001welcome to the Ohio Unified School District Board meeting I'd sprayed that mu here and if you can stand in join me in the Pledge of Allegiance I pledge allegiance to the flag on in United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all we'd like to welcome all those who are with us here in our courtroom all those who are watching this from afar I would like to as far as I know there are no emergency additions or modifications their agenda there is none so we would I ask for a boat on Google with the event although to it for this second all in favor aye and then approval of the minutes from our meeting of two seconds [Applause] all in favour
002we've had so many meetings but that was just like just a regular babies already going usually record says about pre meeting together great and then we will I normally we have a student representative purport budget on our students I have the summer off so date for that all right and it's time for public comments we'd like to welcome I ng to Nancy tonight I just wanted to touch base with all of you on the eve of my first term as president of ofe I'm looking forward to attending next year's school board meetings and working with each of you as much as possible to help make our district even better for the students I've been encouraged from the school board meetings that I've already attended and by our discussions throughout the year and would you demonstrated
003your thoughtfulness consideration and respect in your leadership of our district well and pleased that we have come to an agreement and that you're opposed to approve that that was provide my colleagues with a complete instructional school year a bonus and a raise I think it's important to remember that we still have a long way to go to achieve parity with the other districts in the county oft is inspired to work for the summer and throughout heck school year to continue to build upon our beginning success together great thank you and we look forward to working with you and and let Sacramento tell some of them to don't worry I spoke to all those people last week alright alright and now for our first special presentation I on our school facilities and thank you when I
004described that measure will mr. provide a little bit of historical context this board informed itself throughout most of the December 2014 meeting and we were all committed starting then as soon as possible to have a full conversation about some of the key challenges that would be facing the district in 2015-16 and thereafter and you'll recall that we had quite a broad discussion at the March 11 it to come in a variety of issues a couple of which are particularly perfect to specifically the question of taking a hard look at our school facilities at his capacity particularly the five elementary schools and to a certain extent almost as important television to a lesser extent of importance the high school Highschool chaparral this area here we pretty much know what the last three of those look like
005in terms of space and opportunities from that March 11 board meeting with a number of my colleagues around the county to find out which groups with whom they worked and been very successful in helping them learn about their capacities and opportunities for same use of space for different uses race and from that analysis that the lake to the top I contacted them talk to them I was very impressed I brought to the board at the April board meeting the recommendation to the point intellect Faye's study the part that were looking at tonight on school facilities capacity and also the section that we're going to Multi projections we have one of the two like virtuality was his title senior director of the selected group in Irvine California his colleague Brett defendant who has a business services
006background CBO background is on a family trip as I recall every third sentence which we did we told them not to cancel so we'll see we'll see Brett and at the August 18th meeting he'll be presented with the baptistry so I welcome welcome Larry attended would be very responsive this is certainly not as they say on school facilities such a certain extent the document that he produced for us which the board has received a copy of the one who got these in the back and also the PowerPoint tonight which is essentially the same as the major part of that document plus one page where the head that's why I was here tonight to review his findings with us to get us started thinking about this very challenge that we have the second half was to
007create a 7-eleven committee to take a look at those elementary school sites all of them potentially looks a lot and although that mean the five elementary school sites and so we all felt that having these data along with the enrollment be an excellent forerunner to the study with them be coming back to the board at the August 18th meeting to have them start to think about how to form at 7-eleven possibly October also very welcome I know you were happy to be first on the agenda doesn't the end I fit into your role you know it was appreciated what I got before about nine o'clock so welcome thank you doctor bring some things around members of the board Larry fur chocolate to Lincoln group I have a brief presentation to go through but feel free
008to jump in asking any questions as we go through what this is a summary of our our field visits to your site in May when we visited all all eat school sites today where the lay of the land have an understanding of the capacities of the schools what you'll see is we as we go through this processes I steno finding the capacities of the school this is arts and science it's not as simple as this is a number of classrooms this how many kids know in a question may students go to classrooms this is the capacity there's there's whole host of programs that happen in estill facility that are not your standard instructional program so for that reason we've created a range or option of capacities for each of the school sites to reflect not
009just your current usage and loading standards potential future loading standard under the local formula as well as a maximum capacity recognizing that enrollment has declined in the district and when that happens classroom spaces get used for other things in these restores the games will pull out programs they use for after-school programs and to the extent that he would see growth again or change the use of facilities those uses may change again to regular education so that's why we identified a maximum capacity if they were to take back all of those pull out and after-school spaces what might the capacity of the facility and then we also identified and adjust at maximum capacity this is just at the elementary schools it for the three large or elementary students their logic miners Otis Intuit oppa where we
010said that up to five of the pullout or after-school uses could remain but anything above those five we used for regular education so you'll see four capacities potentially at each school facility at the elementary level to give a range of what the available space could look like there thus methodology pages from the report and it has a whole bunch of disclaimers when you're buying a car to provide some of those insights as to how we identify classrooms that the classroom space is being used as a school office a library and computer lab we didn't count that as a teaching station that's something that's going to remain part of the district's program but if it's being used as storage or vacant or if there's a pull-up program we've noted that again in terms of the different
011loading standards so once we've identified what's going on each teaching station that we identify the loading standard in those scenarios we have to be 1415 program capacity which reflects your 1415 loading standards based I hear your practice this past school year and what you'll notice is that if it was a pullout or after-school use we didn't put students in that classroom alone as a pullout space which I think there's so much jargon in here certainly need to kind of slow it down especially for me I'm having some other people run follow when you say loading standards what you're saying is what did we do last year with our classrooms right how many students per class writing room per day and are put into a class and that's generally based on your agreement with your your
012marketing unit right features based on how many students think you would have in classroom so that's where our learning standards and you'll see the next column over goes to the lcff program capacities of the local control funding formula and full employment implementation of the class size reduction at TK through three grades transitional kindergarten through three you have 24 students as opposed to the cart 30 students per classroom 28 students as the the district on grades four through six grades 7 through 12 don't change so that's 33 students 12 students of special education again pullout or after school uses we left vacant we did not add students to those room anything that's vacant or storage space was loaded in under both these program capacities to reflect native if more students come into the district bacon classrooms
013are obviously the first ones you're going to put students into that's the easiest low-hanging fruit to go after and then you have to go after the pullout and other spaces to add additional capacity the magic potion about the lcff rank so I know that's that's a goal but there used to be another way sort of penalties for not so what to that or have they now just understand eventually it will be right now right now the statement is I would call the provider again other words teachers with us every year to create understandings of sort of what we call reality so our realities are the class sizes are bigger than we want yellow that there's they're smaller in many cases in the left-hand column in some cases not and if I didn't do that I
014thought that was a drew in mid-august take a look at all the numbers and make sure that we to the time about what so we're cause there might be a couple of additional payments to faculty members and if I sure sorry correct but you know when I first got this report for the life of me I was so confused because my intuitive understanding in the term capacity is the one that you see from the fire chief that says maximum capacity 250 people so you know when I read maximum capacity my thought is what why is our maximum capacity less than our lcff for our 2014 the answer is that what we're really saying is how many kids are we gonna have for room if we use all rooms right so the reason why we've maximum
015capacity is actually less kids for room than for example 2014-15 is because you might take back into circulation as a classroom a room that's currently - you then use the storage correct the maximum capacity of loading standard room number it's for classroom we use based on the state loading standards under the school facilities program which is a little bit lower than the district's programmatic living standards but apparently in line 23 no 24 to 28 is what your lcff would be 25 being the state maximum so it's within range there and then grade 7 through 12 it's 27 students per classroom versus 33 but we'll talk a little bit later about a utilization factor that goes into middle and high school junior high school and high school classes but as you'll see the the big difference
016between the two the first two perhaps these in the last one is the loading or the the filling if you will of the flow out or after school uses taking back classrooms that may be used for other things programmatically and making those regular education classroom students see how much additional space there is with that we can look at the first school that we alphabetically put into the presentation for each of the schools we've taken an Arial math we've overlaid school map to try to divide the buildings as close to possible and these are not exactly the scale in terms of the classroom sizes or in our architects just play them on TV sometimes so minor jokes we identify 26 teaching stations and you can see the usages there the largest group being pullout or after
017school uses so there's 10 classrooms that are being used as a pullout or after school uses sticks for grades TK 2 3 5 for grades 4 through 6 2 special education and 3 they hit our storage and you can see based on the maps they're color coded so you identify where those are on the campus that light pollute color is indication that there's aren't teaching stations so you can see in the library the multi-purpose room the kitchen the office spaces for example are not consider teaching stations such as anything in that green yellow ish purplish colors are the teaching stations that we loaded and so based on that you can see that looking at the program capacity for 1415 the capacity would have been 460 students as you transition to full implementation of class sizes
018that capacity will go down to 392 students assuming the exact same usages of the classroom spaces under a maximum capacity if we took every classroom and teaching stations all 26 teaching stations and loaded based on the state loading standards of 25 for regular education and 12 for special education we get 624 students but recognizing that it's not realistic to occupy every classroom space for regular education there are there are intervention rooms that are needed there's RSP that's needed there's other programs there's music there's art that meet those spaces by with the superintendent's Direction five up to five again classroom spaces that would be reserved is non loaded and so that reduces the capacity of the 6:24 maximum to an adjustor maximum of 499 students just just to it you see in the report Larry this
019final document that was what I said look at him the the column that has maximum capacity it's just so much warranty and the number that now is just five years those case it's almost it's about twice the number of students that are present here so to put back to realism to put realistic look at the elementary schools three large schools that had ten are almost tangent to the five of these available spaces to you as I said let's just take a look at one more column and so I call them because we just to maximum which it was to retain as you can see 5 times 25 in the right-hand column talk about student places for and so I stopped knowing how the schools work you don't fill up every space and I wanted to
020give it turned out to be a hundred twenty-five students less than they absolutely nice but still five hundred students compared to both about 300 students budget do we have those conversations sure they're actually righteousness it's 281 minutes right next year to a client this year if you go back this I canceled this year this is the last day of this year you go you have page nine those numbers those they're so going to do and so this year I think resol students 3:14 we 68 lat 51 San Antonio 38 7495 so you can see that twins even to me 200 really adjustable has keeping applying classical either so time online services before look at dear Monty you know there's one additional teaching station at Parramatta since 27 26 and you can see the range of
021capacities there from the lowest at 144 under the implementation 5:28 based on on this past four years have been by today's number of students per classroom maximum capacity of 636 and in when we reduce by fostering programs brings the capacity to 511 students and again this past year there in 368 students that's what San Antonio summit next could I just ask you a quick question do we know how many of these rooms are full current I mean I know at my house it doesn't matter how much junk I have I fell upon its goals that's the park it's as well yeah okay yeah the answer the answer is yes I mean it really like maybe the number of regular classroom teachers this year that's regular classroom ten intended results twelve Amaravati 16 and todo by
022the San Antonio twosome there other as Larry said when they went around site visits they found on various kinds of uses for special education for art etc but the number of classrooms in the first two rows are a little higher than the number of classroom documents and so they're 15 classrooms presently assigned to TT K through six but there aren't 50 teachers issue by totals wondering if there are worms that were just not using friend yeah well the surety layers there's at least one there's one room at Miramonte that's identified this big in her storage that's 325 on the battlekey right and free of - oh I guess it's a big difference whether it is vacant or storage yes and thank you I knew it miners folks two of those are storage and one of
023those these are when we say storage is extra furniture or books that you know push came to shove that could be stored elsewhere within the district's new arena it's like that's talking about not pushing their stuffing well because you know what Jeff started it until which opened it was 22 teachers and we laughed I think there were 17 so those facts are paid what they used to do for the pullout when he was first are I still do collapse but three pullout teachers would use one note now they each have their only room you know so it's sort of like they've started use but there was never a problem the pullout teachers using and then I do know that one of the next year when there was one less classroom they sort of said well
024that you know the PTA could actually store some things that were in my garage you know so you just sort of spread out because it's convenient but when there was 22 teachers I've never found there's no room I tell myself I'm sure there because I I think that at one point over temples at five five hundred or fourth so I was simply jackal for so I just what I'm trying to understand this I think some people have an impression that there are just bacon forever sitting around all over the place and yes we could use them more efficiently but no they probably aren't that many rooms that are vacant and not being used I mean and the first two schools we've identified one that's not being used at all the bigger the bigger number by
025far the numbers of three and one in the bottom row there aren't they but the combination of my reserves and parabati they're 18 did they identify just pull out around for school crime that sort of goes back to what James talking about you use spaces available to the cluster bus mechanic and so there are 10 classroom students my drug there are 10 classrooms that are in some form being used but how much of the day of public service those two kind of in the analysis and that was that was why I said let's just not put a little ten there take that so that just in terms of methodology one pull out we talk about situations where there's a class of kids and someone comes to teach a subgroup of them and so it brings
026them off like you know differential math ability or something someone brings them off and so that's a pull out right and the other thing methodology wise is did you just assume that any room that didn't have storage and was otherwise they camp was a pullout / after school or did you actually determine that they were in fact used as pullout / after school we walk all the sites with either the principal or somebody knowledgeable about the program so if it wasn't readily apparent to us based on some walls there was a second grade classroom we were told though this is the this is the art classroom one of the schools have in our classroom because it's easier to make one ring dirty as opposed to the team rooms dirty with art programs where is the
027lunch club or whatever used is going on so the plot rooms aren't necessarily just those interventions high premiums there also are music PE rooms at the elementary school level that are ejectives added a regular education classroom it gives a whole class Thanks Thunder because Tony use the word dirt this and Antonio's an attorney thank you seven teaching stations at San Antonio total capacity in between 132 students at the Louis to 175 students at the highest end and this year's we're there were 151 students at San Antonio see if all right frame in line with the force you to smaller schools that were the easiest of the two to to walk in and do the capacity for you can see the summit with for teaching stations a capacity between 50 to at full implementation of the
028small class sizes and up to 100 students you can find them silly there were 38 students or 30 38 students on Summit this year and bacopa with 25 concerts with safer classroom for us venture schools 580 students based on how the classrooms were loaded this school year down to 474 here that adjusted maximum perhaps you can see there are bill under the adjusted maximum custody they don't have any additional capacity on the club rafters will uses because they are at the five current but is the board's been discussing are there classrooms that used to be used for regular education yes that's you know a discussion that would be see how that facility is being used on this man and this year their phone and five students next slide so distant I take one just one
029breath on this one page a so that's interesting certain calluses of Kevin I was thinking about the reason I put that last column in so if in fact let's just say hypothetically we had 25 students in all grades TK through six then they have used and if in fact we wanted to retain five classrooms for some times program fall out of senator then we actually would be at capacity now presumes much lower class size and five classrooms those purposes so I think the whole powerful point of trying to show you this is there this whole idea of capacity and program housing and Cetera's class size it's very much of a flexible interrelated kind of thing and you're basing that off this year I mean next year we don't have four exactly right this year this
030year we would have been tough well like that but those are headphones plenty of room plenty room which opens right next year and I think that's a good point that the the capacities that were identified really are dependent on the educational program that that so the maximum capacity is if you really build up the school to the gills so to speak but your educational program is going to pull that back too based on having a more engineer to function as a school and programs want to offer beyond just the next she just summarizes the enrollment at each of the schools I think this is something that dr. bankers sure [Music] but if you go across you can see what the school of attendance enrollment was for each of those tools as of seabeds that's the
031number of kids in the seats at those schools so that we talk minors Ostrander 14 students in the seats and if you go down those columns that reflects the number of students coming from the different attendance boundaries and we're in going so miners oaks if you go down the miners oh it's calling you see there's 392 students in the miners attendance boundary 257 of who went to miners of sixty two to Miramonte 27th of San Antonio one made the drive up to summit bring us out by attendance boundary and then you can see the last column before the totals of the incoming intra district transfer students students coming from outside and where they're attending schools and how that breaks out there's some interesting trends when you look at this and then we present the enrollment
032projection and demographic report and in August we'll talk more about this but you know school like miners Ochs vaults 82% of their enrollment comes from within the boundary where's but however 35% of their enrollment in the boundary goes to other schools so what that tells you is that doesn't bring in as many of the transfer students both from outside the district and within the district as others as other schools 71.3% of the students that attend the school reside within the boundary a total 82% of the token resident students attention official myself the student stay in Oklahoma percentage but as you locate the gas instead insurance percentage as necessary I do take Common Core math but after you injure the pike that I will get you that uh play you can comment probably would be perfect
033we need to work as a group I think it's really interesting too because you see like you know it's just what it's fascinating what choice does because you can see you know forty kids in the toca toca district choose to go San Antonio and thirty-two and 32 kids in the San Antonio district choose to go toe-to-toe but it's almost you know half and half they go in opposite direction and it's so when you're looking at facilities you can look purses want to look at where the kids are attending but else what we look to make sure you have them facilities capacity where the students reside so you want to look at it from both sides of the equation this kind of information which has this doctor penn treebank sir mentioned we also looked at the
034junior high school and high school as well so junior high school 25 teaching stations there and how they've been categorized 17 are in grades seven through age three special education one plot after squeeze and then there are four bacon for storage classrooms at that facility pinkish color you can see a little bit different at the junior high school in high school teacher teaches say five periods there's six periods of the day so while there might be assigned 33 students per period the effective capacity of the classroom is 5/6 of 33 students or 83% which translates to about 27 students in the classroom so because the classroom is vacant for one period a day where a teacher is doing preparation that reduces the capacity obviously districts that are growing and don't have the ability to add
035classrooms they have to have broken teachers so they don't have assigned classrooms so that they can get that utilization factor of 200% through there's different ways of doing the scheduling to increase the utilization factor so that you know all the classrooms are being to use all periods of the day so that you're at that 33 students in the classroom and the other thing about the junior high school in high schools is adding back into physical education there's there's facilities to counsel students when there so we just assumes that the junior high school level everybody's required to take two years of a physical education so taking the involvement to the school device number periods that the PD is taught and add that to the capacity so that in 1415 the program capacity 709 students its maximum
036capacity of seven under compliance students quite a bit higher than the current moment space to grow into similarly at the high school level whole of 57 classrooms identify our teaching stations identified see the map there gets a little harder to see with just the number of classrooms that we have parked out there and based on the the two different loading standards a capacity between 1300 and just under 1600 students and peas is a little bit different at the high school level mr. Lim practicing two years of the Pete for years so between 1300 and 1600 students I'm fine or about high school and for chaparral with seven teaching stations the capacity of which we students from the end of this we'll come back with more information on enrollments to provide additional information to the district
037as it looks to performance 7-eleven committee and further study those facilities and educational programs related to the facility but I don't have a ticket for question a factor with respect edge or sure so with the Atilla the 14/15 program capacity at 729 students but 729 students that's when the classrooms are loaded at 33 students per classroom so I would assume that each teacher is teaching six periods for 33 kids and the seats each of those six periods well we know that there's actually they only teach five periods out of the six and they prep period where the classroom is not loaded with students there's no students brought into this classroom for criterion so there's really one period out of the day where the classrooms empty so the effective capacity of that classroom is is 5/6
038of 33 yeah I get it so you're basically just this is not something derived from your observations this is the factor that you utilize based on the logic you just gave me again it's the fact of utilizing districts that have got the right period without working teacher Kevin when we have experts I said I'd like to ask the question by how do we look compared to other districts what kind of insights do you have from doing this at a lot of different places you know our experiences here and where we went to school and so it's it's limited compared to what you have so I would just want their what you can tell us that would be helpful for us to know the numbers are useful you know we can use those but it's the
039knowledge that you bring as well if you have any thoughts or sure so I would say that the utilization and how the facilities are loaded it's very typical for a district that's seen declining a moment fairly stable at the moment it's the same example is just moving into a bigger house and you still fill up all the closet space that the programs expand to the facility and that's that's fairly normal and districts that have seen declining enrollment if this were growing in all the district this would not be what you would expect to see in districts with growing enrollment we see in every classroom space being utilized for regular education programs the multi-purpose room becomes a place where all those pull up things happen in those facilities and so this is is typical it's just
040how California education works my daughter's school is a little bit different than this that's declining its kind of its table of so there aren't a lot of classroom spaces for example that are used for outside programs they have an essential space for all the pullout programs go into I think that's typical of districts where they haven't declined to the point where they you know allowed without additional completely normal for what you're seeing demographically within your and again we've looked at districts that have our declining in districts that are growing or stable you don't see as many of these programmatic uses for facility our host for the few Feuer combination classes for and fewer students and became so when you think about it both of those are achieved we probably have less Rebecca kindergarteners kindergarten classes
041for 19 students you didn't have a lot of them fold 30 students or pull out as you sort of reach your goal one so we're finding a different place for storage what strikes me else is it's ironic almost counterintuitive that in a declining enrollment environment where your strained for money you actually have more kids in a classroom than you would under lcff or other standards so we're actually using less space technically at least other than the pullouts but for the classic classroom environment we're using less space that we have more kids in yeah the unfortunate part of the way California funded schools based on an enrollment defining a moment districts have two more students or find other ways to reduce costs facilities space exists so really is any other question too and we really appreciate
042the work I'll never look at a fire sign saying maximum capacity the same I'll be completely confused I'm gonna say to the bartender is this lcff okay and then our next special presentation is on our K through five math program okay for the first time tonight not the last so the board is aware that we are anxiously awaiting the actual richest materials we should be in our ends in about a month give or take a week on either side and just from heaven always says to the audience so to speak about the bridges program K through five mathematics which is been I live there more aggressive this year test out rose to the top in terms of the boat or of these two from faculty and leadership team and then also if you would just
043explain how sixth grade broke off right into the seven eight compilation six seven eight because this year is going to live we've had a lot of training but the pictures have really long having their hand but just a good so in about January we started talking about piloting [Applause] the team included each group talked about piloting well we looked at groans to pilot everything that Bridget's bridges investment and India's New York another gone and then mr. Graff for everyday math teacher so we decided - you're infringing yes son maybe Paul had been pulling things so we wanted to get teacher pilot and be able to compare above so why teachers who would be will - pilot engaged here for six weeks and and pilot bridges and with pilot teachers and that we every grade level
044and it also right and special education so really gave us a lot of which so after the powder we met numeric rubric and it was so close I mean like one point we went around and really just discussed what was good about what was lacking and really the teachers preferred light bridges over so we decided to order it delivered in we asked it to be delivered - why bridges training a two-day training and three five four two these are the two day two days and at least four hunters return talent lies chemical change instead of his trainers come from all over the United States I got an email from one trader she's from Michigan she asked about the traffic she said I want to avoid LAX and make off my and Santa Barbara I said
045oh good and then the other one is from Wyoming and she said she was coming from Anna 33 and then she has to go back to Culver City and I said Freeman world so I wanted four more coming her two days for training we're going after training at your Monty it's an all-day training from a 70 days teachers are excited about it I think you're excited just to have a conference program bridges includes digital access for the chief and it relaxes student and access it at home or there are also PDF it also includes some the teacher package the student books which are consumed and then pattern block and so bridges unlike engaging you or bridges is a k5 program whereas engage New York was a decayed [Applause] sixth grade so the sixth grade Xavier
046and mark they had already chosen sampie and same route so that the sixth grade teachers and transition into the gym we a much smoother transition for students so they also have a until 20th it's also an all-day training the publisher also you'll find throughout the year Xavier and I schedule training for October 12 when we have our own step to build the day for our CMP 3 and it's tgd and see mp3 question mark your question I have to hunt the sixth-grade had already been looking at the cmp three before we even purchases that not they just bent on narrow I don't think so a lot of the sixth graders have been using your 6th grade teachers have been but after talking to sixth grade teachers about engage New York a really unlikely and then
047my second question was on the take a picture second page I guess it says student oh I thought for some reason I was thinking that was teachers the teachers in addition to the online also have something right they don't have to go online for every one second page I just like I noticed that pre-printed consumable copies are also available for purchase so because most districts so we purchased the pre-printed sounds my question did we know but the teachers will have printed versions it's really ring binder as I said summary I mentioned that rewarded we were working on actually in response to pushing Jamie past early about two-thirds of the costs Britta's falls to the teacher material it's a really robust document each grade in bridges is about 20,000 1,500 of that is teacher package us
048you have ten have to replace every year was the yes and I think people's for example in second grade or ninth being consumable the only so-called textbook that this student would have yes so is it and I read what it described is the student book including instructions worksheets it's not really like a traditional textbook as we think of it right no yeah figure out I'm trying to figure out which sample this was that I didn't return my I found the my but so not not like this obviously you know and I guess they probably never happen I mean elementary like we did I mean if you were to look at gives you your bridges XYZ do those those exist anymore they don't those three right but traditional you won't see them and they exist in
049grades six particularly seven but the elementary mathematics is being figured out yeah it's just a different way of presenting and home connections which I lied and so those are the real books of the three student book phone connect and a teacher kid Oh as an ember corner connections a video interactive web-based I mean parents can go on the website have access digital axe it's not common core aligned and even about these ridiculous two years ago we met with the purebred in they said over coming out with a line of k2 so we ordered it and I like the idea that it's a nonprofit because you know it's people who wouldn't care about mathematics instruction and rather than I really encourage the board to go to math learning center his website and a bit about now
050[Applause] right something plus another link up beautifully I didn't know about anyway I need you to read at least her introduction and like you say Linda a non-profit and it just this I noticed the agenda says this is the piloted program so I'm wondering have we actually use this and is the pilot or its what's our commitment this we have piloted it but you know the enemy tender asking aboard well what I'm really pleased that there's been so much analysis and testing and conversation and all of that I feel like this will be really great in the future I feel really terrible for the students this last year but had to go through and the teachers but but it wasn't I mean it was because Common Core came out before curriculum was available that's true
051that's true I think I don't think realize teachers do a really good job the answer is frequency Sarah they do a really good job so break are there other questions I think I just say you know it's a board member when when there's a presentation like this you know what I'm needless to say interested in is the process that you followed you know it sounds like it was a good process but you know obviously I'm not gonna sit here and second-guess teachers and say gee I don't like this I have a better book so you know it sounds like it's thought-out it sounds like you've added it it sounds like this is as you said the slight preference over the other program and so it seems like something we should do that's why we we
052tried to make it very inclusive special education as I mentioned special education every some of the assembly but every grade was represent they're the ones well we do think Maryland I've known as I had started looking because we had heard well when I asked her she said there's just not enough curriculum choices producing this so but maybe it was math learning center another site that had actually reviewed being age New York and today there was multiple books that they were reviewing and they took a common four issue or concern and then they say they show you whether that book have it find out that was very to you publishing companies that recovering engage in New York was one of the highest approved so bridges being what the teachers are having very similar really encouraging even
053though it's one of the models for coming for curriculum it's already points that were never doing one thing you know that they camp about more is it as as the the curriculum comes my for us more and more bless you that's his way of mocking personally but more more and more through presentations that talk about what's available on the internet and so I think it's a school district we have to ask ourselves are all of the you know constituents being able to access to Internet I think the answer is probably no and then we have to ask ourselves you know what how big is that is that divided and then is there stuff that we can do I wonder for example I've thought about whether certain elementary schools when we do more infrastructure and have
054terminals maybe we keep a classroom open in the evening where people can come and have multiple sites where they can get on the internet for free and access this material because increasingly it seems like it's it's it's not just a luxury it's part of the whole thing it's it's essential Prince whenever we did a survey about computer acts every student had digital subscribe to me in our schools with me but I think in the library I mean I think I'm related point and I've noticed this in business that businesses are more electronic than they've ever been but people are using printers less and less and a lot of people who have computers don't have printers and so are we requiring that assignments be printed and it turned in or can they be turned in digitally
055teachers allow them to turn Wow Google Docs and two trainings of who for example oh good there is a pretty robust after-school you know if your unity that's good idea isn't it so it's piloted all the teachers like it from what they've seen right so say we get it in this terrific as we've died what's our commitment this is a year by year by year okay consumable but there's no we're not on a contract right now the new purchases six-year Weis so we have the digital license that that was part of the 15 taeju magnet so any other comments questions Marilyn thank you very much that's been so helpful it's always great when we can have a conversation and understand things a little bit better I'd love to teach her to his arrow as much
056better we know you're talking to some dude like bridge that helps I loved Eureka or engage New York but I found it extremely frustrating because a lot of the manipulatives that they I didn't have even though we have a lot of manipulative so it was extremely frustrating because I would run around school before it's out there and safe - you haven't even fixed it so I need a lot of them or I'd be right in the middle of a lesson going Oh eat that part Oh No right so I I found that very frustrating but I it was the first time I've ever really really deeply understood what my kids were working towards because you always just assume if kindergarten you know so they just other learning to add or something like that you know
057something very simple but it wasn't simple at all and you Rika really helped me to understand what I was teeth and how to teach it better so I was sad when I heard that we went with fridges and yet everyone assured me that Bridges was very very similar except for that it provided you with and so I jump for those so that that that would be mine Rison so we're being asked to approve it I'd like to make a motion to approve Bay Bridges elementary group all in favor wonderful alright moving on to item seven of the agenda 7.1.1 the variable term waiver for employment of speech therapist there's a lot of writing here a very excellent description robdd physician staff leader she's on top of every everything we need to know that people who
058are seeking to teach at an area where the precise interpretation hasn't quite been achieved with you to see unquestionably have admitted this teacher is to becoming a certified speech therapist I can tell you and speech therapy is among the top five most difficult positions in state people infield there the speech therapy therapist I needed we're thrilled so we have someone internally we're seeking to be and I'm asking here all in favour alright 7.1.2 annual declaration of needs for fully qualified educators again I would just say that California is extremely strict when it comes to certain types of certifications you can see in one case on page three that we simply can't do what they prefer we do and that is to have a mentor program sighs and the item on page two essentially almost all
059of that group of nine are people who come in from out of state so there's a period of time where becoming on the stage it would have even developed did you had to do it I I had to do after 23 years sue pretended to be certificated as a superintendent was quite an experience so fully certified as a superintendent it's a live person mm and I started but let the said was okay she gave you take a test so I doesn't do superitendent no no you see that yeah yeah sitting in this room I'm sitting in a room I'm saying the root word the average age other than I probably about 24 time lock it in here yeah I want to tell you some I study I did because I was not going to see
060this 2 plus 2 years 5 X 5 new Common Core that got anyway so that's what this great can we have a motion to speculation all in favor seven point one point three letter of intent from the CSEA I were asked to hold the public hearing so if I could have a motion to open the public hearing all in favor and so we have any comments okay just quickly let me speak with the the document that his ears it is exactly the fact offered presidency SCA I gave me at the end of the June glass meeting so here it is further as an opening statement what's important to discuss India they're gonna flip roles he will be the lead negotiator for the district for education with CSKA the opposite of what we did Jesus [Music]
061great thanks I think we could have a combined vote on closing the public hearing and accepting the letter quick question what was the pickup on that issue that you discussed last time listen it was very matter of time the truck was becoming president the issue the only issue I had it was as you can see it coming agenda items if we could forwarded a part of the negotiations with CSEA that is the financial part so that we could have completed it before tonight they like that would see sj7 if they agreed in same format but it was just a matter of time so check we won never right to take the fence up to you I want to thank the board I just want to thank you we're all aware that my passion to displace
062with the heart attack the questions that are being asked in dynamic employees we've all adapted to this and comments that are made address it's just more that just my voice timing-wise until here was beautiful in fact break-ins and respectful time to develop it you need everybody here agree on whatever I have to say poor guy didn't plan on speaking that's pretty good luck ability alright thank you alright so we can we have a motion to close the public hearing and accept second all in favor aye great seven point one point four by the initial district for protocol to the CSEA again we need a public hearing so public hearing Oh with it all in favor aye so as I said any ante in prior years I can see it the relationship between a via Chuck
063and we look forward so just for clarification they the one we just had the public hearing on is the letter of intent to paint and negotiate and this public hearing is about the district's initial proposal which is really recently to say that we're going to be right but to which is pretty much the same but it's important that we do that right the measurements see the document number of specific things we're just simply saying we look forward five right I just I want this to be clear for everybody because it's not clear what it doesn't love to but what in a way we're going to eat you at me but I don't understand like it I mean we're doing things a logitech we're done drugs and laws that you have to do it from I
064understand what we're doing but it's not super clear so I just want to make it clear that what we're doing okay so if I made the ones point of clarification the oft contract did not terminate this year so while we were going through negotiations with oft that was for the purpose of salary with CSEA their contract actually is a three-year term that began and I'm sorry to say exactly began in 2012 and expires October 31 of 15 so that's why we're going to be looking at the entire contract and specifically looking in the areas of CSA's identified it's not just a salary component but at all areas of the contract with what they want to look at negotiate in anticipation renewing a three-year term for 15 out to 18 that's great I feel better now
065because we had a public hearing here I felt like somebody should say something that was great and I I love the fact that our initial proposal is we look forward to talking healthy public for company all right so I at this point if there's no further comment I've we coulda died I entertain a vote to close the public hearing and adopt the district's initial proposal I'll say all in favor all right and then moving on to item seven point for the 2015-16 consolidated an application for funding categorical aid programs so if we didn't need an explanation before we eat it now around Marley Maryland around to I realize the consolidated application you three out of five so I thought I'd we do a comment next year use rice TV to school districts to declare our
066intent for participation in the see that check which friendly and also the car legal assurances as required by the state the programs provide funding for students such as Taiwan three turn to so for example any comments questions we could hope to approve consolidated application all in favor aye thanks Marilyn all right and so in terms of fine seeing a both ends of the spectrum we talked about opening negotiations with CSC a we're talking about closing that with the Ojai Federation of Teachers with approval of the salary settlement we've talked about this a lot in the past is there any discussion we want to have at this point that's like say one thing give the board a foursome they were here and this is a copy of the particle that appeared yesterday turn star and I've
067received a number of very positive comments about it from people who past each other that you could that be I think Cathy they've got recently and do send it up to action both of you along project in fulness it was an absolute pleasure about this because I was until of dancing around the neck legal sentences try to make every other year be as good as it could be given the relative severity of our situation so world details here I'm just saying that tonight it's a pleasure about Lee I've done the interview and see the art but to recommend essentially jointly seven point four point two of seven point four point three obviously received that language is exactly the same other than different people who covered so the salary settlement with om two years resulting the
068work we did in this room over the number of hours and board obviously knows the results that represented to the article and I'm bringing to you also the exact same increase for those people who are serving our leaders in the district with the certificate certificate of her classified and there's this one group called the psychologist who actually have a Stanford salary schedule of not govern by the oft because their work here so that's why they're all here website you can see that the certificated management salary schedules actually has a line at the bottom which talks about psychology sometime and I don't have happen that not exactly sure the concept other than just a Buddhist so anyway my recommendation is - obviously approve the settlement and also extend the same benefits to the you are not
069covered by you know Indian hopefully we'll have a similar or same some of the CSCS and diving here well why don't we take the vote first on the oft can I ask questions yeah that's a real baby so we have a side a side or if you with the oft and we agreed that in addition to these three components um that if the district received $250,000 in additional lcff that a half a percent on top of the 1% not on schedule Moscow would be extended to the other unfortunately within a few cellular not only are we getting all the way back getting so difficult or actually getting less next not much but there's no evidence at all the tensed but it does stuff I promise you the table as about 40 powered have we hit
070was a 44 next year last the more this year right over the three over the four years 14th for 1718 thousand total ice so but that church and it will you know that was my question I had a memory of something happen oh we did we do $170,000 so obscene it'll change but I don't like my suspicion is I just oh he's he's very concerned about but some it's only I mean if we get one time funding to pass on those because the Bourbon the purpose was to to extend another half percent when if to supplement so we'll see and we talked a lot about it and although we find even though it's Oscar are there any other questions or comments well I'm just quickly I'm so excited that we can offer more money rather
071than last money but I just want to say that again if we can have a motion to approve to improve the UFT salary sundays to approve the oft saturday central circuit all in favor aye and then similarly we need a vote on Auto salary increases for certificated and classified administrators and psychologists second all in favor aye I'm sorry I'm more hesitating because there it's like it's the same item what why are be except bigger because the one is just a regular whole new hood she understands the second one I thought it was important to Judith not try to in they're two categories of employees look I'm just saying I thought it was item seven point four two point three the first vote was seven four four point two got it there we go that was
072my computer okay so normally like in a district how are these how do they get braces it's a sort of complex and a sort of simple exactly it's complex because the superintendent bears the responsibility to make a recommendation for board based on the old experience-based criteria where where this group whether these in some cases if you differentiate with where certain people fall within the water based on their experience and the salaries that are attained by those peeps dinner's I've had the experience he differentiated recommendation teachers are getting to visit a couple days teachers ahead of 6% let's back up tonight my job was to come to the board and make a recommendation about the administrator says group or in some cases individually and some years I went to like I'd like your approval to come
073back to you with a span of 3% on either side of the teachers teacher 73 is enough those are the days where was my case different state significant funding available and the opportunity to make those discretionary decision this is precisely the opposite because for all the years that the teachers had caused union contracts contribute all the things we talk salary reductions the administrators were contributing more furlough names and had the same like the full school year the same like degrees so sure that was short of trying to figure out the mood excu you know those people that cover negotiated contracts for 2015/16 I felt that always its own I'm not sure we got all the boat sitting there on the seven point four point three I have a motion from Linda but I didn't and
074then I always favor right so I think the often unanimous or as I thank you for that that you're being bland gee thank you for those days by seven point four point four we spent a lot of time on the out cap last time around we're being asked to adopt bad are there additional T mounted to adaptive great this is the elta the own camp I'll second but I do want to say that I do think we should going forward include metrics for how many people show up in the meetings I do think it's a really important aspect okay great all right all in favor hi I write in that's a good point but we can former the things in class here because we could have those nothing yeah but going forward I think it's
075great one thanks down seven point four point five I again I in our last meeting we spent quite a lot of time on the budget we're being asked now to adopt the final budget for 2015-16 and final is I I right I should I shouldn't say it but it's like I Subway's footlong sandwich which is footlong by definition but isn't 12 inches all right so final just means we're we're asked to call it a final budget knowing that there will be changes going we have my just therefore we courtroom sure no if no question I just with Catherine's comment on the but I just wanted to voice I was really surprised and last week's meeting that Mel that seemed to be a very big issue prevention we had a public meeting last weekend right I
076know when we're not talking about it part union reps in there no yeah support people yeah I just want to pick a clip there - there were people here but let the public know what no one who didn't have a role here was here that they were all huddled around their TVs neighbor calling in so I will have to make a motion to prove their greatness second touch it second pollen fate comes one month or if you probably did it I really hate to say this but I need as before is I have been at others in about 2015/16 recognizing that's the only budget at this Junction were also asking them to acknowledge that part of the budgets are projections for the next two years and it's my to remind us so yeah start to
077review the June 30th video at this juncture we just talked about this these salary increases for 2000 for 1617 in 1718 there are no increase Inditex we we did it because we hadn't done that deficit or expenditures over revenues in the 1718 year and Brenna's is $500,000 twice that in the more so I'm not saying that sixteen seventeen seventeen eighteen the handle there will be no increases but at this juncture to make of this I've said acceptable as we're planning conservatively what we're hoping and the teachers negotiating team teachers negotiating team Andy and I talked about it at light and you're just talking about that in that 60 and 1707 years.i we agreed to at this juncture put into zero percent in those two years in order to make the 1516 year work and have
078the 1718 deficit if you will be less large and it does not be we want that when it dissipate that and table that's just as a holding number and we're hopeful that there will be you bet now we're expecting I'm still hopeful I'm more on the conservative side on these numbers so I but you have to plan for what we've been told and then we can hope all right and I'll just keep pushing i I think yeah we're we're out that highway like did it great all right so we've got to the point where all in favor of the budget has amended from last week I great unanimous moving seven point five point one the instructional calendar are there any questions for comments or a motion to approve okay you want to say little seditionist
079again as I said this earlier the difference in this calendar the one who's moved back earlier in the 2014-15 year number one qualifiers and caveats about the final two sundays are all calendars so we have a full year from 74 the other thing is that as you can see there are two dates here March 7th at May 27th we simply say no school those were two holding dates for which we were hoping to have spell day in negotiations the teachers asked if we could change those days to two days stay back about that as it relates to bridges and mathematics discharging all teachers all teachers will spend two days in that week on the last night remembers we're going to change this to here unless there's just some kind of conflict the teachers because he
080made plans to come back on the 24th if that's the case that a full staff development experience is we expect a very very of our two kids here on that through 180 instructional Pineda sectional days employ at the northern for step velvety we're back to the 2008 night school event exciting I would gather that if someone couldn't come early for those development days now that are in August that they essentially could do the part seven thirty eight twenty seven to go yes that's true probably not way that I can we have a motion to approve the instruction accountable second all in favor I'm moving on 7.5 2.2 at our last regular meeting we were Commun by governing foreign policies a few modifications based on our discussion and this is a precursor we got more work
081to do tonight as well thanks for being here and gentlemen so are there any questions or comments on the previous board policies or I should be before we let this fight what they have what do we have to my early separate life like oh good I wanted to get something I want to get our policies moving the February 1 was pretty brief as I hear this let's get that love Singapore look at and I want to get something discussed and approved you I think are just about to do then so it could have been dedicated I just decided was over I think he's talking about that are we are we know this one is on the left and your back straight cuz this thing's full of money that's one of the reasons I separated the
082boat is on the one on the tape and one of the tables yeah well then why don't we have a motion so prove it but we did unless they're more Commons quick I think tank emotional fruits at Murray second all in favor all right on to the work so I think what I'd like to do on this is thanks for being right there John and I'm sure that we're going to need your support and commentary I don't want to go over every page of this because we did me here isn't until next Tuesday I went to what I think I'll do is my first timeline is on page seven does anybody have a comment for page seven okay go ahead pick six we don't have highly optioned in certain existing policies but I would say
083no yeah would you like me to explain that just a minute well okay the first part beeps five and six with CSVs recommendation as I began going through your board policies you have other I have ever there over the last number of years summer water district white focus and that carries over from page seven and eight eight and page and you can delete I'm just going back historically that self-doubt stuff right no it is not okay it's not you have a district when focus and I took out those elf kepner's like for example number one on page seven active in the could she's an achievement under DMV and these are kind of generalized things they're not specific for example aces continue to provide all students access to strong for academic program now you can eliminate
084all this you don't have to happen it's just that I felt that some of you they appointed the one that we have to delete is one see we take that one right off and that was my compass that was my oversight trying to get throughout for this following along at home that refers to the API and the a white pica and we have no idea if that even exists and this I thought that in as a test I caught that actually last week well maybe it exists we just we tell me it's gone as a guy yeah sure yes guy but another one for example to school safety it's really kind of one of those big bonus thing as you can for the finger on it but it's their green the school's is an objective
085that report is outlining I didn't report this will stop us and others by student engagement and then under curriculum I'm sorry got curricular filter sir there were some items so again these were all things that you just have you do not need the last paragraph on page a also has API and a wife-to-be language maybe this is why I have said oh yeah sure and actually I didn't specifically mark something but it just felt like there was too many things that and I mean I for me and we don't refund them saying you know one day's test shows or what a teacher is capable so less is better in this case I believe but again as an outsider looking in I step on sacred areas well I really appreciate that because I know in years
086past we've spent a lot of time going over policies and I have felt in years past that I wasn't sure that those were being carried forward so I really appreciate that approach I mean having said that I think the the items that I like in here the school safety the Green Schools the fiscal solvency all of those things we probably have covered in 14 other places probably we do not be pages seven major operator thing yeah and our guy yeah I was gonna add that scored a little bit resistance like that seven eight and nine are like I really got to the point of me don't feel afraid now it's there so I think I have a consensus I'm getting 217 all right my next one is safe 62 so maybe somebody has something before
08762 feel like shoe selectors that ever Li are coming okay please psalm on page 11 this this really goes more to this whole subject because i think it's a super important one right now and i I mean I guess I'm asking you is an interpreter of regulations you know there are so many things our school district can't do right now and I know for example part is a good example of something that people you know want more of but we can't afford to provide more of it and so this whole issue of asking a student to pay a fee is seems too highly complicated to me you know this regulation says that that we can't require a feed which constitutes an integral for an educational activity which constitutes an integral fundamental part of the district's
088educational program and it seems that that's a very loaded term and it also seems to me that puts us in a position where needless to say we want to provide scholarships or otherwise for people who couldn't afford it make it possible for them but for the others it could afford it you know there may be occasions where you want potentially to charge a fee just to be able to offer the program and it seems to me that maybe the law is saying you can't you're basically going to be you're not going to offer it because if you were to offer it the only way you can do it is desk for a fee do that is it your sense yeah I know but I mean it the broad sweep of it seems to be as
089I think is that at the heart of this legislature in the Department of Education wanted all included all kids to be included so child a could go on music trip child D and C could maybe only child a and these parents could pay child seem to none and so they said in those cases you cannot do those kinds of things other district down the road were not exactly happen we have a last year the venture high orchestra went to Chicago and not all the kids go all the kids could paint work so God really attack and so bad to go out rage for a bunch of money because all of them couldn't go but not and so later on we're going to have a policy that delineates all of those hideous asbestos that's correct Linda
090and so again the heart of it is so that all kids have the same opportunity and so it's a way that makes us as a school district work harder to find ways that have all kids go or but let's be honest that commerce effective it is to not do things if you can't afford it and divide people what kids of opportunity right I agree well and mantas say which constitutes an interval fundamental part of the distribution just a moment so I can look at that and say well the music program is fully intact without a trip to Chicago yes that is correct and but but but anyway I mean this is all policy I appreciate your effort well you're right we can with quit you don't really have a choice all this because there's a
091parent that to feel slighted soon I can a lot of my career um it doesn't seem right if someone goes everyone should we should find a way they never did but then again with you yes I did I should have cut off your right exactly that's what I happened we will find to get all the kids there we're gonna do and now you know I guess that's where the difference of opinion is and I really appreciate that it sucks because I think in our district we've done an exceptional job finding a way for all the kids to go without depriving kids of an opportunity because because I think we've done it right it might be hurting us because now we're gonna see what happens when we why was Kasich in a minute I knew that
092this issue came up I know it tope at one point because there was a question of after-school programs or after school even daycare type program and the school's position at least through the principal under the sword was that they cannot charge a fee which probably is a is a it goes beyond what this says because it's certainly not integral to the regular school day but you know but again I could also understand why you want err on the side of caution well on that page also a man there says some optional hair graft yeah anybody else with anything before 62 okay there's worse to 2020 we just wanted to make poor shall first submit a report of the local planning stop it's only in the kitchen continue to talk about this property here and then
093we won't do anything without a report exactly I thought this with my future attention ice now I have an earlier one a 58 corporal punishment that was big 20 oh sorry yeah but 58 I was going up to yours yeah now if you won't have anything before 58 sorry you'll see I do have scratches on my paper is high I think I've had scratches everywhere that we've talked about well it's interesting there's an optional that I circled and they wrote know next to it but it looks like it's already crossed out so what page are you on I'm sorry 56 very first square says they follow an optional paragraph like that was my suggestion this is a new paragraph but the problem is you its reread it the superintendent or designee shall create a model
094discipline matrix that lists violations and consequences for each aloud a very subjective thing yeah there's a discipline matrix app and I don't like anything that's optional that has the work shell so I'm good yeah all right so 58 so so I I have a concern I'm not sure if we're if we're being asked to include this it's as optional not in CSV a recommendations it's a description of corporal punishment that says that that it does not include pain any pain or discomfort suffered by student as a result of his or her voluntary participation in an athletic or recreational competition or activity in addition and employees use of force that is reasonable and necessary to protect himself herself students staff or other persons comma to prevent damage to property and that's the part I have problem
095with I I just don't think you should whole thing out okay I put it there because it's in your board policy right now CSPA does not belong to their item you see that you can actually put your hand on the student and Punishment that causes a lot of it's our snappy could start to ever do that to protect probability and again they might put it there because this is kind of what are you recommending to come out at Bethel that page the last page so that I'm up but just so we're clear that I if it was report administrator a teacher control the student who was about to obtain a weapon I would cheer that well that was gonna be right instead of the question part of this entire time to say I don't need
096this I don't need this to tell me we'll try I agree with you by exactly I agree in general I pretty much agree about damage property but I give you examples of when you would wish that the person who's there actually did control the student but I guess it's just to me it's a lot of words and I think use your best judgment by the way corporal punishment is so you just start there but then you ask yourself was that corporal punishment no corporal punishment is when you use force and adult uses force against child as a disciplinary it is not to return him to it too control a student who's about to hurt another state though there until they okay yeah and you know lighter fluid and then lighter and develop with the light
097that would damage control it might house it down before the property well exactly so anyway I agree the bid only the Lord I know you're a constitutional scholar I like those things not if you got an amendment those things not a numerated are retained I think the idea is that we're not is that we're not delineating a particular exact way everything has to be done that we may not agree with instead we exercise good judgment is exercise good judgment I always tell teachers and principals just to do that and I'll be the right view right there with you to support you professional end of your best room so is there any opposition to deleting that in paragraph looks like we have do 60 is that what you were I was gonna 6262 yeah I have
098fun Leon 16 yeah another option order I just find that the participation views and advice of one of each of these people and I just feel like it's it's gonna be hard to do in a district our size out of your it's there right now this aircraft was actually in your by those however where I have it W okay often eleven the site there was a minor wording change there I cannot break was it might have been Prince more destiny what's the optional part and patata at that whole section right there from one one for five so there's a the optional part of soliciting kids if my soliciting views that's what's optional Mississippi s listening resume then just have rules without yeah I mean I like that way solicit reviews I still know that doesn't
099have to be all violent in every situation starchy's here yeah I know what some of us at that time they didn't ask I don't know situation is you know any good principal will try to create a set of rules that are in place as many a position was exposed I think that's what is the same I think it's like was about a high percentage of all those group of people in Sacramento thought they needed to tell us okay we don't need that button they told us so it's not we get to do something we have to do something with so they know not to certain extent your every doing this your hand books yes nicely giving the air cos muscle schools have this language - sometime that's it there should be a self injection but
100it also said shouts to listen so listening is different from actually getting well my way my literary my feeling about this stuff is that if it's optional and it's in the category as you just described hey which is you know I kind of with this kind of with Jane on it in that you know I think to the extent that the district is ever called to task on an issue like this someone clearly if us good boy or would go to this and say okay here's what you guys say you do you solicit the views up so just show us how you did that with the parents it guarantees that you know and then you're well we didn't do it you know I mean that's absolutely right I wouldn't mind that therapy a second the
101second thing is that as I've said numerous times from this chair if you took all the optional things out and adopted all the things that are election we still can't do all of those you can't it's impossible to do everything that comes out of Sacramento as a recommended policy you subscribe to the policy oh we don't have to find out the people we're not the time we actually have to teach kids you know and not worried not worry about every single subset of every negative some legislator thought of you know I mean it just so but if it's not objectionable I'm okay keep your way I learned at that River what do you think I'm get his food records when we thought about these talks a little bit you read that second paragraph it ties
102it to your school safety plan as well as your L cap so there's but I there is certainly not necessary in fact that first paragraph that tells you that it's not required you do have to have a school safety plan something you have an illness of the school safety plan are how will be yourself playground or in the classroom well it good I think clearly if you do it it's great but if we put it on a shelf I think it just it's it's more ways to get trouble I've come to agree with you more so much of this is implementation and staff knowing what arrhythmias biggest problems and sometimes staffs state white often does not fully understand so I understand why you as a maturity don't want it and I partially agree with you
103for us laughs often it's not written to be suited for but nevertheless at the same time you like to there's a lot that goes into how we discipline kids are we regulating what goes on I will leave the totem q well I'm going I think the reaction is we do that the safety plan we do yeah we don't need that as we we do have protocols for discipline this is absolutely exist this becomes the component in your safety plan though the safety plan cannot be offered to their it has to have a root document and almost most cases is the policy I think we should look at the safety plan and see what's in the other words that it will bring this back biologist I definitely would be helpful to know because if it's not
104in the safety plan just anyone or if it's in the safety plan does anyone have strong feelings about keeping it here I do too that soliciting is very significant point offering people we operate and rules is not the same thing as getting and our obligation as a board is to offer people that opportunity to give us information but that's not what we're doing we're not we're not illustrators we're not going to be in the position if everybody order by job is important members to make sure that he goes out and gets that input before the district makes these rules what's that this says that they'll soliciting but he doesn't say that they have to get it to do those rules so I'm not saying that the public has to or teachers or whoever has to
105talk to us but I do think it's important that we make the effort to to to receive it I think that's what this is saying it's not saying we have to have it it's just saying and we have to if I'm not misinterpreting it then we we have to seek a truce there's a lot of ways to do that it seems to me that our operationally not bird music no question listen I agree in a better world if we could if we have the time and Hank had the time and the focus to say okay now another thing for you principles is make sure you solicit whatever that means input on these things great but all I'm saying as a board member is I don't want and this is a general approach I don't want
106to authorize ratify policies that are just words on a shelf okay I don't think there's any point doing it and I actually think it's detrimental so if you other board members feel this is one of those runs that rises to the level of let's make sure we enforce it I'll support you but but I think if we have a lot of those we are going to Hank has said you know it's just not it's not possible I would agree I don't think policies should be window dressing but discipline of kids I think is really important the rules and all of that kind of stuff and I do think it's important that we not do that in a vacuum go this on everything that's like you know not every decision I think has to get that
107level but this is kind of important that that's just my family right and I tend to agree from this perspective back-to-school books what I call them call my mind snowflake dance up sticking their hand up yes and inputs if a pair of challenges that in wisest earlier why is everyone here and you don't have a policy that delineates where you do that this is rhykker that's wrong I think or open to legal activities but that's not what this this section is says you ever have site-level rules and these people who care will be involved in making those rules in fact if you go right over the next page right at the top it says this is a new paragraph says school rules shall be communicated to students clearly and in an age appropriate manner that's
108a brand new or so summer it's not pointing specs or a world war two sort of having those rules in place well I guess my question the question to me well I don't know that we can because it's we're kind of we've got to each other with it as a team this room we've retained basics like I mean I get my question based on the conversation is what exactly do we want our principles to do in setting up these rules all right they do we want them to lie what we're talking about parents everybody's kind of within the school here if they're not having to reach out security personnel for our class tonight I mean there would have to be sown record of doing it I mean this is like Cal cap stuff you know
109it's like if you're going to solicit use on certain subjects and you have a record of having done so if we're going to put this in a policy that our principals will now be required to do this and that's fine and I don't have a problem if you do back normally ask it's a spur for people's of patience for this si cancels that mean determine disposition I mean a simple thing that can be done is to put a statement in the handbook sang please provide feedback to the principal well first theoretical and so you know what we're going to does it have to be this specific I mean the idea of it's not like I think these principles are gonna go nuts right and we get an unlimited power and authority but I do think
110that there should be some dialing yeah I mean if we just said the principal or designee shall solicit the participation views and advice of stakeholders of the school and left out one two three four five does that I don't think we need to give an ABC necessarily is the I mean are we really be comfortable some of it might I'm struggling with as I go through this is this is you're just showing us the new stuff right there things are removed right but I mean I would love to see this all in context I mean you know I'd like to see here are your board policies and here's where these all fit in because Michael there may be already language elsewhere that this house we're out of the ten okay so this is what your
111important holla see now but but not everything that's already in the policy isn't here right just just the stuff well maybe just the thinking maybe pink we did when we received this USB and what she was pointing out to me is that if you rotations below for example I don't see anything page 61 you can see under bullet or Ivanov the one down there CF 50 20 stairs rights responsibilities and c-sections flying there at the top of my 61 for the previous section oh yes you're right those are places that you can also you know West thing is where you skip over whole sections and what you've given us right maybe yeah so but but on the subject of discipline this is all there will be in our four policies well this is all that
112we'll really under the category of students you may find it under just there personality work okay more under instruction but having to say there are pages school post just the places were looking for kindness 24 acquirements in terms of managing schools and the school and to the extent that you involve changes in state statutes this block basically school code which is literally that bad huh our policies which are really say no more person for policy the job that was a really good question to the big initiative and trust me when you bring forward 154 pages this is these pages do not reflect all of our Fort Collins oh I mean if you find about our board policies who brought these people to school code whatever it's every fighters so so so but then maybe just
113take a breath on this under D these what what does the purpose of bringing these forward I know we get a protector so are these would you say okay a new or new wording they are statements coming to us from the CSV a policy all sewer and you're bringing in two is to take a look a new look at a policy already have but when you say okay that means okay okay does not mean it's fine and okay now I'm going back to get my predecessor cabbage apples right now it's a bit so stupid the okay means it's in your current policy so like okay then if it's set up for policy wise at you because the language the language came to us yeah we already have came to us as the section and then
114there are some that it's okay but they have changed the word or sometimes something very my heaven above truly contacts you'd have to take all the changes recommend changes to have all of the pages to which the changes apply that would be sort of the context so this whole thing is finally CSV and it's from there it's from their staff that pays attention what's going on in Sacramento this all has to his change in ed codes losses that have resulted in new languages this is to keep you current under the current statutory requirements so that's all that's all we're really doing and it's suggested you don't have to do it you're on your own well only with you you've done the work for us to show us what our optional right optional does not put
115us into of now the position of peril correct actual issue is and what the optional means does it is germane to your district is this the way your district operates and there are some areas like remember you may recall last week we talked about the libraries part of the talks about library teachers well I does not have library teacher and para that you have classified people job so it's a little bit different so that's what this is we're trying to make it more germane for she's here I went to Maryland on a number of these things we've got continuations I go to different people that have expertise in that area and they and I sit down we talk about it you know so there is some dialogue that goes on this is from our current
116discipline policy was the board policy that's on our website the superintendent or designee shall approve for each school a complement of effective age appropriate strategies for correcting student behavior such strategies may include but are not limited to conferences with students and their parents and guardians use of study public the book goes on it seems pretty good the judges are gonna say this is all there is this is the discipline section starting all it's all of six in another town is that just that page four pages pages pages on suspension is cause of most of this is either for maiden or very close to manator [Music] thirty or forty pages so yeah we're just talking about a 60 right 60 well this all this whole thing tells you what you may or may not do relative
117spending this but spending spending or violence this section is on how those rules of development right it's like music I think I guess I come out with life the spirit I think the spirit is most important are the rules that govern student behavior and it was saved well Avengers by the principle are they number one well no which is like I said that's our they represent some type of intuitive consensus if you can get there what's the appropriate way the way you find that out is to talk to people I like that I like I like that in oriented concepts so we'll do this one I think we should stay with patience and I will add its in the current policies right they are 51 also that already in there right now present this is
118there's important policy and then there's administrative regulation administrators regulation and fines higher learning implement more policy and that often follows and has the same number this is under the very detailed so we're gonna leave on to the next one my comment is on 62 I'm not a teacher and I'm currently not a streamer but I've had bad experiences number 11 I really don't like recess frustration so I think it's something is aboard that at least we should talk about I'm saying you know it's really the student is so far behind that I'm sure most teachers experiences though something exactly which others can help run around well that's my thinking again inside and and if the students behind we're talking about discipline we're not talking about academics but it is I mean it's the discipline is
119they didn't do the work when they were supposed to not that they I mean if its child was just slower it means more time that is it's a tribute and I think we looked on page 63 in the bottom is statement they are about recess restrictions should be not first use like we have a teacher here I think ooh that's a comment well personally I think the only time it should be asked kids love do their work during recess who are working but there are times when children are taking recess in the classroom kindergarten through fourth grade especially they'll take recess in the classroom and to be able to say I'm sorry you just took ten minutes of you is a very school News around so it's like in it that to take all the
120way the kids often even mean standout of Brandon so but it's also a really their work you know if you say I just know I had teachers who would take away recess from the whole class Oh you know the good part of my career was the high school but I've been a bit of a cage little superintendent now in the 13 years and I haven't had one complaint by any about unfair restriction purposes what I don't I don't think my teachers will do it I believe what you said I've never I've never heard that abuse spoken anyway no it was me oh sure you were probably that give the kid it took 15 minutes or in class I don't talk about actually I wasn't I wasn't the problem that time I just have confidence in
121our teachers they're beautiful okay and also just point out that this is actually a restriction on teachers this is not a this is in affirmative grant of power it's an actual restriction on when you do the we have everything doesn't change 6750 boils yes 64 students maybe up in a choice mr. Lee that's why I put a question mark there and it struck me that in between cases that we have Saturday school but it's not for detention yeah I mean I that said you still we have we have a saboteur right make up if you're not in school in your book so now but you like you do not do issue on Saturday so any affinities are wanted to come on Saturday I guess chose to do I'm just questioning the burden and we don't
122worry not as far as I know front door then your assistant call us to go we will remove it I was just questioning Oh Marilla says except for otherwise permitted by law because if there's a student may be suspended or expelled only when his or her behavior is related to school activities what I'm thinking about electronic once Patterson 67 I guess the first is as except when otherwise permitted by law so I'm assuming an electronic orally is covered by the law so this is included but not limited to right so I mean I'm reading that too there's an excellent that keyword which I use all the time is Texas and there what's happening we about traffic bully X's is almost 24/7 say what I tell cross person do you feel that there's any relationship between
123between is you go ahead and discipline kids [Music] under we're on the side of taken very clear unequivocal strong statement about how we do bullying in every shape or form door to door border guard new technology and someone wants to challenge me outta that so by Cassini the definition of that exes dudes has world radically in the last right and you know we just don't not always that I still I said back on this if you be looking at Lord for anything okay but we have lawyers too you know so we certainly take this month we're that so that's all you and I agree with everything you've said however I just I mean my feeling it's an is it's unfortunate we live in a world where the schools can reach out into people's houses well
124not into the house there's a limit the only kid saw there because you turn in their home that's unfortunate bugs reality exam you know in a sense right now it's probably a tough few years ago we had very strong strain of that until that was a lot of time find out who these kids parents were tremendously but they can't their own kids veterans to take care of us and that's why I said I agree with you before I made the comment because I just think it's unfortunate very important so we're gonna leave it in the fact that the school district can't intercede yes yes that's required anyway right it's it's optional is optional yeah I paragraph mandated regulations provides for clarity and updated 2:56 which clarifies that a student may be disciplined for bullying by
125means of even when originated off-campus some especially all right next page by my next one is on 160 I also had one sister I just have a quick question on 115 [Applause] it says NATO set us a new requirement for us to post complaints that s why these with the gleams act you may recall that's what our store that they've got posted what thing about our lives and they're always zero so far we're good well yeah we have to we have to make bacon melons that if you feel there's an insufficiency and you have the opportunities and as comments from those posters with you into an office of plague are you doing their work it talks about OSHA prevailing wage and stuff like that [Music] next one okay Kevin you want to go ahead with
126your 1:16 my comment was with respect to the bottom of the page once I've seen this is concerning Advanced Placement and I want to ask Hank what he does presently to encourage students to participate in AP courses which is what they're did on this issue for long it are particularly pastries were small I think we'll use what you say in general is if you've achieved a certain level of proficiency and the course that precedes an AP course then we will if you haven't we welcome you inside of it councilman understand the program so we really can't afford select give it a bigger school as you can my impression is my impression is we are exceptionally one the students a loyalty but for some there's a stretch we never 700 his high school can't afford to
127be so like well I think it's cool 2500 three to four times as many essential sections of that 84 Sofia you can say you must have to be your header in the park by a motor unit and if you don't have a beer better than you go to Sun whatever the level is of that particular course in that particular as for the school unless you can do that I guess I would say compared to high schoolers together that our encouragement of students to take AP is forgotten we have ten I think you sent in John and we have 1080p offerings instead only value is routine our sighting so total of all that all those words that we need to be as soon as what they did a coterie - here they are Samantha we have
128more students wanting every girl in English Asian is a little bit different for scheduling part but I think we have actually what happens for all of it is you have a number of students register for a single section eight females say 36 which was very high in 36 can't get it is when you have a single section class you're always competing the single section that's suitable what's to give you this and then music guide and you have to make a choice the bigger the school the more sections you have the less competition so I would say the school like ours program we have to be as nimble thank you one year two those sections [Music] but making sure that we have Conner's name they could EP is a national certified course where you take the
129Testament in [Music] putter's is what you have auditory program pacifically honored to be professional toppers may be able to choose and what they hate you in college aren't you big guys that's the boy that's college level there's a college level courses so my comment on there is hip currently have ten classes our board policies that equally help we should have at least four I hope it's just the opposite you currently that's that's the difference in this policy right now your policy does say ten oh okay and how many ciliary well they have was four that's why I put NW okay it's exactly the same except what they sent us was four and you currently have tennis that's just so arbitrary how many classes do we have do we know well lieutenant we have about ten
130I'd have to look at an applicant program and it's we're in that nine to ten exemption and it was way more than four it does say key shires just to see and it says at least yeah I don't know why they came up before those I'd like to continue to be as aggressive as we can at a peak so I would like to maintain the tent yeah I would we desire that you do okay great my next one is on Wow I have a concern about 123 I have it yeah is yeah but the districts will annually make progress toward maintaining an average class size of not more than 24 suit I I want to do that or reports 20 I want to do that for last I want to do that but I don't
131know that we have the capability to make annual progress at this point and it does say this whole class size is optional and I think again a stage the board shall establish class size limits are proprietary to grade level let's L feel Kevin presentation save God k3 episode 24 students yeah as I said in fact let me say a lot of things I mean the let's go back go back to more contracting the teachers we have numbers in there and as I said we're gonna sit down and talk about what sizes look like in this coming year else that with anji anybody else want to come given the available revenues of so the whole concept whether it's lcff driven or foreign policy driven there's always a statement that different numbers and we do when we've
132had to do it over the last number of years and we still have so 20 is just not it's not fusible well it does say and last and I'll turn down the exact 20s watch our policies tonight oh geez 24 is what it looks like the law requires the 24 though you ever do to see wedding progress should be making progress as much as possible and always keep in mind if you can't give it leadership of your but it seems to me it doesn't matter if it's 24 20 for negotiate because we and we can only do what we so it's fine as is because well I would say there's a ticket out the doctor bank is right I think you and that's what this is the district shall make progress towards that that's what
133we are actually sold them yeah it's a shell right if not strive for or seek to its shall make progress so what is progress under a mandatory Shou what is that to me with me I'm committed to making sure would do exactly what we do next year compared to this room we have more classes k23 that are closer to 20 we haven't done it well we've got a nonetheless an alternative annual average file size fridge right unless you negotiate to the glass sizes but what if you would if you just you make progress and then you don't make friends we are that we are operating and consistently report okay I would be able to see anything I'll be able to sleep that night but I also want to I also want to be sure that
134everybody understands how important having smaller classes is but you know I'm sure that we have a plan which is now four will be four five years old try to create those reductions student so I think I just think if we're gonna do anything I would replace twenty to twenty all because 24 is the number of years so the London say 24 and I would leave yeah all right side of the face alright yeah I mean I you know I think hopefully and then watching recognizes a the elephant in the room and certainly I think everyone on the board appreciates the importance of smaller class sizes that we are between a rock and a hard place allocating their dear resources and trying to do our best to keep everyone reasonably happy so the kids are 28:19
135also this is by timing lcff exfoliant twenty-nine last year so the problem is it's in the notes it's not in the policy oh you're right well that's good I had a similar comment on 130 there anybody else before that 26 going back to that what jeopardy board recognizes that student assessments are unimportant instructional and accountability so you testing which is general assessment I would say in general it also talked about out there a bit thinner well because I mean deep down I would love to state testing I think that really say was testing it just one aspect of assessment yeah so 135 is on the libraries it's kind of like class sizes you want to 135 it's a school library shall we open prettiest by students and teachers brand new school my guess a little
136bit messed up there they're coming Fulton they're open we just don't have them sample right and they're not I mean I can't give you exact but we have experience cool day when they're not right it might not be up at the tire school right from your I just wanted to again point out that we'd love for libraries to be open and staff all the time and we're doing their best well I guess actually 137 which whenever a superintendent or designee shall annually I'm sorry bottom up assess and report to the positions and use yes it's another another politician gloves optional this is optional I think we're gonna take this back I would take it out of this I give you a quick report okay there's a lot of water if you said we move I
137want to give your consent on page 136 we won't use the word man much shell yeah berries okay we've I know we have had that discussion and that ensure practice is not always at the charges yeah so we had an option one more option to and if we did up to two to make it currently do option two sometimes charge the plants don't mostly dull according to the library MediaTek are we I would like to keep a little bit of which I think but no it's just on the lake return I think they should have to pay for the book but if it's late I want to express my laces it's a oldest just if you have HP for your book I would go the option to obey okay I mean it goes without saying
138that it wouldn't be an ad hoc process but we defined as to have is what I want to business it's everybody okay with two and actually I didn't want me to comment on the removing requirement that Hank reports on the school library I said no I'm okay with paying that but I do think actually it's something we should encourage the principal's to talk about I in each of the presentations at the December 11 text yes yeah I would like that my next one's on one before that that's my - all right in ten my comment is the cardigan what toiler that's Jane 1:53 there's a blank space the minutes shall be signed on who you know like to be I do not like you're like those my family what's that in the board secretary fourth
139secretary never really frozen yeah I think that we have the same yeah practice sorry I'm actually sick yeah here's a second your secretary so so you can won't go with court yeah I think a board membership sign the Minotaur signed by the president and that's okay too we can everybody can sign them they're playing for at least anybody on the board it's like at least four people representing okay and actually on the bottom of the page and I just wanted to point out the board president shall announce that they recorded or one person is human you know and we really should we I made reference to it but I haven't officially said that we should each time this is being broadcast just because somebody could say something and I didn't know it was being broadcast
140on spoken I guess I usually say said that people watching it off so it should be more official bakery and I also would I think we all agree we have a new policy actually that's a little different than this one that's described this one says we make tape I would say we endeavour to tape and broadcast whenever feasible right that's on everything that is our preference building this I just always like to make better the shop I don't know why he'll shout all the time [Applause] I've already done better know you guys are getting tired [Music] we are officially by the recordings may be erased or destroyed 30 days after than I like everything and it should be already a comfortable win since me I think but I don't keep them forever website and they're
141not over now why not archival so we cut our kind but do we want to mandate that there that what if what if they like turn the company we have is destroyed for whatever other than just having this is this is to give yourself say you know what does he act the point yeah exactly Cathy whoo-hoo laughs now let's say into your from mouth what what happened so we have I'd have to look and I didn't do that ahead of time at what the retention record is right now for these and I think it's very minimal I think it is right the audio recordings we have it's very minimal we happen to have I've seen at least I have access to them to back to 2008 the minute I talked about the video review right
142the audio recordings we have through 2008 yes there may be more but that's what I've seen and the others I believe are on a cassette tape which I'm not sure the condition of the I'm sorry but the videos are under word of January we didn't have the January 29 over this one okay we have all the others and their YouTube so we could we could keep those links and as long as you do one or keeps the leaves they either don't know this during recording you may not be erased or I mean that's what I'm saying is and this is allowing us to get rid of it after 30 days and I don't want to allow I agree with that I'm just I think converses that is why we're requiring the district to keep it
143forever maybe something's more intermediate like a year yeah this is it I thought the thing is I don't want them so as far as I know with this electronic world you can access them as long as YouTube has them on their side you can access them forever how long do you want to see them on our our website well I guess what were I guess the only thing we're saying is that we don't want them to be destroyed for at least a year I don't yeah I don't think that's part of this is it that wouldn't be my question well I yeah I think where there's some practical things that we're actually just doing Brian there's a more formal approach right that's Kathy just said this stuff that's on YouTube is we're not it's out
144there so epithet that's our scientist convinced tricks they leave just not you I think he hears a so if we had a public records request for a copy of a video how long how far back [Applause] if you're just loading up you two someone could seek it there else and on the link you could and we don't have to produce public records requested we've actually destroy the documents but I think I'm gonna take that out of context for the next election just don't answer my email a minimum year I agree I would like to see it as long as possible okay we get back perpetuity seems like epa district reporting may not be retained for at least 12 months after I haven't I'm okay with that okay as long as there's an understanding that that's
