All right. On a positive note, one of my highlights of the evening would be representatives from the high school. We'll start with BlackRock this evening. Hello, my name is
Julius Dicker. I am an 11th grade student at BlackRock. We finished our first credit check and the average credits earned was 17.2. Miss CC said that this was the highest average we've had in a long time, so I think it's very impressive. Yeah, We had 17 students with perfect attendances and our overall attendances went up like 4% from last year. Alright. We had our largest P-P-B-I-S celebration on October 6th. A little over 50 students earned the reward and participated in the water balloon toss and popcorn bar. Our home economics class has been making some delicious recipes such as cakes, cookies, soups, biscuits and gravy. A recruiter came and gave a presentation on what it is like, what it is like in the Marine Corps. Unity Home comes weekly for healthy relationships class. Our local fire
department station 41 came and gave a presentation on how to become a firefighter. Last Friday we had a field trip to the McCollum Theater for the students who earned, sorry for the seniors who took the state test last year. And we were, and were in the top 30% for our school. Coming up on the 17th, we have a blood drive and the 27th and 28th we have a model school visit. And on the 30th we have a bad testing. Thank you. Any questions? I do. So why do you think attendance is higher? What, what's the staff doing? What are the kids doing to motivate everything in school? Um, I think part of it has to do with how early it is in the year. Also, I think that we have a lot of new students
here too that I think are there to, you know, get stuff done. So yeah. Appreciate. Looks like we have two representatives from, Hi, my name is Eden Davis and I'm a SP Vice President at Ya Valley High. And, um, I'm Aiden Shannon. I'm the a SP Treasurer. You just wanted to bring up some updates from our school and what we've been up to. Um, so for all of our folk, all of our fall sports have been doing really great. Um, what both boys for Both girls tennis and girls volleyball had their last home matches today against nio. But volleyball, putting together a senior night football won their last home game on October 3rd with two more home games in the near future. And this one away in Alright. And now we're gonna be holding our
Battle of the Bell game. That's gonna be on October 30th. Not only will we host our rivals, but it's also our senior night and we're gonna hopefully have a lot of fun there. We are planning on having most of our clubs there as much as we could get at their table, selling various things. Um, we plan to have our base gaming there, our, our annual Snapchat that always brings in the most money for our ISP team. Our software class will also be doing a fundraiser. They're still deciding on some I don't, and then they're trying to say like, they're trying to build up as much money as they can because next year they have our prom and our E 15 that we hold and we're trying to support them in all that we can. The
game will promote, the game will be promoted through the steer week of the, the steer week on campus and at the pep assembly on Friday. And currently we're in the works of what those days will be, but we're gonna dress up and we're gonna have a good old, good old blast. You have to go high. And, Um, so our homecoming this year was a huge success. Uh, we have heard nothing but great feedback about it. Our senior class worked very hard to ensure that everything went smoothly from Spirit Week to the dance. On October 4th, we made over our estimated amount in attendance, And right now our unified champions are having their unified week. It's to steer a week where we're focusing on spreading positivity, positivity through our campus. Right now, this event has been
planned by our unified leadership team along with their, with, along with our counseling team. Um, we hope this can uplift as many students on campus and build the, build them in, build the morale better for all of our students around campus. Today's students we're encourage to say hi to people they normally wouldn't speak to. It's to get people to know people more and build more of a community around our school. So our a SB team is, has been contacting staff members about any clubs they may be holding this year. We plan to hold a club Rush Sally event sometime in the next month where students can gain information on new or previous clubs. We hope to get some new clubs involved as well as many that have continued for past years. And our a SP
fundraiser report, our snack shacks during football games. We have continued, it has continued to be such a reliable source. We, we continue bringing in upwards of a thousand dollars, which is really helps class by class for different events as well, as well as our smaller fundraisers that each class has competed along with. Our sophomore class has really been working hard. They have to come up with enough money to have a good pro next year and make sure our E 15 event is held low and get all that going. The fundraiser that they're doing right now is this Double Goods fundraiser. It's a popcorn fundraiser. Students are selling, these students are also selling Trojan merch, Trojan swag at the football games, trying to get uplifted with that more. And alongside with them, our freshman class have
been face at every single home football game and so far they have been making really good money doing that and along. And that's it, I guess. Oh, thank you. Thank you so much. Are there any questions? I have a one quick question. Aren't you having a powder puff football game coming next? Yes. Yes, we are. Have it on my Calendar, but we're still, the dates to be determined still. And we're also gonna be having a volleyball or, or buff puff game where the boys play volleyball. That'll be coming next. Sounds fun. Thank you, Jo. Sit down. Yeah, these guys are, um, two of my kids. They're both my kids from Friendly Hills and I happen to see them standing here and then I see two of my little ones sitting here. You two, you're gonna
be just like them. One day you'll be up here when you're in high school doing the same thing. Thank you very much guys. Thank You. One more question. The Battle of the Bell that you said that's on October 30th? Yes, ma'am. And that's gonna be at Yucca Valley High? Yes, ma'am. Does it switch every year? Yes. So it's our turn this year. Y yeah, It's our turn. Okay, We're Gonna keep the button. I have a question also. Um, how Today's evolution go for you speaking to someone That you hadn't talked to before? Oh, it went well. I ended up talking to some freshman I've never talked to, to be honest with you. Like, I went to a, I said, hi, how's it going? How do you like our campus so far, because I knew they
were freshmen didn't name, you know, I figured out like who they were and I, it was cool. I got to get some feedback from them. They've had been having some fun on campus so far. They really enjoyed our pep assemblies and they got young, I guess. Well, it sounds like you wanna be a good leader, so thank you. Thank You sir. Soon. Rex, you're a leave if you'd like. Thank you. Good job this evening. Next up our legislative report. Bianca? Yes, I have one thing to mention. Um, the US Supreme Court has come down with a, um, new ruling to re to require districts to provide parents with notice and the ability to opt their elementary school students out of instruction involving lgbtq plus story books. So we need to keep an eye out for
what that's, how that's gonna impact our district. It sounds like it's gonna be similar to the, um, opt out permissions we have already in place for other things like sex ed and such. So it's just something for us to be aware of that that's coming out and it's very vague. So we're waiting for CSBA to give us some info on how that's gonna look. So CSBA a's California School Board Association case know on. Thank you very much. Next up classified representative. Good evening Dr. Vargas, members of the school board and everyone president. My name is Mary Dean. I'm here tonight as the CSA Vice President speak on behalf of our classified stack. We are, they're struggling with the recent insurance rate increases. Just today, president Johnson and I, along with our labor reps, Samuel Turley
and Dale White Wiman Canvas employees across the district. And the number one question that we heard was what's going to happen with our insurance? People are scared and they're worried that they won't be able to afford coverage or pay their bills. This is a serious issue and it calls for thoughtful collaborative action. We're asking the district to work with us in our upcoming negotiations to find a solution. I believe our next negotiations are next week. Um, our employees deserve affordable healthcare and peace of mind. Um, are there any questions that I can answer? Thank you. Thank you. Thank you. Next step. Certificate representative. Good Evening. Um, we just have one item to report to you on tonight. I know that one of your action items on tonight's agenda is the contract with school leaders for
structural reduction planning consulting services. We appreciate the commitment to thoughtfulness and transparency that the board has made. Um, when it comes to this challenging topic and possibly future difficult decisions, we understand the importance of fiscal responsibility and efficiency while at the same time being sensitive to the impacts of potential district consolidation. To that end, MTA is forming our own district consolidation listening team to attend any school board meetings, study sessions and community engagement sessions, um, that may come up. The team will include someone from each site being considered as well as a couple of members at large and President Amber Hanson and school board rep Jen Besley. The team will listen and report back to membership so that MTA can present fully informed opinions, recommendations, and requests as we proceed. Thank you Jean Lorraine, nothing
to report tonight. Thank you. Thanks for your attendance. We Appreciate it. Next step is gonna be, we will start off with Dr. Lia Gutierrez. Good evening everyone. I do have a couple of items that I'm providing an update on, but I would also like to add one more, um, that took place yesterday. So I do wanna take a moment to discuss our professional development day. It is a district wide day of learning for our staff, and our goal this year was really to tailor learning for our attendees. And so our attendees, depending on whether they were a TK teacher, an elementary PE teacher, music elop staff, SP staff, and even at the elementary level, breaking up attendees by grade level span. So you were K two, you went to one session. If you were grades
three through five or three through six, you went to another one. But what was really unique about yesterday, um, in particular at the elementary level, was that we brought in a new model of delivering training. And that was through utilizing trainer of trainers. So we invested time and effort in training site teachers and brought them up to speed. Prior to yesterday, they went through training and our principals went through training last week as well. Uh, but the trainer of trainers, they really stepped up to the plate. Our goal in our district is to build capacity to build leaders within our own group of teachers and staff. And so they were the ones that were leading the sessions at the elementary level. We were across four sites at the east end. We had, um, K two
teachers at one location, and then three five at another at the West end. Same thing, K two and then three six. And they were phenomenal. I cannot thank them enough for everything that they did. Um, it takes a lot of courage to step into this role and to present in front of your peers. And the feedback that we received was overwhelmingly positive. And the feedback survey that we provided our participants, 95%, agreed that the content was relevant, that the strategy were useful, and that they planned to go back to their site, um, into their classrooms and use what they learned as part of their planning instruction. Um, so the focus was on having them understand how to write learning intentions and success criteria. So they learn about deconstructing standards to have a strong sense of
this is what grade level standard looks like in my grade level. Uh, understanding the rigor, depth of knowledge or be okay. So a lot of engagement. And so I can't thank them enough again for everything that they did as well as our site principles. Um, because, you know, even though they were in the room, it really was our trainer of trainers, but they were there in the background to answer questions, to take the lead as needed to encourage them. And so they thank you to every single one who was part of yesterday's. So that is the first one. Um, next I'm gonna move over and talk about Proposition 28. So I have a privilege of talking about Prop 28 with a small group of teachers and one of our board members, Ms. Bianca Stoker, who
I really want to acknowledge publicly and I want to thank you for championing, um, on behalf of our students when it comes to Prop 28 and the arts and the music. Uh, so, uh, she did say, you know, I felt like our time together was very productive. We learned a lot. I feel that we would all benefit from learning about this. And so this is what I'm sharing with you today. Um, so to give you some background information, um, prop 28, we received funding from Prop 28 for the first time during the 2324 school year. And the reason why this funding came our way was because back in November of 2022, there was a valid initiative in the state of California where California voters were asked if they wanted to, um, allocate, uh, public funds
for arts and music construction in public schools. 64% of California voters said, yes, we want to make sure that we have an ongoing stream of funding for this purpose. And so we will continue to receive funding every year unless they were to go back on the ballot and voters were to vote to reverse what already, you know, was approved. Um, this funding is designated to address any of the areas that fall within arts and music. So visual arts, music, dance, theater, media arts. There are requirements, 80% of the funding has to be used for staff. 20% is allocated for materials for training, community partnerships, um, field trips, things of that nature. Uh, we do have a plan that we do report to the board every year at the end of the year. And so that
is something that does come to board. And every year you approve. We also have the ability to request a waiver. If as a district we're not able to meet the 80% of staffing requirement. Um, so we have this 23, 24, 24, 25. So now we're in the third year. Uh, and this is the first year where, for example, now we have music teachers at most of our schools, we have our teachers at some of our others. And then of course we have music and our are being funded alternatively with other funding sources. But, uh, you know, when I first came on board last year, we had not been able to hire all of the staff that we needed. So it has gotten better. Uh, but we realized that, you know, we're gonna continue to monitor
our funding. If I can have you go to the next site. Uh, so right now out of Prop 28, we are funding eight, either art or music teachers. And we also fund five more that fall within the realm of, uh, visual and performing arts. Our allocation as a school district was $1.3 million. And so even though I say that, it's as a school district, of course, every school site gets their unique funding and it's based on their enrollment. And there's also a percentage that is calculated in there based on their low income enrollment. So there are two factors that are taken. We don't get to decide as a district how much each school site gets, and then whatever school site, um, whatever amount each school site gets, it's money that needs to be spent by
them, we're not able to use their funding with to another, we can't move it to another school. Um, so part the vision that Ms. Toker presented was to have a, the group of music teachers come together so that we could have some discussions around, well, how do we build a program, right? Because this is really year one of having a group of music teachers. Last year we had one, now we have the met most of our schools. And so we had one session so far, we're going have more throughout the year. Um, and it was really an opportunity for us to discuss what is the purpose of us? Like what is our vision? Where do we see ourselves going? Um, they were able to learn about Prop 28 a little bit more in depth. We
had discussions around what, you know, may be working, what needs work. And we realize that there is a lot of work that needs to take place because again, we're at the initial stages. Um, we talk about how do we continue to provide support so that the teachers feel that they are being heard so that they have a place where they can come together and have these collective discussions. So we talked about what would meetings look like in the future, and then how can we develop them as teachers, as music teachers as well, trainings, conferences, et cetera. It was a productive day. I know they also got together yesterday and they have their own day of collaboration guided by themselves. Um, but we are excited about continuing to focus our efforts on developing, you know, our
music program. Um, we would love to have a program that aligns so that it builds so that at initial stages, you know, we're talking about setting the foundation with the little ones. Um, but as students move through that, you know, it gets to be a little bit more focused. Um, any questions? Can you explain the supplemental versus supplanting portion of it? Absolutely. Great question. So when we receive Prop 28 funds, we are, we are to use these funds in addition to what we were already offering previously. For example, let's say that I'm at a high school and I was already funding five sections of art. I'm just making up art. I'm already funding five sections and I get prop 28 funds. I can't say, oh, these five sections, I'm now going to use Prop 28
and pay for these sections. Now the subject area could change, it could be art that is now music or graphic design, but it still has to be five sections that we were already previously funding I have to add on top of. And so that is what we, that is how we differ. Um, supplemental versus supplanting. Supplemental means in addition to if we swap it out and we don't add anything that is considered supplanting, and then that will become a finding whenever we go through audit purposes, Carry over, can we have a carry over for the next year? Yes. So our sites are allocated, they're carryovers. Um, we have had carryovers, when I first came on board, uh, last year, they had carryover funding provided to them. Uh, same thing this year. So the principals received
their, their funding amount, their award for the year plus the carryover, and then they have to develop a plan. This plan is not to be created individually. They're supposed to engage, um, their educational partners, their staff. Um, the, the conversation has been around you really have to talk to your individual that is providing instruction in these areas. Like they should have a voice. Um, not the only voice of course, because even though we may fund one person or sometimes a person and a half or two people, like at the high school level, you might have more than one. Um, the funding doesn't mean that it belongs to them. It still belongs to the school. And while we may use up to 80% or more of the funding for staffing, other teachers should be also benefiting
from. So you could have schoolwide events that focus on, um, community partnerships, state where you bring the arts in. You can have field trips where the whole school participates, um, you know, in some type of music art development. And so, um, yes, they do get carry over funding as well. They, they know from day one what their accounts are. They develop a plan and then, Anyway. Thank you. When does that number get, um, figured out? When do the sites know what their prop 28 numbers gonna be? We share, it's called a preliminary, um, amount that we share with them. Probably share, um, the beginning part of September maybe. I, I don't think it was until midweek September, um, because we won't get a final amount until January. But we have a preliminary amount based on
enrollment and based on low income status. But the actual funding will not hit our books until January. So we give them, as soon as we're able to roll out a number to them, we give it to them. And, um, we stress that it's preliminary. Uh, it could be off a little, but it's still something that we can work. I didn't know it came that late in the year. So you have the whole first semester the school year without really knowing for sure. I just smart had a comment. Um, b and I were able to go to both junior high in both high schools, and it was just refreshing to see kids on instruments. I mean, it was even some of the basic stuff on keyboards and that thing. We haven't had that in year when
I grew up here. We always, maybe we took that for granted, right, Jennifer? We always had that in our district. Always, always, always. So it's so great to see that. And I also want to recognize Bill Barrett, um, bringing, I mean, he right. It's a miracle that we got him to come back and what he's doing when he brought back the alumni band for our, for our football games. I mean, the pride is so much higher at the school. It's, it's a big, big difference for our football games. So what Bill is doing with the alumni until he gets his band up and running, is just a remarkable achievement. So I appreciate that he's done. Thank you for sharing. All right. Thank you. And then one last, one last, um, moving on to, we have
an Eloc presentation that we would be provided by Ms. Sally Stevens, if I can have her come up President Dr. Vargas and members of board Cabinet. Um, I'm excited to share any with you guys. So yes, excited to share an update with you guys. Um, we'll go over enrollment growth and some fiscal staffing model improvements and some enrichment opportunities this year. Um, we currently have 447 students enrolled across 11 active elementary sites with several sites maintaining wait lists due to high demand. Uh, last year we served up to 370 students, so we're seeing continued growth. Um, and as we hire on and onboard additional personnel, we'll continue expanding our capacity and working through those wait lists. Our allocation this year was about 7.6 million with a $5.5 million rollover from the previous year. Currently, 53%
of our budget is allocated towards personnel, which is intentional. Um, we are investing in our people to ensure safety, quality and consistency at every site. Um, we are actively reviewing the unallocated funds with facilities and instructional services to ensure that every dollar is strategically in line to maximize student outcomes. This year we've implemented a new facilitator model that builds leadership capacity at each site. Um, the facilitators oversee both instructional quality and daily operations and are supported by our ELO ptosis, myself as the program specialist. And with your approval tonight, our ELOP program manager, We're continuing to strengthen, uh, the connection between ELOP and instructional day after school. And intercession programs are assigned to reinforce the ELA math writing, um, while also providing steam experiences that blend creativity with academic standards in hands-on meaningful ways. We
are continuing partnerships with groundwork arts, LEGO Education, and New Academy, and we are adding Harvest and Thrive and Discover Jay Tree to expand opportunities in wellness and environmental education. Each partnership supports our goal of providing engaging high quality programs that enrich student learning across all sites. Um, Our non instructional programs offer students engaging hands-on experiences and including this year, we're gonna, um, highlight Desert Survival Saturday Academy with Discover Jay Tree Spring inter recession with the new academy featuring Arts and sports, the Disneyland STEAM workshops and PAL Science Camp for cooking sixth graders. Um, each program will blend learning with enrichment and social and emotional growth. We are continuing the student worker program, which provides leadership and mentoring opportunities for high school students supporting e local sites. Participants are currently being processed through hr and this
program remains an important pathway for developing our future educators in our community. Our enrichment clubs continue to grow based on student interest and staff creativity. And our current offerings are being supported, um, by L-O-P-E-L-O-P has supported these programs by providing materials and supplies that make art and enrichment accessible to all students. Thank you. Any questions? Point of clarification on the poly uh, science, that's for the district wide. Mm-hmm. Which I love that because most of our science camp has been very site specific and we don't have anybody to support it, uh, I guess to chaperone it. And you don't have that for a specific school, but I love the idea that you open up the whole district, so Nice job and we'll see how they go this year. I, I'm interested to see how many
kids will actually, both families will be interested. So it's really just this year we're just gauging we're just checking to see how many gonna get and then we'll move forward with it. Better idea. Um, how many sites do you have wait lists for every site? We have nine sites for wait lists. Wow. So what's the process for that? So you have a wait list. Do you know that you have a need? So we're currently looking for more staff Or we are looking for more staff. We are also looking to see if we can bring on, um, additional contractors to start working some of those rotations. Like the, our community has had a little bit of some change in the sense that a Boys and Girls Club has kept their amount of kids that they'll take.
And so our, our families don't have as much opportunity and as much access to, to care. And so we do have a, a big and growing our list because we are working very hard to get through it. Okay. Do you know about how many students We have on wait list? Three sixty, three hundred and sixty? We're trying, in certain sites, sites would be well over 120 kids at sites on sites. If we were able to accept everybody, Which is what percentage of the site that, I mean, how many of those students, let's say Yahoo Mesa has what, 380 students Says? Three students. And if we took on everybody, wait, would 90 Monga has over 500 If we took on their wait list, be one 20 went. I mean, I could tell you, but like, yeah,
it, it's probably 20 to 5%. Wow. We're working towards getting, well, we won't do everything. We can get further. I believe you. So does the step have to be certificated or? No, but they can't be certificated, which is something we're exploring as well. Great. Okay. Um, but you're contracting out to try to fill some of that? We haven't contracted out yet. We're looking at it, but we also, you know, we're, we're getting creative. Likewise, uh, we're trying all kinds of ways to get through it. We, we are really looking forward to even bringing on certificate people if we can get them invested in the only pay as well. Gotcha. Thank you. I think I remember that we still don't have a sunset, an end date for this program. No, it, there's not necessarily a, an
end date for this program in the sense, like, it's not a grant that you would think of it, it's an apportionment, so it's just now considered a part of our budget. Okay. Thank you Sally. Uh, Mr. Claire, we do have a, an additional report. No, thank you, Sally. Okay, thanks. Yeah, I do see, uh, we have John call, uh, uh, with us tonight. He's gonna provide a report to the board in regards to the, uh, HT bond committee. Uh, he's representing that, so please, John. Welcome. Thank you, sir. Sure. Good to see you all and happy to hear some many good things going on for our kids. Having fun. Uh, we had our second oversight committee meeting on September 16th. All of us but one were present. Uh, it was a very informative meeting to
US committee members. Uh, we got an update from Mike Al on the, uh, maintenance and operations, uh, purview, the projects that had come under his, uh, guidance there. And of course we heard about the, uh, new kitchen, the progress over at 29 Junior. And we heard about the architect, uh, drawings and so forth. They're needed for about eight sites. I'm not going to go through all these details, but you can get these minutes, uh, on the website. And you heard a lot of this and know a lot of it. What I'm doing is telling you what we, um, were informed of what we had to work with. We heard about this, the plans for the stadium improvements at both schools. I'm happy to hear that's moving along. District is, uh, waiting on pre-planned check drawings
for the cable restroom at 29 Junior. And we heard about the new HVAC systems in the, at four different sites, the design and planning stages for, uh, the SELPA buildings at five different sites. And happy to know that, uh, the PA and, and, uh, bill system upgrades are being planned and processed. And then faith came and fill this in from the financial, uh, aspect of the bond, uh, learning that we had close to a million dollars he spent already for 29, uh, junior kitchen looking, the district is looking for a different tracking system for projects and that could be very important as you differentiate the bond covered ones in the knot. I dunno if that's a word non covered. But anyway, uh, we also found out that this, the bond sales, uh, did very well
in, uh, series A and that there will be two more series after that. The intention is to, and I'm sure that's part of your agenda, uh, to spend, uh, all the series A before selling series B, but at the same time to have a shovel ready project, uh, for the series B. Excuse me. Uh, the rest of the meeting consisted of public comments, uh, with anyone else here, uh, and committee comments and questions. This is our second meeting. So there is still some organizational, uh, if you, if you know what I mean, just understanding what the role of our, the committee members are, what information we feel we need, both individually and collectively. And there were, uh, a lot of, of, uh, points of information shared both ways. Uh, when individual, uh, committee members would
like to see, uh, information they'd like to have. And the district, of course, the district representatives were more than happy to, uh, keep us informed and so forth. We have scheduled two more meetings, one in January and one in May. And unless there are some questions, I think that will, Thank you, John. Okay. Continue to support the service. Have a good evening. Next up is public comments. Here's my little disclosure. Individuals may address the board on issues within the jurisdiction of the MUSD Board of Education that are not on this agenda. There is a time limitation of three minutes per person and 20 minutes per topic during public comment. Please refrain from applause or side commentary to ensure that the board members can properly hear all public speakers. Members of the public are expected to
maintain a professional courteous to decorum during the comments inappropriate behavior of contact of the meeting for forfeiture of your public. The board is prohibited by state law from taking action or discussing items not included on the printed agenda. Public comments on specific agenda items will be deferred until consideration of the item on the agenda. Okay, so we have three on item nine A. So you, when item nine A comes up the preview, you'll be able to comment on that. Right now we have Cora Kaiser. Good evening. My name is Cora Kaiser and I'm a special education advocate. I'm not a lawyer. I do not give legal advice. I am representing several families whose children with IEPs were transition from the elementary schools to the junior high this year. When these sixth graders removed, nearly every
parent was asked to sign an IEP amendment to match what the new school said it could provide. The reason written on some of these amendments stated that the junior high was not sure what services would be offered because all staff had not yet been hired. It went on to mention that possible co-teaching might occur and meetings would be held within two weeks of school. Starting. Those follow up meetings never happened. No data was used to justify reducing service minutes or removing pullout instruction. These decisions were made based on staffing and scheduling and not on student needs. And that violates both idea. And today those students are in classrooms where their IE Ps say Christian support, but there's little or no evidence that is credentialed. Special education teacher is actually providing the support. Parents are now
discovering that the services written in their IEPs are not being implemented as promised, this situation has been uncovered because a parent called me after weeks of trying and frustration and confusion and should not take a parent hiring an advocate to make sure their child's legal services are provided. The, um, they're, they're not numbers on a page. These are children who need specialized instruction to access their education. When services are reduced or delayed because we haven't hired staff yet, those children fall further, they're behind and their families lose faith in you. The school system, I am asking that this board direct the district review all sixth grade IEP maintenance that were changed due to the transition. Ensure compensatory services are offered to any student who did not receive a required minutes and reinforce staff training so
that future transitions are based on what the student needs and not your staffing availability. We can't do the start of the school year, but we can take action now to make it right. These students and their parents deserve to know that their rights and their children's futures matter to this district. Thank You. Thank you. Next up is the consent agenda. Do any board members to have any items for review? I do. I have item B one S. That's one. And then D six I. Yeah, those I have B uh, two double I. No, that's it. Okay. I'm asking for a motion to ac approve the consent agenda, which is while we're pulling item BIB two, B two two. And also item D six. Aye. A motion. So moved. Second. Moved by Roberta second by all
in favor? Aye. Any nays? Five zero. Alright, so let's go ahead and start off with a certificated personal consent. That was, Yes, I just had a question about that. Is this for the dual version teacher that we hired at the beginning of the school year? Yes. It's due to an out of state credential. Oh, okay. So when you hired her bench, but it was just not in California. She has the authorization in another state and this waiver and she's gonna meet a requirement and then She'll Receive a preliminary Copy. Got it. And do you know how long it takes for that process to happen? No, I can't speak to that, but the waiver will last for, For you. Okay. Do you know what the waiver requires the teacher to do? I would really need to
details for you. I probably would wanna speak to in a public meeting about requirements Specific. Okay. Yeah, but we could discuss that. Okay. Thank you. Next step. Item B two, double I. All right. Well, Pete's looking under, oh, sorry. We got make a motion for that item. Oh, okay. Item DI may I get a motion. So moved. Moved by Bianca second by Missy. All in favor? Aye. Aye. Any nays? Five zero. Okay, Pete, Under the, uh, responsibility paragraph of the, uh, IH job descriptions is a statement, there is some opportunity to affect the organization services. What does that mean? I, I didn't understand. So the, it's a general statement just discussing that in all of our jobs, there's the opportunity for the employee to positively affect the organization. We discovered, and we actually talked about
this in a, excuse me, sorry. In another job description as well. Uh, in years and years and years ago, our district, um, consulted with an outside organization to help, uh, update job descriptions. And so many of them have this line in there. Okay, thank you. May I get a motion to accept item two? Double I move by Pete. Second. Second by Roberta. All in favor? A. Aye. Aye. Any nays? Five zero. Last section D five A I. Back To, So I was reading, I was reading the I fundraiser request. Is that for a lab? Is that what? Understanding BlackRock High School and Sound Lab. Hello. Hello. So it is to work with Groundworks and have, um, last year we had two musicians come out and teach our students, um, to play instruments and to produce
and do different things with music. And last year we had double the amount of money because the year before we didn't, we weren't able to get that going. So this year we're short on money and we want to continue it. Last year we were able to do it this semester, this year we're trying to of course, do it this semester again. But the school need is we want to do it all year long and offer it as much as we can to our students because students, staff and community loved it. Understood. When I read the project title said Help bring music back to BlackRock High School was like, where did it go? So that's great. And then I saw the other request was for some kind of lab. Lab. Is that part of It's all
the same thing? It's All the same. We call it The name of the program is SAM Lab. Oh. We do more than just play instruments. They were learning all the different aspects of music. Oh, wonderful. No, I think it's great. I was just wondering where it went and why we don't have it. And so that, thank you for that. You're welcome. Any other questions? No, thank you. May get a motion to accept item B to, or excuse me, I'm sorry. DI So move, Move by the offer Second by Pete. All in favor? Aye. Aye. Any nay? No. Aye. Thank you. Next up are action items. This is, uh, RFP 26 dash 0 0 2 Authorization to contract with school leaders for structural deficit reduction planning consulting services. We have free public comment cards. So we
will start with Chelsea Hacker. Good evening. Um, my name is Chelsea ler. I am a parent at Hills and I'm here representing a bunch of parents that are here tonight and across the MUSD district because, um, we, we want to understand the intent behind this contract, um, up for vote the school leaders, um, a bit better. We understand that you want to plan for the long term fiscal stability and address projected deficits. Um, we know it's necessary work to be done, um, across long-term, uh, commitment. And we appreciate your efforts to plan responsibly for our schools. At the same time, we want to acknowledge that this is a major public investment. Nearly $191,000 is something that the community does look at. Um, it, with that big commitment, I think it requires big oversight, collaboration, and
transparency with our parents and our community. Um, our parents don't yet have enough information about the scope of the work or its potential impact to our schools and our children. Um, we wanna be active partners, not just observers in the process of review. Um, so we, we intend to review the data. We, you know, we wanna understand what the inputs are, what their data modeling structures are. Um, we wanna fact check their projections or their inputs at least, um, based on what we see here on the ground, the real enrollment patterns that we know, school to school and our community growth that we're seeing and our accolades that are schools like Friendly Hills are earning. And the attention that grows with that, again, among the community and parents moving into the community. Um, we also
know that our geography is very unique and it shapes the way our children and our parents get to school. And, you know, this data that they're maybe using as input isn't always looking at if parents will have to cross flood zones. And if there were a change to redistricting or potential school closures, which we are, we believe that we're aware that this might have something to do with future school closures. So that is why we are paying attention. Um, to support transparency, I've already submitted a public records request for materials from the previous, uh, engagement with SchoolWorks Inc. Including the reports data sets. And we also wanna see the request for proposal documents that have been sent out to, uh, companies that are going to be maybe looking at the in the future. Um, we,
we, we believe that these should be made public. Before any new contract move to a vote, we respectfully ask the board to help us understand the strategy behind the overall investment in fiscal planning consultants. May I have 30 more seconds? No, I'll Give you 15 seconds. Okay. We wanna understand the school planning, um, what the outcomes were from school works, how it differs, and where there's an intersection with what's being, uh, proposed with school leaders. We wanna commit, ask you to commit to transparent deliverables and that you include stakeholders like parents and teachers in the conversation. Thank you so much. We really hope for true partnership in Thank you Ms. Ha, appreciate. Um, I'm Here tonight to speak about the action item agenda in which you are going to vote to move forward to work
with school leaders consultant Company for the purposes of district consolidation. Um, my information is kind of like a game of telephone. Most of the information I've been given to me has not been firsthand, so I'm open to admit that I may not have all the facts. Please feel free to correct anything I say that is inaccurate. Um, last year I was very excited to hear that the school district was looking at redrawing the school boundaries. By redrawing boundaries, you can create more equity among the elementary schools and potentially cut down on combos, which I am in favor of. Towards the end of the school year, the results of the demographic study came out, including the recommendation of shutting down four elementary schools, including Friendly Hills. My understanding is that this recommendation was based on flawed
data about the amount of space schools had available. My questions are how much did we pay this consultant company? Did they give us options to redraw the boundaries without closing schools? And did we ask the company to correct their findings once the PLA data was brought to their attention? Several stakeholders came to the June board meeting and spoke during public comment about their concern that Friendly Hills might be closed. I'm not sure who spoke to these stakeholders after the meeting, but they were told, thank you for coming. We love hearing from you, but I'm not sure why you're here. This is a non-issue. The perception was that Friendly Hills was not in danger of being closed. I understand that this might not happen for a while, however, it impacts us now. For example, as a
taxpayer, I go to guess on Measure C to improve our school's facilities. I voted yes thinking it would include upgrades that I know are needed at my site. No one is going to now vote to allocate any of those Measure C funds to fix or upgrade anything at Friendly Hills if we're potentially gonna be closed within the next five years. It came to my attention that the board had had another workshop study session with the consultant company in September. I would've liked to have come to this meeting. I didn't know it was occurring. And it's also during the day, while I'm in class teaching as a result of this meeting, it is my understanding that you will be voting to move forward with this company to have town hall meetings at the four schools who
are being considered for closing. I know there are special considerations that impact all four of these communities, and our district is aware of those considerations. My questions are how much are we paying this company? Has the company already been asked to amend the data with accurate information? And do we really need to pay a consultant company to conduct these town hall meetings? I know that redrawing boundaries in all of the considerations that come with it is a very complex matter. I'm not going to stand here tonight and pretend to have all the answers. I'm just asking that stakeholders be allowed to be part of the conversation and not just at a town hall meeting where we all cry and yell and plead to our case for why we should stay open. I'm asking for information,
I'm asking for transparency from the district. I'm asking to be part of the process and I'm asking for answers to my questions. Thank You. Last step is Kelly, is it Len? Kaylee, Poland. Poland, I'm sorry. Thank you. Thank you Dr. Vargas board and everybody else up there. Um, I am also a parent from Friendly Hills Elementary. I have a fourth grader there and a future T Care, um, besting together in just a couple years. So I'm highly invested in my school. Um, I wanna just echo what Chelsea and Ms. Fan Enos said tonight that after the June meeting when we were assured that Finley Hills had nothing to worry about and we recently heard this whole conversation coming up again, some of us parents again, I'm, I'm really, I was happy to hear that. Uh,
one of the certificated staff said that they felt they were getting transparency. Um, we don't feel that from the ground level as parents. Um, I know that there are a lot of creative amazing individuals out here who are, uh, parents and being proactive and want to help. Uh, when there are situations like what we're dealing with and leaning towards this goal stability and how can we do that? We wanna make sure that when we're looking at this creative outside of the box options are being considered and that we aren't just thinking about school closures. Um, sometimes it takes work. Sorry, thanks. It can take more energy to figure out creative solutions, but there is a lot of creative people in this community and a lot of those people are parents. And so allowing us to
be part of the conversation, giving us the transparency, understanding what's happening, as they said, so that we can help, we wanna help, we wanna assist, we want the collaboration. Um, so thank you for hearing us all tonight. We care deeply about our School of Friendly Hills especially. Um, and so we want to work together to figure out a way forward that works for everybody, including our children. Thank you. Thank You. Do we have any board comments about proposal RFP? Uh, I do I have a question for it? Sure. Um, it says that the money used for this contract will be funded with developer fee funds, and I didn't understand quite what that was. Developer fees are used for making adjustments to our school, uh, facilities. So they can be used on, uh, extending towards studies
such as this demography, elder reports, anything that's gonna impact the size of our schools to accommodate side of our students. So it can be in a growing, uh, capacity. And in this case it can be that, you know, at the conclusion of this study, you don't know what the results are gonna be on, you may have to increase, uh, for example, campus size. And so that would've a direct correlation to, um, development piece. So that's just the portion of the budget? Is that what I'm hearing? Like where are they coming? It's coming from the general budget, The develop fees, a fund of its own, it's money that collects revenue that they collect on. Okay. But I don't understand where it's coming from. So we need bill commercial or residential with the fees in case to
the District, right? Yes. Okay. So anybody in our county or area, I should say International district, district area, yeah, they're level one, uh, fees. So it's a levy that's placed upon, uh, builders and developers, um, that impact the, uh, the schools as it pertains to and as it's connected to the, um, the building that's going on. Is this different from the school fees that were paid? No, it's the same thing. It's the Same thing, Just a different vernacular. Technically they're called development fees or school impact fees. And um, in December we have a development fee that we'll publish each year as a requirement for collecting those fees in order to bring transparency as to what those fees are spent on one school projects. And this case, this project, Missy, You're good. Go ahead. We haven't
really made much a vote or I mean, we, we are not voting as of yet, right? I mean, we're, we're still talking about this same discussion of what's going on. I of course don't wanna see schools close either. But again, we, we, we know what we're doing as far as we're going This The questions that we have to ask. Correct. This is solely for the FDA to do an additional study. So I was gonna get a little background, um, to everybody. Um, it started with schoolwork and when I first got on the board, um, one of the things Roberta and I have always been champions to lower the number of combos. And one of the things we looked at was, okay, we have to look at maybe the boundaries of the schools. Maybe they're not
accurate because obviously people move in different areas. So that was a concern. And then it came to a point when we started looking at declining enrollment year after year after year, this year being the first year in a number of years where the enrollment didn't decline the district as the board and the district has an obligation to the public to make sure that we're being fiscally sound so that our schools are viable into the future. Um, now we're at a point at deficit spending, which we have not faced since I've been on the board, if not for a number of years. Can you think of the last time we had deficit spending? Actually last year, two years ago was our first year negative 7,000. And the first year last year You guys, sorry. This is
technically our third year of debt. Suspend in this year budget. Yes. Okay. Um, so what the, the, the idea of this is the consultant's gonna conduct a full review of district spending. So we're talking district office, we're talking to supply, we talk about transportation, we're talking about facility use. It's not specifically targeting those four schools. Those four schools were picked, um, by schoolwork simply because the number of the enrollment at that given time, that was really, there was no other real measure. This is gonna give us an opportunity to look at a more whole, more wholesome look or a wholesale look at each individual site and the impact on those sites. Um, I know disclosure is a big thing, but this is, we're just now beginning to do this. So I want to stress there's
gonna be multiple opportunities for parents, staff, students, and community members to be invited to participate in feedback sessions. This will include board studies, additional board meetings, um, and then we will have, if we do agree to this RFP, those consultants will have the individual sites, they'll have the town halls for those. The reason that the board was looking to do this is that we felt that we had professionals that have dealt with this in the past. They would have a more professional response to the public as to why these decisions were made other than us trying to make an emotional decision one way or the other. So that would take that off. Our plan is for as many of us as possible to be at all four of those meetings and to support and to
listen to your feedback. None of these existed. I I went to these schools. I graduated a long time ago. Uh, my mother graduated me school. I am really, really entrenched and all these decisions are really hard on all of us. Um, so I don't want you to take or feel like we're not taking this lightly. Um, but whatever we can do to, to kind of calm the, or the rumor mill, just try to deal with the facts and if you have questions to ask the board members to ask you, district office. But we do plan to have really, really good, uh, information out there so that you guys are not in the dark as to why these decisions are made. Yes. And I just wanna, um, assure you that we are committed to complete transparency.
As we, we've talked to schoolwork, we've made that completely clear that we want to hear from the public. We want to hear from you as much as you want to tell us, and for our consideration for the district's consideration of these very difficult decisions that are going to have to be made. So, um, we are committed to complete transparency. Those meetings will be open. The last meeting with SchoolWorks was an open session so that, um, anyone who wanted to hear from them could have, and there were some people there that knew what SchoolWorks was telling us and how we were responding to what they were telling us. So, commitment to, um, full Transparency. Thank you. Those of you that came and, and we are, please know that I am totally invested in these schools, in
this district. You guys are completely going to be able to have some say and continue to say, um, Beverly Hills is my heart. So parents, I know, I know how you're feeling. And like I say, we're gonna talk to them. It's gonna be, they're gonna let us know stuff from up here all the way down to the very bottom and what we need to do. So please continue to stick with that. I promised you the transparency will be there. We will continue to work with you guys, so make sure you continue, continue your voices. Last thing I just want to emphasize at this time, no specific decision has been made about staffing schools reason. So anything that's out there, it's just not true. And ultimately it has to come to the board for an approval.
So even if you heard it from this teacher, this staff member, this district office employee, it, it doesn't mean much at this point. We're really taking this to heart and we're gonna take this information to make the best decision possible for everybody. Um, Yes. You know, I'd like to say I've been to all these schools, every school in the district. I've been here a long time. I'm kind of emotional about this whole thing myself. Uh, I wanna know more than just my feelings on how this should go. I want, I want to get as much information and as much specific things that, that, so we can handle this. And I really do want to be out there, there at those, uh, um, meetings. And I want to hear, I really enjoyed the comments we had
here tonight. I, I learned some things right then and there from, from, uh, uh, you individuals. So yeah, we, we haven't made any decisions. We haven't done it. We just want to attack this thing and do it right. I'll say one thing too. Um, I think the reason that we all decided we needed to find a consultant is because this is a difficult process and we need to make sure that we are doing our due diligence for the entire district, getting all of the information. We didn't want to make a decision on one step. So Doing this is gonna allow us to really take a look at everything. They're gonna come back to us with all of the facts and give us their suggestions. Um, and you, these are gonna be open sessions. So these
are gonna be things that the community can come and you can listen in, you can comment. So, um, it might be hard, but I think we are going to be, we are gonna do the best that we can. I went to Morongo l that's my alma mater, um, small school. And, um, you know, we're all emotionally invested at this point. There's no way around that. This is a small community. We're all gonna be invested. Um, but thank you so much for coming out and four, speaking your mind and giving us your comments. Um, because we would do the same thing, um, if we could. Thank you. May get a motion to approve. RFP 26 dash 0 0 2. Authorize Mr to enter into contract with school leaders for structural deficit reduction planning consulting services. I
second Moved by Missy, second by Pete. All in favor? Aye. Any nays? Five zero. Next to up we will have, uh, I get a recommendation to adopt the calendar for the regular board meetings for 2026. So Second. Moved by Roberta, second by Bianca. All in favor? Aye. Aye. Any nays? Five zero. Lastly, we want to, I would like a motion to adopt the resolution number 26 dash zero three district representatives for California Department of General Services and Office of Public School Construction. Actually, before that, can I get, can we get a little explanation as to what that is exactly? I I mean I think so the public know. Yeah. So the, uh, office of Public Schools construction needs representatives from the district. It's normally the superintendent, uh, the superintendent business and the director of operations
that signs on behalf of the district to be able to interact and do regular business with OPSC. So, officer school instruction or construction. Usually where we come into play is when we're doing applications for them for matching dollars on a construction projects. Generally speaking, I'm sorry. Yeah. And, and yeah, Mike. So since there was leadership change, and I don't think it was necessarily updated from whenever taken over as superintendent also. So that's being updated. And Sharon, Can everybody hear that? No. Sorry. This is, We had some position changes. So, uh, Dave, go ahead. Oh, so there you go. Gotta really get up on it here. Sorry about that. Um, so we have communication with the Office of Public School Construction. They're the agency here in California that oversees construction on all of the schools. Um,
they're different from the division of state architects, which is essentially the code enforcement arm for the state, but they have all of the financing that goes through the office up there. So one of the key things that pertains to us here is like when we're building a new school, that approval process has to go through OPSC. Um, and also when we're getting matching dollars back from the state for projects, uh, for our eligibility and stuff when it's applicable. But we need representatives with the district who can interact with them on a regular, uh, course of business. And so those representatives are normally the superintendent, myself and the, uh, director of maintenance and operations and facilities. So in order to keep things running smoothly, we need to have the appropriate contacts in place so that we
can sign on behalf of the district on applications and things like that to go there. So it's just a kind of a matter of business. Um, and since there were changes here in the district recently, and also to recap with changes in the recent past, we'll try and keep everything current, but we need more action to make sure that these are adopted and approved so that, um, OBSC can update the records and have authorization to communicate with the proper people at the district. Thank you. Dave. Can I get my motion again, Missy? Second. Second, Bianca. All in favor a. Aye. Any nays? Five zero. Next step items for review. Second review for court policy 51 45 dash seven. First review and read for court policy 51 46, 61 45 and 9 0 0 5. Informational
items include accounts receivable, cash receipts, and budget, budget transfer, transactional report, future agenda items. Do we have any suggestions? Future agenda items? No. Okay. Next is our board district calendar. S-B-C-S-B-A fall joint meeting is this October 20th at the DoubleTree by Hilton Hotel in San Bernardino. We'll have an additional board study on November 4th, 2025 at the JT PD Center at 8:30 AM Next will be our next joint board meeting with CMC will be November 3rd, 2025 at 1:00 PM and our next scheduled regular board meeting will be November 18th, 2025. That leads us to board comments. We will start with Missy this evening. I just wanna say thank you to all of you that are here voicing your opinions. You guys, your, your opinions matter. They do matter too. So please, thank you. Take,
take the thank you from us. Um, we will continue to be transparent. Thank you Uha. Um, thank you all for being here. I, um, wanted to reiterate what you said about hearing the student representatives. It always gives me such an uplift hearing about hearing from them what's going on at the schools and that way our schools are doing fine court when I watched them and listened to them. Um, thank you to the MTA for, um, performing that committee to inform your members about this upcoming demographic study and the school work. So I appreciate that. Um, Ms. Terra, um, thank you for your update on, um, prop 28 and, um, that we're promoting leadership district. That excellent. Um, John Cole, thank you. He's not here anymore. I appreciate. Well, thank you. Thank you, uh, Pete. Well,
I certainly liked hearing, I certainly liked hearing about, uh, our staff development and the ia, uh, training. That's just fantastic. Uh, Elop fantastic. I like where we're going there. That's outstanding. City presentations. Those, those were great. Prop 28, way to go public speakers, as I said before, thank you for coming. Fantastic. Uh, I visited a couple schools last week. Friendly Hill as you were Landers and Joshua Tree Elementary School. Boy, just, that was a great time. I really enjoyed it. So we're doing great. Thank you. Thank you Pete. Bianca, I just wanted to thank, um, Mr. Gutierrez and Stevens for presentations today. Thank you. Um, that information is so helpful and I think it helps not just the board, but also the public to understand kind of what we're doing. And, um, a lot of
it's a mystery, you know, unless you ask really detailed questions. So thank you for that. And thank you everyone for coming. Thank you, Bianca. Um, just wanna emphasize BlackRocks attendance being up 4%, whether it's per or not. That's, That's because you hear down in most schools. So, um, great job with staff. Obviously this, the staff is a big reason why they show up to begin with. And that's not just BlackRock, that's all of you all and the crowd and you and the parents. You know, I, I had my seventh grader with tears in his eyes a whole first week 'cause he was going to school at 8 30, 9. He was gone at seven. So I, I can relate to that, that change very tough. Um, October 30th out of the bell. Hopefully get as
many people there as possible. Hopefully Bianca's husband is part of the alumni band, so that's exciting. Um, and once again, I want to thank the Friendly Hills community 'cause I'll put it that way. Um, really amazing number. I know a number of you, I've received tons of texts from teachers, staff, uh, parents, and your passion. I love seeing it. Uh, I honestly wish all the parents were like that throughout the United States. I think our whole society would be better 'cause you really care about your students and their growth and your staff and your admins. And, uh, I really, really appreciate that. And coming out on a Tuesday night, I'm sure this is the last thing you wanted to do, but I appreciate that. I know it can be a little nerveracking speaking to the
public. So thank you for the public comment. And with that, we will adjourn 7 23.
