002some down thank you like um we will go ahead and start with um guy cook and he represents the RTA and they have an RTA announcement and let me see here I'm thinking I should maybe go ahead and read over our initial policy here for board comments um mostly to let people know that there's a maximum time um organizations are invited to address the board on any subject that falls within our purview if the item will be acted on in the board meeting speakers are called on to speak just prior to the board action on the item each speaker is allowed a maximum of three minutes to speak and may only make a single appearance at each board meeting with exceptions made for public hearings if the speaker's topic will not be voted on at

003the board meeting their presentation is made during the public comment portion of the meeting board roles limit public comment speakers to 15 at any single meeting and 20 minutes for any single topic each speaker is limited to a three minute presentation and may not surrender their time to another speaker um ask that you request um let us know ahead of time if you'd like to speak with us um and your request to Veronica share them the executive assistant if somebody arrives late we've also made policies that people can speak so just let Veronica know and we'll squeeze you in the meeting when we can um so before we have Mr cook start I just make sure we have our time going keep a time for him okay so if you see Veronica doing this your

004time is coming to an end okay I bet I won't get close all right thank you good afternoon my name is gu I'm an e8th grade math teacher middle school and also the presiding um rosale teacher Association president I came with a prepared statement after review of the two candidates running for school board trustee the rosevale Teachers Association has taken into consideration P public comments stated policies and desired direction of public education the executive board by a unanimous vote has voted to formally endorse Michael spickler for board trustee in addition it is the position of the board of the board to public encourage and back the passage of bond na M thank you thank you very much Mr and and you're right doesn't seem like you needed your whole three minutes all right and then

005um let's see here our second um person for public comment is Briana Ms Matthews okay sorry come on up to the podium oh sorry the name is Brianna Matthews and she's representing a student I do address the concerns that I have at both school and District level and with the lack of assistance that we're getting felt it was necessary to come in front of the board and go over the issues that we're having here um my student has been enrolled in the rosale Union School District since we purchased our new home in September of 21 um third and fourth grade at his school site were excellent we had wonderful teachers never issues going into fifth grade I knew there was a disconnect with the teacher that he was in the classroom with um to start

006back at our parent teacher conference they have a list of things that your student is excelling in and things that they need to work on and there was not one thing listed in the positive section I took this to the school site directly and said I know that there are teachers that are good fit and others that aren't and maybe this just isn't a good fit um I requested more than 13 times last year for them to move my student and every response I got back was that all the classrooms were full and they couldn't make accommodations um during this time we experienced discrimination bullying racism um my son has had a really really hard time and we're looking for any guidance we can get um sorry I'm s lost here um is trying to

007work with us on some options here are are very very limited um I'm reaching out just hoping that the board can be a PR and know that some accusations and things the kids say are also just kids accusations when there's no adults to witness events happening and no administrators to see things I'm not sure how a child could be accused of something and basically convicted is guilty without ever having an investigation or anything done there um I need something done because it's affecting my son's mental health and his wellbe he cries every day and not to the scho and that's not who he's been prior to this so sorry but I'm just looking for help if I may ask what is he in sixth grade now yeah okay is the teacher relationship they moved him

008to another CL any option other than to move him they just required that they move him to a new classroom so it's been a week um now I think the main issues we have is that he's been labeled as this bad kid and he's being targeted and he has staff that follows him around all day like he's a prison in me and so kids don't treat somebody fairly when they have a kid that um looks as though they're doing something wrong at all times so he's not being given a fair chance and that's kind of where we're at at this point thank you for your comments um and if you'd like to email me I may have um some resources for you um you can go to the website and I assume there's a link

009to click right to my email and I'll see what I can do okay thank you okay and I think that um concludes the public comment section okay you Mr imp hopefully I'm I'm saying that okay um if you would like and you're ready we'd love to hear your presentation about your scho on okay thank you board members Miss lemon District administrators and guest for having me here this afternoon my name is Frank infestado and I'm the president of the Centennial student council I am 12 years old in the sixth grade in Miss Valentino's class I have been at Centennial since third grade I really like being at Centennial because of the staff all of my friends and the exciting events we have here the reason the reason I am here today is to share with

010you some of the things that make Centennial a fun place to be next slide please tell you about our student council our student council officers are myself as president chriso Kirkpatrick as the vice president Cameron McKay as the secretary Weston McKay as the treasurer Grant sour as the historian Mia Beck as the commissioner of buildings and grounds and Poppy pret as the activities commissioner and our advisers are Miss Staines and Miss mcke I really like being in the student council because I want the help I want to help the school be a great place for all students our student council officers and representatives are my friends we're working together to do fun things this school year we meet once a month and plan upcoming events raise money and then decide how we want to spend

011that money we are also planning some community service projects next slide please Centennial has so many fun events for kids and Families my personal favorite is C dayside playing games together some other events that we have that are fun are dress up days family movie night chunk or treat family picnics family Christmas yogathon mother motherson games and the father daughter James just to name a few next slide please students love getting to go on field trips since it's only October classes will start going on field trips soon like a visit to the fire station Cal wind wolves Farm day in the city and more fun places next slide please but the very best field trip of all is Camp keep sixth grade this went a couple of weeks ago it was great to be outside

012with friends at Camp keep ocean we spent time learning in the outdoors hiking and just a little bit of book book work we learned so many things like the mountains were formed by the tectonic plates and we saw many different kinds of plants and animals my favorite part of Camp keep was having free time with my friends the food was really good too I appreciate that we had so many adult volunteers to come be with us all week especially since many of them took the time off from work to be with us next slide please Centennial students are very talented we have many events and activities that kids can participate in like the spelling be oral language Festival S Fair Battle of the books art Bandon choir and after school sports my favorites are the

013spelling be inquir both times that I participated in the spelling be I made it to the district level can go a third time for chire Miss ner is a really fun teacher we have a lot of kids in choir this year and I'm looking forward to performing later this year next slide please El are helpful student council officers do morning announcements manage the the paper recycling every two weeks with our blue can crew with emergency drills and keeping our campus looking great the best thing we plan are the Cub days where the whole school gets to have fun together student council is also planning some community service activities like our annual tool drive at Christmas and supporting the curing County on flight last year our school was the top fundraiser of all schools in curan

014county in the last two years we collected [Music] $99,000 special to have the veteran come and talk about being able to go to Washington DC next slide please we are the Centennial Cubs and at our school we are always thinking about how we can show our pause pause is an acronym for always doing our personal best by acting responsibly working and playing safely and showing respect when students are showing their paws they can earn some pawsome tickets that we get to spend in our PA store there are a lot of different items that kids can buy from five tickets and up prizes are things like toys games posters Legos Pokemon cards hair ties special lunches with staff fast passes to recess and so much more I'm saving my tickets to get a football next here's

015a little bit more about me I love sports and playing football at school of course I love video games too I recommend Star Wars outla I enjoy listening to music in my room and my dad isach teaching me how to play the guitar I love to play outside with my little brother Cody and on the weekend with my flag football team my family and I also really love the travel we recently went to an air show in San Diego and got to see the blue angles when I grew up I would love to be a wide receiver for the NFL but if that doesn't work out I'd really enjoy a career as yet thank you for having me come it was amaz [Applause] we usually have some questions and comments from the board all right

016this is the important one who's going to win tonight answer I saw you wear the [Music] shirt and good thank you Frank I have uh it's fun to see you here because I had both his mother and his father in our college group as you can see just a couple years ago um thanks for being here and I want you to think back in you've been at the school for how many years uh let's see this is my fourth year here okay and in those four years everything hasn't been perfect right there's been some problems I don't need to hear them all but what I do want to hear is name something maybe a subject that you kind of had difficulty with but by your persistence and help with teachers and your parents coming alongside

017you um how you overcame it or or you know what you overcame school subject yeah maybe um well are you are you like your dad was and that's like perfect no he's um well there's this one time last year where I almost almost got it and got like a um but uh with a lot of help from like my mom and my teachers I I bumped up that grade that help persistence right yeah consist great thank I don't think I've ever asked that question I saw you with a metal around your neck in one of the pictures what was that metal that was the that was the spelling oh fantastic good job spickler want our little spelling be here so yeah please let's not try and yes you did you did throw me here you

018asked a new question today so all right and um Frank do you have any family Guardians um maybe anybody from school that you'd like to introduce to us right now um so never mind uh there's my brother in between my parents over there and your parents Nam yeah stand up you you're in charge you can have um my name is Lissa my dad's name is fr as well um and next to my mom is my sister lla um next to my dad is my grandma Beth aun lyia um behind my sister is my other Lacy then there's my grandpa [Music] ly his wife ly and her grandson uh Anthony next to next to him is my cousin B my aunt pela and my Uncle Ray then there's also miss mck and Miss D's in the

019back and Miss SS and Grant back there so saying when you're done and they leave we're well thank you very much we appreciated your your presentation and um usually we get to business pretty soon and at that time we allow you to leave because you might need to go to get some homework done or whatever um but I think I'll see we'll hear what your principal has to say and then we'll open it up and see if your family would like to leave does that sound okay all right okay so we're going to listen to a school site presentation 3.2 by Miss Erica Tindle um Centennial America Centennial Elementary School principal oh there she is hello welcome thank you thanks for having me okay all right well thank you so much Frank you did an

020amazing job um well done representing Centennial so thank you good job so uh thank you for having me tonight um oh wait I'm I'm in control right now um my uh my colleagues are going to laugh because sometimes when we're doing staff meetings I always seem to mess this up I know it's a simple thing but I'm gonna try not to mess this up to you got okay um so um tonight I'm here to talk about student engagement I know that's a big Topic in our district it's our Focus this year so I wanted to kind of give you a little bit of a sense of what that looks like at Centennial so how do we measure success there's many many factors that we look at not just the academic stuff but also social emotional

021and behavioral what we do in every realm um is to engage our students that to help them Foster U growth so uh 2024 2025 um was off to an amazing start from even before we opened our doors on August 14th uh before that over the summer our amazing custodial crew really did a great job getting our campus ready I know mot works really hard on all the other things and while we didn't have new buildings or anything they did do a lot of nice tune-ups on our campus and that was really helpful and then our teachers of course are planning and doing things but even one of the great things about centennials even our AIDS who don't necessarily are not getting paid before school starts you will see many of them on our campus supporting

022planning getting ready for our students for when we're ready to open up um and then on the first day of school well I'm sorry the meet and greet um um we had our student council ambassadors so our student council officers were actually there to help welcome and greet new families and new students and kind of show them around so that they would know where to go and then our amazing parent Club was also there to help you know kick off kick things off and make everybody feel welcome and a part of Centennial so then when we talk about coming to school um like across the district we're focused on growth and through engagement and it takes place from the moment students actually leave their homes so our amazing bus driver Nelly she's a key part

023in that she's often think about it she might be the first person they kid sees and that smiling face and and coming to school and you know what that experien is for kids getting on the bus and then as our kids are coming up to the to the campus we have lots we have different teachers and staff out there greeting kids smiling um sometimes a joke or two um just a lot of fun things to make kids really feel like you know this is going to be a great place families you'll see a lot of our families walk to school um we do have a lot of be nice we have more walkers but it's okay we have uh people you know coming all different ways to campus and it really really enhances um those

024welcoming faces really enhance we have unique programs at Centennial that make it I think a little extra special if you ask me so we have students on our campus who rageing AG from the age of three all the way up to our sixth graders because we have a preschool speech program where kids other kids who come to our campus um a couple times a week to work on some speech goals as early as the age of three we have our special day classes that are preschool and then we also this year have a new sec1 class which we're loving and then of course we have our TK through sixth grades all on campus together our teachers are focused even more than ever on planning and creating ways to make sure all students are fully engaged

025in lessons and you'll see lots of different examples there of things being done outside inside all different places um we're blessed our parent Club supports having an art teacher so Miss Kay is there there's a picture of her working actually with our PR school student so she works with all of our students and it it really is a wonderful addition as well and of course it's not just all about reading writing and arithmetic although those are important of course um learning it doesn't just take place in the classroom like I mentioned in fact much of a child's development takes play takes place through play Decades of research by professionals show us that play is an essential part of a child's overall development we become stronger and Body Mind and Spirit through play so this year

026um we have even more opportunities than ever so I think all of us can think about recess when we were in school and there's the typical there's the football right Frank out there playing football we have the soccer games we do have to remind the kids that it's not the NFL and it's not the World Cup you know but they're out there having fun we have kids who just like to hang out we also have our have our power of playroom our pop room um we also our librarian has the library open every day but this year um thanks to all of you we have um an amazing addition of our activity so you'll see them in the center it's Mrs sour and Mrs Lis and um they have been such an amazing addition to

027our campus this year they are a huge hit because they plan promote and provide a wide variety of games and activities all of the students are out there engaged in play in fact Mrs mck and I one day were like well maybe you weren't with mebe it was Mrs Martinez and we're standing there and it's like recess and I'm like where are the children well it's because many of them were in the pop room some of them were in the library and a whole hard of them were with Mrs sour and Mrs LZ playing the game of the day which at the time it was really really hot so the bottom left they're playing a really cool game called drip drip drop which is a version of duck duck goose now you might think of

028du back like when you were five or six right oh no those intermediate they were out there too and it was like I think they had 10 of those circles it was awesome the kids were having a great time and who doesn't like to go a wet on a day of 105 right um so it's been really really amazing uh van and Adriana collaborate also with our PE teacher um every other week and they U kind of talk about what would be a great different interesting games for the kids the feedback has been overwhelming so I know that notes really hard to read but that was from a student and it says something to the extent of I love your Gams I really appreciate your Gams they really give me something to do at recess

029your gains um are so so fun um I have personally gotten texts and I have had people share texts with me from members of the community saying my grandchild comes home and they're like so excited about school and I feel like that has been overwhelmingly wonderful so thank you for investing in that it has been fabulous um the other thing that you also knows that those ladies don't just they don't just get to do all the fun games they do that but they're also providing in between recess times they're out on the campus they're the ones like you know if we see friends who are you know maybe taking a little bit of extra time to go to the bathroom or something or they're kind of you know floating around our little butterflies they help

030with that but I've also seen both of those ladies like one day I walked around the corner and we had a kid who was just having a hard day she sitting on the concrete Criss Ross applesauce with that student just talking talking to her and then sure enough later that kiddo went back to class so the the um the impact has been huge and thank you for investing in that it's been it's been fabulous and you know we have amazing people so you're very lucky about there too it would not be possible without so as Frank talked about we like to keep it positive at um at Centennial and it so our positive behavior system and he he talked about how we have paws and we want to encourage all the kids to show their

031paws every day and all of those different things of those things this is our third year of implementing our schoolwide positive behavior support system and every year we're always trying to make it better and it and it is getting better and better every year and it's kind of fun um at the beginning of the year what we do instead of having the the whole schoolwide assembly where you know the principal stands up like Charlie Brown's teacher and um says what you're supposed to do and all that um our team actually did a great job of and thanks to Mrs mck or Dean we developed um stations based um assemblies so we great they take some time but every uh we do one class at like one grade at a level at a time three different

032stations the kids come out they actually if we're going to talk about the playground we're going to show them we're going to be at the playground we're going to show them how what the expectations are they're going to see it they're going to do it um you know how you're supposed to act U you know when you're eating those kind of things plus we made some fun videos um some with kids some with teachers the kids really like seeing the teachers behave badly as the non-example so that's always fun so we do utilize all of those things and it it really has made a huge impact because it has meaning for the kids it's not just some standing there talking to them uh last week uh we um our school leadership participated in the um

033professional development with Kim breing So as a um as with that we're going to be um tomorrow in the professional development day or each of our grade levels are going to be talking about how to revise some of their matrices there's an example the kindergarten Matrix of what it looks like to behave classroom expectations in the in the classroom um so the teachers are kind of going to be looking at how can we make our matrices make more sense for kids and asy was talking to this teacher today and she was so excited she go you know I was talking to and I said I wanted them to tell me what the consequences would be and she told me this beautiful story of how her kindergarteners talked about like what should be the consequences if

034you're not being nice or you're not following if you're not listening if you're not following the rules and they had some really great ideas and they were all fully reasonable so um it was it was really really great so and then of course we like to um reward our kids when we see them showing their pa so this year we freshened up our reward system and we're doing the pawsum tickets like so excited I found those on the internet they and the're red too so that was cool um Pome tickets kids can get these tickets as Frank said then they get to utilize those um to go buy things and if they you see something extra special they can get a 10 ticket you know 10 tickets um and I think Mrs mck had uh

035like I think one of the Hot Topics is having lunch with Mrs mck in in the pop room all by yourself so that's kind of fun with but you know bring your friends um so we're doing some really cool stuff with that and it's it's really it's been very motivating and we have everybody handing them out in fact our bus driver and Al she said yeah it's really great I can tell kids like hey you're sitting down get a ticket so the kids we every adult on campus is is utilizing us so it's been ni and then um our mod Excellence for all whatever it takes and we do have an incredible staff um they're deeply committed to student wellbeing and success they're a very cohesive group who work together within their grade level as

036well as across the grade levels to find ways to connect with kids and meet their needs I know I always think of our school as that cute little school and I know we're growing we're in about 600 students now um so we're not as little as we used to be but um it still feels that way it's still a very neighborhood feeling school and I love that our teachers they're you know wanting to know more about a kid they're going to ask their previous teachers um you know or maybe somebody knows that family they're going to talk to each other so they're really reaching out between them to help figure out what will help motivate and help a kid the teachers are meeting in their weekly PLC meetings they're digging into Data to determine those

037next big steps and this is one thing I love about art and I'm sure it's true all you know I would say this when I was still teaching an incents too our teachers in rosale fiercely advocate for what's best for kids um they are really trying to figure out like how can we help a kids succeed in any room and I love that this is our fourth year of our journey in the mtss together they're working on strengthening those tiers of support from the classroom outward and I'm really really proud of the dedication of our our professionals and I just have to tell a Side Story it's not just our staff um Saturday I got a call from American Elementary because they're on Camp keep right now and Danielle kushman called me she said hey

038um I'm kind of in a pickle I don't have a guy to go to Camp keep because somebody fell for it I said okay she goes I hear you know a guy who has fingerprints done I said well actually we do I know two people and I one of them is actually a teacher and he couldn't go because he's got some other family obligations but Todd Davis is a parent volunteer and um his child um he has one child at um Centennial and one is at the middle school and he had already gotten fingerprinted to be our backup and he's at Camp right now with American element um yeah I I get te and I don't often get speechless if you know me and on Saturday um on Saturday I was speechless because um that

039just speaks of the type of people we have in Roso and at Centennial and his text I didn't bring it up here with me and I just said I said Todd I'm speechless and I said I I just I don't even have words thank you so much he goes well he goes I know how much Camp keep means to kids and I would not want there to be a reason for kids not to go so um he's an amazing human not even his school not his kids and he's a so I do too I think so I think like when I told that story this week I've heard at least five people said they're putting a nomination in for him so yeah and he's he's at Centennial every day he's at RMS with their parent

040club like I could go on about we can make this like Todd Davis app so um yeah amazing people so not just our staff our families are very dedicated people so we are focusing on student growth we're trying to meet students where they're at we're looking at the data we're targeting what's essential um and really trying to put in and strengthen our instructional practices our staffings we're talking about like you know different engagement strategies practicing those just trying to really what can we do better because there's um ever since I was involved in other you organizations I people that underway person is a morning person and I always say yep today's a you know today's a day to we can always make it better and I have a tagline that I started says you know

041today's a great day to have a great day so that's kind of how I feel about what we do but I'm also data driven so I had to give you a little data so while it is only October you have to give me a little Grace um the academic data that I want to share with you and the attendant data I'm pretty excited about both that academic data is our um fall and spring benchmarks from last year and you will see um in ela math we had our average growth was and you know overall schoolwide was between 11 almost 12 and 13% and that's really phenomenal that speaks to the dedication of what our teachers are doing and our families because the families are supporting um this positive behavior supports that we're doing it's working

042because I'm really excited about that upper right and I know this makes Norm happy because it involves you know it affects things that he affects but if you look at that from 22 to 23 to last the end of last school year look at our chronic absence it dropped by 12% um and then overall I love the bottom one no issues went from 36% up to 62% so what we're doing to make kids feel good about being in school and investing all of these different things is making a huge difference and then um my little bit of data from this year is so far um I love kids it's a great system um so far we're at 96% I know it's not quite now I can't Round Up to 97 darn it but it's 96%

043for uh the year so far and then that bottom one and what you're looking at is that blue graph it had that little dip in 2223 and then that blue line is what we want to keep see grow we want to see that's the kids who don't have um any of that and I'm I'm also competitive so I'm really hoping that chronic absence I don't know if we can get it down by half again but I'm like I'm even for 5% chronically absence so and a lot of that takes place because it's not just me it's our whole team it's our social workers um our social workers phenomenal and so proactive with families trying to figure out the why behind why kids aren't coming to school um and you know every you know when kids

044come to school and they're late we're just happy they're there um so we want we don't want anything to get in their way um so so with that um we want you to always stay positive so we have I have a few little gifts I'll send the basket around we have some little U things that you can remember to show your paws we have little keychains and then we also have cute little bedazzled pens so you can show your paws so I'll pass those around you can choose what you want in my little basket but thank you so much and yes Mr Mo I'm ready for your questions I tried to prep Frank today and um I would say that is not the question that I expected we triy I should have written that one

045down to prep the next kid but it's all good I knew I could get away with a little bit more yes you could yes yes he's an extraordinary young man so I'll start by saying I had two children go through that school and now I have two grandchildren yes and they and they're darling I love they've been deeply blessed by being at that school and around young men like this one over here by my grandson so thank you for what you're doing there I too have a memory of sixth grade because I was going to be a professional baseball player until I broke just kidding I was never be did you say Sheriff when you said your thing earlier at the end what you might mean chef chef okay all right good I was going

046to say if you're GNA choose law enforcement you got to talk to me okay um is what's the age or is there an age to be a walker you mentioned Walkers being no I think it's going to walk to school I mean obviously as a parent you probably if your child was you know really young you might want to supervise and stuff so it's more of a just a parent yeah just you know just the kids are living in the neighborhood or you know it is really cool cuz there are a lot of families who the kids do walk and and then there's the Next Generation so I've talked to PTC I'm trying to see if they'll sell shirts at sa future cup because it's so fun to see those little babies become our you

047know TK or kind kids and your Camp keep story touched my heart I also went to Camp keep with my kids but um the the question I have is the Mr what was his name Mr Davis Mr Davis Davis are you aware of another parent from another school going with another school ever wondering can you maybe draft him can you maybe draft him a note from just saying thank you for watch for that's a heck of a step you know you might do it for if your kid got sick and you couldn't you couldn't go but you could go for a whole different school is amazing you thank you're welcome I'm done well thank you so much um it's a pleasure being a part of Ro and thanks for the opportunity appre don't have any

049oh perfect all right so this is my first time using the clicker so we'll see how successful I am with this as well um so on me I got to the next slide I'm doing good so far um so first off there's a couple of projects that are happening around the district um if you guys drive by Roseville Middle School um we just got done um resurfacing the the entire parking mod doing um you know repainting all the lines and things like that so all the buses know exactly where they're supposed to be it's a safety thing it actually it needed to be done um and super excited to have that done it looks really really good I don't know if you guys have had a chance to drive by um definitely take a look

050at that um we do have currently three separate projects that are happening um they're all Department of State architect um there're just improvements that need to happen to come up to current codes um so at Del Rio um we had dropped a portable last year toward the end of the school year um that now has some improvements that we would to do we needed to um raise a um a water fountain about seven inches to meet current compliance um and um yeah right um and we also to move um their little like trunk truncated um like dimples you know little yellow things that you see at like Walmart or out in front of the stores um those now there's a small change in the code and so we need to bring those into a compliance

051so we need to knock all of those out put new ones down that are just a little bit less taller than the ones could grandfather um no once you make a once you make a change to the site anything within path of travel becomes in their purview and so um we're taking that as an opportunity to do some other while we're there so we're going to break out some concrete we're going to make it look nice we're going to uh repave the uh the parking lots in those areas put new you know put the liting in since the since the folks that are doing that work are there already it just you know do a couple of improvements while we're there as well it's only at those schools so it's just those three schools because

052we made improvements or once we make a change to any of the you know any of the buildings around to come up to to current code um and so that's actually happening at Del Rio Patriot and almond Del right now we're we're finishing up some DSA projects for that um probably take the better part of about a month and a half to two months to complete those projects um and um just to varying degrees of you know cost expense things like that um but really like if we're going to have a company out there to do some work we might as well do a couple of other things while we have them there um and make the campus look nicer while we're at it and so um those are those are the the kind of

053projects that we have going on on right now um I have a couple of state budget updates for you guys um so some things about prop 98 LRG elop um as well as some instructional continuity things um and attendance recovery I have a couple of slides a little bit further along um so um I'll kind of get into the nitty-gritty of that and then we also have some uh key litig or um legislation that is specific two facilities that I wanted to highlight bring some attention to as well so we'll get into that stuff right now so um one of the things that we're looking at right now as you guys know um there were some um budgeting Maneuvers by the governor um that kind of put us in a weird place um gave us

054money told us hey we're g to just count that next year and we'll call it we'll call it Revenue in next year even though it's not really Revenue because you already have it um and so there was some creative budgeting things that happened um and so what that ends up looking like is as you can see in this graph this school year um the leg slative analyst office Lao is projecting um our our you know State deficit to be somewhere in the ballpark of about7 billion um but as far as the um as far as the the forecast for our um Department of Finance they're kind of saying like we're probably okay maybe um and so that's why you see like um some some discrepancies there where you start to see them start to align

055or in years out um as you can see the these are all below zero so um in the 2526 as of today or as of this month they're really projecting us to be about a three billion doll deficit Statewide um and then going into the year out from there you're looking at 10 to you know between nine and 11 billion dollars upside down and then again so really what kind of that that maneuver did was it kind of kicked the can down the road somebody's going to have to pay for it at some point um and I you know and so that's kind of the way that it landed and so I just wanted to bring attention to that as we're as we're going through the the budget um you know we might be whole

056this year we might be okay to get through the end of the year but there's you dark forecasts in the in the future and I'd really love to sit up here and tell you that everything's going to be great and we have all of these things um the first two months so far um tax collection is is actually um is actually a little bit higher than they had anticipated which is a good a good sign that the econom is turning around and things are going to be better but we really can't those those chickens until they're hatched and so that's that's where we're give us an example of what1 billion Statewide looks like for the rose deal School District um well in in regards to um to our overall budget um that's going to impact

057definitely categorical programs money that we get for specific things like elop LRG any of those monies that are program specific those get reduced and hit pretty quick how much um I you know I haven't been through a situation where that's landed so um to get specifics of ours I really have to kind of dig in and see what that looks like um it could be to to two million could be three million I really don't know what that looks like on the other end um it really it depends on how they cut and where they cut and where they defer so the prop 98 money should always um should always be consistent that's why it was designed the way that it was um is so that that that's your minimum of money coming into the

058district and it shouldn't it shouldn't fluctuate that way um that maneuver kind of did did some things there some stuff yeah exactly and it's short changes forever right so where we'll see a lot of those cuts will happen in those in the more categorical stuff that we have come in so it's hard to say what it looks like um with those the abortions they might they might kick those out and say hey I know we're supposed to pay you this month but you know you're not gonna you're not going to get that money for the next month or two or three and that's where things get kind of tough to can I ride the storm can I ride the storm every time they decide to prer and that that's what I'm planning for is kind

059of worst case scenario and make sure that I can cover when when it's time so that's that's where most of my planning is right now yeah absolutely um and then when we talk about prop 98 um as you guys you guys get the csba um articles that came in um the um the the csba currently um is suing the state of California um because they felt that they did California didn't act in good faith with um with our our they they saw that as a circumvent a way to circumvent the rule the the what the voters put in place in 1988 um they they basically kind of did something that's not you know and the biggest sense of the of the terms and so completely violes consit and I don't care how they think it

060they that was a constitutional amendment for the people of California and they play these games it's childish and this then voters intended this for there to be consistent AB funding of schools and they mov around y absolutely and and so that's that's really what they're they're moving forward with legal you their legal um options um and you can see in that that last line they just said that the California Constitution cannot be discarded um for convenience or dismissed at the whim of the Department of Finance the legislature or the governor and so really they're they're going at this and saying we need to protect and stabilize stabilize our our our income to school sites or to to school districts so that's really what they're they're doing right now we'll see how that pans out over

061over time I'm sure it's probably going to be a very long process um and we'll kind of see what comes out of that so just keeping you guys updated on that um so uh 24 25 budget act these are just a couple of things that um that I wanted to bring light to so prop 98 remember we were talking about the 8.4 I think billion dollar deficit is what we ended up landing at um and so that's that's kind of um where we're at right now um couple of things um LRG um is now LBG which is the same thing it's um it's really just a a longer title for the same money and and elop those are both pools of money that we use to provide um Extended Learning opportunities for students um and

062really like you know we can go in and do extra activities to help students gain the knowledge that they lacked throughout covid or we can supplement um and do kind of some after school programs and enrichment activities for kiddos and so there's a couple of things that are that are um that we're working through there um one of the things for LRG moving forward um is if we don't spend all of the money for LRG by the 25 26 end of the school year um then we'll need to incorporate that in our lcap plan um and so we have to do A needs assessment for our entire campuses determine what the biggest or the greatest need is what we should be using those funds for so it will shift a little bit um if we

063don't fully extend those that money before the end of that school year um so that's kind of how that pans out there are a couple of changes to instructional continuity and basically this is if there were ever a CO type situation or fires floods things of that nature that me we can't go to school um this holds us accountable to specific timelines for giving students the education that they deserve um and so you know making sure that we engage with students within five calendar days um and then um if we had a school closure and then also being able to provide instruction to those students within 10 days um and so that's a slight change from from what we had before so that's that's one of the things that we're looking at we need to

06425 and so that's really then incorporating that into our safety plans to make sure that we're we're meeting the students needs um also we have attendance recovery program um this is an optional thing for us um but beginning in 2526 um we can can get back up to 10 days of you know absences with our students and so there's a couple of things we need to have that those opportunities provided by credential teachers um and at a at a rate of 10 to one in kindergarten and 20 to one and grades one through 12 that's really opportunity to make up the day and so like I said that's still optional we still have you know some things to that we need to wrap our heads around make sure that we're providing um placement for so

065if they miss this day it has to be an equal riger to what they missed in in that makeup time so those are just a couple of things that are and that could be done after school or on Saturdays we can to to pay for that but there's some planning that we'd have to do we decide to the elop money that we would be using somewhere else that we can't use there then to do that br one pool of money right specific so you have to decide what absolutely and I think I think you know opportunities to get kids the the learning that they missed is kind of the thing that I I focus on right like I love the fact that we would would raise and all of that stuff but really at the

066end of the day it's about the kids and getting that learning some benefits budget budget wise that I keep but um but really at the end of the day it's about getting kid what I and so excited about the opportunity to to kind of dive into some of those ideas and then um key legislation that affects um facilities um so SB 937 um is is kind of a big one um I don't know if you guys have heard anything about this but basically what it's going to do is it's going to delay the collection of development or developer fees um on on until a certificate of occupancy is issued so what right now the Builder typically builds they're they or charge the developer fees before they can give certificate of occupancy or do anything with

067that property Dev that's a one year delay basic that's my that's my business that's a one year delay so we will have from from the Inception of this once it goes into law we won't collect any money in developer fees for at least a year potentially in some cases you know it could be multiple years before we actually I I don't I don't deal with with large tracks of homes but see a large track won't be built right now by vort I don't know how they operate but they could possibly draw 50 permits and not build those 50 permits not start building on permit number 50 for a half a year or year so it year and a half for some of that and and it kind of L teeth if that makes any sense

068there's if if you have people that are currently living in a home and they're saying hey someone has to pay the developer fees for this because there's going to be an impact on the education system the you know power all all the different systems that we have you know um in local government imps are going to happen as soon as people occupy those houses but if we can't force them to pay before they move in then we're in a weird place so you have you have to get the certificate of occupancy before anybody moves in okay so you nobody will be living in the house okay before that but um our typical house takes 9 10 11 months to build and we pull a permit three months before we ever start building so it's a

069full it's a full year typical tip but in defense of that I'm defending your business why should they have to pay that until somebody actually owns that house and is living I I think where you kind of where where they were kind of leaning toward us kind of trying to help um you know um but I think the impact is really that kind of year delay in what that money com I see those two names and feakes my heart um and then a Ab 2565 um this is um this one is contingent on um on funding um but would require leas to undertake an alteration of school buildings to install interior locking doors um this is something that that we've been um has been important it's been high on our priority list anyways um making

070sure that that teachers and staff don't have to put their heads in the hallways to lock their doors if there were to be a lockdown or something of that nature so this is definitely a priority for us regardless of whether or not um whether or not this Bill gets funded the way that it's supposed to how that would they just use the key inside so yeah it would be like a push button on the inside or you know the ability to lock the door from the inside so whether it's push button or a a key lock because see a lot of absolutely yeah and so we're looking at different options but I think it's important that that our teachers don't have to put their heads into the hallways and especially in an emergency situation where

071they're trying to keep their kids calm they're trying to get them through through those um they're trying times it's it's stressful for kids it's stressful for adults um and so I think anything I the intent of the bill makes sense to me um and it's something that's been a priority for us as we've done you know as we've done new things or changed out locks we've replaced them with locks that you know that can be lock from the inside and so we continue to do that as we through this so I think that's it you guys have any questions for me that is learning recovery ucat BL so a little bit a little bit off of your report but it came to mind when you were talking about facilities we had a kid bust his

074the entire District to to to fund sending me up there it's it's been great are there any more questions for okay thank you very much and chief administrator School leadership report Miss thank you I have just a few items this evening so um we recently completed round one of school leadership team meetings with she's our national Behavior change agent consultant that we've been working with for the last several years um so met with all nine School sites over a 3-day period Kim will be back meeting with our teams in November um but in the meantime I know that site administrators will um so part of the day France is going to talk about tomorrow but part of the day tomorrow they will be working on um moving their plans forward for their School site for

075positive behavior support and that all fits within our um just have also been working on coaching with you know we have some your engaging in that work and then recently our School site leaders have all complet did their um first and second round of School site Council meetings um during which time they have developed and then approved and they're listed on the agenda later this evening for your approval several of the annual plans that parent involvment plan and the single plan for student achievement so the the single plan the single plan for student achievement is developed in conjunction with their School site um with their grade level teams there are goals that are written typically there are three Focus areas just like we have on our lcap so there is that alignment between those plans

076um and they write academic goals um engagement goals and um then cast s our state testing those are all included in that too so those are that's as I said later on on the agenda this evening um updates regarding EDC and expanded learning opportunities um so Junior theater is in its first rotation next door at Independence the um performance it the the play that they are working on is The Wizard of Oz and I included the date and time of that performance in case any of you are available we'd love to have you next door um it's a couple of Wednesdays from now at 2:30 in the afternoon that um we now have outdoor gardening that um is ready to go at all of our El sites I believe actually we still have some material

077um delivered tomorrow by our mot department but um Diana shares that there is adequate space so that they can share the space um with the regular teaching staff too if they wanted to do something special with um their classes because we know with some of the younger students that life cycle the plant life unit might fit into their instruction so that would be available to share and then our Skyhawks after school sports program that we have um we are in the final few weeks of volleyball with that um for fourth through sixth grade students we've had one jamere it's what we call a tournament uh that we post next door definitely um our learning things that this is uh Sky Hawk's first forway into ongoing after school sports with a school district so they are

078learning from us as as much as we are learning from them U but the kids are having a great time and our next activity that we have slated um and registration will start soon is for flag football grades 4 through6 as well at our elementary sites and then finally um regarding Human Resources we have the ladies in in that office just do a tremendous amount of work I know you see it every month on the agenda um the approval of employment so that's a lot of you know like back work that goes into place so that we have um the appropriate labor force on our campuses to make sure that students get what they want and so I just wanted to give a little shout out to them um we are you know we have

079growing things and we're working through all of those things but um tomorrow we are also excited to offer professional development for several different uh job classifications in our classified unit um and the topics that we will be talking uh talking about with them are work violence prevention plan that was new legislation that just took place um went into effect in July so a lot of our employees that are coming tomorrow are you know 3.75 hour employees they're not on campuses for long periods of their day so is a good way to for us to capture them since a non-student day um we will also be reviewing active supervision because we know that um prevention and and planning and intervening early the best plan for us instead of just reacting to issues um we'll also be

080talking with them about emergency preparedness you know in the event of safety situation because again a lot of 3.75 hour employees that aren't always at work during our monthly practice drills when we get to like work out the kyss and and and work through all of those pieces and we also have Kim bre joining us via Zoom um to help with uh positive behavior supports and what does that look like for the day-to-day that will Target and and address the needs of you know 80 85% of our students and recognizing that some students need a little more um so trying to equip our staff members with what to do in those instances so that will be tomorrow we looking forward to that that's all that I have for you unless you have some questions I've

081got a question sure outdoor gardening at our elementary sites do we um work with the Grim Education Foundation at all have not um we do have a contact that works in our district um that I know Madison next door her husband does so that could be something that we could explore that would be helpful right now we're just doing that with our after school program but definitely could see that I was reading a story that they are open to any collaboration collaboration with anybody and what they they want to grow vegetables and and edible stuff and on campuses you know they have the edible schoolyard and out there pan district and uh in your spare time you know I think it might be deep to look into it yeah see if it fits into our

082curriculum see if it fits into teaching the kids about you know you can grow your own food this is how it works absolutely I love that thank you any more questions right thank you very much and we will move on to 3.5 Chief administrator of student support report Laura we changed it it Chief administrator report students support I can talk after um so just a few updates um we have some independent study updates there has been an update in the law and so there is a change in the board policy on agenda a c words that we're changing but um there is a slide I'm go back and um so shortterm independent study is um fewer than um 16 or sorry 16 days so it's up to 15 days um and now they are allowing

083um families to sign the master agreement anytime during the school year um there used to be um rules about they had to sign it prior to their absence and they had timelines attached to when we had to return it there's a lot of flexibility in that now um so if the parent can't get there to sign it before the absence it's fine we can still do the independent study um long-term independent study is six days 16 days or more um that agreement does have to be signed prior to the student starting and I for our virtual program I always meet with the parent prior to them enrolling so we can discuss the program anyway um so that is not a change um Computing Ada um this is where the change really is is that they've

084removed that 3day requirement for independent study um so independent study can be done now in the law for only one day um we are not changing our practice at this point because that's a lot a lot of change for us to wrap our minds around um so the only thing that we're changing in the board policy is um a minimum of 3 days um or less um with approval of the superintendent or design so day um if if families had like a planned day that they needed to take off um I think about like my child has to go out of town for a doctor's appointment um but we're only going to be gone for one day that would allow them to make up that work that they're probably going to make up anyway cred

085for it so we are not going to change our practice at this point but um upon approval we could do it for you know less than three days we're just not ready to figure that out yet um I think a lot of school districts feel the way that we do from the people I've been talking to so that would be a big change just in our practices so um we did want to update the board Poli and then as time goes on we'll work with our teachers we'll collaborate with other school districts more and find out if they figured out a way to make that more manageable um the other thing that changed is it expands the pupil work product to include time value spent in a synchronous instruction um as long as we can

086document that they did that so it doesn't necessarily have to be um I turn in a paper to you it could be you know I ask you to watch this educational video about the Civil War and that could count as time um and then what we have to do when we do this already is we have to maintain documentation of um the student work based on the time that they spent so it should be technically work that theyve missed during the day it shouldn't be different work and it should be work that adds up to what they would miss in a day so it shouldn't be 20 minutes of work to make up a day that would normally be six hours so they need to be equal so that is the change in independent study

087the biggest change is that 3day requirement and it was sprung on us after the school year started we attended a webinar and we're like what's happening um and then um school safety updates um we just completed our SE stack training which is our threat assessment training that um we did last year um we just did new update for administrators psychologists and school social workers that were not um trained last year um the difference is is we now have a trainer in our district U Megan Smith um went through the training so she's able to train our staff as well as staff from fruit rvg and Norris um she's approved to do that so we were able to offer a training for those districts uh last week and then um on Thursday we're going to be

088adding 360 training for all of those staff um currently we do all of our threat threat assessments on paper and keep them in a binder but now we have a um secure confidential um computer program where we can store all of that information um and so they'll be trained on Thursday um and then emergency procedures and drills um we have some updated language um Gina Mo are um campus supervisor I forget her title um she is now working with all of our sites in the district um and she is going individually site by site and working on updating their safety plans kind of personalizing things every site is pretty similar but everybody has different situations um and different concerns for safety and so she's working through those individually with each site she is also um

089attending their emergency drills can in and help them make changes they appreciate like that extra set of eyes and ideas um and so she is has been working on that um October 17th is the Great American ShakeOut it's our emergency drill that we do every year um our earthquake drill um and I just wanted to update you guys we um are implenting to start implementing some new language um it's called the standard response protocol it's C secure lockdown evacuate and shelter um those are all um basically like directives that we would give um in a um emergency situation and I will kind of just quickly go through um so if we are going to hold that would be followed by a directive um in your room or area so if you are are in your

090classroom that means we want the hallways clear stay where you are you may be in the multi-purpose room you hold in that area um secure um would be followed by get inside and lock your outside doors um and this would be to just save guard people in the building um and that could happen you know because there's somebody in the neighborhood or it's not maybe a direct something that's directly happening on your site but we want to keep everybody inside um lockdown would be blocks lights and out of sight and that's when there is an extreme emergency happening on your campus um and then evacuate might be followed by a location where they want you to go I know that we have kind of a standard evacuation drill that we run you know we run

091those and everybody goes to the exact same spot you know room five always goes to this place we might need to start practicing different places in case like the emergency caben like there was a fire in a certain part of your campus we might need to change that so that's something Gina's really trying to work through with campuses of we can't always do the same thing sometimes we have to be able to think on our Fe um and then shelter um and then State the hazard or the CP strategy for self- protection so it just kind of depends on that situation so we are adding that to our school safety plans um this comes from the I love you guys Foundation they've put together a lot lot of response protocols and it's been recommended by

092law enforcement that we move to this and so um we're going to start um training our staff on this well we did this summer we did introduce it in our training but we're going to continue to talk about it because it's obviously something that we need to continue to review because in emergency situations we're not going to remember that one time that we got and then and um lastly we had um some administrative training um two half days um I think it was last week it might have been the week before the days run together um but it was on special education um just a general over and then the role of the administrator in our I meetings so that was a few weeks ago and we had an attorney um from out north um

093come and provide that training it was great so that's it for me you have any question questions okay thank you very much okay I read it again I think it's a little bit better okay thank you very much and 36 which is Chief administrator of curriculum and instruction report hi good afternoon I have just a couple things to go over um one of them is a new requirement that's going to be required from us um next year is the dyslexia screaming requirement um it's going to impact us some but we have already done a ton of work on this so I know that every month um at our meetings a lot of times the principles discuss our um diagnostic assessments and OG um instruction that happens in the classroom so OG is a um an

094approved dyslexia um instructional uh strategy um so that's already taken care of um for us so what it's going to do is require us to annually screen arcade to students we already do a lot of screening on our students to see who is struggling and falling behind um it will identify students who might have some extra learning needs um and then um the only difference is is that there will be some time bound requirements uh in terms of reporting ing that information to parents so we wouldn't be diagnosing dyslexia we would be um reporting that students might struggle with um reading right 20% of the population struggles with reading so 15 to 20% have some form of Dyslexia um we're already on on top of that I'm the only thing I'm hoping is that one

095of our programs that we're already paying for is going to be on the approved list so that um kind is the timeline here so I will be working with my team and the special ed Department to make sure that you know everything falls in line um next on the list actually is um just I wanted to report some things that are happening in the prand department um my team has been going out and modeling lessons and providing feedback for teachers that's going well Tanya Riley today um visited campus and um presided on the Friendship of Q and you a forever team so um this the first grade uh students joined um kind of just to kind of help remember them U Remind students that q and you always travel together so when they're writing um

096it was just a fun event and I think a nice way for students to remember a a rule yes they talked a lot about the H wordss quick and Quack and all kinds of Queen and so it it was just a a nice um fun event for for one of our team members to be a part of and this students had a great time and then the last thing I'm going to report on is our stall our fall star proficiency rate so here is um a breakdown of our star early lit so those are scores for students who are in first grade they take the star early lit three times a year um the red indicates the um students who are need urgent intervention support that middle is the um intervention so the orangish color

097students who need some additional support um the Orange is students who are approaching the the standards and then we have the green who um students who are at or above Benchmark so um there's a report there for Star early lit star reading and star math and these scores look better than they have in previous years um additionally star did a um New National norming postco so this is the first time that they re agravated the data so we would expect to see um you know before some students that we didn't feel were really in that urgent intervention just based on you know not having the same exposure as they've had in the past kind of fell in there so um we're looking good there hoping it's going to translate to some you know higher performances

098on our our state Benchmark is there something that they're tracking with the TK exposure and outcomes for more literacy or better I don't want to say testing scort just for capturing we did participate I don't know if you remember probably year and a ago early Early Education um study yeah and uh they haven't given us the results yet but we have participated are also collec data what's happening we just did our reporting so that's the universal they do ask us questions about what professional development have your teachers um what um how how were you in routining um you know qualified TK teachers what did that look like what literacy curriculum in the district that's all I have for you all right thank you very much M and we will move on to 3.7 superintendent rep

099I guess I don't know how to do it either so a couple of things um an enrollment update here so uh 6,2 four TK through eth grade students right now and 39 preschool um that's 6,243 total that's up 20 students from our September report but we're still down about 40 students from this time last year um and it's it's split almost half and half 20 in the TK through 8 group and 20 in the so um other news I'm going to be talking about um well your board policies there's some board policies there's a new board policy and then there's uh several board policies that um have been updated and this is all in line with the new Title Nine and then can you believe it it's the end of the first quarter next Friday

100um and then some new requirements I've got some legislative updates for you as well so after you know the budget then there are a bunch of bills that the governor has on his sign and so going to update you on that and then also let you know about the juneth settlement uh with or with the state chapter of CSA so a couple of um key legislates in student disciplines so AB 1984 um beginning with the 26 27 school year um we already pensions and expulsions but we will also have to now start um reporting on any data of where we have transferred kids to another school because displ that will be another 2711 prohibits now the suspension or expulsion of students who voluntarily disclose their use of profession possession of controlled substance or being under

101the influence um so if if a student comes in and tells us um I'm under the influence and I I am in we cannot sus or expend but we can provide drug counsel and that is actually requirement how many times do they get to do this unlimited like they come in every day and say I'm lit well they have to be we have to put them into okay but if they don't if they don't voluntarily disclose but we determine they are you can that's a different not many when is the it's in a year the drug counil so we'll probably have to do it for those students as well yeah them that new requirement for us to provide counseling I think it's this came after probably make thater and it's just for those students that

102have either admitted that they have a problem am I reading that correctly when they come in and seek help if they voluntarily say I'm under the influence and I'm they don't have to say I need help if they voluntarily we cannot in order to seek help through services or supports yes so I guess yes if they say yeah and asking for help yeah we should help I'm good with that but not if they don't correct if we catch them and they're denying that's a different school we we can we can discipline those students but it would also behoove us to offer would yeah but they still need a cons that's that that goes if our teacher comes in and asks for help we give them help there's a couple that have to do with um

103Human Resources um beginning in July 2025 we have to provide annual training on the prevention of abuse including sexual abuse of children on school grounds and this has a lot to do with the um a um statue of limitations on sexual abuse um on students so we have to make sure that we are providing that education well um and then who are we giving that to step and then uh 2534 um requires applicants to disclose all previous leas of employment so now we do this anyway U but we have to make sure that we call and check references for um every employ that they have had so this is for certificated teachers and it is they have to disclose so sometimes they don't always disclose um any schools that they have worked for but now

104they have to disclose and we have to check references on every um school safety and wellness um ab2 887 requires that in our comprehensive safe School plan we uh include procedures to respond to incidents involving an individual experienced Cardiac Arrest which we do already and we have the a um any District serving grades seven through 12 that issue ID cards um we must include the 988 suicide and prices uh lifel on the back of that card we do that already so already met that requirement um who was for thinking and did that theany that makes it you should have just said's honor before july2 upate their suicide PR policy to include some specific protocols so you will see that coming um to update our policy in the in the future and 1858 um in our

105comprehensive school safety plan if it includes an active shooter drill we must uh adhere to some new regulations so what they're trying to do is make sure that we're not we want to be able to do procedures on lockdowns and secure and hold and not scare kids about you know so there's some things that we have to um the form j90 so right now we already have to um report the salary and benefit schedule certificated in July of 2025 we will have to add classified to that as well and those are the positions that we will have to report on on the j90 then you've probably been hearing a lot about this in the news um already have one um and all districts no later than July one must develop and adopt um and then
