All right, let's call this meeting of the arch school district to order for Clark Street. So with that, we'll start with >> Mr. Iverson. here. >> Mr. Lynch >> here, >> Mr. Mackey >> here, >> Mrs. Shake here, >> and Mr. Taylor >> here. >> All president. I will honor the state of the flag of the United States of America and to the stands one nation, indivisible with liberty and justice for all. Before we get into the agenda, I want to make the official announcement that we will be having an executive session tonight. of the board will convene into session pursuant to out of revised statute 24-6-424F for discussion of a personnel matter involving evaluation and contract renewal of superintendent Rick Hole who was previously informed of the meeting of that and now we have

an agenda in front of us and we need a motion to approve our M I make a motion to approve the agenda with the ability to move items around as necessary to accommodate attendees or other needs. >> Very good. We have a we have a motion to have a second. >> I'll second. >> Any discussion? >> Mr. Iverson. >> I. >> Mr. Lynch. >> Hi. >> Mr. Mackey. >> Hi. >> Mrs. Sh. >> Hi. >> And Mr. Taylor. >> Hi. >> Motion carries. We have an agenda. Now we're looking at the minutes from the February 4 regular meeting and the February 25 special meeting and we need a motion to approve or amend those. >> I make the motion to approve February 4th regular meeting of February 25th special meeting minutes. >> Second. >> I'll

second. Any corrections or addition to the minutes a >> Mr. Iverson I >> Mr. Li >> Mr. Mackey Hi >> Mr. Shi >> and Mr. Taylor >> Hi. >> Motion carries. So, both of those sets of minutes are approved. And now we have the consent agenda in front of us with um double retirements, resignations, hiring, coaching assignments, new substitutes, and firmware claims. So, unless there's objection to any in there, we'll seek a motion to approve the entirety of the consent attempt. I would move that we approve the consent agenda as published. >> I have a motion. Do I have a second? I'll second it. >> All right. Any discussion? >> I do have Josh is not here, but just regarding retirements, resignations, terminations, there is a lot of employees listed from the middle school. um

obviously some that are to continue out their contract through the year which um is great and just ensuring that Rick that you're aware of the hiring positions that are going to be open that you believe and can give a testament to Josh's again good leadership that there's a plan in place you know when you have I I absolutely believe that to be true I think he's amazing I think all of these things are coming as they should and when you see such heavy names and percentages in one particular school. We just want to I want to just >> Yeah. In light of the fact that um teacher retention and recruitment is such a high priority for us, we've been both Heather and I have been talking to folks that they've made that decision and those

folks are all retiring or making big life choices. We at at this time don't have anyone that's saying, "Hey, you know, we're uncomfortable in our position." So, this is not a question of leadership. It's question of lifestyle choices that people are making and just coincidental that they all happen to be there and so >> great. >> We are keeping an eye on it though. >> No, absolutely. I mean it's it's large in numbers and again there's great new leadership and sometimes that creates change and also like you said people's lives take them in different directions. So thank you for that. >> Yeah. Very good. So we have a motion and a second so we can any further questions and discussion >> Mr. Iverson Mr. Mr. L. >> Hi, >> Mr. Mackey. >> Hi, >> Mrs.

Sh. Hi, >> and Mr. T. >> I. >> Motion carries. >> All right. Uh, public comment. Anyone signed up for public comment? >> Would you like to impersonate someone? >> Does keep us in practice. All right. Uh, discussion only items of capital improvements. Yes, sir. >> Straight to you. >> Thank you. >> Well, here we go. It's spring. Spring sports are started and we're working on our on our fields. So, probably most of my updates today I'll be talking about sports fields. So, we already had some really nice weather in January and kind of beginning of February and we were able to capitalize on that getting started out there about a month earlier than what Mike's seen a lot of times. last fall spent a lot of time, a lot of effort, a little bit

of money on our football field and we we saw some really good improvements out there for our athletes. So this spring, we're doing the same kinds of things with our baseball diamond. We'd like that entire complex out there to be really good. So over the course of this spring and into the summer, I'll kind of similarly what you might remember last fall where I was taking monthly pictures of the fields and just provide what those looked like. I'm going to continue to do that now and hopefully track some real improvements with that field. So, up on the screen right now is kind of the base um layer. And this is the four photo. This is right after the snow started melting off of it. Uh kind of what it looks like. Some of the things

that we're working on addressing right now. Last year, um some point in the spring, they had a water line break out there that required a trench to be dug all the way across the field. You kind of see it there. Um, the other thing that happened was as they were trying to come back from that repair, they were firming up the infield and they put down a material that was designed to firm up the infield and I think it was just not a real high quality material. So, what happened was the fine grain sand leeched out of it into the field and then what was left was this really coarse um kind of quarterminus pegravel kind of stuff that uh you're never going to see grass grow out of it. And so that ultimately what

was left on top of that trench line repair that was right there. So a lot of the work that we did in January, beginning of February was to work on addressing that repair and to get a lot of that coarse, nasty gravel off of that field so that now we can kind of start it from scratch this year and actually grow grass on it. Um so what has taken place over the last month is that uh that bad sand has been removed uh with the dragon implement. The entire field has been airrated. It has been top duts with a mixture of mason sand and grass seed kind of did a frost uh seeding on that to try to get grass growing. Um we fertilized both the infield and the outfield and then it snowed and

so it was like mana from heaven on that field. So I have very high hopes for what that's going to look like. Was out on the infield and we've got whole grass sprouting out there in all of the areas that needed it. Uh, so I, like I said, I have high hopes for what that's going to look like. At the same time that we had Dean working on the baseball field, we also had him working on the rest of those fields out there. So that minus removing of bad material, all the rest of those fields have also had aation done. Um, and they have all been fertilized right before we had that big snowstorm. So like looking at right now our our soccer team is playing in the outfield of one of the softball fields

because that's where there's some decent grass, but we're so we're focusing on growing grass out of that practice field. And my hope is that a year from now soccer is not playing in the outfield of the softball diner, but they're actually on the practice field where they're supposed to be. And then we can have better grass on all of those other areas as well. So, um, more to come as we work through all of that and I'll I'll be updating you on it. Um, we did make a a capital vehicle purchase in the last month. Um, our 1975 John Deere tractor that couldn't make it up this incline of the high school. We went ahead and stuck a fork in it and we were able to purchase a K Cabota uh tractor that Dean is

in love with and spends lots and lots of time on running around out there. He's not broken it yet. and uh it has allowed us to really do some nice thing with that field. So, I bust on Dean just a little bit, but I I do also need to give him some credit for the work that's going on out there uh with the uh with the fields. He's working hard and doing a really really nice job. Okay. Kind of akin to the baseball field is Prairie Dogs and um that the Prairie Dogs need to go away. And so, we have contracted with Orcin. They've been out three times now in the last month. Basically, the way that we work that contract out is that the first month they're going to hit it really heavy and

then after that they're going to be out once a month after that. So, we do still have prairie dogs that we're dealing with. It's going to be uh kind of an ongoing thing. It's going to take us a little time, but um I don't intend on having prairie dogs running around out there and then have parties in front of my office like they did last year. Little bit of a smaller item, but very important to the folks who benefited from it. Um the Wow, Mrs. Fine is here. She can attest to this. So our there's two playgrounds at the middle school. The new one that we just put in last fall and then of course it got it gets the shredded rubber tire um under it. But then our old playground which is on the

south side of the school had turned into a mud hole and kids were bringing a lot of mud inside the building and it was just kind of gross. So they requested that we get some uh wood chips out there. uh we were able to get that shipment in as quick as we could and we got it placed. We are also continuing to work on our fire inspection. The reinspection that we're going to have is on March 23rd and March 24th. Um we have put approximately $15,000 into that. Um so if anybody was to say the school district doesn't care about fire safety, smack them for me because we have worked really really hard on this and we put a lot of money in it. I would also say uh Michaela Bamer who is the inspector

that's been working with us has been very reasonable in recognizing that some of the things that they're asking just flat cost too much money to address right now or recognizing that maybe it's going to take a little bit more time. Um she's been very good to work with and I'd like to think that I've been pretty good to work with on on her side as well. But that's a ongoing thing and I am frankly looking forward to having that reinspection behind us at the end of this fall. Last item I'll just quickly mention is that we are continuing to work on planning for uh the B tech uh kitchen recreation in there. I did meet with uh it's not am I got that wrong in my report here. And uh they are going to be

handling the general contracting. their I don't even know what his job title would have been, but basically the person who comes out and determines the scope of work and what they need to get when they're able to get started was out. Um he's thinking that once we get rolling on this project, it'll be a two to three week u project so that it would be done. So um as I've also mentioned to you all, we're working on the floors at middle school here to restore them and put in a new set of bleachers. Sounds like according to him that the kitchen in the boat deck building will be a relatively small quick project compared to what we're going to be doing here. So hopefully that doesn't jinx us and that it will in fact be

two to three weeks when we get it knocked out. He was not able to give me a start date yet. Um but he felt very very confident that for my goal of having that up and running in my fall school year, he felt that that was very reasonable and would not be a problem for us to do. Can >> I see a quick on that? >> Absolutely. Um so in terms of any future CTE planning that's related to culinary y is this going to be sufficient for what people envision in the future. >> So I sat down with uh um Sean and we also met with Todd Stevens um and kind of talked through because if there was planned let's just say that if they wanted a kitchen up in the new CTE building uh

the regional workforce center now would be the time to recognize that. or if there was significant improvements that were needed to be done to this facility, now would be the time. >> That's kind of like >> 100%. So, basically, there is no plan to place this up in the new CTE building. The space that's up there has been planned out and it doesn't include a kitchen. Um, the overall shell of what is in this kitchen is really what they need. like um working with Todd, it it didn't sound like there was the need to like expand the kitchen itself, but there are some opportunities for us to expand what is in that kitchen. So, uh like this picture right here, if I zoom way in, you can kind of see that there is a I

think it's a fourburner stove back in here. And then this refrigerator would not normally be placed right there. It would go in another spot, which means that there's lots of space under this hood where we could put in other implements. Um, I you could I don't think we're going to do this, but you could put in a fryer. Um, you could put in, you know, a commercial skillet in that area. There are the kitchen itself wouldn't need to be significantly changed, but the hope is that maybe we're able to add some things into that structure once it's done. >> Okay. >> Sean, do you want to add anything to that? >> No. >> Okay. We've also got Mr. Long here um who is very very short on storage space. We're we're hoping to be able

to find some place and some ways for him to have some additional space in that that area as well. >> Any other questions that I can take? >> Yeah, you're welcome. >> Yeah, Jason, I'm curious about what was done on the slope at the high school above the fields. I looks it looks really really great. Was without any worried there for a second. No gory detail, but was all that done with that front loader or was it sort of dug up and dragged or how was that done? >> So, basically, we we put a a rake on the back of that new tractor. The the reason that we did it was the prairie dog guys when they came in and did that initial treatment to help them know where the new mounds are. They asked

us to drag all of the old mounts and basically just flatten that entire area so that now when they come out the next time, all they have to do is look for the new mounds and they know that's where they need to go to to work on prairie dogs. So, um, we had bought the tractor a couple weeks prior to that was a good opportunity to, you know, put it in four-wheel drive and just see what it could do because that slope was a real problem for our old one. So Dean used that industrial rake and went up and down the slope and it looks significantly better than it did before. We'll be treating that slope as well with broadleaf um killer as we go into the summer so that we don't have all those

Russian thistles and noxious weeds growing all over it as well. >> Yeah. Be interesting to see if we can get a longerterm plan for that area because it's always looked a bit blighted to me, not just the prairie dogs, but I I'd really like to see that place. uh not without not grass because we'd have to water it but some solution where we can you know costefficiently landscape that whole area. It's a big area but I think it deserves it other it's just going to eventually will start looking kind of crummy again. Here's what I wonder. Um, if the noxious weeds are gone, right? And if the prairie dogs are gone and what you have growing there is more of a natural kind of prairie grass and that the same way that we're now able

to go up and down that slope with the rays, we can also go up and down it with a brush hog. So, if you have natural, not not blueg grass, you know, the the kind of stuff you have to water, but the stuff that grows naturally out here and it's not it's kept down to that six inch level by brush hoging it once a month, I think it could look a lot better than what we have maybe seen it looking and it might be something that a year from now as we're talking, maybe there's not a need to pump a ton of money into Sarasc or doing something fancier, but that just kind of that natural prairie grass slope will look a lot better. But we'll see what it looks like. >> Well, not from

anyone else but me. I just I just felt so good when I came there last week and wow, it looks much nicer than has ever looked before. So, appreciate it. >> Well, thank you. I appreciate that feedback. I'll pass that on to >> other anything else for Jason. >> Awesome. >> Thank you. Thanks for the update. Thanks for the great work. >> All right, Eric's gonna take us to the cash flow update. >> Pretty fun. who made it through February, April. >> Everyone got paid >> some money left in the bank. Um you can see for December, January and February our revenues were dwarfed by the expenditures those months. We do have at the end of February just over 1 million available about 900,000 in our general investment. It's a clear February and the initial

report that I got Monday just under 6.4 in property tax on Tuesday the first March we should see another >> on March 24th we'll get a second second round of March and that usually is in the 1.5 in so we will be comfortably back in in position this Anything from the board? >> We're glad March is coming. >> All right, then let's go on to the budget update. >> Yeah. So, this is just a a quick update on where we are for the 2627 school year budget. Um the first slide page two shows this is more or less a refresher to show the new school finance formula and it's a very pie chart but on the left hand side is a diagram that come from budget showing how the formula the total program funding is

calculated. Then on the right hand side I've added under those cells our values for this year's 2526 budget the base people funding of 8691 times the funded people ground 67.8 comes out to our foundation or base funding. Then each of the categoricals that build into that as you go down cost of living, size factor, local funding, that gets us to our total program funding rate for this year of 19 billion 387. So as we look at next year's budget, the inflation came in at 2.3%. And that is based on CPI for Denver and Lake is how they basically create a an inflation vector for the state is based on those three metro regions. So I think in all likelihood that's not sufficient. We're seeing position but up here the first run that we got from

the state shows a base funding increase of roughly $200 and our with all the other category that's built into like on the previous slide our total would $640 just under 13,000. The new finance formula is scheduled to go to 30% implementation this year was 15%. So basically what that means is they still track the old formula model and then they have the new difference between those two for us is roughly 2.4 million. So this year we got 15% of that 2. next year and should add another 15% 30% but that's still on the table. Uh the state is still short close to two two billion in budget shortfall and we all assume that when they have a short pay 12 is the area seems to be most. So there's it's not guaranteed we'll see the

%. There are also some triggers that are in the billing at 15%. Those have to do with percent of local share and assess values as well as the contributions that have to be made to the state education fund that backfill some of the budget dollars that they year to year. So we don't know that yet. If they do hold it at 15%, we'd be looking at only $59,000 in total program, which is in my mind. If we go to 30%, it's $314,000 increase based on the student job that they've got in there. But it's still 314 is not these last few years we've been five six figures. So we're not going to see the freedom or the flexibility we've had. And the preliminary funding model shows us at 92% local share which this year we

more property tax and less sleep output. What's not in our favor? Nothing in our favor. Declining enrollment trend continues. We look at the funded pupil count over the last five years. That's drops 9 and a half% from 1693 to 1532. The move to threeyear averaging which is titled to the 30% implementation means a
