MUSC has been awarded a prestigious Golden Bell this year for our innovative partnership with Flying Doctors. Tonight we recognize partner Chair with Flying Doctors Organization, Jeff Gray book. Without de dedication, leadership and vision, this program and partnership would not be possible for our students or our community. Since 2018, the murga Unified School District's Career technical education program has partnered with fine doctors to deliver vital healthcare services to our underserved, rural and socioeconomically disadvantaged communities. This collaboration promotes equity in healthcare, offering free medical, dental, and vision services while creating the opportunity for our students to engage in real world practical experiences. The MUSD Line Doctor's Partnership bridges the gap between classroom theory and practical application making education immediately relevant to the students and our community. It ignites passion, purpose, and preparedness in students equipping them not
just to succeed, but to lead in the workforce of tomorrow. A sincere thank you to Jeff Grabo for his lasting impact on our students and Community. I, your agents, United States of America Nation under God and Invis Justice. Thank you. This is mentioned last meeting, but those, those of you that do not know the Golden Doll is a, um, a great achievement for a district and it's, we want to move three in a row now. Is that right? Okay. So three in a row, Jeff, you know, like since I've been on board, I've always loved this program, so this was an honor that very few school districts get throughout the whole state. So what, Jeff, with this program and I know we helped Annie and other people within the district, we really appreciate you, so
thank you. Okay. This is the moment of the night we not looking forward to. Um, I would like to, as many of you know, over the winter break, our district experienced a great loss for passing a former student, Michael Ramo Jr. Today we take a moment to remember Michael of beloved former Trojan of Yaka High. Michael grew up in our community and many of us remember him from Mogo games or from his time being the YEHS football team as our quarterback. He was a leader, a teammate, and a friend to so many. Michael embodied the very best of what it means to be a Trojan dedication, heart, and pride in our community. Please join me now in moment of silence as we honor his memory and keep his family and friends and our thoughts. Thank
you. May I get a motion to accept the agenda for this evening? I move second. Is that Missy? Yes. Moved by Missy, second by Roberta. All in favor? Aye. Any nays? Either you? Yes. I didn't hear you. Sorry. Next up will be the adoption of the minutes for our meeting on December 9th, 2020. Motion. So moved. Second. Moved by Bianca, second by Pete. All in favor? Aye. Aye. Any nays by chair? Actions resulting from the closed session be resolved at the board of education, except the stipulation agreement for the VA expulsion of student 25 dash passing adopted this 13th day of January, 2026 in the county of San Bernardino, California. It passed by a motion of or five zero. Next up, be resolved in the board of education. Accept the stipulation agreement for immediate expulsion
for student 25 dash 11. Has and adopted this 13th day of January, 2026 in the county of San California. Also liability five zero. Alright, this is upsetting. We're changing this up. The reports for the student representatives. I don't really have, you can go in any order you want. Whoever's the greatest gonna do BlackRock first. Oh. And then I've been overruled. So we need BlackRock first. Thank you very much. Hello everybody. How's your guys day going? Great. Good. That's Good to hear. Um, my name is Julius Thick and I'm an 11th grade student at BlackRock High School. I'd like to share some of the, the excited thing, exciting things, excuse me, that have been happening at our school recently. For our third credit check, we had 16 students with perfect attendance. First, we hosted a blood
drive and I'm proud to say that 17 students stepped up to donate. Thank you to everybody who participated. It really makes a difference. Next, we had our model school visit and the visiting team recommended that BlackRock High School retain our model school status. That's a huge accomplishment for us. We also had 22 students take the as a test, which helps them explore future career opportunities, great jobs for those who participated. In addition, reach out came to our school to give a presentation on substance abuse. It was an important and informative session for all of us. One of the highlights was our Winter fest. We were, sorry, excuse me, where the home economics class and staff prepared a delicious meal for the entire school. It was a wonderful way to bring everyone together. Thank you Dr.
Vargas, Mrs. Smalley, Mr. Claire and Mrs. Bond for attending. We took a field trip day to the Palm Springs Film Festival for a student screening day. It was an amazing experience to see the film. And on Friday we had A-P-E-I-S party, which is basically when kids with good attendance and that have been hitting their NCR go to will be having a baked potato bar. And we'll just hang out, watch movies together and it'll be a great time. Our prom is going to be, oh, our prom is going to be 4 25 26 from seven through 10. And our theme is Ignite in Paris. Thank you for your time is important. Any questions? Any questions from the board? You definitely we gonna go to. So I think this is the first time we've had at least
many, many years so ever so very excited to hear from Middle School Rock. Good evening members, unified School District Board of Education superintendent Dr. Vargas and Academy members. My name is Barbara Lu and my name is Peyton Jordan. We are eighth grade students at Lockte Middle School. Thank you for giving us the opportunity to speak about our school this evening. In the first book school, miss Grader MTSS coordinator brought positive ball videos. Every Friday, every week students had an opportunity to win prizes for earning, doing PBIS points for positive behavior. In November, we planned to have our yearly Turkey chop racing PE class, but it was canceled with bad weather. The turkeys are done by Elsie S staff for the Turkey Drug prizes were donated to needy LCMS families this school year. We also had
many drives including the canned food drive. For the first two weeks of the summer. The canned food collected was used to make 12 holiday food baskets from needy LCMS families. Also, the National Journey Honor Society held a drive to collect personal hygiene products that are nominated the High Desert Center in Yucca Valley for people in need. We also partner with YVHS to put together a drive for during the month of December, our assistant principal Mr. Menez, organized a winter attendance challenge to encourage daily attendance and to be on time for classes and school. Weekly drawings were held for student and classroom winners. Students who had perfect attendance for the entire month were invited to a hot coco celebration on December 19th and six students' names were drawn as the grand prize winners. On December 15th,
our music teacher, Mr. Jonathan West and students called a choir and band concert, allowing friends and family to come and witness our students. Prior to this concert, our choir students performed for the MUSD management at their holiday party. They did not standing job at both events. Our GATE students have gone on two field trips this year, one to the McCollum Theater and one to visit the campus at Cal State San Bernardino with our gate coordinator, Mrs. Brooke Quez. They have four more trips scheduled for this school year to the Palm Springs Art Museum in January, Joshua Tree National Park in February, the escape game in April in the Living Desert in May. LCMS is working on strengthening our unified PE program. PE coach Mr. Michael Myers is hosting a unified PE hot chocolate social for
students on January 16th. Unified PE brings students together and helps create a school where everyone feels valued and included. Thank you very much. Do you have any questions? Yes. Are you glad it's over? Very Nice job. Appreciate Good evening Board President Claire Superintendent Dr. Vargas and ESTEEM members of both the board and cabinet. I am James Roski, an eighth grader at 29 Collins Junior High School. I also serve as the treasurer for T-P-J-H-S-A-S-D happenings at T-B-J-H-S. The STEAM Cats 29 Palms Junior High School robotics, also known as the STEAM Cats will compete this Friday, January 16th. They are currently in third place out of 13 teams with a record of 10 wins, seven losses and one tie. If they win the league tournament or become finalists by the, by being in second place, they will
compete on the state level March 14th through the 15th and the national level March 19th through the 21st cafeteria update. The building is coming along nicely with the outside almost complete, and the inside being worked to completion. We are awaiting the cement pads and shaving structure. Mr. Pete Wood got a tour when he visited during winter break Athletics tryouts for our intermural basketball season. Do you have any questions? No, but you didn't ask them that. Updated Thank Customs to the representatives May. Thank you very much. You'll Now have classified Please. Good evening's board members, Dr. Vargas and I'm here. My Mary Dean. I'm the CSCA Chapter 29 Vice President. And on behalf of CSCA, we would like to express our appreciation to the district negotiations team for their cooperation and support during this last round
of bargaining. We value the respectful dialogue that we shared and hope to continue strengthening our communication as we move forward into this year's negotiations. Thank you. Next Good evening. I have just two things tonight. Um, first we want the board to know that MTA is sending at least 16 of our people, plus Jack and Amy, um, to deescalation and discipline training on January 31st in conjunction with the lower deserts teachers associations. Um, MTAs goal is to work with WSD to have the trainer eventually come to Morongo Unified and do some trainings for our teachers to attend locally. Um, secondly, we are wondering if you have the calendar yet for, um, discussions and meetings regarding the school closures, just so that we can make sure that we have those on our calendar. Thank you. Thank you.
We, I have absolutely nothing to report. Thank you so much. Okay. We will now have an audit report presented by Nigro. Thank you and good evening. My name is Jessica Miller. I'm a partner with Nigro and Nigro and we serve as your independent auditor For the presentation. I usually do a brief overview of our process that takes place throughout the year and then a very brief overview of the report itself. And I'm more than happy to answer any questions you might have at the end or dig in a little bit deeper if you wanted more information. So our process, uh, breaks down into three different sections that we do throughout the year. We start off fairly early in the year. In fact, we're kind of ramping up for this again for the next year on
our clients with our site visits. And at that point we're looking at attendance taking procedures and a SP activities. Attendance is a major driver for a lot of your funding, so we wanna make sure there's proper checks and balances when it comes to higher attendance is being taken and recorded. This would also include independent study programs related, anything that affects attendance while we're out at the different sites. We'll also do a sampling of your A SB activities with the cash coming in, cash coming out, different activities and approvals that happen at a site level with that A SB fund. Fast forward a little bit. We come back out in the springtime mid spring after early summer. And at this point we're focusing on the district office. Your books aren't closed for the year, so we're
not looking at final numbers, but we're looking adding checks and balances, compliance, internal controls, things like that. We do narratives of the different staff asking questions about their policies and procedures to make sure things are set up properly. We pull samples of transactions, expenditures, payroll, cash receipt, things like that, making sure that we have, um, that the policies that are in place are being adhered to, that there are like purchase orders for expenditures, proper documentation to support an invoice, everything like that. We also look at federal and state compliance while we're out. So this is a variety of things. Um, this can be anything from a certain notice, having to be posted by a date to, uh, expenditure being allowable for a particular program. A lot of different things that are encompassed within state and
federal compliance. But we started testing for that in the spring. Fast forward, again, we come back in the fall is really our final visit out to the district office at this point we're past June 30th so your books are closed and we're working our way through your TED actuals. So bouncing out the numbers that are presented in those unaudited actuals to supporting documentation and then also finishing up any state or federal compliance that's required. They couldn't be finished before books were closed. All of that leads to these lovely audit reports that we produced. Uh, this year we actually also added a bond audit since you guys passed a bond. And those required to have their own separate audits. So while we're doing those phases along the way, we would also be looking at your bond
expenditures and contracts, brand new bonds, not really much activity that happened during this year, so pretty minimal on that front, but I'm expecting that to ramp up quite a bit in next year's audit. So look at the main audit report. Um, not maybe the most fun reading, but I'll go through just kind of the main sections starts off with an opinion letter and this is a clean or unmodified opinion, which is what you'd want. We're saying that we agree that the financial statements as presented here are presented fairly in all material aspects. And that's that opening opinion letter right after that is what's known as management discussion and analysis by about eight pages or so. At the beginning I'll sometimes call it the cliff notes of the audit reports. It gives smaller financial statements and
it also gives current year as well as prior year data. And this case 24, 25. And we're always kind of back a little bit, but it'll have partner as well as prior data and some very brief reasons as to kind of why certain things went up. Certain things went down. Just general overview there past that section are your main financial statements. And then after those are the notes of the financial statements. That's where the bulk of the reading is. The bulk of the audit report. Both of these all require disclosures. There's especially linked to required disclosures when it comes to both pension and oped. So that takes up a good chunk of those notes goes over different accounting policies and treatments, things like that. After the notes, there are additional schedules in the back, more
schedules on pensions, more schedules on overhead. Again, they have probably the most lengthy requirements, but you also see schedules that list out your average daily attendance, your instructional minutes. But we want to have your general fund budget compared to actuals. Um, there's also a schedule of your federal expenditures for the year. So those are kind of a few of the more noteworthy schedules in the back once you get past those. We're kind of wrapping up with three opinion letters in the back. So that first one was our overall opinion on your financial statements, but there's three in the back. That one is our opinion in accordance with governmental auditing standards. There's one with our opinion for federal programs and then one for state programs is how they're, so it's laid out in the back. So
all unmodified or clean opinions there. And then after that were any findings that were noted as well as any resolution to prior year findings. The bond audit report much, much smaller and laid out kind of in a similar fashion. Does it have that management discussion and analysis at front really kind of jumps from opinion letter into your financial statements and then notes in the back. It's really just pulling out that fund 21 or the bond fund separately and presenting the information on that. So really the information there is contained in the main audit report as well. For the most part it's just breaking it out separately and presenting it in its own report. So got a brief overview. I can go into a ton of detail, but I'm more than happy to delve into any
particular area or answer questions you might have. Do you have notes? Um, not that I'm reading off of. I've got all reports in Front of you. I'm like, I thought it was, I was like, wow. Very impressive. Um, I had a question around a SB cash handling. Is that something that we always audit at the high schools? Is that something you do? You mentioned that. So yes and we do, we aren't necessarily visiting every single site every audit year. So we'll do a little bit of a rotation there. But yes, we do look at at least some cash handling procedures at your asbs at high schools and then also at uh, junior high if they have activated feess As well. And if there's some opportunity for improvement, you guys recommend that directly or is that
part of the report or how does that Work? Yes, um, so generally speaking, most of the items we, so when we finish up our state, that first stage of the audit report, we go through all of our notes. We compile from the different sites and we put together kind of our list of recommendations or things of potential weaknesses and share that with management and go through that. If it was something that was more glaring and if not needed to be addressed a little bit more further, then that would actually might have in the audit report. If it's more of a kind of a best practice at this point or areas for improvement, then it typically stops at that management discussion level. Okay. Any other questions? Where, where can we find this report? And I guess
that's just the case. Um, the audit report itself, um, you know what, I actually just dropped off printed copies here. So again, brown boxes off to this side. Um, we also email pdf f copies to the districts and management can provide, provide PDFs as well if you're looking for the found copies. Just got those back from the printer. So they're actually here tonight. Thank you So much. I do have one additional question on the extended and maybe it's a, is a big question. I'm not sure. So the board will approve, say $6 million for a project. How much leeway does the district have before if they have to go back to the district as far as cost over runs because like, Sorry, let you jump in, hold this. So any kind of change we have
is typically 10%. So anything over 10%, uh, we bring those change orders back to work. Okay. We don't do really anything different in our, um, normal procurement processes pertain that we would do for other public projects. So we procedure And I guess the soft cost, give us a little way. Is that the idea of soft cost or is That Yeah, it depends. Yeah, sometimes soft cost. And lastly, you had two findings, so can you go with those? Correct. So those are be the very fact they were both over state compliance issues. The first one was really just an update or date. You have a comprehensive school safety plans, they get updated annually. They don't necessarily have to change annually. We just have to verify that they had an update date or they were reviewed annually
and we had one out of the sample that we pulled that we couldn't verify. That date was before. It was on March 1st. Deadlines, not necessarily that one updated, but really couldn't verify that it was updated by the annual date. That needs to be updated by the, the first one. Um, the second one had to do with arts and music funding. So this one's actually new requirements. Um, fairly new funding that's hitting, um, schools. There's a actually quite a few different compliance areas related to arts and music. We look at expenditures and make sure they're allowable for the program. There's certain requirements on salaries, percentage of what's going to salary with the admin, other things. And then there's one requirement that talks about supplement not supplant essentially that you, you can't reduce what you are
already spending on arts when this new money comes in and then instead spend this money. And there's a calculation that goes into that. And there was um, a small amount of money when the calculation was run that did appear to be supplementing not supplanting, uh, prior costs. These are three year grants. So there's a little bit of an opportunity to kind of adjust that moving forward. So each year you get a new three year rolling grant, but you have to report if there's any of that supplementing instead planning Or sorry, unless I misread it, it sounded like there was $212,605 that if I read it right, return that to the state because we didn't spend the money, money properly Lincoln's terms or Essentially, yes, I will, early on we have to recommend a return to
the state whether or not the state's actually gonna follow up or whether they're gonna keep, like looking at future ones. I actually can't say 'cause I haven't seen them follow up on one of these types of findings yet. Again, new new program and this is just kicking in for districts, but the way it's worded in state, we have to, when we put it in here, do I recommend for return? So they may or may not actually wind up recollecting that. Okay. And and do you have an opportunity to not return them by some sort of remedy, uh, by hiring or whatever the means is? I know we've done a lot of hiring, so those numbers should not be able to hear that going forward. But Yeah. Um, as I said, you have continual, each year
you're getting a new three year grant, so obviously you can keep adjusting to a future one. As far as this particular one that we have a duty to record it, we don't really follow it up from there. That's kind of out of our hands. But, um, that it would be CDE following up and I don't know at this point if they're allowing kind of remedies or actions to correct the, it's just a return situation. So you're reporting that to the district, not the state. Uh, state gets copies of the audit reports. They basically how it works. The state gets a copy whenever it's a monetary type finding, they take it over to cde, ECDE is the one that usually does the follow up and reaches out to the district from there. Correct. Any other questions
beyond, Um, does cabinet have anything to say about that finding or any other information that they supply to the board about that? I dunno whose jurisdiction that would be? Well, I, I can share that that was the, the year that we added some Prop 28, our teachers, as we were doing our hiring, we were looking for that. And we also had our general fund music teachers vacancies that we were actively, uh, attempting to hire for simultaneously. So we hired 28 funding art. And I'm gonna give you an example of one of them that I I believe was two teachers and I can't recall both. There's, um, but, so one of them, for example, 29 Junior, um, was given a split. Our, our teacher with 29 L and that hire went through and we were able
to employ that person. Um, simultaneously that year their music teacher position was vacant and it was vacant into the beginning of the school year. And, um, we wanted to make sure that the students had some sort of elective to take. So at that year we hired, we switched gears, hired an English teacher to do creative writing. Creative writing was not appropriate for arts and music. And so although we were, since it's a new program, um, we were looking at art as long as you did supplant art for art, for music, for music, you would be fine. But the way that the audit is looking at it is, is that we, they look at, we reduced a general fund of music and also added an art. And so they're looking at that as a supplemental supplant
even though it's a vacancy issue. So again, we do believe that this point in time, since we're fully staffed in both eight funded positions and all of our general ed, uh, positions that we've always historically had, we'll, but faith and I are gonna connect in and make sure that we have our budget sources and our staffing allocated to ensure that it doesn't happen. Thank you. So I'm hopeful we don't have to prepare in that state. That's a lot of money for our district. Any other questions? Thank you very much. Appreciate Of Course. Thank you. Next we'll have Gutierrez about professional. Good evening once again. Uh, so I'm gonna be speaking, uh, to you primarily about the processional development date we just had last week on January the fifth. So this was our first day back
from winter break. It was a non-student day. And over and over we kept hearing from staff that it was a great way to transition back from being off those two weeks. This is the second year that we have it scheduled this way and it's been received very well. Teachers feel like, you know, it's hard right? To leave the comfort of your warm home and come back to getting into the full swing of things. And so we appreciate the positivity. We appreciate everyone showing up ready to learn for what we have planned during this time. Um, so we are very proud to say that we have been able to continue to provide differentiated type of professional development for our attendees from TK teachers and a, that were learning about the preschool learning foundations to, to our
elementary and also some secondary that were once again hitting pretty hard with really breaking up standards and, and, uh, ensuring that they're understanding standards at the right level, um, that they're deconstructing them, that they're, uh, more aware on dlk, teacher clarity teachers are able to speak lessons being provided by trainer of trainers on a gradual release model. Um, the teacher should be the one standing in front class the whole time. What does that look like? And so there was a lesson demonstration on, in a paid lesson and then a lesson that really incorporated all of the different phase of a gradual release. Uh, and so it's really rewarding to now see develop, happen the elementary and at the secondary level because we did get to have some more secondary, uh, staff also participate with that.
Um, we are very thankful once again for all of the trainer of trainers who took a very active role during this day. We cannot do it without, we couldn't have done it without them. Uh, we appreciate all of the site administrators who also showed up and were there in support of their staff. Uh, staff, uh, elementary, they are split. They are attending in great level spam and cohort the East end, the the west end. And so we appreciate everyone's job role responsibility and then to our host sites for opening their doors and welcoming us off. Uh, so it was overall a very productive day. We had, you know, full participation, a lot of engagement and we just, you know, are very, um, we're we're bringing what we are being asked to bring. So our SFA
staff, they got, you know, um, content that was directly for them. We had our PE teachers meet, we had our music teachers meet. They're collaborating. Um, we have, we already heard me say tk, right? Um, and, and so again, it's meaningful them and so it may require a little bit more the back end. Sure. Bca, How many sites, uh, were these attended at with every site? So at the entry level there were four sites because teachers were participating in cohorts. So we had Yucca Valley hosting third through sixth for the West End. And we had Friendly Hills hosting K two for the West End. We had Oasis hosting kinder through, um, second grade for the East End and then Palm Vista hosting for third through fifth on the east end. Every middle, junior and high
school hosted their own. And then we had central locations for the, for the other groups. Like our, our our, our staff, they were over at Teachers and IA were at the three Music Teachers West's class our were here. So, you know, there's a lot of coordination that happens. Um, but we were to space that's a lot of coordination. So that, and I do wanna just recognize our director, um, does a lot work the scenes ensuring that this happens. Great, Thank you very much. That brings us to public comment. Individuals may address the board on issues within the jurisdiction of the MUS Board of Education that are not on this agenda. There the time that we take 30 minutes per person and 20 minutes per topic during public comment. Please refrain from the clause, which I
commentary to ensure the board members can properly hear all public speakers. Members of the public are expected to maintain professional court to during their comments, inappropriate behavior, which disrupts disturb or otherwise in keys to orderly conduct of the meeting, will result in forfeiture of your public comment privileges. The board is prohibited by state law and taking action or discussing items not included on the printed agenda. Public comments on specific agenda items will be deferred until consideration of the item on the agenda. And it looks like this evening, we just had one, the guy with the coolest name in the building. James Dean, Good evening everyone, including all of you. Welcome President Claire, members of the board President Var, our superintendent Vargas, the people of the community, and everyone else present. Um, I want to thank
you for the opportunity to speak tonight. I am here speaking on behalf of Jeff. Uh, he wasn't gonna be able to say all the things he wanted to be able to say and he asked me to fill in. And first I just wanna say it has been a wonderful opportunity through the years to do the volunteer work that my wife and I and OSes have been doing with the Flying Doctors. We are super excited about this upcoming event that's about to happen in Yucca Valley. We are absolutely thrilled with the Golden Valley. That was a wonderful achievement. And that right there honestly says volumes about the cool, the work that the and flying doctors have been doing hand in hand with this event. Collaborating for the Golden Bell Award is a tremendous honor and the
testament to our collective effort. It fulfills several visions. There was a vision to bring the Flying Doctors to Morocco basin. The visions come true. There was a vision to establish a veterans outreach program. That vision came true. There was a vision to incorporate career technical education programs and students. This vision came true. There was a vision of winning the Golden Be award. That vision also came true. The success of these visions coming true demonstrates how our community's dedication to education and health lead to opportunities. The success directly benefits our community and our students. Fostering pride and a sense of accomplishment, these visions inspire other visions. Visions of better futures. Consider Zen freer and Lexi Tray on the way to dental school. Caleb Johnson, considering a culinary career to a young, considering a medical career and
Haley Lane, who will someday become a pharmacist and the countless others that just got to enjoy and feel the thrill of volunteerism. Last year it was amazing. Los Medicals, flying Doctors and Morga Unified school district healthcare professionals, the VFW, the healthcare district and community volunteers have come together and we will continue to unite, to inspire confidence and a sense of purpose in our collective efforts. We will build on this momentum of the bell and strengthen existing partnerships. And for new alliances, we will actively seek grants and funding opportunities. We will develop new initiatives, we will meet future challenges, ensuring sustained growth and success for many years to time, you and you and all of you are encouraged to be a part of this ongoing journey. I thank you. Thank you Mr. Dean. The next step
is the adoption of consent agenda. Do we have any items for review on the board? No. That being said, I get a motion for accept tonight. Adopt, uh, consent agenda. Second by Pete. Second by Roberta. All in favor? Aye. Aye. Any zero. It's been a while since we've heard that. Action items. I'm gonna let Dr. Vargas take this one. Thank you. Present President ecl. Uh, we uh, gonna adopt a resolution for claiming January, 2026 as a school board recognition month. Uh, January is a school board recognition month, an opportunity to honor the dedication and service of California School Board members who play a vital role in supporting the student success. Trustees provide an essential link between schools and the community by setting the district's mission, vision, policies, and budget priorities while ensuring accountability and representing
the voices of local borders. So where is an excellent public education system is vital to the quality of life for all California, California citizens and communities. And whereas Board of Education members are committed to children believe that all children can be successful learners and that the best education is stable to the individual needs of the child. And whereas Board of Education members continue to advocate to best serve the children in our community. And whereas our public education system has faced unprecedented circumstances these past five years as a result of the COVID-19 pandemic, a result in learning loss. And whereas our local board of education continues to help to ensure children's academic, social, emotional, physical and mental health needs are met so that they can become their best selves. And whereas Board of Education members work
closely with parents, school staff, educational professionals, and other community members to create the healthiest environments possible where all students can thrive. And whereas Board of Education members are responsible for building and maintaining the structure that provides a solid foundation for our school system. And whereas Board of Education members are strong advocates for public education and are responsible for communicating the needs of the school district to the public and the public's expectations to the district. And whereas the mission of public schools to meet the diversion of children and to empower them to become competent, productive contributors to our democratic society than ever changing world is more t than ever before. Now therefore, I, Dr. Patricia Vargas, superintendent to her declare my appreciation to the members of the Board of Education and proclaim the month of January,
0452026 as a school board recognition month in the Morongo Unified School District. I urge all community members to join me in recognizing the dedication and hard work of local school board members and in working with them to create an education system that meets the needs of our children. Same. Can I get two rows, three entry. Want this? Let's do that. Three, two. So now the recommended motion is adopt resolution 26 0 5 for claiming January 26 and school board recognition map in the Moral Unified School District. So moved. Second. Uh, all in favor? A. Aye. Thank You. Five Zero. Next up we'll have an author submission of a variable term labor for designated subject. Special subject teacher attrition Gonzalez to obtain EL authorization. May get a motion to approve the appointment of the members. Second. Moved by P second by Roberta. All in favor? Aye. Any nays? Um, I believe was it 31? We had quite a few options. It was really good to see
that the um, committee really took this serious and that there was a lot of, um, interest in this. Um, I believe we set it on nine members. So it's a total of nine members out of 31. So thank you very much for Participation. Next step will be the stadium improvement, improvement bond proposal. Sorry. Two at the same time. This is both for Yucca Valley, Antoin and Toms High School. I get A motion, I move. Was that it, Missy? Was that it? Did you move? She Okay. And then Pete was second. All in favor? Aye. I have before. Oh wait a minute. I have a question. Okay, I'm sorry. Could you go over just for everybody what is included in that before we Approve it? Yes Dave, you might have to pop in, but I mean
I can, I can. What I remember, so you have the Valley High School has a six lane track, which means that currently we cannot host any or invitational events at all. It's kind of an oversight we put in, to be fair. Part of it's just the layout. So this is gonna allow us to add two track, um, lanes. It's also gonna allow us for, to get a new, uh, snack bar set up, which I'm sure anybody's gonna that snack for our work, that snack for. Really excited to see here about that. So that's two big things. The other thing we've been to 29 high, anytime it rains, basically their whole school walks away. It goes on to this beautiful football field. So we really, we talked about it as a board, uh, quite a bit
about, you know, before we spend more money on stadium improvements and all that. Really we need to have mitigation with how the, how the mud and the water flow through that campus. Um, and is there anything else you wanna add, Dave? No. You covered. Alright. Thank you. No problem. Thank you for the, yeah, thank you for clarifying. So, all in favor? All right, any nays? Five zero items for review budget, student records, mental health, non restrictions, uh, non-discrimination harassment, limits of board member authority, the mitigation plan, concepts and roles, districts, social media education foundation, emergency and disaster preparedness plan, concepts and roles, maintaining appropriate student, adult student interactions, concepts and roles. Response to immigration enforcement. Mathematics instruction, board policies and closed session. I'm sorry. Yes, There was one that didn't have an attachment. A board
policy attachment. The educational foundation. Number four. Number four. It said it's a new policy for the district because then no policy wasn't Attached. I'm online. There's no right. You didn't see I didn't. Okay. Are you familiar with that? I was, I was gonna reach out. Document. Okay. That's the Only one I didn't see. We'll send it to you. So we'll have the district, uh, send that to the court for review. Informational items, the CONSTITU cash receipts budget transfer transaction report, one UCP reports, second quarter, and quarterly investment reports. Next up, future agenda items. Does anybody on the board have a recommendation for future agenda items? Not at this time. Okay. Morning, Mr. Calendars board study will be January 27th, 2026 in the JTT Center at 8:30 AM C excuse me, the S-P-C-S-D-A annual meeting is
February 2nd, 2026 at the Dorothy Ingram Learning Center in San Bernardino. Our next regular board meeting will be February 10th, 2026. All right, we're gonna go ahead and do board comments. Who wants to go first? I'll leave it open. Missy. I just hope everybody had a wonderful restful vacation and hope that everybody's ready to finish out their school year. 'cause I know you're excited. Um, again, thank you all for coming and thank you for all of your input, everybody. Appreciate it. I'll go. Um, I'll keep it short. Uh, I just wanted to talk about that golden bell because I think that was a new concept for a lot of us and maybe some of you don't understand what it is. I know I didn't. Uh, and I even questioned Dr. Vargas and said, yeah, well
how many people are winning this thing? 'cause I see a lot of golden bells up on that stage. So we, we did a count out of over 900 school districts in California. There was only seven golden bes given out. So thank you. That's all. Thank you. Well, I appreciate all the, uh, presentations. A lot of work went into those. I do appreciate it. Maybe much more work than maybe what people wanted to do. Uh, very good. And I, I guess I appreciate being recognized for going over the junior high and looking at the new Glad I did that. Thank you Dean Roberta. Um, I don't have much to say, but I'm, um, honored by the recognition of the board and, um, my board members, their team and commitment to the students is honorable. I'm privileged
to be board member and take that very serious. I know all of this too. Um, thank you everyone for being here tomorrow. Thank you Robert. Um, I want to thank BlackRock and the first time junior high students for the federal reports. That was, um, you could sense the, the fear between high see, like frozen, um, excellent job of the deescalation training. Um, I think it's a great idea and I'm looking forward to be a district wide option at some point. Turn I course excited the success of students that have graduated from, uh, CTE and working through the Flying Doctors program. Um, if anybody in the community hasn't seen this, I mean, it's remark. We can't even say enough about it. It's really a remarkable program and, um, great leadership by Jeff and Amy and many
others. Um, and lastly, uh, I just want say with that, we'll now adjourn to a second closed session.
