comments or questions? Motion. So move. Second. >> Got a motion by member Lee, seconded by member Castro to approve Thursday, December 11th, 2025 as our organizational meeting. All those in favor? I opposed. It's carried. All right. On

to item X, the consent calendar. Are there any polls from the consent calendars tonight? >> Yeah, there's one. >> There is one. Okay. What is that, Mr. Lee? >> For discussion, >> um J6. J6. Okay. Are there any other polls? All right. So, I would like a motion to approve the consent calendar as listed with the exception of item J6. Second. >> We got a motion by member Katuso, seconded by member Valadeo to approve the cons consent calendar as listed with the exception of item J6. It is a roll call. Nette, please. >> Mr. Castro, >> yes. >> Mrs. Gatuso, >> yes. >> Mr. Lee, >> yes. >> Dr. Moran, >> Miss Smith, Miss Valado, >> yes. >> Mr. Pereira, >> yes. Thank you, Nette. >> Mr. Lee, would you like to address your >>

So, Dr. Richie, given the fact that we have two high schools in our district that are vastly different in layout and how they're laid out and security on both of those campuses is handled differently. It would seem to me, if I'm missing something here, that we should be sending someone from each high school to a conference that is going to be addressing issues of security because they're different campuses and questions may came up may come up at this conference based on the layout of the campus and if we don't have someone from both campuses there, they may not be able to answer the questions. I see your concern. Um, I just highlight the fact that this was brought by the school. This was not a this was not a district thing where we we grabbed

a group and said we're sending because if it was something that was organized at the district office level. We'd be sending from all the uh from camp from all all four secondary campuses actually five from St. Louis as well. This was something that that Bache High School that they found and they decided they wanted to attend and so they're using title one funds associated with PCO High School to send their team to this and this is we'll follow up on see is this something that you know when they come back we'll have they'll do a debrief with the other school sites and we'll also see is this something where they think it's a worthwhile endeavor to send uh teams from elsewhere um from the other school sites to this as well. >> So that's fine.

I understand your explanation, but I still think that um title nine, title one funding or whatever, I still think that if we're going to if we're going to do it and we're going to send someone there from PCO High, we you know, they can collaborate with each other and we should have someone from Los High there as well or maybe even St. Louis even. Um, so I understand what you're saying about title one and and being brought to us just from Pico High, but um I I still would like to see someone from Los Panos there as well. So noted, >> but you know, Jean, this does happen every month. Well, like go up a couple items. Item four, Pico High School Council for Exceptional Children Conference, >> right? Why is only PO I mean

Pico chose to send their K their their staff there or whoever they're sending. Um but why isn't every other disc school sending because every school kind of picks something that they like? So every month we approve conferences that people go to that yeah it would be great if we could send the entire district but those schools are picking those >> right. No, I I understand. I'm just I'm just keying on the word safety on our campuses and how the two campuses are are different and if there is going to be a security conference once a year in Las Vegas that it would be good to have someone from Lasanos High School there. That's all. >> Yeah. >> No, thank you. And this is something that that we'll, you know, we'll look into is that that's

something that we'll be Miss Morazz and Dr. set and I will be debriefing with the the chick bicycle team and see is this something that was worthwhile because sometimes >> you sign up for conferences >> and you go and you go hm well that was crud don't know why we showed up other times you say wow I wish we had brought a bigger team so we'll this is the first time we'll have a team go to this one we'll follow up with them and see this is something that'll be worthwhile for the district >> just wonder >> thank you >> just to make note um I get the agenda and I proofread it and I sit down with uh Dr. Richie and Nette and go over the agenda and I find a I find I

usually find a bunch of stuff. I missed something on this one and that was >> the date. I don't know how I missed it. Um but it's not November 18th through 12th. So I'm sure it's probably 21st 18th to 21st. >> Yes. >> Yeah. And and one of the things I I will mention to the board on this item, I I I did mention this specifically uh to Dr. Richie and I said they knew about this conference months in advance. Why is it coming to us, you know, four or five days before they're leaving? So, um he is going he did say that he's going to address us with >> we have and we'll continue to address this with going to remind them. >> There's no reason that these are coming to us this late.

>> Absolutely. >> So, um got >> we need to correct that date. So, we can include that in the in the motion. Um, now, so what any other comments or questions on this? I Okay, I do need a motion to um approve or reject, whatever you want to do. Item uh J6, the PCO High School National School Safety and Security Conference in Las Vegas from November 18th through November 21st. >> I move that accept or approve. >> Approve. Right. >> Okay. >> It's not right. >> I'll second it. >> All right. We have a motion by member Katuso, seconded by member Leeb to approve the Pico High School National School Stafy and Student Conference attendees for November 18th through 21. That's corrected. And since this is pulled, does not need to be a roll call

vote. So all those in favor, I opposed. And it is carried unanimously. All right. Going on to reporting out a close session. We had uh five close session items. The two of them were action items. Um item number one, conference with legal counsel for anticipated uh litigation. The uh board approved the agreement. Uh the motion was made by member Castro, seconded by member Gatuso. The vote was five yeses, no nos, two absent. Moran and Smith. Item number two, the liability claim against a district. That liability claim was denied. Motion by Valido, seconded by Castro. Five yeses, no nos. Uh, two absences, Moran and Smith. And the other items were non-action items in close session. On to discussion, information, and future agenda items. Anybody have anything? All right. I do. Um, so we got a request

from Miss Monday that we have a special meeting prior to um our December meeting so that they can begin their work. Um, and I can't remember exactly what that work was for because I we had >> High school modernization. We've talked about so many things like I didn't write it down. Um, so we need to have a date for that. We do have a special meeting on the 18th. That will probably be a long meeting, but I don't think this item will take very long. Um, do we want to add it to that meeting? Okay. >> We would have to do it. >> Um, we can't do the 20th. Um, 21st is a Friday. Um, I know, but I thought we're not doing that. That That's We We have a conflict on the 21st, too.

The board does. Um, so it would have to be following week. Well, Thanksgiving there's week there's no school. Um but that doesn't mean we can't meet um 24th, 25th or 26th. >> You do a virtual meeting. >> The process for doing a virtual meeting now that we're out of co um has a lot of >> bumps in it that it's not easy to do. Um besides if we whether we do a virtual meeting or in person, it doesn't matter. It's I mean it's going to we got to find a date that we can do it. Um >> I can do the 24th or 25th >> I can do the 24th or >> I can do either day in the afternoon. Sure. >> 24th 25th. >> Yep. >> Lewis. >> Yes, sir. >> 24th 25th work.

Um, Jessica is on vacation, so hopefully Marlene can do it, >> right? But you know, >> so >> what time? >> 24th, 5:30, 5:00, 4:00. >> What time? What time you make it? >> I'm open. >> Can I say no? >> Yeah. I mean, we got to start having meetings earlier than 5:30, but >> All right. 5:30 on the >> 24th at 5:30. >> Yeah. Then Nette. >> Okay. >> Yeah. >> District office. It'll be a whole couple of minute meeting. It'll be 10-minute meeting. 10 15 anything. All right. And I have another question to the board. We have a meeting scheduled on the 18th and normally our meetings are starting at 5:30. Why are we starting at 6? Because I'm anticipating that may be a lengthy meeting. Do we know why we're starting at

six? >> Start at 4. >> How early can you make it? >> Uh five. Five o'clock on the 18th. >> Yes, >> I could too. Hey, I'm Yeah, because I have anticipating it will be kind of long. >> All right, got that, Nette? All right, I will I'll let Ben know. Okay. All right. Um, with that, are there any items other items? Anybody have any to bring up? We finished all our close session, so we have nothing to uh go back to and we have nothing to report out. So, it is 9:07 and we are ajourned. Thank you very much for being here and uh everybody have a great Thanksgiving >> and thank you for staying the whole time. >> Yeah. Huh. Good.
