Uh so, this is part of our due to the LCAP. I could have wrapped this in the last week's presentation, probably could have done that to make it one, but this is the second requirement that I didn't cover last week. Um so, there's seven local indicators. These are not included with the eight state priority. So, the the state has eight priorities. Um those were the ones that we covered last week. This is seven local indicators. So, these indicators are ones that are covered um that we rate ourselves, we evaluate how we're doing. Um and
007so, you know, there's a rating system, and that's the attachment that's included, and then the bottom two are are the county, they come in and fill out um theirs as well. So, one of the areas, like, this is appropriately assigned teachers, and so, they want to make sure our credential teachers, our status, um students have access to textbooks, which they do. Our facility conditions need to be um all at a good or better rating, which which they are. So, this is one of our self-reporting um pieces that we do. Another one is the implementation of state academic standards. Four, I know it's really tiny print up there, four is fully implemented, and five is full implementation and sustainability. So, at all of our sites, we have uh our full implemented implementation when it comes to
008um science, history, math, ELA, and ELD. Um ELD is just implemented. I wouldn't say it's fully sustainable just because our curriculum, there's some um, range in how we do things and what we do. Um, science and history, reason that doesn't have a five is our middle school and high school, they're solid in their full implementation of of of that and sustainable. At the elementary's, history and science sometimes is that like, "Oh, we'll do this three days a week." or it's not fully implemented and sustainable the same as the middle school and high school. So, that's why they're still fully implemented but not with a five rating. Uh, this is parent involvement and family engagement. And so, I think our sites and our district does a really great job with creating welcoming environments. Um, you know,
009improving family strengths, cultures, languages, goals for their children. So, we do a really good job with that. Um, you know, as far as the the top one, number four, that's just like building capacity of our staff um, to build relationships. And although I think it happens really naturally at Encinitas USD, we don't spend a lot of time with like staff saying like, "Hey, how are you going to build relationships? And what are we going to do? And how are we going to do that?" We don't spend you know, as much time on that just because we do a kind of a really good job with it already. Um, school climate, this is the healthy kids survey which I did cover last week. Um, and so, that's part of the local indicator that we need to
010report on for priority six. And then the final one is access to broad courses study which 100% of our students have access to a broad course of study. Um, and so, once this piece is done, I uploaded this up to CDE Connect and then that allows the state to provide the California dashboard for us. So, this is the last piece, then we get um, they'll publish the us on the California dashboard. We didn't do this part of the other part of the LCAP, then Encinitas USD wouldn't have a a dashboard for example. So, this is just a final step in that, and so the whole self-reflection tool is also was included in in backup. 017fields out at our Stein High School. So, currently we have four fields. We have the three baseball fields, girls varsity, boys JV, and um obviously the stadium, and uh girls varsity softball. Those fields are watered by a total of eight irrigation controllers. And from being the former district's lead groundsman, it takes a lot of time to go and program them, make changes, and also adjust for daylight savings. So, at minimum, our [clears throat] lead groundsman, Fernando Hernandez, does a great job, but he's spending a lot of time traveling to different areas of those fields to make adjustments. What this change order will do, since we have a brand new playing field and we're going to have a brand new track, we have the ability to install what's called a Hunter two-wire system. It's not any
018irrigation control system. It's one clock that can can control up to 250 valves. Which means from our press box, Mr. Hernandez will be able to push one button and turn on any water valve at any time of day to test it to make sure there's no leaks, to make sure the rotors are turning properly. And so the cost you'll see the cost in front of you regarding this change order is just under $5,000. But the investment that we're making is replacing eight controllers that would cost about 10,000. So I share that with you for this reason. If we're going to do this, let's do it right. Let's do it now. It will give us the ability to control all of our watering stay in California and Newman compliance, not just California, but Newman has water
019restrictions. And instead of going to one controller, Fernando or excuse me, instead of going to eight, Fernando will be able to go to one and make those changes and adjustments. And so I recommend the approval of this change order. Um and it it's going to allow us to to be able to do programming at one location. 027AB 1200 is expected to be done from the last board approved budget, which would have been the second interim, which obviously is a little bit outdated in comparison to the budget that you are all going to be um voting on tonight. So, it's a kind of in between um those two uh situated uh numbers. So, you will even notice that when you go out look at the reserves, they're a little bit different in the AB 1200 disclosure versus the reserves that you are seeing or have seen um in the public hearing for the adopted budget of next year. Um I want to reiterate that the retro for these agreements is actually um accounted for in next year's budget and not this year. So, I just want to make that clear and make that distinction. Um
028it was a long conversation with the county as well as what I was allowed to do in the week that followed up the public hearing and pretty much was told I can't do very much. So, this was one of them. Unfortunately, I had to pretty much redo it and um step back and do it from the perspective of second interim since that's the last budget that you all saw. And I you you saw that back in March, I think. That's when you approved it. So, I just wanted to disclose that. >> And how much did the reserves change? >> It shifted by I want to say it ended up shifting by like almost a full percent because the second interim, if you recall, we did a bit of cleanup in our health benefits. So, the
029estimated actions were pretty well cleaned up between second interim between March and in essence May in preparation of adoption. So, it did it did look like our reserve percentages were a little bit more impact during second interim, but we also over shot our local contribution for special education. We knew that going into negotiations, which is part of the reason why we took the 2% that you originally had advice on and were able to pan out the fact that we're going to be able to sustain it. So, we took that knowing into those conversations. So, now coming back with the 3% that's not really reflective here. Now, you can look at what was presented last week as a 3% impact with additional 1% that we took after the first interim budget adoption that you have seen.

But they do insist that that's part of what the main the 45 um revision period is for. It's also part of what we do for first interim. Obviously, first interim is very into the year. We do it in December, looking up until October. But if we do work with them, they they do say that they'll they'll try to assist us with correcting some of the things that should have flowed a little bit more automatic

Um we do have some revenues that hopefully uh as the state is adopting their budget today, cuz they do need to get paid themselves, um we'll have a little bit more guidance of what our revenues may be looking like as far as an increase in three items that we're hoping to give us a little bit more um in the revenue side, and take advantage of the fact that we're adjusting anyway in the revenue side to also do some of the clean up in the expense side to hopefully have a little bit of a cleaner comparison as we move forward into the year. Um, like I mentioned during um, our public hearing
039that is a single point in time. Um, even in the in the salary side of things, we are obviously have been shifting people in the last um, couple of weeks and all that needs to be brought up in current and it's just kind of impossible to try to do that all by June uh, June 30th, but we're definitely committing to having a little little of better bigger clean up before we even get to first interim. 041could be at 5.4% reserves for this year, and by year three we'd be at an 8%, which would be our board threshold. I mean, we're looking at like what, 950 students, 650 students. Um I just don't really see where it's necessary to have two assistant principals. And I have nothing against the people um that are on the list for those positions, but again, it's more of the principle of those assistant principal positions. And then, we had a great uh graduation, great graduating classes both at uh Yolo and uh Woodland High School. Um so, really happy with that. And then, um food staff, thank you for the food staff that are out there giving uh children lunches during uh the month of June. Um Mr. Sayhao, I think you're going to do great, and thank you so much for all the guidance, all the hard work that you put in, and thank you for for working very hard for our school district. Um, I know some of these topics uh were not easy, but um I really, really appreciate your hard work, and um just all the explanation and all the hard work that goes behind everything that that you brought to us, cuz it it really helped make those decisions. Um, not that they were easier, but a little bit more clear to make the the right decisions.
047So, I appreciate you, and um wish you luck. Good luck with those little kids. Um Also, um you know, I hope everybody has a wonderful and blessed summer, and um congratulations to the new people that are coming in. Um, it's exciting. Um, I know it'll be a good year. And um Mr. Vargas and Ms. Vargas, um I just want you to know that um I'll try not to get emotional here. Um to hear the wonderful things that were said about your daughter at graduation. I really hope that everybody at least got a little bit of positivity and a little bit of love in their heart, because I think a lot of us take a lot for granted every day. 048guys do every single day, it is um it's amazing. And I hope that everybody is able to take a little bit of that piece and appreciate why we're really here. And um Matt, the work that you do and the work that you did that day knowing what could have been, um you did a fantastic job. And um you guys are strong. And I I appreciate you and it not that I didn't value my family enough, but it just made me realize the love that I have for my kids. So, thank you. And um on top of that, I'm looking forward to hearing about the Facebook comments. Um again I wish that everybody would just understand that we are up here for the children. And when comments are out there saying that we do not care
049about these students, it's BS. And I'm sorry. You can make the comments you want. You can talk about me all you want, but at the end of the day, I am up here making the best decision that I could possibly make for these kids. I care about these kids. I care about the district. And believe it or not, I care about my team. Whether we agree, whether we don't agree, I care about my team. They could be my friends. They don't have to be my friends, but I do care about my team. And thank you for another wonderful year on making these decisions. Um and again, at the end of the day, we are here making the best decisions we can for our district. And I really, really value every single one of you guys.
050And I really appreciate the hard work that you guys are doing. So, again, I don't do social media, but if you can please forward me the comments, I would love to read them. But um I think at some point enough is enough. Um you know what? We are all a small community. We all need to work together. And at the end of the day, let's get this district to where it should be. Um I echo a lot a lot of what everyone else has already said. Um this is a small community. And you know, I didn't realize how small it was until I was on the board. Um I'm kind of from a bunch of different places. Born and raised in Watsonville, went to high school in Gustine, went to Our Lady of Miracles, you know, so it's just kind of a little bit of this and that. Um but when I came to Newman and I was really trying to find a community and get to know the people that are going to be around my kids 24/7 um
055which the majority of them are in this district now, you know, I didn't realize this how family-oriented it really is. And it's been a big learning experience for me, but really have gotten to know how invested everyone that's in this room is and and your kids whether or not you agree on a certain topic as as Mrs. Shrody has said, but um it's been an honor to sit at this table. Um and I hope that we can all continue to grow from one another and also just to learn and adapt to different perspectives as well. You know, I've I've learned new things that I wasn't always uh privy to, you know, until I I've been on this board and it's really eye-opening um and it's been just I I just have no words for what
056an honor it's been to be able to serve in this position in the capacity that we have and and truly always just doing my best to be as thorough as possible and um I hope Mr. Pruitt sees and knows that and I'm always just, you know, trying to stay as informed as I can. But I appreciate everyone at this table for sitting here um including Ms. Tapia. So, thank you all and um looking forward to seeing every everyone in August. >> Thank you, ma'am. Um couple things that I had um the graduation ceremony at the for Yolo and or Simba. Uh Matt, I a couple lunches and a couple gift cards cuz every single time I cruised by there he was on a tractor making more dust, right? Um he was working every day. Like,
057you know, I mean, I was out there with him, but I mean, he was there every day. I said, "Matt, you don't need to be here." He's like, "Got to be here till 12." I'm like, "No, you don't." Uh but thank you to the team. The stadium looked great for, you know, the conditions it was in, downpour or, you know, a couple hours for the ceremony and stuff like that and the construction for [clears throat] the track and stuff, but thank you for all your hard work and your team. Um definitely pass out some lunch cards. Uh the Yolo promotion was or uh was there as well the night before. Great job. Um outside of just coming in the one little ramp down the center and exiting that uh direction was the only challenging part
058that I saw. Uh but the end result when that stadium gets done and and gets finalized, it's it's going to be the best around. Um that's going to impact thousands and thousands of students every day between sports, athletic events, extracurricular stuff, all the people that use the field on the weekends, the youth programs, all those different uh sports uh teams. Um that it's really touching thousands of people. So, thank you again for that. I'm looking forward to the finished project. Um and then um, back to school bash, uh, August 8th, Saturday. It's a great event. Um, I go every every Saturday. Um, uh, uh, uh, every year, every Saturday that we have it, it's it's a fun time to see all the kids going back. Uh, but then the last thing I'll close with this
059is Mr. Sheahan, thank you for doing what you did over the last 6 months. I know it was hard. Just a short time ago we were sitting here about literally laying off 30 people. Right? Um, that number I'm I'm literally going to tell you is less than five. So, if we go to from 30 to five, that that's and like I said, and we were still able to pay for all of our stuff and continue business and and pay all of our bills and then backfill those positions with other spots that were identified, um, that that's huge. That's huge, right? And then to still give all of our employees, you know, a raise when we're said from the very beginning, not happening, right? Huge. All the times that we're up here is most of the
060people that comes to the podium, what do they always do? They're always complaining about promotions, what you spend money on this for, this, that, and the other thing, this person don't know what they're doing, right? I have literally seen not one email over the last month that said, "Thank you for what you did. You literally got for us down to very minimal employees uh, that were let go uh, through attrition, early retirement, things like that." Right? Not Not one email. Right? I mean, I have feelings, too, right? Like, I'm up here doing my job. I'm at the DO, like, um, I'm trying to find other things that we can, you know, move around and and and to make everybody happy, but sometimes like when you show up here, it's like, "Hey, man, thank you. I
061I we appreciate you guys what you do." cuz we're just all volunteers. We get $275 stipend a month. You know, and we give up hours and hours of our time to to go to these meetings and trainings and sit down at the deal and talk about things. And you know, it it's it's it's very very I want to say comforting or uncomforting to come here just to you know, get lit up all the time. You know what I mean? Cuz this is a small town. I do know everybody. Um, you know, um, I I I'm the only person that works harder than that and and longer than that. I work eight days a week. He works seven days a week. Right? So, like I value all my time, but again, uh, I'm here to touch
062all these kids, right? Because at some point they're going to be taking care of not just me, but you, too. Right? Like they're the ones that are going to be the doctors. They're the ones that are going to be the firemen, the police officers, right? Whatever they want to do with their life, they're taking care of us in 15, 20 years. Right? So, I'm not going to be here forever be able to neither are any of you. So, um, the the these kids deserve the best and and and and we're going to give it to them. So, with that being said, again, Mr. Sayha and especially, you know, Miss Tappy and all the people that work at the DO, um, I I see what you guys are doing over there and and and and it's
