I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. Please be seated. Mrs. Nini will start with roll call, please. Christine Cameron Notaro Carolyn Mathews Josh Powell Here. Sheridan Silvertooth here. Lana Walters Here. Thank you. We have a quorum. Thank you. Okay, next we'll move on to revision adoption ordering of the agenda. The board can approve two um can approve the agenda as is or propose to add or pull items from the consent agenda for discussion or action. I don't think there's anything specifically to add. I'll make a
motion to approve the agenda. Okay, you have a motion by Sheridan. Second. Seconded by Marilyn. Okay, um we'll call for a vote. All in favor, please raise your right hand. Okay, motion carries 4-0. Thank you. Okay, next item B, public comments. Do we have any public comments? No. Okay. I don't think I believe We always welcome you. >> to join us. There are three of us. Okay, well seeing none, we'll move on to closed session number one at 5:01 p.m. Back to reports. We'll start with our board member reports and we'll start with Sheridan. Let's see. Nothing to report. >> And then Josh? Nothing to report. Yes, I had a really wonderful time I met with Kelly, Derek, Trip as a chef and up to Smith and they had paperwork to fill out and they
did Carson processing and ingredients and things like that. Kids were so good and they just did a wonderful job and became aware of what they were buying. They have like three kinds of builders. So then they take each kind price, ingredients and so on. It was just and the kids were wonderful and just behaved relaxfully. It was really good for everybody. Awesome. Thank you Marilyn. And I just have two items. One, I guess this is for the elementary school. I got feedback today that the um field trip was amazing, one of the best ones they've been on so that was great to hear from a couple of students. And then also just if if I just hadn't seen it on our website, I'll see if I can turn my laptop around here. This has been
added to scroll of um recent uh universities and um institutions for the military that our students have gone to in the past like five years. >> Yes. So I think we've got a scroll of about 50 or so um schools. So pretty amazing if you look through these. We've got a lot of great accomplishments from um our students. Um now and that's about it. If you look at that. Thank you Dana. That up at the meeting that I had. Yes, I yeah. NASA was uh Mr. Johnson couldn't come. Thank you. Okay, superintendent report. Yeah, I just like to say appreciate our our our leaders, our leadership who's here tonight, our all of our staff, our our teachers who are also of course leaders and all of our all of our staff. We are going to
notify that they do a great job and as we push toward the end of the year, I just wanted them to hear it from me because I know what work they do and how hard they work and what they do for our kids. And our community. Thank you. Okay, we'll move on to director and principal reports. We'll start with our director of maintenance and transportation, Daniel. Um painting list for the past month, we've been actively working on our open budget. We're adding to the list at the moment, which at least we had a couple of good outcomes. And one of them you have on your board report today is for our graduation stage. Um daily operations have been running pretty smoothly. We've been able to keep up with the daily surprises that we're getting. Um
the tournaments that were happening last month um were quite the first. I know we got a lot of feedback on the field, so the crew was really doing a good job on those and they not shuffle them and it helped you know making them successful. So, compliments to the crew and a shout out. Um and then on the transportation side, things we've been busy with various field trips. We had a little bit of a hiccup with two of our older vans today. So, which is cause of looking into some upgrades down the road sooner rather than later. So, otherwise we're on the go. Thank you. Okay, I don't see Jamie here. Is Daniel present? Daniel's next, but I've got Jamie I'll I've got Jamie here. Yeah. Oh, okay. Oh, sorry. I skipped that. Sorry. I
wrote my notes on the wrong line. Daniel is the principal of the middle school, Mr. Sutcliffe. Hello. We we just finished all right the ending stages of our our local agency for camera review. It's like a audit that happens in our cafeteria once every 8 years. We just had our closing meeting. We're told no major findings. So, looks like what we're doing pretty solid. Uh there were a few minor ones that just they want us to tighten up on like little procedures or how we label within our code of conduct or code of ethics, just minor things like that. Um and one thing we did change recently at the cafeteria was we implemented offer versus serve, which they call it OBS. So, what that does and the benefit of that is well, we have two
audits going on this year. We were lucky enough to get picked for both. I got Uh the other one. Uh they picked They came down and she observed and um kind of gave me some, you know, guidance on what we can start doing to be a little more cost-effective and eliminate some of our waste. And that's the go offer versus serve. And what that is is essentially it gives the kids more options at each elementary, high school, and middle school to kind of pick things that they want to eat on the plate. So, you know, we have these five components that you got your meats and your vegetables and your milk, your your you know, your fruit. And it gives them the choice to They have to at least have three on there. So, it
helps eliminate the waste. So, we're not overloading these plates of something like I mean, it's not too often that they're getting excited about the the green beans and the peas. So, now if we have alternates to where alternatives to where we we don't have to give them that. We can give them this and still count it as a reimbursable meal. So, at the end of the day it's going to be more cost-effective and eliminate a whole bunch of waste and save time just so we can focus on other tasks in the cafeteria. Um another highlight that we did is the last this month and last month we were finally able to claim meals at Monument Peak at Monument Peak School. So, what that means is every time we serve a meal here in like needles,
we get to claim that back uh from the state and uh federal and state. And what was happening down at MPS is we just weren't able to claim any money back. But through like countless conversations from Ella, from Cecil, from the staff here, efforts with the CDE, the health department, maintenance and operations, we finally were able to get the go ahead and get it fully certified and now we can start claiming that meals and bringing more money into that site. Um other than that, we had our audit here. Our audit Our internal auditors here last week giving us guidance and it's helping us be more efficient. Did you want to present anything for me? >> Yes. So, Jamie is currently in Sacramento at the California Association of Supervisors for Child Welfare and Attendance. Uh district
enrollment is where we're at 854 as of now. We're down about 20 since February, down about 59 since since December. That has to do with the ETC graduation and we had families move out of town. Um average attendance district The attendance rate district-wide over the past two years is 92.8%. Uh we have 119 students on an IEP and 37 students in the county program and under 10 students in the 504 program. We currently have two county success programs. These programs are are full. They They have since hired They're hiring a teacher for next year. We've already We've already discussed that with them. And um so, this prevented us from making some referrals to these programs for students that needed a higher level of support. So, um And and like so, we've been working with the
county to open a success class for next year to alleviate the overcrowding and they've said yeah, they're hiring a teacher and last I heard they hired a teacher, so Um that's what we have. That's that's great. Okay, thank you. And moving on, Jeffrey, our IT director. Okay. Well, Ron's busy making sure all the Chromebooks are getting ready for state testing that's going to start here in about here in the next month or so. He He's pretty busy trying to do that, make sure everything's updated. Um, I'm also working on a new project. Um, Cloudflare is a company and they work through San Bernardino County. And actually, what it is is it's called the Cloudflare Cyber Safe School Initiative Program through California. And what it is is a program that we're able to utilize that we
run our network through and it'll help with the email phishing, spams, malware checks. We have been getting a lot of spam lately. I've been working with them since summer and we're finally getting all the paperwork in and getting that set up. So, what it does is they help uh monitor our email systems of bulk email that all same goes out, we get notified right away and then it gets stopped right away. That's one of the one of the parts to it and the other one is what we do, they call it a DNS gateway. And it looks for fake websites. So, it lets us know right away, stop this website, let's not let this into our history. So, this is all free to the district because and part of the reason it is is because
we're under 2,500 students in our district. As long as we're under 2,500, we get it absolutely free. So, I'm going to try utilizing that service to help us control all of our cyber attacks that might be out there looking for us. And there always are, so it's a non-ending process. So, and then just finishing up, I'll start installing the new network equipment for E-Rate uh category two that we got last summer and I'll start that during spring break when there's not a lot of kids and teachers around. So, there might be some outages and I'll start making everybody aware when that's going to happen during spring break. Okay. Thank you. Um, is Edward assisting you with this? Uh not going to add much to that. A lot of stuff going on and spoke to them.
But I do want to clarify that it's been very nice having our kids here for a week of going back and forth from the house now back and forth back and forth. When I get this when I get this when I get that. So far we did a quick brief with Karen and I and there were really no findings of any concern at this point. So they'll come back in October to close out the 25 26 year. This was just the initial one. Other than that everything's just moving on and moving on. Thank you. Okay, who are we going to go to next? This is Colorado principal. Yeah. This is running at 292 students and we're about 95% attendance rate. We just had an awesome month with Read Across America. We had our guest speakers.
We had a second grade picnic with parents and we also had the Raz Readers which was amazing. They came in and I just want to shout out to AJ Bryant. He summarized one of the books and I was amazed. I had goosebumps. I kind of even teared up. He just did a phenomenal job. He has matured and grown so much. So really proud of AJ Bryant. Also, we have Art in the Park. Next week is our field trip. We have Peggy Sue from the Women's Club who has been our guest artist. She's come in and she's helped students fifth grade students make some foil art acrylic that they're going to display at Art in the Park for next week and they're going to head over there. Fourth and fifth grade did attend a country concert
at Mojave High School and they ate lunch in the park and I heard it went really well. So exciting for that. We had our fifth graders also went to the cultural center and they did a great job. Shout out to uh Sherry Weaver and Johnny Ray. Uh they did an amazing job keeping the kids engaged and they had fun there, too. So, uh got to love that. Uh really quick, uh our Eagle student of the month uh were Brent Rath and Sarah Johnson and they are amazing students at Vista and super excited for them. And we also have um the kindergarten and TK students, they went over to the post office and mailed their Valentine letters to their parents and it went really well. We got to go inside the post office and uh the
personnel showed us around and they let us go in the the little mail carts and so it was a great time. So, whenever you go to the post office, let them know that they're amazing. And Nikki did the district staff that came over. We did our Cat in the Hat parade, um our yearly Cat in the Hat parade came over, so it was really fun. Thank you. Um, Mr. Eastman, middle school middle school team. Uh we are the middle school currently at uh which is down I don't know, probably 22 23 students on the year. Um again, it's just a few families moved away, we had some students go online, uh different things going on there. Um our attendance still holding strong right around that 93 mark. Um trying to get that up. Um I
think it'll come up when we get some of our paperwork done for the short-term independent study, things like that. After February hit us pretty hard with the flu. Um so, we're kind of getting that all caught up now. Uh baseball and softball are currently underway. Softball I believe is 4-0 right now. Uh baseball has only got to play one game cuz Fox Creek and Desert Star didn't have enough boys to play to have baseball teams. So, we've only had one game. Uh and we won uh versus Mount 3-0 on that one. Um I had the opportunity to go over to Vista for the uh the the Cat in the Hat week um with our Needles Middle School um uh National Junior Honor Society students. Went over there and got to read to different classes. I
got to go one day uh with them to Mr. Bukowski's room uh and I took some pictures of our students reading to uh those students over there. That was really fun to watch. The the kids were really into it and and the middle school kids did a really nice job of reading those Dr. Seuss books, which can be tricky to read out loud. I give them credit cuz I'm like, those are often tongue twisters that we just have a hard time with. Um then we had um also the National Junior Honor Society did a fundraiser um a coin We did like a coin collection and it was sent out to all the teachers if they wanted to participate and every teacher chose to participate. Whichever teacher ended up with the most coins in their jar
had to wear a onesie uh last Friday. Um so, the overwhelming winner was Mr. Hatzenbuehler. I'm sure it was because he's, you know, 6'5 and all the kids just wanted to see him in a onesie. And according to Mr. Hatzenbuehler, there was a little sketchy play. Maybe Mr. Blumenauer may not have dumped all her coins into his jar. I don't really know whether that happened or not, but it might have. Um but it was a it was fun. The kids did a good job with that. Mr. Hatzenbuehler was a a gracious winner and he wore that onesie all day long and then took it off as soon as the bell rang. Um and then at uh CDS, we are at seven students. Um and that number could be uh changing soon. I don't know. We've
got a couple of kids that I'm working on. Maybe they won't make it. Maybe they will make it, but we're we're definitely um We have space down there, so you know, when we when issues come up we can get them taken care of. So, that's all I have. Thank you. Um, Isabella, NHS ETP principal report. Yep. All right, Needles High School, uh our enrollment at 230 237. We have an attendance percentage of 93%. Um, I want to give a shout out to the Abbott uh coordinator, Kim Bro, and the Abbott team, there we go. And thank you, Mr. Eastman, for letting us borrow Andy Rubalcaba to attend on the field trip. They were able to do an overnight trip. They visited four colleges. They went to Cal State Long Beach, got to pick up a
basketball game there, as well. Then they traveled to Cal State Fullerton, Cal State Dominguez Hills, and then they went to the Claremont Colleges. So, they were able to fit in four colleges and a basketball game in like a day and a half. So, there's lots of pictures there. Our hiking is, you know, it's one of those clubs that they just keep on getting more and more hikes and more and more kids involved and getting into the outdoors. And Mrs. Sloan does a great job with them. She was able to take them out to Grapevine Canyon, and they also did a hike along the Colorado River, and the club just keeps growing. So, it's one that I see long-term at Needles High School. We also then worked with Palo Verde College and to celebrate Black History
Month, we were able to bring up a mobile museum that they contracted with, and we were able to set up at the high school and rotate students into the uh mobile museum, and they had a speaker, a guest speaker, and the kids were able to go around and look at all of the different eras of music. So, the Our theme was music and how it moves people. And I received quite a bit of feedback from kids. They They were appreciative that we had brought something on campus for them to go through and take a look at. And you see some students there looking at all the different album covers. And one student was talking with the guest speaker and I said, I had no idea you had such a love for music. And he's like,
oh Mrs. Aguilar, I listen from everything from jazz to classical to country to rock and roll to this to And he could name all And he stood there and talked to the guest speaker for a good 15 minutes about music. And so I learned something about our students as well. So thank you to Palo Verdes for coordinating that with us. Um January Eagles club student of the month, we had Amaya Wealth and Angel Campo. And February students of the month was Ariana Bendel and Andrew Mendoza. And we still offer tutoring. Interact club is active with Mrs. Fro and the choral club with Mr. Fromel at lunch. He opens it up and gets kids involved during lunch time with basketball games and volleyball and things like that. Especially with the heat coming, it gives them an
opportunity to get off campus and get into a cooler area. And ETC is plugging away. We have 100% attendance at ETC cuz it is a different type of attendance that they take in ETC. It's based on hours, not class periods and days. And we have graduated I believe currently we have 12 students who have made up credits where they were behind and now have been able to solidify their high school diploma by getting done. So Yeah. So when you saw shout out to her, she's doing a great job over there. Thank you. And the color is not here. Oh, you want to go? Uh Chimacum Bay City at 32 students, 97% attendance rate, and my hobby or Monument Peak, 76 students at a 94% rate. Super excited for Monument Peak. They have a new eaglet
born this week. Jamie Lee Jackson had her baby, so we have Lucy Jackson. So, uh congratulations to um the eaglet and uh her family. And super cool, Chimacum Bay united with uh Monument Peak, and they had an amazing Saturday school where they um used STEM strategies to create these um food, candy little structures, and they had a great time, and they loved it, and the kids keep coming back to Saturday school. And also, jeez, I feel so proud of these kids. We started out at Monument Peak with some game stations, PlayStations, and they would just game with each other, and then it turned into this gaming thing where they're gaming with other schools, and now we had some of the kids go down, and they actually went to Riverside uh or Grande to have a
tournament, and I know that we One of the students from Monument Peak is in the top 10 of uh like this gaming um place or gaming people. So, super exciting for them uh to just keep that program going and evolve um into something that's amazing for Monument Peak. Also, Monument Peak, oh my gosh, they have a track team, and it's amazing um just uh Amy kind of shared um shared a little bit of the surveys that she's been, um, going around and talking to students about. And Monument, Keek and Chim uh, Way V, I mean, their their wants and needs are shade, a playground, a regular play area. And so, to have a track team and e-sports, it's just amazing and it means so much to these students. So, a shout out to our district
for, um, helping these students reach, um, just new experiences for them. Um, also, uh, we had K&R or K&R's Reptile, they came out and did, um, some really cool experiences where the students got to touch the reptiles and feel them and, um, just, uh, learn a lot about, um, reptiles. And then, both schools did, uh, Read Across America Week. And shout out to, uh, the sheriffs and the EMTs Well, the sheriffs got involved first to come around and read and then the EMTs wanted on board, then the firemen wanted or the fire people wanted on board. And so, they all came and and read to each site. So, pretty cool. Excellent. Thank you. The the smiles of all of these kids doing their activity is, uh, inspiring. Yeah, and to smile when you're running. All
right, thank you for sharing that. Okay, um, next we have our Native American Education Committee update. We have not had a meeting since our last board meeting. Our next scheduled meeting is for April 16th, um, 2019. Okay, thank you. And we do not have an ASB rep today. She has had a softball game. Thank you. Okay, thank you, everyone, for your updates. We will move into item G, which is the first public hearing. This is regarding a name change proposal of the baseball field. And so, the public hearing is on a proposal of renaming the Needles High School baseball field, which is currently named Jack Hutchison Field, to Parker Field. Did you want me to speak first? I guess. Uh if anybody wants to So, open the hearing at 6:23. Okay, we'll open the hearing
at 6:23. Do you want him to speak in the hearing? Okay. All right. Yep, you're good. Yep. First off, no disrespect was intended. I didn't know there was the doctor in front of your name here. I'm calling you Gary. Gary, you know what? I'm sorry. I didn't know the doctor I didn't know the doctor was there. So, I'm sorry, okay? All right. Uh here we go. First off, my name is Danny Medrano. I was born, raised, and went to school and graduated the class of 1969. I want to thank you for allowing me to speak to you about the proposed name change to our high school baseball field, Jack Hutchison Field. I have an email from Jim Hutchison that I need to read to you. And he This is what he what he sent me
here. Approximately 40 years ago, the Needles Unified School District Board of Education dedicated the high school baseball field in the honor of my late father, Jack Hutchison. This field, which was completed in 1956, has been the spring residence of at least 2,000 student athletes for the past 70 years. Beginning in 1973, Mustang baseball began an unheralded legacy and the Parker name made a commitment to coach baseball and to provide leadership for future generations both in and away from Needles. Some of the students have remained in the tri-state area and truly understand what this program and the partner name meant to their families, school, and the city of Needles. Simply put, Mustang baseball and the name partner are synonymous. Jack Hutchinson and his brother, Dr. Steve Hutchinson, unequivocally support the renaming of Jack Hutchinson Field to
Partner Field if the board so desires. Respectfully, Jim Hutchinson, EDS, Needles High School, 65. Yes, that was the class of '65. Okay. When did you graduate? And the last part, as a former member of the 2,000 or so student athletes who played on this field, and seeing in my 40 years of announcing Mustang baseball, the major changes in this field, I respect I respectfully ask the school board if this proposed name change could be acted upon so we could honor the partner name for our state playoffs. Thank you, Danny Medrano. Do we have Don? Do we have any other public any other comments? Or discussion? I guess I just want to take a moment to thank you, Danny, for coming in and sharing that with us. Um and also thank you just to everyone who
donates time, 40 years of service and being a voice for the Mustangs and that sort of thing. So, truly is an honor to be able to, you know, have these community members supporting our students and our student athletes year after year after year. It's a lot of sacrifice and dedication. My pleasure. Thank you. And all those that support that Okay. Is there any discussion on I think it's I think we're good. Um so I I mean for me I think one thing is we want to look at our board policy to see what we have in terms of the Yeah, like next steps for considering something like this, but I definitely appreciate the time of and bringing this and getting any public input for this. Is there any steps that the board would like me
to do? I mean, do you need like uh signatures or something like that? Or or or do you put it in the paper or something? You know, or or You know, so that's Yeah, it's well, with public hearing to to really hear the community, put it in the paper, put it on our website, and then have another public hearing. Yeah. Okay, now if it's I'm sorry. No, no, go ahead. Go ahead. So if you have another public hearing, uh should I be here just to to hear the public or no? If you'd like. I mean, I mean Oh, okay. Our next meeting is in Chimacum. Not till when? Chimacum. When? It's in Chimacum. It's all the way to Chimacum? Adios. Oh, I mean They got the casino down there. I don't gamble. But we we
can definitely keep you updated. All right, cool. All right, yeah. I was sure I was just going to ask how long will it need to stay in the paper? Two weeks? Okay. So I would maybe just say encourage anybody else who support they they're more than welcome to come and get and voice their support as well. They have two more weeks. So we want to make sure that we're doing our due diligence to get it out to the public as much as we can so they have their opportunity to speak. Yeah, I think the playoffs are in May as well, right? I believe that was Graduation letters can be submitted or okay, perfect. The last part of April when we have our state playoffs. Last game that honored you. No, May. Yeah, it should be
in May. Well, I'll tell you what that that that blew me away cuz I wasn't even expecting that. My son My son came down from San Francisco to see that. So yeah, it was it was cool, yeah. The best things are the ones that are not expected. And I I That was the farthest thing from my mind cuz I had I've had I have so much fun doing that. So I didn't really expect nothing from it. Yeah, anyway, thank you guys. And and I will Are you Will you have another meeting here here in town? Or before before you act on it or or no? Our next will be in in Chimacum in April. We meet once a month. Oh, okay, okay. >> So then the next following one here in town hopefully would be
in May. Okay. But they're Yeah, that'll be done in May. Right. Yeah, we just got to make sure nobody's going to come back and be like, "Well, I didn't you know Well, yeah, well, that's the ticket, you know, so that way there's no you know, trying to shake something, you know, forget about it. Well, thank you for taking your time out today. Um do we have anyone else? I motion to consider this hearing closed at 6:31. Thank you. Okay, next we have announcement. The next regular meeting of the board of trustees is scheduled for Tuesday, April 21st at 5:00 p.m. The meeting will be held at Needles Valley Elementary. Item J, public comment. Do we have any? Seeing none, we will move on to the consent agenda. Do we have um any motions for the
next consent agenda? So moved. Carolyn makes a motion. I'll second. Sherry seconds. Okay, is there any discussion? Seeing none, we'll move to vote. All in favor, please raise your right hands. Motion carries. Oh, yes. Thank you for reminding me. We do have two very generous donations today. This donation report is that um to the Needles High School Mustang boys basketball team, they received the amount of $1,500 for travel to the state 2A playoffs um from the Fort Mojave Indian Tribe. And also to the Needles Lady Stangs basketball team, the same amount of $1,500 for travel to their state playoff um in the playoffs from also from the Fort Mojave Indian Tribe. So, we thank them for their continued generosity and support of our programs. That's totally $2,000 in donations. Okay, moving on to item K,
we have our action items. Oh, we did. Yeah, we did. Okay, I just didn't read it before we got here. She reminded me to say that. No, we didn't vote and she had to vote. Oh. SO, SHE'S NEW. SHE CAN GET HER HEAD AROUND UM OKAY, ITEM number one of action item K, approval of the second interim report for Needle Unified School District. Board approval is sought to approve the second interim report for the Needle Unified School District. People and others will present and answer any questions. Dr. Cameron support approval. Mr. Edwards. I'm just amazed at Jeff back there. Yeah, I was like, who's controlling the Thank you. I just want to point out why the two of us were right. Okay. Thank you. I can admit when I'm wrong, too. I know that. You
had me questioning my sanity for a second. So, this is our second interim. Um it was through January. That is when the actual through date is through. So, um a lot of the money you'll see is through January. This is our second interim. It'll be the last interim report before we get our our actuals. What if I got to change it? Yeah, you all got Yep, I got it. I'll change it. It's not changing. It's just not Got it. It's not Oh, it's not working. I did. That's interesting. Is it broken? Just hit the space bar, maybe. There it is. There we go. This is just the cycle. Um we're in our second interim, of course, and then we have our we'll close the books and then we do our budget and our actuals and
we'll get it in September on our actuals. Um and then our audit report in December, January, and then we'll start back up with the question and actuals. This is just our budget cycle. Um you know, we're in the cycle. Okay, so a couple of things that I want to point out. This is um based off still based off P1 submission. P2 is not here until it's approved. Um so, the numbers are based on our P1 submission. Our LCFF remained very steady at about 14,000 14 million. One thing you're going to see is a big jump in our federal revenue. And the federal revenue went up to about 200,000 just over 200,000. And that was a lot of that was impact aid. So, we had projected 800. Um to date, we've already got just over a
million. Um and we should be able to close out right around 1.1 million um at the end of the year with our impact aid. So, the budget we wasn't sure how many we would lose. So, we're we're still pushing with them in June to get our stuff back in the first place. So, we're we're seeing an increase there. You're also going to see an increase of about $450,000 in our local. And what that was back in October when we were struggling a little bit, um we've had some some money every year LCFF that goes to the county and then the county gives it to us about $100,000. And we worked with the county and said, "Hey, can you front us the next 4 years to help cover some things until we get all our our
money's flowing again?" And they did that. So, that's why you'll see the impact to about $450,000 to our local funds, right? And so, what that is is over the next 4 years we just won't get that $100,000 a year. We took a loan out to help us get through that that low point in October. Um and we'll be fine. We talked a lot about about Kevin Nash and our time with the county. Um and we understand the impact. The key is in 4 years to start getting the facts after this time passes. Um, and our restricted revenue we're up about $260,000. That was our discretionary block grant. So, this year they gave us a discretionary block grant of about $260,000, so you'll see that increase there. You'll also see it on our on our expenditure
slide where we were adjusted to compensate for that. Overall, we're up in our total unrestricted revenues of about $65,000 or $650,000 and we're up in total revenue about $21,000 income cuz we come down a little bit in our restricted revenue. So, overall, um, total revenues are running about $21 million this year. Next slide. Our expenditure report we've got a few things I want to point out. So, you'll see that we've actually dropped in our salary and benefits and that's that that's that what you'll see is the the drop to 10 million. We took I took $260,000 worth of salaries and moved that to the discretionary block grant. So, that pulled it off of our unrestricted funds and moved it to the discretionary block grant. We can spend that money whatever we want to spend that
money on. And and that to help us with our our grant our reserve taking that money off of salaries and putting it in our unrestricted block grant, that's where you'll see that shift. But, then you'll see the the revenues in our expend in our our unrestricted revenues, the cost of salaries actually went up $260,000. So, you drop one but you're bringing the other one up. But, what that does is our reserve is solely focused on our unrestricted general funds. All right, so that shifted some money over. Another thing I want to point out right now, we budgeted this year coming in for our books and supplies as about $964,000. As of the mid-February timeframe, uh we were sitting right at about 400,000. So, we've really slowed a lot of our expected spending down um to
try to help us recover. So, I expect to see us able to push some additional funding at the end of the year um that we overestimated in our books and supplies. And that's not uncommon. Um that's a good place where people put money. Uh they they over budget so that I can shift where I need to um later on. Seeing the same thing in our restricted, um we over budgeted uh 434, we're only sitting at 134 right now. So, we have about 300,000 in our restricted as well. And we're going we'll see a lot of uptake towards the end of the year with that as we start closing out the year. Um but I do expect to see both of those um coming shy of what we expected our budget our expenditures. So, the good
news Go back. I wasn't done. I'm not going to say anything for 3 days, so I got to take it out of my mouth. Um the good news is that we are positive um positive budget. We're going to come in at about $1.2 million as um at the end of the year, which leaves us with a positive 1.2%. Um that's the projection right now. So, we we're not qualified. We were able to take some of that money that we got discretionary block grant. All right, in fact, they made money in the mixing adjustment, and we were able to be able to come in at a positive um We're going to be positive for our budget. Next. Our revenue is it looks a little lower here for the next 2 years, $20 million. That's projected. We
don't see a big hit coming because we are on a 3-year average for our ADA, right? Um but then across the state people are starting to see it. They're starting to project uh lower revenues in out years based on ADAs. They're dropping our our enrollments across the state. But right now we're projecting through the next 2 years, next 2 out years we sit pretty steady about where we're at. And what you'll see in the expenditures, what we account for is really just that column in those expenditures. Not necessarily our our our um our raises, you know, or where we plan to do it. That's just that column. So, if everything remains the same, that's about what we'll see. We took some, we reduced some in other areas, but the overall the uptick we'll see based
on our staffing column. Next slide. Couple of things, you know, big shifts is that one-time funding and the discretionary block grant um and our increased ADA. In fact, they that's what set this year's budget into where we're at now. We've lowered our spending with our salary um and benefits uh this year it's already down um about about a couple hundred thousand dollars this year. We've come down our salary um this year well. But so we're seeing some shifts in that. Couple of things we want to look out for, definitely looking at our decline in enrollment for the our decline in enrollment in the out years is going to come in. That's going to come into play. We hear a lot about Prop 98 proposals. Um so, Prop 98 is the guarantee for our school funding.
Um we're hearing a lot from legislation saying, "Hey, we're going to hold back about $6 billion in Prop 98." And we may see some effect from that, too. and all they do is they say we'll pay you back next week. You know, so they're not going to follow through on the June payment into next year. And then our aging infrastructure, we're always fixing air conditioners, we're always fixing vans. So that's going to come into play, too. Because we will move forward with the aging infrastructure. Positive news, we are positive. Superintendent of Public Schools The increase of the impact aid is that we will continue expect to continue to see that trend. Not necessarily increase year over year, but we're going to stay We're going to stay I fully expect that. So last year, last year
we would have been in our third year of whole harmless where they said to me, "What if you" and most of the whole harmless did not count. We went back and we've actually fixed that. We've got all the necessary signatures we need. We've got the superintendent for the out of the park area to give us our letter last year. We submitted it this year. And right now we're in the final review for this year. So hopefully next couple of weeks we'll get approval for our We got it because they audited us. And so they say they audit about every 10 years. So we should be good in the foreseeable future as long as we continue that we'll get that letter from the superintendent for the public education. So I don't expect to see them now.
Is it Brunelle? Huh? Is it Brunelle? Uh that's the assistant. Brunelle? Brunelle? Brunelle's for the the assistant. Uh I can't remember the name of the superintendent. Starts with an A. I can't I Just so I can kind of keep a mental note of that in case there's a I'll send I'll send you the name of the individual cuz I worked with Brunelle to get the signature from them. I sent them all or our source check documents, and then she decides she says, you know, they all look good. Okay. But everyone else who I worked with them are Okay. Gubeda. Gubeda. Okay. Gubeda. Yeah, it wasn't Gubeda. Okay. Gubeda. Okay. That's what she told Yeah, the D. Hey. You can't say that. Oh. Just kidding. Any other questions or concerns here? I think it's all right.
I'm not sure if I'm allowed But we still appreciate you. We think you've done so well. I appreciate that. Thank you. Good job bringing the resolution. Yeah. Appreciate it. >> now. You did all the background work. I had one back there. Thank you for that update. Thanks. Um okay, so do we have a motion on action item one? I move. Okay, so there's a motion. Second. There is a second. Any discussion? Please designate one member to a vote on David and Vision right hand. Motion carries. Okay, action item number two, board approval for the notice of governing board intentions to provide for audit. Board approval is sought for the governing Notice of governing board intentions to provide for audit in accordance with education code section 4102 41020. Um Cecil will be available to answer any
questions. The cost to the district will be $30,000 for the period ending June 30th, 2026. The auditing firm is Janette Garcia firm Janette Elder and associates. Dr. Cameron recommends Th- This is an annual by by Ed code, we're required to have an outside agency audit us. If we don't provide our intent to provide audit, then if by April 1st, then the county has to step in and do the audit. So, um this is an annual requirement. We have a 3-year contract with Jeanette or CSD company. So, we just had to do it seven years ago. Yeah, we're going to do our obligation by then. Okay, we have a motion. Yeah, I'll make a motion. Okay, second by Sheridan. Okay, any discussion or questions? Seeing none, we'll move to vote. All in favor, please raise your
right hand. Motion carries 5-0. Item number three, board approval to change name on the Arrowhead Credit Union account number 0121169200. Board approval sought to change the name for this account number from Needles Unified School District Revolving Cash Number Two to Needles Needles Unified School District Clearing Account. She will answer any questions. Dr. Cameron recommends approval. It's It's clerical. It is It is very confusing cuz we have a revolving account and a revolving cash and a revolving cash is what we use as our cash fund. Years ago, Jeanette said, "Hey, can you change that so we don't get it confused with each other?" Then she didn't Then we moved to a different auditor and she's back and she's like, "Can you please change that?" Um it's just a It's a clerical thing so people soon know
what's what. Um but the credit union would not change it until you approve the change. All right, we have a motion. I'll move. Josh made a motion, who's our second? Yeah, I'll second. Sheridan seconds. Any discussion? Seeing none, we'll move to vote. All in favor, please raise your right hand. Action item number four, board approval to open fund 40, a special reserve fund for capital outlay projects. Um she will answer any questions. Dr. Cameron recommends approval. So, the fund 40 is is just a fund that we will open and you know we'll get our money from the county for our projects that we put in for. That's that's the special reserve fund. So we'll shift that money there and that will will be able to account and track any money. We can also move money
to there for projects that we want to set aside money for. Say we want to redo our air conditioning at the district, we can move money there to hold it to set money aside in that fund for but this is just a special reserve for for capital outlay projects. We just have that board approval to open this specific any other funds in the area. And there was a motion to terminate the motion. I'll second. I'll second. So second. Any questions or comments? So I just have one question. So this fund open and the first funding would be what's not already in the budget but we're looking to get from the county, right? >> Yes. So that's that you know what I'm saying. That 15% and all that. Whatever we receive from the county, this will
go into that fund. Okay. And that'll give us that'll allow us to track it specifically. It's not in our general fund. This is this is money that we receive for these special projects. Okay. Can I get a motion to approve this first? Yeah. Perfect. Okay. Do we have a motion and a second? Um any other questions or comments? If anything then we'll move to vote. All in favor please raise your right hand. Motion carries 4-0. All those in favor say aye. Item five, board approval to purchase the Frontline Education System to automate and assist the district in managing all the business and personnel operations in the district. Initial cost for setup and through the end of the year will be $13,886.93. Then $19,209.20 for the following school year 2016-2017. He's going to answer questions. Dr.
Kieran, I'm going to go over it. So So um Just a little background. Right now, if if Daniel's teaching and he calls off sick, he calls the hotline. Nancy comes in the morning, picks the phone up, and then starts making phone calls to find substitute teachers, right? What this system we're using it for is to start with is a substitute system. So, um we'll get all of our teachers and staff trained. So, if they want if they're taking a day off or they got sick, they go into the system, they click on out, I'm sick, whatever. Then any substitute that's in that system is notified, they can go in, they can accept the job. And then and and and it it allows us to track better um attendance. It allows us to track subs better.
Substitutes, if I don't want if I don't want Christine in my classroom, I just mark her don't She doesn't get any of my She won't get any of my notifications. But it's it's it's going to save us It's going to save us It'll save us a lot of time on the back end with Nancy picking up phone calls from people. Um if Christine wants to if she's got something coming up and she knows she's going to be out next week, she can put that in the system. She can actually reach out to subs and assign subs and get subs to do that. So, we're going to train our staff, we're going to train all of our substitutes we we do for classes. our staff or anybody. Um and this is just you know, getting us
up bringing us to the next century, bringing us online where all of this is happening without somebody picking up the phone calling and then I forgot to call in, I'm not feeling well, I didn't call in, right? So, um then Amy's scrambling trying to find, you know, somebody to cover my classes. All this is I can open up the app on my phone, click it, goes to the subs, they accept it. Amy any of the principals will be able to come in in the morning before they leave the house, open it up, see how many subs they have, see which ones are assigned, see which ones they need to fill. So, it gives everybody a clear view of what's going on on their sites. Yes, ma'am. And so, for the two payments, is that it,
or is it going to be every >> It's going to be a yearly It's a yearly It'll be a yearly program, a yearly cost to the district. Do we have to enter in a contract with them? We do it year to year. Every single year. Every single year. So, if we move The first The This year is so big because we're doing the initial setup. It takes about 90 days to get everything set up. But next year, it'll be And if it doesn't work, and we decide, "Hey, this is a waste of money," then we just won't sign another contract. It's year to year. 33,000 What's that? The total is over 33,000. It's for the setup for this year, and then the 19 for next year. And then it'll be 19 every year thereafter. Have
you estimated, personally, how much like time savings we have if you were to add up the time it takes from our all of our administrative staff, Nancy being taken away? I would imagine that probably adds up quickly. Nancy spends at least 2 hours a day making phone calls, doing all that stuff. The principals, granted, trying to fill all this stuff. You know, and then Nancy would have to go back and go through all her papers to find out who's about to miss match. She can click on a button, open up, and she sees everything where it needs to see. And also, it eliminates the problem if Nancy gets sick that day. Yeah, that's true, too. So, if Nancy doesn't get sick, and then that's when it comes into labor, she doesn't know if she gets
sick. Now, I've got to pick up the book and call. We may have some people we don't want in there. So, um it's really a It's a good system um to use to make sure that we're streamlined or whatever. You know, I think there will be a a big cost savings um in manpower, time, Well, it also allows the teachers, if they know they're going to be out in advance, they can let the subs that they prefer to have in their classrooms, "Hey, I'm going to be out these days and that sub, I'm going to take it out on the system and then they can go in and grab those days right off the bat." So, we're not splitting kids up and having to put them into other classrooms. >> Well, I think it would
give the students a little more credibility, too, if they're able to do that. >> Right. And I know if I'm going to be out tomorrow, I know that they're going to be in my classroom. So, I can set the stage with my class because because right now it's a crap shoot. You know, who can Nancy call first, right? And she does a rotating cycle, but it's never really know. And we compete with other districts, I think. So, we're not the only district trying to pull like Mr. I I use Mr. Fife. He goes to Laughlin, he goes to Needles, he goes to Cross Rivers. So, he's constantly just like, "Okay, do you have me tomorrow? Am I Do you know where you know? Oh, I won't be here tomorrow. I'm in Laughlin tomorrow." So, it'll
stabilize our our And then there's other things that we can add to do more with this, too. We They actually have a time card system that we can use and that would help reduce the amount of time cards back and forth, back and forth between everybody signing it. So, we're not there yet. We want to see where we're at and then maybe move on. Time cards are all manual? Yeah. Quick question. Is this something that should be shared with the union because it's within her position? Is that something that has to be negotiated because it's going to be a job shift change? It's not really I don't see that I mean, Christina I I went down and actually spoke to her. I'm just not clear on what the teacher duties are going to actually be.
I did something similar as a sub at a different district and it was very easy for me as a sub. I just would like to see what the teachers' responsibilities are going to be. Yeah. That's all. If I use the system for quite quite a few years and I would use it as a teacher. And so, instead of calling, you would just get up and enjoy your classes. Mark yourself out and then move on from there. So, I don't see Has the district notified their shared business with their membership to have any input or did they send it to them? to them? I mean, because Nancy and Vanessa right now >> Nancy and Vanessa and I have both sat on many a calls with these people getting things done. Getting it all set I'm just
asking because I didn't know that it seemed to be a trend that they're I mean, I I've had several contacts, workshops with the with this company. Nancy and Vanessa both sat on them with me. We had conversations about how this would work. I mean, we can roll it out with the with the with the teachers first to see how it goes before we roll it on to everyone else. We got to have involved a lot of people in getting this approved and set up and see how it will work cuz the most impacted person with this system is going to be Nancy. It'll be Nancy's issue. Do you know how to get a hold of them all? Yes, ma'am. Were there any other systems or was this one recommended? Have you used this system before
or I've used the system before. I know about it and I I haven't used other systems. I could go back and do more research and you know, the system This is a constant system. I know What company? Yeah, Clark Clark County uses it. Clark County uses it. Yeah, same system. Same one Michelle was on. No, just to make sure that I mean that we're getting that we're spending we're getting the the system but I understand the tool for it and for person who's needing to pick up paper and it's going to be a tool for her and then she's more productive productive during the morning and not scrambling and having a productive morning. And it just pretty good for teachers and Right. the principals and the staff there. Thank you. Can we have a motion?
I would like to make a motion to come back to this later. Okay, and then make a motion to accept. Okay. Chair, are there any other questions or discussion on the floor? Okay. So, now we'll go through all in favor, please raise your right hand. Motion carries. Item number six, board approval of South Fork stage for graduation ceremony. Um cost to be $46,090.89. Yes, so this was uh one of the items that the uh county earmarks for us to uh to purchase since we don't have our own graduation stage that's a considerable size. And um uh we did get some quotes. We had some quotes last year. We had three quotes. Uh one was in this this range, and then another one was like 50,000, and the other one was like 80, so we rented
last year, and we looked at um cost of the rental, and it's about 6,400 forever, at least, and then they can raise the price on us every year for Tuesday. Um makes sense for us to buy a stage in this. We did we re-quoted, and this was the best price we got on a graduation stage. This place is awesome, so if we get approved tonight, we should be able to save the 6,400 that we have reserved that other stage for us, so Where are we going to store this? We are going to work with uh Manuel on getting a place to store this stage, but uh we do need to have a storage unit somewhere before that. You have the space for the space for this stage for us. Pretty big. This the size of
the stage is it's comparable to the stage that is what we had last It's the same as last year's the graduation stage. That was really nice. >> Yes. That was really nice. And it has the same height and the same ADA the to go with it. And it can be used for like other events besides this. Absolutely. It's modular, so you can build it, you know, different sizes, but overall it will be the same as last year, which is the 20 by 30. And since we just approved the 140, this should just come out of 140. Absolutely. Okay, that will come out of 140. Okay. We have a motion. So moved. I'll make a motion. Do I have a second? I'll second. Okay, thank you for the second. Any discussion or questions? Seeing none, we'll
move to vote. All in favor, please raise your right hand. Motion carries. We have a need for executive session number two. Um we'll move on to item N, there's nothing on the future agenda items. Future agenda items. Uh files. Yeah, hopefully we'll be um this year we'll be done with our um chapter 610 process with our 2026 approval. Try Sunshine NTA. I'm sorry. Try Sunshine or try Sunshine NTA. For our April 21st meeting. And um fence quotes, so that was another one of the items, and beautification, campus beautification quotes as well. Hopefully I can get those to you next week. Perfect, thank you. And I did I'd like to add on there just update on any kind of small ways we can get for the playgrounds or facilities for the students at 100 school in
the school. Any other agenda items? Future. Okay, we'll move on to last, adjournment. Is there a motion? So moved. I'll make a motion. Do I have a second? I'll second. Do I have a second? Any discussion? All in favor, please raise your right hand. And motion carries for zero. We are adjourned until the next meeting at 7:00. Nice job. Thanks for coming in. >> Great trip. I will. Thank you. Yeah. Happy 30th. Happy 30th. 30 YEARS OLD. OH. I DIDN'T MEAN TO SCARE YOU. YOU SCARED ME. YEAH. YEAH, NO I'm sure it's good. Yeah.
