I like to call to order the regular governing board meeting of the Jefferson Elementary School District members president plate and COO yeah Murray brizola is absent may Belmonte oh here Mannu folia Egan and Hawaii here and Shaquille Ali's here thanks and we will ask mr. V Dallas to the it is in the Pledge of Allegiance gladly um miss Joyner would you put up the flag please put your right hand over your hearts I guess we should stand in your home wherever you are and ready pledge I pledge allegiance to the flag of the United States to the Republic for which it stands one nation at this time the board members will go over the actually the governance team will go over the governance team meeting guidelines and you can just give me a thumbs up

when you're all done and ready all right thanks do we have a motion to approve the agenda a motion to approve the agenda second we have the motion and we have the second all those in favor sure that I hear mr. ku I it probably would be helpful if people who give thumbs up when they say hi and thumbs down when you say nay just so I can make sure that I get it correctly mr. Ali on that approval of the agenda did we remove item 10d no we did not so do we have an amended motion to approve the agenda with the removal of item 10d i motion to approve the agenda as amended with the removal of item 10b sandy inundated submitted with 10 Diaz and David I'll second that all those in

favor aye unanimous next we will have item number six which is communications and board member acknowledgments and commendations and we'll start with mr. cool um I think for me I mean I think we've been living under some precedent times right now so if anything I just want to thank said my thanks to all the school district staff teachers for all the work that they've been doing it for the past month and a half or so additionally I want to also extend my thanks to all the first responders out there the doctors nurses doing a extremely important job and just one extend my things and I don't know if there's any way that I extend my appreciation offer although they're doing especially in such difficult circumstances I can go I just wanted to echo the sentiments

of Trustee ku we're all in deep gratitude it's hard not to be emotional thinking about so many who are sacrificing daily to leave their homes to provide for so many of us who aren't on the frontline daily I personally also want to outside of our amazing teachers our administrators and our staff the parents who have had to shift gears and become teachers themselves I'll tell you that it's been quite a transition for me to take that on with harmony every day so I think a lot of people have a newfound gratitude on how absolutely difficult it is to do this job to be educators in so many different ways so I just want to commend everyone for holding the line especially as we continue to get different guidance I mean out of nowhere daily things

are changing and everyone just transitions shifts gears and makes it happen so I'm very very grateful and although I wish we were in person it's absolutely wonderful to see everyone's faces tonight thank you I share the same sentiment as my fellow board members in having so much gratitude for our district staff teachers and administrators that were all like the saying in all of the media we're all in this together and having as a parent myself to transition to you know balancing work at home and basically being my child's teacher it's just amazing a lot of the things that we have had to undergo in the last 30 days it's such a big difference in in life as we see it so I am thankful for everyone's patience and understanding and I'm very grateful for of

course our first responder was responders and essential workers as well our grocery store workers are post office workers and and people like that that just continue to move our community along with these trying times and they still want to share that I am able to see you as well and I'm so glad that you're all healthy and safe and you know keep it that way all right thanks and I'm excuse me I'm gonna just read the letter that we sent out to the district for myself dear Jefferson Elementary community with the state's recent announcement that schools were not physically open will not be open for the remainder of the academic year we want to take a moment to assure you that the Jefferson Elementary School District will stand with you as we navigate this new

reality although it is true that our students will not be able to return to their classrooms school is still continuing virtually our team remains committed to serving our students and we will be available virtually to support them in that spirit we would like to thank the Jefferson Elementary School District family for the passion that the occasion encouraged they have exhibited from the very moment that shelter to place orders were issued our team rose to the occasion and went from the traditional school model and transformed into an online model in less than a week knowing that many of our students rely on our schools for meals our team went into the front lines and has been serving meals to our children on a daily basis as it's often said not all heroes wear capes although we

do not know what the future holds I have faith that we will overcome the current crisis by coming together we will be stronger when this is finally behind us on a personal note let's think about the current shelter in place reality as an opportunity to pursue dreams we have neglected work on habits we've pledged to develop and most importantly spending time with loved ones thank you for your patience understanding and support I cannot wait for the day when we can see all each other of each other back in our classrooms next we will have Superintendent comments Thank You mr. Ali for your wonderful comments I think they were work they were well received by our district community I received several comments about them um well it's good to be back some and the public may

or may not be aware that I needed to take some time off over the course of the last month to address a health issue and one thing I emerged from that experience is thankful thankful for our staff for my co-workers very thankful for health insurance and also thank you for the health workers that I encountered many of you referenced them and your in your comments I referenced them also mostly from my personal experience their hearts for service and their care was very important to me and as I got to know them I learned that many of them were very connected to our community there are residents of Daly City their relatives or their parents of our Jefferson Elementary School District students and they I don't think I got better care because they knew who I

was but certainly the personal connection was important for me and it was as it was for them and now I think about them regularly as I think about the work that they do in our hospitals so that was a it was good for me to put faces of and I knew that many of our of our families our health care workers but to be able to encounter several in a given day was reneik so also last month we needed to institute a dramatic shift in education we went from in school learning to at home learning and we had 48 hours to do so not saying that we did a great job in the transition I'm not sure was as elegant as most of us would have wanted to do it if we'd had time to

plan for it but it was efficient and we've learned so much from what we've done we've taken this experience sort of in phases we did phase one which is the first period of shelter in place and that one was over right about at the same time as our Spring Break then we did phase two which was pretty much the month of April we're in Phase two right now and we're gonna be opening up phase three which begins in May for may May 4th through the end of the school year and each phase we've learned a lot about what does it mean to instruct what does it mean for students to learn how do they demonstrate their learning how do we keep track of our students how do we reach out to them how do we

serve them not just academically but socially emotionally and you'll hear a little bit about that in the reports later today and I would hope that we're getting better with each phase I don't think we're anywhere near perfect but I do know that everyone's heart is invested in what we're doing and our later of employees that have demonstrated this are teachers I've merged tsa's and our Administrative Professionals each and their capacity has worked tremendously to support our students and each other during this time one thing I did want to let the board know and if you didn't receive this I will forward it to you I just received this afternoon the Silicon Valley Community Foundation in partnership at the San Mateo County Office of Education has launched what was being called the covet 19 educational partnership

and what this partnership is about is a way for the community to badge to get to support education and rather than have each of the 23 districts and cemeteries set up a local fund to have the community support superintendents decided together that we would collaborate with the Silicon Valley Community Foundation to coach and promote this they have two million dollars of seed funding which we're hoping will be matched by local donations of individuals and if anybody is interested in donating to that you can go to the San Mateo County Office of Education website and look for their covin covered 19 Education Partnership button we should be promoting this through our district social media channels in the next day I believe and more organizations and other county other districts will be promoting it as well and

our district will be eligible to apply for use of these funds we have several unexpected needs that both the district has had and ways that we would like to support our students and families that we're not able to at the moment and so we hope to apply for funds to this larger fund to support our local needs here in the North County and I have great confidence that we'll be able to UM access more funds by collaborating with other school districts in this effort than if we were to raise our own funding and I'm excited to be able to report but different ways that we'll be able to support our community as well as support our students through this so I will forward that on to you later tonight if you haven't and yeah that's

about it so yeah I think the the ability to be supported personally as well as support our students and then access the larger community support is sort of going to be a thing from now to the end of the school year and I am looking forward ways we can partner with our community in this all right Thank You mr. vidalus and at this time do we have any persons wishing to adjust the board um we do not all right so we will move on to item seven which is general functions and do we have a motion to approve the consent agenda make a motion to approve the consent agenda as second all right we have a motion and we have the second this because of requires a roll call vote mr. Koo hi miss Mario

I miss Leah Inga under Yee hi mr. Ali hi and that is approved unanimously unanimous alright next we will have item number 7 which is educational and student services excuse me item number 8 a nice consent excuse me 8b no 8c sorry L cap at home learning update I'm mr. Lee we have 7 H oh this is something you're missing a whole page [Laughter] if you'd like a green oversight correct oh yeah I'm sorry break it is actually 7 G right before that sudden she contracted services it has a star on it oh that's true so but it's action so ok all right let's go to citizen Oversight Committee all right so we're gonna go to G after your correct setting G does have a star okay got you so next we have item 7

ask questions I just want to say I'm very glad to hear that a lot of these projects are coming into fruition and have been completed many of these things were proactively worked on by our administration and others were responses to the community's requests and it just feels good to to see the progress that has been made and that we followed the language that was put out there to the voters so does any board members have any questions or comments I just want to say um thank you mr. hodda for the presentation every year I appreciate all of your work as well as everybody on the committee's for third time in their energy C like at in these meetings as well as make sure that we're spending taxpayer dollars as effectively as we can it's also

on that list are longtime supporters of our district you know mr. Giovanni is on the council so you know this really is a community effort and we can't do it without all the rest of your help and likeness and I said thanks for your leadership mr. v dollars did you want to comment on anything in reference to this or yeah I just like to reiterate what many on the board have already said it is wonderful to have a citizen Oversight Committee that mr. hodda chairs and as you mentioned mr. alley we do have other community members on there and the primary purpose of the citizen oversight committee is to ensure that is spending funds in accord with the language that was in the bonjah initiatives and in the propositions before the voters and and in

the sense represents the voters and holds the district accountable to what the voters voted for and I'm pleased to hear though I'm not surprised that our district is spending in accord with the language that is in the initiatives that's what we we strive to do and and we crafted the initiatives and in such a way that it accomplished the work that we needed to accomplish so thank you again mr. hodda for your service and to the rest of the committee our next we have item eight I the administration recommends adoption of resolution number of 2004 22b designating April 22nd 2020 as classified Administrative Professionals Day and as today and just for correction that item 7i we're still in Section seven all right thanks seven so I will make a motion to approve the resolution to

designate today April 22nd as classified Administrative Professionals Day and would also like to extend our gratitude to our classified Administrative Professionals in this district especially during these times second and do we have a roll call mr. Koo all right miss money oh hi miss Luana under ye aye mr. Abbey aye all unanimous on item 7 J the administration recommends adoption of resolution number 2004 22c recognized in May 5th 2020 as National Teacher Appreciation Day and May 13th 2020s California day of the teacher I'd like to make that motion to approve resolution number 20 2004 22 C as national and California day of the teacher and the adoption of the resolution recognizing May 5th as National Teacher Appreciation Day and May 13 2020 as California Day teacher second all right another roll call mr. ku hi

miss Monti oh I miss Aleeah Inga on Hawaii hi mr. Ali hi unanimously a pool next item 7k resolution number 2004 22 D national school nurse day the administration recommends adoption of resolution 2004 22 D designating May 6 2012 as national school nurse day I'll make a motion to add a volusia number 20-0 for that 22 d designating may 6 2012 school nurse day second roll call mr. Koo I miss money oh I miss Aleeah Inga on Hawaii i mr. o me I um so mr. I leave if you don't like to just make a comments about this last resolution in the name of our school nurses so this current experience that we're in just sort of highlights the importance of school nurses but school nurse or nurses play a critical role in our school

district and being Ally's liaison between our schools to enter County Health Department they play a critical role in helping disseminate proper and factual information to our school communities about ways to prevent the spread of infections and we have a variety that may surface or throughout the year and it's not just koban 19 that there's lots of different things is circulate on our school canyons so they're there a constant they weren't just active in the month before covent 18 but throughout the year they helped us with not just screening our students for common ailments like making glasses ensuring that our students are vaccinated and have the immunizations that they require making connections for students having a hard time getting their vaccines but you know when when it does come around - whether it's strep throat or

hand foot and mouth disease or chicken pox if there should be a case of head lice bedbugs our nurses are there but to help gather the information and to disseminate it to our community and they're there for the health department when there is the rising concern in our community and they need to get a hold of somebody to get the information out to schools so we're appreciative of them not just during this crisis but all the smaller crises that don't make the headlines throughout the year Thank You mr. vidalus for emphasizing that point and I want to agree a hundred percent I can't even recall even in my high school years just wanted to go into the nurse's office just to take a breather at times and you know we can never say enough about

their importance is almost like having a mom right at the school or a dad nurses can be mincing so item 8k no 8 yes a resolution number 20 over 20 - II resolution emergency related coronavirus co viet 19 the governing board will consider adoption of resolution number 2004 22 e resolution of emergency related to coronavirus co viet 19 I can speak to this resolution just as background so this resolution accomplishes two things one it declares that this board believes that what we're going through is is an emergency and this will serve as a basis for location for FEMA funds reimbursement in the future and secondly it clarifies or makes more explicit some of the duties that the board has conferred upon the superintendent and administration to take into account most emergencies are immediate and short

there isn't time to declare this kind of statement is a slow and long one and so mr. Ali felt that that in conversation with me that it was important that the board take action to specify explicitly for the community your belief and in the situation I were in and also and making very explicit some of the duties that are being that are conferred to the superintendent in that code as well as in board policy but capturing it in one place a motion that we approve resolution number 2004 22e of emergency emergency relating to Corona Corona by the virus kovat 19 second you roll call mr. ku hi miss Monti oh I miss being on Hawaii hi mr. Ali I unanimously approved all right next we will go to the for mention item eight eight eight

well actually 8c correct mr. be balanced yes that's correct I incorrectly identified eight that's an eight see you caught it thank you all right so 8c El Cap and at home learning update dr. Heidi Joyner assistant superintendent of educational services will provide an update on at home learning phases one and two and planning for Phase three and also on the status of the writing of the new local control accountability plan the new cut is a three year plan that will guide J ESD from 2020 to 2023 can you hear me okay I'm gonna share my screen so you can see the presentation so hold on one second okay can you see the screen okay so good evening everybody I'm glad to see everyone healthy and at home this evening so I am here to give

the update on our at-home learning as well as the El Cap update so on Wednesday March 18 our students transitioned from in school education to at home learning and our staff were provided two days of preparation time and that was due to the shelter-in-place protocol placed by the San Mateo County Health Officer didn't give us very much time to plan so we were able to provide two days of planning for our staff the teaching staff was provided with a Google site that members of the ED services team put together and on this site we provided curriculum for each grade level resources for social-emotional learning special education in the English learners and technology and when I finish I'll I'll show you a bit of the site I'm having problems toggling between this screen and the other

screen so our at-home learning has been rolled out in phases and as mr. Badal said we are currently in Phase two but going back to phase one phase one started March eighteenth and end in April third and during that time we provided our pre-k to five with at home learning packets and they were distributed at the school sites and or mailed home technology for the elementary were provided to some students at some sites at some sites but there was no expectation of learning through online the expectation was for the packet distribution for six through eighth grade students their expectations were for online because they each have their own device through our one-to-one program with the middle schools and most of their curriculum is online and so the teachers continued forward with their online learning then

phase two started April 13 and will end May 1st again our pre-k through five received another at home learning packet and they were either picked up or distributed through the mail from the school sites this time we did provide technology to all of our kinder through fifth grade students and we surveyed our families through the school sites to see who was in need of technology if families already had technology or access to technology then they didn't we didn't need to provide them with the technology but we did provide all families that did request the technology a device and hotspots so the expectation is that the students that the teachers can now use the elementary teachers can now use zoom Google classroom Google hangout as online platforms to interface with their students and they can still

email and telephone their students at the same time and again our six through eighth grade students continued with their online learning given that each one of them has a device so phase three begins May 4th and will end the last day of school which is June 12th this is now six weeks worth of curriculum and again our pre-k through five will receive at home learning packets and those will be distributed through the sites and or mailed home again all of our students have access to the technology so we we do not need to pass out any other technology and again teachers are using zoom Google classroom Google hangout as their online platforms along with some other ones but these are the the major platforms that they're using and again six through eight will continue what

their online learning so just to give an update about the add services team and what has been happening with our team and our team has been extremely busy so teaching and learning our director Jessica pace and the instructional coaches have been creating these on packets and curriculum for each grade level for teachers to use to put them together some of our staff they've met and put their own packets together but the teaching and learning department has made the curriculum available and an easy to access for staff so that they can put these packets to therefore our elementary students and then the teaching and learning Department has been assisting middle school teachers and planning for their online learning teaching and learning Department has also met and connected with teachers to provide support for curriculum planning and

delivery they've been collaborating they've been going into the classroom the Xoom classrooms and observing and providing support to the teachers who are asking for support student services second so our program director Stephanie Martinez and the counseling staff they've been providing counseling supports to students and families and this will continue through the end of school they have provided social-emotional learning opportunities and supports to our staff to help support students and to help staff and they've provided SEL opportunities for staff to help navigate these and charted waters during this time so there's different opportunities for staff to engage in social-emotional learning as well as for the students special education so our special education director James Adams and his staff they've been providing updates and information to all sped staff as to how to support students and families

with for students who have IPs and as you might know there's a lot going on with special education at the state and federal level trying to ensure that families get what they need but also try to figure out how to meet those needs given these IPS and all the restrictions and whatnot so dr. Adams has been on a lot of zoom meetings and calls trying to investigate and keep up to date so that he can keep us all up to date so that we stay in compliance with our special education laws so he's updated all the spent families in writing as to how we're gonna meet the needs of their students and he has worked with the general education teachers and sped teachers to ensure that their supports are being provided for those students who

are being mainstreamed our English language learner our program director Benjamin Moser has put together a resource page on the teacher support Google Sites so we have a site for families and we have a site for the staff and so for the staff he's put together a an array of supports that teachers can go to to provide supports to our English learners and he continues to update that page and he's made himself available to support staff he's been working with the teaching and learning department on discussions of professional learning and helping teachers to craft curriculum with and for their English learners so the next steps we have surveyed our principals to determine the needs of the teachers in delivering online education and we the ED Services Department have and will be providing professional development on best

practices on the teachers say we have a resource tab that provides all kinds of supports and trainings and webinars and zoom meetings that help the teachers to learn how to teach effectively online we are currently development developing a plan for the end of the year for our students and staff and we are talking will begin discussions on planning for summer we just don't know what what that's going to look like and what the old school could possibly look like in the fall sorry so that is the update around the app learning I'm gonna stop and ask if there are any questions and then I'll move into the El Cap piece no questions okay only you board members have any questions I have one question yeah okay so my question is going forward what are the

what are we planning as far as being ready just in case something like this happens again or there's a resurgence of you know cobia 19 cases or some other type of pandemic occurs are there any plans of how we will deal with this in the future so we are starting conversations around that and thinking about blended learning you know we kind of have to wait a bit to take direction from the governor and our you know our health our county health advisor but should this happen again we definitely are in a better place to you know enact it as quickly as we did this time but we know more so we are going to be surveying our students and Families on you know their experience and what platforms work the best for them so that

we can then dive into those platforms a little more and provide a lot more training for our staff but we I think we're again better position now that we were in our second phase and we're better positioned for our third phase so should we have to launch if we start school you know face to face and we have to again close we know exactly what we we can do or what we have to do and having these Google Sites for our staff and the families has I think been a tremendous help because it provides a place for everybody to go to get the resources that they need so we'll keep these these sites going and the hope is that we don't have to dive into them but if we do we have the resources available

already I also have a question president ollie you know coming from the parents perspective I have a child in the district and I really commend us rolling this out within the time frame that we had and I know like you said it was an elegant but it definitely was as efficient now that we're pretty much a month in to this I see that a lot of the learning is self-directed content and only one out of my my kids seven teachers is actually doing zoom classrooms and I feel a little like there's a little bit of a disconnect not that you know we're not doing as much as we can and I know that everybody is a little stressed and inundated with having to you know work with these new systems and I'm really glad that

there's resources that we are giving our teachers but I do feel like there's a I don't want to say a component missing because obviously there's a whole lot missing but I just feel that a lot of it is very self directed and not many students like myself are do well with online learning is there anything else not necessarily requiring our teachers to do more you know not not one-to-one but you know one to the whole classroom type of teaching or do you know what the statistic is on that are as to what our teachers are doing there's some disturbing districts study even have their feet like for instance their PE teachers holding actual PE classes on zoom' which I would be really grateful for especially since we can't really get out and I don't know

if anybody's like my kid she's very high-energy and it's just pent up all the time every day now so I'm just wondering if that's something that we could ask of our teachers to do or if there's at least assist achill data as to what our teachers are doing willing to reconnect on that level with our kids our students so we we don't have quantitative data on that but we do have qualitative data and our qualitative data does show that many of our staff are using all of these platforms in some shape form or fashion we do not have an expectation that our teachers have to use zoom or have to use Google classroom or have to use Google Hangouts but we do have an expectation that they do have interactions with their students so the

qualitative data again does show that many of our staff are using these platforms but a lot of our staff still need to keep getting keep getting updated with the training zoom has become I don't know if you know problematic and so I think a lot of staff might be stepping away from zoom and really using a Google classroom more and Google Hangouts I know that there are some PE teachers in je est that are doing PE classes and/or asking students to go out and do X Y Z and then journal and log that into the classroom so I I'm I think all of our teachers are doing some component of the online learning the expectation is that they have to have interactions with their students so and but we we don't say we have to

do zoom because we just have haven't had the time to ensure that all of our teachers are trained and trained appropriately in all of these platforms so that's I think going forward once we once school ends and when we get more data we can see what platforms are really working for students again you know online learning is good for some students it's not good for every student every student you know learns in different ways and so the unfortunate piece is that those students who are struggling with online learning you know they're struggling because this is not their their mode of learning and for those students you know who need the the reality and the visuals with their teacher they might be struggling as well but we are trying to do and and provide many different

opportunities for our students to engage and so again the expectation is for our staff to ensure that they have interactions with their students weekly but we it's just too difficult right now to say we have to do zoom you have to do Google classroom you have to do this so once we send out the survey to the families we'll get a better idea from the student perspective and a parent perspective of what's been working what platforms are working better and then we can have a deeper conversation of if zoom is the one that is coming up that's working the best how then can we provide more training for our staff and then get them more comfortable with that and and possibly make that an expectation but that's not to say that it will be but

just to see how how more comfortable people can be with thank you okay so then I will quickly move on to our L cap our local control accountability plan so at the start of the year I developed an L cap timeline and as you can see we were on track in meeting all of these goals and dates but we've had to stop and I'll explain more in the beginning I began holding monthly P AK meetings previously P AK meant quarterly I believe three to four times a year but once I started and realized that P AK was really the Advisory Committee who's advising on the L cap because we are writing a new L cap I wanted to hold a monthly meeting because we have a lot of goals that needed to be fleshed out

and a lot of actions that I thought that they should have a lot of input in so we held a meeting September 24th October 22nd January 21st February 4th and our last meeting was March 3rd and thank you to board member Kuh who was in attendance at our meetings so and the meetings were great that we got great input most of the parents that attended they attended each of these meetings and so we had consistency with parent voice so the new L cap is a three year plan what was supposed to be a three year plan from 2020 to 2023 there was there is a new template that has we're using this year before we before we stopped meeting face to face excuse me I attended four meetings with the San Mateo County Office of

Ed to discuss the template and how to begin inputting into the template we are currently using document tracking services which hosts our L cap platform and it has made inputting far more easier than it's ever been San Mateo County offices and has put together team to support each district so I've met with our team consistently and I'm meeting with the team lead next week as well I started writing the elk at the new El Cap back in October after we had our first piak meeting and at each meeting we looked at one goal and really fleshed it out so from that I took the the notes from the the parents and started writing our new El Cap and we were waiting to hear back from the state about the timeline for the El Cap because

things have changed I was planning to hold a P Acme ting at the beginning of May but we've since learned that the El Cap is going to be pushed back they have not put it in writing yet governor Newsom is supposed to put out an executive order this week but what we're hearing possibly is that it's been pushed back to December and the primary reason for the push pushing it back is that we are weak we're having but we can't hold parent meetings in an equitable way and so many districts you know are struggling too many districts that the families don't have access to technology so just wouldn't be fair to hold the parent involvement meetings so we are currently waiting to see what's going to happen so I've kind of paused on the writing

because one of the other things that's been stated is that there might be in a one year El Cap with a totally new template and then starting to write another three-year plan next year so we just don't know so I'm I'm basically waiting to find out so that is my report of the El Cap and once I find out I will definitely bring that information back to you in the West all right thanks very much and the other board members have any questions um I I don't really have a question but I just want to thank dr. Joyner for Lino's pH meetings just having attended several of those meetings I think those are really essential parts of developing the out cap just hearing the parent perspective because I think there are a lot of concerns

of topics that I think administration or poor members may feel are important but they were probably even more behind the scenes that parents actually have they just don't have the ability or the boldness to come up and say it so I think the peonies are a great opportunity to hear the parents point of view especially on a wide range of these kind of disre calls thank you dr. joiner i I don't have a question cuz you answered it when you said that you weren't going to be surveying the families cuz I was wondering what feedback you may have have received as to date with regards to what's working and not working I mean even though it's been a short period of time 30 days I mean we always kind of I'm sure we get some

kind of feedback not just from staff but parents are communicating concerns or things at work some bright spots some highlights so you'd answered my question when you said that that is coming soon so I look forward to that and I appreciate the work that's gone into this it definitely is not easy to create templates and to gauge how to support families and staff because there's so many unknowing items that don't always afford us the opportunity to get it right but we really really appreciate the update thank you and and can I just say one more thing I really want to say thank you to all jst staff everyone has really stepped up during this time I know that it has been very hard just on our own staff because they have their own families but

every single employee has stepped up helped our students and our families get their needs met in whichever way possible so I'm just very thankful to our jsd community Thanks like you said to the whole community and thanks to You dr. Joyner so before we move on to the next item I just want to mention that later on at the close of the meeting that we will be closing in memory of former jst student Matthew Silva all right so the next item is 8 D report and update on student services for 2019-20 school year and during modify school operations okay hold on one second Stephanie my share my screen so the administration recommends accept miss Stephanie Martinez student services program director along with some school counselors will present on major initiatives of the Student Services Department

for the 2019 20 school year as well as the adjustments made to support students during the modified school operations period thank you for the introduction and yes I'm very very excited to present about the things that we've been working on and again you know this takes more than just myself to put these things together so a big thanks to all the staff and I'll be mentioning it throughout but I'm super excited to have three counselors joining me today you don't often get to see them outside of school events and other meetings that you may attend at the school site but I have Brooke Clark who represents Marjorie H Tobias and Thomas Edison I also have Jamie Maciel who represents George Washington and amber waters who represents Franklin D Roosevelt so they're here with me and

they will be presenting on their slides but first just to give you an overview of what we've been doing Heidi if you could go to the the next slide thank you it's been it's been a you know a difficult time I definitely think that you know you even you've been noticing all the work that's being done and I have to say this was definitely unexpected we were having a really great groove to be honest and I did want to highlight that in the fall we had some really great things rolling out and we're also gonna highlight that in our presentation of course where we're at now is most important and this definitely at the forefront of all of our energy and efforts but I don't want to get too far off from what we are

and who we are and what we've been able to accomplish so I wanted to highlight this year we as a counseling department and team alongside our administrators and some teacher staff teacher staff input really looked back at the past three years and tried to identify skills that we know students need to be successful in schools and so preschool through eighth grade we focused on different areas of social-emotional skills academic and college and career and we created a district court ulam action plan so each grade level we selected lessons to deliver and I won't go too far into it because Jamie's gonna be presenting a little more in depth about some of the things we selected and you know some of the lessons that she was able to roll out but that was a major win

for us to finally have this is what we do no matter what school you went to or go to we know that this happened for you in in that grade so that was really great accomplishment of course I am really fortunate to have PBIS teams at each of our school sites that really helped me carry out relationship building clear and consistent expectations for students really great ways to correct and redirect behavior or address behavior and so I just wanted to shout out to them a lot of the work that has shown in our results has been because of the PBIS team members and their work over the course of the past five years we also had a guest presenter for the North County I'm not sure if you've ever heard of him but I definitely

believe in him and his and his messaging there's no such thing as a bad kid he really talks about all the fun and kind of student-centered approach techniques and strategies that adults can use in schools and in as parents to address behavior and to just work through that and navigate through the hard times as children change and so we hosted for the North County we had about 55 attendees a majority of them were jes see staff and i opened it up to folks outside of my PBIS teams so it was a really great day super positive we're gonna definitely bring him back I mean boy do we need him now just to bring some positivity and laughter so I just wanted to highlight that we hosted him and it was a really great event and

really positive for classified and certificated staff we've also been working hard to find alternatives or work out conflicts or behaviors in a different way and so we have seen a 30% decrease in out-of-school suspension and almost half of the deep 51 percent a decrease in in-school suspension in our schools and again this data is pulled from the course of the whole year yes being out of school the past you know weeks has assisted but this was happening before that and so I just want to say you know accolades to the school sites of really carrying out the good work and I'm really really proud of them and then we were able to assess needs last year and I was able to contract additional mental health providers to serve at selected schools that had higher numbers

of need and not enough counseling services to meet that need and so that was really great to put in place this year to just assist and some of the themes and trends that we're seeing but yes we had to shift what what does does student services and what does my role look like with shelter in place and we had to create at home learning expectations for students and families and so just a major shout-out to Toni brownie who's really been incredible in helping us have platforms to message you know online via our at home learning websites for both staff and families so I've been able to use that as a communication platform and as we move along we are trying to provide information for families in multiple means but this has been one of the

the main ways that we've kept up to date on resources expectations as far as like what were deliver through our department so really thankful for her and her team we also were able to post on our staff website wellness resources so I was able to rethink some of our contracts and reorganize those services to meet the needs of our current state so we do have about three different types of ongoing Lawless supports for staff only and that is specific for them classified or certificated and we've had a lot of participation in it and I'm trying to create different ways of for staff to feel like they have outlets and so each of the I guess if you will wellness opportunities are different so it's not all the same as we know as you know personally

self-care looks different for everyone and it has to be comfortable for you it has to be accessible to you and it has to work for your lifestyle and you know be a good fit so I'm still working on adding some services but I've been able to manage quite a few and so those are open to staff they're free of charge and I post that on our at-home learning website for first staff for a family miss Martinez yes can give maybe just a couple examples of the type of stuff care opportunities that the teachers have access to you a lot yes yeah so one a contract that you're very familiar with circle up circle up had been contracted this year to do self care for staff specifically for my counselors and admin and because they're constantly

helping and as we know when you're in that role it can it can become a lot it can become a role that you really feel a lot of stress and pressure and sometimes helplessness can can come along with that so I had already started to have self-care sessions open to specific staff that that I'm in contact with but we had plans to roll it out and open it up and so this kind of just seemed to transition well we gave folks a couple weeks but now it's offered every Wednesday and Friday at noon and so staff can log in and it is topic driven now for the first couple of weeks it was just guided and conversation about what self-care is and what are some you know easy go-to practices now there's topics each week

how to process working from home how to manage your you know work and life responsibilities things such as that so it's more of a self-care and it's topic driven we also have a guided mindfulness zoom that's offered via Melissa Ambrose from the high school district and so she has been offering that and she she's changed the time a couple times but now that's in the early morning so if that works better for staff then she just assess that need this week and changed the time to the early morning and so staff can participate in that and that's more of like a quiet guided breathing you know experience that a that a person can you know have another one is we have access to Naropa Institute has supported us at Thomas our policy des this year

and they've also opened up some of their pre-recorded stretching breathing different forms of taking mindful moments so a staff can access that kind of drive or Bank whenever they choose and well and they can choose which which type they want to access and they can do it if they prefer to do things on their own and by themselves instead of joining a group and then we also with the nudge to the San Mateo County ask them to also open something up so they just started a kind of a resiliency forum cohort with staff all across the county where they can come in and the leaders of that are Bettina Graf who's a restorative justice practitioner in our County and also I'm forgetting her name right now but she's more of an arts based our arts

based self care provider who's who came to our January Institute day and and has decided to also be a part of this work and be available to staff who need that so those are some of the options that we have available that are free the county one is just weekly right now and they haven't quite decided but it's looking like Wednesday's in the in the later afternoon so it's really nice to have it scattered so that folks can access at different times and also have different forms okay okay so at home learning efforts we've had a 1515 17 at home learning services conducted and I'll get into that in the next slide but as you can see all of my counselors have been tracking their efforts this has been since we've been in shelter in

place and you see 1st through 5th there's been a lot a push in those grade levels by my counselors to reach out to assess to connect and to you know do what they can and provide what they can during these times with our families so I just wanted to highlight that and I thought it was amazing that they could accomplish that in such a short amount of time and just to break that number down the three biggest areas that were focusing are you know energy on are attempting to contact parents first and that's either by phone or email multiple phone attempts we all we don't want to get in the way of life but we definitely want to show families that we care and so the counselors started out with their the list of students

that they typically check-in with on a weekly basis or bi-weekly and then kind of moved on to the master list that we have at each site where you know staff or principals refer for check-ins just you know it could be something as simple as like hey you know just wanted to connect with you two what are your needs how can i connect you to the resources that you need the second biggest one is that started up after our second week is the virtual or phone meetings so a lot more conversations we're happening either over the phone or virtually such as you know zoom or Google Hangouts and then assessments we're really trying to now reorganize our effort reorganize our resources and try to fill in and meet some of the needs that aren't being met

with what's been organized thus far so we're doing that this week you know creating and in refining our processes of collecting information and surveying families so that we can start to say you know okay now we need more of this because that's not what the families are getting and that's what they need and just to go back to fall just a highlight we definitely had some improvements in our Student Survey this year this is from our November survey and again this is a Elementary so this is through 3rd through 5th we had a 7% increase in the climate of support for academic learning and next slide and we had a 4% increase for middle school for learning environment and so that's just the positives to panorama but a lot of hard work and really great

that our students are letting us know how they feel one of the biggest accomplishments was that I know this percentage looks level but this is favorable and this is a growth mindset this was a target area for all of our schools so last year we said as PBIS and a counseling team that we wanted to tackle growth mindset and really be really targeted and so we decided to teach the lessons and teach what it is and teach how you can practice it and what it means for you as a person to all the students and we even did kinder but again this is measured 3rd through 8th the first line is our elementary response rates and the second line is our middle school so we had increases although you know two to four percent it's

still an increase students felt like they felt better about this as an asset for them as an asset skill and with that said that's just a few highlights from my department but I definitely want to again thank all the folks who've put in the hard work the teachers who are working beyond hours and expectations the principals who stepped it up beyond what we asked of them the district office everybody did a lot of work to make what we were able to roll-out happen and I'm just really proud and just want to make sure that you know I give them thanks because it's definitely we couldn't have done this without everybody coming together as a community and so with that said I'm going to pass it on - our first elementary presenter which is Brooke Clarke

who works at a may image Tobias and Thomas Edison hello everybody for those of you who don't know me my name is Brooke Clarke and this is my fifth year as the counselor at Edison and Tobias can go to the next slide Thanks so I just wanted to give you some of our counseling program highlights this year we did kindness we got both of our schools and the kids get kindness checklists and there's fun spirit days for the students to do and everybody was involved they really loved it and specifically at Thomas Edison we hosted this week in honor of misko Toth who we tragically lost in December and so we named it this week in honor of her and the next year's will always have it as Laurie Kotov sky neck and this really

helped open up some really nurturing and constructive conversations around grief and loss among our community and the students and the staff so this was really helpful and with getting through that we also or I also did a suicide prevention training for all of our staff at both schools on our protocols and what to do if you're worried about something that a student has said or some artwork that you've seen so everybody feels comfortable in knowing what you need to do or the next steps to take to keep our students safe we also formally implemented our tier 2 PBIS check-in checkout program our teachers really stepped up to be mentors to our students and so if we have a student who were concerned about academically or with their behaviors they get assigned a special mentor teacher

and they meet with this mentor teacher in the morning and in the afternoon and throughout the day they have a checklist with their primary teacher on how they're doing and this is a really positive program and a lot of our teachers saw significant change in behavior after just a couple weeks of this program being implemented at our schools you can move on to the next slide thank you some additional programs so at Thomas Edison we planned on increasing student reading levels we use Lexia core reading night for family so the families and students came together we taught them how to use Lexia and how to access that at home we also had Alexia core group for students at risk after school and we implemented required reading logs for all grade levels in all classrooms so

unfortunately we don't have enough data to determine progress since we won't have our spring testing but last year we did something similar and our efforts resulted in an 87% of our K through 3 students making modest to aggressive growth on fast bridge so we're hoping that next year when we see more of the testing that we'll see some of the results of the efforts that we gave this year our classroom curriculum so like Stephanie said we have now a requirement for all of our school counselors to teach the same curriculum at each school so that we know that each child is getting the same social-emotional learning lessons and so some of the topics are digital citizenship emotion management mindfulness like she mentioned growth mindset and so I was able to teach all of the required

lessons by February for both schools so thankfully we got that done even though I didn't know I should have gotten it done early before we we had to all go home and so for our next one our next goal was to provide an annual family night experience and so Aiko facilitated with Tiffany from circle up and also miss Makai the principal at Tobias and it was focused on mindfulness and bringing mindfulness into the home because we're doing a lot of mindfulness with the students at school and as we all know you know if families are practicing this at home it just really helps translate and makes things work a lot smoother so it was really successful the parents reported success with implementing these skills at home and it just kind of really helps create an

ongoing dialogue between the counselor and the parents at school about reinforcing these skills at home and how they can use them I know that a lot of the teacher the parents have been really grateful for these mindfulness skills that they learned earlier before they had to spend 24/7 at home with their children and and just really trying hard to you know be at home and homeschool them and a lot of their lives have changed and so I know that this mindfulness is something that's just really great that they have been able to access go into the next slide thank you and so you might see her familiar faces up here but we did get our distinguished School Award at Thomas Edison so we got a letter stating that we qualified and so myself the principal

Miss Bell and five other teachers worked really hard on a written proposal and we submitted it and it was accepted so we were all honored at the wonderful Disneyland Hotel we met Tony Thurman which I know some of you already know but for me that was very special and some other influential partners and education and it was just a really special night honoring all teachers and staff for what they do so that's a really proud moment for us at Edison and that's it for me thanks so much for having me I really appreciate it I know that you guys are all working so hard this has been such a crazy transition and I'm just really grateful for being such for being a part of such a great community during all of this chaos and I

just really feel the support from everything so thank you okay and up next is Jamie Maciel who's a counselor at George Washington Thank You Brooke and welcome Jamie hello everybody and like Stephanie said I am the counselor at George Washington Elementary and so similar to Brooke I was thankfully able to get done with all of the SEL curriculum lessons before February which was great so I think all the kids got it I did these in every grade level including SDC classroom as well and so the first one so growth mindset so we did a lot regarding things like the power of yet and kids believing in their and themselves and their ability and also around testing being able to you know calming the test anxiety and things like that and then college and career we

were able to put out lessons for kids to be able to figure out things like their emotional intelligence and things like their different ways that they like what kind of smart they are so meaning how they think and how they process we were also planning a career day which unfortunately we had to cancel with shelter-in-place but I'm excited to be able to do that next year and the kids are really excited for that and then the bully prevention one we were able to also incorporate cyberbullying especially for our fourth and fifth graders and then digital citizenship and in addition I also did an emotion management lesson in every grade level as well the next slide please thank you and so similar to Brooke we also got to do a great kindness challenge week at George

Washington we planned this to be after we did the bully prevention lessons so all students got a lesson on bully prevention and treating others with kindness and then we did this week and the image that you see is we all took the whole school took this pledge this kindness pledge and they were able to add their name on a little piece of duct tape including the teachers and so this was a really fun way to tie in the lessons from the bully prevention month as well as the kind of lessons and so in addition to this we also did activities each day for students to practice kindness towards themselves to others and to the environment and so that was really fun waiting for the whole school to get involved and to see the little things

like waving at each other smiling at each other and then making cards for their families or parents um so it was a really fun way to kind of wrap that all up and we did that in February and it was really fun I think that's it for me Thank You Jamie it's amazing work and I just want to highlight this is Jamie's first year as a counselor and she was able to carry out you know just as much as her a veteran counterpart so really proud of Jamie really happy to have her a part as a part of our team so Thank You Jamie for highlighting that and next up is amber waters representing Franklin D Roosevelt hi everyone thank you for having me tonight to come talk to you it's really an honor to

share everything that's going on in FDR I'm really proud of our school one and one of the things I'm most proud about is that we have instituted peace stations or otherwise known in the Middle School we call them Zen zones in each of the classrooms and for those of you who are not familiar with what a piece station is or a Zen zone it is a calming area in the classroom where students can go and they can name their emotion they identify what zone they're in and the zone is is correlated with their emotion that they're feeling or their state of alertness so state of alertness that could be tired or hungry and so in this way that they're able to name their emotion identify their state of alertness they're gonna they're able to communicate

more with what they need and we know children's behavior is always communicating a need and so in this way having this place in the classroom teachers can no longer or are less are able to take challenging behavior that is really challenging in the learning environment and understand and be able to use harness this behavior that they're the children are communicating a need and they can go to this area in the classroom and choose from a variety of strategies and tools that we've taught them whether it's deep breathing or using a squishy fidget or touching a soft piece of ribbon that they'll be able to calm themselves down and get themselves back into a better place for learning and so it's really a great a great high leverage intervention strategy that's inclusive of all students that

we have in every single classroom as well as in the principal's office so it's just fantastic and moving on from there we also have implemented the check-in/check-out intervention right now we have about eight students involved in check-in and check-out and those students were identified through our MTS s process and in echoing what Brooke has said is that it's really helped in creating more meaningful relationships with adults on campus and really giving children another place to go to talk about what's going on or what they need and also it's helped with parent communication because there are more adults able to help support the family have somebody else to talk to and everyone's involved in the process so that's really helped also this year we have been able to really focus more on attendance we are really

fortunate to have a parent liaison from Star Vista and she's been able to do a lot of outreach for families that have had many tardies or miss many days for our students and her efforts have resulted in making fifty five contacts and that in phone calls and it's resulted in several meetings at school to address truancy so we're really proud of that in addition our school team we've created a school team for the MTS s process and that school team includes the administration special education a middle school teacher elementary school teachers and we've been able to create new referrals for teachers making a referral we've been able to make parent notification forms we may we've made new forms for actually in for the MTS s process in data collection we've just really solidified our our

process and procedures that is just resulting in a much stronger fidelity to intervention and really staying on track when we say that we want to have an MTS s meeting in six to eight weeks we're having that meeting and so that's really been a huge positive for our school this year and we've been doing those in MTS s days and so so far this year we had we had four full mts s days scheduled and every day that there's an MTS s meeting that's usually six to seven meetings so it's been it's been really really great this year and I'm looking forward to continuing that next year there's still work to be done but it's been really positive next I'd like to talk about that we were a grant recipient and whenever there is a

grant I'm definitely gonna apply for it because you never know what you can do so with the money we were able to get some funds to hire an artist to work with our middle school students and if any of you have been to FDR you'll know that it's there's a huge huge just kind of sea of cement in our courtyard and um you know we we have a lot of beautiful plants that we have the beautiful ocean there but it's just nice to keep adding to it and so one of the ideas that came up is to paint a labyrinth which is like a maze on the on the cement and the students are painting it themselves and it's just beautifying the campus and also just making it an area that we can have activities

and kids can calm down they can walk the path we have kids in wheelchairs that can wheel through the maze it's gonna be a really beautiful area that was driven by the students so it's I can't wait for it to be done and then next just continuing what the other counselors have already talked about in doing our core curriculum I just want to put an extra shout out for health connected that's absolutely my favorite curriculum to teach and collaboration in our middle school and the reason for that is is that it addresses social emotional issues social justice equity LGBTQ it's just a fabulous curriculum that we cover so much in kids are really engaged in so I'm really happy with health connected in collaboration with our teachers and in in that especially and also just

um lastly awareness activities every year I always try and connect with Kaiser to come do a play at our school and we had a really wonderful play this year that also they had a follow up day of teaching where they came to the school and did a follow up lessons on screen time and healthy snacks and so I'm always looking to community-based organizations to come in this year it didn't happen it was gonna happen in April I was really looking forward to having rape trauma services come in and they were gonna do sexual harassment extra days of training so we didn't get to do that this year but I'm hoping that next year that that will happen because I think our it's really great for our kids to get the expertise from our community partners

and so that's what happened at FDR this year thank you so much that's a lot amber as you could see counselors really touch all aspects of the educational experience so thank you amber that's amazing work and I appreciate all that you do for FDR the next highlight is for middle school and unfortunately we weren't able to to get anybody to to be on this call tonight but it doesn't mean that they're not proud so I'll present on their behalf Thomas our policy des one of our counselors Aisha Saxena led this effort along with miss Robbo who who I'm sure you all know her name she's an amazing teacher at trp and they decided that they wanted to really try to tackle no one eats alone day and they made a great effort and collected some

data and are gonna revisit this next year but it basic as a day to encourage kids to mix and mingle with those that they might you know may not know or may not you know be inclined to mix outside of their group you know as middle school is there they're pretty solid and who their friends are but it's really great to push them to learn more about others and be inclusive and so they wanted to highlight that they did this they collected feedback from students and from the student feedback they're gonna add in those suggestions and put it into their efforts next year so that was a really you know great day positive effort and the next site thank you so what they also did was they also created a TRP communitary so as you

can see students participated in various activities and they pledged what they would do in to fight social isolation so this was in addition to no one eats alone they also asked students to really think about what they could do to be a community and be connected to one another and pledge what they could do to be inclusive and to support students that may not speak up otherwise and so it's a beautiful visual which I think helps keep kids reminded of what they said that they were gonna do and what their peers said that they were gonna do to create a really positive inclusive environment so if you visit TR plea trp please check that out and then they also have an equality Club so this is one of the sites where they have this club

and no other sites have this type of Club Sarah Sewall really takes lead on this and she's been doing this for quite some time we had some discussions with students this year with it last year and decided to make some changes for this year and so Sarah really led that charge to open it up and to be a quality Club to really be focusing school-wide year-long initiatives on how to be inclusive of all expressions of self and so really positive Club very eager students at her dissipate in it and I'm just really happy that TRP is taking the time to have space for students to you know have this kind of space and have these types of discussions and put energy towards these types of things and so definitely be continuing this in the years

the students also took a next step and they actually went in and they also presented to staff on preferred pronouns and so a really amazing thing to see students educating teachers which they do write they do teach us a lot all the time but really proud of trp at the quality club for doing that and for you know leading this work at their sites as young people so exciting exciting work and again shout out to mr. Wong misra boy who really lead this work and you know contribute to trp being a really positive place so with that said special thanks to everybody who presented with me tonight and of course all those that work alongside me closely with me or indirectly I just really appreciate everybody and you know thank you and so now we're

at questions so thanks very much to you miss Martinez loss to was Brooke amber and Jamie social emotional learning and positive behavior is my favorite topic and equally as important as I demyx wanna see is that now with the students just being home for you know about or whatever with their families so at this time I open it up to other board members to ask any questions there I just wanted to say thank you miss Martinez for all of your time and efforts and being with us here today it's really great to see you I'm so glad you're here and safe and healthy and of course to all of our counselors that joined us as well thank you for your hard work we really appreciate that I just had a couple of comments like about

the Zen spaces and the mural that went up that FDR I actually got a chance to see ya in progress before we went into distance learning and it was really great I wish I could have something like that for myself but I know that it's such a great thing to have for the students and I actually suggested to principal Higgins before this that we should have a kind of art opening for it with media and everything just to highlight something great that our district is doing for our students and I think that would be really important to have possibly in the next school year when we reopen and I just want to say thank you to all thank you so much for your work thank you I too want to say thank you I always

love hearing from you and your staff I believe in the social social and emotional learning piece I know that President Ali and I have many conversations and have had over the years and that that for me was also another reason that led me to seek this seat because I believe that that's a key component of all of our students learning but I also know that the tools that you're providing for them and the staff it really allows for parents to learn too because as a parent of a child that continues to struggle they need those tools too so when they see those bright spots in their children and they come home from wonderful educators and counselors that fill them with light and hope which is what you're doing in our district that really feeds life

into the homes of our families so I just want to say thank you thank you to you and the team for all of your incredible work and continue to be safe take care um I wouldn't echo what everyone else says thank you miss Martinez miss Clark made smile CL and miss waters for presenting tonight it sounds like you guys have accomplished quite a bit already even before this situation happened so just wouldn't come in out looking as for that and I'd be just like looking at the list of all the accomplished in just one of the schools alone that's a lot already so it's great to see that that's actually happy across all our schools so yeah I look forward to seeing what happens hopefully next year when everything else is more back to normal

but I'm excited to see what's in store thank you yes I'm very happy to hear that all of you are able to complete your social emotional learning lessons at the schools and that the students got so much so many tips and techniques front loaded before they had to you know shelter in place and it feels good hearing about the Zen zones you know peace stations as a classroom teacher I always make sure I have one of those in my room and so keep up the good work all of you thanks thank you thank you mr. Dallas did you have anything um not just sir reiterating what each of you has mentioned and I know miss Martinez just touched on this a bit when she touched about uh talked about all the different contacts that the

counselors have been making at the school sites we're getting ready to roll that out and maybe in a future meeting we'll discuss this further but I'm sort of terming her lost kids like who are our lost kids those that we haven't been able to reach or contact and who are their families and where might they be and are they still with us and so miss Martinez developed a protocol that we're gonna roll out with our administrators and with our counselor first and how do we pursue this how do we pursue these families of my students to get a sense is where they are and what kind of support they might need and why is that they haven't been connecting as I'm with staff and what their schooling and I think it'd be really valuable for

the board to learn about this as we roll it out with our administrators and counselors there with you all right thanks thanks once again miss Martinez and look forward to having a new board like this in the future I was just gonna say and you know you are always welcome to reach out to me outside of these presentations to learn more I try to give you everything but it's not everything so I'm always open to a phone call email or whatever you guys need and well you know my teams are really ready for whatever's to come we're here for the families we're here for you and we're gonna do what we can to work through this and be there for everybody so thank you so Mr D dollars I believe that takes us to item

there's no - oh my - Kenny yeah okay so I can very well thank you item and II wish me qualified educators the California Commission on teacher credentialing requires the governing board to vote annually prove the attached declaration certifying there may be in a certificated purse no so do we need to talk about this or we're gonna just go straight 300 say briefly every year we need to make this declaration because we do work with folks that are not fully complete on their credentials and by making this declaration it allows us to work with the Commission on teaching credentialing to apply for different types of waivers for folks that have not completed their clad so we got apply for limited term credentials or permits that are valid while the teacher goes to school or internship

credentials so this is an annual declaration we make and I would request that the board approve it please all right thanks very much and this is something that unique this is something that's going on nationwide we still have a teacher shortage and I'm sure now with this new twist that's been added to the education I'm sure some teachers are running away but hopefully we'll attract some other tech technological instigation as well yeah absolutely and again we continue to make our recruitment I'm diligent my recruitment this is just something that we look at last year work this year to determine what possibly would need for next year and usually in ten areas of special education mathematics but we also have a librarian position and and they're hard to come by so we need to make sure

we open up our the whole spectrum of recruitment opportunities great thanks for that information and clarification and now do we have a motion I'll make a motion to approve the declaration certifying that there may be insufficient number of certification persons second you have the motion in a second all those in favor aye and thumbs-up is missed item 10 squared in 2020 2021 the Governing Board of the Jefferson Elementary School District declares a dish teachers and substitutes not had an opportunity to take and pass the California basic skills test or C best the district anticipate employing six substitute and four tiers on turn see those waivers yes similar to the prior item we do make an annual waiver declaration determining whether you know for because we do use teachers that are on 30-day emergency substitute permits

so this is a statement that needs to be signed and approved by the board it's something we don't have to file anywhere except at our school district but it is something again just indicating that we will be using employees working on a 30 day emergency permit or others that need to extend a waiver on their CBEST and we have quite a few teachers particularly folks coming into the from overseas that have still been working towards that so again it's a declaration we make that allows us to request extensions on these waivers and before we vote on that since this is a public meeting can you talk just a little bit about what efforts we have to support these teachers as they're at these different stages and their prefer sure so first of all is it

determinate when we do our general recruitment the kind of response we get in terms of candidates special education mathematics again for example our areas that we have some significantly need also folks that are qualified to work with English learners this year in particular we've recruited I believe it was four maybe it was five teachers out of the country to work in our special day classes because we did not have that candidate pool here and they're all at different levels of finishing the credential it allowed them we got them over as long as they took the C best and they increase their score on each incremental time they tried to pass it again these are folks that we want to retain we also continue to have our positions posted both on adjoin and other platforms and

again in those areas that we've had difficulty it's mostly been inked for folks for the qualification of work with English language learners so those that haven't passed their Claddagh credential as well as those that are still working on their credentials at different tiers at the universities most of us just been again but we've discussed earlier it's difficult to recruit folks because of the cost of living up here as well as today's you know modified school environment I'm not really quite sure what the impact will be on on recruitment for next year we've already had to postpone a recruitment fair we have at the county office in March it will be a virtual recruitment fair but this is something more to protect us so we don't find ourselves in a situation where we can't request those

waivers all right it's very muscle for all people who are watching this on youtube or who will watch this we need you if you're an educator you know whatever whatever step you're at in the process just if you're good we can help you and we and we need do we want to thank you do we have a motion for this I'll make a motion to approve the seat best wave a declaration for 2020 2020 one second yeah second all those in comes up I and then sytem is going with the same thing item fact is yeah so well actually I'll take a ok so along along the same lines this item item G is to request that the administration we were recommending that the board approve the ad specialist insured should permit request for Whitney

Ballmer she actually was one of our special circumstance instructional assistants that has entered the the program at San Francisco State University and because we have a need and because we declared a need this time last year she's able to come in on an internship credential and has taken over the class so we're recommending that the board approved our request for provisional internship permit I want to first say congratulations to this teacher for moving forward and that you need any assistance I said do we have I like to motion that we approve the education specialist provisional internship permit request second yeah the motion in a second all those in favor aye okay I see all unanimous eyes great thank you all very much have a good evening I'll fall off the screen now all right thanks

Dan you or will we have item 11 a classified personnel retirement the administration recommends approval of the retirement requests from the following classified employees well and request an appropriate resolution be prepared commending them for their years of service at the district Genet a hard instructional assistants paired TRP effective 6:13 2020 date of hire a 20-year a 2002 yeah can I just pop on one more time I just wanted to say from miss a turn she and I worked together for nine years at policy des and she's an excellent community member and an excellent special education assistant and I want to wish her all the luck in her retirement and thank you her for her service thank you make motion to approve the retirement requests of instructional assistants special ed Jeanette Ahern with the date of

hire 613 2020 I'm sorry 828 2002 with the appropriate resolution second although Weber that was Eunice you brings us to almost to the end grad 11 no yes 12 I don't 12 war policies administrative regulations I'll make a motion to approve poor policies and therefore Nations December its 119 CSV poor policy revisions first reading second although favor aye-aye-aye unanimous you item 12 be a state of regulation 121 grades evaluation of student achievement the board will consider updating administrative regulation 5121 regarding gradients reflect policies during modify school operations or other alternative struggle state or federal emergency all motion I'll make the motion to approve the administrative regulation five one to one grades evaluation of student achievement second [Music] favor hi miss eyes and I guess the table report on professional development so now we will go

to item 14 governor and his team amends reports mr. cool sure i selected will keep our focus on the message to our students and i also want to wish everybody hope everyone stays healthy and stay safe and hope to see you all again in person hopefully very soon I also want to use the same one where we're keeping the best interests of our students and mine all the time and also want to tell everybody to please stay safe and take good care of yourselves thank you for all in sync I picked the same that we will continue to keep our students and our staff and our families at the top of our priority and in best interest I just wanted to put out a reminder because Daly City North San Mateo County continues to be

a hard to count area for the census that we continue to push our families and our community I mean take the time to just reach out and put out reminders I've been phone banking evenings and on the weekends with the county and more specifically with the Pacific Islander community and it's been disheartening to hear people asking me what are you talking about so I hope that as leaders we can put out those reminders everything that we do unfortunately we know as big as our hearts are are are attached to funding and in order for us to secure the funding that we need even in times like this we need to recognize who lives here and in order for us to do that we need to push so they have extended the deadline as we all

know but we are still low in Daly City in North San Mateo County as far as our count so I hope that we can collectively work to do that on a personal note I have had a family funeral literally every weekend and luckily they have not been related to the cove and I'm glad about that but as an Islander and as someone who comes from a large family it's just put into perspective again how important family is and that connectedness when they tell us we can only have ten people it's been very difficult to choose who are those ten people you know and it makes you really look at your life and say your life has been limited to ten people on your last days and so I'm very very grateful I've been cooking a

lot I've been baking a lot hopefully I can get some of that to you my kids are like who is this person so for me that's a luxury when I see so many people who are displaced who are scattered because of the times that we're in and I really look at those moments and I I'm gonna fully embrace them and figure out how to maintain that post kovat so I wish you all the best may we continue to to stay healthy and be sane and just remain positive take care do we buy this thank you um I just have a general comment on the meeting you just want to congratulate the board for successfully pulling off our first ever virtual meeting I thought it went well want to thank all the people who worked on

the backend I missed over I Will Smith and the many other people who worked behind the scenes to research and figure out the best ways that this could work for our district and you know offline I'd appreciate hearing from board any adjustments you think we could be making I think it went really well I think the public is served thank you being able to view this simultaneously as it's happening and I'm sure our next meeting will have more public comment but I think you know that option was made available we'll make sure that it's continues to be so thank you thank you for trying this thank you for working with us these are trying times and we had the fortune of having all of our colleagues go before us and surrounding school districts everyone has

had at least one board meeting but it's been virtual and I've been coordinating and collaborating with other superintendents and says what did you learn and how did that work so we learned from a lot of missteps that some of our colleagues that had made unfortunately we've taken this necessary security precautions to avoid some of the zoom bombing that has occurred throughout our stage not in our County but certainly in their school board meetings in the state so glad about that thank you I'm sorry President Ali if I may interrupt superintendent Dallas I am so grateful to see you recovering you mean a lot to us we're very fortunate to have you as a superintendent and I mean that with all my heart were very very fortunate so it's wonderful to see you on the mend

it's very wonderful it's a blessing yes I can definitely reiterate that both sentiments and you know I'm glad to see mr. B dollars and all of us here and actually while you were talking mr. Badal is always thinking about how you're always in the forefront and you're usually the leader amongst the superintendent's in our County and I was glad that like you said we we had a chance to go after everyone else so I'm glad you were able to to learn from you know what other districts were doing for for it now and I focused on keeping our focus and interests on the best interests of the students but also looking at the past I mean looking towards the past I mean looking towards the future excuse me learning from the past so this is

a great challenge for us and with every challenge Austin the opportunity that being dead I don't think we have any persons wishing to adjust the board for the closed session now we do not so at this time we're going to close the meeting in memory of Matthew Silva and then we'll take a one-minute break and convene to closed session and if I just might remind the board um it is a different connection information I did send it out today about noon so we could see you there in a minute after we take a little break all right thanks for the reminder everyone has the information yes okay with that meeting adjourned see you guys later thank you
