001retirees amazing have here. So with with that, I'm going to call the regular meeting of the URL school of supportive directors for June to order and we'll cover the roll. >> Mr. Iverson >> here, >> Mr. Lynch here, >> Mr. Mackey >> here, >> Mrs. Shik and Mr. Taylor >> here. All president account for we'll start with the back. United States of America here which we need a motion to approve or amend. >> Mr. President, I'll move that we approve this agenda with if we need to move something around to accommodate anyone in the audience or >> Oh, we're there's one amendment. We are removing the need for a motion regarding the beginning on the ballot. So that was on the agenda that it's not not necessary for our with that there's a motion and
002we have a second >> Mr. Iverson I >> Mr. Lynch hi >> Mr. Mackey >> Mrs. Shi and Mr. Taylor. >> I car agenda. Now we have minutes from the May 6 regular meeting and the May 20 special meeting. And we need a motion to approve or amend if necessary those minutes. >> I would make the motion to approve the May 6th uh regular minute meetings and the May 20th special minutes meeting minutes. >> Motion. Do we have a second? I'll second. Any comment? Any discussion changes? All right, take a vote. >> Mr. Iverson, I >> Mr. L. Hi, >> Mr. Becky. >> Hi, >> Mrs. Shik. Hi, >> and Mr. Taylor. >> Hi. >> Motion carries. We got two sets of approved there. Uh, we have the consent agenda in front of us with
003nations, hires, transfers, parttime, substitutes, and may claim. So, we need a motion to approve. You can always pull something out if you'd like to discuss anything further among those. Otherwise, we enterain a motion to approve. We have a motion. We need a second. I'll second. >> Any discussion, >> Mr. Iverson? Hi, >> Mr. Lynch. Hi, >> Mr. Mackey. Hi, >> Mrs. Shik. Hi, and Mr. Taylor. >> Hi. >> Motion carries. So, all those consent items are approved. Having our meeting now for public comment. Do you have anyone signed up for public comment? Have one. Okay. We'll read our guideline for public comments. The board welcomes the comments of our community members, but to ensure that everyone will have his opportunity to participate, we have a few ground rules we ask follow. Anyone intending to address
004the board shall find the speaker sign-in sheet at the front of the boardroom. Speakers will be called in the order in which they're listed on the sign-in sheet. Speakers comments are limited to three minutes with a total time of 30 minutes. To be respectful of everyone's time, we ask that you cover only points not previously made. The board will listen carefully to your comments, but are not able to respond during this time. While we cannot limit individuals constitutional rights to express themselves, we also remind speakers that you are each responsible for your own speech. In order to respect all persons when addressing the board, we request that the speaker address issues rather than people. The board will listen with respect and ask those who address the board to speak in respectful manner. Bill Hson. Hello.
005Oh, here we go. Thank you so much for taking public comment. Um, I I'm not representing any boards as I speak here. I'm just representing myself as a as a taxpayer in the community. Um, you you had just had an interesting meeting. Uh, some some interesting ideas were were presented during your work session. I appreciated uh the chance to hear some of those. Um I I'm a big supporter of public education and I'm also a big supporter of governments going to the voters with things that are capable of getting passed. Um, I served on the committee for the town, uh, the campaign committee that, uh, promoted the sales tax and, and, uh, that was overwhelmingly successful even in a time of economic uncertainty. Um, I think you have an option on the table that you're
006not seriously considering, and I'd like to address that option. Um this process with the impact and with the planning with the input from the community started a couple of years ago. Empact started a year and a half ago. This is not the same world that the impact met in. The world is utterly changed. The economic outlook for all of us is utterly changed since the impact started meeting. uh massive cuts to social programs at the federal level, the the the state government struggling with their budget, the um the community struggling with housing and with gas prices and with higher taxes, uh new sales tax. People are not secure this year. People are not secure in their finances this year. Um, in 2018, the county went to the voters and asked for a jail that was
007too big. A lot of us approached the county and said, "It's too big. Make it smaller. Make it something you can expand on. Uh, you can get this passed." They did it. They made the biggest deal they could possibly make and they failed. And now we're in massive debt at the county level. Um, you just heard from your your consultants that they're going to be testing your budget language or the the the the ballot language. And the ballot language is going to say, even if we get the best grant, will you support $150 million for a new school? Because they have to include all of the interest payments on the bond. This is not a 75 thou a $75,000 million project. What it's going to say on the ballot is $150 million. I I would
008argue this is not the year to go to the community with that request. I think you can do something different and I'd be glad to talk with any of you about my ideas of how you could move forward instead. Thank you. >> Thank you. >> Appreciate your comments, Phil. Thank you. All right. Now, we have discussion items on the agenda tonight and we have open school talking about we encourage them to consider being included if if certainly no decision made if there's a bond goes to the public that that your school would be included in Emily's here. Talk about what your thought process has been about that. Yeah, thank you all for having me here. Um, I did share a bond proposal with our uh vision for how we could be included um with Rick.
009I'm not sure if you guys have a copy of that presentation or not, but if I'm happy to share it with you. >> Okay, it's in the board. Great. Do you want me to present it? >> Um, you can if you unless you guys have it on your computers and you're looking through it, that's fine, too. So, whatever your preference is, >> whatever you'd like. We all have it. >> Okay. If you have it, that's great. So, first I just wanted to thank you all for um considering including PPOS in this bond measure. I know that you have a big decision to consider and we are happy to offer um enhancement for our facility as well or community. Um we believe that by including PPOS facility upgrades in your measures, we're ensuring that taxpayer dollars
010are fully being utilized to serve all students in the district. uh we did a proposal rooted in our community. So we took three different stakeholder groups and identified different needs and barriers within our facility. Thanks Rick. Um, so first we did a staff survey in order to identify any kind of instructional barriers or needs amongst our staff in order to serve our students. 78% of our staff um gave our building an above average rating for safety um as did our CDE facility report from July 2024. From there, um, we looked at critical improvement areas which included, um, from our staff things like walls instead of curtains for delineation of classroom spaces. Fortunately, this is happening in our facility this summer. Aside from that, uh more than half of our staff, 65% of our staff identified
011having a gymnasium or a large group space and then also um a science lab or maker spaces. Since we are a PBL school, kids do a lot of hands-on learning and having dedicated safe and specialized spaces would support our school model. We also went into classrooms and talked with students about what they would like to see regarding improvements in their school and classroom facility. The majority of the students also asked for and identified a PE or a multi-purpose space for year-round activity. Currently in our school, our students use an old auditorium as their gymnasium, which has a slanted floor toward a stage, which makes push-ups extra challenging for everyone, but also things like soccer and hockey. So, they recognize that their facility space is not supporting their physical education. Our family council also saw this
012presentation and our these different needs and proposals and they shared that having 6,900 square feet of our building go unused is um a detriment to our school. So we had discussions that supported the investment of this school owned space. Currently, we rent it out um to Forge, which has been a huge addition for our whole community, not just POSs. And being able to utilize that space during the school day would add value to our school community and our students. Um so from there we looked with our facility committee at three different levels of ask from taxpayers. Uh the majority of this ask is around activating the 6900 square feet of potential in our building. Um so currently because our school is or our warehouse space is not up to code for a school use um
013we would have to do a change of use conversion which means we got to update the plumbing. We need to add bathrooms. We need to deal with mechanical and electrical and lighting. If we were able to do that, then that entire school warehouse space would be accessible to students during the school day, which means we could potentially add a gymnasium space, maker spaces, and laps. The second level of ask here would be to ensure long-term facility health for our building. Um so in addition to asking for um modifications to the warehouse, our school facility is also looking at an HVAC fan coil replacement across the main school footprint, which is around $630,000. Um and so that would bring our second level ask from one to 1.7 million. Going to make sure when you say Sorry,
014>> sorry. Go ahead. >> So, is that cumulative or are those distinct items? >> Um, so the HVAC fan coil right now is the estimate that we got was $630,000. So, this level to ask would be >> the warehouse plus, right? >> So, yes. So, the upgrade to the warehouse space and our school building. And then our level three would be a complete investment. That would be a $2 million ask of taxpayers. Um, our electrical capacity is hitting a bottleneck. And that is because we are currently in what was originally set up to be an office building, not a school or educational facility for 150 to 225 students. So, um, a solar PV system was recommended to us by multiple, um, past GMs that have worked on the building, as well as architects and engineers,
015saying that this could be a way for us to address that need for our entire school building, especially if we're doing a warehouse upgrade. So, our Thank you. >> Trying to guess. >> You're great. You're doing great. >> So, as I said, uh the new multi-purpose and gymnasium space is really our priority. Uh we do need space for growth with this programming and also just the consideration that taxpayers already approved this charter school in this community that we are already paying a mortgage on this entire facility. And so being able to make sure that we are utilizing this entire space for education is a priority for all of our stakeholders. And you talk, you know, you're talking about >> I keep looking at the speaker. I'm sorry. Go ahead. >> Can you talk a little
016bit about uh projected growth right now for PPOS as far as your enrollment goes? >> Um, sure. So, two years ago, we were um around we our October count two years ago was 106 students, then 111. Um, we had 129 this year and we're projected, well, currently we have 148 enrolled for next year. It seems like our classes as kids are moving up, we're retaining more students. So, our smaller middle school numbers are starting to fade out, which again um really shows an increased need for things like science labs and sports areas as we take on more middle school students. Uh this next slide just talks a little bit more about um hands-on PBL which we've touched on already. The warehouse space the way that it's set up now there are four um like pillars
017in the warehouse that cannot be removed taken out um changed in any way because they're structural. And so the way the space the space would be broken up would not just be one giant multi-purpose space. It would need to have um delineated spaces. So um yeah, so with that we would be able to dedicate our classroom spaces to more classroom work while maker spaces, you know, 3D printing or woodworking or any kind of science experiments or big projects that need a space to stay for a while would have that space. So this is a little bit more of a breakdown of cost projections. Um so Bobby, you were asking about what all the different elements. So this really goes over that. Um all of the things related to the warehouse are in the top and
018that's at subtotal which would be the level one. That's around the million dollar ask which is around $139 per square foot. uh this is under the assumption that this project would be taking place within the next five years and so it does not take into consideration any other fluctuations in the market over the next any years beyond that. Um the main school HVAC replacement system is in there and then also um the solar estimate as well for level three So to just summarize um the idea behind upgrading the existing building is really to deliver our maximum value per square footage to taxpayers. We also want to make sure that the warehouse and its access is safe for students, not just usable. And we also want to make sure that we are being strategic when it
019comes to energy in the future. And then a fully utilized site would provide more robust resources for what happens in our county. And that is all I have for you guys. >> You have questions, anyone? Those are really good, really thoughtful. Yeah. >> Yeah. Thanks, Emily. >> Yeah. >> So, this is uh so clearly this uh space am I trying to say the uh the warehouse space is with the pillars is not a candidate for the gymnasium. So that would be a clear cons. I think the ballpark estimate for that in past discussions was $5 million separate from everything we're talking about here. I know you haven't quantified that here. I just want to make that clear that warehouse you want to use for day-to-day uh operations as you as you've written. And so one
020question I got about thinking about duplicity with the proposed regional workforce center when you're talking about the you know 3D printing etc etc. We'd have to be I think not cautious but just be mindful there of not duplicating services that are already going to be available for students. I know it's not right but just a thought. And then what is the availability of I'll just pick it out science labs now. Is it minimal in your current uh situation? >> Uh currently we do not have a science lab and so our students when they are engaging in any kind of science things we have to consider safety and space first often those things are happening outdoors and um yeah so having a science lab especially when we're doing project based learning would be essential to pushing
021our model forward for sure. So at the at this time you really aren't doing any laboratory experiments with the kids at all except for maybe organismal biology outside of the >> um we have done some chemistry and biology experiments but yeah they tend to be minimal and they tend to be outside just for safety reasons. >> Yes. So weather dependent, Tim, >> but 6,900 square feet clearly would would that double the size of your space that you have? >> Um, not quite double, >> but it's a substantial >> It is a substantial amount of our building. I want to say it's about a third of our footprint. >> And does that include just the entire south side? And is there only one level there or there two levels? >> There's only one level. And that
022was something that we had discussed at a facility meeting too is um would we be required to drywall it in? Is there a way to do a second level? Um and when we got these numbers back, it became pretty clear that even the minimum ask is still a pretty big ask. And so thinking about the areas where staff, families, and students were really focusing, um, we decided that being able to use the warehouse, have a multi-purpose space, have a gym, not a full gym as you were saying, um, and then have those labs would really be the priority. >> Okay. Thank you. >> Other questions? Well, I would say been a very reasonable but you're ask and we will be adding these as extras in the polling. See where that kind of plays out. >>
023Thank you. >> Include us all under this umbrella if it goes home. Nice job. >> All right. Um, next discussion item is initial thoughts on a lease agreement. In your board docs, you have a very rough of a lease agreement that highlights in there some things that Bill will be needing to support their federal some of their federal grants. They've got the most recent one. They're well on their way. It's not been approved, but they're doing well in the process. The final step is a $2.75 million grant to finish off the regional workforce center. This would make sure that they were fully funded to construct that building. I believe everyone on the board is aware that uh is a partnership with building Goa and is largely built on the idea that we have land and
024they have the dollars to build a building and they would like that building to be bu built on our land in close proximity to the high school so that they are giving the school district asset that be beneficial to high school students particular particularly by expanding uh square footage and the types of spaces that we have to do CT program. The current plan for that building has a uh health specialized space and has a uh builder like a a shop and a building space. two two of the dominant space specialized also one just regular conferenceclass what we need to discuss is our um well I'll back up the blue notes on your list from our lawyer Daryl uh who wanted just to kind of nudge push back like this is the first draftsa and inform
025all us like hey there's certain statutes in place for example the federal government likes to see a 21 year lease uh statute in the state of Colorado doesn't allow a school district to lease property more than 10 years at a time federal government said as long as you have a statute that says you can only do it 10 years at a time 10 years at a time that isn't going to be obstacle but we just have to demonstrate that to them also in the notes uh you'll you'll see that the space has to be dedicated for seats specifically and so we would be agreeing uh that we would only use the space for CTE so that means uh two years after the building is construction constructed we wouldn't open the uh county history wing and
026all of a sudden start doing teaching social studies classes out there. That's not okay. And that needs to be in the lease agreement because the federal government is specifically donating dollars for career and technical education. And we would we would need to say like, yeah, we're down there for that. We're going to use this space just for that. We absolutely need and can use this space. This creates for us place where uh our medical class can go into a real space that has water and suction and the kind of power outlets and beds that our kids need to be training for medical degrees. means that our construction space, our building, wood shop space is going to be greatly improved in the 21st century and have a kind of indoor space for our kids to construct
027buildings inside instead of what we're doing currently which is weather dependent which is an ideal and getting outside. It also evacuates the space that we're currently using for building the incremental and allows our existing programs to this is important for us. So having access to an additional 10,000 square feet of of property 21st century environment is really an incredible opportunity. We we recently were featured in a magazine called Business View and considered a unique outlier in our ability to partner with both nonprofits and local entities like uh Career Community Development Corporation and as being an example of what other uh communities may start considering doing this private partner, private public partnership, create the spaces that are not only useful to kids but then have a second purpose with extended hours where it's useful to the
028community. It's useful to our recent graduates. It's useful to other spaces training to increase their skills part of that to like execute on the deal uh need to commit to a lease agreement. You'll notice on there that Daryl also says, "While the lease agreement is a relatively easy first step, the one that we'll really want to look at is the operating agreement, the operational agreement. We've heard already some about shared expenses based on proportional use for day-to-day stuff like maintenance, custodial sort of work, utility work, and you'll see Daryl put in there. I did speak to Bill Mosa just recently about this like we also have to work out the insurance for the building even though it's on our property. Uh and Bill Mosa because they will own the building and they will have to
029insure their building and so that'll be part of the operation agreement. What percent of that insurance is up to us? Our kids are already insured to be in the building because we carry liability insurance for those kind of activities for kids. So there are some of those details and Roxan was here and shared this is about how much it costs a month and um I think we are still in negotiations for how we exactly split that up. It it uh it's it's a free building like getting a swimming pool in your backyard is a free swimming pool. Yep. You got one in your backyard but now you got to maintain it. You got to take care of it. we got to invest money in it. So we know going into it that there is expense
030on our side shared expense with Bill Pagosa and uh right now from our team we're saying that's that's an acceptable uh level of expense given the space and quality of the space that we would get getting access to. >> But it's an unknown expense. Correct. only in that we are guesstimating uh the exact dollar amounts for maintenance based on a calculation on our current maintenance cost for other facilities either larger or smaller and doing some math on there. So correct we don't know it's going to be exact amount but we have a ballpark figure that we feel that is comfortable that we could absorb given the resource that we're getting. some decisions that the board um would need to make is uh I think signing off on the operational agreement when we get ready to
031do that and then the initial one is proceeding with a more formalized lease agreement if the kind of criteria that we need to put in here like the length of time the way Daryl's explaining it to me is you could say to be renewed a 10-year lease to be renewed again followed by a one-year lease or he said you go 10 and six and five. That's kind of up to us. It's not really important. Um, and that we would agree to use the space only for CTE. And those are things like, yeah, those seems like reasonable things to do. Then I would start to work with Gerald to formalize uh a lease agreement that has more deep content. I would say >> is is he suggesting that the lease agreement and operating agreement parallel get
032developed? >> Yeah, two detailed documents that really flesh out everything about how ownership works and then how day-to-day operations work. >> That's correct. >> Correct. And uh Bill Bugos, you may recall they came here and they shared with us that they received a several hundred,000 grant from the course foundation for operational expense to help with the launch of this building. And they're prepared to use those dollars to help get the facility up and running. They're not construction dollars. They're after construction dollars to operate the space. >> And that was like over three years, correct? That is correct. And so the the operations agreement and all the sections are hypothetical at this time. They don't actually it's a it's an ongoing document or something that's live right now but not fleshed out. >> That's right. And
033it would mean you know we have olderus that have been around since like 2021. There was one created before I got here and then there was a more recent one which basically said we agree to create operational agreement. It'd be coming together and saying those memorandums of understanding are put to rest. This is our new way of operating. >> And and just in case anyone doesn't recall from before, the reason >> originally the very original plan when uh Larry Ash was here and talking to the board was build wants to build and give you a building that you will have ownership of it. You the school board at that time. And when they started fundraising and they realized like there are significant federal dollars out there we could tap, they realized that those federal dollars
034were not to go specifically to a school district. Those federal dollars were set aside for uh nonprofit entities and folks who were building regional workforce centers. And so there was a pivot along the way there where um and maybe maybe too casually but where we were talking to Bill Pagosa and I was like you need to access the money it makes sense. Um but that wasn't necessarily in line with that first thinking when Larry was first here talking to the board gosh you know six seven years ago there were three in the record 2019 Craig should sign initial Emily you know 2022 Bruce Driver's pling one which really is about how and how it gets going and then 2023 I signed one which really was about this yes that we'll have a lease set up
035>> operating so it has has evolved kind lawful. There's some details that I didn't cover, but I'm curious about the the federal grant. They're this all breaking ground kind of hinges on actually getting that federal. >> That's correct. And so, >> well, they uh they have all the other money minus this new grant in their possession. This I'm gonna get his title wrong. But Nick, what's his title? I think I just know who that is. The department of anyways, there's one person left in the federal government that needs to sign this. It has gone to their office with a conditional note. And the conditional note is that we figure out this visa agreement thing. And that has um has to be figured out before they will distribute the money. but they will uh grant the
036money before it's worked out. So, we've got a little bit of a window here as we're trying to work this out. And this is a it's kind of a lease lease back is way some people try to describe it because they're going to give us access to the space and we're giving them access to the land. Um and so while no money is changing hands for that, we are agreeing to both chip in on the operations and maintenance of that space. Somewhere in all this um Daryl will give us what we need in terms of um if something ever happens to them. Yes. Sort of like a state like what happened when it happened. >> Currently that discussion uh and Bill Pagosa has said this so they they can say overspoke but right now that
037discussion is gone. Should build bugosa no longer be an entity then the building would refer to the school district is the way that they would like to set it up. I think the way that we want to set it up since it's on our property right >> that would be the operational agreement that that would be correct. >> Okay. Because the lease is the legal contract of the lands. >> That is correct. >> Correct. I just want to make sure that that is a super clear difference that a lease agreement is the legal contract of them using the land the operational agreement again the timing of them coming in at the same time but that would be the dayto days of how the school and pag goza collaborate correct >> that's correct and and I
038think you earlier you said something like this is kind of your best guess like we don't have the exact and I think this would be a good example of like the bestlaid plants here we will make the best plan that we think for how it's going to operate and then we probably will revisit that fairly often to say this part's working, this part's not working. How do we how do we revise this so that um we can continue to live harmoniously and provide really provide our community and our students some some incredible opportunities. >> But can you revisit? I know when they were here last time they were saying it was like 75 US 25 percentage of paying. So I'm confused by the financial cost of this. That's very unclear to me. Um and so
039sorry to have to slow this down, but it's, you know, advancing the conversation around a financial initiative of nothing as far as like a number we can talk about. I just want to know what that means. What are we saying and agreeing to financially >> right now? Because that number doesn't exist. What's the appropriate ratio of space, who's using that space, how often, and when. I think that there's uh that's an area of negotiation as far as I'm concerned with Bill Pagosa. Like they may say it's 7525 and I might say, well, you get it all summer, so I think it should be 5050. And so I do think that that's something that we want to talk about and we want to confirm with both Eric and Jason that it's something that we can sustain
040and that it's of a reasonable expense gi given the space. The early indication is like this is going to be a good deal for the district. Even if we have ongoing pool maintenance or building maintenance, we will have a new building that we really could use the space at the high school. It will be a welcome expansion. Seems like where where is deep ahead from as Roxan had some numbers last time projected expenses to your point. >> Yeah. She said 75 25 approximately 55,000 is what she was saying simply to and her direct quote was keeping the lights on. >> Right. >> So >> what I was going to say is that I think we would want to stress test those numbers. >> Yes. you know, that's got to back into that somebody think it
041up thing. So, we we want to have a consulting expert, someone look at are those are those valid so that we have real expectations. >> Well, even staffing scenarios, what are we what are we staffing in that building? >> We it's existing staff members. We're not moving we're not hiring new staff members. We're moving existing staff members over there. Okay. >> And we're utilizing the space like Gong right now. uh he is working out of the tiniest classroom possible and he is doing our ad classes and he he absolutely needs more space. We need to be able to expand. So it's not like we're hiring a new person to go in, you know, into the expanded a space. We're letting Garrett use that space and we're moving our current shop program to to this new
042building. So currently, not say I won't promise ever, but currently we are not hiring new staff in order to make this work. Build Pagosa will staff someone at the building because they are managing that space. So they'll have somebody there and that's we're not sharing as far as I know in that cost because we already have ways of managing spaces. They've agreed to use the same security system. We'll have in the operating agreement that you know anyone who's working in that building around our students would have to pass the same safety and security checks that all of our current employees have. Perfect. So currently there's no board that this is just a discuss item. There's no board decision. You're not saying like but but I since I've already been given kind of a nudge like
043hey you could start looking at this. There could be that like continue continue to look at it and develop this and I would go back to Gerald and say can we see now an exemplar operational agreement and a lease agreement and then with your permission let me sit down or sometimes we take a couple of board members and sit down with Bill Pagosa and a couple of their board members and start looking at those documents together. >> And I think this is just Darl sketching in a few thoughts here. I think we want Daryl's got a full clean sheet of paper draft from the school's perspective would be people that had operated. I would add to I think it's it's good enough uh well not good enough it's time and appropriate for us to bring
044back our our numbers from our perspective what we think that that space is going to cost and what our proposal would be like we're going to talk to Bill Posa about this this is what we think the split should be especially we're rewriting all those I don't think that any of those things would necessarily they're they're guiding documents but they're not legally binding documents um they wouldn't say like well hey it so one time somebody once wrote it was going to be 7525 or hold that I all those things are on the table is in my mind still in the holding we're still testing for where people land on what they support funds here I mean I I have to say out loud that it's never sure you're going to get 2.75 billion from debts
045that can keep getting kicked down the road, but you still want to have plan B that says if in the meantime we learn that that money isn't coming anytime soon, would we potentially put it on the ballot so that this becomes part of a >> Yeah, you're winging a little. I am wincing because I have started inquiring about this line of thinking and what I have found so far I'm not saying it's definitive is that because it's a federal partially federally funded because there is other federal money involved other than this 2.75 that the melding of the two and the ownership piece makes starts to make that very complicated like are we able to fund raise public dollars to give to a nonprofit to a building that they will own. >> And so there's >>
046I guess I would position it differently. >> If we put it on the ballot because they couldn't because they can't finish the funding, then it's not their building anymore. >> I I agree. I agree with you, but that might also negate them getting other federal funding. I'm just saying I just poked the bear because it's very complicated because of the funding sources and I don't think there's a clear right or wrong answer. I think it's more time to, you know, to explore what that looks like. >> Even even then, like we talk about extra projects. I think like an extra project is probably revamping our existing CTE space needs to be overhauled once we move the shop out there and stuff. And I would want to get legal advice before I said whether or not
047we could raise bond dollars to complete uh the Bill Posa project. I would just want legal advice. I'm not saying we should do it or should. I just want to ask >> I'm with you. I'm just in the contingency planning mind of what if it doesn't >> Yep. >> Yeah. I mean, and I think the one little Yes, it's possible it's not going to happen. I'm not going to go into why it's >> Yeah. I don't mean I don't mean any disparity toward any counting on federal dollars might not happen. >> Who knew? >> Yeah. Her just on that in terms of urgency is this did I understand the 2.7 is contingent on operations and a lease being submitted at least in draft form or does it have to be I mean how urgent is
048are these documents? Well, um the the build pigosa will have a meeting in around the 22nd or the 24th somewhere in there of June to clarify, but they had I'm going to mess up the technical word. I'm going to call it a finding, but that isn't what it is. But they have a like a finding that says you got to correct this so we can give you the money. right now that sounds like it's solely on uh completion of a lease agreement, but we actually haven't received that letter. Um and so that won't happen until later this month. So right now they're like, "Green lights, you're all the way through. You've made it all the way to DC. You're on Latinx desk and everything's good. There is this part you need to attend to." The
049question was, "What's that part?" And they said, "It has something to do with the lease." And then it just kind of left right there. And that's why I wanted to get in front of you guys so we could say like, hey, can we keep digging into this and keep investing some of our time and energy into getting a more workable lease agreement in place and even starting on this operations piece. I uh I feel strongly that this will be not only an asset for the school, but an asset for the community and I don't want to miss out on those opportunities. I mean do we have stakeholder feedback regarding build pagosa and like the workforce center we >> yes they have been doing they also did a sharet this is now like a year and
050when were we there year and a half ago two years ago where they got a lot of feedback on uh what it should contain and how it should function and stuff they've been working off of that this project hasn't it's been in motion for >> long time and for a long you know a long time and builda has really I think done some great things. I guess we if we go with the if we see a lease agreement and is the does the lease agreement lock us into something financially if they do not get their federal money? >> No. No. No. Because then the building won't get built. I'm just making sure that I'm I'm not missing any other financial pieces as we have a lot of financial in the area. >> Yeah, I think
051the financial piece is the operating of the building once it's completed. That's the part that we're talking about. >> And so that could wait to find out if they would get federal funding. I believe that my under my current understanding is that they would like to see a lease agreement that we could all agree to, but that the operation agreement we wouldn't have to complete until after we knew that we had gotten the award. The operational agreement is conting is not part of the contingency for the award. It's not required lease agreement or at least the draft thereof. And uh what we have in there right now is a letter that I signed that says we are interested in pursuing an agreeable lease agreement. And they said well that's yeah I think what more or
052less what they're saying is that's nice. Can we see what that looks like? And so I'm asking like hey I think we should continue to pursue this. Um but ultimately you'll have decision- making power on whether or not we signed set lease agreement. Right now, I think we're saying like, hey, let's create something that we can really >> I think we're probably collectively saying, let's see the full iteration of that. >> Yeah, >> I'll get started on that. >> Thank you. >> All right, >> Jason. >> Good evening, everybody. >> There we go. It is June and we are rolling into lots of projects that are going to have a really big impact on our district. I'm excited about the work that's uh getting ready to take place. What you have in front of you
053is a synopsis of the projects that we are getting started on here in the next month. This is not a representative list of all of the projects that I went over a month ago when we were talking about the new capital expenditures list. So when you look through this list of projects here, you're going to see items that are both insurance settlements. A few of these items are still being taken care of off the 2526 list. And then of course there's some things that we are working out of the brand new 2627 list that you all looked at last month. for each of these projects. Um, what I thought would be helpful for you on on this list, uh, basically is what the start date is, when we're hoping to get it started, who's going
054to be completing it. So, as you can see here in this first one, restoration management company who works closely with our insurance company is going to be doing that work, uh, what it's going to be paid out of. So, in this case, it's coming out of an insurance settlement. And then just some various notes of what is going to be taking place on that project. um any of these that say that they are being paid out of the 26 27 capital projects for instance, fire mitigation on Vista property. Um you've got pictures and then a more detailed description of that particular project in what I sent you last month and then Heather went ahead and uploaded that on this month's uh items as well. So with that, can I take any questions on this first
055list? There will be more lists. There will be updates on all of these. But this is where we're starting. >> Anyone? >> I think I saw middle school green here. >> It is. Yes, absolutely. It is right here. Um that's going to be taking place right after we finish painting the front of the middle school, which we're going to be using a very similar color scheme to what the high school has. So, charcoal gray down near the ground will hide dirt. yellow on top will allow the black um lettering and trim to pop. And then some of the like above the greenhouse panels where it kind of looks like that little I don't know what you call it, but little extra roof there over everything else. That'll be kind of a light gray. We're pretty
056excited about it. It's going to look really sharp. The town is excited about it, too. >> Yes. All right. Thank you. >> Thank you, Eric. Cash flow. How's that cash fl um you can see the update with the May actuals? We received just over five million in all forms of the taxes in May. Uh and our expenditures actually came in slightly below the projection. So May turned out as a good month and we'll see what June next week's first June payment is traditionally the smaller one June 24th we'll see the larger uh payment for that month and then what's received in July we'll get acred back to June as well. by the August meeting. I'll be able to give you here's what we're looking at for 2526 in terms of action items. We have kept
057sh around for a while. Guess this may be my one of my last official duties. Um I'm going to let Sabre talk about this one, but uh we're looking to add math 105. It's another concurrent element math class that we'll be able to offer um from Western Colorado universities that they call some of them. Um and got some alums from different colleges here that each other brief about Western. But um we love our partnership with Western. One of the the great things we appreciate about them is they actually give us um free tuition to our kids. It doesn't cost us a dime to do anything for enrollment through Western. So um that's just something Western does for us. We appreciate that. But I'm gonna let Sabre talk a little bit about math 105. >> So
058this this idea came about because we're going to the full year schedule teaching all year long. I typically teach math 140, which is college algebra for Western Colorado, and it's a three uh credit course. Um, and I teach it successfully starting in September and ending the second week in December. Um, I don't need any extra time for it. I I have plenty of time to teach this course. Um, going year round for this particular course, it won't work. So, I asked Western what their advice would be. um and they suggested that the course math 105 which is math for liberal arts what they call it um is a leadup course to math 140. So the opportunity presented I get to offer another three credit course um for students to take at Springs High School. Um
059I'm eligible to teach it. I've been like, I don't know, blessed or I don't know, whatever they call it, allowed to teach, anointed. Yeah. >> Um, by the powers that be to teach um math on 140 and I've already been allowed to teach math five. Um, I'm pretty excited to teach it. It's a little bit of financial literacy. Um, there's also a project that comes at the end and uh already been in contact with the coordinator. So if you have any questions, I can do my best to answer them with my limited knowledge. Yeah, that's fine. >> Guess the one that pops to my mind saber is that is one course dependent on the other? >> You have to take one first and do you have to take both if you're going to take one
060of them? Is it really a full year course? >> It's really a full year course in two segments. Okay. So the at Western you wouldn't necessarily have to take math 105 to take math 140. Um but the opportunity like I said presented itself and it's a it's a fantastic opportunity for our kids to graduate with six math credits um from high school. >> Some of them depending on major wouldn't have to take math again as they get into college which could be an amazing advantage for some kids. For sure. >> Exactly. And that's part of the selling point of of getting through this is you're essentially done for many kids. >> And this is live teaching with you, correct? Like you are teaching the course in front of of students. >> I I teach and
061grade the whole the whole course. >> I have an intelligent question about math. So if you say so. I will entertain a motion >> to approve the I have I have one question just because I'm not as familiar with Western. There is a Western generated final for that class. >> Yes. >> And students have to pass Western's final in order to receive credit. >> Yes. >> And but they may still get a passing grade from us but not credit. >> Correct. And that has happened. >> Okay. Sorry. just clarify my own thinking. >> Yes, it's a it's technically what they call hybrid. >> So I I teach exactly their curriculum and grade what their um passing is. Great. >> Thank you. Appreciate that. >> Anything else? Cut it off. >> Well, I'll make a motion
062that we accept the curriculum. motion. We have a second. >> Second. Any further discussion? >> Mr. Iverson. >> Hi. >> Mr. Lynch. >> Hi. >> Mr. Mackey. >> Hi. >> Mrs. Shik. Hi. >> And Mr. Taylor. >> Hi. Motion carries. >> So now we have the board calendar which we approve every year. which has all the regular meetings, including a couple special ones often have. And if we could add, so this makes it real. If we could add a June 22nd kind of testing some waters on that, sorry, July, July 22nd. We can have a motion to approve this for the addition of a July 22nd special meeting. >> I'll make that motion. >> Okay, >> I'll second as proposed with the addition of a July 22nd meeting at the six or five middle and
063summer five better six probably six probably six. Yeah. So that's a motion second. Yes, I'll second it. Yeah. >> Any further anything else from Mrs. >> Mr. Iverson? >> Hi. >> Mr. Lynch. >> Hi. >> Mr. Mackey. >> Hi. >> Mr. Shi. >> And Mr. T. >> Hi. >> Motion car. And now we have the final budget. we went over last month in the special meeting for the final 2627 budget which requires approval and then we also have to we don't do which one did we say we're not beginning for this year's current so we will do an appropriation resolution 4 26 27 and those are in the budget document. None of the items within the other than one typo on the highlights page. There have been no changes to do because it was presented
064to you. The budget the budget document as a whole. Was that what you were sent? >> Yes, sir. >> No changes at all. One typo nothing in the upper side. Nothing. And so I'm I'm sorry. We are doing the budget. We're going to approve the budget and that includes the beginning fund balance forward because it's in here. >> Is that what you're saying? >> The the appropriations resolution, >> right? It's a big document. And then the second >> and from that we have a small. >> Okay. Then we can have a motion that includes the approval of the budget and the appropriation resolution and the fund balance as well as >> salary schedules >> as well. Yeah, I would like to just make some comments on the salary schedules and if that's okay to move
065on to that and it has to do not with the general salary schedules but with sort of the statements for athletics and for activities and of course I'm closer to the athletic side and there are just some substantial changes in the the salaries for a few coaches up and down. And I think I mentioned this last year that I think in the next year I would like to see a review committee possibly. I spoke with Butch involving the athletic group. Um that's that he heads up at least as a board liaison to sort of relook at all of these stipens including the activities and whether you know how far they go back. They've been increased over time, although I think not enough, not often enough. That's much that's just my opinion. But where did the
066basis come? And does that do these does the basis of all of them particular statements need to be re-evaluated whether they're overpaid or underpaid? underpaid. I know everybody's gonna laugh, but so I'm happy to go with this this year with the changes that I see, but I think we just need to sit down and and see if this is the best we can do now and next year or that's a poor way of putting it. If any of these need to be reevaluated in terms of uh compensation for, you know, how are how are these arrived at to begin with? Nobody is around. I don't think they can answer that question, but I think we need to to re-evaluate that. And that's just the comment I'd like to make as something that we do uh
067this board and the administration for the next year for the next budget. To to echo a little bit of what you're saying, think I was watch the girls basketball coach. I made about that much. >> Yeah. In 2006. >> Yeah. You know, you could you could say they've been frozen a bit. I could offer that the boys high school football statisticians. >> It was it was next on my list. >> At any list double it for you. >> Okay. All right. Yeah. >> Yeah. About the same pay raise as that. Yeah. So we do need to approve the budget and the two resolutions. a motion for that. >> Well, that being said, further discussion, I will move that we approve the proposed budget for 2026 2027 fiscal year for the Archer School District along with
068proposed schedule salary schedules for next year as well. We have a motion. Do we have a second? >> Second. Any other comments or question? >> Mr. Iverson. >> Hi, >> Mr. Lynch. >> Hi, >> Mr. Mackey. >> Hi, >> Mrs. Shik. >> Hi. >> And Mr. Taylor. >> Hi. >> All right, a couple more here. We have consolidated grants application. Tell us tell us about that. Every year we pursue uh title funds which are federal dollars. Title one, title two, title three, title four. I think those are all I don't think we get title six. Um and that essentially uh helps support critical programming and so we uh just need permission to pursue that grant. Again, we pursue it every year and we receive it every year. That that all said, I'll just take a
069moment to say there are currently the rumor is that title dollars two, three, four, and on will be eliminated by the federal government. That's what that they're saying just recently is that they will eliminate those title dollars and dollar funding will only be available through title one. But during the next uh fiscal year, we will have access to all those dollars and we plan on applying for them again. And they're heavily reliant on the number on student demographics. I'll I'll move to approve giving administration permission to submit the consolidated grant application for the title funds all the title that we typically done with that motion we have a second >> I'll second wins the second any other discussion >> Mr. Iverson. >> Hi, >> Mr. Lanch. >> Hi, >> Mr. Mackey. >> Hi, >> Mrs.
070Shik. Hi, >> Mr. Taylor. >> Hi. >> All right. Next, we have uh administrator contracts. These are requiring our approval. We have some new principles that we'll be approving. There we have Sanchez at the high school and Jana here. Congratulations at the middle school. So on our list, we need a motion to approve the discussion. >> I move approve the administrative contracts as motion. Do we have a second? I'll second it. Dave second. All right. Any questions? All right. >> Mr. Iverson, >> Mr. Lynch, >> hi. >> Mr. Mackey, >> hi. >> Mrs. Sh and Mr. Taylor. >> Hi. >> Motion carries. Congratulations. Thank you all for being here and for all the work you do. And then we have teacher and special service provider contract removals. That covers all >> probationary and nonprobation area.
071>> Not new. >> And special providers as well. >> Correct. >> We can we need a motion to approve those. Okay. >> Mr. President, I will move that we approve those special the the contracts the teacher contracts special providers the probationary teachers as well as the non probationary to teachers for the next appointment. I'll I'll second the motion. Any comments or question >> Mr. Iverson I >> Mr. Lynch I Mr. Mackey and Mr. Taylor I motion carries. Very good. Um now volunteer coaching assignment. Why why do we have to approve volunteer? >> Because it's a contract because yes sir. Yeah. >> Well they're volunteer that they're >> Why do we call volunteer? >> There's nobody forcing you to do it. >> You're going out for >> Yeah. so they don't have to pay minimum wage.
072>> Mr. President, I think we need to do these separately. I will move that we approve the 202627 middle school volunteer coaching assignments. >> All right, I'll second that motion. Any comments? >> Take the vote on that. >> Mr. Iverson, >> hi. >> Mr. Lynch, >> hi. >> Mr. Mackey, >> hi. >> Mrs. Hi, Mr. Taylor. >> But just a note that Dave, you have to recuse yourself on this. >> Oh, so I'm on the list. Sorry, >> we need to redo it. >> Yeah. >> Okay. >> Mr. Iverson, >> I recuse myself. >> Mr. Lynch, >> hi. >> Mr. Mackey. >> Hi, >> Mrs. Shik. Hi. >> And Mr. Taylor. >> Hi. >> Motion carries. And now I'll move to >> middle school. only. >> Yeah, we have a we need a we need
073a motion to approve high school and assuming you're >> I have a question just uh there is one head coaching position that is open the assistant coaches stay on staff regardless of head coach is that the plan I don't know I was asking when a new head coach is hired because there's one head coach position open and a new head coach is hired. Are there assistants automatically voted on regardless of a head coach? >> Good question. >> It's an excellent question as I don't hire coaches or assistant coaches. I would have to have to find out for you how they typically do that. I do not know. >> Typically, you would hire >> correct for the basketball they reapplied. >> Exactly. >> When they did coaches boys basketball, they reapplied for assistance. >> Well, yeah.
074But if we're approving assistance now without a head coach, I just would I just wanted to ask that. I I mean I just think that that's a valid thing just to ask and understand if the board approved it. You know what I'm saying? I just I don't want to >> absolutely upset a new head coach. >> Well, my view is that if this board approves those coaches and they are these are named coaches, so they will be in there and there would have to be there would have to be cause to dismiss them by any new head coach. In fact, if we hire a head coach that board meeting after they've been hired to be asked to approve that coach >> right now, we are approving the assistant coaching commission. That's what we're doing. So,
075if we hire a head coach and they come in and they're like, "Oh, my twin brother and cousin are the Olympic gold medalists. I want them." I would propose until we can get some clarity on that since that's a very unique situation that isn't happening until next spring that you allow us to figure out how we want to handle that. Speak to athletic directors and before we approve all of those assistant folks. My assumption is that somebody on the assistant group is going to apply for head coach. But let's not make the assumption. So my suggestion to the board would be to >> pull out >> make a friendly amendment and just pull those particular positions out to get some more clarity. >> So I make the motion then >> yeah with with those taken
076out. >> Yeah. So I would make the motion to approve the current high school coaching positions minus track and field because there is a head coach position open. So I would want to revisit that at another time once the principal there is an assistant principal and or additional or the same athletic director to give us an adisement but nobody's here. >> I'm not in charge of the high school. >> No, I know. I was like there's no one here. So >> we'll take that. >> So we have >> Yeah, of course. I >> we have a motion ex approving this excluding high school track. >> Correct. So we have a motion. Do we have a second? >> I'm sorry. >> Okay. Well, the only other comment I I would make is that I'm essentially certain
077this has happened before and there wasn't. I think it's important that we do it now, but uh I think maybe was just not noticed in years past because I guarantee for just pass. That's just the It's just not right. >> There's nothing personal about it. I just want to >> It's just not right. >> I just want to clarify that. It's not a personal thing. It's just >> trying to give more time to a head coach. >> And once we figure out what the clarity is, I want to put it in the coach's handbook so that there's clarity when you're taking one of those positions that >> either you're subject or not subject to a head coach change. So we'll we'll figure that out. I guess another comment we have this has to be approved
078before the end of June for budgetary reasons or no? >> No, we budgeted already. >> We approved a budget that has the money in it. >> Okay. So this could go to August. >> January. Okay. Because of this particular sport. >> Okay. >> So we have motion and a second. So, we're going to take the vote on the motion. >> Mr. Iverson, >> I. >> Mr. Lynch, >> hi. >> Mr. Mackey, >> hi. >> Mrs. Shik, >> hi. >> And Mr. Taylor, >> I'll recuse myself. >> Motion carries. One. Okay. >> All right. Uh, we're winding down. Comments from the board on things you've been involved in or want to share. I'll I'll start off just so there was a a early childhood council of Archeletta County meeting just a few days ago. on May
07927th and there was a discussion of this lodgers tax the county's putting forth that the committee would like to have a part of and in that regard on June 10th which is I didn't write the day down I guess it would be a week so it's a Wednesday in the high school auditorium there's a community meeting about the lodgers tax and that that meeting is being facilitated by Archeletta County Manager, Mr. Grizzalis. And so if you would like to attend that and make any uh motions about or comments or just show your support for the early childhood council uh applying this, you know, given the money to apply directly to the benefit of our early childhood centers that we have in our jurisdiction. Anyway, that's June 10th at 5:30 high school. >> Thank you. Others
080got a couple. One is activity. I think we kind of got some wheels in motion working on procedures, new handbooks, new working handbooks. I think this this go smoother going forward once we get all that done and a lot of good work by both the middle school and high school athletic director. all in mentioned last week or two weeks ago. You spoke two Thursdays ago. I attended that and I thought that it was very well presented the reasoning for each schools pretty thoroughly and I would say of all of these that I've done that I've witnessed or participated in by the time we're done the temperature in the room even if they're a little little lukewarm when we started actually see photograph some pictures of the interior guts of these buildings. They understand >> I
081mean both is going pretty smooth and with all the quartets kind of you know settling down a little bit the I I believe that our meetings have been uh pretty proactive towards just the e school and that the direction salary schedules So it seems to be highly focused on hosties as an entity right now. Um and you know not a lot of distracting conversations over the last few meetings. So I feel good about that. We're you know on a break for a bit now. Um I don't think there's really much pressing to like bring to the board from Boseies at this time which is kind of a nice change. Maybe it's you. Maybe it was me. >> Maybe anything. Okay. Can I share one thing? I reached out to someone at called Protect Colorado's future.
082It's this organization that's proposing a ballot measure for the fall. There are two things that might be on the ballot relative to school funding. One is proposition NN which is trying to say that funds collected above the tab limit could be used in the school budget. Currently that's where we refund excess funds collected tab. So that's got its own payment. It's already exceeded the threshold for signatures to be on the ballot. Proposition N. this group which uh board member at Durango told me about this. So I reached out a little presentation from protect Colorado's future. They have in my mind a little more ambitious goal. Maybe that means much harder. They would they're gathering signatures now to have a measure on the ballot that would change Colorado's state tax structure from a flat tax. We
083all pay 4.4% 4% of our Colorado tax taxable income was changing from a flat tax to a graduated tax like our federal tax where based on your income you pay less or more and the notion of 97% of people would pay less tax. Higher much much higher earners 500,000 and above tax income would pay more tax. And that would be an increase in collective funds that would be dedicated to education, healthcare, and one other bucket I can't think of. So, it's worth paying attention. It's not on the ballot yet. It's one of those probably more controversial tax measures. We do it at the federal level. Graduated tax state level where flat and you'll you'll hear more about it. I was going to share with Darcy Center this information as well. So thinking Colorado because we're
084a little hamstrung on our legislators having enough money in the pot and because we're because of TA continually rank lower in total funding for people to student students trying to find ways to find more generate more fun. So, I'll share more as more comes out of that. >> Anything else? >> Yeah, I would just add uh to that initiative, which I thought was like Senate Bill uh ballot initiative 195. It's the one you referred to in the last one. One interesting thing about that that Eric and I learned went to uh state school finance is that there's a competing initiative to lower that flat rate below 4.4 to 4.3. Um, and so those two initiatives are actually in opposition to each other. And it's possible that they both passed, that people support lowering the income
085tax overall, which decreases the amount of money our state collects to fund their over zealous budget. And it's possible they'll pass a graduated income tax. If that is the case, those two actually have more or less a runoff based on the number of yes votes for each. So, um the way it was described to us is that it's hard for people to say no to a decrease in the income tax. Um and it might also be hard for people to say no that since it's really the top 2% of folks in Colorado that would be impacted by that 195 to not say yes to that. And one interesting thing they said is the actual ballot language will show a table that has your income bracket and how much your tax would change. They think that
086table is going to make a difference. I'm not speaking in favor or or against it. Um but that one particular one if they ran numbers for every district and if that one were to pass, they're proposing that would be about $1.3 million for us in addition to where we currently are. Um, and so everyone gets a piece of that pie, but you know that's a district our size that much. You can imagine how many millions that Denver school district might be getting. But >> so this 195 is in the signature gathering phase. >> Correct. I don't know about that other one. That must be in the signature gathering phase. >> Correct. >> They said yes. They're both >> Neither Neither is actually qualified for the ballot. >> Correct. They're both in signature gathering. And the
087concern is that the not concerned, the information we got was the folks who are funding the decrease in um tax rate, income tax rate are well funded. And so they really look at signatures as a there's a per dollar amount to collect the signature. Not they're paying people, but because how much work goes into it. So the concern is that one is very well funed. >> They can pay volunteers to go get it. Yeah. >> Right. Yeah. So, we'll we'll pay attention. >> Sure. Yeah. >> Very good. Anything else? Anything else from you? >> Just one quick one. I think you're all aware we had opened up the assistant principal jobs at both middle school and the high school. Uh we had five, six applicants. We had a number of people drop out. Not uncommon.
088It's kind of late in the year. Uh we interviewed three applicants, all of which had not previously been um assistant principles. two of which did not have their principal lensure yet. Um so after consulting with both the the soontobe middle school principal and the soon to be high school principal, we opted to open those positions back up. So they're both reposted. We're collecting we've collected a few other folks that have shown interest and we're going to continue to do that till the end of the month and we'll conduct another round of interviews at that time looking at the field we have. with that qualifier, will that determine what you do with your athletic director position at the high school based on the qualifications of that individual? >> Yeah, I'm really hesitant to start looking for
089that job until we know the skill set of the team we have and we'll make that determination. >> Okay. So then lastly, before we leave, we had a placeholder on our calendars for a June 30 possible meeting. I I don't think we need that now. Right. And we added a July 22nd.
